Commons ChamberFor being the party of the bank and the bankers, the Tories have a shocking record of keeping banks on our local high streets. It speaks to a pattern of this Government prioritising profit over people. This being my first Adjournment debate, I am proud to hold it on a topic important to my constituents, given the state of local bank branch closures in East Dunbartonshire, but I am frustrated and disappointed that this issue is on all our minds.
Despite the severity of the topic, I am very much looking forward to an intervention from the hon. Member for Strangford (Jim Shannon), the highlight of every Adjournment debate, as you will be only too familiar with, Mr Deputy Speaker.
First of all, I commend the hon. Lady for bringing this subject forward. The Scottish National party has been at the fore in headlining the issue of bank closures, and I wish to add my support.
It is an increasing problem back home—Northern Ireland has lost 27% of bank branches in the last three years, according to statistics from the Consumer Council. One of those was a Barclays bank branch in Newtownards, where I have my office. For rural constituents, it means they have to drive up to 40 minutes to the nearest Barclays in the neighbouring constituency, or take a taxi or a bus. Does the hon. Lady agree that bank branches are crucial to the economy, especially the rural economy, and that the frequent closures of local branches are doing more harm than good for customers? The hon. Lady is to be congratulated on bringing this issue forward.
I could not agree more. I welcome the hon. Member’s intervention—I kicked him into gear, didn’t I? It was much appreciated.
Local bank branches are closing right across Scotland, and at a higher rate than in the rest of the UK.
While avoiding the hon. Lady’s rhetoric in the opening of her speech, I agree that the closing of banks in localities—particularly in Dewsbury, Mirfield and Ossett in the area I represent—is a big issue. The banking sector is bringing forward a number of initiatives, one of which is a banking hub, which brings banks together in a town centre building. Has she considered that as an option, and would she be in favour of it?
I will answer the hon. Member’s question in a second, but it is certainly not rhetoric to say that the Tory Government have not stepped up anywhere near enough to support our communities and people who are struggling through the cost of living crisis. We need local bank branches. Hubs are an alternative, though they are not good enough, but I welcome his point of view.
We would be lucky to have as many bank branches open in our constituencies as have closed in the recent years. At least 265 local branches are set to close this year alone, and 62 parliamentary constituencies are down to one or no local banks. The UK has lost over half its bank network since 2015, which speaks volumes after 13 years of Tory rule. How many more banks do we have to lose before the Minister kicks into gear?
On the point about having lost over half the banks in the UK since 2015, I would like to go over the figures. Does the hon. Lady recognise that over 5,700 branches have closed since 2015 or are set to close, leaving only 4,000, at a time when banks are pulling in record profits?
What is most despicable about this situation is that banks have record profits, but are not investing them in our communities. Our constituents, particularly those who are vulnerable, need banks to maintain their presence on our local high streets. It is incumbent on Government to act and to incentivise banks to have a high street presence.
I thank my hon. Friend for securing this debate. The support she is getting from across the House is quite telling.
Rural Scotland has been battered by bank and post office closures in recent years. The Bank of Scotland plans to close its Dunoon branch on 5 December. We have seen how this works: the banks close a branch, they advise us to use the post office and, all too often, the post office closes. I have made my feelings very clear about that particular closure, but will my hon. Friend join me in congratulating the people of Dunoon, particularly Dinah McDonald, who from her shop Bookpoint is leading the community fightback by gathering 1,000 local signatures to petition Lloyds to reverse this ill thought out and ill conceived idea and decision?
I welcome my hon. Friend’s intervention and throw my full weight behind the campaign of the people of Dunoon. We know good folk come from Argyll and Bute, so I am very happy to support that campaign.
My constituents in East Dunbartonshire have suffered from this trend, watching bank after bank close its doors. Seven local banks have closed since 2020, most recently Barclays in Kirkintilloch and the Bank of Scotland in Bearsden—similar to my hon. Friend’s experience. Fortunately, a Bank of Scotland branch remains in Milngavie, but for how long? I will continue to set out the need for action and Government intervention as I progress my case for the continued need for high street banks, but I will start with a couple of questions for the Minister. I would appreciate some comment from him on them when he gives his response.
What are the Government doing to incentivise banks to maintain a high street presence? Do the Government recognise why that is important and necessary, and if they do, why the hesitance to intervene? That hesitancy is to the detriment of our constituents, particularly those who are vulnerable.
I am grateful to my hon. Friend for giving way. It is about eight weeks since I introduced my ten-minute rule Bill, the Banking and Postal Services (Rural Areas) Bill, to Parliament and the Government have done nothing. They talk about banking hubs as some kind of solution, but there are a handful of them only and delivery is absolutely glacial. The point my hon. Friend is making in her excellent speech is that these facilities for local people will be closed down, especially in rural areas, before there is any substitute for them to provide the services that people need. Does she not agree?
I completely agree with my hon. Friend, and I welcome that intervention. It is to the detriment of our constituents, because the banks and the Government are not stepping up quickly enough or at all to support those who need these vital services.
Many constituents have been in touch with me in the run-up to this debate flagging up the particular impact local bank branch closures have on those who are vulnerable. Elderly people and those with physical or mental disabilities may struggle with online banking, and will be particularly affected by having to travel greater distances to access in-person banking services.
I am very grateful to my hon. Friend for giving way when she is making such an excellent speech. On vulnerable people and their access to cash, does she believe that Government inaction is in part to blame for the hiatus that happens when the last bank closes, like the Bank of Scotland did in Brechin last year? The entire community then has to wait not to see when but if they will get a banking hub.
I thank my hon. Friend for that intervention. It is the hesitancy and uncertainty that has such a detrimental impact on communities such as Brechin.
For vulnerable people, the internet often feels like an unfamiliar and unsafe place to handle their money. For them, the advice and reassurance they can only get from an in-person bank teller is vital. For them, the extra miles to the next nearest bank branch might be too far to travel.
On the question of the additional distance to travel, may I flag up the experience of my constituents in Buckhaven when TSB closed a branch there a few years ago? It very kindly produced a wee map showing the location of the nearest TSB bank in High Street, Methil. The only problem was that it was not in High Street, Methil; it was in High Street, Leven—not only a different town, but a different constituency. The address it gave in High Street, Methil was part of the old high street that was demolished 40 years ago to make way for housing. Does my hon. Friend agree that it is just an insult to constituents and to communities when a bank that has taken the decision to close a service is so ignorant that it cannot even be bothered to send somebody to walk the distance to make sure the bank it is directing people to actually exists?
I thank my hon. Friend for that. That is a frustration we share. The maps sent out by many a bank branch are complicated and sometimes not relevant to the communities that they are being sent to, so I completely agree.
Just last night it was flagged to me that an elderly constituent of mine living in Kirkintilloch with a brain injury has been struggling to access banking services since the closure of Barclays in the town centre. The shift to centralised bank hubs like Barclays in Glasgow brings with it a litany of issues, such as the confusion and accessibility issues my constituent is experiencing.
With every local bank branch closure I am assured of two things upon meeting with the bank in question: there will be no forced redundancies, and all vulnerable customers have been contacted and bank staff will work with them to have a seamless transition to their next closest bank. But my constituency casework is proof that for far too many people, that is just not enough.
My hon. Friend is making an excellent speech, and is being extremely generous with her time.
The closure of local bank branches has an impact on Members in all parts of the House, as we have heard this evening and as I said when I spoke about the subject in my first Adjournment debate last year. On that day, HSBC had announced that it was closing 69 branches across the four nations. Since then the Government have introduced what is now the Financial Services and Markets Act 2023, but it has failed to address the issue of bank branch closures. I receive numerous complaints from my constituents about the fact there are no banks left, and about the limited access to free-to-use ATMs. In fact, just this afternoon I received an email about that from a constituent. Does my hon. Friend agree that more action must be taken to ensure that our high streets do not become banking ghost towns?
I completely agree with my hon. Friend. There are cash deserts across Scotland now, and the Government should reflect on that and take new action.
As my hon. Friend will know, the Bank of Scotland wants to close its branch in Glasgow’s Govan ward, which means that 30,000 people will be without a bank; but there is another problem. When a bank closes, its ATM closes as well, and in my experience when a bank closes its ATM, the other ATMs that were free start charging. That is another attack on vulnerable customers, is it not?
It is as if my hon. Friend had read my mind. That is exactly what I was about to mention. People on low incomes often use cash to budget, and more and more of our constituents will be doing so as the cost of living crisis worsens. Evidence from Which? indicates that there are 130 of those cash deserts in Scotland—places where there is no access to either a branch or an ATM within a reasonable distance.
I thank the hon. Lady for allowing me to intervene, and for initiating this important debate. It is clear that online banking is not for everyone, and that we must have physical banking services in towns. I am delighted that Stapleford, in my constituency, is to have a new banking hub, which is on track for delivery in January 2024, but there is concern about towns in Broxtowe such as Beeston losing these vital services. Does the hon. Lady agree that we must continue to ensure that communities have access to physical cash and banking services?
I agree that it is vital for communities to have access to cash and localised banking services. It is hardly surprising that a Tory MP has a banking hub coming to his constituency, but I thank the hon. Gentleman for flagging that up, because it is part of the problem that we are experiencing in Scotland.
Depriving people, many of whom may already be near the end of their financial tether, of access to cash heaps one more thoroughly unwelcome stress on their lives. It is entirely unreasonable to expect the entire population to bank online. There is also an argument to be made about fundraising charities and organisations, which often rely heavily on cash donations and payments. The lack of a local bank for cash deposits places an additional security risk on volunteers, causing extra pressure for both charities and individuals.
Given the finding of Citizens Advice that 90% of the population use a bank branch at some point and 40% use a local bank branch at least once a month, keeping banks on high streets should not be in question. With each closure come the expected platitudes and reassurances from the bank concerned. We, as constituency Members, engage in good faith and fight for our constituents to have access to local banking facilities, but the fact is that there is no incentive for banks to maintain a high street presence, and without that incentive, banks are gradually shifting to a far less localised business model.
I return to my earlier point that in the absence of a Government incentive, the number of local bank branches will continue to erode. Given that banks, and local bank branches in particular, provide an invaluable service for our communities, it is incumbent on the Government to act and ensure that banks do not entirely withdraw from our high streets. I have even heard from constituents across East Dunbartonshire who have switched banks so they can continue to have a local bank branch, only to find that their new bank has closed its doors months later.
The point that I and others make with each of these bank branch closures is that the banks’ suggestion of post offices and banking hubs replacing local bank branches does not stand up to scrutiny, as my hon. Friend the Member for Argyll and Bute (Brendan O’Hara) said in his intervention. Local post offices are under considerable pressure and are also exiting high streets and town centres at an increased pace, including the closure of our local post office in Milngavie precinct. Post offices are not banks; nor are they a suitable alternative to a bank. It is time the Government recognised that. Our constituents are going to great lengths to access local banking facilities, so why are the Government not helping them? Another issue relating to the closure of local banks is the notable decline in the provision of free-to-use ATMs. There are more than 14,000 fewer than there were five years ago—a steep decline of 27%—which again particularly impacts those who are vulnerable.
We all know the arguments that banks make for the closures. They say that cash use is down by 65% since 2015 and that that decline makes their cash access networks, including local branches and ATMs, less profitable. But I think we all understand that banks are not charities; they are extremely profitable corporations whose profits have increased by 87%, or £17.4 billion, since 2015. With that massive windfall they can easily afford to maintain a basic cash access network—a service that our vulnerable constituents cannot afford to lose—but that is exactly what we are seeing and the Government are doing nothing to stop it.
This is yet another in a long list of examples of how this Union is failing Scotland. We on these Benches look forward to Scotland regaining her independence—[Hon. Members: “Hear, hear!”] I thank Members for their support. Independence, when we will no longer have an unkind, uncaring Westminster Government, who we have not voted for, eroding our living standards and our high streets. Scotland’s streets and Scotland’s banks are safe in Scotland’s hands. The time has come for Scotland’s people to take back our self-government and build a brighter future.
I would be interested to see evidence of that. The paid-for ATMs simply do not count in any way towards the provision of free access to cash. In the constituency of the hon. Member for East Dunbartonshire, there are 51 free-to-use ATMs. Only those, not the ones that charge for withdrawals, will count towards that condition of making sure our communities have decent and continued access to cash.
I understand that access to cash is just one thing and that an ATM does not provide the full range of banking services—the post offices do—but we have started to talk about banking hubs and more than 80 have been announced to date. I know that relatively few have been delivered but they are a relatively novel feature. If hon. Members who are to have a banking hub would like to see that delivery, they should work with their local planning authorities, as the biggest single impediment to opening these new banking hubs is getting through the planning process. I know that my right hon. Friend the Member for Pendle (Andrew Stephenson) is looking forward to a banking hub in his constituency. I made it a priority earlier this year to visit London’s first banking hub, in Acton, and I recently visited the Brixham hub. The hon. Member for Ealing Central and Acton (Dr Huq) is certainly not a Conservative, but I will be happy to work with colleagues to put in place these state-of-the-art hubs, which allow people not just to withdraw and deposit cash, but to carry out a much wider range of community banking services. That is very important.
If the Minister wants to grow the frustration, that is fine; it feels as though that is becoming a common pattern. It feels as though the Government and the Minister are trying to place this into the hands of everyone else to deal with and that there is a lack of Government intervention to try to solve this problem.
Nothing could be further from the truth. This Government have, for the first time in history, legislated for citizens of this country, including our good friends in Scotland, to have a legal, statutory right to access to cash. Moreover, we have brought forward the practical, sustainable alternative of banking hubs, to protect the ability of communities to access a wider range of banking services. We have conducted agreements for almost every bank in the country and in Scotland to be able to conduct their business through the post office network, thereby helping and saving the post offices in the communities too.
I think I have been clear. I understand that change is happening and people are not always comfortable with change. We are in the middle of a big technological shift. We all agree that people should have access to good-quality banking services. I contend that the Government are taking the appropriate action and taking this matter extremely seriously.

That this House has considered credit unions and the cost of living.
It is a pleasure to move the motion, Dr Huq. I am grateful to the Backbench Business Committee for granting this short debate and to the Minister for responding. I am sure that other colleagues will want to make an intervention along the way in this debate on the importance of credit unions during a cost of living crisis.
First off, I declare an interest as someone who saves and borrows with credit unions, including my own in West Lothian—the great West Lothian Credit Union. I start by paying a passionate tribute to West Lothian Credit Union, its chair, Nancy MacGillivray, and her team, who work and fight tirelessly to develop their services and support our local community through that local credit union. I also thank my own team for the work they have done to prepare for today and the work they do every day for our Livingston constituents throughout this cost of living crisis. I am sure all of us here in the House are very conscious of the pressures on our constituents and the work that our teams are doing for us—in particular Marcus, Yvonne and Adam, who have had a close hand in today’s preparations.
Similarly, I pay tribute to my constituency colleague Angela Constance, the Member of the Scottish Parliament for Almond Valley, and her team, who have worked closely and fought for our local credit union over many years. My hon. Friend the Member for Glasgow South West (Chris Stephens) was not able to stay for this debate, but he wanted me to mention the work that Pollok Credit Union does in his constituency and the fact that so much great work is being done by credit unions with affordable food larders and community supermarkets—particularly a programme in his Glasgow South West constituency.
The role that credit unions play in supporting hard-working families across Scotland and the rest of the United Kingdom during this unprecedented cost of living crisis is indisputable. Unlike the high street banks, credit unions are run and owned by their members and distinctly operate under a co-operative principle. While credit unions are a relatively new form of banking in historic terms—they were first established in the UK in the 1960s—their founding principles of mutual co-operation and collective benefit were born of the friendly society movement of the 18th century.
Credit unions even predate the creation of the welfare state. My own grandparents were active members in the co-operative movement in West Lothian and beyond, and its importance in our communities is a long-held tradition. As we become increasingly globalised and vested interests creep further and further into our lives, the role of credit unions and co-operatives is increasingly important and potentially under threat.
The formation of the first credit unions in the UK was inspired by those in Ireland. The first recorded credit union in the UK was formed in 1960, in Derry, Northern Ireland; that union now has over 30,000 members. In Scotland and in other parts of the UK, several credit unions were established by immigrants who came to the UK with very little, but simply wished to tackle the inequalities and the financial hardship of others—what a worthy cause. Over the last 50 years, credit unions have grown to provide loans and savings to more than 1.2 million people across England, Scotland, and Wales. I am incredibly proud of West Lothian Credit Union and in awe of the work that it does in supporting my community. I have seen that first hand, and once again pay tribute. It offers a range of services, from banking to funeral plans. Its services are available to all those who live or work across West Lothian.
As colleagues will know, credit unions are regulated by both the Financial Conduct Authority and the Prudential Regulation Authority. The objectives of all credit unions are simply this: to promote thrift among their members by the accumulation of their savings; to create sources of credit for the benefit of their members at a fair and reasonable rate of interest; the use and control of members’ savings for their mutual benefit; and the training and education of members in the wise use of money and the management of financial affairs.
Those objectives may sound simple, but many of the high street lenders and other financial service providers would do very well if they simply applied the same ethical standards. Not only would they be better viewed by the public, but they would be able to act in the public interest—rather than for private profit, as we so often see. Credit unions work with many employers to set up payroll saving schemes for their employees. Many credit unions operate school credit unions, encouraging a savings habit among young students, as well as giving them life skills in operating a cash collection. My own credit union has done fantastic work in my constituency.
These are fantastic initiatives that help foster better relationships between individuals and their employers. They also help create greater educational awareness about the importance of money for young people. Despite those successes, more employers could be encouraged to participate in payroll schemes for their employees. Similarly, operating school credit unions can be a costly process for which limited funding is available, and I hope the Minister can give some thoughts on that. There is a clear need to provide better support to our children and for financial education to be done not just by banks. It is one of many ways we should be doing more to ensure that every child has the best opportunity in life.
We are already seeing change for credit unions. For instance, the community banking platform Engage has partnered with 10 credit unions to deliver its faster payment service to nearly 100,000 customers. That is a great example of how technology can help, and I note with interest the article shared by Electronic Payments International. Sofia Dogan, CEO of Kingdom Community Bank, based in Glenrothes, highlighted that the cost for its service was less than 50% of the cost that its bank was preparing to charge and that payments could now be sent to members’ accounts in minutes. The Bank of England’s latest report in April shows that the number of adult members of credit unions in the UK has risen to an all-time high of 1.98 million. The starkest increase was in loans to borrowers, which has jumped by a staggering 18.9% to £785 million last year in England alone.
It is worth reflecting on the point my hon. Friend just made. The number of people borrowing with credit unions has increased, and one part of that is that we are seeing such high interest rates from high-street banks and those more typical lenders. Credit unions certainly play a far more vital role during this Tory-induced cost of living crisis.
My hon. Friend makes an excellent point—perhaps she has foreseen what I am about to say. It is an important point to highlight because although it is welcome that more people are using credit unions, the root cause is increasingly concerning. The cost of living crisis has placed a huge economic squeeze on hard-working families.
A report from Responsible Finance found that 41% of people borrowed to pay for essential bills and expenses, while 20% borrowed to pay for appliances and white goods. Analysis from Freedom Finance found that credit unions are lending record sums to UK borrowers following the surge in borrowing costs. Again, it is great news that people are getting their money through responsible borrowing from credit unions, but it is concerning that they are having to borrow such high levels just to get by.
Total loans exceeded £2 billion for the first time by the end of 2022—an annual increase of £251 million, or 15% over the course of 2022. Time and again, evidence shows that increases in the cost of living disproportionately impact the poorest in our society. Those individuals are often helped by credit unions, but some fall victim to unscrupulous lending practices, such as high-interest payday loans, simply to meet basic needs. The Freedom Finance credit monitor has revealed that the average household quoted on credit cards rose to its highest level last year since 1998, reaching 22.8% at the end of December. We can all reflect that if things worsen and interest rates go higher, more and more people will be tipped over the edge.

General CommitteesWe on the SNP Benches support this necessary update to the money laundering and terrorist financing regulations to remove Cambodia and Morocco from the list of high-risk third countries in the context of the enhanced due diligence requirements. It is also worth flagging up, given that the Minister raised the Economic Crime and Corporate Transparency Bill, that it is unfortunate that the Government have failed to grasp the opportunity to make that Bill as strong as it could have been, and I ask the Minister why he chose not to accept the SNP amendment upholding the integrity of the Companies House register.

It is always a pleasure to follow the hon. Members for Hampstead and Kilburn and for East Dunbartonshire. It is important, as the hon. Member for Hampstead and Kilburn said, that we continue to work with the overseas territories—Gibraltar and the Cayman Islands. It is a sign of our rigorous commitment to FATF that they are on the list in this jurisdiction; some other countries would have fudged the list for their own overseas territories. We have always adhered to the highest standards of FATF. The hon. Lady is quite right that that is not the most comfortable position for us as we seek the highest reputation for our own financial services. We continue to work with the territories and I do not have any specific update, but I will ask the question and if there is anything more material to say I will write to her. Otherwise, I hope that she will accept that we continue to work together on the issue and her points are well made in that regard.
On the SNP amendment, I am advised that the simple reason for not bringing it to the Committee today is that it was not relevant to the debate. I imagine that that decision was made by the House authorities or the Table Office. That does not diminish the point made by the hon. Member for East Dunbartonshire and a number of Bills before the House, including the Economic Crime and Corporate Transparency Bill, seek to address her concern about the transparency of beneficial ownership. I hope that she will be content with that answer as it is the best I can do today.

Commons ChamberI wonder whether the hon. Lady would associate herself with the comments made by the Scottish leader of the Liberal Democrats that Scotland is an ancient nation, and it should and would never exist again.
I thank the hon. Lady for her petty and irrelevant—[Interruption.] She is taking a comment out of context, when we are speaking about the lives and livelihoods of people in this country who cannot afford to feed their children; so we have to have a petty debate about a comment made in February, which was been taken out of context. I thought that her contributions were normally better than that.
Let me return to the issue at hand and the problems facing our constituents.
Yes, the hon. Lady has made me quite angry, because this is far more important than that.
Surely the cost of living for so many people in Scotland, our constituents, could be alleviated if we did not now pay more tax than anywhere else in the UK. The situation is so bad that the Scottish newspapers today are reporting that the SNP-Green Government are concerned that the ever-increasing taxation burden may now encourage people to move elsewhere. Is that not dreadful?

I beg to move,
That this House has considered the matter of VAT on sunscreen products.
We should be united across this House in our efforts to beat cancer, and that means all cancers—not just the ones it is politically expedient to target. Melanoma is the fifth most common cancer in the UK, killing 2,300 people each year. It receives only a fraction of the political attention it deserves, especially when we consider that 90% of cases are preventable with adequate skin protection—that is more than 2,000 lives we could save each year.
In recent years, both melanoma and non-melanoma cancers have been on the rise across the UK, with around 16,000 new cases of melanoma diagnosed each year— 90% of which, as I said, could be prevented by staying safe in the sun. With Cancer Research UK finding that getting sunburnt just once every two years can triple a person’s risk of melanoma, which sunscreen plays a vital role in preventing, it is just common sense that we should work together to make sunscreen products that bit more affordable for our constituents.
With the support of several organisations and Members across the House, my VAT Burn campaign seeks to reform the value added tax charged on sunscreen products of SPF 30 and above—products deemed by the NHS to provide significant enough coverage to our skin if applied correctly. Removing VAT from sunscreen is not a radical idea; in fact, when asked, most people are surprised, if not shocked, that VAT is charged on sunscreen. It is not a novel idea; both the US and Australia have made sunscreen exempt from VAT-style taxes. But removing VAT is a necessary idea—one that should, can and must be done to promote sun safety measures and reduce cases of skin cancer. It would be an important step to demonstrate the UK Parliament’s commitment to sun safety and send a clear message to the public about the importance of sunscreen.
We should not stop there. As in Australia, removing VAT from sunscreen should go hand in hand with an awareness campaign. The Australian Slip, Slop, Slap campaign was a huge success, and there is no reason why something similar could not be replicated in the UK. This is not hard. As Australia and the US have shown, any barriers to implementing this policy change are surmountable. That is why there are two folds to my VAT Burn campaign: first, to reform the value added tax charged on sunscreen products; secondly, education and awareness around skin protection from the sun. I encourage colleagues present today and others to sign early-day motion 839, in my name, which calls on the Government to launch an Australia-style awareness campaign around skin protection in the sun and the risks of prolonged sun exposure.
Sunscreen products are currently treated and defined as cosmetics or luxury goods for VAT purposes, which, given their clear health benefit, is unacceptable and unjust, particularly with temperatures rising—although, I must say that sunscreen should not be worn only when we perceive it to be hot outside. It should be worn all year round, which is why I launched this campaign in February, on World Cancer Day, and not at a sunnier time.
I am incredibly passionate about this issue, and I will put front and centre the reasons why. People like me, whether because of background, class or opportunities, do not tend to end up in this place. For those who do, we end up in politics, I hope, to create positive change for us and for our communities, but most importantly, for our constituents. Not many 30-year-olds—nor Members of Parliament, for that matter—can speak from a position of experience of having survived melanoma twice. It would be a dereliction of duty to my fellow cancer survivors, my surgeon and my family if I did not use that experience to speak up for those who cannot.
I will clarify that VAT Burn seeks a VAT exemption for sunscreen products of factor 30 and above, with a four-star UVA rating and marketed exclusively as sun protection. I will be crystal clear that this exemption will not encompass products from the cosmetics industry, such as foundations including SPF, as those products provide little or—I argue—no protection from the sun.
The anomaly of sunscreen products being exempt from VAT is longstanding, and seems perfectly reason to question, given we are in a cost of living crisis and a climate crisis. Also, given the VAT relief provided to drugs, medicines, medicinal products and aids for the disabled, it seems logical that preventive healthcare measures should be exempt too. Many of my constituents will find it hard to believe that the like of Calpol and paracetamol are exempt from VAT, but not sunscreen products.
The Government line that sunscreen products are exempt from VAT when dispensed by a pharmacist simply does not hold up to scrutiny. First, only a tiny amount of the population receive sunscreen on prescription. Secondly, prescriptions are already free in Scotland, meaning that our constituents do not receive any benefit from that. The Government, I assume, will also argue that this policy will cost the Treasury too much money. But given that it is estimated to cost somewhere in the region of £40 million, which is only 0.03% of the total amount of VAT the Government receive, it is a tiny amount of money in the context. This is clearly not about the money; it is about the Government’s unwillingness to act.
We should not be talking about money, especially the money it will cost the Government. Instead, let us think of the lives that can be saved—those 2,030 lives per year that I mentioned earlier. Let us think of the effort saved by our NHS diagnosing and treating less skin cancers. The money saved within this vital public health service cannot be ignored. At the risk of pre-empting the Minister’s response, why does she recognise the merits of zero-rating some products, but not sunscreen? Do the Government value the protection of our skin from the sun? Do they see merit in an Australian-style awareness campaign? Will the Minister take the proposal to the Prime Minister, and share his views on whether sunscreen products should be more affordable to our constituents?
I understand that there are some reservations about VAT exemptions, because previous zero ratings have not produced savings for consumers. That is exactly why, as part of VAT Burn, I have a pledge for retailers and producers to sign up to. I can confirm today that Morrisons has agreed to sign up to it, and, given that Tesco already absorbs the VAT on sunscreen products, I feel confident that our constituents will see a saving when it comes to sunscreen, should the Government choose to back VAT Burn.
VAT Burn is the product of months of work. To be honest, I never wanted to get to this stage. When I submitted a written question pointing out the anomaly of VAT charged on sunscreen, I had hoped that the Minister would respond positively, and the UK Government would intervene to remove the VAT and quickly bring sunscreen into line with all other healthcare products. But that was not the case. I was told people should wear hats, cover up and sit in the shade, while the Minister curiously ignored sunscreen. Those are important measures to keep safe in the sun, but only alongside wearing sunscreen.
I organised a cross-party letter to the Chancellor, and 40 MPs from every major political party signed the letter. The Chancellor, at the time the right hon. Member for Spelthorne (Kwasi Kwarteng), reiterated the UK Government’s opposition to removing the VAT, citing the same arguments as before: sunscreen alone does not mean someone is safe in the sun. But no one ever said that it does; it is clearly just one part of the solution. When the Chancellor changed, and we had a former Health Secretary in post, the right hon. Member for South West Surrey (Jeremy Hunt), I re-sent the letter. I hoped that someone with experience in health policy would see the sense in this simple change, but I received another stock rejection.
Whether it was parliamentary questions or meetings with Ministers, none of it has got us anywhere. That is why we are here today, and why the campaign is being covered in the media. It is why six charities are backing the campaign, and why I will keep pushing until we see movement on the issue—specifically, with a ten-minute rule Bill on VAT Burn on 23 February.
I touched very briefly on the organisations supporting VAT Burn. I place on record my thanks to each and every one of them for the great work they do to raise awareness of the signs and symptoms of cancer and its impact. I thank the Teenage Cancer Trust, Skcin, Melanoma UK, Young Lives vs Cancer, Melanoma Focus, and, last but not least, Melanoma Action and Support Scotland—Scotland’s only skin cancer specific charity, based in my constituency of East Dunbartonshire.
It is also a workers’ issue. Too many workers spend prolonged periods of time exposed to the sun without adequate, or any, protection. I note that Police Scotland provide their officers with sunscreen if they spend prolonged periods of their shift exposed to the sun. If sunscreen were more affordable, more employers would step up and provide sunscreen products for their staff. This Government proposed to provide free sunscreen to all emergency workers. It would be useful to get an update on that from the Minister. No worker should be put at unnecessary risk of skin cancer due to a lack of sunscreen being provided by their employer.
This common-sense approach to zero rating sunscreen can help everyone. It almost feels daft that I have to stand here today and make a case for it. Let us agree to work together to make this simple change for the benefit of all our skin.
It is pleasure to be called to speak in this debate and to serve under your chairmanship, Mr Sharma. I thank the hon. Member for East Dunbartonshire (Amy Callaghan) for bringing the issue forward. She and I have been friends for a long time in this House, and I am really pleased to see her in her role here. We share APPG roles and I deputise for her—not very well; she does it much better than I do. What a pleasure it is to be here.
I want to add a Northern Ireland perspective to this debate, as I always do. I fully support the hon. Lady’s request to reduce VAT on sunscreen products. Melanoma is a growing health problem in Northern Ireland. My office has six staff members, and three of them—50%—told me that they have immediate family members who had melanoma. One of the younger girls, who is in her early 20s, admitted that she used sunbeds until her father had third-stage melanoma. This is not a disease of the tropics. Perhaps because of our skin and where we are from, we take the sun a wee bit more aggressively than they do in the Mediterranean, for instance. We usually go boiled red to start with, and then when the pain is too much we move to the sunscreen, which we should have done at the very beginning.
It has been found that 86% of cases of melanoma can be prevented by adopting simple sun protection measures, including wearing factor 30-plus sunscreen. That is a very small thing to do, but the hon. Members for East Dunbartonshire and for Erewash (Maggie Throup) and I are asking the Government to do something to incentivise that. We are not asking for a lot; we are just asking for a wee nudge in the right direction. The United States of America and Australia have already done that.
The incidence is increasing, and there are now more than 16,000 new cases of melanoma skin cancer each year in the UK. The problem is growing, and therefore the need is greater than it ever was. Of course, that does not take into account repeat diagnoses of melanoma—the hon. Member for East Dunbartonshire said that she got it twice.
In the 15-to-44 age group, melanoma skin cancer is the second most common cancer in males and the third most common in females. I find it difficult to comprehend why that is the case when all those people were taught the dangers of the sun in school. We were told to be careful when we go out—mum and dad told us that as well, but more often than not we ignored it.
Does the hon. Gentleman agree that, despite people believing they do not need to wear sunscreen in Scotland, Northern Ireland and other places across the UK, it is essential that they do? They are more likely to contract melanoma if they are pale and fair haired, or have red hair, which is common in our isles.
I’ve got a wee bit round the sides. I used to have a whole lot of hair. The hon. Lady makes a fantastic point, and it is true: we are of a fair skin, and that right away puts us in the target area.
We have the information, but for some reason the message just is not getting across. One in 36 males and one in 47 females will be diagnosed with the deadliest form of skin cancer in their lives, so we need to stop seeing sunscreen as a luxury, like a nice moisturiser. We should instead see it as an essential, like good nutrition or drinking water. If it is put in that category, the seriousness of what we are trying to achieve will be clear.
One way of getting the message across is to make it cheaper to purchase sunscreen. My speechwriter—a very busy girl—loves her holidays abroad. I think it is because it means she does not have to answer my calls for two weeks. She has no speeches to prepare, and of course she has no internet access due to overseas roaming charges. She never buys sunscreen before she goes because it is half the price in Florida—that is where they go for their holiday every year. She waits until she gets to Florida and buys enough to bring home and do the whole year back here, because the savings are significant. Hon. Members might say that is an Ulsterman or Ulsterwoman thing, but we do look for a bargain. If it is a bargain that helps our skin and protects us, that is why we do it.
In the US, sunscreen products have been exempt from VAT-style taxes since 2012. In Australia, they are exempt provided they are principally marketed for use as a sunscreen and have an SPF rating of 15 or more. The reason for that is that in Australia and America, sunscreen is seen as an essential daily living product. That is how they categorise it. Some of us have been conditioned to see it as a holiday item, but they see it as something they need to have all the time. Many people who have never gone abroad have melanoma. It is not a holiday problem; it is a lifetime problem.
Public polling indicates that many people find the cost of sunscreen too high, and with the current cost of living crisis deepening, that cost is likely to deter increasing numbers of people from buying sunscreen. The major retailers Tesco and Asda have recognised cost as a prohibitive barrier for people buying sunscreen, and Tesco reduced the price of its own-brand sunscreen by 20% in 2021 to offset VAT. In a consumer poll—such polls are good barometers of what people are thinking—some 57% of respondents said that the product was too expensive, and 29% claimed that they would wear it daily if it were a little bit cheaper. Incentivise it, make it happen and address the issue.
The call for VAT to be removed from sunscreen was part of a sun safety campaign in 2013. That is why I support removing VAT from sunscreens that are factor 30 or more: as Melanoma Focus has said, doing so will make sunscreen more affordable and send a powerful message from the Government about the importance of skin protection. We only have one chance for our skin: it will last us our lifetime, but if we have constant cases of melanoma, then unfortunately it might not last us for the right time. I further support the recommendation that that measure be coupled with a Government-backed cross-media awareness campaign akin to the Australian Government’s successful Slip, Slop, Slap campaign, which the hon. Member for East Dunbartonshire referred to. It reminds me of one of those catchy 1960s tunes from when I was a wee boy—I am aging myself by saying that —but a campaign is significant.
With increasing temperatures in the United Kingdom from climate change, such a measure is becoming increasingly urgent. The hon. Member deserves great gratitude for bringing this debate forward, because—as others have said, and as those who follow my speech will say as well—this is an urgent subject. Removing VAT from sunscreen would not have been possible under EU rules, but it is now; there is nothing to restrict us, except those of us who live in Northern Ireland. I hate to say it, but in every debate I have, I have to temper everything with the Northern Ireland protocol. In Northern Ireland, we would not be able to take advantage of leaving the EU in this way, due to the protocol. However, that is a different issue for another day.
Melanoma Focus believes that if this policy were implemented, the reduction in VAT revenue would be offset by reduced melanoma skin cancer cases and therefore reduced costs to the NHS. That is a crucial factor: if we take action to ensure that people can protect themselves more by being able to buy sunscreen that wee bit cheaper, we can ensure that those people do not need ongoing healthcare, with its associated costs. That seems logical to me.
The hon. Gentleman is making a great speech, and I welcome his support for VAT Burn. On his point about the EU, there are little to no advantages of Scotland being outwith the EU, but while we are tied to this place and also outwith the EU, we can reform the VAT on products such as sunscreen. We will take that tiny little benefit that we can, and we appreciate it.
I thank the hon. Lady for her intervention. We certainly encourage the Government to take advantage of opportunities to promote better health as a result of leaving the EU.
The “Getting It Right First Time” NHS review of dermatology highlights high and increasing demand for skin cancer treatment, with 200,000 surgical operations for suspected skin cancer carried out every year, and skin cancer rates doubling every 14 to 15 years. That is the main factor driving the request being made today. When it comes to health, those are the stark figures, and I believe they highlight the need for additional workforce to meet current and future pressures, and also suggest that we need to raise sun and skin awareness to reduce pressures on dermatology services.
In conclusion, I support the call to remove VAT from sunscreen. I say to the Minister, who knows that I respect her greatly, that we make that call today because we believe it is worth supporting. The Government have taken other steps when it comes to VAT—the hon. Member for East Dunbartonshire referred to sanitary products. Removing VAT from those products was something that the Government should have done; they did so, and I welcome that. Today, we make another request.
It is not just a matter of listening; it is also about taking action to protect our people and our NHS, and the future of its services. Here is a figure for everyone— 85% of cancer is preventable. This is preventable, if we take some steps in the right direction. Let us take the steps in this place to prevent it right across all of this great nation, this United Kingdom of Great Britain and Northern Ireland.
It is a pleasure to serve under your chairmanship, Mr Sharma, and I congratulate the hon. Member for East Dunbartonshire (Amy Callaghan) on securing the debate. We had a very interesting, helpful and detailed conversation in November, which was quite amicable, so I hope she will forgive me for saying that my recollection of our conversation is not that I said that people should wear a hat. I was merely pointing out to her that the NHS advice is that we should all wear appropriate clothing, particularly when we are in strong sunshine and in hot places. I think we all accept that sunscreen is but one part of our protection against the damage that the sun can do to us. If I remember correctly, she acknowledged that sunglasses, hats, appropriate clothing and, as my hon. Friend the Member for Erewash (Maggie Throup) said, staying inside during the hottest times of the year are all part of that jigsaw.
I agree that we had a very amicable meeting, but I do not think it was necessarily helpful to my VAT Burn campaign. What the Minister said is correct, but there are some questions from our meeting that are still to be answered.
I very much accept that, and I genuinely welcome the debate. I particularly thank her and my hon. Friend the Member of Erewash for bringing their personal examples into the debate. It is very important as part of our national conversation—not just on this topic, but on all sorts of topics that the House rightly debates. When we do so, it does not always get the attention it deserves, but it is important that people can bring their experiences to the debate. The hon. Member for Strangford (Jim Shannon) brought the experiences of his staff and their families into the debate, underlining the point that has been made fairly and effectively about how common melanoma is in the UK and the particular impact it can have on people under the age of 50.
As one would expect, the NHS advises people to wear suitable clothing, to spend time in the shade during the hottest times of the day, and to wear high factor sunscreen with at least a four-star UVA rating. The hon. Member for Reading East (Matt Rodda) made an interesting point when he said that this is the time of year when a lot of people start to book summer holidays, whether here in the UK—I would always recommend the coastline of Lincolnshire for a holiday, unsurprisingly—or overseas. There is some interesting research that I looked into as part of my preparation not just for today’s debate but for the meeting I had with the hon. Member for East Dunbartonshire in November. Increased exposure to intense sunlight is thought to have increased because more people can travel internationally and to go abroad, and there is some thinking that that may explain the increase in the rate of melanomas since the early 1990s. It is important to note that, as although sunscreen is an important part of our defence, where we go and what we do when we go abroad on holiday also has an impact.
I am sorry to fulfil hon. Members’ predictions about what I would say, but the truth is that any Treasury Minister worth their salt would make the point that VAT is a broad-based tax on consumption. The 20% standard rate applies to most goods and services, including sunscreen products purchased over the counter. A couple of misconceptions about that seem to have arisen, which I will correct.
We do not have categorisations of cosmetic products for the purposes of VAT, or the Canadian categorisations that the hon. Member for North Ayrshire and Arran (Patricia Gibson) described. Either products are bought over the counter, and will therefore have VAT charged on them, or they are prescribed by a doctor or other prescribing professional. Those are the categorisations. VAT applies to all products bought over the counter, including paracetamol and Calpol. In their examinations of patients, GPs carefully analyse whether families are able to buy products over the counter or need them to be prescribed.
The hon. Member for North Ayrshire and Arran is right that the NHS can provide sunscreen on prescription in certain restricted circumstances. Doctors can prescribe sunscreen, which will therefore be provided without incurring VAT, to people who suffer from certain skin conditions characterised by extreme sun sensitivity, including porphyria. In addition, it can be prescribed to patients who have an increased risk from UV radiation because of chronic disease, therapies or procedures. The hon. Member for Ealing North (James Murray) asked for numbers; I do not have the numbers from either the Department of Health and Social Care or the NHS to hand, but I will happily provide them to the House of Commons Library.
There are no plans to change the VAT rating on sunscreen.
I will develop my argument, and then I will give way to the hon. Lady.
I know that hon. Members have said they suspect they know what I am going to say, but I cannot change the fact that VAT is one of the main forms of revenue for the UK Government. In the year 2022-23, VAT is predicted to raise some £157 billion. To put that into context, that it almost the entire cost of our NHS. That is how important it is as a revenue raiser for the Government so that we can fund the services we care so much about.
Against that VAT backdrop, we look at items that we want to zero-rate or exempt. The hon. Member for East Dunbartonshire mentioned period products; I am really proud that a Conservative Government removed VAT from period products. That is a definite benefit of our having left the EU. Starkly, evidence is emerging that such VAT cuts are not being passed on to customers by those who sell those products. I have asked for more details about that, because when Government change tax policy in order to try to help with the cost of living—
In a moment. It is important that those changes are passed on to the consumer, as that is the purpose of the policy. Our raw concern is that if relief is provided, not just with VAT but on other taxable items, it may not be passed on to the customer.
Colleagues across the House have rightly commended Tesco for choosing to absorb the VAT on sunscreen products within its profit margins. I stand with those Members and encourage other retailers to do the same, if this is a matter they care deeply about. While I am delighted to hear that Morrisons will promise to pass on the cut to customers if this VAT policy is changed, I gently point out that we would expect it to do that anyway; perhaps Morrisons should be encouraged to follow the lead of its market competitor Tesco. I know not, and I had better not get involved in competition between supermarkets. However, I would very much hope that retailers—I am sure they take a close interest in their customers’ ability to pay—will follow Tesco’s lead.
The Minister has made a number of points that I want to pick up on. While it is great that these larger businesses pick up and absorb the VAT, we cannot expect that of the small retailers, such as independent pharmacies, in our constituencies. I am thoroughly disappointed that the Minister’s response is living up to expectations, to be honest. Does she recognise that the Government previously committed to reviewing VAT on sunscreen products on the Floor of the House, when the right hon. Member for North West Hampshire (Kit Malthouse) committed to it?
There were a number of points there. First, the hon. Lady asked about independent retailers, and I fully accept what she said. I do not pretend that this is an easy decision or an easy policy area. My duty as a Minister is to weigh up the trade-offs implicit in deciding tax policy. We have to ensure that when we make changes to the VAT system, we do so fully understanding the potential consequences for other aspects of that system.
The hon. Member for North Ayrshire and Arran said that this change would represent a very small sum. The truth is, since the 2016 referendum, the Treasury has been encouraged to make changes to the VAT system totalling some £50 billion. Many of those changes will be commendable, and we will have a great deal of sympathy with why a Member feels compelled to make that case on behalf of their constituents. However, we have to make these difficult decisions as to which items are VAT-exempted or VAT-free and which are not, and that is why those products are so small in number.
I do not know if there have been any discussions. I will ask, because it may be that my predecessors had them. In terms of comparisons with Australia and the United States, we have to tread a little bit carefully. With the horrendous damage that has been done to the ozone, Australia has a very particular problem with exposure to the sun, and we have to remember the strength of the sun there. I note what the hon. Member for East Dunbartonshire said about UVA and UVB being present in Scotland, but I do not think that anyone would suggest that Scotland has the same strength of sun exposure all year round as the sunnier parts of Australia.
I have been quite generous with the hon. Lady, so I will carry on. We have to tread carefully with international comparisons. On the broader point, I understand the argument, but we have a great deal of other extremely good causes that I have to look at carefully. It is the responsibility I have to bear. That is the thinking behind our approach to the VAT system.
I thank the Minister very much for giving way. The point that she was getting to prior to the previous intervention hinted at the desperate need for an awareness campaign. If she will not commit to reforming the VAT on sunscreen products, will she consider an awareness campaign around exposure of our skin to the sun?
I thank colleagues from across the House for their support for VAT Burn. I particularly thank the hon. Member for Rhondda (Sir Chris Bryant), who is not in his place today, and the hon. Member for Erewash (Maggie Throup) for sharing their personal experiences of melanoma. I appreciate that the Minister has been generous with her time, both today and previously, but I must record my disappointment that VAT Burn is not a priority for this Government. A lot of effort goes into campaigns like this, and I thank my team, some of whom are here today, for the huge effort that they have put into this campaign so far. VAT Burn is not over; this is literally just the beginning. I will keep pursuing this issue, including with the ten-minute rule Bill that is coming up, as I said previously. I thank everyone for their contributions thus far and I hope that Members from across the House will continue to show their support at a drop-in event that I am hosting in the first week back after the recess. They can come and hold a pledge board and get a photo, and show their support for VAT Burn; and we can show the Government and the Minister just how important the strength of feeling on this issue is across the House.

Commons ChamberWhat a fascinating 60 days it has been. We were told 60 days ago by hon. Members on the Government Benches that they welcomed the fiscal event and statement from the former Chancellor, the right hon. Member for Spelthorne (Kwasi Kwarteng). In fact, as I recall, 60 days ago they were shouting, “More!” They then demanded that the Scottish Parliament follow suit and pass on the tax cuts they were introducing—so risible, it is incredible. And now, 60 days later, they welcome this U-turn and a completely different statement.
I want to speak first on whether this autumn statement benefits the wealthy or the poorest. The key test of that is found in two books. The OBR questioned the Government’s DWP and HMRC compliance measures that raise £2.8 billion a year by 2027-28. The Green Book tells us that of that £2.8 billion, £2.2 billion will be chasing social security fraud and error. By my sums, that means £0.6 billion is being used to chase tax avoidance and evasion. What a timid way of dealing with tax avoidance and evasion. The Tax Justice Network and the Public and Commercial Services Union estimate tax avoidance and evasion to be worth £70 billion, so the Government are seeking to recoup less than one hundredth of that tax avoidance and evasion—you really could not make it up. What message is it sending to the tax avoiders and evaders that the Government will be spending only so much and seem to be able to recoup so little?
Does my hon. Friend agree that it is the oil giants, such as Shell and BP, and the FTSE 100 bosses, recording record profits and pay rises, who should be shouldering the burden of the Chancellor’s austerity budget, not our constituents who are struggling to make ends meet in a cost of living crisis?
I thank my hon. Friend for making that point, because we should be looking at an excess profits tax across the board. It is quite right to mention the oil and gas companies, but they are not the only ones who benefited from the pandemic. We now seem to be being told by the Government that tax avoidance and evasion somehow disappeared during the pandemic. That is the only conclusion we can reach when we look at the figures in these documents.
In addition, the Government seem to be making no attempt to discuss how we tackle energy prices. People have a very real perception that the regulators are on the side of the energy companies, not the consumers. That is exactly what the people on the streets believe when they talk about energy. We should start giving the regulators more teeth and encourage them to use their powers to go after the energy companies that are making excess profits, as well as to bring prices down for consumers, because that has to happen.

Commons ChamberI absolutely confirm that, and it was the right thing to do. We are also giving lots of other help to pensioners, including £500 off their fuel bills on average across the country, and an extra payment of £300 for all pensioner households to help with cost of living pressures next year. That is on top of existing help such as the winter fuel payment.
The first round of austerity contributed to more than 300,000 excess deaths. The Government have made a political choice to impose austerity 2.0. Instead of increasing the benefit cap, will the Chancellor scrap the cap on benefits? If not, why not?
It is lovely to see the hon. Member back in the House. We are doing everything that we can to help people on benefits, including a £900 one-off payment next year to help with cost of living pressures, an average of £500 off their energy bills and, if they are working, the increase in the national living wage, which is worth up to £1,600. That will really help her constituents.

Commons ChamberI paid tribute to my hon. Friend’s huge business experience and his time at the Treasury on Second Reading of the UK Infrastructure Bank Bill. Perhaps we should both read the report that my hon. Friend the Member for Milton Keynes South (Iain Stewart) referred to earlier, because as my hon. Friend the Member for North East Bedfordshire (Richard Fuller) knows, we strongly support the growth potential of the Ox-Cam arc. After all, that part of the country is internationally competitive, so it is the sort of place that we need to grow if we are to compete internationally.
Government advice to sit in the shade is not enough to protect our skin. Sunscreen products need to be more affordable. Will the Minister work with me and support my VAT Burn campaign to save the NHS money, keep more cash in our constituents’ pockets and help to protect our skin from melanoma and non-melanoma cancers?

The cost of living crisis is hitting all our constituents hard, but today we are focusing on children and young people, the support available and what is still needed. The bottom line is that, despite ongoing interventions from the Scottish Government, too many children are still living in poverty as a result of decisions made in this place. According to the Joseph Rowntree Foundation, one in five people in the UK live in poverty. That is 4.3 million children.
I praise the incredible work of East Dunbartonshire’s food bank and all its volunteers for the support they provide, but they should not have to do so. Welfare provided by the UK Government should be uprated in line with inflation. Not to do so is a disgrace, but the Government have made their stance on support for students and workers crystal clear.
Are young people not being consistently left behind—whether by the benefits system, the fact that they are not paid equal wages, or the fact that the living wage is not a real wage? It is fair to say that not every young person has the support of mum and dad and can live at home, so should we not ensure that universal credit is equalised? The price of a pint of milk is the same, whether someone is over 25 or under 25.
I welcome that intervention from my very good friend; it is correct that students and young people should be paid the same amount, because goods cost the same regardless of age.
The UK Government’s disastrous mini-budget has caused economic uncertainty and market upheaval, meaning that working families with children to support are now terrified of losing their homes. With one hand tied behind their back, the Scottish Government are doing all they can to help Scotland’s children and young people—through free university tuition, free bus travel for under 22s, free school meals for children in primary 1 to 5, free prescriptions, the young patients family fund, the young carer grant and the rent freeze. With the powers that they have, the Scottish Government are building a wealthier, happier, fairer Scotland. Successive Tory Governments in this place are getting in the way, and that is why Scotland needs independence.
Yes of course, but the hon. Lady did not answer her question. The question is, how do we tap that potential? It is important to design policies that tap that potential. I was struck by a point made by the hon. Member for Glasgow Central about migrant families coming to this country and how they start their life. It is a fact around the world that first-generation migrant families, more often than not, contribute a greater proportion to the growth of the country that they go to than the population that they join. That seems to be a fact. I have not forgotten previous discussions with her before I took this role. The hon. Member for Bath said that we have to focus on people’s potential, but we have to find that strategy to achieve growth.
I remind hon. Members that while tackling these economic challenges, the fundamentals of the UK economy remain resilient. Unemployment is at its lowest in nearly 50 years. Our growth rate since 2010 has been higher than that of Germany, France, Italy and Japan, and it is forecast to be higher than that of any G7 country this year. The Labour spokesperson, the hon. Member for Ealing North, is shaking his hands, but these are the facts.
Our need for competence and stability is not at odds with the help that we are providing to those struggling with the cost of living. That is why the Government are focused first and foremost on helping everyone with the cost of living, most notably the cost of energy. The energy price guarantee and the energy bill relief scheme are supporting millions of households and businesses with rising energy costs. The Chancellor has already made clear that they will continue to do so—
I must finish up, if I may. They will continue to do so from now until April next year. The Government have also announced £37 billion of targeted support for the cost of living this financial year.
Many young people will have benefited as their wages got a boost from the national minimum wage increase. As a result of our changes to the national minimum wage, from April 2022 people aged 21 or 22 saw a 9.8% uplift, to £9.18 an hour, while 18 to 20 year-olds received a 4.1% rise, to £6.83 an hour, and 16 to 17 year-olds had an equivalent 4.1% increase, to £4.81 an hour.

Commons ChamberAbsolutely. There is no reason why we cannot have lots of different investment zones dotted around in lots of areas of the country. The Secretary of State for Levelling Up, Housing and Communities is engaged in conversations with various local authorities as we speak, to see whether they can accommodate investment zones.
I was not aware that new legislation was introduced during a fiscal statement. Announcing to the House plans to annihilate workers’ rights, during a statement framed as supporting our constituents and those very workers through the energy crisis, is a new low even for a Tory Government—I would say “this Government”, but the faces change on the Benches so often that I cannot possibly say “this Government”. I would ask the right hon. Gentleman to scrap those plans, but they are not the plans of the Chancellor. Is it not the case that they are the ill-thought-out plans of a power-hungry Tory leadership candidate, and they must be scrapped?
I did not mention anything on workers’ rights in my statement and I have always been very focused on broader workers’ rights—[Interruption.] On the right to strike, the minimum service levels are crucial to ensure that the public are protected from militant trade union action. That is entirely fair, it is what happens in Europe and we are 100% committed to that.
