I do not think that there is any contradiction between high-quality environmental protection and employment, and indeed the welfare of communities. It is paramount that we get the marine ecology piece right. We have done so much damage to nature in this country that, frankly, it is to our benefit and our children’s benefit that we start to turn back the clock.

I will touch on another area where there has been a loss that needs to be restored.

The right hon. Gentleman is being generous with his time. Before he moves on to another point, I want to follow the previous interventions by accepting that the development of protected areas has to have the support of local fisherpeople. That was the experience of the sites off Lyme Regis and elsewhere in the country.

I am a member of the Science and Technology Committee. From time to time we and other Select Committees have called on the Government to be quicker in their implementation while consulting. Will the right hon. Gentleman, who is experienced in government, give us any insight as to why it has taken more than 10 years to develop the sites this far?

Most immediately, we are only recently free of the common fisheries policy, so it was never that straightforward. We now have the opportunity to get a move on, though. That is why I set a goal for Ministers for this Parliament. I see no reason why we cannot provide, in the course of this Parliament, a ban on bottom trawling in marine protected areas. It does huge damage to the seabed and to ecosystems. Most members of the public in this country, and frankly most people in coastal communities, will be amazed to discover that a large continental fishing boat dragging huge amounts of equipment behind it can scour the seabed. To my mind, that is the first priority. The second is to start looking at additional areas, as the Benyon review recommended, where localised no-take areas can be put in place to help the ecology recover.

My next point is about the seabed itself, which is crucial. We hear a lot about the need to plant trees and reforest degraded areas. As hon. Members know, I am passionate about my view that deforestation is a blight internationally and needs to be reversed. However, the loss of seabed habitats—kelp and seagrass—also has a big ecological impact, and we must deal with that as well. We have seen huge loss of seagrass beds around the world and around this country. Restoring and expanding the seagrass and kelp beds on our shores and under our waters is important because it helps local marine ecosystems and is a rather quicker way of absorbing carbon than planting a tree. The Government and all those who work in this field should be eagerly pursuing the opportunity for this country to contribute to our 2050 net zero goal by restoring the traditional kelp and seagrass beds around our shores.

My third request to the Minister is, therefore, for regulatory and financial support for those working to restore seagrass beds and kelp forests. We have lost 90% of our seagrass beds, with a corresponding loss of small marine creatures; many species are vulnerable to disappearing altogether. That would be a sensible, logical part of the good Government strategy over the coming decade of turning around the loss of nature in this country. Of course, there is a financial benefit too, and groups that work in this field have highlighted a number of areas where the UK can benefit financially from a smarter approach to marine protection, but it is not about money. It is just the right thing to do. It is also necessary to protect our future.

I very much hope that the Minister will follow up on all three of those requests, but I also want to touch on an area outside the United Kingdom: the future of the marine areas we do not control around the world. I pay tribute to the UK team that played an active part in the recent negotiations to secure the international agreement on the future of our oceans. As they did at the COP summit, the Government have continued to play a leading role internationally in seeking better protection for and the recovery of nature. That is clearly a very good thing, and Ministers and officials should take credit for it.

Q On that point: do we want land rents to stay as high as they are? Would it not potentially be beneficial for landlords to have to fight one another to attract tenants on to their land?

Jake Fiennes: Land rents are artificially high based on the support mechanism. We will see that slowly diminish. Commodity prices will periodically affect land prices. The horticultural sector does not rely on support at all. The average age of the British farmer is 62: land rents are overly high and they will be reduced, thereby suddenly allowing new entrants to come in who will be more open to environmental land management and public goods proposals. We will see a wholesale change. We are expecting a recession in agriculture through this transition period, for all the reasons being discussed today. Where there is change there is opportunity, and the opportunities are there for another generation to move in and manage land environmentally, economically and sustainably.

Q I will ask a question that I asked the National Farmers Union earlier: if we had a world in which there were no basic payment scheme payments—no subsidy on land, tenure or occupation—and tenants came in and only paid the rent on which they could still turn a profit, what is the correct value of land rents in an upland area, or a typical lowland area?

George Dunn: That is an interesting question, and one to which there is no simple answer. There are two codes of tenancy in play. One is the code under the Agricultural Holdings Act 1986, and one is under the Agricultural Tenancies Act 1995. The 1986 Act has a formulaic approach to rent. It steers you away from the market. In my view, if you look at the rents that are on Agricultural Holdings Act tenancies, they are probably more akin to an affordable level of rent. We are seeing around £80 per acre on arable, £50 to £60 per acre on grass and up to £100 per acre on dairy.

The farm business tenancy rents, which are driven by tender rents quite a lot, are far too high. We often see rents for arable ground in excess of £200 per acre and over £200 per acre for dairy ground. Those are clearly unsustainable. I would direct the Committee to look at the sorts of evidence you would get from the 1986 Act as to what a reasonable level of rent is.

Judicaelle Hammond: I do not think it is that easy. As George was saying, several things make up land rents. One of them is what you can get for what you do with that land. It is right that it should be left to the market. It may well be that some of the rent levels are unsustainable. I think they will probably adjust as we change regimes, but I do not think that being bound by a formulaic rent system is a good idea in a system where there is uncertainty in trading conditions and there needs to be some flexibility.

George Dunn: To add to that, the problem with an open market system is that the market is so slim, and the evidence is so hard to come by. Therefore, you tend to be driven by the froth in the system—the tender rents. If you look at DEFRA’s own figures, the average farm business tenancy rent on an arable farm is about £100 per acre, but the tender rents suggest they should be double that. I just think we need to ensure that we are not wholly going with the market level.

My hon. Friend is correct: current levels of plastic pollution are intolerable, and the Government are determined to tackle them. We will be introducing a system to incentivise plastic packaging producers to use more recyclable material, but also less material in general. We will be banning plastic stirrers and cotton buds. We are introducing a deposit return scheme on drinks containers. We will also be introducing more consistent recycling to help everyone to recycle more to tackle the terrible problem of plastics pollution.

Plastic was rare when I was brought up in the 1950s, so is it possible for the Government to set targets to get us back to those low levels? Recycling just delays the amount of plastic going into the environment.

Our Environment Bill provides the opportunity for future Governments to set targets on the use of resources and recycling. Reducing the need for single-use plastics is an important part of this, but recycling will also be a crucial part in reaching our goal of eliminating avoidable plastic waste in the coming years. That is why we are seeking to increase the amount of plastic that is recyclable and is recycled.

I thank the hon. Lady for her intervention; she is an excellent member of the Select Committee and I know she has also done a great deal of work on food waste. This is important. We have all worked together with the authorities here to deliver a much better system, but we must ensure that we carry on to conclude it. That is why I ask whether the Minister will work with House authorities to help us to achieve a completely plastic-free Parliament. We have made a lot of progress, but we need to finalise it.

We also need consistency in recycling collections and simpler labelling for consumers—not just putting a green dot on things, because a green dot means nothing; it just means that somewhere along the line, something might have been recycled. It does not mean that that particular item is recyclable. When does the Minister expect new systems to be introduced—knowing her, it will be immediately—and will she commit to ensuring that businesses that produce 1 tonne of packaging per year report on how much packaging they place on the market? That is important, because a lot of plastic is coming through that is not being measured.

Finally, the most important message of our report is that reduction of plastic in the first place is the best way to prevent plastic pollution. Will the Minister work closely with the industry to ensure that we stop the use of unnecessary plastics in the first place?

I thank my hon. Friend for that intervention. I agree with him; in fact, it has already been very encouraging to see the number of Members who have requested to join the APPG. We must engage with future decision makers, who will come from all pairts, not just from middle-class backgrounds, and with children who have got little voice. The point of the APPG is to bring that out. I have met the director of education in Falkirk. He will try to get all the local schools to participate and try to identify children who normally do not have a voice, and to bring them forward to participate.

Even going round various schools, such as St Bernadette’s primary school in Falkirk, I have been astonished by seven and eight-year-olds, with their in-depth knowledge of what is happening, and what they knew about palm oil and the devastation it causes to the Amazon, the lungs of the world. They are aware of what is going on and Greta Thunberg must be praised for her efforts on this issue; she has brought it into our living rooms.

All of us know of the very successful environmental leaders and community litter clean-up organisations in our constituencies. There are many such examples of volunteers across Falkirk, the rest of Scotland and indeed the world. I believe that a world conversion is taking place in how we treat this planet and how we lead our lives. That behavioural change is happening, and not before time, because we just do not have time on our side.

What impact do the real ultimate decision-makers have on our daily lives, to reduce waste? Well, I will have to get a wee bit political here, Minister, because the austerity measures of successive Tory Governments have held local authorities back and restrained them from delivering improved recycling services in England. Spending on the environment has been cut by 20% and half of English local authorities are planning further cuts to services.

I will quote the evidence from St Helens Council to the Housing, Communities and Local Government Committee:

“When faced with a desperately strained social care system…trying to look after elderly people…and increasing numbers of children being taken into care, issues such as recycling rates cannot possibly be considered a priority.”

That statement should worry everyone here and I hope that the Minister will address that concern when she sums up today. Taxes are the price that we all pay for a civilised society. Austerity affects the poorest in society for the mistakes of the richest. Local authorities should not be forced into making those choices.

Standardising and simplifying the collection of material for recycling has been identified as being key to improving kerbside recycling rates. There is an opportunity to nudge us all into better habits. We are at a pivotal moment in time and we need to start ridding the planet of the filth we are creating. Two or three Members have referred to our collections systems. I have met professionals, partners and stakeholders, whether that is here in Parliament, at conferences or at the Environmental Audit Committee. All agree that a new waste collection system needs to be designed. We certainly would not want to start from here with the system we have.

The conclusions of the Committee’s report highlight inconsistency in collections. It is impossible for consumers to understand the on-pack recycling labelling scheme. We heard that the binfrastructure should be harmonised. A traffic light, colour-coded system was suggested, where the colour symbol on a bottle or paper cup could be matched to the appropriate colour-matching bin lid. That nudge would take the confusion and dilemma out of thinking, “Which bin do I put this product in?”

As manufacturers move to make packaging simpler and easier to recycle, colour coding could be added to all packaging to simply tell people which bin disposable items go in. For example, I have to look at the bottom of this plastic cup to see where it should go. Imagine a harmonised colour-coded bin system at airports, bus stations, train stations, football and rugby grounds and venues across the country. Will the Minister tell the Chamber whether that suggestion has been discussed at any level in Parliament?

The SNP Government in Scotland are leading by example. We take the environment very seriously in Scotland. We aim to make Scotland a zero-waste society with a circular economy, and we have ambitious targets in place to make that vision a reality. The Scottish Government are committed to minimising the population’s demand on primary resources and maximising the reuse, recycling and recovery of resources, rather than treating them as waste. There are ambitious targets in place for reducing waste and increasing recycling. For example, by 2025, we want to reduce total waste arising in Scotland by 15% against 2011 levels, to reduce food waste by 33% against 2013 levels and to recycle 70% of the remaining waste, sending no more than 5% of the remaining waste to landfill. Those are ambitious targets, but furthermore, we aim to match the EU ambition for all plastic packaging to be economically recyclable or reusable by 2030.

For information, the Scottish Government have banned personal hygiene products containing plastic microbeads and have launched a consultation on a ban on plastic-stemmed cotton buds. We are keen to follow best practice and improve standards. Scotland’s people expect that, and the recent EU plastics directive will be adopted imminently, leading to the banning of plastic straws, stirrers and other throwaway items.

The Scottish Government support the EU Commission’s vision that all plastic packaging should be easily recycled or reusable by 2030. We are a founder member of the plastics pact. Scotland is also the first part of the UK to commit to introducing a deposit return scheme for drinks containers, and we aim to have that up and running within the next two years. The purpose of that scheme is to increase the quantity of target materials captured for recycling and improve the quality of material captured. That will allow for high-value recycling, and, most importantly, build and encourage wider behavioural changes in the use of materials to deliver the maximum economic and social benefit to Scotland.

That is lucky, because my voice is beginning to give way anyway. There is real concern that Brexit poses a real threat to environmental standards in the UK, with DEFRA being singled out as the least-prepared Department for the UK’s departure from the EU. The best way for us to achieve our environmental ambitions is to ensure that Scotland’s devolved powers continue to be respected.

I absolutely agree. Far too much of the discourse about waste and the environment has been couched in terms that sound as though they are intended to make people feel guilty. We do not need to make people feel guilty; we need to put in place the regimes that enable them to do the right thing. I very much welcome the comments of my hon. Friend the Member for Bristol East (Kerry McCarthy) about the importance of Parliament’s setting a good example. That can extend to us as Members of Parliament—not only here in Parliament, but in our constituencies.

The hon. Member for St Ives (Derek Thomas) spoke about the unspoilt countryside in Cornwall, which I have enjoyed, like almost everyone else in this country. The important issue of plastic litter is clearly one of the public drivers in the debate about waste, and that is one of the good reasons why deposit return schemes are effective. In Germany, more than 98% of applicable packaging is recycled through deposit return schemes. As the hon. Member for Chichester (Gillian Keegan) pointed out, we could have people scouring the countryside, picking things up and ensuring they were not left lying around.

There was some discussion about local foods. The day before yesterday, I was rather distressed to see a response from DEFRA about Brexit, saying that we will need to rely more on local food and mentioning our ability to change over to root vegetables. I would support that, but they referred to cabbages and leeks as root vegetables; given that, I am not sure quite how much guidance we will get from DEFRA about what we should be eating. I absolutely agree about the need to get away from wholly unnecessary packaging and I am sure—well, I hope—that any strategy that the Government bring in will help to address that.

I also agree with the hon. Member for Chichester that people want to do the right thing. I had experience of that in Suffolk when we introduced a three-bin doorstep collection system, and there was an enormously high level of compliance. If we do the right thing, we will get people to comply with the regime.

The past year has been a bit of a roller-coaster ride for waste, and I feel we are on one of the high-speed sections at the moment—I very much hope that the wheels do not come off. A year ago, I was asked to take on the role of shadow Minister for waste and recycling. Within weeks, the Government published their strategy document “Our Waste, Our Resources”. Arising from that have been several extensive consultations, and several petitions and debates have arisen as the general public have made us all aware of the seriousness with which they take the issue.

Running in parallel with all that, the EFRA Committee committed to an in-depth examination of many of the trickier issues, of which the report is the result. Now, of course, we have the new Environment Bill, part 3 of which, on waste and resources, covers many but not all of the issues raised in the report. I say “covers”, but not necessarily “resolves”. I am certain that the work that went into the report and the evidence collected by the Committee were very valuable in informing the new Bill, but there are clearly concerns in the report, which I share, that are not yet resolved in the Environment Bill.

The report is extremely timely as it can inform any amendments that Members might wish to make to the Environment Bill; I am sure that there will be some. I will mention a few of the main themes, and ask the Minister for her reaction. First, and most importantly, the report is not complimentary about the Government’s lack of focus on waste reduction as the first priority. The industry tells us that there has been a significant reduction in the weight of some packaging, but that does not necessarily translate into a reduction in the environmental impact; if a turtle suffocates on a plastic bag, it makes little difference whether that plastic bag weighs one gram or two grams. Substituting plastic for card may well reduce the weight of the packaging but not its carbon footprint.

Between 2000 and 2010, there was a revolution in the recycling of waste in this country, driven largely by the landfill tax. During that revolution, household recycling rose by 235%. The landfill tax was a weight-based system. It was straightforward to understand and simple to administer, but recycling has plateaued for the past 10 years and it is time to move on to new, more effective ways of dealing with the problem. The highest priority has to be reducing the amount of waste that we generate, not just its weight. I ask the Minister whether the Government recognise the need to move away from weight as the prime factor in waste targets, and whether carbon impact might not be a better measure.

Secondly, I concur with the findings of the report, which, while clearly recognising the carbon footprint of plastic packaging and the potential environmental impact of plastic waste that is not properly disposed of, points out the danger of demonising plastic and letting other materials off the hook. As the report says, we urgently need more information about the overall life-cycle impacts of various packaging solutions, and the figures quoted in various parts of the report—and the inconsistencies between some of them—clearly demonstrate that we cannot rely solely on data from the industries involved to inform policy decisions.

There needs to be a far more effective independent research and data regime for waste and resource use. More significant investment in the area is likely to save huge amounts in developing our waste policies in the future. I challenge the Minister to tell us whether the Government intend radically to increase the resources available to the Waste and Resources Action Programme as a matter of urgency, and what other research and development investments in waste management the Government are contemplating.

Thirdly, the report rightly highlights the laxity of the current reporting regime for producers, with the threshold for reporting on packaging set far too high. I would be interested to hear whether the Minister believes that the statutory duty to comply with whatever waste regimes are introduced through the new Environment Bill should apply to all—or almost all—producers, or whether, once more, a substantial number of businesses will simply escape the system.

Fourthly, the report examines in some depth the problems associated with compostable plastics. The desirable disposal methods for compostable plastics and for recyclable plastics are completely different, and it is essential that they should be kept separate. Yet there is very little recognition of that in the Environment Bill, so I would be interested to hear from the Minister whether she will be guided by the report in amending the relevant sections of the Environment Bill when the time comes.

Finally, an issue that is touched on in the report, and has been mentioned by the Chair of the Select Committee, but is not, I believe, given sufficient emphasis, is the lack of recycling facilities in the United Kingdom, and the tragic impact on our oceans caused by the export of waste to countries that were clearly not equipped to deal with it in a sustainable way. That issue has, however, been extensively covered in a previous report this year from the Environmental Audit Committee, so I understand why the EFRA Committee would not want to repeat those findings.

There is plenty more that I could say about this excellent report, but most of it has been said by others already, so I will take my seat and listen with interest to what the Minister has to say.

True to form, my hon. Friend raises the more profound points of the debate. Those are exactly the trade-offs that must be considered in depth and detail, and I will come on to some of them in a moment. He makes a powerful point that sometimes, the more obvious routes to doing the right thing might not have quite the consequences that one understood them to be liable to have.

I suppose the argument I am making is to encourage the zeal of the public to embark on this path, and the conclusion I will draw at the end is that they must be given help to ensure that they are indeed achieving the good outcomes that they are intending to achieve. This is a subject littered with potentially difficult trade-offs, and I am sure both Front-Bench speakers will refer those in the debate.

I am stimulated to get to my feet by my hon. Friend the Member for Sheffield Central (Paul Blomfield), who is associated with the University of Sheffield, as I was some time ago, through the Sheffield students’ union. One of the things I learned at the university was that if we cannot measure it, or we do not measure it, we are unlikely to make progress with it.

Does my hon. Friend the Member for Cambridge (Daniel Zeichner) agree that some of the Government’s statistics are extremely dodgy in this area, particularly on recycling? When waste is exported, we assume that it is recycled, but that is unaudited. The best way to deal with these things is, first, to deal with them domestically and, secondly, as my hon. Friend the Member for Sheffield Central says, to reuse things rather than recycling them—glass bottles rather than plastic being an obvious example.

Once again, my hon. Friend introduces the gravity that I would expect of him, and he makes serious points. I am sure others will refer to the need to reduce, reuse and recycle in the correct sequence. The measurement issue is important. I am trying to adopt a non-partisan tone in today’s debate, because I suspect we are all trying to get to the same place, but he makes a very fair point about the need to ensure that the statistics on which we make decisions are reliable, and an even more important point that we cannot just export our waste and pretend that that is not having an impact somewhere else.

My final resting-point on my tour of great Cambridge places is Cambridge’s Daily Bread Co-operative, which is launching its zero-waste scheme this week. My point is that wherever we turn, we find people wanting to bring forward new and welcome initiatives. That brings me to the Environment, Food and Rural Affairs Committee; I am standing opposite its Chair, the hon. Member for Tiverton and Honiton (Neil Parish), and I am grateful to him for being in the Chamber this afternoon. The Committee is in the midst of an inquiry on food and drink packaging, which has allowed me the delight of reading through both its proceedings and its evidence.

I suspect the hon. Gentleman will want to comment on some of that, but the experts consulted by the Committee tell us that while changes can be made, we must temper our enthusiasm with realism, because there is probably no easy answer or quick fix to the problem. Packaging plays an important role in keeping food fresh, safe and affordable, so although moving away from pre-packaged foods in shops, restaurants and cafes is probably possible, the question becomes more difficult and complicated when we consider freight and production.

Despite that, it definitely seems possible to me significantly to reduce the amount that we use here in the UK, but it would be simplistic to assume that we could just transfer that way of producing and transporting food all over the world, when in some places the same level of technology is not yet readily available.

It is important to remember where the most environmental damage is done. In evidence to the EFRA Committee inquiry, Peter Maddox, from WRAP UK, explained that

“when you look at a piece of meat, a nice eight ounce beefsteak in a package with a film on top…the carbon impact of the steak is over 100 times bigger than the carbon impact of the packaging. That packaging is providing extremely innovative barrier properties, which enables that meat to last a lot longer. If you did not have it in that pack, that meat might last three days. If you have it in a really good sealable pack, it will last 10 days. You start then thinking about what consumers want, reducing food waste and the fundamental economic value of that piece of meat. You need to think about it in terms of the whole product.”

Having read through the evidence, that message comes through loud and clear. The whole product and the whole life-cycle analysis are key. We must recognise that as we continue our efforts to reduce non-recyclable packaging. There is so much we can do, but it is realistic to admit that we cannot eradicate its use completely overnight.

However, we must not lose our ambition. The Royal Society of Chemistry, based in Cambridge, highlighted in evidence to the inquiry that, although bio-derived and biodegradable plastics will play a role in addressing the challenges caused by conventional plastic waste, they should not be used to legitimise a throwaway culture; they are not necessarily more environmentally benign than conventional plastics; and their impact as a replacement for conventional plastics must be considered on a life-cycle basis. This suggests that despite technological advancement, cultural awareness and change are still crucial. The UK cannot absolve itself of responsibility for mass corporate and personal behaviour change just because technology is advancing.

At the roundtable in Cambridge last week, Seigo Robinson and others were concerned that reducing non-recyclable plastic packaging was not necessarily compatible with the drive to reduce carbon dioxide emissions. For example, it was said that “carting around loads of refillable jam jars” would use “loads of CO2”; we may not have been precise or measurable on this occasion, but hon. Members will get the point. Alternatives to plastic packaging, such as paper, steel, wood and glass, could sadly have far worse carbon footprints. People said that plastic pollution of the oceans and carbon emissions needed to go hand in hand, and argued that recycling ought to be a last resort; people should look at using reusable containers for many years before thinking about the need for recycling.

It is a pleasure to serve under your chairmanship, Sir George. I thank the hon. Member for Cambridge (Daniel Zeichner) for securing this timely debate and for his favourable quoting of me as Chair of the Select Committee. We are very much on the same page: I think we have to reduce plastics, and we have to get more compostable plastics, but we also have to be quite sensible in how we go about that. Let us use some carrots as well as sticks to try to persuade people to change their attitudes. I very much welcome the debate, which comes on the back of the petition on stopping the use of non-recyclable, unsustainable food packaging.

I would be told off by my Committee Clerks, if they were here, if I went into too much detail of what I thought the Committee might or might not decide after taking our evidence. However, naturally, I will go through the evidence that we have taken so far. We have really seen that we can actually reduce a great deal of the plastics we use. Whether they are recyclable or not, do we actually need the amount of plastic that we have? Some people here are younger than others, but most of us have grown up gradually using more and more plastic. I still remember glass bottles and things like that, which were recyclable and came with a deposit on them—Corona bottles and the like. I used to go around collecting them as a boy, especially if they washed up in the river, because I could then get the deposit back. All these things are useful, because people not only returned them but they collected them as well.

I was at an event last week where Water UK suggested having more fountains, and making sure that we carried a reusable water bottle around with us. Millions and billions of plastic bottles are used for mineral water. We probably have some of the best tap water in the world. Do we need all this bottled water? It has become a real fashion. I know it is very difficult to tell people that they are out of fashion, but they may well be now, if there are so many unnecessary plastic bottles.

Some time ago, I had lunch with Eddie Stobart—I may have got this figure slightly wrong, because it was a long time ago that we had lunch—but I think he said that at any one time on the motorways he had 40 lorries carrying nothing but water. It is an extraordinary waste of energy making the bottles and, as the hon. Gentleman says, we have high-quality water in virtually every corner of this country. I have tried at different times to persuade the House authorities to use tap water, not bottled water. Does the hon. Gentleman agree that we could make a small contribution by not having bottled water at our Committee meetings?

The hon. Gentleman makes a very good point. The House could of course lead by having bottled tap water instead of mineral water. As a farmer and previously a dairy farmer, I can say that dairy farmers often joke that they would be better off if, instead of milking cows, they could find a spring on their farm and bottle the water, because more money can be made from bottling water than from keeping cows and producing milk. It is fair enough if people really want mineral water; perhaps some people need mineral water for health or other reasons, but we certainly do not need the amount that we consume and we do not need to have it in plastic bottles.

Of course, if we are going to have plastic bottles, let us ensure that they are properly recyclable. Some of the big companies—Pepsi and Coca-Cola—are looking at reverse vending machines. That is where someone takes a plastic bottle, puts it back through the vending machine, gets a deposit and another bottle can be made from that plastic. Of course, only 70% of that plastic can be used and it can only be recycled about twice. With everything in this world that we look at, we find, when we drill down, that it is not quite as recyclable and reusable as we believed it to be.

That point has been discussed in previous debates on this matter. It complicates the issue of whether things are considered food or industrial goods, or whether they come under farming. Therefore, it is unclear which Department has responsibility for and understanding of the fishing industry, which is a complex industry, because it encompasses so many different elements, as we discussed.

Will the Minister confirm what discussions he or his Department—given his recent appointment—have had with the Department for International Trade about the importance of getting those deals with major suppliers over the line? Will he inform us of the status of the deals with Norway and Iceland, and whether we can expect favourable trade terms for fish when we leave the EU, regardless of the scenario in which we leave?

I know that people in the industry are very concerned at the amount of repetition that occurs in paperwork and fear that it will only get worse post Brexit. Are there any plans to simplify the often arduous paperwork? Currently, there are no digital solutions in place that I am aware of to reduce the burden of the bureaucracy on people throughout the sector.

Finally, regarding the future of the fishing sector, I know that people in Grimsby would be delighted to see the rebirth of its traditional fishing industry, to sit alongside the new, emerging sector in offshore wind energy. There remain issues around training, awareness and skills. Even in the industry as it stands, we have not managed to get those things right as a country. I hope the Minister will put all his efforts into ensuring that we have the best possible industry in future.

It is a pleasure to serve under your chairmanship, Mr Stringer. It is always an honour to follow the hon. Member for Waveney (Peter Aldous), who is well known for his knowledge of these matters. As he knows, I have family connections to Lowestoft, and it is good to hear him.

The Minister was a member of the Select Committee on Northern Ireland Affairs and had the honour of visiting Northern Ireland on many occasions during that time. He of course visited Portavogie and other ports, and met fishermen there; he was a keen Committee member. We prepared a report on fisheries in Northern Ireland, and the conclusions and recommendations were welcomed by the fishing industry there, as he will know. Unfortunately, however, the Committee and industry have still not received a substantive response to the report from the Government. Now that the Minister is effectively a poacher turned gamekeeper, perhaps when he is in the Department he could rustle up a powerful and positive response to it, to ensure that the industry and indeed the Committee is better informed about Government thinking on the key issues we identified. The report recorded the enormous potential that Brexit offers the industry in Northern Ireland. The common fisheries policy has had a detrimental impact there, and we want to rectify that—something that the industry looks forward to.

The United Kingdom has previously stated its intention of leaving procedures for importing seafood unchanged. Today that has been reinforced by the Government’s announcement of no tariffs on produce entering Northern Ireland from the Republic. Clearly that must be reciprocated by Dublin and the EU. Otherwise, as I said in an intervention, it is the Republic of Ireland that stands to lose more in a tariff war with the rest of the United Kingdom, given its dependence on British sea waters. No one wants that; we want to be good neighbours to the Republic of Ireland, and we have been good neighbours. However, it is important that people recognise that the hard border in Northern Ireland is actually a hard sea border, where the fishermen of the Republic of Ireland have denied access to our fishermen. That has to be rectified. I wait with interest to see whether an amendment going through the Irish Parliament in Dublin will rectify the situation and ensure that the reciprocal voisinage agreement once again operates fairly for our fishermen in Northern Ireland.

Our report came out in December, at which time the Minister for Immigration would have been aware of the issues that affect the Minister’s constituency in this regard. The Minister met fishing representatives in Northern Ireland, and heard that among the issues that affect them is the fact that Whitby Seafoods, based in his constituency and employing 250 people in Kilkeel in Northern Ireland, needs to maintain supplies of raw material to its factories. Without crews, one of the trawlers is clearly going to stop operating. Over two years and longer, there has been no resolution, although, interestingly, owners will shortly pay Her Majesty’s Revenue and Customs tax for their crew who are not from the European economic area. That seems a little ironic given what a grey area the question of status in the United Kingdom is.

We look forward to those issues being resolved by a Minister who had his hands on the issues while in other service. I hope that the concerns of people who raise the harvest from the sea will be identified appropriately and resolved to our satisfaction.

I thank the hon. Lady, who has a neighbouring constituency to mine, for that intervention. It is good that we have two MPs from the far south-west championing fisheries in this debate. However, I would like to know what that money is being spent on, because I am cautious about press releases and announcements, and I want to see action, including action to spread the best practice of that lifejacket scheme to every single one of our fishing communities. That could be really strong action.

I agree with the hon. Member for Waveney, who made some compelling points about strengthening the economic link; we know that for every one job at sea, there are 10 jobs at home in fish processing. However, the Fisheries Bill does not strengthen that link; it is nowhere near strong enough in that regard. I therefore invite the Minister to consider how we can strengthen that economic link. Labour’s proposal to ensure that at least 50% of all fish caught under a UK licence is landed in a UK port could be a huge step forward in that respect.

I also press the Minister to do more to support the development of fishing co-operatives, in both the catching sector and the processing sector. Fishing co-operatives are a real success story; from the south-west of England to Scotland, they have prospered largely without Government support. Their potential for expansion, with a fairer share of wealth and power in our coastal communities, is vast.

I hope that the Minister will carefully consider ways to encourage the establishment of more co-operatives, and that he will work with Labour and Co-operative MPs to help double the size of the co-operative sector in fishing. There is a real opportunity to keep the money that is generated by fishing in those coastal communities by building more co-operatives.

Finally, because I realise my time is running out, I repeat that I share the concerns of my “double” from across the aisle—the hon. Member for Waveney—about electric pulse beam fishing. I know that we had a brief conversation about that in the margins of yesterday’s debate on farming, but I put on the record the Opposition’s real concern about electric pulse beam fishing. It is a cruel method of fishing. As a nation, we should be proud to say that we will not allow it in our waters. I know that the Minister is taking steps to look again at the licences of UK boats engaged in electric pulse beam fishing, but the statutory instrument that was tabled by his predecessor would allow 5% of the UK fleet—around 200 boats—to use this cruel method of fishing, which is simply not good enough. We should ban electric pulse beam fishing and allow it only under scientific derivations when there is a clear scientific case for it, and we should not use the case for science—as some of our Dutch friends do—to create commercial fisheries that use electric pulse beam fishing.

There is a huge opportunity to make sure that our coastal communities receive the investment they need, because in many cases those communities have been hit hardest by the austerity of the last nine years, and if we are to realise the promises made during the leave campaign, and since the referendum, about the benefits that can derive from a revised fisheries policy, we need the Minister not only to ensure that the regulations and laws that come after Brexit work, but to use the powers that he already has to ensure a fairer distribution of quota and more investment in our coastal communities.

If anyone wants evidence of investment and confidence in the Scottish fishing industry, they should visit Parkol Marine Engineering in Whitby, which builds fishing boats. It has an order book stretching almost into the middle of next decade, with Scottish fishermen from Shetland and elsewhere buying state-of-the-art boats because of the confidence they have in the fishing industry. Massive investment has gone into Fraserburgh and Peterhead, and I have also heard of amazing plans for future investment in Peterhead’s fishing industry.

It is incorrect to say that the EU has taken the Government to court four times. We are in the middle of infraction proceedings, and we will be going on with that. Nevertheless, I am aware of the correlation put forward by scientists between air quality and depression, and that is something we need to tackle. The House will be aware that we have set in statute air quality standards until 2030, and we will continue to drive down emissions and pollution in our air. I am sure the Welsh Government will want to do the same.

The Minister will remember from the joint Select Committee report on air pollution, “Improving air quality”, that the Committees were dissatisfied with our knowledge about air pollution because direct measurements were not being made. What action is the Minister taking to ensure more accurate knowledge and measurements of existing pollution, rather than relying on models?

Local authorities undertake air quality monitoring, but not necessarily to the same level as is required for standards that have been set and agreed across the European Union. We will continue to increase the monitoring network across the country. Local authorities already have powers to tackle such issues, and we are encouraging them to do so.

My right hon. Friend is right. It has been a pleasure to work with Birmingham City Council, which is making reasonable progress on producing its plan. There is no doubt that “dieselgate” had a massive impact on people’s willingness to do what the Government were recommending, so it has not had the intended consequences. We will continue to work with car manufacturers, and the Chancellor has changed vehicle excise duty to ensure that people are incentivised to buy the cleanest possible vehicles.

The burning of biomass makes a major contribution to air pollution. The Government have estimated that 1.7 million lives are lost every year because of the burning of biomass, but they have now stopped making those calculations. Why?

I am not aware of the figure to which the hon. Gentleman has just referred. I am conscious of the impact that burning has, which is why we have a consultation about the domestic burning of household smoky coal, wet wood and similar materials, but I will look carefully into the issue that he has raised.

I beg to move,

That this House has considered e-petition 222715 relating to plastic-free packaging for fruit and vegetables.

It is a pleasure to serve under your chairmanship, Mr Hanson. It is an honour to open this debate on an important matter, in which I have taken a great deal of interest during my time in this House, particularly as chairman of the protect our waves all-party parliamentary group. I thank the petitioner Edmund Pendrous and the more than 120,000 people who signed this e-petition. The e-petition states:

“In response to the problem of an ever-increasing amount of plastic waste polluting our environment, we need to make supermarkets offer an option of no packaging or eco-friendly packaging for each item of fresh fruit and vegetables they sell.”

There is no doubt that plastic pollution is one of the biggest global environmental challenges of our time. As I am sure we are all aware, in recent times the issue has attracted a great deal of public awareness and increased concern about the damage we are doing to our environment through the amount of plastic waste that we are creating.

It is little wonder that plastic has become so popular: it is lightweight, versatile, moisture-resistant, durable and cheap to produce. Those benefits mean that Britain is not alone in developing a strong appetite for plastic goods. Annual global plastic production has soared in the past 60 years. In 1950, the world’s population produced about 1.5 million tonnes of plastic; by 2016, global production of plastic had risen to 335 million tonnes, with 60 million tonnes produced in Europe alone. The rapid rise in production and subsequent disposal of plastics have brought devastating consequences to all aspects of the environment, particularly to our marine life.

The majority of single-use plastics, which include non-recyclable and non-biodegradable plastic packaging found in shops and supermarkets, are disposed of within minutes of being used. Every day approximately 8 million pieces of plastic pollution find their way into our oceans. Every piece of plastic can take decades or longer to degrade, and will simply break down into smaller and smaller particles. We then find plastic entering the ecosystem, where it has the potential to kill seabirds, fish and animals through ingestion, releasing harmful toxins as the plastic breaks up. Larger pieces of plastic can be a threat to the life of marine mammals and seabirds. It is estimated that there are now around 5 trillion macro and micro plastic pieces floating in our ocean, with a weight of over 250,000 tonnes.

I am grateful to the hon. Gentleman, who is making excellent points about this excellent e-petition. Does he agree that any responsible Government would not export any used plastic for recycling? There is credible evidence that even when plastic is certificated in other countries as having been properly disposed of, it actually ends up in rivers and oceans. We should stop such exports.

The hon. Gentleman makes a good point, which is directly related to the subject. As a country, we must ensure that when our residents do the responsible thing and recycle their plastic items, we do all we can to ensure that those items are actually recycled. There are disturbing reports that that may not always be happening. I believe that we—the country and the Government—have a responsibility to do all we can to ensure that it is.

I thank the hon. Lady for that intervention. She has stolen my point. I was going to praise Surfers Against Sewage, with which we both work very closely, for the significant role it has played not only in advancing a plastic-free Parliament, but in mobilising people across the country. It clears up plastic in our seas and on our beaches, raises public awareness and provides education in schools to drive home the message that we cannot continue to use and dispose of plastic as we have done in recent decades. I join the hon. Lady in congratulating Surfers Against Sewage for its excellent work.

The hon. Gentleman is being very generous in giving way. May I make the blindingly obvious point that we could immediately get rid of disposable plastic cups? It is a slight embarrassment in a debate like this that most of us are drinking out of them.

I think the one that the hon. Gentleman is holding up is biodegradable. There has been a commitment to use up the current stock of single-use plastic items and replace them with biodegradable ones. That is part of the single-use, plastic-free measures.

Disposable nappies have become a consumer convenience. I am very pleased that Procter & Gamble has invested in technology, which we see in Italy. We are encouraging it to bring it here, not only for disposable nappies but other forms of absorbent hygiene products. We can do something about this, but I am not convinced that we will be seeing an end to the disposable nappy any time soon.

One of the barriers to the successful recycling of plastic is that many simple packaging materials are actually made up of composite plastic with a number of polymers, which is particularly difficult to recycle. Will the Minister consider bringing in regulations to simplify this packaging?

I am pleased to say that the Government have been working with a mixture of organisations, retailers and manufacturers to try to simplify the polymers that are being used. Technical innovations will need to happen, but I am confident that some good news will be coming out very shortly.
