Commons ChamberI suspect that I have much more confidence in the world-class quality of the food and drink that is produced in Scotland than the hon. Gentleman. I do not believe that Scotch whisky really depends on the Foreign Secretary to become a world leader, and I do not believe that the world-class food and drink that we produce in Scotland really depends on gunboat diplomacy to make people throughout the world understand. What it does depend on is barrier-free access to markets, and it is a bit rich for those who support the removal of our barrier-free access to the biggest single market on the planet to claim to have a monopoly of wisdom about how to develop our international trade.
Let me say once again that I do not accept the argument that the sole purpose of foreign policy is to benefit wealthy investors and bankers in these islands. The most important part of the foreign policy of any developed and wealthy nation is to ensure that its wealth is distributed so that terrorist attacks such as the ones that we have seen in Egypt recently, and the starvation that takes the lives of thousands of children every day, become things of the past. If I have to pay a wee bit more income tax, or any other tax, to make that happen, I for one am more than happy to dip into my pocket.
The hon. Gentleman referred to the intervention in Yemen in a castigating way. Will he at least acknowledge that many Arab countries are involved in the war in Yemen, and that they are trying to avert a humanitarian crisis and deal with the difficulties in that country that are a direct result of Iranian intervention in support of the Houthi rebels? The situation is much more complicated than the hon. Gentleman is trying to suggest.
I entirely agree that it is more complicated than it is often presented as being. I have not said that Iran is entirely innocent, but Iran is not buying £2 billion-worth of weapons of war from the United Kingdom, and Saudi Arabia is. Saudi Arabia stands accused of war crimes. Until those allegations are investigated, I do not think that we should be selling weapons to those who may be committing crimes of mass murder, and I do not consider the question of whether or not they are using our weapons to commit those crimes to be relevant.
When I looked at the timetable for our Budget debate, I saw “Monday: global Britain”, and thought, “That’s not going to take very long, is it?” The fact is that even the Government’s own misguided ambitions for Britain’s place in the world, which I believe are still based on the fanciful belief that we are somehow entitled to retain an empire and colonies, rather than a simple acknowledgement that the world has moved on since the days when any nation could claim the right to colonise any other nation—

Commons ChamberI have indeed raised those questions with my opposite number and with the Sri Lankan Government. We believe that they are making progress, but we will continue to insist that more needs to be done.
With 2.4 billion people and some of the fastest growing economies in the world, my hon. Friend is entirely right that the 52 countries of the Commonwealth represent a superb opportunity for this country to do free trade deals. However, that does not mean that we will necessarily be in any way relaxing our desire to do a fantastic free trade deal with our European friends and partners. We believe that this can be a win-win.

That this House has considered Anglo-Polish relations.
I am grateful to be speaking in this important debate. My family and I left Poland and came to the United Kingdom in 1978, because of communism. My parents were staunchly anti-communist and refused to live under the tyranny of communism, but after martial law it was impossible to return, and we had to see our family, friends and fellow citizens suffering under the oppression of the Jaruzelski regime. I returned for the first time after the lifting of martial law, in 1983. I spent many summers with my beloved Polish grandfather, listening to his experiences and hearing of the suffering that he and his family and his generation went through during the terrible times of the second world war, and the horrendous brutality and destruction in Warsaw from 1939 to 1945. I also listened to his experiences of living under a communist system, with the terrible lack of freedom that ensued from that.
I am very proud of being the first ever Polish-born British Member of Parliament. Although there are other Members with relatives from Poland, I am the only one to have actually been born there, and I am proud of my unpronounceable surname. When I first stood to be on the Conservative candidates list someone said to me, “You will never be elected with a completely unpronounceable surname like that. You’ve got to change it or anglicise it”—as many others have done. I said, “In that case, I will never stand for Parliament, because I am very proud of my Polish roots.” Once during the selection process someone said to me: “Kawasaki—that’s not a very Shropshire name, is it? How are you going to get by with a name like that?” I said, “Well, it didn’t cause my grandfather’s generation any problems when they were fighting in the battle of Britain, so I hope it won’t cause me any problems today.”
I am proud of the fact that this debate is taking place at the same time as the royal visit to Warsaw, which accentuates the increasing importance of Poland as a European economy and a trading partner for the United Kingdom—as well as a defence partner for our country. Let us not forget that while we grapple with encouraging many of our NATO partners to spend the prerequisite 2% of GDP on defence, Poland is already doing so. In fact, it plans to increase defence spending beyond the 2% margin. However, differences are opening up between Poland and Germany—the two countries that the royal couple are visiting this week—with respect to their vision for the European Union and its component parts, and what authority it should have over sovereign nation states. I hope to get the Minister’s perspective on the differences that are starting to materialise between Warsaw and Berlin.
This year we celebrate the 77th anniversary of the battle of Britain, and I was proud last year to accompany Lord Tebbit, a man for whom I have enormous respect, to the RAF Club to celebrate the 76th anniversary. He and I, along with many senior Polish military officers and their British counterparts, had a wonderful dinner. In his speech Lord Tebbit—who, we should not forget, served in the RAF—said something that resonated enormously with me and will stay with me for the rest of my life. He said that in the summer of 1940 the balance between the Luftwaffe and the RAF was so even, and the outcome of that key battle was so uncertain, that it was unequivocally the arrival of the Poles, the largest foreign contingent in the battle of Britain, that tipped the balance in favour of the British side. Although the debate is about current Anglo-Polish relations, we must never forget the extraordinary contribution that those brave men undertook on our behalf to save our country. We must always celebrate that and teach our children and grandchildren about it. Although their country had been taken over by tyranny, they did not give up. They did not just lie back and take it. They continued their struggle against fascism by coming to the United Kingdom and fighting with us.
The hon. Gentleman’s points are extremely important. The contribution and enormous sacrifice made by the Polish people means that they have the support of every proud member of this nation.
The inquest on the suicide of Dagmara Przybysz opened yesterday. That bright, intelligent young woman committed suicide because she was bullied for being Polish. Does the hon. Gentleman agree that the points he has made should be disseminated as widely as possible, so that no one will ever again be bullied for being Polish? They should instead be praised for it.
I am grateful to the hon. Gentleman for raising that point. My right hon. Friend the Minister drew to my attention a newspaper article about that beautiful young Polish girl, who was found hanged in school as a result of being bullied by a racist gang.
I am going to make some progress, but then I will give way.
The hon. Member for Ealing North (Stephen Pound) is of course correct, and that is why the Polish war memorial is important. Such visible signs of the contribution of Poles to the United Kingdom are important, because we must explain to younger generations why so many Poles are here. Many are here because they came to continue the fight against fascism, and then stayed here as part of the community. No one accentuates the importance of that better than Senator Anders, whom I am sure the hon. Member for Ealing North has met. She is the daughter of the esteemed General Władysław Anders, who was an important figure for Poland. Not only is she the senator for Suwalki area, where British troops are deployed at the moment, but she has been appointed as a special roving ambassador to engage with the Polish diaspora around the world and commemorate and recognise their contributions to their host nations. I pay tribute to her, because Poland needs recognition for its unique contributions.
An area of dissent in the European Union is refugees. Poland has recently taken more than 1.3 million refugees from the terrible fighting in Ukraine. My Polish friends tell me that there are now 1.3 million Ukrainians in employment in Poland, but some figures put the number of Ukrainians in Poland as high as 1.5 million or 1.7 million. On my summer holidays to the Polish seaside resort of Sopot, where I go every year, I see for myself the huge number of Ukrainians working in restaurants and cafés, and throughout the community.
Poland is not demanding a resettlement of those Ukrainians or any special help from the European Union in dealing with those huge numbers of refugees streaming across her border. In fact, Poland has already done a great deal to help and support those refugees in escaping the fighting and difficulties they have experienced in Ukraine, yet Germany and the European Union are now talking about sanctions against Poland for not taking the requisite number of Syrian refugees. I find that dangerous and frightening, quite frankly. We have a history of welcoming refugees to our nation, and we are proud of that, but that decision must come from the grassroots. It must bubble up from society, as happens in our country.
What frightens me is the idea that the European Union can somehow unilaterally dictate an allocation of certain types of refugee to be distributed to Poland, against the express wishes of the democratically elected Polish Government. The issue is clearly polarising, but we must respect the will of the Polish Government. I consider one European country or the European Union itself threatening sanctions to be blackmail and intimidation, and the United Kingdom must support Poland on the issue. The referendum showed that no matter what happens with the European Union, we believe in the supremacy of individual sovereign nations and their ability to be directly accountable to their people for all policies that they implement.
Does the hon. Gentleman agree that the same defence could be made of countries such as Jordan and Turkey, which have already accepted far more refugees than they can sustainably look after? If the United Kingdom was prepared to take a decent number of refugees from Syria and Iraq, instead of putting pressure on countries in the middle east to take more, would there not be less pressure on places such as Poland, which is already catering for refugees from other parts of the world?
I do not really want to get into a debate about our domestic immigration policies. I am proud that the United Kingdom has provided more money than any country apart from America for refugee camps in Jordan and Lebanon, but of course we can do more.
A key point that I want to raise with the Minister is that because we are leaving the European Union, people say to me, “What’s it got to do with you? Your power and influence in the European Union is bound to wane over the next two years, and then you will have no influence at all.” One Conservative MP said to me today, “You’re blowing in the wind here; we will not have any influence in the European Union.” But the fact remains that we will of course continue to have influence. As a major European power, security, stability, peace and confidence on the European continent is vital to us, and we must continue to engage and support countries such as Poland on this issue and others.
I say to the Minister that when Germany behaves in such a way, it needs to be called out for double standards. On the one hand Germany talks about the unique importance of solidarity within the European Union, and says that there has to be redistribution of refugees around the whole of the European Union, but on the other hand it implements policies that go completely against that concept. One example is the Nord Stream 2 pipeline—a massive project to build an undersea gas and oil pipeline from St Petersburg to Germany, completely bypassing the whole of central and eastern Europe. We all understand and appreciate the importance of energy security for all our NATO partners in central and eastern Europe. They are building liquefied gas terminals on the Baltic sea and starting to buy more gas from Qatar and the United States of America, but a common energy policy with the Russians is needed. The Russians understand only strength, and any differences between those countries will give Russia increased leverage to turn off the taps or to put pressure on some of those countries if things do not go its way.
I am really disappointed by Germany’s conduct over the Nord Stream 2 pipeline, and I very much hope that my right hon. Friend and other Ministers will raise the issue with their German counterparts. What discussions has my right hon. Friend had with his German counterpart to highlight concerns about the lack of support for central and eastern Europe on the Nord Stream 2 pipeline? As I said, it is vital for our interests that countries in central and eastern Europe and the Baltic states continue to have energy security.
Does my hon. Friend the Member for Montgomeryshire (Glyn Davies) still wish to intervene? I was rude not to give way to my constituency neighbour from just across the border in Wales. I give way to him.
I thank my hon. Friend for allowing me to intervene and to express my admiration for the Polish people. A huge number of Polish people have moved to my constituency and, I am sure, to many others. They work incredibly hard and are committed to their families—that is their reputation—all on top of the commitment that those of us of a certain age know they made to the freedom of our country in the last war. We in Montgomeryshire have great admiration for the Polish people. I congratulate my hon. Friend on securing the debate and on the speech he is making.

Another key issue for our Polish friends is the need for a permanent NATO base in eastern Poland. I will be the first in the debate to recognise the contribution that the United Kingdom has already made in sending rotational troops to the Suwalki gap. We are all proud that more than 150 British soldiers from the Light Dragoons are in Poland playing their role in sending a strong message to the Russians that the new demarcation line between NATO and Russia is there to stay and must not be infringed, and that the United Kingdom will never tolerate any infringement on the sovereignty of our NATO partners in central and eastern Europe. I am sure that is a red line for every hon. Member in this Chamber and throughout the entire House of Commons and House of Lords.
We are all scarred by the terrible consequences for Poland of the Yalta conference—being imprisoned behind the iron curtain for 60 years—and of the initial attack on 1 September 1939. I am particularly scarred, if I may say so, after listening to my beloved grandfather speak of those consequences. It will take generations to forget and forgive what happened at that time. However, we must now show the Poles that we are resolute, and that our word is our bond when it comes to upholding the article 5 clauses in the NATO treaty that guarantee Poland’s sovereignty and independence.
I have asked many questions on the Floor of the House about the steps the Government will take to be at the vanguard of pushing for a permanent NATO base in Poland. I have had various oral replies, none of which have been satisfactory. The answer from Ministers is, “That is a decision for NATO.” Of course it is, but we have an opportunity to show our Polish friends and allies that we are at the forefront of understanding their requests for a permanent NATO base. We ought to use our senior position within that organisation to push very hard to ensure that there is a permanent NATO base in eastern Poland. We need to take the lead on this issue.
We also need to take the lead in trying to alleviate tensions with Russia and on the Minsk II agreements, which have so far been prioritised and led by France and Germany. I was recently discussing with a Conservative colleague why we did not get involved initially in the Minsk I and II agreements. As a major European power, we clearly have a duty and responsibility to join Germany and France in trying to resolve the tensions between Russia and Ukraine, which are a major source of instability in central and eastern Europe.
When I was debating with German Members of Parliament at the Royal United Services Institute last week, I challenged them on the German stance with regard to permanent NATO bases in Poland. I have to say that I did not get unequivocal support from them; they are rather sitting on the fence. The Minister may correct me if I am wrong, but I do not believe the Germans want a permanent NATO base in eastern Poland. They are happy with the main focus of NATO being in Germany and protecting Germany. The only NATO base in Poland at the moment is right on the Polish-German border, in Szczecin, so if there were any incursion, only a tiny bit of Poland would potentially be protected.
The Germans and Angela Merkel have a long-standing relationship with President Putin. Angela Merkel probably has the greatest understanding of the Russian President, speaking Russian and having known and negotiated with him for a long time, but we in the United Kingdom need to challenge the Germans on that issue. Yes, we must have dialogue with the Russians and co-operate with them, but we need to ensure at the same time that there is a carrot-and-stick approach to them, and part of that must be a permanent NATO base in Poland.
I am conscious that other hon. Members wish to speak, so I will shortly wrap up my comments, but the other point I want to raise with the Minister is that we must fight, along with our Polish friends, not to tolerate a single European army in the post-Brexit world. We all remember the picture of Signor Renzi, Mrs Merkel and Monsieur Hollande standing on top of an Italian aircraft carrier stating that they wanted a single European army. Some people on the continent even say that they can no longer depend on the British and Americans for a security umbrella for Europe. That is very wrong and very dangerous, and nothing must happen to usurp the power and responsibility of NATO as a collective defence mechanism for the whole continent.
I congratulate the hon. Gentleman on securing this debate. Does he agree—it appears he is on the same line—that the security of Europe in the past, the present and hopefully the future, even in the central European belt, has been thanks to NATO, and that we should build and strengthen our relationship with all the NATO nations and not allow the misreading of history that says the European Union cemented peace, when it was in fact NATO?
The hon. Gentleman is absolutely correct. In the referendum campaign in Shrewsbury, one couple came up to me and said, “I’m going to vote for remain because the European Union has maintained peace in Europe over the last 60 years,” and I had to spend the next 15 minutes explaining very succinctly that it is nothing to do with the European Union. What has kept peace in Europe in our time, thank God, has been that collective defence mechanism—anchored, I have to say, by support from the Americans and the Canadians. Undoubtedly many very important countries are part of that defence mechanism, such as Norway and Turkey, which in my view are unlikely to become members of the European Union. It is very important that those countries—in addition to America, Canada and the United Kingdom, which is pulling out of the European Union—are central to the collective defence capability that we all require.
I agree with the hon. Gentleman: we must trumpet the importance of NATO. We must also work with our Polish friends to ensure that they take the lead within the European Union in ensuring that, although the United Kingdom is pulling out of the EU, NATO continues to be supreme as the sole common defence umbrella for the whole continent.
I would like to take a moment to pay tribute to the 900,000 Poles who are living in the United Kingdom. Prince William said yesterday in his speech in Warsaw that Polish is now the second most spoken language in the United Kingdom.
I hear my hon. Friend from across the border mentioning Welsh, but he will have to take that dispute up with Prince William directly.
I have a wonderful Polish teacher who is helping me with my Polish grammar, Mrs Watrobska, to whom I would like to pay tribute. I spend the first 15 minutes of every lesson, every week, complaining about how difficult and unnecessarily complicated the Polish language is. She just listens to me and keeps faith, but I am finally getting to grips with the rather complicated Polish grammar.
One statistic that I want to share with the Minister is that 87,000 companies have now been set up in the United Kingdom by the Polish diaspora. I would argue that these people are, in the main, ideal immigrants. If we were to design a newcomer to our country, it would be a Pole. They are highly educated and highly skilled people. Many of them have finished university education, and they have an extraordinary work ethic. It makes me so proud when so many people come up to me, knowing that I am from Poland—whether it is farmers in Shropshire or people in the building trade, construction, architecture, design or fashion—to say, “We love these Polish workers. They are dependable; we can rely upon them.”
Of course that makes me very proud, and that is the sentiment. I am sure that my right hon. Friend the Minister will agree that British people appreciate Poles and the contribution that these very hard-working people make to our country. Many of them have expressed to me concerns about their rights in a post-Brexit world and in the transition we are going through. This Government wanted to settle the issue of the reciprocal rights of EU citizens—both theirs and ours—at the very forefront, before negotiations started, understanding the importance of getting the issue resolved as a priority. Unfortunately, Mr Tusk and Angela Merkel prevented us from doing that.
The Government now have a very effective and positive plan to ensure that these people have guarantees to stay in the United Kingdom, and I am sure that the Minister will allude to those guarantees when he makes his speech. Let us not forget—this is the strongest message I want to give to our Polish friends—that just because we are pulling out of the European Union, it does not mean we will not continue to encourage highly-skilled Polish workers to come to our country. We will continue to celebrate their contribution to our economy and we will continue to issue work permits to highly-skilled Polish workers who wish to come here, work and make a contribution to our society.
I now turn to the newspaper article that my right hon. Friend the Minister highlighted to me, about a young Polish girl, Dagmara, of just 16. I am not in the habit of showing newspaper articles; I hope I am not infringing any official rules, Sir Roger. I shall put it down.

I am very sorry, Sir Roger. I wanted the camera to pick up the face of this beautiful young Polish girl who so sadly died, hanged, following a racist incident.
Having come from Poland myself, I have to say that I personally have experienced nothing but kindness and understanding. I find it amazing and gratifying that, even as a foreigner to this country, I have been elected to the House of Commons. That obviously says a lot about my constituents. However, there have been some reported cases of racism against Poles, and it is obviously sickening and very worrying. I would like to assure our Polish friends that the Government—I am sure the Minister will agree with this—are doing everything possible not only to punish in the severest way those who are responsible, but, through our schools programme and other measures, to ensure that people are aware of the extraordinary contribution that Polish people make to our country and why we all welcome them to our shores.
I would like to touch on the extraordinary number of British investments that are taking place in Poland. Tesco, which was initially incepted by a Polish immigrant to this country, as I am sure hon. Members know, now operates widely across Poland. There is also GlaxoSmithKline. In the financial services sector, Aviva is making great progress. I pay tribute on the record to the Polish Ministries that are working in a very collaborative, professional and effective way, not only in supporting British companies but by helping them better to understand regulations and by listening to feedback from British multinational companies about some of the problems that they have faced and taking them on board when it comes to reforms. My understanding is that the Polish Government are very serious about creating a pro-business approach. Poland is open for business, and they are very keen to attract as much British investment as possible.
I would, however, like to highlight for the Minister one case and concern that I have come across. A British company called EuroEco Fuels, in the biofuels industry, operates in the port of Szczecin. I heard from various colleagues that it was having enormous problems with the port of Szczecin authorities. I do not have enough time to give a significant explanation of some of the red tape and, the company argues, infringements against them by the port of Szczecin authorities, but so grave were my concerns that I took the time to visit the company earlier this year to see at first hand what its problems were. I know that my right hon. Friend the Minister for Trade and Investment has written to his counterparts in Warsaw. Unfortunately, the situation is not yet resolved. I wanted this Minister to know of that particular problem; I wanted to highlight it to him and his ministerial colleagues to see whether they can do anything to help EuroEco Fuels with its ongoing and highly controversial deliberations and concerns with the port of Szczecin authorities.
I think that we need a permanent prime ministerial trade envoy to Poland. The Minister will need to find someone very senior from the House of Lords or someone—
Who speaks Polish!
No, I am not referring to myself; the Government need someone with much more gravitas and experience than me. But I am serious. Prime ministerial trade envoys are doing a great job in countries such as Iran and Indonesia—the Minister will know that our hon. Friend the Member for Gloucester (Richard Graham) does a very good job there. We do not have a trade envoy for Poland, yet we are Poland’s second largest trading partner. I urge the Minister to ensure that the Government consider appointing a trade envoy to Poland, so that all of us who are interested in bilateral trading relations with Poland can get behind that man or woman and help them to make the United Kingdom Poland’s No. 1 trading partner. We are currently its second largest trading partner after Germany. I see no reason why, over the next 20 years, we cannot become Poland’s No. 1 trading partner.
As long as I am a Member of this House—I have been one for 12 years now—I will always do whatever I can to promote relations with Poland. I say this as someone who was born in that country and who loves that country, its culture and its history very much. I feel that our two countries are inextricably linked and that we are very important bilateral strategic partners, and I for one look forward to our relations with Poland going from strength to strength over the coming years.
I think my hon. Friend the Member for Shrewsbury and Atcham (Daniel Kawczynski) missed out from his list of trade envoys our brilliant trade envoy to Nigeria—I cannot imagine who has that job. I just refresh his memory on that.
I, too, will start with a history lesson, although not one that goes back as far as the second world war. Let me go back to the time of Mrs Thatcher and the setting up of what became known as the Know How Fund, Britain’s technical assistance programme to central and eastern Europe. The fund, of which I was a board member, started in Poland, because the British Government saw the attractions of Poland and the innate spirit of entrepreneurial activity there, and decided that they would work with individual Polish organisations—not governmental organisations—to take reforms forward. I spent many years afterwards doing non-exciting things such as trying to import British accounting, law and stock exchange and banking practices to Poland, with some great success. That is why so many British companies feel comfortable doing business in Poland now.
Of course I recognise the role that my hon. Friend undertakes as the excellent trade envoy for Nigeria. I agree wholeheartedly about the initial support that Britain gave to Poland after the communist era in the form of technology transfer and support in setting up institutions. He will, of course, agree that Britain was at the forefront of ensuring that the Paris Club nations rescinded many of Poland’s communist era debts.
I agree. The point that I would make is that it is a fundamentally good way of transferring British technical assistance, for the benefit of both countries, as it transpires. It makes the other countries much more receptive and makes it easier for British companies to operate there, and it certainly improves the activities in those countries.
The involvement with Poland goes back more years than I care to remember, but it has not stopped there. I still have a great deal of involvement with Poland and Polish MPs. It is worth remembering that Poland supplies many Members of Parliament to the European Conservatives Group at the Council of Europe. In a post-Brexit world, the Council of Europe goes far beyond the 27 EU members, with a full membership of 47. That says a lot about the Council’s interest in human rights, democracy and the rule of law. I have heard Polish members of the Council of Europe participate in many debates on refugees, and I know full well that they understand the needs of Syrian and Ukrainian refugees in Europe, because they have said so in public debate. The point that they make balances good practice across Europe and seeing the refugee pattern as a whole with keeping an eye on what Poland can take for itself.
My hon. Friend mentioned that Prince William had been to Poland recently; Donald Trump was there as well, which led to many protests. There have also been protests about the court reforms that the current Polish Government are undertaking. Will the Minister comment on those? The difficulty with the court reforms, according to the opposition, is that the Government there are seeking more power over the courts, trying to end the separation of powers within Poland and introducing more rules to allow members of courts to be chosen by parliamentarians. Is that compatible with the country’s continued membership of the Council of Europe and its commitment to democracy?
My experience with Poland goes back many years, and I hope that it will continue for many more years to come. It is a place full of great entrepreneurs who contribute to our lives every day.
That is the conundrum. He should naturally go down the route for EU nationals, as we do when we go to Spain, Poland or anywhere else in the EU, but he is directed out of it as a Polish national. Whatever has happened since the decision to leave the European Union, he is being subjected to controls that I think are inappropriate—the Minister’s response indicates that he agrees—and that need to be investigated.
An applicant for British citizenship needs to have held a residency card for one year. My office has been contacted by two constituents, Polish nationals who have been in Belfast for many years and have established businesses and families, because their applications for British citizenship were turned down even though they had held residency cards for a year. An unduly onerous constraint is being placed on people who have chosen the United Kingdom as their home, such as those two Polish nationals. They have chosen Belfast as their home, lived there for more than 10 years and attained residency cards. At the time when they were turned down for British citizenship, they met the criteria to be in this country.
As representatives of the people in this country, we need to resolve these niggling issues collectively, because we do not want leaving the European Union to be a bumpy ride. We want to make it as smooth as possible and build on the strong relations between the United Kingdom and Poland.
I pay tribute to the hon. Gentleman for his role in the all-party group on Poland; he is a very active member of the group who has many Polish citizens living in his constituency. I thank him for his support and encourage him to come to the Belvedere Forum, which is hosted in Poland and brings together people from different walks of life to promote bilateral relations. I will talk to him about it another time, but I very much hope he gets involved.

Commons ChamberAs I have said, we of course enjoy very close trade relations with Japan. When I was in Japan last year, I met Japanese companies. The hon. Gentleman will be aware that the biggest ever acquisition in the UK out of Asia was the acquisition of ARM Holdings by SoftBank for £24 billion.
Will the Minister engage with his Japanese counterpart to get the latest assessment of Japan’s attempts to resolve its dispute with Russia over the Kuril islands?
We of course maintain close links with Japan—and, in fact, with all our allies—on matters related to security, and we continue to have dialogues across a range of issues, including those that my hon. Friend has raised.

Commons ChamberA later question on the Order Paper focuses on a UN Security Council resolution, but to touch on it now, yes, it is our ambition to gain a resolution along the lines of what the road map sets out. We met on 19 December and confirmed the direction of travel in which we want to go. The right hon. Gentleman will know from his understanding of the country that it is not so simple as suggesting this is all about the Houthis versus President Hadi and forces on his side. The complex tribal structures that are involved require the buy-in of many parts of the country to ensure that the ceasefire and cessation of hostilities can last.
I can confirm that Yusuf bin Alawi, foreign Minister for Oman, was at the discussions on 19 December, along with Adel al-Jubeir, the Foreign Minister for Saudi Arabia, and Abdullah bin Zayed from the United Arab Emirates. These are the key nations providing support, and I pay tribute to the work that Oman has done through its discussions, bringing the Houthis to the table so that we can get something secure for the ceasefire that we are all searching for.

Commons ChamberThe right hon. Gentleman makes a perfectly fair point. I hope that everybody in this House fully condemns any such violence. Behind that bad news, however, there is some better news. Since the EU-Turkey agreement, the number of migrants arriving on Greek islands has reduced significantly from an average of about 1,500 in February to just over 100 a day now.
I believe that my right hon. Friend visited Turkey recently. Does he agree that Turkey plays an important role in helping refugees and managing the whole process, and that our relations with Turkey will become increasingly important in this regard?
My hon. Friend is right. I have been to Turkey twice and my right hon. Friend the Foreign Secretary has been there, too. The UK is committed to the successful implementation of the EU-Turkey agreement, which started in March this year. For that to work well, we need to retain good and constructive diplomatic engagement with countries, including Turkey.

According to the January 2016 UN Panel of Experts report on Yemen, the coalition airstrikes have failed to uphold the cornerstone principles of proportionality and distinction in any armed attack, and have clearly failed to take all necessary precautions to avoid civilian casualties. In March this year, Amnesty International released new field-based research documenting the further use of cluster munitions by the Saudi-led coalition, including the first reported use of UK-manufactured cluster munitions in any conflict for nearly two decades.
The House should remember that the countries involved in the terrible war in Yemen do not have a history of intervention. Historically, countries such as Saudi Arabia, Bahrain and Qatar have not intervened in other jurisdictions, despite their location in a very difficult and volatile region. They have certainly never come together, as they have done on this occasion, collectively to enter another country—in this case to take on the Houthi rebels.
We ought to pause for a moment to think about the historic consequences and the unique situation that we find in all these disparate countries. My hon. Friend the Member for Aldershot (Sir Gerald Howarth) listed the names of the countries that have come together because collectively they see the appalling consequences of what is happening in Yemen. My contacts in Saudi Arabia tell me that many Saudis are married to Yemenis and that there has historically been a huge amount of exchange between Yemen and Saudi, and the idea that they would deliberately target civilians is one that they find appalling and shocking.
Yemen is being destabilised by the Houthi rebels. As we heard from the Foreign Secretary, they are firing Scud missiles into Saudi Arabia and carrying out the most appalling brutality throughout that country. We have heard from the SNP about the civilian casualties, but the Emirates have lost more pilots in this conflict than in the history of their nation, so they have suffered a great deal as well.
I am concerned that the coverage of the situation by our own media in this country, the BBC and Newsnight in particular, is superficial, poor, and I would even go so far as to say biased, leading to motions such as that emanating from the SNP.
We met the coalition forces at the Royal United Services Institute. RUSI kindly organised a meeting for us at which we engaged with the head of the Saudi air force, who told us, “Every single plane has cameras on it. We can pinpoint exactly where the planes are at any one time. If you have evidence that any of them have deliberately”—that is the critical word, and my hon. Friend the Member for Reigate (Crispin Blunt) alluded to it—“targeted civilians, that must be raised directly with the Saudis.” They are doing everything possible to try to limit civilian casualties. There is a report in The Independent today that the Americans’ recent bombing in Syria has led to over 300 casualties. Of course, civilians are affected, regrettably, when there is a bombing campaign.
We take great pride in Shropshire in training many pilots from the Gulf states—Kuwaitis, Emiratis and Saudis—at RAF Cosford and RAF Shawbury. It is not just about selling the equipment to those Gulf states. We take great pride in training those pilots to the very highest standards. They are taught by their British counterparts not just about professionalism and about flying, but about the ethics of flying those planes and the importance of what they do. I am very proud of the contribution that we make and I regret that there are Members in this House who think that we would be party in some way to deliberately targeting civilians.

I want to address precisely that point in my remarks. There seems to be a complete disjuncture between what we want to happen with the people we want to back for our own reasons—they could have a legitimacy or legal primacy—and what is happening on the ground. That has been a constant feature of the western approach to the area. We have our own ideals and beliefs about the process, the rule of law and what we think should happen, but when we look on the ground at the instrumentalities, as Woodrow Wilson used to call them, we see a complete mismatch. The people whom we want to be in charge—the people whom we believe have legitimacy—have very little capacity to enforce their will and ensure that their writ is run through the country we hope they can rule. That fundamental problem always comes up.
Haftar represents Operation Dignity. He has set himself up as an anti-Islamist strongman. There is no doubt that he is a controversial figure, but it is difficult to envisage a stable Libya without his active participation. He simply has a lot of muscle and many forces. He controls a significant portion of the country, particularly in the east. A few weeks ago we discovered that his forces took over a lot of the oil installations at the beginning of September. He has to come round the table if we are to reach a satisfactory solution.
There have been dark rumblings in regard to Haftar. We have read many times that the French secret service is supporting him. They are rumours, but it is important that we know what is being said. We also know that allies, including our friends in Egypt and the Egyptian Government, are openly supporting Haftar. The United Arab Emirates is broadly in support of his objectives. Many of our allies are openly or covertly supporting General Haftar, yet we stick to this idea, perhaps rightly, that the GNA is the legitimately constituted Government of Libya.
I am pleased that my hon. Friend is spending time talking about General Haftar. Our Government’s line has repeatedly been for the past five years, “We must wait for a Government of National Accord and national unity.” It is clearly evident after five years that that will not happen, and it is unrealistic to expect it. We should support General Haftar to bring peace and stability to the country.
My hon. Friend makes an interesting point. I am trying to say—in many ways, it is the crux of this debate and nearly any debate about the middle east—that we have our own ideals and our own sense of what the rule of law and due process are, yet the realities on the ground in many instances bear no relation to the theoretical aspirations and structures that the international community constructs. I am trying to grope towards some way in which we can accommodate or harmonise our intellectual construct and method with what is happening on the ground.
The reality is that there are something like 1,700 militias. General Haftar is probably the biggest military presence, and many of our allies openly support him. My hon. Friend asks an interesting question: why do we not just support General Haftar? I do not propose to answer that definitely today. It is a difficult question and there are lots of balancing factors. The fact is that General Haftar is not universally popular. We have big issues with militias in Misrata. A number of other tribes on the western side have said openly that they are not prepared to tolerate rule by him. Their belief is that, if we support Haftar, we will be substituting one military dictator for the former military dictator, Gaddafi.
Be that as it may, I want to talk about my hon. Friend’s suggestion. Our strategy has not moved the country forward in five years. The financial situation is such that whatever oil reserves Libya had are rapidly dwindling. Libya’s GDP was something like $75 billion in 2011 and is now something like $41 billion—it is roughly of that order; that figure is from a couple of years ago, but it is the latest we have. We are talking about an economy that has essentially halved in five years. GDP per capita was something like $12,500 in 2011, at which point Libya was one of the wealthiest countries in Africa. It was seeing some degree of material progress. Today, GDP per capita is about $7,000. No country in Europe has seen such a diminution of its wealth, including Greece. That has huge implications for the security situation in the region and outside.
Not only have people become a lot poorer, but the political institutions in many instances have broken down. Whatever Gaddafi’s strengths and weaknesses were—let’s face it, he was a tyrant—he had a degree of control over the country’s borders. Those who know geography will know that Libya is an enormous country with something like 4,000 miles of borders. To stem the flow of migration, it was very important that a centrally constituted Government—a central authority—could control the borders. That has now completely collapsed, which is why hundreds if not thousands of people come from very poor countries in sub-Saharan Africa through Libya and find themselves on boats in the Mediterranean going to Italy, in many instances ending their lives there.
I did not want to talk about the EU—we have had plenty of debates in this place about it—but one of the failures it needs to address is the lack of a co-ordinated plan for Libya. There is no point pretending it is going to go away, because it is not. The problem will get worse.
My hon. Friend makes a fair point, but I am told that one of the reasons why the Libyans view western involvement with such scepticism is that 2011 was not this country’s finest hour. I agree substantially with many of the findings in the Foreign Affairs Committee report. We went in there, but we did not have a plan or a follow-through. Given that context, it is not surprising that Libyans are sceptical.
Our ideals—what we want to happen—and what we can actually do are often completely different. I completely understand the support for the Government of National Accord, but it is difficult to see how we can empower them to take control of the country. None of the militias that one reads about—Haftar and Operation Dignity, Libya Dawn, ISIS and various al-Qaeda militias—are GNA forces. They are not under the control of the Government of National Accord, yet we carry on in a fantasy world in which they are the official, legal Government and we are going to support them. I totally understand those pious words, but nothing is happening on the ground.
We can go on like this. I am sure that in five years’ time I, or some new MPs, will take up the issue. We can go on forever and a day talking about what is going on, but in this debate I want to say, “Look, this is a big problem. What are we going to do about it?” I do not propose any definitive answers, but it is highly important that MPs have the opportunity to speak and think about these issues. We do very little thinking in this place; we do a lot of talking, posturing and virtue-signalling, but as parliamentarians we need to engage our minds critically with these problems.
My hon. Friend said that 2011 was not our finest hour. May I remind him—I am sure he remembers this very clearly—that only one Conservative Member of Parliament voted against military action: our colleague from the Foreign Affairs Committee, my hon. Friend the Member for Basildon and Billericay (Mr Baron)? Does he agree that we need to learn from that terrible mistake? We saw on our television screens constant coverage of the alleged bloodbath that would ensue if Gaddafi was not stopped. We reacted quickly without thinking about the consequences and without the follow-through that was needed.
That is a very timely intervention, because that is exactly the kind of thing I am talking about. For far too long, we have had emotional responses to situations. I remember the debate very vividly, although I was a new Member of Parliament and less experienced and less versed in issues relating to the middle east then. We talked a lot about the humanitarian crisis and what we needed to do to intervene to stop the potential bloodbath. All of that was well understood, but we did not stop and think.
I am coming on to some of those things, and my hon. Friend is absolutely right. We need the Government to be responsive and to help our people.
The hon. Gentleman is referring to the legacy issues affecting many people in Northern Ireland. I join our colleagues in Northern Ireland in campaigning on such an important matter, and I am very disappointed that the Government have not made more progress. May I ask him to support action on the other key outstanding legacy issue, which is the murder of a serving British police officer, PC Yvonne Fletcher, who was shot outside the Libyan embassy? To this day, we have still had no indication of who her murderer was, and he has not been brought to justice.
It is good to be reminded of that case, which has never been resolved from an investigative point of view and for which no one has been held accountable. The hon. Gentleman is absolutely right. We want that issue, as well as other outstanding legacy issues, to be addressed. It is such a major issue that I will not do my constituents the disservice of ignoring it and failing to take the opportunity to call for the wrong to be righted as far as possible, which is what the Government appear to have done. I hope that they will not continue to do so.
The IRA terrorist campaign led to the deaths of 3,750 people, not only in Northern Ireland but in Brighton, London, Manchester and other places. Libyan involvement is undisputed. Compensation has been paid to the families of Americans who lost their lives as a result of that involvement, as my hon. Friend the Member for East Londonderry (Mr Campbell) referred to, but the loss of British lives has not led to similar aid or support. I have said before in this place that our citizens are not second-class citizens and that they deserve the same justice as the Americans, and I stress that essential point about British engagement on behalf of my constituents.
Chaos reigns in many parts of Libya. I am aware from the Library briefing that in August, the Royal Navy supported the removal of potential chemical weapons materials from Libya. There are a lot of issues to be addressed there. This is not about winning a war; it is about seeing how we can influence the country and help to rebuild it from a dictatorship into a democracy. However, many external factors are taking control, and we must decide what the appropriate action is in that scenario.
The United Nations has brokered the formation of an inclusive Government of National Accord, but as seems to be the norm, the people the UN seeks to support have no regard for its regulations. There is substantiated evidence of the GNA having been undermined by people flouting the United Nations arms embargo and using Libyan militias as proxies. I have some good friends who work in security in the middle east and have been in Libya, and they have informed me that Libya is awash with illegal arms, some of which have made their way to terrorist groups in Europe. If we want to address terrorism in Europe, we must address the availability of arms in Libya.
Libya has descended into lawlessness since the fall of Gaddafi in 2011, giving groups such as the self-proclaimed ISIS free rein to attack Christians. The Minister would expect me to make this point, because I take the opportunity to do so whenever one comes my way. We all know that Libya has a deep Islamic culture, so Libyan Christians must keep their faith completely secret. Churches for Libyans and Christian literature in Arabic are forbidden. Although migrant Christians are allowed to practise their faith in Libya, many have paid the ultimate price: in 2015, dozens of Christians from Eritrea, Ethiopia and Egypt were kidnapped or killed by extremists in Libya. Several of those cases have been well expounded upon and were in the papers and on TV at the time. For example, a brief search for links to news stories related to Christian persecution and Libya returns the following headlines: “Christian woman in fear for her life”; “IS kidnaps 86 Eritrean Christians”; “Islamic State capture more African migrants”; and “IS kill 30 Christians, destroy churches”. Those are just some of the things that happen. Continued persecution is an important factor that must be considered in any discussion of our role and involvement in Libya.
I am conscious of the time and your direction, Mr Chope, so I will conclude with this comment. We face a massive problem. We must first determine our role in solving it and working with others who seek to absolve themselves rather than help solve the issues. We must try to bring stability to an area that desperately needs it, for the benefit of Christians, citizens and neighbouring countries, simply for the fight against terrorism, and, as my hon. Friend the Member for Upper Bann (David Simpson) referred to, for the ordinary people of Libya—the mothers, families, children and hard-working people. We must be wise and effective. Our actions must be co-ordinated to ensure that there is a global response that is felt by those who continue to seek to bring the country to its knees. We in this House have a duty, but we are not alone in that, and we must ensure that all the key players have a role in bringing stability to Libya.
Absolutely. A theme that has arisen again and again in this Chamber is the tension between stability and freedoms, and the extent to which we match our concern with alleviating human rights abuses with a concern with maintaining stability. Once stability goes in a country, there are an awful lot more human rights abuses, however many there were beforehand.
My hon. Friend was far too modest in her analysis of her abstention in 2011 when she was a new MP. I was not aware that she had abstained; I focused on my hon. Friend the Member for Basildon and Billericay (Mr Baron), who voted against the no-fly zone. I pay tribute to her for effectively scrutinising the situation. Does she agree that we must learn from the mistake of the speed with which we reacted to the crisis and intervened in the country at that time?
I thank my hon. Friend for his very kind intervention. Yes, we must learn lessons, but we do that not by sitting in this Chamber saying that we will learn lessons, but by doing things better, starting from today.
The second mistake that we often make, which feeds into the reference by my hon. Friend the Member for Spelthorne to nursery rhymes and fairytales, is that we forget that the middle east is not Tunbridge Wells, if hon. Members will forgive me for labelling that area of the country. The models of democracy and methods that would work in the home counties will not work in the middle east. It is a very different scenario. We seem constantly to make the mistake of putting ideology and our own ideals of how the world should be ahead of how it actually is.
I have just a few questions for the Minister that are based on observations. I am not an expert on this subject at all, but it seems to me that pursuing a 100% inclusive settlement for a Libyan Parliament is fantasy. It will not happen. I worry that, in failing to realise that, we risk making the best the enemy of the good. How possible does the Minister think it is for a sustainable majority to be gathered to govern—I am talking about bringing in recalcitrant Islamists and those in Misrata—such that Britain can then engage in maintaining the human rights of the minorities that are left outside?
It seems very hard to play the active role that we want to play in helping to reconstruct Libya if we have our diplomatic service based in Tunis but making forays—flying visits—into an occupied Tripoli. Is the Minister looking at putting an expeditionary diplomatic presence back on the ground in Tripoli, so that we actually have skin in the game, and so that we can perhaps stand alongside a Libyan Parliament in the same way as we did early in 2011, which is what we should do if we really want to see it gain traction and force?
What assessment has the Minister made of the effects of our efforts to displace Daesh from Sirte on the wider political situation in Libya? Has he made any assessment of the risk of our efforts on the ground boosting one side—the Misratan militias—and the potential effect of that, if it is happening, on the Parliament and the army? It would be a shame if unintended consequences from our efforts to displace Daesh from Sirte contributed to the destabilising situation that gave birth to it in the first place.
I am aware that we have limited time, but in the absence of clear and effective practical leadership in the country, I would value the Minister’s thoughts on our relationship with General Haftar. My hon. Friend the Member for Spelthorne rightly said that we cannot just ignore him and airbrush him from the picture because he does not fit in with our ideal of a GNA-led democracy. Whatever we think of General Haftar, he is really the only man who has managed to keep the army in one piece against an array of Islamist attacks. As my hon. Friend said, he is a controversial figure, but I struggle to think of any figure who has maintained any stability in the middle east who is not controversial. If we are looking for an uncontroversial leader to provide stability, we may have a very long wait.
To start to wrap up, I will borrow words reported to me by the former head of the British embassy office in Benghazi, Mr Joseph Walker-Cousins. He recalled words uttered by Salwa Bugaighis, a leading Libyan human rights lawyer. She had represented Islamists oppressed under the Gaddafi regime and had previously disagreed that Islamists posed a significant threat to Libya. Mr Walker-Cousins recalled how, shortly before she was assassinated by the Islamist militia group Ansar al-Sharia in Benghazi on the day of the general election in June 2014, she said of Haftar: “I hate that man. I hate everything he stands for. However, I have come to understand that he is the only one capable of containing and then destroying the extremists.”
Under threat of death, Salwa Bugaighis returned to Benghazi to take part in the elections and tweeted a picture of herself with an inked finger at the polling station. Her last tweet was of a convoy of Ansar al-Sharia breaching the gates of her villa compound. She was found the next day murdered in her kitchen, and her husband, a leading pro-democracy politician in Benghazi who was in line to be elected leader of the Benghazi local council the next day, was missing, presumed dead.
I ask the Minister what our vision is for Britain’s role in Libya. Will we regain skin in the game back on the ground with expeditionary diplomatic engagement and perhaps push for UN pro-consul level international engagement? Will we seek to work with General Haftar and the army, which are realities on the ground that we cannot ignore, or will we seek to step aside and create space for Russia to step in and start making decisions in Libya in the same way as it is now calling the shots in Syria? I would welcome the Minister’s thoughts on that.
I will finish with a quote attributed to Churchill:

It is a pleasure to serve under your chairmanship, Mr Chope. It is also a pleasure to follow the hon. Member for Glasgow North (Patrick Grady), who is the Scottish National party’s spokesperson on foreign affairs and international development.
Back in 2005 I had the opportunity to visit Libya with the Foreign Affairs Committee. It was very different in those days. Gaddafi reigned supreme, and I found, as we all did, the country to be a paranoid place, covered with posters of Gaddafi—“the father of Africa”—with his portrait stemming out of a map of the whole of Africa. It was a deeply disturbing place; there were no street signs or even road markings because they were so scared of invasion. We did not have the opportunity then to meet Colonel Gaddafi—I never met him, thankfully—but we met his deputy, Musa Kusa, who was one of the most sinister people I have ever met. During the revolution he “defected” to the west and came to live in Britain. I do not know if he is still here, but he gave us a portrait of Libya in 2005 that was worrying to say the least, given the human rights abuses and the absolute authority of Gaddafi and the way he dealt with opposition.
My understanding is that Musa Kusa did not come to live in the United Kingdom. I believe he is currently living in the middle east.
That is interesting to learn; he certainly survived, although he was clearly Gaddafi’s henchman and de facto deputy.
I congratulate the hon. Member for Spelthorne (Kwasi Kwarteng) on raising a really important issue in the debate. It is something Parliament has not paid sufficient attention to, and the Government have not paid sufficient attention to it either; I am sure the Minister will contradict that when he winds up the debate in a few minutes’ time. I also commend the Foreign Affairs Committee—I served on it for 10 years—under the leadership of the hon. Member for Reigate (Crispin Blunt)—I think he is a right hon. Member now.

Commons ChamberI was puzzling about that myself and am grateful for your clarification, Mr Speaker, and, having had it, I am very happy to answer the hon. Lady’s question. As I said in response to the initial question, we will need to hire significant numbers of trade negotiators and—I said this in the House a couple of weeks ago—I see no reason why we would not hire people who were non-British if they were the best people to do the job. Clearly, one would not want to hire a citizen of another country to negotiate a trade deal with that country, but having entered that caveat, I would hope we put together the best and most capable teams from wherever.
I am sure the Foreign Secretary will agree that the Prime Minister’s trade envoys have played a very important role around the world. As our relationship with the EU changes, will he make representations to ensure that that programme is rolled out across Europe as well?
My hon. Friend raises a good point, and that will of course be an issue for the new Prime Minister as trade envoys are personal appointments of the Prime Minister.

It is, as always, a pleasure to serve under your chairmanship, Mr Davies. I called this debate because I am very concerned about the growing anti-Russian sentiment in the House of Commons. Even for having called for the debate, a senior member of the Government today called me “Comrade Kawczynski”. I have been accused of being an apologist for President Putin and criticised for even daring to raise this subject, so I have prepared a personal statement, which I hope you will allow me to make, Mr Davies.
Of all the Members of this House, I have deep and personal reasons to dislike and distrust Russia and its actions. As many hon. Members know, I am of Polish heritage. Poland suffered terribly at the hands of the former Soviet Union, and like so many Polish families, mine was no exception in experiencing that suffering. My grandfather was a successful landowner and farmer whose life was ruined by the interference of the Soviet system, which was often brutally unfair, corrupt and flawed. It would be easy to cling to prejudice and allow it to colour my view of the world today, yet as a British citizen and a proud Member of this House it is my job and my duty to argue strongly in favour of what I believe will best serve Britain’s long-term security, stability and prosperity, even if that means encouraging détente and dialogue with a country that was born out of the remnants of the oppressive regime that so crippled my grandfather in Poland.
I could not go back to Poland to begin with, because of martial law in the Soviet-imposed regime and what was happening in Poland, but when I first went back in 1983 and met my grandfather, he spoke to me at great length about what it was like living under communism. He spoke about the oppression during the second world war from the Soviets and the Russians. He died in 1986—just three years before the fall of communism—but before he died, he said to me, “I will never see the end of communism, but you will.” He knew that the financially illiterate and politically Orwellian system that the Soviets had imposed on us was completely incompatible with the human spirit and soul.
When I think of the period in which my grandfather died, during those early years of détente, I think of the extraordinary lengths Reagan went to to meet Andrei Gromyko in 1984; I think of how Margaret Thatcher met Gorbachev for the first time in December 1984, despite all the difficulties that we had at that time with the Soviet Union—it was still in Afghanistan and was posing a huge threat to our country. It saddens me that today there does not appear to be the same level of good will and determination among our Government Ministers to engage in the same way with the Russian Administration.
There is a one-sided debate, and it is all negative towards Russia. My experience over the past 11 years—you and I have been in the House for the same amount of time, Mr Davies—is that when we do not have proper debates in this House, that is when tactical and strategic errors are made. That is why it is so important that we debate this issue.
I congratulate my hon. Friend on securing this important debate. May I suggest another reason why we do not understand Russia well enough? It is that the Foreign and Commonwealth Office needs greater resources to better understand events on the ground generally. It is a known fact, now widely recognised, that there were, for example, no Crimea experts in the FCO at the time of the Russian intervention in Crimea. Since the end of the cold war, the FCO has continuously wound down its Russian coverage. Does he agree that that needs to be put right, so that we understand events on the ground better, including the complexity that is Russia?
I absolutely agree with my hon. Friend. It is a privilege to serve with him on the Select Committee on Foreign Affairs. I very much hope that the report that we are starting on Anglo-Russian relations will delve deeper into some of the shortcomings and lack of resources available to the Foreign Office to understand Russia and our engagement with it better.
I thank my hon. Friend very much for giving way. He is clearly passionate and knows a lot about the subject. However, one shadow hangs over all this: the murder of Alexander Litvinenko. Speaking as an observer who comes to Anglo-Russian relations from a different angle—or from an angle that is not too used to them—that was a crime carried out on British soil, seemingly with the connivance of the Russian state, so until it is dealt with, our relationship will always be poisoned to a certain extent.
I will come on to that later in my speech, but it is important that my hon. Friend also reads the Russian submission on the subject, which was made to the inquiry on Anglo-Russian relations being undertaken by the Foreign Affairs Committee. I very much hope that he reads it.
President Putin is now being treated almost as a pantomime villain in this House. I would like a pound for every time someone says, “The only person who wants us to pull out of the European Union is President Putin, because that will destabilise the European Union and cause difficulties.” In fact, the Russian Government are one of the few Governments that have not made any statement on the matter. Unlike certain people I could mention who have come to our country and tried to interfere in our domestic referendum, the Russians have not made any official statements on whether they believe we ought to continue to be a member of the European Union.
I debated this issue at the Conservative party conference against a close friend, my right hon. Friend the Member for North Somerset (Dr Fox), who is very hawkish towards Russia and has a very different view from mine. I respect him greatly and I voted for him to be leader of the Conservative party in 2005, but we disagree fundamentally on Russia. Amazingly, it was the one time at a Conservative party conference when I have been mobbed—in a nice way—by young people, because they were so surprised that a Conservative Member of Parliament was challenging the situation and talking about how to lower tensions with Russia and to improve relations. They were so pleased that someone was doing that and they wanted to engage with me.
The Foreign Affairs Committee is now undertaking a report on Anglo-Russian relations. We started to take evidence yesterday with two leading academics, Dr Derek Averre, senior lecturer in Russian, foreign and security policy at the University of Birmingham, and Dr Andrew Monaghan, a senior research fellow at Chatham House. They gave us a very enlightened view and a very different perspective from the one given by our Government. I am pleased to say that, later this month, as part of our inquiry the Foreign Affairs Committee will be visiting Moscow and spending five days there, meeting our Russian counterparts. To get the most balanced perspective, we will be returning to the region in July to meet people in countries that neighbour Russia—Ukraine will be one and Moldova another, but I will be participating in the second leg, which is a visit to Poland and Latvia.
I am pleased that I have managed to convince the Committee to visit Poland. Anyone who thinks that the distrust of and hostility towards Russia are bad in London should try Warsaw. The Poles are even more sceptical and antagonistic about Russian motives, and to a degree I am becoming very unpopular in certain Polish political circles for daring to challenge that. Why do I do it? I do it because I still remember what my grandfather said to me and the complete destruction of Warsaw in 1944 and thereafter. We must do everything possible to avoid war, and to avoid war for future generations. I am greatly worried about the ramifications further down the line if we continue this abject hostility towards Russia.
My intention is to make the report as robust as possible in order to highlight FCO mistakes in dealing with the Russians and to put forward constructive proposals on how our Government should be going the extra mile and showing the British public that they are straining every sinew to ensure that no stone is left unturned in our determination to seek a constructive relationship with the Russians and something we can work on towards peace.
As a member of the Foreign Affairs Committee, I had the privilege—I am not sure that it is a privilege—a few weeks of going to Brussels as part of the Committee’s delegation. There were 28 representatives from the 28 countries and we had an opportunity to meet Jens Stoltenberg, the Secretary-General of NATO. I posed the question to him: “What are you, as the Secretary-General of NATO, doing specifically to lower tensions with Russia?” In a public way he said something very constructive—much more constructive than I have heard from any British politician. He said, “Well, you know, I was Prime Minister of Norway. We have a border with Russia and I had to engage with the Russians on all sorts of different issues, whether to do with fishing, security or the Arctic circle and exploration. We built quite a good relationship with the Russians and we found it very constructive to engage with them.” Needless to say, I am delighted that the Secretary-General of NATO spoke in those terms in such a public way to me and other representatives during our meeting in Brussels.
It is not the politicians who suffer from the ongoing sanctions—we politicians will continue to receive our salaries and to do our jobs—but the small and medium-sized enterprises who have tried to work with and export to Russia and seen their exports blocked or destroyed. I represent an important agricultural community in which cattle farming is one of the main sources of income. As I could not make an official delegation to Bryansk in Russia, I sent a cattle farmer from my constituency to represent me. Those discussions went so well that ultimately the Russians sent 15 of their top agronomists to Shrewsbury to meet with us and spend time with our cattle farmers to try to understand the cattle industry in Shropshire. As a result of those discussions, I am proud to say that we struck an agreement with the Russians to lift the ban on British beef imposed after the BSE crisis. That is potentially worth hundreds of millions of pounds to the British cattle industry. My right hon. Friend the Member for North Shropshire (Mr Paterson), who was then Secretary of State for Environment, Food and Rural Affairs, signed the agreement in Moscow, which would have led to great export opportunities in the cattle industry. Of course, all of that has been washed down the plughole as a result of the sanctions.
It is not just the beef industry. There are not any representatives from Scotland here, but the Scottish fishing industry is losing a great deal.

I am sorry. As I am sure the hon. Gentleman will come on to say, the Scottish fishing industry is suffering greatly as a result of the sanctions imposed, as is the dairy industry. The Shropshire dairy industry is on its knees as a result of bovine tuberculosis and the lowering of prices that our farmers are paid by supermarkets. My Shropshire dairy farmers are going out of business in unprecedented numbers and all their exports to Russia—not just cheese and milk, but other dairy products—have been wiped out as a result of the sanctions.
I direct the Minister to some information I received from France the other day. Last week, the French National Assembly adopted a non-binding resolution inviting the French Government to lift the economic sanctions and other retaliation measures imposed on Russia by the European Union. The resolution was presented by a conservative Member of Parliament called Thierry Mariani. Although non-binding, several of his fellow conservative Members of Parliament have welcomed the move—in particular, former French Prime Minister François Fillon—and it will clearly put pressure on the French Government ahead of the next review of sanctions in July 2016.
Through their Foreign Ministry, the French Government factually stated that EU sanctions remain linked to the implementation of the Minsk agreements, and expressed their willingness to ensure the unity of the EU on this matter. That is very important. The French National Assembly’s resolution gives me the impression that many in the French Parliament want sanctions to be rescinded, and that they could be lifted if the Minsk agreements are implemented. What is the British Government’s perspective on that? The key question I would like the Minister to answer is: were the Minsk agreements implemented, would the British Government support the removal of EU sanctions? Or do they have an extra requirement, as I have been led to believe in the past: that Crimea would have to be returned to Ukraine before they would support the removal of sanctions?
In all my interactions with Foreign Office Ministers, I have been given the impression that the British Government would not support the removal of sanctions unless the Minsk agreements were implemented and Crimea were returned to Russia. As somebody who has visited Crimea on several occasions, I have to say that there is not a cat in hell’s chance of the Russians returning Crimea to Ukraine during the course of my political or biological life, and I will eat my hat if they do so.
Sanctions should be in place only with something tangible and achievable as the end result. I genuinely believe that, if the implementation of the Minsk II agreement were secured, that would be the sensible moment for us to start to talk to the Russians about getting rid of sanctions. If the Government’s attitude is, “No, we want Crimea returned,” they are doing us a great disservice by putting our constituents, ourselves, our prosperity and the likelihood of improving relations in jeopardy and peril.
I know others want to speak, so I will try to wind up quickly, but I want to say how pleased I was with the Iran agreement. We were facing the insoluble, difficult and highly complex problem of nuclear proliferation in Iran. I pay tribute to the Foreign Office and its diplomats for the leadership they displayed in securing the agreement. There is no doubt in my mind that the agreement would not have been achieved without the unique contribution of British diplomacy, but Russia was also a part of the agreement. It made an extraordinary contribution and is doing the heavy lifting on the agreement to protect the region and to protect peace.
The American Secretary of State, John Kerry, said in a press release:
“A number of commercial transactions made this shipment possible, with many countries playing important roles in this effort. Russia, as a participant in the JCPOA and a country with significant experience in transporting and securing nuclear material, played an essential role by taking this material out of Iran and providing natural uranium in exchange.”
That goes to show that, if we work with the Russians constructively, they can bring different things to the table. They have different experiences and different contacts. If we can work with the Russians on securing this vital deal with Iran, why can we not work with them in other important theatres such as Syria?
I congratulate the hon. Gentleman on securing this debate. He has spoken at some length about his background and heritage and, indeed, about the welfare of cattle and the potentially lucrative nature of the cattle business in his constituency. He mentioned the Minsk agreement but said nothing whatsoever about the reasons for that agreement, which were Russian aggression, the conduct of hybrid warfare and thousands of lives being lost in eastern Ukraine and, to some extent, Crimea. That cannot be simply brushed under the carpet. The Minsk agreement and the sanctions are there for a good reason. Will he address those points?
We all know what led to the conflagration and the difficulties that ensued in Donetsk and Lugansk. I am grateful to the hon. Gentleman for his intervention, but I am focusing on trying to secure peace now. Implementing the Minsk agreement and getting back to normalised relations are more important than what specifically led to the conflagration in the first place. I am glad he intervened. As I discussed with him yesterday, as a fellow member of the Select Committee on Foreign Affairs, he has said in the past that he thinks the British Government ought not to have ruled out military action over Crimea. He has stated that Britain should have potentially got involved militarily. Well, if he wants a third world war and nuclear destruction of both entities, he is going the right way about it.
The point I made was that I felt it was unwise of the Prime Minister at the time to verbally rule out military action, not on the part of Britain but on the part of NATO or anyone else. Saying nothing is far better than saying we will not do anything.
Let us agree to disagree on that. I think that that sort of sentiment is highly dangerous and could lead to significant destabilisation in our relations with Russia.
The Russians believe we have acted unilaterally in the world, and they have seen some of the terrible difficulties we have got into with Iraq, Libya and Afghanistan. They want to ensure we can work constructively with them to bring peace about in Syria. As I have said, the Russians bring different things to the table. We need to compartmentalise the relationship. We can still disagree with the Russians profoundly over Syria and Ukraine, but let us get back to dialogue over matters of security and energy security while we continue to disagree with them. [Interruption.] I will wrap up my comments because you have indicated, Mr Davies, that I have spoken for long enough.
Russia has watched our disastrous intervention in Libya and our prevarication over Syria. Russians would argue that their intervention in Syria has helped to stop or temper the ongoing bloodbath of the past five years and that they have saved the European Union the misery and suffering of having to deal with hundreds of thousands more migrants coming across the sea to Greece.
When I think of the tremendous work done in Tehran, which I visited recently, between Churchill and Stalin to put their differences aside in fighting fascism during the second world war—when we had even more differences of opinion with the Soviet Union than we do with Russia today—I think to myself that we ought to also have the courage and vision to put our differences aside and work with the Russians to fight modern-day fascism. ISIS poses a similar threat to both entities in Syria, Libya and on the streets of European capitals, with the bombing and terrorism that is taking place. Let us put our differences aside and work with the Russians to deal with that threat.
My final statement is this. On 15 March, the right hon. Member for Birmingham, Edgbaston (Ms Stuart) said:
“The Foreign Secretary said that he has not talked to Mr Lavrov. Is that because Mr Lavrov is refusing to take his call, or that he has not yet tried? If it is the latter, why not?”
The Foreign Secretary’s response—I want you to remember this, Mr. Davies—was:
“Again, experience is the answer. I have not tried to make the call, and I am in no doubt that I could predict quite confidently the outcome of such a call to Foreign Minister Lavrov. I have had many conversations with him over the course of our regular meetings at Syria-related events, none of which has been fruitful.” —[Official Report, 15 March 2016; Vol. 607, c. 800.]
What a terrible statement to make: “None of my discussions with Mr Lavrov has been fruitful, so there is no point in making a telephone call.” No, no, no. The Government have got to change their stance and engage with the Russians, for the security of our country and the international community.
I thank the Minister for his remarks and some of his positive comments. We need to show strength towards the Russians. We must make them realise that we will always protect our NATO partners in central and eastern Europe. I am very much in favour of trying to ensure that we have a permanent NATO base east of Warsaw, because those new NATO countries need to know that we are serious about protecting them. That is extremely important. My hon. Friend the Member for Gainsborough (Sir Edward Leigh), myself and others are looking to the Government to show an interest in the ability to engage with the Russians, to support greater cultural and scientific exchange with them, and to show us that they are doing everything possible to lower tensions at the same time as showing strength towards the Russians.
