I am proud to say that our plan for jobs is working, with unemployment falling to 4.5% last month. Our £3.8 billion skills revolution will ensure that young people have the skills they need to access those jobs, with T-levels, with the largest-ever expansion of traineeships and with an incentive of £3,000 for employers hiring apprentices, creating new pathways for high-quality employment.

Our programmes and reforms are designed to ensure that all students get the chance to undertake high-quality learning. Our digital bootcamps had 47.9% female attendance, and every student gets an interview, including in male-dominated industries, because we are the party and the Government of opportunity.

I thank the hon. Gentleman for that question. There are 50,000 more pupils eligible for free school meals at the moment. There is much that this Government are doing, and we will continue to look at ways in which we can improve circumstances for disadvantaged children.

T5. Schools in rural constituencies such as North Warwickshire and Bedworth have long suffered from receiving lower levels of funding than their urban counterparts. The fairer funding initiative will go some way to rectifying that, but what more can be done to ensure that no matter where someone lives they will have equal access to the same resources?

The announcement we made just the other week goes a long way towards rectifying the issue that my hon. Friend has highlighted. The national funding formula will ensure that all schools start to really benefit from the increases in funding, wherever they are in the country. This is making sure that the needs of pupils are the focus, as against where they happen to be in the country. May I pay tribute to him for the campaigning he has done for the schools in his constituency to secure the settlement?

Regardless of our background, upbringing, gender or religion, we should all have the same opportunities. Hard work and ambition should be the defining factors in social mobility, so I am encouraged by the Government’s commitment to a world-class education for everyone and by the introduction of a new national funding formula that gives every local authority more money for every pupil in every school.

Of course, increased education spending is only part of the story. There are now 1.9 million more children being taught in schools rated good or outstanding than in 2010. That is helping to ensure that every child will receive a good education and the opportunity to fulfil their potential.

Has the hon. Gentleman read the recent report that looked into the issue of there being more children in good and outstanding schools? It said that the number of children in such schools had increased because the number of children had increased. Actually, a high number of such schools have not seen an inspection since 2010. Does he agree that the figure could be at least a little misleading?

I have not seen the report that the hon. Lady has mentioned, but in my own constituency standards and exam results have been improving. From my own personal experience, that is happening on the ground. I will come back to that in a minute.

What is happening is helping ensure that every child will receive a good education and the opportunity to fulfil their potential. Locally in North Warwickshire and Bedworth there has been a significant improvement in school ratings. In fact, according to figures released in December, our local community was one of the best improved areas for pupils attending good or outstanding schools since 2010—an increase of nearly 8,000 children. Standards in our schools continue to rise because of the hard work of teachers, combined with the changes the Conservatives have made to the curriculum—something I have seen first-hand during my regular visits to local schools. That is a record that Conservatives, who in government have both protected and invested in education funding, can be proud of.

We are in a strong position, but there is one area that I would like to focus on and deserves our special attention: maintained nursery schools. Maintained nursery schools were set up in the 1940s to improve social mobility, with 64% based in areas of social deprivation. They also provide education and care for a large proportion of nursery aged children with special educational needs, which is a legal obligation not catered for by private providers. The issue they face is that in 2016, when the early years funding changed to universal base rate funding, they saw a dramatic reduction in the money they receive. The Department for Education was quick to act and agreed to provide supplementary funding of £55 million to top up their budgets until the financial year 2019-20. Critically, this date is nearing and maintained nursery schools need certainty as soon as possible, so they can plan their futures. They provide a unique role in the early years sector. I know the Under-Secretary of State for Education, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), takes a keen interest in this issue and the Government are committed to holding a public consultation later in the year. That is very welcome, but we must not underestimate the impact of these schools in our constituencies.

I have had the privilege of working with Amanda King, the inspirational headteacher of two maintained nursery schools in my constituency, Bedworth Heath and Atherstone. Some 20% of the children at her Bedworth Heath Nursery School are vulnerable children. From September, it will have eight children with heightened medical and special educational needs and disability. Despite those challenges, both schools are Ofsted rated outstanding across the board. As Amanda points out, it is not just about the service they offer to the children; the wider benefits they offer to the community are unique. If they were not around, there would be a gap in provision. They offer high-quality childcare, which is a key factor in the social mobility of the mothers. The schools even lead by example on this, with over a third of her staff being former parents of children who went to her nursery.

Unfortunately, the universal base rate funding is not enough to enable them to cater for these children and while they also receive an inclusion grant, it does not cover the full costs. To illustrate the point, the inclusion grant is £100, but one-to-one support costs Amanda’s schools £160 a week. Having eight children with high- level special needs, they will be running a deficit of £480 a week on this one issue alone. She is understandably frustrated with the current funding situation, saying that they want to offer help and support across the wider sector but cannot plan to do this if they are at risk of having to close their doors at the end of the next financial year.

There is a clear and demonstrable case to provide the financial certainty that these schools need. They are an asset to the communities they serve. If the funding is not provided, it will still need to be found elsewhere so that the provision can be made to ensure that children, particularly from areas of social deprivation or with special educational needs, can continue to receive the best possible start to their education journey. When a clear solution already exists to these issues, it would seem prudent to give it all of the support it needs, but the clock is ticking. I therefore urge Minsters to look carefully and quickly at what can be done to ensure excellent headteachers like Amanda and her many colleagues around the country are able to fully concentrate their efforts in providing the high-quality education that benefits so many of our constituents, while delivering on the key Conservative principle of social mobility.

I absolutely agree that it was most wonderful to see those children, because my children—several other MPs have said the same to me—would never have been that well-behaved. Clearly those children have had some experience of this place. If the demographics are changing, we must consider how we can work differently.

On paper, and in reality, the job that I have described does not sound all that appealing. However, we know the pros that come with our position: the wonderful opportunities to stand up for what is right, on issues that matter to us and to our constituents, and the fact that we are able to do something about what we care about. There is a platform to speak in this historic place. Nobody here, among all these talented colleagues, could fail to want to engage and use this opportunity for their constituents. We have a wonderful responsibility to marry the good and the bad, to demonstrate why what we do is worthwhile and to encourage fresh talent to join us—even if they are only seven months or even seven weeks old.

I am delighted to have served on the Women and Equalities Committee previously, under the chairmanship of my right hon. Friend the Member for Basingstoke (Mrs Miller), who is here today. I hope to join the Welsh Affairs Committee, having lived and worked in Wales for a number of years, and that is the magic of this place. Members can use their position and experience to do something that will really make a difference—luckily, I might, apparently, be making up the female numbers, although that was of course not my intention.

My hon. Friend is making a great case on an issue that I know she is very passionate about; I have worked with her on it before. I am the chair of the all-party parliamentary group on women and enterprise, and it is a big, big privilege for me to work with a really inspirational group of female entrepreneurs from across a range of businesses. Interestingly, however, virtually none of them see politics as a route forward for them. Does she agree that it is critical that we provide more role models and mentors to allow this huge untapped pool of talent to make their faces known in this place?

I absolutely agree with my hon. Friend. In fact, I will come to that later in my speech, when I talk about the joint work of the all-party group on women in Parliament and the all-party group on women and enterprise. Unless we show that this is a worthwhile career for the other side of the country—male and female, north and south—we will absolutely be doing down the opportunities for everybody.

I wholeheartedly agree. The problem is often the job market: what job can be worked 30 weeks a year from 9 until 3, to cater for the children? What pays enough for someone not to spend that time with their children? We are really lucky here; when I say to my children, “I am so excited and busy and it’s worth doing,” they understand. It is not just me taking time away from them.

As many parliamentarians can see, the barriers that we have just heard about really do stop people coming to this place. The “Improving Parliament” report in 2014, which assessed the selection, retention and supply of women to this House, looked closely at the issue. It flagged up the unpredictable parliamentary calendar, the challenges of managing two geographical workplaces and a lack of clarification for MPs with primary caring responsibilities about the impact that has on their work as major factors that influence a prospective Member of Parliament—or somebody who wants to become a parent.

Such a person might say, “I want to become a Member of Parliament, but I actually do not know what that means for my parental responsibilities, let alone my parental leave.” We have a debate tomorrow about abuse of candidates—particularly abuse received by women. That is also a major player in people’s lives and life decisions now. As we well know, when we are elected we are often asked, “What on earth have you done? You’re putting yourself out there for major scrutiny.”

There is no formal parental leave for Members of Parliament, despite the fact that since 2010, 17 babies have been born to 12 women MPs. It is bordering on ironic that we as MPs are doing so much for the wider workforce, yet are unable to look at our own working arrangements. There is currently no formal pairing and that makes options difficult for both male and female Members of Parliament. There is no voting by proxy and no flexible crèche that can cater for ad hoc childcare arrangements. In short, there are no real practicalities to assist with parenthood because, frankly, at the moment Parliament fails to set a proper example as an employer. As a result, prospective candidates commit themselves to the demands of the job, which requires a huge amount of attention, but are not officially able to look at the flexibility that a parent needs.

I have touched on the support that we all luckily receive. Frankly, if we are looking to achieve true diversity in the long term, informal arrangements are not enough to combat the huge amount of guilt, let alone the practicalities, attached to being a working parent. I am not alone in this room in saying that my priorities lie with being a parent. Given that the role of the MP is so attractive and important, I might also often not be alone in saying, why on earth would we need a requirement for maternity leave? We run our own diaries and have some level of flexibility, but we all know that this job comes first. Luckily, our families and children have thick skins and, it seems, boundless patience.

It is notable that the Danish Parliament allows an MP, male or female, up to 12 months’ paid leave which, in practice, is always granted. In Sweden, the same rules for parental leave applicable to the general public apply to MPs—in fact, it is possible for them to take 480 days’ parental allowance. I think we would all miss our constituencies quite a lot if we took all that off—I do not know where we would be—but it is time for us to be bold and look to update our parliamentary practices, so that we can keep up with our goal of achieving parity.

We need to recognise that this is an unstable career path. If we want people to stand, take their seat, relocate and balance their homes—the norm for an MP—we need to ask whether ordinary people can afford to become an MP and whether the current Independent Parliamentary Standards Authority is fit for purpose when it comes to facilitating a parliamentary career and a growing family. Considering the issues of disability and diversity, which come to the fore when looking at our careers, is IPSA really fit for purpose for everybody who would wish, or is able, to pursue such a career? Can we honestly say to anyone—anywhere, regardless of gender, marital status, family commitments or caring responsibilities—that they can afford to be here and are able to be here? We are looking for a big commitment from any MP, male or female, in taking on an insecure, non-guaranteed career.

We must not, of course, use such scrutiny to stop the public being able to elect and vote out their representatives in Parliament, but it is fundamental to our democracy that we ensure that we look properly at diversity. I have no desire to challenge who the electorate choose, but I want to ensure that a wide range of the most able candidates can get on the ballot paper.

My hon. Friend is making a powerful case. Does she agree that having more women in Parliament is not simply the right thing to do? Diverse company boards are more successful on every single measure, so it stands to reason that we will get even better results from a diverse Parliament.

I absolutely agree. My experiences as a local councillor, before I became a Member of Parliament, were so important. Drawing people into politics with that sort of background and professionalism—not necessarily solely driven by ideology—is really important. We need to address the issue, and I hope that this debate will go some way towards that.

As politicians, we have to decide whether there is a point at which we should stand down, allowing our fresh talent to take up new issues, ideas and opportunities. Perhaps we should be prepared to give way to those whom we are mentoring, as well as offering leadership. It is all very well encouraging people in, but are we allowing space for them? How do we sell the role of MP at Westminster and get myriad applications? A lot of things come to mind, such as coming through as a police and crime commissioner or in the councillor role. Indeed, having the chance to stand as an MP should not be a leap of faith for anyone. People’s families being dependent on that is a real concern, so there is juggling to do.

Many Members are waiting to speak, so I will move to my final remarks and reiterate and elaborate on exactly why this debate is so important. There is not only a shortfall in our democracy, but a crucial aspect is involved. To be here is to have a special chance—to do what matters, to be in the Chamber, to take part in the decision-making process, to tackle issues of inequality and discrimination and to develop laws, policies and programmes. It is vital to hear women’s voices on women’s issues, and for Parliament’s perspective to benefit fully from the diverse country that we have been elected to represent.

What is more, it cannot be a coincidence that five out of the nine Select Committees chaired by women have equal or better representation of women, but only one out of the 18 Committees chaired by men has equal or better representation. I sincerely believe that when in power women should continue to empower other people in this place.

Staying on this theme of having more women leading the political charge and encouraging participation, we cannot expect young girls simply to want to engage in the modern political environment if we do not show them what they can relate to. Men are key role models in that, as we have heard, and vice versa. I admire so many male colleagues who have done and do so much to empower all generations in politics. We must reconnect with our voters and demonstrate that Westminster does not have to be out of touch. I urge voters and the media to look more deeply at who we are: dig, and we are more interested and more diverse—honestly.

The idea that the UK can enjoy more from the “feminine touch” is faintly ridiculous. The phrase is outmoded, but the fact is that women are more linked into public office, have lower levels of corruption, are more keen on peace and reconciliation, and find it more important to promote policies that address the challenges facing disadvantaged groups. Everything is to be gained by encouraging women and breaking down the barriers: working across party, for me, is one of the most important parts of the job.

I used to work in radio, where we had a saying that provides an analogy for what I want to say today. Sometimes, radio DJs love a hit record before anyone else has heard it, and they play it incessantly—to death; they then hate it, but by that point everyone else has caught up and loves it. I have the responsibility today of playing the tune with the goal of encouraging more equality, diversity and women in Parliament. It is the responsibility of all of us in this place to ensure that others have the opportunity to follow. There have been trailblazers such as the right hon. and learned Member for Camberwell and Peckham (Ms Harman), the right hon. Member for Barking (Dame Margaret Hodge), my right hon. Friends the Members for Meriden (Dame Caroline Spelman), for Chesham and Amersham (Mrs Gillan) and for Loughborough (Nicky Morgan), and my hon. Friends the Members for Gosport (Caroline Dinenage) and for Devizes (Claire Perry). So many people have warmly welcomed us and given huge amounts of advice to all of us here. Without those women trailblazers, where would we all be?

We have an opportunity to achieve parity of attitudes inside and outside Parliament. If we can reflect the outside world in this House, we will be in absolutely the right place. I ask the Minister for action to be led sincerely by the Government and all political parties, so that we can increase women’s representation in this place. Along with many other colleagues in the Chamber, I will welcome all the Minister’s comments and action to ensure that that happens.

As I have already said, we are indeed stronger, safer and better off in the European Union. I am delighted that the leader of my party, the Prime Minister, is leading the campaign for us to remain in the European Union. If I may say so, I was told only yesterday that the majority of Conservative MPs support the Prime Minister in Stronger In. However, I will make the point yet again that, unfortunately, the leader of the Labour party is failing in his duty to play a full part. He goes on CND rallies instead of supporting Trident, for example, and instead of getting out there and supporting Stronger In.

I continue to promote the long-term economic plan for the midlands engine, which aims to add an extra £34 billion and 300,000 jobs to the midlands economy by 2030. Just last week, I opened a new factory and also an innovation centre in the midlands.

In National Apprenticeship Week, we can all welcome the creation of over 2.6 million apprenticeships since May 2010, including 500,000 in the midlands and 5,140 in my constituency of North Warwickshire. Will the Secretary of State join me in welcoming a report published today by Universities UK? It shows the potential for new degree apprenticeships to help to meet the needs of employers in my constituency and across the whole country, and to encourage more universities to deliver these important degree apprenticeship courses.

Yes, I will. Let me congratulate my hon. Friend on the hard work he has already put in during his short time in his new role. He will know that there has been an increase of 137% in apprenticeship starts in his constituency in the past five years. He is absolutely right to raise the importance of degree apprenticeships, because he knows this is about quality, not just quantity. I welcome the report from Universities UK today on this issue, because we will do everything we can to support more degree apprenticeships.

I have had a number of meetings with various providers of social care. I do not entirely accept the hon. Lady’s assessment that the increase in council tax specifically to create extra funding for social care will not be able to address the higher costs resulting from the national living wage. I note that, in a week when we had a significant increase in the national minimum wage and a month before the national living wage comes in, the Opposition are attempting to say that these interventions will actually be damaging for the people they represent, rather than substantially boosting their incomes.

Like many in the House, I welcome the Chancellor’s moves to develop a northern powerhouse, but my constituents are also interested in the Secretary of State’s work to drive forward the midlands engine. Will he assure me that tomorrow’s Budget will contain welcome news for my constituents and people across the west midlands?

I can reassure my hon. Friend that the Government are absolutely committed to a long-term economic plan for the midlands engine, and he will know that I was involved in the launch of the midlands engine prospectus. We are looking for a £34 billion increase in the local economy and 300,000 jobs by 2030, which will benefit his constituents as well as mine.

I was delighted to meet representatives of the Careers & Enterprise Company recently in my role as chairman of the all-party women and enterprise group. What steps will be taken to ensure that great models and mentors are provided to supplement the company’s work, and that students from all backgrounds are aware of the wealth of opportunities that are available to them once they have left education?

That is an excellent question. In the past, too much emphasis has been placed on one-to-one careers advice, which is often provided too late and not delivered effectively. That is why £70 million has been made available over the current Parliament to fund careers services, including a new national mentoring scheme that will focus on the most disadvantaged. My hon. Friend is absolutely right about mentors, especially for young girls, and especially in relation to STEM subjects and professions.

It is important to understand the scale of the reforms to the primary curriculum. In four or five years every child could be leaving primary school knowing their multiplication tables by heart and being a fluent reader because of our focus on phonics, eliminating illiteracy in this country, and for the first time in several generations primary schools are explicitly teaching English grammar. The hon. Gentleman should welcome these reforms.

T6. Virtual school heads are taking great steps in promoting the educational achievements of all children looked after by their local authority. Will the Minister join me in encouraging the progress of virtual school heads such as mine in North Warwickshire and ensure that they help to facilitate the entitlement to a good education for all children and young people in care?

I am more than happy to do so. The reason we put the role of virtual school heads on a statutory footing in the last Parliament is that they make a significant contribution, acting as the pushy parent promoting the educational progress and achievement of children in care by championing their needs and working closely with schools. Since March last year they have had responsibility for managing the pupil premium plus, which provides an extra £1,900 for every child in care to enable them to access the extra support that makes sure they can really fulfil their potential.

The hon. Gentleman should not do down our world-class exporters. They are doing a fantastic job. Let me give him a few examples of what they can export. They can export wine to France, chocolate to Belgium and even boomerangs to Australia, although I fear that it is sometimes the same boomerang that keeps coming back.

We have given employers control over apprenticeship standards and require all apprenticeships to last at least 12 months and involve substantial off-the-job training. We will be setting up an independent, employer-led institute for apprenticeships to approve standards and assure quality in future.

I thank the Minister for that response, and I welcome the fact that there have been nearly 1,100 apprenticeship starts in north Warwickshire and Bedworth over the last 12 months. However, I know that local businesses are concerned that the focus might be on quantity rather than quality. What assurances can the Minister give to my constituents, especially those in highly skilled engineering, that that will not be the case?

I will describe the Government’s performance as getting great value for money: the build cost for a number of schools was halved during the course of the last Parliament. We will make announcements this autumn about how Priority School Building programme 2 will be rolled out.

5. What steps she is taking to ensure that there are sufficient childcare places to meet demand.

I of course recognise that we have to look at the issue of nursery places. In the past few years, 230,000 places have been created in early years nationally. However, the biggest way in which we can create nursery places is to support the early years sector. We have committed to increasing the average funding rates that providers are paid for the free entitlement so that the sector can grow substantially.

I can confirm that a cross-Government review of the cost of providing childcare is under way to inform decisions on the funding required to secure sufficient quality childcare provision at good value for money to the taxpayer and consistent with the Government’s fiscal plans. I am today launching a call for evidence to inform this review, which will report and be published in the autumn.

My constituents in North Warwickshire and Bedworth welcomed the commitment in the Conservative manifesto to provide 30 hours of free childcare and look forward to its delivery. What plans are being made to bring that forward?

I am delighted to welcome my hon. Friend to the House. His victory in Labour’s No. 1 target seat carved the first letters in Labour’s electoral tombstone and ensured that the ridiculous “Ed stone” did not make its way into Downing Street.

As the Prime Minister announced on 1 June, we are pressing ahead with reforms to increase the childcare support that is available to hard-working families. We are bringing implementation forward to 2016. The Childcare Bill was one of the first Bills we introduced in this Parliament. I have just announced the funding review. Further to that, there will be a consultation with parents and providers so that we can implement this policy.
