Apart from chairing the debate wonderfully, of course.

Let us make the serious point. We are debating the motion in front of us and we cannot get clarity from its mover about whether it includes a windfall tax on the oil and gas companies that would give every single household in Scotland £200 off their bills and the poorest 815,000 households £600 off their bills. That is what we are talking about. That is the substantive point that I am making.

Children will be going to bed cold or hungry—or both—and the best that the Chancellor can do is put up their parents’ taxes and lend them their own money to take a tiny amount off their energy bills. It is simply not good enough. The Trussell Trust says that two out of five people on universal credit are forced into a spiral of uncontrolled debt. Labour’s plan to tackle the cost of living crisis would put money in the pockets of Scottish families, helping them to make ends meet, and take worry out of receiving that unaffordable direct debit increase from their energy supplier. Across the UK—I repeat this again, because the right hon. Member for Dundee East (Stewart Hosie) wants a substantive point—we would introduce a fully costed, worked out plan for a windfall tax on oil and gas companies through which every single household in Scotland would get £200 off their bills and the 815,000 hardest hit households would get £600.

In Scotland, the Scottish National party has the power in its hands to do more than just bring Opposition day motions; it can change lives, too. That is what Labour would do. We would use the Barnett consequentials that the SNP has spent on replicating the Chancellor’s unfair policies to give a Scottish fuel payment of £400 to nearly 600,000 households facing the brunt of the crisis. We would top up the Scottish welfare fund so that local authorities could use their discretionary offer further to support households.

Many of my constituents have written to me expressing the same concerns. Furthermore, the majority are members of single-parent families, particularly women, who have already borne the brunt of austerity and the worst effects of the changes in universal credit. They will not now benefit from the £20 uplift that the Government have removed from so many families who needed it. Does my right hon. Friend agree that more needs to be done to support those families?

That is exactly where the Government’s priorities lie. Let us not forget that in-work poverty disproportionately affects carers as well, and that has to change.

I am conscious of time, but I hope the Government will respond positively to the points I have made. This is their crisis—the things I am pointing out are not to do with Ukraine or anything else. These things have been going on for 12 years, and the Government can immediately solve them.

On a point of order, Mr Deputy Speaker. The hon. Member has made some very good points but I do believe he has inadvertently misled the House by claiming that those who are least well-paid will be paying the most on the tax when we have just heard from the Chief Secretary that over 6 million earners will not be contributing a penny towards the cost of the national increase rise. Mr Deputy Speaker, may I give the hon. Member, through your offices, the opportunity to withdraw his earlier remark?

Again, I refer the hon. Member for Gloucester (Richard Graham) to the concept of the marginal rate of tax and ask him to look at the totality of the impact—if he had been patient I would have happily given way; he had no need to resort to such devices.

On raising additional resources for health and social care, as we are invited to believe this levy is supposed to do, it is surely much fairer as a general principle to spread the burden by increasing income taxes across the board on both earned and unearned income, as well as to look again at areas such as inheritance taxes and capital gains, so that the totality of the wealth of the nation can be taken into consideration in sharing the burden. There is a real danger in my view, particularly as a result of localised property price inflation, that this policy will further widen economic, social, generational and geographical divides, baking that unfairness into the social and economic settlement for decades to come. We have a Government who like to talk the language of levelling up while doing the exact opposite on personal and business taxation. We will be paying the costs of that in reduced growth and lower incomes for many years to come.

That is the problem from a social justice perspective, but it is almost every bit as bad from a policy making perspective. Apart from moneys going to the NHS in England and an unspecified amount eventually trickling through to social care in England, we still have only the sketchiest idea of what this resource will be invested in. There are significant whole-system problems in health and social care in England which predate covid. That is not to say things are great everywhere else, but I get absolutely no sense that the UK Government have started to embrace the systemic issues that cause the blockages and poorer outcomes that are there and that money will only go so far to solve, including the high levels of unmet need, staff shortages and poor workforce pay and conditions, as well as the fragile provider market. In that sense, the Government are doing what they routinely like to criticise others for and focusing on inputs rather than outcomes, and surely outcomes for people in health and social care should be driving the reform that is needed.

It is not in doubt that there was a pre-covid pandemic crisis in health and social care, let alone the post-covid one, but that will not be remediated either by this policy or by the Prime Minister’s utterly bogus repeated claims about building 40 hospitals. Reform requires thought as well as resource, but surely fairness demands that the resource for that reform comes primarily from those with the broadest shoulders and an economy that is able to and is growing sustainably and productively.

I support Scottish independence and want full tax powers for Scotland, and I have no doubt in my mind that an independent Scottish Government would not be using the equivalent of national insurance in such a way for this purpose. Until that changes, we are stuck with and reliant on the Conservatives—out of all character—prioritising the interests of those on lower and middle incomes over the most wealthy.

On a point of order, Mr Deputy Speaker, the Government announced that they were doing a review of level 3 qualifications, with a view potentially to producing a list of level 3 qualifications that would no longer be funded. That list has not yet been produced, but the sector has the impression that it will be produced very soon. It is a matter of huge interest to many right hon. and hon. Members, so I wonder whether you or Mr Speaker have had any notification from the Government of their intention to come to this House and make a statement, and whether inquiries could be made to ensure that the list is not sneaked out at 5.30 pm on Friday, as has sometimes been the case, but is announced first to the House.

On a point of order, Mr Deputy Speaker. The bus covid recovery funding will expire at the end of the financial year, and we have had no notification as to whether the Government intend to continue it. Tomorrow is the deadline by which operators will have to notify their local transport authorities if they intend to cut services as a result of that covid funding expiring, and operators are warning that it could lead to a reduction of a third in bus services. This time last year, the Prime Minister, with his “bus back better” strategy, promised great bus services for everyone, everywhere. Instead, we are looking at managed decline. Have you had any notification of a statement from the Secretary of State to reflect the urgency of the situation?

This Government and previous Conservative Governments have a proud track record of supporting those who are retired and are pensioners. Because of the triple lock, which has been in place because of a Conservative Government, pensions are now at their highest level relative to earnings in 30-odd years, and we are protecting pensioners with a double lock this forthcoming year. Of course, the winter fuel payment, with up to £300 of support for those over the state pension age, will address exactly the hon. Member’s concerns.

As the Chancellor did at the time of the pandemic, he has put together a very comprehensive protective shield around people in my constituency, and that is very welcome. Many well-paid jobs are being created, particularly in the energy sector, thanks to Government policies, but there are many, particularly in food processing or the security sector, who are on very modest incomes and fixed incomes. Can my right hon. Friend give them an assurance that he will keep this policy under review so that if the energy price rise continues, as is likely, they can be reassured that support will be available?

Thank you very much, Mr Deputy Speaker; it is always a pleasure to see you in the Chair. Could my right hon. Friend confirm that all UK households will benefit from the £200 smoothing rebate, and that almost 95% of County Durham residents will benefit from the £150 council tax rebate, including those who are off-grid—a similar proportion to the constituency of the right hon. Member for Doncaster North (Edward Miliband), who I see has now scuttled away? That £150 is over 50% more than Labour’s VAT plan, which would have benefited the richest people most. Will the Chancellor continue to pursue a one-nation Conservative approach, not an inner London two-kitchen one?

There were so many excellent points in my hon. Friend’s question. The only thing on which I will correct him is that the energy rebate is Great Britain-wide, because the Northern Ireland energy market is devolved and we do not have the legal powers or the regulator to do it there. Everything else he said is spot on, and I can confirm that this Government will continue to be on the side of his hard-working constituents, whom he does a great job of championing. Today’s announcement will give them the reassurance they need that, at a time of rising prices, this Conservative Government are stepping in to help, as we have and always will.

Thank you, Mr Deputy Speaker; I am pleased to be able to make a brief contribution to tonight’s debate. I commend the three previous speakers, the hon. Members for Streatham (Bell Ribeiro-Addy), for Easington (Grahame Morris) and for Oxford West and Abingdon (Layla Moran). It is unfortunate that the very inadequate time that the programme motion allowed did not give any of them the time they deserved, given the amount of work they put into their amendments.

I mentioned new clause 3 and new schedule 2 earlier, but “schedule” is a misnomer here. We are not talking about a schedule; we are in effect talking about the “Finance No. 3 Bill”, 25 pages long and intensely complicated. This is our one and only chance to get it right and none of us can feel comfortable that it was tabled on Monday, it is being debated on Wednesday and it comes into force on Friday—not next Friday, but the previous Friday. What on earth are the Government playing at?

I do not have an issue with any of the other important business that took up today’s time—nobody could have any issue with any of that. My issue is that when the Government knew they were going to table such a substantial, technical and complicated amendment at this stage, it was up to them to amend the programme motion to give a decent amount of time, because 90 minutes for this debate is ludicrous. Only the Government had the ability to put forward a change to the programme motion; and only the Government had the opportunity to consult with Opposition parties in advance of that amendment being tabled, or indeed to discuss it with outside stakeholders. Not doing so was a failure, unless the Minister can give a very good reason as to why secrecy was so important. Springing it on the House in this way was, I believe, an abuse of the Government’s powers and shows contempt for Parliament.

The aim of the new tax is laudable and nobody would argue against it, but we have been given no indication as to why the tax is the way to prevent the kind of behaviour that we are trying to deter. It appears that it is just because they can change the tax system immediately and make it retrospective, whereas other things would take a bit longer. I ask the Government this question outright: is the urgency because they have picked up intelligence that another major player in the energy market was about to cut and run—to cash in and bail out? If they cannot answer that in public today, I would appreciate it if they contacted me after, on a guarantee of confidentiality. To be honest, I can see no other reason why there was a need for such secrecy and last-minute panic.

The amendment is restricted to energy companies, but it can also be extended to apply to any other kind of company the Treasury chooses to designate. What is that for? Can the Minister explain what other companies might need to be brought in, and in what circumstances that might need to happen? The measure is only to be in place for a year, or for such other time as the Treasury decides it wants to extend it, and it can extend it as often as it wants, although only until 2025. However, given that the Minister has said that the amendment is essentially a stopgap until Ofgem is able to amend the regulatory environment to prevent these abuses in the market, just how lacking in confidence are they of Ofgem and its ability and willingness to fix this long-standing problem if they think it might need another three years before it is fully dealt with?

Paragraph 41 of new schedule 2 gives the Government the power to change the law retrospectively. No Parliament should ever lightly agree to such a power, but tonight we have been given no choice; we simply have not had sufficient time to look at the detail of that or to get the assurances we would usually want about what that power will and will not be used for.

My hon. Friend the Member for Glasgow Central (Alison Thewliss) referred to comments from the Chartered Institute of Taxation, and the Association of Tax Technicians told me yesterday:

“We have a brand-new tax without any prior announcement, no consultation, little debate, which will be enacted before the next Budget, and will be effective from 28 January 2022. OK, these are arguably special circumstances, but is this a good way to run a tax system?”

The short answer is no, it is not.

The problem with the hon. Gentleman’s intervention is that he suggests that this is some issue the Government have just happened upon. His Government have been in power for 11 years, so the level of national debt is something they have a direct link to. He should reflect on that.

As I said, a Tory MP in the home counties—or indeed Shrewsbury—might not have much opportunity to interact with the DWP on a daily basis, but I do, and my constituents often tell me—[Interruption.] Mr Deputy Speaker, the hon. Gentleman chunters somewhat. I know he might be quite excitable, and he is probably envisaging this as some sort of on-screen job interview, but if he will calm himself for a moment, I can perhaps make a little bit of progress with my speech—[Interruption.].

You are right, Mr Deputy Speaker—it is not a conversation, and I am not in a position to help the hon. Member for Shrewsbury and Atcham (Daniel Kawczynski) with his school fees, so if he just hangs on, I will deal with him a bit later.

I say to the Government that although the DWP does not often act very helpfully towards my constituents, it is clear from people back home in Glasgow East that the Government are out of touch and do not have the solutions for the big issues of the day. They say that a week is a long time in politics, and yes, for Westminster watchers and the chattering classes, defections, letters to the 1922 committee, Tea Room gossip and “fizz with Liz” are probably all very exciting, but for most of us, it just feels like groundhog day. The Prime Minister, the Chancellor and this whole Tory Government are simply not listening. They are not listening to charities and non-profits, which have repeatedly highlighted the cost of inaction, with soaring prices. They are not listening to the voices of Opposition Members, even though we were told that Brexit meant that Parliament would take back control. Ultimately, and worst of all, they are not listening to the people of Scotland and they are not acting when people need help most.

Inflation is rising, costs are soaring and time is running out for hard-pressed families. The Tories need to stop navel gazing and start acting to head off the cost of living crisis. Frankly, anything less is only a further dereliction of duty on the part of a Government whose focus is elsewhere. Yes, we can debate this tonight, but in reality, the time for talking has passed. Talk alone will not pay our constituents’ energy bills at the end of this month. We need to act now and the Government need to start getting on with the day job. I commend the motion to the House.

I note, having asked the hon. Lady to tell me what currency an independent Scotland would have, that she failed to do so. She did, however, mention the White Paper, which was very detailed. It said that oil would be worth $114 a barrel. I am not sure that oil ever achieved that figure; it is certainly not worth that much at the moment. I really do not think that the White Paper is a strong argument for the SNP to focus on, but—

SNP Members are cheering because they are hoping that I move on very quickly. Like any good official, I will follow the rule from the referee and agree to do so. However, I think that many people in Scotland will be watching and will have heard that not a single SNP Member was able to answer such a crucial question for Scotland’s future.

I welcome the opportunity to discuss an important issue for my constituents in Moray and for constituents across Scotland and the United Kingdom. Households are struggling with the rise in global energy prices; with inflation as a result of spending decisions taken by Governments across the world, including this Government, who have invested £315 billion to get us through the global pandemic; and, of course, with rising prices of essential items such as food because of continued supply chain issues, again as a result of the pandemic.

It is interesting that the Scottish National party uses such tactics when the hon. Member for Glasgow East (David Linden), who introduced the debate, cannot stand up against the party in Holyrood and say that its cuts have affected the cost of living in Scotland.

As ever, I thank the hon. Gentleman for his question. I set out in my previous answers the dilemmas with respect to speed of delivery. However, HMRC has done a fantastic job in designing the schemes and standing them up quickly under enormous pressure. We will continue to work closely with HMRC and take its advice as we make decisions on how to tackle enduring fraud risk. More broadly, lessons can be learned about the design of future schemes.

Real pressures on the cost of living are obviously coming down the track. I recognise that, and I also note the work that the Government have done and are doing to address it. It is worth noting in passing the contributions made by Treasury Ministers in the last year: reducing the universal credit taper rate and putting £1,000 in the budgets of 2 million low-income families, increasing the national living wage by more than 6.5%, freezing fuel duty for the 12th year in a row, and introducing the housing support fund for lower-income families. However, more clearly needs to be done. The debate has been helpful in identifying some of the options that are open to the Government, including the possibility of a cut in VAT on energy. I note that the Chancellor is considering that option among many others. However, it is worth observing that a cut in VAT on household fuel would disproportionately benefit those with larger homes. I think it is right for the Government to consider it as part of a suite of possible interventions and measures to support families during the current energy price spike.

There is one option that I have not heard mentioned today, although according to news reports last year it was probably being considered then. I refer to the policy of what is called a carbon fee and dividend. The fundamental challenge that we face, given our net zero commitments, is to reduce carbon emissions without hurting low-income families and the economy more generally. One way of doing that is to ensure that as we tax carbon emissions—as we bear down on carbon using fiscal levers—the income that is generated for the Treasury is reallocated directly to families, and to low-income families in particular, in the form of a carbon dividend or climate income, as it is sometimes called. Other countries have been experimenting with this. I accept that it is quite a statist solution and one that might not come naturally to Conservative Members, but I think it is worth considering the option of enabling the income from carbon taxation to go directly to low-income families.

Finally, let me make a point that I think must be made in every speech from the Government Benches. It is very wrong and very regrettable that the Opposition are using the opportunity of a debate on this important matter to propose taking over the Order Paper. I was a spectator in the last Parliament, but I saw very clearly during that terrible time a paralysed Parliament, a Government unable to govern, and the public looking on in bewilderment as their representatives serially failed them and betrayed the promises that they had made in their manifestos—

Our country faces the worst cost-of-living crisis in recent memory as families grapple with rising inflation, soaring food costs and an energy crisis that has rapidly got out of control. This Government’s decade-long failure to reduce the country’s foreign energy dependence has left us especially exposed to the devastating impact of wholesale gas prices. In the space of just a few short months, no fewer than 27 energy providers have collapsed, and ordinary people are being forced to reckon with the real possibility that their gas and electricity bills could rise by as much as 45% to 50% by spring 2022, according to the trade association Energy UK. No one has been spared the fallout from this spiralling crisis, but it is the poorest communities, such as those in my constituency of Birkenhead, that are being hit hardest of all.

Last autumn, I warned the House that thousands more people across Wirral risked being pushed into poverty as a result of changes to the energy price cap and the cut to universal credit. At that time, those concerns were dismissed out of hand by complacent Ministers, but now National Energy Action is warning that 2 million more people could be plunged into fuel poverty as a result of rising costs, bringing the overall total to the highest level since records began.

At this challenging time, the country has the great misfortune to be governed by a party more interested in its own internal power struggles and the increasingly untenable position of the Prime Minister than in giving British households the support they so desperately need. Ministers rushed to take to the airwaves this weekend to condemn Labour’s plans to bring energy bills down, but it is clear for all to see that they have no realistic plan of their own. Some Conservative Members have seen this crisis as an opportunity to take aim at the net zero agenda, calling for the environmental levy on energy bills to be scrapped and for the resumption of fracking and the expansion of drilling in the North sea. That is not prompted by the slightest concern for people struggling to get by. Instead, those Members are motivated by a deep-seated and ideological objection to climate statute.

Let me be clear: we cannot solve the problems of today by trading away our grandchildren’s future. Hard-won progress on the climate must not be sacrificed to make up for the Government’s monumental failings. In truth, only my party has put forward credible proposals to meet the immediate needs of British households and industry. I commend my hon. Friends on the Front Bench for the proposal that they have brought before the House today, including the removal of VAT on domestic energy bills, a windfall tax on North sea gas and oil, and a £600 contingency fund to support energy-intensive industries such as British Steel.

The Minister must put partisanship to one side and engage constructively with those proposals in the national interest. But I believe that he must go further, too. The current crisis has exposed enormous vulnerabilities inherent in our fragmented and privatised energy system. Wholesale reform of the sector is badly needed. By bringing energy into public hands, we can—

The Tory Government of the super-rich are presiding over a cost-of-living crisis that will hit the most vulnerable the hardest. Between the uncontrolled pandemic, inflation, soaring energy bills and the end of covid support schemes, households across the country are facing a difficult start to 2022. UK household incomes could be down £1,000 this year, according to analysis by the Resolution Foundation think-tank, as rising prices combine with welfare benefit cuts and rising raxes.

The truth is, when faced with a crisis, this Government balance the books on the shoulders of those who can least afford it, while leaving the fortunes of their rich mates untouched. The unjust policies of the Government will push more people over the brink into destitution. Inflation increased by 4.2% in October alone, the highest figure in a decade. Everyday items are getting more expensive and, on top of that, the Government’s planned national insurance increase is a regressive tax, which will hit the poorly paid the hardest, as workers’ pay packets are raided at a time when wages are failing to keep up with the UK cost of living.

That means a landlord who rents out dozens of properties will not pay a penny more, but the tenants working in full-time jobs will. Meanwhile, the billionaires, large corporations and super-rich whom this Government truly represent will continue to pay a lower rate of tax than people who are struggling to make ends meet. For all their empty talk of levelling up, the Conservatives continue to rig the economy in favour of the privileged few. Even before the current energy price rises, an appallingly high number of Leicester East residents were forced to make the impossible choice between keeping their family warm or going hungry.

When I became an MP, 5,800 households in Leicester East, or 14.4% of the constituency, were in fuel poverty. That has worsened during the pandemic to 18.6%, or 7,659 households in fuel poverty. Faced with a sharp energy price rise, the Government are now refusing to take the necessary action to combat poverty and protect families in Leicester and across the UK.

The Government must raise their ambition by setting a fuel poverty eradication target, as well as committing to end all forms of poverty for good. That can be achieved by raising taxes on those who can afford it most, the super-rich and big businesses. Failing energy companies must be brought into common ownership.

The crisis is not one that will be felt equally. Those in poverty already spend the highest share of their income on daily essentials. Poorer households pay as much as 50% more on their utility bills than the wealthiest. I will end with this: as the inspiring James Baldwin once said—

Thank you, Mr Evans, for the opportunity to respond on behalf of the Opposition to the clauses selected for this debate on particular aspects of the operation of VAT. As the scope of these clauses is quite limited, I suspect that you will not allow me to speak in detail about our call on the Government immediately to cut VAT to zero on domestic energy bills.

Of course, we believe that such a change would offer immediate help now for people struggling with the cost of living over the winter ahead. I therefore urge the Chancellor to reconsider the Government’s refusal of our suggestion, even at this late stage.

Let me turn to the specific measures in the Bill. As we have heard, clauses 68 to 71 make a number of changes to the operation of VAT as it relates to Northern Ireland. Clause 68 allows motor dealers in Northern Ireland to continue to sell vehicles under the second-hand margin scheme, provided that they were sourced in Great Britain or the Isle of Man. This is a temporary measure before a more permanent scheme comes into place. It is, in effect, a technical change to reduce VAT on car dealers in Northern Ireland, and we do not oppose it. We understand that clauses 69 and 70 are necessary consequences of clause 68 to avoid the interim provisions being created for second-hand car sales in Northern Ireland leading to a distortion in the UK market, so we do not oppose them either.

Clause 71 similarly means that registered dentists or dental care professionals, or those importing on their behalf, can exempt from VAT the importation of dental prostheses—medical devices to replace broken or missing teeth. Domestic supplies of such goods are exempt from VAT when made by a registered dental professional. However, under the Northern Ireland protocol, movements of goods between Great Britain and Northern Ireland will technically be treated as exports and imports for VAT purposes. Applying the same VAT treatment to domestic supplies and imports will ensure the equal treatment of dental prostheses supplied within the UK. Again, we do not oppose this measure, as we do not want to see businesses or other workers in Northern Ireland at a disadvantage compared with those in other parts of the UK.

Clause 93 and schedule 14 relate to free zones—secure customs sites within a wider freeport area. Existing regulations already provide for the zero rating of certain supplies of goods and services in free zones, and the purpose of the clause is to put in place an exit charge to ensure that businesses do not gain unintended advantage from the zero rate. Again, we recognise the role this measure plays and we will not be opposing it.
