Commons ChamberMy right hon. and learned Friend has been a champion for those on the autistic spectrum. He has long raised the issues in relation to autism and neurodiversity. He is absolutely right that these changes are needed now—they should not be delayed further. I sincerely hope that, in the other measures, the Government will consider bringing that new mental health Bill forward.
A couple of weeks ago, I spoke to pupils at Cox Green School in my constituency. We talked about various issues. The teacher asked them to raise their hands if they were concerned about mental health—the majority did—and then to raise their hands if they were concerned about climate change and the environment. Again, the majority raised their hands. In relation to the King’s Speech and the Government’s programme on climate change and environmental degradation, the Government are missing an opportunity. What we need to do now is to press the accelerator on transition to a green economy, not try to draw back. The King’s Speech says that
“my Ministers will seek to attract record levels of investment in renewable energy sources,”
but I fear that that ambition is not sufficiently strong to make sure that the Government make that transition quickly enough to ensure that we reach net zero in 2050. It is no good waking up on 1 January 2045 and saying, “We have five years to do something, let’s do it now” because that will be even more costly for members of the public.
This is my maiden intervention in this term.
I commend the right hon. Lady for what she is saying. In Northern Ireland, we do not have the contract for difference scheme, but people have it here on the mainland. I have been keen to pursue this matter with the Government. It would help the United Kingdom of Great Britain and Northern Ireland to meet its net zero figures if Northern Ireland were part of that. It needs to be a part of it, but the contract for difference scheme—
Order. Mr Shannon, sit down for a second. We know that this is on net zero, but the point is that this is a speech, not a question, so quickly come to the end.
Does the right hon. Lady agree that we in Northern Ireland want to be part of the net zero scheme? Is it not right that we should do that through the contract for difference scheme?
I am tempted to say to the hon. Gentleman that, when he was called to speak, it was only 4.23. Of course we want to make sure that all parts of the United Kingdom are part of our plans. I do not know the contract for difference details that he talks about, but we want to make sure that every part of the United Kingdom is able to contribute to the work to reach net zero, and there are things the Government must do to enable that.
I agree with the hon. Lady on the saving money element, and I will come back to that in a second. The truth is that this Government have poured more money into the health service than anybody ever predicted, and more money than they intended over time, but decisions within the health service—I come back to management rather than money—led to some of those decisions. The hon. Lady is dead right that it is a waste of money not to do the diagnosis. I am talking about MRI and CT scans, blood tests, and all the other things that help us get ahead of the disease.
I talked to Randox, one of the diagnostic companies, which is based in Northern Ireland, and asked about this issue. It has technology that it says will reduce a seven-day analysis of blood samples, for example, to 30 minutes. My view is that we should break clear of the ideology and look dramatically to increase the amount of scans and diagnostic procedures—when I say “dramatically”, I mean a multiple of what we currently do—and we should use the private sector to do it. I know that causes a bridling and a backing off, but the only way we can do this fast enough is to do that. That would save about £3 billion and reduce waiting lists for millions of people. Most importantly of all, it would save thousands of lives. If there were one thing I would do within healthcare, that would be it; there would be other things, but that would be that.
The right hon. Gentleman is talking a lot of sense in relation to cancer diagnosis and better treatment. One way of doing that is through research and development. For example, there have been advances in prostate cancer at Queen’s University, with that centre of excellence in Belfast, and news today of pills that can reduce the risk of breast cancer. Those are just two examples. Does the right hon. Gentleman feel that research and development is key to advancing and saving lives, and getting better results for cancer patients?
That is exactly right, which brings me to my other health topic, and the whole question of national health service data and the use of data. It is widely accepted that we have one of the greatest information treasure troves in the world in the form of national health service data—data about all our citizens. There have been two or three attempts—certainly two in my memory—to bring that data together and manage it in one block, so that it is available for managing the treatment of patients and for research. A third attempt is happening right now, with contracts out to introduce a new data management system for the whole health service. The two previous attempts failed because the national health service executive and management do not understand the importance of privacy. Each time they tried to do it, the reaction from GPs and patients was, “We are not going to co-operate with this.” There was a vast waste of money, and the projects crashed and were over. More importantly than the money, we missed the opportunity to do exactly what the hon. Gentleman says: use that data for research to advance this country to the front of the world.
The Government are doing the same again this time, because the contract has gone out, and it looks likely that the company that will win it is Palantir. For those who do not know Palantir, it started, I think, with an investment from the CIA. Its history is largely in supporting the National Security Agency in America. Bluntly, it is the wrong company to put in charge of our precious data resource; even if it behaved perfectly, nobody would trust it. The thing that destroyed the last two attempts will destroy this one: people will not sign up and join up. The health service has got to get its act together on this. If it does, and privacy is protected, we can do things like having a complete nationwide DNA database. If privacy is not protected, that will not happen. There is an opportunity there, and the Government should grasp it, not drop it.
Technology also has a large possible application to education. I was lucky that when I was a teenager, social mobility in Britain was probably as great as it ever has been, for a variety of reasons, ranging from grammar schools, which I know are controversial, through to the fact that post war, there was huge growth in the middle classes, which expanded opportunities. Those combinations together created a massive social mobility advantage for people like me. I was very lucky in that respect. Today, while I think we are about No. 10 or 11 in the PISA—the programme for international student assessment—tables, we are No. 21 in the social mobility tables, and we should not be that far down.
We need to do something about that issue. One reason it happens is that 35% of children by the age of 11—children going through their primary education—are unable to cope with their maths and English sufficiently to make progress in other subjects. In essence, they are failed by the age of 11. For free school meal kids—I am looking at my hon. Friend the Member for Stroud (Siobhan Baillie) —it is 50%. Half of children on free school meals have been failed by the state by the time they are 11, and there are all sorts of reasons why. Even with vast amounts of effort, with committed teachers, headteachers and so on putting all their effort in, it still comes apart.
One thing we can do about it—and the Department has begun to talk about it—is to start to use AI in the classroom, so that children can have tailored teaching. A kid who is falling behind gets diagnostic responses from AI, which then generates appropriate teaching patterns to pull them back up. We already have such technology. In fact, a British firm called Century Tech does exactly that. I saw it in action in Springhead Primary School in my constituency, where there was an intervention class for children who were falling behind, and they were pulled back up using this technology. If we applied such technology right across the board, it would raise the average performance in our schools by one grade per subject. That is an enormous change. That is my judgment, not anybody else’s. If we did that, our competitive advantage and our social mobility advantage would be enormous.
We have to think very hard. The Department for Education has to be a lot more imaginative than it has been so far in this area, and it has to look hard at improving the options for all those children we currently let down. That is not because the Government intend it, or because this Government or previous ones have fallen down on it; this statistic has been going on for a long time.
The last thing I want to talk about is not technology, but bricks and mortar. I have some sympathy with the comments of the PAC Chairman, in that it is as plain as a pikestaff that we have a supply problem, however we analyse it and whoever we blame for it. Our population has grown by about 10%— 6 million or 7 million—over a couple of decades, for all sorts of reasons; we can get into controversy on that, but the truth is that housing has not grown to match. One of the problems—I guess the primary problem—is the planning system. This is not the first time the country has faced this problem. We faced it after both the world wars, when “Homes fit for heroes” and so on were the slogans of the day. How did we deal with it? We had a movement to create well-designed and well-created garden towns and cities in the right places, not by trying to tack on 100 houses to this village, 100 houses to that village and 100 houses over there, in each case overwhelming the schooling, transport arrangements or whatever. We need to look hard at cutting this Gordian knot, and it seems to me that the only way we will do that is by creating well-designed, well-financed garden towns and villages, not by going through the mechanism we have been pursuing so far.
Health, education and housing: if we add those to what we have now, we have a winning King’s Speech.

Commons ChamberOne key route is through apprenticeships. For many young women, being able to earn while you learn and getting that work experience is vital for them to progress through the STEM sector. We have 22,000 degree apprenticeships and seven masters degree apprenticeships. That is an increase of 14%. In STEM subjects in particular, we have 360 employer design apprenticeships, including level 3 cyber-security, level 4 software development and level 6 civil engineering. We believe apprenticeships are the way forward to drive more women into STEM areas.
I thank the Minister for that answer. In Northern Ireland, women are under-represented in STEM industries. Only 15% of women in Northern Ireland study core STEM subjects, compared to 36% of men. That is a clear anomaly that needs to be addressed. May I encourage the Minister to use her office to engage with the Department for the Economy to encourage more uptake in university STEM subjects? Women can do the job every bit as well as a man given that opportunity.
I thank the hon. Member for that question. That goes to the point raised by my hon. Friend the Member for Banff and Buchan (David Duguid). We need a UK approach. Across the Government, whether in the Department for Work and Pensions or the Department for Education, we focus on trying to improve all avenues for those, particularly women, who want to go into STEM areas.

Commons ChamberI thank my hon. Friend for his question. There is funding available to do English courses, and every Afghan who has come over has had access to those courses. We are getting to the point, with Afghans having been in the United Kingdom for two years, where they should be speaking English, and we have made a real effort to ensure that happens.
On Afghan politics, I have worked out that the critical thing when working cross-departmentally, whether on veterans or this issue, is that we have to respect the lane we are in. That is clearly an issue for the Foreign Office, which I am sure will have heard my hon. Friend’s question. He can approach it for more detail.
I thank the Minister very much for his update and for the work that has been done; it quite clearly sounds good. I have a constituent who worked alongside an Afghani, and that outstanding case for resettlement has been turned down. I will not name the person in the Chamber, because I would not want to compromise him in any way, but I cannot for the life of me understand how the scheme has been applied to that gentleman, who is currently in danger, having fled the Taliban. He worked alongside the British Army. My constituent told me all about his duties and what he did, and I am quite clear about it in my mind. This gentleman, alongside his wife and four children, is living in Afghanistan and in danger from the Taliban and others. He helped the UK forces—our forces—when we beckoned and asked for that help. Surely the operation of the scheme must allow for compassion and common sense. May I seek the Minister’s help—I mean that honestly—for that honourable gentleman who we cannot let down?
I ask the hon. Member to write to me about that individual today. I am more than happy to sit down and explain the process to him, look at that case and see whether it has gone right or wrong. We know that there are people in Afghanistan who deserve to be here and who we want to be here—the previous Defence Secretary, my right hon. Friend the Member for Wyre and Preston North (Mr Wallace), mentioned it a number of times. The Government are aware of that, and he will know my personal commitment to that.

The Cabinet Office, which is home to the Government Digital Service and the Central Digital and Data Office, takes a lead role, along with the Department for Science, Innovation and Technology, in co-ordinating work within Government so that we can take advantage of the extraordinary opportunities AI presents and guard ourselves against potential disadvantages.
It is nice to see you in the Chair first thing in the morning, Madam Deputy Speaker. I thank the Minister for his response. Constituents all around this great United Kingdom of Great Britain and Northern Ireland rely on employment to make ends meet and survive. Has he had discussions with international partners as to how AI will impact on people’s livelihoods and jobs? That is so important.

Commons ChamberI thank the Minister for making such a positive statement. Everyone was enthralled by the announcement that Tata is to invest £4 billion in an electric car battery manufacturing site in Somerset, which is wonderful news for commerce and jobs in the UK, not to mention our contributions to the commitment made at COP26 and COP27, but can the Minister tell us whether sites outside England will be considered in the future? It is said that four battery factories are needed. Has the Minister considered, or is she considering, Northern Ireland as one of those locations, with the aim of boosting commerce in all regions of the United Kingdom of Great Britain and Northern Ireland? I am committed to that aim, and I know that the Minister is. It is good to know that we can all gain advantage from this.
It is great that we have a major commitment to one of the biggest gigafactories in Europe. That will generate even more investment and more interest in building gigafactories in the UK. We will, of course, consider all proposals for sites that are brought forward by commercial partners who see value in building gigafactories in the UK. This commitment shores up what we have, takes us towards where we need to be in 2030, and will help us meet our need for batteries, but it will also attract new investment. This is a massive vote of confidence in the UK economy and the UK’s policies on the automotive sector.

Commons ChamberI am not in the Home Office, so I do not know which hotels will be stood up as contingency options for asylum seekers. There is some really good practice going on in Chester, but there are also some extremely difficult situations. The truth is that, while some Afghans have done an extraordinary job of trying to integrate into and relocate to the United Kingdom, I have met some individuals who have properties here but choose to live in hotels and are sending money back to Pakistan and Afghanistan, while getting food and accommodation in this country. That is the reality of the situation. While the number of those cases is small, we need to ensure that we are doing everything we can to get Afghans into sustainable accommodation. I look forward to working with the hon. Lady to achieve that objective.
I think the Minister for his statement. Five days ago, the Government published their 2022 “Human Rights and Democracy” report, in which they refer to pathway 3 and the commitment that was given. It is nearly two years since the fall of Kabul and 18 months since the opening of pathway 3. In that time, few applicants have arrived in the UK. Many Members of this House, including the Minister, fought hard for the establishment of the pathway, which was originally intended to support vulnerable groups, including ethnic and religious minorities. It was promised that 20,000 people would be resettled in the UK under the scheme, yet it appears that the number brought to the UK so far is minimal, and applications have not opened for the original groups. Given the findings of the Hazara inquiry, detailing the escalating atrocity crimes and warning of a possible genocide, why has the scheme been so slow to open and process people?
The ACRS and ARAP processes do not lie with the piece of work we are discussing today, but I am more than happy to take those points away. In context, this has been an extremely generous scheme. I recognise that there is an appetite to relocate everyone who served in the Afghan armed forces, for example. We simply cannot do that—that is half a million people. We have a special duty to those who served alongside us and those in units 333 and 444 who worked with the UK special forces community. We are doing everything we can to fulfil that, but we have to be honest and realistic about what we can do in this space.
All I can say to the hon. Gentleman is that the Prime Minister is absolutely determined to fulfil our commitments to these people. That is what he said to me when I was asked to take this over, and that is what he has demonstrated with the amount of money and resource he has directed at this. If we all pull together and work together in local government, national Government and the third sector, there is no reason why we cannot successfully integrate this generation of Afghans into British society today.

On value for money, what recent discussions have there been with our European counterparts to ease the cost of living by removing the costly Northern Ireland protocol measures on admin and accountancy for small and medium-sized business, and will the hon. Gentleman undertake to resume discussions if they are not ongoing?
The Windsor framework made significant progress and took a substantial burden off businesses, but I believe conversations are ongoing and if the hon. Gentleman has any particular questions he would like to bring to my attention, I will be very happy to have a conversation with him.
Within the hierarchy of Whitehall, Downing Street sits within the Cabinet Office. I have found that the way it works best—I think that this is the Prime Minister’s view as well—is that the Cabinet Office supports Downing Street in the performance of its functions, so I do not think there is a need to create a separate Office of the Prime Minister beyond the existing Downing Street capabilities.
In the past week, I have had the opportunity to engage with a veteran who is coming to the end of 24 years’ service in July. He has to leave the Palace barracks in Holywood and move out because his tenure has come to an end. He has no idea how to get housing and job opportunities, due to changes in his personal circumstances. What steps are being taken to ensure that no long-serving soldier is left in such a precarious position or feeling so vulnerable? I know the Minister will answer positively, but I think we need to know that.
I thank my hon. Friend for his long-time advocacy for this cohort, particularly those who served in Northern Ireland. While I recognise that the politics may change out there, he should be under no illusion that this Government’s pride in those who served in the armed forces in Northern Ireland remains completely undimmed. When it comes to housing provision and employment, it is true that opportunities are better now than they ever have been in the history of this nation, but I recognise that there is more to do and we need to ensure that people do not fall through the cracks. I am more than happy to meet him to talk about this individual specifically so that we can load him on to one of the programmes we have designed.

Commons ChamberI thank the Minister very much for that response and for the £10 million that the Department has set aside for the breast screening programme on the UK mainland. In Northern Ireland, the number of those with breast cancer is rising, which is concerning. What steps will she take to ensure that the devolved nations are not left behind on outcomes for women?
I thank the hon. Gentleman for his question. He will know that health is a devolved issue, but we are working closely with all four nations, because we want to ensure that we have joined-up working, particularly in the screening programme, where we have some catching up to do post covid.

Commons ChamberI am genuinely grateful to the hon. Lady, not for her second point, but for her first. If I misspoke in any way and gave the impression that this Government would shy away from future public inquiries, I apologise to the House, because that was not my intention. Public inquiries have an incredibly important role to undertake and it is important that they are supported. On the second point, she will understand that we are in a legal process and it will be seen through. We of course respect the views of the courts, but it would be rather rash to come to a conclusion before hearing what the divisional court says on the issue.
The Minister always gets the hard stand, and he always perseveres to give answers as best he can; we thank him for that.
Some 3,445 people died in Northern Ireland because of covid-19. Some of them were good friends. Other hon. Members have also referred to losing loved ones, and I think of Billy Allen, Norma McBride and my own mother-in-law, Jemima George. They all died alone and they all followed the rules, every one of them. My constituents who lost loved ones have a simple request: they want their questions asked and they want the answers. It is clear to them that many in certain places of power blatantly disregarded the rules while others followed them implicitly, as my family did. Everyone who lost loved ones wants the questions and the answers. Can the Minister confirm that will be the case throughout the inquiry, and also that the scope will include decisions taken to close schools and surgeries to the public, which were critical issues for my family and my constituents?
I thank the hon. Gentleman for his kind words. I felt it was appropriate, even though we have had to have a careful discussion in the House, that hon. Members were able to raise questions regarding the decision to take this matter to JR. It is an unusual decision, but we thought it was important on this point of law. As so often, he brings us back to the key point we must all consider in relation to the covid inquiry: the impact on the bereaved and those afflicted, and the necessity to learn lessons. From my reading of the terms of reference, they cover the points he raises. Those are valid points of concern and interest. We must learn lessons to ensure that we get it right if the country ever faces such dreadful circumstances again.

Commons ChamberWhether this is a matter for the independent adviser will be a matter for the Prime Minister to determine. He is going to gather that information, and he will then take the decision on it.
The Home Secretary has apologised for the speeding and has fully and willingly complied with the police in paying the fine. Lessons have been learned and punishment given. In the midst of the storm created, hopefully lessons can be learned. Does the Minister agree that we can all learn from the biblical quotation that he or she who is without sin can throw the first stone?
If that is my last question, Mr Speaker, I thank the hon. Gentleman, as he makes a good point on which to end.
