I think that most recognise that significant changes have taken place. I hope we can feel confident that something like that could not happen, but, in the dreadful event that it were to, we need to be sure that the resources and support are in place so that families do not have to suffer as those years ago did.

I thank the Lord Chancellor for the manner in which he opened his statement, but it is really not good enough that it has taken so long to get to this point. I want to put on record my deep disappointment that we have waited this long for today. I also think that to get the change that has been described, what is being proposed is not good enough.

To achieve what we want through the legal process requires, as the right hon. Member for Maidenhead (Mrs May) pointed out so correctly, public bodies to place the public interest—that of the citizens of our country—above the reputations of their own organisations. As the Lord Chancellor said, it is not just about who is represented but about how lawyers engage in the inquest process and indeed with the bereaved families. It is about not just about establishing inquests and inquiries but the culture of candour day in, day out, which he talked about. I am not a lawyer—he is—but I think that lawyers respond to the law. That is at the heart of why we are so disappointed not to have a Hillsborough law. I do not want a debate in January; I want a law. Will he meet me and other Members of the House to discuss how we move forward from this point?

My door is always open. Of course, I will speak to the hon. Lady and others. It is also important to recognise that part of the statutory framework has moved on. I have talked about the Police (Conduct) Regulations 2020, for example, and I recognise, as did Bishop James Jones, that the key thing we want to do is to change the culture, and the law plays a part in that. There have been changes, so let us have a discussion in due course.

I am grateful to the right hon. Lady for that and I thank her for her work on that important Committee. I understand the House’s frustration that the discussion of specific security arrangements on the Floor of the House is not necessarily helpful to our overall security. We do have a tried and tested route to look at these things, through the Committee of which she is a member. I am more than happy to go away and discuss with my colleagues what the status is of the various recommendations coming out of that Committee, and, if required, we can put some boosters on to implementing them.

I thank my hon. Friend the Member for Liverpool, Riverside (Kim Johnson) and you, Mr Speaker, for this urgent question, which is very important to the people of Merseyside. I associate myself with all the remarks, including those of the Minister, the shadow Minister and others, about those who served the people of Merseyside on Sunday to make them safe.

The Women’s is a fantastic hospital. Although we have no idea whether the location had anything to do with the incident, I am prompted to ask the Minister about the toxic ideology of misogyny and global evidence that it seems to be behind more and more devastating incidents around the world. May I ask the Minister to say, on behalf of the Home Office, what research it has commissioned on misogyny and how we can make sure we undermine this ideology at source, to keep people safe?

I join the hon. Lady in celebrating the Women’s Hospital in Liverpool, which has been used by members of my family on a number of occasions. I was born at Broadgreen, not at the Women’s Hospital, but there are some fantastic facilities in that city.

Obviously, I understand that the hon. Lady is not intending to speculate on the motivation of the individuals, but she is right to say that there have been a number of incidents internationally and closer to home where ideologies such as incel or people driven by misogyny and therefore targeting women have been a cause of concern, both publicly and privately. I know that there is an examination of this phenomenon ongoing within the Home Office.

I am profoundly grateful to the hon. Gentleman for his remarks and I listened very carefully to what he said. He was a witness to what happened and, no doubt, he has to live with that. All of us in this House would understand and share with him that huge sense of loss to which I referred and that sense of an ongoing injustice. I hope he appreciates that, in the answers I have given, I have set out the steps the Government wish to take on the important work that is being done on many fronts: potential legislative change; the work of Bishop James Jones’s inquiry; and, importantly, the work that quietly but effectively goes on between the Home Office and families directly. I say again that we have to act in accordance with our words, and doing things for, to or about the families is meaningless unless we do it with them—it has to be with them that we will make things better.

In asking my question today, I am thinking of all those who lost a loved one and all those who were affected in any way by the Hillsborough disaster, and all that they have been through.

I want to thank my hon. Friend the Member for Garston and Halewood (Maria Eagle) and the right hon. Member for Maidenhead (Mrs May) for their incredible work on this, and I will support them every step of the way as they create a legal legacy for all those affected in the most terrible way by the Hillsborough disaster. Both of them accurately captured the effective silencing in recent years of those who know the truth of Hillsborough during the recent proceedings, which is why I want to ask about the Hillsborough archive, which is crucial to making sure that history correctly records the truth of Hillsborough. Will the Lord Chancellor and appropriate Ministers meet me to discuss the future for that archive?

I am very grateful to the hon. Lady, who makes an important point about the archive. There is a general point to be made here which goes back to the initial question. The ongoing criminal procedure meant that a lot of material, for example, material on existing websites, had to be taken down. Obviously, I want that to change—I want it all to go back. Indeed, more work needs to be done to ensure that documents and material are in the public domain. So my answer is: yes, I absolutely will undertake to work with her, because I think it is important that everybody has access to the truth, so that the full story is known by generations yet to come.

Next week will be the six-month anniversary of the publication of the report by Bishop James Jones into the experience of the Hillsborough families. The report contains many recommendations that relate to the work of the Ministry of Justice. Will the Secretary of State explain when we will see action from the Government on those recommendations?

Does he agree that the reason why we ought to have such cross-party co-operation is that this issue is not funny or a joke; it is about the future of our country? That is why we should listen to everyone in this place, and not just act in the narrow interests of the Tory party.

As I said, I would like to make some progress.

The Government have, however, listened carefully to the debate about the setting of exit day for the statutory purposes of the Bill. There has been some uncertainty about whether the exit day appointed in the Bill would correspond to the day the UK leaves the EU at the end of the article 50 process. The Government sympathise with this uncertainty. This is also an issue on which the Lords Constitution Committee opined in its report in September. It stated:

“We are concerned that the power to define ‘exit day’—a matter that is pivotal to the operation of the Bill—is unduly broad in its scope and flexibility, and that it is not subject to any parliamentary scrutiny procedure.”

Such concerns were further voiced by the hon. Members for Feltham and Heston (Seema Malhotra), for Cardiff South and Penarth (Stephen Doughty) and for Wakefield (Mary Creagh) on Second Reading, not least regarding the breadth of the power potentially to set numerous exit days. In fact, there has been a notable disconnect, as we perhaps saw earlier, between Labour Front and Back Benchers on this issue. While several of its Back Benchers have submitted amendments and raised concerns about exit day, its Front-Bench team seem to have refused to acknowledge the need to establish clarity.

We would like to put this issue to rest. We recognise the importance of being crystal clear on the setting of exit day and are keen to provide the certainty that the right hon. Member for Birkenhead and others are seeking. In the light of this, the Government have tabled amendment 381 to clause 14, along with the consequential amendments 382 and 383, which will set exit day at 11 pm on 29 March 2019. Of course, this is slightly different to his amendment, in that it sets a time as well as a date for exit.

I forget for the moment whether the hon. Lady voted for the triggering of article 50, but the House did trigger article 50, and the process is quite clear: two years after that, we leave the European Union.

I requested this Adjournment debate as yesterday marked exactly 150 years since the philosopher and Member of this House, John Stuart Mill, moved the first mass petition to the House of Commons on behalf of women claiming their right to vote. The largest paper petition ever received by this House was, I believe, the petition to end the transatlantic slave trade. That victory made it clear that public petitioning was then, as it is today, a means to take this House by storm, to grab our attention and to bang on the Government’s door requiring change.

In 1866, Mill believed that the time was right. Change in this House resulted in the recognition of the right to vote of men who rented property as well as of those who owned it. Mill had already written, though not published, his great work, “On the Subjugation of Women”. The first petition from an individual woman was submitted to this House in 1832, but the petition in 1866 represented the first organised campaign. It was the beginning of the movement that was to change our country.

Those Victorian times, despite the presence of a woman monarch, held mixed fortunes for women. One of the signatories to the petition, Elizabeth Garrett Anderson, was refused access to medical training, and even when a Paris university granted her a qualification, the British medical authorities would not ratify it and allow her to practise. Women were told at the time that education itself was damaging to their health. Education, Mr Speaker! How could any of us be sitting on these Benches now without education in one form or another? Yet in 1866, it was considered perfectly reasonable to oppose women voting because of their supposed lack of education and their unfitness to receive it. Other signatories, Barbara Bodichon and Emily Davies, were the driving forces behind opening up higher education for women. Those women were fighting to have their voices heard, their interests recognised and their opinions weighed with the exact same scales that were used for men.

Today we have debated the right to vote in the upcoming EU referendum—perhaps the most extensive and significant exercise of democracy in the history of this country. Millions of women will be voting, in the same numbers as men. In fact, at the last election there was a 66% turnout among women, which was almost identical to the male turnout. The future direction of this country, our collective potential and our future successes will be down to women as well as men. That is the lesson that I believe we should take from the 1866 petition. Ludicrous though it seems to have to say it, there never was any lack of intelligence, aptitude or desire on the part of women to be involved in politics, and there is not now.

I congratulate the hon. Lady on securing this important debate. She is right to point out that we have made progress— 192 women now sit in this Parliament—but we need to see more progress at the next election. Does she, like me, feel that we need the sort of progress that we made in 2015, when we saw a 30% increase in female representation in this place? Should we not be striving for the same progress next time?

I thank the right hon. Member for Basingstoke (Mrs Miller) for that intervention. I know how hard she has worked in her own party to bring forward advances for women. My hon. Friend the Member for Worsley and Eccles South (Barbara Keeley) has also just mentioned the advances made in 1997.

Women did not just have to fight for the right to vote; they had to fight for the right truly to be themselves, whatever that means. They had to fight, as we have to fight, for the right to exist as others do, and to make choices about how to realise our ambition and serve our country. So what holds us back? Well, for a start, let us look at this EU referendum. It is a decision that will affect us all, but the debate has too often been dominated by male voices. It has been a debate in which the ever-changing opinion of one male Tory Back Bencher seems to take precedence over the views of a whole host of women in the Cabinet and shadow Cabinet. I am not going to make many friends among Tory Back Benchers this evening—at least not on the male side.

On representation, we may have parity of votes, but we certainly do not have parity of voice. Public debate too often excludes women or shouts them down. The point is that we may have made huge progress over the last few decades on the number of women MPs, on women in the Cabinet and on all sorts measures, but there is so much still to do, because not everyone is able to realise their true value and—even worse—there is still violence.

I asked the hon. Lady beforehand if she would give way, and I congratulate her on bringing this matter to the House for consideration. There were suffragette groups and movements across the whole of the United Kingdom of Great Britain and Northern Ireland. Starting in the 1860s, there were 20 suffrage groups in Northern Ireland before the first world war. Does the hon. Lady feel, like many inside and outside this House, that there is a need to remember historical importance? Tonight is an example of getting the historical importance right. Is there not a need to remember each and every year and to do the same in education in schools as well?

I thank the hon. Gentleman for his kind intervention. It is certainly true that there is progress to be made for women across the whole United Kingdom, definitely including Northern Ireland.

I believe that the reading by my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) of the names of the women killed by men this year will be a significant moment for this House that few who heard it will forget. As Women’s Aid has highlighted, however, women who have fled to refuges to escape domestic violence remain disfranchised because they are unable to register anonymously. Thousands of women, whose voices are crying out to be heard, are silenced because of arcane regulations.

Mr Speaker, you were present last night at the lighting of “New Dawn”, a work of art which was commissioned to mark the anniversary of the 1866 petition. I pay tribute to the hon. Member for Romsey and Southampton North (Caroline Nokes), my colleague on and Chair of the Speaker’s Advisory Committee on Works of Art, who led the project brilliantly. The artist, Mary Branson, has created a beautiful installation, lit in the colours of the votes for women movement. It is a special work of art, representing not just an individual, but an idea, and not just an idea, but a force of change. Any number of worthy people could have been represented—any number of the signatories to the petition, the anniversary of which I am marking this evening—but I am unsure that that would have been right, because political change is never down to an individual. Political change happens because all of us change our minds. It happens when we stand up for that terribly simple idea, one which we know in our heart to be true but which is often forgotten, that every one of us is equal. The many discs, lit up by the tide of the Thames, represent the sweeping power of change and the light of hope.

I thank my hon. Friend for agreeing to give way when I approached her earlier today, because the anniversary is important from an Oldham perspective. I am leading the fundraising campaign for a statue of Annie Kenney, who was a working-class suffragette leader and an inspiration to many. I also want to reflect on the fact that although there is no doubt that men can be part of the problem, that does not mean that men cannot be part of the solution. It is important that we work together to remind people of the sacrifices that were made by so many.

I thank my hon. Friend for his intervention. I commend his efforts to remember a working-class member of the fight for women’s votes.

The new work that we lit up last night is bold, daring, and imaginative. It is a tribute, yes, but it will also serve, just as the archway leading from Members’ Lobby to the Chamber does, as a reminder.

You may know, Mr Speaker, that there were protests outside this building last night, in part against the violence that I mentioned that too many women still face. I say to those who protested last night outside St Stephen’s entrance and shouted with furious anger, “Dead women can’t vote,” that they are right to be angry. They are right be angry with violent men, but all of us must choose how we use that anger: whether to hold our placard and do no more or whether to take up the right that our sisters fought for not just to vote, but to hold office and seek the real power to take decisions on behalf of women and men.

In 1866, women hammered on the door of this place because they had no other choice. Hammering on the door was the only way to make their voices heard, to stand proud and to say, “Here we are. These are our numbers. We have the right to be valued and we count.” This is the real point about 1866: it was never about equal votes for women; it was always about equal worth for women. A new dawn, Mr Speaker, but a very old fight —a fight that is as alive in 2016 as it was 150 years ago.

I am going to make a little more progress, and then I will give way. The truth is that we have had quite enough talk. The sins of omission and commission are well known, and the Government should now act. The Bills in 1995 and 2011 were their Bills, and the mistakes were their mistakes, so it is for them to put things right. Women in Britain have suffered inequality in the workplace and on payday for far too long. No Government should compound that fact when the carers and the grafters in our society, on whom we rely for so much, reach their retirement day.

There is a Budget in three weeks, and the Chancellor has a golden opportunity to rise to the challenge and put in place one of the six variants of transitional arrangements that I have talked about. He would be well advised to do so.

My hon. Friend mentions the Budget. Does he agree that, given the corporation tax cuts and the cuts to inheritance tax in the Chancellor’s most recent Budget, the Chancellor clearly has the will to spend and should now pay attention to the WASPI campaign?

At the last Budget, the Chancellor happened to find £27 billion extra in tax revenues, which was a very handy little windfall to find down the back of the sofa, but the WASPI women will have heard that he did not spend a red cent of it—not a penny—on them, as he could have done. If he continues to play the WASPI women for fools and continues to take our pensioners for granted, then, as Baroness Altmann has told him already, he will live to regret it.

That is a sentiment that we can share right across the House. It is why not a single Conservative Member chose to vote against either of the previous calls for transitional arrangements in any of the debates we have held. It is why so many Conservative Back Benchers have pledged their support to the WASPI campaign. It is why this issue will not go away without action from the Government.

The Minister is speaking as though we did nothing to bring this issue to the Government’s attention during the last Parliament. That is straightforwardly not true. I participated in debate after debate with my hon. Friend the Member for Leeds West (Rachel Reeves), who brought it to the Government’s attention time and again. As we have had so many debates about it, can we not just get on with talking about what we are going to do about it?

I will come on to the debate we had in 2011 later in my speech. If the hon. Lady wants to talk about previous Governments, may I gently remind her of the 13 years of Labour Government, with the 10 Pensions Ministers—one Minister had the job twice—and the nine Secretaries of State for Work and Pensions? In the interests of fairness, she, along with everyone else, might wish to acknowledge the limited work, if any, that was done during the 13 years of the Labour Government to put matters right, as they put it.

As I said, I do not think that anybody here has a problem with the principle of transitioning towards equality. However, we are talking about women’s pensions, and it is important to bring the discussion back to that.

Many constituents who have written to me said that the information in the letters that they did receive was conflicting. They were getting different information. In one case, a constituent was told that they had enough contributions to receive their full state pension at 60, which was a few months away, only to receive a further letter three weeks later telling her that she will not get her pension until she is nearly 66. Many of the letters did not even get to the people they were supposed to reach. Some people were told by MPs and Ministers that they must have given the DWP the wrong addresses, but those women had been living in the same house for more than 20 years, so I find that difficult to believe.

I congratulate the hon. Member for Paisley and Renfrewshire South (Mhairi Black) on leading today’s debate, for which there is an extraordinary turnout, showing the considerable interest of so many Members in this subject. I became involved in this campaign somewhat by accident. I was approached, as were many other hon. Members, by several constituents who said they were going to be disadvantaged. None of us realised the extent of the hundreds of thousands of women who stand to be treated disproportionately unfairly.

I went along to the Westminster Hall debate, which was led by the hon. Member for Worsley and Eccles South (Barbara Keeley). I expressed my sympathies and I recorded a short podcast on the subject, which has now been followed by 145,000 people, many of whom have written to me about it—and not just my own constituents either.

I want to pay tribute to the Women Against State Pension Inequality campaign, which has articulated the case so well in front of the Select Committee. Its petition has now been signed, I believe, by more than 103,000 people. I want to thank the WASPI campaign for the help and support it gave me, not least in telling non-constituents to write to their own MPs rather than have them all writing to me—and I am exceedingly grateful for that.

We all agree with equalisation of the pension age. Large sums of money are involved and difficult decisions have to be made, but it is important that the rule of fairness is applied as much as possible, and it is clear that a sizeable group of women seem to be bearing the brunt of these changes disproportionately.

The hon. Gentleman is making an important speech. I would like to ask him, while he talks about fairness, whether he realises how this feels for women of my generation who owe everything to those women who were born in the ’50s and who fought for the Equal Pay Act 1970 and for all the advantages that have given us any chance. Does he feel that unfairness to those women, as I do?

I applaud the hon. Lady. I have had representations from constituents who were in low-paid jobs with huge caring responsibilities for children and other family members when they did not have access to free child care and other things—and we have them to thank. Yet it is those people for whom I believe there has been a breach of trust, as these changes hit them disproportionately. We have a large duty of care to them, but I do not think we are going to fulfil it.

My hon. Friend is right about that. Of course the public services, too, traditionally have had a better record in many respects on promotion for women and other groups with protected characteristics, such as black and minority ethnic workers. There is certainly a concern that cuts to public sector spending will have an impact on women’s employment, and on their employment prospects, and that those cuts are part of the reason why unemployment has remained higher among women than men.

As I say, many of the Chancellor’s policies that are harmful to the interests of women are still, sadly, in place: the freeze and cuts to child benefit, universal credit, local housing allowance and tax credits; the cuts to the family element of tax credits; the changes to disregards, tapers and thresholds; the disincentive for second earners, often women, in universal credit; the benefit cap; the two-child policy in child tax credits; increased parent conditionality; and an alarming rise in lone parent sanctions. Even the free childcare offer is shrouded in complexity and uncertainty, is delayed and is apparently more limited in scope than had previously been planned for.

As ever, my hon. Friend is making a persuasive case; very few people know about family incomes like she does. May I draw her back to local government—not just the local government workforce, but those who work in services commissioned by local government? I am referring to care, where women work and are low paid.

My hon. Friend is absolutely right to say that care is one of the sectors in which low-paid women’s jobs are concentrated, whether we are talking about direct employment through our public services, or commissioned services for local government. It will of course be helpful over time to see the national minimum wage—the so-called living wage—increased for those workers, but if local authorities are not funded to meet the costs of that welcome pay increase, we can expect to see pressures elsewhere in the system and, most likely, on the quality of care provided. That, too, will have an impact on women, because they typically provide that family care.

Exactly. I hope the Minister will take a little more time in her speech to explain which part of the present Government’s apprenticeship strategy addresses gender inequality.

In 2013, the Government also said that they wanted to encourage more women to become business owners or entrepreneurs. There has been a significant increase in the number of self-employed women—between 2008 and 2011, more than 80% of the newly self-employed were women—but that may not always be by choice. Increased conditionality and lack of suitable employment mean that self-employment is an economic necessity for some, and yet the average income of a self-employed woman is just £9,800 per annum, according to the Women’s Budget Group, compared with £17,000 for a self-employed man. Self-employment is not a route out of poverty for those women.

I will make some progress, if my hon. Friend will forgive me, but I hope that she will speak in the debate, because her contributions are always useful.

Overall, the Government’s strategy for women at work is simply insufficient. That is not just bad for women; as my hon. Friend the Member for Chesterfield (Toby Perkins) noted, it is bad for our economy. The Government’s own consultation report, “Closing the Gender Pay Gap”, which was published this year, states that equalising the level of women’s productivity and employment with men’s could add almost £600 billion to our economy, while equalising participation rates could add 10% to the size of the economy by 2030. Action is urgently needed.

Meanwhile, women are also seeing their rights in the workplace attacked and eroded. The introduction of tribunal fees means that few can now afford the £1,200 to pursue an equal pay claim. The number of maternity discrimination cases has nearly doubled, while the number of cases going to tribunal has fallen by 80%. So much for the Government’s commitment to economic equality.

Cuts to spending on public services also hit women hardest. There are 763 fewer Sure Start centres than in 2010. The care sector has been affected badly by the 31% cut in local council budgets. The additional £3.5 billion earmarked in the autumn statement fails to compensate for the drastic cuts that have already taken place, let alone adequately meeting future need.

She commenced her speech with remarks about celebrating the contribution of women. Does she think that it pays tribute to the hard work of women in our economy to bang on in the way she is about what happened under the previous Labour Government?

It is a great pleasure to follow a fellow member of the Women and Equalities Committee, and I commend the hon. Member for Lanark and Hamilton East (Angela Crawley) for her measured tone, but I should point out that the recovery cannot be said to have exclusively benefited men, as there can be nothing worse for women than the situation that the Conservative-led Government faced five short years ago, when our country faced economic crisis. Spending more money than we could afford does no one any good. Women do not benefit from that and nor do men. First and foremost, we need that strong economy so that we can have a strong system of education, welfare and all the services that she talked about and that women disproportionately rely on.

It is regrettable that the debate started in a tone that I do not usually associate with the hon. Member for Stretford and Urmston (Kate Green), who I have always found to be an incredibly collaborative player in this place. On issues related to women and equality, it is important that we look for long-term change, which, by definition, can be developed only over the lifetimes of many different Governments, of many different complexions. The economic turnaround will clearly benefit women, and the continued measures in the autumn statement are as important to women as they are to men. Without that strong economy the autumn statement could not have put in place some of the biggest real-terms rises in the basic state pension for 15 years, the largest ever investment in free childcare and an extra £6 billion for the NHS—the very service that many Members have already mentioned. The biggest house-building programme since the 1970s will benefit all of us, too. All those measures are put in place because we have a stronger economy, enabling us to invest for our long-term future. The national living wage, cuts in income tax and increases in childcare have clearly benefited women, but I want to focus on two issues on which where we might find common ground across the Chamber.

First, women in Britain are still disproportionately dependent on benefits to supplement their income. The prevalence of low-wage, part-time jobs among women results in their receiving more of their income through state benefit and support than men do. They are more likely to be in low-income jobs, to be reliant on state-funded housing, and to be in receipt of income-related benefits.

I hope Members will agree that it is good that the economy is strong enough that the Government can put in place measures to start to alleviate the problems that women face. More childcare means more women can get more work. New options around parental leave and the right for all to request flexible working for the first time can give more women access to higher-quality jobs, and the economic opportunities that might give them for the first time an equal right to economic independence—a right that men have had for many, many years.

I agree with the tone of the right hon. Lady’s contribution. We respect the massive role that she played in developing policies for women in the last Government, but does she not worry about women who are lone parents and the significant drop in income that they face without much protection?

I understand the hon. Lady’s point. What I am saying is that we must give opportunities to women in this country to forge their own economic independence. What I was hearing from the Opposition Front Bench was how we could continue state dependence, which is not something that I will ever endorse. Many of the single parents I meet, not only in my constituency but around the country, have embraced the voluntary programmes the Department for Work and Pensions has put in place to help them get back into work, because they understand the importance of financial independence not only for themselves, but also for them as role models for their children.

The second area on which I hope there might be some consensus across the House is the importance of addressing the educational performance of girls and young women. It is an issue that the Equality and Human Rights Commission brought up in its “Is Britain Fairer?” report. It said:

“The strong educational performance of girls and young women did not translate into rewards in the workplace.”

To put it simply, more girls get good GCSEs and good degrees than boys, yet women only make up 34% of managers, as has already been said. In construction the figure is as low as 12%. I applaud Ministers for their focus on some STEM subjects, as it is important that more women are involved in maths and science, but a lack of progress into more senior positions runs deeper than that and deeper than the choices they make at 14.

Let us consider the law. Studying STEM subjects may benefit in some way, but not directly, yet 60% of undergraduate law students are women, as are more than 50% of trainee lawyers. However, just one in four partners in City firms are women. Those leading one of the most important services in our country are leaving out some of the most highly qualified individuals to do the job. It cannot be in the best interests of the country to let that continue.

There are more women in work than ever before, but what more can we do to turn that presence in the workplace into an opportunity for their long-term economic independence, not only by reducing dependence on welfare, but by making sure that the school qualifications that they clearly have are recognised and acted on?

I welcome this debate because I believe that women have a huge amount to contribute to our society. The public sector equality duty requires every Minister to advance equality of opportunity for women not only in the development of policy, but in the work that they do. I therefore have five brief closing points that I ask the Minister to respond to.

First, changing the law is simply not enough if we are to force a culture change in society. If we are to get more women to contribute to the workplace, we have to ensure that more men take up parental leave and flexible working practices, to ensure that women can stay closer to the labour market for longer. At the moment, only 19% of women are able to vary their hours in the workplace. I know that the Minister has looked at that point closely. I look forward to hearing a few words in the response on what more is being done to ensure that businesses change their practices. At the moment, 40% of men choose not to take any time off at the birth of a child. That needs to change.

Secondly, on increasing female representation in management, we are not seeing sufficient women coming through into the most senior management positions in the country. Just 9% of FTSE 100 executive directors are women and there are just five female CEOs out of 100. Perhaps we should adopt the approach of Lord Davies of Abersoch for executive positions and double the number in three years—purely on a voluntary basis, of course.

My third point relates to childcare and elder care. My hon. Friend the Member for Eastleigh (Mims Davies) spoke of the importance of elder care. One in four women over 50 cares for an older or disabled relative. Surely it is time for the Government to give as much support to those who care for older relatives as they give to those who support younger members of the family.

Fourthly, on access to training, women who return to the workplace after extended career breaks can face a skills crisis. We need to make sure that we are reskilling the over-40s. Programmes need to be put in place to do that.

Finally, the Government are rightly proud of the work they have done. We are undergoing something of a silent revolution in the participation of women in the workplace, but the work is far from complete. There has been a somewhat piecemeal approach to the programmes that have been undertaken. They are good programmes, but do they all fit together? Is there room for a systemic review of how the policies are working to effect change in the workplace? If we need one or two more sticks, rather than carrots, they ought to be brought out of the cupboard and used sooner rather than later.

Before I start my speech, I want to mention two fantastic women from the Wirral. My hon. Friend the Member for Wallasey (Ms Eagle) made us all proud deputising for the leader of the Labour party at Prime Minister’s questions. She, more than most, has done great things for women’s role in the economy. I am absolutely proud to be a Wirral woman today, not least in speaking in this debate on my daughter’s birthday—I hope she will be a future fantastic woman from the Wirral.

I want to say three things: about younger women, mums and older women. First, one of the most important measures for the future of younger women has been the apprenticeship levy. Although it is good that there is support for apprenticeships across the House, unfortunately, the reality of life for young women going into apprenticeships is that they will have less chance than their male counterparts of getting one that will pay them well. As has been said on several occasions, young women work in sectors that pay less. That is just a fact.

I would welcome that wholeheartedly if those apprenticeships paid women equally to men, but the fact is that they do not. We ought not to rest until they do, because women face a dual problem: the work they have traditionally done is valued less; and they are barred from better-paid sectors. We need both to get women into highly paid parts of our industry and to ask ourselves why highly skilled women end up with low pay in areas such as social care. Over the past week or so, I have had quite a bit of grief on social media. Lots of people are campaigning about this sort of thing, which is fine, but I would argue that the primary feminist cause in Britain today is the position of women working in social care. They are paid far too little for the important work they do, including younger women who want to make their career in social care.

Secondly, I want to turn to the place of mums. In interventions, I have already raised the problem that lone parents will face with universal credit. I am afraid I take issue with the Tory view of the world which says that any state support for the cost of children is somehow undignified, that it is somehow welfare and that people cannot feel proud of themselves and their ability to look after their family if they in any way receive a cash transfer from the state.

Beveridge himself recognised that the cost of having children increases the amount people have to pay out. Our social security system should smooth people’s income across the period of their lives when they have children and their costs are higher, and they will pay into the system when they are in work without children and their costs are lower. That is how our system has always worked. It is an absolute myth to think that we have ever had a perfect situation when there was no poverty, people could just earn their wages and that was enough to pay for the cost of bringing up children. Basically, the Beveridge system was introduced precisely because people get poor at two points in their lives—with the cost of their kids, and with the cost of old age. We must accept that tax credits are an important part of the system and settlement we have had in our country for a long time. As I have already said, wages have an important role to play in the financial fortunes of women, but they will never fully resolve such problems.

Thirdly, women who were born in the 1950s fought for everything in our country, and they built the political platform that I and many Labour Members have stood on. They fought not just for the Equal Pay Act 1970 and the reforms of the 1970s, but for all-women shortlists in the Labour party that meant that people like me had a much greater chance. Today, women in their 50s, and others, are having to fight yet again through the WASPI campaign for what they should have had. That is not fair, and for young women in my constituency, and those later in life, I do not feel that the picture described by Conservative Members is right. Those women are deeply unsatisfied with the measures that the Chancellor has handed out in recent months, and they would not expect me to stop asking him to do more.

A system that would work for a Member of Parliament at the top of society—as, in reality, we are—should and must also work for anybody in society. We have the ability to fight back against this abuse. We have the ability to contact the police at a senior level and immediately. I shall come on to what can and should be done even for Members of Parliament, but for people being bullied, intimidated and criminally harassed by people on the internet, there is very little ability and very little knowledge to respond, largely because the internet companies do not take their responsibilities seriously. The police and the Crown Prosecution Service are behind the times when it comes to dealing with this problem.

Social media is regarded as a communication tool, but it is also a search engine. Others are going in and seeing what is there. It is used to incite, as happened in the case with me, or to organise, in the case of others, and often goes far beyond the initial expression to cause further damage at the aimed-for victim. There are real-life consequences—huge, real-life consequences—and lack of resource is not a defence that these social media companies can use.

We have seen racist and anti-Semitic abuse with people weighing in across the world, with the most extraordinary stuff being put up in their own domains in their own countries, but linking together because they have been brought together using social media. Then the opportunity is taken to target individuals and to repeat target them, with groups of people joining in the cyber-bullying and harassment, including criminal harassment. Some examples are potentially within the reach of our law enforcement, but others are well beyond it.

Even when there have been convictions—actual convictions for doing this in the most extraordinary and horrific ways to members of the public—Twitter and Facebook, to name but two, have not taken down the associated Twitter and Facebook accounts when people were convicted of abuse on the basis of evidence that those two companies helped to provide. So the culprits continue to glory in that abuse and repeat it against other victims. Something is seriously and significantly wrong with how these internet companies are dealing with the problem, but it can be seen, too, in the sanctions used by the courts and requested by the police in this country.

We need simple systems to report abuse. They should be simple to the police and authorities in this country and simple to the internet companies. We need internet companies that can be contacted directly and that do not hide away so that no one knows who runs them. I am told by these companies that it is very easy to write simple algorithms that can deal with such problems. Why, then, are these algorithms not being used, particularly where abuse has been reported and a conviction has been made?

Where individuals set up multiple accounts, Twitter finds it impossible to deal with that. That shows a lack of will. In law, there is an ability to ban or block individuals on social media in relation to sexual offences. This needs to be widened to all bullying and harassment on the internet where it can be shown in a detailed way that individuals have taken a considered and determined view in advance to exploit the networks to harm others. These rules should apply in all forms of harassment and abuse.

Why are we not using internet banning orders, ASBO equivalents for social media? If we can ban people from going to a certain pub or a certain football match, or any football match, or into this town or that locality, the same should be done to specific parts of social media or, if necessary, the internet as a whole. The powers exist in law but if the police were to ask for such powers and if those powers were to be implemented by the courts as part of prosecutions, there would be more ability to close down those who refuse to be tolerant and decent and who are criminal abusers of the existing law. We do not need new law. We need the current law to be used imaginatively to remove profiles from the internet, to delete accounts and to stop people continuing their abuse in exactly the same way as the police can confiscate hardware and so on. But we know how easy it is for people to switch to other mobiles or to internet cafes to continue and they are doing that.

This is not simply about using the Malicious Communications Act 1988 or the Communications Act 2003. It is about public order and harassment and those laws and those powers should be available. We need to see this as serious and major crime, not as a minor problem. Some of the abuse that we receive may be unpleasant but it does not cross the threshold. We are not talking about idiots giving us general grief on the internet. We are not talking about special privileges for MPs. We are talking about everyone, including MPs; where there is serial harassment and attempts to incite, including potentially to incite violence. We are talking about that being acted upon.

The parliamentary authorities need to get their act together in dealing with this. This is a workplace. If we are abused, insulted or threatened, and our staff and our families receive similar, they need to be doing more. Communities need to be doing more. I am critical of those, in the case of my hon. Friend the Member for Liverpool, Wavertree, who said how sorry they were but did not step up to the mark in suggesting solutions and providing solidarity and support, which should be automatic.

Finally, the political parties are not stepping up to the mark when one of their members is being abused in this way. It is being dismissed as par for the course and part of the general thing. We hear that it is not nice or pleasant but is something that is less than other criminal harassment. It is not. It is a fundamental part of criminal harassment. People out there—non-MPs—have had their lives ruined by this. That is why what happens to MPs, as with the rest of the community, needs to be dealt with more effectively in here and in this country.
