I am grateful to Mr Speaker and to you, Madam Deputy Speaker, for having granted this debate on exactly the night when the Newport rising took place 185 years ago. It was a night on which thousands of working people from across the south Wales valleys marched on the Westgate hotel, in my constituency, in the fight for the vote and the right of ordinary people to have their voices heard. Earlier this evening, at Newport cathedral, the annual commemoration took place at the unmarked graves of ten of more than 20 chartists who lost their lives that night. I am grateful to my friend and parliamentary neighbour, my hon. Friend the Member for Newport West and Islwyn (Ruth Jones), for covering the other end of the M4 by being there tonight and having said some lovely things, I hear.
The Newport rising was the last armed rebellion against authority in Britain. We are proud of our Chartists and proud of the role they played in shaping our modern democracy. I have called the debate tonight to honour the sacrifice of our local heroes, the Gwent Chartists, who remind us that the freedoms and democratic rights we enjoy today were secured by ordinary men and women. It comes on the eve of the United States’ election, when democracy feels fragile around the world and faith in politics in this country is low. It is incumbent on our new Labour Government to work to restore faith in politics through the way we act and in the reforms we propose.
I commend the hon. Lady for securing the debate. It is an important occasion, as she has expressed. As a proud working-class man, I am thankful for the members of the Newport Chartists, who did what good men do to secure democracy; they put it all on the line. Does the hon. Lady agree that their deaths brought forward the battle for a vote for all, which we often take for granted today? Does she agree that we need to educate our children about the battles for the chance to vote in order to instil the mentality that voting is a privilege, fought for with blood, sweat and tears?
I thank the hon. Gentleman for his intervention—I could not have put it better myself. I thank all the hon. Members who have turned up for the debate this evening. It seems to be quite popular for an Adjournment debate at 10 pm on a Monday night, and for that I am most grateful.
The Chartist movement of the 1830s and 1840s was the first mass working-class movement and was born, in part, out of unhappiness with the Great Reform Act 1832. Passed on the third time of asking by the pro-reform Whig Government, the Act was limited in its ambition to extend the franchise, and ultimately left most working-class people still without the right to vote. The grassroots campaign behind the push for reform in the early 1830s included organised working and middle-class groups, who advocated for widening the right to vote to all tax-paying men and more. However, the campaign disbanded following the passage of the disappointing Great Reform Act. Those undelivered demands for reform would go on to form part of the “People’s Charter”, from which Chartism derives its name.
Does the hon. Lady agree with me that if the “People’s Charter” was drawn up today, it would include having proportional voting systems to elect Members of this House?
I will not be drawn on that particular question, but I reflect on the fact that we have a partly proportional system in Wales.
Chartism was a movement based not on ideologies or theories, but on the sense of disconnect between the lives and unaddressed struggles of working people, and the lives of those purporting to represent them. The Chartists’ demands were simple: that all men—men—over 21 had the vote; that voting should take place by secret ballot; that constituencies should be of equal size; that Members of Parliament should be paid; that the property qualification for becoming a Member of Parliament should be abolished; and that parliamentary elections be held every year—gulp! The Chartists put together a petition to Parliament with those demands in June 1839. The petition travelled to organised branches and meetings across the country, gathering 1,280,000 signatures. It ended up measuring almost 3 miles.
I am grateful to my hon. Friend for securing this debate. With her permission, I would also like to commemorate for the record the events in Birmingham in 1839, when reaction and the gathering radicalism that first found expression in the Birmingham Political Union—which did so much to shape the “People’s Charter”—combined and ignited into the Bull Ring riots, which led to soldiers patrolling the streets as far south as my constituency, such was the fear that the contagion would spread. One hundred and eight-five years later, when people are still protesting and dying for their political rights from Ukraine to Iran, does she agree that the spirit that motivated Chartism remains living, immediate and essential?
I am so glad that my hon. Friend managed to mention the Birmingham Political Union; it was in my original draft, but I knew that with interventions I would not have time to mention it. I agree wholeheartedly with his points.
Despite all the Chartists’ efforts, the first petition was rejected by 235 votes to 46, leading to fury and unrest across the country, including in Newport. In November of that year, John Frost, a draper, town councillor, magistrate and briefly the mayor of Newport, led thousands of Chartist sympathisers from across the south Wales valleys on a march down to Newport. The Chartists marched in three columns from three directions—one from Blackwood, one from Nantyglo and another from Pontypool—with a plan to take the town at dawn. Scuppered by heavy rain, a planned meeting in Rogerstone was delayed, and Jones and his men from Pontypool never arrived. As a result, the final march into Newport happened in daylight hours, with the men arriving at around 9.30 am.
As actor Julian Lewis Jones told Newport marchers on Saturday night:
“Uncertain of what awaited them. They faced muskets and bayonets, the cold sting of the night, and the looming threat of death. Even in the face of all this, they marched. They marched because they believed in something greater than themselves: the right of every person to be heard, the right to shape their own destiny...the right to vote. Stories of their journey are few and far between, but we know it was wet and cold. Their boots squelched on the waterlogged ground, their rain-soaked coats clinging to weary shoulders. Each of these men were ordinary people: miners, farmers, artisans, labourers—driven by their cause.”
Does my hon. Friend agree that we should thank and be grateful to academic historians and lay historians who have kept the Chartist history alive, like my uncle, Les James?
I absolutely agree with my hon. Friend in commending Les James; I spent much of Saturday afternoon with Chartist historians, and it is great that she mentions Les.
On the way down through the Gwent valleys and to the town centre, some of the Chartists were arrested and detained at the Westgate hotel in the centre of Newport. This spurred on Chartists from the nearby industrial towns, many of whom were armed, with the intent of freeing their fellow Chartists.
Not many Members in this House may know that at the time of the Newport rising, Newport was in fact part of Monmouthshire, so my hon. Friend and I have very strong links between our constituencies. Does she agree that this Labour Government are continuing the great work of strengthening our democracy by giving the vote to 16 and 17-year-olds as the Welsh Labour Government have already done in Wales?
I thank my lovely hon. Friend and constituency next-door neighbour; I am coming to that point, and I absolutely agree with her.
When the Chartists arrived at the Westgate, a firefight ensued between the marchers and soldiers deployed to protect the hotel. No one knows who fired the first shot. More than 20 Chartists were shot and killed with dozens more injured, and 10 of the bodies lie to this day in unmarked graves around the site of Newport cathedral. The three leaders of the Newport rising—John Frost, William Jones and Zephaniah Williams—were arrested, tried for treason, and sentenced to death. They had intended to inspire a domino effect of uprisings across the country, and they were regarded as working-class heroes and martyrs.
Following outcry from the public, and even from the Lord Chief Justice, the three Chartist leaders’ death sentences were later commuted to transportation for life to Australia. Frost would eventually be unconditionally pardoned, receiving a triumphant welcome back to Newport on his return. He continued to campaign for democratic reform until his death in 1877.
Eventually, five of the six demands set out in the “People’s Charter” were delivered. I am sure that parliamentary colleagues and our constituents alike will be pleased, following our experience of facing four general elections in nine years, that the sixth demand—the prospect of annual elections—was not carried forward.
I ought to make some progress so that the Minister has time to speak.
We are proud of our Chartist heritage in Newport. It is always moving to join political colleagues from across Newport, and constituents of all ages and backgrounds, for the annual commemoration. This year was no different. After a day of events in Newport’s city centre last Saturday, and the annual Chartist convention at the cathedral, which I had the pleasure of chairing in the afternoon, more than 1,500 people joined the Newport rising march, flaming torches held high—they are quite scary—following in the footsteps of the Chartists, from Belle Vue Park down Stow Hill to the Westgate, before heading to a night of Chartist-themed performances from Reality Theatre at The Cab and a night of live music at the Corn Exchange with Adwaith.
The Newport rising festival is a real highlight of Newport’s calendar. Huge thanks to the Newport rising group, particularly David Daniel, Melinda Drowley and the Our Chartist Heritage charity for their work in putting the programme together. It seems to grow every year, and the group has a permanent hub now in our city centre, but the Chartist heritage belongs not just to Newport. There is a mini-exhibition of Chartist history in the corridor on the way to the Public Gallery, which includes a photograph of John Frost taken shortly after his return to the UK from Australia after having been pardoned. I echo the call by the late, great Paul Flynn, the former Member for Newport West, who regularly bemoaned the lack of representation of working-class and progressive movements and their history in this Palace. In a business question in 2011, he said:
“Certain elements in our constitution are well represented in the Palace of Westminster with statues, portraits and stained-glass windows, but there is almost a total absence of memorials to progressive groups, such as the Chartists…that did so much to shape all that is best in our modern democracy.”—[Official Report, 14 July 2011; Vol. 531, c. 496.]
Perhaps we might take the opportunity of the 185th anniversary of the Newport rising to ensure that lesser-celebrated parts of our heritage are reflected among the many wonders across the parliamentary estate.
I thank the hon. Member for bringing forward tonight’s debate so that we can pay a special tribute to the role that Wales has played in forming our democracy over the years, but is she not concerned that the proposed new system for elections in Wales, whereby one vote will return six Senedd Members, threatens to undermine the spirit of democracy as the Chartists understood it?
I am sure that it does not. I will not be drawn into talking about the Welsh elections in tonight’s debate, but it is a system that has been devised by the Welsh Senedd and voted on, and I am sure that it is one in which people will be able to participate fully when the elections come in 2026.
The message of the Chartists is more important than ever, especially today, on the eve of the US elections and amid global turmoil. We have witnessed Russia’s invasion of Ukraine, electoral uncertainty in Moldova, increasing threats to Taiwan from China, and more. Threats to democracy globally are manifesting in different ways but all combining to make people feel that politics and democracy cannot fix anything, yet having our say, from voting to engaging with our politicians, taking part in public consultations or demonstrating, matters and makes a difference. We live in a world where more people than at any time in history are able to have a say in who makes the rules. As all of us who sit in this place say, every vote counts and can make a difference. I know that the Foreign Secretary and his fellow Ministers will hold to account, and take action against, those who seek to cynically undermine and degrade the integrity of democracies around the world, including our own, and support those fighting to protect them.
Closer to home, 185 years after the Newport rising, working people used those same hard-won rights this summer to return a majority of Labour MPs in each nation and region of Great Britain, delivering a Government determined to change our country. For the first time in 14 years, I am proud to be part of a Labour Government in Westminster who will, over the course of the next five years, deliver on our manifesto promises to double down on the Chartist legacy, to strengthen our democracy in the interests of working people, and to restore public trust in politics as a force for good.
The hon. Lady epitomises the very thing that the Newport Chartists stood for, and I congratulate her on that. What she refers to affected everywhere in the United Kingdom. The people of Northern Ireland realised that they should also try to achieve working-class rights, so what people did in Newport meant the same for us in Northern Ireland.
I agree, and I thank the hon. Member for making that point.
This Government will respond to the struggles of working people, and will not duck the necessary but difficult decisions for fear of being unpopular. We will follow the example set by our Welsh Labour Government by extending the right to vote in all elections to 16 and 17-year-olds. If someone can leave school, work full time and join the Army, they can be trusted to have their say in the country’s future. This Government have already introduced the House of Lords (Hereditary Peers) Bill to remove hereditary peers, because power should not be the inherent right of a select and aristocratic few. This Government will establish an independent ethics and integrity commission, strengthen the role of the independent adviser on ministerial standards, update the ministerial code, modernise and reform House of Commons procedures, ban MPs’ second jobs, address the inconsistencies in voter ID rules that prevent people from voting, and introduce an elections Bill.
I am proud that the previous Labour Government brought in devolution to Wales and Scotland. It is significant that, for the first time in 14 years, we have a UK Prime Minister committed not to the failed Tory experiment of muscular Unionism, but to returning powers to those with skin in the game, so that we are more directly answerable and intimately connected to local people and their needs, and to a Labour Government in Westminster working with, rather than against, our Welsh Labour Government to deliver for the people of Wales. That is a big change. If the Chartists taught us anything, it is that Westminster does not always know best.
I warmly welcome the private Member’s Bill of my hon. Friend the Member for Edinburgh North and Leith (Tracy Gilbert), which would bring consistency in voter registration by enabling the Welsh and Scottish Governments to allow online applications for proxy and postal votes in local elections. It would be good if the Minister gave more detail on the Government’s plan to strengthen the integrity of elections and encourage wider participation.
Our constituents would expect no less from the United Kingdom than for national and regional leaders to work together to change our country and build a better future. The establishment of the Council of the Nations and Regions is a welcome step to ensure that, while we are delivering on our commitments to push power out of Westminster, we do not repeat the mistakes of “devolve and forget”. Can the Minister reassure me that that new engagement framework will be regular and reliable and will not fade with time?
On this 185th anniversary of the Newport rising, let us remember the legacy that those involved in it left us: a vote, a voice and, more than that, a vision—a vision for the future that challenges us to protect those freedoms and use them powerfully to confront injustice, build unity and keep hope alive for all. Let us ensure that the new Labour Government carry forward the 19th century Gwent Chartists’ legacy in delivering those important reforms to make our democracy fit for the 21st century. As the Member for Newport East, I will be proud to support them.

Commons ChamberI cannot make spending commitments today, but I can say that my hon. Friend is a fantastic champion for his constituents and I am happy to ensure that the relevant Minister is able to meet him to discuss the matter further.
The Secretary of State is the deputy chair of the Tata Steel transition board, so if his Department is at all serious about levelling up, will he acknowledge just how devastating Tata Steel’s announcement was for Port Talbot and for families, workers and communities across south Wales? Why will the Minister not work with Business and Trade Ministers to look again with the company at a longer, fairer transition that protects our sovereign steelmaking capabilities and our communities?
The hon. Lady knows how important steel is to me; my constituency was deeply affected when SSI closed in 2015. We have already provided £100 million of support, but I am happy to ensure that the relevant Minister meets her to discuss how we can provide further support.

Well done to my hon. Friend the Member for Swansea East (Carolyn Harris) for securing this important debate, and for all her dogged campaigning with my equally hon. Friend the Member for Bradford South (Judith Cummins) on behalf of the beauty sector over a year of enormous challenges.
I put on record my support and admiration for all the hair, beauty and therapeutic businesses in Newport East, which, like many businesses out there, have been hard hit at this extraordinary time and have had to adapt and innovate very creatively in lots of instances in the pandemic. I pay tribute to business owners such as Lynne Palmer of Friends salon in Maindee. She has run her business for decades in the heart of the community—I will come back to that point—and has helped me to understand just how challenging it has been to adapt. She has marvellously adapted to adhere to the rules and to keep giving her customers the wonderful service she provides, but she has also helped me to understand how challenging that has been. I very much agree with the right hon. Member for Romsey and Southampton North (Caroline Nokes) and my hon. Friend the Member for Swansea East about entrepreneurial women in small businesses and about the guts it takes to set up and run a business and employ others.
As has been said, the hair, beauty and products industry is a serious economic powerhouse, contributing more than £30 billion to the economy and employing more than 500,000 people in thousands of salons, nail bars and beauty salons up and down our high streets, forming a real linchpin in local economies. In 2018, the industry generated £7 billion in taxes, and accounted for around 1.3% of GDP. As has been said, the National Hair and Beauty Federation report released last month makes for stark reading on how the industry has suffered through the pandemic. In 2020, salons were shut for 140 days. Turnover fell by 45% compared with 2019, and the average cash loss to a business was £17,000, with those over the VAT threshold taking a bigger hit.
In Wales, there has been welcome help from the Welsh Government, including the freezing of business rates, the small business rate relief package and the £650 million the Welsh Government offered to help businesses with operation costs up to the end of March. As my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer) highlighted at Prime Minister’s questions last week, unlike in England, where business rate relief is being withdrawn at the end of the month, the Welsh Labour Government are extending that rate relief for a year and providing new support for those affected.
Furlough has been welcome, but salons in my constituency and across the UK have called on the Chancellor to take action on the reduced 5% VAT rate to put businesses in the beauty sector on a level playing field with other sectors, such as hospitality. Many businesses in my constituency have signed that petition, and I am interested to hear the Minister’s response. Without comprehensive support, many businesses may close.
National Hair and Beauty Federation research shows that there are more hair and beauty businesses in the less advantaged parts of the UK. Throughout the pandemic, communities in less well-off areas, as well as women and young people, have been disproportionately impacted. That is highlighted in Wales by Chwarae Teg in its report “Covid-19: Women, Work and Wales”, which was published last October. The effect of the sector’s shutdowns, business closures and unemployment is falling disproportionately on women, who are more likely than men to have lost their jobs due to covid-19. There are clearly challenges around female employment.
As my hon. Friend the Member for Swansea East said, a recent survey of 5,000 salons found that 62% were not sure if their business would survive beyond the end of the financial year, with 18% sure they would close. Six out of 10 salons started the year with no cash reserves, and many businesses are now described as acutely vulnerable to failure. Those are businesses that generate much for the Treasury. They pay tax and they are vital employers in our community. As my hon. Friend said, it is also important to remember the impact of the cancellation of events, weddings in particular, on the hair and beauty industry.
Finally, the value of the beauty sector cannot be measured in economic terms alone. I hope parliamentary legal counsel, Daniel Greenberg, who is a regular contributor to “Thought for the Day” on Radio 4, will forgive me, but I would like to quote from one of his thoughts last year. He talked about how the restrictions imposed during national lockdowns taught us to distinguish between two types of essential:
“There are things that I need to remain physically healthy: food, medicines and healthcare services. But there are also things that I need to remain mentally healthy, and those go far beyond what might be regarded as the formal mental healthcare sector…Lockdown may have taught us to reclassify as luxuries some things we thought of as essential, but perhaps it has also shown that some things that are luxuries in one sense may be essential to people’s wellbeing…Nail salons and other beauty sector services aim to help people to feel better about themselves, and to make customers generally more cheerful and well-disposed…Perhaps we can see more clearly post-lockdown that these services are in what might be called the frontline of the well-being sector, and that they deserve society’s recognition, gratitude and appreciation.”
I and a great number of my constituents would totally endorse that sentiment. Thanks again to all those beauty and hair businesses in Newport East. On a few occasions over the past year, flippant comments from those on the Government Benches have been unfortunate. The beauty sector needs to be put on a level playing field and supported as a key player in the UK Government’s economic and health-centred recovery from the pandemic. Hon. Friends are here to speak up for the industry, and I hope the debate has underlined the importance of doing so.

Gentleman knows full well the work that the Government have undertaken to ensure that we address this complicated issue, which involves buildings, building owners, warranty providers, insurers and leaseholders themselves. We have brought forward a very generous set of schemes. More than £5.1 billion of public money has already been allocated to remediate taller high-rise buildings. We have proposed a generous scheme to support people living in leasehold properties between 11 and 18 metres. We will announce further details of that scheme shortly so that the people living in them can have peace of mind that they have a way out too.
The UK shared prosperity fund will help to level up and create opportunity across the United Kingdom. The spending review 2020 set out the main strategic elements of the UKSPF in the heads of terms, and we will publish a UK-wide investment framework in 2021 and confirm a multi-year funding profile at the next spending review. We are providing an additional £220 million through the UK community renewal fund to help those areas to prepare for the introduction of the UKSPF.
Wales received £375 million a year under the EU structural funds but this Government’s levelling-up fund is giving Wales only £30 million a year, while the community renewal fund’s pilot projects split £220 million across the four nations. Can the Minister see why my constituents are already sceptical that this Government will fulfil their promise that Wales will receive “not a penny less”?
Levels of investment from EU structural funds will be higher across the United Kingdom in ’21-22 than they were in ’20-21. We are also finding additional UK funding to support our communities to pilot programmes and new approaches. The hon. Lady mentions the levelling-up fund. Her local authority will receive £150,000 capacity funding support with that bidding process. As we set out in the spending review, funding for the UKSPF will ramp up so that total domestic UK-wide funding will at least match EU receipts, reaching £1.5 billion a year. These funds will have a real, lasting impact on communities that will make a significant difference to tackling deprivation and inequality, and binding together our precious United Kingdom.

I think it has huge potential to drive economic growth in that part of the country, to represent the south-west and south Wales on the international stage, and to attract international investment to her constituency and those of her neighbours.

Commons ChamberThrough the last local government financial settlement, we increased the funding available to local councils for dealing with some of the issues of social care. If the hon. Gentleman is asking me to champion the needs of local government and to recognise the quality services it delivers, with the amazing work delivered by our councils up and down the country, I can assure him that I will absolutely be doing that.
The Department recently consulted on extra powers for local authorities and the police to deal with unauthorised encampments, a series of which we have had recently in Newport. Can Ministers update us on the progress being made so that our authorities have the powers they need?

I thank the hon. Member for Bermondsey and Old Southwark (Neil Coyle) for securing this important debate and for his thorough and interesting introduction.
I have been privileged to be a member of the Joint Committee on the Draft Domestic Abuse Bill, and I was very interested to hear from the Minister on housing last month. We heard considerable evidence about how domestic abuse and homelessness are directly connected. Domestic abuse is, of course, inextricably linked to housing, which, alongside health and education, is devolved to Wales, whereas justice and policing issues are reserved to Westminster. That means that the draft Bill contains an interesting mix of responsibilities. During the Joint Committee’s work, we heard about the Violence against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015. There is therefore a complex picture of devolved and reserved powers, and Government responses diverge as they develop.
The Government’s recent announcement about accommodation-based services is an example of that. They have promised funding to give refuges and other accommodation a long-term, sustainable future, which is welcome, but does the right hon. Lady agree that it is essential that they also ensure that Wales is funded to be able to do that? It is a national network, and we do not want to risk there being a postcode lottery.
Yes, indeed. Later, I will raise the issue of the difference in the definition of priority need. The reality is that it is one thing to have a definition, but another to have the resources to implement those policies in Wales. That applies to Wales as much as it does to Westminster and across borders.
In relation to Wales, Shelter Cymru found that in 2017, people from 1,218 households became homeless due to the violent breakdown of a relationship with a partner. Survivors of domestic abuse in Wales already have a priority need for accommodation, which is not the case in England. It is evident, therefore, that legislation in England should follow Wales’s lead. Automatic priority should be introduced to ensure that more individuals who have experienced abuse are given the help they need when at risk of homelessness. Of course, equally important in Wales and England is the need to ensure that sufficient resources are available to enable automatic priority in practical terms. Politicians have every temptation to create policies and legislation, but realising them is as, if not more, important.
By way of an effective response to domestic abuse, Wales cries out for co-ordination in its complex mix of devolved and reserved responsibilities. That means additional layers of governance and accountability for the Domestic Abuse Bill and for the domestic abuse commissioner that the Bill will create. I understand that the Minister present will not necessarily be directly responsible for the domestic abuse commissioner and the answerability of that person, but as housing is a devolved matter, and this issue will be raised in Wales and in Westminster because of the domestic abuse commissioner’s lynchpin role, will she tell us how she anticipates working with others on the role of the commissioner?
I urge the Minister to explain how the commissioner will work effectively in Wales to ensure the best outcome for victims. I propose that there should be a duty on the commissioner to consult specifically with partners and agencies in Wales, and that the work of the commissioner should be subject to scrutiny by the National Assembly for Wales. At present, although well intentioned and well planned, different activities are not co-ordinated between Wales and England, despite the cross-border aspect mentioned by my friend, the hon. Member for Newport East (Jessica Morden). There is real concern that the Domestic Abuse Bill will not effectively hold to account and measure the interface between devolved and reserved matters.
The Domestic Abuse Bill, which I am sure we look forward to as a means to address the problems under discussion, must respect the legislative divergence between England and Wales, and ensure that the UK and Welsh Governments work closely to bring about positive change. Diolch yn fawr, Mr Davies.

Commons ChamberI am grateful for the opportunity to take part in this debate today in advance of Holocaust Memorial Day on Sunday. I also pay tribute to my hon. Friend the Member for Dudley North (Ian Austin) for securing the debate, with others, and for his extremely moving opening speech.
The theme this year is Torn from Home, providing the chance to think about the impact that the holocaust and genocide has on those wrenched from the place they call home for fear of threat and persecution, and I wanted, in this year in which we are urged to be louder in the face of the rise in antisemitism, to use my contribution to pay tribute to my constituent Renate Collins. I am hugely privileged to have Renate as a constituent; she is an amazing woman who works tirelessly with groups and schools and at events to share her family’s story to ensure that such things never happen again. I am very grateful to her for the work she does and would like to put her story on the record today.
Renate was one of the last children to be put on the Kindertransport which brought some 10,000 young Jewish children to Britain from Germany, Austria, the former Czechoslovakia, Poland and elsewhere. On 30 June 1939 her train was the last to leave Prague before the Nazi invasion. She was just five years old when her mother and family doctor put her on the train, her mother and father not knowing if they would see her again. Renate had a high temperature and chicken pox so her mother was reluctant to put her on the train, but the doctor said, “If you don’t put Renate on this train, she will never go.”
Renate, at just five and with her hair in pigtails, had no idea where she was going, thinking that she might have been going on holiday. Yet her two-day journey through Holland and London brought her to Porth and the constituency of my hon. Friend the Member for Rhondda (Chris Bryant). Here she lived with Reverend Fred Coppleston and his wife Arianwen and was brought up as their own. She arrived in Britain with her visa bearing a Third Reich stamp with swastika and spoke just two words of English: “yes” and “no.”
Before going, her mother helped her write letters to the family she was travelling to. With the innocence only a child could have in such grave circumstances, she had written to the Welsh family:
“I hope there is no spinach in England. But I do hope there are many ice creams over there as I am terribly fond of it, and can be, throughout a whole day, the best girl in the world if I get plenty of it...I am thanking you for all you are going to do for me, and I will be a very good child to you.”
In a letter Renate still has that her mother sent to the reverend and his wife she had written:
“I’m thanking you for your beautiful and helpful letter. I would call myself happy to know my little one in a surrounding of so much affection and love.”
Tragically, both her mother and father were killed by the Nazis. In total, Renate lost 64 family members in the holocaust, Renate surviving because of the decisions her parents made 79 years ago. Over the last year Renate has discovered new information about the deaths of some of her closest relatives, coldly murdered in the open air by guards when their train to Treblinka was held up in bad weather.
I really wanted to get Renate’s story on record today because it is so important that we remember the families, the homes and lives torn apart, the children who never saw their family again, and the dangers and devastating consequences of racism, xenophobia, and antisemitism.
Renate is an absolutely brilliant woman and she keeps going because, as she has always told me, this extreme hatred and intolerance can always “raise its ugly head again.” The importance of Holocaust Memorial Day is that we learn these lessons and act to never see it repeated.
My hon. Friend is making a brilliant speech, and I would like to pay tribute to somebody who used to sit here on these Benches who has a similar story: Lord Dubs. He also came here on the Kindertransport, and this year’s theme of Torn from Home is very apt, because he has done so much work for modern-day refugees and to bring modern-day children to this country. We should recognise his work and all he has done.
My hon. Friend is absolutely right.
I join other hon. Members in paying tribute to the Holocaust Educational Trust and the Holocaust Memorial Day Trust. I also pay tribute to Renate and her family and to her continued commitment to educating and informing people about what she and millions of others went through within our lifetimes, as nothing can compare to the testimony of survivors.

Commons ChamberI am delighted to have secured this debate, which gives me a great opportunity to make a positive case in the Chamber for a new walkway station to serve the communities of Magor and Undy, which lie just over the Severn bridges in my constituency of Newport East. The reason for holding this debate now is that I am mindful that the Department for Transport will start considering bids for the next new stations fund in the near future, and this is a shameless pitch to promote a unique bid. It is unique in that the community will be encouraged to walk and cycle to use the station, rather than driving to it, and it is important because the station would be located in a community in Wales with a fast-growing population.
Is it true that the community to which my hon. Friend refers to is growing because, thanks to her work on the Severn bridge tolls, more people are now moving from Bristol to enjoy the delights of living in Wales, and that they are moving into Newport—expanding the community there—and commuting to work in Bristol because housing is cheaper and education is better in Wales?
I thank my hon. Friend for her intervention. She makes a valid point. Many more people are moving from Bristol to live in our corner of Wales, which is great. Many of them then travel across the border to work in England, and that creates an urgent need for new infrastructure.
I join my hon. Friend the Member for Bridgend (Mrs Moon) in paying tribute to the work of my hon. Friend the Member for Newport East (Jessica Morden) on the Severn bridge tolls. Many of my constituents commute through Magor. Does my hon. Friend agree that a station there would help to manage overcrowding, because people from Magor would not have to drive to Newport to join their trains there?
That is very true, and I will expand on that point later.
Rail travel in our area is growing and growing, and we need the infrastructure to cope with that. Young people in particular need to be able to access work opportunities, not only in Newport and Cardiff, but in Bristol and also further afield. Those are two of the reasons why the campaign for this new station has so much public support.
I pay tribute to the Magor Action Group on Rail, a volunteer group that has campaigned with great energy over the past six years for a new railway station. From small beginnings, it has worked tirelessly and professionally —my constituency is blessed with a number of former railway workers and enthusiasts—to develop this idea that has caught the imagination of the local community and businesses, which the group has kept involved every step of the way. The group has won support for its campaign by organising many productive meetings with the Department for Transport, the Welsh Government, Network Rail, Railfuture, Sustrans, the Future Generations Commissioner for Wales and Transport for Wales. It has also secured the wholehearted support of the local authority, Monmouthshire County Council, and that of elected representatives of all political persuasions—not just myself, but Newport East Assembly Member John Griffiths, regional Assembly Members of different parties, the Magor with Undy Community Council and ward county councillors representing the area of Severnside as a whole.
The hon. Lady has outlined the importance of a reliable, working public transport system. Statistics show that 55% of rural households are within 8 km of a hospital, but does she agree that if they are without access to a network of reliable, timely public transport, the Government must look into funding better public transport links such as the one to which she refers to ensure that the general public can access such facilities?
I thank the hon. Gentleman for that intervention. It is very true that we have to connect our rural communities in a better way, and I will say a bit more about that later.
Monmouthshire County Council says:
“The return of railway travel for Magor with Undy after many years will be welcomed by the community and offer many benefits. It will bring employment, retail, healthcare, education and leisure opportunities closer for residents and reduce traffic growth on congested local roads. It will significantly reduce the emission of greenhouse gases from transport and promote sustainable integrated travel.”
Indeed, one of the unique assets of the future station is that it would be one of the first community adopted walkway—rather than parkway—stations. It would be based in a central location within a 10 to 15 minute walk or cycle ride for all residents of Magor and Undy. That would tie in closely with the Welsh Government’s Active Travel (Wales) Act 2013, which encourages a cultural shift that leads people to get out of their cars where possible. It is estimated that a new station in Magor would have the potential to reduce traffic on the nearby busy B4245 by as many as 60,000 vehicles a year. The walkway concept also allows room for a multi-modal, integrated approach to public transport, linking in with local bus services.
Sustrans, the charity that encourages walking and cycling, is particularly supportive of the walkway station concept. Gwyn Smith, the network development manager for south Wales, says:
“Magor has a good network of paths that can easily lead to the proposed station site giving excellent opportunities for active travel. The scheme is well supported by the local community and the evidence we have seen is that it will be well used and is technically more feasible than other options. Recent transport modelling Sustrans carried out in south east Wales area also demonstrates that journey times from this area (using Severn Tunnel Junction and Caldicot stations) to Newport and Cardiff are significantly shorter than by car, making using the train the preferred option for many.”
Sophie Howe, the Future Generations Commissioner for Wales, has also voiced her support for the project, which she highlights will contribute to all seven of the national wellbeing goals outlined in the Well-being of Future Generations (Wales) Act 2015. She says:
“One of the goals of the Act calls on public bodies to contribute to a Wales of cohesive communities and this campaign has already highlighted what a positive asset this can be for the 6,500 people who live in this village in promoting, for example, local businesses, tourism and tackling loneliness and isolation. Additionally, I believe this station will contribute to creating a more resilient Wales. It’s believed that 11,000 vehicles a day use the B4245 and such a station could significantly decrease the CO2 emissions from these journeys and reduce traffic growth on congested local roads.”
Does my hon. Friend agree that such a model, which clearly involves huge environmental benefits and benefits from exercise, is something that we could consider right across Wales, especially if this project is a success?
My hon. Friend is exactly right. It is a good model for us to consider, and we could learn much from this unique project.
The Magor Action Group on Rail highlights the fact that the idea of a walkway station is obviously not new. It was the norm before the rise of the motorcar, when the local station was one of the main points of focus for the community. The group has recognised that in its development of plans for a community adopted station, integrating it with a much-needed community centre and ticket office. As group member Ted Hand said, the project is uniquely “back to the future”. The ultimate goal is for the walkway station, community centre and incorporated orchard and fields to become a community hub for social activity and public transport.
It is important to note that there is a clear historical precedent for a station serving the communities of Magor and Undy, which sit between the city of Newport and the town of Caldicot. The villages were served by two stations, Magor and Undy Halt, until 1964 when the first of the two now-infamous Beeching reports initiated their closure after around 110 years of service. At the time of closure, the villages of Magor and Undy had a combined population of around 1,000. Since then, the population has grown sixfold and, with further local housing developments on the way, the population is projected to rise to around 10,000 in the next few years. The two villages have become extremely popular with those who commute to Newport, Cardiff and Bristol—48% of residents travel out of the area to work—but there are also major employers on the doorstep, with large Tesco and Wilko distribution centres, and the AB InBev Magor brewery, drawing in workers from across the wider region.
Population growth becomes all the more significant when we consider the remarkable increase in demand for services on the Great Western mainline, which passes through Magor and Undy. Over the past 20 years, Newport station has seen a 108% increase in passenger numbers and Caldicot has seen a 111% increase. Severn Tunnel Junction, which is currently the nearest station to Magor, has experienced a staggering 297% increase in entries and exits, which is the highest growth at any station on the Great Western mainline. The Cardiff to Cheltenham line, which takes in all the stations in my constituency, also has the highest user growth of any line emanating from Cardiff.
As I have highlighted on other occasions, the railway network in this part of south-east Wales had been plagued by chronic overcrowding and unreliable services, which is one of the many reasons why we need investment in our rail infrastructure, including new stations like Magor, to adapt to modern demands. On that note, I pay tribute to the Severn Tunnel Action Group, another local rail group, which has done much to collect statistics and campaign positively for improvements in rail capacity over the years.
The Government’s industrial strategy talks about the need to back economic growth corridors between Wales and England and the need to maximise the benefits to the Bristol-Newport-Cardiff area that will arise from the abolition of the bridge tolls. That is one reason why I have relentlessly raised the need to improve cross-border rail services at Transport questions and with the Secretary of State for Wales.
A Welsh Government-commissioned report from 2012 calculated that scrapping the Severn bridge tolls
“would result in an estimated increase in traffic across of 12%. This is equivalent to around 11,000 vehicles per day.”
More recent Welsh Government modelling suggests that, in the area immediately adjacent to the Severn crossings, traffic levels could increase by around 20%, which clearly emphasises the need to get more people on to rail to reduce congestion. Much better rail services are needed.
The costs associated with building a new station are relatively modest. A new footbridge is already in place; the signalling arrangements would not need to be changed; an existing subway could be upgraded to become DDA compliant; and the track layout—switching or slewing—would not need to be altered. In any case, the estimated building costs, around £7 million, are more than offset by the excellent predicted return on investment, a high 2. Meanwhile, as the platforms would be on key relief lines, key inter-city services, including those between London Paddington and Swansea, would not be affected in any way.
Since 2012, the Magor Action Group and Monmouthshire County Council have made huge strides towards securing this new station for the community, getting the funding they need to progress through the eight-stage mandatory “governance for railway investment projects” process. The GRIP 1 and GRIP 2 studies were completed by April 2016, and an application was made to the UK Government’s new station fund later that year. Although the bid was unsuccessful on that occasion, the group was offered a subsequent meeting with officials from the Department for Transport later in the year. The group was encouraged to resubmit as soon as it had completed GRIP 3.
Very positive news then followed, with Welsh Government Minister Ken Skates announcing that the Welsh Government would fund Monmouthshire County Council to complete GRIP 3. Good progress is being made on GRIP 3, and I understand that the second part of the options report is nearing completion.
The economic and operational viability of the proposed station is looking increasingly sound, and with continued support from the Welsh Government and further support from the Department for Transport, and with funding, the Magor Action Group is confident that a new station could be opened by the end of 2021. That would mean Magor station, alongside a new station at Llanwern, could form an important part of the South Wales metro project being developed by the Welsh Government, which is a key step towards a truly integrated transport network for our region.
Can the Department for Transport provide further support to the proposal for a new station, building on the very positive meeting between DFT officials and the Magor Action Group in November? Will the Minister meet the group to discuss its plans in more detail? I would also be grateful if he confirmed whether the group can apply to the new stations fund as soon as the GRIP 3 study is completed, regardless of whether the third round of the new stations fund has opened. The group has heard positive noises, and it would be good to get that on the record.
I again thank the group, including long-time members Ted Hand, Paul Turner, Laurence Hando, Phil Inskip, Councillor Frances Taylor—the councillor for Magor—Julie Wilson, Peter Wilson, Steve Lucas, Murray Ross and more, for all the work they have undertaken over the years. I emphasise to the Minister that I share their enthusiasm for their project. This is a group of very positive, creative and enthusiastic people, and it is a great pleasure to work with them as their constituency MP.
As group member Paul Turner has rightly said to me, the walkway station and potential community hub can
“help reduce traffic pollution, improve road safety, provide better access to public transport and places of employment, attract visitors into the community and improve social cohesion and wellbeing in the villages for current and future generations.”
One of the most encouraging parts of the campaign is the way the group has engaged with the two local schools, Undy and Magor, to talk to pupils about the need for a new station. With that in mind, I finish with a quote from the pupils of Magor Church in Wales Primary School, who wrote a letter to the previous Prime Minister in support of a new station for the village. They said:
“Magor is such a stable, peaceful area and it needs to stay that way. Gorgeous areas like ours are quickly disappearing and ours cannot. A station at Magor would reduce car fumes which are harming the environment so please help us get a station.”
With that in mind, I would be grateful if the Minister gave this project his attention and had a close look, met the group and offered his support.
