I congratulate the University of Glasgow on that great success. I know the leadership there is truly outstanding. We will continue to work with the universities sector, including on how it can support us in our response to covid. We have seen brilliant work on testing and the development of vaccines as well as supporting NHS workers with the provision of accommodation. That is why we brought out the stabilisation package for universities just a few weeks ago. We continue to work with the sector on how we can do more and continue to support them.

My right hon. Friend is acutely conscious of the detriment caused by this extended period away from school, educationally, socially and for mental and physical health, so can we have maximum flexibility for those schools that could welcome back more children—for example, with rotas for the use of suitable additional premises or even by having year 6 pupils doing extended transition time in their soon-to-be secondary school if and where schools locally believe they can do that?

My right hon. Friend is absolutely correct. We want to give schools the maximum flexibility to get as many children as possible through the doors before the summer holidays so that we can maximise their learning opportunities as a result.

The only consideration behind this decision is what is in the best interests and for the welfare of children and those who work in schools. We all recognise the importance of children being able to return to schools. Sometimes, scaremongering—making people fear—is unfair and an unwelcome pressure on families, children and teachers alike.

I commend the approach of minimising and mitigating the risk of the virus. Simultaneously, as well as the educational harm, I recognise the significantly negative health and wellbeing effects for children the longer they are away from school. Will the Secretary of State assure me that within the clear guidelines, headteachers will be afforded maximum flexibility to make this work for each school’s unique circumstances?

My right hon. Friend is absolutely correct. The impact on children is not just educational, from not being in school, but a health and welfare one. He is equally right about the need to ensure that schools have the flexibility to be able to work within the guidelines to make the proposals work for staff and for children.

The hon. Lady makes the same point that every single Member on this side of the House would make. We are all acting to try to protect those who are most vulnerable. She raised a number of issues, including free school meals. To ensure that no child is in a situation where they will not receive free school meals, we will give schools the authority and the ability to issue vouchers to every child immediately for next week. I would like to progress to a stage where, in a large number of schools around the country, there is also the ability to provide meals there, but that will depend on staffing in each school.

On the serious disability guidance, that will be coming forward. We recognise the importance of it and we are working with Public Health England to get that published. On guidance for children who are absent, that will be included in the Bill that we will bring forward to the House, which will give clarity and assurance to parents and schools as to what the situation is.

The hon. Lady raised an important point about exams, the importance of exams and, most importantly, ensuring that every child gets the recognition that they need for the work that they have put in towards their GCSEs, A-levels or other applied general qualifications. We will make sure that every child gets the proper recognition that they deserve. We will obviously update the House on that. We are working closely with Ofqual on a detailed set of measures that make sure that no child is unfairly penalised.

The hon. Lady also touched on the point of how we ensure that early years providers are properly supported. We have already announced that there will be support through business rates. We have also written to all those providers that the funding that we have been giving to them will be maintained through this period, despite the fact that their operations will obviously be running quite differently from how they have in the past.

I should highlight the point about children who are most vulnerable. The reason we know that it is incredibly important to keep educational settings open, not just for key workers but for those most vulnerable children, is that those are the children every hon. Member has the greatest concerns about. Often, their school is the safest place for them. That is why we have taken the action that we have to make sure that they are included in the support alongside key workers. We recognise that there will be a lot of work to do with local authorities and social services to make sure that there is continued support for every one of those children in this difficult and challenging time.

I thank my right hon. Friend for the breadth of the statement today. Necessarily, there is still a lot of detail to be worked out, not least on qualifications. For me, in talking to headteachers today, it has been humbling—not surprising, but humbling—to see the depth of their commitment to supporting their family and the whole of our society through this crisis. May I ask my right hon. Friend for flexibility, where necessary, to add to the designations of vulnerable children, as schools know their families best, and to add to the designations of key workers, where appropriate? May I also ask for schools to work together, where appropriate, in pairs or in clusters, particularly in areas where there are small schools?

We will very much be looking at working with schools to ensure that they are best able to operate together and deliver those services. The issue of flexibility is absolutely at the core of this. While we are looking at what we are having to deal with today, we equally have to recognise that some of the challenges and demands on the system are going to be substantially greater in the weeks ahead than they currently are, and we will need constantly to change our response. We will certainly work with headteachers and all of our organisations to make sure that we get this right. On key workers, the Cabinet Office will be giving a more detailed response about who those key workers are.

Many schools have already opened successful breakfast clubs, and we are investing up to £35 million to improve that provision in disadvantaged areas. Schools are free to use their budgets to fund breakfast clubs. May I also remind my hon. Friend of our manifesto commitment of £1 billion for more wraparound and holiday childcare places from next year?

Does my hon. Friend agree that the measure of the Government’s commitment is in their record? We have already extended eligibility for free school meals on no fewer than three occasions. Hundreds more schools are set to benefit from the national breakfast programme and thousands more children are set to benefit from holiday activities this coming summer.

My right hon. Friend is absolutely right. Our programme is already operating in a number of areas and he is right that it has been extended. Since we conducted the workload challenge survey in 2014, we have worked hard to reduce the unnecessary demands on teachers’ time, whether that is cumbersome marking practices or excessive data collection. Since 2016, teachers’ working hours have fallen by five hours per week, according to the second teacher workload survey, which measures teachers’ own reporting of their working hours. There is still more to do—the hon. Gentleman is right—but this success so far demonstrates the seriousness with which we take excessive workload and the effectiveness of our early initiatives.

Friend agree that, with the Government’s important commitment on starting salaries, the new early career framework and finally some good news, as he mentioned, in the autumn on teachers’ workload, now there is a positive proposition to be made for people to join this the most noble of professions?

I am grateful to my right hon. Friend and pay tribute to him for his work in his years as Secretary of State for Education. It was a pleasure to work with him during that period. He is right—the School Teachers’ Review Body has recommended a 2.75% pay rise for teachers across the board, and we are also proposing a £30,000 starting salary for teachers from 2022. In addition to the £26,000 tax-free bursary, teachers of maths, physics, chemistry and languages who start their training this September will receive early career payments of £2,000 in each of their second, third and fourth years of teaching. So this is a good time to start training as a teacher. It is a worthwhile profession and I encourage all graduates to consider teaching as a career.

The school teachers’ review body (STRB) has recommended a 2.75% uplift to the minima and maxima of all pay ranges and allowances in the national pay framework, which is due to be implemented in autumn 2019.

Last year, the Government announced the largest pay rise in nearly a decade for almost a million public sector workers. Building on this, this year I have decided to accept in full the STRB’s recommendations for a 2.75% uplift to the minima and maxima of all pay ranges and allowances.

The pay award will both raise starting salaries and increase the competitiveness of the pay framework. As a result, minimum starting salaries for classroom teachers will see an increase between £652 (Rest of England) and £816 (Inner London), and classroom teachers at the top of the main pay range could see an increase between £963 and £1,110. For more experienced classroom teachers at the top of the upper pay range, it could mean an increase of between £1,084 and £1,327.

As a result, the pay ranges for all teachers and leaders will see an uplift. Thanks to the flexible performance-based pay system we have, schools can choose to give teachers and leaders a higher pay rise where this is appropriate to their local context and budget.

As this award is more than the 2% we assessed was affordable in our evidence to the STRB, I will invest a further £105 million in the existing teachers’ pay grant this financial year. This is on top of the £321 million funding that schools are already receiving through the teachers’ pay grant in 2019-20.

Last year, we specifically targeted early career pay because of the growing retention challenges within the first five years of a teacher’s career. The STRB has recognised the improvements we have made to the unqualified and main pay ranges following the 2% uplift to the main pay range in 2017 and 3.5% uplift to both in 2018.

It is now vitally important to increase the competitiveness of the pay framework and help address the teacher supply challenges across the workforce. This year’s pay award will also support the Teacher Recruitment and Retention Strategy, which I published in January this year. The strategy underpins the early career framework, which provides a fully funded two-year package of support for all early career teachers.

In addition to their pay, teachers continue to benefit from defined benefit pensions, which are amongst the most generous available.

Thanks to the Government’s balanced approach to public finances, getting debt to fall as a share of our economy, while investing in our vital services and keeping taxes low, we are able to continue our flexible approach to pay policy, allowing us to attract and retain the best people for our schools.

We consider all pay awards in light of wider pressures on public spending. Public sector pay needs to be fair both for public sector workers and the taxpayer. Around a quarter of all public spending is spent on pay and we need to ensure that our public services remain affordable for the future.

It is also vital that our world-class public services continue to modernise to meet rising demand for the incredible services they provide, which improve our lives and keep us safe.

I am grateful for the in-depth considerations the STRB has given in concluding their report and recommendations for the 2019 teachers’ pay award.

I will deposit in the Libraries of both Houses a full list of the recommendations and my proposed approach for all pay and allowance ranges.

My officials will write to all of the statutory consultees involved in the STRB’s 29th remit and invite them to contribute to a consultation on my response to these recommendations and on a revised school teachers’ pay and conditions document and pay order. The consultation will last for eight weeks.

The world of work is transforming. In particular, automation is a key opportunity for the economy, creating new jobs and raising wages, but it could also bring significant changes to the economy. This means it is critical that we develop a national retraining scheme that helps prepare citizens for future changes to the economy, including those brought about by automation, and supports them to retrain into better jobs.

That is why we are developing the national retraining scheme through a unique partnership between the Confederation of British Industry, the Trades Union Congress and Government, which will keep the voices of workers and businesses at the heart of the service.

The scheme will initially focus on employed adults aged 24 and over, without a qualification at degree level and earning below a certain wage threshold that we are testing to focus on those earning low to medium wages. We are investing in this group of people first as they have comparatively less access to existing Government support and are most in need of adapting their skills to take advantage of the opportunities the future changes to the economy will bring.

A key feature of the development of the scheme has been to start small, test, evaluate and scale up. We are putting the needs of individuals and employers at the heart of the development of the scheme, conducting extensive user research to understand what they need from a national retraining scheme. We are also conducting a range of pilots investigating innovative approaches to overcoming barriers to training that adults face.

Today, I am pleased to announce the release of the first part of the national retraining scheme, “Get help to retrain”, to a small number of eligible adults in the Liverpool city region. This digital service will help adults to understand their existing skills, explore alternative roles or occupations and find relevant training to unlock opportunities for a broad range of good jobs that could be within their reach. “Get help to retrain” will be rapidly expanded to more people and more areas throughout the testing phase before being made available to all eligible adults in England in 2020.

This is the first of a series of products that will make up the complete national retraining scheme and marks the first step of an adult’s journey towards gaining the skills needed to secure a better job.

A positive experience of sport and physical activity at a young age can build a lifetime habit of participation. It is central to meeting the Government’s ambitions for a world-class education system which promotes character, good physical health and mental wellbeing. We face a significant challenge to increase and maintain activity levels among children and young people, particularly given the levels of childhood obesity. Data from Sport England’s Active Lives Children and Young People survey show that a third of children are currently doing less than 30 minutes of physical activity a day, less than half the amount recommended by the Chief Medical Officer.

The Department for Education, Department for Digital, Culture, Media and Sport, and Department of Health and Social Care are today publishing a joint school sport and activity action plan which will set out the following ambitions:

All children and young people take part in at least 60 minutes of physical activity every day.

All children and young people have the opportunity to realise developmental, character- building experiences through sport, competition and active pursuits.

All sport and physical activity provision for children and young people is designed around building basic skills as well as confidence, enjoyment, knowledge and understanding (known as physical literacy) with a focus on fun and enjoyment, and reaching the least active young people.

The action plan will set out a number of immediate actions that feed into realising these ambitions, including a strong commitment to joint working between schools and the sport sector. The plan also sets out areas of activity for the future with action to be confirmed in a further updated plan later in the year, following the spending review.

The immediate actions include a commitment to an additional £2.5 million from the Department for Education in 2019-20 to support schools through further work on teacher training, more help and advice to enable schools to open up their facilities and make links with providers, as well as providing more opportunities for young people to volunteer in sport. The plan also sets out over £4 million of Sport England investment in new after-school clubs, strengthening the school games competition and building girls’ confidence through a programme linked to ‘This Girl Can’.

The Government are also committing to develop regional pilots to trial new and innovative approaches to getting young people active, jointly funded by Sport England and the Department for Education from 2020. The pilots will involve collaborative working from the school and community sector to offer a co-ordinated sport and physical activity experience for young people.

We will be working with sporting organisations like the Youth Sport Trust, RFU, England Netball and the Premier League to ensure that sports clubs and programmes can reach even more children, encouraging them to get active by focusing on fun, enjoyment and increasing confidence.

Today, following the successful passage of the regulations for the introduction of relationships education, relationships and sex education (RSE) and health education, the Government have published the final accompanying statutory guidance.

At the heart of preparing children for life in modern Britain is making sure that they understand the world they are growing up in. It is 19 years since the sex and relationships guidance was last updated. For children and young people, the challenges that they face today are very different. Children are encountering a more interconnected and interdependent world, and this has changed significantly how they build relationships, interact with their peers and manage their own mental and physical wellbeing.

This presents both opportunities and risks, as children have greater exposure to information, content and people that can and do cause harm. There is little distinction for many young people between their lives online and off, and that is why we believe now more than ever, that we need to provide young people with the knowledge they need in every context to lead safe, happy and healthy lives.

We have therefore brought forward measures requiring the introduction of compulsory relationships education for all pupils in primary schools, compulsory relationships and sex education for all pupils in secondary schools, and compulsory health education for all pupils in state-funded schools from September 2020.

With cross-party support, the regulations for these subjects were approved by both Houses of Parliament and were made by the Secretary of State on 9 May. The statutory guidance published today sets out the legal duties with which schools must comply, the required core teaching content for the subjects, and guidance on how the content should be delivered in an age appropriate way.

We will be setting out further details on how we will support schools to introduce the new subjects in September 2020. This will include working closely with the many schools who are choosing to begin teaching the subjects from September 2019, so that we can support their journey, learn lessons and share good practice.

We will also be convening a new working group, who will provide insight into how the new guidance is working in practice. This group, with representatives from teaching unions, sector experts, faith and minority groups, parents and young people, will provide us with evidence and feedback to improve the delivery of these subjects.

We believe that these subjects are an historic step in education that will help equip children and young people with the knowledge and support they need to form healthy relationships lead healthy lives and be happy and safe in the world today.

My hon. Friend has been a strong and consistent champion for his constituents and their education. Lancashire has been allocated £140 million over 2011 to 2021. In his constituency of Morecambe and Lunesdale, the proportion of schools rated good or outstanding has increased from 64% to 86%.

Lots of things make a school good. A headteacher who I met yesterday in my constituency had written to the Department for Education for a specific answer to a question. He did not feel that he had had that answer, so I am going to ask it today; I would appreciate a specific answer. What is a teacher to say to a child who asks, “Is it okay to be gay?”

It is very welcome that significantly more children are taught in good and outstanding schools in Northamptonshire now than in 2010. The enormous housing growth in Corby and East Northamptonshire is creating real demand for those places. Will my right hon. Friend keep banging the drum for more funding from the Treasury for school places?

Yes, indeed. We work with local authorities to make sure that we have up-to-date assessments and projections of the need for school places, and we fund to those projections to make sure that there is the right number of places. We are absolutely focused on making sure that we are doing that by expanding existing good and outstanding schools and putting in good new provision, which also improves diversity and choice.

Will the Secretary of State join me in congratulating Johanne Clifton, the executive principal of Billesley Primary School, and its staff and pupils on achieving an outstanding rating in all Ofsted categories? This was previously a school that was in difficulty, and it is in a very disadvantaged part of my constituency. Does he realise, however, that schools like this need adequate resources in order to maintain commitment and achievement? Even a school like this is struggling financially at the moment.

Under the SNP, Scotland’s education system has gone from being the best in the United Kingdom, with standards well above the OECD average, to third out of the home nations. Standards in reading, science and maths in Scotland have fallen to their lowest levels and are now no more than average. Average might be good enough for the SNP, but does the Secretary of State agree that the UK needs to be aiming higher and that the falls in standards in Scotland are shameful, particularly when the SNP Government claim to have education at the top of their priorities? [Interruption.]

Of course, we have regular contact with the different devolved Administrations on a range of matters, not only because there are always things that we can learn from each other, but because we have many shared interests and interdependencies, and education is yet another area where we can work better together as one United Kingdom.

May I, Mr Speaker, join colleagues in wishing you congratulations on your 10 years in your position? You have done some marathon sessions recently, and it might be worth the House of Commons Library finding out what your total hourage in the Chair would be.

This week, Scottish schools break up for the summer holidays. I am sure the House will join me in wishing the pupils and the staff a very well-earned rest. May I give my very best wishes to Mr Andrew McSorley, the headteacher at St Thomas Aquinas Secondary School, who is retiring this week? In Scotland, we ensure that all young people remain in full-time education until the age of 16. In contrast, in England we see the increased use of permanent exclusions and off-rolling, meaning that results, including PISA results, are skewed by the removal of challenging pupils. What steps is the Secretary of State taking to ensure that all students in England remain in education and are included in results such as OECD and school league tables?

May I start on the happy note of joining the hon. Lady in congratulating Mr McSorley on his upcoming retirement and wishing the best to the pupils and staff at schools across Scotland as they move towards their holidays?

There are more years of compulsory education in England than there are in Scotland. As for permanent exclusions, of course I regret it when children have to be expelled, but sometimes it is necessary, and necessary sometimes because of the other 27 children in the class. In fact, the rate of permanent exclusions that we see in schools today is lower than it was a decade ago when the Labour party was in government.

Assessment means that we can ensure that pupils everywhere are getting the standard of education that they should. Of course we want pupils to do their best but that should never be at the expense of their wellbeing.

Congratulations, Mr Speaker.

I recently visited a primary school in my constituency rated good by Ofsted since 2005. The headteacher brought to my attention the level of difficulty and stress that key stage 2 children face when undergoing SATs. Will the Secretary of State meet me to discuss how we can minimise exam stress for young children and would he like to complete one of the old tests with me?

I am not just saying this, but as it happens I last did one of the SATs papers—SPAG, or spelling, punctuation and grammar—on Thursday or Friday last week. As I said in an earlier answer, the point of the assessments is to assess schools and make sure that wherever children grow up they get the standard of education that they deserve. The SATs are not about testing children, and they are not public exams that will stay with children into their adult life. They are not like GCSEs: nobody in a job interview will ever ask, “What did you get in your SATs?” We trust schools and teachers to administer SATs in an appropriate way so that stress is not put on to children. I meet many teachers who do exactly that.

I also offer my congratulations on your decade in the Chair, Mr Speaker. Interestingly, it is children born since you started sitting in the Chair who are coming up to taking SATs. I have heard countless stories from teachers up and down the country that they have kept children in during break times or sacrificed time that they would have otherwise spent on other subjects to prepare for SATs. Does the Secretary of State take no responsibility for that stress put on teachers, which inevitably filters down to children? Frankly, is it not just time to scrap SATs?

No, it is not. Notwithstanding the hon. Lady’s clever linking of your decade in the Chair with the age of children doing SATs, Mr Speaker, it is common practice around the world to have standardised assessment of one sort or another in primary schools. That was not always the case, but more and more countries—including most of the high-performing ones—recognise that they need a standardised way to assess children’s progress in different parts of the country. It was Government policy when the Liberal Democrats were in coalition with the Conservatives and, of course, it was policy when Labour was in government.

No, not in the same way. Standardised assessment is part of a suite of methods that we use, and Ofsted inspection is, of course, another very important part. The fact is that before we had standardised assessment, there were individual schools and, indeed, substantial parts of the country where children could have been let down not for one or a few years but for many years, and nothing was done about it, starting with the problem that nobody knew about it. SATs are a very important part of our architecture to raise attainment and, critically, to narrow the gap in performance between the rich and the poor.

I congratulate you on your 10 years, Mr Speaker. Sir Thomas More, who held your fine office, went on to become both a martyr and a saint. [Laughter.] I clearly hope it is the latter for you, Sir. And after this, maybe we could have a discussion about which moisturiser you use.

England’s schoolchildren are among the most tested in the world. Headteachers are telling us that high-stakes examinations are associated with increased stress, anxiety and health issues, but the Secretary of State has let the cat out of the bag: we are staying stable in the programme for international student assessment rankings. That was the gold standard that this Government were going to be tested by, but that is sophistry, for standards have gone nowhere under this Government. The pressure and workload of the existing school assessment regime have also led to teachers leaving the profession in droves. Labour’s pledge to scrap key stage 1 and 2 tests has been universally welcomed by teachers and parents alike. Given that the Minister for School Standards was already consulting on scrapping key stage 1 tests, is it not now time for the Secretary of State to make the same commitment?

It is not. May I in passing acknowledge that Robert Bolt, the author of “A Man for All Seasons”, was, I think, a constituent in the hon. Gentleman’s constituency? It is not and never will be the time to get rid of standardised assessment at primary school. As I said earlier, more countries around the world are seeing the value and importance of it. We do not know what the Labour party’s alleged replacement for standardised assessment tests would be, but we do know two things about it: first, it would be less reliable; and secondly, it would require a lot more work for teachers.

This month, we approved 22 new free schools in underperforming areas that need the most. That brings us one step closer to delivering 1 million new school places by 2020, which will be the fastest growth for at least two generations. We announced a second wave of further education providers to teach T-level courses from 2021, bringing that total to over 100, and last week, I announced changes to in-year admissions, so that the most vulnerable children, such as those fleeing domestic abuse, can access a school place as quickly as possible.

Although demand for special needs support across the north has risen by 39%, funding has risen by only 8%. In the next school year, Sheffield will receive £3.7 million less in the high needs block than even the Government say that we need. Unable to cope, mainstream schools are excluding increasing numbers of children with special needs. Local parents say that they are at breaking point. The children’s Minister—the Under-Secretary of State for Education, the hon. Member for Stratford-on-Avon (Nadhim Zahawi)—has admitted that more needs to be done, so when will the Government deliver what is needed for our most vulnerable children?

I acknowledge what the hon. Gentleman says about the increased strains on high needs budgets. As the Minister for School Standards, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb), said earlier, high needs spending has gone up, from £5 billion to £6.3 billion, and at the end of last year we put in place a package to ease the immediate strains on local authority high needs budgets. I recognise, however, that more needs to be done. For example, we need to look at how the reforms are working and at the role of educational psychologists and to make sure that where it is right for children they can be educated in a mainstream school.

My hon. Friend is exactly right. According to the most recent OECD “Education at a Glance” report, published in 2015, the UK’s spending as a proportion of national income was the highest in the G7.

Hounslow schools and families welcomed the reforms for children with special educational needs and disabilities in the Children and Families Act 2014, but as a result of those reforms, as well as the increase in the number of children in our schools, the number of children in the borough with education, health and care plans has doubled. The funding to ensure that children get the most from our excellent education services is not adequate, and there will be a £6 million shortfall in the high needs block next year. Will the Minister meet me, along with my hon. Friend the Member for Feltham and Heston (Seema Malhotra) and Hounslow headteachers, to discuss the implications of the funding gap?

Hook-with-Warsash primary school has 60 pupils in reception, but they have only one toilet between them. I think that you would consider that unacceptable, Mr Speaker, as do I. Will the Secretary of State look again at the school’s application—which has been rejected four times—and work with me to see how we can find some resources to provide what is a necessity, not a luxury?

I hope the Minister will agree that Catholic education providers make a great contribution to education in this country. With that in mind will the Minister provide an update on the uptake of the voluntary-aided capital scheme?

My hon. Friend is entirely correct: the Catholic Education Service is a very important provider of education in our country, alongside the Church of England and other denominational groups. I am pleased to be able to confirm that we have approved in principle a new voluntary-aided school in the last couple of weeks; it is the first for some time.

Primary schools in my constituency are facing reorganisation due to the financial pressures placed on them by this Government, even though the Government claim that funding for schools has never been higher. Due to this I am aware of several schools making cuts to their classroom teaching assistants. What has the Minister to say to parents, children and teachers in my constituency who know that that will have a detrimental effect on learning in the classroom?

As I have acknowledged on a number of occasions, I know the strains on school budgets and how difficult it can be to manage them. The hon. Lady specifically raised the question of teaching assistants: there has been an increase of over 40,000 teaching assistants since 2010.
