We will of course look very carefully at any case. The hon. Gentleman has written to me all about constituents in Austria. There is no doubt that the Foreign Office, as with the rest of the Government—most obviously the NHS—will come under pressure. The key thing is that we have the means and the agility to prioritise, to ensure that dealing with covid-19 is the top priority as we go through this challenge. I am very clear that the Foreign Office will do everything we can to protect our constituents—UK nationals abroad—and ensure that we work with our international partners to rise to this challenge, get through it and then move on, so we can get back to some semblance of normality.

I thank the Secretary of State for his commitment and for his and his staff’s sterling efforts on our behalf. We are encouraged by what he has said today. On the island of Ireland, both north and south, people travel to attend churches—people from Northern Ireland travel southwards, for example—in order to preach and participate in meetings. Can the Secretary of State give us some direction about what should happen? People across Northern Ireland wish to know whether they should attend their churches, or whether their churches should be suspended or closed. What should we do? I believe that the people of this great nation, the United Kingdom of Great Britain and Northern Ireland, should pray to their God for help at this time. This is a time for prayer. Will the Secretary of State join me and others in supporting that call?

I totally understand the point the hon. Gentleman makes. The obvious thing is to keep following the Government’s medical advice and, in relation to devolved matters, the advice given by the Northern Ireland Executive. I can also give him reassurance in relation to the latest announcement by the Irish Government that all persons entering Ireland from overseas will be asked to self-quarantine for 14 days. That will not apply to Northern Ireland, by virtue of the land border. The Irish believe that, as a result of the land border, they can maintain social distancing. I hope that that gives his constituents and, indeed, the people of Northern Ireland a measure of reassurance.

I beg to move,

That this House has considered freedom of religion or belief.

I put on record my thanks to all the hon. Members who are here today, as well as to the Minister—who I spoke to yesterday, and has spoken to me before—for their interest in the vital right of freedom of religion or belief. That right is close to my heart, and I am sure it is close to the heart of all those who are present. Many other Members would have liked to have been here, but we took this date when it was offered to us on short notice, and that unfortunately meant a clash in the diary of many other right hon. and hon. Members who wished to be here. Those of us who are present will carry the flag and speak out. I declare an interest: I have the privilege to chair both the all-party parliamentary group for international freedom of religion or belief and the all-party parliamentary group for the Pakistani minorities.

I thank the Backbench Business Committee for having granted this important debate. I initially applied for this debate back at the end of October so that it would coincide with international freedom of religion or belief day, but it had to be postponed due to the general election, so I thank the Committee for having persevered and found time for it today. Unfortunately, the problems we were to discuss back in November have not gone away, and in some cases they have gotten even worse.

For example, in January, I had the privilege of attending the launch of Open Doors’ “World Watch List” report, which highlights the persecution faced by Christians around the world. That report paints a grim picture of a worsening situation for Christians, with 260 million—an increase of 15 million since 2019—living in countries where there is a risk of high, very high or extreme levels of persecution. The report cites many other concerning statistics, such as 5,500 churches shut down in China over the past year, and at least 1,445 physical attacks and death threats against Christians in India during 2019.

That terrible state of affairs is why I welcome the Foreign and Commonwealth Office’s commitment to supporting persecuted Christians. I put on record my thanks to the Minister and his Department, as well as previous Ministers, for that commitment. I also thank the Minister, the special envoy for freedom of religion and belief, the hon. Member for Gillingham and Rainham (Rehman Chishti), and the FORB team for all they are doing to improve the situation. Many of us recognise that the Government have given that commitment, and we all welcome their generosity, commitment and time. Can the Minister update us on that work?

Will the Minister also inform hon. Members about the progress being made in implementing the recommendations of the Bishop of Truro’s report? In particular, I would like to know what progress has been made to improve training on FORB, and to make that training mandatory for Government officials working in countries with high levels of FORB violations. After all, how can we say sincerely that we care about freedom of religion or belief, that we recognise the tremendous suffering that people are experiencing because of denial of that freedom, and that we understand that FORB violations can cause and exacerbate conflict, but then turn around and say that we still do not know whether it is important enough to have mandatory training? We need to know that that mandatory training is in place and is having an impact. I urge the Minister to ensure that this training and the other helpful recommendations made in the Bishop of Truro’s report are implemented for the benefit of persecuted Christians the world over.

I will first speak about one particular case. This debate is about freedom of religion or belief, so I will talk about a number of faiths across the world, but I will begin with Christians, specifically Christians in Nigeria. Earlier today, I had the opportunity to meet some people from the International Organization for Peace Building and Social Justice, including Pastor Ayo and his private secretary, a fellow called John Candia. They gave me some details and information about what is happening in Nigeria. I pray; I am a committed Christian, and I have deep Christian beliefs, which focus my attention and my life on where we go. However, I also believe that as a Christian I have a duty and a love for all people of all religions in this world, and with that in mind I will speak up for each and every one of them.

The hon. Gentleman is making an important point about Nigeria, where as he will remember, I am the Prime Minister’s trade envoy. I wonder whether he is clear—quite frankly, I am not—on the distinction between the persecution of Christians for their Christianity and the persecution of people for other reasons, such as climate change impacts? In Nigeria, for example, the things that are happening with the Fulani herdsmen could quite easily be associated with climate change, rather than Christianity.

I thank the hon. Gentleman for his intervention. We spoke about this beforehand; he and I participate in many debates in this House, and often come forward with the same ideas, thoughts and deliberations. Yes, what is happening in Nigeria is perhaps a wee bit uncertain. The conflict involving the Fulani herdsmen, they would say, is to do with land and climate change. However, with respect to the hon. Gentleman, there are indications that there are more attacks on Christians than on anyone else. That does not lessen what is happening, but it indicates to me that there are many attacks on Christians across the whole of Nigeria.

To mention just a few of those attacks, there were five major attacks against Nigerian Christians in Kaduna state between January and November 2019, resulting in an estimated 500 deaths. There were at least another five attacks in Bassa and Riyom local government areas, as well as many attacks in Taraba state. Boko Haram remains in power around the Chad border region, including parts of Borno state. Some 1,000 Christians have been slaughtered in north-eastern Nigeria since January 2019, in addition to the over 6,000 deaths since 2015. I will talk about some of those attacks to illustrate how horrific they are.

Veronica, 35, from Dogon Noma recounted some of the awful attacks inflicted on her family. Her home was attacked by Fulani militia, and only she and three others survived; 13 of her friends and family were killed. Naomi, 54, from Karamai lost limbs in a brutal attack on her home, in which her elderly and fragile father was shot in his bed. In Ta’aziya’s village, almost 50 people were killed and only two homes were not burnt down. Pastors and leaders have said:

“Boko Haram might launch an attack at any time…this morning at 4am, they arrived with bombs. They focus their attacks on Christians.”

Whatever the other reasons may be, that is clearly what they are about.

“They kill farmers. They destroy our homes and churches. They kidnap and rape women. Some women are forced to marry Muslims. Boko Haram also attack Government properties and the police. No one can go beyond five kilometres from town.”

I want to ask five questions of the Minister, if I can. First, in the light of the Nigerian Government’s admission that Christians are being targeted in northern Nigeria, will the British Government move a UN resolution to send in peacekeeping forces to protect vulnerable communities and citizens in Nigeria? Secondly, will the UK renew its offer to assist in the search and rescue of Leah Sharibu, an ISIS captive for two years now, and others abducted and enslaved in Nigeria? Alongside Baroness Cox from the other place, my colleague the hon. Member for Congleton (Fiona Bruce) and others, I had the pleasure of meeting Leah Sharibu’s mother Rebecca and her friend Gloria in this House, so I know how important this is for her.

I thank the hon. Gentleman for having pushed for this debate, and for all the fantastic work he has done on religious freedom in his time in Parliament. When I as the special envoy met Rebecca Sharibu, Leah’s mother, we as the Government made it very clear to our Nigerian counterparts that everything that can be done to ensure Leah’s safe release should be done. We will continue to make that clear, as I did when we met with other members of the International Religious Freedom Alliance to say that, working with our Nigerian counterparts and across the globe, the United Kingdom will do everything it can to ensure Leah is released.

I am deeply indebted to the hon. Gentleman for his work. This is not a self-congratulation society, but I greatly appreciate what he does and the role that he plays, and the energy, interest and commitment that he shows. We are pleased that he is in place and we hope that there will be a fruitful conclusion to his endeavours and those of the Government.

My next question is: will the UK Government focus more or most of its international development aid on Nigeria to assist the victims and protect the vulnerable from Nigeria’s insecurity crisis? Will they use a large percentage of their aid budget to Nigeria to provide more direct assistance to internally displaced persons who live in poor conditions and to enhance security provision for vulnerable communities and people, including the Christian communities in the north-east and middle belt where they have been particularly targeted, by the Nigerian Government’s own admission?

Finally, given the Prime Minister’s call for increased post-Brexit trade and investments in Nigeria, in which the Prime Minister’s trade envoy, the hon. Member for Henley (John Howell), will be interested, what security advice and warnings are the Foreign and Commonwealth Office and the Department for International Trade offering to British investors? Those are all important issues.

In my role as chair of the all-party group on international freedom of religion or belief, I campaign on behalf of all who are persecuted, not just Christians, because I am a Christian and I believe that my God loves everyone. That is why I, and all hon. Members present, believe that it is our duty to speak out not only for those of Christian faith, but for people of any faith and of course, just as important, those who do not profess a faith at all. That is why I now turn to the persecution that other groups, including the non-religious, are facing around the world.

Atheists, agnostics and other non-religious people often face extreme violations of FORB. Indeed, in Saudi Arabia, that great ally of the United Kingdom—questions were asked about that relationship in the Chamber today—atheism is considered a criminal offence, punishable by death. In the eyes of the Saudi Government, therefore, many British people, including some in this House, are the worst criminals and not deserving of life.

According to “The Freedom of Thought Report” published by the International Humanist and Ethical Union,

“even on the most conservative estimates, there are untold millions of de facto humanists, atheists and otherwise religiously unaffiliated people living in countries where they face discrimination or outright persecution, both in society and at the hands of the state. In the most extreme cases, the non-religious are told that…to promote humanist values…is a kind of criminal attack on culture.”

Again, that is simply unacceptable.

I praise the hon. Gentleman for his dogged determination in bringing debates on this subject to the House and pursuing these issues. Does he agree that the media abroad and in the UK sometimes fuel the violence against and harassment of people of faith and, as he mentioned, people without faith by misrepresenting who they are and what they think? That can have as much of an effect on people as, for instance, state violence.

Yes, I think the media have a lot to answer for, on not just this but many subjects. They influence opinion and focus attention unfairly.

Of course, it is not only the non-religious who are suffering. Just under two weeks ago, on 1 March, the Independent Tribunal into Forced Organ Harvesting from Prisoners of Conscience in China, chaired by Sir Geoffrey Nice, QC, released its full judgment. Its interim judgement, released in 2018, declared that forced organ harvesting from religious prisoners of conscience was taking place. The final judgment confirms that view and declares:

“Forced organ harvesting has been committed for years throughout China on a significant scale and that Falun Gong practitioners have been one—and probably the main—source of organ supply. The concerted persecution and medical testing of the Uyghurs is more recent and it may be that evidence of forced organ harvesting of this group may emerge in due course.”

After yesterday’s Westminster Hall debate on that very issue, I am aware that it is emerging. The judgment continues:

“The Tribunal has had no evidence that the significant infrastructure associated with China’s transplantation industry has been dismantled”,

which is disappointing,

“and absent a satisfactory explanation as to the source of readily available organs concludes that forced organ harvesting continues till today.”

I have a nephew back home who had to wait five or six years for a kidney transplant. I understand that the wait it is partly about age and getting older, but it is also about availability. Someone could go to China almost any day, any week, and receive an organ. How can that happen? Even though it is a bigger nation, it poses a question.

Thousands of miles away in Westminster, it is sometimes hard to appreciate the horror of that statement—forced organ harvesting on a commercial scale. It is hard not to wonder how anyone could treat their fellow humans so cruelly. I also wonder how many more will suffer that fate before the UK Government—my Government—take action. I wonder how long the Government will refuse to acknowledge the evidence, which includes admissions from doctors in leading Chinese transplant hospitals. I wonder how history will remember those who ignored what Lord Alton of Liverpool described as a practice comparable with,

“‘the worst atrocities committed in conflicts of the 20th century’, including the gassing of Jews by the Nazis and the Khmer Rouge massacres in Cambodia”.—[Official Report, House of Lords, 2 March 2020; Vol. 802, c. 390.]

The Government say that the World Health Organisation has found China’s transplant system to be legitimate. I find that incredible. It is a system in which it takes two to three weeks to get an organ donation, compared with two to three years in the UK. If the system is legitimate, it is the envy of the world and it is a matter of the utmost priority that the NHS should learn from China to save British lives. If it is legitimate, it is an absolute dereliction of responsibility by the UK Government that they have not done everything in their power to understand how China’s system works, so we can replicate its efficiency in the UK.

Indeed, last year, 34 parliamentarians from both Houses wrote a letter to the WHO director general to request that information, but despite chasing it several times with his office, the WHO did not respond. Surely, if the Chinese system is legitimate, the WHO should be begging the Chinese Government to share their medical marvel with the world, but we all know the real reason why organ transplants are available. The Government are not doing that, and the evidence tells us why.

Beyond Falun Gong practitioners, Uighur Muslims are also suffering in China, as we discussed in yesterday’s debate with the same Minister present. I spoke then as well—in this room, probably from this seat—about China’s treatment of its Uighur population. We learned that “hundreds of thousands”, in fact probably between 1 million and 3 million, are imprisoned in China and that many have experienced acts of torture.

Muslims are not just being persecuted in China, however. Rohingya Muslims in Myanmar have suffered what has been described by the United Nations as a

“textbook example of ethnic cleansing”.

The Rohingya were stripped of their citizenship in 1982 and suffered systematic persecution by Buddhist nationalists. That culminated in a brutal military offensive in August 2017 that killed thousands and displaced hundreds of thousands more, who were forced into neighbouring Bangladesh. We thank Bangladesh for stepping up and reaching out.

In a worrying parallel, at the end of July 2018, in Assam, the Indian Government effectively stripped 4 million people, mostly Muslims, of their citizenship, and branded them illegal immigrants from Bangladesh amid an atmosphere of rising Hindu nationalism. Muslims in India also claim that they are being persecuted by the Citizenship (Amendment) Act passed by the Indian Parliament in December, which provides a fast track to Indian citizenship for non-Muslim migrants from India’s neighbours. Protests erupted across India in response to the law, which is seen by many as discriminatory against Muslims.

I congratulate the hon. Gentleman on the work he has done over many years. On what is happening in India, does he agree that it is disappointing, given that we talk about India being the world’s biggest democracy, that it seems to be going downhill with the Citizenship (Amendment) Act and the Kashmir issue? I find it shocking that Prime Minister Modi has said to the public that that was only a trailer, so the main film is to yet be seen. How is that acceptable? Should our Government not do more?

The Government should. Next week I will present a request to the Backbench Business Committee for a debate specifically on India. The hon. Gentleman, and other hon. Members who have signed that request, will have an opportunity to debate the issue, in Westminster Hall I suspect. I mention that, as I have tried to mention a lot of other things. I agree with him and I thank him for the intervention.

Sectarian violence has caused dozens of deaths, the destruction of religious buildings and physical altercations in the Indian Parliament—even the Parliament has not been above the verbal and physical abuse of people. That conflict and instability illustrates the point that hon. Members have made repeatedly in such debates, which is that FORB violations can cause and exacerbate conflict between communities and must be addressed before they explode into violence.

In 2018, the APPG for FORB wrote that, “Violence and discrimination, combined with arbitrary exclusion from legal institutions, could cause significant grievances among non-Hindus in India, which may lead to domestic conflict and violence.” Unfortunately, that has proven to be the case. It is for that reason that Government Departments such as the Department for International Development must invest greater resources in promoting freedom of religion or belief to prevent conflict, rather than responding to crises only once violence has already erupted, when it is too late.

Similarly, it is vital that the Government recognise how the potential for societal instability and conflict caused by human rights violations can harm economic prosperity and limit hopes for long-term, prosperous trading relationships with countries such as India, as the hon. Member for Manchester, Gorton (Afzal Khan) referred to. We have a relationship that we wish to build on, but they have to address the issue of human rights. Will the Minister assure hon. Members that FORB violations will be discussed in the Government’s trade negotiations with relevant countries? Will he assure us that provisions to protect human rights will be included in any such deals?

It is particularly important to address FORB violations quickly whenever they emerge because conflicts can spread and violence between Hindus and Muslims in India can have knock-on effects in Pakistan, where non-Muslim minorities such as Hindus and Christians face severe persecution.

If I am spared, I will be visiting Pakistan with Lord Alton from the other place over the Easter period. Just yesterday I had the privilege of meeting a delegation from Pakistan who described how blasphemy laws are being misused there to persecute religious minorities, and how young women and girls from those communities are being taken from their homes. According to the National Commission for Justice and Peace, the Pakistani authorities prosecuted a total of 1,170 blasphemy cases between 1987 and 2012, with scores of new cases being brought every year.

On the abuse of the blasphemy laws in Pakistan, as envoy I appointed Bishop Michael Nazir-Ali, the former Bishop of Rochester and also a bishop in Pakistan, to the advisory panel. His specific task was to look at how administrative changes can be made to address the abuse of the blasphemy laws. Blasphemy laws are often used against Muslims themselves over land disputes and other economic issues, as well as against minorities. I have specifically asked him to look at administrative changes, so that the abuse of those laws can be stopped. No one should be subject to these laws for practising their freedom of religion or belief.

I thank the hon. Gentleman for that helpful intervention. I subscribe to those views as well. He is correct; the blasphemy laws are used maliciously against people. One case that everyone would be aware of is that of Asia Bibi. We were in Pakistan in September 2018 and had an opportunity to meet two of the three judges who were to make the decision on Asia Bibi. We were clear what we were doing when we went there. We were not going to tell the Pakistani Government that they should change everything; we were going to say, “This does not work, because people are maliciously using the law against others for their own reasons.” Our meetings with the judges who were deliberating on Asia Bibi were very helpful and supportive of the case. We were sworn to secrecy and were not able to say that until the case was heard in court, and Asia Bibi was released. I know that there was an appeal after that. Now she is free and living in Canada.

I also recently visited Pakistan. First, I found it encouraging how assertive and helpful the judiciary are being. Secondly, the current Government seem to be moving in the right direction of protecting minorities, particularly in what they have been doing in terms of the Sikh community—opening up the gurdwara and so on—which is welcome. Does the hon. Gentleman agree?

I certainly do. I thank the hon. Gentleman for his knowledge and his participation today, which is most helpful.

We need to see some other changes in Pakistan, particularly around the 5% of jobs that are set aside for Christians. Christians need to have the opportunity of educational advantage, training and opportunity, so that they can apply for jobs other than those that on offer at the minute—cleaning the streets and cleaning the latrines. Christians deserve the same opportunities as everyone else. I know that 5% of jobs are set aside. Let us have the same opportunity for jobs, whether that is as nurses, doctors, teachers or whatever.

I congratulate the hon. Gentleman on a powerful and well-informed speech. Sometimes what in some cases can look like religious discrimination is very close to racial discrimination, and sometimes religious differences are used as an excuse for racism, just as sometimes racial differences are used as an excuse for religious persecution. Does he agree that religious persecution and racism are often close relatives?

I certainly do. They are intertwined and wrapped around each other, and sometimes the situation is used in that way.

No precise figures are available, but Pakistani non-governmental organisations such as the Movement for Solidarity and Peace have estimated that each year around 1,000 Hindu and Christian girls in Pakistan are kidnapped, forced to convert to Islam and forcibly married or sold into prostitution.

I discussed that and other issues during my trip to Pakistan in October 2018. I travelled in a delegation with two other British parliamentarians, the hon. Member for St Helens South and Whiston (Ms Rimmer) and Lord Alton from the other place. We spent five days in total in the wonderful country of Pakistan, having very productive meetings with Government officials, as well as several human rights NGOs. We also met representatives of various minority rights organisation and had the opportunity to visit some Christian communities, including in slum residences in Islamabad.

One thing that left a lasting impression on me and on the whole delegation was visiting those slums and the houses that people live in, and the people who were volunteers. One lady in particular was teaching children, from about five to 16, the rudimentary elements of education. If Christians have the opportunity to educate themselves, they have the opportunity to apply for the jobs. We need that issue to move forward and we will take that up as we go on.

I thank the hon. Gentleman and the delegation for their report, “Religions Minorities of Pakistan: report of a parliamentary visit”. As the Prime Minister’s special envoy, I met the Pakistani high commissioner and asked him to meet the parliamentarians to go through the findings in the report, so that they can work together to address the key issues facing people of all faiths and none, of being able to practise their faith in line with article 18 of the universal declaration of human rights. He is happy to do that.

I am also very happy to do that. I thank the hon. Gentleman for his intervention. We will make sure that report is available to colleagues if they have not seen it.

I hope to travel again to Pakistan in April to discuss our report with colleagues there, so we can see how we can work together to protect minorities in Pakistan. It would be very much appreciated if the Minister could support that trip and set an example by implementing the recommendations for the British Government that are set out in the report that the hon. Gentleman just referred to.

Before I finish on Pakistan, one group I particularly want to mention is the Ahmadiyya Muslim community. There is a group from Northern Ireland and the Republic of Ireland who invite me to their event in Omagh every year. I was there a short time ago and I was there a few years ago as well. I am very pleased to be invited, and I am very pleased to support them. They have freedom of religion or belief in Ireland, both north and south, but they are a persecuted Muslim group. It is the only religious community to be explicitly targeted by Pakistan’s laws on grounds of faith. Perpetrators are given free rein to attack innocent Ahmadis in the knowledge that they will never face prosecution for their actions. Hundreds of Ahmadis have been murdered and the targeted killing of Ahmadis continues with impunity. Ahmadis cannot call themselves Muslims and are denied the right to vote as Muslims. Ahmadis are openly declared as “deserving to be killed”—I will not try to wrap my Ulster Scots accent around the original words—in the Pakistani media and by religious clerics, with the state unable to stand up for Ahmadis and against the extremists.

Another community whose plight I want to highlight and who face comparable persecution are the Baha’i community of Iran. I speak about them all the time, as many in this House do. Since the 1979 Islamic revolution, the Government of Iran have persecuted Iranian Baha’is, who comprise the country’s largest non-Muslim religious minority, with more than 300,000 members, as a systematic policy of the state. Since Dr Hassan Rouhani assumed the presidency in August 2018, more than 283 Baha’is have been arrested, thousands have been blocked from access to higher education, and there have been at least 645 acts of economic oppression. In addition, more than 26,000 pieces of anti-Baha’i propaganda have been disseminated in the Iranian media.

In an even more alarming development, in the early months of 2020 the Iranian Government have moved to digitise national identity cards. The new identity system restricts applicants to select only one of four religions, according to the 1979 constitution—Islam, Christianity, Judaism and Zoroastrianism. Those belonging to other faiths are denied the ID cards. Why should that be? They are therefore deprived of the most basic civil services, such as applying for a loan or buying property, or just having a job or an education.

I have spoken a lot about different groups and now want to highlight the plight of the women of those groups, who are often particularly vulnerable due to the double persecution that they sometimes face, for their gender and their beliefs—for example, the poor young Christian and Hindu girls in Pakistan who I mentioned. The stories of the Yazidi women, some of whom we have met, are horrendous. They suffered unspeakable atrocities at the hands of Daesh because they were of both the wrong gender and the wrong faith. It is of the utmost importance that we highlight the plight of those women, whose stories often go unreported, including the thousands of Muslim and Christian women who have been kidnapped by Boko Haram over the years.

In honour of International Women’s Day on Sunday 8 March, I tabled an early-day motion on International Women’s Day and freedom of religion or belief. The purpose of the EDM is threefold: first, to recognise the intersection between women’s rights and the right to FORB, and to encourage the UK Government to develop targeted programming and aim for women who face double vulnerabilities as members of minority faith communities; secondly, to include religion as a factor of vulnerability in any assessment made in planning and programming; and thirdly, to ensure that sensitivity training related to the international right to freedom of religion or belief is integrated into gender-related and anti-discrimination programmes. I would welcome any information that the Minister can share about how the Government intend to address the specific vulnerabilities that women from minority faith or belief groups face, and I encourage hon. Members to add their name to the EDM if they have not already done so.

I thank the hon. Member for The Wrekin (Mark Pritchard) for securing this debate and for his support for the Uighur population in China. As chair of the all-party group for international freedom of religion or belief, it is my duty to come here and speak out on behalf of those with Christian belief, those with other beliefs and those with no beliefs. This debate will encompass all those people.

China’s deteriorating policy towards its Uighur population, and the general worsening climate of religious intolerance in China today, is serious and concerning, so I welcome this discussion and I hope the Minister will give us a positive response. I look forward to that. Since the emergence of large-scale labour camps in the Uighur autonomous region of Xinjiang, which was brought to the world’s attention when the United Nations human rights panel cited credible, evidential reports stating that 1 million Uighurs were being forcibly detained, disturbing allegations of human rights abuses have come from the region. They include harrowing stories of abuse, torture, rape and forced labour, as recently highlighted in several media reports, which include allegations that Uighurs have been forced to make products for 83 globally recognised brands, such as Nike, Apple and Dell. Those companies have a lot to answer for.

One thought-provoking example comes from a documentary called “Letter from Masanjia”. It tells the story of a Falun Gong detainee from China’s notorious Masanjia forced labour camp, who managed to smuggle an SOS letter out, pleading for help from the international community with the conditions and circumstances they were forced to endure. The letter was found in a box of Halloween decorations by a lady from the United States, and the story quickly gained worldwide media attention and drew claims from Chinese officials that the labour camp system had been shut down. Recent reports, however, demonstrate clearly that that is simply not the case.

The author of the SOS letter was a gentleman called Sun Yi, who was eventually found and bravely agreed to feature in the documentary. However, as a result of his bravery, and towards the end of filming, he was killed by poison under very suspicious circumstances. Sun Yi risked and lost his life to let others know the truth about what is happening in China today. We are very aware of the large contribution that he and others have made. The international community cannot ignore the recent media reports highlighting the scale and seriousness of forced labour in China endured by the Uighur population and others. They have been ignored for far too long.

Every Member so far today has spoken about this. The harrowing conditions are brought into stark focus when we turn our attention to the horrific plight of illegal forced organ harvesting, about which I have spoken and led debates over the past few years. The China tribunal, chaired by Sir Geoffrey Nice QC, which others have referred to, recently published its full and final report on March 1, 2020. The judgment declared that crimes against humanity against the Falun Gong and Uighurs had been proven beyond reasonable doubt. Governments who interact with the People’s Republic of China should recognise that they are interacting with a criminal state that has abused many people’s human rights and has a very low opinion of its citizens.

The conclusions from the China tribunal stem from a robust year-long investigation in which more than 50 witnesses and experts testified during the London-based hearings, providing enough details to warrant a 562-page report. This is not the Minister’s responsibility, but what is being done to address the issue of transplant tourism whereby people can leave this country and get an organ transplant in China? The underlying connection between the horrific treatment of Uighurs and Falun Gong in labour camps and the illegal practice of forced organ extraction on an industrial and commercial scale is undeniable. The evidence is there. It is well documented that before the world’s attention was focused on the re-education camps in Xinjiang, there was a targeted campaign focused specifically on Uighur Muslims in the region. The campaign involved the mass collection of biometric and DNA data, and reports suggested that some 12 million to 15 million Uighurs were forced to undergo the process.

According to a report from Vicky Xu, a researcher with the Australian Strategic Policy Institute’s cyber-policy centre, the idea that Huawei is not working directly with local governments in Xinjiang is “just straight-up nonsense”. There was a Westminster Hall debate on Huawei a few days ago, and there was a vote in the Chamber yesterday. When we consider the persecution faced by the Uighurs, we must also look at the general landscape of religious intolerance imposed on millions throughout China. Whether one focuses on the well documented cultural destruction of Tibet, the persecution of Falun Gong—now entering its 21st year—or the increasing levels of oppression faced by Christians, it is hard not to see a common theme repeating itself in modern Chinese history. Bitter Winter, a watchdog on religious freedom and human rights in China, recently stated that the situation in China is going from “bad to worse” following on from the enactment this year of China’s harsh new rules governing religious groups. Every day there is oppression of religious groups.

To stem the tide of religious persecution and intolerance sweeping across China, Members of this House must declare that action has to be taken to help to bring an end to injustices such as those being inflicted on the innocent Uighurs living in Xinjiang, and everyone else in China.

I congratulate the hon. Member for Stoke-on-Trent North (Jonathan Gullis) on securing the debate. I thank him for the way he set the scene. I am happy to stand with him and other hon. Members on this matter, and to say to the Minister that there must be a change in the way things are done in this Department.

This is not the first time I have spoken on this issue, and I assure hon. Members and the Department that as long as God spares me this will not be the last time, unless aid distributed by DFID is not misused, as currently is the case. I was a member of the DUP Friends of Israel group in the Northern Ireland Assembly, and I am a member here too. I unapologetically stand with Israel and its citizens in this debate.

As the right hon. Member for Preseli Pembrokeshire (Stephen Crabb) said, I want Palestine to have the opportunity to go forward and the two-state solution could well be the way to do that, but for that to happen there must be commitment from the Palestinians. They must stop their attacks upon Israelis, and that must be the basis for any progress.

I ask the Minister to request that his Department reviews the UK funding to the United Nations Relief and Works Agency, where the money goes through to the Palestinian refugees. It seems to me—the information we received indicates this—that they are deliberately using educational books to focus on Palestinian young people, who are easily influenced. It is important that education is not used for the wrong reasons.

We should remember that the controversy around the use of different funds by the Palestinian Authority is not new; it covers many more issues than Palestinian textbooks. Although that is the starting point, it shows what the end goal is: namely, to perpetuate hatred against Israelis by indoctrinating children with spin and lies, which is more akin to what Goebbels would have done in the second world war. This House must not aid the Palestinian propaganda machine by ignoring the signs.

Ever since I entered the House in 2010, the misuse of funds has been a regular topic. For example, successive DFID Ministers regularly denied that a World Bank trust fund to which the UK made significant contributions enabled money to be sent to terrorists. The evidence said differently. The recipients claimed that the money funded the salaries of 85,000 Palestinian Authorities civil servants, but as far back as 2014 a report by the International Development Committee stated:

“We are nevertheless concerned that DFID is not taking adequate measures to prevent its funds from being misused. Given the scale of the operation, with 85,000 civil servants being paid with UK money, there is a serious risk of abuse. We do not regard a six-monthly audit as an adequate protection to secure the integrity of UK aid funds… We recommend that DFID impose more stringent checks to ensure that the money it provides to the PA is not being misused while pursuing a constructive dialogue with the PA on the end-use of funds.”

Having enjoyed conversations with the hon. Gentleman, I know that he speaks with years of experience. My stepmother was involved in the peace process in Northern Ireland, using music education to bring the different factions together. Does he agree that Northern Ireland is a good example of how, when peace and tolerance are taught in the curriculum, we can unite a country, rather than continue to see division, as we do with the Palestinian Authority, the Israelis and the Arab people of the area?

I agree. In my conversations with the hon. Gentleman prior to this debate we discussed those matters and were clear on what we wish to see. Northern Ireland may be an example, and it is one we use many times. We now have a working Assembly again, so there is an indication of a political process that can move forward. That requires tolerance and that both sides of society are prepared to be more respectful of others.

To return to the report of the International Development Committee, it has subsequently been discovered that the list of 85,000 civil servants to which DFID claimed it used to pay out millions of pounds of taxpayers’ money did not exist, and DFID swiftly redirected the funds to health projects. If the money is transferred for the purposes of education or health, which the hon. Member for Stoke-on-Trent North referred to, no one would see anything wrong with that, but when it is transferred or used for a different purpose, action must be taken.

I understand that this is a difficult debate for the Minister. Whenever the facts are presented, they cannot be ignored. Christian, Jew, Muslim or atheist, the simple fact is that the misuse of millions of pounds of money cannot be acceptable. One interested party said to me that, in his opinion, the Minister’s job is to protect taxpayer’s funds, given that previous Ministers and civil servants have been less than successful when it comes to directing Palestinian aid.

The indoctrination of children cannot be funded out of aid. We cannot advocate for hatred. We send that message today. The Minister is the only one with the power to make a change, which would speak louder than my words ever could. Whatever reassurances the Minister offers today will have to be backed up by hard evidence. We must be convinced that not one penny can be diverted from those sources that we all agree it should go to: food and healthcare for the children caught up in this through no fault of their own. They must not be trapped in such a vicious cycle for the rest of their lives.

I look to the Minister, and I will continue looking to him, not because I like him, although he looks well—[Laughter.]—but because he is the Minister who has to answer the questions. It is really important that the Department and the Government find the right approach to aid that will end up only in the classroom, with food in the bellies of innocent children. Let us have an honest answer from DFID of where we are.

It is a pleasure to serve under your chairship, Sir Charles. I congratulate the hon. Member for Stoke-on-Trent North (Jonathan Gullis) on securing his first debate. He started with a tough subject, for which I admire him. Like other right hon. and hon. Members, I declare an interest as I visited the region with the Council for the Advancement of Arab-British Understanding and Medical Aid for Palestinians.

We all care deeply about the education of children across the world. Nobody comes to this place thinking that that is not exceptionally important. It is even more important in the vulnerable refugee communities that are rightly at the forefront of the Department for International Development’s work. I want to be clear that there is no place for promoting hate or intolerance in school curricula or textbooks anywhere in the world. We have a double responsibility where UK aid may be present, either tangentially or in another form.

Last month, I visited the consul general. Hanging outside his residence is a sign that reads,

“Our mission in the Occupied Palestinian Territories. To advance the United Kingdom’s security and prosperity through a just peace between a stable, democratic Palestinian State and Israel, based on 1967 borders, ending the Occupation by agreement. To strengthen the ties of friendship between the Palestinian and British peoples.”

That is a worthy goal and a worthy ideal that I suspect all 650 MPs would just about agree with. That is the context for the debate. With a sense of sadness, I echo the point made by the hon. Member for Stirling (Alyn Smith) that perhaps we are having this debate a few months too early. The exceptionally important review of the Georg Eckert Institute will set a context beyond the anger that has properly flown around, and settle things in independent facts. As a result, we will have a better discussion.

I do not mean to be critical, but I was concerned by references to the IMPACT-se report. When Alistair Burt, who is no longer of this parish but who was admired on both sides of the House, was the responsible Minister, he said in a written answer that he was “concerned at…the allegations” in the report and was

“working to commission a robust study”

of it, but that his assessment was that it was

“not objective in its findings and lacked methodological rigour”.

As long as our debates are based on such facts, we will struggle to move forwards. We have a responsibility to try to assemble the best facts.

The Department was right, therefore, when it said last March that it wanted to take an active interest in the issue in conjunction with international partners. If we are to have something that everybody has confidence in, it is best to act collectively, and the EU is an obvious actor in that place. The Opposition have supported the review throughout, and we will to continue to support it, because it has significant implications. What stems from the review will have an impact on the lives of refugee children—what they learn, where they learn and whether they receive an education at all. Those are exceptionally important matters that make a significant difference to people’s lives. We need to work collectively. It was bad when the United States unilaterally pulled out of UNRWA, because that does not promote anything. Even if a country has problems with institutions, to act in that way does not promote peaceful goals and certainly not a two-state solution.

We were expecting the review to be completed in September, so we are six months on. Since it was launched, there has been a lot of change in the Department’s leadership. There have been four Secretaries of State in that time; the Minister is the third Minister who I have shadowed. There is a fear that things will be missed. We hope that there will now be a period of stability and genuine commitment to the Department by the Government.

I know and respect the Minister. He is a good Minister who will do a good job. Like me, he is a plain speaker, so I have some plain questions that I hope will some get plain answers. When will the report be published? What are the Government doing to roll the pitch so that we are ready to act on those recommendations? What conversations are taking place with the Palestinian Authority and what is the nature of those conversations? The hon. Members for Henley (John Howell) and for Darlington (Peter Gibson) mentioned the importance of the Palestinian Authority, and my hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe) asked the Minister what the Palestinian Authority are willing to do. From talking to colleagues in the sector, my understanding is that the PA have said that they are willing to accept criticism and to engage. That has to be the right thing to do.

I do not know the hon. Member for Bury South (Christian Wakeford) well, but he made the outstanding contribution of the debate and spoke brilliantly when he said that we have to see the issue through a lens of reform being possible. That was not the tone of the whole debate. We need to work on it as a moving thing and a live thing. To do that, we need the debate.

UNRWA is another live matter. We were flyered outside the Chamber by someone wanting to put a report about UNRWA into our hands. Many people use this subject—I am not referring to hon. Members who have engaged with it seriously and soberly—as a proxy measure to damn UNRWA’s work and undermine it. We do that at our peril. UNRWA supports 5.5 million refugees with a range of vital services including education, healthcare, social services, infrastructure services and microfinance, about which the hon. Member for Cheadle (Mary Robinson) spoke strongly. When we undermine UNRWA, we pick at and risk those things.

When I visited the occupied territories last month and I was at the Aida refugee camp, I met UNRWA staff and my first question was about textbooks. Their analysis was that, in their opinion, less than about 3% contravene UN principles, largely on age appropriateness, gender representation and inclusiveness, rather than on issues with Israel; they said that, in response, they had supplemented the curriculum with human rights content. I am interested to hear the Minister’s reflections on whether that chimes with the best information he has. The hon. Member for Witney (Robert Courts) suggested that the curriculum was saturated. It is absolutely critical that we know the facts, so we know where to go next.

I am always respectful to other hon. Members, but if an evidential base proves that the money has been used for ulterior motives, which is wrong, surely that cannot be ignored.

No, absolutely. This is a case where 97% or 99% compliance will not give hon. Members or people worldwide much confidence. Of course, 1% is too much, but that is the basis to start from. We need to start from the evidence base, which is why we need the report.

I detect in the tone of my right hon. Friend’s question her frustration at the delay in resolving some of these problems. She is far from alone in feeling frustration that the peace process in the middle east has not progressed as quickly as we would like, but we are actively engaging on this issue. I reiterate that my right hon. Friend the Secretary of State has engaged quickly and directly with the Palestinian Authority, and we genuinely hope that a balanced and independently produced report will be the key that unlocks what has been an intractable problem until this point. We will use that, and our position as a respected, honest broker between the Palestinian Authority and the Israeli Government, to try to push for improvement and reform.

I think the question that we all have in mind is this: is there not a suitable methodology within the system? It is good to provide money for Palestinian children’s education, and I understand the logic behind that. What I do not understand is how we check that. How does the Minister or UNWRA ensure that textbooks do not contain material that could lead to terrorism and change children’s opinions? That is the thrust of it.

I recognise the hon. Member’s point. We absolutely recognise that this is an imperfect situation, but we are working with the Palestinian Authority, as we will continue to do, to reinforce and support moves to improve textbooks. My hon. Friend the Member for Bury South (Christian Wakeford) pointed out that Jordan has significantly improved the content of its textbooks. There is a pattern, and that is something on which we will engage with the Palestinian Authority.

My hon. Friend is a passionate advocate for the overseas territories, and I was glad to see some of them at the margins of the last CHOGM with observer status. As he knows, there are significant issues in recognising them as countries at either the Commonwealth games or CHOGM, but we want to ensure that we engage as closely as possible with our overseas territories and the broader Commonwealth family. I will personally strive to do that, as will other Ministers.

Does the Minister agree that Her Majesty the Queen’s reference to diversity and its strength is duly poignant? As we launch into a new Brexit world, the strength of the Commonwealth can and will be the cornerstone of a future built upon the foundations of the 54 Commonwealth countries.

Absolutely. I will touch on the opportunities for projecting our global vision beyond our exit from the European Union and for looking to some of our traditional friends and neighbours that are further away, rather than some of our less traditional, closer European partners.

When the Heads of Government come together in Kigali, we will have to make sure that our co-operation remains strong. This will be a great opportunity to develop relationships with each of the Commonwealth countries in line with the global Britain that the hon. Gentleman highlights. We considered the potential of the Commonwealth when we considered how we will upgrade our new embassies and high commissions. For the first time, we have a high commission in Samoa, which I am pleased to report has had a wonderful day. Samoa’s Prime Minister went to celebrate Commonwealth Day in that newly opened high commission.

In 2018, when he was Foreign Secretary, my right hon. Friend the Prime Minister announced his intention to expand our presence with eight or nine embassies, which are now functional. Not all of them have been officially opened, but those bricks and mortar demonstrate that our commitment is both genuine and enduring. I look forward to returning to Eswatini to open the high commission formally, and I will be returning to formally open the high commission in Maseru, Lesotho later this year.

Commonwealth citizens are rich in talent and ability. We also share a common language, which places Commonwealth citizens very well in the new points-based immigration system. We will be able to attract the brightest and the best from around the world, including scientists, innovators and academics. The points-based system supports the English language, which most of the Commonwealth have as one of their main languages.

The UK Government’s commitment to the Commonwealth and its shared values remains as steadfast as ever. Of course, no one can surpass the commitment of Her Majesty to the Commonwealth. I believe she was at Westminster Abbey today alongside Mr Speaker, the Prime Minister, the Foreign Secretary and the Minister for the Commonwealth to celebrate all things Commonwealth. It is a great convenor. Alas, in my preparation for this debate, I was unable to go myself, which is ironic given that I was able to go last time when I was not a Minister. I will rectify that next year, whatever I am doing.

We used the summit to raise our ambitions, and as chair-in-office we have delivered the commitment to expand the diplomatic network. We have also facilitated co-operation and a swathe of mutually beneficial projects and programmes, which I hope we will touch on in this debate.

The Kigali Heads of Government meeting will be a major milestone on the road to achieving the 2030 sustainable development goals, in which the UK is ready to play our full part as a leading actor on the world stage. As we mark Commonwealth Day, I welcome the views and insights of hon. Members as we work to fortify this fantastic institution and network for the benefit of future generations.

May I begin by paying tribute to some of the speeches that have been made? My hon. Friend the Member for Bracknell (James Sunderland) spoke passionately about a number of issues, particularly special educational needs, which I am incredibly passionate about as well. We need to make sure that we do something on that in this Parliament, otherwise we will have huge problems as a country. I predict that I will disagree with the hon. Member for Leicester East (Claudia Webbe) on quite a few issues in the next however many years, but she made a very good maiden speech. I am not saying that just because it is customary to say so; she is clearly a powerful orator. She mentioned her ancestors, and I am sure that they will be incredibly proud of her and the speech that she made.

My hon. Friend the Member for Gloucester (Richard Graham) spoke about the reaction of the Opposition Front Bench to the debate, and the glimmers of hope that he sees. While acknowledging that the history of the British empire was chequered, to say that no positive contribution was made at all is wrong. The incessant need to prioritise apologising for our country the whole time and not saying anything good about us as a country and our history and why we are special is the reason why lots of patriotic voters up and down the country abandoned the Labour party at the last election, because it turned its back on them. By the looks of things, it will continue to do so.

It is a privilege to speak on Commonwealth Day in this debate on the Commonwealth of Nations in 2020. The historic bonds between the 54 countries of the Commonwealth are of immense personal significance to many people in Ipswich, as well as to millions of people across the country and around the world. Unfortunately, however, although those bonds have endured in people’s hearts, this country’s relationship with our Commonwealth partners has been neglected over the decades. As we have been shackled to the European Union and tied into the dogmatic pursuit of ever closer union, we have been drawn away from some of our closest friends and most loyal allies in the Commonwealth. This has left many around the world, including me, with a deep sense of regret.

Before our exit from the European Union on 31 January, we were members of an artificial and Babylonian construct that sought to govern the peoples of Europe and attain the power to coerce their elected Governments. Rather than bringing people together, this form of supranational government often drives people apart. This outdated and undemocratic model—which former European Commission President José Manuel Barroso likened to the creation of a new empire—stands in stark contrast to the values and principles of the Commonwealth. Our Commonwealth of nations is based on a voluntary association of sovereign states, with no country exercising power or dominance over any other. Commonwealth countries retain their right to opt out of any arrangements, and there is no obligation to hand over legal or regulatory powers to unaccountable bodies. This intergovernmental system reflects the sense of security that Commonwealth countries have in their own identities, and the respect that they hold for each other as equal members of our Commonwealth community. It fosters a working environment based on agreement and respect that makes positive and consensual co-operation possible.

Unlike the EU, which is driven by the idealism of an elite few, the Commonwealth is grounded fundamentally in what unites its peoples. These bonds are practical and tangible, but also immensely personal in many ways. They were forged in our shared history, trade, common culture, the language we speak, common law, shared values and the movement of people, and even as brothers in war. These are the elements we must consider as we debate the Commonwealth in 2020 and as we look to our global future.

If we are to reignite our relationship with this modern and dynamic community of countries, free trade must be at the heart of our efforts to make up for lost time. We must not forget that free trade was laid down in the Commonwealth’s Singapore declaration as one of our core common values and goals. Trade between Commonwealth nations is already estimated to be worth approximately £425 billion a year, and it is projected to rise to over £532 billion this year. Some 60% of the Commonwealth’s 2.4 billion population are aged under 30 and it also has some of the world’s fastest growing economies, so the opportunities for mutually beneficial trade are enormous.

Now that we have taken back control of our trade policy and left the stagnant and protectionist EU bloc—which frequently raised tariffs to the rest of the world as it struggled to get its own trade deals over the line—there is no reason why we cannot grasp the opportunities of intra-Commonwealth trade with both hands. The EU has trade agreements with 23 Commonwealth states but those deals represent only a small fraction of what is possible. India-EU negotiations have been ongoing since 2007 without success, and the Canada deal, which did eventually pass, was almost vetoed at the last moment. We could not rely on the EU to prioritise our Commonwealth links.

That is why I welcome the targets set out by the Commonwealth Heads of Government to boost intra-Commonwealth trade to £1.5 trillion by 2030. We must be ready to play a full role in building new trade deals with our partners on the foundations of the legal, linguistic and cultural norms we already share. While these important aspects are already in place, this country must also be prepared, as I have said before in this place, to be nimble, flexible and determined in the world as we seek to free ourselves from the EU’s protectionist customs union. India alone has a population of 1.3 billion, which is double the size of the EU’s. We must have the right tools in place if we are going to embrace our future as a truly global free-trading nation. In the past, Belgium has often traded more to India than we have. The European Union has been a barrier to our embracing the growth that was happening in India. If we are going to embrace this opportunity to trade with the Commonwealth, we must have first-class infrastructure to support ports such as Ipswich and Felixstowe, and to ensure that all parts of this country share in the benefits of increased trade.

If this country is to broaden its horizons to the Commonwealth and the world, we must also have a laser-like focus on the parts of the country that have untapped trading potential. The new role that we can play in the Commonwealth will be determined more than anything by our investment and belief in places such as Ipswich and the east of England.

A great deal of belief and investment in our town has already been made by the great number of Commonwealth citizens and Commonwealth-origin Brits who have made Ipswich their home, and I also want to take this opportunity to pay tribute to them. Among them are members of the Indian community, who play a vital role in our town, with many dedicating themselves to caring for others by filling many of the roles in our local NHS. We also have a great Bangladeshi community, which has produced some of our town’s most successful business owners and entrepreneurs. Their care for the wider community must not be understated either. The Bangladeshi Support Centre in Ipswich supports not only vulnerable people from the Bangladeshi community, but people from over 50 different nationalities across the town.

I have been lucky during my time as an MP to have many positive interactions with these communities, and of course that has been aided by the common language shared throughout the Commonwealth—I am of course referring to the language of cricket. Some Members might have spotted that I am wearing the tie of the all-party parliamentary group on cricket. We need to have a big screen in Ipswich town centre for the next cricket world cup, and indeed the next time there is an England-Bangladesh game or an England-India game. We need to embrace the festival of cricket to a far greater extent than we have in the past.

I am sure that the hon. Gentleman will understand how important it is to support Ipswich Town football club as well. My eldest son supports Ipswich Town, who are well known as the Tractor Boys. They are not doing so well this season, but they are still a team worth supporting.

Absolutely. Things are not great at the moment for Ipswich Town—we are 10th in the third division and things look pretty bleak. Only four weeks ago we beat Lincoln 1-0 and we were top of the table, so how quickly things can change—maybe I was a bad omen. Cricket unites Commonwealth citizens across the continents and is truly a great symbol of what we share, as last year’s world cup demonstrated.

First, I would like to wish everyone a happy Commonwealth Day. I would also like to thank Members for their meaningful contributions in this debate. We have heard speeches and interventions from some 26 Members. Let me also congratulate the hon. Member for Bracknell (James Sunderland) and my hon. Friend the Member for Leicester East (Claudia Webbe) on making two excellent and passionate maiden speeches.

The Commonwealth is one of the oldest and most diverse political associations. It was established more than 70 years ago and includes 54 member states. Some 2.5 billion people around the world are members, from the Caribbean to the Americas, from Europe out to Asia, Australasia and Africa. But what does it all mean for an incredible collection of people? The core values and principles of the Commonwealth, as outlined in its charter, include democracy; human rights; peace and security; tolerance, respect and understanding; protecting the environment; and gender equality. There is no doubt, however, that the Commonwealth faces a lot of challenges, including human rights abuses, resistance to upholding the rule of law, and persecution of minorities, but it also has a lot of potential and promise, which I will explore.

Given the rise of populist Governments, the need for a strong multilateral organisation is more important than ever. A united Commonwealth that upholds and promotes democratic culture can demonstrate to the world why institutions such as this one are so important. I would like to echo the words of my hon. Friend the Member for Brighton, Kemptown (Lloyd Russell-Moyle) in saying that the Commonwealth can remain a vital force for good in our world.

In many ways, I am an embodiment of the Commonwealth, having roots in both Pakistan and India, and having grown up in Britain. The UK is hugely indebted to the Commonwealth. The contributions made by Commonwealth communities are colossal and vast. The military contributions made during the second world war will never be forgotten, and their legacy must be remembered. Indeed, my father served in the British Indian Army. In order to keep these stories alive, will the Minister agree that it would be a good idea to include them as part of school curriculums?

Currently, more than 6,000 personnel from Commonwealth countries are serving in the UK armed forces, with more being recruited each year to fill technical and specialist roles. Despite the sacrifice that the many Commonwealth personnel have made, they are faced with fees of £2,389 if they wish to apply to continue to live in the country that they have served for four years. Speaker after speaker today has touched on that point, and I hope that the Minister will convey the message to the Government so that we can have change. The Government must drop the visa fees for Commonwealth personnel and their families.

With the upcoming Heads of Government meeting in June, we have a perfect opportunity to reflect on the strengths and weaknesses of the Commonwealth. The theme for this year’s meeting is “Delivering a Common Future: Connecting, Innovating, Transforming”. Five sub-themes have also been identified: governance and the rule of law, IT and innovation, youth, environment and trade.

There is no doubt that the diversity of the Commonwealth is a strength, and our Commonwealth diaspora communities are at the heart of that. As Members have rightly identified, in 2022 the Commonwealth games will be held in Birmingham, a city that is rich in diversity and culture. I remember when Manchester hosted the Commonwealth games in 2002; what a proud moment that was for our city. It brought tremendous opportunity, as I am sure it will do for Birmingham. I look forward to the UK hosting the iconic games once again and celebrating the power of bringing people together and making connections across the UK and the Commonwealth.

Another strength of the Commonwealth is its 1.4 billion young people, who will help to define our future. It is vital that the Commonwealth demonstrates its relevance to the youth by representing their interests and showing commitment to tackling the climate crisis, prioritising girls’ education and ensuring LGBT rights.

The Commonwealth, in all its diversity, champions religious freedom, but the ongoing violence in India and the discrimination against religious minorities in many Commonwealth countries reminds us of our shared responsibility to uphold and protect the fundamental human right to freedom of religion or belief. No one should be persecuted for their faith. The upcoming Heads of Government meeting will provide a useful platform for discussion. It is worth noting that it will take place in Rwanda, where an unprecedented amount of human rights violations have taken place.

The hon. Gentleman is speaking on the issue of freedom of religious belief; it is really important that all the Commonwealth countries respect freedom of religious belief. It is about respect, tolerance and love for all. That is something that we can all take on board, but all countries need to absorb it and live it out, too.

I thank the hon. Gentleman for his comments; I am looking forward to his Westminster Hall debate on Wednesday and hope to join him. I hope that the Minister will commit to raising human rights violations in the Commonwealth at this prime opportunity.

A strong and united Commonwealth must be able to tackle the crisis in the light of the current coronavirus outbreak. Will the Minister tell us what assistance the UK will provide to vulnerable countries in the Commonwealth with insecure health systems?

In conclusion, the Commonwealth is a diverse family of nations that, by virtue of historical and cultural ties and shared values, seeks to find solutions and share common goals. However, as my hon. Friend the Member for Brighton, Kemptown highlighted, there is a gap between the Commonwealth’s emphasis on human rights and the reality on the ground in many member states. We should be focusing on promoting democratic values and developing and amplifying the voices of small states; upholding human rights and LGBT rights; and tackling global challenges such as extremism and climate change. The potential for the Commonwealth is vast, but to ensure that that potential is realised, we have a responsibility to promote the common principles throughout the Commonwealth, along with all our other human rights goals.

I thank all right hon. and hon. Members who have spoken before me, and those who will follow afterwards, for their contributions. It is always a pleasure to see the Minister in her place. We had a discussion this week about this debate. We thank her for her contribution, and the shadow Minister as well. The civil servants never get a mention, but they are in the Box over there. We have met them on a number of occasions. I want to thank them for their responsiveness to us as MPs but also for helping the Minister in the job that is done.

This debate is very important and also very timely, as it falls the day after the inaugural meeting of this Parliament’s all-party parliamentary group for international freedom of religion or belief—FoRB—and the APPG for the Pakistani minorities. That took place just yesterday—we did both at the same time. I thank the Members who have contributed to those groups and who attended the AGM. We speak up for those with Christian faith, those with other faiths and those with no faith—it is important to put that on the record. This debate is clearly about the persecution of Christians. I am a Christian and I am here to speak for that faith, but we also speak out for those of all faiths, because they have a right to worship God. Our God is a god of love, and we want to put that on the record.

For Christians, the world is becoming more and more dangerous. Christians are in a fight for survival, and many of us are aware of that. I was particularly interested in this issue when I came to the House, along with other Members—the hon. Member for Congleton (Fiona Bruce) in particular—and we have come together to work on it. I have had the privilege to chair the APPG for international freedom of religion or belief for several years. It is encouraging to see the ever-increasing parliamentary appetite to engage on this issue. When the group started in 2013, it had roughly 30 or 40 members, and now it has well over 100. It was heartening to see so many Members join the meeting yesterday, and it is encouraging that today’s debate is mirrored by a discussion in the other place about freedom of religion or belief and international development.

The APPG made the following recommendations in November 2019: first, that Foreign and Commonwealth Office posts further implement the FCO FoRB toolkit as a normal part of their work; secondly, that the FCO in London continues to encourage, support and monitor posts’ implementation of the FCO FoRB toolkit’s recommendations; thirdly, that, building on the welcome appointment of a special envoy for freedom of religion or belief by two successive Prime Ministers, that post be made permanent; fourthly, that the commitment that the international roving ambassador for human rights will work with the special envoy for freedom of religion or belief is expressed in visible public activity at the United Nations, including the Human Rights Council, as well as elsewhere, including with FCO posts worldwide; and fifthly, that FCO posts actively engage with the Prime Minister’s special envoy for freedom of religion or belief by proactively seeking ways to concretely advance freedom of religion and belief in country, as well as monitoring the special envoy’s work on social media. Those recommendations are very important.

Thousands of Christians will be murdered for their faith this year. Some 200 million will be persecuted for their faith, and 2 billion live in endangered neighbourhoods. Figures obtained from the Library and Open Doors indicate that some 83% of the world’s Christian population is threatened or persecuted. I had the privilege, as I think everyone speaking in the debate did, to attend the launch of the Open Doors world watch list a few weeks ago, where I learned that 260 million Christians live in countries where they are at a risk of high, very high or extreme levels of persecution. That important event reminded us all of the vital need to protect marginalised Christian communities around the world. That is why I am grateful that the Government are maintaining their commitment to implement the recommendations of the Bishop of Truro’s report on the FCO’s work to support persecuted Christians.

Today is an opportunity to do so, but I wonder whether we in this House speak out as much as we should on behalf of Christians being persecuted across the world and whether our efforts match the seriousness of the problems. I commend the Government for the work they have done so far and encourage them to focus on the recommendations that have the biggest practical impact, such as improving data collection and training, making better use of the FCO FoRB toolkit, increasing funding for FoRB projects and imposing sanctions on FoRB violators.

I thank the hon. Member for giving way and pay tribute to him for his work as chair of the APPG. Whether it is Nigeria, Iraq or Myanmar, we have seen time and again how hostilities between religious or belief groups can lead to persecution and major humanitarian crises. I am concerned that our international-facing Departments spend enormous amounts of money responding to crisis but do little to promote freedom of religion or belief in order to prevent conflict. Does he agree that specific plans and funding for promoting FoRB should be included and shared between Departments working on international affairs?

I thank the hon. Lady for her intervention. She is the co-chair of the APPG on international freedom of religion or belief, and I am very pleased to work alongside her. I absolutely and wholeheartedly agree with what she has said.

The funding and all that is necessary need to be looked at in taking another step up to improve the Government’s capacity to engage on FoRB issues and to have a direct impact on lives. Last year, we had the Sri Lanka Easter Sunday massacre, when 250 Christians were killed, and that still ranks high with us.

I had occasion to visit Iraq with Aid to the Church in Need, which was mentioned by the hon. Member for Argyll and Bute (Brendan O’Hara), the spokesperson for the Scots Nats. We had a chance to meet a number of people—Archbishop Warda was one of those we met, as well as Archbishop Nicodemus—from the Roman Catholic Church and also from the Orthodox Church. We had a chance to visit many places in Iraq where we met individuals who had clearly been persecuted and victimised for their beliefs. At that time, Mosul was still under ISIS control, but now it is free. We saw the damage done in that city not just to the buildings, but in the number of lives lost. It was a special occasion to be in Iraq and to experience that.

Of course, in an ideal world one could do everything, but in this world decisions have to be made about where to direct the limited resources. I therefore suggest that the Government do not prioritise recommendations the practical outcomes of which are uncertain, and which may be very costly in time and diplomatic effort, such as seeking to secure UN resolutions. Instead, they should focus on recommendations that have a more certain practical impact. The hon. Member for Birmingham, Edgbaston (Preet Kaur Gill) referred to that, and it is important that we do so. We should put the funding where it would help by making changes, and we should do that in a really practical way so that we can almost touch those changes.

The Government can really help Christians and people of all faiths and beliefs who are suffering now in places such as Nigeria, where the scale of violence is already enormous and getting worse. Across the middle east, Christians have been displaced in Syria, Iran, Iraq, Egypt, Libya, Tunisia and western Africa. The information on this from Open Doors takes cognisance of where we are today.

The number of countries in west Africa where it is safe to be a Christian is shrinking. One could travel from Morocco in the north-west the whole way down to Cameroon in the south-west without leaving the world watchlist. That is a downward trend relative to what it should be in relation to human rights, but most importantly in the impact it is having on Christians.

The hon. Member for City of Chester (Christian Matheson) is not here for this debate, but he reminded me this week of the Christian leader who was beheaded in Nigeria, primarily because of his beliefs. That is the violence we see across the world. Christians and Muslims in Nigeria are suffering enormous violence at the hands of violent Islamic groups. According to evidence from Open Doors, last year approximately 1,350 Christians were killed for their faith in Nigeria. Let us think about that: 1,350 Christians were murdered just because they were Christians. That really ranks high with us.

This violence is not only causing untold misery and suffering for those who have been directly affected by it, but it is exacerbating religious tensions in an already extremely volatile country. I fear that if something is not done, we may be in this Chamber years from now—I hope not, but we may be—lamenting our failure to respond appropriately, and ending up investing much more money and effort in dealing with a future Nigerian refugee crisis.

Boko Haram and ISIS groups are in a full killing spree against Christians in Nigeria. Central Africa, as many will know, is the source of supplies of weapons of all sorts for terrorist groups across the world, so Boko Haram has easy access to the weaponry it needs, and the terrorists seem to have full sway.

I want to put on record my thanks to Open Doors, CSW, Release International, the Barnabas Fund and many other organisations that are speaking up for Christians across the world. They do some absolutely superb and excellent work. I would be very grateful to the Minister if she shared the discussions the Government had with President Buhari of Nigeria during his recent trip to the UK about his plans to halt the violence? Others have asked for that.

We had occasion through the all-party group to have a meeting with the Nigerian ambassador’s chief of staff, just to push these matters. From another angle, when the Government were meeting the ambassador and the President directly, we took the opportunity to speak to the chief of staff. I would also appreciate hearing what plans the Minister has to push the issue at a multilateral level, to ensure that the international community is collectively taking this issue as seriously as it should.

Pakistan is another country where I fear for the rights of Christians and other religious or belief minorities. I am ever mindful of the conference held in New York in, I think, September 2016. I remember it distinctly; different countries were represented, and we had two MPs from Pakistan, one a Muslim MP and one a Christian MP. Each of them stood up and the Pakistan Muslim MP said that he was speaking not just for Muslims in his country but for Christians, and the Christian MP did the same. That reminded me of what we can do if we do it together and do it well.

I had the privilege of travelling to that great country with two parliamentary colleagues in October 2018, and we were welcomed by a wide range of people from Parliament, Government and civil society. We shared stories of the challenges we face around protecting freedom of religion and belief, and we were humbled by the desire we saw to meet similar challenges in Pakistan. Off the back of that trip, the all-party groups on Pakistan religious minorities and freedom of religion and belief produced a comprehensive report outlining some of the challenges and making recommendations for the Pakistani and British Governments to help ameliorate the situation.

The hon. Member for Argyll and Bute, the spokesman for the SNP, made a good contribution, as all contributions have been. He gave examples of young Christian girls who were abducted, forcibly converted, and then married at the age of 13 or 14. That was one of the things that we brought to the attention of the Pakistan authorities when we were in Pakistan. What is happening there is absolutely disgraceful and there seems to be no control or will to stop that. They tell us that it can be stopped, but there does not seem to be a will to stop it, which concerns us.

We also had occasion to visit some of the slums, a Christian slum in particular, where a school is in place. It is a rudimentary school with children from the ages of four up to perhaps 15 or 16, and there was one Christian lady who had taken it upon herself to educate those children. We need the education of the Christian children in Pakistan to be as it should be. Pakistan sets aside 5% of jobs for Christians, but the jobs it offers those 5% are usually menial jobs such as sweeping the streets and cleaning the latrines. Pakistan needs to ensure that those 5% who are Christians have the opportunity to get an education so as to bring themselves up to a level where they can be nurses, doctors or teachers, instead of keeping them down so that they will never ever get away. So there is lots to do in Pakistan.

We also had occasion, along with Maurice Johns, the Pakistan religious minorities administrator, to visit a church of the Church of Pakistan, which is the equivalent of the Church of England, the Church of Scotland or indeed the Church of Ireland. There was an English service first and then a Pakistani service, and I attended the English one, and sang along with the hymns in my Ulster-Scots. The scripture text chosen was important: Corinthians 4:8-9:

“We are hard-pressed on every side, but not yet crushed; perplexed, but not in despair…persecuted, but not forsaken; struck down, but not destroyed.”

If ever there was a sermon in a church that summed it up for us, that was it. We arrived at that church with a police escort and an army escort, and there were metal gates on the entrance to the church, but all the other people who attended that church came and went as they normally did, and they went home afterwards in their own way. That brought me back to what it means to be a Christian in Pakistan and other places.

I would be grateful if the Minister sent me a letter outlining her response to those recommendations from the trip to Pakistan, including the plans to encourage and support Pakistan to make the necessary changes to achieve its ambition of obtaining freedom of religious belief.

Open Doors also referred to India and, I say this respectfully, to Prime Minister Modi. In 2019, there were 1,445 attacks on Christians in that country. It is moving in a dangerous direction. Christians and Muslims are under attack for their beliefs. It narkes me—to use an Ulster Scots word—and I hope we can persuade India to stand up and do the right thing. This debate is about Christian persecution, but freedom of religion or belief violations are a problem faced by all communities in India. Christians face significant persecution, but other religious belief groups face many challenges too. For example, countless Muslims have recently been effectively stripped of their citizenship in Assam state. That action bears worrying similarities to the fate of Rohingya Muslims in Myanmar, who were stripped of their citizenship in 1982. The hon. Member for West Ham (Ms Brown) spoke about the Rohingya Muslims in a previous debate, which I think she secured. Unfortunately, we all know what that gross violation of human rights eventually led to. We must ensure that it does not happen again.

That terrible tragedy makes me wonder—I say this respectfully—whether the Government, or previous Governments, have learned the lessons of Myanmar, which is that unaddressed freedom of religion or belief violations can explode into conflict and humanitarian disasters. The report from Open Doors poses two questions: first, the need for the UK Government, and crucially the Department for International Development, to recognise religion as a vulnerability in any assessment of their programming around the world; and, secondly, the need for the UK Government to recognise local faith actors as a resource which, with support from DFID, should be utilised in development work. Those are two very salient points, which could be extremely helpful in taking things forward.

I would like to think that we have learned from such tragedies, but I fear that that is not the case. How else can one explain the fact that training in FoRB literacy and religious dynamics is an optional extra for staff in DFID and the FCO? It should not be optional. It should be mandatory. That is what I would like to see. I look to the Minister’s response to see whether we can go from voluntary to mandatory training, thereby increasing what we can do and doing it better. I am not saying the staff do not want to do it, but if it is mandatory and they all do it, they will all gain from it. That is really important. Surely, if the importance of these issues was genuinely appreciated, the training would be mandatory and the position of special envoy for freedom of religious belief would be permanent? We ask that it does become permanent. That, too, is very important.

I hope the Minister can assure hon. Members that all that can be done is being done to protect freedom of religion or belief, for the sake of Christians and people of all religions and none in Nigeria, Pakistan, India, China, west Africa, Europe and across the world. Today, we have a chance to speak up for those with no voice—for the voiceless. The Open Doors top 50 world watch list for 2020 is not like premier league football, where if you are in the top 10 you are doing well—or, in my case, if you are Leicester you are in the top three and doing very well—but a chart for countries across the world that do not deliver when it comes to the persecution of Christians. It is a very, very serious matter.

Today’s debate raises awareness, but we must continue to stand up for the millions of Christians who have hoped for change for many years and are yet to see it become a reality. If we don’t, who will?

The Vatican suggested in 2014 that about 100,000 Christians were being severely persecuted. Open Doors suggests that 11 Christians are killed every day—or 4,000 a year. Christians are probably the most persecuted religious sect in the world. Unfortunately, most of that persecution takes place in Muslim countries. The top 11 countries on the Open Doors watch list are classified as places where there is extreme persecution. North Korea is at No. 1; then there is Afghanistan, Somalia and Libya, with Pakistan at No. 5. We then have Eritrea; Sudan, where my wife operated for the International Committee of the Red Cross; Yemen, where I was when I was a boy; Iran and India, which is No. 10; and Syria at No. 11. The watch list classifies all those countries as extremely likely to persecute Christians—by the way, just outside that at No. 12 is Nigeria, which we have heard quite a lot about.

I want to name-check a few of those countries—some have not been referred to so far—starting with North Korea. There is only one god in North Korea and it is Kim Jong-un. If people do not worship Kim Jong-un and they do not have his picture in their house, they are in trouble. There are apparently about 300,000 Christians in North Korea. A considerable proportion of them are in camps and their chances of getting out are slight.

Afghanistan, a country where we have given blood to help, is No. 2. We have done so much to try to help that country. Family members give up their families for execution and if someone is a Christian there, they are likely to end up in a mental hospital. It is appalling.

Pakistan, a country that we are very friendly with, is No. 5. As my hon. Friend the Member for Strangford (Jim Shannon) highlighted, Pakistan considers Christians as second-class citizens. They are not allowed to have a decent job. Two Christians died because they were given inadequate clothing to work in the sewers. The law is against Christians. The anti-blasphemy laws are arrowed at Christians.

In India, for goodness’ sake—the largest democracy in the world—thousands of Christians are persecuted every year. Why? Why are they doing this? How can they do it? I just do not understand how India can allow that to happen.

No. 12 is Nigeria, and my hon. Friend the Member for Congleton (Fiona Bruce) has said enough about that to shock us.

No. 13 is Saudi Arabia, whose elite come to our country, live in London, dress the way they like, worship the way they like, do what they like and then go back and impose extreme sharia law. People cannot even have a church in Saudi Arabia—is that not disgraceful for a modern country? If someone is an expatriate in Saudi Arabia, they are not allowed to show that they are a Christian, otherwise they might be arrested or expelled from the country.

The hon. Gentleman’s contribution is, as always, absolutely on the button. In Saudi Arabia, if we in the Chamber got together in a house to have a Christian meeting, we would be subjected to surveillance, persecution and imprisonment. That is what happens in Saudi Arabia. What he refers to is only the tip of the iceberg, but I thank him for his comments.

My right hon. Friend is a doughty champion of Ukraine’s determination to look westward and be a modern European country. We will certainly welcome, as soon as we can, the ratification of such an arrangement, and I congratulate the President on his announcement on visa-free access for UK nationals. That will certainly help trade with the UK, which we want to ensure is successful, but we also need to protect our own borders. The Home Secretary is responsible for border control, but we keep our border policy under constant review, and visas to and from Ukraine is something I discuss with her regularly.

On political development and the importance of having human rights protected, including in Ukraine, I am aware of a number of examples where Christians have been persecuted, injured and politically challenged for their beliefs. What has been done in discussions with Ukraine to ensure that human rights are protected and people have the right to express themselves?

I am obliged to the hon. Gentleman for his question. We of course discuss these matters with Ukraine. I am particularly concerned about the repression of fundamental human rights—the right to speak the Crimean language—in Crimea by the annexing forces, and I raised that issue when I went to Kiev last year. We will always place these issues, be they in Ukraine or elsewhere, high on the agenda.

My right hon. Friend is right to point out not only the systematic Iranian non-compliance on the nuclear front, but its wider destabilising activities in the region and its use of covert cyber-attacks against western interests. The reality is that we want to hold Iran to account every time it steps beyond the international pale, but we also want to leave the door ajar for it to take the confidence-building steps—when the regime in Tehran makes that decision, as only it can—to come in from the international cold.

Can the Minister outline the discussions that he has had with our Commonwealth ally, India, about its industry and climate change and how we can help it to be sustainable, environmentally friendly and reduce emissions while carrying on with its industry?

My hon. Friend is right not just to ask that specific question, but to do so in that tone. As COP26 beckons, we want to see increased ambition right across the world in terms of nationally determined contributions to get emissions down. We also want to work with big developing countries such as India and China, with the technology and the innovation that the UK is particularly adept at providing, to help them to transition to a greener economy.

The issue of 5G and high-risk vendors has raised the importance of making sure that the UK has the right fiscal regulatory approach to encouraging tech investment in this country so that, for both the present and the future, it is an area of competitive advantage. When we co-operate and collaborate with our North American friends, our Five Eyes friends and our European friends, it is important to ensure that we have the collaborative approach and the mobility arrangements through the tax and the research and development incentives to boost tech nationally. It is important that we work with our like-minded friends and partners.

Does the Secretary of State agree that sensible deals such as lowering the bourbon tariff from the US to facilitate lowering the whisky tariff for all the United Kingdom, including for my own Echlinville Distillery in Kircubbin in Strangford, is the way to make the most of what we can achieve on the global market?

I welcome the potential for a peace plan, and we must accept that. Christians are being attacked, persecuted and killed across the middle east, so what is being done within the peace plan to assist and help persecuted Christians in the middle east directly?

We can welcome its publication, and we can welcome the process that may follow, but we cannot be answerable for the contents of the plan.

My right hon. Friend makes a good point, but he also highlights a conundrum. On the one hand, we do not want to relieve the pressure on Iran in relation to its nefarious activities. On the other hand, we have to incentivise, to the extent that we can, the right path and the right kind of conduct to build up the confidence of its international partners. At the moment, it is very clear, in relation to the JCPOA and more broadly, that that door is left open for Iran. What is missing is the political will and the good faith on behalf of the regime in Tehran.

Welcome to your place, Mr Deputy Speaker. The JCPOA, successful or not, will impact upon countries across the world. Iran is not a safe place for its own people, never mind any other citizens—the shooting down of the jet is an example of that. Can the Secretary of State outline his intention to prepare and secure expats and workers in Iran? What advice will be given to people working there who have British citizenship or are from other countries across the world to get ready to leave Iran?

I thank the hon. Gentleman for his question. He is right; we are always concerned to ensure that we do the right thing and give honest, accurate and clear advice to British citizens wherever they are in the world. In relation to Iran, we have amended our travel advice again. That is the normal way, and we would point individuals and businesses to that for the appropriate guidance.
