Commons ChamberI thank the hon. Lady for her personal good wishes. The thoughts and prayers of everybody in the House will be with Jo Cox’s family at this time. I also salute, as the Prime Minister did yesterday, what MP4 and other hon. Members on both sides of the House did to contribute to the recently released download.
The hon. Lady asked about the serious issue of the threats and abuse that a number of hon. Members in different political parties have been receiving. I and the House authorities take that very seriously. She will understand that we do not usually talk about such security matters in detail in the Chamber, but the Chairman of Ways and Means and I recently sent a letter to all Members of the House, alerting them to the existence of a dedicated police hotline to which any such threats should be reported. Certainly, both the Chairman of Ways and Means and I would want to know of any evidence or suggestion that a local police force was not taking such threats seriously. We would take the appropriate steps were we to receive such information. Similarly, if there is evidence that necessary security improvements to Members’ homes and offices are being held up on unreasonable grounds, I would certainly be willing, as would the Chairman of Ways and Means, to try to make sure that things were sorted out rapidly.
Turning to the policy points that the hon. Lady raised, I will try to give the summer recess dates as soon as possible, but she will appreciate that, in line with precedent, it has not been the custom for any Government to announce summer recess dates quite this early in the parliamentary year. Similarly, I hope to be able to satisfy as soon as possible her appetite for dates both for the report on the renewal and restoration of the House and for the Commons proceedings on the Bus Services Bill.
The hon. Lady might have noted in her comments on the EU that it was a Conservative Prime Minister, Sir John Major, who ensured that this country had the opt-out from the euro in the first place and that without his efforts that choice would not have been available to the United Kingdom.
On EU exit, I welcome the hon. Lady’s statement on Labour’s position, but I have to say that it is at odds with what her party’s own spokesman, the hon. and learned Member for Holborn and St Pancras (Keir Starmer), said just over a fortnight ago when he stated that we need to “keep our options open” on a second referendum. If we are to take the Labour party’s approach seriously, it has to accept that whichever side we campaigned on and supported during the referendum, and whether we agreed or disagreed with the verdict of the public, this was a decision that the electorate was democratically entitled to take and which almost all of us in the House agreed, in supporting the European Union Referendum Bill, should be delegated from Parliament to the voters of the United Kingdom to decide finally.
I think that the hon. Lady’s appetite for debates on the European Union will be more than sated in the new year. I also point out that there are more than 30 different Select Committee inquiries taking place in this House and in the House of Lords into various aspects of our departure from the European Union. She is right to say, as the Prime Minister has repeatedly said, that it is in our interests and in the interests of the other 27 members of the European Union to secure a negotiation that provides for as amicable a divorce as possible, because although we are leaving the European Union, we are not leaving Europe. A strong, productive, mutually beneficial relationship with the EU27 will be important both for the prosperity and security of all 28 countries and for effective co-operation, on an international scale, to deal with such challenges as large-scale migration from Africa and the threat from international terrorism, which will be with us, I am afraid, for a long time into the future.
The hon. Lady chided the Government about our approach to the living wage, but I have to say that we followed the advice of the Low Pay Commission in the recent increase in the national living wage. I note, too, that the Resolution Foundation, which is not always an unalloyed champion of Government policy, has said that 2016 has marked the best year ever for low-paid workers because of the Government’s commitment to the national living wage.
Finally, the hon. Lady asked me about Christmas presents. For some unaccountable reason, she omitted to mention that in the Opposition’s campaign grid for this week, tomorrow is marked down as the day for Christmas jumpers. That combination of garish design, clashing colours and a general sense of naffness rather summarises where the shadow Cabinet is.
Over the last three weeks or so, Chelmsford commuters travelling into London by train have had nightmare journeys because of broken-down trains, faulty tracks and other problems. Would my right hon. Friend be able to arrange for a statement by a Transport Minister on what can be done to stop such inefficient service provision, or would my right hon. Friend advise me that I ought to seek to catch Mr Speaker’s eye next Tuesday afternoon to contribute to the Adjournment debate before the recess?
For as long as I have been in the House, I have known that my right hon. Friend is the most formidable champion of commuters from Cheltenham—[Hon. Members: “Chelmsford!”] I beg his pardon as well as yours, Mr Speaker—from Chelmsford. The Christmas spirit is getting to me.
There is an important message here for the franchise holder and the railway workers, who together have to make that line operate, that the interests of the travelling public should be first and foremost in their priorities at all times. I am sure that if my right hon. Friend catches your eye, Mr Speaker, Transport Ministers will be only too happy to respond to him.

Commons ChamberThis is obviously a matter for the council and Parkrun, but the decision to charge for an event that is free in locations across the UK and around the world is one that we, as a Government, think should be reconsidered. We want to remove barriers to participation and encourage more and more people to get involved in sport. That is the key message that the Government want to get across.
If my hon. Friend were to speak to our right hon. Friend the Secretary of State, he would become aware that in Chelmsford there is thriving grassroots sport in the form of ice hockey. Does the result of the spending review offer any hope of benefits for ice hockey at a grassroots level?
Obviously, decisions on local authority budgets are decisions for those authorities. We welcome what is happening in Chelmsford and I know how assiduous my right hon. Friend is in speaking up for his constituency. There are many examples across the country of local authorities spending on sport. For instance, Central Bedfordshire Council continues to invest in sport and physical activity provision. We encourage that.

Commons ChamberThe Government’s first priority, of course, has been to deal with the physical impact of the floods themselves in the short term, and we have worked hard to make that happen. We now need to make sure that businesses that were affected attract the bookings that they need over the next few months. I have been to the Jorvik Viking Centre myself in the past and was very impressed with it, and I look forward to going again in the future. VisitEngland and VisitBritain are in discussions with such businesses and are using all their channels to support affected areas.
5. What steps the Government are taking to reduce the number of nuisance calls.
The Government are taking a range of measures to tackle nuisance calls, including strengthening the regulators’ ability to take enforcement action against organisations that break the law and increasing consumer choice by consulting on making it a requirement for direct marketing callers to display their calling line identification.
Many of my constituents will be very pleased by that answer, but does the Secretary of State accept that they will hope that the action will be taken quickly? Like me, they are fed up to the back teeth with sleazy calls trying to sell them PPI protection or help with personal injuries that never happened. It is time that something was done to stop those disreputable practices.
My right hon. Friend and I are constituency neighbours, so I am very much aware of our constituents’ concerns about this subject. I am sure that neither he nor I would ever be guilty of making nuisance calls, either in relation to our own elections or, indeed, on behalf of candidates in other elections across the pond. However, action is being taken. The new measures are taking effect and in just the last week, the Information Commissioner’s Office announced a record fine of £350,000 against one of the leading firms responsible for nuisance calls.

I will give way first to the right hon. Member for Chelmsford (Sir Simon Burns) and then to the hon. Member for Airdrie and Shotts (Neil Gray).
Will the hon. Lady accept that apart from the October half-term, the progress we have made means that most recesses dovetail with the state holidays and half-terms, except for Scottish MPs?
I absolutely agree. Progress has definitely been made. The October half-term is somewhat of an anomaly. I imagine that the hon. Member for Airdrie and Shotts was going to make that exact point about Scotland, as I will go on to do.
It is a pleasure to be here under your chairmanship, Mr Hamilton. I congratulate the hon. Member for Birmingham, Yardley (Jess Phillips) on securing this important debate.
I will be brief. I am depressed to think that I came to this place when the hon. Lady was in her first year at primary school. The plus, though, is the strides that have been made in this place since then. When I first came here and through into the ’90s—I had two young children—the House of Commons sat from 2.30 in the afternoon, Monday to Thursday. On Monday to Wednesday, we were lucky if we finished at midnight; more often than not, it was 1.30, sometimes 3 o’clock, and very occasionally each Session we would go through the night.
Those were not family-friendly hours at all. Since then, due to work done by the right hon. and learned Member for Camberwell and Peckham (Ms Harman), John Major and others, as the hon. Lady mentioned, we have improved the situation, but more needs to be done. I personally would like Mondays to start at 11.30 am, like Tuesdays and Wednesdays. I know the argument is that Members of Parliament have to come down to London, but they could get up a little earlier or possibly come the night before, although that might be anti-family-friendly as well if they are not moving up and down with their families.
Does the right hon. Gentleman agree that if we were more efficient in how we dealt with business in the House, perhaps we could get through the week quicker? That would allow us to sit on fewer occasions, be in our constituencies as representatives more often and also carry out our duties as parents.
I could make a snide comment about the Scottish National party stopping its habit of forcing Divisions in the House of Commons, which might be more efficient, but I will resist that cheap jibe. What I will say is no, I do not agree, because we have a job of work to do. We sit 34 or 35 a weeks a year. We have the weekends—Fridays, Saturdays, Sundays if we are so minded—plus about 16, 18, 20 weeks a year to work in our constituencies. There is a job for us to do here. When the House of Commons is sitting, we should maximise the time and do that job rather than constantly whittling away the amount of time we work here. The less time we worked here, the less ability we would have to hold the Executive—the Government—to account, and that would be a big mistake.
We need to look more at the recesses, which have improved dramatically, as have the hours. The hon. Member for Birmingham, Yardley made a point about programme motions. To start with, I was not in favour of those, but they do give a clarity and a consistency to our debates so that we know more about what is happening when, and we make our speeches and judgments on the basis of that. We need to look at all that. Of course, Scotland has a problem with regard to its schools’ summer holidays. We could see whether we could fine-tune when we go into recess in July to accommodate Scottish Members of Parliament. That would be perfectly reasonable.
I am very pleased to see the change in the composition of the House of Commons. Again, in the 1980s, both the Labour and Conservative parties were predominantly white, male and middle class. The situation has now improved beyond all recognition, partly through the efforts of Tony Blair as well as of my right hon. Friend the Prime Minister, with the A-list from 2005 to 2010. What we have seen is far more women in this place, which is absolutely right, although we need more; far more people from black and minority ethnic backgrounds, which is right because that reflects what goes on in this country; and, as my right hon. Friend the Member for Basingstoke (Mrs Miller) said, people with disabilities. We have got to be a representative Parliament.
Does my right hon. Friend not agree that the overwhelming majority of Members are still white males?
I would not agree that an overwhelming majority are. I certainly think that a significant minority are female and non-white, and not all white male MPs are middle class. There is a range of backgrounds, funnily enough, in both parties. Everyone stereotypes the Labour party as the party of the working classes and the Tory party as the party of the middle and upper classes, but that is not true if one looks. There are a lot of differentiations both ways. There is even—one immediately comes to mind—an honourable public schoolboy who used to be a member of the shadow Cabinet until the recent leadership election, which shows how some barriers have broken down.
A slightly more controversial subject is the question of breastfeeding. We have to be careful that, in pushing for a more realistic approach, we do not give the tabloid press the opportunity to ridicule us. I may be old-fashioned, but I share the view of the last but one Speaker of the House of Commons, Speaker Boothroyd, who, when asked on a point of order by a Labour MP for Swindon, Julia Drown, whether it would be possible to breastfeed in the House of Commons Chamber, said that when she saw her checkout girl at Tesco’s breastfeeding, she would allow it. [Interruption.] Sorry?
I was merely making the point that one cannot scan items and breastfeed at the same time.
The hon. Lady is absolutely correct, but I think the point behind Speaker Boothroyd’s comment was right: there is an appropriate time and place for breastfeeding. I am simply offering a word of caution; we do not want this issue to degenerate and the merits of the case to be undermined because we are ridiculed for what is proposed.
Will the right hon. Gentleman give way?
No, because I do not have much time—I am not sure how much time I have got.
I thank my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) for securing this wonderful debate. The contributions have been of high quality, and I hope that Professor Childs’s inquiry will make substantive proposals on where the reform process should go next.
I want to share a few reflections on my experience as the mum of two children under five. I passionately agree with sentiments that have been expressed about the need for this place to reflect the country. If we do not look like the country and offer working practices that appeal to it, we will never attract the talent and diversity we need or truly represent the United Kingdom. That, for me, is at the heart of the debate.
I pay tribute to past Members, and some who are still in this place, including you, Mr Hamilton, for their hard work and the hard-fought battles they have won. They have made Parliament a far more family-friendly place than it would have been 20 years ago, and certainly 50 years ago. I benefit from that work, but we cannot stop at where we are, and we certainly cannot go back. These debates and the work of Professor Childs are important to make the House of Commons a beacon of best practice. We should be ahead of the game, not behind the curve, which is where I feel that we currently are. After five months here, it does not feel like a very family-friendly place.
I agree with the hon. Lady, but how can we avoid the trap that when we set an example, we will get things that many people in other workplaces will not get, so the changes will be seen just as Members of Parliament looking after their own and getting privileges, for want of a better word, that other people will never get?
That is a great intervention. First, we are behind the curve compared with working practice in much of industry, and the charitable and public sectors, and that is a problem. Secondly, if we act differently and change the culture and working practices here, we can change how others operate. We should do that, because we are here to change and improve the United Kingdom.
Women are already under-represented here, but women with children are even less well represented. Research in 2012 found that 45% of male Members of Parliament had children compared with 28% of women. I do not think that parents of any background are attracted to this place, and that is a problem.
My experience of being a parent—I think that this is true for men and women—is that I have changed beyond measure. I understand how hard it is to be a parent, and to balance trying to earn an income and to be a good mum with caring responsibilities for elderly relatives. Such experiences will make people in this place better law makers, so we must attract women, and both women and men who are parents. I want to be the Member of Parliament for my home town in Yorkshire, but I also want to be a mum, and I do not think anyone in this place should have to make a choice about that. It should be possible to be both, but currently it is quite hard to get it right. I share the sentiments that have been expressed about that situation.
All of us who are Members of Parliament knew the working deal when we applied for the job. People come here with their eyes open, but I had not realised quite how hard things would be. I am desperate to encourage people to apply for this job, but we must make it more appealing. The experience has been quite hard—getting home after midnight and not seeing the kids for four or five nights in a week is tough. The unpredictability of the business of the House is a challenge. I have probably spent five hours in the past couple of weeks trying to organise childcare because there were changes affecting votes and business, and whether something was on or off the Whip. That was such a headache, and while I know that every working parent in the country has headaches, I do not think that we need to do things in that way. We can be much more effective.
I agree with the comments of the hon. Member for Glasgow Central (Alison Thewliss) about not having a crèche here. My kids are regularly dragged here, and then I have to ask a member of staff to look after them when I run in to vote. If there were a nice place for them to go where they had mates and toys, that would be such a relief for me. I think we can be flexible about breastfeeding. I breastfed on demand for four years, probably, and it is doable. It is possible to be discreet about it; there is no need to be overt. Lots of places of work offer that opportunity. We should take on the popular press if it is critical and say, “This is what women do; get over it.” It is good for children, so we should advocate it.
More efficient management of business would be a good thing. I agree that there could be shorter time limits on interventions and speeches, and that points could be made much more effectively and business could be more efficient. The European Parliament also does that. We should look to the best practice in other Parliaments, as well as in industry and the charitable sector, which are ahead of us. I welcome the debate and Professor Childs’s work.
We all need to iron; it is not gender-specific.
What message does this place send to young people wishing to start families? It is, “Politics is not for you.” This place will be representative of only certain sections of society if we dismiss the role of parenting or undermine it by indicating that the House is only for the big boys or people who can, as the right hon. Member for Chelmsford (Sir Simon Burns) said, get out of their beds earlier or travel down the night before. Those attitudes, and many like them, are the very reason—
I do not want the hon. Lady to misrepresent what I said. I was talking about how the hours on a Monday could involve us starting from 11.30 am, as we do on Tuesday and Wednesday. It is self-evident that in order to go to work on Monday morning, Members who are not based in London would either have to come down to London the night before, which is not very family-friendly, or to get up early on Monday morning. That is just a fact of life.
I recognise the right hon. Gentleman’s comments, but I do not need a lecture on the geography of this country and how difficult it is for Members from rural and urban communities to get here.
I will continue. The right hon. Gentleman’s attitude only reaffirms the need for this debate.
To be clear, this is not about questioning the commitment of female Members—or, indeed, any Members—to their jobs. When will this place begin to advocate a greater emphasis on shared parenting or consider additional caring responsibilities?
My colleagues on the Women and Equalities Committee will be all too familiar with my ability to champion Scotland as a beacon, and this is an area in which there has been more progress than in the House of Commons. The Scottish Parliament sits until 5 pm each day, whereas this House can sit as late as 11 pm, or continue for even longer. Voting in the Scottish Parliament takes seconds, while voting in this House can take anything up to 20 minutes. The Scottish Parliament has a crèche that is open until the close of business, and it sits for three days a week, allowing Members two days in their constituency properly to fulfil their roles. The Scottish Government have one of the first gender-balanced Cabinets in the world. All three party leaders in Scotland are female. None of them were backroom boys, and I am sure that they would not like to be known as such, although I am not suggesting that that was what the hon. Member for Ealing Central and Acton (Dr Huq) meant. Thirty-five per cent. of Members of the Scottish Parliament are female, and the SNP will go into the Holyrood elections with more female candidates than ever before.
When will this place begin to consider the long-term, sustained impact of juggling professional and personal commitments? How have the strongest relationships surpassed many of the challenges that the job entails? How do we continue as a family-friendly, positive working environment? When will this House consider the reality behind the rhetoric? On gender-balanced Cabinets, smashing the gender pay gap, reducing inequalities and dealing with maternity discrimination, is this place really setting the standard? Let us get this House in order first.
If we present everyone with the reality of long hours, arduous travel and endless hours of debating, the House may never progress. This House must be more family-friendly, diverse and progressive. Most importantly, it must also be representative, so let us get this House in order.

Commons ChamberAs the right hon. Gentleman might be aware, the Government are conducting a review of secondary ticketing and have recently appointed a chairman to undertake it. We will obviously look carefully at its findings when it reports.
T2. Will my right hon. Friend the Secretary of State assure me that during the current consultations on the BBC charter the vital role of local radio, particularly stations such as BBC Essex, will not be overlooked in a modernised BBC?
I share my right hon. Friend’s admiration for BBC local radio, particularly BBC Essex, which does a magnificent job in keeping his and my constituents informed. The BBC does local radio exceptionally well, and it is hard to envisage the commercial sector being willing to provide a similar service. On that basis, I strongly hope that it will continue.

Commons ChamberThe Government have announced over £1 million of funding for Waterloo 200—the organisation supporting the commemoration of the battle of Waterloo. It has planned a number of high-profile events, including a service at St Paul’s Cathedral on 18 June 2015. In addition, £1 million has been made available to support the restoration of the Hougoumont farmhouse, and the Ministry of Defence is sending bands and guards of honour to various events.
I am sure that my right hon. Friend will agree that this has been an exciting project. In addition to the service at St Paul’s, Waterloo 200 has planned an education programme in 200 schools, to introduce children to the history of the battle, and a descendants campaign. They are also involved with the planned re-enactment of the battle in Belgium. In addition, a number of exhibitions are being held in the United Kingdom and Europe, and I am pleased that many of the events have benefited from heritage lottery funding.

Commons ChamberI am grateful to have the opportunity to raise an issue of great importance to my constituents: the rail service between Chelmsford and Liverpool Street.
We have a problem with the railway because, by the historic nature of its original build, it is only one track up the line and one track down, and it is impossible to expand it to two tracks because of where the track was positioned in the first place. We are relieved that, in the next five years, Network Rail will be investing £149 million in improving the whole of the Great Eastern main line. In his autumn statement, my right hon. Friend the Chancellor of the Exchequer embraced the Great Eastern taskforce recommendations, which will see £476 million invested in improvements to the rail network.
However, in the short term, there is a problem. If one looks at the reliability figures over the past six months between April and the beginning of November, one sees that they have fluctuated each month, between 92.6% on a good day and as low as 87.5% on a bad day. Worryingly, Chelmsford station is, according to the Office of Rail Regulation, the second busiest station in the region. More than 8,500 people commute daily to London to work, so they are reliant on that service to get to and from work each day. Since late November, we have been seeing far too many disruptions to the line, which have caused severe problems for those who need to get to work or to travel to London or elsewhere along the network.
Sadly, one reason, which is not unique to the line, is the increased number of suicides that are occurring on our railways. It is a tragedy not only for those who commit suicide and their family and friends, but for society at large. It is, as Members will recognise, a difficult issue to overcome, but more needs to be done.
There are three top causes for the disruptions to our railways from 1 December to 15 December. First, 22% of the total delay is due to technical fleet delays, which basically means broken down rolling stock and engines. That has accounted for 23% of the rail cancellations. The second reason is what is known in the trade as possession overruns, which is a serious and totally unforgiveable issue. It is when Network Rail overruns on the engineering work it has been doing over the weekend. Of course, we all welcome the engineering work being done, because it shows investment in the track and overhead electrification cables to improve and enhance the service, but to my mind there is no excuse if, due to bad planning, it overruns into the rush hour on a Monday morning, causing catastrophic disruptions for commuters trying to get to work.
The third reason is track faults and broken rails, which account for 11% of total delay minutes and 9% of the total calculations. Those three categories alone caused 45% of the disruptions to the service in the first two weeks of December.
When we talk about broken-down trains, the company that gets most blame is Greater Anglia, which provides the service, but in most of the cases in this two-week period it was not Greater Anglia trains that were breaking down but freight trains, which then caused the back-ups and backlogs in the service. That is why I want far quicker action on electrification of the Felixstowe to Nuneaton line so that more freight trains can use that electrified service and will not have to come down through Chelmsford into London and around north-west London to go out again towards the midlands and the north of England.
I also want to see new trains for Greater Anglia routes or for whoever else gets the franchise to run the service in 2016. I am particularly pleased that my right hon. Friends the Chancellor of the Exchequer and the Secretary of State for Transport have accepted that a commitment to new rolling stock and trains will be part of the franchise tender document published next year, before the award of a new franchise from 2016. We have now become one of the parts of the rail network with the oldest rolling stock. It is at least 30 years old and has all the problems that 30-year-old rolling stock suffers from, particularly with the reliability of the engines.
I am also keen that more should be done by Network Rail to put measures in place to ensure that when it plans its timetable for badly needed engineering work—considerable engineering work has gone on on the line for the past 10 to 15 years, with an upgrade of the track from Liverpool Street through to Chelmsford and north up to Colchester and the replacement and modernisation of the electrification cables—it must do so in such a way that when Monday morning dawns it has completed the work planned for that weekend and the rail network can get back to running a reliable and proper service for hard-pressed passengers who have to get to work. I have spoken to Network Rail and appreciate that it understands the problem and the need to get its timetables and programmes right, but it cannot simply talk about it. It must ensure that that actually happens.
Commuters, whether they are in Chelmsford or elsewhere, do not pay cheaply for the service they get. I accept that in the past when British Rail was a nationalised industry, successive Governments, Conservative or Labour, always had investment in the rail network as one of the first cuts at their disposal when getting into financial problems. It was a false economy at the time, and since privatisation successive Governments—to be fair, the previous Labour Government did this too—have played catch-up to provide the investment. In this control period, 2014 to 2019, £38.5 billion is being spent by Network Rail to upgrade our rail network, just as the previous Labour Government, in control period 4, invested billions of pounds. The only difference is that one of the main challenges for the rail network now involves greater electrification. In 13 years, the previous Government provided an extra 10 miles of electrification whereas this Government will provide 856 extra miles. The hon. Gentleman on the Opposition Front Bench, who I do not think has ever been a transport spokesman, is shaking his head, but I assure him that those figures are right.
Although I was not a transport spokesperson, I worked for Network Rail and I am a member of the Transport Salaried Staffs Association. I worked on a project to build a new electrified line that was 15 miles in length, so I am sorry that the former Transport Minister is not quite aware of all the facts.
I am impressed by the hon. Gentleman’s qualifications, but I will tell him, and he can check the facts later—surprisingly, his own Front-Bench team have never questioned them—that under the Labour Government there were 10 extra miles of electrification in their 13 years. Under this coalition Government there are at present 856 extra miles—not replacing existing electrified line, but over and above, new electrification of our railways. Before Christmas if he has time or in the new year, the hon. Gentleman will no doubt be able to check his facts and write back to me confirming the accuracy of my figures.
I think we have consensus now. On that happy note, I wish all the staff who work so diligently and hard on our behalf throughout the year a very happy Christmas, and Mr Deputy Speaker, I wish you a very happy Christmas.
It is a great privilege to follow my hon. Friend the Member for Cleethorpes (Martin Vickers), and I echo entirely what he said about identity—in Stafford and Staffordshire, during difficult periods over the past few years, we have experienced that same sense of identity.
Yesterday, we heard the welcome news that the number of people out of work claiming jobseeker’s allowance had fallen in Stafford by 452 in 12 months. Stafford’s strengths are many—in engineering, especially energy, and in information technology, health services, defence and consumer chemicals—and signs of investment are everywhere. There is the substantial expansion of the Ministry of Defence base, to welcome two new Signals regiments in 2015; two new business parks; major developments in the town centre; Northfield village, which brings together a new health centre, extra care housing, a first-class dementia care home and a community centre; and the opening of Pencric in Penkridge, which is a superb example of extra care housing, with a mixture of homes to buy and houses for social rent.
Stafford borough and especially Stafford have also been clear about the need to build more homes to meet current and future needs—more than 10,000 of them—but in a planned way. Several developers have tried to break open a plan on which so much time and effort have been spent. Fortunately, thus far, it has been to no avail, but I urge the Secretary of State for Communities and Local Government to make it clear that an agreed plan is an agreed plan and that efforts by developers immediately to throw it into the bin will not succeed.
After five and a half years, two Francis inquiries and a trust special administration, our hospital, now the county hospital, can finally focus on what my constituents and its excellent staff wish to do: deliver top-quality, safe care. I thank the Support Stafford Hospital group and many others for all they have done to get this far. The hospital is now part of the University Hospitals of North Midlands Trust. I believe that this coming together will bring both challenges and benefits. We will see benefits through increased investment in A and E, cancer and dialysis services, and refurbished wards and theatres, but the challenge will be to ensure that the trust makes best use of the county hospital for my constituents and others. The hospital is a tremendous asset, and our community campaign has managed to save its A and E and acute status and even to save it from closure, which some people feared might happen.
As we debated this morning, there is great pressure on A and E everywhere. In Stafford, we have a much improved A and E that is open 14 hours a day. Increasing that back up to 24 hours a day with paediatric cover will bring great benefits both to Stafford and the rest of the region, where hospitals are under pressure. The proposal for an overnight, doctor-led service at the county hospital from April is welcome and will help, but I will continue to argue for a return to 24/7 A and E until it happens, because it makes absolute sense and the cost is manageable.
My hon. Friend is being somewhat modest, because he omits to mention the tremendous work he has done for the hospital ever since he became a candidate. We should also mention the work of our hon. Friend the Member for Stone (Sir William Cash).
I am most grateful to my right hon. Friend for his comments. He was a doughty supporter as a Minister in the Department of Health, which we appreciated greatly.
A 24/7 A and E department would guarantee 24/7 access for children to paediatric emergency doctors. In the meantime, I and my constituents need assurances that any transfer of services will not happen unless independent experts say that the arrangements are safe.
Next year will see the review into consultant-led maternity services. Let me be clear: this must be properly carried out, as the Prime Minister and the Health Secretary have said. There can be no pre-ordained outcome. I have still heard no convincing explanation why our major European neighbours can run much smaller consultant-led units but we cannot, especially when, as with our county hospital, a hospital is part of a large trust that could surely provide such services on a network basis.
Our part of Staffordshire is tendering for cancer and end-of-life services. I understand the reasoning—a desire to integrate the services better to improve care and outcomes—but, as I have said before, I believe that this form of tender is not the right way to go about things. If there is a need for an integrator to help better joint working, let us search for an organisation to work alongside the providers; there is no need for the integrator to be the commissioner as well. It will simply add another layer of management. I therefore urge the Department, NHS England, Macmillan, which is involved, and the clinical commissioning groups to reconsider my proposal for an integrator that helps providers to work better together but does not actually commission the services.
Our libraries are at the heart of many of our local communities. Staffordshire has had a consultation on their future, and I welcome the county’s desire to keep all its libraries open, but the initial proposals for my constituency are flawed. The main towns in the county should all have a library in the top category—“library extra”. I simply cannot understand how Stafford and Cannock were not placed in this category, but Newcastle-under-Lyme, Burton, Lichfield and Tamworth were. That needs correcting. Penkridge is also a large and thriving community with an excellent library. As stated in the petition I presented here last week, it needs professional staffing—assisted, of course, by the volunteers who are very willing to support it. The other libraries in my constituency in Rising Brook and Holmcroft also need the support of professional staff.
Let me turn to other matters concerning my constituents. Nuisance telephone calls and copycat websites that pretend to be official, but charge people money unnecessarily are the bane of many constituents’ lives. I urge the Government to mount an education campaign to alert people to the free services and to work with search engines to ensure that the free Government services are always top of the listing.
Respite care funding is another issue. This Government have introduced more of it, which I welcome, but there is increasing need for people to have respite care. The millions of carers around the country depend on it.
I welcome the steps that the Minister for Schools has taken to improve schools funding for the underfunded counties and authorities around the country. In Staffordshire, however, we have not gone far enough, and there is a problem with the formula under which special care funding is calculated. I welcome the fact that the Minister has now included the county of Staffordshire within the 10 authorities where that is being investigated. General practice and health funding need looking at, too. The weighting of funding for older people is not sufficient, which certainly affects my constituency and my county.
Constituents have raised a number of other matters, often relating to older people and their treatment by pension funds and their tax treatment. A widow who had been married to a policeman who died in the course of his service has found that, having married again, she is not able to collect her pension. There seems to be some confusion about whether that should be the case. I have been told that it should not be under new regulations, but her experience is that she is unable to receive her widow’s pension.
I discovered last week from a constituent whose husband died more than 50 years ago—and she has not remarried—that she is not entitled to the transferable inheritance tax allowance on her property, whereas someone whose spouse had died more recently would be entitled to that transferable allowance on the estate. The estate effectively claims on both spouses, the original and the current, making two allowances. I believe that this amounts to some sort of age discrimination, which the Treasury could look into.
I would like to bring to the attention of the Department of Health the matter of retrospective care refunds. There was a problem a few years ago when families were overcharged for care. A process of refunding is going on, but it is taking too long, with bureaucratic hurdles in the way. I ask the Department of Health to look into this and to work with CCGs to ensure that the refunds, many of them dating back as far as 2006 and 2007, are given to the people to whom they are owed.
Finally, I would like to thank you, Mr Deputy Speaker, for all the work you do and to wish you a very happy Christmas. I would like to thank all the staff and everybody in my constituency. I thank the voluntary organisations, and then there are local councillors, to whom we do not often give enough credit. This year, when the Staffordshire mayoralty is 400 years old, it is particularly important to remember local councillors and the work they do, alongside volunteers and everybody else who makes my constituency such a wonderful place in which to work and to live.
I assume from his generous comment that the hon. Gentleman will accept that I was talking in the context of England, and that my figures were therefore correct.
I think—if I may say so gently—that the confusion may have been confounded when I referred to the Airdrie-Bathgate rail link and the right hon. Gentleman was unaware that that was in Scotland. Let me move on, however, to his useful remarks about suicides and attempted suicides at this time of year, particularly those involving railway lines. He and I will both know, because of our backgrounds, that not only are many of the very unhappy individuals who seek to throw themselves under trains unsuccessful, but horrific and life-changing injuries may result from their actions. I am sure that all Members would urge any constituent who faces such troubling times to contact organisations such as the Samaritans. I commend their work, and also that of Network Rail and the rail companies which have invested a great deal of time in recent years in trying to minimise the number of cases that occur.
The hon. Member for Colchester (Sir Bob Russell) raised the issue of the 1812 war. He knows of my interest in that subject, and he was right to draw attention to the 200 years of close co-operation between our two nations. He was also right to point out that a third nation participated in that war. When we stand at the Dispatch Boxes, which rest on a table that was donated by our Commonwealth cousins in Canada, we are always grateful for their continued friendship.
My hon. Friend the Member for Islington North (Jeremy Corbyn) referred to Bahrain. He will not be surprised to learn that Opposition Front Benchers do not share his particular view of the decision to set up a base there, but he was right—as he was earlier today—to call on the Government to organise a debate about foreign policy and our defence posture in the new year, particularly as in 2015 we shall have a national security strategy from the new Government. We strongly support that call, and we hope that the Deputy Leader of the House will refer it to the Leader of the House for consideration.
As ever, the hon. Member for Congleton (Fiona Bruce) made an impassioned and knowledgeable speech about the situation in North Korea. She has a tremendous track record in relation to the persecution of Christians, and—again, as ever—she made a hugely important contribution. I know that her work has the support of all Members.
The right hon. Member for Uxbridge and South Ruislip (Sir John Randall) spoke in support of what I suppose could be called the bird communities in the United Kingdom. He is a champion of the Royal Society for the Protection of Birds, and, as he knows, my researcher Sally Webber says that he is probably its biggest supporter in the House of Commons. The RSPB will certainly miss him, even if not all Back Benchers are entirely forgiving of his strong leadership during his time in the Whips Office.
I want to mention some of those who serve the House. Many Members on both sides of the Chamber have rightly thanked the House’s staff, and, on behalf of the Opposition, I too thank all those in all the Departments, particularly Hansard, the Doorkeepers, and those in Visitor Services. I also want to highlight a small group of individuals, some of whom have retired or are about to retire after decades of public service. I am grateful to the Clerk of the House for his assistance in the compiling of this list.
Roger Rankine worked at the House for nearly 27 years. He started as a joiner working in the outbuildings, before working his way up to become a higher technical officer. In that role, he covered the external works for state openings and has led the search team for that event. Roger is sports mad and an extremely keen golfer.
Rosalind Bolt retired at the end of October. She served for 21 years in the House. She started her career in the accounts payable team and finished as office manager in the web and intranet service. She knew many, many people across the parliamentary estate and was, as you know, Mr Deputy Speaker, widely respected. She was always quick to offer support and guidance to her colleagues and had a strong sense of the “right way” to interact with colleagues, stakeholders and suppliers.
Mel Barlex, whom I had the pleasure of working with in particular on restoration and renewal, stood down earlier this autumn as parliamentary director of estates. He turned a struggling organisation into a high-performing delivery team, providing maintenance, capital works and property services to both Houses.
Michael—Mick—Brown was a Doorkeeper who retired at the start of the summer recess. He had been here since 1990, and before that had served in the Royal Navy and is a Falklands veteran. Ian McDonald, a fellow Cumbrian, will be retiring this week. He worked here from December 2006 and before that served in the Metropolitan police. Sonia Mcintosh retired in October 2014 after some 30 years’ service in the House. Chris Ridley completed 37 years of public service, retiring at the end of October 2014. He worked in the civil service and the House of Commons over that period. Peter Thomas started in the catering services as a kitchen steward in 1990. He was the first person to come into work at the weekend for the lying in state of the Queen Mother.
Janice Spriggs retires today from the House of Commons catering service after 38 years of service. Janice joined as a waitress in the Members’ Dining Room before moving to the Harcourt Room, which is now, of course, the Churchill Dining Room, and then the Strangers’ Bar. She ran the 6th Floor 7 Milbank room until its closure. Latterly, she has worked on the Principal Floor managing the Strangers’ Dining Room. I know she will be fondly missed by many customers and colleagues.
Finally, Carol Hill, the heritage cleaning team manager, has retired after 15 years in the House. Her team is responsible for looking after the heritage areas in the Palace.
I, on behalf of the Opposition, want to wish all those public servants a very enjoyable retirement. I am sure they will all be trying to have a peaceful Christmas, and will perhaps even take a slice of Chorley cake to top off their Christmas lunch. Let me end by wishing you, Mr Deputy Speaker, and all colleagues a very peaceful and merry Christmas, and a happy new year.

Commons ChamberLocal government across the country has had to become considerably more efficient in recent years, and local authorities have varied in their effectiveness and ability to bring that about. The right hon. Gentleman will know that there will be questions to the Secretary of State for Communities and Local Government on Monday, which will provide an opportunity to raise these matters on the Floor of the House next week.
The Leader of the House might be aware of a point of order that I raised yesterday. Will he make a statement to update the House on whether anything has happened regarding the letter sent to No. 10—or is it, like a cantankerous maiden aunt, floating around No. 10 with no one actually wanting to go anywhere near it?
Things do not float around in No. 10; I am pleased to say that that is not the way No. 10 operates. The Prime Minister has received a letter this week from you, Mr Speaker—I am sure you will not mind my saying this—in which you asked for the appointment of Carol Mills to be delayed further until a clear way forward on the issue has been agreed. That is the current status of the letter, rather than any floating.

The hon. Lady asked about standardised packaging. My hon. Friend the Under-Secretary of State for Health (Jane Ellison) made a clear statement to the House, and that has not changed. The Government have decided to proceed with standardised packaging, and in due course we will bring forward the necessary regulation.
The hon. Lady asked about flooding, and we have often had that debate and demonstrated how we are making available additional resources to support flood defences. As I said in previous Business questions, my right hon. Friends in the Government are working on the lessons learned from the recent winter and the exceptional weather events, and on how we can improve resilience and recovery in the future. I hope that before the summer my right hon. Friend the Environment Secretary will have the opportunity to make a statement to the House on the lessons learned.
The hon. Lady made some assertions about the NHS. We have more GPs now than at the last election, and slightly more GPs per head of population. Health Education England has a mandate to secure 50% of doctors going through training to be GPs, and about £18 billion of efficiency savings have been achieved during this Parliament by this Government, in complete contrast to the Labour party. A pretty telling example is that in the year before the election, when Labour knew there was no money left, the administration costs of the NHS went up by 23% in one year. Since then, and by the end of this Parliament, we will have reduced NHS administration costs by one third, delivering a recurring £1.5 billion a year saving on administration. That is why we have 16,000 more clinical staff in the NHS than at the last election, and 19,000 fewer administrators.
The hon. Lady referred to the debates that the Opposition are bringing forward. Yes of course, but when it comes to the really big issues, they cannot have a debate. They cannot hold a debate on the economy, the deficit, jobs or welfare—Labour has failed to have a positive message on any of those topics because the Government are taking the necessary steps. Our long-term economic plan is working: the deficit is down, growth and jobs are up, unemployment is down, the welfare bill is under control, and this country is going in the right direction.
Will my right hon. Friend arrange for a statement next week to explain why Mr Deputy Speaker, the Chairman of Ways and Means, is not a member of the selection panel for the new Clerk of the House? Is there not a conflict of interest in appointing the right hon. Member for Barking (Margaret Hodge) in his place, given that the Clerk is the accounting officer of the House and the Chair of the Public Accounts Committee is responsible for scrutinising the spending of public money?
My right hon. Friend asks an interesting question. I have to confess that I do not know if the point he raises was considered before an invitation was extended to the right hon. Member for Barking. Accounting officers are indeed held to account by the Public Accounts Committee, of which she is the Chair. Whether a conflict of interest therefore arises is something she will wish to consider.

Commons ChamberAs the hon. Gentleman knows, it is the Government’s intention to make progress on this, but unfortunately, as I said last week, it has not been possible to find time in the short Session ahead of us.
Is the Leader of the House prepared to arrange for a statement next week on the procedures to replace the current Clerk of the House, when we could find out more on how much the use of head-hunters will cost, who will decide who the head-hunters are, who will monitor the progress of the head-hunters and who will take the final decision on the replacement Clerk?
My right hon. Friend will understand that the procedures for the appointment of the new Clerk are a matter for the House of Commons Commission. Although I am a member of the Commission, my hon. Friend the Member for Caithness, Sutherland and Easter Ross (John Thurso) answers on its behalf to the House. I know that my right hon. Friend will find an opportunity in due course to ask those questions. We will face a daunting task indeed in filling the silver-buckled shoes of the present Clerk, who is not here now. I hope to announce soon an opportunity for Members to pay tribute to the Clerk before the summer recess.
