Commons ChamberThe UK is committed to ensuring a safe return to school for children all around the world. We are taking decisive action through our education programmes and will throw our diplomatic and development weight behind global efforts, including the UNICEF-led campaign to support children’s return to school. On Monday, we announced £5.3 million of new funding to the United Nations High Commissioner for Refugees to enable over 5,000 teachers to provide education in 10 refugee hosting countries.
I thank my right hon. Friend for her response and commend the work that she is doing in the Department. How will the new Foreign, Commonwealth and Development Office assist the Global Partnership for Education replenishment next year?
The UK is proud to be the largest bilateral donor to the Global Partnership for Education, with a commitment of up to £225 million over a three-year period. As a major education multilateral, it has a key role in tackling the global learning crisis. That is more crucial than ever given the covid pandemic, which is having a profound effect on education systems across the world. The GPE is flexing about £400 million to support education stability, and the UK is keen to play an active part in the 2021 replenishment. We are presently exploring the possibility of how we could co-host that replenishment
IMC Worldwide was commissioned by DFID to build 31,000 classrooms in Pakistan for a fee of £107 million. It renegotiated to only build a fifth but kept 58% of the initial fee. The majority of the classrooms built were substandard and presented a risk to children. By October last year, only a quarter had been retrofitted. Will the Secretary of State put the two DFID reviews into what went wrong in the public domain? Why is the same classroom design being used in other countries? Were any children hurt, and when can they go back to school?
The safety of children will always be our No. 1 priority, and I agree that it is completely unacceptable that children were being taught in tents because buildings funded by UK aid were not being built to the necessary standards. As soon as DFID knew that there was a problem, we took urgent action to ensure that all schools knew that the buildings should not be used, while we worked with the contractor to agree a plan for retrofitting the affected buildings. Covid has caused some delays to that progress, and schools are closed until 15 September, but I understand that the first of the buildings will be handed over shortly, in a state that is considered acceptable. Global education continues to be an absolutely key priority for the Government and, whether in Pakistan or elsewhere, we are working hard to get children back to school.
As my right hon. Friend the Prime Minister has said, the work of the UK to reduce poverty remains central to the objectives of this Government. The way we use ODA will continue to be guided by our responsibilities under the International Development Act 2002, including our commitment to poverty reduction. The Foreign, Commonwealth and Development Office will enhance our ability to be a force for good and partner to countries in need that seek support to help them climb the ladder of the sustainable development goals towards being strong, peaceful, economic states.
This Government cannot be trusted to tackle poverty here in the UK, and nor can they be trusted to tackle poverty overseas. In the middle of a global pandemic that is pushing millions into poverty, this Government have shut down the Department for International Development and dissolved a dedicated parliamentary Committee so that they can avoid scrutiny of aid spending. Will the Secretary of State please inform the House of how aid will be scrutinised from now on?
This Government remain absolutely committed to the 0.7% commitment, which is enshrined in law, and that will continue in the framework of the new Department. On scrutiny, clearly it is a question for Parliament how that scrutiny takes place and what the new framework of Committee assessment might be. However, the Prime Minister and the Foreign Secretary are absolutely clear that scrutiny should continue to be an absolute focus. It is incredibly important, and all of us as parliamentarians know just how important it is that we watch over, and can provide insight and broader reflection from all those we talk to, to make sure that Government do their best possible. The Government are continuing to support that, and the Foreign Secretary will set out where he hopes to do that in due course.
It is with great disappointment that this is the last DFID orals, and I want to pay tribute to all those officials in the Department for their work. I want to assure all those who recognise the importance of development and of supporting the world’s poorest that we in the Opposition will not follow the misguided path of the Government.
In recent weeks, we have heard the Secretary of State and hundreds of non-governmental organisations contradict the Prime Minister’s claims that there was
“massive consultation over a long period”—[Official Report, 16 June 2020; Vol. 677, c. 678.]
of time ahead of his announcement that he would scrap the Department. Can the Secretary of State tell us whether the Prime Minister misled Parliament, whether she misled the Select Committee last week and when an apology will be forthcoming?
I concur absolutely with the hon. Member that all those who serve—now and in years past—have brought a commitment to helping the UK do as much as it can to support poverty reduction. That commitment will continue and those who are making that their life’s work will continue to be part of the FCDO.
The Prime Minister was clear, as I have been, that any announcement is always brought to Parliament first. The ongoing consultation is now working continuously, and Baroness Sugg is leading that. However, consultation with NGOs was going on before that in relation to all sorts of other issues. That relationship with our NGOs and civil society organisations is something we take very seriously, and we will continue to do so.
The decision to axe the Department was done on a whim by the Prime Minister to try to distract from his handling of the pandemic. That is why there are still no details of what the new Department will look like, how it will operate or how it will be scrutinised to guarantee value for money for UK taxpayers who are rightly proud of the work DFID has done in tackling poverty around the world. Will the Secretary of State guarantee that funds will be focused on the world’s poorest and that any cuts to the aid budget come from funds that currently go to middle and upper-income countries or have been found to have limited development impact, such as those outlined in the ONE campaign’s real aid index?
DFID it is world renowned for its focus and programme expertise, and that will continue to be the case. Poverty reduction will continue to be a critical focus on how we spend the 0.7% that the Government continue to be committed to. We enshrined it in law and it will stay: the Prime Minister is absolutely committed to that. Interestingly, I think there is a real challenge with the sustainable development goals—there are 17 of them—and the ability to help a country become self-sufficient and climb up that ladder will absolutely continue. We will continue to commit to the 0.7% target, based on GNI.
Both the merger and the integrated review are evidence of this Government’s commitment to a unified British foreign and development policy that will maximise our impact around the world, project our values and be a stronger force for good—they go hand in hand.
The Bond network says that it has not been consulted on this merger and the integrated review has been restarted behind closed doors. Will the Government commit to meeting Bond and other civil society organisations so that those on the frontline can inform the new Department’s aid priorities?
Baroness Sugg leads in the Department in meeting the CSOs, and there are regular meetings ongoing. The integrated review is working over the summer to pull together the key issues, and development is an absolutely critical strand within that.
Last week I asked the Secretary of State what partner organisations and non-governmental organisations were consulted prior to the announcement of the merger of the Department for International Development and the Foreign and Commonwealth Office. She said that the statement on the merger was first made to Parliament and that there has been ongoing consultation since then. This stands in stark contradiction to what the Prime Minister said previously when he told this House that there had been
“massive consultation over a long period.”—[Official Report, 16 June 2020; Vol. 677, c. 678.]
Therefore, was the Prime Minister aware he had taken a decision without any evidence to support it, or did he mislead Parliament to create an illusion of legitimacy for this ideologically driven, disastrous merger?
As set out in previous answers, the Prime Minister made the announcement of the new departmental framework to Parliament first, and there are ongoing discussions led by Baroness Sugg and the permanent secretary with the CSOs and the NGOs.
This Government are committed to standing up for the right of every girl to 12 years of quality education, building on a strong basis of global leadership, including DFID’s education support for at least 5.8 million girls between 2015 and 2019. The new FCDO will deploy our world-class development expertise alongside the UK’s diplomatic skills, respected around the world, to get every girl into school.
As this is the last oral questions for the Department for International Development, I would like to place on record my thanks, and I know that of the whole House, to all those who serve now and who have served in the Department over the past 23 years. I know that their talent, passion and commitment to help to deliver world-class development programming, policy thinking and humanitarian support to the most vulnerable will be at the heart of the new FCDO and will be critical to its future.
May I place on record my gratitude to the Secretary of State and her team for what she has done in this important Department? I hope that the spirit of what DFID does will continue. She is aware that in Afghanistan and Iraq it is so easy to win the war but lose the peace. Will she agree to meet me, before she loses her job title, to see whether the military can be given funds to create a stabilisation force that can operate in those difficult environments where it is too dangerous for NGOs to function?
I would be very happy to meet my right hon. Friend to discuss that. The Conflict, Stability and Security Fund exists to do just that and we need to think about how we maximise the use of all our UK efforts to help the most vulnerable, so I look forward to debating with him.
As the hon. Lady is aware, we put £150 million into the IMF emergency fund, and the Treasury continues to lead in the Paris Club discussions and with the G20 to ensure that the right solutions are found for the long-term sustainability that those most vulnerable countries will need.
Ensuring taxpayers’ money is well spent is central to DFID’s work and it is embedded in all our activity and will be at the heart of the new FCDO. Programmes are regularly appraised and monitored to ensure that they are value for money, performing effectively and delivering on manifesto commitments.

The UK is leading global efforts to ensure that equitable access to covid-19 vaccines is possible. We worked night and day to make the global vaccine summit last week a success. Not only did we significantly beat our fundraising target to buy vaccines for the world’s poorest people, but we pledged £1.65 billion of UK aid to be the world’s largest donor to Gavi, the Vaccine Alliance. We have also pledged £250 million to vaccine research through the Coalition for Epidemic Preparedness Innovations and are a key part of the brand new scheme to ensure global vaccine production. But it is not just about money; the summit showed what true collaboration can do. The UK will leave no stone unturned to make everyone safe.
Businesses in M-SParc, a scientific park in my constituency, are developing innovation to fight the coronavirus pandemic, while at the further education college, Coleg Menai, and across the bridge at Bangor University, everyone is working hard in the fight against coronavirus by developing innovative technologies. For example, the science park businesses are developing proteins for vaccines and have made more than 8,000 visors. Can the Secretary of State tell me how we are supporting innovative British businesses to play a role in fighting coronavirus and developing a vaccine for the rest of the world?
It is lovely to welcome a scientist to our Green Benches. As my hon. Friend suggests, organisations right across the UK are playing a vital role in innovating to develop a coronavirus vaccine. It is a great pleasure to thank all the communities across the island of Ynys Môn helping to fight coronavirus with their technological solutions. My officials are also working closely with the Action for Global Health network to draw on the expertise of a range of UK charities and organisations as part of our approach to shaping global vaccine efforts. If UK-backed candidates for vaccines are successful, the Department for International Development funding for international efforts will help to ensure that those are scaled up and support equitable access for all who need them globally.

I start by welcoming the Secretary of State’s apology concerning the sharing of an unacceptable, offensive and xenophobic image, but it was extremely disappointing that it took so long to apologise.
The Secretary of State has said she wants to ensure equitable access for many new vaccines once developed. AstraZeneca has guaranteed the US and the UK the first 400 million of any new vaccine in September, while those in the world’s poorest countries will not begin to get any until the end of the year, at the very earliest. Does she think this is equitable access?
The vaccine challenge, and the race for scientists to crack that code and for industry to come in behind them to support, to produce and to deliver, is critical. AstraZeneca is leading the way with us and has now signed a licence for 300 million doses, should the Oxford vaccine be successful, which it has committed will go to low and middle-income countries, which is fantastic news. This is a huge piece of work, which is led by the Department for Business, Energy and Industrial Strategy and which DFID is involved in, to draw together that scientific effort. The key point about any vaccine that is found—obviously we hope one will be found—is delivery, which is why Gavi, the Vaccine Alliance is so critical, because it can reach out. It has effective networks for delivering vaccines in those poorest countries, where we want to make sure that everyone who needs it gets that vaccine.
The “Oxford Dictionary” defines “equitable” as “fair or just”; what the Secretary of State has just outlined is neither. She rightly praises Gavi and the number of people it has vaccinated, but as she knows the alliance would not be needed if access to vaccines was actually equitable. There is a disconnect between the Government’s rhetoric on this issue and their actions. Rather than outsourcing responsibility, will she step up and commit to attaching clear, transparent conditions on British taxpayers’ money to accelerate development and guarantee truly equitable access to vaccines based on need, not how deep your pockets are?
The UK taxpayer, through UK aid, has made a huge commitment. We gave £250 million to CEPI very early on in the crisis. Those who use that CEPI money as part of their vaccine development work have that commitment. That is fantastic. Gavi is a fundamental part of ensuring the whole world works together to make vaccines available. By being the organisation that vaccinates nearly 50% of the world’s children, it brings down prices. It can bring huge negotiating benefits so the value is spread across the world.
The Department’s work in funding the development of a vaccine for covid-19 is just one of many projects that help to protect some of the most vulnerable people in the developing world, but we cannot take our eye off the ball on the need to continuously tackle global poverty. Can the Secretary of State confirm reports that there is a rapid ministerial review happening of the aid budget and that the vast majority of new projects have been paused, and can she explain why these life-saving projects are being quietly put on hold without informing Parliament or engaging with the International Development Committee?
Our aid spending is linked to the growth of our economy. The challenge this year, in which gross national income will go down, means that the economy is likely to shrink. We are working closely with the Treasury to understand the likely forecasts and to ensure that we can meet our 0.7% commitment. We are working across Departments to ensure that we continue to drive UK aid spending and commit our official development assistance to the most vulnerable and poorest.
Development policy and foreign policy are remarkably intertwined, which is why the Department for International Development and the Foreign and Commonwealth Office already work together in 32 bilateral posts, nine multilateral missions and eight FCO-DFID joint units. To deal with coronavirus as effectively as possible and to co-ordinate our international efforts, we established a superb joint conflict, security and governance covid-19 hub, so the UK has a stronger presence in the world when speaking as one Government, rather than as only individual Departments.
Beyond the immediate covid response, the past 30 years have shown us that trade, not aid, lifts developing nations out of poverty. With this in mind, does the Secretary of State agree that the considerable soft power that her Department wields should be used to encourage and expand trading opportunities with developing nations?
The UK Government are firmly committed to ensuring that developing countries can reduce poverty through trading opportunities. Indeed, that is one of the critical outcomes, and we will have to work very hard to help those countries get back on their feet. DFID has a joint team with the Department for International Trade, which is working to enhance market access for developing countries, ensuring that they can take advantage of this access through trade-related assistance and using our influence in organisations such as the World Trade Organisation.

Yesterday, the International Development Committee released its review into UK aid, which concluded that DFID was by far the best Department to deliver it. The integrated review is formally paused, but it seems that the Secretary of State is carrying out her own stealth review. The official development assistance meeting was chaired by the Foreign Secretary. All but 200 future DFID programmes are paused, and DFID looks as if it is taking most of the forecast ODA cuts. Can the Secretary of State tell us what is the scope of the review, what is the timetable, and why the Committee found out through whistleblowers rather than through official channels?
I thank the hon. Lady for her Committee’s report, which I was able to read overnight before it was published. I also thank her for her compliments about DFID. Indeed, the effectiveness with which DFID is able to deliver aid is because the Department has decades of honed experience in understanding the most effective and targeted ways of spending taxpayers’ money and getting the most developmental impact. It was a really encouraging report. As I said earlier, because of the likely drop in gross national income, we are having to assess, across the board, how we will manage the 0.7% target in the coming year. We are working across Government to ensure that we do that as effectively as possible, because as far as we are all concerned—the Prime Minister has been very clear on this—UK aid must be spent to help the world tackle covid-19.
I want to put on the record that black lives matter. We must listen to those communities that face discrimination, and solve the unconscious biases that still create injustice and lost potential. My Department will redouble its efforts to drive out discrimination and support the poorest countries to achieve genuine mutual prosperity free of prejudice. That struggle for equality is exactly why it was so important last week that the UK brought together, via video link, the London 2020 global vaccine summit as part of a 60-country effort. A historic $8.8 billion was raised to vaccinate the world’s poorest people. Gavi will immunise 300 million more children as a result.

Does my right hon. Friend agree that in order to tackle this virus so that we can all be safe from future waves of infection the international community must work together, co-ordinating and increasing support for vulnerable countries, and delivering the appropriate international financial and health system assistance?
Strong, resilient health systems are vital to national and global health security, and to helping to protect the world from infectious diseases, including covid. The UK has so far pledged £764 million of UK aid to help end the covid-19 pandemic, in support of the co-ordinated international response through the international financing institutions, multilaterals and global health initiatives, alongside DFID programmes. Through our multilateral partnerships and our regional and national programmes, we support developing countries to make their domestic healthcare systems stronger and more resilient and to better prepare for, prevent, detect and respond to health crises, including covid.

The UK’s Commonwealth Development Corporation does important work, but deeply concerning evidence has come to light, thanks to the work of Finance Uncovered, regarding CDC investments in Myanmar, including $30 million in an internet service provider called Frontiir, which, at the orders of the Myanmar Government, has blocked independent news sites reporting on atrocities taking place against the Rohingya. Will the Secretary of State now urge CDC to immediately divest from this company? Is she sure that none of the other microfinance programmes being supported is indirectly helping the Myanmar regime?
The UK Government condemn any action to restrict the freedom of expression of journalists, and have repeatedly raised the issue of internet restrictions and shutdowns at the highest level with the Myanmar Government, but, after going through due diligence, CDC invested in Frontiir to extend internet access to more people in Myanmar and to combat poverty. The company has followed the international Global Network Initiative standards by posting transparency statements so that users know whether the site has limitations upon it.
Queenie is clearly a wise young person, and it is a really important question. The UK is at the forefront of efforts to drive global collaboration and resourcing, including through our engagement through the access to covid tools accelerator and through industry for the development of new vaccines at the speed and scale required to ensure access for all those who will need them. As well as contributing £1.65 billion to fund Gavi’s core programme we have committed £48 million to its newly launched covax advanced market commitment, aimed at incentivising manufacturers to produce sufficient quantities of a potential vaccine to ensure future access for low-income and middle-income countries.
The UK is proud to support the World Food Programme, with £500 million last year, the United Nations Food and Agriculture Organisation, with £40 million, and the International Fund for Agricultural Development, with more than £50 million, in their efforts to end hunger, achieve food security and improve nutrition across Africa. We are also assisting countries to respond to the desert locust upsurge in east Africa, which threatens 25 million people with severe food shortages. UK aid has funded a supercomputer to track that and help develop early warning systems and has provided £5 million to the UNFAO’s regional emergency appeal.

Commons ChamberMy apologies: I am short on voice today, about which many in the House will no doubt be very relieved. The Government’s 2019 spending review allocated sufficient funding to ensure that the UK can deliver on our commitment to spend 0.7% of gross national income on official development assistance in 2020-21. Thanks to this Government’s focus on a strong economy, we can deliver on this commitment, improving the lives of millions in developing countries—for example, by giving more than 14 million children access to a decent education, immunising 56 million children and supporting 52 million to access clean water and better sanitation in the past two years alone.[Official Report, 4 March 2020, Vol. 673, c. 8MC.]
I asked that question because in 2013 the Secretary of State tweeted an article that questioned the 0.7% of GDP target and, more recently, she circulated an article by the former Development Secretary saying that the waste of cash on
“vanity projects in far-flung lands”
had kept her awake at night. Can the Secretary of State confirm today that she has changed her mind on this matter and is now committed to the 0.7% target?
I am absolutely committed to 0.7% and I am committed to spending it in value-for-money terms for the British taxpayers who are funding it and, most importantly, to ensuring that we help those countries that are most fragile and most in need of aid and then development, so that they can become strong independent countries themselves. Getting to that point involves doing lots of things, and not necessarily in the way we have done them before. We need to ensure that we have a long-term investment perspective to help those countries to become self-sufficient. I do not want countries always to be dependent on UK and international aid; I want them to be self-sufficient, proud countries that can stand on their own two feet.
Given the likely effect of covid-19 on populations that DFID works with, what plans exist to establish contingency funding to deal with mitigation for those populations and to shift funding to the development of a vaccine, which is a global equity?
I thank my right hon. Friend for his question, and for the enormous amount of work that he has done in previous iterations of his posts in this Department and others. He is absolutely right; the challenge of finding a vaccine for covid-19 is something that we are actively involved in, and we have already supported £5 million to the World Health Organisation. I was speaking to Dr Tedros yesterday to find out what other support we could bring, not only in cash terms but in expertise such as the skills of epidemiologists and logisticians, which could help the WHO to drive forwards in the weakest health systems across the world to ensure that they have the support they need.
Is the Secretary of State confident that her Department has sufficient resources to deal with the consequences of the ongoing conflict in Syria, especially given the recent call from the UN high commissioner for refugees for the international support for refugees trapped in Idlib to be sustained and stepped up?
I think we are all continually horrified by the increasing abandonment of any kind of respect for humanitarian law that we are seeing in Syria from the regime, supported by the Russians. I signed off an £89 million package last week to provide more immediate help in that area. The challenge is to get it in, and to ensure that those who are able to deliver that humanitarian relief are able to get in and out safely. The Foreign Secretary was in Turkey yesterday continuing to try to find ways to ensure that those communities are at least able to keep warm and fed while we find ways to really sort out this impossible humanitarian challenge.
Excuse me, Mr Speaker. My cold is a demonstration, if I may say so, of joint working with the Foreign and Commonwealth Office, as it is the Foreign Secretary’s cold, which he has shared, most unreasonably. [Interruption.] We have sent him abroad.
Promoting 12 years of quality education for all girls by 2030 is a personal priority of the Prime Minister’s and of mine. Girls in fragile states are central to this. When girls are educated, societies are healthier, wealthier and more sustainable. The UK is the leading donor to the global fund for education in emergencies, which supported over 1 million children to attend school in 2018.
There is a fantastic charity in Newbury, Afghan Connection, which has built or renovated over 100 schools in Takhar province, where most adult women are illiterate, yet their daughters go to school because the charity has offered separate school buildings and female-only teaching staff. What steps can my right hon. Friend take to support schooling that reflects social and religious sensitivities like this?
I thank my hon. Friend for raising the excellent work done by her local charity, Afghan Connection, and I look forward to hearing more about the work it is doing. Perhaps we can join that up.
DFID supports marginalised girls’ access and stay-in-school through strategies such as gender-sensitive infrastructure and pedagogy. DFID supports two girls’ education challenge projects in Afghanistan specifically. The UK is the largest donor to the Global Partnership for Education and to Education Cannot Wait, which supports girls’ education across fragile states.
I thank my right hon. Friend for her previous answers. As a former secondary school teacher, I know first hand the role that education has in unleashing potential, so will she update the House on what steps her Department is taking to support women and girls in fragile and conflict-affected states to ensure that where somebody is born has no bearing on their future potential?
I thank my hon. Friend for his service to education before coming on to the green Benches, and I know that he will support our commitment to educating girls. Girls in emergencies and crises are more than twice as likely to be out of school, so the UK prioritises quality education in conflicts and crises. We are the largest donor to Education Cannot Wait, the global fund for education in emergencies, and bilaterally, we are supporting education for over 600,000 girls in Syria and surrounding countries.
I welcome the Secretary of State to her place. International Women’s Day is a focal point of the year to celebrate the movement for women’s rights and gender equality, and we welcome her Department’s focus on girls’ education, but does she agree that girls’ education is a basic and universal human right, not something that should be used simply as a means to achieve other ends? Will she commit to implementing a gender-transformative approach across DFID’s work to help dismantle the structural causes of gender inequality?
I agree absolutely that education is a right for all, but especially for girls. We all know that if a girl is educated, that community gains so much more than just that education. That is something that at DFID and across this Government we are absolutely committed to. We are working in a number of areas on gender equality and reductions in violence against girls, and part of the focus that I am going to give to DFID around girls’ education for 12 years is the Prime Minister’s absolute commitment. We will be drawing together all those constituent parts.
I welcome the new Secretary of State and also the fact that this morning marks the inauguration of the Speaker’s chaplain. It is lovely to see her in the Chamber and leading our prayers.
Does the Secretary of State agree that we need much more energy from legislators worldwide? If we are going to tackle girls’ education worldwide, as well as my own World Health Organisation work on reducing road accidents worldwide, can we not get the Commonwealth Parliamentary Association, the Inter-Parliamentary Union and legislators around the world helping Ministers to do the job properly?
It sounds to me like the hon. Gentleman has just given himself a job to help me to draw up the plan that we want to bring together, which is exactly as he mentioned. If the focus is on ensuring that every girl across the globe has 12 years of education, we need to include all those things that make it possible, such as getting to school safely and appropriate sanitation in those schools so that girls can keep attending. I look forward to him coming to help us—

The Secretary of State will be aware of the preventing sexual violence in conflict initiative that was set up in 2012. Does she agree that the initiative needs to be relaunched and shown new leadership in a forthcoming conference later this year?
We are proud to maintain our manifesto commitment to spend 0.7% of our income on international development, helping countries to become economically self-sufficient, free societies where liberal values can flourish. That is firmly in our own interests. The climate change challenges, alongside championing 12 years of girls’ education and tackling preventable diseases, will be our focus. These are global challenges, achievable thanks to DFID investment in world-leading British business, the talent of our innovators, and our world-class defence and diplomatic network. I am determined that the British public’s altruism will be reflected in the outcomes that we see from DFID funding.
The UK plays a leadership role in countries around the world, projecting our values and ensuring that free societies can flourish. Education is a key part of that, so, ahead of International Women’s Day, what steps is my right hon. Friend taking to ensure that every child gets 12 years of education?
Talent is spread around the world but, sadly, opportunity is not. Twelve years of quality education is a key priority, and I am proud that between 2015 and 2019 we supported 14.3 million girls to gain a decent education, across 70 of our most fragile countries. As another International Women’s Day is before us, we have the opportunity to refocus our energies on making sure that there is not a single girl who is not educated.[Official Report, 17 March 2020, Vol. 673, c. 8MC.]
I welcome the new Secretary of State to her post. She leads one of the most important Departments, which literally saves lives every day. More than 60 countries across the world have reported at least one case of coronavirus, but, as yet, we have not seen a widespread outbreak in sub-Saharan Africa. What immediate steps is she taking to ensure the preparedness of the world’s poorest nations in the event of such an outbreak?
The hon. Gentleman is right to say that the great challenge is to be able to provide support to those countries where their health systems are weakest, should they need that support. Alongside our colleagues at the Department of Health and Social Care, I am working closely with the World Health Organisation to make sure that we can support it with technical skills as well as funding. We have already given £5 million to its initial fund to make sure that it can be as prepared as possible and reach as quickly as possible those countries that will need this.
The situation in Idlib and across Syria has reached a horrifying new level: indiscriminate bombings are killing civilians and humanitarian workers; 1 million people have fled their homes; people are sleeping in freezing conditions; and children are dying. We welcome the Government’s increased humanitarian response, but what is the UK, as a member of the Security Council, doing? When will the Prime Minister play his part to lead diplomatic efforts to protect civilian lives in Syria?
The Foreign Secretary is in the region at the moment, continuing to work with regional leaders to try to find ways to move forward supporting the Turkish communities who are looking after so many displaced people. As I said, we continue to be horrified and appalled by the humanitarian legal breaches that are going on, and we continue to provide support. I signed off £89 million last week to make sure that we can provide support as best we can.

Commons ChamberI am very happy to congratulate Royal Portrush golf club on hosting the Open and to welcome the fact that the Open has returned to Northern Ireland. We look forward to seeing golfers, particularly from across the United Kingdom, performing well in that particular Open golf. As for being able to join the hon. Gentleman in two weeks’ time, I suspect that I, and the two contenders for the Conservative party leadership, may be rather busy in two weeks’ time, but I will certainly be watching what is happening in the Open with great interest.
Does the Prime Minister agree that the news of the fire and tragic loss of life aboard the Russian nuclear submarine Losharik while it was working on the sea bed in the high north should encourage her Government to accept that, to maintain operational military advantage and defend the west and critical subsea cable infrastructure from interference, we must, in this the 50th year of our extraordinary continuous at-sea deterrent—Operation Relentless—invest properly in our Royal Navy and her submarine capabilities?
I am sure that the whole House will want to extend condolences to the families and friends of those who lost their lives. This was aboard a Russian nuclear submersible, but losing one’s life under the sea is something I am sure we can all express our condolences for.
This is an important point about our submarine capability and the Royal Navy. I would like to pay tribute to all our submariners, who work so hard to keep us safe. We are committed to our submarine build programmes. The Ministry of Defence has been given access to the £10 billion Dreadnought programme contingency, so that our submarines will continue to silently patrol the seas, giving us a nuclear deterrent every minute of every hour, as they have done for 50 years, and we thank them for it.

Commons ChamberMy hon. Friend has raised an important issue, and safety in aviation is absolutely paramount. I understand that she has raised this issue directly with the aviation Minister, who is looking at it carefully as a matter of urgency. We are hoping for a positive resolution for all parties involved. The Minister will be writing to my hon. Friend as soon as possible, but I also know that the CAA has been in contact with all parties involved. She is right to raise this important issue and urgent action is being taken.

Commons ChamberMembers have been expressing their views in a whole variety of ways, and they will continue to do so over the coming weeks. I indicated this to Members earlier, so they will not be surprised by my position: I think it is important that we deliver on the vote that took place in 2016. If a second referendum took place and came to a different decision, presumably some Members would say that that decision should be held to, regardless of whether people subsequently said they had changed their mind. Actually, many people would ask why we have failed to do what the British people asked us to do.
I would like to be able to support the Prime Minister’s withdrawal agreement, but I continue to have concerns about the backstop and our lack of control of it should it kick in. When the Prime Minister brings it back for a third vote, I very much hope there will be enough changes for me to be able to support it.
In the meantime, will the Prime Minister confirm that she will indeed table the commencement order so that we can, if we need to, have 12 April as a no-deal departure date? If we do not replace 29 March, we will have no pressure point with which to encourage colleagues to support the withdrawal agreement when it comes back.
As I have said in response to earlier questions from hon. and right hon. Friends, I will come back to my hon. Friend on this specific point about the commencement order.

Commons ChamberYes, I did. We looked at what the authorities were doing with the island and we expressed concerns about that and about the fact that many more people—the island will take only 100,000—need to be taken care of in this protracted crisis.
First, I congratulate Ellington Primary School on its work in joining the Department’s mission to help save the world from landmines, and in joining leading UK non-governmental organisations such as the Mines Advisory Group and the HALO Trust, which do fantastic work in this space. We constantly go to those who are not yet signed up to the Ottawa convention to ask them to do so. I hope my hon. Friend will take even further interest in this, and perhaps do some visiting, as I have done in the past.

Commons ChamberThe hon. Gentleman makes valid points, and I am sure they will all form part of the one-year consultation that is ongoing. I certainly will be advocating those sorts of points in that consultation.
Growth deals lie right at the heart of the UK Government’s support for Scotland, which is why we have committed £1.3 billion to support the existing seven city and region growth deals. We remain committed to the borderlands growth deal.
The borderlands deal is a wonderful opportunity to help economic growth across what we in the borders consider a completely invisible line and not a border at all for practical purposes and day-to-day living. Will the Minister assure me—it is lovely to have a Treasury Minister answering the question—that we will get full support from the Treasury to ensure that we have a really strong, well-built growth deal?
As a Treasury Minister, I can certainly reassure my hon. Friend that the Treasury remains firmly engaged with local partners in ensuring that we have the best possible deal for the borderlands, including her part of the UK.
I think that the hon. Gentleman has heard me respond to a similar issue before. We have repeatedly called on private building owners not to pass costs on to leaseholders, and as a result of our interventions, 216 owners have either started, completed or have commitments in place to remediate. Fifty are not co-operating, but we are maintaining pressure on them and we rule nothing out. We have established a taskforce to oversee the remediation of private sector buildings, and it is actively working to do just that.
Sometimes our public services fail to provide our military personnel, our veterans or their families with the support that they need, and they have nowhere to take their case for arbitration. Will the Prime Minister meet me to discuss my campaign to create an armed forces ombudsman, so that those who have served our country will know that they are valued?
First, I thank my hon. Friend for the way in which she has worked to champion the armed forces covenant and the interests of the armed forces. Of course we should all recognise the sacrifice and dedication of our armed forces and the work that they do for us, day in and day out. I would be very happy to meet her to discuss her proposal.

Commons ChamberThe right hon. Gentleman started with comments about the Government’s approach to unemployment. What do we see under this Government? Some 3.3 million jobs have been created since the Conservatives came into power and the OBR is forecasting a further 800,000 more jobs being created in our economy. The employment rate is at a near record high, employment is at a record high and the unemployment rate has almost halved since 2010. He talks about what the people of Scotland voted for. They voted to stay in the United Kingdom and they voted for 13 Conservative MPs.

Commons ChamberMr Speaker, you have heard me say many times at the Dispatch Box that I want a second independence referendum taken off the table. What I did not mean was the solution of the hon. and learned Member for Edinburgh South West (Joanna Cherry), which is that independence could somehow be declared without a referendum.
Holyrood will gain powers over agriculture after Brexit, but the Scottish Government have decided not to put a schedule into the Agriculture Bill. That is offensive and disrespectful to not only Scottish farmers, but my farmers in Northumberland who have cross-border farms. It will be incredibly difficult for them. Will my right hon. Friend support me in trying to encourage the Scottish Government to put a schedule into the Bill?
I think everybody outwith the SNP agrees that it would be preferable to proceed with such a schedule to the Bill, but Scottish farmers who speak to me have one clear question: what is the Scottish Government’s policy for agriculture post Brexit? The answer is that we just do not know.
