I assure the hon. Lady that the Secretary of State considered carefully a range of different views that were communicated to him by a range of different groups. I also understand that the Commonwealth Heads of Government meeting in April will include a strong strand on lesbian, gay, bisexual and transgender rights.
The first slaves were brought to Bermuda in 1620: oppressed, segregated and discriminated against. That is why leaders such as Nelson Mandela, Desmond Tutu and Barack Obama have fought not just for race rights, but the rights of lesbian, gay and bisexual people. This country has been one of the world leaders on this subject, so if this is not the issue on which to refuse assent I do not know what is. The Minister has come to the Dispatch Box and, frankly, I can see the discomfort on her face. Can she get into the detail, or ask the Secretary of State to get into the detail, of the discussions with the Bermudian Government and what our representations entail? Can she at least put them in the House of Commons Library? It is a shame that we stand on the wrong side of human rights in Parliament this morning.
I fully accept the eloquent way in which the right hon. Gentleman makes his case. He will be very aware that the rights on which he speaks so eloquently need to be balanced against the rights of self-determination, based on a democratically elected Government. That is the judgment the Secretary of State had to make. In this case, he decided that the situation was not exceptional enough for him to use those rights.

Commons ChamberMuch has been said about the situation, and I will say nothing more about it. I merely want to add my voice to the concern expressed at the reaction of the British Government and the international community as whole.
On issues of human rights in recent times, the global north has been very long on rhetoric and very short on action. We have seen the atrocities in Darfur; we have seen the great city of Aleppo turned to rubble; and now we have this situation in Myanmar and the terrible plight of the Rohingya people.
There is something that connects so much of this. Is there a crisis in the UN itself when China and Russia refuse to accept a resolution that would condemn what we are seeing and that would see action? Is there a crisis in some countries including our own, because as we turn inwards, with huge concern about immigration, we turn away from the refugees fleeing atrocities across the world and we have so little to say?
This country was at the centre of the UN declaration of human rights in the first place. That came out of the huge atrocities committed by Hitler and out of the holocaust. That was a time when we learned that the plight of refugees is something we must face directly. It was also a time when we learned that ethnic cleansing and genocide should be condemned robustly and bravely.
Because of Britain’s historical relationship with Bangladesh and Burma, there is a moral responsibility in this House and on this Government to lead the charge across the world as we see human rights in crisis. These people are among the very poorest. Just as we have seen, on the continent of Europe, Greece, one of the poorest countries, picking up the burden of refugees from Syria and north Africa as most of Europe looks in the other direction, we now expect Bangladesh, in Asia, to do the same. This needs strong condemnation and a country aware of its own history and global history. This is a moment to stand up bravely for human rights.
I ask the representative of the Scottish National party not to exceed seven minutes because—I emphasise this to the House—a lot of people have put questions and I think it is important that the Minister has a proper opportunity to respond. I also want the hon. Member for Bethnal Green and Bow (Rushanara Ali) to have a minute or two to respond at the end, in conformity with the usual practice on these occasions. The hon. Member for Dundee West (Chris Law) is an obliging fellow, and I am sure he will oblige us.

The Turkish diaspora and Alevis in my community are very worried about their homeland, so today it is important that we send a message that while Turkey may be a friend, we are a critical friend. We must not let its position in NATO and its centrality to the refugee crisis and the fight against ISIS stop us making clear our concerns about what is happening in the country. I speak on behalf of my constituents—I have the largest Turkish speaking population in the country—and I apologise that I now have only two minutes to make a contribution in this debate. I will publish my speech afterwards on my website so that they will all see it.
Order. I want to let the House know that because I want to try to get everyone in and give them reasonable time, I am going to ask the Front-Bench speakers to restrict their speeches to eight minutes each to give the Back Benchers a bit more time.
I am grateful for that indication—I can return to my scripted speech, which is important.
The debate comes at an important time in Turkey’s history and our relationship with the country. It is a wonderful country. I have visited it on occasions—it is young, it is vibrant—and I participate in this debate very much as a friend. However, the state of emergency declared last summer has been used as a pretext for a comprehensive purge of judges, generals, civil servants, teachers, police officers, soldiers, lawyers and academics, as well as the detention of thousands of Turkish citizens opposed to the current President.
More than 100,000 people have been arrested, dismissed or suspended since last year’s failed coup, including 25,000 police officers and 3,000 judges. Some 140,000 citizens have had their passports revoked and 130,000 public sector workers are under investigation. Those figures are frankly staggering. The headquarters of an opposition party has been raided and the two joint leaders of the pro-Kurdish Peoples’ Democratic party have been arrested and detained along with 11 of their party’s MPs. That must be of tremendous concern to this country. The World Justice Project’s rule of law index put Turkey 99th out of 113 countries, just behind Iran. Reporters Without Borders ranked Turkey 150th out of 180 countries in the press freedom index—177 media outlets have been shut down, almost 400 journalists are behind bars and 10,000 people working in the media have been purged.
This is now a democracy in name only. President Erdogan is seizing total control, reinforced by a classic dictator’s trope: a nationalist, populist narrative claiming that internal agitators are fifth columnists and a risk to national security. The planned constitutional changes that Turkey will vote on in the referendum next month represent the next step on a road that will in all likelihood lead to an authoritarian, dictatorial state. It is not a fair fight; one side is shouting while the other can barely utter even a muffled whisper. All outdoor gatherings in support of the no campaign have been banned. Campaigners have been arrested and branded as terrorists or fifth columnists.
What is at stake next month? We have the introduction of an executive presidency to replace the existing parliamentary system, the abolition of the office of Prime Minister and the erosion of the separation of powers, giving Erdogan huge, unconstrained powers to appoint Ministers, prepare the budget, choose senior judges and enact laws by decree. The writing is on the wall. This is an enabling referendum, of a kind we have not seen from an ally in the continent of Europe since the 1930s.
Most of all, the writing is on the wall for the Kurdish and Alevi minorities in Turkey. Throughout history they have been massacred, deported, tortured, arrested and discriminated against, with even the word “Kurd” and the Kurdish language banned. They have had their homes and livelihoods destroyed by Government forces. At least 18 villages are currently under siege with military curfews in place.
This is a serious debate that has been attended by 17 or 18 Members of Parliament. We can feel the Public Gallery. This issue is of tremendous concern to the world and this country, and I hope Britain will do the right thing and say the right thing in the coming days, weeks and months.
I am afraid I will not give way, simply because of the time.
During her visit to Turkey, the Prime Minister agreed a new strategic security partnership, which will ensure that we can work together even more closely on counter-terrorism, serious and organised crime, and illegal migration. Also, there were discussions about human rights, the rule of law and democracy.
The second particularly important aspect of our relationship with Turkey is trade. Bilateral trade between our countries is currently worth £16 billion. We are looking to build rapidly on that, not least with the agreement between the Turkish aerospace industry and BAE Systems to collaborate on Turkey’s new fighter jet, the TFX. Our two countries have also established a trade working group to seek further ways of boosting bilateral trade.
Consequently, it was as a partner and an ally that the UK stood shoulder to shoulder with Turkey in July last year as it defended its democracy from an attempt to seize power by force. Turkey’s Parliament was attacked by the country’s own aircraft, civilians were crushed under tanks and 241 people were killed. We condemned the attempted coup unreservedly and continue to do so, and we have expressed our sympathies and condolences for the tragic loss of life. My right hon. Friend the Minister for Europe and the Americas travelled to Turkey shortly after the attempted coup, and expressed our solidarity with the Turkish people. The way that they rallied across the political spectrum to support the constitutional order was an impressive demonstration of the strength of Turkish democracy.
In light of the attempted coup, the Turkish Government have a right and a responsibility to act against the perpetrators and against those who have committed or who plan to commit terrorist acts. The UK Government have consistently stated that it is important that measures taken following the coup should be proportionate, justified and in line with Turkey’s democratic principles and international human rights obligations. Of course, we are aware that concerns have been raised, including by the Council of Europe, and we welcome Turkey’s recent steps to address those concerns by reducing the custody period and creating a mechanism for reviewing dismissals carried out under the state of emergency. We support the dialogue between Turkey and the Council of Europe on implementation of the emergency decrees following the coup and we urge them to continue dialogue on these issues.
In addition to concerns about Turkey’s response to the attempted coup, concerns have been expressed about its broader human rights record. In this area too, we regularly emphasise the need for Turkey to meet its international obligations. The Prime Minister referred to that directly in January, emphasising the importance of Turkey sustaining its democracy by maintaining the rule of law and upholding its international human rights obligations. We regularly highlight the role that freedom of expression and freedom of the media play in supporting democracy, and we urge the Turkish Government to ensure that the upcoming referendum on constitutional reform is free, fair and in line with international norms.
Internally, Turkey faces a grave terrorist challenge on its own soil from Daesh and al-Qaeda, as well as from the PKK and affiliated groups. In the last 18 months, nearly 1,500 Turkish civilians and security personnel have been killed through terrorism, and we offer our condolences for the many lives that have been lost. In the face of this threat, we stand by Turkey and support its legitimate right to defend itself, including from the PKK, whose attacks we condemn, as we condemn all terrorism. As in any conflict, civilian casualties should be avoided and human rights should be fully protected. In the course of the counter-terrorism effort, it is important that legal processes are undertaken fairly, transparently and with full respect for the law.
Turkey is and will remain an essential trade and foreign policy partner for the UK, including as a NATO ally. We are working with Turkey to manage cross-border challenges, including migration, terrorism, and serious and organised crime, and we are building on our already significant trading relationship, which will benefit both our economies. At the same time, we have to be clear and direct about the need for Turkey to uphold its international obligations, including on human rights, and we will continue to do this. We firmly believe that the rule of law and fundamental rights, including freedom of expression and the media, are vital for a healthy democracy. As Turkey continues to confront the extraordinary challenges posed by the current turmoil in the region, and to tackle multiple security threats at home, the UK will remain a partner and a friend.

When members of the public have spent a long time thinking about an issue and calling for a debate, I would hope that some of us might try to be above party politics. This debate cuts to the heart of the nature of our democracy and of how we honour and celebrate other countries, which is why it is important to reflect on whether it is right, after seven days, that Donald Trump be afforded a full state visit.
I am a great friend of the United States. My father is buried in the United States. I studied in the United States. I worked in the United States. I have visited America more times than I have visited France; it is a country I love tremendously. I suspect that all of us in the Chamber are well aware of the British people’s deep connection with and affection for America and its people, but we are also aware of the challenges that exist in that country and the contentious manner of the election that led to Donald Trump’s becoming President. One would expect, I think, the leader of the free world to come to Britain, but the issue is about the terms and the basis on which that is done. An official visit might have been appropriate, but to afford this man, after seven days, a state visit is why so many people have petitioned.
I will not give way; I have only five minutes.
I am here because I want to remind the Chamber about the path that America has taken and about the contribution of African Americans in the United States. Many African Americans there are sitting at home in fear. They are concerned about a President who has had the support of the Ku Klux Klan. They are concerned about a President who has welcomed white supremacists—a term we had almost hoped would fall into history—into his close inner circle. They look at events such as Black History Month. Think about how our own Prime Ministers of different political stripes respond to such things and the sort of statements they make, and look at what Donald Trump said and how he made the event all about himself. Seven days, and he gets the full panoply of the state. Really?
I think of my five-year-old daughter when I reflect on a man who considers it okay to go and “grab pussy”, a man who considers it okay to be misogynistic towards the woman he is running against. Frankly, I cannot imagine a leader of this country, of whatever political stripe, behaving in that manner. People are offended and concerned that Britain should abandon all its principles and afford this man a state visit after seven days. Really? And why? Is this great country so desperate for a trade deal that we would throw all of our own history out of the window? We did not do it for Kennedy, Truman or Reagan, but to this man, after seven days, we say, “Please come and we will lay on everything because we are so desperate for your company”. I think this country is greater than that. I think my children deserve better than that. I think my daughter deserves better than that. I am ashamed, frankly, that it has come to this. We should think very carefully about a President whose attitude towards the press is, as we are finding out, abhorrent. We should think very carefully about a President who has said the things he has said. He has put so many people in fear through his statements. For that reason, we should not afford him a state visit.
I guess I should start by declaring an interest: not simply do I have a deep antipathy towards President Trump, but I was prepared to more than just talk about it and I spent a considerable amount of time last year working for Hillary Clinton on her presidential campaign in New Hampshire, Wisconsin and South Carolina. I believed, as President Obama did during the 2016 campaign, that she was the most qualified candidate to run for President in the 20th century. As every day goes by—not least the past seven days—I am deeply grieved to see the opportunity that America sadly passed up for the person it chose, but we are where we are. Hillary Clinton got 2.8 million more votes, but the Americans elect their President not through who gets the most votes but through the electoral college. Those are the rules, and there is no point crying over spilled milk.
I will not rehearse all the reasons why any reasonable person should have significant doubts about Donald Trump, because they are sadly too well known. America has been our greatest ally for a considerable time: it stood shoulder-to-shoulder with us in our hour of need, as we did in its hour of need, particularly during 9/11, so it is to my mind foolish to allow our personal views and assessments of the more grotesque characteristics or behaviour of an individual to blur what is in Britain’s national interest. I believe it is in Britain’s national interest to continue the special relationship, as we did under most Prime Ministers since the second world war, with the possible exception of Sir Edward Heath.
I know the right hon. Gentleman’s deep affection for the United States—indeed, I have been with him at Democratic conventions in the past—but is the natural conclusion of his argument that the more offensive the American President and the more concerned we are as a nation about the person who has been elected, the quicker we should rush to give them a state visit? Is this debate really about the nature of how Donald Trump should come to this country?
If the right hon. Gentleman will bear with me, I will get on to the timing. He makes a valid point.
Regardless of what we think of Donald Trump as a man, I believe it is in our national interest to ensure we continue to be a candid friend to the United States. We should be respected by the United States and have the ability to talk to it candidly and explain when we believe it is getting it wrong or could be doing it better. We should ensure that it moderates its views to something more in keeping with what we believe is dignified and the correct way to behave. We cannot do that if we totally ignore the United States, write off the presidency and say, “The man is dreadful, so we shall have nothing to do with him.” We would become isolated and less influential, and that would not be in our national interest.
A number of hon. Members during the debate and outside the Chamber have questioned the timing. Frankly, it does not matter when one issues an invitation if one is trying to protect and develop our national interest. If we do it seven days into a presidency, we will be criticised; if we do it in 2020, we will be criticised for playing around with the American electoral system and helping the man in his presumed re-election bid.

Commons ChamberMy right hon. Friend is entirely right; indeed, my hon. Friend the Member for Reigate (Crispin Blunt) has pointed out that there is already disquiet about this policy on Capitol hill. I have no doubt whatsoever that the American political system will help to introduce the requisite balances in the end. It is our job to intervene now and get the best deal we can for UK nationals.
In November 1938, the then Conservative Government prepared a Bill that led to the Kindertransport that transported Jewish refugee children to this country. Does the Secretary of State not realise that in making his statement he should uphold the Geneva convention and speak truth to power in the United States? He has let the House, and his job, down.
The right hon. Gentleman is taking sanctimony to new heights. Most fair-minded people would say that we have made it clear to our friends in America that we do not agree with their policy and that we disapprove of discrimination on the grounds of nationality. However, we have worked with them to get the best possible outcome for UK nationals and dual nationals. We have also made clear to the American Administration—I am sure that he will approve—the widespread consternation felt by individuals such as him around the world.

There have been so many missed opportunities. As the former Chancellor, the right hon. Member for Tatton (Mr Osborne), said in his excellent speech, many people across the world have been calling for action against Assad since he started slaughtering his own people five years ago. In August 2013, after the international outrage at his use of chemical weapons, we had the chance, but we blew it; the Conservatives blew it, we blew it—every political party in this House blew it. The former Chancellor was absolutely right when he said that that had a direct impact on what the United States did then, with President Obama fatally withdrawing from the red line he had drawn on the use of chemical weapons, with absolutely horrendous consequences, not just now in Syria, but for the future of our world to come.
At any stage since that calamity, the Government could have come back to this House with proposals for safe areas, no-fly zones and, most recently, aid drops, but they did not. Just two weeks ago, my hon. Friend the Member for Islington South and Finsbury made it quite clear that we would support airdrops. The Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), hid behind the excuse of not having parliamentary authority, but he did not even seek it, which has been a pattern of this Government over the past few years. As a desperate aid worker told the BBC yesterday, it might now be too late.
We now have the disgusting spectacle of a combination of far right and far left from around the world, united only in their contempt for democracy and human rights, celebrating what they call a “liberation”. Why do we constantly forget the lessons of appeasement, whether from the 1930s or more recently from the Balkans? Statements on Syria from Conservative Ministers have sounded just like the ones I remember from when they were dealing—or not dealing—with Milosevic as he rampaged through Bosnia. When will we understand that dictators such as Assad and Putin only respect strength and the credible threat or use of force? When will we realise that Russia’s strategy is to weaken and divide the free world and that driving the biggest refugee flows into Europe since world war two is a deliberate part of that plan? When will we admit that Putin is already achieving what he cannot achieve militarily through cyber-warfare and propaganda?
The motion that we are debating is welcome, but it is pathetic. It refers to the House considering “international action” in Aleppo. There will no international action, because there is no political will, either here or in the other countries where such will is necessary.
Is my right hon. Friend as anxious as I am? With Putin and Russia linked to interference in the American election, with the bombing of Syria leading to a refugee crisis in Europe and with many central European countries looking inward, like we are, Putin’s expansionist tendencies and desire for a warm port should make the Foreign Secretary think carefully about the actions from this point on onwards.
I completely agree. We have not even begun to wake up to Russia’s cyber-warfare. Its interference in the American presidential elections is now proven. It probably interfered in our own referendum—we do not have the evidence for that yet, but it is highly probable. It will certainly be involved in the French presidential election. There are already serious concerns in the German secret service that Russia is already interfering in the upcoming elections. We have to wake up to this, but when?
Finally, the tragedy today is the tragedy of the benighted people of Aleppo issuing desperate, and probably futile, last-minute appeals for help to the outside world. The tragedy tomorrow will be all of ours for failing to stop this happening and for the consequences. Shame on us.

Commons ChamberMy hon. Friend is right to comment on the hard work of the Foreign Secretary. His list of important rights is something that we could apply to pretty much any country in the world, including Turkey.
I congratulate the right hon. Gentleman on being one of the House’s great comeback kings. He will definitely be able to keep the Secretary of State on the straight and narrow.
Does the Minister recognise the concern in constituencies such as mine, which has the largest Turkish-speaking population in the country, that the manner in which the west behaves towards Erdogan is frankly similar to how we behaved towards Mubarak? Erdogan is stretching democracy beyond belief—putting Syrians into Kurdish areas to dilute the Kurdish influence in his country cannot be right. Will the Minister be clear about how Erdogan treats the Kurdish minority in his country?
I understand what the right hon. Gentleman says. Given the Turkish population in his constituency, I am happy to offer him a face-to-face meeting to talk through the issues. We share the same value system and will have some difficult problems to resolve in the region with a collapsed Syria and terrorist pressure on Turkey, which is not free of such pressures and must work out how to handle them. We must appreciate that the issues are complicated, and I would welcome the right hon. Gentleman through the door of my office to discuss them in person.

Commons ChamberI thank the hon. Gentleman for his intervention. He is absolutely right, and I am coming to that point in my speech.
The Iraqi Supreme Court has ruled that the 1988 operations were genocide. Earlier this year the Norwegian Government, as we have just heard, recognised the Anfal campaign as genocide, stating that the judgment in Iraq, in accordance with international law, justified that decision. Sweden followed, with the Swedish Parliament stating that, based on research, statements from organisations and the 2010 judgment in Iraq, it was legally able to make that declaration. In the Netherlands, we have even seen a Dutch citizen successfully prosecuted for his part in the genocide: Frans van Anraat was tried at The Hague and charged, among other things, with selling chemicals knowing that they were to be used for genocidal purposes. Such a charge required the court to decide whether the Anfal campaign was indeed genocide. Unsurprisingly, it agreed that it was. Therefore, there exists a judicial decision in Iraq, a decision at The Hague and the decisions of other nations to support a declaration that the Kurds were subjected to genocide. The United Kingdom can act to make it clear to the world that this Government recognise the genocide committed against the Kurdish people.
Beyond the legal arguments there is another important dimension. The United Kingdom carries enormous moral weight around the world. I am proud that Britain is at the forefront of the international community when it comes to protecting human rights and standing up to regimes that threaten their people and their neighbours. That is why we must be at the forefront of this argument.
I stand shoulder to shoulder with the hon. Gentleman in his desire to see this recognised as genocide. In relation to the point he has just made, does he not also think that that would bolster the position of the 38 million Kurdish people living in Syria, Iran, Iraq and Turkey today? Does he also believe that, given the tremendous concern about the position of Kurdish people in Turkey at the moment, it is important that we recognise those past sins?
I thank the right hon. Gentleman for his intervention. He is quite right. I do not think that the Kurdish people can get closure on the horrific crimes that were committed against them in Iraq, but if Parliament today recognises that what took place was genocide, they will be one step closer. We will also send a clear message to all those countries that might at some point be tempted to attack their own people because of their ethnicity to think twice. I thank him for being here and for supporting the motion.
Building the kind of society described by my hon. Friend, which recognises people’s rights to their own language and culture and to celebrate their background, is enormously important and very much part of this process. Although building democracy in Iraq and working with Iraqi parliamentarians is difficult, it is encouraging to see Iraqis across all political groups and backgrounds working together. The services and reconstruction committee of the Iraqi Parliament will visit us next week. It is chaired by a Kurdish-Yezidi woman and is comprised of people from different backgrounds who are working together to try to build things for the Iraqi people. I agree with much of what my hon. Friend has said.
My hon. Friend spoke eloquently of the position in France and that of the French Foreign Minister. Does she recall that just a few weeks ago three Kurdish women were shot dead in Paris? That conveys the continued concern that we should all have about Kurdish people as they go about their business in Europe. It also illustrates not only why we must recognise genocide, as has been said, but that these are a people who continue to be routinely oppressed.
My right hon. Friend is right. I have particular concerns about the position of Kurdish people and, indeed, others. More than 70,000 have died in Syria and there is an ever-present fear of chemical weapons being used by that regime, which is a frightening reminder of the Halabja gas attack. As has been said, some of the effects of the 16 March 1988 attack on Halabja are still with us, including disease, birth defects and other health complications. Can we easily accept the possibility that more victims of these weapons could arise today in Iraq’s neighbouring country?
We know of the genocide perpetrated against the Jews by the Nazis during the second world war and the excellent work undertaken by organisations such as the Holocaust Educational Trust to educate new generations about the horror. Every year we have Holocaust memorial day to honour the dead and ensure that they are not forgotten. The story of the Kurdish genocide has yet to be fully told and is not yet fully understood, but the Kurdish people should not have to wait any longer for justice from the international community. Iraq has officially recognised the killings as genocide and the rest of the world must do the same.

Commons ChamberI agree that those principles are vital and they are ones on which we will focus and put a huge amount of emphasis. I thank my hon. Friend for his report, and I pay tribute to him and his colleagues for their energy and open-mindedness in reporting back to the Foreign Office on that visit.
Can the Minister update the House on the Government’s assessment of growing concern about the position in Malawi—unrest, autocratic rule and real oppression?
I am grateful to the right hon. Gentleman for raising that. Although we are talking about Equatorial Guinea, I was in Zambia recently and had a chance not to visit Malawi, but to have an assessment of what was going on there. We are very concerned indeed about the way in which the Malawi Government evicted our high commissioner, but a high level delegation from Malawi recently came to the Foreign Office and we were able to have candid discussions with them. My right hon. Friend the Foreign Secretary made it clear that there are certain measures that need to be put in place before we resume normal diplomatic relations.

Where there is not free access to rehabilitation camps, for example, the British Government make it very clear that that must be provided, with proper access for NGOs and for others who wish to see them. Progress has been made in this respect. More NGOs have access than in the past, but it is not complete, and the right hon. Gentleman is absolutely right to raise the matter.
2. What recent assessment he has made of the state of relations between the UK and the countries of the Caribbean; and if he will make a statement.
The Government are committed to maintaining and furthering the excellent relationship that we have with the Caribbean. I visited Barbados, Trinidad and Tobago and Jamaica in January, and the Secretary of State for International Development recently announced a 50% increase in DFID’s bilateral aid funding for the Caribbean.
I am sorry to drag the Minister back to the UK. He will recognise that there is concern in the Caribbean that Britain is ceding its relationship with the Caribbean to the United States, and that many young people, particularly where there is growing unemployment, are turning to things such as basketball instead of cricket. Will he say more about air passenger duty, which is imposing high fares on travel to the Caribbean?
