Members might find this interesting: we are setting aside £50 million over three years for parenting programmes to help parents and carers build positive relationships with their children and around £80 million to create a new network of family hubs—a one-stop shop where families can get help and support services when they need them in 75 local authorities across England. Almost half of local authorities will have a family hub. I will give way to the hon. Member for Denton and Reddish (Andrew Gwynne).
I am grateful to the Secretary of State. I welcome the Government’s new-found conversion to something that sounds particularly like the Sure Starts that we had in 2010, but I want to ask him about a practical point. The fact is that in large parts of the country—usually where the facilities are needed most— the Sure Start centres are just not there physically in the community, because of the reductions in the revenue support grant to local government. They have been subsumed into schools, removed or sold. Will he prioritise areas such as Tameside so that we can build back this network of family support in our communities? We do not have the Sure Start centres; we need capital funding to bring them back.
The hon. Gentleman will know that, as Children and Families Minister, I tried to follow the evidence, and I will do the same as the Secretary of State. I will always be evidence-led. My difficulty with his statement about Sure Starts is that when we look at the evidence, we see that much of the investment went into buildings rather than to the families that we really needed to access those services. The difference here, as I saw through the evidence from family hubs in Harlow and elsewhere, is that with this multi-agency, wraparound approach, we can get to the families that need to access the service. I am glad to hear that he welcomes this announcement, because I know that he will probably be an outlier in his party in wanting to work constructively to get the 75 centres up and running.
We also continue to invest in early education, with around £170 million every year—the sector was slightly confused, but I know that the Children and Families Minister, my hon. Friend the Member for Colchester (Will Quince), set them straight—to increase the hourly rate for free early education entitlements, supporting families with the cost of childcare. As we would expect from a Government who are as committed to levelling up as this one, much of our focus is on those who need additional help, especially the most vulnerable in society.
The hon. Member may not remember the Dilnot plan, which had cross-party support until Conservative Members torpedoed it. He may not have read the five principles that Labour has set out to underpin our approach to social care, including preventive investment to keep people at home and living independently for as long as possible, as we all want to. We have a plan that would invest in the workforce. It is not enough just to wish for better social care; the people have to be there to deliver it. That is Labour’s plan, and if the hon. Member would like more details, I am very happy to send them to him.
Despite 1.6 million people waiting for treatment, there was no guarantee in last week’s Budget that mental health will receive its fair share of NHS funding. Health stakeholders were most critical of the lack of a workforce strategy or a multi-year funding settlement to support it. We cannot deliver world-class healthcare if we do not invest in recruitment, retention and staff development. It is no wonder that the NHS is struggling when the number of adult health and care students declined by 15% in the three years before the pandemic.
The pandemic also shone a light on the problems that our schools, colleges and early years providers were already facing. No doubt it exacerbated them, but it did not create them. Last week, the Chancellor set out a £3 billion investment in skills, and the Secretary of State claimed that it was the biggest in a decade—but it comes after a decade of cuts to post-16 provision. The Learning and Work Institute calculates that funding over the spending review period will still amount to only 60% of the 2010 figure.
It is astonishing that at a time when our economy has to adapt to the challenges that the Secretary of State referred to—globalisation, digitisation and climate change in the post-Brexit environment—investment in skills remains so lacking. Four in 10 young people are leaving education without the level of qualification they need, the number of apprenticeships has fallen by more than 40%, and 9 million adults lack basic skills in literacy or numeracy. No wonder the Chancellor can promise only a paltry 1.5% increase in growth in the final three years of the forecast period.
At the same time that it is talking up the importance of vocational education, the Department for Education is scrapping most BTECs—well-recognised and respected qualifications that give opportunities to hundreds of thousands of young people.
I am grateful to my hon. Friend for raising the importance of BTECs, because for many young people and indeed many adults, BTECs are the route through the education system. As somebody who has a BTEC national certificate in business and finance and a higher national diploma in business and finance, I know that—it was my route through the education system. Let us make sure that we keep it open for future generations, too.
My hon. Friend is absolutely right. Again and again, I have met people who have described their learning journey from BTECs to university and an excellent career. Of course we want T-levels to succeed, but there is no reason to remove other qualifications that provide a different route that is more appropriate for some young people. Under Labour, every young person will receive education that is appropriate to them, whether that is an apprenticeship, technical education or university, and will leave it ready for work and life.

The Minister has spoken about catch-up funding, and I got to see at first hand some of the great work being done at Denton Community College with its summer school over the summer holidays. However, no amount of summer schools will enable children to fully catch up on the work they have missed out on, so what more is he going to do to help the covid cohort properly catch up and be able to excel, as we would all hope they will be able to do?
I thank the hon. Gentleman, and it is very good to hear about what he saw going on in Denton in his constituency during the summer. The tutoring programme is at the very heart of our response in helping children catch up, in so far as it is possible to do so. We know from the very best international and national data that when children have one-to-one or one-to-two tuition, it can be revolutionary for their learning, and that is why this Department is channelling money and effort into it.

That this House has considered school building conditions.
It is a pleasure to serve under your chairmanship, Sir Gary. I asked for this debate due to a profoundly concerning situation in my constituency. Russell Scott is a large primary school in Denton, Tameside. It is a good school, and the excellent headteacher, Steve Marsland, is a national leader in education. The school is very popular in the local area with both parents and pupils, and currently has 466 pupils on its roll.
I impress on the Minister that this is not the usual case of an MP calling for money to be spent on his or her schools. I could make the case that a number of schools in my constituency would, due to their age or unsuitability for modern teaching and learning, benefit from a new school building, but with Russell Scott the problem is not the aesthetics, the age or the unsuitability of the learning space; it is a potentially unsafe and failing building.
I should perhaps declare a bit of an interest: I am a former Russell Scott pupil. I attended the school between 1978 and 1982, first at the original Victorian school building and then, from 1981, at the then new school building, which is the current building.
Russell Scott was refurbished in 2015 at a cost of £2.7 million. That is not an insubstantial sum of money. The work was done by the collapsed construction giant Carillion on behalf of Tameside Metropolitan Borough Council. The purpose of the refurbishment was to remodel the internal space of the school and increase places for its yearly cohort, but in fact Carillion’s refurbishment has caused irreparable damage to the fabric of the school and left it in dire straits. Since the refurbishment was completed, the headteacher and the chair of governors have shared their concerns over the poor quality of the building, as well as the potential health and safety risks to staff and children. Following those concerns, an independent defect report was commissioned by Tameside Metropolitan Borough Council and completed in August 2017. The report found that there were severe issues with the building.
The obligation to carry out the extensive remedial works fell to Carillion; however, as this House will no doubt be aware, the company went bust, leaving the council responsible. Since then, the council has spent £670,000, not on the structural defects, but attempting to maintain the condition of the school and bring it to a safe enough standard for it to remain open to staff and pupils. The investment represents almost one fifth of the total school condition funding that the council received in the same period for all of its schools in the metropolitan borough of Tameside. Despite the size of the investment, it has not even begun to address the scale of the problem at Russell Scott. There are substantial defects and structural issues, the sheer scale of which I do not have time to cover in a half-hour debate. I will, however, give a brief overview of the key areas of concern.
There is significant damage to the external and internal drainage, and the drainage system does not have the capacity to accommodate the additional toilets incorporated within the building. As a result, on several occasions sewage has leaked into the school building and classrooms. Flooding is a regular occurrence. The floors are uneven, leaving some of the fire doors unable to open and close correctly. The roof is leaking and defective and, worse, the structure of the roof is failing. External access ramps are damaged and not compliant with building regulations. The pressure of the flood water has caused the floors and unsupported slabs to crack. The foundations are shot to pieces. The fire doors were not installed correctly and do not meet fire or building regulations.
We have heard about the playing fields of Eton. The playing fields of Russell Scott resemble the Somme in 1916. Carillion illegally tipped, without licence, waste from its other construction sites on to the school playing fields and reseeded them, leaving rubble, glass, metal and wood exposed to children playing on them. They have been closed since the school returned six years ago. The list could go on and on and on, and it makes for totally unsuitable teaching and learning environments. I fear it is only a matter of time before the school becomes unfit for occupation, and when that happens there are no surplus places in local schools to accommodate its nearly 500 pupils. It is simply a crisis waiting to happen.
The question is, how do we address the defects? Repairing the school will cost an estimated £5 million, on top of the £2.7 million refit it had just six years ago. The defects are so severe and so structurally embedded that the surveyors cannot guarantee that the £5 million further refurbishment would resolve all the issues. The best option, then, is for Russell Scott to be totally rebuilt, and the potential cost of a new build is in the region of £10 million. That option has been endorsed by seven different professional disciplines, including independent architects, building surveyors, health and safety consultants, and civil engineers.
The simple fact is that Tameside council cannot afford to rebuild the school. That is a whole different subject for another debate, but it highlights the perfect storm that we are now in and the need for the Government to work collaboratively with the council. School condition funding allocations for Tameside this year are just over £1.3 million for all its schools. That would not even come close to covering the cost of the rebuild. Additionally, Tameside council is attempting to close a £25-million budget gap, which has been exacerbated by a decade of reductions to its revenue support grant.
Others of us have suffered from Carillion’s inability to deliver on contracts, so my heart goes out to my hon. Friend and his school. Is there any way for the local authority or anyone else to draw back money for Carillion’s failures?
The advice that I have is that that will be very difficult and probably a futile task by the local authority. One of the real issues that rankles, not just with me but with the headteacher, the chair of governors, the whole governing body and the local authority, is that there is no comeback on these shysters. It is not just Carillion but its subcontractors that did a botched job and took a hefty sum of public money, destroying a perfectly good, structurally sound public building in the process.
I have talked about the funding problems that Tameside council is experiencing, but the issue is even more serious because its budget gap and other financial pressures basically mean that it is unable to borrow to fund the project. Bluntly, it will be served with a section 114 notice if it even tries, so precarious are its finances. I recognise that there are many pressures on capital budgets, but I believe that Russell Scott is an extraordinary case that requires national intervention and help. I am pleading with the Minister for that. The school was poorly refurbished by a contractor that we are now essentially unable to hold to account in the way that my hon. Friend the Member for Huddersfield (Mr Sheerman) suggested. The issue is now financially beyond the scope of the local education authority, Tameside council, to address on its own.
The situation at Russell Scott is causing significant distress to staff, who are having to teach in completely unsuitable conditions, and will no doubt be affecting the learning experiences of pupils at a pivotal age.
Just as my hon. Friend describes his school, I would like to draw the Minister’s attention to All Saints Roman Catholic School in York, which is over 400 years old. It has accessibility challenges as well as many of the construction problems that are being described. To refurbish a listed school costs an excessive amount of money. That school needs to be rebuilt and brought on to one site. Does he agree that we need to ensure that the estate is fit for purpose, particularly as this issue affects the learning opportunities of young people?
I absolutely do agree. I do not know my hon. Friend’s school, so I take her word that it is in the kind of condition that Russell Scott is in. I could list other schools in my constituency that need to be rebuilt. There is a fundamental issue here about how we upgrade our school stock so that it is fit for purpose for the 21st century and fit for the best possible teaching and learning experiences, which all our children deserve. I fully support her in trying to get improvements for her 400-year-old school in the magnificent city of York.
Given the reasons that I have outlined, I raised Russell Scott at Education questions, and the then Secretary of State for Education, the right hon. Member for South Staffordshire (Gavin Williamson), promised me a meeting with Baroness Berridge, the then Parliamentary Under-Secretary of State for the School System. I and representatives of Tameside Metropolitan Borough Council, both elected members and officers, were very grateful to Baroness Berridge for swiftly arranging a meeting. She was very open in recognising the severity of the situation. She advised us of a possible route that could, if the Government’s officials agreed with the structural assessments of the council’s officers, potentially open the door to the Government’s capital rebuilding programme. I think that the next stage of the programme that can be accessed will be in 2023.
I understand that the capital programme is much in demand. While 50 new schools a year for the next 10 years sounds a lot—and it is in one respect—the fact that they are spread across the whole of England means that demand is always going to outstrip supply, and the application process for funds will no doubt be incredibly competitive.
Like my hon. Friend the Member for York Central (Rachael Maskell), I have a number of schools in Vauxhall, just across the bridge here, that are in desperate need of refurbishment: Wyvil School, Allen Edwards Primary School, Vauxhall Primary School and Walnut Tree Walk Primary School. These are schools where, unfortunately, there is water coming through the roof, and teachers are having to place buckets to catch it. Does my hon. Friend agree that the Government need to ramp up school capital funding? The Government’s levelling-up agenda has to mean levelling up in all our schools across the country.
I completely agree with my hon. Friend. To some extent it is a separate debate. I agree with her that education has to be the key to levelling up communities like mine and hers, and ensuring that all young people have opportunities to excel and be the best, whatever they are destined to be. It is the challenge of teachers to find out what that something is and to encourage pupils, nurture them and allow them to grow. In some communities, that needs an extra boost, and I certainly agree with her that levelling up is part of that. Her children, just like my children, deserve to be taught in the very best facilities.
As I said, I could list myriad schools in my constituency that I would want to be rebuilt. However, I make a special case for an exceptionally serious situation that one particular school finds itself in because of the shockingly poor work of Carillion. Baroness Berridge also assured me that Government officials would develop a robust contingency plan for the event that the school became unsafe to use. That is crucial, because there is not capacity in Tameside, as I have said before, to accommodate almost 500 extra pupils. I am not sure that there are 500 places in total across the whole of the Tameside primary estate, but there are also the logistics of having 500 children from Denton in the south-east of the borough travelling to 30 different schools. It is just not feasible, even if the spaces were there, and they are not.
I am aware that the Department for Education has undergone profound changes over the last week and that Baroness Berridge has been replaced by Baroness Barran. It is incredibly remiss of me not to have welcomed the Minister for Schools, the hon. Member for Worcester (Mr Walker), to his new position at the Department for Education. I might say glowing things about him, depending on his response. I have always found him to be a very decent Member of Parliament and colleague from across the Floor. I know that he will do his best with this case to ensure that we can forward the issues at Russell Scott as best we can. I have every confidence in that.
Can the Minister reassure me that what Baroness Berridge said in our meeting last week still stands? If so, can he advise what the point of contact should be within the DFE or Tameside council and the relevant officers over the coming months, as we work collaboratively to address this serious situation? Tameside council has said it is more than happy to share its independent surveys with the team at the DFE. That is the first step, and I hope we can come to a common position on those findings and work a route through from there.
I would also be grateful if the Minister could assure me that the DFE is already working to implement the contingency plans that Baroness Berridge mentioned were of the utmost urgency. In the event of a building failure—we could literally be one or two severe weather events away from one—we will have a major problem if we have not thought about how we deal with accommodating almost 500 pupils.
Russell Scott serves a fairly deprived catchment in a heavily built-up urban environment. The children have wonderful opportunities there. The staff are second to none, and no child is left behind—one of them became a Member of this House.
I am really grateful to be given the opportunity to speak about this issue. The children at Russell Scott deserve to be taught in a safe and secure environment. There is a lot of talk in this country and from the Government Benches about the need to level up. I agree with that—I have always agreed with the need to level up those parts of the country that, sadly, are lagging behind. Here is a real opportunity to make a tangible difference to the lives of pupils, staff and parents in a part of my constituency. I hope the Minister agrees that the issue is of the utmost importance, urgent and serious and that he recommits to facilitating the work that was just beginning prior to Baroness Berridge’s departure.
The hon. Gentleman speaks from his enormous experience and he raises a sensible point. It is for the Department to work with local authorities and the various commissioning bodies to ensure they are working with the most reputable people. We all know—and successive Governments have worked with—some businesses that do not succeed.
In the case of Carillion, the hon. Member for Denton and Reddish has given some shocking examples of the way it behaved, particularly with regard to the playing fields. That should not have been the case. The hon. Gentleman has raised the condition issues facing a specific primary school in his constituency. I understand the challenge the school is facing with its buildings, many as a result of the refurbishment and the expansion carried out by the local authority with Carillion in 2015, about three years before the company went into liquidation.
I recognise that Tameside Metropolitan Borough Council can no longer pursue Carillion for redress on that project, following its liquidation in 2018. It has invested its own capital funding to address issues at the school over recent years. As the hon. Gentleman said, the former Parliamentary Under-Secretary with responsibility for the school system recently met him and representatives from the council to discuss those issues. I have been speaking to her successor today. I alerted her to the debate and can assure the hon. Gentleman that she is determined to deliver for the school system in a way that achieves value for money but also delivers according to need.
Tameside Metropolitan Borough Council has assured us that the school is currently safe and operational. I know, however, that a number of issues remain, such as leaking roofs, uneven floors, inadequately installed fire doors and, most significantly, the inadequate drainage that has led to repeated flooding. I assure the hon. Gentleman that the Department will continue to engage with the council and, where appropriate, with the Environment Agency and local water boards to consider the wider level of surface water flood risk within the schools and what support would be required. We look forward to reviewing the detailed condition reports from the council once they have been submitted. I checked with officials ahead of the debate: we have not seen them yet, but we are certainly happy to make sure that they are properly engaged with.
I reassure the hon. Member for Denton and Reddish that the Government treat every school throughout England on a consistent basis. As I will set out, our condition funding and rebuilding programmes are targeted at schools in the worst condition, regardless of which constituency they are in and whether they are academy trusts or local authority maintained.
I perfectly accept what the Minister is saying, but does he recognise that one of the flaws of the condition survey is that it is basically sending somebody to look at the school? Aesthetically, Russell Scott looks modern—fit for purpose, wonderful—but we do not have to scratch very hard to see that that is not really the case. However, it was given an A grading by the school condition survey.
The hon. Gentleman makes an important point; I was just coming to that. Our school condition allocations are based on a consistent way, regarding the relative condition of schools. The data provides a consistent picture of relative condition, helping to inform funding allocations. We recognise, though, that it is a non-invasive survey and that does not assess structural issues, for example, which appear to be the issue in this case. It is not intended to be a substitute for the more detailed condition reports that local authorities use to prioritise investment across their schools, based on local knowledge.
We are currently consulting on the approach to prioritising schools for future rounds of the new school rebuilding programme and we expect there to be opportunities for evidence of severe condition needs to be submitted for consideration for that programme. More broadly, I am pleased that six schools in Tameside have benefited from new or refurbished buildings through the Department’s priority school rebuilding programme. In 2021-22, Tameside council also received an annual school condition allocation of £1.3 million to address condition issues at its schools and, over the past five years, it has received £9.1 million in total.[Official Report, 23 September 2021, Vol. 701, c. 2MC.] In February 2021, we announced that Tameside will receive £6.3 million to provide new school places needed in 2023.

Commons ChamberI share my hon. Friend’s passion for music. It is important that music is part of a broad and balanced education in our schools. That is why it is compulsory at key stages 1, 2 and 3. We introduced the model music curriculum so that children have a good grounding that encourages them to go on to take music at GCSE. Over the past decade or longer, about 5% to 7 % of the cohort have taken a music GCSE. I would like to see that figure rise, and that is why we introduced the model music curriculum and are refreshing the national plan for music education.
Does the Minister understand that music should be not just taught as music but used to teach a whole range of other subjects? Let me take him back to the previous Labour Government, when I attended Egerton Park Arts College in my constituency as a governor and saw the Manchester Camerata perform a maths lesson using its orchestra instruments. It was absolutely mind-blowing. Do we not need more of that? Why did he scrap arts college specialist status?
I agree that music is an important part of a broad and balanced curriculum. We know there is a link between children who can play a musical instrument and, for instance, mathematics. We see that in schools such as Northampton School for Boys, which is very successful academically and also has more than 20 choirs, ensembles and orchestras, because it puts music at the very top of its priorities as well as sports. I accept everything that the hon. Member says about the importance of music in the school curriculum.
We set minimum requirements for all schools for what was required in terms of lessons, and of course we provided extra support, with BBC Bitesize, the Oak National Academy, additional devices—all the support we could. Clearly, it took a bit of time, because we were responding to a pandemic. However, it is clear that under the education recovery fund, which will remain under review, we have millions and millions of student tuition hours still to be taken. Many students are signing up for it; many of them will be receiving that additional support right now in classrooms. However, this is not a short-term solution; there will be longer-term answers.
I would like to update the House on what my Department is doing to support the successful return to education. We remain committed to reducing disruption to children and young people’s education, allowing schools and colleges to deliver face-to-face learning. Schools are maintaining proportionate protective measures such as testing, ventilation and extra hygiene to keep pupils and staff safe. On-site testing will be offered as students return, followed by regular at-home testing. Students aged 16 and 17, as well as younger children aged 12 to 15 in eligible groups, are encouraged to take up the offer of the vaccine.
Russell Scott Primary School in Denton had an extensive £2.7 million refurbishment a few years back. Unfortunately, the work was done by Carillion just before it went bump. Some £670,000 has been spent patching the structural problems caused by its works, but another £5 million is needed, and even then, Tameside Council is not convinced that the building will be fixed. This is serious, so may I ask the Secretary of State for an urgent meeting to look at how we can help Russell Scott give the children there the very best education in the very best buildings?

Commons ChamberMy hon. Friend asks and then it is delivered for him, so that goes to show his power. We are leaving it to the discretion of schools for the final few days of term. We are not expecting bubble systems to be operating during summer schools, including the holiday activities and food programme. This will be purely a test and trace approach, as is currently taken with the whole adult population. As we move to 16 August, that will be the moment we move to a system of children not having to self-isolate, as they will be able just to go for a PCR test and get the confirmation that they do not have covid. If they do have covid, they will, sadly but understandably, have to isolate.
Schoolchildren have a had a pretty miserable year and covid is a pretty miserable disease. It does not recognise the inequalities in society and it disproportionately affects some of the poorest, most disadvantaged communities—the same communities that often need extra resource and help to get that educational attainment. What more is the Secretary of State doing to tackle that inequality, which was there before covid—it will still be there after it and will be exacerbated by it—to ensure that those children have the best start in life? They are our country’s future. What more can we do to help them to catch up and excel?
The hon. Member and I share the same passion to deliver that sort of change and opportunity for so many children. It should never matter where they grew up or what their personal circumstances are; the ability of every child in this country to access the world’s best education and the very best opportunities drives us on both sides of the House.
We have talked about the investment we are making to support children and help them to catch up, but we must not lose sight of the fact that in the drive to raise standards of education and ensure that knowledge-rich curriculum, we are pushing every child, no matter their background, to their absolute maximum, so that they can excel and have the opportunities that all of us want for our own children, and that we want for the nation’s children. That is where the focus will be. As we cast our eyes to the year ahead, we look forward to spelling out a longer plan for how we will deliver that education, ensuring that we deliver not only for the hon. Gentleman’s constituents, but for all our constituents, regardless of their background.

Frankly, if there is going to be a pilot project, it is going to be in Staffordshire, not in Gloucestershire, but that was a good old punt.
Professor Marmot has reported today on the impacts of inequality in large parts of Greater Manchester, including my own constituency, and we know that covid has exacerbated these inequalities. We know that too many children have had and are still having their education disrupted. We all agree that we need to ensure that children and families are supported, not just during self-isolation, and that catch-up is intensified, so what work is the Secretary of State’s Department doing on the wider impact that covid may have on this cohort of children in school or college through the pandemic? How do we ensure that we properly tackle the inequalities created by covid on top of the pre-existing inequalities affecting the same children?
I would very much appreciate it if the hon. Gentleman forwarded that report, as it would be interesting to look at the details. We have been looking closely at the impact of covid on children’s learning right across the country. We have been doing a detailed study with Renaissance Learning to look at the lost learning, not just as a national cohort but very much in granular detail, and that is very much informing our policy development as to how we best address that.

Commons ChamberThis Government are committed to delivering a high-quality education for all students, which is why we are investing an extra £291 million in 16 to 19 education in 2021-22, in addition to the £400 million awarded in the 2019 spending review. This is the biggest injection of new money into 16 to 19-year-olds in a single year for over a decade.
I thank the Minister for her answer, but in reality the funding that she mentions does not scratch the surface after a decade of real-terms cuts. The cost of educating sixth-formers has risen and student numbers have ballooned, due to covid and demographics. As such, the rate increase will likely be entirely eaten up by inflation alone in the coming year. Will she finally commit to increasing the rate to at least £4,760—the level recommended by the Raise the Rate campaign, and supported by experts across the sector, including the Education Committee and Ofsted’s chief inspector?
It is important to spell out that the money we are talking about is not the only money that goes into further education. As well as the base rate, we have invested another £7 billion this academic year to ensure that there is a place for everybody in education and training, and an extra £83 million in capital funding to ensure that we can accommodate the demographic increase in 16 to 19-year-olds that the hon. Gentleman mentioned. On top of that, we have £1.5 billion in capital funding, T-level funding going up to £500 million a year and more funding for apprenticeships and skills boot camps. There is a whole plethora of additional funding, not just the base rate.

Commons ChamberI thank my hon. Friend for all the work he has done with me and, of course, the Minister for skills and colleges. We have appreciated him highlighting the challenges faced by Newton Rigg. We and the whole Department will continue to work with him and do everything we can to secure a sustainable future for the college by working with local partners.
As somebody who benefited from in-work technical education in my late teens, I appreciate the value of vocational qualifications, and I welcome much of this statement. However, if I understand the Secretary of State correctly, he has limited eligibility for the new courses to those with no qualifications at level 3. Cannot he see that many people qualified to that level could still need to retrain and may still need support? Will he consider making the system more flexible so that it genuinely meets the needs of working people?

I appreciate it is more difficult when people are participating virtually for them to work out how long they are taking in asking a question, but can I remind Members that a question should be a question? It is not a speech; it is just a question. If we have short questions, I know the Secretary of State will be able to give short answers.
Greater Manchester has been under restrictions since the end of July. Many areas got the virus right down only for rates to spike again when schools, colleges and universities went back. What happened in the autumn term did not work; it was too disruptive for too many. What guarantee can the Secretary of State give the House that that will not happen again? Where schools are closed, will he guarantee that all students will have the laptops and digital access required to learn remotely, because not all did last time?
In tribute to you, Madam Deputy Speaker, I will be very brief in answering the hon. Gentleman. He probably heard in my earlier response that we are rolling out the distribution of 1 million laptops, more than 150,000 of which will be going out over the first couple of weeks of the coming term. The measures that we have seen meant that, actually, 99% of schools were able to open. We had excellent attendance at schools across the country, including in areas with high infection rates, and areas with high infection rates were able to maintain schools being open. The measures that we are taking, in terms of a mass testing regime, will ensure that schools can continue to remain open, which I am sure he will celebrate.

Commons ChamberMy hon. Friend raises an important point and identifies a great opportunity for many schools to take advantage of. I know so many schools have been putting on extra lessons after the school day has concluded, and so many schools have been looking at how they can use the holidays to deliver extra education and catch-up for those critical year 11 and year 13 pupils. That is a great idea and certainly something we very much encourage.
I welcome this announcement, but let us talk about regional disparities, because I share the concerns of my hon. Friend the Member for Warwick and Leamington (Matt Western). More than 12% of children in Greater Manchester were impacted by covid-19, meaning that they could not attend school. That compares with 5% nationally. Information technology poverty affects up to 18% of the student population, and the learning conditions at home affect many more. How will this announcement help mitigate the impact on those pupils? How do we make it fair for them?
As I touched on in an earlier answer, obviously we expect schools to deliver a full curriculum, but some schools will have been impacted in such a way that they cannot deliver every aspect of it. However, giving advance notice of the topic areas means that over the coming months those schools and students can focus on those areas that need to be covered for exams, in the run-up to them.
