I am going to make some progress, because I am aware that other colleagues wish to speak.

It did not have to be like this. If the Prime Minister had any interest in the people of Scotland, he would have engaged with our Scottish Government. From the very beginning the Scottish Government sought to compromise. We did that by offering up “Scotland’s Place in Europe”, with a compromise position for all the United Kingdom, and for Scotland, to remain in the single market and the customs union. I have to tell the House that we had no engagement with the UK Government over those papers, but I can say that Michel Barnier, when I went to see him, had read every page. That is the difference between the attitude of our friends and colleagues in Europe and the disdain that our Scottish Government have been shown by Westminster. Our plan was dismissed out of hand, and then followed by years of the UK Government ignoring Scotland and ignoring our Parliament.

With Northern Ireland getting access to the single market and the customs union, it is clear that the Prime Minister is willing to put trust in the people of Northern Ireland to manage its relationship, so it is inexplicable that he will not trust the people of Scotland, who also voted overwhelmingly to remain in the European Union, to do the same. This offer gives Northern Ireland a competitive advantage over Scotland.

While we respect and understand the unique circumstances of Northern Ireland—I want to be clear that everyone in the SNP wants to see the continuation of peace and stability—the proposal in this deal is, in effect, to keep it in the single market and the customs union. That was our compromise position, and the UK Government completely ignored us—they ignored Scotland.

The Prime Minister has shown the people of Scotland total contempt. This is a Prime Minister who has no mandate from Scotland, yet he seeks to impose his Brexit against our democratically expressed will, silencing the wishes of our people and weakening our economy. This Prime Minister, and his Brexit fan club in No. 10, do not care about Scotland. They are obsessed with only one thing: winning and delivering their Brexit fantasy at any cost.

The dishonesty and lies of the—[Interruption.] I hear Ministers shouting from the Front Bench, “Not true!” Where was the engagement with the Scottish Government on our place in Europe? It simply did not happen. That is absolutely and completely true.

Our democracy is a precious thing, and this Parliament is a special place. Our democracy depends on respect for difference, and this Parliament thrives on respecting the sincerity and the commitment to public service of every Member.

That is why I know that deciding how to vote today will have been difficult for many Members, and it is important we all recognise that those who argued to remain, and who still argue that that is the best outcome, do so as patriots, but they take a different view from some of us. And we should all recognise that those who argued to leave, who have consistently argued that we should leave and who have argued for a better deal, are arguing for what they believe is best for our country.

I respect those who have argued for both positions, but I respect most of all the many Members of this House who argued that we should remain, and who during the course of that campaign believed it was the best course for the country, but who now recognise that, the people having spoken, the verdict must be respected.

In a debate characterised by many brilliant and passionate speeches, the speech that stood out for me was that of my right hon. Friend the Member for Maidenhead (Mrs May). She argued for remain, but she also recognises that, when the people have spoken, their verdict has to be respected. We have seen that not only from Conservative Members but from Members of all parties, such as the hon. Member for Great Grimsby (Melanie Onn) and the right hon. Members for Don Valley (Caroline Flint) and for Rother Valley (Sir Kevin Barron). They all argued that we should remain, but now they recognise that there is something more precious than being a leaver or a remainer: being a democrat.

What unites us in this House is that we are democrats, and we voted in this House of Commons to have a referendum. We voted in this House of Commons to say that we would respect the verdict of the people. We voted overwhelmingly for article 50, which honoured that referendum result and said that we would leave. How will it look to those who sent us here if we say to them now, “We made those sacred promises, but now we choose to dishonour them”?

There will be individuals on both sides of the House who have specific qualms and concerns about this deal, but the time has come for us to decide. None of us in a country that voted 52:48, none of us in a House of 650 Members and none of us in a country of 65 million people can ensure that we have our own perfect Brexit.

What we can do is be prepared to put aside our perfect for the sake of the common good, and that is what the public want us to do.

The right hon. and learned Member for Holborn and St Pancras (Keir Starmer) laid out some of his concerns about the political declaration, but he knows and we know that if we vote today for the deal—if we vote for this withdrawal agreement—we can then move on to ensure that the future economic partnership we all want can be framed in the best interests of the British people.

No I shall not, and no I will not—however tempting it might be, I will decline on this occasion.

The truth is that, because no deal could ever satisfy everyone, we could spend all our time searching for that elusive perfect deal, but what would that position look like to the country? What would it look like to all those who have sent us here? What would it look like to the constituents of the hon. Member for Salford and Eccles (Rebecca Long Bailey), who voted to leave and expected that vote to be honoured? They voted to put trust in this place; to put trust in Parliament to make a vital decision. If we duck that decision, if we dither and delay, I am afraid that people will feel a sense of depression, dismay and demoralisation because the Parliament that they hoped would keep its promises had chosen once again to duck its responsibilities.

I am also clear that everyone who has spoken in this debate has done so with the best of motives, including my right hon. Friend the Member for West Dorset (Sir Oliver Letwin), a dear and old friend of mine, but one of the things that I would say to him, and to others—

Everybody has their beliefs, and everybody does what they believe to be right, including our right hon. Friend the Member for West Dorset (Sir Oliver Letwin). Were the Bill that follows the meaningful vote to fail, how would the Government avoid no deal before the end of October?

The Government are absolutely committed to ensuring that we have a deal, to ensuring that we obey the law, and to ensuring that we respect the voices of all those in this House. Let me say firmly from this Dispatch Box that this Government are committed to ensuring that we have a deal, and the best way of getting that deal, leaving on 31 October and being able to move on to the other issues, that the people of this country want us to discuss, is by accepting the honourable motives of my right hon. Friend the Member for West Dorset but recognising that, were we to accept his amendment, we would not have a meaningful vote today. That would not unlock the door to a deal being passed. We would have voted, I am afraid, in the terms of the motion, for more delay.

On that basis, I urge everyone who wants us to honour the referendum mandate to recognise that the amendment, however sincerely it has been put forward, is unnecessary.

What is necessary now is for us to reach a moment of decision. Lord Judge, the leader of the Cross-Bench peers—in some respects, the voice of moderation in the other place—has said that the time has passed for people to quibble and question the precise terms of this deal. He, a former Lord Chief Justice, has said that Parliament needs to “get on with it”, because otherwise there will be “profound damage” to public confidence in this place.

That is the question that every Member of this House must ask. How will our constituents feel if we vote to support the deal without the amendment? They will feel that a cloud has been lifted; that Parliament has listened to them with respect; and that the vote in 2016, which we promised to honour, has, after three and half years of deadlock and division, been honoured by a House that at last is ready to unite. That is the choice that faces us all.

If we do not vote for the deal without the amendment, I am afraid that all those who sent us here, who are watching our deliberations, will say that Parliament has failed to meet the moment; that Parliament has failed to rise to the occasion; that Parliament has failed to ensure that an important democratic vote takes place; and that the most important vote, with the greatest number of votes cast for any proposition in our history, will be delayed and dishonoured, and will not be delivered. [Interruption.] That is why I urge everyone in this House to recognise that our first duty—[Interruption]—is to the principle that underpins this place—

Our first duty to our constituents and our country is to keep our promises. This House said that we would honour that referendum mandate. The time has come. The question that all of us must answer when we return to our constituencies is: did you vote to end the deadlock? Did you vote to end the division of these days? Did you vote to bring the country together? I know that Members across the House will support the Government this afternoon, to do just that.

I welcome the new Secretary of State to his place. I am sure he does not need me to tell him the size of the task he faces, negotiating with not just the Conservative party but eventually the EU as well. Whatever our differences—and there are many—I genuinely wish him well.

I gently say that the Secretary of State has not got off to a very good start. The utter shambles of the last 20 minutes, which led to the suspension of the House during a statement, is clear evidence of why the Government are in such a mess. [Interruption.] Those on the Government Front Bench are commenting from a sedentary position. Normally I would thank the Secretary of State for advance sight of the White Paper, but on this occasion, my first question to him is: why did the Government think it appropriate to share the White Paper in full with journalists at 9 am today—I think they were given 15 minutes to read it before questions could be asked, unlike the five minutes that we adjourned for—and give them hard copies, and only to provide the Opposition with a copy three hours later? As he will know, my office has been on to his office all morning asking for this White Paper. It was delivered at 11.55 am, and we saw the shambles that followed. Why was it appropriate on this occasion, on this issue, to give it to the press at 9 am and to the Opposition three hours later?

That is not the only breach of protocol. I was handed the Secretary of State’s statement as we finished business questions. But for the point of order, it would have been as he stood up. That is in breach of the ministerial code, which suggests giving 45 minutes. It is deeply discourteous, and it is unacceptable. I have to say, having heard the statement, that I did not miss much, but the serious point is this: the point of these statements is to allow questions to be asked of the Secretary of State, and by proceeding in this way, with this utter shambles, we are denied proper scrutiny of this White Paper. I am sure the House would like to know—

I think the Secretary of State for Environment, Food and Rural Affairs went on one of the television shows on Sunday morning and said that the great thing about the Chequers compromise is that it has united the Cabinet—just hours before the Brexit Secretary started penning his letter and then the Foreign Secretary did the same—so I will not be taking too much advice from him.

As for the new Secretary of State, I am sure the House would like to know when he was first shown the contents of the White Paper. He was not at Chequers, so when did Olly Robbins tell him that this was the policy he now had to sell? That is an important question, because it appears that two White Papers are being published today: the one before the House, and the alternative one apparently drafted by his own Department. That is now available in instalments on “ConservativeHome”. In fact, it beat this White Paper to publication.

I listened very carefully to what the Secretary of State said earlier on the “Today” programme and in his statement, when he described this White Paper as “innovative”. For the record, can he confirm to the House that he does actually agree with everything in the White Paper he is presenting?

Turning to the substance, obviously we will have to look at the detail of the White Paper. The purpose of the short Chequers statement issued on Friday was to hold the Cabinet together. It clearly failed in that objective, unravelling within 48 hours. If this White Paper is more of the same, it will undoubtedly share the same fate.

Across the business community, among trade unions and, I genuinely believe, across the House, there is growing unity that the UK should remain economically close to the EU. That means negotiating a comprehensive customs union with the EU27 and a single market deal with the right balance of rights and obligations, tailored to the UK. That combination is also the only way of delivering on the solemn promise of no hard border in Northern Ireland. The White Paper falls a long way short of that.

I would like to ask the Secretary of State for a simple answer to a simple question. Is this White Paper the Government’s starting position in the next phase of the negotiations, in which case we can expect further evolution of the Government’s position, or is it the Government’s final position and as far as they are prepared to go—new red lines?

Let me develop that theme. The White Paper sets out proposals for a facilitated customs arrangement. [Interruption.]

My right hon. Friend is making a very impressive case. [Interruption.] Given the reaction from the Opposition, I am tempted to quote from “Carry On Up the Khyber”—they don’t like it up ’em! I am sure that, like me, my right hon. Friend was impressed by the candour and honesty of the chief economist of the Bank of England, Mr Andy Haldane, when he pointed out that the economics had had its Michael Fish moment last year, when so many predictions about the dire consequences of Brexit were proven to be wrong within weeks and months. Given the candour of one of the most distinguished economists in this country, should not those who call for impact assessments, attributing certainty to them, show similar humility?

Order. If we are not careful, we will face the situation we faced last night. There are a large number of amendments and a large number of Members wish to speak. I understand entirely why Members are being generous in taking interventions; of course, that eats up time. I urge colleagues to shorten their speeches, if possible, to enable the maximum number of Members to take part in what is, after all, a very important debate.

It is a pleasure to serve under your chairmanship, Sir Roger, and to follow the hon. Member for Streatham (Mr Umunna), who made a characteristically authoritative and penetrating speech. I also congratulate him on his leadership of the Labour In campaign in London. The whole United Kingdom, of course, voted to leave, but some of the strongest resistance to the arguments was in London and I am sure that that was in no small part due to the hon. Gentleman’s eloquence and organisational ability.

The right hon. Gentleman has just mentioned the whole of the United Kingdom. The UK is a union, so I hope he will acknowledge that not all the United Kingdom voted to leave. He will remember that we were told in 2014 that the constituent parts were equal partners in the United Kingdom. The whole may have voted leave, but not all of it did.

I entirely accept the hon. Gentleman’s point, but it is striking that the northernmost part of his constituency voted to leave—BBC research, I may say. We heard at length last night from the Scottish National party about how Scotland voted; all I would say is that a million people in Scotland voted to leave the European Union, and overall within the United Kingdom so many people voted to leave. As my right hon. Friend the Member for Chingford and Woodford Green (Mr Duncan Smith) admirably pointed out, people want that vote to be expedited. I am speaking tonight because I oppose every single one of the new clauses and amendments in front of us because they seek to frustrate the democratic will of the people.

The hon. Member for Streatham is right: people do want us to take back control of the money currently spent on our behalf by the European Union. But if we accept his amendment and the other amendments and new clauses before us, we will be seeking only to delay and, as my right hon. Friend pointed out, to procrastinate, to put off the day when we eventually leave the European Union and can then spend that additional money on our NHS or, indeed, any other priority. If any Member of this House wants to see taxpayers’ money that is currently controlled by the European Union spent on our NHS, on reducing VAT on fuel or, say, on improving infrastructure in the Western Isles, they have a duty to vote down these new clauses and amendments, which seek to frustrate the honouring of the sovereign will of the British people.

The right hon. Gentleman is very kind. He bears some responsibility for the mess that we are in, in not knowing what leaving the European Union means. One area that he was clear on was that Scotland should have more control over immigration. Will he join us in campaigning for that?

It is striking that the hon. Gentleman talks about the mess that we are in. Of course, the “we” refers to the Scottish National party, because it is in a significant mess at the moment. It has found that support for independence has fallen as a result of leaving the European Union and that support for a second referendum is falling. Psychological displacement theory explains why it wants to talk about anything other than its own political failure.

I will make a little progress, then I will give way to the hon. Lady.

The reason I oppose all the new clauses and amendments is that, as was pointed out by my right hon. Friend the Member for Chingford and Woodford Green, every single one of them, if implemented, would delay and potentially frustrate the legislation. They would require a huge list of impact assessments to be published and other work to be undertaken before we could trigger article 50.

I know that the hon. Member for Greenwich and Woolwich (Matthew Pennycook) said that it was not the mission of the Labour party to delay, but he is rather in the position of what guerrilla organisations call a cleanskin—an innocent who has been put in the way of gunfire by other wilier figures, such as the shadow Chief Whip who is in his place. I am sure that the hon. Gentleman is entirely sincere in his belief that the new clauses and amendments would not delay or complicate the legislation, nor frustrate the will of the British people, but I have to say that he is wrong. He is in the position of the Roman general, Quintus Fabius Maximus Verrucosus Cunctator, “the delayer”: everything that he is doing—every single one of these new clauses and amendments—seeks to delay.

Let me draw attention briefly, for example, to new clause 48, which stands in the name of the hon. Member for Bishop Auckland (Helen Goodman). Subsection (1), as clarified by subsection (2)(s), would require us to have an impact assessment on leaving the European Union Agency for Railways. It may have escaped her notice, but Britain is an island.

The hon. Gentleman makes a very good point, but the idea that we should spend an inordinate amount of time and money trying to determine whether this country will suffer or benefit by being freed from the bureaucracy of that particular agency would seem to be a massive misdirection of effort. More than that—

More than that, if we were to publish impact assessments on every single one of these areas, we would be falling prey to a fallacy that politicians and other officials often fall prey to, which is imagining that the diligent work of our excellent civil servants can somehow predict the future—a future in which there are so many branching histories, so many contingent events and so many unknowns. If we produce an impact assessment on leaving the European Union Agency for Railways, how do we know how leaving that agency might be impacted by the enlightened proposals being brought forward by my right hon. Friend the Transport Secretary for the more effective unification and cohesion of our transport network? We cannot know, unless we have that fact in play, but we do not yet know—quite rightly, because he is taking time to consult and deliberate—what that policy will be. What we would be doing is commissioning the policy equivalent of a pig in a poke. With that, I am very happy to give way to the hon. Gentleman.

I am surprised to hear the right hon. Gentleman saying he does not know, because I thought everything was known after the 23 June vote. I know he will tell us that the vote on 23 June meant leaving the single market. Does is it mean the WTO or does it mean a deal from Europe? He says he knows. Which will it be? Tell us.

May I say, ever so gently to the right hon. Gentleman, that I am deeply offended by being accused, wrongly, of trying to frustrate the will of the people of the United Kingdom? I am a Unionist. I would like him to address a very serious issue. Sinn Féin, a republican party, will use a hard Brexit to trigger a border poll in Northern Ireland. We may be seeing the break-up of the United Kingdom because of the rhetoric of the right hon. Gentleman and others. Will he address this serious point?

That is a very serious and important point. I do not know if, strictly speaking—I defer to the Chair—it is relevant to the new clauses we are debating. What I would say to the hon. Lady is that, in this House and elsewhere, I will do everything I can to work with her to ensure that we honour the vote of the whole of the United Kingdom, and, at the same time, work on the progress she has helped to secure in making sure we have peace on the island of Ireland.

What we do know is that the people on 23 June did not vote to deliberately reduce environmental protection. What we do know is that Brexit, as currently planned, will massively reduce environmental protections, because we suddenly will not be part of the European Environment Agency, the European Investment Bank and so on. Does the right hon. Gentleman not think it reckless to be quite so contemptuous of the Opposition amendments tabled to try to ensure we have in place adequate safeguards for our environment before we trigger article 50?

I may not agree with the hon. Lady on everything, but I agree that effective environmental protection is really important. I would make two points in particular in response to her important intervention. First, it is entirely open to us, as we leave the European Union, to maintain the current standards of environmental protection, but it is also open to us, once we leave, to enhance them. We can, if we wish, have higher standards of environmental protection, for example for moving livestock. Secondly, we can reform the common agricultural policy, against which her party has campaigned for many years, and against which her hon. Friend in the other place campaigned so brilliantly by arguing to vote leave. We can replace the CAP with an approach to subsidising land use that is both more environmentally sensitive and more productive.

The right hon. Gentleman describes himself as a humble seeker of truth. That strikes me as interesting, given that he campaigned so hard to leave on the basis of an extra £350 million a week to be spent on the health service. Why will he not support amendment 11, tabled by my hon. Friend the Member for Streatham (Mr Umunna), which states:

“the Prime Minister must prepare and publish a report on the effect of the United Kingdom’s withdrawal from the EU on national finances, including the impact on health spending.”?

Surely, as a humble seeker of truth, he might want to know the answer to that?

That is a very important point very well made, but the point I sought to make earlier—the hon. Lady’s intervention gives me a chance to underline and further clarify it—is that if we want more money to be spent on the NHS, or, for that matter, anything else, and we want to take back control of the money the EU currently controls or spends on our behalf, then we should seek to expedite the will of the British people and leave the EU as quickly as possible. We will then have that money back and we can invest it in the NHS more quickly.

I am grateful. Many members of the public are also humble seekers of truth. If we do not pass these new clauses and get these impact assessments, how will they be able to judge how Brexit is going? This gets me back to the heart of my argument, which is that if one believes that the only authoritative evidence, the only view that matters, is that produced by the Government, one is turning one’s back on 400 years of Enlightenment thinking. There is not one single canonical view that is right in every respect. As was made clear earlier, there is a proliferation of views about what the impact of leaving the EU might be in different areas.

Further, if we were to have published the Government’s policy advice in every area, which is the inference behind the hon. Gentleman’s question, it would make the business of Government impossible. He might remember, as I certainly do, reading the words of the former Prime Minister, Tony Blair, in his autobiography, “A Journey”, in which he said that the Freedom of Information Act was his biggest mistake—I think there were some bigger. [Laughter.] That is one view that commands a consensus around the House. He thought he had handed a weapon to his enemies and made impossible the business of Government, which requires confidential advice to be prepared by civil servants and accepted by Ministers.

When I was a Minister, I received excellent advice—my mistakes were all my own, all the good ideas were civil servants’. Nevertheless, however good the civil service advice that a Minister receives, it is only one source of wisdom, and every Minister worth his or her salt will want to consult widely. Any Minister who sought to steer only by civil service advice would rightly be held by the House to be a timid mouse constrained by their brief, incapable of ranging more widely and of making a judgment in the national interest.

To be fair to both the hon. Gentleman and my right hon. Friend, I think that that is a mischaracterisation of what he said. [Interruption.] It is. It is a mischaracterisation that was sedulously reported in some sections of the media. I make no criticism of the hon. Gentleman, but my interpretation was different, and in a way the fact that two such fair-minded—I hope—figures as he and I can, from the plain words in Hansard, reach two different conclusions rather proves my point, which is that we can ask for evidence but we cannot have a single definitive view. The argument, as made in the new clauses, that we cannot proceed until we have that so-called single, definitive, canonical view represents a profound misunderstanding.

My hon. Friend makes a characteristically acute point, and it goes to the heart of my argument, which is that if, come the next election, we have not left the EU, the British people will feel that, having asked a decisive question and been given a clear answer, we have dishonoured the mandate they have given us and not respected the result. That leads directly to my concern about the amount of work required by the new clauses and about the tools that these assessments would give to others outside the House who might wish to frustrate the will of the people further.

My hon. Friend is absolutely right. New clause 40, tabled by the hon. Member for Bishop Auckland, states that the Prime Minister must, before even

“exercising the power under section 1”

and before triggering article 50, publish an impact assessment of the effect on the United Kingdom of leaving the customs union. How can we know that?

I am sanguine about leaving. I take the lead from Shanker Singham and other distinguished trade negotiators that leaving the United Kingdom—[Interruption.] A Freudian slip: I mean leaving the customs union—will lead not just to GDP growth in the United Kingdom, but across the world. I take that view, but it is entirely open to others to take a different view, and it is entirely open to Her Majesty’s Government to choose to follow policies that, once we have left the customs union, will either maximise or minimise our GDP. Once again, by insisting on a narrow focus on what is believed to be one truth and holding up the advance of this legislation as a result, the promoters of this new clause are, I am afraid, once again seeking to frustrate democracy.

I certainly welcome my right hon. Friend’s conversion to listening to experts. Does he agree with me, though, that no good will come to British business or to our constituents if all we do for the next two years is rehash the results of or indeed the debate about the referendum? I respectfully disagreed with my right hon. Friend during the referendum, and I am sure we will respectfully disagree for many times to come, but this is not going to help the outcome of the Brexit decision.

I entirely agree, and my hon. Friend makes two important points. Of course, we had the referendum and some people on the remain side feel sore because they think the result was not just a betrayal of their hopes, but was won by means that, to put it mildly, they do not entirely endorse. I absolutely understand that, and there is a responsibility on those of us who argued for leave to listen carefully and to seek to include in the type of new relationship we have with the European Union the very best ambitions and aspirations that were put forward as reasons for staying. I think that can be done and that this House has a critical role in bringing it about, but it can be done only once article 50 has been triggered and the British people have had the confidence that we are leaving.

My hon. Friend is absolutely right, and there is a particular element to it, as well. One of the important principles of our constitution, which as a former Justice Secretary I wholeheartedly believe in, is the principle of judicial review. It is absolutely right that Executive action should be subject to judicial review. It is the only way, apart from the exercise of power in this House, that we can be certain that the Executive is following the rule of law. I am one of those people, albeit that I campaigned for and voted for us to leave the European Union, who was pleased that the Supreme Court held this Government to account so that we have this legislation before us now.

Having said all that, and having placed on the record my support for both this legislation and the principle of judicial review, if we accept any of these new clauses or amendments, we will subject the operation of article 50 to judicial review. That would mean that if any single one of these impact assessments were not prepared in exactly the right way, at the right time, with appropriate care, the whole process and the democratic will of the British people could be upended. Different people have different views about experts—I shall come on to them in a few moments—but I know whereof I speak.

As I have said, I made a number of mistakes during my ministerial career—too much for us to be able to run over now, given that our debate has to close at 9 o’clock. One thing I remember is that judicial review on the basis of a relatively small infraction, as admitted by the judge, of an equality impact assessment—one I deeply regret—nevertheless resulted in the paralysis of this Government’s school capital building programme. Now, if we want to create a feast for lawyers and a festival for litigators, we should accept these new clauses and bring in these amendments. In so doing, we will see the tills ching in the Middle and Inner Temples and hands wring up and down the country, as we once again frustrate the will of the people.

My right hon. Friend makes a very powerful argument. Does he remember that during the campaign, an assessment of the economy was given by the former Chancellor of the Exchequer? Does he remember whether it was accepted by the Opposition, or whether the Leader of the Opposition said that he did not accept the assessment and would not implement it?

Again, my hon. and learned Friend, who is a silk and who took with forbearance my comments about lawyers before making her own very acute point about economics, is absolutely on the button.

Are we to accept that for the first time ever, once the impact assessments have been published, an official Government document will be taken by my friends in the Scottish National party or the Labour party as holy writ? Are they going to say, “Thank heavens, this document bears the name of the Secretary of State for Exiting the European Union, so it absolutely must be right, because this is the only way in which I can form a judgment on whether or not leaving the European Union will be a success”? Can I expect the hon. Member for Ross, Skye and Lochaber (Ian Blackford) to say, “Oh look, the impact assessment from the Department for Exiting the European Union said X, and now, six months later, X has been satisfied, so I am going to give up and accept that the Secretary of State is right, because everything that he has done is in accordance with what he has previously said he would do”?

The right hon. Gentleman has said that members of the Government have made mistakes in the past. This is about the House holding the Government to account. We must recognise the reality of what has happened. He talks about the estimates that are out there, but the reality is that the currency has already fallen substantially against the dollar, and we are aware of the impact of an increase in inflation. The impact assessments must be informed by the reality. Let us also not forget that we have heard nothing from the Government—no plan—about how we are going to effect trade with Europe. Of course we need impact assessments if we are do our job properly as Members of Parliament.

I am grateful for the intervention from the hon. Member for Ross, Skye and Lochaber, who combines the roles of crofter and former investment banker with rare skill. He is right—the pound has indeed fallen—but one of the reasons why many people in our shared country of birth rejected the Scottish National party’s referendum promise in 2014 is that at least we know what currency we have in this country, the pound. If Scotland were to become independent, it would not have the pound and it could not have the euro, so we do not know what it would be left with. A hole in the air? The groat? There is no answer to that question.

Let me now deal with the substantive point made by the hon. Member for Ross, Skye and Lochaber, because it is critical. He argues that the only way in which we as Back Benchers and Opposition spokesmen can effectively scrutinise the Government is through impact assessments. That is a grotesque misunderstanding of the opportunities that are available to us in the House through freedom of information requests, parliamentary questions—written or oral—and the diligent use of all the other tools that enable us to scrutinise the Executive. The idea that we are mute and blind until an impact assessment has been published, the idea that there is no relevant tool available to us and no relevant source of information that we can quarry other than an impact assessment—

I could not agree more, and my hon. Friend’s intervention gives me an opportunity to commend him for the work that he has done to draw attention to the way in which some lawyers have used some legislation to enrich themselves at the expense of those who wear the Queen’s uniform and defend our liberties every day. His work is commendable, and it is an example of what a Back Bencher can do. He did that work without any impact assessments having been published, and without waiting for the Ministry of Defence to act. He did it because he believed in holding the Executive to account, as we all do—and the one thing for which we all want to hold the Executive to account is the triggering of article 50. So if anyone wants to have the opportunity for perennial judicial review, they should vote for these amendments. If they want to earn the scorn of the public by putting pettifogging delay ahead of mandate—

I should, actually—just the one. Why is it that Scotland now has to import scientists and engineers when in the 19th and early 20th century we used to export them? Is it anything to do with the drop in international league table rankings for science and mathematics that has occurred under the Scottish National party’s stewardship of the education system?

First, I am not convinced that the words “import” and “export” are the right ones to use when we are talking about human beings—some of the most capable and talented human beings in the world. [Interruption.] Secondly, I hear my hon. Friend the Member for Motherwell and Wishaw (Marion Fellows), who is on the Education Committee, saying, “So is the rest of the United Kingdom.” Finally, we want to welcome people to Scotland. If the Government want to devolve immigration policy to us as part of the Brexit process, they should feel free to. As has been pointed out many times in these debates, the right hon. Gentleman himself has said that immigration policy should come to Scotland so that we can attract the brightest and the best, and we are not afraid to do so.

The point made by the hon. Member for Mid Bedfordshire (Nadine Dorries) is exactly what amendment 70 touches on. It calls on the Chancellor to publish an impact assessment on his Department’s responsibilities. The responsibility of the Treasury will change quite significantly. As we heard from the Brexiteers throughout the campaign, the Treasury currently channels all this money into the European Union. It is going to have to reabsorb that money and have the structures to apportion it back out to lots of different Government Departments.

I am afraid that the hon. Gentleman has clearly not read the amendment. The amendment calls for the Foreign Secretary to publish an impact assessment that will include, but not exclusively, his relationships with the Department for Exiting the European Union.

Amendment 72—perhaps the right hon. Member for Chingford and Woodford Green (Mr Duncan Smith) will want to intervene on this—calls on the Secretary of State for Work and Pensions to publish an impact assessment on his responsibilities. The Scottish Government are seeking to give people in Scotland reassurances that they are allowed live and work here.

One of the key agreements of the UK’s renegotiation in earlier years was that the UK would be able to establish a four-year period before non-UK EU nationals have access to in-work benefits such as tax credits, child benefit and housing benefit. It is unclear whether the new deal that is done with the EU will enable the UK to impose such restrictions. The Scottish Government did not approve of the proposal and would want to seek different arrangements if they could. Again, there is a question about whether these powers will be devolved to the Scottish Parliament. There were only two pages—

The token total of two pages on securing rights for EU nationals is telling about the UK Government’s real priorities.

Amendment 73 calls for the Secretary of State for International Trade to publish an impact assessment on his Department’s responsibilities. Trade policy is currently under EU competence, and leaving the EU single market and customs union would mean that it fell under the responsibility of the UK Government. The Secretary of State therefore needs to outline how his Department is going to make use of its new competence over trade policy.

Amendment 76 calls on the Secretary of State for International Development to publish an impact assessment on her Department’s responsibilities. Again, we need clarity and a full commitment to 0.7% of gross national income going to overseas development. That is similar to the amendment in my name, amendment 58, which I have already spoken about.

Amendment 77 calls on the Secretary of State for Culture, Media and Sport to publish an impact assessment.

No—which is exactly what the right hon. Gentleman said to me on Second Reading.

The UK Government need to clarify what involvement the EU’s digital single market, which is vital for supporting highly paid jobs in an exciting growth sector, will have. They have been completely silent on the digital single market, which will be one of the most important sectors of our economy—like tourism, which also comes under the remit of the DCMS. Approximately 20,000 EU nationals work in Scotland’s hospitality sector—12% of the total. What will be the impact on them?

Amendment 79 calls for the Chancellor to publish a report on matters relating to the pensions of UK nationals living and working in the European Union. Again, that is an area of great uncertainty, and I have heard about it from my own constituents. Some 400,000 UK nationals living in the EU receive a pension from the United Kingdom Government, and they are incredibly concerned about the impact of Brexit. The Government have done nothing to reassure them.

Amendment 80, one of the most important, calls on the Government to publish an equality impact assessment. We heard earlier from the hon. Member for Streatham (Mr Umunna) about the whole range of minority and interest groups in our society—faith groups, LGBT groups and so on—that are completely absent from the UK Government’s White Paper. That is why it is important that we hear about them in an impact assessment.

In relation to Scottish exports, new figures published by the think-tank Centre for Cities last weekend show just how vital the EU single market is for Scotland’s four largest cities. Exports to the EU from Aberdeen, Dundee, Edinburgh and Glasgow alone total nearly £7 billion. The report also stated that 61% of Aberdeen’s exports go to the EU, which shows the importance of that export market to Scotland. It is also essential to maintain Scotland’s skilled workforce.

I am not going to give way just now; allow me a few minutes to make some progress.

This morning, Holyrood’s cross-party Europe Committee published its latest report on Brexit, in which it recommended a bespoke Scottish immigration system—almost on cue; I believe, from memory, that that was something propagated by someone on the Government Benches during the campaign. We now know that those who campaigned to leave the EU, like those who campaigned against Scottish independence, were prepared to say anything to win the day and leave the rest of us to pick up the consequences. The findings of the report were based on extensive evidence heard by the Committee, which detailed the demographic crisis that Scotland would face without its EU citizens.

I am grateful to the hon. Gentleman for making that point, which I understand. However, I would also ask: why is the whole United Kingdom being held to ransom by the Prime Minister’s selection of some random date, with no view to the consequences for the whole of the country? We are required to work to that date, but it came about on a whim.

A deal such as I have described is essential for the fishing industry. I mention the fishing industry because for too long it has been ignored by this Government, who have not stood up for it in Europe. The White Paper seems to confirm the worst fears of our fishermen, who now believe that without a specific Scottish deal, their interests will be negotiated away once again, as they have been before.

It is clear that a differentiated deal for the constituent parts of the UK is optimal, deliverable and essential to protecting our interests. Now is the time for the Prime Minister of the United Kingdom to keep her promises to Scotland—as she said, a “UK approach” for all of “Team UK”. Be under no illusions; my colleagues and I were elected by our constituents to stand up for Scotland, and that is exactly what we will do. One way or another, Scotland’s interests will be protected.

The amendments and new clauses that we have tabled would strengthen the UK’s future negotiating position with the EU and provide a framework to serve the best interests of its constituent parts. Our proposals crystallise in legislative specifics the grand platitudes that the Prime Minister and others have spouted about Scotland’s place in the UK and our role in the process.

As my colleagues are saying from a sedentary position, the right hon. Gentleman does not believe in expert opinion anyway. Perhaps he will agree—his mention of another independence referendum speaks to this fact—that the question that was posed to the people of Scotland in 2014 was about a United Kingdom different from the one that exists now. Of course, it is in the gift of the Government and Members from across the House to agree to our proposals. They offer a compromise position, if the right hon. Gentleman does not want another independence referendum. But if we do have one, the arguments will be put forward to the people of Scotland for them to make that decision. The proposals give the Government an opportunity to put their money where their mouth is when it comes to respecting Scotland and the devolution process.

Quite simply, the UK is either a country that respects all its constituent parts or it is not—the question is as simple as that—and this Government need to decide today one way or another. We are waiting for our answer and, indeed, we are ready to respond, but if the UK Government decide to turn their back on the Scottish Government and the Scottish Parliament, voters in Scotland will be left under no illusion about how this Government intend to deal with Scottish interests in future negotiations. If the Scottish people can no longer trust the UK Government to act in their interests, it will be for the people of Scotland to decide the best way to rectify this unsatisfactory situation of an increasingly disunited kingdom.

Because the British people have advised the British Government to be much more sensible on the way out than they were on the way in. As someone who opposed the way in and voted against it as a young man at the time, I am certainly not to blame for the enormous damage visited on the Scottish industry, which the right hon. Gentleman and his party have acquiesced in over many years by always saying that we should stay in the EU, which delivered that very bad policy for Scottish fisherman. I found, going around the country and making the case for our fishing industry, that this was an extremely potent issue, inland as well as in our coastal ports. It was a great sadness to me that so many stalwart defenders of the EU were prepared to sacrifice the Scottish and the British fishing industry.

I speak as the son and grandson of fish merchants, and I should point out that it was the Scottish nationalist party—[Interruption]—that wanted to keep us in the EU and to maintain the common fisheries policy, which has destroyed jobs and industries, and which is why 54% of people in the parliamentary constituency of Banff and Buchan voted to leave. I am grateful to my right hon. Friend for making a powerful point and for making the Committee even noisier than I was able to make it by my modest remarks.

My final point—I am conscious of the time and I have taken a lot of interventions—is that a big confusion about single markets underlies the SNP amendments. We have this strange contradiction in their logic whereby staying in the single market of the European Union is crucial to the health of the Scottish economy, whereas leaving the single market with England, Wales and Northern Ireland would be fine as part of the process of independence. Far more of Scotland’s business, of course, is done with the single market of the United Kingdom than is done with the single market of the EU. Some SNP Members try to justify it by saying, “Well, of course we would be allowed to stay fully in the single market with the rest of the UK, so we would want to do exactly the same thing with the EU.” That would be a matter for discussion and negotiation, if there were to be a second referendum and if SNP Members were ever to get to the point where they could win one—two things that look extremely unlikely today.

SNP Members need to look very carefully at their contradictory position. My view in both cases is that what matters is access to the market, not membership of the market, because membership comes with budget contributions, acceptance of law making, acceptance of court powers and all the rest of it, which is true of our single market in the UK just as it is of the single market as designed in the EU. Successful independent trading countries just need very good access to markets, which is what can be got under most favoured nation rules under the WTO and probably even better access through the negotiation of a special free trade agreement. It should be much easier to negotiate a free trade agreement where there is already one de facto, because it is not necessary to remove tariffs that are difficult to remove. They have already been removed; we are just trying to protect them.

I thus urge the Scottish nationalists to think again about this issue and to understand that we are all on the same side: we want maximum access for Scottish whisky as well as for English beef or whatever the product. There is every possibility that we can achieve a good deal, and we are much more likely to achieve it without the amendments tabled by SNP Members, and with a concerted view from this place that we are going to get on with implementing the wishes of the United Kingdom voters. Their message to us is, “Just do it.” That should be the message from this week’s debate in this Chamber.

May I begin by saying how grateful I am, and I am sure many other Members are, to both the High Court and the Supreme Court for their rulings which ensure that this Bill comes in front of the House of Commons today? As has been pointed out by our judges, not least by Lord Justice Laws in the “metric martyrs” case, the original European Communities Act 1972 was a constitutional statute of such significance that it and its provisions can only be changed by legislation, and I am glad that the Government have brought forward this Bill. The 1972 Act is so significant because, uniquely, it allows laws made outside this House to have a direct effect on the law of this land. That means that laws that are framed, designed and shaped by individuals whom we have never elected and whom we cannot remove have a sovereign ability to dictate what is legal and illegal in this House.

I have listened with respect and interest to all those, including the hon. Member for Eltham (Clive Efford), who have stressed the importance of parliamentary scrutiny, but where were they in the period between 1972 and now, when literally thousands of laws were imposed on the people of this country not only without scrutiny but without debate, without votes and without the possibility of amendment or rejection? I have to say that those people are pretty late coming to the democratic party now.

In talking about democracy, it is vital, as was pointed out in the brilliant speech by my right hon. Friend the Member for West Dorset (Sir Oliver Letwin), that we do not attempt to revisit the decision that the British people made last year. I thought it was instructive that the former leader of the Liberal Democrats, the right hon. Member for Sheffield, Hallam (Mr Clegg), was so dismissive of the result and of the debate during the referendum campaign. A previous leader of the Liberal Democrat party said on referendum night:

“In. Out. When the British people have spoken you do what they command. Either you believe in democracy or you don’t. When democracy speaks we obey. All of us do…Any people who retreat into ‘we’re coming back for a second one’—they don’t believe in democracy.”

It is a tragedy that the party that is called Liberal Democrat is scarcely liberal and, now, anti-democratic.

It would be harmful for our democracy at a time when we are all concerned about the rise of raucous populism—[Interruption.] I note the response from Scottish National party Members, who are the prime traders in raucous populism and the politics of division. If we were now to reject the considered decision of 17.4 million of our fellow citizens, we would only feed the disaffection with the democratic process that has led to unfortunate results in other countries. My right hon. Friend the Member for West Dorset was right when he said that we should respect the result and honour the mandate.

A number of people are now asking for White Papers, scrutiny and greater clarity, but we have already had the promise of a White Paper, and a 6,000-word speech from our Prime Minister. We have had clarity in all these issues. Those people will not take yes for an answer; they are seeking not clarity but obfuscation, delay and a dilution of the democratic mandate of the British people.

A 6,000-word speech from my right hon. Friend would be a very short speech. I want to challenge him on the issue of the White Paper. He and many others who campaigned and voted to leave want to take back control. They want control to rest in this sovereign Parliament. Does he agree, therefore, that it is right that the terms on which the Government want to start the negotiations should be presented in a White Paper to this Parliament and not just in a speech at Lancaster House?

The Prime Minister has already agreed that a White Paper will be published, and rightly so. The Secretary of State has said from the Dispatch Box that it will come as soon as possible. I have enormous respect for my right hon. Friend the Member for Loughborough (Nicky Morgan), and I shall return in a moment to an argument that she has made outside this place.

Many of those who have called for a White Paper or for clarification rarely outline what they think the right course of action is. It is very rare to hear a positive case being put forward. Instead, we repeatedly hear attempts to rewrite what happened in the referendum. The right hon. Member for Derby South (Margaret Beckett) tried to present the referendum debate as though it had somehow been inconclusive on questions such as our membership of the single market or the customs union, but, as my right hon. Friend the Member for West Dorset said, we could not have been clearer on behalf of the leave campaign that we were leaving the single market. It was also made perfectly clear that we could not have trade deals in the future without leaving the customs union.

I have no idea whether the word “lie” is unparliamentary, but as someone who is not in the Government I cannot deliver such sums. What I can do, however, is consistently argue, as I have done, that when we take back control of the money that we currently give to the European Union we can invest that money in the NHS. In fact, it was the consistent claim of the leave campaign, as my right hon. Friend well knows, that we wished to give £100 million to the NHS—some of the money that we were going to take back control of—and also spend money on supporting science and ensuring that we could get rid of VAT on fuel, something which we cannot do while we are still a member of the European Union.

I have repeatedly argued that we should ensure that that money is spent on our NHS and on other vital public services when we leave the European Union. That goes to the heart of the fair challenge issued by the right hon. Member for Leeds Central (Hilary Benn) and by the hon. and learned Member for Holborn and St Pancras (Keir Starmer), the Opposition spokesman: how do we ensure that the views of the 52%, which were clear, unambiguous and to which this legislation gives effect, and the views of the 48% who did not vote to leave are respected? The 48% are represented at the highest levels of Government. We have a Prime Minister and a Chancellor who voted to remain in the European Union, so it is not as though those views are ignored or marginal.

My challenge and my offer is that we ensure that the Brexit we embrace is liberal, open and democratic. For my part, that means more money to the NHS, but it also means embracing the principles outlined by my right hon. Friend the Member for Loughborough in a recent “ConservativeHome” article. It means, as the right hon. Member for Birmingham, Edgbaston (Ms Stuart) said, giving an absolute unilateral guarantee to EU citizens that they should stay here. It also means having a free trade policy liberated from the common external tariff, allowing us to lower trade barriers to developing nations and to help the third world to advance. It means exercising a leadership role on the world stage at a time when European Union politicians are increasingly naive or appeasing in their attitude towards Vladimir Putin. It means that we can stand tall, as the Prime Minister did, in making the case for collective western security and NATO. Those opportunities are all available to us as we leave the European Union. The challenge for the Opposition and the opportunity for us is to ensure that we make that positive case.

Within the London Borough of Wandsworth, which contains my constituency, small businesses have been booming, and the previous Prime Minister and a member of the Government’s Treasury team—[Interruption.] Basically, last year, the Prime Minister said that businesses were booming due to access to the single market. Does the right hon. Gentleman deny that?

The hon. Gentleman will know that following the Act of Union the Westminster Parliament was the inheritor Parliament of both Parliaments, and therefore the two traditions, to some extent, merged in 1707. He is very well aware of that point. The sovereignty of Parliament now applies to the United Kingdom as a whole.

My hon. Friend is, as ever, making a fantastic speech. Following on from the intervention by the hon. Member for Ross, Skye and Lochaber (Ian Blackford), is it not also the case that in the Supreme Court judgment the justices make it clear that we do not need a legislative consent motion, or indeed any consent from any devolved institution, because Dicey’s principle that power devolved is power retained means that this Parliament is always sovereign?

My right hon. Friend is absolutely right. The judgment is completely clear that the Sewel convention is a political convention that it is not within the field of the judiciary to rule on. The judges say that they

“are neither the parents nor the guardians of”

the Sewel convention, but they also make it clear that by legislation this Parliament can do anything within the United Kingdom on behalf of the British people.

We need to go back to the beginning. Where does this parliamentary sovereignty come from? We are back to the debates of the 17th century. Parliamentary sovereignty in this country was thought to come either via the King from God or to Parliament via the people. That is where referendums so rightly come in, because the sovereignty we exercise is not sovereignty in a vacuum. It is not sovereignty that has descended on us from on high; it builds up from underneath. The people of the United Kingdom have an absolute right to determine how they are governed, and on 23 June—

I am pleased to be following the hon. Member for North East Somerset (Mr Rees-Mogg), who set out an erudite constitutional perspective for our edification. Of course, there are wholly honourable reasons for wanting to leave the European Union. The problem, however, is that we will pay a heavy economic price for leaving. Too many jobs will be forced out of the UK, and for that reason I shall oppose the Bill at the vote on Second Reading tomorrow.

Gentleman’s prediction that jobs will be lost follows the prediction made by so many that staying outside the single currency would lead to economic decline, and indeed that the vote on 23 June would trigger an instant recession. Those predictions were wrong then; with respect to his integrity, why should we believe these predictions now?

It is absolutely clear that there will be a heavy economic price. Within a couple of years, that will be absolutely clear. My view is that if we in this House believe that a measure is contrary to the national interest, we should vote against it. We have heard a couple of speeches from Conservative Members who have said in terms that they think that the Bill is contrary to the national interest. If that is the view of Members of this House, we should vote against the Bill.

It is a pleasure to follow the hon. Member for Cheltenham (Alex Chalk). My speech will follow in a similar vein, except to say that it is the duty of every Member of this House to do what they believe to be in their good conscience. Whether that is supporting or opposing the Bill, I will respect each and every Member for the decision that they reach.

This is a speech that I had certainly hoped not to make, in a debate that I had hoped would not be necessary. I made my maiden speech in this House on Second Reading of the European Union Referendum Bill. I believe today, just as I believed then, that Britain would be stronger, safer and better off inside the European Union. I made that case on the doorstep in my constituency, in print, on the airwaves, in the Treasury Committee and in the Chamber. I have heard many powerful speeches today, particularly from my right hon. and hon. Friends, reminding me of why I made that case, but ultimately we must accept that the moment to make those arguments was during the referendum campaign, and we lost the debate throughout the country.

In the immediate aftermath of the referendum, I told my constituents that I would honour the result and hold the Government to account to secure the best possible deal for our country outside the European Union. That remains my intention today on a point of democratic principle. I have reflected deeply on the consequences of the decision taken on 23 June, and on what it means for our economy and our security, on what it says about how we see ourselves and our place in the world, and on how difficult it will be to extract ourselves from one of the most sophisticated and successful political and economic alliances in the history of the world, but I have also reflected on the consequences of what would happen if this Parliament overturned the result of a referendum in which a clear choice was offered and a clear verdict was given.

We sometimes underestimate in this place the extent to which this Parliament operates in the context of a political crisis—a crisis of faith and trust in politics and politicians. Across western democracies, we are already witnessing the consequences of what happens when people abandon their faith in mainstream politics to deliver. At a time when liberal democracy feels so fragile and precious, it is hard to overstate the damage that this Parliament would inflict on our democracy were we to reject the outcome of a referendum in which 33.5 million people voted.

This was not an advisory referendum. None of us went to the door asking for advice. We warned of the consequences of leaving, and the majority of voters and the majority of constituencies voted leave with the clear expectation that that would actually happen. I say very simply to those lobbying Parliament to ignore the result, “My heart is absolutely with you, if only that were possible.” Let us be honest with ourselves and with each other: if the vote had gone the other way, we would have expected Parliament to abide by the result.

Just as those of us on the remain side must abide by the decision of the people, so must the victors. Many promises were made during the referendum campaign, so it might be just as well that so many of the leave campaign’s leading lights find themselves around the Cabinet table, well placed to deliver on their promises. Just as Brexit means Brexit, so too does £350 million a week to the NHS mean £350 million a week to the NHS. The right hon. Member for Surrey Heath (Michael Gove) said £100 million a week, so perhaps he would like to intervene so that he can address that point. Is it £350 million a week or £100 million a week?

The hon. Gentleman is making a great speech—I am a huge admirer of his—but I ask him to show fidelity to the record. We actually give more than £350 million every week to the EU. We said that we should take back control of that money and spend it on our priorities. Specifically during the campaign, I argued that £100 million be spent on the NHS. If he wants to be economical with the actualité, that is for him, but fidelity to the record matters.

That contribution was rather too long to fit on the back of a bus. Leave campaigners do not like being reminded of this promise and they come up with every excuse they can find, but if people were promised a vote to leave and that is what we deliver, the additional funding for the NHS that they were promised should be delivered, too. The NHS message was one of the most prominent slogans of the campaign. It was particularly persuasive to Labour voters and NHS workers, and they expect the promise to be delivered. A heavy weight of responsibility rests on the shoulders of our Prime Minister as she embarks on negotiations that lie ahead. Some of those great enthusiasts for parliamentary sovereignty during the referendum campaign seem to have gone off the idea now that this Parliament demands a role in shaping the future of our country, but we should absolutely shape the future of our country in the interests of not the 52% or the 48%, but the 100% of people whose interests are riding on the success of these negotiations.

Our priority should be protecting jobs and living standards, and the Prime Minister needs to do a hell of a lot better than a bad deal or no deal. No deal is a bad deal. People value our trading relationship with Europe and they were promised that our position in the single market would not be threatened. That is why I have tabled an amendment that would allow Parliament to debate our future relationship with the single market. The Prime Minister has a mandate to leave the European Union. She does not have a mandate to take us out of the single market or to drive our economy off a cliff.

The Prime Minister must maintain Britain’s strong global role and our co-operation with our European partners on defence and security, preventing international terrorism, tackling climate change, supporting science and innovation, and promoting democracy and human rights across the world. She has a duty to safeguard the rights and protections of Brits abroad, and a moral duty to the many EU citizens who have contributed enormously to the success of our country over many years. She also has a duty to this Parliament. It would be totally unacceptable—in fact it would be an outrage—if every other Parliament across the European Union, including the European Parliament, got to vote on the deal before this Parliament. If their voices and votes were to carry more than this Parliament’s, how would that be taking back control? Why will the Prime Minister not make a commitment today?

My party must once again reflect on the painful consequences of defeat at the ballot box. This is not an easy time to be a social democrat. We live in a time of surging nationalism and a growing instinct towards closed economies. We are wrestling with fundamental, profound economic and political change across the world—an industrial revolution of a pace and scale that the world has never seen. It is increasing the risk of inequality within and between nations, and it raises fundamental questions about community, identity and how we live alongside each other in a world with increasingly scarce resources.

I say to my party that if we want to be in government again and to create the world that we want to see, we must first engage with the world as it is. The reality of where we find ourselves today is that people have chosen to put this country on a very different course, outside the European Union. I wish that it was not so, but under the next Labour Government, that will be the reality. We must engage with it, shape it and earn the right to build a future for our country in the interests of everyone.

Yes, and I will stand solidly with my hon. Friend on that. I want to protect the position of my constituents who are EU nationals and I want to protect the position of EU nationals in the UK.

The constituent I quoted is a scientist, which leads me to my third point. I am so angry with the Government over their position on Euratom. Not a single Minister has contacted me, my hon. Friend the Member for Oxford West and Abingdon (Nicola Blackwood) or my hon. Friend the Member for Henley (John Howell). The Culham research centre, the site of the Joint European Torus, employs hundreds of people and is at the heart of nuclear fusion research. We have all been inundated with countless emails from people who believe they are losing their job. The European Space Agency is in my constituency. If the Government are to make such an announcement in the explanatory notes of a Bill, at least they could alert the relevant MPs beforehand, and at least they could provide my constituents with a definitive statement about the future of European co-operation on civil nuclear engineering. I hope that Ministers will meet me this week and provide me with some material to give constituents of mine who are worried about their jobs, who have bought houses in this country and who want to know what the future holds.

I also wish to mention what was a personal passion as a Minister: the creative industries and technology. We need the skills from the European marketplace and we need certainty regarding the broadcasting directive. Many broadcasters, based in this country and providing thousands of jobs, are able to broadcast throughout Europe. And let us not forget culture. When we had the argument about TTIP, the first thing the French did was cut out culture from any free trade deal, and they will try the same when we negotiate our trade deal with Europe.

Talking of trade deals, one thing that really irritates me about this debate is the fiction that on day one of leaving the EU we will be handed a suite of lovely trade deals and we will simply sign them. We have already heard about this from Members. The campaigns and demos when we try to sign a free trade deal with the US, particularly on issues such as agriculture and manufacturing, will be huge. It will take years to negotiate them. I accept that they will happen, but I ask Members please not to mock others’ intelligence by pretending we are going to sign a suite of trade deals on day one of leaving the EU.

Also, please do not call us remainers “unpatriotic”. I had a meeting with constituents last week on Brexit, and I am having another at the end of this week, and many of those present are scientists. One in particular struck me when he stood up and said, “I’m a remainer. I have worked in science all my life. I have contributed to British science, and I am being made to feel unpatriotic because I work closely with my European counterparts and passionately believe that British science is better off in Europe.”

Finally, can we talk about the process? Again, I am sick and tired, considering that we are now restoring parliamentary sovereignty, of being told that to ask as a remainer that the Government be held to account, report back every three months on the process and progress and publish a White Paper is somehow trying to stop Brexit. It is not. If you are a Brexiteer and you believe in parliamentary sovereignty, or if you are a remainer and you hold on to the silver lining that parliamentary sovereignty is coming back, the logic is that it is incumbent on us all—

I do not intend to respond to the right hon. Gentleman. He had his chance earlier.

This authoritarian demeanour is alien to our British tradition, and the sooner the new Government realise it and mend their ways, the better. Secondly, the nature of the exit that the Government seem intent on pursuing has influenced me. I think that this extreme, right-wing exit that they are pursuing, without any authorisation from this Parliament or the people of this country, will damage the jobs and economy of the UK, undermine our standing and position in the world and hit the poorest, like many who live and work in my constituency, the hardest.

I disagree that the Prime Minister should simply give up on single market membership—something that has benefited and could continue to benefit our people as workers and consumers greatly—without even bothering to negotiate on it, even though she was elected on a manifesto in the 2015 general election that promised to stay in the single market. It said:

“We are clear about what we want from Europe. We say: yes to the Single Market.”

Why did the Prime Minister not make pursuing membership of the single market part of her negotiating position?

Thirdly, although we have recently been given vague promises of further votes in this place after the negotiations, it remains unclear to me whether they will be meaningful in any way. This Bill therefore represents the only real opportunity at present that parliamentarians have to make their concerns known and shape the kind of exit that we get. I think the Government intend it to be the only opportunity we get, and let us remind ourselves: they did not intend that we should have this one. Once article 50 is triggered, time is set running and at the expiry of two years, the UK is out of the EU, unless all 27 countries agree to some alternative arrangements for those negotiations to continue in the interim. Simply by the effluxion of time, whatever the state of the negotiations, the reality will be that we are out—over a cliff edge, over a precipice. The right hon. Member for West Dorset (Sir Oliver Letwin) let the cat out of the bag in his speech, and the Government themselves argued before the courts that the process is irrevocable once set in motion.

Had the Government produced a White Paper following consultations about what kind of exit we should seek to secure and had they tried to reach a consensus across parties on what was best for the country, in order to bring it together and reconcile the 48% who voted to remain in an open and meaningful way, the triggering of article 50 may not have seemed the watershed or the last possible point of parliamentary influence that it now seems. The Government have had plenty of time to undertake such a process, but they have spent it telling parliamentarians that “Brexit means Brexit”, pointlessly appealing the High Court judgment—with an entirely predictable result—and refusing to say anything of substance on the grounds that it will compromise our negotiating position. The effluxion of time is what will compromise our negotiating position. What pressure will there be on our partners to agree to anything, when by simply biding their time we will be expelled, perhaps without any of the agreements we seek?

Fourthly, I represent a city and a constituency that voted to remain, and I feel the need to represent the views of my constituents on such a momentous issue. In Liverpool, we have seen over many years the advantages of EU membership at first hand. As the Tory Government of Margaret Thatcher genuinely considered organising the “managed decline” of Liverpool in the early 1980s, when I was growing up there, it was the European Economic Community that began to send what over the years became billions of pounds of structural funds to help the regeneration of the city.

Flexibility is important in such complex negotiations, which will require imagination on both sides, and not everybody will be able to know everything at every stage. That is why we have to set out our strategic aim for a new partnership with the EU, encompassing a bold and ambitious trading relationship, and it is also why we will not get drawn into setting out every detail of our negotiating strategy or laying out red lines. Doing so would tie the Government’s hands and make it harder for us to achieve the right deal for the UK, which I presume is what everybody in the House wants.

My right hon. Friend the Member for Hitchin and Harpenden (Mr Lilley) reminded the House that article 50 requires the EU to take account of any future relationship that an independent Britain might have with it as we negotiate the declaration of our independence. Does my right hon. Friend the Secretary of State agree that as we negotiate our independence, we should also show generosity to the EU27 by continuing to offer them access to our market on a free trade basis?

The Secretary of State makes the point. Why not give Scotland—it needs the powers—some of the responsibility for immigration?

On that very point, the Vote Leave campaign, of which the Secretary of State was a member—a full and active member—did not promise much. It is good to see that the right hon. Member for Surrey Heath (Michael Gove) is in his place, for was it not he who said that Scotland could have control over immigration if we voted to leave the European Union? I would be delighted to hear about their plans when the Under-Secretary winds up.

I am glad that the right hon. Gentleman is nodding still, and I look forward to his joining us in the Lobby at some point. He can come home to his roots, and we will welcome him on this issue.

Let us not forget the impact this is having elsewhere in the United Kingdom. On jobs and the economy, Nissan has been given reassurances, but what about other industries? What about the food and drink industry? What about our fishermen and farmers, a lot of whose rules and regulations come from the European Union? What will happen to the common agricultural policy, or to the coastal communities fund, which is so important to our fishing communities? [Interruption.] What happens, as the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) points out from a sedentary position, about Horizon 2020? What will happen to universities, which particularly benefit from freedom of movement? What will happen to workers’ rights, which will come back to this House, which has not always been the best place to guarantee those rights in the past? What will happen to the environment, which has also benefited from Europe?

It is a privilege to follow the hon. Member for Na h-Eileanan an Iar (Mr MacNeil) and a superb argument against secession from a Scottish nationalist. I thank the right hon. Members for Leeds Central (Hilary Benn) and for Doncaster North (Edward Miliband) because the challenge they put to the House is one to which we should all attempt to rise: how can we ensure not just that we respect the result that 52% of people voted for, but that we involve the 48% who voted remain for a variety of reasons? While I am grateful to them for their speeches, which I thought were for the most part very constructive, I was disappointed in the Front-Bench speech from the hon. and learned Member for Holborn and St Pancras (Keir Starmer). He spoke for nearly 40 minutes, longer than some Pinter plays and many Haydn symphonies, and he spoke on what he referred to as the “defining issue” facing the UK, but he did not reveal at any point what Labour’s position is on our future relationship with the EU. He did not reveal on behalf of the 48% for whom he professes to speak whether he wants to stay in the single market or the customs union. What we had was 40 minutes of pious vapouring—a hole in the air masquerading as an argument.

One of the reasons why it is so important that we hear from the 48% is that we know what the 52% voted for. Some in the course of this debate have tried to complicate and obfuscate, but it was made perfectly clear not just by the Vote Leave campaign, in which I was privileged to play a role, but by the then Prime Minister and Member for Witney; by my right hon. Friend the Member for Tatton (Mr Osborne), the then Chancellor of the Exchequer; and by Lord Mandelson. It was made clear by every single one of the leading representatives of the remain campaign that voting to leave the EU meant leaving the single market. There should be no ambiguity about that point. The public were fully informed and they took their decision in full knowledge.

That is one of the reasons why I am glad our Prime Minister and Chancellor of the Exchequer—both, it must be said, among the 48% who voted remain—are very clear that the result must be respected, and that means ensuring that the votes of 17.4 million people and their determination to leave the single market alongside leaving the EU should be acknowledged.

I am telling the hon. Gentleman that that was the position taken by the British public, including more than 1 million people in Scotland and including many more people in his constituency than voted for the Scottish National party.

Not only do we need to respect the result and what the 52% wanted, but we need to acknowledge some of the concerns put forward by those who articulated the case for remain. There were two powerful concerns that weighed with me. The first was the prospect of an immediate economic shock, should we leave. That was a view put forward by the Governor of the Bank of England and a number of other distinguished economists, but we can now see that, while their concerns were expressed sincerely, they did not come to fruition. The point was made at the time—[Interruption.] I am grateful for the sedentary intervention from the hon. Member for Nottingham East (Chris Leslie), but the point was made at the time that there would be an immediate shock not just to Britain but to the world economy. That shock did not materialise. Not quite yet.

Since we voted to leave, we have seen increased investment from Nissan, Jaguar Land Rover, Amazon and Facebook—from a variety of both traditional manufacturing and new technology investors. Far from there being an economic shock, we are the fastest growing economy in the G7.

It was also a legitimate concern of some who voted remain that voting to leave the EU would damage the United Kingdom. The truth is that since we voted to leave the EU, support for a second independence referendum has fallen, support for Scottish independence has fallen, support for the SNP and its secessionist sermonising has fallen, and the single most popular politician in Scotland is Ruth Davidson, the only leader of any party who wants to embrace the result.

So on two of the legitimate concerns expressed beforehand—that our economy would be damaged and the Union would be damaged—the evidence is that our economy is stronger and the Union is more popular.

Of course other concerns were expressed by people who voted to remain. Some of them relate to the fate of EU citizens in this country, some relate to future academic and scientific co-operation, and some, naturally, relate to defence and security co-operation. My point is that it is incumbent on everyone—not just the Government but the 48%—to put forward their propositions in this area.

I have made it clear, and I share this view with my right hon. Friend the Member for Loughborough (Nicky Morgan), that I believe that EU citizens in this country should stay and that their role should not be a bargaining chip. I am sure that many of those who voted remain will join me in that call, but where are those who voted to remain, now that power is flowing back to this place for the first time in my life, offering to explain how we can refine regulation and change our laws and rules as we become a self-governing country once more and become freer, more liberal, more prosperous and more creative? I am afraid that, despite some honourable exceptions, most of those people are still looking back in anger, remorse and regret instead of looking forward optimistically. This is a great country. We can achieve great things.

May I say, just for the record, that as Chief Whip I had a number of dealings with my right hon. Friend the Member for Broxtowe (Anna Soubry) and she was always vigorously resistant to whipping and the imposition of parliamentary discipline? I am always glad to be corrected by a former Chief Whip. What my right hon. Friend said is undoubtedly the case.

The important part here is very simple. Tonight we will, I hope, pass a motion that authorises the Government to invoke article 50. [Interruption.] That is what it says. [Interruption.] There is debate about that. Given that there is that debate, the only certainty is through having an Act of Parliament. I therefore look forward to my right hon. Friend the Member for Broxtowe and others being here on 16 December to support my Bill—if anyone wants a copy, I have a few spares—because it would satisfy all the Court’s requirements.

The great thing about today is that it is Parliament that is dealing with the matter. It is not a Government motion on the Order Paper but an Opposition one. It is not a Government Bill going through but a private Member’s Bill. It is clearly Parliament speaking. I therefore hope that tonight the amendment and the motion are agreed and we can move forward, and then, in about 10 days’ time, we can give Second Reading to what this House wants: to trigger article 50.

As a result of the Good Friday agreement and the consent principle, the people of Northern Ireland voted to remain in the United Kingdom and to give foreign policy and treaty-making powers to the UK Government. There is no inconsistency between a UK Government choosing to trigger article 50 and the hon. Gentleman’s constituents having objections to that. There is no breach of a consensus.

I am afraid the right hon. Gentleman does not know the difference—people in Northern Ireland are very clear about this—between the principle of consent and actually giving consent. He has made a mistake that is consistently made, and it is a mistake that will strain some people’s belief in the Good Friday agreement.

People such as the right hon. Gentleman do not recognise the damage that they are doing. Carefully compacted layers of understanding created the bedrock of the Good Friday agreement, and fissures are being driven into those key foundations. Remember that, as a result of that agreement, the principle of consent is housed in the Irish constitution as well, because the referendum—north and south—changed the constitution. It removed the territorial claim, and two additional clauses were inserted.

If the key constitutional precept of the Good Friday agreement is not housed in any new UK-EU treaty that might result from these negotiations, we shall be in a very serious situation. The promise and the understanding that the people of Ireland, north and south, were given when they endorsed the Good Friday agreement in overwhelming numbers will have been betrayed and damaged. I do not accept, and no Irish nationalist, north or south, who supported the Good Friday agreement has ever said, that the principle of consent that is housed in the Irish constitution can be removed, replaced or surpassed by a vote in England on Brexit or on anything else.

The Good Friday agreement states very clearly that the question of Irish unity will be a matter for the people of Ireland, north and south, without external impediment. That key principle must be reflected in any new UK-EU treaty, making clear that if in the future Northern Ireland votes to become part of a united Ireland, it will do so as an automatic part of the EU, without any change in Ireland’s terms of membership and without the need for any new negotiations on the part of Northern Ireland. We cannot afford, in the Northern Ireland context, the sort of trickery that was used in the Scottish context to raise question marks over whether EU membership would apply. This is a key principle and tenet for those of us in the House who support the Good Friday agreement.

There are other risks to the agreement as well. There are risks to the weight of the rights in strand 1. There is also significant damage afoot in relation to strand 2, which involved a delicate balance of institutional and constitutional arrangements. That strand will be left in complete deficit after Brexit unless someone takes care of it.

On market access, everyone is talking about a hard Brexit. It is all very well Nissan, Tata and others being paid billions of pounds under the table to bribe them, to compensate for the tariffs they will inevitably face, but we will have to pay for that in the end, and we do not have proper market access.

Clearly they have come to the Government and said, “The only reason we’re in this country is to platform into the EU market, and if we face tariffs we want the money back or we’re going to move,” and the Government have given them the money. I know the right hon. Gentleman knows nothing about economics and just criticises the Bank of England, but that is the simple business case.

As for the ridiculous arguments the right hon. Gentleman and his colleagues put about on trade, what he wants to do is turn his back on 46% of our trade and somehow dream we can make up those relationships, which were always weaker than the EU negotiating new bilaterals. That is fantasy land.

I am very grateful to you, Mr Speaker—you have managed our debate—for allowing me to speak, because we have had lots of interventions.

I want to say a few things about this debate. First, nothing could have been clearer than the vote on 23 June. It was the largest vote that has ever taken place in the history of our country, and 17.4 million people—a larger mandate than any ever given to any Prime Minister on any issue—voted to leave the EU. We all know that the one way we can leave the EU—in fact, the only way we can effect the will of the people—is by triggering article 50. It therefore stands to reason that any attempt to delay, frustrate or obstruct the triggering of article 50 is simply to delay and obstruct the will of the people as expressed on 23 June 2016. That is self-evident to any person who cares to think about these things.

The second point is about having a plan. To me, nothing could be clearer than the Government’s position. We have said this many times. [Interruption.] Labour Members find that very amusing. I am glad to see that they find clarity amusing, because they would benefit from some clarity. The Government’s position is very simple: we want to have some restriction on freedom of movement—we want a change in the arrangements—while having the widest possible access to the single market. Those are two very simple principles. [Interruption.] Various Labour Front Benchers are chuntering from their places, but even they should be able to understand that basic position.

The third point is that our friends in the Labour party have got themselves into an awful mess on this particular issue. On the one hand, the people for whom the Labour party was created in the north and the midlands voted overwhelmingly for out, yet the current leaders of the party—the intellectual establishment and many of the Front Benchers—are based in London, and we all know that London’s view on the outcome of the referendum was very different from the view in the traditional heartlands. The two ends of the pantomime cow are pulling apart now, and—to change my metaphors—it is very difficult to see how Humpty Dumpty can be put back together again. This is obviously causing them massive pain, but I hope that they will support the Government amendment and I look forward to seeing many of them in the Lobby in a few minutes’ time.

There is no precedent for this. One Labour resident of Islington—a friend of mine—said to me, “The one way for the Labour party to commit suicide would be to oppose the triggering of article 50.” That is palpable, and it would be a much shorter version of Labour’s suicide note in the 1983 general election.

We must very clearly say that a lot of the words we have heard are game playing. Labour Members say they respect the will of the people, but we know that they have no intention of doing so. We know that many of them want to frustrate the will of the people as expressed in June. We know that all this obfuscation, all this delay, all the smokescreen and the dust in the eyes—all that sort of thing—is for one end and one end only: they want to stay in the EU at all costs. I say to them very plainly that the horse has bolted and that the ship has left. We are not going back into the EU, and the sooner they accept that very basic proposition, the better it will be for their constituents and for the country as a whole.

We must know more than we do about the Government’s intentions. Surely, on the most important issue facing this country, that is not too much to ask. My right hon. Friend the Member for Wolverhampton South East (Mr McFadden) put it well: being clear about our objectives does not weaken us; it strengthens us. It is not just MPs who campaigned for remain who want more information; the British public, including those who voted to leave, want to know more about the plan. As my right hon. Friend the Member for Leeds Central (Hilary Benn) and the hon. Member for South Antrim (Danny Kinahan) said, this is not leave versus remain; it is Parliament doing its job. Take back control, we were told. This House will have done everything possible after this evening to assure the public that we will not block article 50. We now need to gain some grip on the process. We need to see the plan. If the plan presented is insufficient, we will come back and demand more.

My right hon. Friend the Member for Doncaster Central (Dame Rosie Winterton) urged the Government to include a regional analysis in their plan. I wholeheartedly echo that demand. The Government say they do not want to reveal their negotiating stance before they have to and that they do not want a running commentary, but the trouble is that a running commentary is exactly what we are getting. We and our constituents are gleaning clues about the Government’s intentions from leaked correspondence, snatched glimpses of notes and the musings of the Foreign Secretary. This is unhelpful in enabling challenge, scrutiny and contributions from MPs. It is also damaging our prospects for gaining a good outcome. It is not just the British public who are listening to the running commentary; it is being heard with some irritation by officials and parliamentarians in Europe.

There has been a vacuum, an empty space where the plan ought to be. As the right hon. Member for Loughborough (Nicky Morgan) said, it is not good enough that acceptance of the need for a plan has been dragged out of the Government by the Opposition. I look forward, as my hon. Friend the Member for Bristol West (Thangam Debbonaire) said, to the debate moving on to the substance of Brexit, rather than the relentless focus on process.

The motion asks for the basic plan, not the fine detail. As my hon. Friend the Member for Bury South (Mr Lewis) said, the “we know best” politics has to end. He and my right hon. Friend the Member for Leigh (Andy Burnham) warned of the consequences of failing to talk frankly about immigration. It leads to the rise of the far right, and that cannot be allowed to happen. I congratulate them both on their speeches.

It would be profoundly wrong if Members of the European Parliament and officials in Brussels were the first to learn of the Government’s stance. If the British public had to read about the Government’s position through leaks from Brussels, it would be a most inauspicious start to the taking back of control that our constituents have told us they want.

The right hon. Member for Broxtowe (Anna Soubry), who has gained admirers on all sides, says she wants a White Paper and a Bill. I hope the Minister is listening to her.

I have told the right hon. Gentleman that I will not give way.

We all know that there are those who want the hardest and fastest Brexit possible. Conversely, some MPs such as my right hon. Friends the Members for Exeter (Mr Bradshaw) and for Tottenham (Mr Lammy), and my hon. Friend the Member for Swansea West (Geraint Davies), will vote against the Government amendment. They are not Brexit deniers; they are people with genuine concerns. The Government would do well to listen to them, because that is what building consensus means.

First, on the question of legislation, the actual outcome will depend on what the Supreme Court judges rule. What I was commenting on was the state as of the hearing or declaration last week. On the negotiation, as I have said before, we will be as open as possible subject to the overwhelming national interest of preserving our negotiating position. It is no good creating a public negotiating position, which has the simple effect of destroying our ability to negotiate—full stop.

The independence of our judiciary is a very precious thing and it must be respected. The independence of our free press is also a very precious thing, and it must be respected. The fact that 17.4 million people—a majority of the British people—voted for our national independence is a precious thing and that must be respected. Will my right hon. Friend guarantee to me that he will not allow the efforts of the right hon. Members for Sheffield, Hallam (Mr Clegg) and for Doncaster North (Edward Miliband) or indeed any Member of the other place to thwart the mandate that this Government have been given in order to ensure that we can take back control of our laws, our money, our trade and our sovereignty?

I am inclined to say that the right hon. Gentleman’s father will be smiling down on both of us. He makes a good point on the effect of the uncertainty. It is partly a problem of the preparation process and that there is less out there. I have said to every single interest group I have spoken to—that includes the CBI, despite the comments made this morning, the British Chambers of Commerce, the Engineering Employers Federation and others, as well as the TUC and others on the other side—that we need to have the hard data about the nature of the problem. For example, there are about nine different sorts of passports and we need to be more specific. We also need hard data about the size of the problem in terms of both money and jobs, and the actions we can take to deal with that. That is why we need to take the time until perhaps March. In doing so, we will try to winnow down the size of the negotiation that needs to be done, and then make it faster than it would otherwise be.

We start with an advantage, which the right hon. Gentleman, being who he is, has probably spotted, in that we will have exactly the same regulatory basis on the day we leave as the rest of the European Union. That is normally the biggest thing that gets in the way of major trade negotiations. I therefore do not expect the circumstance he describes. I will not offer a view, but simply say this: we will do everything possible to protect, enhance and maximise the opportunities for British business. He can draw his conclusion from that.

My right hon. Friend will be aware that sometimes it is very important to pay attention to the liberal elite. He will be aware that, on referendum night, we were told:

“I will forgive no one who does not respect the sovereign voice of the British people once it has spoken whether it is a majority of 1% or 20%...When the British people have spoken you do what they command…Either you believe in democracy or you don’t.”

Those are the words of Lord Ashdown of Norton-sub-Hamdon in the district of Yeovil in the county of Somerset, who is the most elitist liberal I know, which is saying something. I therefore urge my right hon. Friend to be true to the views of Lord Ashdown, the principles of liberalism and the traditions of this House, and to give effect to the British people’s vote. Seventeen million votes were cast on 23 June for Britain to leave the European Union. Attempts by anti-democratic and illiberal voices on the Opposition Benches to thwart the British people’s will will rightly be treated with disdain.

The liberal my right hon. Friend mentions is the mentor of my favourite liberal. I have to tell my right hon. Friend that I consider myself to be a liberal Conservative, so I am not entirely sure that I accept his characterisation of the liberal elite, but I take his point that the referendum was the biggest mandate given to a British Government ever. It is our job to carry it out and we will not allow it to be thwarted.

Thank you very much, Mr Speaker. I congratulate my right hon. Friend on his long overdue return to ministerial office. In the seven short weeks he has been in office, alongside our new Foreign Secretary and our new Secretary of State for International Trade, we have seen a record increase in service industries growth, a record increase in manufacturing industry growth and a 3.3% increase in motor car sales. We have also seen the Speaker of the US Congress, the Prime Minister of Australia and the Prime Minister of New Zealand all pressing for free trade deals with this country, while the Deputy Chancellor of Germany has acknowledged that the EU-US trade deal is dead in the water. Does that not confirm that the 17 million people in this country who voted to leave the European Union know a darned sight more about economics than the members of the International Monetary Fund, the OECD and the Institute for Fiscal Studies, and all these other soi-disant “experts” who have oeuf on their face?

My right hon. Friend is not known for understating his case, but I would point out that it was 17.5 million people who made that judgment. He is right: much of the gloom and doom and fearmongering that went on before the referendum has been proven to be wrong. That said, I would not be quite so unalloyed in my optimism as he is, because of course we are in a world where there are a lot of economic pressures. That is why the meetings in China are taking place now. He makes his point brilliantly, as always, and I agree with its main thrust, but let us not get too optimistic before we close the deal.
