I think that the Government are acting urgently. It is testament to the efforts of people in an incredible civil service who are prepared to work very long hours, seven days a week and to pivot from their previous day jobs to move in an agile fashion to deal with the trauma that that country is facing and ensure that the maximum number of people have visas granted and can have a secure and safe home in this country. It is disappointing, therefore, that the hon. Gentleman, whom I respect tremendously, thinks that the Government and the civil service are not responding urgently.

The hon. Gentleman mentioned a figure of 150,000; I believe that the number of people who have expressed an interest and are prepared to open up their homes is closer to 200,000. [Interruption.] It is slightly frustrating to answer one question and have Opposition Members race ahead to the three or four others that have been asked. Patience would be a virtue for everybody involved in this process—at least for the sake of this urgent question. Mr Speaker, do you not think it would be nice for them to wait for the answer before they get too carried away?

How will councils know? We have a matching process and once the sponsor has been matched with the guest online with the form, councils will be alerted so that they know that a match has been made for a sponsor in their area. They can then begin the process of preparation immediately.

Will checks need to be completed fully before people travel? Inasmuch as once the visa is granted, checks will already have started, we will already have started to investigate whether there has been criminality on the part of either party. We need to make absolutely sure that we are reassured of the safety on both sides of the equation—of the person travelling here and of the people opening up their homes. Those checks will be carried out initially and then further checks will be carried out by the receiving authority once it has been notified of the match.

Once the authority has been notified, it will be expected to go out and inspect the property to make sure it is appropriate for such people’s needs, and begin the process of further checks, as required. For example, if there are children or vulnerable adults in the households that are coming, a further enhanced Disclosure and Barring Service check will be required.

With regards to the money, the £10,500 is for the Homes for Ukraine scheme. Obviously, for the rest of the elements of this scheme, we are making a very generous offer in that people who arrive in the UK will be allowed to work and claim benefits immediately, so that they can begin to integrate fully here.

Finally, on the 150 homeless people the hon. Gentleman mentioned, he will know that I, as the Minister for homelessness, have a very keen interest in this. We will be investigating to ensure that we completely understand what has led to such a situation. As a Government, with the charities and all involved—and MPs have a role in this—we need to make sure people understand that the most appropriate, safe and reliable route is that prescribed by the Government.

Almost 200,000 volunteers is of course absolutely brilliant, but the fact that only 2,000 or 3,000 people have yet benefited from it is obviously far from that. Can I encourage the Government to keep working to simplify the process, but also to raise awareness of this scheme? We have had complaints that there is a lack of awareness of it among those fleeing Ukraine.

We have heard about the possible dangers of people trying to abuse the system for trafficking or exploitation purposes. Is that not also an argument for considering empowering local authorities to act as super-sponsors? That would allow a greater opportunity for safeguarding and for appropriate matching to be done.

May I ask about the co-ordination of the three different schemes that now exist? For example, could people who arrive under the family scheme who cannot be accommodated by their relatives instead be matched to one of the volunteers under the sponsorship scheme? That would seem a very simple and obvious way to avoid the homelessness we have heard about. It would also address the concerns expressed by the immigration Minister—the Under-Secretary of State for the Home Department, the hon. Member for Torbay (Kevin Foster)—when I raised the prospect of seasonal agricultural workers being able to bring in their families. Even if the families cannot be accommodated with them, why not use a community sponsorship scheme to solve that problem?

Local authority funding under this sponsorship scheme is excellent, but why is there no funding for areas where significant numbers of Ukrainians are arriving under the family scheme, for example? Should that not be looked at again? May I ask what thinking there has been about what will happen later this year if significant numbers of Ukrainians are no longer able to remain with their hosts?

Finally, we still have several thousand Afghans in hotels. Can volunteers be asked if they would be willing to take an Afghan as well?

The hon. Gentleman mentions that 2,000 or 3,000 visas have been granted, but 27,000 visas have been granted across the two schemes, and I think we need to be mindful of that. On the super-sponsor route and the idea that councils might be allowed to do that, I think we need to tread cautiously. We have one scheme running, and we need to make sure this one is running as effectively and efficiently as possible.

I am absolutely delighted by the offer that has been made by the devolved Assemblies in Wales and Scotland. It is absolutely tremendous to see the work that is being done in Scotland, and it is a great demonstration of Governments working together across the United Kingdom to make this process work.

On moves between schemes, for the moment we are trying to ensure that people stick to one route wherever possible. We will keep this under constant review, because we need to make sure that we respond to a developing situation.

Finally, on Afghans, we learn from one scheme as we develop another, so as this one progresses we will understand what merits it has and what challenges it provides, and we will use that learning to determine what we can apply to other schemes in operation in this country.

I think the Minister is going to get asked these questions over and over again until we get some adequate answers from him.

First, it cannot be justified that councils are, quite rightly, getting £10,500 per year per refugee when refugees come over on the sponsor scheme—councils have to provide wraparound services; it is all there, it is all understood—but when refugees come under the family scheme, for the most part, apart from the housing checks, the council has to do everything to support them. Why is there no money under that scheme and yet £10,500 under the other scheme? Will the Minister explain the difference in terms of the offers that councils have to make to those refugees?

Secondly, the Local Government Association told the Levelling Up, Housing and Communities Committee yesterday that 144 Ukrainian refugees have presented as homeless so far. They have come under a variety of schemes, with some under the sponsorship scheme, some through Ireland and other routes and some through the family scheme—that is because family members do not have to provide accommodation. The whole reason for the sponsorship scheme is that councils do not have enough affordable, readily available homes to house people. The choice is therefore to put these refugees into temporary accommodation—hotels—or to match them up with the generous offers that sponsors want to make in those communities. Yesterday, the Prime Minister accepted that councils should have access to the database of sponsors so that they can be responsible for matching up refugees or homeless people with sponsors who want to house them. Can the Government just get on with it?

With permission, Mr Speaker, I will make a statement on our Government’s response to help those fleeing the conflict in Ukraine.

This Government and this House—indeed, everyone in the UK—continue to be in awe of the bravery of the people of Ukraine. They are victims of savage, indiscriminate, unprovoked aggression. Their courage under fire and determination to resist inspires our total admiration.

The United Kingdom stands with the Ukrainian people. My right hon. Friend the Defence Secretary has been in the vanguard of those providing military assistance. My right hon. Friend the Foreign Secretary has been co-ordinating diplomatic support and, with my right hon. Friends the Chancellor and Business Secretary, implementing a new and tougher than ever sanctions regime. The Foreign, Commonwealth and Development Office and the Home Office have also been providing humanitarian support on the ground to Ukraine’s neighbours, helping them to cope with the displacement of hundreds of thousands of people—but more can, and must, be done.

To that end, my right hon. Friend the Home Secretary has already expanded the family route. She has also confirmed that from tomorrow Ukrainians with passports will be able to apply for UK visas entirely online without having to visit visa application centres. As a result, the number of Ukrainians now arriving in this country is rapidly increasing and numbers will grow even faster from tomorrow.

We also know, however, that the unfailingly compassionate British public want to help further. That is why today we are answering that call with the announcement of a new sponsorship scheme, Homes for Ukraine. I thank my right hon. Friend the Home Secretary and officials in the Home Office, in my own Department and across Government for their work over the course of the past days and weeks to ensure that we can stand up this scheme as quickly as possible. In particular, I thank my noble Friend Richard Harrington, now Lord Harrington of Watford, whose experience in ensuring that the Syrian refugee resettlement programme was a success will prove invaluable in ensuring that we do right by the people of Ukraine.

The scheme that Lord Harrington has helped us to design draws on the enormous good will and generosity of the British public, and our proud history of supporting the vulnerable in their hour of greatest need. The scheme will allow Ukrainians with no family ties to the UK to be sponsored by individuals or organisations who can offer them a home. There will be no limit to the number of Ukrainians who can benefit from it.

The scheme will be open to all Ukrainian nationals and residents, and they will be able to live and work in the United Kingdom for up to three years. They will have full and unrestricted access to benefits, healthcare, employment and other support. Sponsors in the UK can be of any nationality, with any immigration status, provided they have at least six months’ leave to remain within the UK.

Sponsors will have to provide accommodation for a minimum of six months. In recognition of their generosity, the Government will provide a monthly payment of £350 to sponsors for each family whom they look after. These payments will be tax-free. They will not affect benefit entitlement or council tax status. Ukrainians arriving in the United Kingdom will have access to the full range of public services—doctors, schools, and full local authority support. Of course we want to minimise bureaucracy and make the process as straightforward as possible while doing everything we can to ensure the safety of all involved. Sponsors will therefore be required to undergo necessary vetting checks, and we are also streamlining processes to security-assess the status of Ukrainians who will be arriving in the United Kingdom.

From today, anyone who wishes to record their interest in sponsorship can do so on gov.uk; the webpage has gone live as I speak. We will then send any individual who registers further information setting out the next steps in this process. We will outline what is required of a sponsor and set out how sponsors can identify a named Ukrainian individual or family who can then take up each sponsorship offer. Because we want the scheme to be up and running as soon as possible, Homes for Ukraine will initially facilitate sponsorship between people with known connections, but we will rapidly expand the scheme in a phased way, with charities, churches and community groups, to ensure that many more prospective sponsors can be matched with Ukrainians who need help. We are of course also working closely with the devolved Administrations to make sure that their kind offers of help are mobilised. I know that all concerned want to play their part in supporting Ukrainians, who have been through so much, to ensure that they feel at home in the United Kingdom, and I am committed to working with everyone of good will to achieve this.

Our country has a long and proud history of supporting the most vulnerable during their darkest hour. We took in refugees fleeing Hitler’s Germany, those fleeing repression in Idi Amin’s Uganda, and those who fled the atrocities of the Balkan wars. More recently, we have offered support to those fleeing persecution in Syria, Afghanistan and Hong Kong. We are doing so again with Homes for Ukraine. We are a proud democracy. All of us in this House wish to see us defend and uphold our values, stand shoulder to shoulder with our allies, and offer a safe haven to people who have been forced to flee war and persecution. The British people have already opened their hearts in so many ways. I am hopeful that many will also be ready to open their homes and help those fleeing persecution to find peace, healing and the prospect of a brighter future. That is why I commend this statement to the House.

I, too, start by thanking people across the UK who have come forward with incredibly generous offers of accommodation and support for Ukrainians. Of course, we will do what we can to support the initiative. We regret, however, that this is only phase one; things are still not going fast enough. We will continue to argue that the best response available to the Government is to stop asking Ukrainians to apply for visas altogether. On that point, why will people accepted on to the scheme have to apply for a visa as well? Of course, some of them may be able to apply online, but an online process is not necessarily fast.

On sponsorship, we welcome the fact that people with limited leave to remain are now able to be sponsors, but when does the Secretary of State anticipate that charities, churches and community groups will be able to play their part? He explained a bit about the vetting process, but how will sponsors be supported to undertake their role? It is not just a question of cash. What happens if a sponsorship does not work out? What move-on support will be available?

On financial support, will the £350 a month be available to sponsors such as community groups as well as to individuals? Does access to public funds mean full access, including to the housing element of universal credit? Will there be £10,000 of local authority support per person as reported in the press?

What about the most vulnerable people, such as orphans, the elderly and others who will never know about the scheme’s existence, never mind how to apply to it? Can the United Nations High Commissioner for Refugees, for example, refer someone to the scheme or for resettlement? What support would be provided in those circumstances? What discussions has the Secretary of State had with the Scottish and Welsh Governments about their request to operate as super-sponsors? Will he endeavour to make that work?

My right hon. Friend makes three good points. We are working this week with civil society and NGOs. Indeed, Lord Harrington and I met them in order to ensure that we can expedite phase 2 as quickly as possible, and we will update the House in real time over the next few days. On the second point, about safeguarding, we are working with the Home Office. We do not believe that we need to have full DBS checks in order to ensure that someone is an appropriate sponsor. Very light-touch criminal checks will often be sufficient, and then local authorities can be supported in order to ensure that people are safe, in line with the points made by the Opposition—points that my right hon. Friend made much more sharply, of course. If people are moving house, which is something I have had to do recently, we will do everything possible to facilitate their support.

I think that it is accepted in principle there will be general support for a scheme that allows individuals to welcome refugees into their homes. In terms of detail, the Secretary of State accepted that there would be a cost to local authorities, which will be key to making this work, as I am sure he accepts. Has he agreed with the Local Government Association—I declare my interest as a vice-president of the LGA—the costs that local authorities will get to cover education and other wraparound support services? Will those costs apply to people who come over on the community sponsorship scheme and to those on the family scheme? What about individuals who come here as family members but then cannot be accommodated in their family’s home because of the number of refugees involved? What are we going to do to accommodate those people? How is that accommodation going to be provided? What is the plan for that?

The Opposition have repeatedly criticised the Government’s First Homes scheme on the grounds that, by top-slicing section 106 funding, it drastically reduces the number of social and affordable rented homes that are being built, but we also have concerns that the scheme is failing in practice to help large numbers of first-time buyers across the country. Given that the new build premium is continuing to rise, and given that UK house price index data suggest that average house prices in England have increased by 18% since the scheme was first consulted on, can the Minister tell us in how many local authority areas the discount on those homes has not already been entirely eroded?

Members on both sides of the Chamber have said that any levelling up will ultimately be delivered by local authorities improving lives in their communities, but councils have faced and continue to face, despite the spin, serious shortfalls thanks to draconian Government cuts, including a 2% real-terms cut this year. Can the Minister explain how taking away £88 million from Burnley Borough Council in Lancashire over the last 10 years, even after taking into account the levelling-up funding, is fair? How is that levelling up? How will a £102 million shortfall over the next three years for Essex County Council—the Minister’s own county council—level up adult social care? Is it not time for Ministers to cut the spin, cut the claptrap and provide some substance and genuine levelling up for our hard-pressed councils?

I guess that is the point: we need to legislate nationally and provide funding but trust local authorities, local areas and the excellent services of Trinity Winchester and others of that ilk to provide a bespoke service based on local demands. I am delighted that the Secretary of State is going to visit that scheme.

The Government’s rough sleeping snapshot recorded 2,440 people sleeping rough throughout the whole UK in the autumn. The Minister will know that the flawed method of data collection captures just a fraction of those without a home to sleep in. Those who are not represented in the figures include people who slept on public transport, who found a bed in a night shelter, who walked around at night and slept rough during the day, or who went under the local authority’s radar completely for any number of reasons. The reality of rough sleeping is far worse than the figures imply, so will the Minister tell me whether his Department is on track to deliver on its promise to truly end rough sleeping by 2024? If it is not, will it consider seizing the mansions of Russian oligarchs and putting those empty bedrooms to good use, once and for all?

My hon. Friend makes a very important point. North Wales has been neglected under previous Labour Governments. It is only this Conservative Administration who are making sure that communities such as Wrexham and Llangollen get the investment they deserve. He and my hon. Friend the estimable Member for Wrexham (Sarah Atherton) have put forward exciting propositions and we want to make sure that the whole north Wales corridor, from Ynys Môn, over the border into Liverpool and Chester, becomes a supercharged corridor for growth, and that will only happen under this Government.

The Government’s White Paper is rightly ambitious. I think there will be general support for that ambition across the House, and rightly so, because we have some of the most unequal economies and societies among any developed countries. Is the Secretary of State not slightly concerned, however, that the tools he has at his disposal to address this are actually a small number of separate spending pots, completely disjointed and unconnected, and distributed according to a completely inappropriate bidding process? Does the Secretary of State not really want to see a review of total Government spending, of where it is spent in the country, and then the allocation and more control over that to local councils and local mayors so that it can be spent in the interests of local communities?

The reality is that the rhetoric is just not matching up to what the Government say they want it to deliver, but those analysts at Oxford Economics are not fooled. They say the levelling-up White Paper contains

little that is new or significant.

They say that there is nothing to cause them to revise their national and regional growth forecast, and they call its targets and missions either “pre-existing or “vague”. That is a damning indictment. What we needed was a plan to bring good jobs back to all communities to breathe life into our high streets and to transfer power from Whitehall to local communities. This White Paper is not going to address regional inequalities, is it?

The hon. Gentleman said that the rhetoric is not matching up to the delivery, which suggests, actually, that we are underselling what we are doing. I think what he meant to say, if he had written out his question more clearly, is that the delivery is not matching up to the rhetoric. I have to disagree with him on that, because a plethora of organisations from Onward to the Institute for Public Policy Research have pointed out that everything in the levelling-up White Paper is what Labour should have been doing when it was in power.

Scotland was promised £1.5 billion a year when the UK left the European Union, as part of a so-called Brexit bonanza. In reality, only £172 million has been announced so far. That means that, for every pound promised to Scotland, only 11p has been committed. Can the Secretary of State explain why Scotland is being short-changed by 89%, and will he tell us when that shortfall will be addressed?

It is three months since Russian troops massed at the Ukraine border and not a single detail has been published about the community sponsorship scheme that the Secretary of State is supposedly leading. We stand alone among European countries in insisting on a visa that takes months while desperate people are being turned back at Calais. Nearly 2 million people have fled Ukraine and only 50 visas have been granted. Will he really ask desperate people to wait months for his Department to get its act together or will he pick up the phone to the Home Secretary, cut out the bureaucracy and help people now?

Thank you very much for ensuring order, Mr Speaker. The scheme that we are expanding will ensure that we meet the needs of the hour and that all those who need humanitarian resettlement find it. As to the hon. Lady’s point about the steps required to ensure that the assets of oligarchs and others are addressed, the legislation that we are bringing forward will mean that we have the strongest sanctions regime in the world.

Transparency International recently estimated that more than £1.5 billion-worth of UK property was bought by Russian oligarchs accused of corruption or links to the Kremlin between 2016 and 2021, of which £1 billion is in London. Can the Secretary of State assure that House that the UK will bring forward emergency legislation to repossess Kremlin-linked properties in London, which he reportedly favours, and does he agree that using the proceeds from those properties to offer further support to humanitarian efforts in Ukraine would be entirely appropriate and desirable?

T2. Communities across Scotland and the UK stand ready to help those displaced by Putin’s war on democracy in Ukraine. Every local authority in Scotland participated in the Syrian refugee resettlement scheme and I am sure they would want to do so again, but they cannot at the moment because of the shambolic response by the UK Government. The Secretary of State’s Department is meant to be doing whatever is needed to make sure that sponsors can be quickly matched with Ukrainians in need, so when does he expect significant numbers of Ukrainians to arrive under the humanitarian sponsorship pathway, and will he join me in urging the Home Secretary to remove the unforgivable blockage—

Economic Crime (Transparency and Enforcement) Bill: Allocation of time

Ordered,

That the following provisions shall apply to the proceedings on the Economic Crime (Transparency and Enforcement) Bill—

Timetable

(1)(a) Proceedings on Second Reading and in Committee of the whole House, any proceedings on Consideration and proceedings on Third Reading shall be taken at today’s sitting in accordance with this Order.

(b) Proceedings on Second Reading shall (so far as not previously concluded) be brought to a conclusion four hours after the commencement of proceedings on the Motion for this Order.

(c) Proceedings in Committee of the whole House, any proceedings on Consideration and proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion six hours after the commencement of proceedings on the Motion for this Order.

Timing of proceedings and Questions to be put

(2) When the Bill has been read a second time:

(a) it shall, despite Standing Order No. 63 (Committal of bills not subject to a programme order), stand committed to a Committee of the whole House without any Question being put;

(b) proceedings on the Bill shall stand postponed while the Question is put, in accordance with Standing Order No. 52(1) (Money resolutions and ways and means resolutions in connection with bills), on any financial resolution relating to the Bill;

(c) on the conclusion of proceedings on any financial resolution relating to the Bill, proceedings on the Bill shall be resumed and the Speaker shall leave the chair whether or not notice of an Instruction has been given.

(3)(a) On the conclusion of proceedings in Committee of the whole House, the Chair shall report the Bill to the House without putting any Question.

(b) If the Bill is reported with amendments, the House shall proceed to consider the Bill as amended without any Question being put.

(4) For the purpose of bringing any proceedings to a conclusion in accordance with paragraph (1), the Chair or Speaker shall forthwith put the following Questions in the same order as they would fall to be put if this Order did not apply:

(a) any Question already proposed from the chair;

(b) any Question necessary to bring to a decision a Question so proposed;

(c) the Question on any amendment, new Clause or new Schedule selected by the Chair or Speaker for separate decision;

(d) the Question on any amendment moved or Motion made by a Minister of the Crown;

(e) any other Question necessary for the disposal of the business to be concluded;

and shall not put any other questions, other than the question on any motion described in paragraph (15)(a) of this Order.

(5) On a Motion so made for a new Clause or a new Schedule, the Chair or Speaker shall put only the Question that the Clause or Schedule be added to the Bill.

(6) If two or more Questions would fall to be put under paragraph (4)(d) on successive amendments moved or Motions made by a Minister of the Crown, the Chair or Speaker shall instead put a single Question in relation to those amendments or Motions.

(7) If two or more Questions would fall to be put under paragraph (4)(e) in relation to successive provisions of the Bill, the Chair shall instead put a single Question in relation to those provisions, except that the Question shall be put separately on any Clause of or Schedule to the Bill which a Minister of the Crown has signified an intention to leave out.

Consideration of Lords Amendments

(8)(a) Any Lords Amendments to the Bill may be considered forthwith without any Question being put; and any proceedings interrupted for that purpose shall be suspended accordingly.

(b) Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement; and any proceedings suspended under sub-paragraph (a) shall thereupon be resumed.

(9) Paragraphs (2) to (7) of Standing Order No. 83F (Programme orders: conclusion of proceedings on consideration of Lords amendments) apply for the purposes of bringing any proceedings to a conclusion in accordance with paragraph (8) of this Order.

Subsequent stages

(10)(a) Any further Message from the Lords on the Bill may be considered forthwith without any Question being put; and any proceedings interrupted for that purpose shall be suspended accordingly.

(b) Proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement; and any proceedings suspended under sub-paragraph (a) shall thereupon be resumed.

(11) Paragraphs (2) to (5) of Standing Order No. 83G (Programme orders: conclusion of proceedings on further messages from the Lords) apply for the purposes of bringing any proceedings to a conclusion in accordance with paragraph (10) of this Order.

Reasons Committee

(12) Paragraphs (2) to (6) of Standing Order No. 83H (Programme orders: reasons committee) apply in relation to any committee to be appointed to draw up reasons after proceedings have been brought to a conclusion in accordance with this Order.

Miscellaneous

(13) Standing Order No. 15(1) (Exempted business) shall apply to proceedings on the Bill.

(14) Standing Order No. 82 (Business Committee) shall not apply in relation to any proceedings to which this Order applies.

(15)(a) No Motion shall be made, except by a Minister of the Crown, to alter the order in which any proceedings on the Bill are taken, to recommit the Bill or to vary or supplement the provisions of this Order.

(b) No notice shall be required of such a Motion.

(c) Such a Motion may be considered forthwith without any Question being put; and any proceedings interrupted for that purpose shall be suspended accordingly.

(d) The Question on such a Motion shall be put forthwith; and any proceedings suspended under sub-paragraph (c) shall thereupon be resumed.

(e) Standing Order No. 15(1) (Exempted business) shall apply to proceedings on such a Motion.

(16)(a) No dilatory Motion shall be made in relation to proceedings to which this Order applies except by a Minister of the Crown.

(b) The Question on any such Motion shall be put forthwith.

(17)(a) The start of any debate under Standing Order No. 24 (Emergency debates) to be held on a day on which the Bill has been set down to be taken as an Order of the Day shall be postponed until the conclusion of any proceedings on that day to which this Order applies.

(b) Standing Order No. 15(1) (Exempted business) shall apply in respect of any such debate.

(18) Proceedings to which this Order applies shall not be interrupted under any Standing Order relating to the sittings of the House.

(19)(a) Any private business which has been set down for consideration at a time falling after the commencement of proceedings on this Order or on the Bill on a day on which the Bill has been set down to be taken as an Order of the Day shall, instead of being considered as provided by Standing Orders or by any Order of the House, be considered at the conclusion of the proceedings on the Bill on that day.

My hon. Friend is absolutely right. It is the case that the levelling-up fund and the community ownership fund are oriented towards ensuring that cultural and sporting activities can be supported. I should remark that just over a week ago I had the pleasure of visiting Bury where, through the community ownership fund, we could give the fan-led consortium the resources needed to take Gigg Lane back into its ownership. Only a few days later, the hon. Member for Bury South (Christian Wakeford) defected to the Labour party. Once a Shaker, always a Shaker, I was told in Bury, but there are some people who are steady on parade and there are some people who shake it all about. I think in Bury we prefer those who are steady on parade, rather than those who wobble under pressure.

Before I call the Secretary of State to make his statement, I have to express once again my disappointment that important announcements have been made first to the media, rather than to this House. In this case, I accept that issues of market sensitivity meant that announcements had to be made this morning. However, I am told that the announcements were required because of speculation about the policy change over the weekend. That speculation appears to have been substantially accurate, which means that the media appear to have known the details before this House did. If that is the case, I would be grateful if the Secretary of State could confirm that a leak inquiry is to be held.

I will co-operate, Mr Speaker, and may I say, through you, to the Mother of the House, the right hon. and learned Member for Camberwell and Peckham (Ms Harman), that the tributes to her husband Jack Dromey for his work on people’s interests at work and at home will be long remembered, together with that of David Amess, who for 20 years worked on the all-party group on fire safety and rescue with Ronnie King and others?

I believe that this is another step forward that is greatly welcomed and greatly needed, but I think the extension of the liability to 30 years is wrong for those who knew that what they were doing was wrong: 30 years may be fine for those who did it by mistake, but for those who knew what they were doing, there should be unlimited liability both in time and in money.

I hope that the Secretary of State will have a roundtable. If he wants to take over the all-party group roundtable for a summit on this, he can pick up some of the other issues that no doubt he has been working on, but which, to keep his statement reasonable, he may not have covered today.

One problem is the insurance premiums paid by leaseholders for a property they do not own, which may have gone up from an illustrative £300 a year to £3,000 a year. I believe that the Association of British Insurers should be told that the Competition and Markets Authority will look to see whether there is price gouging, in simple terms, and, that if there is some kind of catastrophic reinsurance needed, the Government should help them to make communal arrangements to deal with that, because insurance premiums should come down to the £300 they were before.

The last point of very many I would like to make is that the Treasury will expect to get the benefit of the levy and tax towards the £5 billion already announced, and the contributions that will come in from developers will relieve burdens on residential leaseholders, but the Government should also get the VAT on money that is spent, which is 20% of the total cost. If the total cost comes down from £15 billion to, say, £12 billion, my right hon. Friend can calculate and discuss with the Treasury how much extra the Treasury is getting. The Treasury should not be making a profit out of all this catastrophe.

I welcome the hon. Members’ attention to this important issue. Homes are among our biggest sources of emissions, and we are committed to reducing the carbon they generate. The recently published heat and buildings strategy sets out the steps required to improve the energy performance of our homes, and through the future homes standard, from 2025 we will deliver a 75% reduction in CO2 emissions compared with homes built to the current standard. However, we are not waiting until 2025 to take action: as a carbon-saving step along the way, we will introduce an interim uplift to the current standard before the end of this year—and there is not a lot of time left, as you will have spotted, Mr Speaker.

The cost of living crisis is hitting families in Luton South and across the UK hard, and it is set to get worse this winter. With rising energy bills, taxes and food costs, we have never needed a retrofit programme more than now, but the Government’s heat and buildings strategy is inadequate and unambitious. In advance of Fuel Poverty Awareness Day on Friday, will the Minister commit to Labour’s 10-year plan to invest £6 billion a year in home insulation and zero-carbon heating, which will improve our energy security, create jobs and reduce carbon emissions, while also helping to cut bills by £400 a year?

For the citizens of Ashby de la Zouch and other communities, transport connectivity is as important as it is for citizens elsewhere. I will look at whether the Ivanhoe line can secure the investment it needs. I know my hon. Friend is a white knight for rail investment. The Secretary of State will be aware that the Tenant Fees Act 2019 banned landlords from asking for pet deposits or pet damage insurance, but AdvoCATs has found that one in five landlords who previously allowed pets no longer do so since the Act was passed. He will be aware of the letter that I have sent him, signed by 41 MPs and peers, asking for this matter to be resolved. Will he please meet me, because this is in the interests of animal welfare and the animals that we love so much?

On a point of order, Mr Speaker. Today marks the beginning of Islamophobia Awareness Month, a call to tackle this insidious hatred. This time last year, to mark this month, I wrote to the Prime Minister raising concern over Islamophobia and urging him to better safeguard British Muslims and to fulfil his promise to carry out an independent investigation into his party. A year on, the Prime Minister still has not responded. That is wholly unacceptable and an insult to British Muslims. Mr Speaker, is it in order for the Prime Minister to ignore Members’ correspondence? If it is not, what action can I now take? Perhaps the Prime Minister could come to this Chamber to make a statement on Islamophobia Awareness Month.

I thank the hon. Member for giving me notice of his point of order. I can confirm that I have had notice on this subject and a statement about it. I would of course expect the Prime Minister, and any Minister, to respond to Members from all parts of the House. That is what Ministers are there for; as I have said before, they are answerable to this House and to MPs. We need to support Members of Parliament to carry out their duties, so I would expect that all correspondence is answered in a timely way. I am sure that that message will have got through, via those on the Government Benches, and back to the Prime Minister. If the hon. Member does not receive a response quickly following his point of order, he is welcome to discuss with the Table Office in what way he might pursue that question, but I genuinely believe that people do get a lot, and I would not expect any Member not to be answered, so I can only presume—and hope—that there has been a genuine mistake.

Further to that point of order, Mr Speaker. The hon. Member for Manchester, Gorton (Afzal Khan) is quite right to raise, in Islamophobia Awareness Month, the importance of countering anti-Muslim hatred. I know that he has secured a Westminster Hall debate later this week, which the Minister for Equalities and Minister for Levelling Up Communities, my hon. Friend the Member for Saffron Walden (Kemi Badenoch), will be responding to. There is an anti-Muslim hatred working group in my Department and, indeed, an independent adviser on Islamophobia. There is direct governmental responsibility, which rests with my Department, to deal with the issues that the hon. Member for Manchester, Gorton quite rightly raises. On the related question of matters within the Conservative party, I will make sure that his correspondence is replied to in a timely way.

I welcome the Secretary of State to his role.

The Gosport peninsula is more than 80% built on, and a further 12% of it is conservation area. There is simply nowhere to build the wildly unrealistic 2014 housing numbers without decimating any remaining green areas and, of course, the vital strategic gap. Worse, the 2018 Office for National Statistics population data reveal that our actual housing need is 3,000 fewer homes. I really understand that the nation needs houses, but this Government champion localism. Will he please give me hope that they will not be imposing unrealistic, outdated housing numbers on us?

I feel I should doff my cap at the munificence of this Parliament towards Scotland.

Devolved Governments are not involved, consulted or considered in trade deals; Scotland is shut out of carbon capture and storage, despite the hot air of Better Together promises; and the United Kingdom Internal Market Act 2020 undermines the last two decades of the devolution settlement. In what ways does the Secretary of State think that bypassing the democratically elected devolved Parliaments shows that this Union is indeed a partnership of equals?

I meet weekly with First Ministers from Scotland, Wales and Northern Ireland. If the hon. Lady were privileged enough to be able to observe those meetings, she would see that they are like a nest of singing birds. They are festivals of cordiality. I recognise that the SNP needs to keep its activist base happy with the recitation of these grievances, but the reality is that those who serve in the Scottish Government know that we in the UK Government are their friends and partners, and Scotland has no better friends than the other citizens of the United Kingdom.

That is the most pathetic answer I think I have heard in 20 years. The Government’s consultation for the unitary was finished months ago. I have asked parliamentary questions and written to the Minister—I have tried everything. If on 13 December 2019 the returning officer in Thornbury and Yate had stood up to announce that a total of 52,000 votes had been cast but refused to declare the winner, there would have been outrage. Why will the Government not come clean over this? Why are they holding it back? Why on earth has this become an issue? Let us just hear who won the Government’s consultation. Please tell us now and tell the House.

Thank you, Mr Speaker. I thank my hon. Friend for his question. There is no broken commitment. We always said that we would publish the outcome before the summer recess, and we are absolutely on track to do that. We received more than 5,500 responses to the consultation on local government reorganisation in Somerset and, when we publish the information, which will be on schedule, as promised, we will show the proportion of respondents who supported the different proposals, together with a summary of their expressed views. I assure him that we are on track to publish before the summer recess.

The point that my hon. Friend touches on is that the current planning system is not well regarded and is not producing the kinds of outcomes that we want; that is precisely why we want to reform and modernise it. We want to ensure that protections such as the green belt have the weight that they deserve in the planning system and that we can cut out speculative development unless it is approved by democratically elected local councillors at their sole discretion. The system that we are bringing forward does exactly that. Local authorities will need to have a plan; if they have a plan that is allocated land, there will be no need for issues such as speculative development and the five-year land supply.

The anti-corruption campaign Transparency International says that the Conservative party has become overly dependent on donations from developers. It is particularly concerned that Ministers failed to report the details of what they talked about to developers in over 300 meetings about which they simply disclosed generalisations such as “housing” or “planning”; it fears that that could amount to what it calls aggregate corruption. Will the Secretary of State now publish the full minutes of all those meetings so that the public can see exactly what Ministers agreed to do for their developer paymasters?

As the hon. Gentleman knows, all meetings that Ministers have are correctly identified on the register of interests, but I have to say that he has been on quite a journey. One adviser who worked with him as leader of Lambeth Council has been left bemused: is this the same Champagne Steve he remembers meeting with developers? It is not just him who has invited charges of shameless hypocrisy; the Leader of the Opposition has received thousands of pounds of donations from developers, and the deputy leader of the Labour party caused a splash in the papers the other day for accepting £10,000 from developers for her leadership campaign.

In Wolverhampton, green space has been put forward for housing development by the city council. I am sure that the council would welcome reassurance from the Secretary of State that there can be discussions with his Department about the accuracy and reasonableness of those numbers going forward. Does he agree that city centre living is key, and that councils must be imaginative when incorporating housing into retail and leisure developments? I am thinking specifically of the Westside development in Wolverhampton, which could be reviewed. That is key to supporting a city centre economy—

As a son of Wolverhampton, I know the city well and I wish it well. It is absolutely right that we need to build more homes in our town and city centres, and that is what the Government are doing. That is why we brought forward changes to permitted development, why we created the right to demolish and rebuild a building, and why we are bringing forward reforms to modernise the planning system. That is the way we protect the green belt for future generations. From Wolverhampton and the Black Country, one has to drive only a few miles into the most beautiful countryside of Shropshire and south Staffordshire. I want to preserve that, which is exactly what our planning reforms will do.

The Conservative party has always been the party of home ownership, which is a fundamental tenet of what we seek to achieve. We want to extend opportunity to all. We are bringing forward the Bill to help the next generation of young people on to the ladder. Of course, we are also doing brilliant things such as First Homes, whereby we offer discounts of up to 30% to 50% to local first-time buyers throughout the country. I was pleased to unveil the next site for those near my hon. Friend’s constituency in Cannock the other day.
