What I would say is that, although I am not an expert on Derbyshire bus routes, I absolutely recognise the importance of good connectivity. In the west midlands, constituents regularly ask me, “Why has this bus route changed?” or, “Why has that bus route changed?” So it absolutely matters to our constituents.
On connectivity, the lack of fairness for young people is not inevitable. We have seen that targeted youth fares can work, but what is sadly missing in the west midlands is not evidence but political will. If fairness and inclusion really are priorities, a west midlands youth bus fare scheme should be delivered quickly.
Alongside that, our mayor has promised a transformation of the bus network through franchising. In principle, greater local control can offer integrated routes, reasonable fares and improved standards, but the mayor needs to be honest with us about the timetable and the cost. Franchising will not deliver meaningful change for many years, and the funding currently allocated is a fraction of what will ultimately be required to deliver the scheme. Greater Manchester’s experience shows that franchising takes times and significant investment.
In the meantime, our bus services remain unreliable and under-resourced. Once again, passengers are promised jam tomorrow. Transport users need buses that turn up and fares that they can afford, not more empty words.

The right hon. Lady represents one part of the west midlands; I represent another part—the last seat in Staffordshire, which is on the Cheshire border. Many of the challenges that my constituents in Madeley, Audley, Wolstanton and Clayton have raised with me are related to the role that private companies, like D&G Bus and First Bus, play in delivering the bad or unreliable services to which she refers. Is it not the case that, as well as political will, we need those bus companies to step up and deliver?
I absolutely agree; there needs to be a wide approach to make this happen. I know from casework that we sometimes need to write to companies and ask them what is happening with a specific bus service. I just want a better bus service for my constituents, so that they can get to work or education. I remember growing up in a rural area—it was not in the west midlands—where we had one bus service a week. Young people in particular need access to good transport.
Going back to the issue of franchising, there is a long-term ambition, but interim action is essential. That means supporting new routes and the routes that we have now. Improving reliability is so important, as is addressing fares. We cannot pin all our hopes on reforms that are a decade away while services deteriorate in the present. The gap between promise and delivery regarding our buses must be closed as a matter of urgency.
That gap is even more stark when we turn to rail. The midlands rail hub is the single most important rail project for our region—

I thank my hon. Friend for highlighting the plethora of issues we have at Rugeley Trent Valley, which are not restricted to the footbridge. Coming in and out of the station, travellers are met with a national speed limit rural road with very poor visibility from both sides, so the problems at the station are plentiful. Even though it provides a fantastic facility for people to be able to get to destinations as far away as London, it really is not set up very well to handle that level of traffic.
On a more positive note I would like to highlight progress on the midlands rail hub, which will strengthen connections across the west midlands and help more people to get around quicker and easier. I hope and expect that the rail hub will have a positive knock-on effect on the whole region, including on the Chase line that serves my constituency. The project is an example of how investment can make a tangible difference to everyday travel and I welcome the Government’s commitment to progressing the project and delivering improvements, as confirmed in the Budget.
It should also be said that the vast majority of public transport journeys in Cannock Chase are made on buses, and it is buses that often feature heavily in my postbag. I was immensely proud to serve on the Bill Committee for the Bus Services Act 2025 and to support legislation that begins to address the long-term decline in our bus services. Under the previous Government, not only were more than half of all routes in my constituency lost, but the frequency and reliability of services were eroded. I very much welcome the unshackling of councils when it comes to setting up publicly owned bus companies and seizing the opportunities to take back control of fares, routes and timetables, for which my constituents have been calling for many years.
The Act is on the statute book, so now the ball is in the court of Reform-led Staffordshire county council, which so far seems to be showing the same lack of interest in boosting bus routes and taking advantage of franchising as the previous Conservative administration. For residents in parts of my constituency that need reliable buses the most and yet do not live on a route at all, such as those in the Norton East area of Norton Canes, Slitting Mill and Etchinghill in Rugeley to name a few, action is urgently needed.

I just want to give voice to the people in his constituency who he has just referred to, as well as people in Newcastle-under-Lyme and north Staffordshire. On that urgent need, I join him in urging the county council to get its act together and do so quickly.

I thank my colleague from Staffordshire for backing up my point. We all have examples in our constituencies of where powers are urgently needed and where they could make a massive difference if the council gets its act together, as my hon. Friend says, and gets on with it. He knows that rural parts of our constituencies are often the areas that are the worst served and therefore the most isolated.
My constituents see every day the impact of regional transport inequality, whether it is a bus that never comes or a platform that cannot be reached. I welcome the Government’s determination to put fairness and accessibility at the heart of transport policy, and I will continue to work constructively to ensure that Cannock Chase receives the investment it needs.
Looking ahead, I hope the Department for Transport ensures that accessibility is key to funding decisions, so that towns like mine do not continue to be left behind. I would also welcome clarity from the Minister on what short-term measures could be introduced while longer-term solutions are delivered, so that passengers are not forced to choose between safety and independence and making essential journeys. By working together I am confident that all residents in Cannock Chase and across the midlands can access a public transport network that is safe, reliable and inclusive.

I welcome the Secretary of State’s commitment to improving connections to Manchester airport, and I hope she will support my calls for a direct line between Stoke-on-Trent railway station, which serves most of my constituents, and Manchester airport. As the Secretary of State has heard from my hon. Friends the Members for Stafford (Leigh Ingham) and for Lichfield (Dave Robertson), although we welcome the intent and ambition of this statement, a number of Staffordshire MPs have concerns and questions about the impact locally. I have heard from countless people in Newcastle-under-Lyme about their experience of the disgraceful and failed HS2 project; people in my constituency want clarity, to be heard and to know that there will be no repeat of the distress and destruction they were forced to live with. I am grateful to the Secretary of State for offering us a meeting with the Rail Minister, but we would benefit hugely from a meeting with the Secretary of State herself as soon as possible.

I would be very happy to join the meeting I have already committed to on behalf of the Rail Minister; I think that would be appropriate, given the breadth of issues that have been raised today. On the issue of a direct service from Stoke to Manchester airport, I know that West Midlands Railway is considering the feasibility of amending its Stafford to Crewe service.

I thank my fellow Greater Manchester Member of Parliament for raising that issue. I will come on to the similar experiences that my constituents have had.
I was talking about barrierless systems for drop-offs. I believe that airports should publish data on the number of drop-off penalties that are issued, how many are cancelled on appeal and the reasons why. The Government’s position is that although airport parking charges are
“a matter for the airport operator as a commercial business”,
the Department for Transport
“expects car parking at airports to be managed appropriately and…consumers to be treated fairly”.
Too many passengers feel that that expectation is not being met.
I want to speak directly about the human element, because that is where my office’s casework has been the most compelling. The stories that we have been told follow a very clear pattern: people acting in good faith, anxious to get loved ones to the airport on time and unaware that payment cannot be made on site, and then being shocked to receive a penalty notice days later when they believe that they have done everything right. The stress and frustrations are real, but they are avoidable.
One constituent contacted me after dropping his wife at Manchester airport and leaving after noticing that there were no barriers or pay stations. He then received a £100 fine in the post for not having paid. He was stationary in the drop-off area for just one minute and 10 seconds. If there had been a pay station, he would have paid. Instead, he went home and then received what he felt was an entirely disproportionate fine for being there for less than two minutes.
Another constituent contacted me after he tried to pay online in good faith but was unable to do so because of problems with the website. He did not see the signage and was made aware only after the fact that he needed to pay. Despite trying to pay the £6.40 charge, he was unable to do so and received a £100 fine instead. That does not feel fair or reasonable.
These are not isolated incidents. They reflect a system that relies too heavily on people remembering to make an online payment after their journey, rather than being clearly prompted to pay at the time. A short free window in which to park, clear exit prompts and a one-time reminder invoice would entirely prevent many of these cases.
Airports are the front door to our country. That front door should be welcoming, efficient and fair. It should not depend on whether a tired or stressed driver remembers to make an online payment later that day. It should reflect the reality of places such as Bolton, where rail can be a good option but is not always practical.

I am grateful to my hon. Friend for securing this important debate. I should declare an interest, because Manchester airport is my local airport and is used by many of my constituents in Newcastle-under-Lyme. In fact, I was there on Sunday: my poor wife had to wait because the flight from Northern Ireland was delayed. The first thing she said to me was not “Hi, love,” but “Don’t forget to pay.” That speaks to the impact that these charges have on marital harmony.
To be serious, this unfairness speaks to a lack of consistency across the United Kingdom. More importantly, it makes the case for a direct line between Stoke-on-Trent station and Manchester airport, which would benefit my constituents. I hope that my hon. Friend will support my calls.
I am so sad that my hon. Friend’s wife was not able to say “I love you” at the point of greeting him. I hope she has made up for it.

As always, Ms Vaz, it is a real pleasure to serve under your chairship. I thank the hon. Member for Bolton South and Walkden (Yasmin Qureshi) for leading today’s debate on this matter. It is an important issue, as others have said and will say after me.
Back home, this has been a topic of conversation with my constituents. Air travel has become much more usable and cheaper than it has been in the past, but that means that many people travel through Belfast City airport, Belfast International airport and City of Derry airport—they are all used. I have heard numerous complaints from constituents about changes to pick-ups and drop-offs at airports in Northern Ireland, so it is important for me to be here and to get our perspective across.
I share other Members’ concerns about drop-off charges. They seem a little drastic and unfair, and many people have complaints about them. The traffic wardens in Newtownards are very zealous—even evangelical—and they get their money. We get complaints about parking tickets on private land, and by and large we have been able to fight them, but people cannot fight the CCTV at Belfast City airport or Belfast International airport.
I fly out of Belfast City airport on Mondays to come here, and I go back on Thursdays. It is a great airport and has had some recent updates; it covers mostly regional flights, but some are international. According to my constituents, the drop-off area has a minimum price of £4 for up to 10 minutes. It used to be that there was no charge at all. Is it a revenue earner for the airport? I suspect it is, but the staff may tell me differently. If people stay longer, the charges increase as follows: it is £6 for 10 to 20 minutes, £20 for 21 to 30 minutes, and £25 for 30 to 60 minutes. If people’s planes are delayed, they had better not forget their cards, because they will be digging deep that night.
Similarly, at Belfast International airport, it costs up to £3 for 10 minutes. If someone’s car stalls on the way round, they are in trouble, because the price will increase. Airports have CCTV everywhere, and people cannot get away with dropping somebody off, because the airport has them on CCTV. They can expect a £60 fine. If someone thinks they can do it the sharp way—perhaps the car is still moving as they jump out—it does not matter, because they will be fined
One thing that annoys me greatly at the airport is flight delays and cancellations. What happens to the person who thinks, “I’m just going to pick them up,” and then looks at the screen and says, “Oh, it’s 15 minutes late”? Guess what? They owe more money.

Further to the hon. Gentleman’s description of the situation at Belfast City airport, I found out on Sunday, when my mother-in-law dropped me off from the long-stay car park, that it is free for the first 10 minutes. The point that my hon. Friend the Member for Doncaster East and the Isle of Axholme (Lee Pitcher) made about accessibility is important, because the long-stay car park is further away and there is no canopy. We all know about the liquid sunshine for which Ulster is well known. [Interruption.] Liquid sunshine, not rain. If someone is not as able-bodied as others, or if they have children, bags and all the rest, it is more difficult for them to get into the terminal. The accessibility point extends not just to the east midlands, but right across the United Kingdom.
I thank the hon. Member for sharing his experiences of Belfast City. It is a good airport, by the way. I am just saying, “Follow the rules, and make sure the timings are right.” The planes are sometimes cancelled, and more often than not they are delayed, which seems to be a fact of life now. Some may say that the clue is in the name: “drop-off”. The plan is not to be there for long, but we all know that it takes a little time for people to get their cases, say goodbye to loved ones or pay taxis. It has been argued that the first 10 minutes should be free, which is fair. If drop-offs and pick-ups are made financially inaccessible for people, they will double-park and potentially cause congestion, which poses a safety risk.
One thing that strikes me is that Belfast international airport has a 15-minute free drop-off in the long-stay car park. It is only a short walk to the terminal, but it does not suit everybody. There is £3 to £5 fee for less than 10 minutes. There is certainly a case for the fees to be regulated, and I look forward to the Minister’s response. Sometimes we can use compassion and understand that it is not always easy for someone to drop people off and get on their way. To give an example, one of my constituents moved to Scotland for university when she was 18. She has been living there for nine years now and is working as a nurse. It is always lovely when she comes home, but saying goodbye is the hardest. She tells me that she wants to say goodbye—she wants to give people a hug and a kiss, and to say cheerio—but guess what? The clock is ticking, and that long goodbye could be a very costly one.

My hon. Friend is absolutely right. I know that she served for many years with distinction as a councillor and an elected representative for Bletchley on Milton Keynes city council, and she also served as deputy leader of the city council. She and I, and our hon. Friend the Member for Milton Keynes North (Chris Curtis), have been uncovering broken promise after broken promise in every corner of our city. This is just one example; the three of us have also fought for funding for a new hospital in Milton Keynes, again demonstrating the neglect of our city by the last Conservative Government and our predecessors.
The business case prepared by East West Rail confirms that it would cut the distance for visitors and commuters between the station and the high street by more than 600 metres, making a meaningful difference for thousands of daily passengers and easing pressure on existing station infrastructure. The time to act is now. Passenger numbers are set to rise incredibly sharply with the arrival of East West Rail, which will place Bletchley and Milton Keynes at the intersection of the Oxford-Cambridge line and the west coast main line. If we add the proposed and very exciting Universal Studios theme park development, the future demand is clear.

I was about to be nice to my hon. Friend! I congratulate him on an excellent speech and on his dogged tenacity on behalf of his constituents in Buckingham and Bletchley. I saw that part of the world when he bought me a pint at his local in the summer, and I hope that he will extend an invitation to you before too long, Madam Deputy Speaker.
As my hon. Friend knows, the west coast main line goes through his constituency, as it does through mine. To unlock in my area the potential to which he has referred, a direct line between Stoke-on-Trent railway station and Manchester airport would do much for jobs, opportunities and investment. Does he support my calls for such a connection?

My hon. Friend is an extremely diligent and dogged campaigner both inside and outside Parliament, and he is absolutely right. Towns such as Newcastle-under-Lyme and Bletchley benefit from being located near to significant cities such as Stoke-on-Trent and Milton Keynes. It is also really important that they are connected to us, so that we can unlock the full economic opportunities and connections to which he refers.
A new eastern entrance at Bletchley station is also critical to unlocking the wider economic regeneration ambitions for Bletchley and Milton Keynes more broadly. Through the Bletchley and Fenny Stratford town deal, which was secured by our Labour-run Milton Keynes city council with the support of local councillors—including my hon. Friend the Member for Milton Keynes Central (Emily Darlington), who was serving at the time—real progress is already under way. From public realm improvements and business support to upgrades to routes on Saxon Street, we are already transforming the area and building the momentum we need. Put simply, the eastern entrance is the missing piece that will unlock a revitalised town centre, new homes, better roads and improved public spaces.
I have already thanked the team at East West Rail, but I want to place on record my thanks to the city council, to the whole town deal board, and to serving and former councillors, as well as council officers, for all the work that they have done over the past few years to help us to build a credible, ambitious plan, which now has comprehensive and unanimous local backing.
The case is clear. This is a once-in-a-generation opportunity, and if we seize it, Bletchley will become a true gateway—not just for the town itself, but for the whole city of Milton Keynes. We do not want to let this opportunity for growth pass us by yet again. I urge the Minister to work with me, our community, and our local political and civic leaders to secure the public investment needed to take this project forward. I would be most grateful for his help in brokering discussions with those across Government and the relevant agencies and boards who will take the final financial decisions, so that we can move this project to its next stage together. A modest commitment now will deliver benefits for decades.
Bletchley is ready, our people are ready, and our plans are ready and in place. We just need Government to partner with us and help to build an eastern entrance that will ensure our railway station faces the town, just as its people face the future with confidence.
My hon. Friend highlights the significance of the fact that with hard-working Labour local government representatives and MPs working in concert, we can unlock a lot of economic opportunity that otherwise would not be realised. I will be happy to ask the Rail Minister to write to her with further detail on the specific points she raises, but I give her the reassurance that whether it is Red Bull Racing or the economic potential of Universal Studios, the Government are committed to facilitating the transport improvements required to make a success for this region in economic growth, jobs and prosperity for her constituents and people across the local area.
There will be further enhancements to Bletchley Station, making journeys easier and more accessible, including a new accessible footbridge at the southern end of the station with lifts and stairs to all platforms. The East West Railway Company has also set out plans for extended platforms and an expanded western ticket hall and gate line, along with upgrades to the station forecourt to make travelling to and from Bletchley more attractive.
In addition to those improvements, the company set out proposals in its autumn announcement for an eastern entrance at Bletchley, which it is now considering, subject to securing third-party funding contributions. As my hon. Friend the Member for Buckingham and Bletchley set out in his speech, an eastern entrance is a key aspiration locally to kick-start growth and improve connectivity in Bletchley. I am aware that many respondents proposed the construction of a new entrance at Bletchley at the last consultation on East West Rail. As the East West Railway Company stated in its “You Said, We Did” report, the potential benefits of an eastern entrance include better connectivity to the town centre, supporting wider regeneration plans and providing a gateway for destinations such as Bletchley Park and Stadium MK.
Nevertheless, it is important to note that the entrance is not currently considered to be necessary to accommodate passenger demand from East West Rail. It is right, therefore, that the Government control the scope of the project to manage costs and that other sources of funding outside of the Department’s budget are considered for this additional investment. I understand that there have been positive discussions between the East West Railway Company and local partners about potential contributions towards an eastern entrance at Bletchley, although no formal agreements are in place.
As my hon. Friend will know, to help provide a more detailed assessment of the case for an eastern entrance, the Government have funded work on an outline business case to consider the benefits it could unlock in more detail. The Department looks forward to seeing the results of that when the work is complete. Given the potential benefits from a new eastern entrance and from securing third-party funding, the East West Railway Company will be consulting on these proposals as part of its consultation to be held later this year. I urge my hon. Friend’s constituents to engage with that and to share their views on more detailed proposals.

We all look forward to seeing my hon. Friend the Member for Buckingham and Bletchley (Callum Anderson) cutting the ribbon with his very big scissors when the entrance is finally open. Before the Minister winds up, will he help me to secure a meeting with the relevant Minister to discuss the merits of a direct line between Stoke-on-Trent railway station and Manchester airport? He has touched on the importance of jobs, of opportunities and of unlocking investment, and that line would do wonders for my part of the world.
I thank my hon. Friend for his timely intervention coming in so close to the finish line. I would be happy to facilitate a meeting with the Rail Minister to discuss the rail connectivity proposals that he describes. My hon. Friend the Member for York Outer (Mr Charters) has asked to facilitate a meeting on a Leeds to Lille international rail line, and Stoke to Manchester is far more nationally focused. I would be glad to facilitate that meeting.
I thank my hon. Friend the Member for Buckingham and Bletchley for initiating this important debate, and for his continued engagement with both my Department and the East West Railway Company. I urge him to proceed with his work in exploring funding avenues that may help to facilitate the delivery of an eastern entrance at Bletchley station. He remains a champion for his constituents’ right to frequent, affordable and accessible travel, and I look forward to working with him as he pursues those efforts further.

My hon. Friend talks about being a Greater Manchester MP, and Newcastle-under-Lyme and our part of Staffordshire are not too far away. I wonder whether she would support my calls for a direct train line from Stoke-on-Trent station to Manchester airport, which would unlock growth and cut costs for families, in particular those seeking to travel. More importantly, it would put our part of the world on the map.

I am sure that is something the Transport Minister has listened to and is looking at.
Greater Manchester has set the agenda when it comes to the promise and opportunity that devolution can galvanise. Through the development and expansion of the Bee Network—an integrated transport system through low fares and simplified ticketing, and an enhanced bus and Metrolink network with plans to integrate heavy rail lines in the future—the Bee Network’s utility goes far beyond getting people from A to B; it is a conduit for employment opportunities, house building and a thriving regional economy. Indeed, Greater Manchester’s productivity growth measured by gross value added in the past decade has outstripped that of every other region, including London. Transport has been central to making that happen.
Despite real success, however, we cannot take future progress for granted. Greater Manchester and other city regions remain just as deserving of our backing today, to ensure that we do not scupper economic growth in the region. We must ensure that the significant projects are moving forward swiftly and efficiently to give people hope for a more connected future, and that includes the trans-Pennine route upgrade and the Manchester-to-Liverpool rail enhancement. Getting that right is integral to transforming public transport and creating networks predicated finally on the needs of local people, rather than on the paternalism of the centre.
My constituents can speak with some experience on this. For decades, passengers living in Heywood and Middleton have been a mere afterthought, with no rail connectivity into Manchester city centre, despite being just a few miles away; bus services that do not align with the lives and aspirations of local people; and an incredibly congested road network.
In the one year that I have been the proud Member of Parliament for Heywood and Middleton North, with central Government working in lockstep with our combined authority, we have secured funding to ensure that the tram will now connect Heywood to Manchester city centre. That is thanks to the £2.5 billion of funding allocated to Greater Manchester by our Labour Chancellor in the form of transport for city regions funding, enabling the mayor and his team to plan for the longer term. It also means that local leaders, in concert with the combined authority, are working to deliver a mayoral development corporation in Middleton, with the strong possibility of a new Metrolink service there too.
This is the difference that devolution can make, and in Greater Manchester we have shown what we are capable of. But we cannot be complacent. Expertise in town and transport planning must be further developed in our regions, and our bank of knowledge must deepen. Funding cycles should become yet more assured across the country, enabling our local and regional leaders to have the confidence to innovate. Fundamentally, we must formalise and codify engagement between the Department and mayoralties, and not just ahead of a fiscal event but consistently, so that we can build robust transport networks that support the needs of local people.
Regional transport inequalities do not have to spell out a foregone conclusion; we just need to find the political conviction to confront them. Each town, city and village has within it people who are capable of reaching the sum of their ambitions. We just need to be unrelenting in building the transport system to get them there.

I thank my hon. Friend the Member for Glasgow East (John Grady) for bringing forward this important Bill. It is fantastic to see space made in today’s programme to debate it. Many of the contributions have been out of this world. [Interruption.] I am sorry, Madam Deputy Speaker.
The Bill is a timely and necessary measure to sharpen the UK’s competitive edge in what is undoubtedly one of the most strategically important domains of our time. Having almost completed my first year on the armed forces parliamentary scheme, I have seen at first hand that our security relies not only on land, sea and air, but increasingly on the space domain and our assets in orbit. Satellite communications, Earth observation and precise navigation form the backbone of military operations, but also of our civil economy—I will come back to that later.
As my hon. Friend the Member for Crawley (Peter Lamb) pointed out in his intervention, any disruption up there has immediate and profound consequences to operations down here. We know at first hand that China and other nations are taking leaps and bounds in its drive to dominate the space domain, so anything we can do to strengthen the UK space economy is critical.
Before coming to this House, I was very fortunate that my team supported clients such as Defence Equipment & Support in negotiations around the space domain, in particular providing better commercial and buying support, which is critical, so I have seen at first hand the complexity of this emerging market, and how the public sector needs to keep up to date and respond to the demands and the asks of the private sector, and drive growth.
Just down the road from me in Harwell, a project completed by my former firm in 2023, the National Satellite Test Facility, received £120 million of new investment by the public sector through the Science and Facilities Technology Council. That shows that when we unlock investment, it is not just about the assets that end up in space, but about the big, chunky, complex engineering construction opportunities that are opened up in places such as the OxCam corridor, where my constituency sits. Through that work, I have seen how the private sector is poised and hungry to drive forward the next wave of space innovation. What is holding us back, generally, is not technology, talent, innovation or the drive for growth, but regulatory uncertainty. Despite the fact that the Bill relates to only four words, as my hon. Friend the Member for Glasgow East said, it will make a big difference.
The Space Industry Act 2018 laid the groundwork for the modern commercial sector we have in space. I commend the previous Government, as we are debating in a spirit of collaboration and co-operation across the House, for their work on that and for the space industrial strategy, which was published later. I can see echoes of that now in the industrial strategy, and I know that when the defence industrial strategy comes out later in the year, space will be front and centre of that as well. It is positive that we can build on some of the good work done by the Conservatives.
Without knowing what financial exposure firms might face if an accident or an incident occurs, companies hesitate to invest, insurers demand eye-watering premiums, and ultimately, we lose manufacturing contracts to other jurisdictions. The simple but powerful adjustment made by the Bill changes the law so that the indemnity limit for each operator licence is not optional, but mandatory. Each licence must spell out the licensee’s maximum liabilities. This is an essential risk management mechanism and it means that companies know exactly what they are signing up for. It also allows them to secure insurance in a predictable way. In the construction sector, we had a lot of unpredictable insurance post-Grenfell and particularly post-industrial shock, so I know how, for a commercial business, insecure insurance and unpredictability of insurance is important.
The Government’s new industrial strategy is really positive for the space sector. In my constituency, the Bill will stimulate jobs and growth. It specifically recognises that the Government will be investing in research and development for the space industry through the Cambridge Growth Company, which will drive new opportunities for my constituents.
When we consider this issue, we must also remember the wider stakes.

I was talking about international impacts. As the chair of the all-party parliamentary group on international trade and investment, I think the Bill is a very positive step forward to help drive investment. As we see countries such as the US, Luxembourg, Australia and Japan change their regulatory regimes, we need to keep that front and centre.
I did say I would briefly mention the civil economy, as we have a Minister from the Department here today. Regulatory certainty matters. I see that the Sustainable Aviation Fuel Bill is coming forward, but I note that the fuel strategy is also very important. One in five of my constituents work in logistics, so it is critical that we see certainty in all sectors of the Department for Transport.
I will conclude by saying this. Space is no longer the preserve of big Government agencies alone. We see a lot of innovation. As my hon. Friend the Member for Portsmouth North (Amanda Martin) said in relation to her constituency, there is fierce commercial competition and a lot of opportunity. The Bill will ensure that, whether we are exploring near space, planets, exoplanets, exomoons or even going out further into space, we support the British economy and get the space industry growing.

The Government will end decades of decay on our roads. We will lift the lid on how taxpayers’ money gets spent. We think that is a crucial part of the solution. I am pleased that this move has been positively received, with the RAC, National Highways, Logistics UK and so many more coming out in support. In fact, Edmund King, president of the AA, described it as
“a…concerted attack on the plague of potholes”.
Madam Deputy Speaker, I could not have put it better myself. It is great to see councils broadly welcoming our approach, too. As Councillor Adam Hug, transport spokesperson for the Local Government Association, put it:
“it’s in everyone’s interests to ensure that public money is well spent.”

From one Adam to another. When I was a child, my late grandmother used to say that you could always tell a drunk person in Harare, because they drove in a straight line. One of my constituents said to me recently that, “In the United Kingdom, we are meant to drive on the left-hand side of the road, but in Newcastle-under-Lyme many people drive on what’s left of the road.” [Laughter.] They are very wise people in north Staffordshire, Madam Deputy Speaker. The Secretary of State is making an excellent speech. What would her two messages be, first to the good people of Newcastle-under-Lyme as we approach Thursday 1 May, and secondly, to the current Conservative leadership of Staffordshire county council?

First, I congratulate my hon. Friend’s constituents on an excellent sense of humour and perceptiveness in describing the state of the roads in their community. I would say simply to his local authority that it has no excuse. It has the money—get on and fix it.
As much as we want to see councils go full steam ahead on road repairs, I also know that roadworks can be disruptive. We have all felt the frustration of being stuck at temporary traffic lights or by the sound of a pneumatic drill on a Sunday morning. That is why we are clamping down on companies that fail to comply with the rules by doubling a range of fixed-penalty notices, with the worst offences now facing £1,000 fines. Plus, we are extending charges for street works that run into the weekend.
This is not about patching up the problem, either. We want to see repairs that are made to last, so we do not see the same bits of road being dug up over and over again. That means getting it right first time around, championing the best materials and techniques, ensuring contractors are properly managed, and embracing the innovation and new technology that will help us to get the job done while getting proper bang for our buck.
The best mechanism would be to vote for a Conservative local authority on 1 May. If we look at the data rather than the slogans, 68 miles of roads on average are repaired each year under Conservative councils, while just 14 miles are repaired under Labour councils. I say it again: if people want potholes fixed, they should vote Conservative on 1 May.

He has just said that people should vote Conservative because of the successes to which he has just referred. What would he say to my constituents in Newcastle-under-Lyme who have a Tory borough council and county council—and have done for several years—who describe our roads as “deeply sunken” and “physically uncomfortable to drive over”, and say that they have “crumbling surfaces”, “failed resurfacing work” and “repairs that don’t last” and “worsening conditions despite recent repairs”. Several constituents have noted that “only a few potholes” were ever patched and “hazardous conditions from multiple directions”—

The potential expansion of Heathrow is very important for regional connectivity to our other airports. With regard to Scottish airports, if there are specific issues that the hon. Transport that meets local, regional and national needs is vital for delivering this Government’s missions, and I am determined that communities like those in Newcastle-under-Lyme will benefit. The Chancellor announced over £650 million for local transport outside city regions at the autumn Budget, and the Secretary of State will confirm the allocations soon.

A well-connected transport system is critical to the local economy, a healthy population and a sense of pride in our communities. However, many of my Newcastle-under-Lyme constituents in Betley, Bradwell, Wolstanton, Audley and the rest of the villages have made it clear that they cannot access medical or retail services due to a lack of local bus provision, hurting our shops and the health and wellbeing of my constituents. Will the Minister come to Newcastle-under-Lyme to meet me so that we can establish a path forward to get my constituents the bus services they need?
While I would always welcome the opportunity to meet my hon. Friend, I urge him to lobby Staffordshire county council, which will get £11.1 million in bus funding in 2025-26, consisting of £5.8 million in revenue and £5.3 million in capital, specifically to support and improve bus services and infrastructure across Staffordshire, including in his constituency.

I thank the hon. Member for that intervention and for bringing the opportunity to work on a cross-party basis across Cheshire and the wider area to secure key benefits for our constituents. She is absolutely right to say that electrification of the line from Crewe to Chester would be transformative. It could deliver an additional £25 billion in gross value added and create more than 70,000 jobs over the next 20 years. Those are crucial benefits.

I have the pleasure of being the constituency neighbour of both my hon. Friend and the hon. Member for Chester South and Eddisbury (Aphra Brandreth). My hon. Friend has touched on the communities who benefit from Crewe station, including those from Madeley, Balterley and Betley, and many of my Newcastle-under-Lyme constituents use Crewe on a daily basis. Indeed, when Avanti chooses to mess up its timetable, I have to go to Crewe when I am going home.
As my hon. Friend has touched on HS2, does he agree that rebuilding trust will be really important? Many of my constituents in Newcastle-under-Lyme, as in Stoke-on-Trent South, have faced the brunt of the failures of HS2 to date, and many people have waited many years for compensation. So as we look to have this conversation, trust and restoring trust must be at its heart.

I thank my hon. Friend for that intervention. He is absolutely right to point out some of the negative impacts of the HS2 project on his constituents and, indeed, some of my constituents. It is right that the Government have taken the necessary steps to get the mismanagement of the project under control. It is right that they continue to do that and fully engage with those negatively impacted so far.
My hon. Friend is absolutely right to advocate for more accessible journeys on the rail network, because we want everyone to be able to travel on our railways. I am sure that my officials will have heard those comments, and I will convey them to my noble Friend Lord Hendy, the Rail Minister, as I am sure he will want to look at that.
Crewe’s location is strategically important to the railway, thanks to the connectivity that it provides for passenger, freight and engineering services. No other UK station is served by more individual train operators. With more than 470 services on a typical weekday, there are just 30 minutes between the last train of the evening and the first of the following morning. It is not surprising to hear that since its opening it has formed a critical part of the UK’s transport infrastructure and will no doubt continue to do so for future generations.
Transport is an essential part of the Government’s mission to rebuild Britain. For that reason, we committed to improving rail connectivity across the midlands and the north while working with devolved leaders, as we set out in our manifesto. The previous Government’s decision to cancel phase 2 of HS2 was met with huge disappointment by leaders and communities in Crewe and, frankly, a lot more widely. As my hon. Friend the Member for Newcastle-under-Lyme highlighted, the previous Government’s appalling mismanagement of HS2 has undermined trust in our ability to build new railways and perhaps in rail more broadly. For the constituents of my hon. Friend the Member for Crewe and Nantwich, it meant the end of a decade of efforts to plan the benefits that the new high-speed railway would have brought to the town. Now, with the difficult position that this Government have inherited, our immediate focus is on the safe delivery of HS2 between Birmingham and London at the lowest reasonable cost.
However, while we have been clear that we cannot reverse the previous Government’s decision to cancel phase 2 of HS2, we recognise concerns about rail capacity and connectivity between Birmingham and Manchester. We are considering a range of potential solutions that will have to be carefully balanced with the very difficult fiscal context in which we are operating. That could include optimising services, delivering smaller-scale infrastructure interventions or the proposals set out by the Mayor of Greater Manchester and the Mayor of the West Midlands for a new railway line between Birmingham and Manchester.

I am very grateful to the Minister for giving way. May I urge her, as she seeks to consider options on capacity, to ensure that there is real and meaningful engagement with the communities that will be impacted, as mine in Newcastle-under-Lyme and those in many other parts of north Staffordshire have been? Without that real engagement, the trust that we talked about earlier simply cannot be built.
My hon. Friend is absolutely right that the work to engage local communities is vital as we develop future transport plans.
I commend my hon. Friend the Member for Crewe and Nantwich for his passion in advocating for his constituency and ensuring that any eventual decisions take into account the role and needs of Crewe station, which plays such a vital role on the west coast main line. Of course, there are other constituencies that we need to consider, too. Those will certainly be on the Government’s mind as we consider different options. My colleague the Rail Minister had a very constructive meeting with Mayors at the end of last year; he also met my hon. Friend to discuss Crewe’s role in the proposals.

Absolutely. I have also spoken to businesses in my constituency that have highlighted the huge difficulties with getting tests for driving larger minivans and lorries. This debate is about not just bog- standard driving tests to get on the road, although that is a significant issue, but the whole system-wide problem.
Examiner illness is not something that the Conservative party can be blamed for, but whether it was striking doctors, nurses, train drivers or driving test examiners, the Conservative legacy is one of pushing workers to the brink then denying responsibility when industrial action is the inevitable result. I heard from my constituent Chris, a driving instructor, who explained how the local community of instructors are at their wits’ end over the issue, and feel powerless to stop students turning to the black market to book tests.
Driving examiners in Bracknell are getting up before 6 am on a Monday morning, when local centres release a week’s worth of tests, and by 6.02 am every single slot is gone. Those tests are six months away, yet greedy and unscrupulous test touters are using bots and fake business accounts to block-book those sessions and sell them on at ludicrous premiums. My constituents are scraping together hundreds of pounds to pay double or triple the test price only to have their details cloned, and these black market operators then use them to squeeze others out of the market. Meanwhile, some learners are, more innocently, paying big fees to apps and websites that simply trawl the DVSA database and spot cancelled tests for drivers to book at the last minute, which has fuelled understandable concerns. The drivers are showing up to tests underprepared, winging it in the hope that they just about pass, rather than waiting five months to take a test when they are properly ready.
I urge the Minister to set out what steps can be taken to end this financial abuse. The practice of test touting is against DVSA policy, but what more can we do to end it all together? Has the Minister considered whether the practice of reselling driving tests for profit can be made illegal—in line with our plans to tackle ticket touting—or can the system be fixed so that only legitimate driving instructors are able to transfer tests between their students?
Learner drivers pushed into taking their tests early by a broken system are more likely to fail, and therefore more likely to need to book another test, thereby further fuelling pressure on test centres and pushing up demand. What more can we do to ensure that more learners pass first time, unlike me? Will the Minister also ask the DVSA to investigate opening a test centre in my constituency? It sits in a desert of driving test provision between the M3 and M4. The nearest test centres to Bracknell are Reading and Farnborough. How can it be practical that a town of more than 120,000 people is not served by its own test centre?
If I may, I will touch on the connected subject of car insurance. For many young people, the financial pressure of becoming a new driver does not abate when they have finally managed to book and then pass their test. Next comes a hefty bill for car insurance. It is perfectly reasonable for younger and otherwise less experienced drivers to be charged more for car insurance, as statistically they are more likely to have an accident, but too many of my constituents are paying far more than is reasonable. Car insurance premiums have shot up by 21% since June 2022. This is not just an issue for young people in my constituency; I have also been contacted by older drivers, with many years’ experience on the road, who are being priced out of the market all together. I would therefore like to take this opportunity to welcome the action taken by my right hon. Friend the Secretary of State for Transport today to launch a new taskforce to address that pressing matter.
The struggles faced by my constituents and by learner drivers across the country represent a brake on our national productivity and an unbearable frustration to our young people who, in understandable desperation, are exposing themselves to fraud and financial abuse at the hands of bad actors cynically exploiting this situation.

I am grateful to my hon. Friend for giving way, which is a nice thing to be able to say from the Back Benches here. He raises an important point and as he touches on insurance, I wonder whether I can bring in the issue of inadequate public transport, particularly in Madeley and in Betley in Newcastle-under-Lyme. I increasingly receive letters and emails from people who see their ability to secure a test after they have failed the first one now being pushed further and further away. The relevant period is rather like the five months that my hon. Friend refers to, but there is a double whammy because of the lack of any viable, meaningful, and affordable public transport, particularly in Madeley and Betley. Without that, and with the pressures of available driving tests being pushed further and further away, many of my constituents, like those in Bracknell, are left at breaking point.

That is a fantastic point, and perhaps another day I could opine on our train links, which have not improved since the 1970s. That, I fear, is a debate for another day, but my hon. Friend’s point is an excellent one. Not only young people are affected, but many young people look to passing their driving test to give them a real sense of liberation and freedom. That is particularly true in communities where public transport, after 14 years of Conservative Government, is not where it should be. It therefore must absolutely be the priority of this Government to improve transport connectivity for all communities and, in particular, rural and semi-rural communities. It is clear that this Government must be—and are—on the side of the driver. For that reason, I urge the Minister to make real headway on this really important issue.
This situation cannot continue. After years of chaos under the Conservatives, this Government have inherited a broken test system and must now fix another Tory mess. All the while, my constituents face unacceptable waits and undue stress. Passing the driving test should be a moment of great joy and freedom but, for too many, the journey to passing has become a one-way trip to frustration and misery.
