I thank my hon. Friend for her remarks. I know that she, as an Oxfordshire MP, has been deeply involved in these matters, and I pay tribute to her for her work. I can assure her that my Department and all relevant Departments will do all we can to help and support the victims of these crimes. She is absolutely right to talk about the culture of denial, and the unwillingness to look at the signs of physical and mental abuse inflicted on the victims, which will undoubtedly affect them for the long term. That is why dealing with these issues and ensuring that the front-line professionals take action is so important.

After Rochdale and Rotherham comes an account of the horrific events in Oxford. Let us be clear that it is the heinous crimes and the callous wickedness of Mohammed and Bassam Karrar, Akhtar and Anjum Dogar, Kamar Jamil, Assad Hussain and Zeeshan Ahmed that needs to be condemned again today. They are the ones responsible for the sadism, the grooming, the abuse and the torture that was inflicted on vulnerable girls in Oxford, robbing them of their adolescence, their health and their sense of worth. The serious case review report also reveals that both Thames Valley police and Oxfordshire county council completely let down those victims. In the words of one victim,

“The police never asked me why”

I went missing;

“I made a complaint about a man who trafficked me from a children’s home. He was arrested, released and trafficked me again.”

As we saw in Rochdale, the voice of victims was not listened to and prejudicial thinking around lifestyle choices blocked detailed investigation. These were young girls, exploited teenagers, suffering terrible abuse. Once again, we need to ensure that care homes, the police, social workers and health workers eradicate any cultural tolerance of the abuse of young girls. As Maggie Blyth from the Oxfordshire safeguarding children board said, there were “repeated missed opportunities” that could have been “identified or prevented earlier.”

Government have a role to play, so let me put these questions to the Secretary of State. Is she satisfied that the safeguarding arrangements in place for children in Oxfordshire today are right and proper and will prevent more children from being vulnerable to child sexual exploitation? Do the Government now intend to establish an independent inquiry into Oxfordshire county council to see whether it has the capacity to safeguard its children? We know that the work of Alexis Jay and Louise Casey in Rotherham was instrumental in sorting out that council in its approach to child sexual exploitation. Will the same approach be taken with Oxfordshire? Will further action be taken against those agencies and individuals who are found to have failed these children?

The Prime Minister is today setting out new measures to end “wilful neglect”. What is the Government’s definition of “wilful neglect”? Is the Secretary of State satisfied that the definition places sufficient onus on individuals who come into contact with children to report signs of abuse? Will she and the Home Secretary now support stronger laws on child exploitation and abduction? Will she look again at child abduction warning orders and the specific offence of child exploitation?

Finally, will the Secretary of State now join the cross-party consensus—the Labour party, the Liberal Democrats, the Education Committee and all professionals in the field—and support age-appropriate statutory sex and relationship education to teach young people about consent and healthy relationships? We need to give young people the armoury and the education to know that this kind of sexual abuse is wrong and needs to be stripped out of British society?

I thank the hon. Gentleman for his statement and his questions. I agree with his analysis that voices were not listened to. He points out that prosecutions have already taken place for crimes that have been committed. He is right to say that there should be no holding back on prosecutions because of the perpetrators’ background. As the Prime Minister rightly said this morning, that relates not just to Oxfordshire. There have been other terrible cases, as we have seen in the past few months, if not years. The Prime Minister said that a warped sense of political correctness had potentially prevented some investigations from taking place.

The hon. Gentleman asks about inspections. Ofsted inspected Oxfordshire children’s services last year and highlighted, as he did, the steps that had been taken in relation to Oxfordshire children’s services. I have already mentioned the letter sent by my right hon. Friends this morning in relation to the appointment of a senior children’s services expert to go back into Oxfordshire to look into the points raised in the serious case review.

The hon. Gentleman mentions the Louise Casey report. That was a wider report on council governance in Rotherham, in particular. In Oxfordshire we are looking specifically at the children’s services departments, but clearly this is an ongoing issue. He mentions the offence of wilful neglect, which we have said we will consult on. That concept is set out in the Mental Capacity Act 2005 and has been proposed by my right hon. Friend the Health Secretary in relation to the lessons and the consequences of the Mid Staffs issues. It is a failure to act by a person who has a duty of care, in this case to children and young people.

The hon. Gentleman refers to the offence of child sexual exploitation. There are already many offences under which the perpetrators have been prosecuted, including, clearly, sexual relations with children and child rape. He mentions the education of young people in schools. I am fully in favour of excellent PSHE, sex and relationship education and education on consent, but it must be excellent. It cannot just be about ticking boxes. He talks about young people perhaps not knowing that what was happening to them was wrong. I think he knows that that is not the case, given the quotes from the victims in the serious case review. They knew that what was happening to them was wrong. They asked for help but they did not get it.

The introduction of the sport premium means that we have given substantial funds directly to heads and teachers to spend in their school. The number of sports and the amount of time that pupils are spending on physical activity are going up each week. The Prime Minister has made a commitment to keep that funding until 2020. On a school visit last week, I saw that a fantastic co-ordinator was being employed to get all the young people moving.

In 2010 the Conservative party manifesto promised to

“close the attainment gap between the richest and poorest”,

so can the Secretary of State tell the House whether, over the past two years, since the roll-out of coalition policy, the attainment gap between pupils on free school meals and their better-off classmates has narrowed or widened?

I can say to the hon. Gentleman, without equivocation, that it has narrowed. The 2014 key stage 4 results show that the gap between disadvantaged and other pupils has narrowed by almost 4% since 2012.

Oh dear, it is yet another reprimand for the Secretary of State from the UK Statistics Authority, because the attainment gap is widening on her watch. According to Teach First,

“things are getting worse for poorer children, instead of better.”

When it comes to education, at the end of this Parliament this Government have failed. There are more unqualified teachers, failing free schools, chaos and confusion in the school system, falling youth apprenticeships, a teacher recruitment crisis, class sizes rocketing and too many pupils taught in schools that are not judged good. Is that not the reason that, come 8 May, we will have a Labour Government ready to clean up this mess, invest in and reform our schools, and offer every child an outstanding education?

It might have helped if the hon. Gentleman could have said any of that with a straight face, but he could not because he knows it is all utter drivel. We see fewer unqualified teachers, more children educated in schools rated good by Ofsted and the gap between disadvantaged and advantaged children falling. As we saw with the Labour party’s tuition fee policy announcement last week, Labour’s education policies are a farce, like scenes from “Nuns on the Run”.

I entirely agree with my hon. Friend’s points, and I would like to congratulate the company he mentioned on its sponsorship. Professional standards of governance in schools are vital, and we want to make sure that governing boards are focused on recruiting people with the skills for the role. People from business have valuable transferable skills and benefit from board-level experience. I want to see more employers encouraging and supporting their staff to volunteer as governors. This is something I have discussed with the CBI.

Why does the Conservative party not value education? Why is the Secretary of State happy to see her budget slashed under any future Tory Government? Why will she not make a commitment, as the Labour party has done, to protecting the education budget in real terms rather than delivering a 10% cut to schools over the next Parliament?

Why will the hon. Gentleman not secure from his party leader a per pupil funding? Under our spending plans, the next Conservative Government will be spending £590 million more on schools than his party will.

I thank the Secretary of State for her statement and for advance notice of it.

It is well to begin at the start of this unfortunate episode. In 2010 the then Schools Minister, Lord Hill, was told by the Birmingham head teacher Tim Boyes of serious concerns about attempted takeovers of Birmingham schools by activists and governors with a radical Islamist agenda. The Government did nothing with that information. In the words of the permanent secretary, the Department showed a sustained

“lack of inquisitiveness on issues relating to potential extremism or destabilisation of schools by external interests.”

Meetings were not followed up, warnings were ignored. Only when the so-called Trojan horse affair hit the newspapers did Ministers think it would be a good idea to act to safeguard the children of Birmingham. It is all very well for the Secretary of State to come here and say “We have acted quickly in the schools affected,” but for four years they did nothing at all.

The Clarke report found that messages circulated among some of the school staff concerned included

“explicit homophobia; highly offensive comments about British service personnel; a stated ambition to increase segregation in the school; disparagement of strands of Islam; scepticism about the truth of reports of the murder of Lee Rigby and the Boston bombings; and a constant undercurrent of anti-western, anti-American and anti-Israeli sentiment.”

I agree with the Secretary of State that there can be no place for such intolerance in British society, and especially not in our schools. Recent events in Paris and Peshawar and heightened concerns over anti-Semitism make that all the more important. We welcome the teaching of British or enlightenment values as part of the syllabus and the Government’s new commitment to a broad and balanced curriculum as part of the school inspection system, not least because it has long been Labour party policy.

However, the Clarke report also revealed that the speed of the Government’s academisation policy and their aggressive fragmentation of the schools system had increased the risk of radical takeover. Peter Clarke heavily criticised the Government’s policy

“by which single schools are able to convert to academy status.”

He found that there was no

“suitable system for holding the new academies accountable for financial and management issues”,

and concluded that the Government’s accountability policy amounted to “benign neglect”. It was the pupils at Golden Hillock, at Nansen primary school, at Park View, at Oldknow and at Saltley school who suffered because of that neglect.

Although the Opposition fully accept that the challenge of dealing with minority achievement in high-poverty inner-urban areas, the growth of conservative Islam and faith and identity in a state education system are issues beyond party politics, we do hold the Government to account for a chaotic and disjointed schools policy that has increased the threat to child safety and attainment.

Sadly, the Government’s response has fallen short. The Secretary of State still thinks it is possible to run thousands of schools from behind a desk in Whitehall. She is confident that if the events that we witnessed in Birmingham were repeated today, they would be “identified and dealt with”. I hate to say it, but the Government’s chaotic reforms offer no such certainty. The structures and systems for that are not in place, and we have a fragmented and chaotic schools landscape with no system of oversight and accountability, not least in Birmingham.

Can the Secretary of State explain the difference between the functions of Ian Kershaw, Bob Kerslake, Mike Tomlinson, Colin Diamond, Lord Warner, the regional schools commissioner and the regional Ofsted inspector? Who is in charge of schools in Birmingham? Where do parents go if they have a concern? If the Secretary of State thinks we need a middle tier in Birmingham, why not in Bradford? Why not in Plymouth? Why not in Newcastle? Why not introduce some system back into our schools?

We welcome the arrival of the Ark academy chain, but in the light of the problems with Park View academy trust, will the Secretary of State explain why she still refuses to allow Ofsted to inspect academy chains? What oversight will we have of future academy chain problems?

Like me, the Secretary of State has received reports about private faith schools and allegations of discrimination. Is she satisfied that she is doing everything she can to prevent radicalisation and discrimination in private faith schools? What resources in her Department are dedicated to that? Is she satisfied with the inspection regime for these schools?

What reform mechanism has the Secretary of State proposed for Ofsted? What lessons has it learned from taking a school from outstanding to special measures almost overnight? Does she think that Ofsted inspectors currently have the capacity and the skills to judge schools in the difficult terrain of British values?

The events in Birmingham that were discovered last year are deeply worrying. They showed a school system atomised, fragmented and unable to deliver for the parents and pupils it serves. The Government’s chaotic schools policy exacerbated the risk, and nothing the Secretary of State has said today will convince the people of Birmingham that she has a proper plan for Britain’s second city or for safeguarding and attainment across England’s schools.

I absolutely agree that numeracy is a critical life skill. Our new primary maths curriculum places a greater focus on understanding numbers and on calculation skills. To reinforce that, we have removed calculators from national curriculum tests, and new maths GCSEs will be more challenging and will ensure vital numeracy skills. As my hon. Friend the Minister for Skills and Equalities has said, young people beyond the age of 16 without a good pass at GCSE are now required to continue with mathematics, and for those with a grade C or above, new core maths qualifications that include financial literacy will improve numeracy further.

The whole House is united in its horror at the attacks in Paris, which, sadly, form part of a growing tide of intolerance that seeks to undermine civil society by targeting symbols of pluralism and tolerance. As the right hon. Lady has highlighted, from the assault in the school in Peshawar, to the kidnappings of Boko Haram, to the murder of Jewish schoolchildren in Toulouse, Islamist terrorists hope to close down learning and debate. That is why it is more important than ever that we provide safe schooling for every English community. Following the question by my hon. Friend the Member for Brent North (Barry Gardiner), will the Secretary of State join me in supporting the work of the Community Security Trust in providing security for Jewish schools across the UK? Will she join the Labour party in committing to retaining the CST’s funding for the entire Parliament so that whoever wins the general election on 7 May, the Jewish community knows that the education of its children will always be protected by the British state?

The hon. Gentleman is of course right to point to the terrible events in Paris and the importance of standing up for the values that we hold dear, including, obviously, freedom of speech, but also the values that we have previously discussed in this House and want to see taught in our schools: mutual respect and tolerance, democracy and the rule of law. I am happy to join him in promising to support the Community Safety Trust. I have already mentioned the £2 million per year provided since 2010 and the commitment already given by the Department for the next financial year.

Last week the Secretary of State told the “Today” programme that 100,000 infants educated in classes of more than 30 represented a “very, very small number”. It is not a small number to every child in that class and every parent concerned about overcrowding. In his 2010 manifesto, the Prime Minister promised us smaller class sizes, but he has failed to deliver, instead wasting money on free schools, such as The Durham free school, in areas with surplus places. Will the Secretary of State now come to the Dispatch Box to apologise to the parents of pupils in Bury, where over 50% of local primary schools are over capacity; in Reading, where nearly 30% of local primary schools are over capacity; and, indeed, in Leicestershire, where 53.3% of local primary schools are over capacity? In their final months in office, how about the Government ending the ideology and putting school places where they are needed?

I appreciate that the hon. Gentleman was not Secretary of State in the previous Labour Government, but let me remind him that they took away 200,000 primary places at a time of a baby boom, a rising population, and the uncontrolled immigration that took place under them. There are 11,400 fewer pupils in primary schools operating over their agreed capacity since 2010, and 31,900 fewer such pupils in secondary schools. If he wants to talk about this Government’s approach, he should look at the chaos created by the previous Government’s failure to plan for an increase in the population.

I thank the Secretary of State for advance notice of this statement—on page six of The Sun. As we approach the 750th anniversary of the de Montfort Parliament, I would have expected a little more respect for this institution. Parliamentary democracy is, after all, a British value.

Education is the handmaiden of a competitive economy, but the Government’s education policy has systematically undermined young people’s preparation for the world of work. Secondary work experience placements have been scrapped; practical assessments have been removed; young apprenticeships have been devalued; and a teacher supply crisis looms in the STEM subjects so critical for this country’s future prospects. But it is the dismantling of careers advice that stands among the Government’s greatest crimes.

As the CBI has said, our careers advice system is “in severe crisis”. The Chairman of the Education Committee, who is not in his place, has said that the state of the careers service

“should shame the Department for Education”.

Sir Michael Wilshaw pointed out on the radio this morning that

“careers education is particularly bad”.

Famously, prisoners get more careers advice than school pupils under this Government.

The Opposition take these warnings seriously. That is why we want to see work experience guaranteed for every secondary school pupil; a governor responsible for enterprise and careers education on every governing body; new destination measures, so that all schools track pupils into work, apprenticeships and higher education; more support for innovative careers education charities such as Future First, which is doing such a tremendous job to spread alumni network opportunities to disadvantaged schools; and a vocational education system that spreads opportunity and excellence to those young people who want to pursue high quality apprenticeships.

Today’s announcement is perfectly welcome as far as it goes, but, to be frank, even for this Government it is pretty undercooked. What was the bidding process for the new company receiving £1.6 million of taxpayers’ money? What will the company actually do? What are its costs? What is its strategy? How will it stimulate “more and better activity”? What will its relationships with employers be? This is a piecemeal, scattergun approach. Astonishingly—it is very good see the Business Secretary in his place—the statement does not even mention local enterprise partnerships. If we are to have joined-up government on careers advice, I would have thought that at least the Department for Education and the Department for Business, Innovation and Skills could talk to each other.

In short, like the Secretary of State’s tenure in office, today’s announcement signally fails to rise to the challenge. The Secretary of State could have said something strategic about the competitiveness challenge we face. She could have highlighted Lord Adonis’s scheme for directors of enterprise, the CBI’s local brokers model or the Gatsby Foundation’s 10 benchmarks. Instead, she has retreated to the Tory comfort zone of Lord Young, whom we on the Opposition Benches remember for putting a lot of young people out of work. In a week when Britain faces a skills crisis and has had to import brickies from Poland, when the chief inspector of schools has highlighted the failure of Government policy in raising standards in secondary education, and when a leading head teacher has said the Secretary of State is “just not up to the job”, this country deserves better than this poorly thought through end-of-term initiative.

I think that among all the rhetoric and playing to his own gallery the shadow Secretary of State actually welcomed the announcement. He represents the Labour party. As one of his colleagues said, the clue is in the title: it is all about representing working people. That is what we on the Government Benches are doing.

If the shadow Secretary of State wants to see a failure to prepare young people for the life of work, he ought to be thinking about the fact that under the previous Labour Government one in three of our young people were leaving primary school unable to read and write. That is a shocking statistic.

We have the lowest number of NEETs since records began. Yesterday saw the announcement of the 2 millionth apprentice. Those of us on the Government Benches want to go further. The Chancellor, in the autumn statement last week, confirmed his support for the employment of younger people through continued national insurance tax breaks. The shadow Secretary of State called for destination measures. He must have missed the announcement, because we have done that and we are going to enhance them. He called for support for careers organisations. That has been done and that is exactly what this organisation will do. The company will be an employer-led company. There will be an advisory board. The Government are backing and setting up the company, which has been called for by business organisations for many, many years. Some £20 million is being put behind this company and we will of course let the House know how that money is spent. I mentioned the £5 million investment fund. The company will of course work with the local enterprise partnerships, which are critical to supplying both investment in skills and local labour market information.

The shadow Secretary of State could have said something about his plan for education, but as always he retreated to his comfort zone. As always, he talked about some of the problems he saw, but said nothing positive about the hard-working teachers and school leaders up and down the country who have willingly taken this on and know best what is right for their students and the inspiration for their future. Today’s announcement is about making sure that schools broker good and deep relationships with employers and businesses, and that young people are inspired by all the options open to them in the future. All the shadow Secretary of State’s response showed was the continuing failure of the Opposition’s education policy, and the fact that he and the Labour party have no plan for young people.

At the heart of what my right hon. Friend is asking—I completely agree with it—is that we want every child in this country to go to a good or outstanding local school. I welcome diversity in our schools system. I also welcome the fact that, after four years of this Government, over 800,000—heading towards 1 million—more children are in good or outstanding schools receiving a life-transforming education to prepare them for a life in modern Britain.

A prep school in Hampshire that claims £180,000 tax relief just for showing its pupils’ art work on the walls; a ladies college in Yorkshire that claims £110,000 tax relief a year while profiting from renting out school facilities: enough is enough. Will the Secretary of State now join Anthony Seldon of Wellington college, head teachers at the United Learning trust and the majority of the British people in supporting Labour’s plans to break down the barriers in English education and require private schools to work alongside state schools to share best practice and raise attainment across the country?

The hon. Gentleman appears to have answered his own question—in fact, his own policy—by pointing out the successful collaborative partnerships between private schools and state schools going on across the country. His previous school has decided that it will not be building any buildings or unveiling any statues to the hon. Gentleman any time soon. He ought to think about the Labour Uncut website, which said:

“It is not so much that Tristram Hunt has the wrong policies for education; it is that he appears to have none.”

Last week’s announcement has not changed that.

This is the politics of the status quo. Once upon a time the Prime Minister said—[Interruption.] I thought Members on the Government Benches would want to listen to their Prime Minister. He said he wanted to end the “educational apartheid” between private and state schools. Now we have a Secretary of State afraid to take on the vested interests, happy to allow £140 million of tax relief a year without demanding partnership and progress. Is this a principled stand against our policy or, like her flip-flopping opposition to gay marriage, is she just waiting for more people to get in touch before she changes her mind?

The hon. Gentleman has shown yet again by his question that he has no vision or plan for education in this country. He would be letting down the children of this country were he ever to be allowed anywhere near the Department for Education. In a recent GQ Magazine interview he said:

“But what I have found challenging is that you can be so busy without achieving much, meeting upon meeting and then I think, ‘Where is the outcome? What have I achieved?’ Sometimes you can tick boxes but not feel you have made progress.”

That, so far, is the story of Labour’s education policy.

My hon. Friend tempts me to speculate on the shadow Secretary of State’s qualifications to teach in schools. He is absolutely right that it is for heads and teachers to decide who is best qualified to teach in their schools. In state funded schools, 96% of teachers hold qualified teacher status. The figure is 97% in maintained schools and 95% in academies.

Last week, I visited schools in Warrington, Chester and Milton Keynes. Will the Secretary of State tell the House why children in those places do not deserve to be taught by teachers who can

“Adapt teaching to respond to the strengths and needs of all pupils”;

who can “Manage behaviour effectively”; and who can

“be aware of pupils’ capabilities…and plan teaching to build on these”?

It is interesting that the hon. Gentleman should stick, yet again, to qualified teacher status. We all saw what happened when he tried to introduce his new policy of a Hippocratic oath for teachers, which was condemned by the “Left Foot Forward” blog as “patronising”. I see that he had to turn to Twitter for inspiration for his questions today. He could have asked questions about so many subjects. Instead, he talks about the 3% of teachers who are unqualified. Why does he not talk about the 97% of teachers in our schools who are qualified and who are doing a brilliant job? Why does he not talk about trusting heads and teachers to have the best possible qualified staff in their schools?

What guff! Clearly the Secretary of State does not value those teaching skills. They are the criteria of the 2011 teaching standards that are used to determine qualified teacher status, which her Government have abandoned. Warrington, Chester and Milton Keynes have all seen rises in the number of unqualified teachers. Given that the quality of teaching is the most important determinant of success, will she confirm that the Tory party has gone soft on standards and is putting ideology above the interests of pupils?

Well, what wishful thinking and, indeed, guff from the hon. Gentleman. If he wants to talk about the quality of teachers, he needs to look at the outcomes. This country has more good and outstanding schools than in 2010. He ought to listen to the families who want their children to be taught well. If he is so worried about unqualified teachers, what does he say to the schools in Stoke that allow him in to teach?

I beg to move,

That this House notes that the number of infants taught in classes of over 30 has risen by 200 per cent since 2010, to over 93,000 children; also notes that the Government relaxed the rules on infant class sizes; further notes that the Conservative Party manifesto in 2010 pledged to create small schools with smaller class sizes; believes that the Government’s decision to prioritise capital spending in areas without shortages of places through the free school programme has led to chronic pressures on primary school places and has created classes of more than 70 pupils; and believes that capital spending for school places should be prioritised to areas with the greatest pressures on places.

I should like to open the debate with a quote from a great work of fiction—not “North and South”, which I will come to later, but the Conservative party’s 2010 election manifesto:

“A Conservative government will give many more children access to the kind of education that is currently only available to the well-off…smaller schools with smaller class sizes with teachers who know the children’s names”—

a point underlined by the Prime Minister himself, who said that

“the more we can get class sizes down the better”.

That, we were told, was a task absolutely crucial to raising school standards. As the once, twice, three times a Tory schools spokesman, the hon. Member for Bognor Regis and Littlehampton (Mr Gibb), the boiled cabbage himself, said back in 2009:

“The other thing”—

on standards—

“is getting class sizes down. Particularly at primary school level. It is really dramatic how big our classes still are compared with other countries”.

More than that, he said that smaller schools were important too

“so that no child can wander around corridors of a school anonymously”.

I know that this Government do not take their manifesto commitments particularly seriously—trebling tuition fees, cutting Sure Start, cutting the education maintenance allowance, top-down reorganisation of the NHS. However, make no mistake: the abject failure of the Conservative party when it comes to infant class sizes is right up there with the most brazen of its broken promises.

I thank the hon. Gentleman. I am not sure the Lord Snooty act is working that well. Would he like to take the opportunity to apologise for the 200,000 primary school places that the Government of the party he represented took out of the capacity in the middle of the largest baby boom since the second world war? It inflicted grave difficulties on local education authorities, including my own in Peterborough.

For the record, between 1997 and 2007 the Labour party built more than 1,100 new schools, the vast majority being primary schools, and there are now nearly 200 fewer primary schools than in 2010. The record speaks for itself, and the people of Peterborough will hold the hon. Gentleman to account for his votes.

The figures are truly shocking. The number of primary schools with more than 800 pupils has rocketed by 381%, so we can forget about the smaller schools with no anonymous pupils and we can forget about knowing every child’s name. More and more so-called titan primary schools are struggling to educate their pupils, with assemblies in shift patterns, multiple lunch hours and expanding class sizes. Head teachers and teachers are doing their best in the most difficult circumstances. The number of infants taught in classes bigger than 30 has soared to 93,655, a staggering 200% rise since 2010.

Does my hon. Friend agree that all academic work on education shows that the first few years in education are vital to a child’s future performance? What would he say to parents in Warrington, where 840 more children are now in over-sized classes, an increase of over 1,300% under this Government?

My hon. Friend is exactly right about the academic evidence, and I will come to that shortly. To those of her constituents facing ballooning infant class sizes, I say that we know the reason. It is a misallocation of funding away from basic need funding towards a range of priorities that do not support keeping class sizes low.

Some 14,000 kids are cramped into cattle classes of more than 40, nearly 6,000 are stuffed into classes that are plus 50 and, although it is barely believable, last year this country educated 446 children in classrooms containing more than 70 pupils. Is it any wonder that a Netmums survey published last week showed that nearly one in five parents think that schools are squeezing too many children into classes?

Unlike the parties in the Government, the Labour party believes in smaller class sizes because of the academic evidence referred to by my hon. Friend the Member for Warrington North (Helen Jones). In small classes, research shows, there is more individual interaction between teachers and pupils, more teacher support for learning per pupil, more attentiveness to the teacher and therefore less disruptive behaviour from pupils, and teachers spend more time teaching rather than managing pupils.

I congratulate my hon. Friend and his team on securing this debate. It is incredibly important that parents across the country know that their child’s experience is not an isolated one and how serious the situation has become. When I read the list of schools with extra-large classes, I was surprised to find my own daughter’s school on it. This is happening in schools across the country, and parents are not aware of how terrible the situation has become.

My hon. Friend is exactly right. It is the case in Chesterfield, in Warrington, in Peterborough and right across England. Constituents will want to know what decisions were made and what spending priorities were determined to allow the situation to get out of control.

Does my hon. Friend agree that the criterion for building a new school should be need? If there is a need for a school in an area, that is where a school should be built. It should not be built where there is no need.

My hon. Friend is exactly right. As I shall explain, it is the misallocation of funding—building more places where there are surplus places—that is producing this crisis in English schools.

The class size and pupil-adult ratio project undertaken by the Institute of Education has shown a strong relationship between small classes and greater achievement. The researchers identified a clear effect in literacy and numeracy attainment, even after adjusting for other, possibly confounding factors. Pupils entering schools with low literacy levels progressed the most in small classes.

I think that people in my constituency and right across the country are only too aware that immigration was allowed to run out of control by the previous Government. It puts enormous strain on infrastructure of all sorts across the country, and clearly schools are not immune. One reason class sizes are going up is the chaotic immigration policy exercised by the previous Government.

We all look forward to the Government achieving their target on migration—something, I think, that will be very far away.

Why have the Government allowed class sizes to increase and to damage the education of children in English schools? Because they have spent the money that should be used to keep class sizes down on their discredited free schools programme—the programme that has brought us the Al-Madinah free school, the scandal of the Kings science academy and terrible results at IES Breckland.

Hundreds of parents in my constituency went through picket lines organised by radical teachers against the free school in Bedford. They wanted to give their children a better education. Were they wrong to aspire to a better education for their children? Is Labour policy against what they want?

Parents in the hon. Gentleman’s constituency rightly want the best for their children. I cannot help thinking that they will not necessarily achieve that given that the number of children in primary class sizes of more than 30 has increased by 134% in his constituency. I cannot imagine that that will increase the attainment and the results that his constituents are looking for.

On 10 May, The Observer reported that the previous Secretary of State had raided £400 million from the basic need fund used to keep class sizes down to pay for the free schools programme. The paper reported that

“Gove had secretly taken the money from the Basic Need fund…in the face of stiff opposition from the Lib Dem schools minister David Laws.”—

clearly not that stiff an opposition.

I am sure that the Liberal Democrats in Stockport will be proud of the record that the number of children in large class sizes has increased by 202%. What does my hon. Friend say to my constituents in Tameside, where more than 1,600 young people are now being taught in large class sizes, an increase of 2,567% since 2010, which is an utter disgrace?

My hon. Friend is exactly right; it is a disgrace. I say to his constituents and to parents in his constituency, as I do across the country, that they should vote Labour to make sure that spending is prioritised in areas where it is needed.

We know from the National Audit Office that two thirds of all the places created by the free school programme have been created outside of areas classified as having high or severe primary school need. We also know from the Public Accounts Committee that a quarter of free schools opened by September 2012 had 20% fewer pupils than planned. Most recently of all, the Institute of Education has found that free schools do not even fulfil their supposed purpose of spreading opportunity to the poorest pupils, particularly when it comes to primary schools.

We are talking about NAO reports and I sit on the Public Accounts Committee and hope to contribute to this debate some of the points that we have raised. Does the hon. Gentleman recognise that the NAO found that the number of primary places fell by almost 207,000—5%—between 2003-04 and 2009-10? I believe that was a time when there was a Labour Government.

I could repeat the facts about the Labour party’s building programme in office. Between 1997 and 2007, Labour built more than 1,100 new schools, the vast majority being primary schools. I am very happy to stand by our record in office of raising standards and providing places.

My hon. Friend is making an excellent speech, pointing out the consequences on the ground of this misallocation on funds. On that point, does my hon. Friend agree that my constituents in Blackpool, where the number of infants in large classes has risen by 300% since 2010, are now suffering a double whammy, not just from that but from the extra pressure of transients that seaside and coastal towns have? That can be seen in all of these figures—Portsmouth up 250%, Medway 415%, Plymouth 600%. Are not this Tory Government and their coalition allies failing seaside and coastal towns in this respect?

My hon. Friend is exactly right. The challenge facing seaside towns is often particularly acute in the case of educational disadvantage, so it is absolutely right that we focus on smaller class sizes. It is absolutely right that young people coming into class with lower literacy levels have a good working environment in which to succeed, particularly in the early years.

Labour will tell every parent who is angry that their infant is being educated in classes of well over 30 that the fault lies with the Government’s ideological determination to pour money into the free schools programme. By September last year, the Government had spent £241 million on free schools in areas with no shortage of school places. The Hawthorne’s free school in Bootle was built in an area with no shortage of school places and now faces falling rolls, yet despite being judged inadequate it has received nearly £850,000 in extra “start-up” cash from the Government. Money is spent on adding extra places in areas with a surplus of places, while it is withdrawn from areas of need.

The hon. Gentleman’s spin just will not wash with the electorate in Leicestershire. The last Government allowed net immigration to rise to an eye-watering 3.5 million while reducing the number of school places available and, during their time in office, Leicestershire’s schools received the lowest funding per pupil in the whole country.

I thank the hon. Gentleman for his intervention. More work is needed to raise standards in Leicestershire, and one element that worries me is the growing attainment gap under this Government between children who are on free school meals and those who are not. If we strip out London from the data showing the achievement of children on free school meals, we see that this Government’s record is absolutely lamentable.

Is my hon. Friend aware of the evidence given to the Education Committee showing that the Government are throwing money at free schools where there is no basic need, such as the one in Bedford that is less than half full, yet the number of primary school places needed is growing and class sizes are also growing enormously?

Less than half full, while there are over-sized primary classes. The constituents of Bedford will hold their MP to account for voting for policies that increase class sizes in those schools while misallocating funds. Politics is about choices and priorities, and the Government have chosen the wrong priority.

Before my hon. Friend moves on, will he put a question to Conservative Members: what is the evidence that larger classes benefit students? I have not seen any such research, but I have consistently deplored the fact that the all-party agreement that smaller classes were better for a child has been broken by this Government.

My hon. Friend is exactly right: it is so disappointing to see this Government break the political consensus that Labour worked so hard to achieve in 1997.

Labour is committed to ending the free schools programme and refocusing spending on areas where it is needed most. Our message to parents is absolutely clear: Labour would make a choice, and schools enduring crippling infant class sizes would be our priority. We want to see great teachers, committed parents and innovative educationists opening new schools under our parent-led academy programme, pioneered by my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), but those schools will have to be targeted on areas with a need for new places.

We had all hoped for a change of direction from the new Education Secretary, so I read with great interest her interview in The Sunday Telegraph, in which she explained how

“we have seen the first same-sex marriages take place, which is great.”



Indeed it is, but why did she seek to prevent it from happening by voting against the policy? If she really thought it was great, she would have supported the policy.

In the interview, the Education Secretary also revealed that her favourite work was Elizabeth Gaskell’s marvellous “North and South”—a tale of how a conciliatory, practical, confident woman steps in to save the reputation of an aggressive, right-wing, Gradgrind-like ideologue. Mr Thornton was a man

“who would enjoy battling with every adverse thing he could meet with—enemies, winds, or circumstances”,

and he quickly finds himself in an epic struggle with the trade unions. I can see the Education Secretary’s attraction to it. But alas, our modern Margaret Hale is on autopilot, determined to repeat the mistakes that got Mr Thornton his unenviable reputation. Nowhere in that interview was a commitment to ending the chaos of the free school programme, introducing new policies to improve the professional development of teachers, rebuilding the atomised school system, stopping the downgrading of apprenticeships, closing the attainment gap, or offering affordable child care.

Now, this afternoon, news has broken of the Education Secretary’s plan to introduce compulsory setting in all schools. Will she confirm that she will rule out compulsory streaming? What does she make of the Education Endowment Foundation’s research into the impact of streaming on children from deprived backgrounds? What evidence has she used to inform her plans—which specific academic findings? What assessment has she had on the impact of her plans—

Order. I am sure that that point is very interesting, Mr Hunt, and that we would all like to know the answer, but it is not the subject of the debate. As far as I am aware, the proposal is not on infant classes. While I am on my feet, let me say that infant classes probably behave better than most Government Members at the moment. Perhaps we can stop the cat-calling—Mr Heaton-Harris, please do not look so disappointed—and concentrate on the debate on the motion before us.

Unlike so many Government Members, I always obey the rulings of the Chair and would seek no dishonour to it at any point, so I will immediately move on, Madam Deputy Speaker.

The Government’s failure on infant class sizes contains many different components—administrative incompetence, financial mismanagement, ideological pigheadedness, and a refusal to re-examine the evidence—yet it also speaks to two markedly different visions for the future of this country’s education.

Labour Members want to see a world-class and highly qualified teacher in every classroom, studio and workshop. The evidence says that that is the most effective way to boost our children’s attainment. We want to right the wrongs of the Butler Act and offer young people excellence and opportunity in vocational education. That is what our economy needs most in terms of skills and competitiveness. We want to provide young people with a rich and rewarding educational experience that, alongside the academic and vocational basics, also nurtures their character, resilience and well-being. That is what our children need to thrive and survive in a world that is being transformed by digital technology.

In contrast, the future that our new autopilot Education Secretary offers is much the same as the recent past. She makes absolutely no pretence at being here to do anything other than implement her predecessor’s vision. That means growing class sizes, more failing free schools, more unqualified teachers, a rising attainment gap, no local oversight or accountability, fewer opportunities for the forgotten 50%, and no strategy for delivering excellence and opportunity in vocational education. It means ignoring basic need and continuing an ideologically motivated allocation of capital funding.

The bottom line is this: the Prime Minister has broken his party’s manifesto promise of smaller class sizes. He has chosen free schools over basic need, and ideology over reducing infant class sizes. Fortunately, though, in eight months’ time the country also has a political choice. Let me assure Government Members, as my colleagues will be doing over the coming months, that we will be telling parents exactly where the Government parties stand on infant class sizes. We will be telling them that five more years of this agenda will mean 450,000 infants taught in class sizes of more than 30 by 2020. We will be telling them that only one party is committed to refocusing spending on areas where it is needed most, that only one party is determined to deliver an education system that works for all pupils and that does not prioritise spending on one school type over another, and that only one party believes in a one nation education system. That party sits on the Labour Benches and I commend the motion to the House.

Quite right, Mr Deputy Speaker.

Parts of Norwich North have a rising birth rate, and therefore, as a local MP, I have already been active on this problem on my constituents’ behalf for some time, and have been working with schools, parents and the local authority to look into what needs to be done. I welcomed, therefore, the increase in funding for school places—£33 million for Norfolk school places in particular. Dare I say it, that is a better figure than for our neighbouring county, Suffolk, and for Cambridgeshire. But of course I welcome that increased funding for Norfolk because it is in keeping with what this Government have done to put right the inequalities in funding that Labour left behind.

Labour did not do well in Norfolk. It did not help schools there to beat the bulge. As we have heard many times today, Labour is the party that cut 200,000 primary school places in the middle of a baby boom. That had an impact on Norfolk. Labour is the party that failed to adjust the funding formula in a way that would be fair to rural counties and would have been fairer to my constituency. We, in government, have done those things and I congratulate those on the Front Bench on doing so.

As I said, I have worked with infant and junior schools in the north city area of my constituency over several years on the issue of planning sensibly for the local bulge in births. I welcome the fact that councils now have a three-year allocation of funding for the first time. I welcome the foresight that comes with that type of decision. It allows Norfolk county council, like any other education authority, to plan ahead and to ensure that every child has a school place. I urge my local authority to continue doing that planning. Only this week I contacted the local authority to highlight the fact that the latest information that I have received from Norfolk county council shows that 17 of the 25 infant, junior or primary schools listed in my constituency are forecast to exceed their current capacity.

We could turn that sentence several ways around. We could talk about “forecast to exceed their current capacity” or we could talk about the schools needing to provide more places for local children. The Government have put the funding in place for that to happen and I welcome that greatly. I think it stands in stark contrast to the attitude of those Labour Members who lost sight of what their own Government did, cutting 200,000 primary school places in the middle of a baby boom while letting immigration soar. It stands in great contrast to the actions of that party in failing to give Norfolk a fair funding formula. I also think, for what it is worth, that it stands in great contrast to what some Members, notably the right hon. Member for Salford and Eccles (Hazel Blears), seem to think of Norfolk, and I suspect that my hon. Friend the Member for Ipswich (Ben Gummer) agrees with me. We were dumbfounded to hear the right hon. Lady, who is not in her place—perhaps she is in another television studio, saying the same thing right now, actually—

The right hon. Lady has been out on the airwaves repeatedly this week, suggesting that Norfolk, in the form of Norwich, and Suffolk, in the form of Ipswich, ought to be some kind of dumping ground for the rest of the country. I do not think that is a respectful or constructive attitude to my constituency or that of my hon. Friend the Member for Ipswich.

That is what Labour appears to think of Norwich and Norfolk. It also appears to think—

God, I hope Hansard does not pick that comment up.

The right hon. Member for Barking (Margaret Hodge) is an excellent Committee Chairman: she is feisty and interrogates her witnesses very well. Occasionally we go on away-days related to the subjects we are considering. We looked at school places in 2013 and visited the right hon. Lady’s constituency to see the pressures that migration and immigration have brought to our country. We visited the Gascoigne primary school on the Gascoigne estate. I can honestly say that I was both shocked at the size of this second biggest primary school in the whole country and amazed by the quality of teaching being delivered by the teachers. Even though numerous languages were spoken at the school—I believe there were 70 of them at that particular time, but I might be wrong—and that one class had had a turnover of nearly 80% during the previous school year, a fantastic education was still happening. Although class sizes are very important—I guess this is the point I was trying to make to the hon. Member for Chesterfield (Toby Perkins)—so is quality teaching, and I saw some excellent examples of it on that particular day.

The pressures faced by that particular school and catchment area in Barking are so different from those in my constituency that I do not think it is possible honestly to say that a one-size-fits-all education policy will work for the two areas. More flexibility and more different types of schools—the more choice we give people—means we can provide a better education for the kids who go to school in Barking and in Daventry. Having exactly the same system is not the best thing.

School places is a very political subject. Members of the Public Accounts Committee get to read the odd National Audit Office report, which are excellent and provide us with lots of statistics, one of which I mentioned when I intervened on the shadow Secretary of State. It is true that the previous Government cut 200,000 primary school places in the middle of a baby boom, at a time when immigration and migration were soaring. The stat was from the report “Capital funding for new school places”, dated March 2013. The exact statistic was that

“the number of primary places fell by almost 207,000 (5 per cent) between 2003/04 and 2009/10.”

We are chucking statistics around, as we can in this debate—it is really easy to do in education—but they sometimes do not tell the whole story.

With a growing population, there will always be pressure on school places. The hon. Member for Leeds North East mentioned the baby boom that we have just had. To deal with that will require intense planning and investment in our education system in a very short period, and it would test any Government to match school places with population in those circumstances. To be quite honest, if we look behind the scenes at where this Government have already delivered some school places, we can see that although they could do better—every Government could do better—it is not doing as badly as he made out.

I am pleased that this Government are giving councils £5 billion to spend on new school places during this Parliament, which is double the amount allocated by the previous Government over a similar period. Some 260,000 new school places have been created under this Government. The majority, although not all, of them are where there is a shortage of places now. The population is growing in Daventry, as it is in urban centres: not all such places will be created in the places of highest need, because there is an equal need across the whole country.

I am very lucky to have a university technical college in my constituency. It gives a different type of education to secondary pupils, and it is doing remarkably well. It is in addition to the provision that already exists, but it is needed. We can see from the increase in the birth rate now that we will need such secondary places in the years to come. That sensible investment in education infrastructure is much needed by my constituents, but I understand that other Members will want to ensure that equal provision is made for theirs.

I do like free schools, because they add something to the mix. When the Opposition have a sensible debate on free schools, I hope in future that they will not just cast their eye over them and think, “It’s a Conservative idea, therefore it’s a bad one.” If we look at where the idea was spawned and where communities have been helped in America and Sweden, we can see that the schools—they are not what we would call free schools but the set-up is similar—have delivered an amazing level of education to pupils in areas of the greatest need. Free schools could be a part, if just a part, of the solution to some of the issues raised by Opposition Members.

Seven out of 10 free school places in this country have been created in areas of most need.

Another dodgy stat.

It is not a dodgy stat, actually. As 78% of statistics are made up on the spot, some of them will be vaguely rogue, but that one is true.

The Government are spending £18 billion on school buildings during this Parliament, which is more than double the amount that Labour spent in its first two Parliaments. A lot of good stuff is going on in our education system.

I want to return briefly to the Public Accounts Committee’s report on “Capital funding for new school places” from back in March 2013. If we took a tiny part of the politics out of this issue and looked just at our headline findings, we would see, first, that there was a reasonable level of agreement between both sides of the House, and secondly, an understanding that we needed a bespoke solution for pretty much every part of the country, because educational needs are very different in every part of the country. One of our conclusions was:

“The Department was slow to respond to the rising demand for school places.”

That was a fair criticism. However, we understood the reasons. We took evidence from the permanent secretary. As the hon. Member for Leeds North East said, if one looks at how the birth rate accelerated in 2011-12, one can see that it is very difficult to predict. I was quite impressed by the structure and processes that the Department has in the background. It grabs the statistics from the Office for National Statistics and then looks at birth rates and migration trails to work out where the resources would be best placed in the education system. I did not even know that that happened before we took that evidence.

The Department has improved the way in which it targets money to areas of need, but there are still gaps in the understanding of the full costs of delivering new places. The Department was getting there two years ago. If one looks at the Treasury minutes and the outcomes of what we found, the Department has improved even further. There is therefore good news as well as bad.

It would be nice to hear Opposition Front Benchers say that they understand that there are different needs in different parts of the country and that a one-size-fits-all education policy with the same provision all over the place simply will not work to the benefit of all our children.

I join the Secretary of State in paying tribute to the work of Peter Clarke.

At the heart of the report is a devastating indictment of the Government’s schools policy, and the Government’s response is a structural admission of failure. Today, the Secretary of State has announced a new schools commissioner for Birmingham and endorsed Labour party policy. The free market model of schooling, pioneered by her predecessor, has been sunk by the events in Birmingham. Why not have a schools commissioner or a director of schools standards for Liverpool, for Manchester or for London?

Peter Clarke’s report reveals that coalition education policy is bust and has fomented the crisis in Birmingham. Clarke states:

“In theory, academies are accountable to the secretary of state, but in practice the accountability can almost amount to benign neglect where educational and financial performance seems to indicate everything is fine.”

However, we now know that everything was not fine. The truth of the matter is this: the chaotic, deregulated and fractured education policy the Government have pursued has increased the risks of radicalisation in English schools. Let us be clear: in 2010, the Department for Education was told by a senior Birmingham head teacher what was going on in Birmingham schools, and for four years it failed to act. I call that malign neglect.

First, will the Secretary of State tell us more about how the Department for Education inquiry into ministerial failings is proceeding? What evidence has it taken? Has Lord Hill given evidence? Sir Albert Bore has apologised on behalf of Birmingham city council, so will the Secretary of State apologise for her predecessor’s oversights?

Peter Clarke’s report heavily criticises the Government’s policy

“by which single schools are able to convert to academy status”.

Therefore, secondly, the Secretary of State’s predecessor thought that the security bar should be lowered for those seeking to convert schools to academy status, as in the case of Park View and Golden Hillock, compared with the bar for those seeking to establish free schools. Does she share that view?

Crucially, Peter Clarke finds that there was no

“suitable system for holding the new academies accountable for financial and management issues”.

He urges a clearer system for

“detecting changes in governance to make academies more effective in responding to warning signs”.

The commissioner is a right step, but will the Secretary of State admit that she cannot run tens of thousands of schools from behind a desk in Whitehall, which her predecessor failed to realise? Thirdly, therefore, will she now drop the dogma and agree to the Labour party plans for directors of schools standards—not the old local authority model, but a system of local oversight and accountability to give parents, teachers and governors a strong voice to support all schools and challenge low standards?

One disturbing element of Clarke’s report is his account of the introduction of an “intolerant and aggressive” Islamist ethos in Birmingham schools. Allegations of radical extremism and terrorism have proven to be unfounded, but there should be no place in an English school for segregation and the inculcation of a politicised version of Islam. It is right that schools in high-poverty and minority ethnic communities focus on achieving excellent academic results, but they must also provide the kind of rounded education that will ensure the success of their pupils in modern, multicultural Britain.

I welcome the Secretary of State’s support for changes for a “broad and balanced curriculum” in criteria for judgments by Ofsted. I am happy to support her framework discussions for no-notice inspections, and the misconduct reforms. However, one of the most pressing reforms we need to look at is our system of school governors—Clarke’s recommendation 10.

Beginning with the Labour party’s academies schools programme, successive Governments have sought to increase school autonomy. That has placed more onerous responsibilities on governing bodies without necessarily providing the relevant training and support. We do not want to overburden governors—we need to attract applicants for the job, particularly from minority ethnic communities—but we need to ensure a more professional, non-executive function in these roles. If the Secretary of State wishes to pursue a reform policy in that direction, she will have our support.

The story of Birmingham is the story of systemic failings in school oversight and accountability. The chickens have come home to roost on the Government’s free-for-all education policy. In our great second city, it is parents and pupils who have suffered the consequences.

I thank the hon. Gentleman for some parts of his response to my statement. It is a great irony that in the middle he talked about dropping the dogma, given that he started by talking about a “devastating indictment” of schools policy. I refute that utterly, as do all Government Members.

I am glad the hon. Gentleman welcomed the move to have a broad and balanced curriculum, and for his support for no-notice inspections, on which we will consult, and on teachers’ misconduct. However, I think he misses the overall point. This is not a matter on which to be partisan. I think we can agree that there is absolutely no place for extremism in our schools, which is what he said. But in relation to governance, he will perhaps recall the point that Sir Peter Clarke made on page 90 of the report:

“I have seen no evidence to suggest that there is a problem with governance generally”—[Interruption.]

I suggest the hon. Gentleman reads page 90 again. Sir Peter Clarke went on:

“However, there appears to be a problem with certain governors in some Birmingham schools.”

What the hon. Gentleman failed to appreciate, in the tone of his remarks, was that this was a determined effort by a small number of people with a shared ideology to gain control of a small number of schools, irrespective of the interests of the local community. He is absolutely right to say that at the heart of this is the education of children and support for teachers and parents. We should start with children, not with faith.

The hon. Gentleman asked about the permanent secretary’s review in the Department. I am not going to pre-empt that review. I have said that I will come back to the House and discuss it when the permanent secretary reports. The hon. Gentleman talked about the schools commissioner, and I am glad he welcomes that appointment. Sir Albert Bore has agreed that we will work together on the appointment, who the commissioner will report to and the plan that will be put into place.

This is not a matter on which to be partisan. We must recognise the extremism that a small number of people thought they could perpetuate in our schools, much to the upset of members of the Muslim communities in Birmingham. The hon. Gentleman fails to recognise the work that the Government, the Home Secretary and all Ministers on the Government Benches have done to tackle anti-Muslim hatred and Islamophobia. I am sorry that the tone of his remarks does not reflect the seriousness of the situation.

I thank my hon. Friend and congratulate those schools in Crawley that took part in STEMfest and my hon. Friend, who is an excellent constituency Member of Parliament, on his continuing support for that valuable event. Such events provide students with an insight to future STEM careers and the importance of STEM to the UK economy. I hope those students who took part will be inspired to continue to study STEM subjects in the next stage of their education and beyond.

May I welcome the right hon. Lady to her new post? I also pay tribute to her predecessor. He was a man full of ideas; they just happened to be the wrong ones, which is why he had to go. After no change on AS-levels, work experience or free schools, will the Secretary of State explain to the House why she is also continuing with the flawed and unpopular policy of increasing the number of unqualified teachers in our schools? When will she make the break and put the interests of parents and pupils above those of Tory party ideology?

I thank the hon. Gentleman very much indeed for his warm words. He started off so well, but the theatrics were typical of somebody who took part in the Cambridge Footlights when he was there. I am not going to take lessons from the hon. Gentleman—oh, no! Wait a minute. He does give lessons, as an unqualified teacher, doesn’t he?

No change there, so let me try another question. The Government’s rushed curriculum changes risk undermining faith in the examination system, causing confusion for parents and pupils. Ofqual has already warned of greater than normal turbulence in examination results this summer. Is the Secretary of State fully satisfied that her Government’s changes will not compromise fairness and consistency as pupils receive their results in August?

I would like to answer that question with a one-word answer: yes. I am not going to take lessons from the hon. Gentleman, because under this Government there are 250,000 fewer pupils in under- performing schools and 800,000 more pupils in schools that are rated good and outstanding. That is the legacy of my right hon. Friend the Member for Surrey Heath (Michael Gove), which I intend to build on.
