I congratulate my hon. Friend on securing such an important debate on such an important issue. He is talking about the roads as vital capillaries that keep people connected. I am sure he will be well aware of the report by the Environment, Food and Rural Affairs Committee last year on rural mental health. One of the key findings was that connectivity is pivotal to people’s health and wellbeing in rural communities, and part of that is our rural bus network. Often, that is run by volunteers, such as the Fellrunner and Border Rambler services in my constituency. Does my hon. Friend agree that our rural bus network must be supported to keep people connected and well in our rural communities?

I will come to buses in a moment. I am not convinced that the very fat buses that we have nowadays that hardly fit down rural lanes and are usually empty are necessarily the best way to transport people around our rural communities. However, my hon. Friend’s point about mental health is fundamental to the wellbeing of our constituents, so more innovation, better delivery and better transport will be at the heart of that issue.

And Gloucestershire. Local authorities can come together and sit down with National Highways and potentially drive forward change if that is what they wish to do, but it starts, fundamentally, with the local authorities.

My hon. Friend rightly raised, and has been an ardent campaigner for, rail station accessibility. I know, because I have discussed it with him, that he has made a considerable effort over many years to make Ledbury station much more accessible. That point has been heard very loudly and very clearly. He met my boss, the Secretary of State for Transport, and made that point to him in October. He will be aware—I am not the Minister in charge of disabled access to trains, but I will go away and try to get detail on this point—that the Access for All budget is presently being considered. The bids are in and considerations are being made. Ledbury is one. He is right to make the point that, slowly but surely across the country, we are upgrading and improving railway stations. We are going as fast as we possibly can. We would like to go faster and we would like to include Ledbury. I promise him that it is on the list to be addressed and I totally accept his point.

Having worked with me on an area shared by both of us, the Minister will know Gilsland station. I urge him to really make the case from within, as part of his ministerial portfolio, for the reopening of Gilsland station.

I wondered when the issue of restoring a railway would feature in tonight’s debate, and I was not disappointed. As my hon. Friend the Member for Blyth Valley (Ian Levy) made clear, we have the amazing example of the best line in the country: the Northumberland line. It is seeing multiple stations being restored as we take a massive step forward in restoring transport connectivity in Northumberland.

I have campaigned on Gilsland for only 14 years; in Herefordshire, there is Pontrilas and there are other stations—whether they were killed by Dr Beeching or others down the years—that are sought as an opportunity for a reopening of our railway infrastructure. As we have seen with the Waverley line in Scotland, there is a definite desire for such railways to be reinvigorated and for new stations to return. Without a shadow of a doubt, I will personally take the issue up with the trains Minister.

I could not agree more with my hon. Friend, who is a strong champion for his constituents on the matter. Where once there was a station and now there is a space or an empty building, or just freight trains trundling past, people sense that they might have been left behind, so reopening stations, particularly in locations such as the one he mentioned, is one of the best signs that levelling up could offer to show that the agenda across Government is about giving communities back what they had in the past. We are not going to reintroduce steam trains, but we do want to give people a modern, functional service that points towards an aspiration for a better future.

With respect to such opportunities, the pledge in our 2019 manifesto, which forms the basis of the Government’s mandate, was explicit:

“To help communities across the country, we will restore many of the Beeching lines, reconnecting smaller towns such as Fleetwood and Willenhall that have suffered permanent disadvantage since they were removed from the rail network in the 1960s.”

In January 2020, colleagues across the House will have welcomed the Government translating that pledge into £500 million for the restoring your railway programme to deliver the manifesto commitment, which I know was firm when my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) was Prime Minister. I know the Minister will be keen to repeat it today.

I want to ensure that the commitment remains firm not because I am sentimental about the days when steam trains raced from London Waterloo to Tavistock, but because of what we see when lines reopen and communities reconnect. For example, the revitalisation of the line to Okehampton has brought full passenger services to the town for the first time in five decades. It was the first former line to reopen under the restoring your railway programme. In the same week that it celebrated its one-year anniversary in November, the Dartmoor line also saw its 250,00th journey—more than double the demand originally forecast.

Then there is the Scottish Borders railway, for which an original target was set of 650,000 passengers in the first year, but demand for the service exceeded expectations with almost 700,000 trips made in just the first six months of the line reopening. In short, new lines bring new trade to the railways and provide an attractive alternative to travel by car or coach. The Minister saw for himself the achievements at Okehampton and the excitement of the local community at having its train service back. We would simply not get that with a new road junction or a bus service.

I thank my hon. Friend for giving way and congratulate him on leading this important debate. In Cumbria we have been pushing for the reopening of the Penrith to Keswick line and of Gilsland station. My hon. Friend mentioned the Borders railway, which we want extended through Longtown in my constituency and down into Carlisle. Does he agree that opening up those projects not only connects people to physical places, but increases economic opportunities and access to education and empowers rural communities?

I could not put it better. Transport systems are not just about an academic exercise of connecting point A to point B, but about linking communities, providing opportunities and levelling up communities. Instead of looking back to a service that existed until the late 1960s, we should look forward to the opportunities. My hon. Friend is a very strong advocate for his constituents and I know he will push the Government on that scheme.

I will not give way, because I have quite a lot to go through.

I appreciate that many hon. Members—particularly those who have sponsored individual proposals—will have received disappointing news along the way about their schemes not progressing under the restoring your railway programme, although hopefully with constructive and detailed feedback. I hope that the process has been helpful in allowing promoters of projects all over the country to develop their cases.

The hon. Member for Slough also mentioned my contribution to last week’s Transport Committee, which I was very pleased to attend. As I mentioned, we need to be mindful of the fact that it will not be possible for all schemes in the restoring your railway portfolio to progress to the next stage of development. The fact is that we do not have a limitless budget; indeed, although schemes may show promise at an early stage of their business case, some may not be able to cover their operational costs in the long term, and we should not add greater cost to the railways, given how stretched the finances are. When one looks at the schemes that are already being delivered or that are moving to the full business case, one gets quickly to £500 million halfway down the list, so I do want to manage expectations. At the same time, however, that demonstrates that we are getting on with things and spending the fund’s money. We should also be mindful of the wider context of the rail portfolio, where all projects face increasing costs for a variety of reasons, particularly inflation.

Hon. Members should know that I have asked my officials to carry out a review of all the schemes in the restoring your railway portfolio to prioritise the most viable projects for the next stage. That is particularly important in the light of the remaining budget we have available, so that we deliver the most we can under the challenging financial constraints we all have to live with. I emphasise that the process will be driven by data, expertise and careful consideration—that goes back to the third point my hon. Friend the Member for Torbay made, about how we will determine matters. I also assure hon. Members waiting to hear back about bids made to the second and third rounds of the ideas fund element of restoring your railway that those bids are being fully and fairly considered as part of the overall review process.

I want now to respond to the excellent points, cases and pitches that have been made this morning. First, with regard to my hon. Friend the Member for Sedgefield (Paul Howell), the Ferryhill project received further funding in June 2022. Sedgefield station is a possible additional stop between Ferryhill and Middlesbrough, and it is under consideration.

I thank the hon. Member for Tiverton and Honiton (Richard Foord) for his kind words. As he noted, the Wellington and Cullompton project is progressing to a full business case, and a decision will be made once that has been finalised.

In her brilliant speech, my hon. Friend the Member for Stourbridge (Suzanne Webb) made a pitch for Stourbridge and Round Oak, and it is hard—wellies or no wellies—to resist the points that she made. I know that the bid was not successful in the first ideas round stage, and I hope there has been feedback about what more can be done. I am happy to meet her to go through matters, and I really note—as should her constituents—the passionate pitch she has made.

My hon. Friend the Member for Stroud (Siobhan Baillie) referred to the Stonehouse Bristol Road station. The Department is reviewing strategic outline business case, and we will get back to her.

As ever, brilliant speeches were made by my hon. Friends the Members for Stoke-on-Trent North (Jonathan Gullis) and for Stoke-on-Trent South (Jack Brereton), who made a great pitch for the Stoke-Leek line. That is an ideas fund 3 project, and the strategic outline business case is being reviewed by the Department. I know that my hon. Friends will keep on at me in that regard, and my hon. Friend the Member for Stoke-on-Trent South should be assured that Meir station has been funded to full business case. That was announced in June 2022.

The Leamside project is championed by my hon. Friend the Member for Darlington (Peter Gibson); it is also being talked about outside this place, and I was delighted to meet Members from across the north-east yesterday in that regard. My hon. Friend specifically mentioned the Darlington to Weardale project. That is also in ideas fund 3. We are reviewing the strategic outline business case, and I thank him for the passionate points he made to champion the project.

Every time there is a rail debate, my hon. Friend the Member for Ynys Môn (Virginia Crosbie) is here making the case for her constituents. Despite the spelling of my first name, I will not try to pronounce the names of the projects, but I will tell her, more importantly, that the strategic outline business case, having gone through ideas fund 3, is being reviewed. I am already on my way to see her with regard to other projects, and I am sure I will bring the wellies and we will tramp through. To continue the welly references, my hon. Friend the Member for North Devon (Selaine Saxby) is a real champion for transport and Combe rail. I know it was unsuccessful in the ideas fund, but I want to talk with her to find out what more we can do.

I want to respond to two other points made by my hon. Friend the Member for Torbay. On what happens when local stakeholders do not support a bid, the beauty of these applications is that we want people to be able to crack on at pace. Obviously, it is challenging when one part of the stakeholder community is not willing to support a bid. That applies in particular if a planning authority is involved. I note the points made by my hon. Friend, who comes up with some brilliant ideas and suggestions. I hope his council will think again and join the local stakeholder community in supporting his bid.

My hon. Friend also asked me to recommit to the fund. I recommit to that fund; it is a brilliant scheme that allows MPs and community members to get involved and get back the railways they lost many years ago. I want to finish by congratulating him again—

I thank my hon. Friend for securing the debate, and I hope I have assured him and other hon. Members that we are taking a rigorous approach to assessing the projects. In terms of those being taken forward, I want to ensure that the projects that will deliver the greatest benefit for the community succeed.

This has been a welcome debate, although I do not think I should take the 22 minutes that are still available for what is supposed to be a short winding-up speech. I am particularly grateful for the Minister’s replies about the Government’s continuing commitment to the scheme overall and to the budget, particularly given some recent press speculation.

The railways seem to be in a different position today, compared with what we saw in the past. Given some of the comments made during the debate, I am sure the Minister has, like me, been reflecting on the fact that it is only 17 years ago that a Transport Secretary was saying that the railways

“can’t be in the business of carting fresh air around the country”.

That was widely interpreted as potentially heralding another round of Beeching-style cuts, whereby we would build a big new railway in the form of HS2 but shut down rural branch lines. It is great to hear from my hon. Friend the Minister the positivity and vision about the future of the railways, and that they really connect communities and are not just a transport scheme that sits in aspic.

I congratulate my hon. Friend again on securing the debate. Does he agree that programmes such as reopening the Penrith to Keswick line, reopening Gilsland station and extending the Borders railway through Longtown to Carlisle would feed into the west coast main line? Should not the Government take the two-pronged approach of restoring those links and holding Avanti West Coast to account for the unacceptable service on the west coast main line?

I am conscious that I could probably start a whole new debate by getting on to the subject of Avanti trains and their performance. However, I agree that the line brings a sense of Union connectivity; communities in the borders areas do not operate on the basis of the political dividing line between England and Scotland, but very much work together. Reopening the railway line my hon. Friend mentioned would be a great sign of that, and I know that he will continue to be a major champion of it.

We should reflect on the fact that there is the potential for a renaissance in our railways. It would have been easy today to focus on current disputes and not to look at the great future we have. We are seeing major investment and large-scale electrification on our rail network for the first time in decades. People can again look forward to a railway being part of their future, and not just something that their grandad or grandmother tells them about using in the past.

I am very familiar with that issue from my time as Minister for Disabled People. The behaviour that the hon. Lady describes is, of course, already unlawful. She has set out a specific case; if she writes to me with the details, we will look into it and see what further work we can do to make sure that the existing law to ensure fairness for guide dog owners is properly enforced across the United Kingdom.

I, many constituents and countless people up and down the land struggle each week with the poor and unreliable service provided by Avanti West Coast. People are missing interviews, appointments, family events and social occasions. Can the Minister give the latest Government assessment of Avanti’s performance and confirm that nothing will be ruled out, including stripping it of its contract if it does not lift its game?

I rise in support of the Bill and I pay tribute to my right hon. and learned Friend the Member for Kenilworth and Southam (Jeremy Wright) for this important piece of legislation which will widen access and improve the Equality Act 2010. I very much welcome that it has support from the Opposition.

As we have heard today, connectivity is a huge issue in rural areas. I do not want to get into Top Trumps on the sizes of rural constituencies, but Penrith and the Border is the largest and most sparsely populated constituency in England. It can sometimes take up to two hours to get from one end of the constituency to the other by car. Having said that I did not want to indulge in Top Trumps, I just have.

We cannot not respond to such points made in the House. West Dorset is 400 square miles and has 132 parishes. I cannot quite remember the statistics for the constituency of my hon. Friend the Member for Rutland and Melton (Alicia Kearns), but I think hers is slightly larger than mine. Is the constituency of my hon. Friend the Member for Penrith and The Border (Dr Hudson) more beautiful than West Dorset? I am not quite sure on that point.

Yes, it is more beautiful. [Laughter.] Let us put the Top Trumps to one side now and get to the heart of this very important Bill.

My colleagues in rural constituencies, and also those in urban constituencies, have highlighted the importance of my right hon. and learned Friend’s Bill in connecting people, in getting them from A to B, in equality of access for all people who need it, and in ensuring that disabled people have equality of access. That is so, so important.

Points were made about there being many, many good taxi drivers and private hire vehicle drivers who are doing the right thing. Again, I want to thank those drivers for doing the right thing. The Bill will set the balance and get that to be uniform. For too long, unfortunately, disabled people have been facing behaviour that makes their lives very, very difficult. When there is outright refusal of service, it is incredibly distressing. I welcome the Government’s intention to go further and move towards disability training as part of the standards for licensing. I look forward to hearing from my hon. Friend the Minister on that point.

I also echo the point made by my hon. Friend the Member for Darlington (Peter Gibson) on the importance of having a database, so that people hiring vehicles know exactly where and when they can access them. That is a very important point and I look forward to movement on that.

I welcome the important tenet of the Bill to refrain from charging disabled people extra. It is so important to get that on to the statute book.

I very much welcome my right hon. and learned Friend’s work on the Bill. Notably, he has consulted widely with disability groups as well as transport groups, and inserted practical safeguard balances into the Bill so that people providing services will not be penalised. It is well-balanced legislation that will move us forward positively.

As the Bill comes on to the statute book—as my right hon. and learned Friend said, that will be a couple of months after Royal Assent—it will be beholden on licensing authorities to become involved, but as has been mentioned, there are many pressures on local authorities. In Cumbria, we face radical local government restructuring to create two new unitary authorities. I have said many times that I am passionately against the restructuring, which is the last thing that a huge county such as Cumbria needs, and it is the worst possible time to be changing everything as we come out of a pandemic. That said, we are where we are and we need to make it work, but there will be pressures on the Cumbrian system to institute such changes.

I have been concerned about how the restructuring in Cumbria is leading to paralysis and inertia in decision making and in acting on legislation that may come through. To illustrate that, the local Liberal Democrat-led Eden District Council is delaying decisions on waste collections, so some villages in my constituency do not get green waste picked up while others do. The Liberal Democrat administration is blaming the previous Conservative administration and local government reform, and it is blaming central Government for the restructuring, which it cannot do anything about. That is not good enough. We cannot have delays in decision making because of such restructurings.

It is so important that we have connections across my constituency, so taxi drivers and private hire vehicle drivers are really important in that. It is also important, as colleagues have said, to have connectivity to other services. Rural buses have been highlighted often, and we have many fantastic local services for which volunteers have stepped up, such as the Fellrunner bus and the Border Rambler bus. Unfortunately, over the years we have seen increasing pressure on the rural bus network, so we have lost services.

Sadly, in 2014, Cumbria County Council took the retrograde decision to stop using central Government moneys to subsidise rural bus routes and, accordingly, some routes had to close as they were not financially viable. I urge local and central Government to ensure connectivity by working hard together and using moneys sensibly. In rural areas such as mine, people depend on the bus network, taxis and private hire vehicles.

Trains have also segued into the debate and, in my part of the world, I very much believe that we must improve train services. I have been campaigning for the reopening of Gilsland station and for the extension of the Borders railway from the borders down through Longtown in my constituency and on to Carlisle. We need joined-up thinking. The Bill is so important in improving equality of access to private hire vehicles and taxis, but I urge the Government to work with local government to ensure that our rural bus network is improved, bolstered and supported and that the train network is supported as well.

I raised many of those issues a couple of weeks ago in an Adjournment debate on support for levelling up rural communities. Bills such as this are very much about levelling up society, are they not? It is so important that such Bills come together, but we also need joined up-government to ensure connectivity across all walks of life. I firmly believe that this is an important Bill, which highlights the need to join up people in our communities, whether they are urban or rural.

We have highlighted some of the pressures in rural communities. Last night, I chaired a roundtable of rural stakeholders in my constituency. The pressures faced by such people, including farmers, due to the cost of living crisis include increasing fuel and diesel costs and increasing fertiliser costs. People in rural communities also have the cost of putting oil into their heating systems. I urge the Government to listen to those concerns and hope that, in the coming days, the Chancellor will try to mitigate some of the pressures that face our rural society.

In conclusion, I congratulate my right hon. and learned Friend the Member for Kenilworth and Southam on the Bill, to which I give my full support.

Vehicle Ownership: Fatal Accidents and Rural Crime

I beg to move,

That this House has considered fatal accidents, rural crime and the adequacy of vehicle ownership restrictions.

It is a pleasure to serve under your chairmanship, Mr Dowd. I pay tribute to the family of Andrew Rowlands, one of my constituents who died in 2020. His parents, Karen and John, are here today. I have met them before, as well as their daughter, Becca. Andrew was killed in a car crash in June 2020. The car he was travelling in was bought not long before for £100. It had no valid MOT and was described by the judge at the time as a wreck. The driver of that vehicle had no driving licence—they had not even had a driving lesson—yet they had still been able to buy the vehicle. They were jailed in June 2021. Later that year, I met John in my constituency surgery.

My request of the Minister today is to look at one simple change to the law. If a person wants to buy a car, they should have to have a driving licence. That means a simple change to the V5 form. At the moment, filling in the date of birth and the details of the driving licence of the person purchasing the car is voluntary. All we want is for that to be made mandatory. That would prevent people without driving licences being able to buy cars.

To buy a shotgun or rifle, the buyer must provide a licence and be over the age of 18. To buy an alcoholic drink, lottery scratchcard or lottery ticket, the buyer must provide ID. To scrap a car, a person must provide ID and have a UK bank account, yet to buy a car—even a totally unroadworthy one, such as the one driven on the day Andrew was killed—a buyer does not have to do those things. It is taken on trust, on the V5 form, that the buyer is a suitable person and able to own a vehicle.

In the modern day, it is totally unacceptable for somebody without a driving licence—without even having had a driving lesson—to own a car, and there are three reasons for that. The first, obviously, is the death of one of my constituents. We do not want to see more young people being killed because other people can buy totally unroadworthy vehicles and use them on a public highway.

Secondly, it has broader implications. Since I met John in my constituency office, I have been talking more broadly to Durham police and the rural community to find out what other impacts such a change could have. For example, Durham police are very concerned about so-called community vehicles. Basically, what happens is that I buy a car off anybody, but I do not provide my address or details, because I can sort of fill it in. There is no requirement to check a driving licence and no requirement to put down a date of birth—it is just an option. Those vehicles are then used in county lines drug trafficking; they are used to move people around the country. They are often parked up somewhere slightly out of sight, and they are easy to use. There is a real crime angle there for towns and cities.

Thirdly, I have spoken to local farmers, and there is a real rural crime angle as well. Since I was elected, I have lost count of the number of farmers who have got in touch about people trespassing on their land. This is not trespassing in the form of a poacher with a couple of pheasants under their jacket, like something from the 1940s. This is people driving through farm gates, smashing up land, destroying crops, worrying livestock and allowing animals out on to the roads.

I applaud my hon. Friend for bringing forward this debate on this important issue and for highlighting the tragic case in his constituency. Does he agree that the rural crime he talks about is part of a bigger picture that people in rural communities face? It could be vehicle crime, property damage, fly-tipping, poaching, farm machinery theft or animal theft—they are all part of a bigger picture that our rural communities have to suffer. It is great that Cumbria police and Durham police are working hard to support communities, but these crimes have a major impact on the mental health of people in rural communities.

They do have a big impact on people in rural communities, particularly on their mental health, because of the isolation element of living in a rural area. My hon. Friend makes a broader point about the use of such vehicles for other crimes. The police have told me in conversations that if people are involved in what some might consider low-level crimes, such as lamping or poaching, they are usually involved in other crimes as well. It is a major issue that they are able to move around almost at will by using vehicles that nobody can trace. That is exactly the issue that I am trying to point to.

Some of the farmers I recently met over in Satley in my constituency face these issues on a regular basis—so regular that they have set up their own local WhatsApp group. Fences have been driven through, causing thousands of pounds of damage for the farmers, but even if they spot the vehicle and get the number plate, it is impossible to trace the ownership because the vehicles have basically disappeared into the system.

In Stanhope and all the way up in rural Weardale, farmers have faced similar issues. It was at one of my first constituency surgeries after being elected, in Stanhope town hall, that this issue of rural crime and untraceable vehicles was brought to me. More recently, down in Muggleswick, during the pandemic, when people were meant to be staying at home, there were people driving such vehicles—totally untraceable—to do drug deals in rural areas. People phone the police to say, “We have the number plates”—people have done the right thing on their farms and rural homes and put up CCTV—but that is totally useless if the ownership of the vehicle cannot be traced.

This proposed change would mean the traceability of vehicle ownership, and it would therefore prevent people being able to use such vehicles to commit rural crime. Thirdly, it would stop people without driving licences from using such vehicles.

We have seen the impact of changes to the scrappage scheme. We used to hear all the time about people nicking bits of railway and trains having to be stopped. We used to hear about people dying in substations when they were trying to nick expensive metals. We used to hear regularly about lead being stripped from church roofs. All of that ended with a simple change in the law that meant someone had to provide ID and bank account details if they were selling scrap metal—a really simple change. All I seek is a similar change for people when they are selling cars.

I am not asking the Minister today for an immediate yes or no to a piece of legislation; I am asking to meet her in order to talk in more detail and find a suitable legislative vehicle for addressing this issue. I cannot see why the Government would not want to push forward with this, because it would tackle rural crime and the criminal exploitation of young people in our towns and cities, and it has the ability to stop more tragic deaths, like that of Andrew, from happening in the future. It is a sensible change that I cannot see the Opposition opposing. Will the Minister today commit to meeting me to talk about this further, to see what we can do to make this very sensible change, which will save lives?

I am grateful to my right hon. Friend for his intervention. He raises a very important point about the cost, which I will address in further detail later in my speech. However, it is safe to say that a notional cost is already being borne by many local authorities as part of their membership of the national anti-fraud framework. It is for the Minister to decide whether to designate that database for the use of this legislation, if we are successful in getting it on to the statute book, and whether the Government fully fund it themselves or pass the relatively nominal cost on to a local authority.

Licensing authorities will then be required to search the database when processing each licensing application to ascertain whether the applicant has had a licence suspended, refused or revoked by another licensing authority. If there is a relevant entry on the database, the authority will be obliged to request further details of that adverse decision and have regard to the information considered by the other licensing authority when making its own decision. To be clear, the database would only record instances in which a licensing authority suspended, refused or revoked a driver’s licence due to safeguarding or road safety concerns: it would not hold details of that decision. The details would remain held by the relevant licensing authority, and would need to be requested on a case-by-case basis where an application is made to another local authority by an individual whose name appears on the register.

I congratulate my hon. Friend, the proud champion for Darlington, on having introduced this Bill and on getting it so far. I fully support the Bill, which will improve the safety of passengers in taxis and private hire vehicles, and I echo his comments about the cross-party nature of working on this issue; he has mentioned the hon. Member for Cambridge (Daniel Zeichner). It is so important that we work together across the House on important issues such as this.

However, does my hon. Friend agree that the history of the licensing regime goes back to an era when private hire vehicles of any sort were very unlikely to go out of their own area and operated in very small geographical areas? The regime dates back to a different time, but now the situation has evolved. That is why things need to change.

My hon. Friend raises an incredibly important point. Much of our legislation dates back to previous eras when people did not travel outside their local authority areas, but now vehicles licensed in one local authority could operate entirely in another. Far from being even in neighbouring local authorities, they could be in completely disparate parts of the country.

In the interests of ensuring that the latest and most relevant information is available to the licensing authority, the Bill stipulates that licensing authorities must input the decision details within five working days of notifying the driver of their decision. During the 11 years that the record would be held on the database, the licensing authority must also ensure that it is kept up to date to reflect any changes, such as if the driver successfully appeals the original decision—as indeed they will be able to, just as they may now.

On his point about how different parts of the United Kingdom can learn from each other, does he agree, as a Northern Ireland Member, that legislation through which we can share best practice across the United Kingdom shows us how important our precious Union is?

I certainly agree with the hon. Gentleman. He is right that I am a committed Unionist and I would always love to see this great nation as one; everybody from Scotland, Wales, Northern Ireland and England is better together. He is pushing at an open door with that point. He makes a serious point, however, about how we can learn. It is important to share details, legislation and ideas, and to share what is right and what is successful, and then do that across this great nation.

Whether the figures in Northern Ireland are a result of the pandemic is another topic. I welcome the safeguarding aspects of the Bill, to which the hon. Member for Darlington referred. The main concept of the Bill is to ensure that only those fit to hold a licence are entrusted to carry the public. We could not ask for more—that is a key point. On Second Reading, he stated that the Bill aims to

“protect the hundreds of thousands of…drivers from having their reputation tarnished…by the abhorrent behaviour of a small minority”.—[Official Report, 10 September 2021; Vol. 700, c. 596.]

I repeat that today because it is a key part of the issue.

Many local government associations welcome the Bill as it would make it mandatory for licensing authorities to access vital background information about drivers seeking a licence in their relevant areas. That fully supports the use of councils, as they can ensure that those using taxi or private hire services are kept safe. With that in mind, I am sure that we in Northern Ireland, where it is a devolved matter, will make that happen, as the hon. Member for Penrith and The Border (Dr Hudson) said and the hon. Member for Darlington wants, too.

Licensing laws need to be brought up to date, which is what we are doing today. The Bill will take us to the next stage of enshrining safeguarding and protection in legislation. We live in a world where regulations, guidelines and policy are everything, so this is an opportunity for protection to be brought in, for legislation to be updated and to secure better travel for our constituents. The Bill aims to make the licensing system for taxis and PHVs fit for the 21st century, which will ultimately benefit both passengers and trade. We should all welcome that, because it is a step in the right direction for taxi companies and passengers who travel.

I feel strongly that more power to deal with allegations of crime or misconduct should be given to local authorities. The process of an investigation could well be delayed for months otherwise. For the protection of our constituents, the Bill takes us that stage further. Local agencies should have the power to deal with this matter in their areas. When working with the private sector, we must ensure that our constituents get every level of protection.

This Bill enables all licensing authorities to record and input into the database instances where they have refused to grant or renew a driver’s licence, or have suspended or revoked the licence because of a certain safeguarding or road-safety concern. I welcome the recent announcement of £14 million to help the taxi industry deal with the impact of the pandemic. We often say—it is the truth—that the Government stepped up to help businesses during the pandemic, and we are all deeply indebted to them for that. They have helped my constituents, along with all the constituents in this great nation represented by MPs in this House.

I believe that further discussion should be undertaken between the Minister, the Department and the devolved nations to see how we can further protect the public. I appreciate that data and information can be shared if necessary, but there should be a further conversation on the timescale. When the Minister sums up, can she indicate what conversations have been had with the devolved Administrations? That would tie in with what the hon. Member for Penrith and The Border said in his intervention and what the hon. Member for Darlington said. If there is something good here, we should share it.

To conclude, I welcome the comments of hon. Members who have spoken so far. I look forward to the contributions from those who follow, from both sides of the Chamber, particularly from the hon. Member for Ilford South (Sam Tarry) and the Minister.

I wish the hon. Member for Darlington well for the remainder of this important Bill’s legislative process. When it comes to public safety, it is crucial that we play our part in protecting the general public by having the correct guidelines in place. For that reason, this House, the Minister and the Government have much to thank the hon. Member for Darlington for in introducing this Bill.

I thank both my hon. Friends. I have taken a double-header; I shall respond first to my hon. Friend the Member for North West Norfolk, who makes a good point. There is of course an appeals process in the existing licensing regime and the Bill will not harm it at all. In fact, it will do the reverse by making it easier for local authorities to get all the information they need and allowing the driver going through the appeals process to be confident that the local authority will get the full information it needs from throughout the country, if that driver has served under two licensing authorities.

My hon. Friend the Member for Penrith and The Border makes the good point that having a central database should not mean that local authorities keep information inappropriately. I agree with him that drivers should be reassured that their information will be used properly.

I am delighted that the hon. Lady enjoyed her visit to Derbyshire—long may it continue to be Conservative-controlled. She is wrong to say that we are not investing in local roads. The Government announced £1.7 billion for maintenance and upgrades to tackle potholes, relieve congestion and boost connectivity.

I would like to address this allegation head-on. It is incorrect to say that we are spending £27 billion on road building or that 4,000 miles of new roads are planned. We are actually investing £27 billion in the operation, maintenance and renewal of England’s strategic road network to secure safer and more reliable journeys that have less impact on adjacent communities and places.

In Cumbria, we are spoilt for choice when it comes to walking and cycling routes, such as the Hadrian’s wall trail, coast to coast and countless Wainwrights. As well as those activities being hugely important for physical and mental health, many businesses in my constituency depend on tourism, and encouraging visitors will assist the recovery of those businesses. Does my hon. Friend agree that now is a great time to enjoy the beautiful Cumbrian countryside by walking and cycling and that longer-term projects such as reopening Gilsland railway station will improve the accessibility and connectivity of our region, which will make these activities easier to enjoy?

Yes, I do encourage people to cycle and walk in Cumbria. I welcome the bid for funding from Gilsland station and visited it only last Thursday to see what it looks like for myself. We will announce in due course whether the bid has been successful, but if successful, the money will unlock funding for a strategic outline business case that could see a fantastic development of a station that has huge potential for tourism and other things.

Like the hon. Gentleman, I am a keen follower of electric technology, particularly in the heavier vehicles. Although electric cars have proved themselves and we are seeing a large number on the road, bigger vehicles still have issues of weight of battery versus range and therefore availability, so in part it is the technological side that needs resolving. A lot of money is being invested in zero-carbon buses—we are not saying that they have to be electric or hydrogen. I think he will be very pleased to hear the zero-carbon city announcements that I will be making shortly.

I very much welcome the bus strategy, which will make a huge difference to rural communities such as Penrith and The Border. Rural buses are a lifeline to many as they are so important for connecting communities in our large geographical area. Does my right hon. Friend agree that it is essential that Cumbria County Council makes full use of these Government funds and should work together with bus operators to make more routes viable and improve our local services, thereby assisting in the fight against rural isolation?

My hon. Friend is absolutely right about that. He will be interested to hear that part of this strategy is £20 million for rural bus services to try out different approaches. I am pleased to say that of the 17 local authorities that are being provided with some of that money, Cumbria County Council is due to get £1.5 million. I hope that he will work with it to deliver better services for all his constituents.

My hon. Friend is absolutely right, and I pay tribute to her for the way that she has campaigned to keep Dover clear. She is right also in saying that before Christmas, President Macron decided to close the French border with no notice, meaning that we ended up with thousands of lorries gridlocking Kent. We had to put in place emergency measures, which have included at this stage having provided lateral flow tests to 120,000 hauliers in order for them to cross. I can report to the House that once they have crossed to the other side, the French have also been carrying out some tests. No one has come across with coronavirus as a result of the enormous programme we have put in place, none of which would have been possible without my hon. Friend’s tremendous assistance during those few days before Christmas while the military, NHS Test and Trace, the police and, not least, the local MP worked to clear the problem.

Bus services offer a vital lifeline for people in rural communities such as Penrith and The Border, and the importance of this connectivity has been brought into sharp relief in the pandemic. In 2014, Cumbria County Council opted to stop using central Government funds to subsidise commercial bus services, meaning some routes were not viable for operators, leading to a reduction in provision. Does my hon. Friend agree that now is the time for the council to revisit that decision and use available funds to support rural bus routes to allow people to go about their lives, reconnect and improve their health and welfare?

We recognise the importance of public transport for the sustainability and the independence of communities, particularly in rural areas like Cumbria, which is why we are providing a £20 million rural mobility fund to support demand-responsive services in rural and suburban areas. I am pleased to say that thanks to my hon. Friend’s support, Cumbria County Council was successful in phase 1 and has been invited to participate in phase 2.
