That this House acknowledges the service and sacrifice of the United Kingdom’s armed forces and veterans and supports the full implementation of the military covenant in each region of the United Kingdom.
It is an honour to lead off in this debate on behalf of my colleagues on this side of the House. At the outset, I want to pay tribute to all our service personnel from across the United Kingdom, and indeed from other countries, who serve in our armed forces. I also pay tribute to the veterans who have served this country with great distinction. In Northern Ireland, we hold our armed forces in very high esteem, and we have seen in recent years—during the time of the troubles—how the armed forces were on the front line, standing in the gap between the general public and those whose objective was to create mayhem and undermine the democratic process.
We have also seen our armed forces in action in recent years in Iraq and Afghanistan. We understand the sacrifice that they make, and the sacrifices made by their families—by those left behind at home, the husbands, wives and children of members of our armed forces. That is important in the context of this debate, because the military covenant should not just be about the personnel who serve or have served: it includes their families.
Like all right hon. and hon. Members, I stood beside the war memorial in Lisburn in my constituency on 11 November as we honoured the dead of two world wars and of the conflicts that have occurred since the second world war. I watched as my constituent Ian Walker, his wife Rhoda and their sons, Kyle and Ross, laid a wreath in memory of Corporal Stephen Walker, who served with 40 Commando in Afghanistan and was killed in action in May 2010. Although Stephen had been living in Scotland with his family, he was from Lisburn and our community saluted his memory. We stood with Ian and his family as they remembered their dear loved one, and this was repeated in many places across the United Kingdom.
It was good to see that representatives of the Irish Government were present at some of the war memorials in Northern Ireland to mark the fact that many people from the Irish Republic served in the British Army during the great war in particular, which of course occurred before the Republic of Ireland left the United Kingdom. Indeed, some have served since then, and even today we have people from the Republic of Ireland in the modern British Army and the other services.
Does the right hon. Gentleman share my hope that the leadership that has been shown by the Irish Government on remembrance may defuse some of the tensions in Northern Ireland around the implementation of the military covenant, which is still—sadly—a politicised issue?
I thank the hon. Lady for that point and I will come on to that subject in the course of my remarks.
Does my right hon. Friend agree that one of the significant and beneficial effects of recent days has been the issue he has just raised? Many people in the Irish Republic, who for several generations were afraid to recognise, or were unaware of, the contribution made by many people in the Irish Republic to the armed forces, both here in the United Kingdom and in the Republic, in the fight against fascist Germany, are now beginning to recognise, realise and appreciate that?
I concur entirely with my hon. Friend. I recently had the great honour of being appointed to the advisory board that is preparing for 2014 to 2018 and the United Kingdom’s commemorations of the great war. I have been giving some thought to how we might commemorate that period in Northern Ireland. It is important that people in the Irish Republic, and the Government of the Irish Republic, recognise the massive contribution made by thousands of Irish men, from the counties that now form the Irish Republic, who served in the British Army. Many served with great distinction, winning Victoria Crosses and other meritorious awards for their courage and bravery. For example, one thinks of Captain Redmond—the brother of the then leader of the Irish Nationalist party in this House, John Redmond—who served with distinction and sadly lost his life in the service of the Crown. Today, there are others from the Republic of Ireland who step up to the mark and join the Royal Irish Regiment, the Irish Guards and other units in the Army, and the other elements of the armed forces. They make a contribution that we value. It is good to see attitudes changing in the Republic of Ireland towards those who have served and who continue to serve in our armed forces.
It would be remiss not to mention the name of Corporal Channing Day, to whom the Minister of State, Northern Ireland Office referred in his closing remarks in the previous debate. She was a remarkable young woman, 25-years-old and serving with 3 Medical Regiment. The medics are often overlooked. Their courage and bravery in the face of extremely dangerous circumstances, seeking to save lives and rescue those who find themselves wounded as a result of combat, is often overlooked. I pay tribute to Corporal Day. I can do no better than repeat the comments of her sister Lauren at Channing’s funeral:
“Channing loved the Army. If there was one thing she knew growing up, it was that she wanted to be a soldier, proven by the way she would march around the living room and she never missed cadets. She loved what she did and we are so proud of her. Channing grew up into the bravest, beautiful, determined woman, she has done more in her 25 years than most women her age and we are so very proud of everything she has achieved.”
Today, we pay tribute to the men and women of our armed forces across the United Kingdom who daily place themselves in the line of fire not only for this nation, but for others across the world who need their protection.
I want to also pay tribute not just to our regular armed forces, but to the reserve forces. In Northern Ireland, we are proud of the contribution that our reserve forces make to all elements of the armed forces in the United Kingdom. We are proud that despite the fact that Northern Ireland makes up approximately 3% of the UK population, we regularly provide more than 20% of the reserve forces on operational deployment. That is wonderful testimony to the men and women who step out of their day-to-day work, leave their families behind and serve the country overseas, often in very dangerous circumstances. In paying tribute to the reserve forces in Northern Ireland, I want to make particular mention of the Reserve Forces and Cadets Association, which is especially active in Northern Ireland. Throughout the years of the troubles, it ensured that recruitment to the reserves continued even in some areas that might surprise hon. Members. That persists to this day. Most, if not all, of the reserve units in Northern Ireland are extremely well recruited. I hope that the Minister will have the opportunity—I know it is his intention—to visit some of those units in Northern Ireland. He will receive a very warm welcome.
What is the purpose of this debate? I want briefly to set out some context. A recent report published by the World Health Organisation on post-traumatic stress disorder found that Northern Ireland had a higher incidence of PTSD and trauma-related illnesses than any other conflict-related country in the world. That included places such as Lebanon and Israel. It was remarkable that the study found that nearly 40% of people in Northern Ireland had been involved in some kind of conflict-related traumatic incident. The survey estimated that violence had been a distinctive cause of mental health problems for about 18,000 people in Northern Ireland. Against that backdrop, the health and social care services in Northern Ireland seek to provide a service to members of our armed forces and veterans from Northern Ireland. There is already a huge demand on these services from across Northern Ireland as a result of trauma-related illnesses arising from the conflict.
Before I remark on the deficiencies in the service, I want to acknowledge that the Department of Health, Social Services and Public Safety, within the legislative constraints, has made efforts to ensure that a degree of priority is given to members of the armed forces and veterans in Northern Ireland when providing health and personal care. The Health Minister, Edwin Poots, is a constituency colleague and hails from Lagan Valley, and I do not wish to criticise him, because he is determined to ensure that our service personnel and veterans receive the level of support they require when they need it. His Department has established an armed forces liaison forum linked to the armed forces protocol, which has done valuable work in seeking to co-ordinate the health and social care response to the needs of service personnel and veterans living in Northern Ireland. In addition, the Department has worked with the Reserve Forces and Cadets Association and military charities to examine how services can be improved in line with the objectives of the military covenant.
I also want to mention the Department for Social Development, where another of my colleagues, Nelson McCausland, is Minister for Social Development. The housing needs of those leaving the armed forces are taken into account under the housing selection scheme in Northern Ireland. That is important.
I also want to praise the work of the aftercare service put in place specifically for those who served with the Ulster Defence Regiment and the Royal Irish Regiment. Northern Irish Members fought hard to get that service in the period leading up to the disbandment of the home service battalions of the Royal Irish Regiment. We worked with the previous Government towards the establishment of the service, because we recognised that one of the legacies of the troubles were the many people who had served in the armed forces in Northern Ireland over a prolonged period as part of Operation Banner, the longest-running military operation in the history of the British Army. These men and women had served constantly. It was not a matter of spending six months on operational deployment in Northern Ireland and then maybe not coming back for another two years. Rather, the Royal Irish Regiment, and the Ulster Defence Regiment before it, served continuously on military operations in Northern Ireland for a very long time—from the early 1970s through to the disbandment of the home service battalions—and was recognised for its service with the award of the Conspicuous Gallantry Cross by Her Majesty the Queen.
The aftercare service is important. We believe that, in time, it is a model that other parts of the United Kingdom might seek to implement. It takes a hands-on approach, not just responding to the needs of soldiers with medical issues or welfare problems, but proactively engaging with people to ensure that their needs are met.
My right hon. Friend has extensively described much of the support that is available to soldiers who have left the Army, but does he agree that, in the light of the Prime Minister, the Attorney-General and the Ministry of Defence yesterday turning their back on Danny Nightingale, the SAS soldier who has been imprisoned, many people will call into question just how much support soldiers get when they really are in trouble?
Order. That was a rather long intervention and we have to be careful not to stray into areas that we do not really want to be discussing.
I thank my hon. Friend for raising that case. I was going to allude to it, but I will say simply that it is important that post-traumatic stress disorder and medical conditions arising from military service are given due weight and recognition when military courts consider allegations made against soldiers. I know that this case is the subject of an appeal, so I will not go into the detail, save to say that we on these Benches wish Sergeant Nightingale well in seeking to appeal against the decision made in his case.
The aftercare service provided to veterans of the Ulster Defence Regiment and the Royal Irish Regiment makes an important contribution towards ensuring that those who have served in Northern Ireland are provided with the care and support they need. I hope that the Government will continue to fund and resource the service properly, because it is important. Indeed, I hope that in time it can be expanded to include others.
All that said, we on these Benches have a concern about the implementation of the military covenant in Northern Ireland, and it is a concern expressed by others too. There are service personnel and veterans who are not getting the support they need in Northern Ireland. I speak of Northern Ireland because I am not mandated to speak of other areas of the UK, but I am sure that other right hon. and hon. Members might mention instances in their areas of where the military covenant might not quite be delivering yet for service personnel and veterans.
I want to give the House an example of an individual, who I have been trying to help, who has found himself in great difficulty. James Burns is a young man from Mallusk in County Antrim, in the constituency of my hon. Friend the Member for South Antrim (Dr McCrea). James was formerly a lance corporal with 40 Commando. He had been on operational service in Afghanistan, returned to his family in Northern Ireland and developed post-traumatic stress disorder. Sadly, as a result of his illness he turned to alcohol. As a result of the lethal mix of alcohol and his medical condition, he developed violent behaviour and got himself into trouble, harming himself and those around him. Only a few months after his military career ended, he is sadly now in prison serving a sentence.
I just feel that there is something wrong with a system in which a soldier comes home from operational deployment to his family and, within months, finds himself serving a prison sentence for behaviour that he and his family would argue might have been beyond his control because of his medical condition. I am not trying to excuse what James has done, and his family do not seek to do so either. What they are seeking is help for that young man. He has a young family, and they do not want to see his life completely ruined. There is clearly more that we can do to help young men like James—and, indeed, young women—who develop post-traumatic stress disorder as a result of the traumatic experiences that they have had to endure while on operational deployment.
The case to which my right hon. Friend refers is known to me, and I too have spoken to the father of the young man in question. I totally endorse what my right hon. Friend has said: the family’s plea was for help. They could see what was happening and they really wanted help. It is incumbent on us in the House and those in the Department to ensure that that help is made available to families such as these; they deserve it.
I concur with my right hon. Friend’s comments.
In August this year, I wrote to the Minister for the Armed Forces, the right hon. Member for South Leicestershire (Mr Robathan) at the Ministry of Defence to raise this case. I understand that, owing to issues relating to data protection legislation, he was unable to respond in as much detail as he might have wished. His advice was that James should
“contact the welfare service at the Service Personnel and Veterans Agency.”
He provided a helpline number for that service. He went on:
“I would also strongly encourage James to raise any medical concerns…with his GP…James may also wish to consider contacting the charity Combat Stress”.
I am sure that there is nothing wrong with that advice, but my point is that there should be someone in the system who can get alongside people like James, who are not in a position to make the appropriate judgment calls, and to help them and their families get access to the level of care that they need. That advice was given before James ended up in prison.
Returning to my remarks about the aftercare service, I believe that that model could be expanded. As a starting point, I would like to see it expanded in Northern Ireland to incorporate those service personnel and veterans who continue to serve in our armed forces, whether in the Royal Irish Regiment, the Irish Guards or any other armed forces unit, and who reside in Northern Ireland. Why should Northern Ireland get such special treatment? We should do so because we have a special problem when it comes to the implementation of the military covenant.
That special problem is section 75 of the Northern Ireland Act 1998—the equality legislation that formed a key element of the Belfast agreement. The section places a statutory duty on public authorities to promote equality when carrying out their functions in relation to Northern Ireland. Unfortunately, officials in various Government Departments in Northern Ireland who might be able to offer support to veterans and service personnel say that they are unable to give any form of preferential treatment.
Let us bear it in mind that the military covenant requires only that action should be taken to ensure that a veteran or a member of the armed forces should face “no disadvantage” as a result of serving or having served in the armed forces. In other words, they should be placed in the position in which they would have been, had they remained a civilian. Unfortunately, however, section 75 is being used in a way that can prevent full implementation of the military covenant in Northern Ireland. We have a problem, but there are a number of ways in which that problem could be overcome.
In a submission to the Defence Committee of this House, of which I have the good fortune to be a member, it was made clear by the current Northern Ireland Minister for Health, Social Services and Public Safety, Edwin Poots, that there was a problem. Paragraph 36 of the Defence Committee report, “The Armed Forces Covenant in Action? Part 1: Military Casualties”, states:
“The provisions of section 75 of the Northern Ireland Act 1998 prevents the Department of Health, Social Services and Public Safety (DHSSPS) and the Health and Social Care (HSC) sector in Northern Ireland in providing war veterans with priority over other individuals with respect to healthcare treatment.”
This is recognised as a problem, as far as the implementation of the military covenant in Northern Ireland is concerned. The “Report of the Task Force on the Military Covenant” of September 2010 stated that “Service personnel” based in Northern Ireland
“are disadvantaged more than their contemporaries elsewhere…For example, Service families in the province are prevented from identifying themselves as such due to the security situation. This can cause difficulties for partners in explaining their career history to prospective employers and for Service children in obtaining the necessary support in schools, among other issues.”
The report, in making some recommendations, states:
“One possibility currently under consideration is to extend”
the Northern Ireland aftercare service
“to cover all veterans based in Northern Ireland and the Republic of Ireland”.
We Democratic Unionist Members would be happy to see veterans of the UK armed forces who reside in the Republic of Ireland covered by the aftercare service, so that they get the help they need when they need it. I hope the Minister will give careful consideration to the proposition that the aftercare service should be extended to include not only veterans living in Northern Ireland but serving members of the armed forces who live in Northern Ireland and, for whatever reason, may require treatment or access to other services for themselves or their families.
I have received two letters from former southern Irish soldiers who served in the British Army asking that they be given the same rights under the military covenant as their compatriots living within the United Kingdom. I think that is a good idea; it should come almost as part of the package. I entirely endorse what my right hon. Friend says.
I thank my hon. Friend. We both serve on the Defence Committee. I have great respect for his knowledge and understanding of the armed forces—not least because of the time he served in Northern Ireland. I know he is due to come back to the Province in the near future; we will welcome him very warmly indeed.
I have suggested that the Northern Ireland aftercare service should be expanded to provide support to all veterans living in Northern Ireland and in the Republic of Ireland who have served with our armed forces and to the service personnel who reside in Northern Ireland and whose families are based there at present.
Another way of addressing the problem of section 75 of the Northern Ireland Act and the impediment it provides to the implementation of the military covenant in the part of the United Kingdom that I represent is to consider legislation to grant an exemption to any action taken under section 75 by a Government Department in Northern Ireland pursuant to the implementation of the military covenant. We will want to discuss that further with the Ministry of Defence and the Northern Ireland Office. We believe it is important that no obstacle should be put in the way of implementing the military covenant. I know that when section 75 was implemented it was never intended to have such a consequence—but it does, so we need to fix the problem.
I know, too, that the Minister, in recent comments to the Welsh Affairs Committee highlighted the particular challenge in Northern Ireland of implementing the community covenant. Some local authorities in Northern Ireland are controlled by Sinn Fein. Unfortunately, too, there seems to be some reticence on the part of the SDLP when it comes to implementation of the military covenant. As hon. Members have said, let us hope that that is loosening up and that people are now beginning to recognise the fact that, ultimately, we are talking about human beings. We are talking about men and women who need help and support, and it should not matter that they wear the uniform of this country. When they need that support, it should be given to them. I should like some Northern Ireland Members to adopt a slightly more humanitarian approach to the issue.
As the Minister pointed out when he gave evidence to the Welsh Affairs Committee on 30 October, some local authorities in Northern Ireland seem reluctant to support the full implementation of the covenant. We shall want to discuss with the Government ways in which community covenants can be implemented throughout Northern Ireland without being impeded by certain elements in local government.
I also think that there is a great need for some kind of respite facility for the armed forces in Northern Ireland. At present, a veteran or current member of the armed forces living in Northern Ireland who is suffering from post-traumatic stress disorder and needs recuperation must go to Hollybush House in Scotland. I should like the Government to work with the military charities, the Reserve Forces and Cadets Association, and other stakeholders in Northern Ireland to find a way of resourcing a respite centre there.
May I suggest that a respite centre in Northern Ireland might not always be a suitable alternative to Hollybush House? Some members of the Army might feel a certain sensitivity about receiving respite care in Northern Ireland. I was extremely concerned to learn from some of my constituents who are retired servicemen that their opportunities to benefit from recuperation and help at Hollybush House have been reduced because resources are not going into that facility. I should be hugely grateful to the right hon. Gentleman if he would call for increased resources for Hollybush House as well.
I can only echo what the hon. Lady has said. I agree that there should be adequate resources not just for a proposed facility for Northern Ireland, but for other facilities for veterans and members of the Northern Ireland armed forces. I take her point that not all of them would want to receive their respite care in Northern Ireland itself.
The week before last, I had an opportunity to meet a gentleman from Help for Heroes, a charity of which every Member present will be aware. When I mentioned this very issue to him, he said that although the organisation currently made no such provision specifically for Northern Ireland, it was seeking to do so, and I hope that that will be possible in the near future.
I thank my hon. Friend for that information. It is worth noting that the people of Northern Ireland are very generous when it comes to military charities. Year on year, Northern Ireland consistently gives more to the poppy appeal than any other region of the United Kingdom, and Help for Heroes is well supported there. We receive a share of that, and we do not in any way criticise any of the military charities. However, it would be good to see those charities unite with the Government, the RFCA and others in considering what enhanced facilities we might provide in Northern Ireland. That would constitute recognition of the generosity of the people there who support them.
I said earlier that we would meet Ministers to pursue the issues that I have raised. We have already met the Minister for the Armed Forces and we should be happy to meet the Minister of State and his colleagues in the Northern Ireland Office as well. Thanks to my hon. Friend the Member for Strangford (Jim Shannon), we have secured a meeting with the Prime Minister early in December, when we will discuss with him matters relating to the implementation of the military covenant in Northern Ireland.
Her Majesty’s Government have a duty to support the armed forces and the veterans who have served this country so well, and we support them in pursuing the work that they are undertaking in relation to the military covenant. No political obstacle and no political party should get in the way of full implementation of the covenant in every region of the United Kingdom, including Northern Ireland. I commend the motion to the House.

I am aware of the issue and pay tribute to my hon. Friend for his persistence on these and related matters. We had an Adjournment debate recently on a parallel issue, although not exactly the same one. I believe that we are doing what we can to try to solve the problem, but as it is quite technical, as he knows, if he wants to write to me on the specific points I would be happy to look into them and get back to him.
In common with other legislation, the provisions of the 2011 Act extend to Northern Ireland in the same way as they apply to all other parts of the United Kingdom. Those principles are important because they influence the formation of policy, but there are other sides to the covenant, too. One of those is the community covenant, which seeks to bring together local authorities and other local organisations with members of the armed forces community who live and serve in the area for which they are responsible. To date, more than 200 local authorities across the United Kingdom have signed a community covenant. I am proud to say that in Essex the other day, I signed that covenant on behalf of the Government in my own county, and some 13 local authorities signed one after the other.
We are clear that by forging such relationships the community covenant is starting to have a positive impact on the lives of the armed forces community and on the wider community. For example, in Gateshead the council is making arrangements, among many other measures, to explore opportunities for serving personnel and veterans to access leisure facilities to support their overall health and well-being needs, including their mental health needs.
In Oxfordshire, the county council, by working with the NHS and 145 (South) Brigade, has been able to help resolve problems of access to GPs and dentists for the families of serving personnel. Dental services have also been extended in some areas to address a shortfall and the referral process for primary care services has been made easier.
Also in Oxfordshire, the local authority has arranged for school places to be allocated to service families in advance of the family’s actual move, based on a letter from the relevant unit. That has been a long-standing problem when military units move from one location to another, but I understand that the Department for Education is now encouraging other local authorities to take a similar approach to try to alleviate the difficulty.
In the past, members of the armed forces could also be pushed towards the bottom of local housing waiting lists, as the need to move from base to base often meant they could not prove a local connection to the area in which they wanted to live, but, thanks again to the armed forces covenant, many local councils will now ensure that due consideration is given to service families so that they are not at a disadvantage when applying for a council home. That extends to serving people, families and, importantly, veterans.
One of the chief benefits of the community covenant is quite simply that people are now talking to one another in a way that they never did before. To some degree, we are doing that in the House this evening. Local authorities, which deliver many of the vital services at ground level, are being made aware of the needs of the armed forces community, which they might not have considered fully in the past. At the same time, it is fair to say that service personnel and their families are becoming increasingly aware of what life is like beyond the wire and how they can help their local communities.
As the House knows, the 2011 Act also places an obligation on the Secretary of State for Defence to report annually to Parliament on the state of the armed forces covenant. The first of these statutory reports will be published before Christmas and will set out in more detail what the Government are doing to deliver in the key areas that the covenant covers.
I now want to speak about extending the armed forces covenant to Northern Ireland. Hon. and right hon. Members from Northern Ireland will be aware that many of the main areas covered by the covenant, such as housing, health and education, all lie within the devolved field and that these services are provided by Northern Ireland Departments, which are answerable to Northern Ireland Ministers in the Executive, not all of whom currently support this agenda, as the right hon. Member for Lagan Valley intimated.
Northern Ireland Departments and other public authorities also need to give due regard to the statutory obligations placed on them by section 75 of the Northern Ireland Act to promote equality of opportunity in respect of all the functions they perform and the services they provide. Herein, as it were, lies the dilemma. It is not for Westminster to tell Stormont what it must do in respect of the covenant—it is for Northern Ireland Executive Ministers to debate and negotiate and agree how the armed forces covenant should apply in Northern Ireland to the extent permitted by law.
There are some who say that section 75 is a hindrance and should be amended to somehow allow the covenant to be applied. Of course we want to see the armed forces covenant principles applied right across the United Kingdom. However, if the Northern Ireland Executive decide not to proceed with the covenant, that does not justify amending section 75, which is one of the cornerstones in the architecture of the Belfast agreement that was endorsed in referendums in both Northern Ireland and the Republic.
I think it is fair to say that Northern Ireland has made great progress since the dark days of the troubles. This month we saw the Taoiseach lay a wreath at the war memorial in Enniskillen following on from the historic wreath layings—both at the garden of remembrance in Dublin and at the Irish war memorial at Islandbridge—by Her Majesty the Queen during her highly successful state visit last year. That, of course, built on the historic joint unveiling in 1998 by Her Majesty and the President of Ireland of the Messines peace tower on the site of the battle of Messines Ridge, to remember the Irish dead of the first world war—also mentioned earlier this evening—and to inaugurate the Island of Ireland peace park.
I understand the point that the Minister is making. However, the Northern Ireland Executive have not decided that it should not proceed with the military covenant and Ministers in their Departments are free to proceed with implementation. It is just that the equality provisions in section 75 sometimes present an obstacle to that. The Northern Ireland Act cannot be amended by the Northern Ireland Assembly; that is a matter for this House. That is why we want to discuss with the Government how we can overcome that obstacle.
I think what the right hon. Gentleman has said is very reasonable. I hope that some of the acts of remembrance that I was referring to a few minutes ago will inspire those in the Northern Ireland Executive to work together to find a way forward to apply the covenant principles in a practical manner, and I hear what the right hon. Gentleman has said about their only being able to do so much. I think that that is something we could all discuss when we meet the Prime Minister next month. If, in that time, the right hon. Gentleman can explore what could be done by the Northern Ireland Executive, I believe that would materially inform that discussion. Then we need to see where we can go from there. I will leave it to the Minister of State to say whether there is any more that he can add to that when he winds up at the end of the debate, but I hope that I am replying to the right hon. Gentleman in the spirit in which he intervened on me.
My hon. Friend the Minister of State has invited me to visit Northern Ireland. I have accepted his invitation to visit in the new year, to see for myself how the covenant operates in practice and whether there are any practical difficulties. I hope that it will also be possible for me to meet personnel from 38 Brigade. I think that, after the right hon. Gentleman’s comments, I am now honour-bound to visit a cadet unit as well; and as my own father served in the Royal Navy, perhaps I might be able to squeeze in a visit to HMS Caroline, too.
In conclusion, we appreciate the complex history of Northern Ireland, and the sensitivities in this area, but we also appreciate the valuable service in our armed forces given to the Crown by so many from Northern Ireland—and indeed the whole of the island of Ireland—over many generations. It is important that we remember that service, and that we do our best for those who have served with such distinction—and for their families—because they have helped to keep us free.
Sorry, the 19th. I expect that it is being moved in my diary as we speak, as I hope to be at the meeting.
My one concern is that we must not be too prescriptive. As the hon. Member for North Antrim (Ian Paisley) said, a veteran might be living next door to someone who disagrees fundamentally with their serving in the armed forces. It is not as simple as turning up and saying, “I should be rehoused because I am a veteran.” In Northern Ireland, the situation is very difficult. In many cases, we might not want people to know that somebody is ex-service, where they are coming from or where they live, particularly if they come from the nationalist side. I have met many nationalist young people who have served in the armed forces. We have to be really careful not to make the situation worse for them while we are trying to make it better.
I take entirely the point that the Minister is making, and my hon. Friend the Member for North Antrim (Ian Paisley) made it clear that we understand it. On the legislation, we are simply trying to create an enabling environment—not something prescriptive—in which we can do the things that we both want to do.
I agree completely. That is exactly what we need to do. If we can do that, it will be excellent. However, there may still be circumstances in which we need to be very careful about how we proceed.
I raised this issue with the brigadier in charge of 38 (Irish) Brigade at Corporal Day’s funeral, which was the earliest opportunity I had to do so. He said that in the interim, and even afterwards, Members should come to see him or me if they have constituency cases in Northern Ireland of the issues that have been raised. The rapport that the brigadier and his staff have with a lot of local authorities, which can be difficult in this sort of thing, is actually very good. What they say publicly sometimes differs from what they say privately, so we can address many of these issues.
The Defence Minister will write to Members about many other questions that have been raised, but I will deal with one matter of which I am very conscious. I have lots of friends who served in the Falklands. One of my closest friends is Simon Weston, who has done unbelievable things for charity since he suffered his horrific injuries in the Falklands. He tells me all the time that mental health issues such as post-traumatic stress disorder—the percentages do not really matter—rarely show themselves early on, but become apparent later down the line. The difficulty is how we get people to address such problems. Very often, people do not know that they have them. If they do, they often do not want to tell people how they feel because they are very proud people who have served their country. I experienced that when I was in the fire service. I knew many guys who were really struggling with what they had seen over their 15 or 20 years of service. We have to give such people the opportunities to come forward, or have the expertise available for them from the various organisations.
I have to sit down now. This has been an important debate and I am sorry if anybody is disappointed that it was a Northern Ireland Minister who summed up.

Commons ChamberI am not sure that raising 1 million troops in a year will be easy, but I can say to my right hon. Friend, who raises an important point, that one design parameter we set for the Army 2020 exercise is that the Army should be able to regenerate capacity if, at a point in the future, the strategic context demands it and the fiscal situation permits it. I can assure him that the Army, in designing Army 2020, has held that very much to the front of its consideration.
This is a difficult day for the Army, but I welcome the retention of the 1st and 2nd Battalions of the Royal Irish Regiment—the 2nd Battalion is a reserve unit—and of the Irish Guards. Reserve forces are heavily recruited in Northern Ireland. We supply up to 20% of operational reserves in the United Kingdom. When will we hear of the new formation of the reserve units in each of the regions?
If the right hon. Gentleman looks at the written statement that I laid this morning, he will see that a new Royal Auxiliary Air Force unit will be stood up in Northern Ireland.

The Secretary of State will therefore understand my concerns and those of other Opposition Members about that reduction. Will the Secretary of State assure me that he will reconsider the reconfiguration of the military footprint in relation to Northern Ireland as regards strengthening both the permanent garrison and the reserve footprint?
I shall treat that question as a full sentence with a series of subordinate clauses, but it should not be emulated by colleagues. It is not a competition.

That this House recognises the valiant service and sacrifice given by the members of UK armed forces in the defence and security of the UK; notes concerns about the current level of support provided to veterans and the families of service personnel; and calls on the Government adequately to fund aftercare services for veterans, including those who have physical disabilities or mental illness, to provide the best support to the families of those who have died as a result of their service, and to honour in full its commitments in relation to the Military Covenant.
My colleagues and I welcome this opportunity to debate a subject that is very dear to our hearts and, I know, to many Members on both sides of the House. I hope the tone of the debate will allow us to engage with the issues, as we do not see this as a party political matter at all. Rather, it presents the House with an opportunity to demonstrate that it wants to do all it can to ensure that the men and women who serve our country in our armed forces are provided with the support and care they need, when they need it.
I want to begin by paying tribute to our armed forces, including those currently serving in Afghanistan and other theatres of conflict. DUP Members are very proud of our armed forces and of the contribution that our men and women from Northern Ireland make to them. I recently went to Afghanistan, where I had the privilege of meeting some of the service personnel in Helmand, including members of the 1st Battalion the Irish Guards, which is based at Camp Bastion and is working with the Afghan national army, and the 1st Battalion the Royal Irish Regiment, which is supported by the 2nd Battalion, the reserve battalion, in doing excellent work on the front line by driving back the Taliban. They bring their experience of Northern Ireland, and their wider experience, to that task.
The reserves play an important role. As part of the review of the reserves, I had the opportunity at the weekend to visit a number of units in Northern Ireland, including the Royal Naval Reserve unit in my constituency at HMS Hibernia, based in Thiepval barracks, and the 2nd Battalion the Royal Irish Regiment and other Territorial Army units.
Northern Ireland has a very small proportion of the UK population, yet it currently provides 20% of reserve forces deployed on operations, and has done so consistently in recent years. That is a remarkable testament to the work of the reserve forces in Northern Ireland, and I pay particular tribute to the Reserve Forces and Cadets Association, which plays a very important role in developing our reserve forces. That 20% statistic demonstrates the commitment to our armed forces in our region of the United Kingdom.
The last time I visited Afghanistan, I was struck by the number of reservists from the medical profession serving there who came from Northern Ireland. Will the right hon. Gentleman comment on that, and will he also join me in thanking employers who make it possible for their work force to be reservists?
I thank the hon. Gentleman for his intervention. I know he takes a very keen interest in our armed forces, especially in those in his Colchester constituency. He is absolutely right about the role of the reserves from the medical profession. As a result of the troubles, members of the medical profession from Northern Ireland have over the years gained expertise in dealing with casualties in conflict situations, and especially in the consequences of explosive devices. One thinks of the medical staff at the Royal Victoria hospital, Belfast city hospital and other medical establishments in Northern Ireland. Encouragingly, as well as working in the medical profession, some of those people give up their time in the reserves, not only at weekends to provide training for other reservists, but to go to places such as Afghanistan to provide their expertise to help those who are, sadly, injured, many of them seriously. The first time I visited Camp Bastion I met some of the medical reservists working at its excellent hospital facility. They are treating not only service personnel but Afghan civilians injured by improvised explosive devices and gunshot wounds. I commend, as the hon. Gentleman did, the work of our reservists from the medical profession, who give their time and commitment, and are worthy of continuing support. I know that the review of the reserves will touch on this area and I am sure that the Secretary of State will wish to examine that aspect carefully.
On behalf of my colleagues, may I also pay tribute to all the members of the armed forces who have served over the years in Northern Ireland? We recognise the huge sacrifice that was made by the armed forces in seeking to protect the entire community in Northern Ireland from terrorism—the cost was very high indeed. One thinks of atrocities such as the Narrow Water bomb at Warrenpoint, and the Droppin’ Well bomb. I know that the hon. Member for Beckenham (Bob Stewart) is very familiar with the latter atrocity as he was the commanding officer at the time and lost some of his soldiers in it. Indeed, he told me rather movingly, as we served together on the Defence Committee, about how one of the young women killed in that explosion died in his arms as he sought to comfort her in her final moments. We do not forget that sacrifice and we do well to honour those who did so much to help bring the relative degree of peace that we enjoy in Northern Ireland today. But for their commitment, their service and their sacrifice, the people of Northern Ireland would not be enjoying the progress that has been made, and that should never be forgotten.
As one whose father was killed in the last war—I am one of the few Members of this House in that position—may I say that I thoroughly endorse every word of the motion and, if there is any need to do so, I shall emphatically vote for it?
I thank the hon. Gentleman for that. He has always been a Member of this House who has maintained a close interest in Northern Ireland. He has been very supportive, over many years, of the work of our armed forces in helping to secure peace in the part of the United Kingdom represented by my party.
My party recognises the pressures that the current operational commitments in Afghanistan put our armed forces under and the accompanying pressures on the welfare system; the more casualties there are, the more difficult it is to meet the demands and the needs arising from them. In addition, the social dynamic is changing; military families and their way of life are changing. They desire home ownership, educational stability for children, and employment opportunities for spouses and partners. Those factors all need to be taken into account in designing the welfare and support mechanisms put in place for our armed forces. Just because things were done in a certain way in the past, that does not mean that they cannot be adapted to suit the circumstances of the 21st century, and that is important.
The need to care for and support people who have been bereaved through the loss of a loved one remains an absolute priority. Just before the general election, I brought one of my constituents, Mrs Brenda Hale, to meet the then Secretary of State, the right hon. Member for Coventry North East (Mr Ainsworth). Brenda lost her husband, Captain Mark Hale, who was serving in the 2nd Battalion, The Rifles, based in Ballykinler in County Down. A very courageous man, Captain Hale had been out on patrol with his soldiers and three of them had been injured by an improvised explosive device. He went back from the helicopter pick-up point to collect the third soldier and as he did so a fellow soldier, Rifleman Daniel Wild, accidentally stepped on another IED and, sadly, that resulted in the loss of the lives of Captain Mark Hale and Rifleman Wild.
Brenda wanted to discuss with the then Secretary of State the manner in which key elements of the support mechanisms put in place to help her as a widow had absolutely failed and, indeed, had added to her difficulty at a time of grief. I commend the right hon. Member for Coventry North East for his approach to Mrs Hale and the offer he made to review the support mechanisms in place for those who lose a loved one on active service. I am sure that the current Secretary of State will carry through that commitment as part of the writing of the military covenant. It is essential that families who lose a loved one in combat are given appropriate care and support when they need it and that the level of support is consistent with the commitments offered through the military covenant.
I recently met two sisters of Captain Daniel Read, who recently died in Afghanistan. They were incredibly supportive of the family liaison unit that was given the difficult task of letting the next of kin—in this case, his wife—know of his passing. They made the proactive and sensible suggestion that the next of kin should extend to the parents, particularly when the soldier is incredibly young. I would be grateful if the right hon. Gentleman commented on whether we could extend the duty of the family liaison officer to informing the parents too.
I thank the hon. Lady for that intervention, which raises an interesting and relevant point. In the context of Northern Ireland, I did some work with the parents of soldiers and police officers whose sons and daughters had been killed on active service during the troubles. We examined this very issue of how they were treated as parents in circumstances where the next of kin was a spouse or a partner. One recognises the need to give a clear place in law and in other ways to the next of kin, but I agree with the hon. Lady that there is a need to respect the position of the parents of a soldier or another member of the armed forces killed in action. Perhaps the Secretary of State might examine the matter in the context of the military covenant. Undoubtedly, the pain caused by the loss of a husband, wife or partner is beyond comprehension, but we should not underestimate the loss felt by a mother or father who loses a son or daughter, so I thank the hon. Lady for her intervention.
I commend the previous Government—I note that the hon. Member for North Durham (Mr Jones) is in his place—on some of the work they undertook in laying the foundations for the care and support that our armed forces personnel receive today. I think particularly of the personnel recovery centres that have been established, which I believe include seven regional centres, and the institution of the Elizabeth cross and scroll. I have met some of the widows who have received the Elizabeth cross and scroll and noted how important it was for them to receive that recognition. We want to put on the record the hon. Gentleman’s work in that regard.
I thank the right hon. Gentleman for giving way and I thank him and his colleagues for signing the early-day motion I tabled on behalf of the national Gulf Veterans and families association. An awful lot has been done in recent years to support those people but one group who are still struggling are those suffering from Gulf war syndrome. He will be aware of the evidence coming from the United States. Does he agree that it is time for us to look at this issue again to see how we can better support those who are struggling, particularly this year, which is the 20th anniversary of the end of the war?
I thank the hon. Gentleman for his intervention and I will come to the issue of post-traumatic stress disorder and what is known as Gulf war syndrome. I am aware of and have previously commended in the House the work of the hon. Member for South West Wiltshire (Dr Murrison), who is in his place, and the report that he produced, which I know the Secretary of State has committed to implementing in full. We welcome that commitment and look forward to its being honoured, but we are also supportive of the key points that the hon. Member for Brigg and Goole (Andrew Percy) made in his early-day motion. Some of the soldiers who suffer from Gulf war syndrome reside in Northern Ireland; I have met some of them and am aware of their concerns, and more needs to be done to assist those suffering from that condition.
A harrowing statistic that has been given in the House before, going back to the Falklands conflict, is that more of our armed services personnel who served there took their own lives as a result of the trauma of their involvement in that conflict than died in the conflict itself.
That statistic keeps being repeated, but I ask the right hon. Gentleman to look at the evidence and find out where it comes from, because I do not think it is right.
I am open to being corrected on the statistics. Undoubtedly, a significant number of service personnel find themselves unable to cope, through mental illness as a result of trauma, and take their lives. The hon. Gentleman is right that the point is not about the numbers but about the need that must be addressed. We estimate that there are about 11,000 people with post-traumatic stress disorder in Northern Ireland as a result of the troubles, and the current system is incapable of coping with that. We are having major problems with former police officers feeling the impact of post-traumatic stress disorder several years later. It is important to ensure that they get support and are provided with the care they need—and the same goes for our armed forces personnel. I take the correction that the hon. Member for North Durham has offered. Perhaps I am guilty of repeating something that has been said wrongly in the past, but the point can still be made that significant numbers of people suffer from conditions such as post-traumatic stress disorder and mental illnesses that are directly linked to their service, and we need to prioritise that issue and ensure that those veterans are provided with the support they undoubtedly need.
That brings me to the military covenant. In the motion, we call on the Government to honour the commitments they have made publicly about the military covenant, and I seek the Secretary of State’s clarification on this point. Following the general election, the Prime Minister, on a visit to HMS Ark Royal, said:
“Whether it’s the schools you send your children to, whether it’s the healthcare that you expect, whether it’s the fact that there should be a decent military ward for anyone who gets injured. I want all these things refreshed and renewed and written down in a new military covenant that’s written into the law of the land.”
I know that there is some concern about what is meant by enshrining the military covenant in law. We welcome that commitment and I know that it is widely welcomed, particularly among the veteran community.
Does the right hon. Gentleman accept that what is actually important to the veteran community is what they get rather than having the military covenant written into law? Would he prefer to see a no-disadvantage model of the military covenant, in which veterans get the same level of service as the rest of the population, or a citizen-plus model of the sort that endures in the United States, under which people are given more to reflect their service? That is the important point that the veteran community would like discussed.
I merely seek clarification of what is meant by enshrining this in law. Yesterday, in response to a question from my hon. Friend the Member for East Londonderry (Mr Campbell), the Prime Minister said:
“we are writing out the military covenant and properly referencing it in law.”—[Official Report, 2 March 2011; Vol. 524, c. 296.]
We are anxious to ascertain what is meant by “properly referencing” the military covenant in law and what the Prime Minister meant by “enshrining” it. I accept the point that the hon. Member for South West Wiltshire has made, but I draw his attention to a letter, which has been circulated to Members of Parliament, from the director general of the Royal British Legion to the Under-Secretary of State for Defence, the right hon. Member for South Leicestershire (Mr Robathan), who is here. The letter expresses concern about what is meant by the commitment to enshrine the military covenant in law, so there are some in the veteran community, represented by the Royal British Legion, who want clarification. I seek that clarification this afternoon on behalf of my colleagues and I hope that the Secretary of State will shed some light on this.
While we are involved in Afghanistan, the armed forces are at the forefront of people’s minds, but that will not be the case when things are quieter. Does the right hon. Gentleman agree that one point of enshrining the military covenant in law is to make sure that the armed forces are always looked after, so that we would not need to have this type of debate?
Indeed; I welcome the hon. Gentleman’s intervention. Our purpose in putting the motion before the House today even though there have already been debates on these issues, including one on the military covenant a few weeks ago, is to show that we think those debates should continue and that the House should not tire of discussing these issues until we get them right.
Surely the point is that all we are asking the Government and the Prime Minister to do is to honour the promise that the Prime Minister made at the Dispatch Box.
I thank my hon. Friend for that comment and I accept the hon. Member for South West Wiltshire’s point that what we want in the end is delivery. We want to ensure that armed forces personnel, veterans and their families are provided with the care and support they need, but as there is already debate out there about what is meant by enshrining the military covenant in law, or by referencing it in law, we would like some clarity so we can put the issue to bed and get on with the job of writing the covenant and delivering the commitments that have been given by the Government to those who require that help and support.
I hope I can help the right hon. Gentleman. I served on the Select Committee that considered the Armed Forces Bill and there was certainly some debate, which continues, on exactly what is meant by the terminology “armed forces covenant” and “enshrined in law”. The Royal British Legion has got this right. The Government have now enshrined it in the Bill and there is discussion about what that actually means. That is what this is all about.
I thank the hon. Gentleman for making that point and I look forward to hearing what the Secretary of State has to say on behalf of the Government.
It is interesting that the hon. Member for Colchester (Bob Russell) is continuing the way he acted in Committee by supporting everything the Government do. The Opposition tabled an amendment in Committee to enshrine the covenant in law, but he and the Government voted against it.
Certainly, we and other hon. Members on both sides of the House want the military covenant to have a firm legal basis, so that all service personnel, their families and veterans are clear about their entitlement and so that it is protected by the law of the land. That is what we are seeking to achieve.
In addition, the resourcing of the covenant and putting in place the support services needed to deliver the commitments set out in the covenant are equally important. That should include adequate support for bereaved families, adequate treatment and care for injured service personnel, adequate welfare provision for the families of service personnel and, crucially, continuing care and support for veterans—those who have served this country so well in the past. I also include the need to ensure that personnel who are transitioning to civilian life at the end of their service are properly supported. That is a key element. Indeed, in the current context of redundancies, it is important that those matters are handled properly and sensitively. I welcome the commitments that the Secretary of State for Defence has given previously in the House to achieving those objectives.
We must emphasise the fact that we welcome what the Minister said in the House yesterday, as reported at column 309 of the Official Report, when he indicated that he would allow discussions between us and the chiefs of staff to ensure that the regional representatives can make a good case for those soldiers who will face redundancy and for those who will not. We welcome the opportunity to have those discussions at some length.
I thank my hon. Friend for that intervention and endorse what he says.
We hear much about the big society. I warmly applaud the work of the military-linked charities, such as the Royal British Legion, which we have already mentioned, Help for Heroes, the Army Benevolent Fund, or the Soldiers Charity as it is known now, and Combat Stress—to name just a few of those that do some excellent work—and it is important that the military covenant seeks to bridge the gap between what the Government can provide and what the third sector can provide. There is an opportunity to show the big society at work, helping our armed forces and our veterans, and I hope that the Government will continue their discussions with those charities and others who work with services personnel and veterans, to ensure that a joined-up approach is taken.
Innovative thinking is also needed. I want to refer to a project that has considerable merit: the proposal that HMS Ark Royal should be brought to the Thames, close to London City airport, across from the dome and close to where the Olympics will take place next year, to provide accommodation for those who have served, perhaps through Homes 4 Heroes, and work for veterans. That is about the third sector joining up with the Government and using part of our military heritage to deliver something that is of benefit not just to the military community, but to the wider community in that part of London.
We must close the gap between the third sector, represented by the military charities, and what the Government can do, especially given the increasing numbers of wounded personnel returning to society. That figure will undoubtedly be compounded by a large number of redundant military personnel who will need to resettle in the community. Projects such as the Army recovery centres and the proposal to bring the Ark Royal to London are examples of the initiatives that we would like the Ministry of Defence to develop with the service charities. I am sure that the Secretary of State will look with interest at the proposal for the Ark Royal.
Indeed; I echo the hon. Gentleman’s comments. He is right to highlight the work of that association, which goes back a long time and is much valued.
Working with the charities, building on the concept of the big society, is important. I talked about the joined-up approach, and I want to mention an example that is not joined up at the moment. At the moment, the Treasury requires military bands to charge the full rate to charities that seek to raise money to help our armed forces personnel. I have a recent example of that happening in Northern Ireland. We have one military band in Northern Ireland—the Territorial Army band of the Royal Irish Regiment—and it is made up of reservists. That is the only option that we have available in Northern Ireland if we want to use the services of a military band.
A number of charitable events organised by the Royal British Legion and the Soldiers Charity in Northern Ireland have been cancelled recently, because they would be charged £3,000 for the use of the Royal Irish Regiment band. Those events are therefore no longer viable, so there is a loss of revenue and income to the very charities that we want to encourage to work with the Government to do more to help our service personnel and veterans. The Government could address that lack of a joined-up approach. I hope that we can revert to the situation where a reduced charge is made to use military bands for the purpose of raising money for charities that directly benefit our armed forces personnel and veterans. That was the position that prevailed before, and I hope that it will prevail again in the future.
Not only do charities need to be assisted to raise money by using military bands, but the Royal Irish band, which is popular in Northern Ireland, is an excellent recruitment tool and helps to promote the Army in the community. We have had difficulties in the past with community engagement because of the sensitivities in Northern Ireland, and the band is getting to places that it has not been able to get to before. What do we do when we are making that progress? We up the charge, and the number of events in which the band can participate is reduced. Its ability to assist military charities to raise much-needed funds is reduced. If the big society is to work, we need to address such issues.
As a previous band president, I absolutely endorse what the right hon. Gentleman says. It would be good if the separate charges for bands were removed, so that we could get more money for charity events.
I thank the hon. Gentleman for his contribution, and I am sure that the Secretary of State is listening carefully to what has been said on the subject. If he has never benefited from the music of the Royal Irish Regiment band, I suggest that he find an opportunity to do so; “Killaloe”, in particular, is a very popular choice back home.
As I bring my remarks to a close, I want to touch on just one other subject: pensions for our armed forces personnel. My hon. Friends and I are concerned about the proposal to link pensions to the consumer prices index, rather than the retail prices index. That proposal will have an enormous impact on the former service personnel who rely on their armed forces pensions in retirement. It will result in their pension entitlement being reduced significantly during their years in retirement. We ask the Government to look again at what they are doing on the issue.
My right hon. Friend makes an extremely important point. Changing the inflation link by using the CPI will reduce pensions over the long term. It could cost people tens of thousands of pounds in income. It is particularly invidious given that the CPI does not take proper account of housing costs, which are a vital element for veterans and ex-service personnel, so I entirely endorse what he says and hope that the Secretary of State will take that on board.
I thank my right hon. Friend for that comment.
I would like to make another point that has been raised before in the House and is the subject of early-day motion 484: the question of the rank that a soldier holds at the time of his death and the impact on the pension paid to his family and surviving spouse. There is a rule that pensions on promotion are payable only after a new rank has been held for a year, which means that the families of some of our armed forces personnel who have been killed on active service have received a pension below the level that is consistent with the rank held at the time of death. I am thinking, in particular, of the case of Sergeant Matthew Telford from Grimsby, who was promoted to the rank of sergeant in June 2009 and killed that November. His family were paid a pension below the level that would have been payable to that rank.
In such cases, we have instructed that compensation should be paid to increase the pension to the same financial level. The Government intend to change the law so that in future it will be much clearer that pensions should be paid at the level of the acting rank at the time any member of the armed forces is unfortunately killed. I think that that is what the country would expect us to do in order to be fair.
I warmly welcome the Secretary of State’s comments and the fact that the Government are committed to dealing with the problem, in the short term through the payment of compensation and in the longer term by changing legislation. That will be widely welcomed within the armed forces community.
I want to mention briefly the pensions payable to Gurkhas. The Secretary of State will be aware of the campaign that the Gurkhas have been pursuing on the level of pension they are paid. I recently met some of their representatives, who told me that there are 10,000 former Gurkhas in Nepal living in poverty—their figures, not mine—and that although those Gurkhas who live in the UK qualify for pension credit, that costs more than would a proper pension. If we are subsidising their pensions with pension credit, why not just pay them an equal pension? I hope that the Secretary of State and his colleagues will look at that. The Gurkhas have made an enormous and valiant contribution to our armed forced over the years. I know that improvements have been made in the level of welfare and support that they receive, but I hope that the Government will seek to address this issue.
I welcome the opportunity to have this debate. We stand ready to support the Government in taking forward the military covenant and want to see them honour all the commitments they have made. I look forward to hearing what the Secretary of State has to say.
I thank the Democratic Unionist party for raising this important subject. We have had a useful debate, which I have enjoyed. I can honestly say that I do not always enjoy every debate that we have in this place. I thank the Democratic Unionist Members for their contributions. I have great affection for Northern Ireland. I spent the best part of a year of my life walking its streets. We will not go too far into the politics, but I spent most of my life then in a part of West Belfast that does not currently have a Member of Parliament and used to be represented by a man for whom I fear that I do not have a great deal of time, particularly following his service on the provisional army council—something on which the DUP and I would rather agree.
The right hon. Member for Lagan Valley (Mr Donaldson) is absolutely right: this issue should not be a party political football. I think that every hon. Member agrees that we wish our service personnel to receive good treatment while they are serving and, latterly, when they leave. Of course that includes their families and reservists.
I should like to touch on a couple of the points made by the right hon. Gentleman. He spoke about mental health, which is very important to us, as shown by the fact that my hon. Friend the Member for South West Wiltshire (Dr Murrison) has produced his report, “Fighting Fit”. The right hon. Gentleman is absolutely right that service charities play a huge part in how we hope to deliver the covenant and, indeed, are part of the big society. He mentioned Treasury rules relating to service charities, and I am looking at that and, indeed, have a paper with me at the moment that I wish to progress. Finally, he mentioned suicides and the Falklands. I would love to have some evidence about such suicides, but I am afraid that I know of none.
The hon. Member for North Durham (Mr Jones), who has apologised to me for not being in his place now, was much more emollient than the shadow Secretary of State has been recently, and I agree with a great deal that he said. It is a pity that he then got into party politics, with a rather incoherent position on the justiciable rights that he might want to put into law.
I thank my hon. and gallant Friend the Member for Beckenham (Bob Stewart), who has a long record on such things, for speaking movingly about care for the disabled. The hon. Member for Upper Bann (David Simpson) spoke with genuine feeling. I, too, should like to congratulate him. I did not realise that he is a great fundraiser for service charities, so I should particularly like to thank him for that.
My hon. Friend the Member for Colchester (Bob Russell) paid tribute to Monty’s driver—his constituent—and spoke very well about service charities. He was followed by the hon. Member for Strangford (Jim Shannon), who quite rightly reminded us that Montgomery came from the Province and about the many contributions by Northern Ireland personnel in our services, particularly in the first world war and subsequently. I agree absolutely with what he said about the moral obligations of the covenant.
I agree with my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) that we should commemorate what happened in the Falkland Islands. I lost many friends in the Falkland Islands some 29 years ago. Our major commemorations in this country tend to take place on the 25th anniversary, as happened a few years ago, and on the 50th, but that does not stop people commemorating every anniversary. He will be pleased to hear that I got the message about his wanting Plymouth to be the centre for armed forces day in the near future. He might wish to know that the Combat Stress helpline for mental health went live on Monday. That was one of the recommendations in my hon. Friend’s “Fighting Fit” report.
The hon. Member for South Antrim (Dr McCrea) spoke with passion about service, especially in the Royal Irish, and about the excellent health care that personnel receive in Afghanistan. The trauma care that people have learned about in Afghanistan is going forward into the national health service. That is not dissimilar to what happened with gunshot wounds and the Royal Victoria hospital, which became a repository of unbelievable knowledge in the past.
My hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti) quoted the Library document from 2007 about the unspoken moral commitment that is the covenant—
claimed to move the closure (Standing Order No. 36).

The Secretary of State will know that not only members of the armed forces but civilian staff, too, are affected by redundancies. I have written to him about the uncertainty over the future of civilian staff at Massereene barracks in Antrim. I hope that he will look into that matter.
Indeed I will, and I shall be happy to meet the right hon. Gentleman if there are particular cases and circumstances that he wants me to look into. In general, the redundancies that will occur in the military as a result of the strategic defence and security review and the comprehensive spending review will be compulsory. For civilian staff, we want to consider natural wastage and voluntary redundancies where possible.

Commons ChamberI am not able to give those details today, although my hon. Friend is correct to say that we will do so shortly. I am sure that the House would agree that it is not so much where we honour our war dead, but how we do so. Wherever those ceremonies take place, it is essential that those who have made sacrifices are treated with all due respect and honour.
May I, too, pay tribute to the soldiers serving in Afghanistan? I recently had the privilege of meeting some of them when we were there with the Defence Committee, especially those of the Royal Irish Regiment based at Nad Ali, who are doing an excellent job in driving back the Taliban. Perhaps not enough is said in public about the success that our armed forces are enjoying. That, sadly, is not matched by the political progress that is being made and I echo the comments of the Opposition spokesman. More could be done on the political side of things, especially with the Afghan Parliament. We in Northern Ireland, who have some experience of negotiating political arrangements and taking care of the rights of minorities, would be happy to sit down with our Afghan counterparts and share our experience with them.
I am grateful for that offer. I have often thought about how, through our development aid, we are willing to give advice on economics and bureaucracy but still seem to expect people who have never had experience of political life suddenly to be able to be politicians. I would have thought—if I may say so—that one thing we have plenty of in this country is ex-politicians. We should be trying to find a way of using our experience at all levels of government to assist with the skills level necessary for politics in Afghanistan to succeed. Why do we assume that people require professional assistance in every other walk of life, but that somehow people can learn instantly to become democratic politicians? There is room for improvement in that area.

Commons ChamberAs I have said, defence reform is, effectively, a root-and-branch reform of the entire Department including, essentially, everything other than the front-line capabilities that were covered in the SDSR. It will have no impact on what is happening in Afghanistan, which will remain the prime effort of the MOD.
In the context of reform, when does the Department intend to implement the recommendation in the report of the Secretary of State’s party colleague, the hon. Member for South West Wiltshire (Dr Murrison), envisaging the establishment of a veterans information service?

Commons ChamberMy hon. Friend makes an excellent point. Recent evidence suggests that post-traumatic stress disorder is likely to present at a peak at about three years, but may take as long as 14 years to present. It is therefore important that we recognise and see through our through-life responsibility to our armed forces. It cannot be right that our duty of care ends at the point of discharge from the armed forces themselves.
Has the Secretary of State considered the impact on former serving personnel of the proposals by the Government to remove the mobility component of the disability living allowance benefit for those residing in residential care accommodation, which includes, of course, many ex-service personnel?
On all the issues affecting the changes set out to welfare, there have been considerable cross-governmental discussions. I shall continue to have discussions with my colleagues because it is right, as I said, that we look after not only those who are serving but those who have served in a way that is indicative of the services that they have already given to this country.

Commons ChamberI welcome the opportunity to participate in today’s debate. Following the precedent set by the hon. Member for Mid Sussex (Nicholas Soames), I pay tribute to those who have paid the supreme sacrifice in our armed forces and who laid down their lives so that today we can have this debate and enjoy the relative degree of freedom that we do. In particular, I am thinking of the soldiers who served in Northern Ireland over a number of decades, and those who lost their lives protecting the community there.
We had a debate yesterday in the House on the Saville inquiry, and there was much criticism of the actions of the Army in Londonderry in 1972—but that must not become the mark of the Army’s contribution to Northern Ireland and to the relative degree of peace that we enjoy today. The Army did many valiant things in Northern Ireland, and many people are alive today because of its contribution. I would also say that the Army has learned much from its experience in Northern Ireland. I hope that, whether in Afghanistan or in the other parts of the globe, it can put that experience to good use.
It is a matter of concern that recently the head of MI5 warned that the threat from dissident terrorist groups in Northern Ireland is on the increase. We are discussing today a strategic review not only of defence but of security, and I want to highlight the continuing threat, because not only is it posed in the cities, towns and villages of Northern Ireland but it has the capacity to extend to other parts of the United Kingdom.
Yesterday in the Belfast Telegraph there was an interesting interview with some of the so-called leadership of a new dissident group that described itself as Oglaigh na hEireann, which is Irish for the army of Ireland. It is the latest version of the Irish Republican Army, and it draws together disaffected elements from the Provisional IRA, the Real IRA and the Continuity IRA. Significantly, among the new recruits are bomb makers who have developed a capacity to explode bombs in a way that is very dangerous. It concerns me that although, of course, our focus at times is on our role in Afghanistan and on the threat from al-Qaeda and other militant groups, there remains here at home in the United Kingdom a potent threat from such groups. It is estimated that the new group has about 600 members, some of them new but many of them with experience of involvement in terrorism over a number of years.
We should not underestimate that threat. I do not want to give the group a status that it does not deserve, but the reality is that the Police Service of Northern Ireland has been reduced from 14,000 officers at its peak during the troubles to the current level of just 7,000, who alone have to deal with that terrorist threat, supported by the security services but without the support of the Army.
I am worried by the right hon. Gentleman’s comment that there might be 600 people in a new terrorist organisation in Northern Ireland. That is a significantly large terrorist group, particularly if substantial numbers are active. That worries me a great deal. Is he absolutely certain that it is anything like as large as that? If it is, that is a big worry.
I thank the hon. Gentleman for his intervention, and for the contribution that he made while serving in the Army in Northern Ireland. I know that he experienced some terrible events that occurred during his time there. The figures that I quote come from the security services and from the Police Service of Northern Ireland; they are not something that politicians have dreamed up for the purposes of scaremongering. I do not share these remarks with the House to scaremonger, but merely to say that, in the context of our strategic review, we must keep an eye on a growing internal threat in the United Kingdom that may have consequences for the capacity of the PSNI to cope with it alone without the support at least of specialist assistance from our armed forces. We still have that capacity based in Northern Ireland, and it may be more needed than was envisaged when Operation Banner drew to an end just a few short years ago.
At the end of Operation Banner—as the former Defence Secretary, the right hon. Member for Coventry North East (Mr Ainsworth), will recall—commitments were given at a political level that a significant garrison would be retained in Northern Ireland. It therefore concerns me that there is talk of 19 Light Brigade, who are headquartered in Thiepval barracks in Lisburn in my constituency, being transferred back to the mainland. Similarly, there is talk of 2 Rifles, who are part of 19 Light Brigade and based at Ballykinler in County Down, and who recently served with distinction and great loss in Afghanistan, being transferred back to the mainland, with Ballykinler no longer being used as part of the garrison establishment in Northern Ireland, although its ranges and specialist training facilities would still be available to the Army.
This causes concern to us in Northern Ireland, as we very much value the presence of the Army in our part of the United Kingdom. Although we still have 38 (Irish) Brigade headquartered at Thiepval barracks, the presence of 19 Light Brigade has been important; they have done some valuable work with the local community. I would be worried if there were a move to transfer the brigade headquarters away from Lisburn back to the mainland. When the Prime Minister made his statement to the House on the SDSR, I sought an assurance from him that the cuts in troop numbers would not result in a reduction in the size of our front-line infantry units, and he gave that assurance. At the moment, 1 Royal Irish and the Irish Guards are deployed in Afghanistan, currently on operational duty in Helmand.
We in Northern Ireland are very proud of our long and historical tradition. It may not go back 800 years, but it certainly goes back over many hundreds of years. There is a tradition of Northern Irish men and women serving in our armed forces. Someone mentioned the Duke of Wellington, who is only one of many I could mention. Montgomery, and others of Northern Irish extraction, have made major contributions to our armed forces. We want to ensure that that tradition will continue and be respected. If I may be so bold as to speak for absent Members from Scotland and Wales, the regional contribution of Northern Ireland, Scotland and Wales to our armed forces at all levels is to be valued. That is true not just of the units that originate from those regions but of members of all units at every level of our armed forces. They are members of the British Army and proud of the British tradition as well as of their regional identity. I hope that those identities will be respected as the SDSR is taken forward.
I support the remarks of the hon. Member for Mid Sussex (Nicholas Soames) about the review of the reserves. I hope that the thrust of that review will be to strengthen the role of the reserve forces within our armed forces. He made some valuable comments in support of that move, which would bring the UK into line with other countries where the reserve forces play a greater role.
For the record, some 24,000 reservists have been mobilised on or in support of military operations since 2003, which is quite a remarkable contribution. To make the greatest contribution to our armed forces, the reserves need to be properly structured for future conflicts. That will make the best use of their skills, experience and capabilities, while at the same time moving us towards a more efficient structure. I understand that as we are having this debate, some 929 reservist personnel are on current operational duties. We wish each of them well. Their contribution is valued, and we want it to be strengthened because they have skills and specialisms that can provide valuable input into what our armed forces are doing.
The concept of conflict prevention, which is mentioned in the national security documents that have been published, is important in the context of the SDSR. If we are to have a smaller military capacity in future, we want to ensure, with our international partners, that the prospect of conflict developing is diminished as best it can be. In recent years, in the light of our experience in Northern Ireland, I have had the honour of working with people in many parts of the globe who are facing conflict. We have sought to use the benefit of our experience to help them avoid conflict or resolve it where it occurs. Just two weeks ago I spent some time in Cyprus talking to people from the north and south of the island about the situation there and the need for a political settlement. We have worked with people from the Iraqi Parliament, from Moldova, from Kosovo, from the Basque region in Spain and so on.
The UK has an important role to play in conflict prevention. Despite all that has happened in the past, it is still very much respected, and in many respects we can give a lead to the international community by working with others to prevent conflict where possible. I received an invitation recently to attend an event here in Parliament on the situation that is developing in Burundi, and I have discussed other countries where there are early warning signs of the risk of conflict.
The right hon. Gentleman makes a very important point. Does he agree that the UK is playing a key role in bringing stability and infrastructure through the Friends of Yemen group and the Democratic Friends of Pakistan?
I thank the hon. Gentleman for his intervention, and he is absolutely right. I also support what has been said about the BBC World Service, which is another valuable contribution made by the UK. Addressing conflict issues is about much more than just our military capacity; it is about what we can do to help people who find themselves in conflict or potential conflict situations, and the BBC World Service is an important component in that.
The UK can make a valuable contribution to conflict prevention, and I hope that we will be able to draw on our experiences around the globe, including in Northern Ireland. I hope that we will be able to draw on our experience of conflict to make a contribution to conflict prevention.
My colleagues and I welcome the publication of the SDSR. I am not one of those who criticises the fact that it contains a number of other reviews that need to be taken forward. I support what the Defence Committee Chairman, whom I am privileged to serve under, said about moving in haste. It was right that we took a little more time in the SDSR to look in more detail at reserve forces and other key elements, to have a more focused review and to make proposals. I welcome this debate, and my colleagues and I will continue to make a contribution as the debate goes forward.

Commons ChamberI welcome the opportunity to contribute to the debate. Let me begin by paying tribute to the soldiers of the Royal Irish Regiment and the Irish Guards who are currently being deployed to Afghanistan: our thoughts and prayers go with them, and they take our best wishes in support of what they are seeking to do in that country.
The hon. Member for Moray (Angus Robertson) mentioned the defence underspend in the regions of the United Kingdom. It is clear that the commitment of the regions to deliver men and women to serve in the armed forces is undiminished, and it is therefore a matter of regret that we do not receive our fair share of defence spend. In Northern Ireland the underspend amounts to £1.8 billion over five years, representing 74.2% of the total spend as a percentage of our population share. We want that to be addressed in the context of the SDSR. Moreover, following the recent closure of RAF Aldergrove, Northern Ireland has no RAF or Royal Navy presence. Although we still have the welcome presence of the Army, that is another indication of the diminishing role and presence of the armed forces in the region of the UK that I represent.
I want to touch on two issues. The first is the future role of the reserve forces. At present, the strength of the Territorial Army in the UK is just over 27,000 on an establishment of 38,500. That reflects the underfunding of recruiting activities for the Territorial Army, the cap that has been placed on numbers, and the fact that there is inadequate funding of TA training activities. The SDSR must address that.
The reserve forces of the UK, and particularly those in the United States, have proved to be very effective both as formed units and as individuals when serving in Iraq and Afghanistan. That proves not only their military value in enduring operations, but their cost-effectiveness as a source of military potential and mass when the threat or commitment requires it. It is worth noting that 24,000 reserve members of our armed forces have served on operational duty since 2003. The MOD must not undervalue the reserve forces or see them only as a source of cost savings, as opposed to a cost-effective, efficient vehicle for maintaining capability in UK territory.
The Secretary of State emphasised in his recent speech to the Royal United Services Institute that the SDSR must be about not salami slicing, but real change. Enhancing the role of the reserves in different defence roles, including helicopters, would represent real and sensible change. The United States and other allies, including Canada, have transformed their armed forces and lowered manpower costs by adopting a “whole force” approach, thereby achieving a significantly different balance between the regulars and the reserve component. While doing that, they have continued to commit substantial forces to meet enduring commitments over a 10-year period, with considerable success. That proves that deploying reserve forces does not diminish the military capacity of countries such as the United States and Canada, and there is no reason why that would be the case in the UK.
Therefore, in the context of the SDSR it may be necessary to direct a new work stream, integral to the ongoing work, to ensure that there is a major rebalancing of the regular and reserve mix. Reservists should be involved in the development of the SDSR, including making provision for a different model: an organisation that generates relevant capabilities and force structures at lower costs to deliver the proposed defence planning assumptions. It is worth noting that at full cost annual capitation rates, a TA soldier deployed on operations is generated at 55% of the cost of his or her regular counterpart. Instead of diminishing the TA estate and reducing the number of units, I hope that as a result of the SDSR, the Government will enhance its capacity and role in our armed forces.
Maintaining effective armed forces is not only about manpower and resources; it is also about the welfare of those who are serving, or have served, in them. To maintain both morale and decent rates of retention, we must look after the needs of service personnel and their families as well as those of veterans. Whatever cost cutting there is to be as a result of the SDSR, these men and women must not be short-changed by having their welfare diminished. Whether in the standard of living accommodation, the health and mental well-being of service personnel or, crucially, supporting those bereaved through the loss of a loved one, the Government must do the right thing in providing for the welfare of our armed forces.
Like many other Members, these days I frequently encounter veterans who are fighting to gain proper recognition for their medical condition or needs, such as post-traumatic stress disorder or hearing loss. Pensions are being reduced, benefits denied and accommodation is not available for them—I have encountered veterans who are homeless and destitute, which is disgraceful. This must not be permitted to continue. We must look after our veterans and our service personnel properly. Between 7% and 10% of all service personnel are medically downgraded or are awaiting a decision on medical downgrading. Again, these people need and deserve proper care and support.
I support the Royal British Legion in calling on the Government to introduce health screening and monitoring for service personnel and vulnerable dependants, and to ensure that priority is given to those deployed for extended periods, their partners and those who have been medically downgraded. I also endorse the Legion’s call for the establishment of an independent legal advice service to provide support for bereaved armed forces families and to guide them through the inquest process. Ministers will be aware of the reforms that were introduced for military inquests by the Coroners and Justice Act 2009. I hope that they will implement them as quickly as possible, which will help families following the death of a loved one.
I am horrified by the difficulties that Mrs Brenda Hale, a constituent of mine whose husband, the late Captain Mark Hale, was killed on active service in Afghanistan, has encountered from time to time in gaining the support that she is entitled to receive as a widow. That is unacceptable. If we cannot treat properly the families of soldiers who are lost in active service and meet their needs, we are failing all our armed forces.
The health and well-being of our armed forces must continue to be a priority for the Government, and I hope that that will be reflected in the SDSR.
