Written StatementsToday I am announcing triennial reviews of:
the Science Advisory Council (SAC); and
the Advisory Committee on Releases to the Environment (ACRE).
Triennial reviews of non-departmental public bodies are part of the Government’s commitment to ensuring accountability in public life.
The SAC provides expert independent advice on science policy and strategy to the Department for Environment, Food and Rural Affairs.
The ACRE advises the UK Government and the devolved Administrations on the risks to human health and the environment from the release and marketing of genetically modified organisms (GMOs).
The reviews will be conducted in accordance with Government guidance for reviewing non-departmental public bodies. The reviews will be carried out in an open and transparent way and interested stakeholders will be given the opportunity to feed in their views.
My noble Friend the Parliamentary Under-Secretary of State, Lord de Mauley, will announce the findings of both reviews later in the year.

Commons ChamberFollowing our Welsh colleagues’ deliberations to mark St David’s day, Madam Deputy Speaker, I wish you and the House gool Peran lowen—a happy St Piran’s day—for yesterday, on behalf of Cornish colleagues.
I was horrified to hear the story that my right hon. Friend the Member for Berwick-upon-Tweed (Sir Alan Beith) has shared with us. He has raised it several times in this place and elsewhere, and he is absolutely right to do so. The issues are very serious, and his points about the regulation of the Blackwater (North East) Ltd waste site are crucial ones for us to bear in mind as we consider the regulatory framework across the country.
I recognise how diligently my right hon. Friend has represented the interests of his constituents, many of whom have endured significant disruption to their lives and have had to contend with fears about the health effects of the fumes from the fire. I also recognise and commend the work of the site’s landowners, Mr and Mrs Blythe, in helping to extinguish the fire and to prevent pollution from the extinguished waste, as my right hon. Friend set out.
I welcome reports that the firefighting strategy and actions taken to control the run-off of firewater have so far proved effective and have prevented the contamination of both surface water and groundwater. I understand that Public Health England has advised that it does not expect there to be any long-term health effects from the fire.
My right hon. Friend rightly wants to know when his constituents will be rid of the waste operation, and when the stored waste will be removed. The site must now be returned to a condition that does not pose a continuing risk to the local community and the environment. The primary legal responsibility for that sits firmly with Blackwater, as the holder of the environmental permit. The site operator must meet his responsibility to clear the site and make it safe. As my right hon. Friend said, the landowners, Mr and Mrs Blythe, are calling for the Environment Agency to remove the residual waste from the site. The full cost of removing and disposing of the waste is estimated to be in the region of £635,000. Clearly, the removal of the stored waste must be a priority for all concerned.
I understand that there were early signs that the operator of the site was co-operating with the Environment Agency to address the breaches of his permit. However, as my right hon. Friend will be aware, the agency found it necessary to serve an enforcement notice on Blackwater on 10 January 2014. The notice required the company to comply with its environmental permit by removing all the extinguished waste by 24 February.
The site operator has utterly failed to comply with the notice. As a result, the Environment Agency is gathering evidence and has called the operator to a formal interview under caution to answer allegations of non-compliance, which could lead to prosecution or other enforcement action, including a court order to clear the site. If the operator is prosecuted, he should face the full consequences of his failings.
The seriousness of environmental offences and their environmental and economic impact has been recognised and embodied in the Sentencing Council’s definitive guideline on environmental offences, which was published last week. In following the guideline, it is hoped that courts will reflect the true cost of breaches of environmental legislation when sentencing offenders and that that will act as a strong deterrent.
As my right hon. Friend has indicated, the Environment Agency has discretionary powers that enable it to take action and recover costs.
I took part in the framing of the sentencing guidelines and hope that they will provide strong guidance if the matter comes to court. The Minister has referred to the recent decision to take enforcement action. Will he deal later in his remarks with the extraordinarily long period of inaction between 2011 and 2013?
I assure my right hon. Friend that I will talk about the discussions that I have had with the Environment Agency on earlier intervention in sites that may cause a problem or that are causing alarm.
In the first instance, the Environment Agency is encouraging the operator and the landowner to liaise with their respective insurers so that the cost of clearing and disposing of the waste does not add to the significant costs that have been incurred by the public purse in responding to the incident and in the subsequent pollution monitoring. Given the potential cost that I have set out, we must do everything that we can to avoid it being borne by the public purse. We face many challenges and the Environment Agency is doing a great deal of work across a range of issues, not least as a result of the recent extreme weather events. We must not leap up to incur these costs because they would have an impact on the budget of the Environment Agency or the local authority that intervened.
More generally, I hope that it will reassure my right hon. Friend to hear that I have been working with the Environment Agency and others to consider how we might prevent problems like those at Thrunton from arising, so that we do not have to take lengthy and costly remedial action. I met the chairman of the Environment Agency, Lord Smith of Finsbury, and its chief executive, Dr Paul Leinster, late last year to discuss these matters, following my appointment as Minister in October. I will do so again shortly.
The agency is under a duty to ensure that site operators are in a position to meet the obligations under their permits. I have challenged the agency to come to me with proposals on this issue. I am pleased to say that it is exploring, with representatives of the waste management industry, how operators can ensure that they are in a position to fund their obligations, including any potential clear-up and reducing the risk of the abandonment of waste and waste fires.
The Department for Environment, Food and Rural Affairs and the Environment Agency are working with the waste industry and the fire and rescue service to identify the root cause of fire incidents. We will assess the lessons that can be learned and the longer-term interventions that may be needed. The Environment Agency is reviewing what it can do to reduce the risk of fires, reduce the drivers of non-compliant behaviour and tackle the problem swiftly.
My right hon. Friend rightly focused on the agency’s approach to the enforcement of the permit conditions at the site. The Environment Agency has a statutory duty to carry out appropriate periodic inspections of regulated facilities to check their compliance with the terms and conditions of the environmental permits that it grants.
The agency has my full backing to take tough and timely enforcement action against those who repeatedly flout the law, undermine the legitimate waste management industry, and cause suffering to local communities. As part of the lessons to be learned from the handling of this case, I will ask the agency to consider whether its enforcement action could have been swifter.
I acknowledge that there have been several recent fires at regulated waste sites, with impacts on local communities that are similar to this case. Some 97% of waste management operators are good performers, so the emphasis must be on how best to intervene early to deal with the non-compliance of the poorest performers in a way that prevents harm to human health and damage to the environment.
The impact of poor performance and waste fires is one topic in the report, “Waste Crime: Tackling Britain’s Dirty Secret”, which was published on Tuesday this week by the Environmental Services Association Education Trust. I made it clear at the launch of that report that the Government want legitimate waste businesses to prosper and grow. Effective compliance and enforcement are needed to ensure that the market operates as we want, and that serious environmental damage is avoided. My right hon. Friend can be assured that I will continue to monitor the outcome of the incident, and work with the agency to ensure that lessons are learned. I will write to inform him of the actions to be taken as a result.
I would like to be sure of two things from the Minister. First, does he believe that an atmosphere was created in which the agency did not feel that it could or should use its powers, and that that was perhaps contributed to by inappropriate political pressures such as those I have described? Secondly, is he prepared to talk further with the Environment Agency about how we can avoid a situation in which a landowner who has done so much to deal with the problem is landed with the quite impossible total cost of the clear up?
I am happy to make such an undertaking on my right hon. Friend’s latter point, and in my discussions on the more general points I will look at the specifics of this case and at how Mr Blythe might be affected and what can be done, given the helpful attitude he has shown and the effort he has put into tackling the incident.
On the point about interference, I have made it clear that we expect the agency to intervene early. It is not my understanding that anything resulted from any contact there may have been with the Department on issues such as this, and in discussions with the agency I have made it clear that I expect it to tackle such problems early. I hope my right hon. Friend will feel that that is the correct way to deal with this and that that is the attitude we should be showing when tackling operators who are not managing resources effectively or moving towards the circular economy we want to see, but who are profiting at the expense of the local environment and local communities.

Commons ChamberMy hon. Friend is absolutely right. There is an industrial estate in Budds lane in my constituency. Budds lane was horrendously flooded. The emergency services had to shut the Greatbridge road because of the depth of water, yet some businesses in the industrial estate were dry. There was no access to them, however, so there was no passing trade, and they could not get their staff into work, but the business itself was not affected by floodwater.
I want to conclude with a plea. Almost inevitably, it comes from the lead flood authority, Hampshire flood authority, and it refers specifically to the flood defence grant in aid. The deadline for the submission to Government is incredibly tight. It was moved from 3 March out to 12 March, but that is only next week, and there are concerns that what will happen as a result is that the most developed and worked-up schemes will be submitted, which might not necessarily be the schemes that would best protect the villages in my constituency or Romsey itself. That is a very real concern, because what we have learned over the past three and a half weeks is where the crisis points are. We perhaps did not know in detail where they were previously, but we do now. It is absolutely critical that the areas which need the help most, in that they need the most investment to prevent future flooding, are the ones that get it. We need to have not simply the schemes that are furthest down the pipeline, but the ones that address where there is the biggest point of crisis.
I see the Minister nodding, and I hope he will heed that well, because there is a significant concern in the county council that that might not be the case and that the 12 March deadline is incredibly tight. We in Hampshire have had a significant problem not just with river flooding, but with ground water; as we are a county that is rich in chalk, we inevitably get a lot of groundwater springs. There is surface water run-off which has caused massive problems in my constituency and elsewhere in the county and, of course, we have had problems with foul drainage.
I have in my inbox numerous e-mails from constituents who have been suffering flooding since 24 December—Christmas eve. I would like the Minister to contemplate for one moment what it must be like to be flooded out of one’s house by sewage on Christmas eve, and to be looking at the repairs and considering the future when, in February, the River Test rushes in and undoes all the drying that has occurred up until that point. I have many residents who find themselves in that situation. They are unsurprisingly desperate. They are deeply concerned and unhappy. They are lacking in confidence about whether they will ever be able to reinsure their homes. They welcome the Government’s Flood Re scheme, but in a beautiful river valley such as the one we have in Hampshire many of the properties are inevitably in the highest council tax band and many of them are damaged beyond repair and facing potential demolition and rebuild, and their residents want some answers on whether they will be able to be covered by Flood Re if technically the house is a replacement and a new building, not one that has just been repaired.
I would welcome any answers the Minister is able to give on that front and I appreciate having had this opportunity to speak once more about the flooding in Hampshire, which, sadly, has not attracted the same coverage as the flooding in Somerset or the Thames valley.
I am under pressure of time, so I will proceed.
Let us be clear: the Government need to do two things. They need to construct more flood defences that will bring more homes and properties into a lower risk of flooding, but they also need to maintain those new and existing flood defences in proper condition so that they continue to provide protection. Unhelpfully, the Government chose to categorise all major maintenance or repair work to existing flood defences as capital spend. Uniquely in the debate so far, the hon. Member for Thirsk and Malton alluded to that point.
I want to make two points in that connection. First, it is not sensible to increase the new build flood defences without a corresponding increase in the budget for major repairs. In the interests of transparency, the Government need to disaggregate the element of their capital spend budget that is for new defences and the part that is for the major repair and maintenance of assets. Secondly, as the Government have used the capital spend as a proxy for spending on flood defences, they might confuse people who think that they are building more defences when, in fact, because of climate change and storm damage, they are simply spending more on major repairs to existing defences. In other words, there may be no increase in the number of defences or, indeed, the number of properties and homes defended, just an ever-increasing capital repair bill to maintain them. The hon. Member for Brighton, Pavilion made that point earlier.
It is therefore important that we examine the fine detail of the EA’s budget in this respect. In a policy note of 21 January, the adaptation sub-committee of the Committee on Climate Change did precisely that. All its figures are based on real terms, according to 2010 prices. The capital is lower in every year of this Government than when they started with £360 million in 2010-11. The figure falls to £261 million in 2011-12 and to £269 million in 2012-13, before rising slightly to £294 million in 2013-14, and finally, at £344 million, falling £16 million short of where it started in 2014-15. As my hon. Friend the Member for Garston and Halewood (Maria Eagle) noted in her speech to the House last week, those spreadsheet figures translate into real projects. The loss of £274 million has resulted in 290 shovel-ready projects being cancelled and 996 being delayed.
I am quite happy to respond to the hon. Gentleman on the generalities when I come to make my main remarks, but the specific number of schemes that he is referring to, which has been mentioned in, for example, articles in The Guardian newspaper, relate to medium-term projects that were in no way shovel-ready. They are schemes that are in the pipeline and that are being assessed. They are projects that will come forward for delivery when they are assessed as being at the stage when that can happen. That is not the same as saying that they are shovel-ready.
I am sorry; the Minister is wrong on that point. The 290 projects that I referred to are those that were shovel-ready and scheduled within that four-year period; the 996 projects are the ones that were not. Significantly, 13 of those schemes were in the north-east Thames valley, where more than 350 homes have been flooded, and 67 of them were in the south-west, where 100 homes have been flooded.
My right hon. Friend the Leader of the Opposition made the further point at Prime Minister’s questions that the EA is planning to make 550 flood defence posts redundant. I specifically questioned the Minister in the Westminster Hall debate last week on whether those redundancies will go ahead. He was pressed for time in his summing up and was unable to explain how he considered that the EA could give people the sort of assistance that we have seen over the past two months and to which many hon. Members have paid tribute this afternoon, and I join them in doing so. How will the EA do that with 550 fewer staff? Today, I ask him to tell the House what roles the people in those posts currently perform. Are some of them the people who actually manage the flows of water in the waterways, by monitoring and operating the sluice gates, the weirs, the locks and the pumps? Do they include the people who survey and assess the condition of flood defences. Do they include the people who prepare the maintenance schedules for those defences? Do they include any of the people who have been helped with the clear-up operations? What is of enormous concern is that those skills and expertise might be lost with these redundancies, with the corresponding loss of service and safety to the public in the future.
I am delighted to close the debate, which has provided a good contribution to the ongoing discussions on flood and water management. As we have heard, we had a debate in Westminster Hall last week on the impact of extreme weather on the south-west, and there was a debate on an Opposition motion on the same day. Today, we have had an opportunity to look at the contribution of the Select Committee in its report and the Government response to that report last year.
As has been pointed out, I was a member of the Select Committee before becoming a Minister. I know at first hand the knowledge and effort that go into producing such reports, and I pay tribute to my hon. Friend the Member for Thirsk and Malton (Miss McIntosh), who chairs the Select Committee and, indeed, all members of the Committee past and present, for the way in which they marshal the evidence and hold everyone in the Executive to account. I thank all Members who have participated in the debate for their contributions. As I said, this is a timely debate, and a number of points have been made that did not emerge in previous discussions.
Since the beginning of December, the UK has experienced a prolonged period of bad weather. In England and Wales, it was the wettest January since 1766, and for southern England, this is one of the most exceptional periods—if not the most exceptional period—for winter rainfall for at least 248 years. I reiterate how grateful we are for the response by the emergency services, the Environment Agency, Flood Forecasting Centre staff and the many local authorities that responded to the floods, together with individual volunteers, neighbours and community organisations that have made such a difference in the areas affected.
It is important to remember that, for those who have been flooded, the after-effects last long after the news cameras have moved on. In response to this extraordinary situation, the Government have pledged to help affected businesses, farmers and homeowners. To recap announcements that have been made, we have pledged a £5,000 repair and renew grant for all affected homeowners and businesses to ensure that flood resilience is built into any repair work.
I am extremely grateful to my hon. Friend for giving way so early in his speech. On compensation, I know that money is finite, but will the Government look at this in the broadest terms, and in the round? For example, a company in my constituency called Wood Flooring Engineered has incurred losses of up to £1 million, and pubs have lost a lot of passing trade because of road closures due to flooding. I do not think that anyone expects to recoup every pound, but I hope that the Government will look not just at those directly affected by flooding but at those indirectly affected as well.
I can indeed clarify, as others have at the Dispatch Box, that the business support scheme, which is aimed at small and medium-sized enterprises in areas affected by the floods, will look at businesses that have been affected by the extreme weather, not just those that have been inundated directly. There is a fund for farmers who have suffered waterlogged fields to help restore those fields to farmable land as quickly as possible, along with £30 million for local authorities for road maintenance, which should help affected areas to recover.
We have to remember that, outside current events, flooding is disruptive to people’s lives in the long term, and planning and defending against flooding remain a long-term priority for DEFRA and for the Government as a whole. We are spending £2.4 billion over the four-year period between 2010 and 2014, compared with £2.2 billion in the previous four-year period. That means that we have investment plans to improve protection to at least 465,000 households by the end of the decade. Looking forward, we have made an unprecedented long-term six-year commitment to record levels of capital investment to improve defences: £370 million in 2015-16, and the same in real terms each year, rising to over £400 million in 2020-21.
My hon. Friend is addressing the very point that the hon. Member for Brent North (Barry Gardiner) and I made, which goes to the heart of the argument. There have been delays from the Department, particularly in implementing sustainable drainage systems—that is not necessarily its fault—and the review of partnership funding has not yet reported. Will the Department look favourably at allowing more transfer from capital expenditure to revenue and maintenance expenditure, as the hon. Member for Brent North suggested? In the long term, there are opportunities for water companies and others such as insurance companies to contribute to both funding streams.
The figures that I am setting out into the future are for capital spending, and we expect revenue amounts to be settled as budgets are introduced for each year. However, the points that the Chair of the Select Committee makes about seeking contributions from all those involved in water management are entirely valid. In her speech she spoke about water company investment in water management that goes beyond the “hardware” side of things and looks more at the softer side of managing water through land management solutions. Ofwat is considering what it does with totex—total expenditure. It is looking at expenditure across the piece, rather than just at capital—the sort of things that appear on balance sheets that, in the past, would have been the focus. I accept that many people want to change that, so the fact that Ofwat has allowed water companies to do more of that will be beneficial.
The right hon. Member for Exeter (Mr Bradshaw), who is not in the Chamber today, but who took part in the Westminster Hall debate, pointed out the involvement of South West Water, along with my Department, landowners and managers, in an initiative looking at how water can be retained on Exmoor, which has made a difference to the moor’s catchments. That is a good example of the sort of work that can take place. The Chair of the Select Committee often speaks about what is happening in her constituency with the “Slowing the Flow” project, which is working on land management solutions. She is absolutely right that we need to emphasise the economic importance of investment in flood defences and, indeed, in water management. If we can prevent flooding and take that blight away from land that could be developed successfully, that would make a big contribution. If we can avoid the impacts that hon. Members have discussed, we can make a huge difference to local economies.
Will my hon. Friend address the points that I made in my speech about building on the floodplain and, where it is not his ministerial responsibility, undertake to have a discussion with his colleagues in the Department for Communities and Local Government to address the uncertain but doubtless growing liabilities in Flood Re and SUDS, so that we do not build up a bigger and bigger problem for ourselves in future?
My hon. Friend made that point earlier, and a number of other Members referred to the planning process. The good news is that the advice that the Environment Agency gives is taken into account in the vast majority of circumstances. However, there may be examples where we could look at that. My right hon. Friend the Secretary of State for Communities and Local Government, who has discussed the response and recovery aspects of these flooding events at the Dispatch Box on a number of occasions, will have heard that cry, and the national planning policy framework, which the Government have set out, makes it clear that we should not build on floodplains. There are locations, such as those, as we have heard, in the Humber area and so on, where that means no development at all, and the guidance makes it clear that we should see more resistance and resilience built into existing properties. The hon. Member for Brighton, Pavilion (Caroline Lucas) made that point in response to an intervention.
I am grateful to the Minister for giving way; he is being most generous. With regard to increasing an area’s resilience, how would the Government view any proposals to widen the levy area that supports internal drainage boards so as to increase the resource in local hands for improving resilience?
Local authorities would no doubt take a view on that. We would need to look at what taxes and levies are being raised from an area in total, because we know that families are hard-pressed and we do not want to increase burdens. If that could be done within what is raised by local authorities, using the relationships they have with internal drainage boards, individual proposals could be considered. There are places in the country where the possibility of setting up new internal drainage boards is being examined. If we can overcome the barriers, I think that would be very helpful.
The hon. Friend the Member for Thirsk and Malton also talked about protecting rural land, which was mentioned in her Committee’s report. Some 95% of arable land in England is either outside areas at risk of flooding or benefits from at least a one-in-75-year standard of flood defence. In fact, the partnership approach that the Government have taken means that some schemes that would not otherwise have been funded are now coming forward, because local funding means that the grant in aid now makes a sufficient difference to take a project forward. With regard to the areas that have been protected, my hon. Friend the Member for Newbury (Richard Benyon), my predecessor as Minister, was right to give the figure of 1.3 million properties. Great areas of agricultural land have also been protected by many of those defences, so it is not a case of setting one benefit against another; obviously we seek schemes that will do both.
On the Bellwin scheme, which the Select Committee’s report also mentioned, my right hon. Friend the Secretary of State for Communities and Local Government and his colleagues in DCLG have now opened up the process of re-evaluating the Bellwin scheme, both in the short term, to meet the needs that communities are facing as we speak, and to look at how the scheme will operate in future. Hopefully my hon. Friend the Member for Thirsk and Malton and members of her Committee will welcome that.
We are also conducting river maintenance pilots, another area that my hon. Friend focused on. In Somerset, which I have visited on a number of occasions recently, there are pilots on the Brue and the Axe, a little further away from the Parrett and the Tone, where some of the most extreme impacts of the recent flooding have been felt. Those pilots will run for a year. We need to allow them to run their course to ensure that we learn the lessons properly, because there are different circumstances in different catchments, as hon. Members from across the House have said. We must use the evidence to ensure that we use the right tools in the right places.
On sustainable drainage, we are bringing forward the regulations to implement those systems. As my hon. Friend said, progress on thatis slower than we might have liked, but we should be tabling those regulations next month and see them implemented over the course of this year.
The hon. Member for Brighton, Pavilion set out powerfully her views on climate change. I hope that she will welcome the discussions that DCLG is having with local authorities, because she mentioned the need to take into account local knowledge, what local authorities are facing on the ground and what they are having to do. There are also approaches to land management that give us the opportunity to employ a range of strategies for managing water higher up catchments, looking at dredging where it is appropriate, particularly in catchments where rivers flow slowly and there is a reliance on pumping to clear water from the land.
The hon. Member for Waveney (Peter Aldous) followed up on the Adjournment debate he secured after the coastal surge in early December. I look forward to hearing more from him about particular schemes, although he will know that I will not personally be sitting in judgment on those and that they will have to make their case alongside other areas of the country. However, hopefully the fact that we are investing the money and bringing forward the partnership money to take forward those schemes will give him confidence that we are taking such schemes very seriously indeed. We are investing in coastal defences as well, so it is not just about defences along rivers. Coastal defences are crucial, so we are continuing to invest in them.
My hon. Friend the Member for Newbury set out once again his track record on these matters. It has been a privilege to take over from him, given all his work not only on flood management, but on implementing Flood Re, which we think will make a huge difference to those who need access to affordable flood insurance and give them confidence for the future. He referred to community action and the great strength and resilience of local communities where people have helped each other, and he is absolutely right. When I visited Somerset last week I met the Flooding on the Levels Action Group, which has taken a great deal of energetic initiative not only to support communities there, but to serve as a focal point for those from outside Somerset who wanted to help, whether through financial assistance or in kind. There are many lessons to learn about really harnessing that kind of voluntary activity.
My hon. Friend the Member for Newbury stayed away from the blame game. He was quite right to point out that we could all be blamed for the weather—of course, he can sit back and relax, because it is now my fault when it rains, not his. He mentioned flood forums, which are very important. In my local area, the Cornwall flood forum is making a significant contribution to resilience and readiness in the community. It discusses not only what has happened, but what might happen and how communities can be ready for it. The National Flood Forum brings together that expertise and provides tools on its website about the property-level protection we have heard about today. The Government, through grant in aid, provide those who might struggle to afford some of those products in their home with the opportunity to have support in bringing them in, which I think is welcome. For those who have the resources to install such products in their properties, the National Flood Forum provides guidance and advice, so they should visit its website to see what is available.
The hon. Member for Reigate (Mr Blunt) talked about the impact of flooding and the need for the insurance industry to get on with the job. The Government stayed in contact with the industry throughout the Christmas and new year period and into January and February to ensure that we fed back what we were hearing from people on the ground. I have certainly been impressed by how the industry has ensured that their loss adjusters are out there. If hon. Members want to raise any local concerns with me, I will of course pass them on to the Association of British Insurers. He welcomed the help for those who have been flooded. As I have mentioned, we have offered a package of measures to help those affected. Like many other Members, the hon. Gentleman put on the record his support for those in the Environment Agency, who have worked incredibly hard during this period. It has been relentless for those who have been under threat, but it has also been relentless for the Environment Agency. It has moved staff around the country to meet those needs and performed heroically in many areas.
My hon. Friend the Member for Reigate also asked for figures on the number of properties that have been flooded. I can confirm that since the coastal surge on the east coast in early December, 6,890 properties have been flooded in England. Those properties have had standing water inside the building. Many others have experienced flooding in their gardens, on their streets or in local businesses, and many communities, such as Muchelney in Somerset, have been completely cut off. The effects will have reached many more properties, but the number that have actually been flooded is about 7,000. The Government have prioritised flood defence repair. That is why we have set aside £130 million to ensure that the capital we are investing goes to new schemes, not to repairing those that have been battered by the extreme weather events.
The hon. Member for North Dorset (Mr Walter) mentioned volunteers and the huge contribution they made in his constituency. He talked about the importance of using local knowledge, which I think is right for learning lessons on how to handle flooding and the ongoing management of watercourses and flood risk. The hon. Member for Northampton South (Mr Binley) made a similar point about local knowledge and experience and talked about campaigning to get those resources to his local area.
The hon. Member for Beverley and Holderness talked about the pressures on us all, given the changing climate, and the need to take account of the evidence in what we do. He gave the specific example of licensing costs and the Marine Management Organisation. It is important that we have agencies that work on the basis that if there is a cost, it is covered as a fee to them, so I am happy to look at those circumstances if he thinks they represent a barrier.
The hon. Member for Romsey and Southampton North (Caroline Nokes) talked about the range of solutions that might be appropriate in different areas, the importance of what local groups have done and the serious and ongoing impact on local communities. The hon. Member for Folkestone and Hythe (Damian Collins) thanked Environment Agency staff, and I thank him for that; many hon. Members are acquiring a depth of knowledge about the hydrology of their constituencies.
The hon. Member for Totnes (Dr Wollaston) made specific points about coastal management plans, and I will be happy to discuss those with her. Obviously, there will be an element of local involvement in those solutions; local authorities, for example, will play a role in protecting the road infrastructure that she mentioned. The hon. Lady was right about the fishing industry. She has been advocating intervention. I went with the Deputy Prime Minister and my hon. Friend the Member for St Ives (Andrew George) to Porthleven, in my hon. Friend’s constituency. I met fishermen there and have met fishermen in Padstow; they came from around north Cornwall to discuss the issues with me.
We are listening closely as a Government to the fishing industry, particularly those involved in crab and lobster fishing and shrimping, which the hon. Lady mentioned, to see what might be done to help. I will not make an announcement about that now, but I know that my fellow Minister, my hon. Friend the Member for Camborne and Redruth (George Eustice), is considering the matter closely. I hope that we will be able to offer support and advice to the fishing industry very soon.
Like other hon. Members, the hon. Member for Totnes raised planning issues, although those are primarily for the Department for Communities and Local Government. No doubt note will have been taken about what has been said; we can feed the points back to colleagues.
Partnership funding was raised, in relation to the Government’s approach to make sure we deliver more schemes than would otherwise be possible. We are on course to bring in £148 million of additional funding compared with £13 million under the previous spending review. The Opposition have rightly pointed out that that has not entirely happened, but the spending review period is not yet over; it would have been slightly alarming if it had all happened by this point. We are on course, and I welcome the contribution from the private sector and local government to delivering the schemes.
Recent events will have brought into sharp focus the initial emergency responses to flooding in the UK and the need to learn lessons when things have not worked as well as they might or when we can build on successful responses. We can focus on short-term recovery, but we also need to ensure that long-term defences remain a priority for the Government. I look forward to working with Members across the House to learn the lessons from the past and ensure that we protect more homes and businesses more securely in future.

Commons ChamberI hope that if the Minister, whose parliamentary answer I am quoting from, has updated figures, he will provide them to the House when he replies to the debate.
I agree with my hon. Friend and I am grateful to him for that intervention. However, the councils in my area are saying that the Government are putting so much pressure on them to build a given number of houses that they have no choice but to build them in green-belt and flood-risk areas. I am sorry to have to say it to the Secretary of State but that is what my local councils are telling me. They are saying that they cannot accommodate the number of houses that they will be required to build without impinging on the green belt and without putting them in flood-risk areas. That is open for debate, but that is what my local councils are clearly saying to me. I really need him to examine the situation carefully and as a matter of urgency, because it is causing a very big problem. That issue was raised with the Prime Minister when he came to my constituency a week or so ago.
I wish to raise one or two other points about building in flood-risk areas. First, this issue comes down to what we define as a “flood-risk area”. I understand that the Environment Agency will assess an area as being at flood risk only if it is at risk from river flooding and not if it is at risk of surface water flooding. I would be happy to be corrected on that, but that is the situation as I understand it. Someone whose home is flooded does not really care what kind of water it is or where it has come from, because the situation is bad and they do not want it to happen. Perhaps the Government need to give different advice to the Environment Agency on how it classifies flood-risk areas.
I just want to confirm that the flooding maps published by the Environment Agency before Christmas include surface flooding. Such an updating of the maps was one of the recommended changes, so that information is there. In addition, local authorities have key responsibilities in respect of groundwater and surface water flooding.
I am grateful to the Minister for that and I will certainly take it up with the Environment Agency locally, but the map I saw just a couple of weeks ago was not coloured blue where there is surface water flooding. We need to take that up, but I will certainly take his words back to the local Environment Agency.
I am also concerned about what the Environment Agency has told me about the cost-benefit ratio of flood prevention schemes. I raised this in a written question and I was told, “As long as it is greater than a level ratio, that is okay. They can go ahead and carry out those schemes.” But that is not what the Environment Agency is saying to me when I raise these points with it. So, again, I have to take these points back to the Environment Agency to see what we can do to have even more schemes put into place.
I hear what has been said about dredging and desilting. They are not the entire answer to the problem, but in some areas, especially where there are pinch points, we must carry out that work. Although dredging and desilting are carried out in certain parts of the country, they used to be carried out an awful lot more. I am pleased that the Prime Minister has now weighed in on this and agreed that they should take place in certain areas, and that is what we are pressing the Environment Agency to do.
I welcome a number of the initiatives that have recently been taken to help compensate people who have been flooded and to provide for the repairs and replacements that they need. Will there be any help for people to provide their own flood defences so that they do not get flooded in the first place? People who are better off may be able to afford to do that, but those who are less well off cannot. It would be better if we could help people to prevent the flooding in the first place, as well as trying to help those who have been flooded.
On the issue of insurance, I am pleased that a lot of progress has been made on the Flood Re scheme, but what about the excess payments? An insurance company might provide the insurance, but if it puts an excess of £30,000 or £40,000, which I have come across, on a property it is effectively not covered, because an owner would have to pay so much to put it right that they would not be getting any insurance money back. I do not know whether the excesses will be covered in the Flood Re scheme.
On the matter of improving flood defences. Pitt recommends not building on flood plains, and in 2008-09 we had a 25% reduction in the number of houses built on flood plains. The figures are unavailable for 2012 and 2013. Why?
After dealing with funding, the issue I turn to now is one that was mentioned by my hon. Friend the Member for Newport West (Paul Flynn): the importance of not only putting in place these big £7 million concrete defences but looking at softer, more sustainable ways to improve flood defences. I point to an excellent recent article by George Monbiot in The Guardian. There is huffing and puffing in the Chamber, but he made many excellent points, and I flushed out the issues that he addressed with about 20 parliamentary questions. I will come on to some of the answers in a moment.
In the article, Monbiot referred to Pontbren in Wales, where farmers have engaged in linear contour planting of trees, to provide some shade and shelter for their sheep. What they noticed, after they had provided that shelter, is that flooding in the flood plain was down by 29%. Planting trees on just 5% of the hillside led to a 29% reduction in flooding in the flood plain; even if trees were planted on 100% of the hillside, there would only be a 50% reduction in flooding. We need specific targeted measures for such linear contour planting in the catchment areas of our big rivers, and even our little rivers. It would be a sound investment. A line of trees that has been planted is 67 times more effective in getting rainwater into the ground than grass alone.
The funding is there. The funding for the common agricultural policy needs to be looked at. We need to be a strong voice in Europe, arguing that CAP funding can be used for afforestation in upland areas. We are creaming off 10% in England for this purpose, and we should be allowed to use that money to say to farmers and relevant bodies, “Plant these trees in these catchment areas and stop this water coming down and wrecking lives and households.”
This is not just a Welsh Government issue—
No, I will not give way. I have had meetings with Alun Davies, the Welsh Minister with responsibility for flooding, and I was really pleased with his response. I would like to have a meeting with the Minister, who has responsibility for flooding, and I hope that he will say yes in his winding-up speech to such a meeting. No assessment has been made by his Department of the impact that afforestation has on flooding. The Department for International Development is sending experts out to Nepal to tell people there how to deal with flooding, but it is not sending its advisers 500 yards down the road to DEFRA to tell the officials there how to do it.
This is a serious issue. It has big effects for seaside towns, because the water that is percolating through the Welsh hills is pure and when it ends up on the coast it is not infected with sheep faeces or whatever, and we get clear readings for our mandatory bathing water standards. It is a win-win situation.
I do not know why, but perhaps the Minister will be able to enlighten us. Obviously, the statement of principles ran out last summer and it has had to have a temporary extension until the new Flood Re scheme comes into place in 2015, even though this needed to be sorted out as quickly as possible.
Let me return to the issue of the exclusions. Leaseholders are excluded from the scheme, as are council tenants and small businesses, including people who run a bed and breakfast from their home. Landlords are not covered, even where there is a jointly owned freehold with each flat owner as a leaseholder. It is not clear whether tenants wanting contents insurance will be covered. There is no answer from the Government on the position of home owners or builders who acted in good faith, following all relevant planning guidelines and Environment Agency advice, but find themselves with homes that will now not attract home insurance cover under the Flood Re scheme because they have been built since 2009. Under Flood Re, a home built on 31 December 2008 will be covered whereas a house next door that was built on 1 January 2009 will not be. The scheme seems very arbitrary, and it is also not clear whether Flood Re covers the surface water flooding which we had a problem with in Hull in 2007.
Worse still, one part of the Government does not seem to know what the other part of the Government is doing. The Treasury and the Department for Communities and Local Government are promoting their Help to Buy scheme heavily in Kingswood in my constituency, an area hit by flooding in 2007; large Help to Buy posters are plastered everywhere. The problem is that the Treasury and the Department for Environment, Food and Rural Affairs are also signalling that those thousands of new homes being built and sold under their Help to Buy scheme should not have been built in the first place and will not be covered by Flood Re. The Government are getting themselves into real difficulty on this, and the people buying homes under the Help to Buy scheme at the moment will be shocked to know the position the Government are putting them in.
Clearly, there are some flood-risk areas where building should not happen—areas where there is coastal erosion and outlying areas that will not be helped by flood defence infrastructure.
The hon. Lady has been consistent in raising the issue of the Help to Buy scheme. The scheme operates across the country, and the choice of where to buy a property and on what terms to do so is up to the person who buys it. Of course, the developer will also have gone through a process of developing it. The Government are not encouraging and actively pushing people into buying those particular homes; people are choosing to buy them and use that scheme. So perhaps she needs to give a little clarification on what she is accusing the Government of.
I do not know whether it is parliamentary to say this, but I am gobsmacked by that response. I thought the whole aim and purpose of the Government’s scheme was to encourage people to buy a home. It just so happens that 90% of my city is below sea level and on a floodplain, so someone who buys a property in Hull will probably be faced with it not being in the Flood Re scheme, yet the Government are still encouraging people to buy homes there. I am grateful for that at least—they have not abandoned Hull completely—but there is a problem with their Flood Re scheme.
The National Association of Home Builders estimates that 5 million homes around the country will not be covered by the Flood Re scheme, and the insurance firm Hiscox has in the past few weeks called for the deal to be made universal. As I have said, Hull, 90% of which is a flood risk, is currently protected, but it could be better protected still with more adequate investment and by ensuring access to affordable insurance cover. With that in place, Hull and other flood-risk areas have a viable economic future with a functioning property market and a strong business sector.
With climate change leading to rising water levels and more frequent volatile weather, the scientific advice is that flooding will occur more regularly in a larger proportion of the country. This small country cannot write off the major towns, cities and areas of farmland that are now at risk of more regular flooding. Yes, there are limits on what we can afford to do, but we need to think too about the limits on what we can afford not to do.
The free market and little England approach does not equip us to face these issues. Climate change deniers such as those in the UK Independence party also do not help. They want to wreck Hull’s hopes for wind turbine jobs and send them abroad. Some of its members even appear to hold the view that same-sex marriage is responsible for the flooding.
Let us turn a major problem into an opportunity for economic growth. We could invest in flood defence infrastructure and support renewable energy with a balanced energy policy so that we meet our future energy needs in a way that also combats climate change.
I thank the right hon. Member for Leeds Central (Hilary Benn) for the spirit in which he closed the debate, and his reflective and thoughtful approach. I thank hon. Members for setting out how their constituents, or people near to them, have been affected. It is a devastating experience to go through flooding. I know that all of us in this House send our sympathies to all those who have been affected, whether in their homes or businesses or their communities more broadly. Once again, I should like to thank on the Floor of the House the many people who have worked tirelessly in response to these recent events, including staff of the fire, ambulance, police and other rescue services, local authorities, the Environment Agency in particular, the voluntary sector and local communities—neighbours who have helped each other.
As we have heard, we have had extreme events since early December with the east coast tidal surge. We experienced flooding over Christmas and it has been the wettest January since 1766 in England and Wales. Central and south-east England have received over 250% of their average rainfall. Recently, flooding has been confined mostly to the Thames valley, Wiltshire and the Somerset levels, with this last, in particular, seeing unprecedented water levels. Groundwater levels remain high across many southern counties. We need to remain vigilant to ensure that communities are protected, because that groundwater will take some time to recede.
Climate change is referred to in the motion and was mentioned by the hon. Member for Garston and Halewood (Maria Eagle) in her opening remarks. While it is not yet possible to attribute a single instance of extreme weather to climate change, the recent winter storminess is in line with what we expect to see under climate change scenarios. We expect an increase in the frequency and severity of these types of weather events. The UK’s first climate change risk assessment, published in 2012, assessed this trend and informed the report on the national adaptation programme that we published last year. This sets out a wide range of actions by Government, business, councils and civil society to address the most significant climate risks we face as a country.
Severe damage has affected our infrastructure—the railway at Dawlish, famously, but we have also seen roads cut off and communities swept away. There will be costs that we need to assess, along with local authorities, to ensure that things can be brought back to the condition that local communities need.
The response has been, and continues to be, a magnificent effort. In the face of such unprecedented weather, countless people and organisations have worked together around the clock to help those affected. The level of response, and the spirit of it, has been staggering. I appreciate how hard everyone has been working and just how hard it is for the people whose homes and businesses have been affected. All levels of Government and the emergency services are fully engaged in dealing with the floods and extreme weather. It has been particularly gratifying to hear Members talk about how that has been put into practice on the ground locally and how people have learnt the lessons of the past to work together on this.
Protecting our communities against flooding is a high priority for this Government. Existing defences and improvements to the way in which we respond to incidents meant that we were able to protect 1.3 million properties from flooding since December—over 270,000 in the latest flood event. During this Parliament the Government are spending more in cash terms—in real terms—than ever before. The Government are spending £2.4 billion on flood defence over the period 2010-14, compared with £2.2 billion in the previous four-year period.
I will come back to the hon. Gentleman later.
In addition to DEFRA funding, we are on course to bring in £148 million of additional funding over this spending review period compared with just £13 million in the previous period. This means that some schemes that perhaps would not meet the cost-benefit ratios that we want from national funding will now go forward because local funding has made that possible.
Looking further ahead, we have made an unprecedented long-term six-year commitment to record levels of capital investment in improving defences. Since the beginning of December, our defences have taken a terrible pounding. The extra £130 million that we have committed to pay for emergency repairs will ensure that our long-term improvement plans progress as planned. These future schemes will not lose funding that needs to go towards the repairs that we will make sure happen, and are happening immediately.
Many hon. and right hon. Members have spoken and I want to pick up on some of the points that have been made. The hon. Member for Newport West (Paul Flynn) has clearly volunteered to take a PowerPoint presentation to the Somerset levels on how people there could do a better job and how dredging will have no effect whatever. I wish him well with that. I will be there tomorrow and will extend his offer. If he would like to talk to them, I am sure they would welcome that.
I share the hon. Gentleman’s view, however, that we could do more in terms of land management and local solutions to problems. I think that hon. Members across the House would agree with that and it is something we will take forward in catchment management approaches.
The hon. Member for Tewkesbury (Mr Robertson) discussed planning and the need to ensure that it takes account of flood risk and floodplains. The Government’s message not to build on floodplains is very clear and we maintain it. Local authorities, which are of course key to responding to these events, also have an incentive to take account of that. Flood Re includes premiums and excesses, so I hope that reassures the hon. Gentleman.
The hon. Member for Vale of Clwyd (Chris Ruane), who, as we heard earlier, looks as radiant as ever, was keen to pick up on a number of issues that are, as he knows, devolved to Wales. I am pleased to hear that he is raising them with the Welsh Government. Flood Re is not devolved and I would be happy to talk to him about it if he wants to raise any further issues. I went to university in Aberystwyth and saw the effect on the west coast of Wales. I would very much have liked to have visited as a Minister, but this is a devolved issue and I respect the duties of Welsh Ministers and what they are doing.
The hon. Gentleman mentioned discussions with the Association of British Insurers and a response to a parliamentary question. I want to clarify that the response was not that we have had no discussions with the ABI on this issue. The question was about technological and process improvements to speed up drying out after flooding, and not about flooding generally. We continue to have regular discussions with the ABI. I did so over Christmas and have done so more recently since the recent flooding events.
The hon. Member for Isle of Wight (Mr Turner) spoke movingly of the impact on his constituency. In particular, I took into account his point about the importance of a timely response from the insurance industry. We have addressed that and I am pleased to say that the spirit in which it is approaching the situation is very reassuring. It knows that mistakes were made in previous years and a number of loss adjusters are getting on with work on the ground.
The hon. Member for York Central (Hugh Bayley) continued his discussion about funding figures. My right hon. Friend the Secretary of State has written to him and offered a meeting at which he would be happy to discuss the issues further. I have set out our position and will do so repeatedly, and I will of course answer any questions the hon. Gentleman puts to me in order to ensure that he has all the information he needs to inform his constituents of the actual picture.
My hon. Friend the Member for Somerton and Frome (Mr Heath) has been a doughty campaigner on behalf of his constituents, as have his colleagues from across Somerset, making sure that what is happening on the levels remains in the public eye and that we get the balance right on all the tools we can use.
I am afraid I do not have time, although my hon. Friend has raised these issues consistently too.
The hon. Member for Winchester (Steve Brine) highlighted the great responsibility taken by the Environment Agency and, indeed, all the community action that took place to look after residents in his area and the innovative solutions they came up with.
The hon. Member for Derby North (Chris Williamson) was clear in saying that there are no simple answers and that it is worth exploring some of the issues relating to farming practices. They will not be appropriate in every area and we will need a range of tools to tackle this.
I particularly welcomed comments made by the hon. Member for Romsey and Southampton North (Caroline Nokes) on the role played by armed service personnel in what was delivered on the ground in her area. I recognise the urgency of some of the issues she continues to raise.
The hon. Member for Nottingham South (Lilian Greenwood) raised transport issues again—we debated them this morning as well. She will have plenty of opportunities during Transport questions and other debates to pursue my colleagues at the Department for Transport with some of her concerns.
Hon. Members from along the east coast, including the hon. Members for Kingston upon Hull North (Diana Johnson) and for Brigg and Goole (Andrew Percy), were absolutely right to say that the Government are taking into account the effects on the whole country and that all the measures being put in place to help the recovery will be available to them too.
I would be happy to meet the hon. Member for Hayes and Harlington (John McDonnell) to discuss the points he raised. The hon. Member for Spelthorne (Kwasi Kwarteng) focused on groundwater, which is a particular problem that will be with us for some time.
I reassure hon. Members that we are continuing the implementation of the Pitt review. The vast majority of recommendations have been implemented. I do not think, therefore, that the formal need to continue reporting is necessary, but we will continue to update the House on anything that still needs to be dealt with.
The Opposition have tabled a motion that we are happy to support in the main. We disagree with some issues, but the important thing today is consensus to tackle the problems and recognise the contributions that people have made on the ground.

It is a pleasure to serve under your chairmanship, Mr Hood. I echo what other hon. Members have said in welcoming the debate. I congratulate the right hon. Member for Exeter (Mr Bradshaw) on securing it and on re-examining several issues that he has raised before, including the importance of connections to the south-west. The debate also ensures that we take account of recent events and reflect on them, so that we can do a better job after any subsequent similar event.
I represent a constituency in the south-west, which has experienced significant flooding in the past and been affected by the recent events, and I appreciate the severity of the impact of flooding and storms on communities in our part of the world. I sympathise with residents who face serious difficulties. As we have heard, businesses, farms and fishing have been severely affected, and so, crucially, have transport links. As the country starts to recover from a lengthy onslaught of stormy weather, I express my condolences to those who have lost family members in the extreme events, and to those who have been affected in other ways.
Since the start of December 2013, the UK has experienced a prolonged period of very bad weather. In England and Wales it was the wettest January since 1766. Met Office statistics suggest that for the south of England it has been one of the most exceptional periods for winter rainfall—if not the most exceptional—in at least 248 years. The latest estimates suggest that more than 6,800 properties have been flooded in England since the beginning of December 2013, including more than 2,000 since the most recent event began in early February. In addition, more than 48,000 hectares of farmland are thought to have been affected.
In the south-west, about 550 properties flooded and, in particular, there is continued flooding on the Somerset levels and significant damage to vital railway infrastructure. Investment by Government and improvements to the way in which we respond to incidents, however, mean that we have been able to protect about 1.3 million properties since the start of December, of which 93,000 are in the south-west. That reinforces the importance of continuing our investment in flood defence schemes and forecasting capability.
I want to pick up on some of the points made by the right hon. Member for Exeter in his introductory remarks. Network Rail’s review of options for improving resilience is taking into account advice from organisations such as the Flood Forecasting Centre and the Met Office. The review is a wide one. The money for the resilience projects to which he and the hon. Member for Brent North (Barry Gardiner) referred has been announced and confirmed by the Department.
Several hon. Members raised their concerns on maintenance.
The money is in place to make the urgent repairs, and that work is ongoing. We then need a scheme that we will fund. That could be smaller elements such as protection, or a bigger scheme if we want an alternative route. It is crucial to ensure that we get the repairs done and reopen the line to emphasise that the region is open for business.
The right hon. Gentleman made an important point on capital investment. As a Liberal Democrat, I am supportive of the coalition Government’s investment in infrastructure across a whole range of areas, including rail investment. I am a supporter of High Speed 2, as well as of the investment we are getting on the sleeper service in the south-west, among other things—I am always a fan of more investment of the south-west. The Government have invested huge amounts of capital in infrastructure. The right hon. Member for Edinburgh South West (Mr Darling), who led on such matters as Chancellor going into the previous general election, set out what would have happened if a Labour Government had been re-elected. He spoke of 50% reductions in capital investment in the following years. Therefore, as my hon. Friend the Member for South West Devon (Mr Streeter) said, we should not set against what this Government have done any idea that there would have been a huge increase in spending under Labour—there simply would not have been.
On maintenance, there is an idea that the efficiencies implemented by the Environment Agency might have affected the readiness of the defences. Those defences, in which we and all Governments have invested over many years, were in a condition that enabled them to defend those properties, but obviously we need to look at where further flood defences could provide protection on a cost-benefit basis so that we can get the best value for such investment. That is why I am pleased we could announce £344 million in the coming financial year in investment in new defences, as well as the £130 million announced to ensure that we get our existing defences back up to where they need to be following recent events.
I want to ask the Minister for some clarification on spending on repairs and resilience on the rail network in the south-west. Will the money for extra resilience at Dawlish, for example, come from existing budgets, or are we talking about new money from central Government?
We need schemes before we can talk about how they will be funded. The £130 million was for flood defences and coastal defences that have been impacted by recent events.
I am happy to respond to the right hon. Member for Exeter and the hon. Member for Brent North with my own views on climate change, which are on the record. I am convinced that we are seeing changes in the weather. As parliamentarians, we have all had such advice. It is difficult to draw direct links as a result of particular events, but we can look at trends and the changes that are happening, the advice from the Met Office in recent weeks about weather patterns over the Atlantic and so on, and what has driven them. That gives us cause for concern and I am personally convinced that there is a man-made element to such events, which is why the Government continue to take forward at international and national level a number of measures to decarbonise the economy and make progress on mitigation, as well as on the adaptation works in which my Department is involved.
Several hon. Members made points about land management. That is crucial, but I agree with my hon. Friend the Member for Tiverton and Honiton (Neil Parish) that we need to strike the right balance with food security and a thriving farming sector in upland areas and throughout the country. We have heard the concerns of the National Farmers Union. We do not want to hear the message that we should flood the farmland and give up on it. We can undoubtedly make a contribution through land management practices.
I am aware of the project on Exmoor and I know that South West Water is proud of its contribution. The right hon. Member for Exeter was kind enough to mention that the Department had been involved as well. Were the hon. Member for Thirsk and Malton (Miss McIntosh), the Chair of the Environment, Food and Rural Affairs Committee, here, no doubt she would be talking about the slowing the flow project at Pickering—we have heard a great deal about that—in which the Department has also been involved.
We take seriously the huge potential to do more to retain water through land management, but, on dredging, the Somerset levels is a man-made environment. Those rivers do not function in the same way as many other catchments, because they have been raised above the level of the surrounding land, as well as redirected and rerouted. We are looking at maintenance and I am chairing the action group on the Somerset levels, which the Secretary of State has challenged to come up with the action plan. Some will be long-term issues, but others will be for the short term. We have already announced that dredging will take place this year to deal with this. The point about the barrier for the River Parrett is a good one. The barrier will allow better management for the Tone and the Parrett and that whole catchment. That work is under way.
My hon. Friend the Member for Newton Abbot (Anne Marie Morris) was passionate in her defence of her constituents. She was right to say that that current rail link is crucial. There is a huge population along the south coast of Devon, so it is important to maintain those rail links. However, I represent North Cornwall, which does not have a single railway station. I am sure that if resilience could bring rail travel closer to my constituents, they and I would welcome it. We heard from my hon. Friend the Member for South West Devon on several of those possible outcomes as part of a resilience solution and I look forward to seeing the work on that.
I am grateful to my hon. Friend the Member for South Dorset (Richard Drax) for the way in which he gave up his time to take me around affected parts of his constituency. We visited the very pub—the Cove House inn—to which he referred. The points he made about fishing and coastal industries are important. I have had time to visit, with the Deputy Prime Minister, fishermen down at Porthleven in the St Ives constituency and also spent time last week at Padstow with fishermen from my part of the world, particularly those lobster and crab fishermen who have lost so much gear, as my hon. Friend described, or found that their gear, if recovered, is crushed and no longer useable.
The Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Camborne and Redruth (George Eustice), is looking at those issues to see what can be done to support such fishermen. In the meantime, the fisheries local action groups—FLAGs—have European fisheries fund money. I have talked to the project in Cornwall and there may be help under existing schemes.
Does my hon. Friend agree that FLAGs operate under strict European rules? Replacement of fishing gear would not be included in that funding.
I am being tempted into a quite local issue, but the discussions I have had suggest that help may be possible. I also draw attention to the fact that a number of banks have said that they will make interest-free loans to affected businesses. That may be part of the solution to allow people to get back up and running to trade again, not only in fishing, but across a variety of trades.
The Government have set out business recovery schemes, as well as schemes to help people make their homes more resilient. I am working closely with my colleagues in the Department for Communities and Local Government on how people access those funds and we will make further announcements. The Department for Business, Innovation and Skills is making available an action line that businesses can contact for help and advice on how they take things forward.
This has been a terrible period of weather events throughout the country, from the east coast in early December to, as we have heard today, the south-west. The Government remain committed to spending the money we need on flood defences for the future. We will continue to monitor our response to improve on that. I very much welcome the huge efforts that all the agencies, volunteers and communities made to respond to those events. I know that right hon. and hon. Members will continue to discuss those issues with me over the coming weeks.

Ofwat is heavily committed to the successful delivery of the 2014 price review and is reliant on the expert input of a number of suppliers to deliver highly specialised work and help meet peaks of demand associated with the price review. Without this input Ofwat would be unable to regulate effectively and protect the interests of 52 million consumers in England and Wales.
Parliamentary approval for additional resources of £3,850,000 will be sought in a supplementary estimate for the water services regulation authority. Pending that approval, urgent expenditure estimated at £1,500,000 will be met by repayable cash advances from the Contingencies Fund.

May I begin by passing on the Secretary of State’s apologies for not being here this morning? He continues to recover from eye surgery and will be back soon. I am sure the whole House will join me in wishing him a speedy recovery.
As the country continues to experience the onslaught of stormy weather, I should like to express my deepest condolences to the friends and families of those who have lost their lives, and to put on record that our thoughts are with everyone who continues to experience the misery of flooding.
Hampshire county council is discussing a proposal with the Environment Agency, but the business case has not yet been submitted to the agency.
Yesterday marked the passing of 40 days and 40 nights of flooding in Hambledon since it was first flooded by groundwater, and no one yet has any idea when the floodwater will recede. Every night, the residents sleep in shifts to monitor their pumps, and every day they wake up wondering whether that will be the day on which their house will be flooded. The village has been cut off from the rest of the world for over a month now. An engineering solution that would avert most of this now almost bi-annual flooding has been drawn up and costed, but funding remains a sticking point. Will the Minister meet me and potential partner agencies to try to agree a deal and get this vital work done as soon as possible?
I very much applaud the tremendous efforts of the Hambledon community in its response to the groundwater flooding and the issues it is facing. I know that the Environment Agency is working closely with Hampshire county council to support the community in making the strongest case in its bid for flood defence grant in aid, and I would indeed welcome a meeting with my hon. Friend and any representatives he wishes to bring along to discuss the matter.
2. What assessment his Department has made of the potential effect of climate change on the intensity and frequency of extreme weather events and on the need for higher priority to be given to adaptation policy.
We recognise that, in line with the latest scientific understanding of our changing climate, the frequency and intensity of many extreme weather events are expected to increase. The UK’s first climate change risk assessment, published in 2012, assessed the trend and informed the national adaptation programme that we published last year. This sets out a wide range of actions by the Government, business, councils and civil society to address the most significant climate risks that we face as a country.
Does my hon. Friend agree that, although concern is sometimes expressed about the cost of climate change mitigation, recent events are a stark warning that the cost of adaptation to climate change is also substantial, and is a bill that might have to be paid sooner rather than later?
I thank my hon. Friend for making that case. He has a long track record of speaking on climate change, and on mitigation and adaptation. I agree that we must continue to ensure that this country meets all the demands that will be made of us by the changing climate.
Does the Minister acknowledge that the Adaptation Sub-Committee of the Committee on Climate Change recommended that the deficit of £500 million on flood defence spending needed to be urgently addressed? Will the Minister ask the Secretary of State and his Cabinet colleagues to ensure that there is a firm commitment from the Government in this spending review to providing that £500 million for flood defences, which is now urgently needed because of climate change?
I very much welcome the work that Lord Krebs and his sub-committee have done on these issues. We think that some of the information is based on older data that have been updated by the Environment Agency, so we do not entirely recognise the figures he gives. The Government have secured a £2.3 billion capital settlement in the next spending review period, which will mean we are spending more than ever before on flood defences.
Whatever the cause, we are seeing extreme weather events and we need to do more between floods. Will the Department consider restoring the balance between building new flood defences, repairing and making good the existing ones and maintaining watercourses? May I ask, in the presence of the Leader of the House of Commons, whether it would be a good idea to have a national statement on adaptation and on climate change generally for this purpose?

The question from my hon. Friend the Member for Thirsk and Malton (Miss McIntosh) about a statement is obviously a matter for the Leader of the House to consider, perhaps later this morning. On her questions on maintenance, given this year’s extreme weather events, the Government have made available a £130 million investment to ensure that we repair and maintain the existing flood defences, which of course will allow us to invest in new schemes in the coming year.
As I saw for myself in Somerset earlier this week, the severe floods are causing unimaginable distress for many people as they see their homes wrecked, farmland submerged and businesses suffer. As all the evidence suggests, and as the Minister has just accepted, climate change will lead to extreme weather events becoming more frequent, so will he explain why his Department has been forced to admit, thanks to a freedom of information request, that total spending on climate change mitigation and adaptation has been cut by more than 40% since last year?
I suspect that the hon. Lady is referring to the freedom of information request submitted on behalf of Lord Lawson. I can confirm that total Department for Environment, Food and Rural Affairs climate change spending on mitigation and adaptation was £34.8 million in 2011-12, £49.2 million in 2012-13 and £47.2 million in 2013-14, and we have resources yet to be allocated in the coming financial year.
The figures for the domestic spend were £24.7 million in 2011-12 and £29.1 million in 2012-13, but that has decreased this year to £17.2 million, which is a 40% cut. The decision to cut the climate change mitigation and adaptation budget by 40% was a serious error of judgment, one that the events of the past weeks must lead the Government to reconsider. The Minister will know that funding for flood protection remains £63.5 million below 2010 levels, even after the additional funding announced last week. Will he now agree to review the stringent cost-benefit ratio of eight to one applied by his Department to flood defence spending, which appears to have prevented so many vital schemes from going ahead?
As the hon. Lady also knows, in the first four years of this Government we have spent £2.4 billion on flood defences, which was more than the £2.2 billion spent in the last four years of the previous Government—so this Government continue to make tackling this a priority. Today, the focus remains on response and we will then move into recovery, but in the long term we have secured £2.3 billion on capital alone into the next spending review period.
Are movements in the jet stream not more closely and demonstrably linked to our current adverse weather event than climate change is? To what extent is the Environment Agency using movements in the jet stream as a predictive tool for flooding?
The hon. Gentleman is clearly spending a great deal of time studying these methods. Given the advice, which I respect, from scientists across government, all the signs point to the fact that the changes he is talking about are influenced by climate change. That is one reason why we have had more precipitation deposited in the country and had the rainiest January in a quarter of a millennium.
3. When he plans to publish his Department’s evidence review on food aid provision and access in the UK.
5. What assessment he has made of the threat posed to ancient woodlands and their biodiversity by development in the area.
Local planning authorities assess any potential threat to ancient woodland case by case while applying the strict test set out in the national planning policy framework. That test stipulates that planning permission should be refused unless the need for, and benefit of, any development in that location clearly outweighs the loss of any ancient woodland.
That sounded like a civil servant’s brief. The fact is that the Secretary of State made a widely reported statement that suggested that we could have offsetting through a system in which ancient woodland was given up because other areas of the country would be planted with trees. In some people’s minds, that would be like introducing 100 rabbits for every badger shot. It is not good enough. This is precious habitat that must be defended in this country and in Africa, because wildlife depends on it.
I am not sure that I entirely follow the hon. Gentleman’s logic when it comes to British mammals, but there we go. The key principle is that ancient woodland must be protected and the national planning policy framework is totally clear about that. Offsetting potentially offers benefits for less irreplaceable biodiverse areas that we can explore when planning applications are made. That is what any policy will be based on. I hope that there will be support across the House for introducing those solutions, but ancient woodland should be protected and the planning policy framework does that.
I am sure that the whole House will join me in sending our best wishes to the Secretary of State for a speedy recovery. He must find it frustrating not to be at the Dispatch Box at this very difficult time.
What is the Minister doing to respond formally to the environmental statement on HS2? The Woodland Trust estimates that 40 ancient woodlands will be totally destroyed and another 38 will be threatened by noise pollution, shading and dust. That is a disgraceful situation and people want DEFRA to respond in public to the environmental statement. Will he give me an undertaking that he will do so?
The right hon. Lady is a doughty campaigner on the route and proposals for High Speed 2. The issues with ancient woodland are of course of great concern and I have been looking at which areas of ancient woodland might be affected by the route. I would be happy to meet her to discuss that if she would like me to.

We estimate that to date a total of more than 1.3 million properties have been protected from flooding during the flood events since the beginning of last December.
That answer will bring great satisfaction to those whose houses have been protected as a result of improved flood defences, but does the Minister accept that the critical issue now is to ensure that more houses are given that protection in future because of the terrible events going on in this country at present? What commitment do the Government have to continue the work of improving flood defences to protect people’s homes?
My right hon. Friend is absolutely right that, thanks to the efforts of the Environment Agency and all the money that has been invested, many homes have been protected, as I set out. It is crucial that we do more, however, which is why we are investing £2.3 billion in the next spending period and we announced £344 million last week for schemes that will go ahead in the next year. It is also why we are working hard on partnership funding and making the case locally to bring forward schemes that would otherwise not have been funded.
Will the Minister confirm that people whose properties have suffered flooding in the recent exceptional events will have insurance made available to them via Flood Re should their existing insurer decline to cover them owing to that flooding?
Until the implementation of Flood Re, which is planned for summer 2015, the insurance industry has voluntarily agreed to abide by its commitments under the 2008 statement of principles, which means that insurers will not decline to cover those who already hold flood insurance with them. In practice, that means that people who are already covered by an insurer will be able to continue to access flood insurance from that insurer until Flood Re comes in.
What progress are the Government making to meet their target of better protecting 145,000 homes by 2015? Experts predict that household insurance premiums might rise by about 5% after the floods, so what is being done to address that?
The crucial measure that we are taking forward is the implementation of Flood Re and the Water Bill, which is being debated in another place. On the first part of my hon. Friend’s question, we have investment plans to improve protection for at least 465,000 households by the end of the decade.
Yesterday the Prime Minister refused to say whether he would reverse the massive cuts in the number of staff working on flood prevention. Will the Minister give us an assurance today that those cuts will not go ahead?
I am grateful for the hon. Gentleman’s question, but there are no massive cuts in the number of people involved in flood protection. The Environment Agency, like all other agencies and Departments across government, is having to use resources more efficiently as we seek to sort out the financial mess that the previous Government left us. However, its chief executive has said that he is prioritising important front-line services, and I would like to take the opportunity to pay tribute to all the work that it did over December, Christmas and the new year, which it is continuing now, to protect people and keep them safe.
The Labour Welsh Government have also invested heavily in flood protection. In the light of the Prime Minister’s recent announcements about funding, will the Minister clarify whether it will involve Barnett consequentials for Wales?
The hon. Lady will be aware that colleagues in the Wales Office and the Treasury will lead on how the Barnett formula operates, but if she would like to write to me or other Ministers with specific questions, I am sure we will get back to her.
Does the Minister accept his Department’s climate change risk assessment that up to 1 million more properties, including 825,000 homes, are likely to be at risk of flooding by 2020? If he does, why is funding for flood protection £63.5 million less in the current year than in 2010, even after last week’s budget changes? What is the implication for the Government’s Flood Re insurance scheme, which the Committee on Climate Change has warned him does not factor in the impact of climate change at all?
The view of Lord Krebs’s sub-committee on Flood Re is being debated in another place. I have been ensuring that, as Flood Re goes forward, it takes account of extreme weather events and factors involving climate change. As I have set out, the Government will be investing more in flood defences than any previous Government, given our spending review deal on capital investment. In the first four years of this Parliament, we have spent more on flood defences than the previous Government did in their last four years in office.
Farmers and others in Burrowbridge to whom I spoke last night are extremely grateful for the generosity of those farmers from the other side of the country who have sent forage to help feed their animals, and also very much welcome the Prime Minister’s announcement yesterday of an extra fund for farming that will help them to redrill the land and get it back into a productive state. Does the Minister have any more details about that scheme, how it will be applied and what the process will be?
I pay tribute to my hon. Friend and colleagues in Somerset for all their work in representing their constituents, and I look forward to the next meeting of the action group, which I hope he will be able to attend. The farmers have suffered a great deal since their land has been inundated, and I echo what he said about charitable efforts to help them. The fund announced by the Prime Minister will set aside money to improve the land to bring it back to the condition that we would like to see it in, and details on how to apply for that will be published in due course.
7. What steps he is taking to tackle the contribution of rising water bills to the cost of living.
Last year, the Secretary of State wrote to all water companies to stress the tough times that households are facing. In setting out their 2014-15 prices, several companies have decided not to take the full amount allowed in the 2009 price review. Ofwat estimates that the 2014 price review could reduce pressure on bills by between £120 million and £750 million annually from 2015.
While water bills are soaring, the water companies are making eye-watering profits. They are loading up their balance sheets with debt from tax havens abroad and are paying hardly any tax. Are not the public being ripped off in every possible way by these sharks in the water? Rather than those minor issues, why do not the Government really get a grip on the water companies and get them to serve the customer and the country?
That is a very good question from the Whips, but the answer is that the current price review period mechanism was put in place under the previous Government. As I have already set out, prices will be held at the first opportunity, and some companies are reducing them in what remains of this period. We will see savings in the next price review period compared with the prices forecast had we carried on with the price review left to us by Labour.
Two days ago, Southern Water announced its price rises for 2014-15 at a time when they are tankering in many parts of Romsey and villages throughout the Test valley to ensure that homes are safe from ingress of sewage. Please will the Minister assure me that he will work with Southern Water to ensure that this winter’s expenditure will not negatively impact bills in future?
Ofwat works with companies to consider what is a reasonable amount for them to charge, and it will take into account all the costs that companies face. The key thing is that as we continue to invest in flood defences and deal with some of the problems, the sorts of issues that we face at the moment should have less of an impact on the water companies. I pay tribute to water companies for doing what they are to continue to provide service in these extreme weather conditions. I visited a water treatment plant yesterday to see how it is being defended and it is working well and its staff are working incredibly hard.
T2. With parts of the country experiencing the wettest January since records began, and sadly no let-up in sight at the moment, will the Minister clarify whether resources from the farming and forestry improvement scheme can be used to fund vital ditch-clearing and watercourse maintenance, which is absolutely essential for rural communities if they are to tackle flooding?
As I said earlier, the Government have announced a £10 million fund to help farmers with the cost of recovering from flooding. We can look at how the farming and forestry improvement scheme might impact on those affected by flooding, but its primary purpose is to promote the long-term competitiveness of farming.
T9. I welcome the Government’s action plan for tackling wildlife crime and the renewal of funding for the national wildlife crime unit until 2016, even though it needs to be much more long term than that. Will the Minister explain his view on making wildlife crime offences recordable and what discussions he has had with colleagues at the Home Office?
T3. The Aldingbourne Rife is an ancient drainage river which historically protected the coastal plain in Bognor Regis from flooding. June 2012 saw 350 homes flooded in Bognor Regis and Littlehampton, and it is becoming increasingly clear that the decision to stop dredging the Aldingbourne Rife was a contributing factor to that flooding. Will the Minister urge the Environment Agency to reinstate the annual dredging that was mistakenly abandoned nearly 20 years ago?
The Environment Agency is working with local agencies to look at the best way of managing water in the Aldingbourne Rife. A study is being undertaken of whether dredging and other measures might be appropriate to protect the properties that experience this flooding, and that will report in the summer of this year. I am happy to meet my hon. Friend should he like me to.
Does the offer of an open cheque book and “money no object” extend to people in Morpeth—flood victims in my area—or is the money solely on offer to people in the south of the country?
The clear commitment that the Prime Minister has made is on ensuring that we have the facilities ready to respond to the incidents we are covering at the moment, no matter where they are in the country.
T4. Our thoughts have to be with the flood victims at this time. Will the Minister update the House on the audit of existing sustainable drainage systems with a view to establishing what role they play in flood alleviation; and what help is being given to fishermen who are unable to fish at sea during the time of this flood event?
My hon. Friend puts together two questions that cover areas for which both my hon. Friend the Under-Secretary and I are responsible. As she knows, I will table the regulations on introducing sustainable urban drainage later this year. I am happy to write to her about auditing existing provisions. My hon. Friend the Under-Secretary is visiting Newlyn soon to discuss with fishermen the problems they are facing.
I do not think the hon. Lady is the first person to wrap two questions into one, and I rather doubt that she will be the last.
Last year the Secretary of State claimed that climate change could help the UK. He said:
“Remember that for humans, the biggest cause of death is cold in winter, far bigger than heat in summer. It would also lead to longer growing seasons and you could extend growing a little further north into some of the colder areas”?
Does the Minister feel that those comments are a little unfortunate, given what has just happened?
The Government are clear that we are investing in adaptation and mitigation, and we are taking a lead in international negotiations on those issues.
T6. What assessment has my hon. Friend made of the adequacy of flood defences for the Nene and Ouse rivers in Northamptonshire? Does he consider the predictions for water flow through those rivers to be historically accurate?
Northamptonshire county council and its flood and water management team in particular are working on that with the Environment Agency as the lead local flood authority. They are hoping to introduce schemes that will address the concerns that my hon. Friend raises, but if she would like to write to me on a particular local issue, I am happy to look into it.
I welcome the £5,000 that has been announced for households that are flooded, and I understand that it will be available to households that flooded in Hull during the tidal surge in December, but can the Minister explain to people in Hull why it has taken two months for that announcement to be made, and only after the playing fields of Eton flooded?
Ministers have been on the ground across the country at various events. I visited a community to talk about how it was affected during the east coast flooding. My right hon. Friend the Secretary of State has also visited a number of communities. As the hon. Lady pointed out, the money that is available to help people will be there for all communities, no matter where they are in the country.
T7. The Minister will be aware of the Arpley landfill site in my constituency. He may also be aware that planning permission for continued use has now expired, yet neighbouring councils such as Merseyside, Halton and Cheshire West continue to use it for the waste that they will not recycle or incinerate. Will the Minister consider issuing guidance to those councils so that if they will not upgrade their disposal mechanisms, they will at least dump the waste somewhere that has planning permission?
Sites such as that in my hon. Friend’s constituency need an environmental permit from the Environment Agency and planning permission from the local authority. There is an environmental permit in place for that site. Any planning considerations would be a matter for the local authority.
Further to the question from the hon. Member for North Herefordshire (Bill Wiggin) about the flushing of foxes, we know that there is a lot of support on the Government Benches for the repeal of the Hunting Act 2004. Will the Minister say what discussions have taken place inside DEFRA to promote amendment of the Act, specifically with regard to the flushing of foxes to guns?
Record rainfall has found the surface drainage infrastructure in historic towns such as Bradford on Avon severely lacking. Will the measures that the Government have announced extend to improving drainage in the built environment, or will responsibility for that fall entirely upon local councils?
My hon. Friend has already invited me to visit Bradford on Avon. I am happy to do that and to discuss with the local authority any concerns it has about the current situation.
In the light of the Department’s withdrawal of the funding for the EU programme on bee decline, how will the Department provide an evidenced response at the end of the two-year ban on neonicotinoids as pesticides?

Member for Cleethorpes (Martin Vickers) on securing this important debate and on the way in which, as the local Member of Parliament, he has been there for his constituents and raised issues here and with local agencies and helped in any way he could. I thank hon. Members across the House for all that they have done to support their local communities and for passing to me and my colleagues and officials any information that needed to be passed back.
The coastal surge that struck the eastern coast of England on the night of 5 to 6 December was a significant flood event in terms of scale and was highly significant to those who bore the brunt of it and the economic, societal and emotional cost of flooding. My thoughts and those of hon. Members across the House are with those people who experienced that, and with people across the country who experienced other events in the weeks that followed, which we also heard about from my hon. Friend.
The coastal surge is estimated to have caused flooding of around 2,600 properties, although this figure is subject to change as the recovery effort progresses. Our thoughts are with all those who have been affected by high winds and whose homes and businesses were damaged during the powerful storms. However, through investment by Government and improvements to the way we manage this type of flooding, we were able to protect up to 800,000 properties countrywide that would otherwise have been flooded. It was reassuring to hear that, in many cases the defences functioned as they should have done and the agencies were there for people, although of course where things could have been better I reassure hon. Members that they will be better in the future. I thank them for raising issues with me.
There was a multi-agency response to this event, with all relevant authorities pulling together to protect people and their property. I am grateful for the excellent response from our front-line emergency services, including the police and fire services, the Environment Agency, and local authorities. I would like to praise the work of the flood forecasting centre, which is run jointly by the Met Office and the Environment Agency. Over 160,000 homes and businesses received a flood warning and advice in advance to enable them to put their flood plans into action. The combination of accurate forecasting and extensive planning and preparation allowed us to co-ordinate the response to ensure the focus was on protecting communities at risk and on the key infrastructure that supports them.
The flooding on 5 December 2013 caused overtopping of defences around the Humber estuary and the tidal Trent, flooding land and properties behind. However, the defences performed well and no breaches occurred, limiting the extent of the flooding. Initial reports from the local recovery co-ordinating group indicate that 347 properties and 47 businesses were flooded in North Lincolnshire. However, the full impacts are still being assessed. Particularly affected communities included South Ferriby, Burringham, Keadby, Gunness, Reedness and Barrow Haven. Hon. Members will correct my pronunciation if I have got it wrong. As a Cornishman, I find some of these things a little difficult, but I am sure they will forgive me if I have mispronounced.
A number of roads, including the A1077, and the railway line to Barton-upon-Humber were also affected and closed for a period of time. Flooding events have economic and other impacts that cause annoyance for those who may not have been immediately flooded, and we have to consider those impacts as well. My thoughts go out to all those who were affected, especially given the timing of the event just before Christmas.
My right hon. Friend the Secretary of State met the hon. Member for Cleethorpes at Immingham docks on 7 December to see first hand how local communities and businesses along the south Humber bank were affected by the flooding. At Immingham port, the Environment Agency, the local authority and Associated British Ports are working to assess the damage and work out a reinstatement programme.
The Environment Agency issued flood warnings along the entire stretch of the south Humber bank and the tidal Trent on the morning of 5 December. Three severe flood warnings were issued to nearly 4,000 properties in parts of Grimsby, Cleethorpes and Humberston. A further seven severe flood warnings were issued to over 4,000 properties along the tidal Trent. Although parts of the south Humber bank experienced significant flooding from the overtopping of defences, no severe flood warnings were issued in those areas. That was because the Environment Agency issues a severe flood warning only if there is a danger to life. The forecast received on 5 December did not warrant a severe flood warning as only overtopping of the defences was predicted. Had a breach been forecast which would have posed a danger to life severe flood warnings would have been issued.
The Minister with responsibility for flood recovery, the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Great Yarmouth (Brandon Lewis), chaired a meeting of key Ministers on Tuesday 7 January this year to ensure that a co-ordinated approach was being taken to assist communities recovering from recent flood events. The Bellwin scheme has been opened to enable local authorities to submit claims for costs incurred in the emergency response phase to protect lives and properties. So far, 41 local authorities—including North Lincolnshire—have registered their intention to submit a claim under the Bellwin scheme. A number of local Members have asked questions in this place and elsewhere about the operation of that scheme, about what triggers it and about what it does and does not cover. My hon. Friend the Minister is taking those questions into account, and the Local Government Association is also raising some of those issues with the Government. We will of course want to work with people on that.
Last Friday, 17 January, an additional funding package of £6.7 million was made available for local authorities affected by recent flooding and severe weather. This new money builds on financial assistance already made available to councils under the Bellwin scheme, and will top up support to cover the costs of clearing up after severe weather and flooding. Further details of how local authorities can apply to the £6.7 million severe weather recovery fund will be issued by the Department for Communities and Local Government shortly. Additionally, my hon. Friend the Minister is inviting leaders of local authorities affected by the severe weather to meetings over the coming weeks to discuss the challenges and the support that I have outlined.
As well as providing updates to communities and local farmers, Environment Agency staff have been attending parish council meetings and holding drop-in events to keep communities updated on local defence repairs. An immediate programme of repair work has been developed for the south Humber bank. Before Christmas, repairs were carried out by the Environment Agency where they were most needed. The rate of repair has accelerated as resources, materials and, importantly, access have become available in the subsequent weeks. The repairs are being prioritised using a risk-based approach, in line with the Humber flood risk management strategy. Repairs to the stretch of defences between New Holland and Goxhill Haven, and between Barrow upon Humber and New Holland, are progressing well. I am pleased to hear from the Environment Agency that it is continuing to receive support from local landowners, which is allowing it to carry out those works more quickly.
The agency is updating its Humber flood risk management strategy, which deals with the long-term justification, funding and solutions for the management of flood risk to communities along the Humber. The agency will ensure that all data and learning from the recent flooding is collected, evaluated and used in the development of the updated strategy. It is important to say that, in government, a lessons-learned exercise is being carried out, led by my right hon. Friend the Minister for Government Policy, to look at issues related to this incident of coastal flooding and the other incidents that we have had in the past couple of months.
I understand that the hon. Member for Cleethorpes has had a number of meetings and progress updates with the local Environment Agency area manager, as he has mentioned, to discuss the flooding and a way forward in more detail. If the hon. Gentleman or his constituents identify any further needs, I will ensure that the Environment Agency takes them into account, as part of its Humber flood risk management strategy update. He particularly referred to warning sirens, and I will take the opportunity to raise that issue with the agency, so that it can be taken into account as those discussions proceed.
The Environment Agency continues to assess the damage to flood defences across the country, and we look at the resources that will be necessary to fund that work, but it is crucial that, as we have invested money in these assets over decades, we ensure that they are functioning. I was pleased to hear from hon. Members that those defences were in a good state of repair and performed the task for which they were designed.
The hon. Member for Kingston upon Hull North (Diana Johnson) referred to insurance for businesses. I understand the concern, but the Flood Re scheme is focused on residential property. Indeed, it is funded by a levy on the residential insurance market, so we must be careful about saying that we would use that mechanism to support small businesses, as the money comes from residential customers. Many specialist brokers out there are working to help to find solutions for the commercial market. Obviously, I would be happy to do anything to help in discussions with the insurance industry, but the Flood Re scheme is focused on residential properties.
With the little bit of time available, I will focus on some of the specific issues raised by the hon. Member for Cleethorpes. On making better use of local knowledge, as I have said, the Environment Agency is out there, meeting parish councils and local groups. It also has regular contact with internal drainage boards. If any issue is raised there that people do not feel is taken into account, we will, of course, make use of that in future.
My impression, having visited some of the areas that have been flooded around the country in various events in recent weeks, is that people feel that the information provided by the Environment Agency was very good and the warnings were timely and that the understanding of those catchments and coastal areas is very good, but of course we take that point away.

Written StatementsI am pleased to announce the next stage in the implementation of part 1 of the Commons Act 2006, under which the registers of both common land and town and village greens can be amended.
Part 1 will be fully implemented in the counties of Cumbria and North Yorkshire. These counties have been chosen because they have the highest hectarage of common land and are among the most agriculturally active counties in England, in terms of commoning.
Many properties were wrongly registered when the registers were compiled in the late 1960s under the Commons Registration Act 1965 and commons registration authorities have not had the power to amend them. The result is that those properties have been adversely affected for over 40 years. This has had a knock-on effect on the owners’ ability to sell those properties. I wish to enable this situation to be resolved so I intend to implement section 19(2)(a) and paragraphs 6 to 9 of schedule 2 to the Act throughout England.
Section 19(2)(a) allows for the correction of mistakes made by commons registration authorities when recording entries in the registers. Paragraphs 6-9 of schedule 2 allow for the deregistration of land that was wrongly registered as common land or town or village green.
The question of further implementation of part 1 in England will be considered again as soon as resources permit, which I expect to be within the life of the next Parliament at the earliest.

Commons ChamberI, too, pay tribute to my hon. Friend the Member for Thirsk and Malton (Miss McIntosh), and indeed the other members of the Environment, Food and Rural Affairs Committee—I want to be inclusive—for the report. I thank the Committee, and all those who have an interest in these matters, for bringing forward evidence and engaging with the Government on a number of other areas.
I disagree with a number of the points that the hon. Member for Ogmore (Huw Irranca-Davies) made, which I will come to later, but I agree that there is sometimes an artificial divide between urban and rural areas when it comes to service provision. The fact is that both rural and urban areas depend on each other for different services, whether outdoor activities, as we heard from my hon. Friend the Member for Macclesfield (David Rutley), the natural capital that is cared for and provided, the food that is grown and all the opportunities provided in rural areas, or the economic and other activities provided in urban areas, such as industrial activities, which support rural areas. The hon. Gentleman was absolutely right about that artificial divide, although I disagree with him on many other points and will come to them in due course.
Rural growth is a key priority for DEFRA, just as growth in general is for the Government. The Government have placed a strong emphasis on unlocking the potential of rural communities and businesses to allow them to grow and thrive sustainably. We have established five pilot rural growth networks aimed at tackling the barriers to economic growth in rural areas, such as the shortage of work premises, slow internet connectivity, fragmented business networks, competitiveness, skills and support for micro-enterprises.
Several hon. Members mentioned the resourcefulness and resilience of rural communities. For example, we heard about what is going on in High Peak to provide community facilities and safeguard resources. My hon. Friend the Member for Montgomeryshire (Glyn Davies) talked about rural life in general and the great contribution that people in rural areas make to the wider economy, something that I think we should all reflect on and celebrate in this debate.
The pilot rural growth networks expect to create up to 3,000 new jobs and support up to 700 new businesses through a local approach to local issues, but their legacy will go beyond that. We are evaluating the lessons they learn and will share them with local enterprise partnerships and local authorities. LEPs are working with local partners, including those with rural economic and social interests, to agree draft European structural investment fund strategies. DEFRA is discussing the development of those strategies to ensure that they give appropriate consideration to rural economies. It is absolutely right that some LEPs are very rural in focus while others have a balance between urban and rural. We must ensure that the rural interest is at the forefront as they introduce their strategies.
DEFRA’s rural development programme for England has invested more than £400 million in projects, created over 8,500 new jobs and safeguarded a further 9,700. An impressive area of delivery, and certainly one that has helped bring forward the local engagement that other Members have talked about, is the 64 LEADER local action groups in England. They were allocated £137.9 million from the total £3.7 billion of the current programme. They are on target to spend that in full by the end of the programme. Their key achievements include over 1,000 civil society representatives involved; over 4,200 projects approved; over 21,000 training days delivered; over 2,600 jobs created; 700 micro-enterprises supported; and nearly 200 new micro-enterprises created. There are other sources of funding from other routes, whether the public sector or charitable sources, that unlock the potential of the community schemes that hon. Members have talked about, which will make significant changes in their communities.
Under the new rural development programme, which will run from 2014 to 2019, we will transfer 12% from direct payments to go towards environmental, farming competitiveness and rural growth schemes in England. That is a significant change in the way we administer CAP money and it is important that we get the change right. In 2016 we will review the demand for agri-environment schemes and the competitiveness of English agriculture with the intention of moving to 15% for the final two years of this CAP period. The overall investment equates to £3.5 billion for environmental and rural development schemes over the next seven years. That means that, even with a smaller overall CAP budget, the Government will be spending a bigger proportion on the environment than before.
We want growing the economy to be an important part of that. There will be a meaningful role for LEPs to help deliver growth. Some 13% of the new rural development programme funds will be spent on growth-focused schemes. Some 5%—£177 million—will be allocated to LEPs through the growth programme, with LEADER and farming and forestry competitiveness being allocated around 4% each, or around £140 million.
Many hon. Members spoke about the delivery of rural broadband and mobile communications. Indeed, we must remember that the report was from the Environment, Food and Rural Affairs Committee, not the Welsh Affairs Committee, because so many hon. Members from Wales spoke. There was a certain commonality in the contributions we heard from across the United Kingdom on connectivity and the need to ensure that we get the injection of investment absolutely right. It is important for unlocking the potential of rural economies and communities. We know, for instance, that online small businesses, whether rural or urban, grow between four and eight times faster than their offline counterparts, and broadband allows more services to be delivered directly into the home. We heard how important that is in many contributions from both sides of the House.
The Government are investing £530 million to 2015 through Broadband Delivery UK. BDUK’s rural broadband programme, which is being delivered by local bodies, will deliver superfast broadband of 24 megabits a second and above to 90% of premises in each local authority area. The remaining 10% hard-to-reach areas will receive standard speed broadband of at least 2 megabits a second.
A number of hon. Members asked how representatives can access more detailed aspects of those programmes. I urge those who have concerns about how the programme is running in general to write to me or to the Under-Secretary of State for Culture, Media and Sport, my hon. Friend the Member for Wantage (Mr Vaizey). If there are specific issues, they should raise them with the local delivery bodies to ensure that their voices are heard. I think that BT, which has been mentioned, will welcome engagement with local representatives on how the programme will make a difference in those areas and what the expectations should be.
Under the rural broadband programme, the pace of progress is accelerating, as 42 out of 44 local projects are contracted, which accounts for 98% of the Government funding. We are currently connecting 10,000 rural properties a week. It is anticipated that the figure will rise to around 25,000 per week by the spring and 40,000 per week by the summer.
My hon. Friend the Member for Thirsk and Malton talked about the smaller rural community broadband fund and asked what progress DEFRA was making with delivering the scheme. We have approved five projects, starting with Rothbury in Northamptonshire, which got its first live cabinet in time for Christmas—the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Camborne and Redruth (George Eustice), was there at the time. We continue to work hard with BDUK, local bodies and community groups to develop the remaining projects. Local authority-led projects have until 28 February to complete their applications. Of course, there are important things to consider to ensure that we get the best value for money in all those projects, so we need to consider each one carefully. Universal coverage of 2 megabit broadband is expected by 2016.
I will turn to local government finance settlements. The Committee, and indeed many hon. Members, highlighted their concerns about the system for calculating local government finance. Addressing the needs of rural and urban authorities is a difficult balancing act. As my hon. Friend the Member for Thirsk and Malton pointed out, I have been very much engaged in that from the Back Benches and continue to be in government, talking with colleagues, communities and local government about how the funding formula works and the implications for rural communities.
The Efficiency Support for Services in Sparse Areas grant of £8.5 million during 2013-14 helped the top quartile of rural authorities by sparsity of population. The Government will be providing further support worth £9.5 million so that the most rural local authorities can drive forward efficiencies in their areas. That is an increase on the grant paid for this purpose in 2013-14, and it offers further protection. Let me be clear, however—I hope that my hon. Friend would not expect me to say anything else, given my past interest in this area prior to coming into Government—that we need to change the approach towards assessing the longer-term funding needs of rural local authorities, and we must bear that in mind as we move forward. We need to consider how we support rural local authorities in increasing their income from business rates retention, and we need to develop a longer-term solution to supporting the transition.
On rural-proofing, I want to leave the House under no illusion. The Government take rural-proofing incredibly seriously, and my ministerial colleagues and I champion it strongly across Government. We are supported in that role by DEFRA’s centre of rural expertise, the rural communities policy unit, which was mentioned extensively in the report. Lord Cameron’s review of rural-proofing will report separately from what we are doing in Government. In a new element, all Government Department annual reports and accounts will report on their rural-proofing activities. It is very important to DEFRA that we have that level of engagement in reporting back, and I welcome it. At our last count, we were actively assisting other Departments with over 60 different policy areas to ensure that rural dimensions are being appropriately and proportionately considered. Importantly, we do not do this in isolation from the rural communities and businesses we serve. I am grateful to the EFRA Committee for recognising DEFRA’s comprehensive engagement framework with key rural stakeholders and civil society groups and representatives.
I should like to highlight some particular examples of this. My hon. Friend the Member for Thirsk and Malton mentioned education funding. The Government recognise that in some areas, particularly where schools are small, it is unreasonable to require pupils to travel long distances to alternative schools. That is why, following a review of the funding arrangements conducted with DEFRA’s rural communities policy unit, the Department for Education announced in June that it would allow local authorities to use a new sparsity factor when allocating funding. The Government have made it clear that the sparsity factor will be kept under review to consider whether adjustments need to be made in 2014-15 and as we move towards a national funding formula in the longer term.
All the aspects that the Minister has mentioned so far will really help rural communities such as my constituency. On school transport, the Government have been generous in funding new places in rural schools, but the local authority has cut the transport budget allowing people to take advantage of those new places. Is there anything he can do to allow county councils to use that money to ensure that children get to school safely?
Local authorities have a statutory role in the provision of school transport, but there are a number of other ways in which they can engage with the wider transport infrastructure in their areas to provide opportunities not just for school transport but for all the other vital forms of transport that we have been debating.
I agree that providing affordable homes is crucial in allowing rural economies to grow and welcome the fact that this Government are investing in affordable housing. When the hon. Member for Ogmore discussed this, he did not say that under the previous Government the number of affordable socially rented homes that were available fell, a trend that this coalition Government will reverse through the investment that we are making. It is important to recognise that that applies in rural areas as well as in urban areas. The Government support rural exception sites, which, as hon. Members will know, are small sites that can be used for affordable housing in perpetuity, making a crucial difference.
The hon. Member for Banff and Buchan (Dr Whiteford) was the first speaker to refer to post offices and postal services in general—a very important matter. On 27 November, the Department for Business, Innovation and Skills announced a further £640 million for the post office network to complete its network transformation programme. That programme is not suitable for about 3,000 post offices. Those branches predominantly serve small, often remote communities, and they may be the last shop in the village. For the first time in post office history, the updated programme specifically allocates £20 million to this part of the network. As a Member of Parliament during the previous Government’s period in office, I saw what happened when their network review closed so many rural post offices and the effect that that had on those communities. We are now looking at opportunities to secure the network that now exists to make sure that we are not dropping back into that territory.
Returning to rural transport, which I mentioned briefly in reply to the hon. Member for North Herefordshire (Bill Wiggin), who is no longer in his place, the Government have distributed £20 million to rural transport authorities in England to support the development of community transport schemes, which provide services that are vital in many rural areas. We are funding more than 20 Wheels to Work schemes through the local sustainable transport fund. Those schemes enable many young people to access employment and training opportunities. We have protected the statutory entitlement to concessionary bus travel, ensuring that older people can maintain greater freedom and independence. As we stated in the Government response to the EFRA report, the Department for Transport has committed to setting up a monitoring and evaluation framework to assess the changes to the bus service operators grant.
The issue of fuel was regularly raised, with regard to transport fuel and the fuel duty discount. I am pleased that hon. Members across the House acknowledged what the coalition Government have done in opening the door to the concept of recognising rurality and the challenges faced in relation to fuel prices. Many rural communities aspire to explore whether the scheme is a good fit for them, with processes that are appropriate for their areas. Several Members, particularly those from west Wales, suggested that it could operate slightly differently. I am sure that if they write to my colleagues in the Treasury about how they think it could be changed, their contributions can be borne in mind.
Several hon. Members talked about domestic fuel and the people in communities in rural areas who are off the gas grid. We are working with the Department of Energy and Climate Change to support the promotion of buying groups to bring down costs for gas and oil. On winter fuel payments, as part of the ministerial round table on heating oil and liquid petroleum gas, we are working with DECC and the Department for Work and Pensions to look into bringing payments forward. A number of hon. Members raised that issue.
I am afraid that I cannot. However, I thank the hon. Gentleman for his contribution and for extolling the virtues of his constituency; he set off a rash of such remarks around the Chamber, as was entirely justified.
I am afraid that, given the time available, I may have been unable to engage with all the issues in as much detail as I would have liked. I am happy, as always, to hear from the Select Committee, from all hon. Members who have been present, and from those who have not been able to join us, about how we can build on the work that the Government are doing to support rural communities, and how we can ensure that we are challenging, in a helpful, constructive and friendly way, all Government Departments to ensure that they are delivering for rural communities and having at the heart of their policy making the interests of those rural communities as well as urban ones. I hope that this debate demonstrates that the Government have strong rural credentials, that we are serious about advocating the needs of rural areas, and that we are driven towards unlocking the potential of rural communities and businesses.
