Commons ChamberAs always, my right hon. Friend gets to the heart of the matter, and I have to say that I agree with him.
I would like to make one thing abundantly clear from the outset: we do not oppose franchising in principle. When implemented properly, franchising can be a powerful mechanism for improving services, addressing local transport challenges and delivering the quality services that passengers rightly demand and expect.
I will make a bit of progress.
However, the Bill in its original form does not do that. The Secretary of State has acknowledged, and I agree, that the Bill does not mandate franchising everywhere, and that is a sensible step, but the Bill does not prioritise passengers, and nothing in it guarantees an improvement in service standards. The truth is that this Bill appears to be driven by political nostalgia. It is in many ways a thinly veiled attempt to recreate the municipal model of the pre-1986 era, without fully considering the financial and operational realities of today.
I will come on to that, but yes. For a Labour Government with a focus on growth, opportunity and clean energy, it is essential to transform bus services across England to make them more reliable, more accessible and better integrated into the fabric of local communities. That is important to ensure that residents of rural areas are not left behind, to support the growth and regeneration aspirations of our towns away from major conurbations, and to make sure that the most vulnerable have equal access and ability to travel.
In its inquiry, the Committee has received valuable evidence from a wide range of stakeholders. When we looked at the impact of declining bus services, we heard evidence that described local bus services in 2025 as a “barrier” to opportunity rather than an “enabler”. We heard that the future of many services remains “precarious”. From a local authority perspective, the situation was described as “challenging”. We also heard about the economic hit to many town centres from fewer buses; if people cannot travel, they do not spend in local shops and businesses. This Bill is not a magic wand, however. For instance, the Local Government Association told us that
“successful implementation will require practical support and local flexibility from central government.”
I will address four key areas, the first of which is improved integration and co-ordination. Passenger groups told us that they need a system that works together as a whole, rather than the patchwork of disconnected services that they see at present. I therefore welcome the focus on enhanced partnerships and franchising powers for local authorities. The franchising model has long been used in London, and it has been seen more recently in Greater Manchester through the Bee Network. Franchising and even enhanced partnerships should make for co-ordinated timetables, simplified fare structures and greater accountability in service delivery so that passengers no longer have to navigate a confusing web of different operators, routes and fare structures.
I will press on, because I will be frowned at if I take too many interventions.
On community engagement and local needs, our inquiry was told that services should be shaped by the voices of those who rely on them, ensuring that routes are designed to connect communities, not just city centres, and that they connect rural and isolated communities. I welcome the inclusion in the Bill of local bus service improvement plans, which will ensure that local authorities can work with operators to tailor services to the unique needs of the communities they serve. Will the Bill ensure that service user groups are an integral part of both the design and the review of local services?
I move on to sustainability and green transport. The Transport Secretary reiterated just now that buses have a vital role to play in the transition to greener and more sustainable transport, as well as in cutting pollution in busy streets and reducing car dependency. If my constituency experience is anything to go by, getting adequate EV charging capacity to bus depots must be a priority. Although that is perhaps not a feature of the Bill, I use this opportunity to ask whether the Minister will work with bus operators and power networks to address that challenge for bus depots.
On affordability and accessibility, if there is to be transformational change to the bus system in England, buses have to be there for those who cannot drive or cannot afford to own and run a car. A not insignificant proportion of the population are left out, yet they need to get to work, to college, to the shops, to services and to doctors’ appointments, and they have to have a social and family life. Even if a local area is served by reliable bus services, that is no use if people cannot get on or off them, if they do not feel safe or if they cannot afford the fare.
Although I welcome references to affordability and accessibility, I have some questions based on our buses inquiry and the evidence to it, and on our “Access denied” report, the work on which was mainly completed by our predecessor Committee. Clause 14 requires local transport authorities operating in enhanced partnerships to identify socially necessary services. That is welcome, but in their evidence to us, operators and local authorities had questions about how that would play out. Having defined those services, will local authorities be held to ransom for their continuation, regardless of cost?
Accessibility means more than the design of buses and bus stops; it includes the usability of digital information, maps and timetables, without excluding those who do not have a smartphone or cannot get a mobile signal. We were told that guidance on accessibility must encourage rather than discourage innovation. Although clauses relating to staff training in accessibility are welcome, we were told that guidance must set out clearer expectations about the nature of training that is to be provided. It must be of a guaranteed minimum standard and proven effectiveness, not a tick-box exercise that enables people to say that they have done the training.
The Bill does not appear to address the accessibility barriers that prevent most people who use class 3 mobility scooters from travelling on bus services. Furthermore, will it make reference to the Public Service Vehicles Accessibility Regulations 2000?
As has been mentioned, it is also unclear whether express coaches and closed-door school services are covered by the Bill.
On amendments passed in the other place, will the Secretary of State have another chance to look at implementing a “Vision Zero” deaths and injuries goal for the bus sector?
The elephant in the room is funding. There is not a country in the world that has a self-funding bus service. We went to Ireland, where Government policy provides that the vast majority in rural Ireland are linked to their nearest town by at least three return bus journeys per day. Even London’s buses survive on cross-subsidy from the tube system. Unless and until we have a robust economy where local authorities have the funding to deliver an Ireland level of bus provision, this Bill is the start and not the magic bullet in delivering the affordable, accessible and comprehensive bus network across England that we all aspire to.
I completely agree. The point is that this is about not only getting people out of poverty but growing the economy. People need access to bus routes; otherwise they are left with expensive and much more environmentally damaging private transport.
Put simply, a poor or non-existent bus service is not just an inconvenience. It is a barrier to opportunity, a brake on economic growth, and an obstacle to achieving net zero. Given the decline in local bus services under the Conservatives, my party and I warmly welcome the Government’s renewed focus on this issue. The Bill includes measures that are long overdue and that my party will support.
Much has been made about the decline in bus usage. The pattern is similar in West Yorkshire, where between 2011 and 2022 there was a reduction of some 60 million journeys. There has been lots of mention of Greater Manchester, but West Yorkshire Mayor Tracy Brabin’s bus service improvement plan has already seen a 4% increase in bus usage. Does the hon. Gentleman agree that approaches that devolve responsibility and make it easier for mayors and local authorities to take over public control through franchising are the route to improved usage and, ultimately, the delivery of better buses?
I do agree. It is also about funding, which we must explore; but, yes, my party believes in localism—bringing things down to the local level is crucial.
It needs to be stated from the off that the Bill does not go far enough. It falls short of delivering the comprehensive, transformative change that our bus network desperately needs—and thus, I urge the Minister, even at this late hour, to be even more ambitious.
I will now outline the measures in the Bill that my party supports. Local government, not Whitehall, know what is best for their area. That is why my party has long championed localism, which is all about providing communities with the necessary tools to realise their potential. The Bill’s provisions to improve, streamline and extend franchising rights to all local transport authorities is consequently long overdue and supported on the Liberal Democrat Benches.

My hon. Friend is absolutely right that we must be proactive, and not reactive to death. We must anticipate accidents and do something before they happen.
The strategy must prioritise children and active travel, and draw lessons from past successes, including the road safety plan of the year 2000, which had a transformative impact and helped halve fatalities in just a decade. The lack of specific active travel infrastructure is linked to that. We must continue to improve the provision of safe cycling and walking routes across our communities. We must improve parents’ and schools’ confidence in children using active travel to get to school.
Research from Cycling UK shows that the appetite is there. In rural areas such as Devon, 84% of people support more walking and cycling, but more than 80% feel that their local roads are unsafe. When the Department for Transport asked families what would help children walk to school, the most common answers were safer roads and safe crossing points. Improving the provision of designated routes, safer crossings and better lighting is vital to improving active travel.
The Government must also properly invest in cycling and walking infrastructure, and put a new comprehensive active travel strategy in place. Their increase in funding for active travel is welcome, but they must ensure that the money is spent effectively and targeted at where it is needed.
Does the hon. Gentleman agree that schemes such as the Great Northern Railway trail, which provides a secure, segregated green cycleway and walkway linking towns, villages and local schools, are where active travel investment should be prioritised? As the hon. Member for Didcot and Wantage (Olly Glover) mentioned, we must ensure that planning regulations make greenways much easier to install.
I totally agree: that is exactly the type of thing that we must prioritise. Yes, money is tight, but we must spend it where it will be most effective.
We must integrate active travel infrastructure with public transport and key community sites, including schools. As my hon. Friend the Member for Didcot and Wantage and others made clear, it is key that we improve cycle training for everyone, including young people. We must give all children access to cycle training, which will teach them the skills they need to be confident at cycling. That will not only get them into habits that will last a lifetime, but will save lives. As we have heard repeatedly, Bikeability training is shown to lower fatalities and serious injuries on the road.
Those improvements must also come from working with communities and parents. Although there are parents who drive their children to school—

Commons ChamberI enjoy the hon. Member trying to polarise the Chamber. He is sort of all right at it, but we are getting on with decisions around Luton, Stansted, Heathrow and growing the aviation sector. Yes, tax is an important element, but in the past two months we have seen the biggest demand ever—even before the pandemic—in people wanting to fly. That is a testament to the work we are doing in Government to get on with the decisions that should have been taken years ago.
The Government recognise the importance of promoting active travel. We recently announced almost £300 million of active travel funding, enough for up to 300 miles of new footways and cycleways. We will say more very soon on the next steps for the third cycling and walking investment strategy.
Increasing active travel by 50% in England would result in 1.8 million fewer GP visits and 4 million fewer sick days. I therefore welcome the Government’s commitment, reiterated by the Minister, to build 300 miles of new cycle lanes and walkways. Will the Minister meet me and the Friends of Wharfedale Greenway to see how we can secure investment to open up this amazing active travel corridor in Wharfedale and boost the health of my constituents?
Our investment in active travel will lead to fewer sick days and millions more journeys walked, wheeled and cycled every year. More than £17 million has been allocated to West Yorkshire for active travel. I would be happy to meet my hon. Friend. I will also ask Active Travel England to make contact with the Friends of Wharfedale Greenway about that specific scheme.

It is a pleasure to serve under your chairship, Sir Desmond. I thank my hon. Friend the Member for Shrewsbury (Julia Buckley) for bringing this really important debate to the House and for sharing so movingly the case involving the tragic death of her constituent Harvey.
Road safety is a serious concern for my constituents. In 2023, there were 183 reported injuries and one fatality on our roads. In early 2024, prior to being elected, I campaigned with local councillor Marcus Dearden and the Mayor of West Yorkshire, Tracy Brabin, to address speeding issues in Bingley. We successfully secured average speed cameras on a 50 mph stretch of dual carriageway that was often used as a racetrack by young drivers, but it is challenging to get those sorts of road safety measures in place.
We have already heard from others about the higher risk that young drivers face. One in four deaths from collisions involves a young car driver, and we know that this is more prevalent among young men. We have also heard people speak movingly about the huge impact on families. When I was growing up, a school friend’s younger brother died tragically in a motorbike accident on the A65 between Ilkley and Burley in Wharfedale, in my constituency. His parents and brother have suffered a lifetime of grief as a result of that accident.
I strongly support the West Yorkshire Vision Zero strategy, which takes a partnership approach to eliminate all traffic fatalities and serious injuries by 2040. It brings together the combined authority, the local authority, the emergency services and National Highways, as well as victim support services and road safety campaigners. I really hope that such approaches are implemented and supported nationally by my hon. Friend the Minister.
We need to make it easier for local people to identify speeding hotspots where speed cameras are needed and to push for them. In addition, I urge the Minister to give some consideration to post-test licence restrictions, possibly through an amendment to the Road Traffic (New Drivers) Act 1995, which has already introduced a new driver probation period of two years.
In closing, I emphasise that we must also recognise that older drivers pose a risk to themselves and others, with those over 86 posing a similar risk to young men. Perhaps I will bring that forward as a topic for future debate.

Commons ChamberAbsolutely. This is a hugely important issue and, as in many other areas, we know the solutions. Fantastic work is done by organisations such as Active Travel England that detail the solutions, yet our current or past funding structures make it incredibly difficult. I am campaigning in our constituency for a safe path to a school, yet I find there are essentially no dedicated funding opportunities to meet that very obvious and stark need. This is an absolutely crucial area.
I mentioned active travel, but there is also the question of older people. Residents in social housing along Newchurch Road in Rossendale feel trapped in their estate because there is literally nowhere safe to cross the road near them to reach the amenities they need.
In 2023, there were 1,624 road deaths in Great Britain and 132,977 casualties in total. Pedestrians, cyclists, and motorcyclists still make up a disproportionate share of those killed or seriously injured on UK roads. Department for Transport estimates suggest that the annual cost of reported road collisions is around £43 billion. We cannot afford any of these costs, so what do we do about it? We know the basic principles, and we have touched on them in the debate, with many Members raising them brilliantly.
Many local authorities have adopted strategies based around vision zero, which is an approach originally adopted in countries such as Sweden and the Netherlands. It emphasises that no level of death or serious injury is acceptable on the roads, and it is focused on prevention, protection and post-collision response, coupled with evidence-based targets and robust safety performance indicators. We know that such approaches can be effective and save a great deal of money over the long term, but as we have seen and heard, there seems to be a huge gap between strategy and practical implementation.
If we want to be serious about tackling this issue, we must move towards a truly proactive, community-led approach to road safety that is informed by statistics and not led by them. In such a model, rather than claiming that a centrally held database knows better, we trust the instincts, experiences and wishes of those who use the roads every day. Instead of waiting around until enough people have been hurt to merit an intervention, we proactively identify high-risk areas, and we act.
An excellent example of that approach in action can be seen in the Netherlands. Over the past decade, both Rotterdam and the Hague have been using an algorithm to determine the likelihood of crashes on their roads. The model considers a range of factors, including past crashes, traffic flow, the features of the road, and the presence of on-road parking. From that, it creates a risk rating for each road. Crucially, this rating informs, rather than leads, the local authorities’ decisions. Community experience and input are a key factor in the decision-making process. The ratings are combined with an analysis of the volumes and severity of complaints the authorities receive regarding specific roads. Out of this community-led, data-informed model, the local authorities choose to proactively intervene to protect their citizens.
I thank my hon. Friend for securing this important debate. It is personal to me, as I lost my grandfather in a road traffic accident before I was even born, and my grandmother was left with disability. Shipley experienced 183 road casualties in 2023, one of which was fatal. My hon. Friend mentions vision zero. West Yorkshire has a vision zero partnership that seeks to eliminate all traffic fatalities and injuries by 2040. It brings together the combined authority with local authorities, emergency services and National Highways, as well as victim support and road safety campaigners—speaking to his point about community. Is there still a place—I suggest that there is—for these vision zero partnerships, alongside the community approaches that he is advocating?

Commons ChamberI congratulate you, Madam Deputy Speaker, on your election and I welcome you to your place. I commend my many hon. Friends who have made such tremendous contributions in the House this evening, particularly my hon. Friend the Member for Newcastle-under-Lyme (Adam Jogee), who gave a moving tribute to his parents, and my young hon. Friend the Member for Crewe and Nantwich (Connor Naismith), who has a few less grey hairs than me.
I also congratulate my right hon. Friend the Transport Secretary; it is wonderful to see her in her place on the Government Benches. I thank her and her team for bringing the Bill to the House so quickly.
I am honoured to have been elected by the people of Shipley constituency to represent them. I grew up on the edge of the moors in beautiful Wharfedale, and I am proud to serve the place I now call home. I am by no means the youngest Member to have represented the seat—that honour goes to Chris Leslie who, at 24, was the baby of the House when he was elected in 1997—but I am the first woman. I am delighted to be part of the most diverse Parliament with some 263 women MPs on both sides of the House.
On my first day, as I emerged from Westminster tube and looked up in awe at the Palace of Westminster, I took a diversion across Parliament Square to pay homage to Millicent Fawcett, the social campaigner and suffragist whose statue stands alongside Churchill and Gandhi. She holds a banner with the motto, “Courage calls to courage everywhere”. I have carried those words with me during my first few weeks in Parliament, although I feel more like the lion from “The Wizard of Oz” as I stand here to make my maiden speech—please, give me courage.
I know the people of Shipley have put their trust in me, however, which gives me heart. All around me, I see people of courage—every one of us on these Benches. First, we had the courage to stand in the hostile climate in which politics has been conducted recently. It is vital that our democracy is not undermined by those who wish to abuse, threaten and intimidate. I am grateful to the Labour Women’s Network for giving me the support and encouragement to stand, as well as to my husband David, who is here today. I am proud to support 50:50 Parliament’s campaign, Ask Her To Stand, and I thank the Jo Cox Foundation for its work to promote civility in politics. I will play my part in upholding standards in this place.
Secondly, we have the courage to stand up for what we believe in. Each one of us has come to this place with a passion to change things for the better and to leave our communities and the country a better place than when we arrived. I am heartened by the commitment to work across this House and put aside tribal politics where they get in the way of progress and bring the common good to the fore. I look forward to working with my neighbour, the right hon. Member—no, not quite—the hon. Member for Keighley and Ilkley (Robbie Moore) [Interruption.] Not yet. I will seek to work with colleagues who share my passion to ensure all disabled and older people get access to the care and support they need to live a full life, work I started as the chair of the archbishops’ commission on reimagining care and which I hope to see delivered in the form of a national care service under this Labour Government.
Finally, we must also have the courage to speak up for those whose voices are rarely heard in the corridors of power, to tell their stories, to demand changes that will improve their lives and to show how things can be better. Many years ago, my teacher Mr Hodgson told me, “You can spend your life shouting from the outside or go and change things from the inside.” I intend to use my voice in this place to speak up for the people of Shipley constituency, particularly those whose voice is too often ignored or drowned out.
So I am proud that we have a Government who are courageous and have wasted no time in pressing forward with ambitious legislation to deliver on their promises, and today my right hon. Friend the Secretary of State for Transport has set out another bold plan, taking the first steps to establish Great British Railways. The people of Shipley constituency have suffered from expensive and unreliable public transport for too long. Today’s Bill will begin the work of putting the “public” back into public transport, delivering better connectivity so that children from Baildon and Burley-in-Wharfedale can get to school, commuters from Cottingley, Crossflatts and Cullingworth can get to work, and pensioners from Eldwick and Gilstead can get to the shops—boosting the economy, enabling tourists to visit our wonderful heritage and beautiful countryside in Bingley and Shipley, and making it easier for people to enjoy a night out in Bradford, proudly the city of culture in 2025.
According to protocol, I am to say something about my immediate predecessor, Sir Philip Davies, who served the people of Shipley constituency for 19 years. He was always diligent about his correspondence, replying quickly to constituents. Sir Philip advocated for investment in the local area, and it is in part thanks to his efforts that the NHS has recently committed to reinvesting funds from the sale of Shipley hospital into a new health and wellbeing hub. I look forward to continuing his work to bring a hoped-for boost to Shipley town centre. I can, however, reassure the House that I do not intend to continue his tradition of filibustering on a Friday.
I also wish to pay tribute to other Members who have sat on these Benches and inspired me. There was the formidable Yorkshirewoman Betty Boothroyd, the first woman Speaker of the House. Her courage gave a teenage lass from Ilkley the idea that she might one day follow in her footsteps, so I hope I can in time make my own contribution to the work of this House.
Jo Cox was a contemporary of mine at Cambridge, and it was her life and horrific murder that spurred me on to stand. On reading her biography in 2017, I wrote in my own diary:
“The values she sought to reflect in the MP she was are also ones I aspire to: to be brave, principled, focused, respected, grounded.”
These values will be the yardstick against which I will judge my own time in this place.
It is usual to say something about the constituency I represent, and there is much to celebrate in the Shipley constituency from Wilsden to Windhill, Micklethwaite to Menston. We are home to the highest flight of locks on the canals in Britain and the original setting for TV soap “Emmerdale”.
However, I am going to focus on one place, Saltaire, a model village built by Sir Titus Salt, a philanthropist and mill owner. The mill was at the forefront of innovation in the wool trade and the largest in Europe. Salt provided decent housing and amenities for the workers, a library, a school—now home to Shipley college—and a church. He was wary of the demon drink, though, so no pub, although I am pleased to say that Saltaire now boasts an excellent brewery. Salt understood that economic growth and lifting people out of poverty go hand in hand, and I am proud that the Labour Government will ensure there are high-quality jobs for local people, end the trap of low-paid work and open up opportunities for people to train for the jobs of the future.
I could tell hon. Members about other inspiring historical figures who hail from or have lived in my constituency and are immortalised in the names of local buildings and roads, or I could tell them about the many amazing volunteers who keep our communities blooming, the independent business owners whose industry powers our local economy and the local farmers whose toil puts food on our plates, but I would like to tell them about those in my own life whose courage has given me courage.
My great-grandfather Frederick Dixon fought and died on Flanders fields in the first world war. My grandfather Herbert, true to his Christian beliefs, refused to serve in the military during the second world war and undertook other vital work. He died in a car accident that left my grandmother Freda in a coma with brain injuries. She learned to walk again, to feed herself and to write with her left hand. She lived for another 30 years, albeit with disability and mainly housebound, but she could still beat all of us at Scrabble.
My late uncle David came to this country from Zambia on a scholarship and became the first black African to play golf for Oxford University—a golf legend 40 years before Tiger Woods hit the headlines. My niece Martha, diagnosed as autistic after struggling with mental health issues as a teenager, has had the courage to embrace her difference and find her way in the world.
My family—in particular my mum and dad, who are in the Gallery—and my church taught me the values that I bring to my politics: that everyone should be able to live free from prejudice and discrimination, and that those of us who have plenty must share what we have and take action to lift people out of poverty and tackle inequalities. I am proud to be a member of the Labour party, which is putting those values into practice.
There will be time in the coming months for me to talk about the priorities that I will deliver for the people of Shipley—getting local GP and NHS dental services back for patients in places like Wrose, stopping sewage dumping in the Wharfe and the Aire, having more neighbourhood police in villages such as Denholme and Harden, revitalising our high streets in Shipley and Bingley and supporting young people’s mental health—but the final issue that I would like to highlight today is the contribution of family carers.
My mum cared for my grandma for many years, and it was her love and support that enabled my grandma to go to church, take trips up the dales, see friends and family and have a good life. There are millions of unsung heroes like her, unpaid and undervalued. Behind closed doors across this country, an estimated 5 million people—mostly women—are providing support and care to loved ones. I want to make them my priority in this place, and I will start by campaigning for a review of the carer’s allowance to ensure that hard-pressed carers are not penalised for taking a part-time job to make ends meet.
I would like to end where I began: with the words of Millicent Fawcett ringing in my ears. Courage calls to courage everywhere. I will stand up for what I believe in and speak up for the people of Shipley constituency, and perhaps my courage will inspire another young Yorkshire lass to follow me into this place one day. As Betty would have said, time’s up.
