My Lords, I agree with the Prime Minister that those who thought that COP 26 would be a failure have been proved wrong. There were agreements on forests, methane, cars and finance, and there is undoubtedly some momentum among Governments and the private sector to move more quickly than previously.

Alok Sharma clearly worked extremely hard to achieve even more substantive progress, and he and his team deserve our thanks for all their efforts. By contrast, the Prime Minister seems to have played no concerted role at any point over the last two years. As the noble Baroness, Lady Smith, said, his second visit to COP seemed to consist only of a press conference dominated by the question of whether the UK, under his watch, is now a corrupt country.

The Statement itself demonstrates the Prime Minister’s addiction to hyperbole. The world, he says, is “calling time on coal.” Really? When is that time? The declaration on coal is positive but, as it stands, is consistent with India and China continuing to use very large amounts of coal for decades ahead, decades which the world simply does not have. The Prime Minister says, we have

“ticked our boxes on cars, cash and trees.”

I fear that, for him, that is exactly what we have done: enough to enable him to claim that a success has been achieved, with no recognition that the agreements in these areas, although very welcome, are partial and will need continuing global pressure to achieve their stated goals.

As the dust settles on the conference, the key questions in every sector contributing to climate change are, “How do we build on the progress of COP 26?” and, “What role can the UK play?” I will concentrate on just three areas: finance, China, and the UK’s own carbon reduction strategy.

On finance, it is important that companies set targets and keep to them and that we do not facilitate the funding of climate-threatening activities. On the former, can the noble Baroness confirm what carbon reduction plans the UK will require companies listed in the UK to set in future, and what sanctions there will be to ensure that they are fulfilled? Does she agree that choking off finance for new fossil fuel exploration and development is potentially crucial? If so, will the Government commit to banning new stock exchange listings of fossil fuel companies and funds? Will the Government also press for a change in the capital adequacy rules, so that they reflect the climate change risks attached to lending by banks to fossil fuel companies? Does she accept that this could in effect price out the viability of such loans in future?

On China, the Prime Minister has expressed his frustration that they did not make further commitments at COP 26. He rightly accepts that he is not in a position to tell President Xi what to do, but there seems to have been a retreat in the diplomatic resources and effort put into climate change diplomacy, not just with China but globally. China’s stock has been weakened in the eyes of the island states, and much of the developing world, by their unwillingness to move more quickly. Surely this is something we should be tapping into via our Diplomatic Service to encourage those countries to put pressure on China, which in the past has so assiduously sought their votes at the UN and in other international bodies. Will the diplomatic resources devoted to climate change be increased to allow this to happen?

Domestically, the Government’s policy, despite the targets, is characterised by a lack of consistency and ambition. Will the Government now make it clear that they oppose any further coal or oil extraction in this country? Will they up their game on insulating homes and installing heat pumps? Will they give real impetus to developing working carbon capture and storage schemes, which have been promised for so long but not delivered? Will they stop doing counterproductive things, such as the reduction in air passenger duty?

The Prime Minister, quoting Aristotle in his Statement, says that

“virtue comes ... from habit and practice”

and implies that he favours virtue, at least in our approach to climate change. Will he therefore heed his own, or rather Aristotle’s, words, cut out the hyperbole and more assiduously practise what he preaches?

I thank the noble Baroness and the noble Lord for their comments. I am slightly disappointed, although, to be fair, the noble Baroness did highlight that much progress had been made. I think we have been very clear that we did not reach all the targets that we wanted to reach, but it is a misrepresentation of COP to say that we did not make some significant progress. The Glasgow climate pact was a historic agreement, the gap in ambition has narrowed and we now have net-zero commitments for over 90% of the world’s economy, up from just 30% two years ago.

COP has kept 1.5 degrees alive. I completely accept the noble Baroness’s point that we did not get as far as we wanted, but the combination of net-zero targets, enhanced 2030 emission-reduction commitments and agreed action in key sectors, all underpinned by the rules, systems and support agreed in Glasgow, will significantly reduce emissions by 2030 and can put the world on track for below two degrees. I totally accept, as does the Prime Minister, and indeed Alok Sharma, that there now needs to be a concerted effort and delivery by all countries. We are not on track for 1.5 degrees at the moment, but that is one reason why COP 26 agreed that countries will return next year with stronger emission reduction targets for 2030, so that we can keep the momentum going and try to get back on track.

So countries have agreed to return next year with their new targets. This will be combined with a yearly political round table to consider a global progress report and a leaders’ summit. The pact creates a new UN programme to work with countries to scale up their emission reduction targets, and these will report back next year. Following this COP, a yearly report from the UNFCCC, which was previously conducted every five years, will give a clearer picture of countries’ latest targets and how they are going to close the emissions gap. The noble Lord talked, for instance, about pressure on China. All these actions are aimed at shining the spotlight on all countries and globally, and helping us continue to move forward.

One thing that neither the noble Baroness nor the noble Lord mentioned, but which it is important to mention, is that the Paris rulebook—the guidelines on how the Paris Agreement is to be delivered—was completed after six years of discussion. These guidelines are an important step forward in transparency and holding countries to account for their targets.

The noble Baroness and the noble Lord rightly talked about coal. We have been quite clear that it was disappointing that some countries wanted softer language than perhaps we would have liked. However, I still maintain that this was the first time that a pact has mentioned coal power and fossil fuels. They were referenced in a COP text and were agreed by all the countries involved. Some 65 countries have now committed to phasing out coal, including four of the world’s top 20 coal power-generating countries: South Korea, Indonesia, Vietnam and Poland. All major coal-financing countries have committed to end international coal finance by the end of 2021. We also saw a significant commitment of the G20 countries in that regard, which included China, the USA and India, which can have an immediate impact in the Asia-Pacific region.

The noble Lord asked about the Chancellor’s announcement. He set out plans for the UK to be the world’s first net-zero aligned financial centre, with new requirements for UK financial institutions and listed companies to publish net-zero transition plans that detail how they will adapt and decarbonise as the UK moves towards a net-zero economy by 2050, and further work and publications will come on that side of things.

Both the noble Lord and the noble Baroness rightly mentioned the $100 billion climate finance target. Again, we have said that we deeply regret the fact that this target was not met in 2020 as originally committed to, but the plan does show that the goal will be met by 2023 at the latest and continues on a rising trajectory to 2025. We are increasingly hopeful of meeting, or coming close to meeting, the goal by 2022, although I accept that that is obviously still two years out. It has been important that 95% of the major developed country climate finance providers have come forward during COP with increased multi-year climate finance commitments, with some doubling or even quadrupling their climate finance.

We welcome Australia’s commitment to net zero by 2050. I can assure the noble Baroness that our trade deal with Australia will include a substantive chapter on climate change, which reaffirms our joint commitment to upholding our obligations under the Paris Agreement, including limiting global warming to 1.5 degrees. That goes further than many previous trade agreements.

Domestic aviation, which both the noble Lord and the noble Baroness mentioned, accounts for less than 1% of the UK’s total emissions in 2019. We have announced, alongside the announcements in the Budget, a new ultra-long-haul ban to align more closely with our environmental objectives. We are also investing £180 million in a competition to support the development of plants for sustainable aviation fuel in the UK.

The noble Baroness asked about the Cambo field. That proposal is being scrutinised by independent regulators, and no decision has yet been taken, but the UK was the first G7 country to agree a landmark deal to support the oil and gas industry’s transition to clean green energy by 2050 while supporting 40,000 jobs. The reason we were able to bring people together and take these steps forward is that we are a world leader in this area. We are leading by example and we will continue to lead by example. While we did not achieve everything that we wanted at COP, it has been a major step forward for the world.

My Lords, the oceans play a unique role in regulating our climate. Unless we take unprecedented action to restore and protect the oceans, none of the shared goals announced at COP can be met. Can my noble friend give an indication of the progress made at COP 26 on ensuring that oceans play a stronger role than they are currently able to play in regulating our climate? It is essential.

I thank my noble friend. The UK presidency marked Ocean Action Day at COP, championing a call for action to protect and restore ocean health and resilience. For instance, more than 100 countries have now signed up to protect at least 30% of the global ocean by 2030. My noble friend Lord Goldsmith is obviously very heavily involved in this work and will continue to lead international action in this area.

My Lords, like the noble Lord, Lord Newby, I was surprised that the Prime Minister rather bravely referred to Aristotelian virtue in the Statement. Four essential characteristics of virtue, according to Aristotle, are prudence, temperance, courage and justice. There is no provision in the Glasgow agreement for loss and damage payments—reparations for the fact that the global south is already suffering deadly horrendous damage because of the emissions of the global north. The Statement says that Alok Sharma will push countries to go further. Will the UK lead in putting in funds for loss and damage, as Scotland has already done, reflecting the fact that the most vulnerable nations made it very clear at COP that they expect this to be fully sorted out at Sharm el-Sheikh?

I am surprised that the noble Baroness did not realise that this was, in fact, the first COP decision that included a position on loss and damage, which is a recognition of how seriously developed countries are taking their obligations. The Glasgow dialogue was launched better to co-ordinate financial support for extreme impacts, and it agreed that there would be a dialogue between parties, relevant organisations and stakeholders to discuss the arrangements for funding activities to avert, minimise and address loss and damage. We also established the functions of the Santiago network, which will provide technical assistance to developing countries to address loss and damage. So progress was most certainly made.

My Lords, I congratulate the Government on the tremendous commitment and energy given to COP 26. My first global environment conference was on saving the ozone layer with Margaret Thatcher in 1988, which was British science-based. It was a global movement, with the Montreal treaty, business getting involved and a massive public campaign. Well, how much has happened. My real delight is that it is not only nations but regions and communities that will deliver these commitments. I was there to represent the Humber region, the greatest provider of carbon in the country, and it is going net zero, with a major wind farm, major investment in hydrogen and major investment in carbon capture. This is a community—local authorities and business leaders—with political support, taking action into its hands. We are none of spectators; we are all participants. If the Minister can find her way to Hull, I would very much like to introduce her to these remarkable leaders.

I thank my noble friend. She is absolutely right. So many people played such an important part in COP 26. It was attended by 120 world leaders. There were over 38,000 delegates from 194 countries. We brought together thousands of delegates from civil society, indigenous peoples, business, youth groups and women’s groups—all coming together with a common goal. I would be delighted to visit Hull if she would like to arrange it.

My Lords, I was very pleased to hear in the Prime Minister’s Statement that, as I understand it, Alok Sharma will continue his full-time role as president of COP 26 until Egypt next year. I congratulate him on what he achieved this time.

Two themes that came out in COP 26 were methane and carbon sequestration. Going from the macro to the micro, I suggest two things that the Government could easily do, almost immediately, to help in those areas. In North Sea gas flaring, we are still the laggard in comparison with other North Sea oil and gas producers. We allow flaring. The Oil and Gas Authority recently released a new strategy which said that it would stop flaring, except in exceptional circumstances, by 2030. Why do we not stop it immediately?

With carbon sequestration, peatlands are one of the major areas of carbon storage and the UK has some of the largest areas in the globe. Yet we still allow peat extraction for gardening and other areas, and we allow it to be sold as a gardening accessory. We can stop this almost immediately. It is the Government’s intention to do so, so why do we not do both those things now?

I am happy to raise the noble Lord’s points with colleagues and we will continue to look at ways to meet our obligations. The noble Lord rightly talked about methane emissions. More than 100 countries, responsible for just under half of all methane emissions, joined the global methane pledge to cut them by 30% by 2030. That includes six of the top 10 methane emitters—the US, Brazil, the EU, Indonesia, Pakistan and Argentina—and the noble Lord will be interested to know that, according to the global methane assessment, action on methane can avoid up to 0.3 degrees centigrade of warming by 2040. He is absolutely right that we need actions at all levels to ensure that we continue working towards this goal.

During last week’s questions on the COP Statement, I asked the Minister how the funding was progressing towards raising that £100 billion annually from developed countries to distribute to less developed and developing countries, to help reduce emissions and to combat and adapt to climate change. Can she now update the House on the final climate finance contributions from the major economies, and can the Government publish a list documenting the amounts from each contributor?

I thank the noble Lord. I knew that he would probably ask me this question, so I have an answer for him about the United States, which he asked about last week. It intends by 2024 to further double its annual public climate finance to developing countries to around £11.4 billion, including around £3 billion to support adaptation efforts. He might be pleased to know that we have indeed published such a document, COP26 Presidency Compilation of 2021-2025 Climate Finance Commitments, which lists the commitments made in this area and which he might be interested to read.

My Lords, I would like to acknowledge the unexpected progress that was made at COP, for example on rainforests, which I do not think anybody has mentioned. On the move to change the energy mix, I think it is at least as important for the Government that they keep the lights on as it is to take measures to save the planet. In that context, does my noble friend agree that the move to intermittent renewables needs to be balanced, and indeed balanced now, by a substantial investment in the British nuclear industry, another source of zero-carbon energy? Does she further agree that the neglect of the nuclear industry since the mid-90s has been a disgrace?

I am sure my noble friend is aware that we have a Bill in the House of Commons looking at this area which will be coming to your Lordships’ House soon so we can discuss these issues. We are certainly looking to reinvigorate that sector. I will also just say that last year was the first year in which renewables were the primary source of the UK’s electricity and we have quadrupled the percentage of our electricity that comes from renewables but, of course, we need a mix in order to make sure that we have security of supply.

My Lords, do the Government accept that to some extent global climate change and global heating and biodiversity loss are two sides of the same coin? In furthering their work after COP 26, will the Government do more to include the effects on biodiversity loss of the policies they are promoting?

I completely agree with the noble Viscount. That is why we were so pleased, for instance, with the 140 leaders representing over 90% of the world’s forests pledging to halt and reverse forest loss by 2030. We also had 45 nations pledge action and investment to protect nature and to shift to more sustainable ways of farming and, as I mentioned earlier, there was action on the global ocean. The noble Viscount is absolutely right, and that is why we put this front and centre and included it in COP in a way that had not happened before. My colleague, my noble friend Lord Goldsmith, is leading this: he is passionate about it and will continue to talk to global colleagues in order to keep this agenda going forward.

My Lords, the Statement says that we have seen countries that really should know better dragging their heels on their Paris commitments. The Minister will be aware that the Beyond Oil & Gas Alliance has launched, led by Denmark and Costa Rica and also involving the states of California and Quebec. Given that we are committed to 1.5 and one of the commitments of the Beyond Oil & Gas Alliance is 1.5, meeting Paris commitments, are we not dragging our heels by not signing up to this alliance?

No. We have been central to action in this area. For instance, we were central to setting up the Powering Past Coal Alliance which now has 165 members, including national and subnational Governments, businesses and organisations. We will obviously continue to look at this area but we are certainly leading the way. In fact, the transition is already under way. In OECD countries, the share of coal in power generation has fallen from a peak of 40% in 1990 to a low of 23% in 2019. As we have said, although perhaps we had watered-down language, as we have all accepted, the end of coal is in sight, and that is what we want to continue to work to.

My Lords, I shall now repeat a Statement made today in another place:

“Mr Speaker, with your permission I will make a Statement about the G20 summit in Rome and update the House on COP 26 in Glasgow. Almost 30 years ago, the world acknowledged the gathering danger of climate change and agreed to do what would once have been inconceivable and regulate the atmosphere of the planet itself by curbing greenhouse gas emissions. And one declaration succeeded another until, in Paris in 2015, we all agreed to seek to restrain the rise in world temperatures to 1.5 degrees centigrade. Now, after all the targets and the promises—and after yet more warnings from our scientists about the peril staring us in the face—we come to the reckoning.

This is the moment when we must turn words into action. If we fail, then Paris will have failed and every summit going back to Rio de Janeiro in 1992 will have failed, because we will have allowed our shared aim of 1.5 degrees to escape our grasp. Even half a degree of extra warming would have tragic consequences. If global temperatures were to rise by 2 degrees, our scientists forecast that we will lose virtually all the world’s coral reefs. The Great Barrier Reef and countless other living marvels would dissolve into an ever warmer and ever more acidic ocean, returning the terrible verdict that human beings lacked the will to preserve the wonders of the natural world.

And in the end it is a question of will. We have the technology to do what is necessary: all that remains in question is our resolve. The G20 summit convened by our Italian friends and COP 26 partners last weekend provided encouraging evidence that the political will exists, which is vital for the simple reason that the G20 accounts for 80% of the world economy and 75% of greenhouse gas emissions.

Britain was the first G20 nation to promise in law to wipe out our contribution to climate change by achieving net zero, and as recently as 2019 only one other member had made a comparable pledge. Today 18 countries in the G20 have made specific commitments to achieve net zero, and in the Rome declaration last Sunday every member acknowledged

‘the key relevance of achieving global net zero greenhouse gas emissions or carbon neutrality by or around mid-century’.

To that end, the G20, including China, agreed to stop financing new international unabated coal projects by the end of this year—a vital step towards consigning coal to history. And every member repeated their commitment to the Paris target of 1.5 degrees.

In a spirit of co-operation, the summit reached other important agreements. The G20 will levy a minimum corporation tax rate of 15%, ensuring that multinational companies make a fair contribution wherever they operate. Over 130 countries and jurisdictions have now joined this arrangement, showing what we can achieve together when the will exists.

The G20 adopted a target of vaccinating 70% of the world’s population against Covid by the middle of next year, and the UK is on track to provide 100 million doses to this effort. By the end of this year, we will have donated 30 million doses of the Oxford AstraZeneca vaccine, and at least another 20 million will follow next year, along with 20 million doses of the Janssen vaccine ordered by the Government. And the G20 resolved to work together to ease the supply chain disruptions which have affected every member, as demand recovers and the world economy rises back to its feet.

I pay tribute to Prime Minister Mario Draghi for his expert handling of the summit. But everyone will accept that far more needs to be done to spare humanity from catastrophic climate change, and in the meantime global warming is already contributing to droughts, brushfires and hurricanes, summoning an awful vision of what lies ahead if we fail to act in the time that remains. So the biggest summit that the United Kingdom has ever hosted is now under way in Glasgow, bringing together 120 world leaders with the aim of translating aspirations into action to keep the ambition of 1.5 degrees alive. I am grateful to Glasgow City Council, Police Scotland, the police across the whole of the UK, and our public health bodies for making this occasion possible and for all their hard work.

For millions across the world, the outcome is literally a matter of life or death. For some island states in the Pacific and the Caribbean it is a question of national survival. The negotiations in Glasgow have almost two weeks to run but we can take heart from what has been achieved so far. Nations which together comprise 90% of the world economy are now committed to net zero, up from 30% when the UK took the reins of COP. Yesterday alone, the United States and over 100 other countries agreed to cut their emissions of methane—one of the most destructive greenhouse gases—by 30% by 2030. And 122 countries, with over 85% of the world’s forests, agreed to end and reverse deforestation by the same deadline, backed by the greatest-ever commitment of public funds to this cause, which I hope will trigger even more from the private sector.

India has agreed to transform her energy system to derive half of her power from renewable sources, keeping a billion tonnes of carbon out of the atmosphere. The UK has doubled our commitment to international climate finance to £11.6 billion and we will contribute another £1 billion if the economy grows as forecast. We have launched our clean green initiative, which will help the developing world to build new infrastructure in an environmentally friendly way, and we will invest £3 billion of public money to unlock billions more from the private sector.

The UK has asked the world for action on coal, cars, cash and trees, and we have begun to make progress—substantial, palpable progress—on three out of four. But the negotiations in Glasgow have a long way to go and far more must be done. Whether we can summon the collective wisdom and will to save ourselves from an avoidable danger still hangs in the balance, and we will press on with the hard work until the last hour. I commend this Statement to the House.”

My Lords, I thank the noble Baroness for repeating the Statement to the House. Ten months ago, in his new year message, the Prime Minister, with his usual optimistic rhetoric, declared that with the G7, COP and other global summits ahead of us, 2021 would be

“an amazing moment for this country.”

Yet as the winter nights draw in, I am sure that I am not the only one who feels that perhaps Mr Johnson overpromised and has not made the most of the available opportunities. As world leaders leave Glasgow, we all want COP 26 to be a success. You could say that we need it to be a success. The G20 could have been a springboard for the agreement that we need.

The noble Baroness is right, therefore, to tell the House that two weeks of COP remain, but Ministers cannot rely on warm words alone to deliver the outcome that we all need. On the climate crisis, Covid recovery and much more, it increasingly feels as if the Government are exposed and do not have a plan, despite their promises and commitments. While I appreciate the Minister’s frankness in saying that there is far more to be done, I implore the Prime Minister to use this moment—it is just a brief moment of opportunity—to show real leadership and, more importantly, the direction that is needed.

The Rome G20 started in much the same way as the G7 earlier this year, with Mr Johnson yet again, unfortunately, distracted by ongoing issues relating to the botched Brexit deal. The small steps agreed in Sunday’s communiqué are welcome, and I cannot emphasise enough that we want COP to succeed. Judging, however, by the Statement—if I have understood correctly from listening carefully to the noble Baroness—it is not entirely clear that even the Prime Minister is sure about what was agreed in Rome. Page 1 of my copy of the Statement says:

“We all agreed to seek to restrain the rise in world temperatures to 1.5 degrees centigrade”.


On page 2 it has been downgraded from an agreement to a “shared aim”. By page 3 it is back to “a commitment” on a target, while by page 4 it is downgraded again to an “aspiration” or an “ambition”. Either the Prime Minister is confused or he has someone writing his Statement with a thesaurus to hand.

Together, the G20 nations represent 75% of global greenhouse gas emissions. As the noble Baroness understands, the world is reliant on their actions towards net zero. If they fail, it will be the small developing countries that pay the price. That is why we need a plan for implementation, whatever the word used for it. I did not hear a plan, strategy or road map today. Where is the plan?

Can the noble Baroness confirm whether the Prime Minister personally advocated for a 2050 net-zero date in the communiqué, or was he satisfied with the inclusion of “around mid-century”? Given the Government’s own record on new coal mines and oil exploration in the UK, did our domestic policy undermine our ability to negotiate a stronger line? The noble Baroness may recall that the FCDO previously announced a climate diplomacy fund to prepare for the summit. Can she update the House on how that money has been spent? I am happy for her to write to me if she is unable to answer today.

On international development, we are grateful to the G20 for reiterating that the consequences of climate change are already being felt by the world’s poorest and most vulnerable. But, as much as I welcome the acknowledgement in the Prime Minister’s Statement of the impact on important coral reefs, I would like to have heard more about the devastating and deadly human impact of our collective failure to act. But given the Government’s attitude to development aid and the cuts made, perhaps we should not be surprised. I wonder whether other countries raised this with Mr Johnson, especially those that have seen the pandemic as a reason to increase international aid.

On a similar note—again, I am happy for the noble Baroness to write to me if she cannot answer this—she will be aware that the Chancellor recently announced that the IMF’s special drawing rights will now be reclassified as international aid. This might sound like an accounting dodge, but it is important: it means that millions of pounds of support to developing countries will be lost. Given that the UK is the only major donor to do this, can she explain why the Government have taken this route?

On Covid vaccinations, for much of the developing world, the threat from the climate crisis is rivalled only by Covid-19. According to Amnesty International, while 63% of people in G20 countries are vaccinated, the figure in low- and lower-middle income countries is just 10%. We welcome the G20’s commitment, as previously agreed by the World Health Organization, to vaccinating 70% of the world’s population by the middle of next year. But, again, we come back to the plan: there is a lack of clarity about how this will be achieved.

I do not know whether the noble Baroness has had the opportunity to read the 10-point plan to produce and distribute vaccinations globally produced by the Labour Party. She might find it helpful. But can she outline for us the Government’s plan which backs up the commitments made?

On a note of optimism, the rubber-stamping of the global minimum corporation tax could pave the way for a fairer global tax system. But we come back to the issue of the plan: this is still a long way from implementation. Can the noble Baroness confirm whether the legislation has been drafted to give effect to this commitment? What steps are our representatives taking to develop the accompanying global framework at the OECD? The proposal represents an opportunity to build a new economy in the aftermath of the pandemic, but we also must take a lead in responding to the more immediate threats of rising inflation and the shortages we have seen. The noble Baroness may recall—although she may not be aware—that in the wake of the 2008 financial crash, the Labour Government, led by Gordon Brown, put forward a global plan to limit the damage and pave the way for recovery. That is the kind of leadership the UK needs and should provide again.

It is all very well, and is to be admired, for the Government to have aims, ambitions, and targets, and to work with others to secure commitments. But, coming back to my central point, unless there is a plan or detailed strategy to turn those commitments into reality, it is just warm words. If the Leader answers just one question today, can she tell us: where is the plan?

My Lords, I too thank the Leader for repeating the Statement. Before I move on to COP 26, perhaps I might ask her a couple of questions about the G20 announcements.

First, the PM highlights the target of vaccinating 70% of the world’s population against Covid by the middle of next year. He then boasts about the fact that the UK is providing 100 million doses towards this effort, of which 70 million will have been donated by the end of 2022. Can the noble Baroness confirm that to date only 5 million doses have been delivered? Does she accept that, given the overall numbers required to meet the target, which the PM supports, run into several billions, just under 70 million doses from the UK by the middle of next year is simply inadequate? The WHO estimates that some 82 countries are at risk of missing the target, so will the UK be more ambitious and commit to increasing the number of vaccines it provides, so the target might stand a chance of being met?

The Prime Minister highlights the resolve of the G20 to work together to ease supply chain disruption. The declaration from Rome simply makes that statement with no hint of what the leaders intend to do about the problem. Can the noble Baroness explain what international action is planned and whether the Government intend to make any proposals to their G20 partners on how to resolve these problems? In relation to supply problems in the UK, could she update the House on the number of HGV drivers from the EU who have taken up the Government’s offer to work in the UK for the next two months? I think the last published figure was 27. Has it increased? On the assumption that we have not seen any significant increase in driver numbers, what assurances can she give that there will not be further disruption to the supply of presents and food in the run-up to Christmas?

On COP 26 and climate change, the agreements announced in Glasgow on deforestation and methane are very welcome. But does the noble Baroness accept that without the active participation of China in such programmes, and the general unwillingness of China to set targets commensurate with meeting the 1.5 degree target, the chances of hitting that target are remote. To date, the Government do not appear to have any strategy, working with like-minded international partners, of putting effective pressure on China. Does the noble Baroness accept that unless such pressure is brought to bear and there is further movement from China, COP 26 cannot result in a successful outcome?

Today’s announcement on sustainable finance is potentially extremely significant, because if it becomes more difficult for firms in the coal- and carbon-intensive manufacturing sectors to finance new projects, many of these projects simply will not happen. More generally, the announcement by many global firms and financial institutions that they will align their investment and lending with the Paris climate goals could, if executed, do more than anything else to reorient the world economy towards a net-zero model. But the track record of companies which have made such commitments in the past is not encouraging. In a number of high-profile cases, banks which have promised, for example, to divest themselves of fossil fuel investments have broken the rules which they set for themselves; and they have not applied the rules at all to some asset classes. What legal requirements do the Government plan to place on companies and financial institutions listed in London, or based in the UK, to set net-zero plans? What sanctions will apply if they either fail to set them in the first place or, having set them, simply fail to implement them?

At the weekend the Prime Minister said that the score was 5-1 against the chances of Glasgow succeeding. Yesterday he claimed that the forces of climate action had pulled back a goal, or possibly two. The fact this Government have allowed the score to get to 5-1 against is a telling indictment of the casual way they have approached this summit. Failure over the next few days to change the scoreline further would be a disaster not just for the Government but for the planet.

I thank the noble Baroness and noble Lord for their comments. I am sorry that they were perhaps slightly more downbeat, so I will try to improve the mood by putting forward some positive facts about things that I hope are going on.

Starting off on the noble Baroness’s comments about the G20, this was the first G20 which committed to setting out long-term strategies to achieve net zero by or around the mid-century, and all leaders expressed support for keeping 1.5 degrees within reach, including accelerating action in the 2020s. However, I think the Prime Minister has been quite clear that we would have liked to have gone further, and, as the noble Baroness recognised was said in the Statement, there is work to be done over the next 10 days to try to keep the momentum going forward and make sure that we can get further with what we want to do. However, as the Statement said, as recently as 2019, only one member of the G20 other than the UK had made specific commitments to achieve net zero; today, 18 countries in the G20 have, so we are making progress. I will write to the noble Baroness on the climate diplomacy fund as I do not have those figures to hand.

On where we have got to, our leadership of COP has seen 90% of the global economy now covered by net-zero commitments, up from just 30% when we assumed the presidency, and if we take into account the significant new commitments, we are closer to 2 degrees rather than over 3 degrees, as we were when we took over the COP leadership. However, I stress again that this is not enough; we need to keep 1.5 degrees in reach, which is why the Prime Minister has called on all countries to commit to further action and why over the next few days we will be looking to negotiators to deliver on leaders’ calls to ensure that COP 26 accelerates this further action. As I said, we accept that there is a way to go, but progress has been made over the last couple of days and we are looking to ensure that momentum continues into this week.

The noble Lord asked about China. We welcome China’s commitment to net zero before 2060, and it signed the Glasgow Leaders’ Declaration on Forests and Land Use. It has committed to reach a peak in its emissions before 2030 and will then cut them to net zero by 2060, and of course it also pledged as part of the G20 commitment to stop funding coal projects overseas. Of course we will continue to engage with it and will continue to put pressure on it to move further and faster. I can assure the noble Lord that the Prime Minister spoke to President Xi before the summit and we will continue to work with international partners to move China in the direction that we would like to see it go.

On the noble Baroness’s comments about international development, as I said before and as she will know, we remain a world leader in international development. This year we provided over £10 billion towards poverty reduction, climate change and global security—a greater proportion of our national income than the majority of the G7. We are expected to be the third largest ODA donor in the G7 as a percentage of GNI this year and the third-highest bilateral humanitarian donor country.

The noble Baroness and the noble Lord asked about some of the various tax initiatives in both the G20 and COP 26 so far. We were pleased that the final political agreement has now been reached on the framework for the two-pillar solution on global taxation, as that was one of our priorities for the G7 presidency. The plan should be implemented to the 2023 timeline and we will continue to work with global partners now that we have reached this milestone to ensure that it is delivered.

On the IMF special drawing rights, the historic $650 billion SDR allocation has provided much-needed resources for vulnerable countries to pay for vaccine and food imports as well as increasing fiscal space for countries to pursue development priorities, including on climate and the environment. We have also been a leading voice on advocating for a new IMF resilience and sustainability trust, which will provide low-interest funding to vulnerable countries to address long-term structural challenges, and we are considering a sizeable contribution to that once it is established.

I hope the noble Lord will be pleased to know that progress so far has meant that $130 trillion of financial assets, equating to 40% of global finance, will now be aligned with the climate goals of the Paris Agreement thanks to the climate commitments made from 450 financial services firms. On the announcement that the Chancellor made today, the aim of the plans is for financial services to set out clearly their overall targets for decarbonisation, how they will align with the UK’s net-zero commitment, and what concrete actions they are taking to deliver this. To ensure that this is robust and to prevent greenwashing, we will set up a transition plan task force to set the gold standard for transition planning across the economy. Firms listed on the London Stock Exchange will have regulatory expectations that they set out transparently to consumers, investors and the public on what steps they are taking to align their business with net zero. Obviously it will then be for the market to determine whether those plans are credible. However, next year we will publish a net-zero transition pathway for this sector setting out how the financial sector will evolve out to 2050.

The noble Lord and noble Baroness rightly asked about Covid and highlighted the fact that the G20 leaders have indeed adopted a target of vaccinating 70% of the world’s population against Covid by the middle of the year. They also agreed to establish a G20 joint finance health task force to enhance dialogue and global co-operation on issues related to pandemic prevention and preparedness responses. We are being ambitious in what we are doing. We are donating at least 100 million Covid vaccines within the next year, 30 million of which we aim to deliver by the end of this year. That is in addition to the £548 million we have committed to COVAX to provide vaccines to help deliver more than 1 billion vaccines to up to 92 lower-income countries. As I said, before the end of the year we will have donated 30 million of the Oxford vaccines but next year we will donate at least 20 million more as well as all the 20 million Janssen doses we have ordered to COVAX. I can assure the noble Lord that that puts us well on track to meet our commitment of 100 million doses by mid-2022.

The noble Lord asked about supply chains. G20 leaders focused on the need for ongoing global co-ordination and action to address the huge price volatilities we have been seeing and they agreed to work together to better monitor and address supply chain vulnerabilities as economies recover and to support the sustainability of the global economy. In fact, the noble Lord will no doubt be interested to know that there was a dedicated session for like-minded partners that focused on how international co-operation to strengthen and diversify the supply chain ecosystem could happen, so a lot of work and discussion took place in that area.

On HGVs, we are increasing apprenticeship training funding by £7,000, investing £70 million in HGV skills bootcamps and we are increasing testing availability by 50,000 a year so that we can address this issue.

My Lords, in the Statement to which reference has just been made—I thank the noble Baroness for repeating it—there is a very interesting passage. In the context of considering world temperatures, the Prime Minister said:

“Now, after all the targets and the promises … we come to the reckoning. This is the moment when we must turn words into action.”


Against that promise, I want to go back to the issue of vaccination. I hope I may be excused for being rather sceptical about our capacity to meet the targets which have been set out in the Statement. For this reason, as of 30 September of this year, more than 50 countries, mainly in Africa, were unable to reach even the 10% target of the World Health Organization. In Africa, the percentage of those fully vaccinated was only 4.4%. If these targets which are set out in the Statement are ever to be met, they will require resources, not simply in the provision of vaccination but in the means of distribution. Where is the plan for distribution, as the shadow Leader of the House said? In the absence of that, the day of reckoning will not properly arrive.

As I said, the G20 adopted the target for vaccinating 70% of the world’s population against Covid. I have set out the work that we are doing and the contribution we are making and I also set out the fact that we have committed £548 million to COVAX to provide vaccinations to help deliver more than 1 billion vaccines to up to 92 lower-income countries. Therefore, we are playing our part and will continue to work with partners to ensure that we meet these ambitious but correct targets.

My Lords, I welcome the Statement and the measures taken to reduce global warming, but can the Minister elaborate on what measures have been taken to embrace more innovative technologies? While there has been much debate on measures to reduce deforestation, is she aware that algae-fuelled bioreactors can soak up 400 times more CO2 than tropical trees?

I have to confess that I was not aware of that, no, but I am very grateful that I am aware of it now. Certainly, the noble Lord is absolutely right that advancing technology and using technology will be some of the key things we need to do to ensure that we meet these ambitious targets. He may be interested to know that more than 40 leaders, for instance, have now joined the UK’s Glasgow Breakthroughs, which will turbocharge affordable green technologies in the most polluting sectors by 2030, including a $4 billion deal between the UEA and US, with the support of 30 others, for climate-smart agriculture and food systems, and $10 billion of funding from philanthropists and development banks to support energy access and clean energy transition in the global south. There are a lot of discussions going on within COP about how we can all come together in order to further develop and spread these technologies out, because, as he rightly says, this will be what we need in order to meet these targets.

Can the Minister clarify one point about the hundred million doses? Is it the Government’s intention that they should all be distributed via COVAX, or will there be bilateral Government-to-Government action to provide doses to the many countries that need them?

Obviously, we are working through COVAX a lot, but we have already had bilateral communication with other countries and have worked with them directly, so it will be a combination of both.

My Lords, I think one should dispose and spread a bit of optimism, given some of the comments we have heard from COP 26. There are problems, as we have heard, and I do not deny that, but I think the Prime Minister is trying to embrace this with vigour—there may be a degree of rhetoric—and we need a lot of enthusiasm here. I have a specific question. First, it was a very good sign that Brazil might be stopping deforestation, but I have to say I will believe it when I see it. The thing that concerns me, and that I want to ask the noble Baroness about in particular, is methane. It is great that so many countries decided to curb their methane emissions, but I am very worried that Russia, South Africa, India, Australia and China ducked out of that, because they, put together, will really undermine the effort everybody else is making. Will the Government try to address this? Is there any way to bring pressure on those countries to join this commendable exercise?

The noble Lord is right; about 100 countries responsible for more than half of methane emissions have joined the global methane pledge to cut methane emissions by 30% by 2030, but he is right, of course, that that does not include everyone. We will, of course, both during the rest of COP and going forward, keep encouraging and putting pressure on friends and allies to meet commitments along with us. But it is a good start, a good contribution and, as I say, the 100 countries are responsible for more than half of the emissions, so I do not think it is something to be sniffed at.

We all wish success at COP 26, but it has been a bit confusing at times to understand what funds have been committed and in what context. The Prime Minister had said he wished to have commitments of $100 billion of funding annually for developing countries to be able to achieve net zero. Can the Leader of the House confirm what the Government’s commitment is on behalf of the UK; what other commitments have been secured from other leading nations, such as the US, other leading European economies and even China towards this total; and what is the total of all the commitments towards the $100 billion annually?

The noble Lord is right to highlight this as one of the areas where we had wanted to see more progress, so it has been somewhat of a disappointment, but it was fantastic to see Japan step forward this week with a pledge of $10 billion. We have set out our commitment to increase international climate finance by a further £1 billion by 2025, on top of the £11.6 billion we have already announced—so, £12.6 billion—but there will be a shortfall. We will not meet the $100 billion goal at the point we wanted to, as was originally said, which is deeply disappointing. The plan shows though that the goal will be met in 2023 at the latest, and continues on a rising trajectory through to 2025, but we have been consistently clear that the developed world must make good on this promise and we want to keep the eyes of the world on Glasgow to see how much further progress we can make over the next week.

My Lords, before I call the Leader of the House to begin the tributes to the late Sir David Amess MP, I would like to make some brief remarks of my own.

Sir David was not a Member of this House, but he was one of us. He was a true parliamentarian. He was also an exemplar of decency and courtesy. When I entered Parliament in 1987, Sir David had already served in the Commons for four years. I quickly found myself working with him on cross-party and international issues, as well as on social campaigns and causes that promoted the common good. David relished working across the party divides. He was not tribal. As an example to the society we live in, he embraced minorities and was tolerant, not intolerant. His willingness to reach out and engage with those he represented went to the heart of what he considered to be his vocation in life. He could never have been accused of being remote or detached.

He championed Private Members’ Bills on animal welfare and fuel poverty, always speaking up for his constituents and placing their concerns at the heart of his work here in Westminster. He was well known in his local area and was keen to engage the local press in his many campaigns; his frequent engagement with the sub-editors obviously paid off when, following a trip to Rome, one headline read “Pope Francis meets David Amess”.

His character was well known. At the weekend, I heard one TV commentator refer to him as a little eccentric. Well, if that was the case, I declare: long live eccentrics. Not once did I meet him in these corridors over the 34 years we served together without being met with an enormous smile as he bounded toward me with a spring in his step. He had an ability to make every encounter bright—something which reminded me time and again of the inherent goodness of humanity.

Today, Parliament mourns. We join with his family, his friends, his staff and those who knew him and worked with him. It is right that we conclude our proceedings today by joining together with the House of Commons to pray for him, remember him and celebrate all that he was and all that he gave to this place and to the nation.

Like all noble Lords, I was shocked, shaken and saddened by the tragic death of Sir David Amess on Friday. He was killed while holding a constituency surgery in a place of sanctuary, serving the residents of Southend West as he had done proudly since 1997. As the Lord Speaker said, Sir David was a veteran parliamentarian of almost four decades who was admired and respected across both Houses of Parliament. Only three other sitting MPs have served the House of Commons and their constituents longer than Sir David had.

A working-class boy from the east end of London, Sir David was first elected in Basildon, in 1983. It was a bellwether seat for the 1992 general election which he held on to with the backing of Essex men—and women—providing the pivotal moment of the night that Sir John Major won an unexpected majority. At the 1997 general election, Sir David moved to the neighbouring constituency of Southend West, and our very own Lady Smith followed him as the MP for Basildon. She tells me that she soon discovered that one of Sir David’s traditions was giving students a spelling test on primary school visits. Apparently, he had a preoccupation with two words in particular, and the local schools had posters of them plastered all over the walls to ensure that their students were ready to impress their visiting MP. I understand that there is a certain cohort, educated in south Essex, who have Sir David to thank for being able to spell “yacht” and “unnecessary” correctly.

In his new seat, Sir David continued his tradition of campaigning in a motorhome, playing his song, which I assure noble Lords I will not attempt to sing but which went:

“Vote, vote, vote, for David Amess,

David is the man for you.

If you want to be true blue, and to air your points of view,

Then David Amess is the only man for you.”

Although his campaign style was compared to that of an ice-cream vendor, it was authentically Sir David, and it worked.

Throughout his parliamentary career, he was well known as a dedicated Brexiteer, a doughty animal rights campaigner, a devout Roman Catholic and a devoted constituency champion. It is true to say that he achieved more on the Beck Benches than many of us Ministers manage to achieve in government; he piloted numerous Private Member’s Bills into law, such as those on cruel tethering and warm homes, helped to ensure that the bravery of Raoul Wallenberg was recognised with a memorial statue, and organised 200 inspirational students from the Music Man Project to perform at the Royal Albert Hall and again at the London Palladium.

There cannot be anyone in this House who is not aware of Sir David’s campaign to make Southend a city, a campaign that he pursued doggedly and determinedly, but with the humour and warmth that characterised his approach, because above all, he was a kind, generous and decent human being. I am delighted to tell the House, if noble Lords did not know already, that the Prime Minister has confirmed that Her Majesty the Queen has agreed that Southend will be accorded the city status that it so clearly deserves.

I was not lucky enough to have known Sir David well personally. However, from the stories that I have read from colleagues, friends and strangers over the weekend, it is clear that he was a wonderful man who touched the lives of many. So many colleagues have commented on his love of being a parliamentarian. Whether in the House or in his beloved constituency, he had as much joy and enthusiasm in his fourth decade in the job as he did in his first, and that enthusiasm was infectious to all with whom he served. A former colleague of mine from Policy Exchange, who began his career working for Sir David, shared what many have commented was an accurate reflection of his character: not being bothered about missing or even returning a call from David Cameron, the then Prime Minister, yet turning his office upside down to find a missing local charity invitation for a duck race, and moving heaven and earth at all hours of the day for constituents in need.

My husband, James, joined the House of Commons following the last election, and experienced Sir David’s generosity of friendship first-hand. They spent some time together recently, during lockdown, discussing Sir David’s new book, Ayes & Ears, as part of his virtual book tour. Said with great humour and a big smile, it is fair to say that Sir David’s opening line of “Now then, James, someone told me that you sleep with a member of the Cabinet” was not the introduction that James was expecting. In his book, Sir David asked how someone like him, born into relative poverty and with no great political helping hand, became a Conservative Member of Parliament.

The many thousands of people that he helped, and the causes that he supported, will be for ever grateful that he made that journey from those humble beginnings in Plaistow. As would be expected from Sir David, the proceeds office book will go to three charities whose causes he consistently championed: Endometriosis UK, Prost8 and the Music Man Project.

I stand here today not just as the Leader of this House but as the wife of an MP. I see the vital work they do day in, day out, on the front line to help some of the most vulnerable people in society: listening and offering support, and speaking up for those without a voice, all to serve the people in their constituencies, regardless of how they voted. Of course, for many of your Lordships here today, that was your daily reality when you served in the other place.

Alongside Jo Cox, we now have had the horror of two MPs in the last five years killed while doing their jobs—simply serving their constituents, as they were elected to do. One of our own colleagues, the noble Lord, Lord Jones of Cheltenham, was badly injured and his aide Andrew Pennington killed in a horrific act of violence. Any attack on any parliamentarian is an attack on our democracy. All of us, across both Houses, across all parties and groups, stand together in condemnation of these senseless and callous attacks. It is right that the security measures in place for MPs are reviewed, but we cannot allow these dreadful events to break the close link between MPs and their constituents which is so central to our democracy.

It has been a devastating week for our party, our Parliament and our country, with the loss first of our dear friend James Brokenshire, and now of the much-loved Sir David Amess—both men taken from us too soon and with so much more to give. But today, I know I speak on behalf of the whole House when I say that our deepest sympathies are with Sir David’s family, friends and staff, especially his wife Julia and their five children. We have lost a dedicated public servant and a colleague, but they have lost a husband and a father. I hope they can find some comfort in our admiration and respect for the most decent of men.

Sir David’s family have called on everyone to set aside their differences and show kindness and love to all—something we should all reflect on. I know that there are many noble Lords who wish to speak today who had the honour of knowing Sir David much better than me. I look forward to learning more about him from them, but I have no doubt that we can all learn from Sir David’s example of compassion, kindness and public service.

My Lords, I think the whole House welcomed the noble Baroness’s very emotional, genuine and fond tribute to Sir David.

As the news unfolded on Friday that Sir David Amess had been attacked, our hope that he had not been seriously hurt was mixed with that dreadful feeling we had in the pit of our stomachs that something deeply shocking and terrible had happened. When it was confirmed that he had not survived, it was hard to find the words to convey our feelings about this act of devastating horror.

We send our deepest and heartfelt condolences to Sir David’s wife Julia, their children, their wider family, and his many friends and colleagues. Their loss is profound and overwhelming. We also feel for the staff who were with him at the time; the emotional shock that they suffered will be deeply felt for a long time.

I also take this opportunity, as the noble Baroness did, to express our sadness and condolences on the death of another Conservative MP, James Brokenshire. It is a cruel connection that James also had strong Essex links, having been born in Southend and previously represented Hornchurch. As she said, both men have left us too soon and had so much more to give.

I first met Sir David Amess in 1983, when he famously achieved that remarkable victory that many thought impossible: winning the newly drawn parliamentary constituency of Basildon, where there was not a single Conservative councillor. At the time, I was living in Southend and working for the League Against Cruel Sports. David was one of the then small group from his party strongly supporting our campaign to ban fox hunting and hare-coursing. He remained passionately committed to the welfare of animals; indeed, his recent, final comments in Parliament—though none of us knew they would be so—were to urge for debate on animal welfare.

Over the years, our paths criss-crossed in Basildon, Southend and Westminster—and, just occasionally, on the same side of an issue. Leaving Basildon for Southend was both painful and an opportunity for him. As with everything else, he embraced his new constituency with enthusiasm, commitment and genuine affection, which, as has been clear from the responses of his constituents, was warmly reciprocated.

My Lords, according to the Prime Minister, the package of proposals in this Statement represents

“a project of our era equivalent to the creation of the NHS and the welfare state.”

How, then, do the proposals measure up to this challenging claim?

Taking the spending side first, the Statement covers three separate but related areas. First, there is the implementation, at last, of something like the Dilnot proposals for placing a cap on the contribution that individuals need to make towards their social care. This principle was legislated for by the coalition in 2014 and its implementation is long overdue. Secondly, the Government are making a major investment of about £10 billion per annum for the next three years in the NHS to deal with the backlog of elective procedures. Undoubtedly this is necessary, but not necessarily sufficient. Yesterday, the Prime Minister failed to give any assurances about the rate at which the backlog of procedures would be reduced. Can the Minister today give any further indication of timescale on this?

Thirdly, the Government claim to be making more resources available to state-funded social care beyond Dilnot. This is arguably the most pressing problem of all, with 112,000 vacancies, massive staff turnover rates and providers teetering on the edge of financial viability. Sadly, the Statement was almost silent on the substance. Instead, all details about the future of social care are yet again pushed back into the long-promised White Paper, for which no publication date has been set, as the noble Baroness pointed out. Can the Minister confirm that there will be no immediate increase at all in funds available for social care, not a penny? If so, how does she expect care homes and domiciliary care providers to survive over the coming months? Over the whole three-year period covered by the Statement, exactly how much additional central government funding will flow into adult social care provision unrelated to the Dilnot reforms, bearing in mind that the current annual cash shortfall is somewhere in the range of £6 billion to £14 billion?

After the first three years, the proceeds of the levy are supposed to go increasingly towards social care. However, given that, on the basis of previous experience, overall NHS spending in future is likely to be greater than that currently budgeted for, there will undoubtedly be pressure for this additional level of NHS funding to continue, even after the pandemic catch-up is more or less complete. What assurance can the Government give that over the medium term, the bulk of the revenue raised by the levy will go to social care, as promised? When later this year does the Minister expect the White Paper to be produced? We have heard so many assurances that it is almost here, nearly here or will soon be here. We are a bit sceptical.

The Government document states that they want to

“make care work a more rewarding vocation”.

How will these announcements allow care providers and local authorities to increase the wages of the many thousands of care workers stuck on zero-hours contracts and the minimum wage? Do the Government really believe that offering a few training courses will solve the recruitment and retention problem in this sector? The Government say that they will

“ensure that the 5.4 million unpaid carers have the support and respite that they need”.

How much additional funding over the next three years will now be available to fulfil this promise?

The Government say that they will move towards equalising the amount paid by self-funders and those funded by local authorities. Do they plan to do this by reducing the amount paid by self-funders or by increasing the amount paid by local authorities? If it is the latter, where will the money come from?

I turn to the new hypothecated health and social care levy. Many people are indignant that a major manifesto promise has been broken, but why are they surprised? For this Prime Minister, a promise is not a binding commitment; it is simply a holding position, until it becomes easier to do something else. More surprising than a broken promise is that the Treasury has agreed to introduce a hypothecated tax—something that it normally never countenances, because of all the inflexibilities that it brings. Why has a new, unprecedented, hypothecated tax been introduced here? The obvious reason is that the Government know that they will have ever-growing demands for future spending in health and social care, for which tax rises will be required, and they see this tax as a vehicle for doing that in future. Can the noble Baroness confirm that, for this Parliament at least, there will be no more increases in the levy?

All in all, does this Statement amount—as the Prime Minister claims—to the equivalent for our age as the creation of the NHS and the welfare state? For those trying to run a care home, act as an unpaid carer or subsist on a minimum income, such a boast will ring hollow. Beveridge, Attlee and Bevan must be turning in their graves.

I thank the noble Lord and the noble Baroness for their comments, but I am slightly surprised that they have not welcomed our announcement of a new £36 billion package to help tackle NHS backlogs, reform adult social care and bring the health and social care system together on a long-term, sustainable footing. That is a hugely significant amount of money to help our precious NHS and to solve a problem that all across this House have acknowledged for many years.

We have indeed held many discussions throughout the year with leading members of the sector, specifically on reform, and will of course continue to do so. We have committed to spending an additional £5.6 billion on social care in England, across the next three years. As the noble Baroness rightly says, the deferred payments agreement remains in existence to enable people to use the value of their home, if they need to, without selling it. Both the noble Baroness and the noble Lord asked why this involves national insurance. To raise the sums needed for this significant investment in the NHS and to reform social care, only a broad-based tax, such as VAT, income tax or NICs, is able to do so. NICs already ring-fences funds for the NHS and successive Governments have increased it, so there is precedent for our belief that this is the best and fairest way.

The noble Lord is absolutely right: the levy will be ring-fenced for health and social care. HMRC will send funds to the health bodies in all four nations of the UK and, by 2023, to social care funding bodies, such as MHCLG, which will deliver it through local authorities. As I say, part of the reason for using NICs is that the more you earn, the more you pay. I am sure noble Lords are aware that a typical base-rate taxpayer, earning £24,100, will contribute roughly £180 a year, whereas a typical higher-rate taxpayer, earning £67,100, will contribute £715 a year. The highest-earning 14% of people will pay around half the revenues. The 6.2 million lowest earners will be kept out of the levy. The use of NICs also means that the cost of the levy will be shared between individuals and businesses; however, 40% of all businesses will pay nothing extra.

The noble Lord asked about tackling the backlog in the NHS. We will spend £2 billion this year, which is double our previous commitment to tackle the backlog. In addition, we plan to spend more than £8 billion in the following three years, from 2022-23 to 2024-25. On the waiting list, we do not know how many people who did not come forward for help from the NHS during the pandemic will now seek treatment, so plucking numbers out of the air about the size of the waiting list is not helpful. But I can certainly assure both the noble Lord and the noble Baroness that the funding announced will deliver 9 million more checks, scans and procedures until 2024-25. This is a significant investment and, over the next three years, will be the biggest catch-up programme in NHS history.

The noble Baroness asked about local government. She is aware that, in 2021-22, we have provided councils with access to over £1 billion of additional funding for social care, on top of the significant funding provided to help the sector. In the spending review, we are also committed to ensuring that local authorities have access to sustainable funding for core budgets. This announcement includes funding to enable local authorities to move towards paying providers a fair rate for care, which should drive up the quality of adult social care services, improve workforce conditions and increase investment. The funding package covers the costs to local government of implementing the charging reforms, including the cap, the increased capital limit moving towards paying a fair rate for care, which I just mentioned, and associated implementation costs.

The noble Lord asked about self-funders. As he knows, under the current system, individuals who fund their care often pay more than individuals who are funded through their local authority for equivalent care. Under this new system, self-funders will have a choice to ask their local authority to commission their care on their behalf, which means that individuals fully funding their own care could choose to benefit from the market power of local authorities. We will be publishing a consultation document on the details of these proposals next month.

On other issues, we are investing more in supported housing and exploring other innovative housing solutions to support more people to live independently, as the noble Baroness said. As part of the additional £5.4 billion of investment announced, we will fund an extension to the established disabled facilities grant to enable more people to live independently in their own homes.

On the integration work, the House will be looking at the Health and Care Bill shortly, before Christmas, when it begins its passage through this House. That is laying the groundwork for reform, and we will see an improved oversight of how social care is commissioned and delivered. It will facilitate a greater integration between health and care services, on which these reforms build. As we have said, we will work further with the sector and more broadly to coproduce a comprehensive national plan for supporting and enabling integration between health and social care, but I am afraid that I cannot go any further than saying that the White Paper will be published later this year.

Finally, the social care workforce has worked incredibly during this pandemic. Our investment of £500 million across three years will deliver new qualifications, progression pathways and well-being and mental health support, which is critical. We will continue to support the fantastic 5.4 million carers to have the support, advice and respite they need.

I declare my interest as a vice-president of the Local Government Association. My noble friend Lord Newby asked, but the noble Baroness did not answer, so I ask again whether she will give an undertaking from the Dispatch Box to guarantee that social care will receive the bulk of the revenue raised by the levy, in the medium term, regardless of whether the NHS has completed the backlog of waiting lists. Otherwise, this is no reform to social care at all, however delayed.

These proposals do nothing to help the current problems in the social care sector. The noble Baroness referred to the extra £1 billion to local government, but all the experts say a minimum of £4 billion a year is needed to help solve them. Can the Minister confirm that, given the current severe crisis in staffing and funding in our care homes, there will be funding on top of that £1 billion at least to start to remedy the problems in social care?

My Lords, can I ask the noble Baroness about the people currently paying their way in care homes? Are they to get no credit whatsoever for the fees they pay up to October 2023? Is it not grossly unfair if the clock starts only when we reach that point?

This has been an intractable issue. If all parties had managed to deal with it better, people in the situation the noble Lord mentioned—for whom we have a lot of sympathy—would have been helped. Unfortunately, that is not the case. We have announced a package that will begin with the new cap in October 2023.

My Lords, I very much welcome the additional resources for the NHS and social care, but will the Government increase and accelerate the resources for social care? Everyone in the NHS knows that only by increasing the capacity in local authority-funded social care can they relieve the pressures on the NHS. The House will recall that we legislated in the Care Act 2014 for a Dilnot-style plan. It is now more than 10 years since he submitted that plan to me as Secretary of State. We should bring it into force, and we can and should do so by April 2022.

I am afraid I have already set out the timescale on which we are doing this. This is a complex area and, as I said, the new cap will come in in October 2023. As I said, the funding in this package covers the cost to local government of implementing the charging reforms, including the cap, the increased capital limit moving towards paying a fair rate for care and the associated implementation costs. We will be working closely with local authorities to make sure that we can implement this to the benefit of all our citizens.

I do not believe so, no. As we have said, the levy will be shared between individuals and business. The largest 1% of firms will pay around 70% of the total business contributions, with the smallest 40% paying nothing extra.

My Lords, in Northern Ireland the money given directly through Barnett consequentials normally goes into the central pot in the Department of Finance. There is money with this new health and social care tax because it is a UK-wide tax, so what guarantees can the Minister give your Lordships’ House that the money allocated to Northern Ireland will go directly to the health and social care budget?

That is exactly what we intend to happen. In fact, Scotland, Wales and Northern Ireland will benefit from around 15% more than is generated for their residents, which will be equivalent to around £300 million every year on average. As a total, Scotland, Wales and Northern Ireland will benefit from an additional £2.2 billion each year on average. We intend to put the money directly into the health services across the nations, as the noble Baroness said.

My Lords, as I think I was the first person to propose a cap on care costs in the minority report to the royal commission in 1999, it would be churlish of me not to welcome the fact we are now getting one, albeit a mere 22 years after I first proposed it. It is disappointing that the Government have concentrated their sole attention, practically, on government, state-funded—which means national insurance-funded—care and have apparently paid no attention whatever to the great role that the private sector can play in helping richer people to afford their care in later years.

The noble Lord will be well aware that historically there has been very low demand for social care insurance products and insurers have actually withdrawn products from the market. We believe that there will now be certainty about costs faced by individuals. We hope that more financial products will come on to the market to enable individuals to plan for their future care needs. We intend to work with the financial services industry to innovate and help people insure themselves against expenditure up to the limits.

My Lords, of course everyone welcomes the extra money for the health service. The last big additional sum given to the health service was some £20 billion, which is more than the entire spending on social care. Social care is in immediate crisis; it needs the money now. There are 1.5 million people not getting the care they need and care has been rationed by local authorities that have not got the costs. How will the Government cope with this? The importance of having a settlement for local government to deal with that is there. How do the Government expect this money to get to social care in three years’ time, given what we know will be the pressures on the National Health Service? How will that money be ring-fenced? If it is not, the most vulnerable people in our country—that includes half the budget going to people of working age—will suffer.

My Lords, I remind the House of my registered interests. In 2016, the Government introduced the social care precept and council tax payers have had to pay up to 15% more over the past five years than they otherwise would have done. Council tax is a regressive tax, so would the Minister please confirm that this practice of increasing council tax bills will now stop as a result of this new funding proposal?

Obviously the noble Lord will know that the vast majority of the workforce is employed privately. Local authorities, as part of the fair rate for social care, will be working with that sector to help improve conditions and pay rates as part of the overall involvement further in the system.

My Lords, I very much welcome this announcement. It is a very pragmatic way forward in the circumstances we find ourselves in, particularly when one looks at the past 18 months. Health inequalities have increased significantly and this will go some way to addressing that. However, it is imperative that one looks at the relationship between acute care and social care. Could my noble friend assure me that this will be looked at immediately, with a view to these budget allocations being ring-fenced accordingly?

I thank my noble friend. As she will well know, the Health and Care Bill, which will come to your Lordships’ House shortly, lays the groundwork for that. We are certainly doing much more work on integration. As I said, a White Paper will be published this year. We will be looking at creating the right incentives for integration and prevention, as well as working with the NHS—both hospitals and primary care—social care providers and other partners to ensure that they are working to deliver effective care in people’s homes and communities.

My Lords, the plan for health and social care says that a

“workforce that is rewarded and feels valued is essential for high quality care”.

The Care Workers Charity, which provides cash support for care workers in desperate financial need, paid out more than £2.2 million last year. How will the Government’s plan deal with this pay crisis in social care within the next three years?

As I mentioned to a noble Lord earlier, the vast majority of care workers are employed by private sector providers, which ultimately set their pay, but local authorities are going to work with them to determine a fair rate of pay based on local market conditions. This investment of £500 million across three years will deliver new qualifications, progression pathways, and new well-being and mental health support. We are going to provide support to professionalise and develop the workforce by providing hundreds of thousands of training places and certifications for care workers, so we are putting in a lot of investment. We understand the importance of the social care workforce and the fantastic job it has done, particularly in the incredibly difficult times of the pandemic.

My Lords, I declare my interests as set out in the register. As the leader of the second-largest metropolitan local authority in the country until earlier this year, I ask the Leader of the House what direct conversations she has had with leaders in the sector, particularly from a local government perspective. If she is not able to tell me directly who she has spoken to, I offer my services to arrange for her to come and visit the leaders in the sector, so that she can fully understand the pressures they have been under over the last several years—before Covid—and what they have gone through during the pandemic to protect the most vulnerable in our society. I concur that without the necessary investment in local government, the National Health Service will fall over; it will be on its knees. It is just not good enough to ignore the needs of local government to provide the services that the most vulnerable people deserve. It is not just older people but all age groups.

I completely recognise the passion the noble Baroness has spoken with, and I thank her for all her work. I would absolutely be happy to take her up on her offer and listen and talk to people. The most useful person for people to talk to is probably the Secretary of State for Housing, Communities and Local Government. He will have had a huge number of conversations about this, and they will be ongoing. I thank the noble Baroness for her offer and look forward to taking it up.

My Lords, I am sorry to say that I cannot see how this solves the social care crisis. Can my noble friend explain how this extra money will actually address the discrimination that there is against those who have dementia, relative to those who have cancer, how it will improve staffing levels or the level of pay, and how the Government have decided that nothing needs to be contributed out of pensions income or buy-to-let income to something that is clearly a social insurance need across the economy?

What will help the people my noble friend has talked about is the fact that, under these plans, we will now cover all care costs for anyone with assets under £20,000, which is up from the current level of £14,000. Importantly, she will know that, currently, anyone with assets over £23,350 faces paying their care costs in full. The new £100,000 limit is four times higher than that, which means that many thousands of people will now be eligible for further state support under our plans.

I am sure the noble Lord will make his own judgment on that. I repeat that the Prime Minister was perfectly honest about it in his Statement. He said that

“no Conservative government ever want to raise taxes”,—[Official Report, Commons, 7/9/21; col. 155.]

which is absolutely true, but he wanted to be honest and accept that this will break a manifesto commitment. I am sure that even the noble Lord would agree that, having provided more than £400 billion of support for jobs and livelihoods, businesses and public services at the start of the pandemic, we have particular challenges around our public finances. And that was not in our manifesto.

My Lords, under cover of this announcement, the Government broke another manifesto promise by abandoning the triple lock on pensions. With the costs of energy and food projected to rise substantially, how are pensioners who depend on the basic pension going to survive?

I am sure the noble Lord will understand that, given the statistical anomaly that has led to average wage growth being 8%, it is just not fair to raise pensions by this figure. For one year only we are moving to a double lock and increasing pensions by the higher of inflation or 2.5%. We will then return to the triple lock. Since the triple lock was put in place in 2011, the state pension has increased by 3% a year; it is now at its highest level relative to earnings for 34 years. The number of pensioners in absolute poverty has fallen by more than 200,000 in the last decade. I do not dispute that this will impact some people, but I think that, for one year, in the light of everything the country has gone through, it is fair and people will agree with it.

My Lords, clearly many people welcome the hypothecated levy and the intended ring-fencing of those resources, but can my noble friend the Leader assure me that these resources will not end up being more waste in the NHS and social care, of which there clearly is too much today?

My noble friend is certainly right; this is a huge amount of investment going to where it is greatly needed. But he is absolutely right that, seeing as taxpayers—all of us—are being asked to contribute more, it is also reasonable to expect health and social care providers to ensure the money is well spent. We will work with them to ensure that happens.

My Lords, I wonder whether the Leader of the House can help me with some puzzlement. As I understand it, the Government have produced what they regard as a solution to the problem of social care, but later this year the Government will produce a White Paper on the topic of social care. Can she tell us of any previous occasion when any Government have produced the solution before they have produced the White Paper? These are the politics of Lewis Carroll.

My Lords, historically, no Government have imposed a percentage increase on national insurance contributions because it hits the very people—the NHS and local government—who are delivering health and social care. For what reason have the Government changed the position on this?

As I have said, the reason we went to NICs is that we believe that is the fairest, as the higher your earnings, the more you contribute; I gave some figures to show that. As I said, the highest-earning 14% of people will pay around half of revenues, and 6.2 million of the lowest earners will be kept out of the levy.

My Lords, I echo the Prime Minister’s commendation of the courage and ingenuity of everybody involved in the Kabul airlift. It was indeed the most impressive achievement.

This is a remarkably thin Statement. It does not contain any new facts or commitments to the people of Afghanistan, either in the UK or in Afghanistan. In terms of Afghans who want to come to the UK, in the Statement the Prime Minister repeated two promises: first, that for those to whom we have already made commitments, we will do our best to honour them; and, secondly, that beyond that we will work with the UN and other aid agencies to identify those we should help, as well as

“Afghans who have contributed to civil society or who face particular risk”

because they have stood up

“for democracy and human rights or because of their gender, sexuality or religion”.—[Official Report, Commons, 6/9/21; col. 22.]

I support those commitments, but fear that the first is unachievable in the foreseeable future and that the second offers false hope to many thousands of people. The first is unachievable because we have no means to get people who have a right to come to the UK out of the country. They cannot fly out, and many of the border crossings are, in effect, closed to them. To echo the noble Baroness, Lady Smith, how much confidence do the Government have that the Taliban will give those people safe passage? Do they even know how many of them there are? How are they planning, in the absence of any diplomatic presence in the country, to facilitate their departure?

On the second commitment, the number of people in the categories which the Government wish to help runs into the tens, if not hundreds, of thousands. How does the Government’s commitment to welcoming them into the UK square with their absolute limit of 5,000 refugees over the coming year? How will they decide who to prioritise when confronted with such large numbers of people who they say are technically eligible for visas and who are desperate, for their own safety, to leave the country now, not at some point over the next five years? The Government’s response to requests to take more than the 5,000 is that it is beyond the country’s capacity to do so. This claim does not withstand scrutiny. Even the Prime Minister accepts that the Government are inundated with offers of help from charities and ordinary citizens, and the Government appear to be doing nothing to require the large number of local authorities which are not offering to take a single refugee to play their part. Will they do so now? The fact is that the 5,000 one-year cap and the longer-term 20,000 cap have nothing to do with need. They are, frankly, the minimum that the Government think they can get away with, and they should do better.

The Prime Minister says that the UK will use

“every economic, political and diplomatic lever to protect our own countries from harm and to help the Afghan people.”—[Official Report, Commons, 6/9/21; col. 22.]

Again, that is a positive statement, but what does it amount to? On economic support through development aid, how do the Government intend to ensure that funds can be channelled in an effective way? How closely are they working with the UNDP, which seems to be developing pragmatic working relations with the Taliban? Will they make the disbursement of aid funds contingent on the Taliban keeping its promises; for example, in respect of safe passage or human rights?

On political and diplomatic levers, it is good to see the Foreign Secretary engaging—at last—with the Qatari and Pakistani Governments. In his Statement, the Foreign Secretary sets out some of the issues he discussed in those meetings, but not the outcomes. Can the Leader give the House any specific examples of action that will flow from that series of meetings?

In relation to dealing with the Taliban Administration, the Government say that they will now engage with them, which I am sure is the right approach, and they have appointed a non-resident chargé d’affaires in Doha. While that is welcome, it must surely be desirable to work towards re-establishing a physical diplomatic presence in Kabul. There are clearly challenges in doing so, but to what extent are the Government working with other western Governments, who also need to re-establish their position in Afghanistan, to facilitate that? Have they, for example, spoken to the EU, which is looking to set up a single diplomatic presence in Kabul? There will surely be administrative and security benefits in co-locating with such an office. Are the Government considering that possibility?

More generally, the Afghan debacle has shown the need for the UK to recalibrate its whole foreign policy stance and, in particular, to rebuild relations with the US, through NATO, and with the EU. The Statement is silent on these larger issues, but, frankly, until we address them, much of the micromanagement of the next phase of our involvement with Afghanistan is bound to be more difficult to deliver, making it more difficult for us to deliver on the promises that the Government have already made to the people of Afghanistan.

I thank the noble Baroness and noble Lord for their comments. Like them, I pay tribute to all those involved in Operation Pitting. We of course owe a huge debt of gratitude to the 150,000 people who served in Afghanistan and to the 457 who tragically lost their lives.

The noble Baroness asked about withdrawal. As she will recall from the speech that I gave when we came back to discuss this important issue a few weeks ago, we looked at a number of options when the US announced the plan for withdrawal, including the potential for staying longer or increasing our presence. But like our NATO allies, we had to be realistic about what was achievable without US support, and, like our other allies, we did not feel that we could continue the mission without the United States. The noble Baroness will know obviously that the Prime Minister convened a G7 meeting, at which he and other leaders asked President Biden to reconsider the timescale with which the withdrawal was taking place. Unfortunately, as the situation has shown, he was not successful, but efforts were made.

The noble Baroness rightly talked about the importance of the mental health of our veterans. We take this extremely seriously, encouraging anyone who is struggling to access support available, including a 24-hour mental health line. I was grateful for her recognition of the increased funding that we have put into this. Earlier this year, we launched the veterans’ mental health and well-being service, Op Courage, which provides a clear single route for accessing specialist care through the NHS. In the last financial year, NHS England provided £16.5 million for veteran-specific mental health services, which will be increased to £17.8 million in 2021-22, with an additional £10 million to the Armed Forces Covenant Fund Trust to distribute to charitable projects supporting veterans’ mental health needs. Of course, funding for the Office for Veterans’ Affairs is a matter for discussion between it and the Chancellor.

On the various questions that were asked around resettlement and relocation, I once again reiterate to the noble Lord and noble Baroness that we are clear that the Taliban must ensure safe passage for people out of Afghanistan—with the ongoing engagement that is happening, we are emphasising this first and foremost. The Afghan relocations and assistance policy for those who worked in Afghanistan remains open, and we will facilitate relocation from third countries, if possible, for those who are eligible. I am sure that my noble friend, who has been involved in conversations, will be able to shed some further light on the discussions that have been going on with Pakistan and Uzbekistan, for instance. I reassure the noble Baroness that the Home Office is working at pace to establish the details of the new Afghan citizens resettlement scheme, which will provide protection for Afghan citizens identified as being most at risk. We have announced that this new scheme will relocate 5,000 vulnerable Afghans in the first year, with this potentially rising to 20,000 over a five-year period.

The noble Lord, Lord Newby, asked about an embassy in Kabul and what we are doing now. At this point, our diplomatic efforts have shifted to supporting the people of Afghanistan from outside the country, but we intend to re-establish an embassy in Kabul as soon as the security and political situation allows, and we are co-ordinating this effort with allies. The FCDO is sending rapid deployment teams to Pakistan, Uzbekistan and Tajikistan to reinforce our embassy staff to process arrivals from Afghanistan, and we have also sent a rapid deployment team of seven to help people to transit through Dubai.

The noble Baroness asked about support for local authorities and the work that they are doing. The support that we provide will be similar to the commitments that we have made under the Syrian resettlement programme, and we have already allocated £5 million of support to local councils to provide housing. Some 100 councils are already working across the UK to meet the demand for housing, and over 2,000 places have already been confirmed. The Communities Secretary is convening a round table with council leaders from across the country in the coming days to talk about how we can further work together to ensure that we can provide safety and security for the Afghans who have made it over here and to make sure that they can settle into local communities.

Both the noble Lord and the noble Baroness asked about the situation on the ground. I can reassure them that we are working closely with the UN and NGO partners to continue to ensure that vital humanitarian aid reaches those who most need it. All UK aid is subject to strict monitoring and verification to ensure that it is used only to help the vulnerable people it is intended for, and any support will be provided outside of all state apparatus. We will continue to provide support through trusted UN and NGO agencies that have a track record in delivering in challenging circumstances. As the noble Lord rightly said, the UN is working on the ground and is currently seeking commitments from the Taliban to enable humanitarian work to continue. These commitments include respect for humanitarian principles accessed in international law, as well as guarantees for female aid workers across UN agencies and NGOs. We continue to support it in that very important work on the ground.

Both the noble Baroness and the noble Lord rightly alluded to the fact that we have said we will continue to use every humanitarian diplomacy lever to safeguard human rights and the gains made over the past two decades. We are working, for instance, on options for convening a meeting in the margins of the UN General Assembly in September. The focus and format are still under discussion, but the objective will be to bring the widest possible group of countries together to discuss Afghanistan and how we can work with our international partners in this very difficult and challenging situation.

My Lords, the Prime Minister, Dominic Raab, other Ministers and the Chief of the Defence Staff are all very fond of the phrase, “Even the Taliban were surprised at the speed of the Afghan collapse.” They do not use this because we are interested; they use it because it is supposed to support an inference that we therefore should not be surprised that they were caught out by it, and to assert that everyone was surprised by the speed of the collapse. This is not true.

We now know that multiple US intelligence reports in spring and summer warned of the fragility of the Afghan army and the Afghan Government. If that were not sufficient—and it should have been—here in the United Kingdom the visiting professor of war studies at King’s College, a man called Tim Willasey-Wilsey, who spent 27 years in the Foreign Office on these issues, was freely writing blogs on the Cipher Brief, an open-source DC-based website, explaining all the factors in the inept deployment of the Afghan army and the behaviour of the Afghan Government that supported this fragility. The question for the Government is this: why did that information, which was in the public domain and being discussed, not ring alarm bells in the intelligence community and in the UK MoD? If that cannot be answered, why should anyone trust that the Government are being honest about the situation in Afghanistan?

I have to say to the noble Lord that we were working on preparations. The preparations for Operation Pitting, for instance, involved intensive work by many government departments over recent months. It was the huge effort, bravery and commitment of our Armed Forces personnel, diplomats and civil servants in Kabul that enabled us to evacuate more people than any other country, other than the United States. The specific evacuation plan for Afghanistan was revised in January 2021 and kept under review until it was enacted. So we were making preparations as the situation unfolded.

I must begin, once again, by declaring my interest as an ambassador for HALO, a charity that is continuing its mine clearance activities—and related activities, of course—in Afghanistan.

It is easy for all of us to commend the remarkable courage and ingenuity of everyone involved in the Kabul airlift. It was, if this does not overstrain the description, something of a miracle that it went so well. However, I very much regret that I cannot compliment the Government in the same way. Out of these terrible, damaging events, are there not three questions that now must be answered? First, is it not time to stop blaming everyone else? Secondly, is it not time to abandon the mirage of global Britain? Thirdly, is it not time to concentrate on the necessary reinvigoration of NATO and the transatlantic alliance?

I certainly agree with the noble Lord in his last comment. However, I dispute the idea that we have not been working with our international partners. Through the UN Security Council, the G7 and NATO, we have played a leading role in pushing for international consensus to agree a unified approach to the challenge we collectively face; that includes working with those organisations’ partners and our international friends to ensure that we can continue to get people who want safe passage out of Afghanistan out.

I agree with the noble Lord that all this needs to invigorate international action together but we have been playing a lead role. I have already mentioned the G7 meeting convened by the Prime Minister and the work we are doing to convene a potential meeting in the margins of the UN General Assembly. Of course, the noble Lord will be aware that, along with the US and France, we led on the UN Security Council resolution passed in August, which set out our expectations for safe passage for all those who wish to leave, urgent humanitarian access, respect for human rights and the prevention of terrorism. We are playing, and will continue to play, a leading role in these efforts.

My Lords, I fully commend the Government on the action that they took to support those who served with our forces and supported our people in Afghanistan. However, I have a question, although I do not expect the Lord Privy Seal to have an answer to it now. I want to put on her radar the fact that a question now arises in relation to Commonwealth servicemen, who served with the British forces and are still waiting for indefinite leave to remain. Will the Government address this issue with a sense of urgency because there is a feeling that we are not acting fairly?

My Lords, I join others who have already commended the fantastic work of our troops, diplomatic staff and civil servants in getting so many people out of Afghanistan under very difficult circumstances. However, it is almost 20 years to the day since the events that gave rise to the invasion of Afghanistan in the first place. How confident are the Government that they, along with allies, will be able to prevent Afghanistan once again becoming a training base for terrorists? What action do the Government envisage in the coming months and years to address that serious issue?

We assess that al-Qaeda is now less active in Afghanistan than it was before 2001 but, of course, we acknowledge completely that the group has not ceased to exist and remains a threat. Obviously, there are the terms of the US-Taliban agreement where the Taliban made commitments on preventing international terrorism within its territory, including its relationship with al-Qaeda. We will continue to hold them to those commitments and to the terms of that agreement. Of course, we will also continue to work with our international partners to ensure that we keep ourselves and our allies safe, and that Afghanistan does not once again become a breeding ground for terrorism, which threatens us all.

My Lords, sometimes very unexpected conversations occur. On my journey down from the north-east this morning, I found myself spending two hours talking with someone who had done seven tours of service in Afghanistan and nearly 10 years’ service in security. It is painful to talk to someone who is showing you on their phone the photos of them in the cargo plane coming out and hear his story.

My first question comes from that conversation and is around the safe routes out. He was clear that he had to leave behind several hundred Afghans who have all the paperwork but could not come out. His words were that to suggest to them that there are any safe routes out at the moment is simply untrue because every kilometre between Kabul and the border has stops where they and their paperwork are checked, so they will not travel that way. His comment was that there must be priority for getting air routes back in as quickly as possible as the only genuine future safe route. My question, formally, is: what are the Government doing to work with international partners to see safe commercial air routes reopen?

I was going to ask something for myself, because I am working with local authorities, with MHCLG and the Home Office on refugee resettlement, both in ARAP and the new scheme, for which we still await the details. Housing is the biggest issue in all those conversations. What are the Government doing to persuade local authorities that private landlords must be used, as well as social landlords? What is being done to ensure that adequate money is paid to local authorities so that they can support those refugees? Civil society is absolutely desperate to help and support, but the local authorities need to know that they will get the backing from the centre too.

I thank the right reverend Prelate. We are certainly working on his first point about air routes. We have been working particularly with, for instance, the Qataris and the US to think about ways we might facilitate that. I can certainly reassure him that we are talking to our international partners about that and, on borders, with Pakistan, Uzbekistan and others to try to see what we can do to create the safe passage we all want. As I have also said, the dialogues going on with the various organisations with the Taliban are reinforcing time and again that this is, first and foremost, something the international community wants to see.

On housing, I mentioned that we are already working with more than 100 councils to meet demand for housing and more than 2,000 places have already been confirmed. We have also made available £5 million of support to local councils to provide housing and are having further discussions.

On, I suppose, not lower-level but other engagement, on 27 August we launched a portal to allow members of the public to submit offers of support for people arriving from Afghanistan. Offers of housing support can currently be submitted through that and work is ongoing to expand it to offers such as job opportunities, professional skills, training and donations of specific items. We are working with our local authority partners and friends, but also with the great generosity of the British public, which we are all aware of. We are providing ways in which they can offer help and support as well, which I know will be extremely welcome.

My Lords, the noble Lord, Lord Browne, talked about open-source material looking at the situation in Afghanistan in the first half of this year. Closer to home, your Lordships’ International Relations and Defence Committee produced a report in January on the UK and Afghanistan in which we outlined considerable concerns. We impressed on the Government the need to talk to the incoming Biden Administration. What effort did the Foreign, Commonwealth and Development Office put into talking to the American Administration behind the scenes? The fact that the Government were preparing for Operation Pitting from January does not really send the right signals. Surely, we should have been trying to create a situation where we did not need an emergency evacuation. We should have left in a way that left stability, not chaos.

As I said, intelligence and information were obviously being assessed by the FCDO and the MoD throughout this and plans were being taken. It is a fact that the speed at which the Taliban moved took people by surprise; people, including the Taliban, have admitted that. We did this evacuation thanks to the bravery of our forces. We managed to evacuate more Afghans than any other country, apart from the US. Lessons will of course be learned and we will look at those, but we must also recognise that our forces and diplomats did a fantastic job in extremely difficult circumstances. We must be grateful to them.

Does my noble friend not agree that the Prime Minister has at his hand two possible levers: one is the requirement of the Taliban for diplomatic recognition and the other their requirement for international aid? Can we have her assurance that the Prime Minister, within the international community, will make as much use of these two levers as he can?

Yes, I can assure my noble friend that that is exactly what we will be doing. We will also want to be pragmatic and through organisations and some form of dialogue see whether we can talk to the Taliban and encourage them to do the things that we are talking about, such as providing safe passage. We have a number of levers at our disposal and will use all of them to try to make sure that we can achieve safe passage for those who want to leave Afghanistan and to make sure that many of the gains in civil society and within the country for women and girls and for minorities are not lost in the coming months.

My Lords, I thank the noble Baroness for engaging with the question that I asked earlier, but she did so without dealing with the germane point of the evidence: did the Government have the ability in any form to come to the conclusions reached by other people who were not in the intelligence community? Why did the fact that they were doing that not ring alarm bells with Ministers who had responsibility, with their officials and with the intelligence community?

The noble Baroness tells us anyway that the Government were planning. Dominic Raab told the Foreign Affairs Select Committee that, back in July, the Government were planning for the possibility of an evacuation of British citizens and those who were quite rightly entitled to think that we had a moral obligation to secure their lives. Will the Government share this planning? Did it include the explicit possibility that, unlike with any other evacuation I know of, those conducting it would remove the military before they had removed the civilians? If so, did we discuss this with the United States of America and with our NATO partners and say, “We have to face the possibility that history will look back on us as having removed the source of these people’s security before we could take them out of the place of danger”? Did we do that?

I am afraid that all I can do is once again reiterate the point that the specific evacuation plan for Afghanistan was revised in January 2021 and kept under review until it was enacted. Plans within it included options to support and evacuate our diplomatic team, British nationals and their families, the continuation of the evacuation of those eligible under the ARAP scheme and the withdrawing of remaining military personnel.

My Lords, I thank everyone participating today and all the parliamentary staff who have enabled us to meet at such short notice. Before I turn to today’s debate, I want to echo the words of the Lord Speaker in sending our condolences to the families and friends of those killed in Plymouth last week. Investigations are ongoing, but we will learn every possible lesson from the tragedy.

It is clear to us all that the situation in Afghanistan is extremely grave and exceptionally concerning. The number of your Lordships taking part in this debate demonstrates how seriously this House takes the situation, and my noble friend Lord Ahmad and I look forward to hearing today’s contributions. We are fortunate to have across the House a wealth of expertise in diplomacy, defence, human rights—particularly in relation to women and girls—international aid and development, and some Members of the House have very personal experience of Afghanistan. I pay tribute to all who have served there during the past 20 years, including of course our staff and noble Lords. We remember in particular the 457 British troops who tragically lost their lives and all those who sustained injuries, some of which were life-changing.

At this difficult time, it is important to remember why we went into Afghanistan in the first place. Our primary objective, when NATO invoked Article 5 of its treaty for the first time in its history and the United Kingdom and others joined America in deploying, was to ensure that Afghanistan was not used as a base for international terrorism and to do whatever we could to stabilise the country. We succeeded in that core mission: there has not been a successful international terrorist attack on the West mounted from Afghanistan since, terrorist training camps in the mountains were destroyed and al-Qaeda plots against this country were foiled. As the Lord Speaker rightly said, we should be immensely proud of the role that our Armed Forces, diplomats and development specialists have played in supporting Afghanistan over the past 20 years.

As noble Lords will know, the main combat phase of our mission ended in 2014, when we brought the great majority of our troops home and handed over responsibility for security to the Afghans themselves. Since then, conflict unfortunately continued and significant parts of the country remained contested or under Taliban control. After two decades, the Americans have now taken their long-predicted step of a final extraction of their forces. We looked at many options, including the potential for staying longer ourselves, finding new partners or even increasing our presence, but, like all our NATO allies, we believed that it was not feasible from the position we were in. Since 2009, America has deployed 98% of all weapons released from NATO aircraft in Afghanistan and, at the peak of the operation, 90,000 of the 132,000 troops on the ground were American. The West could not continue this mission without American logistics and US air power.

Countries around the world are now grappling with the enormity of this situation and we must adapt quickly. We have worked at speed to develop five strands to our approach. Our first and immediate focus must be on helping those to whom we have direct obligations, including UK nationals together with those Afghans who have assisted our efforts over the past 20 years. We do not know what the next few days or weeks will hold, but we are working intensively within government and with our international partners to do everything in our power to get them out of Afghanistan safely. We are deploying an additional 800 British troops on the ground to support the evacuation operation and I can assure the House that this will continue for as long as conditions at the airport allow—at the moment they are stable in comparison to some of the terrible scenes that we saw over the weekend and earlier this week. It is an extremely difficult task in the current circumstances and I know that the whole House will join me in paying tribute to the bravery and commitment of our ambassador, Sir Laurie Bristow, our commander on the ground, Brigadier Dan Blanchford, and the entire British team in Kabul, who have been working round the clock saving hundreds of lives every day.

So far, we have secured the safe return of 306 UK nationals, while 2,052 Afghan nationals have been resettled as part of our programme and a further 2,000 applications have been completed, with many more being processed. We are actively seeking those who we believe are eligible but are as yet unregistered. We are also doing everything possible to accelerate the visas of the Chevening scholars, so that these brilliant Afghan students can come and study here.

At the same time, we are intensifying our efforts to evacuate those whom we can. We continue to urge the Taliban to ensure the protection of civilians and uphold human rights, especially those of women. We are committed to supporting the brave Afghan women who have risked their lives to help rebuild their country. We are closely monitoring the situation on the ground and exploring how we can best support at-risk women, human rights defenders, peacebuilders and women leaders to ensure that they do not suffer reprisals.

Secondly, we will intensify our efforts, with others, to protect Britain, our citizens and our interests from the threats of a Taliban-controlled Afghanistan. These concerns are shared by our international partners in NATO and the Security Council. As noble Lords will be aware, the Prime Minister will chair a virtual meeting of the G7 in the coming days to discuss how we can work together internationally.

Thirdly, the UK has provided £3.3 billion of aid funding since 2002, which has helped to improve the lives and rights of all Afghans, including women and minority groups. Life expectancy increased from 56 years in 2002 to 64 years in 2018. Some 9.6 million more children are now in school than in 2001 and 39% of children enrolled in schools are girls. Maternal mortality has almost halved and infant mortality has decreased faster than in any other low-income country since 2001.

We will now focus our efforts on increasing the resilience of the region and have called on the United Nations to lead a new humanitarian effort, bringing together the international community. To support this, we will double the amount of overseas aid that we had previously committed to Afghanistan this year, with new funding, taking this up to £286 million with immediate effect. We call on others to match this funding and to work together on a shared United Nations programme, which needs to begin in haste.

Fourthly, we need to ensure that there are safe and legal routes for those most in need. The Prime Minister has confirmed today that, in addition to those Afghans who have worked with us directly, we are committing to relocate another 5,000 this year through a new, bespoke resettlement scheme focusing on the most vulnerable, particularly women and children. We will keep this under review over future years, with the potential of accommodating up to 20,000 over the long term.

Finally, we must face the reality of the change in regime. In the past three days, the Prime Minister has spoken with the NATO and UN Secretaries-General and with President Biden, Chancellor Merkel, President Macron and Prime Minister Khan. We have been clear that it would be a mistake for any country to recognise the new Government in Kabul prematurely or bilaterally. Instead, those countries that care about Afghanistan’s future should set common conditions about the conduct of the new regime before deciding together whether to recognise it and on what terms. We will judge this regime based on the choices that it makes—on its attitude to terrorism, crime and narcotics, as well as humanitarian access, the rights of women and in particular the rights of girls to receive an education. Defending human rights will remain of the highest priority.

NATO and our allies will remain vigilant to the return of the terrorist threat from Afghanistan. Everyone has an interest in making sure that it does not again become a safe haven for terrorists. The Taliban must understand that they will be accountable for that and for any abuses that take place in the territory that they now control.

Alongside our core mission to prevent the continuation of the terrorist threat, we had higher goals for the people of Afghanistan. The heroism and tireless work of our Armed Forces contributed to national elections as well as to the promotion and protection of human rights and equalities in a way that many in Afghanistan had never previously known. Over the past 20 years, despite where we are today, we have made crucial progress and gains.

As I said at the outset, we will always owe a huge debt of gratitude to the 150,000 people who served in Afghanistan, in particular those 457 British troops who tragically lost their lives. For 20 years, they denied terrorists a safe haven to launch attacks against the United Kingdom, working with allies and Afghan security forces. They enabled development that has improved millions of lives and transformed Afghan society. We must now face the harsh reality that the Taliban control Afghanistan, but the world is watching what they do. We will use every diplomatic lever at our disposal, alongside our international partners, to protect these hard-fought rights. The Afghan people have suffered enough; the Taliban must not inflict even greater tragedy on them.

My Lords, I salute the bravery of those who served in our Armed Forces and those of our coalition partners, as well as those who worked for local and international charities in Afghanistan, the diplomats and others who served our country so well over these past 20 years —particularly the past two weeks—and the Afghan women who, in the past few days, have said publicly that they will not give up the fight and will stand and fight to continue their work in education and government. I salute their bravery absolutely. I also note my declaration in the register.

I have felt sick, in the course of the last few days, at the situation as it developed, but I felt particularly sick last Friday. A friend in Kabul, who I had been corresponding with over recent weeks, was sending messages telling me of family members who had disappeared in Kandahar and other areas, presumed dead, and of family members who had fled when they discovered that their girls were on the lists of those whom Taliban fighters were looking for to marry off to Taliban fighters. I was sick to hear of her and her family’s fear for what might unfold in the days to come. The last message I got from her, on Friday, said that she was trying to organise a way out but that if Kabul fell to the Taliban, her family would have to take her underground, but she would continue to provide me with updates. I have not heard from her since.

This terrifying, horrific situation we have seen unfold over recent days has been 18 months in the preparation. But only the Taliban has prepared for it. Our Government have serious questions to answer. The Americans may have made the big mistake, but our Government and the other coalition partners have been party to discussions in the G7, the United Nations and NATO over recent months that surely must have included this on the agenda. To have sat back over these 18 months and not prepared for this at least likely outcome is a great failure on the part of Ministers—perhaps also on the part of those who advise them.

There are huge questions that need to be answered if we are to learn lessons from this immediately—not after a long inquiry, but immediately—and ensure that our government and its administration are fit for purpose in the months and years ahead. Were the Government advised just a few weeks ago that this was at least a possibility in the days and weeks following the rapid withdrawal? If they were advised of this, did they ignore that advice? If they were not advised of this, why do those advising them not have the knowledge and expertise to give better advice? If government Ministers ignored that advice, what on earth were they doing over these last few weeks as this situation unfolded in front of us? These questions need to be answered right now.

It cannot be that the Foreign Secretary, the Prime Minister or anyone else in government hides behind announcements or generalisations. We and the people of Afghanistan deserve to know—

My Lords, I do not think I shall ever forget the extraordinary pictures we saw the other day of human desperation at Kabul airport. That is one of those dramatic pictures you never forget. The most extraordinary thing about the whole incident was that I got the impression the British Government were extremely surprised by events and had not prepared for them at all. I would have thought that anyone responsible for Afghanistan would have considered the possibility of a Taliban offensive and decided to plan to meet it. However, as far as I could see, no contingency plans were in operation at all, which is most extraordinary. I would have hoped there was a plan years ago focused on that contingency and that it would have been exercised from time to time to keep people alert.

I fear that the British Government became extraordinarily complacent and, as people do when they become complacent, began to believe their own propaganda—that Afghanistan was doing well and was well on the way to becoming a stable democracy, as we all hoped it would. There was no evidence for that at all. On the contrary, it was quite clear that the real curses of Afghanistan—corruption, war and the exploitation of women—are as constant there as they have been in previous generations, and are very difficult to eradicate.

Nevertheless, in the circumstances we must ask ourselves what we will do. In this excellent debate, I think there has been consensus that our primary, absolute obligation is to try to save the lives of those who worked with or for us in Afghanistan, whether as interpreters, aid workers or whatever. They must be extracted from Afghanistan as soon as possible and generously treated when we have got them back. Nothing is as important as that.

At the same time, as has already been suggested, we need to have a thorough look at the way in which we make our foreign policy—whom we consult, which countries we are prepared to co-operate with and which we are not—and to develop a new doctrine approach to foreign policy co-ordination. For many years we did not really need foreign policy co-ordination, because we had a special relationship with the United States; we spoke to them and that was good enough. Then we joined the European Union and again we were within a structure in so far as the European Union was concerned, developing co-ordinated foreign policies, which was a good idea in principle.

With both those things now gone, I am afraid that relations with the Americans will take a lot of repairing, so we need to think again about how we handle these things, who we rely on as allies and who we want to speak to about various problems and share the issues of the day with. This should be done systematically, and hopefully quite quickly, because we do not have very much time.

This has been an extremely valuable debate. A lot of people have asked pertinent and sensible questions, and they deserve a considered response. It would not be reasonable to expect the Government to give such a response in a brief wind-up speech, but I hope they will be generous in writing letters to Members who have taken part and will set out the Government’s position on the various points that have been made. That would greatly add to the utility of the whole exercise of Parliament—
