Written StatementsContagion from the worsening crisis in Syria is having a direct effect on its neighbours, particularly in areas adjacent to Lebanon’s eastern border. The UK remains firmly committed to Lebanon’s stability, and in supporting the Lebanese Armed Forces (LAF) to minimise contagion from the Syrian conflict, and to combat the spread of ISIL. As part of this commitment, since 2012, the UK has been assisting the LAF to establish and mentor the LAF Land Border Regiments (LBRs). The mission of the LBRs is to observe, identify, deter and interdict activities by illegal armed actors in the near border areas, in line with agreed international human rights standards. Between 2012 and 2014 around £14 million of conflict pool funds was allocated to enhance the capabilities of 1 and 2 LBRs. These efforts have resulted in the construction of 12 protected border observation posts along 140km of the border, and the deployment of the two LBRs.
Recent ISIL actions in the Arsal area, and the threat that ISIL poses to UK interests, now make it imperative that the LAF expands the presence of the LBRs southwards, as part of an overall strategy to bring the entire eastern border with Syria back under the authority of the state. The Commander of the Lebanese Armed Forces has recently authorised the establishment of 3 LBR to cover a further 70km of the border south from Arsal to Tfail. He has requested UK assistance consistent with that already provided to 1 and 2 LBRs.
The departmental minute laid today therefore sets out our intention to gift a package of £3,596,844 of equipment to support the establishment of the 3rd Land Border Regiment of the Lebanese Armed Forces. The proposed gift will be funded by the Government’s conflict pool programme and will consist of the following UK sourced equipment:
800 sets of personal protective equipment, including body armour, helmets, gloves, belts, first aid kits, camouflage clothing and protective glasses. £793,600
14 Land Rover Defenders and additional equipment to enable them to operate in difficult terrain. £408,244
5 protected border observation posts and 6 mobile observation platforms, with observation aids and ballistic protection for fixed 3 LBR positions. £1,395,000
Radio equipment to allow the command elements of 3LBR to link back to LAF HQ in Beirut. £1,000,000
Alongside the gift, the UK is expanding its existing package of training and mentoring with additional operational and engineering expertise worth £1,402,197.
The proposed gift has been assessed against the consolidated EU and National Arms Export Licensing Criteria. The proposed gift has been scrutinised and approved by a senior, cross-Whitehall conflict pool approval board, which has confirmed that it fits with the Government’s strategic and delivery objectives. Foreign and Commonwealth Office officials also assessed the project for human rights risks, using the Overseas Security and Justice Assistance guidelines established by the Foreign Secretary in 2011. They concluded that the risk of human rights violations arising from the project’s delivery could be successfully mitigated.
The Treasury has approved the proposal in principle. If, during the period of 14th parliamentary sitting days beginning on the date on which the minute was laid before the House of Commons, a Member signifies an objection by giving notice of a parliamentary question or a motion relating to the minute, or by otherwise raising the matter in the House, final approval of the gift will be withheld pending an examination of the objection.

Commons ChamberIt is an honour to participate in this debate, which reflects the House at its best. I have travelled the middle east for 30 years. I have written about it and served there as an officer. I am now the Minister for the region. I am humbled by the depth of knowledge on both sides of the House and by the spirit in which the debate has taken place.
I join other Members in congratulating the hon. Member for Easington (Grahame M. Morris) on securing this debate and I welcome the contributions of hon. Members from all parts of the House. I am sorry that important statements have curtailed the length of the debate. Before responding to the specific points that have been raised, I will briefly set out the Government’s position on the middle east peace process and the recognition of a Palestinian state.
I will start by addressing the terrible situation in Gaza, which I visited last week. I was profoundly shocked and saddened at the suffering of ordinary Gazans. More than 100,000 people have been made homeless by the conflict, and 450,000 people—about a third of the population—have no access to water. Yesterday, I attended the Gaza reconstruction conference in Cairo with the Minister of State, Department for International Development, my right hon. Friend the Member for New Forest West (Mr Swayne). It was clear that the international community stands ready to support the rebuilding of Gaza. I am pleased to say that the UK pledged £20 million to kick-start the recovery and help the Gazan people back on their feet. The UK has been one of the largest donors to Gaza this summer. We have provided more than £17 million in emergency assistance, which has helped to provide food, clean water, shelter and medical assistance to those in the greatest need.
Let me be clear: we do not want to see a return to the status quo. This is the third time in six years that conflict has broken out in Gaza and reconstruction has been needed. To illustrate the problem, in 2000, more than 15,000 trucks of exports left Gaza. In 2013, the figure had dwindled to only 200 trucks. The UN estimates that it could take 18 years to rebuild Gaza without major change. It says that Gaza could become unliveable by 2020. If the underlying causes are not addressed, it risks becoming an incubator for extremism in the region. At the same time, Israel has faced an unacceptable barrage of rockets from Hamas and other militant groups. That is unsustainable. We all know that if the problems are left to fester, conflict could break out at any time. Bold political steps are therefore necessary to stop the cycle of violence once and for all.
We welcome the agreement between Israel, the Palestinian Authority and the UN to assist in the reconstruction. That must now be implemented. More needs to be done as a priority and we urge the parties to make serious and substantive progress in the talks in Cairo to ensure that the ceasefire is durable. It must address Israel’s security concerns and ensure that the movement and access restrictions are lifted. There must also be a clear economic plan. Gaza has huge economic potential and significant natural resources that need to be realised. There must be urgent repairs and upgrades to the public utilities, including water, sewerage infrastructure and power.
The parties must work together to open the border crossings to goods and people to allow greater connectivity between Gaza and the west bank. I fully support the announcement by Baroness Ashton yesterday, in which she said that the EU is analysing the feasibility of a maritime link that could open Gaza to Europe. I discussed that issue with my Palestinian and Israeli counterparts when I was in the region last week.
It is crucial that the Palestinian Authority return to Gaza to provide services and security. In that regard last week’s Palestinian Cabinet meeting, which took place in Gaza for the first time, was a positive sign. The Palestinians must also take steps to address Israel’s legitimate security concerns. The world has shown that it is willing to put the necessary money on the table, and the parties must now demonstrate that they are ready to take the political steps necessary to prevent conflict in Gaza. However, even a more durable ceasefire is no substitute for peace, and there must be urgent progress towards a two-state solution that meets the aspirations of both Israelis and Palestinians.
I thank the Minister for what he has said so far. During his discussions, was there at any point a serious debate about the problem of the lives faced by many Palestinian refugees in camps in Lebanon, Syria, Jordan and other places? They too must surely be part of a long-term peace equation. They have spent more than 60 years in those camps, and it cannot go on for ever like that.
I agree with the hon. Gentleman. I had a number of bilaterals in Cairo, and I met the Lebanese Foreign Minister and we spoke about that issue. The hon. Gentleman might be aware that we are pouring in significant DFID and Ministry of Defence funds to support Lebanon in that regard. In Cairo yesterday Secretary Kerry again reaffirmed that the United States is fully committed to bringing the parties back to negotiations, and the UK will continue to take a leading role in working closely with international partners to support US efforts. A just and lasting peace will require leadership from all sides. For Israelis and Palestinians that must mean a commitment to returning to dialogue, and to avoiding all actions that undermine prospects for peace.
Let us be clear: Israel lives in a tough neighbourhood and faces multiple security challenges. The British Government are staunch supporters of Israel’s right to defence. Israel is a friend and we are proud to be pursuing a strong, bilateral relationship, from trade to our commitment to growth in high-tech start-ups. However, Israel’s settlement building makes it hard for its friends to make the case that Israel is committed to peace.
Will the Minister enlighten the House about what he thinks would be the consequences should the motion be passed tonight? Would the consequences be helpful at this time, would they be neutral, or would they be negative? That would be helpful in guiding us to make the right decision in a controversial and important debate and vote.
I ask the hon. Lady to be patient so that I can complete my speech and get to that point. We have made our position clear: Britain defends the right to choose our moment, which is appropriate for the peace process, when we make that bilateral decision.
Returning to Israeli settlement building, last week I visited the E1 area of the west bank and met members of the Bedouin community living there who face relocation by the Israeli authorities. They told me that they had no wish to leave, and expressed their fears of being forcibly transferred to make way for the construction of Israeli settlements. Such a move would seriously threaten the possibility of a contiguous Palestinian state, and according to the UN would be contrary to international humanitarian law. Israel’s recent decision to advance settlement plan units in Givat Hamatos will also have serious implications for the possibility of Jerusalem being part of a Palestinian state. As the Foreign Secretary said on 3 October, Israel needs to change course on that now. The Palestinian Authority must also show leadership, recommitting themselves to dialogue with Israel, and making progress on governance and security for Palestinians in Gaza as well as the west bank.
We are in a critical position, and at the discussions in Cairo it was clear that there is a huge effort to recognise where we are in trying to sort out a two-state solution. That has been recognised, and there is now a huge international effort to bring all parties to the table, which is where such issues need to be discussed. Having said that, we have made clear our concern about the developments, which must be considered when the parties come together to consider a two-state solution.
I will make a little progress and then I will give way. Our commitment to that vision is why the UK is a leading donor to the Palestinian Authority and such a strong supporter of their state-building efforts. We are providing almost £350 million between 2011 and 2015 to build Palestinian institutions, deliver essential services and relieve the humanitarian situation. We commend the leadership of President Abbas and Prime Minister Hamdallah, whom I met last week, and their commitment to security co-operation and institutional reform. Despite that commitment, however, and the support of donors such as the UK, the aspirations of the Palestinian people cannot be fully realised until there is an end to the occupation—a point that the right hon. Member for Blackburn (Mr Straw) just made—and we believe that that will come only through negotiations. That is why, following the Cairo conference, the urgency was recognised, and the UK hopes that a serious process can urgently resume. It is time to readdress these issues, and only an end to the occupation will ensure that Palestinian statehood becomes a reality on the ground. The UK will bilaterally recognise a Palestinian state when we judge that that can best help bring about peace.
I have no doubt that all my hon. Friend is saying is entirely true, but surely it is a matter of judgment. We all want to see negotiations, and no doubt there is some magic right time for those to go well. Would a vote tonight by the House for the motion, as amended, provide a catalyst, even a nudge, for both parties to come together and to do so more quickly?
I believe the nudge we saw was in the announcements made in the Cairo conference and the recognition of the huge amount of money that is now pouring in. I was very moved by a speech given by Ban Ki-moon at the UN General Assembly when he said, “Is this what we do? Is this who we are? We reconstruct; it’s damaged. We reconstruct; it’s damaged. Is this the cycle that we now endure?” What was clear in Cairo is that that is unacceptable. There needs to be commitment to rebuilding, and the parties need to come back to the table to discuss and work towards that two-state solution. That is what is on the agenda at the moment, and that is what we are focusing on.
I will give way a little later, but first I want to make progress and address some of the specific points raised by hon. Members. I apologise because limited time means that I cannot address every contribution, but I will write to hon. Members if I am not able to cover their views.
The hon. Member for Easington (Grahame M. Morris), who moved the motion, placed in context Britain’s historical role in the region. Let me clarify, however, that the International Monetary Fund and the World Bank have not said that they recommend statehood, but that the essential institutions are there. One of the most powerful speeches made today was by my right hon. Friend the Member for Croydon South (Sir Richard Ottaway). It takes some courage to speak in the manner he did, and the House is all the wiser for his contribution.
My right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind) spoke about what practical benefit voting for the motion will have. After all, we can play this card only once—once it is done, we cannot repeat it, so the timing of the motion is critical. The hon. Member for Liverpool, Riverside (Mrs Ellman) spoke about the important role of John Kerry, and the House should pay tribute to the hard work and dedication he has pursued in trying to bring parties to the table. We went a long way back in April, and it is important that we pick up where we were at that point. The same point was made by the hon. Member for Batley and Spen (Mike Wood).
My right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan) described this as the most vexed and sensitive issue. That is true, and I play tribute to his work as DFID Minister in considering how oil and gas reserves in the Gazan territory can be harnessed. I found it ironic that all the countries at the Cairo conference were contributing substantial funds, yet on Gaza territory and off the shore of Gaza there is mineral wealth that could be harnessed. That is one of the things that must be placed on the agenda and it will be brought up with my Israeli counterparts.
My hon. Friend the Member for Hertsmere (Mr Clappison) was the first to speak of the role of Hamas and the challenge of governance in Gaza. That is the elephant in the room, which needs to be addressed. The hon. Member for Edmonton (Mr Love) asked how long we will have to wait for a solution. My right hon. Friend the Member for Faversham and Mid Kent (Sir Hugh Robertson) rightly paid tribute to the hard work of the Foreign and Commonwealth Office and of those who work in posts around the world. They do us a grand service and the whole House pays tribute to their work. The hon. Member for North Antrim (Ian Paisley) paid a moving tribute to his father. I think the whole House joins him in that.
On a point of order, Madam Deputy Speaker, there are many Members who are keen to speak in this debate and—

The Minister and the Opposition Front-Bench spokesman are well aware. I notice that the Minister is keeping his remarks much shorter than Ministers normally do and I am sure he will conclude soon. We will not waste time on more points of order that are not points of order.
Thank you, Madam Deputy Speaker. I have taken a number of interventions and I thought that that was right. I will now move on to my conclusion, which I am sure the hon. Gentleman will appreciate.
I will not give way. I do not think it would be appropriate for me to do so.
The challenges are clear. We must act urgently to help the people of Gaza to get back on their feet and begin the hard work of reconstruction. To put an end to the destructive status quo there must be swift progress towards a durable ceasefire that addresses Israel’s security concerns and lifts the restrictions on Gaza. Even a durable ceasefire can only be a temporary measure. The international community must redouble its efforts to support a comprehensive peace agreement that delivers an independent Palestine alongside a safe and secure Israel. The UK will be with other parties every step of the way. We will continue to push for progress towards peace and lead the way in supporting Palestinian state building and measures to address Israel’s security concerns. The UK will recognise a Palestinian state at a time most helpful to the peace process, because a negotiated end to the occupation is the most effective way for Palestinian aspirations of statehood to be met on the ground.
I recognise the strength of feeling on this issue among many people in Britain. I am glad that this debate has given me the opportunity to set out the Government’s position. Once again, I thank the hon. Member for Easington for securing the debate, and I thank other hon. Members for their contributions.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I begin, as others have done, by congratulating the hon. Member for Bradford East (Mr Ward) on securing this important debate. I apologise that the Minister of State, Foreign and Commonwealth Office, my right hon. Friend the Member for East Devon (Mr Swire), who should be responding to this debate, cannot be here today.
The debate has been not only well-attended, informative and passionate, but constructive, and I am pleased that we have had it. It is our right to debate such matters in this place. India and Pakistan are long-standing and important friends of the United Kingdom, and our unique historical and cultural ties still bind us, as do the important Indian and Pakistani diasporas that have been mentioned. The situation in Kashmir attracts much public and parliamentary interest in the UK, and I welcome the contributions of all hon. Members from both sides of the House.
Before responding to the specific points made during the debate, I will briefly set out the Government’s position on India-Pakistan relations and Kashmir. Before I do that, however, I want to extend, as others have done, the Government’s deepest condolences to all those who have lost family and loved ones in the extensive flooding in Pakistan and in both Indian and Pakistani-administered Kashmir. We particularly note the offers of assistance to each other by the Governments of India and Pakistan to tackle the humanitarian crisis.
The Department for International Development is of course monitoring the situation, but the UK has not received any request for assistance. We will nevertheless continue to monitor the evolving situation in close co-operation with the European Union and the other bilateral and civil society agencies. The British Government stand ready to assist where appropriate. Our travel advice has been updated to take account of the current flooding, and we advise all British nationals in the area to take extreme care and to contact our consular staff in case of emergency.
The UK Government recognise the importance of a strong relationship between India and Pakistan not only for its own sake, but for regional stability. We encourage both sides to maintain dialogue, the pace and scope of which is for the two countries to determine. In that context, we welcome the renewed engagement between India and Pakistan in recent years, including the potential economic benefits that that would bring. We hope that both sides will continue to take further steps to help the growth of both countries’ economies.
As the right hon. Member for Warley (Mr Spellar), whom I thank for the extra time that he has provided me, highlighted from his position as shadow Minister, we welcomed Prime Minister Modi’s invitation to Prime Minister Sharif for his swearing-in ceremony on 26 May and his statement of 29 August calling for
“peaceful, friendly and co-operative ties with Pakistan.”
We agree with Mr Modi that
“any meaningful bilateral dialogue necessarily requires an environment that is free from terrorism and violence”.
The long-standing position of the UK is that it is for India and Pakistan to find a lasting resolution to the situation in Kashmir, one which takes into account, as the shadow Minister said, the wishes of the Kashmiri people. It is not for the UK to prescribe a solution or to mediate in finding one.
I will now address some of the specific points made in the debate. The hon. Member for Bradford East began his speech describing the water issues. Management of water resources is a global challenge that requires international co-operation. Transparent mechanisms already exist to support Indian and Pakistani water management, but it is for both sides to find ways to optimise their water resources effectively. He also asked about UK aid and development, which is a Department for International Development matter, so I will write to him with more detail. However, the long-standing position is that it is for us to feed our funds for Kashmir through Pakistan and through India, and I will provide him with a breakdown of the numbers in writing.
The hon. Member for Brent North (Barry Gardiner) gave a passionate speech and was the first to mention the right of this place to debate such matters. He mentioned Edmund Burke, who is a hero of mine and all Government Members, as the philosophical founder of conservatism. I think he was a Whig to begin with, but we will gloss over that.
Indeed. My hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman) has written a book on Burke’s contribution and the right of individuals to have their say. The hon. Member for Brent North also spoke of the importance of the historic elections that have taken place.
My hon. Friend the Member for Bury North (Mr Nuttall) also gave a passionate speech and reminded the House of the significant diasporas here in the UK that we represent, many of whom are connected with those who have been caught up in the floods.
The hon. Member for Rochdale (Simon Danczuk) spoke passionately about the people who actually live in Kashmir and about the challenges on the ground, which stand in sharp relief to the debates taking place elsewhere.
My hon. Friend the Member for Wycombe (Steve Baker) spoke of the historical ties between the two countries and of the use of the Jammu and Kashmir Public Safety Act in Indian-administered Kashmir. It is also worth mentioning the Armed Forces (Special Powers) Act. It is important that all judicial practices meet international standards.
The Minister says that it is important that all judicial standards meet international norms, but do they?
I have much to cover, so I will get the Minister of State to write to my hon. Friend on that.
The hon. Member for Birmingham, Ladywood (Shabana Mahmood) spoke movingly about her relationship with the situation. She brings a passionate and personal aspect and dimension to the debate, which is much better for her contribution and for her bringing her knowledge and experience to bear. She also spoke of human rights violations. India has a strong democratic framework that guarantees human rights within its constitution. However, it also faces numerous challenges relating to size and social and economic development. The British Government are working with the Indian Government to build capacity and share expertise to tackle those challenges, including the promotion and protection of human rights.
The hon. Member for Birmingham, Perry Barr (Mr Mahmood) spoke of the importance of confidence-building measures.
My hon. Friend the Member for Wolverhampton South West (Paul Uppal) took the novel approach of turning up without any notes at all, but he did an amazing job. I will give that method a try the next time that I turn up for a debate—
Probably not as a Minister. My hon. Friend the Member for Wolverhampton South West gave a powerful speech and wisely and rightly placed the conflict into context. He described the limitations of what stakeholders can and cannot do, or should or should not do, away from Kashmir itself.
The hon. Member for Ealing, Southall (Mr Sharma) spoke about the devastating floods and of the welcome collaboration between Pakistan and India in responding to the event. I agree that it is for the two nations to resolve the matter, and I am pleased that he made that point.
My hon. Friend the Member for Harrow West—[Hon. Members: “East!”] I am not doing well here; I will bring a compass next time. My hon. Friend the Member for Harrow East (Bob Blackman) also mentioned flooding. As I said, we have not yet received a request from either Government for assistance, but we are in close contact with the relevant partners in both countries and stand by ready to help. As has been mentioned, we, including under the last Government, have given support during previous disasters in the region. In Pakistan, we are already helping more than 250,000 people who had their livelihoods destroyed in the 2012 flooding to use more productive farming techniques, as well as helping over 70,000 people to build more flood-resilient housing.
The hon. Member for Ealing North (Stephen Pound)—he is the House’s hon. Friend—gave a characteristically entertaining, passionate and wise speech and spoke of our right to debate such issues. We have that freedom, right and ability to speak, but we must speak responsibly so as not to inflame the situation.
My hon. Friend the Member for Burton (Andrew Griffiths) talked about the impact of the troubles on the people of Kashmir and about the importance of trade and movement across the line of control, which we are keen to encourage.
My right hon. Friend the Member for Bexhill and Battle (Gregory Barker) echoed the importance of the two sides seeking a solution to the issue of Kashmir without other countries such as the UK and the US trying to solve it from afar. He also reminded us of the significance of the date today—9/11—when we saw terrorism try to have an effect on, or make a dent in, our democratic values and democratic society. Sadly, as he knows, I lost a brother to terrorism, killed in the Bali bombing in 2002, so I stand here as someone who is passionate about our democratic values and about the fact that we must stand up to and fight terrorism in all its guises. I defend the right for us to have such debates and to promote democracy throughout the world.
Finally, the hon. Member for Luton South (Gavin Shuker) managed to squeeze in at the end, after his flight got in. He spoke about the importance of justice and security issues.
I am grateful to have participated in the debate. We have all learned much about what is happening, bringing the House up to date. I am pleased that on a Thursday, when there is only a one-line Whip for today and tomorrow, we are still able to fill the Chamber and to discuss such matters with the urgency that they deserve. I fully recognise the strength of feeling about the dispute among many people in Britain. I am glad that the debate has given me the opportunity to set out the Government’s position. Once again, I thank the hon. Member for Bradford East for raising the issues and hon. Members for their important and valuable contributions. I hope that I leave enough time for the hon. It is a pleasure to serve under your chairmanship, Mr Streeter. I begin as others did by saying how grateful I am to my hon. Friend the Member for Enfield, Southgate (Mr Burrowes) for initiating this timely debate on the future of negotiations to solve the Cyprus problem. I am also grateful for the valuable contributions from hon. Members.
Hon. Members will note that I am here, rather than my right hon. Friend the Minister for Europe. He sends his apologies, but he is in Hungary at the moment. Although this is not my portfolio, Cyprus is a country that I am familiar with, having served there as an officer in the 1990s with the 1st Battalion the Royal Green Jackets. It is an incredible island, and it was a pleasure and honour to serve there and travel the island extensively. I would probably have taken more notes had I known that one day I might be speaking on the subject. I was based in Larnaca and am familiar with Akrotiri, Episkopi, Paphos—the birthplace of Aphrodite—Famagusta and the amazing monastery in Bellapais. Restrictions on travel were severe then, and it was difficult to move backwards and forwards. It is good to see that there have been some advances since the days when I served there and that the key industries that Britain is involved in—tourism and banking, which has been mentioned—are in a good position, as are our strategic role, through which we play an important part, as I shall mention later, and our links with the diasporas in the UK.
My hon. Friend the Member for Enfield, Southgate has had a long and active interest in promoting the case for a solution, and I thank him for his efforts. I also pay tribute to the British Cypriots of all backgrounds who have done so much to promote ties between the UK and Cyprus. This debate comes as we reflect on the difficult events of 40 years ago. Although it is important to understand the past, as hon. Members have said, it is vital that we look ahead to the new hope for the reunification of Cyprus. A settlement would help Cypriots take full advantage of the economic, political and security opportunities of their region, not least the mineral opportunities mentioned by the Opposition spokesman.
I can assure hon. Members that this Government will continue actively to support the efforts under way to reach a lasting solution. Indeed, our diplomatic activity continues apace. My right hon. Friend the Minister for Europe invited both chief negotiators to London in June. Last Friday, at the NATO summit, my right hon. Friend the Foreign Secretary raised the issue of Cyprus with the Turkish Foreign Minister.
The UK’s efforts are in full support of the UN’s leading role in facilitating the talks. Like others, I warmly welcome the appointment as UN special adviser of Espen Barth Eide, who will bring a wealth of skill and experience to that important position. As my right hon. Friend the Minister for Europe said when they spoke on 28 August, we hope that Mr Eide will soon help the parties to accelerate progress on the substantive negotiations.
The prospects for a lasting solution are promising, even if progress is less apparent or rapid than either community would like. The two communities and, just as importantly, Turkey are showing the right ambition to reach a settlement. The UK and Greece—the two other guarantor powers—are also fully supportive of the UN’s efforts to encourage the parties to work further forward.
I should now like to turn to some of the specific points that have been raised, and I hope that hon. Members will allow me to focus on those raised by my hon. Friend the Member for Enfield, Southgate. If I am unable to do so in the limited time available, I or my right hon. Friend the Minister for Europe will do our best to reply in writing.
I recognise that at a different time more of our colleagues might be here. This is an interesting week in politics and some hon. Members are in different parts of the country. I am sorry that my hon. Friend the Member for Hendon (Dr Offord) is not here and that he is undergoing surgery. We wish him well.
I pay tribute, as my hon. Friend the Member for Enfield, Southgate has done, to the late hon. Member for Heywood and Middleton, Jim Dobbin. This is the first opportunity I have had to do so. He was certainly a man of great principle and integrity, and he will be missed on both sides of the House.
Reference was made to the Committee on Missing Persons. The UK fully supports its work whereby communal teams undertake painstaking and sensitive work. So far, more than 571 individuals have been identified and returned to their families. We recognise the anguish suffered by families of the missing people from both communities, and we encourage parties to help the CMP to accelerate its work, which becomes more challenging as the years pass. Since 2006, we have donated more than $220,000, and bilateral EU funding, which comes partly from UK contributions, totalled $15.3 million from 2006 to 2013. We stand ready to consider further requests for funding from the committee if they are forthcoming.
In Northern Ireland and in the Republic, we have had specific attempts to try to find people who have disappeared. Has the Minister considered giving help with equipment because advanced equipment is available to find bodies that have been buried for many years and perhaps that could provide an advantage?
I am grateful for that intervention, and I am aware of initiatives in Northern Ireland, having also served there. I am not aware of any such equipment, but I will ask my right hon. Friend the Minister for Europe to write to the hon. Gentleman. It is an interesting thought.
The UK will continue to urge all those in control of such areas, including the Turkish military, to co-operate fully with the committee and allow it to accelerate its vital work.
Sovereign base areas are pivotal to Britain’s strategic interest in the region, as has been said many times on the Floor of the House, and that applies not just recently in relation to the humanitarian aid drops that are taking place in Iraq at the moment. Cyprus is an important staging post and location for our military: the Army, Air Force and Royal Navy. The hon. Member for Harrow West (Mr Thomas) mentioned Operation Tosca, which, sadly, is one of the longest running UN operations and polices the green zone. It is hoped that it can be wrapped up in the near future if the final agreement can be made. I am pleased that Britain has been a long-term contributor to that operation.
My hon. Friend the Member for Enfield, Southgate also mentioned Turkey’s role in the current negotiations. It remains an important part of reaching a solution and I welcome Ankara’s strong support for a settlement. We regularly discuss Cyprus with our Turkish counterparts, including at ministerial level, and we encourage Turkey to maintain its constructive engagement to make this round of talks successful. One example is the visits of the two negotiators to Athens and Ankara, and it would be useful to repeat them in the near future.
Turkey remains committed to supporting international efforts to solve the Cyprus problem. We do not believe that its support has been affected by the recent elections. We are aware of the remarks by President Erdogan on 1 September. The UK continues to support the UN-chaired negotiations to reach a just, lasting and comprehensive settlement on the basis of the relevant Security Council resolutions.
On EU involvement, to which my hon. Friend the Member for Cities of London and Westminster (Mark Field) referred, the EU has an important technical role to play—he is familiar with it—in providing advice on the EU acquis and technical assistance to help to implement the settlement. We welcome the work being done under the EU financial aid regulation aimed at bringing Turkish Cypriots closer to EU standards. However, the UN rightly remains the lead in chairing talks and facilitating the process. The EU has said that all parties will have to agree to an upgraded role. We recognise that Cyprus is a member of the EU, but the talks take place between two communities with equal status. The UN has led international efforts since 1964 and both sides will have to agree to any change in modalities.
My hon. Friend the Member for Enfield, Southgate and others referred to Famagusta, which I visited not too long ago. Sadly, it is not the place it used to be, but we fully support UN resolutions 550 and 789, and have also raised the issue with Turkey. We understand that this is important for many Cypriots, which is why so many efforts have been made over decades for a package deal, unfortunately without success. Varosha, as part of Famagusta is known, is best addressed as part of a comprehensive settlement, given the myriad complexities, and we welcome the work of civil society, such as the bi-communal Famagusta initiative, in preparing the way.
Hon. Members also referred to religious freedom. My hon. Friend the Member for Enfield, Southgate noted that some of the challenges faced by religious groups in Cyprus were caused in no small part by the political situation. We recognise the constraints, which my right hon. Friend the Minister for Europe discussed with the Cypriot archbishop in May, and we also discussed such matters with the Turkish Cypriot community. More can be done, but we are pleased that progress has been made in recent years on religious services in both churches and mosques, on mutual understanding and on cultural heritage.
Flights were mentioned. The UK Court of Appeal has confirmed that direct flights from the UK to the northern part of Cyprus would breach obligations under international law. The court found that it is for the Republic of Cyprus to determine which airports are open for international traffic and as a result no airlines are licensed to operate flights from the UK direct to north Cyprus.
In conclusion, this debate has underlined the warmth of the ties between the UK and Cyprus and shown how it is in the UK’s national interest to help the Cypriots to reach a lasting settlement. No one should underestimate the scale of the challenges ahead, but the Government firmly believe that a solution that meets the fundamental concerns of both communities is possible and that there has been no better time to achieve it. The parties have stated their willingness to reach a deal and we urge both sides to seize this opportunity. Cypriots of both communities want to live and prosper together in peace. As they strive for a lasting solution, we will continue our active support in Cyprus, Ankara, Athens, New York, Brussels and beyond. I am grateful to my hon. Friend the Member for Enfield, Southgate for securing this debate and giving us the opportunity to discuss these important issues.

Commons ChamberI am grateful to the right hon. Member for Southampton, Itchen (Mr Denham) for calling for this debate and for ensuring that it took place on such a busy day in the Chamber. Important contributions have been made by Members from all parts of the House. I will try to touch on some of them, but if I do not get through them all, I will write to hon. Members.
My hon. Friend the Member for Stafford (Jeremy Lefroy) mentioned the important role of the International Development Committee and the work of DFID. I hope that they will continue their studies in this area. Britain is committed to providing £70 million for a number of years in Afghanistan, and we are one of the major donors in Pakistan as well.
The hon. Member for Southampton, Test (Dr Whitehead) spoke about the role of Iran and the responsibility of the Pakistani Government to do more and not turn a blind eye to the various incidents taking place.
My hon. Friend the Member for Eastleigh (Mike Thornton) spoke about improving knowledge of what is happening with the Hazaras not just in this place but in Britain as a whole. The hon. Member for Bridgend (Mrs Moon) said how easy it is to identify the Hazaras because of their make up and also spoke about the role of the Afghan Government in addressing some of the issues. It is good to see that the second assistant President is a Hazara and that one fifth of MPs in the Afghan Parliament are Hazaras, too. Unfortunately, the same cannot be said in Pakistan.
The hon. Member for Hayes and Harlington (John McDonnell) spoke about a report on tackling these issues. This is now the third such debate in as many years and I hope that it will become an annual event. The FCO’s annual human rights report and quarterly updates comprehensively cover persecutions faced by all, including the Hazaras, so perhaps we should have a debate on the report itself to highlight that point.
The hon. Member for Ilford South (Mike Gapes) spoke about the future of the Afghan Government. He is perhaps better aware than most that we are in a bit of a stagnation period at the moment and are waiting for an outcome and for votes to be counted. Once that happens and there is agreement about what Britain’s and the international community’s role can be, we can step forward and start addressing some of the other issues.
The right hon. Member for Warley (Mr Spellar) spoke about LEJ, the prime persecutor of the Hazaras. We should bear it in mind that it is not the only one, but it is obviously the focus of our attention.
The conflict pool was mentioned by a number of right hon. and hon. Members and has now been replaced by the conflict, security and stability fund, which is a much longer phrase for us to get our heads around. There certainly needs to be more focus on what we can do using that fund. The forthcoming NATO summit was mentioned and I will certainly do my best to have a number of bilaterals on this subject. I had the fortune of speaking to our high commissioner in Pakistan on the matter this evening.
This is an area with which I am familiar. I congratulate the right hon. Member for Southampton, Itchen, who is a bonus to this House, on showing how a constituency matter can be moved forward. He has become very much an expert in the matter and I think the whole House is grateful to him. I am the former co-chair of the all-party group on Afghanistan and I visited the country and the region a number of times, so I am pleased to be able to take on the portfolio and move the agenda forward.
As I have said, this is the third debate since 2012 on the position of the Hazaras and it remains an issue of grave concern for Her Majesty’s Government. Sadly, the difficulties faced by the Hazara community, which the right hon. Member for Southampton, Itchen raised in this House last year, remain in 2014 and it is a tragedy that people from minority communities across Pakistan and Afghanistan, including the Hazaras, suffer the scourge of sectarian violence, a scourge that should not have a place anywhere in the world in the 21st century.
The appalling acts of sectarian violence are well documented by human rights groups and the FCO’s own quarterly human rights report on Pakistan, which I have mentioned, highlighted that the first three months of 2014 saw no substantial improvements. Our human rights report on Afghanistan continues to view the situation as poor.
In Pakistan and Afghanistan, sectarian violence is not isolated to the Hazara community. We must remember that the former senior Minister of State at the Foreign Office, the right hon. Baroness Warsi, who has already been mentioned in the debate, highlighted on many occasions how ethnicity, religion, the freedom to have a religion and the right to believe what one chooses to believe extend across sectarian lines. Both Pakistan and Afghanistan have laws and constitutional protections for the rights of citizens and minorities, but turning those words and genuine commitment from the Governments into action is where much of the challenge lies. We recognise that Afghanistan and Pakistan face significant internal security challenges that have seen thousands of their citizens of all faiths killed in terrorist and other violence, which is why Her Majesty’s Government are committed to ensuring that both countries understand the need for urgent resolution to the violence faced by the Hazaras as well as by other minority groups facing persecution.
We do not underestimate the difficulty of that challenge, but we will not shy away from urging real commitment to progress. We remain unequivocal in our call for the Governments of Pakistan and Afghanistan to address the concerns of all their citizens, regardless of ethnicity, religion or gender, and we continue to raise the issue at both ministerial and senior ministerial level, including Baroness Warsi’s visit to Pakistan last year following her meeting with representatives of the all-party parliamentary group on the Hazara. We will monitor and shine a spotlight on the plight of the Hazara and other minorities in Afghanistan and Pakistan, including through the Foreign and Commonwealth Office human rights report.
Our relationship with Afghanistan and Pakistan on aid remains significant. Of course, we do not make our aid conditional on specific issues, which will remain the case, but UK aid to any country is based on three shared commitments with partner Governments: first, poverty reduction and meeting the millennium development goals; secondly, respecting human rights and other international obligations; and thirdly, strengthening financial management and accountability. In Pakistan, our aid helps the authorities to make progress in those areas, including concrete measures to improve the economy, reform education and devote proper attention to human rights.
Many of those objectives are undermined by the uncertainty and the terrorism inflicted on the Hazara and other communities, particularly those who are among the most commercially productive and entrepreneurial. Is there not therefore a direct link between the objectives and getting change in behaviour?
The right hon. Gentleman is right to highlight that. That is why we are focusing on those three areas of education, tackling poverty and confronting the extremist narrative.
I am conscious of the time and wish to allow the right hon. Member for Southampton, Itchen the opportunity to give us his final thoughts on the subject, so I conclude my remarks by reiterating that the UK is committed to the enduring relationship with Pakistan and Afghanistan and all their peoples, regardless of faith or ethnicity. We will continue to work with the leaders of Pakistan and Afghanistan to address ethnic and religious persecution. We will remain unwavering in our commitment to frank discussion with them as our friends. We will not shy away from tough messages on the rights of minorities.
Having recently taken the responsibility for Afghanistan and Pakistan within the Foreign Office, I am committed to ensuring that those issues receive the attention they deserve. I look forward to meeting members of the all-party parliamentary group in due course to ensure that I understand the issues fully. Once again, I thank the right hon. Gentleman and others for ensuring that this important issue receives the attention it deserves.

The UK welcomes allowing Lebanon and Tunisia to participate in Union programmes which will help familiarise them with EU policies and working methods, and allow for progressive integration into EU networks. There are also several programmes around modernising and developing their economy.
Tunisia is the region’s post-revolution success story and is establishing itself as a model for peaceful democratic transition. A new progressive constitution and electoral law have been approved in 2014, and plans are under way to hold elections this year, in accordance with the constitution. Tunisia’s involvement in Union programmes following signature of the protocol will further support its reform process and will help bring it into line with international standards. This ties in with our policy objectives and would be a positive next step in the maturing EU-Tunisia bilateral relationship.
Lebanon needs to become a stronger independent country less susceptible to the impact of regional events. Allowing Lebanon to become involved in European Union programmes will help it do this. The UK is strongly committed to supporting Lebanon’s stability, security and prosperity. Future involvement from Lebanon in Union programmes will help the UK meet these objectives. The country is currently facing many pressing challenges including the hosting of over 1 million Syrian refugees and security challenges. Lebanon would welcome additional EU support and closer ties.
These Council decisions relate in part to the Republic of Tunisia’s and Republic of Lebanon’s eligibility to participate in the Fiscalis 2020 Union action programme and the Customs 2020 Union action programme, thus triggering the UK justice and home affairs opt-in. I believe it is in the UK’s interest to opt in to these measures, as we have already opted in to the internal EU instruments establishing the Fiscalis and Customs 2020 Union action programmes.

Written StatementsDuring the debate in Westminster Hall on 17 July 2014, Official Report, column 317WH, I incorrectly stated that there had been £65 million put into the Arab Partnership this year. This figure should be £50 million for the financial year 2014-15. The Arab Partnership Participation Fund (APPF) has £10 million to support the development of stronger civil society, Parliaments, media and judiciaries. The remaining £40 million is provided through the Arab Partnership Economic Facility (APEF), to support reforms that deliver jobs, boost economic growth and create effective and accountable institutions. We are investing an additional £65 million through the conflict pool in programmes to tackle conflict in the middle east and north Africa (MENA) region in 2014-15.

Commons ChamberMay I begin by apologising for the Foreign Secretary’s absence? He is in Brussels attending the EU Foreign Affairs Council. In his absence, I am, of course, delighted to be answering 14 of the 25 oral questions today.
As the Prime Minister said in his comprehensive statement yesterday, we are clear that Israel has a right to defend itself against these attacks. No country would stand by as rockets are fired or terrorist tunnels are constructed into their territory. We are equally clear that Israel’s response must be proportionate, taking all necessary steps to minimise civilian casualties in line with international humanitarian law.
I thank the Minister for his response, but we have seen kids being bombed on beaches, tanks attacking hospitals and hundreds of civilians—babies, mothers, patients—being killed. Thousands of Rochdale people and millions of people in the United Kingdom expect their Government to condemn more and understand less. Will the Foreign Secretary and the Minister call Israel to account over its actions in Gaza?
Nobody can fail but be moved by the incredible heart-wrenching scenes we have seen on television. I spoke to the Israeli ambassador and the Palestinian head of mission to the UK yesterday, and I raised concerns about the civilian deaths and casualties with the Israeli ambassador and urged him to ensure that any allegations relating to proportionality be investigated, and he assured me that this would be the case.
We realise that peace is not just about a settlement between Governments, but about people living together. I know that the Foreign Office invests significant resources in single community projects, but in order to build up confidence and break down barriers between the peoples in the region will the Minister look at how we can support cross-community initiatives?
The right hon. Lady is right to point out that there are some wider issues to be dealt with. Our aim is to support and strengthen constituencies for peace through the tri-departmental conflict pool fund. In 2013-14 we funded 17 projects through the conflict pool programme for Israel and the Occupied Palestinian Territories, with a budget of £4 million.
I welcome the Minister to his post. I support Israel’s right to defend itself and I condemn the actions of Hamas, but may I urge the Minister to redouble the British Government’s efforts not just to achieve a ceasefire but to restart peace talks designed to achieve a lasting peace, so that we can end this recurring spectre of the suffering of thousands of innocent Palestinians?
That is exactly what the Foreign Secretary is trying to achieve in his work in Brussels today, and the Egyptian leadership is making efforts to do the same, bringing parties together in the region. The UK has three objectives: to secure a ceasefire; to alleviate humanitarian suffering; and to keep alive the prospects for peace negotiations, which are the only hope for ending the cycle of violence once and for all.
Will the Minister confirm that if the Foreign Secretary last week, when he was Defence Secretary, had ordered British troops to fire on civilian communities in the way the Israelis have, he would be guilty of a war crime?
I am not going to get drawn into that. I think the hon. Gentleman raised the same issue with the Prime Minister yesterday and I will leave my comments there.
Last week, four boys, all from the Bakr family, aged seven to 11 years—Zakaria, Ahed and two boys named Mohammad—were playing hide and seek among the fishermen’s huts at the Gaza city harbour when, as they ran along the beach, their bodies were ripped to shreds in an instant by an incoming Israeli shell. What threat did those little boys pose to Israeli security, and will the Minister condemn the murderous behaviour of Israel as completely disproportionate and a crime against humanity?
The hon. Gentleman makes an important point implicitly, which is that, sadly, the location of this battlefield is one of the most populous areas on the planet. Hamas and Israeli armed forces are conducting these operations in densely populated areas, not least in the Shujai’iya district. Unfortunately, that is also where the tunnel systems are operating and from where, on average, 147 rockets are hitting Israel every day—but, absolutely, as I said before, there are questions to be raised about the civilians, and I put those to the Israeli ambassador yesterday.
First, may I welcome my hon. Friend to what, although it does not look like it at the moment, is the best junior ministerial job in the Government? Although an urgent ceasefire is essential, the reason Gaza is ablaze again remains the same as ever: the inability of the Palestinian Authority, Hamas and Israel to make the necessary concessions to each other to ensure a middle east peace agreement. Will he use his time in office to ensure that the UK does all in its power, together with friends from Washington to all the Arab states, to drive the parties together again for the negotiations that each must have with the other? Will he ensure that they do understand that whatever the justifications for their actions—God knows, we have heard and sympathised with them all for decades—it is no longer worth the loss of life of any more little boys and girls?
First, I pay tribute to the work my right hon. Friend did as Minister with responsibility for the middle east. I am grateful for the support he has already provided me with, and I hope it continues. He rightly says that we must participate, with other nations, in looking for a long-term solution. A cessation of the violence will allow the opportunity to tackle the underlying causes of instability in the Gaza strip, without which the long-term security of both Israel and Gaza will not be secured.
The Israeli defence forces have detected 18 Hamas-built tunnels and found 45 others extending from Gaza into Israel. Many of the tunnels in Gaza originate in civilian areas, beneath homes, greenhouses and mosques. Does my hon. Friend agree that it is quite understandable that Israel seeks to find these tunnels and destroy them to protect its country and its civilians?
It is worrying that on 8 July a Hamas spokesman called on civilians in the Gaza strip to serve as human shields. We have seen on television the pictures of those tunnels, and I have seen reports that 20% of the concrete that goes into Gaza is put to use in making them. That is a shocking indictment of the priorities of Hamas and it needs to change.
19. I draw the House’s attention to my entry in the Register of Members’ Financial Interests. On 15 July, 17 July and 20 July, Israel agreed to accept a ceasefire, but was greeted by Hamas firing more rockets at Israel. What assessment has the Foreign Secretary made of the refusal by Hamas to accept a ceasefire?
My hon. Friend rightly points out that Israel has put forward its interest in a ceasefire, and that remains today. We call upon Hamas to join the ranks in Egypt to discuss not just the ceasefire but long-term peace prospects for the area.
Respectable democracies should not meet unacceptable attacks with unacceptable and disproportionate responses, including the bombing of mosques and hospitals, and the deaths of hundreds of civilians. Is the Secretary of State today raising with other European Governments the EU-Israel association agreement, which is supposed to be based on the shared values of respect for human rights, peace and stability?
I will not pre-empt what the Secretary of State will announce at his meeting. I know that his primary objective is to join all the parties and call for an immediate ceasefire.
Does the Minister agree that the terrible carnage in Gaza means that the prospects for the two-state solution we all want are vanishing? It was still very possible back in 2000; I recall that when I was middle east Minister I had discussions with Prime Minister Barak and Yasser Arafat in Palestine, but that all collapsed and Hamas was elected. Now, Israel’s refusal to negotiate seriously with Hamas, coupled with its merciless assault on Gaza, risks inviting in something even worse and more extreme—ISIS. Surely we should learn from Northern Ireland that to end wars people have to negotiate with their enemies or the terror simply gets worse.
I pay tribute to the right hon. Gentleman for his interest and experience in this area. He is right to point out that we face very difficult challenges. On a positive note, we welcome the announcement of the formation of a new interim technocratic Government for the Occupied Palestinian Territories, reuniting Gaza and the west bank under a Government committed to peace, which is a necessary condition for resolving the Israeli-Palestinian conflict.
Last week, the United Nations Relief and Works Agency issued a statement showing that Hamas had left missiles and rocket launchers inside a school in Gaza. Does that not show that Hamas is using its civilians to protect its missiles and that Israel is using its missile defences to protect its civilians from attack?
As I implied earlier, it is unfortunate that these events are taking place in one of the most populous areas of the world, and Hamas seems to be taking advantage of that to launch its attacks.
Is the hon. Gentleman aware that I warned Yitzhak Rabin, the former Israeli Prime Minister, that if he did not make peace with Fatah, he would be left with Hamas? He made the effort and was murdered for his pains by another Jew. Will the Minister make it clear that, with the death toll rising to 600, which includes the murder of 25 members of one extended family, he will join John Kerry, who has derided and scorned Israel’s claim of pinpointing its attacks and warned it that not only will it suffer more casualties but that it will be left with Palestinians who will refuse ever to negotiate with it?
The right hon. Gentleman illustrates how complex these matters are. I join him in congratulating John Kerry on the work he has done. The UK Government strongly support the tireless efforts of the US Secretary of State and his team to facilitate a final status agreement between the Israelis and the Palestinians, and I know he is pursuing that now he has arrived in the region.
My hon. Friend will know the impact that white phosphorus shells can have on civilian populations in particular. Many of us were appalled to see the use of them in a previous Israeli incursion into Gaza. Will he inform the Israeli ambassador, and all parties in this conflict, that the eyes of the world are on them, and that, whatever their reasons for prosecuting this conflict, we will be watching them very carefully to see how they are doing that?
The use of white phosphorus and indeed of cluster munitions was raised in the Prime Minister’s statement yesterday. We have seen no evidence to date that they have been used during recent events in Gaza. However, the defence section in Tel Aviv will approach the Israeli defence forces to inquire whether they are being used in this current campaign.
May I welcome the Minister to his post and say that I fully appreciate the reasons for the new Foreign Secretary being in Brussels today. As we have heard, Operation Protective Edge has already cost more than 580 Palestinian lives, most of whom are civilians and many of whom are innocent children. Last week, I warned that an Israeli ground operation in Gaza would bring more suffering for the Palestinians and would be a strategic error for Israel. The Opposition are clear that we oppose this escalation. Do the Government?
I thank the right hon. Gentleman for his kind remarks; I hope that I get the same warm welcome at every Foreign Office questions. He is right to remind the House of the heavy death toll that is being endured in the region, with almost 600 dead, 3,600 injured and 83,000 displaced so far. These matters are being raised in Brussels as we speak, and I think the Foreign Secretary intends to put out a statement on his return.
That was a troubling answer, even from a colleague whom I welcome to his position on the Front Bench. I welcome the fact that the US Secretary of State John Kerry has travelled to Cairo seeking an urgent ceasefire, but the pattern of rocket attacks, periodic invasion and permanent occupation does not bring security for Israel and brings further humiliation and suffering for the Palestinians. As in the past, this incursion will end with an agreement. The question is how many more children and civilians need to die before such an agreement is reached. Does the Minister accept that the absence of such an agreement will recruit more terrorists at exactly the point at which Hamas had been weakened by events in Tehran, Syria and Egypt?
I think that the right hon. Gentleman misses the point. The work that has been going on is trying to achieve a ceasefire, which is why the Foreign Secretary, who is in Brussels at the moment, will be flying to the region very shortly. John Kerry is there and so is Ban Ki-moon. We also must not forget that Hamas is firing an average of 147 rockets every single day. Were that to stop, the situation in Gaza would change significantly.
3. What recent discussions he has had with his overseas counterparts on upholding freedom of religion and belief.
7. What the Government’s policy is on the future constitutional and political status of Iraq; and if he will make a statement.
The Islamic State of Iraq and the Levant poses a threat to Iraq, the region and beyond. I welcome the appointment of a new Parliamentary Speaker last week in Iraq, and hope a new and inclusive Government will be formed quickly. The UK has announced £5 million of humanitarian support for the people of Iraq.
I was for seven years the special envoy on human rights to Iraq, and the Minister accompanied me on one occasion, so he should be better informed of that than most. Has he seen the report by the United Nations High Commissioner for Human Rights? She says:
“Every day we receive accounts of a terrible litany of human rights violations being committed in Iraq against ordinary Iraqi children, women and men, who have been deprived of their security, their livelihoods,”
their education, their homes—and many of them, of course, have fled. What exactly are the British Government doing to help Iraqis at this time? The amount of money the Minister mentioned is totally insufficient.
If I may, I shall first pay tribute to the work that the right hon. Lady has done. It was a pleasure to travel with her and she is hugely experienced in this area. Unfortunately, the chaos that we are currently witnessing in Iraq is allowing many humanitarian problems to exist and allowing human rights violations to take place. We are working with the Iraqi leaders, and the urgent priority is the formation of an inclusive Government that can command the support of all the Iraqi leaders in the communities, and jointly combat the threat of ISIL. We welcome the fact that Iraq’s new Parliament met on 15 June to appoint a Speaker. The right hon. Lady will know that now the Speaker is in place, a President and a Prime Minister can be appointed. Those are positive steps in moving forward.
Unfortunately, the Foreign Secretary is not here, but in his last appearance as Defence Secretary, he told me three times that the British Government were in favour of a unified state in Iraq. Is the reality not that a state of Iraq will continue only if there is the loosest possible confederation? Given the facts on the ground, we should be doing far more to support the Kurdistan region, which is democratic and pluralistic, at this time.
I was in northern Iraq last month and I was there when President Barzani made the statement of intent to move towards independence. We have heard no more details on that and we will not react to that until something more is forthcoming. However, Iraq needs to be united in tackling the challenges it faces, including the serious threats that are posed not only in Iraq but in the wider region. To achieve that, a new and inclusive Iraqi Government must be formed as quickly as possible, which includes the Kurds. The hon. Gentleman will know from his visits to the country that the Kurds have been distanced from what is going on in Baghdad, as have the Sunnis. Moderate Sunnis have indeed been pushed into ISIL. We are looking for a more inclusive Baghdad Government, which will unify Iraq.
May I welcome my hon. Friend to his new position? It is a well deserved promotion. The Kurdistan Regional Government now have a 1,000 km border with ISIS. Their budget has not been paid since March by the central Government. Would the Minister’s Department look at what help we can offer the Kurdistan Regional Government? As John Kerry said, these people share our values. It is important that we support them in their struggle against ISIS.
It is not just the payment for the peshmerga; funds from Baghdad have been withheld in other areas, too. The UK will not take sides in that dispute, but we have offered on a number of occasions to mediate if that would be helpful and the offer remains on the table. We believe there is potential for a win-win solution to be found that can benefit both the Kurdistan region and the rest of Iraq, and indeed Turkey and Britain, as they promote exports of oil.
Like Boko Haram and the Taliban, when ISIS rape and enslave women, it is strategic—they are terrorising whole communities—but when our outstanding former Foreign Secretary led an international campaign against such violence, it was labelled “trivial” by many in our press. Will the new Minister please reject that fundamental misunderstanding of how communities are terrorised in such conflicts, and will he commit himself to fighting violence against women and girls as a security as well as a humanitarian priority?
First, I pay tribute to my hon. Friend for her work and commitment in this field. I would be grateful for the opportunity to meet her, to discuss it in more detail. She will be aware that a girl summit is taking place at Lancaster house today, and it will be focusing on those very issues.
May I raise again the issue of Christians in Iraq? I do not think the Minister of State, Foreign and Commonwealth Office, the right hon. Member for East Devon (Mr Swire), answered the previous question in any detail. What are the Government doing in the international community and the UN and with the Iraqi Government to bring attention to the plight of Christians in Iraq, given the terrible threats made against them?
There are threats to Christians, for example in the Mosul area, where they are experiencing intolerance and indeed brutality because of ISIL. That is a particular tragedy for Mosul, given that it has one of the oldest Christian communities in the world. We will work with the new Government in Baghdad to raise these matters further.
Does the state of Iraq have the necessary defence and security capability to recapture the territory lost to the caliphate forces?
My hon. Friend asks an important question. Because of the disparity in the way Iraq is currently operating—I have encouraged a more inclusive approach—there is a disjointed capability. The Americans have moved in with their advisers and are working very hard indeed to upgrade the authorised military capability, so that we do not need to lean on the militias, such as the Shi’ite militias, to tackle ISIL.
First, I welcome the Minister to his post. What is the Government’s assessment of the nature of the relationship between Prime Minister Maliki and the Kurdistan Regional Government?
As I implied and as the hon. Gentleman is aware, there has not been a good relationship between Baghdad and the Kurdish region. An improvement in that relationship is a prerequisite of Iraq remaining unified.
8. What recent assessment he has made of progress in the P5+1 negotiations with Iran on that country’s nuclear programme.
Negotiations with Iran on a comprehensive agreement have been tough but productive. It was not possible to reach a deal by 20 July, but both sides are committed to building on the progress that has been made. We have therefore agreed with Iran to extend the Geneva interim agreement until 24 November to give us the time to bridge the differences, in particular on the core issue of enrichment.
I am grateful for that welcome. The right hon. Gentleman and I have spent much time in this place discussing some of the very issues that we are talking about now. He is right to raise concerns about the deal. Rather than making a bad deal, we believe it is important to delay it to make sure that we have an appropriate deal. Talks have been productive. Both sides have worked hard on a draft text but more time is needed to bridge the differences that remain, in particular on enrichment, and to agree the details of how the agreement will be implemented.
21. The joint plan of action abandons the demands made by the six United Nations Security Council resolutions that Iran must halt all enrichment, so what assessment has my hon. Friend made of the message that this would send to the Iranian regime about how serious we are about sticking to our guns where Iran’s nuclear capabilities are concerned?
I appreciate my hon. Friend’s concerns and pay tribute to him for his interest in this area. We are looking for the appropriate deal to be struck. It has not been on the table up to this point. It was decided to delay matters until November and I hope to be able to report back to the House very soon on what progress has been made.
9. What steps he is taking to support families attending murder trials of British nationals abroad.
16. What recent assessment he has made of the prospects for the middle east peace process.
We welcome the efforts to secure a ceasefire, which remains the best means of ending the current cycle of violence. I call upon Hamas, as I have already said, and all militant factions in Gaza to cease hostilities so that the bloodshed on both sides can stop.
We have increased our funding to the United Nations Relief and Works Agency, the main UN organisation operating in Gaza, by £5 million. The Prime Minister and the Foreign Secretary have been communicating with the parties involved in Gaza, and indeed in Israel, to encourage them to listen to what Egypt is saying and to agree a ceasefire.
Securing a ceasefire is urgently needed to stop this terrible loss of life. Will discussions on a ceasefire include considering the future of the terror tunnels, from which Mumbai-type atrocities are being planned against Israeli civilians?
The immediate priority is to have a ceasefire in place, and then, as John Kerry has stated, we can move towards a longer term solution, which must include all aspects, including—dare I say it?—the territories. These must be considered following on from the ceasefire itself.
22. What discussions he has had with the French Government on arms sales to Russia; and if he will make a statement.
T4. Does my right hon. Friend share my concern that the stalled election process in Afghanistan is undermining the democratic institutions that so many of our brave men and women fought so hard for and sacrificed so much to deliver?
My hon. Friend is right to raise concerns about the election process in Afghanistan. Abdullah Abdullah received 45% of the vote in the first round, and that figure remained the same in the second. Ashraf Ghani went from 31% in the first round to 56% in the second, with an extra million people voting. He threatened to form a breakaway Government, and we are grateful for the work of the United States, and of John Kerry in particular, on reconciling that matter. The votes are now being recounted and we look forward to the result.
T2. The BBC seems to have missed it, but 100,000 people marched through London on Saturday to protest against the terrible suffering of Palestinians in Gaza. Smaller demonstrations are taking place every day, many will march in Newcastle on Saturday, and I have received hundreds of e-mails and letters on the subject. Will the Minister ensure that his counterparts in Israel understand the mounting sense of outrage among the British people?
The increased diplomatic pressure that is being placed on the situation, including by John Kerry going to the region and, indeed by our own Foreign Secretary and the Secretary-General of the United Nations, shows that there is a huge amount of growing international pressure to seek a solution. The Foreign Secretary has done his best to communicate with his counterparts in Israel, Egypt and, indeed, the Palestinian authorities. We hope for, and will work towards, a ceasefire as soon as possible.
T5. Will the Minister congratulate my hon. Friend the Member for Lancaster and Fleetwood (Eric Ollerenshaw) on organising a trip to Bosnia next week, in which I will be taking part, to refurbish a centre for women affected by sexual violence in conflict, which is something in which the previous Foreign Secretary took a great interest?
T8. The Minister said earlier that Israel has the right to defend itself against missile attack, and I entirely agree, but he went on to say that the response must be proportionate. Is it not transparently obvious that the response is not proportionate, but grossly disproportionate and outwith international law? On that basis, will he not look again at the preferential trade arrangements that Israel enjoys at the moment?
We spoke about this outside the Chamber, and I am aware of the hon. Gentleman’s concerns and views. The Prime Minister has spoken about the issues of proportionality, and I have mentioned my discussions with the Israeli ambassador. I see no need at the moment to look at any of the EU negotiations.
Yesterday I asked the Prime Minister about the Litvinenko case, and I am delighted to say that the Home Secretary has today announced a public inquiry, so let me press home the advantage. I also asked him yesterday about the Magnitsky case. Considering that the Americans have already done it and that other countries in Europe have done it, why on earth have we not introduced what the House demanded more than two years ago, which is a clear statement that those who were involved in the murder of Sergei Magnitsky and in the corruption that he unveiled are not welcome in this country? That is now the eighth time I have asked.
Human rights abuses and the persecution of Christians in Iran are at their worst levels for decades—second only to North Korea. Some 700 executions have taken place, with many of those people killed for their religious beliefs. What discussions has the Minister had with the Iranian Government about protecting Christians in Iran?
I mentioned earlier that our embassy in Iran is shortly to open; some technical issues still need to be resolved. Once it is open, there will be more and more opportunity to raise those very issues. Three concerns jump out immediately—freedom of expression, freedom of religion and rights for women—and I will pursue those issues when I have an opportunity, I hope, to visit Iran in the forthcoming period.
Given the massive potential economic benefits from concluding a successful transatlantic free trade agreement and the fact that Britain is one of the leading international trading nations of the EU, would it not make sense for the UK to be granted the trade portfolio within the Commission?
What undertakings can the Minister give that no British arms or equipment have found their way to ISIS?
I was hoping not to have to say this, but if I may, I will write to the hon. Gentleman with the details. I hope to be able to assure him that there have been no such cases, but I will certainly write to him with more details.
What assessment has the Minister made of the double war crime perpetrated by Hamas with regard to not only hiding themselves and their weaponry among the civilian population, but deliberately targeting and desiring the murder of innocent Israelis?
I mentioned earlier the important role that Hamas can play in organising and agreeing to a ceasefire. Unfortunately, it is the case that it has used some of its weapon systems in civilian areas, which has led to too many deaths. As we have said again and again, I hope that all parties can now come to an agreement on a ceasefire, led by the Egyptians.

I am grateful to be able to respond to a wide-ranging, intelligent and informative debate. I join other hon. Members in paying an enormous tribute to my right hon. Friend the Member for North East Bedfordshire (Alistair Burt), who was a formidable Foreign Office Minister and did this Government, and indeed Parliament, proud in strengthening relationships in the middle east and North Africa. I am proud and honoured to follow in his footsteps, as well as those of my right hon. Friend the Member for Faversham and Mid Kent (Hugh Robertson).
Although I found myself in the opposite camp over arming the rebels in Syria, I say to my right hon. Friend who secured this debate that I was amazed at the courtesy and forbearance that he always showed, even though we were totally at loggerheads over the issue. I know that was not unique to me; that is the way he behaves with everybody.
I am grateful for my hon. Friend’s intervention—and grateful that it was brief.
I have limited time to respond to what was an amazing debate. Hon. Members can imagine my delight, given the expertise of my right hon. Friend the Member for North East Bedfordshire, that on day two of my appointment I am called to reply to a three-hour debate on the middle east. He paid tribute to the expertise of the House, and I echo that. It has been reflected in today’s debate. I will not be able to cover the 21 countries under my brief, or the details. I have already made a commitment to myself—given the short amount of time and to give time for my right hon. Friend to respond—that I will write to Members in response to the details they brought up. There are, however, a couple of issues that I would like to get on the record.
The Government’s long-term commitment remains as supporting a more secure, prosperous region, with political stability based on open, inclusive political systems and economies, but as my right hon. Friend has outlined so articulately, countries in the region continue to face serious challenges. Over recent weeks, we have seen the escalation of violence in Gaza and southern Israel, and the growing threat posed by the Islamic State of Iraq and the Levant, which I saw first hand on a visit to northern Iraq only a month ago.
The situation in Syria is particularly bleak, with tens of thousands of civilian deaths and more than 10 million people in need of humanitarian assistance. Elsewhere, many countries that witnessed uprisings in 2011 continue to take steps towards reform, but their successes are fragile, as we have heard, and need continued support. Recent elections in Libya may be an important step in the country’s transition to a more democratic future, but serious security challenges remain. In Egypt, as has been mentioned, we continue to urge President al-Sisi to uphold fundamental freedoms and rights and to open up the political space.
We have seen progress in Yemen’s political transition, but instability and economic challenges threaten to undermine those efforts. On a more positive note, as my right hon. Friend the Member for North East Bedfordshire has articulated, Tunisia’s drive for an inclusive transition has produced marked progress on the development of political systems needed to bring long-term stability, although the economic situation remains critical.
In the limited time available, I turn to Gaza, which has been the focus of many Members’ attention. As the Foreign Secretary made clear to the House on 14 July, we remain deeply concerned by the escalation of violence in Gaza and southern Israel. Israel has the right to defend itself against indiscriminate rocket attacks, but it is vital that Gaza’s civilian population is protected. The UK has three objectives: to secure a long-term ceasefire agreed by both sides, to alleviate humanitarian suffering, and to keep alive the prospects for future peace negotiations. The UK remains in close contact with Israeli and Palestinian leaders and continues to work with international partners, including the US, Egypt and Arab partners, to support those objectives.
I spoke to our embassy in Tel Aviv today and our consulate general in Jerusalem, which represents British interests in the Occupied Palestinian Territories. Implementation of any ceasefire agreement must only be part of a wider effort to improve conditions in Gaza. Without that, we are likely to see further such cycles of violence. We continue to judge that a negotiated two-state solution is the only way to resolve the conflict once and for all. The UK will continue to do all it can to support and advance US efforts to that end. I am sad to report that there are unofficial reports that, while the temporary ceasefire has closed, rockets have been moving from both sides, which is not good news, if that is the case.
To conclude, the region is facing numerous serious challenges and change will continue to be led by the region, not external actors. The UK has an important role to play with the international community in supporting those working to tackle conflict and to build a more stable, prosperous middle east and north Africa, based on strengthened consent and popular participation.
To meet the challenges of this volatile and ever-changing part of the world, we have continued to develop our approach since the uprisings of 2011. Through our Arab Partnership reform—I pay tribute to the work that my right hon. Friend the Member for North East Bedfordshire has done, and we have seen £65 million put into that project this year—we are supporting those who are tackling conflict and implementing reform. We are striking a balance between addressing short-term insecurity and laying the foundations for long-term stability, based on open, inclusive political systems and economies. We must accept, however, that that is the work of a generation, and we should not be deterred by setbacks along the way because, as the Prime Minister has made clear, the success of the middle east and north Africa is not only in the interests of the region, but of the UK and the world.
I congratulate the Minister on his appointment. I want to talk about ISIS and Kurdistan. Has he begun to consider a scenario where Baghdad is no longer functional and whether we would then support the Kurds in their fight against ISIS? My other point is the one that I made on oil exports. We remain neutral on that, but other countries, such as Morocco, do not. Has he considered making representations to Morocco and other countries, asking them to remain neutral on that?
I am grateful for that intervention. I heard those issues on my recent visit. They are placed on the record, and I will get back to my hon. Friend with some details on how that might be pursued.
Will the Minister fulfil our obligation under international law by ending trade with illegal settlements? Will he investigate the point raised by my hon. Friend the Member for Birmingham, Northfield (Richard Burden) on whether British arms that we supplied are being used in the current conflict by the Israelis? If they are, what will the Minister do about that?
Again, that is one of the issues that I would have loved to touch on, had there been time. I made some notes on the case as the hon. Member for Birmingham, Northfield was speaking, and if I may, I will come back on that. I have some detailed notes, and I would be delighted to respond.

Commons ChamberIt is never a waste of time for the Presidents of Russia and Ukraine to talk together. It was important that they did so, and I believe that they have since had a further conversation on the telephone. We encourage Russia to continue to talk bilaterally to Ukraine, but of course those talks have been damaged by the bringing down of a Ukrainian aircraft and the death of 49 people only a few days ago. That underlines the need for Russia to cease its support for illegally armed groups that are very seriously damaging the prospect of Russia and Ukraine working together.
18. Given that President Putin has acknowledged the outcome of the Ukrainian presidential elections, will the Foreign Secretary take up with his counterpart the fact that there are still weapons systems—tanks, rocket launchers and so forth—entering Ukraine that are coming from Russia?
Yes, absolutely. The arrival in Ukraine of three Russian tanks further underlines how Russia is allowing arms supplies to go to illegally armed groups in the south and east of Ukraine. Desisting from that will be fundamental to any understanding between the two countries, which it is in the interests of Russia to achieve.
All hon. Members on all sides of the House debated and voted honourably on that issue and we should respect the arguments made then and now on both sides. As I said to the House yesterday in the course the statement, we must await the outcome of the Chilcot inquiry before we try to pass judgment on those events, and we must concentrate for the moment on what we do now. I made it clear that we are not planning in these circumstances a British military intervention in Iraq.
T5. I welcome the announcement that our embassy in Iran is to reopen. In supporting improved relations between our two countries, we must not forget why the embassy had to close in the first place. It was because local security forces stood back and allowed a mob to storm the embassy and take it over. Has my right hon. Friend received any guarantees that this will not be repeated?
Yes; this is a very important point. As I set out in the written statement that I have issued today, our primary concerns when considering whether to reopen the embassy were that we had an assurance that our staff would be safe and secure, and that we had the confidence that they would be able to carry out their functions. The Foreign Ministry of Iran has given assurances. We will continue to discuss those issues in the run-up to the reopening of the embassy and they remain our paramount concerns.
