I am pleased to have secured this Adjournment debate on bus services in my constituency of Blaydon, although I have to say that I am very disappointed that it is necessary. May I also welcome the Minister and my constituency neighbour to his place on the Front Bench?

Bus services are hugely important to communities across my constituency—from Chopwell and Blackhall Mill, Greenside to Blaydon, Birtley to Kibblesworth, and all the points in between. I know that, whenever changes are proposed to bus services, my office will receive very many phone calls, emails and Facebook comments about the changes.

This time, though, it has been of an altogether different order. There is just one bus company running in my constituency, Go North East. When it started its consultation on cuts to its bus services in May, the implications for my constituents were dreadful. The proposals cut off whole communities, such as Kibblesworth in the east of my constituency, dramatically reduced services to places such as Birtley, and ended popular routes around places like Winlaton, and even the route 69 to the Queen Elizabeth Hospital in Gateshead. I am sure the Minister knows of the problems with the Red Kite route from the Metrocentre to Chopwell and Blackhall Mill, through to Consett in the Minister’s own constituency.

It goes without saying, I hope, that when Go North East made this announcement in May, I began to work with all parties to ensure that communities in my constituency would not be left isolated and without bus services. The village of Kibblesworth is just 5 miles from the centre of Newcastle-upon-Tyne. What kind of position would we be in if such places had no local bus transport? Working with the public and helping to engage in the consultation, I had several meetings with Go North East and with Nexus, our local transport authority for Tyne and Wear. With the help of the public, and with Nexus, we were able to ensure that we could keep essential bus services through local public spending, but, sadly, we have lost many routes and face reduced timetables, resulting in overcrowded buses. The fact is that even those bus services, with support from Nexus, do not meet all the needs of my constituents, and I fear that there are yet more changes to come.

I congratulate my hon. Friend on securing this Adjournment debate and echo what she says about bus services. In the north-west of North Tyneside, Arriva has cut the 43, the 44 and the 45—and now it is not only cutting but cancelling the buses it has cut. Surely people in North Tyneside and in Blaydon deserve better from our bus companies?

I agree wholeheartedly with my hon. Friend. Indeed, there are a number of bus companies across the region, but I speak just of my constituency.

I am a bus user myself, in my constituency of Blaydon and here in London, and I have experienced the difficulties of bus cancellations. Only this week I nearly missed my connecting train to Parliament as the bus did not show up as expected. That is not just my experience, but that of many of my constituents.

Leigh has told me of her difficulties getting to work in the morning, with buses not turning up and, when they do, being overcrowded due to earlier cancellations. She told me that over recent months she has constantly been late for work as a direct result of instability in the local buses. Being late can mean deductions from pay for some workers and a poor work record to boot. Another constituent who has been in touch told me that he missed a hospital appointment, and another said that her son missed football training just this month due to buses not showing up.

Another constituent recently told me about needing to spend £15 on a taxi to get to a dental appointment as the bus was not running in time to make the appointment. The day after, they needed to spend a further £11.80 on another taxi as there was no bus to take them to hospital for an eye appointment. I am sure we can all agree that that is not good enough, and people across Blaydon, the north-east and, I suspect, the whole of England deserve a regular, reliable and affordable bus service to help them to get on with their daily lives. I could replicate those examples many times, as I am sure hon. Members will know.

I know that the bus operators are not causing problems for fun. I know that covid-19 led to restrictions on bus services and that even now many people are reluctant to use buses, despite measures taken to make them covid secure and encouragement from public health specialists to use active transport, including buses. I pay tribute to the bus drivers and other transport staff who did a great job during covid, facing difficult situations and putting themselves at risk in the early days. I want to make clear that I very much support them.

In the north-east, our bus patronage figures are better than those in some areas, but they are consistently still down to around 80% of pre-covid levels, which has had a real impact on the income of bus operators. Given that the bus operators are private companies, lower usage can make buses not viable. The Government did help during covid with the bus recovery grant, but that is due to end completely in March 2023. Sadly, the after-effects of covid on the industry will not have ended by then.

Probably one of the biggest causes of problems for my constituents is last-minute cancellations. I know that the Minister will also be familiar with that issue. For those who rely on buses, a last-minute cancellation of a bus or a route at a particular time can lead to very real problems in missing work or appointments, or just plain getting home from a night out. If we want—as we all do—to encourage greener transport as part of the effort to reduce carbon consumption, we need reliable, regular and affordable bus services. That environmental impact is a real issue. We need to reduce our car usage, not increase it because people do not think they can rely on bus services.

Other issues have emerged that the Government and the Department for Transport specifically can help with. Although I speak on behalf of my constituents, the issues I mention are replicated in many parts of the country. Bus companies face huge difficulties in recruitment. High driver turnover has plagued the sector in recent months and years, along with high levels of sickness, due to unprecedented backlogs in the NHS, and delays in driver licensing. All of those things have contributed to a growing problem of short-notice cancellations. That, in turn, is doing irreparable damage to the reliability and punctuality of bus services. That has a huge impact on the travelling public, with the latest bus punctuality figures standing at 83%, compared with the 95% target that the traffic commissioner set. That is directly impacting the lives of my constituents, causing the problems that I outlined with people missing appointments, being late for school and being unable to visit family and friends or even do the shopping.

My constituents need better bus services, and I am sure I would not be the only MP saying that if there were others here. In the north-east, the seven local authorities that work as Transport North East have come together to respond to the Government’s proposals for bus service improvement plans under the bus back better badge. The local transport authorities, working together and talking to the bus companies in our area, submitted plans for enhanced partnerships that are intended to deliver the aspiration for bus services that cover the routes that people need when they need them, with buses turning up on time and being affordable, and for what I believe are called multimodal, multi-operator fare schemes, which are very much like what we have in London, where passengers can just turn up and get a bus to where they need to be for work, health or leisure.

As the Minister will know, our bid was successful, although sadly at a lower level than we had hoped, with an indicative funding allocation of £163 million. That was last April, but we are yet to have confirmation that the north-east will actually receive that money and, if so, when. That is holding up much of the work on developing those enhanced partnerships—although work is going on between the parties—which would go some way to improving our bus services, bus fares and cross-operator arrangements and to reducing congestion, which also causes problems for bus reliability and which has been made much worse by more people choosing to drive rather than take the bus. So can the Minister please tell me tonight when that bus service improvement plan funding will be confirmed and when it will be released?

I spoke earlier of the bus recovery grant. Although I am glad that it was extended, albeit at a lower rate, we really need it to be extended further if we are not to see even further decline in bus services. We cannot afford to have a cliff edge and a huge drop between bus service improvement plan funding and the current arrangements. I ask the Minister to offer an assurance that the grant will continue and to press the Treasury on that matter.

There is also the issue of driver recruitment. Last year, the Government took some action over the shortage of HGV drivers. It is now time—beyond time, actually—to take real steps to assist with bus driver recruitment and retention. We need to tackle this issue if we are to retain essential bus services. I would be glad to hear the Minister’s proposals on that issue.

There is one more issue I would like to raise, and that is the future of zero-emission bus regional areas funding. I very much hope that the Minister can tell us that that funding will continue. Unless more ZEBRA funding is made available, the Government will not hit their target of getting 4,000 zero-emission buses ordered nationwide by the end of this Parliament, given that the current total is only 1,000 so far.

I want a bold transport plan for my constituency, for the region and for the country—one that improves our bus offer for communities, one that improves fares for my constituents instead of making them more expensive, and one that improves the reliability of local buses and does not frustrate customers. To achieve that bold plan, and for my constituents to benefit, we need the Department for Transport to come forward with clear answers and to allow our local organisations to do what they are so good at: delivering local transport offers that help people in their daily lives. Without those answers, I fear that we will continue to see our bus offer dwindle, patronage levels drop and working people—my constituents—suffer.

Can the Minister confirm that the ZEBRA funding will continue in future? There are concerns about that.

I thank the hon. Lady for her question. My understanding is that it is all there. Obviously, the financial statement will happen in a couple of weeks, but my understanding is that, as of this moment, the bus funding is there and there is more to hit that target of 4,000 buses in future.

To return to my previous point about phasing out and how we will deliver things more generally, agreeing a phase-out date will not just boost the transition to clean buses, but create new skilled jobs as operators and manufactures will have greater certainty to invest. The hon. Lady will know from Nissan, which is just down the road and where many of our constituents work, how transformational the end date for car manufacturers has been. Hopefully, we will have the same when bus manufacturers move in that direction. A further £205 million of dedicated zero-emission bus funding is available this Parliament, which will keep up the momentum. The Department will provide more information on how that funding will be allocated in due course.

I acknowledge that a bid for round two of the levelling-up fund has been received from Transport North East to support zero-emission buses in the region. However, as I hope hon. Members will appreciate, given that the fund is a UK-wide competition and is currently in the assessment stage led by officials, it would not be appropriate for me to comment or express a view on bids at this stage. I wish all areas great luck in realising their local visions.

On service withdrawals and funding recovery, the hon. Lady made an important point. This has been a really difficult time for the bus sector, and we have had to provide unprecedented levels of support for operators—nearly £2 billion since March 2020—to mitigate the impacts of the pandemic. The funding was due to end in October. However, while patronage on buses has stabilised at about the 80% figure the hon. Lady gave, and it is steadily increasing, it is still below pre-pandemic levels. That is why in August we brought forward an extra six-month, £130 million extension to that support until the end of March. We will have to see about allocations for the future, but I think we all hope that bus services will actually recover. We have seen that on off-peak services, but not on peak services yet.

I thank the Minister for those comments. I think the concern is that there will be a gap between the BSIP funding and the current allocation. That will be a real problem in our constituencies, with further services being cancelled, and I know my constituents are really concerned.

I totally understand the hon. Lady’s concern, but I think we will have to wait for the financial statement to see whether there is anything further in that field. As I have said, however, I hope the BSIP funding will be coming through in the not-too-distant future in advance of that time—by the end of March.

I know that Nexus has been allocated nearly £13 million since March 2020 to help protect bus services in the north-east until December this year, in addition to the recovery funding we have provided directly to operators to keep things running. Over the long term, however, we are clear that the cycle of short-term recovery funding packages cannot continue indefinitely, and that is why we are looking at longer-term packages, including new arrangements between local authorities, whether franchising or closer working arrangements.

Driver shortages have been experienced in many different parts of the country recently. We have already increased the capacity for vocational driving tests, including through the recruitment of additional driving examiners, to make it easier for operators to recruit and train bus and coach drivers up and down the country. We continue to engage with the bus and coach operators, as well as with industry bodies such as the Confederation of Passenger Transport. In fact, when I was in Birmingham today, I did a video pushing some of its new driver recruitment campaigns, which I am really hoping will be successful. Go North East itself has just increased driver pay rates for existing and new bus drivers by 10%, as well as putting in some bonuses, to help with recruitment and retention.

I recently addressed the 41st International Civil Aviation Organisation triennial assembly, where I set out the key challenges that aviation faces and urged action, particularly on Russia’s violation of international law and on tackling climate change. It was a historic moment in two ways. First, in a triumph for those who respect the rules-based international order that ICAO and the wider UN system is built on, Russia was voted off the ICAO governing council for the first time in its history. Russia has shown a blatant disregard for its obligations under the treaty governing international civil aviation—the Chicago convention—and it is right that it no longer has the privilege of serving on the council.

Secondly, the assembly agreed to a new climate goal of net zero international aviation emissions by 2050. This is a historic milestone, not just for the future of flying but for the wider international commitments that we have all made to meet the Paris agreements. Now, the real work begins to put in place the measures to achieve that goal, including the technology, efficiencies and clean fuels that are central to our jet zero strategy.

My constituents in Blaydon are hugely concerned about the availability and reliability of our local bus routes. We were pleased to be granted funding under the bus service improvement plan programme, but will the Secretary of State assure me that Transport North East will receive that grant? If so, when?

I beg to move,

That this House has considered the potential merits of reopening the Leamside Line.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I thank all Members in attendance. I can say that there are colleagues here today just as passionate as I am on this subject, and I look forward to hearing their contributions. It is important to emphasise from the outset the unity on this issue in the north-east from those on all sides of the political spectrum, and from the business community, the transport sector, local authorities and the general public.

I would like to outline the vision for the Leamside Line. It has three key purposes. The first is local: it would allow for an expansion of the Tyne and Wear Metro through the South of Tyne and Wearside loop, which would connect Washington’s 70,000 residents to the system. The second is regional: it would open up passenger rail services for the whole Leamside corridor and its population of 124,000 people, from Ferryhill to Pelaw. It connects that population, and the 1 million people with indirect access to the line, to Tyneside, Wearside, Durham and Teesside. It would revolutionise transport across the region. The final is national: it would support east coast main line capacity for passenger and vital freight services, as well as national rail connectivity. Those three aspects form the overall strategic ambitions for the reopening of the line.

I am incredibly happy to have secured this very timely debate, following a huge event on Friday 4 February 2022, in which I visited three strategic points along the line to visualise where it will one day run, along with colleagues who are present today, local authority leaders, and representatives from: Transport North East, led by Tobyn Hughes; the Northern Powerhouse Partnership; the North East local enterprise partnership; and the North East England chamber of commerce.

I am very grateful to my hon. Friend for joining us, although it was freezing. We were in the constituency of my hon. Friend the Member for Jarrow (Kate Osborne), who was unable to join us but did have representatives present.

The next location we visited was in my patch, in Washington. It was in the shadow of Penshaw monument, near the magnificent Victoria viaduct, which stretches over what is, in my opinion, the most beautiful part of Wearside. The viaduct was built in 1838, and it shows the scale of the engineering skill, the genius, the hard work and, through its beauty, the hedonism that characterised the region at that time, which was the powerhouse of global Great Britain. It is a shame to see such a feat of engineering go unused. It is incredible, however, to learn that with minimal reinforcements, the viaduct will be ready to take rail services, some 200 years after it was built.

The last time a train crossed that bridge was in 1992, when the line was mothballed after serving for around 30 years as a diversionary route for the east coast main line. It even took the Queen’s train across the Wear. However, it had been in infrequent use since 1963, when the infamous Beeching cuts were made, and Washington station has not been used since.

Washington was a very different place at that time. It was populated mostly by families who were dependent for work on the many pig farms that dot the area, or the chemical works. In 1963, when the rail link was taken away, a Government White Paper proposed that Washington be developed as a mark II new town, in order to stimulate faster progress and raise the scale and quality of the region’s urban development.

Washington was developed as a series of villages near-equidistant from Sunderland, Newcastle and Durham, and new industries, especially the automotive industry, thrived there. Hon. Members will be aware that Nissan is in my constituency. We should be careful not to romanticise or become overly nostalgic about how life was then, but there was a determined national policy and vision for the development of the town, and properly funded public services made the town prosperous. Graeme Bell, who worked on the town development corporation in the 1960s, wrote in 2019:

“Our brief for Washington New Town was to create ‘a town in which people want to live’. So simple, so complex. We started with the consultant’s masterplan which envisaged a place where the car was king. … a grid of dual carriageways with grade-separated junctions was to criss-cross the countryside to enable the 50,000 planned population to travel between home, work and play. This was to be Los Angeles-on-the-Wear!

A fore-runner of the design for Milton Keynes, the idea was that by taking the traffic out of the built-up areas, car-free spaces could be created where families and particularly children could safely walk to school, play and socialise. Within the grid were also to be factories and offices – jobs that were crucial to the success of Washington – and shops and parks, so residents wouldn’t need to travel great distances to live a good life.”

Those who live in Washington, or live and work around Washington, can see that vision of how it was intended to be. The latter part of the vision, however, was dismantled as industries such as the pits and the chemical works were decimated, and policies led to the loss of the good public services that fulfil the needs of modern life. The story of how we moved into that situation is one that we all know well.

Washington is now home to a number of areas identified as left-behind neighbourhoods, where social infrastructure is lacking. Residents have markedly worse socioeconomic outcomes than the residents of other equally deprived areas. The all-party parliamentary group for “left behind” neighbourhoods notes that “steady bus service decline” and low car ownership,

“combined with rail closures have led to these places being disconnected and cut off from essential services and amenities”.

This Chamber recently heard about the major cuts to Tyne and Wear bus services in a debate led by my hon. Friend the Member for Blaydon (Liz Twist). Those cuts now seem inevitable as covid-19 funding unwinds. With our local authorities being told to bear the brunt of keeping our public services afloat, I worry that residents dependent on those services risk being stranded. Meanwhile, 40% of households in left-behind neighbourhoods have no car; in England, the average is 26%.

Those circumstances make things even harder for residents of Washington, which, as I mentioned, was built at the dawn of the automotive age. The design of the town, combined with the current insufficient provision, means that the demands of modern society are not being met. Residents are being left behind; like populations in other towns across the country, they have to get out to get on. Great jobs, especially in the car industry, are on the doorstep, but they are highly competitive, and not all of them are accessible to those who live closest to them. Young people often find themselves having to move to neighbouring cities for good jobs, and that creates a de facto brain drain. For those who do not make it out, do not drive and cannot make the 40-minute bus journey into an education centre, opportunity is therefore stifled.

In the north-east, we have an ambitious bus service improvement plan, but before we get there we have a crisis in our bus services as a result of covid-19. Can the Minister say what action he will take to prevent our bus services from being reduced as a result of the cliff edge in funding in March?

As I have outlined, over £3 billion of new spend on buses is coming along during the course of this Parliament. The hon. Member is quite right to draw attention to the bus service improvement plans, and we will be able to provide some information on indicative allocations for that by the end of February.

I thank the Chair of the Transport Committee and wish him a merry Christmas too. I know for a fact that he is very interested in this subject, because he introduced a ten-minute rule Bill on this very point a while back. He has been ahead of the curve, and certainly ahead of the industry, on this issue for quite some time. Great British Railways will almost certainly be doing this sort of thing. We are trying to make sure that we go faster, so what he will have seen in the story today is our direction of travel. We want people to have every confidence when they return to our railway that, should they be significantly delayed, it is a very simple process to claim their refund.

The Government remain absolutely committed to supporting the roll-out of 4,000 zero-emission buses and achieving an all zero-emission bus fleet. This will support our climate ambitions, improve transport for local communities and support high-quality green jobs.

Is the Minister aware that the north-east bus fleet is older than the UK average? Transport North East is preparing a bid for funding for 73 zero-emission buses. In this season of good will, will the Minister give her backing to that bid, to show that the Government’s commitment to levelling up transport is genuine? Will she also commit to expanding the roll-out of zero-emission buses across the north-east? People in Blaydon and the north-east need and deserve cleaner air and better buses.

I can certainly give the hon. Member an assurance that I am across the detail of that bid. I am delighted that 49 of the buses would go to Go North East, 14 to Durham County Council and 10 to Northumberland. Those will be in addition to the nine electric buses that are already operating in the north-east at the moment. [Hon. Members: “Where?”] The answer is between Newcastle and Gateshead on Voltra routes 53 and 54. We will have a further nine buses later this year.

That this House has considered provision of bus services in the North East.

It is a pleasure to serve under you as Chair in this important debate, Mr Dowd. Bus services keep our local communities moving. They provide connections between our homes and communities and our place of work. They allow us to travel, to do our shopping and to attend health and other appointments, and they form an essential link to mainline train services for onward travel. They allow us to socialise safely. For those without cars, they are essential. For those of us with cars, they offer an opportunity to reduce car journeys and so reduce our carbon emissions.

Some 160 million bus journeys were made across the north-east immediately pre covid, and I would hazard a guess that most Members of Parliament will know the high level of concern from constituents when local bus services are changed. Earlier this year many constituents contacted me and their local councillors about changes to the No. 47 bus services from Chopwell to Consett, telling me how the changes had disrupted their journeys to work and other services. Of course, our bus services have faced a huge impact from driver shortages and, like the rest of us, from staff catching covid or facing isolation, causing short-notice cancellations, which all add to the problems.

Speaking of covid, our bus services, and in much of Tyne and Wear our Metro services, have been dramatically affected by covid-19. Those services continued to run throughout lockdown to keep key workers moving. They continued to run as we opened up, then closed down again, and as restrictions changed, to keep us moving, but at a huge cost and with a huge drop in usage. I am a regular bus user myself, as I travel to and from Westminster, around London and at home, and I have seen the fluctuation in bus usage. I say a huge thank you to all the staff who kept our buses, Metro and trains going for those of us who needed to travel, often exposing themselves to greater risk of infection. Their work is appreciated.

Those services, running economically due to low usage, could keep going only through the financial support from Government. The covid-19 bus service support grant ran to August 2021, and local transport authorities paid additional moneys for concessionary travel payments to bus operators, although concessionary usage had in fact dropped very significantly. On the Metro system, the same effect can be seen, with less usage of the system, meaning less income and increased financial pressure.

Why have this debate about buses in the north-east now? Bus services across my constituency face a very real threat. Still suffering from a reduced number of passengers, suffering again from driver shortages and now experiencing increased congestion on our roads, as many of us, even previous bus users, use our cars to avoid the risk of catching covid—

I did not mean to cut my hon. Friend off mid-sentence, because she is making a powerful and timely speech, but she brought to my mind the fact that my constituents in the outer west of Newcastle already have quite poor public transport links. They do not have access to the Metro, and a bus from Throckley, for example, can take an hour to get into the centre of Newcastle, whereas it takes 15 minutes to drive. Does my hon. Friend agree that if the Government are telling people to get back into the office, increasing the traffic on our roads even further, they should at the very least make sure that we have the funding in our region to support good public transport for all?

I thank my hon. Friend for that intervention, and I certainly agree. Her constituency mirrors mine on the other side of the Tyne and we face many of the same problems.

As I was saying, we are still suffering from driver shortages, and we are experiencing increased congestion on our roads as many people, even previous bus users, use their cars to avoid the risk of catching covid. Congestion—even pre covid, and now—affects our buses and can reduce their reliability, which is so important to increasing bus usage, and also has an effect on our environment and air quality.

Earlier this year, the Government produced their national bus strategy for England, “Bus Back Better”. I will not comment on the title, but the strategy recognised that the deregulated bus industry, in which commercial operators were free to provide services that ran at a profit, and local transport authorities were left to subsidise routes that they believed were essential, has not served us well. Chapter 1 starts by saying:

“Buses are the easiest, cheapest and quickest way to improve transport. Building a new railway or road takes years, if not decades. Better bus services can be delivered in months. Experience shows that relatively small sums of money, by the standards of transport spending, can deliver significant benefits.”

We therefore need to look after and improve our buses, as important links between communities and towns and the train system.

The strategy required local transport authorities to submit bus service improvement plans by the end of October this year showing how they would achieve enhanced partnerships with bus operators to bring about better and more popular services. In the north-east, Transport North East, which brings together Northumberland County Council, Durham County Council, North Tyneside, Newcastle, Gateshead, Sunderland and South Tyneside, worked with the bus operators to submit its bus service improvement plan and set out a major programme of investment worth £804 million to tackle infrastructure and improve services, aiming to recover the ground lost during the pandemic and then to increase passenger numbers.

However, since the Government published the strategy and commissioned £3 billion to fund the bus improvement plans, the amount available has been cut to £1.2 billion—clearly a huge difference in funding, which calls into question the detailed plans submitted by Transport North East and other local transport authorities. As yet there has been no confirmation of how much funding will be allocated to Transport North East for the implementation of the enhanced partnership and the bus improvement plan. I hope the Minister will be able to update us on the timescale for allocating funding and on the criteria to be used, given that the funding available has been significantly reduced after bids had been developed and that plans were due to be implemented from April 2022—just four months away.

In the north-east there is a pressing financial issue threatening our bus services, which could see cuts to the local bus network of up to 20% of mileage from next April. Costs are increasing, for example, for fuel, labour and maintenance, particularly in the context of the shortage of drivers and the intense competition for them. Fare income is still down, due to reduced passenger numbers, which are estimated still to be at 75% of pre-covid numbers. Government funding to support the bus network in the light of that reduced fare income is due to end in March 2022.

Some bus operators are reporting that Government funding to support the bus network for the remainder of the financial year is inadequate and does not in any case cover the cost of their operations. Concessionary travel reimbursements have been paid by local government at pre-pandemic levels throughout the pandemic at the request of the Government. That will end in March 2022, and reimbursement will reduce towards actual levels of ridership, which is currently around 60% of normal rates, as this group of passengers remains uncertain about using bus services.

Nexus’s financial challenges arising from the Government’s decision not to extend covid-19 support for the Metro mean that its current forecast is to reduce expenditure on buses via the concessionary travel reimbursement by £7.5 million in the next financial year, which will inevitably mean a reduction in bus services, contrary to those positive plans developed for the Transport North East bus service improvement plan.

The Government’s confirmation that emergency covid-19 payments for the Tyne and Wear Metro, paid through the pandemic, will cease at the end of March 2022 has created a real problem. As a result, a major shortfall of £20.8 million is forecast in Nexus’s finances for the financial year 2022-23, largely caused by the impact of covid-19 on the passenger numbers of the Tyne and Wear Metro. That financial gap will need to be closed. Short-term savings from cutting Metro services would lead to the loss of yet more passengers, leading to an even bigger deficit and even more problems in maintaining bus services. Clearly, Nexus is looking at other measures, including cost savings, an increased levy on local councils in Tyne and Wear and the use of reserves, but the proposed reduction of £7.5 million in concessionary fare payments as part of the package will hit bus services really hard.

For bus operators, too, there are still real challenges. The bus recovery grant is set to end in March 2022, and bus usage has not yet recovered to pre-pandemic levels due to reluctance from some former passengers to get back on the bus. As I have said, increased car usage creates congestion, and driver shortages lead to bus cancellations, all creating a challenging situation even before the loss of that £7.5 million. The end of that funding has been described as a cliff edge for our bus services, so I ask the Government to look again before the budget for the next financial year is set in January and to continue to fund emergency payments to Tyne and Wear Metro because of the direct impact on bus services in my constituency and elsewhere in the north-east.

I understand that Nexus, the joint transport committee and the chair of the Tyne and Wear sub-committee have written to the Minister, Baroness Vere, but what is needed urgently is a discussion about the situation to find a way forward that avoids the 20% reduction in bus mileage. That request has the support of businesses in the north-east and the leaders of our health, tourism and education sectors, who want to build a better and greener local economy for the future and have written in support of that proposal.

I ask the Minister whether she, on behalf of Baroness Vere, will commit to meeting Nexus, the other parties involved and me to explore a way forward. This is all very dry and technical stuff, but what it means is important for my constituents and people across the north-east. The bus service improvement plan submitted by Transport North East offers a real chance of improvement for the future of the bus services that we rely on. To repeat the quote from the national bus strategy,

“Buses are the easiest, cheapest and quickest way to improve transport.”

My constituents need improvements to make sure that our buses offer a reliable, accessible and more environmentally friendly option for their travel needs. It makes a huge difference to their lives, so I ask the Minister again whether she can update us on the timetable for allocating funding for the bus service improvement plans, and how the funds will be allocated given the reduction that I have spoken about. Most urgently, my constituents cannot afford their bus services to be reduced by 20% or even more. The villages, small towns and communities across the Blaydon constituency, such as Chopwell and Kibblesworth and all the places in between, need to retain their vital links to our towns, our health services and our other essential services.

Any reduction in buses will make already difficult journeys impossible. We need additional funding to make sure that they continue to run and can improve. Without that funding, Transport North East’s positive plans for improvements will be undermined from the start. Again, I ask the Minister to agree to set up a meeting with Baroness Vere, Nexus, Transport North East and me to find a way of continuing the covid-19 support to Nexus. We need action from the Government to prevent this bus funding crisis from hitting our communities. We really cannot afford to miss the bus. Action is needed now.

I thank my hon. Friends the Members for Easington (Grahame Morris), for City of Durham (Mary Kelly Foy), for Washington and Sunderland West (Mrs Hodgson), for Newcastle upon Tyne Central (Chi Onwurah), for Wansbeck (Ian Lavery), for Middlesbrough (Andy McDonald) and for Newcastle upon Tyne North (Catherine McKinnell) for their speeches and interventions. As the Minister said, they have clearly demonstrated the passion that there is for good bus services, which are essential to keep our communities going, and they gave examples of difficulties in their particular areas.

I welcome the opportunity to meet Baroness Vere to discuss the issues that we are facing in the north-east, in particular with Nexus. I look forward to that meeting taking place quickly because this issue is hugely important and very urgent, so I hope that we will be able to follow up on that very quickly. I hope that we will be able to persuade Baroness Vere that we need the additional support that I talked about for our Metro system, and to prevent our bus services being drastically cut; they are absolutely essential.

I raised the question of our aspiration through the bus service improvement plan. Certainly, people in Transport North East are very keen and have the support of the community to pursue that improvement plan, but it takes money. I am concerned about the fact that there is only £1.2 billion.

As the Minister was speaking, I was looking at the bus service strategy, about which there has been much discussion. Within the bus strategy, there is the commitment made in February 2020 by the Prime Minister to £3 billion of expenditure for buses in England. Other measures mentioned include

“£300m of funding to support the sector recover from the pandemic,”

£25 million for skills, bus priority schemes and

“accelerating the delivery of zero emission buses with £120m in 2021/22.”

That seems to me to not quite add up to £3 billion, when the £1.2 billion is added.

The strategy says:

“The bulk of the £3bn transformation funding will be paid after the transformational changes begin in April 2022.”

So, I would be interested to know exactly what has happened to the gap between the £3 billion that was promised and the £1.2 billion that is still available for the transformational change that we need.

As I say, I look forward to the meeting. Some of our transport operators are looking at better, more environmentally friendly buses and electric vehicles, and those are hugely expensive. I look forward to the meeting and I very much hope that we can get a positive outcome for the Nexus funding crisis and for our bus service improvement plan.

My many constituents who are employed by British Airways are absolutely devastated by the threat of losing their jobs and the proposed downgrading of their terms and conditions of employment. That is a message that BA needs to hear loud and clear from this House. I am glad to hear that the Minister shares the concern of so many Members about the proposals, but will she go further and condemn this behaviour and make it a condition of any financial or business support that BA reverses its decision?

I have been clear with the hon. Member for Leicester East (Claudia Webbe) about my position on that particular point. We need to recognise that coronavirus has had an unprecedented impact on all businesses, and that airlines are not immune from some of the financial challenges faced by other parts of the economy. However, we absolutely stand by the point that this was not the intention of the job retention scheme; I think I have already made that point.

Bus patronage varies across the country, and as a bus champion I am pleased to say that catching a bus is the most popular form of public transport. Hon. Members will want to know that we continue to invest in our bus services with further additional funding of £220 million through the better deal for bus users package, which will also include £30 million paid directly to local authorities to improve current or new services.

For many people, including those in my constituency, bus routes are a lifeline, but Tory cuts to bus funding have meant over 3,000 routes have been cut or withdrawn in England alone. Does the Minister think it is right that people and communities are cut off from work, leisure and healthcare facilities by the withdrawal of routes, and what is her plan, beyond what she has already mentioned, to ensure she restores lost connectivity?

I thank the hon. Lady for her question which enables me to elaborate on the further funding that is available, but of course we know the importance of bus services; not only do they get people to work, but they ensure connectivity across our communities. As well as the £220 million of additional funding, we have the £1 billion for concessionary fares, but also the transformative £2.5 billion for the transforming cities fund, which also looks at reducing congestion. The hon. Lady talked about the reduction in services in England, but she may want to know that the highest number of bus services cut in the United Kingdom are of course in Labour-led Wales.

I really want to make some progress—I have taken a lot of interventions thus far.

I am concerned that the Government’s unimaginative and ill-thought-out response to the current crisis threatens the taxpayer interest yet further. Following the west coast franchise debacle in 2012, there were numerous reviews and process changes to rail franchising. We were told that nothing like that could ever happen again. In an act of ideological spite, the east coast franchise was forced back out into the private sector by a coalition Government desperate to tie the hands of a possible Labour Government in 2015. Passengers and taxpayers have lived to regret that decision.

Does my hon. Friend agree that there is huge support in the north-east for a directly operated railway in not just the short term, but the long term? The experience in the north-east proved that this was a viable proposition and one that has tremendous support from the public and passengers.

As I have said in this House before, I need to do what is best for passengers and for the taxpayer. The reality is that since the transition, regardless of the fact that Stagecoach clearly got its numbers wrong, passenger satisfaction has risen, more people are being employed by this railway and it is delivering more money to the taxpayer. [Interruption.] That is the reality. Labour Members can say it is not true, but it is; it is a fact that they just have to deal with.

As I have said, I am going to do what is best for the passenger and for the taxpayer. I am sorry that the Labour party does not seem to get this, but the reality is that passenger satisfaction levels are higher today than they were three years ago—that is what the independent research shows. Labour Members may not like it, but it is true.
