Once again, it is a great honour to speak about the Product Regulation and Metrology Bill. Today, we are focused on the amendments proposed following the Public Bill Committee, on which, in common with the right hon. Member for Basildon and Billericay (Mr Holden), I was honoured to serve; I was the resident metrologist.

In Committee, we heard extensively from Members of the Opposition. They described in great depth their concerns about the Bill’s implications for international alignment of regulations; we have just heard some of those concerns from the hon. and learned Member for North Antrim (Jim Allister). Today, those concerns have once again been presented to the House through various amendments to the Bill. I will explain, with reference to state-of-the-art metrology, why those issues should not be a significant cause for concern for right hon. and hon. Members.

The hon. Member and I served on the Bill Committee together. I think he misses a slightly important point that this is not about international alignment, as is put forward in the amendments tabled by the Opposition, but alignment with the EU, and that is why there is such concern from the Opposition parties.

I thank the right hon. Member for his intervention. As I discussed extensively during the Bill Committee, there is a misunderstanding here of exactly what the Bill is doing, so I fundamentally disagree with the point he makes, but I will go into more detail on it in my speech.

One of the first things one learns about as a budding metrologist is the concept of perfection. In his book “Exactly”, Simon Winchester writes of what he refers to as “the perfectionists”, detailing the evolution of the science of metrology through time and how precision engineering has been used to create the modern world that we inhabit. It is a great read, covering the history of my science in the popular mindset. However, I do not necessarily agree with Winchester in his core thesis; he talks about metrology as the science of perfection, whereas it is more accurate to think of it as the science of the good enough. I will elaborate on that shortly.

In the early days of a metrologist’s training, we learn that with more money and more time, a precision engineer can almost always achieve a more precise and accurate result, whether a straighter line, a smoother surface or a better piece of legislation, but that striving for true perfection—the absence of any fault—is always folly. Our resources are never infinite, and in the real world it is always more appropriate to strive for the good enough as opposed to the perfect. Good enough is the core of modern engineering and the fulcrum on which our world balances.

I am, as many colleagues will know, by trade a metrologist, but within the broader field, I am a surface metrologist. Surface metrology revolves around the measurement and characterisation of surfaces—surface texture and surface topography. I am the one who decides whether the leather steering wheel feels right. I am the one who ensures that car engines distribute and hold oil in all the right places to keep them running smoothly. I am the one who ensures that tyres keep us firmly planted on the road as we round corners.

Becoming a surface metrologist involves gaining an intimate acquaintance with the very concept of perfection. Always in engineering I hear people asking for a product to be made perfectly—for the angle of the corner of the table to be exactly 90° or for the surface of the microscope to be infinitely smooth. Let me put it on record that there is no such thing as perfection in reality.

Despite what everyone was thinking, I am not going to suggest that I am perfection, but as a mathematician, may I ask my hon. Friend to accept that the reason perfection is not achievable in that instance is to do with the infinite—the infinite amount of numbers between 1 and 1.1, for instance, or the infinite amount of numbers between 1.1 and 1.11?

Thank you, Madam Deputy Speaker. I thank my hon. Friend for his intervention—it was perfect. He is absolutely right, and I will leave the perfection to the mathematicians. To illustrate my point, I hear people in engineering asking for products to be made perfectly—for the angle of the corner of the table to be exactly 90° or the surface of the microscope to be infinitely smooth. To study metrology is to understand the concepts of imperfection and uncertainty and apply those to everything. If one zooms in close enough, the angle is never exactly right, and the surface is never perfectly smooth.

On Second Reading, I made reference to the optical mirrors used in the James Webb space telescope. They are incredibly smooth, yes, but to examine them at the atomic scale, one would find deviations from the nominal plane that mirror those in the Grand Canyon. Being an engineer involves accepting these deviations within the context of the work we undertake towards our goal of constant improvement—be that in the creation of, say, aerospace engines or, indeed, national legislation.

My expertise within surface metrology was in the development of X-ray computed tomography for measuring surfaces. Alongside my good friend Dr Andy Townsend at the University of Huddersfield, who made similar discoveries at the same point in history—a phenomenon that is common across science—I was among the first to be able to use X-rays to measure the interior surface of parts that were otherwise hidden to both the eye and the machine. X-ray computed tomography had never previously been good enough to measure surfaces, with the imaging resolutions achievable lagging significantly behind those required to separate measurements from noise. Previously, such measurements were not really needed, as to manufacture a surface, one generally had to access that surface with a machine tool, so one could similarly access it with a measurement tool.

However, with the birth of industrial additive manufacturing—often called 3D printing—we could suddenly make things with hidden internal geometries that did not need tool access and could not be measured. Without measurement, though, we cannot verify that the parts we make will function as we require them to. As such, new technology was required to allow us to create additively manufactured parts, be they novel, much lighter aeroplane parts or new joint replacements finely customised to suit the individual. Alongside our colleagues, Andy and I solved this problem by demonstrating that X-ray computed tomography had become good enough to measure those surfaces.

This Bill mirrors that “good enough” paradigm. Current legislation places us at risk of falling out of alignment with the rest of the world, which in turn risks our ability as the British to maintain our position at the forefront of international science. In its current, unamended form, the Bill grants the Secretary of State the necessary authority to keep pace with the guidance of relevant experts. The amendments proposed by the Opposition would only hinder our ability to stay aligned with the continuous advancement of progress.

In lauding the Henry VIII powers in this Bill, as an elected Member of this House, is the hon. Gentleman at ease with the fact that the Bill could see criminal offences created without any scrutiny or input from this House? Is he at ease with the fact that the liberty of our constituents—which I think we would be interested in protecting—could be jeopardised by criminal offences created by the Executive alone?

I thank the hon. and learned Member for his intervention, but I disagree with his assessment. This Bill is about providing the Secretary of State with the powers necessary to ensure that we remain at the forefront of science. Opposition Members have incorrectly claimed that the Bill hands over authority to foreign powers, or overly centralises it in the hands of the Secretary of State. This is not a matter of ceding control to external entities; rather, it is about maintaining the United Kingdom’s position at the forefront of scientific and regulatory innovation. It is about ensuring that the British scientists who follow in the footsteps of Newton, Franklin and Hawking can continue to lead the world in their fields.

These Opposition amendments appear to stem from a fundamental misunderstanding—or perhaps a complete lack of understanding—of what metrology and standards frameworks entail and why they are vital. I urge all Members to vote against them and support this Bill through its Third Reading.

It is a real pleasure to take part in this debate on product regulation and metrology, not least because it gives me the opportunity to highlight the work done by my former colleagues at the National Physical Laboratory in Teddington, which is the UK’s home of metrology. I would like to set the mind of the hon. Member for Erewash (Adam Thompson) at rest. He is still, as far as I know, the only metrologist with whom I have worked in a finance department, but, nevertheless, as a non-scientist, it gave me a real admiration for the work of scientists in this particular area. In Teddington they are setting the standards. They are developing and maintaining the primary measurement standards for the UK and across the world.

What I would like to say to the Chamber this afternoon and to my constituents in the neighbouring constituency of Richmond Park is that if they have been inspired by the hon. Member for Erewash and have had a fire ignited in them for the science of metrology, the National Physical Laboratory is having its open day this Friday, 6 June, and everyone should go along.

Indeed, I recall how excited my field was when she was first elected. I would just like to place strongly on the record how much I agree with her colleagues’ excellent contributions to science.

Following that hymn of praise to metrology, I will now turn to the amendments.

The Liberal Democrats welcome many of the measures proposed in the Bill. The legislation seeks to balance consumer safety, economic growth, and regulatory flexibility, ensuring that UK laws can keep pace with technological advancements. We support enhanced consumer protection for those products that pose a safety risk to consumers, as well as the importance of corporate responsibility for businesses operating in online marketplaces.

The Liberal Democrats support the need to update the regulatory framework and we are glad that the Bill takes steps to address this. However, steps must be taken to level the playing field between online and high street businesses, and to protect consumers. As such we have tabled new clauses 7, 10 and 11 and amendment 3, which work toward that aim.

Equally, the Liberal Democrats remain concerned by the Bill’s reliance on secondary legislation and the overuse of Henry VIII powers, giving Ministers excessive discretion to repeal or amend primary legislation through regulations. All product and metrology regulations should be subject to the affirmative procedure and we seek to ensure that the Bill is ambitious in providing proper parliamentary scrutiny. There should also be greater engagement and consultation requirements, meaning that key stakeholders may not be adequately considered in regulatory changes. This lack of consultation feeds more broadly into our apprehensions about the burdens that some measures will place on small businesses, and as such we have tabled new clauses 5 and 6, which acknowledge this and would provide support to small and local businesses.

I wish to speak in favour of new clause 2, which would place a requirement on large supermarkets to inform customers when the quantity of goods within the product have decreased, resulting in a price increase per unit of measurement. Research by Compare the Market found that products such as digestive biscuits have become 28% smaller, yet the price has risen by 65% compared with a decade ago.

Indeed, the Bill does secure the great British pint; thanks to an amendment in the other place, it will hopefully be enshrined in law. I look forward to joining my hon. Friend in enjoying one at some point in the not-too-distant future.

The pace of change in both consumer behaviour and product innovation is only accelerating. From connected devices and artificial intelligence to new materials and manufacturing methods, the nature of risk and regulation is constantly shifting. We must ensure that our regulators are equipped with the right tools to act quickly and proportionately so that we can both manage and harness the hazards and the economic potential of new technologies. The Bill provides the powers to do just that. It gives Parliament the ability to update and strengthen product regulation and legal metrology in a coherent, consistent way.

I thank my hon. Friend for his intervention—he has certainly got the measure of this Bill. [Hon. Members: “Oh.”] I will not give up the day job—and we will not have a Division on that, either.

This is a framework that supports businesses by reducing unnecessary burdens, supports consumers by keeping dangerous goods off the market and supports the UK economy by making our regulatory system more agile, more responsive and more transparent. In short, the Bill will help to ensure that every product on the UK market, whether made in the United Kingdom or imported from abroad, meets the expectations of safety, fairness and quality that the public rightly demand.

My hon. Friend is right; indeed, this goes well beyond the measures in place when we were in the EU when it comes to parliamentary involvement. I will briefly refer to contributions made by hon. Members during the passage of the Bill.

I thank my counterpart in the other place, Lord Leong, for shepherding the Bill through the Lords, with support from Lord Hunt of Kings Heath. I also thank the hon. Member for West Worcestershire, who has been alongside us throughout the passage of this Bill in the Public Bill Committee. The hon. Members for Wokingham (Clive Jones), for Chippenham and for Richmond Park, who represented the Liberal Democrats in Committee and in the Chamber, are a trio that we will never forget. I hope that the short passage of this Bill is not a reflection of the high turnover in Liberal Democrat spokespeople—they have engaged with the Bill in a constructive manner.

I thank hon. Members who engaged in the Bill Committee and the right hon. Member for South Holland and The Deepings (Sir John Hayes) and my right hon. Friend the Member for Walsall and Bloxwich (Valerie Vaz), who chaired that Committee with great expertise. It is probably worth mentioning my hon. Friend the Member for Stoke-on-Trent Central again. He has championed the ceramics industry both today and on Second Reading, and we recognise his great contributions.

Finally, I pay special tribute to my hon. Friend the Member for Erewash (Adam Thompson), who, as the first elected metrologist to this House, has brought a deeply technical and knowledgeable perspective to our debates, which we all appreciate—although I do not think we could ever be asked to take a quiz on the finer details of his work.

I suspect that my hon. Friend would be far better at doing that himself. His speech on Second Reading was a fantastic example of how we explain legislation matters and practice. It is important that we have certainty and consistency in how we measure things and that we have a clear legislative framework for the measurements that underpins all science. He gave us a historical sweep of those issues when he spoke on Second Reading.

It is important for me to pass on my gratitude to all those officials who have supported us in the passage of the Bill, as well as the parliamentary staff who have enabled it to come through swiftly and smoothly. It will return to the other place for consideration of the amendments we have made in this place, and I am confident that—in the spirit of constructive scrutiny and co-operation that has characterised its progress so far—it will continue on its way. This legislation is an important step in strengthening our domestic regulatory regime and ensuring that it is robust, future-facing and fit for purpose in a post-Brexit economy. I look forward to working with colleagues in the other place to ensure that the Bill finally reaches the statute book as swiftly as possible.

While not forgetting that product regulation is essential for protecting consumers, ensuring safety and maintaining product quality, we must recognise that lots of developed economies often take a slightly different approach, and that steps towards mutual recognition must be taken in free trade agreements. New clause 3 would provide the flexibility for regulations to be introduced, while ensuring that they do not unintentionally create barriers to trade or harm our position within existing and future trade agreements. It would allow the UK Government to continue crafting robust and responsive regulations, while ensuring that they are not inadvertently disadvantaging our businesses in trade dealings around the world. I am sure that the Government will want to support the new clause.

Such provisions, which are important to our constituents, should have much greater parliamentary scrutiny and debate. There should not be just one voice and opinion—the voice and opinion of the Secretary of State—on the quantities and units of measurement used to market goods for sale in the UK, which is why I am moving amendment 27.

It is a great pleasure to serve under your chairship, Ms Vaz. It is also a great pleasure to serve on this Committee. It is rare that a Member has the opportunity to influence legislation that affects their specific area of professional expertise. As the first elected metrologist, I feel deeply honoured to be debating amendments to this Bill.

Amendment 27 seeks to remove the powers granted to the Secretary of State under metrology regulations regarding quantities and units of measurement in marketing goods, as we have just heard from the hon. Member for West Worcestershire. However, there are many reasons why it is not a good amendment.

During my speech on Second Reading, I discussed both what metrology is—the science of measurement and its application—and its history. I highlight that definition again because the decisions we make today will affect not only our trade relationships, as we have been discussing, but how fundamental science is conducted in both research and practice.

I discussed the history of the Egyptian royal cubit, which was the first unit of measurement, but today I will highlight how metrology is a fundamentally British science, with metrology regulations having formed a notable part of our legislative history. Magna Carta, the document that in many ways represents the birth of our nation—a copy of which sits in the other place—contains the first example of metrological regulation in Britain.

Magna Carta specified, for the first time, rules for the measurement of various commodities, such as wine, ale, corn and cloth, and represented a notable step forward in early British science, placing us very much at the forefront of the international curve of progress. The focus on alcoholic beverages in that document perhaps states something telling about the nature of early Britishness, but metrology’s inclusion in our great charter demonstrates Britain’s early standing as a nation of progress and science.

Britain has always remained at the front of that curve of progress, through the greats of the Victorian era, from Lord Kelvin to Darwin, and right up until today. A little over a century ago, we, the British people, formed the Engineering Standards Committee, later the British Standards Institution. The BSI was formed in 1901 and now operates in 195 countries, with 90 offices across 31 of those countries. The international nature of the BSI is essential to its success. By operating on the global stage, we have maintained our global soft power in the creation of standards and regulations that allow British industry to maintain dominance in fields from life science to advanced manufacturing.

I have had the privilege of serving on several BSI committees, most notably spending eight years of my former career on the technical product realisation committee 1/11, which is responsible for standards verifying X-ray computed tomography systems. That committee feeds into the work of the International Organisation for Standardisation, and specifically of technical committee 213, working group 10—the taskforce for X-ray computed tomography. While standards development is often slow and laborious, the great joy for me of sitting on that committee, and the various others that I contributed to over the years that preceded my election to this House, was the opportunity to work alongside technical experts from across my field representing industry, instrument manufacturers and academia.

I stress the importance of technical experts in these spaces. Standards frameworks work only because of the input of unpaid experts who come together to create a mutually acceptable national and international standards system that allows everything to function. Metrology and standards frameworks should be designed not by politicians and Governments but by technical experts. Indeed, I have spent many hours working on standards designed by non-experts that were often cumbersome, non-functional and, crucially, destined to be forgotten as the useless wastes of paper that they were. There is nothing worse than a bad standard. We need standards to be decided and honed by true experts and to have the broadest possible reach so that we can be as productive and effective as possible in our work.

The Bill, as currently drafted, allows the Secretary of State powers to maintain pace with the decisions of those experts. Amendments such as this one serve only to detach us from the perpetual motion of progress. Opposition Members have argued, wholly falsely, that the Bill defers powers to foreign nations or that it gives too much power to the Secretary of State of the day. The Bill is not about giving powers to foreign nations; it is about ensuring that the UK remains at the bleeding edge of science and regulation.

I am interested in the hon. Gentleman’s point about expert witnesses. Like the relevant authorities we spoke about earlier, and which also come into clause 6, there is no clear definition of who those experts will be. The hon. Member is taking it on trust that they will indeed be experts.

It is important that I describe how standards bodies work. They come together through relationships between experts within an industry, and through mutual recognition of peer-to-peer expertise. That is how standards bodies are formed here and across the world. Inherently, the system that creates those standards bodies forms a trustworthy circle around them. Standards are ultimately optional. If a standard does not work, people can just ignore it. Standards are essentially meritocratic. If they are not good, they do not continue.

I defer to the hon. Gentleman’s knowledge of metrology organisations around the world and recognise his expertise. However, from a legislative perspective, the Bill does not rely on metrology experts being the relevant authorities. If metrology experts had been defined as the relevant authorities, I think we would be significantly less concerned. The hon. Gentleman lays out the exact expertise that we would all love to hear. My issue is with the lack of clarity in the Bill.

I disagree with the hon. Lady’s point. It is clear that, with this Bill, we are designing frameworks that allow the current system to thrive. I cannot accept the amendment which, like many of the Opposition amendments we have discussed today, serves no purpose.

It is a pleasure to hear part 2 of the speech that my hon. Friend made on Second Reading. Does he agree that, contrary to what we have just heard, the clause broadly represents continuity with how legislation has worked in this area? One of the final acts of the last Government was to make the Product Safety and Metrology etc. (Amendment) Regulations 2024 under powers that have now expired. The Health and Safety Executive enforces standards based on regulations introduced relating to metrification between 1981 and 1992. For all the claims of change, what we are looking at here, broadly, is continuity.

I draw the Committee’s attention to the fact that the very complex Fire Safety Act 2021 was brought about following a serious fire caused by people who were supposed to be in charge of scrutinising product safety, but actually lied about it, presenting different products that were not part of the original product and were put together slightly differently. The reliance on experts we do not know about is quite a concern. The points made by my Opposition colleagues are extremely important: who are these experts and what scrutiny are they held to?

The hon. Lady makes a good point; it is very important that, in situations such as the one she describes, we maintain the utmost scrutiny. In that situation, however, it was not necessarily a failure of the standards bodies, but of the individual companies that had put forward—

It is indeed the case that the standards bodies failed to check that the products they were being presented with were actually the ones on the certificates they were being asked to approve. So it was a failure of our system.

I appreciate that. I take the hon. Lady’s point and will continue, as I am nearly done.

The last point I wished to make was that this amendment, and many of those we have heard today, has no purpose other than to demonstrate that their proposers have broadly failed to maintain the softest grasp of what metrology is, what standard frameworks are for or even why they exist. I hope that the right hon. and hon. Members opposite will consider withdrawing their amendment; otherwise, I implore colleagues to vote against it.

I am grateful for that intervention very early on in proceedings. I cannot provide a definitive answer to the right hon. Gentleman on the naming of the Bill, but I promise that I will find out and put it to him in writing. But he will know that the Bill was, I believe, originally planned by the previous Government because of the need to repatriate powers to the United Kingdom as a result of our exit from the European Union. It is something we need in our toolkit, so, far from being Orwellian, it is a pragmatic, practical proposal. I look forward to now making the case for it in more detail.

The primary mission of this Government, and the driving force of my Department, is stronger economic growth: not just growth that looks good on paper, but growth that is seen and is felt on our high streets, in our towns and cities, and in the communities we serve; growth that reverses 15 years of stagnation, with all the negative consequences we all felt during that time. To do that, we need an economy in which shops and small businesses can compete on a more level playing field with online marketplaces and the big tech giants. We need an economy that promotes investment and innovation, but at the same time ensures consumers and businesses have real, modern protections. That is why the Product Regulation and Metrology Bill is a small but hugely important piece of legislation, one that will further cement the UK’s status as a world leader in product regulation and safety.

I am hugely grateful to my hon. Friend for that intervention. I believe I am correct in saying that he is not only a metrologist, but the first metrologist elected to Parliament. I put no heavy expectations on his speech today, but we are all looking forward to it with interest.

My hon. Friend is right that there are areas where we will choose to work with international standards, and there will be areas where we choose to diverge, but that decision is made possible only by having the powers to begin with. No decisions will be made in this Bill, if it becomes an Act of Parliament, as to how we will do that; however, without it, we would not have the toolkit to make those decisions. The essence of these proposed laws is that we are taking back control for the House of Commons and Parliament to make these kinds of decisions.

The Labour motive is all too plain to see. This is a Labour party that voted 48 times to reject the will of the British people, led by the Prime Minister, who sought a second referendum to overturn that will. I accept that the hon. Member for Birmingham Northfield was not in the House at the time, but he might want to spend some time with his colleagues in the Tea Room and hear precisely what happened.

The anti-pub, anti-hospitality agenda goes far beyond this Bill. The jobs tax, the threshold change, the attack on seasonal and flexible working, the more than doubling of business rates, the war on pub banter and the garden smoking ban are all from this Government. Our hospitality industry—the Secretary of State is smirking—deserves infinitely better than this from this Government.

As the Secretary of State said earlier, I believe I am the first metrologist to be elected to this House in history, so it gives me great pleasure to rise to debate the Bill. I took the liberty of checking Hansard and until the Secretary of State used the word earlier, I was the only Member to have ever used the word “metrologist” in the House of Commons. I am proud to be here today and prouder still that the Labour Government have brought forward a Bill featuring metrology in the first year of our new Government.

Most of the debate has focused on the product regulation in the Bill, but given my background I will focus on the metrology. Prior to my election to this place, I was at the University of Nottingham, where I was active in research in metrology for advanced manufacturing, beginning with my PhD, continuing through several more years as a research fellow, and latterly as a senior research fellow. However, like most people I have known in my life, when I began my PhD, I had absolutely no idea what metrology was. Indeed, I am sure several colleagues in the Chamber did not know what it was before today, and I fear some still do not, so I would like to provide an explanation of the nature of my science, and explain why, contrary to popular assumption, it has nothing to do with clouds. [Interruption.] Please forgive my terrible pun.

The international standard, “Vocabulaire international de métrologie”, formally defines metrology as

“the science of measurement and its application”,

noting that

“metrology includes all theoretical and practical aspects of measurement, whatever the measurement uncertainty and field of application”.

It is not the

“branch of science concerned with the processes and phenomena of the atmosphere, especially as a means of forecasting the weather”,

which is, of course, meteorology—something I have explained almost every day of my professional career.

Metrology broadly encompasses the various fields of research that seek to develop the science and technology of measurement, be that measurement of any of the seven base quantities from the système international d’unités—the SI—or any of the units derived from those base quantities. The seven base quantities are, of course, length, mass, time, electric current, thermodynamic temperature, amount of substance and luminous intensity.

The great physicist Lord Kelvin once expressed:

“To measure is to know”.

He also said:

“If you cannot measure it, you cannot improve it.”

Those sentiments are rarely more applicable than in the advanced manufacturing industry, where we are interested both in ensuring that a manufactured component meets the dimensional specification laid out by its designer and in constantly improving on existing products.

Metrology is a science that fundamentally underpins all other science. Without tools that allow us to measure and know, we cannot gain any understanding of the world around us, nor can we improve on it. In the fundamental scientific pursuit of understanding our universe, we are most often concerned with the metre, the first of the SI base units. The metre is defined formally by taking the fixed numerical value of the speed of light in a vacuum, C, to be 299,792,458 when expressed in the unit of metres per second and where the second is defined in terms of the caesium frequency. In fact, that definition changed very recently—it came into force in 2018. The metre is more simply described by its older definition, which is simply the distance travelled by light in a vacuum in a time interval, in seconds, of one divided by the speed of light. In my opinion, the metre is one of the most beautiful creations in science: it is defined by light itself, and it is a creation that allows us in turn to create everything in our world.

At the start of this debate, the right hon. Member for New Forest West (Sir Desmond Swayne) asked the House when weights and measures became metrology. The answer to that question is: several thousand years before the common era. Behind every great scientific advancement in history, there has been a metrologist. Behind the pyramids, there was the first standardised unit of measurement—the royal cubit, defined as the length of the pharaoh’s forearm as measured from the tip of his forefinger to the base of his elbow. The cubit was a technology so advanced that it allowed the ancient Egyptians to position the building blocks of the pyramids with an accuracy almost equal to modern methods. Thousands of years later, there remains speculation on whether they were in fact built by aliens, because of how incredible an achievement that was. They were, of course, built not by aliens, but by metrologists.

At the start of this debate, as a fellow scientist, I wondered what the difference was between mensuration and metrology. When I was an undergraduate, we did not use the word “metrology”—it seems to be a new word. Perhaps my hon. Friend can enlighten the Chamber.

Certainly. It is not a new word as far as I am concerned; I believe it was brought into common parlance in the Victorian era.

I will move on to some more examples. There is the James Webb space telescope—something more modern than the pyramids. It takes images of our universe more than 13 billion light years away that are deeper, more brilliant and more beautiful than anything we have ever seen. Behind that, there is the construction of a 6.5-metre mirror, flat to within just a few tenths of billionths of a metre from its highest top to its smallest valley. If we were to expand the size of the 6.5-metre mirror to the size of the Earth, the distance from the highest mountain to the deepest valley would be of the order of the height of my hip.

Behind the discovery of gravitational waves, there is a series of interferometers, kilometres in size, which can detect signals from noise at levels considered unachievable throughout human history until the past 20 years or so and which are capable of listening to the collision of black holes across spacetime.

I hesitate to interrupt the hon. Gentleman, because he is making a wonderful contribution to our affairs, which is indicative of the beauty of science, about which we hear too little. Before he rushes—hurtles, one might say—into the future, can he say a word about the peculiarly British measurements that informed my childhood? I mean things such as pecks, perches, rods and bushels, for each of those was rooted in the way that he described.

I am grateful to the right hon. Gentleman for his intervention, and I am happy to explain. Those particular forms of measurement are not in common use any more, but of course many right hon. and hon. Members of this House will have grown up with them. Broadly, the ones that are still in use are defined in the modern parlance, but it is important to remember that the modern metric system accounts for all of those heritage measurements. The common inch, for example, is formally defined as 25.4 mm, and while I apologise to Members across the House, it is important for me to let them know that the pint is formally defined as 568 ml. Those heritage measurements and, indeed, the entire imperial system are now referenced on to the metric system; defined very simply, the imperial system is the metric system. There is no reason why we should not use those historical measurements—where they are useful, they are perfectly valid—but they are formally defined with reference to the modern metric system. I will talk more about this shortly.

Metrology lies at the heart of everything we know, from telescopes to speed cameras and from knee replacements to jet engines. Every single thing made by human hand was designed first, constructed second and then checked by a metrologist to ensure it met its specifications—if we cannot know it, we cannot improve it. However, ensuring that parts meet their specifications is not simple, as each measurement, dimensional or otherwise, has an associated measurement uncertainty. That is a non-negative parameter characterising the dispersion of the quantity values being attributed to the thing being measured, based on the information used. Estimation of measurement uncertainty is a complex procedure—one that formed much of my career prior to coming to this place—and is usually performed in line with the “Guide to the expression of uncertainty in measurement”.

Uncertainty estimation is generally performed by making measurements that are traceable to the definition of the SI metre—when we are concerned with the metre. Again, the “Vocabulaire international de métrologie” defines traceability as a property of a measurement result whereby the result can be related to a reference through a documented, unbroken chain of calibrations, each contributing to the overall measurement uncertainty. Traceable measurements allow for the successful estimation of uncertainty and are generally a base requirement for the verification of manufactured goods. Traceability is considered by the international community to be the only means by which evidence can be provided towards a given product fulfilling the requirements set out by its designer.

To provide an example, let us consider a length measurement made between two faces of a manufactured part, such as a Rubik’s cube. Imagine that I am holding a Rubik’s cube—I could not possibly have brought a prop, Madam Deputy Speaker. The length between two faces could be measured by a calliper. That calliper would be calibrated using a measurement artifact, most commonly a metal cuboid called a gauge block. That gauge block would in turn be calibrated by a more accurate instrument, which itself is calibrated using a more accurate gauge block. That more accurate gauge block would then be calibrated with reference to an optical interferometer using a laser source. That laser source is finally calibrated against the iodine-stabilised laser that is used to realise the definition of the metre, so traceability is established from the shop floor measurement all the way up to the definition of the metre by an unbroken chain of calibrations.

Each stage of the traceability chain has some discernible uncertainty, which generally increases as we move down that chain and instrument accuracy decreases. Estimation of uncertainty at each link in the chain is essential; it is impossible to have a traceable measurement without the inclusion of an uncertainty with that measurement. When applied in manufacturing, traceability allows us to create anything we can imagine within the confines of our chosen manufacturing process. It is the cornerstone of our modern manufacturing industry.

Through this Bill, the Government seek to update metrology regulations and the means by which those regulations are enforced. We have heard at great length different opinions about that process, but the Government are today ensuring conformity with SI, ensuring uniformity in the measurement, sale, monitoring and quantity of goods. Further, they are ensuring that the Secretary of State and other appropriate bodies have the powers they require to inspect and enforce that conformity. The Bill will ensure that UK law is updated to recognise new or updated international regulations and keep us at the cutting edge of science and regulation.

Members said earlier in the debate how the UK was at the forefront of regulation. I spent many years on standards committees working through these things. Every standards committee I ever worked on fed into the British standard, which fed into the European standard and the international standard. Those are the frameworks we are updating today to ensure that we remain at the forefront. It will mean cost savings for business and it will promote regulatory stability.

Finally, the provisions laid out in this Bill continue the work begun by the ancient Egyptians—the work that allowed us to build everything from the great pyramids to the phones in our pockets, the paper that we hold in our hands and indeed the very floor on which we stand today. Our work today will ensure that the bulbs that light this room are of an appropriate brightness, that the air that we breathe and that surrounds us is of an appropriate temperature, and that we can finally get a fairly measured full beverage of exactly 568 ml in the pub. I support this Bill wholeheartedly.
