I so understand and appreciate my hon. Friend’s constituents’ concerns. Similar concerns will have been raised with other Members from across the House, not just about the weddings businesses but about many other businesses that are facing restrictions as a result of the social distancing rules that we have had to bring in. The trouble is that, with all these things, there is an increase in the risk of spread and contagion. We simply have to balance that risk against what we are seeing now with the spread of the virus. I must reluctantly say to my hon. Friend that, although we will work as fast as possible to get our whole economy open and take all these restrictions off, the way to do that is for the whole country to work together, as we have done so far, to enforce social distancing, obey the basic rules about hands, face, space; getting a test if you have symptoms; and the rule of six, indoors and outdoors. That is the way that we will beat this virus. That is the way we will control it and allow weddings and all other sectors to open up again.

I, too, have had constituents in Cardiff South and Penarth contact me with serious concerns about testing. It is clear that the problems originate not in Wales, but with the UK testing and online system, which is leading to rationing, chaos and confusion, and all the while the virus spreads further. We are told that the Prime Minister’s chum Cummings has a seeing room. Well, it is clearly not working, because this should have been seen coming months ago, like the exams fiasco. The truth is that the Prime Minister has not got control of this. When is he going to get a grip?

Once again, the Opposition are at risk of undermining the colossal work of NHS Test and Trace. Let me give the hon. Gentleman one statistic: just in the last week, the average distance that people have had to go for a test has come down from 6 or 7 miles to 5 miles. We are continuing to improve this system the whole time, and I remind the House and those who want to run it down that we are conducting more tests than any other European country, testing more people per thousand population than any other European—[Interruption.] Those are the facts. He doesn’t like it; all he wants to do is score party political points.

It will also be about an opportunity for the hon. Gentleman to intervene—in a minute, but not yet. I have been waiting 10 years for the opportunity to be able to turn the hon. Gentleman down. I am not going to lose out on that.

In Wales, there are now 144,000 more people in work than there were in 2010 and 90,000 fewer workless households than there were in 2010. Before anybody sticks up their hand and says, “Ah, but they’re not real jobs,” or, “Ah, but they’re zero-hours contracts,” even if we take the most pessimistic view of those figures, it is still a remarkable testament, not necessarily to the Welsh Government or even the UK Government, but to the businesses and individuals in Wales and their resilience in being able to create and sustain that positive economic picture.

Since 2010, GDP per head in Wales has grown by more than the UK average, and in the past year alone 51 foreign investment projects have come our way, creating 1,700 jobs. We have institutions such as INEOS Automotive in Bridgend; Admiral and GoCompare; Airbus and Toyota in Deeside; Aston Martin in St Athan; Bluestone and Valero down in my part of the world, in west Wales; Tata, Celsa and Liberty Steel; numerous successful holiday and leisure small and medium-sized enterprises around the coast; agri-tech in Aberystwyth; a cyber-security hub in Newport; Zip World in north Wales; and a growing renewables hub in the Milford Haven waterway. I know that every single colleague present will have a fantastic example of people who have created interesting, diverse and profitable businesses.

The Secretary of State mentions many companies, including some in my constituency. It is crucial that through a great education system we equip the younger generation to prepare for the opportunities in those companies, so will he join me in congratulating the Welsh Labour Government on the investment that they have put into my constituency? We have new schools in the east of Cardiff and in Penarth, and a new further education college—Cardiff and Vale College—and we have seen the improvement of a whole series of educational facilities at every level.

As the hon. Gentleman knows, I will always congratulate any Government of any colour if they do the right thing by jobs and growth.

On renewables, which I have touched on, Wales’s electricity is already 50% powered by clean energy, and I am committed, as I know colleagues are, to seeing that figure rise. This is of course the Prime Minister’s year of climate action, building up to COP26, and Wales has a role to play in that, just as it does in a low-carbon economy.

It is in fact quite the opposite. I suspect that what I have done is cause a certain amount of embarrassment. We all know and understand that the funding does not always work in the way that it should. I made it absolutely clear that the examples I gave are the exceptions, not the rule. My point is very clear. There should be a collaborative approach by the Welsh and UK Governments to prioritise jobs and growth. If the Welsh Government or Welsh Labour cannot live with that, that is their problem, not mine.

I thank the Secretary of State for giving way; he is being generous—but also uncharitable. My hon. Friend the Member for Caerphilly (Wayne David) made his point; I can point to examples in my constituency. In Butetown, EU funding went to the community centre, the youth pavilion, and regeneration in one of the most deprived areas in Wales. The Government have not given answers as to where funding will come from to ensure that the so-called levelling up agenda can be delivered. They need to answer those questions.

The hon. Gentleman is quite right. Those questions will be answered. Whether they are answered now or at a future stage is a matter for him to judge. I am conscious that I have been super generous with interventions, and that I must now get on with my few remaining comments.

As the hon. Gentleman has just mentioned, levelling up and strengthening the Union are our buzzwords. That means road, rail, air, and digital infrastructure improvements. It means mobile phone coverage in the most hard-to-reach places and cross-border connectivity. If we want an argument in this place, let us have one about the M4 relief road. Let us hear from Opposition colleagues about what pressure they are putting on the Welsh Government to remove that blockage and unleash economic potential throughout south and west Wales. Not a single business from the west coast of Pembrokeshire to the Severn Bridge does not believe that the project is a good idea. The blockage appears to come from the First Minister’s Office, so if colleagues share our ambition for the project, let us hear from them. I will take any intervention from the Opposition confirming their enthusiasm for that improvement. [Interruption.] Okay, perhaps not.

We also want a more reliable rail service and charging points for electric vehicles. For those who say, “What has HS2 ever done for us?”, I would say this—

I can absolutely offer that guarantee, and I can go a little bit further. The blockage between the MOD and the Welsh Government has started to loosen, and there now seems to be some progress. I very much hope that we can achieve the objective that my right hon. Friend wants, which is a substantial military footprint at St Athan.

The Secretary of State for Wales is due to meet the Secretary for State for Transport in the coming weeks, when they will discuss how we can build on the new superfast rail service between south Wales and London and the improved connectivity that HS2 will bring to north Wales.

Of course, I am talking about south Wales, and I am sure that the Minister will welcome the support that the Welsh Labour Government are giving to the St Mellons parkway project to the east of Cardiff. Will he ensure, in his discussions with the Secretary of State for Transport, that as many GWR cross-border services as possible can stop there, as well as services from competitors?

The hon. Gentleman makes an important point, and I would be happy to discuss it with him. I can absolutely assure him of our commitment to rail infrastructure in south Wales as well as in north Wales, which is why we have spent an extra £1.5 billion during this control period and laid on thousands of extra seats between London and south Wales.

It is a pleasure to speak in today’s debate at a particularly happy time for all Welsh Members, following Saturday’s sensational try by Josh Adams that propelled the Welsh team to the top of the Six Nations table. I have fingers, toes and, frankly, everything crossed for a Welsh grand slam, and I know the whole country is firmly behind our team and cheering them on.

I will be brief, and perhaps disorderly, in thanking the choir in the Public Gallery, Only Boys Aloud, for giving us a wonderful performance earlier today.

As others have done, I pay a personal tribute to our late friend and colleague, the former hon. Member for Newport West, Paul Flynn. His loss is a painful one, and it will continue to be felt on these Benches and across Wales for some time to come. Paul truly was a giant, both of Welsh politics and of our Welsh Labour movement. He leaves an unfillable space in this place, just as he does in the communities he served with such wit and passion across Newport West. We will miss his courage, his keen sense of humour and, above all, his determination to do what he believed was right for the people he served, however unpopular or unfashionable that may be.

Sharp, often outspoken, always articulate, occasionally contrary and of peerless intellect—Paul was all these things. This House, and our country, has lost a compassionate, independent champion for his constituents. I would argue that the term “honourable gentleman” could have been coined with Paul in mind. Even as his health was failing, he fought for his people and his principles with the zest, tenacity and effectiveness that were his trademarks. At a time when the public’s trust in politicians and our political institutions is so low, it is an even greater blow to lose someone whose ambition and achievements soared so high. My thoughts and deepest sympathies continue to be with his wife, Sam, and his friends and family at this difficult time.

Likewise, I know that colleagues from all parties in the National Assembly for Wales are still coming to terms with the immeasurably sad loss of Steffan Lewis. I first met Steffan when we were both young Assembly researchers and, although we were serving politicians of different political colours, he was unfailingly courteous and engaging, and even then he showed the gentle effectiveness that became his hallmark.

Steffan’s passing at such a terribly young age must remind all of us who are still fighting to improve the lives of our constituents that, through our common beliefs, passions and ideas, we can achieve so much more than through the “Punch and Judy” theatrics that too often typify our politics. That is the style of politics Steffan embodied in life, and it should stay with all of us in his passing. My thoughts continue to be with Steffan’s family, friends and Plaid Cymru colleagues in this Chamber and in the Assembly.

This year has seen a significant amount of change in Welsh politics, most notably with my friend and constituency neighbour Carwyn Jones stepping down as First Minister after nine years in the top job. Carwyn was that rarest of political beings, someone people not only trusted to run their country but with whom they would also happily enjoy a pint. An outstanding leader of Welsh Labour and the Welsh Government, his legacy is a strong one, rooted in Labour values and delivered against almost a decade of unremitting Tory austerity. I place on record my support and good wishes to our new First Minister and Welsh Labour leader, Mark Drakeford, in continuing the work of delivering for the people of Wales.

Members on both sides of the House will know that one of the issues I am particularly passionate about is rail infrastructure—I often bore Members to death with my constant talk of rail infrastructure—and one of Carwyn’s greatest legacies is the massive investment being pumped into the new Wales and Borders franchise through Transport for Wales.

The Welsh Labour Government are investing a whopping £5 billion in our rail network, with £1.8 billion invested to ensure that all trains are replaced with new rolling stock by 2023. Crucially, these are Welsh solutions, designed in Wales to benefit Wales. Half of these trains will be built in Wales, providing skilled employment opportunities and delivering a world-class service of which passengers can be proud.

This bold, innovative and well-resourced approach stands in stark contrast to the ongoing rail disaster being overseen by the UK Department for Transport and the Wales Office. From the scrapping of rail electrification to the meagre amounts of money being allocated to Wales for rail safety improvements and network upgrades, their “great train robbery” shows how little respect the Tories have for Wales.

My hon. Friend makes a valid point about train services in Wales. I look forward to that new investment, particularly in services to Penarth and throughout my constituency. Will he join me in welcoming the fact that a brand-new station will be built in St Mellons in east Cardiff? That is the sort of investment we need, instead of the Department for Transport’s shambles on the Great Western main line.

I agree with my hon. Friend, and one of the most frustrating things is that the Secretary of State makes bold announcements about railway infra- structure investments and plans for Aberystwyth and Carmarthen without putting any investment into the railway infrastructure that currently exists. [Interruption.] He can shake his head all he likes, but he has made those statements publicly.

It is a pleasure to follow the hon. Member for Ogmore (Chris Elmore), and I pay tribute to the hon. Member for Gower (Tonia Antoniazzi) for working hard to secure this important debate. It has been a good week for Wales, bathed in warm sunshine and the afterglow of a stunning and historic victory on Saturday. Wales is a truly blessed and happy nation in this St David’s Day week.

I wish to use my brief remarks this afternoon not to raise concerns and problems affecting my constituency, as I have used other opportunities in the Chamber this week to do that, but to talk about things that makes Wales great in 2019. So I will be making some unalloyed positive remarks in the St David’s Day debate. Things that make Wales great No. 1: Welsh sport. I make no apologies for making this my starting point. I love sport as entertainment. Anyone who watched the game on Saturday will know that “That’s Entertainment”, in the words of the Jam. But sport in Wales is so much more than just entertainment: it is a source of employment, skills and volunteering opportunities; it is a vehicle for social cohesion and national ambition; and it is a tool for tackling poor mental health and for leveraging inward investment. I truly believe in the power of sport to transform lives and boost our economy. This is really important for us in Wales, as a smaller nation, where our victories really matter to us. Whether we are talking about the Welsh football success at Euro 2016, Newport knocking Leicester out of the FA cup, the victory on Saturday or Geraint Thomas winning the Tour de France in 2018, these are things that really matter to us. It is not just about making us feel good; one of the keys to Welsh success in the years ahead is investing in sport, for all the reasons I set out, and using sport to help make Wales a stronger nation. In Wales, we are also closer to our sporting heroes than people in England perhaps are, and I sometimes try to explain this to my English colleagues. We see our sporting heroes in Wales in the street. We sometimes see them in the pub or at motorway service stations. They live among us in Wales. That is really important, and it brings me to my second point.

Things that make Wales great No.2: community. The spirit of community in Wales is very strong and positive. It is a bit of a cliché to say it, and we sometimes hear people from the north of England say similar, but Wales is a friendlier place—I genuinely believe that. In 2019, it feels as though we have shaken off some of the stuffy insularity or curtain-twitching judgmentalism that Dylan Thomas used to rage about and hate, writing about it in “Under Milk Wood”. In 2019, Wales is an open, tolerant, caring, welcoming place.

I completely agree that community is one key characteristic of Wales and what makes it great. Does the right hon. Gentleman agree that one of the great ways in which communities come together is through music? We have Only Boys Aloud here today in Parliament and they have been singing in the St David’s Day service; they have been taking part and they are making a huge difference in communities up and across Wales.

I thank the hon. Gentleman for that. I have heard that choir sing on many occasions, and what a great bunch of guys they are. In terms of using culture as a tool for social mobility and ambition, they are a hallmark of Welsh success. This spirit of community shapes our politics and society in Wales. Whether someone comes from a Welsh Tory, Liberal or Labour tradition, their politics tend to be more communitarian, rather than individualistic. That brings me to an important point about Welsh participation in this House of Commons, which I flag up to the Secretary of State. If the boundary review goes ahead in the way it is shaping up, the Welsh voice in this UK Parliament will be smaller and that Welsh political tradition, which has helped to shape our UK politics, risks being diminished.

Things that make Wales great No. 3: our landscape. The hon. Member for Gower has spoken passionately about her constituency and how stunningly beautiful it is, and she is absolutely right; it comes in just behind Pembrokeshire in the league table of beautiful constituencies around the UK. We are truly blessed with some stunning landscapes. This is not just about saying what a pretty postcard it makes; the outdoors in Wales is the source for outdoor education, learning about the environment and promoting important messages about climate change. I want to use this opportunity to pay tribute to the Darwin Centre in my constituency, which, for the past 10 years, has pioneered outdoor education in the areas of science and environmentalism. I pay particular tribute to its outgoing director, Marten Lewis, who has revolutionised education in Pembrokeshire, using the outdoors as an educational tool.

Things that make Wales great No. 4: the Welsh men and women who serve in our armed forces. There is an important historical tradition of Welsh men and women serving in all branches of the armed forces. I watch the film “Zulu” every year and have a chuckle at the depiction of Jones 1 and Jones 2 in that film, but our having this rich tradition is an important point. I have concerns about the way recruitment is developing in our armed forces, with the changes to the recruitment processes and the closures of some recruitment offices. I have concerns about some potential changes to the armed forces footprint in Wales. We do not want to risk reducing the important contribution that Welsh men and women make to our armed forces.

Finally, I come to things that make Wales great No. 5: our language. I say that as someone who does not speak Welsh. I have made three serious attempts at trying to learn Welsh, but I grew up on the wrong side of the Landsker line in Pembrokeshire. Many Members here will know that that is the 1,000-year-old cultural and linguistic line that divides Pembrokeshire, which was put in place by the Flemish lords who came in on the back of William the Conqueror. On Friday, however, I had the huge privilege of visiting a brand new Welsh-speaking school in Haverfordwest, Ysgol Caer Elen. Haverfordwest has traditionally been an English-speaking town, but a new generation of Welsh speakers is coming through and that is a really positive thing. My final comment is a message to those people on social media and elsewhere who moan about the costs of bilingualism and about the Welsh translation of English place names in Wales. My message to them is: get over it. The language is a really important thing that roots our nation back to ancient and mysterious times, and that is a great thing. Happy St David’s Day.

I thank the hon. Gentleman for his point. I am talking about the warnings that are being given. Airbus is issuing stark warnings, and some companies are upping and leaving. Many will up and leave unless something is done.

The right hon. Gentleman does not appear to have heard the warnings from organisations and businesses across the spectrum. The other day, I was speaking with people from Cardiff University who cited Brexit as one factor in their decision to issue redundancies. That is happening in our crucial and brilliant university in our city.

Absolutely. I thank my hon. Friend for his excellent point.

This pattern does not seem to bother our UK Government, intent as they are on delivering a Brexit whatever the cost. That cost will be great, but it will be the greatest in Wales as we are dependent on those and other such jobs. We have been at the mercy of a Tory Government’s austerity measures for the past nine years. I see the struggle in our public services and in our communities. Our people who were left bereft following the ruthless Thatcher years are once again feeling the brunt, and Brexit is only set to make things worse. Why do we in Wales have to put up with this again?

Wales is an outward-facing international country with our own values, our own language, and our own culture and history. We do not want this right-wing Brexit ideology, which only harms our communities, our people and our services. We know that Brexit—any Brexit—only aids the right. It is a project driven by the right and for the right. As a progressive forward-looking Wales we know that the best deal for us, for our hard-working families, for our public services and for our businesses is the one that we have now as full members of the European Union.

I beg to move,

That the Committee has considered the draft Tax Collection and Management (Wales) Act 2016 and the Land Transaction Tax and Anti-avoidance of Devolved Taxes (Wales) Act 2017 (Consequential Amendments) Order 2018.

It is a great pleasure to serve under your chairmanship, Mr Pritchard, I think for the first time. It is also a great pleasure, and indeed an honour, to serve in my first debate as a Wales Office Minister. I am of course a proud Yorkshireman, as most people know, but at heart I know that there are many similarities between the great county of Yorkshire and the great country of Wales. Both have historically been centres of heavy industry, before transforming into modern, vibrant economies. Both are home to rich cultures, beautiful countryside and great county cricket clubs.

I assure the Committee that, regardless of where our constituencies might be, Conservative Members want to see a strong Wales within a strong United Kingdom—I am sure that Opposition Members feel exactly the same. I am determined to work with the Secretary of State for Wales to deliver just that.

The draft order makes changes to UK legislation arising from the National Assembly for Wales’s Tax Collection and Management (Wales) Act 2016 and its Land Transaction Tax and Anti-avoidance of Devolved Taxes (Wales) Act 2017. As the Committee will no doubt recall, the Wales Act 2014 implemented the vast majority of the recommendations of the Silk commission’s first report to devolve tax and borrowing powers to the National Assembly for Wales and to Welsh Ministers. That included powers to replace stamp duty land tax and landfill tax in Wales, as well as the creation of Welsh rates of income tax.

The Wales Act 2014 represented a significant moment in Welsh devolution, enabling the Assembly to legislate to establish the first specifically Welsh taxes in almost 800 years—a land transaction tax and a landfill disposal tax—and the Welsh Revenue Authority to collect and manage the new devolved taxes. I am pleased to note the positive collaboration between the UK and Welsh Governments to manage the transition to the devolved taxes, which came in on 1 April. The Government continue to report annually on that work, and the fourth report on the implementation of the financial provisions of the Wales Act will be presented to Parliament next month.

The 1 April was also significant as the date on which the new reserved powers model of devolution for Wales, put in place by the Wales Act, came into force. The Act further demonstrates the Government’s firm commitment to devolution. Alongside the new model of devolution, the Act devolved further powers that can make a real difference to people’s lives in areas such as elections, transport and natural resources.

The Minister is talking about a significant date, 1 April—indeed, it could be—and about the Welsh Revenue Authority. Obviously, the new authority will have to make financial predictions based on a whole series of measures, including the taxes in the draft order. Does he therefore find it extraordinary that the Welsh Government have not been given sight of the Brexit withdrawal agreement, given the impact that it will have on Welsh finances and the Welsh Revenue Authority’s ability to raise revenue?

The Welsh Government are not the only organisation not to have had sight of that documentation as yet. I am sure that they will be brought into those discussions at the earliest opportunity.

The Minister says that, but today we were told that the Chief Minister of Gibraltar has been given sight of the agreement. Is that not extraordinary? The Minister talks about a commitment to devolution, but the Welsh and Scottish Governments have not received a briefing.

Absolutely, and I think my hon. Friend makes a number of important points that the House will take on board. Tourism is absolutely vital to economies across the United Kingdom and will only become more so in the years to come. I will look briefly in my remarks at the impact of Brexit on the economy, but I know that a large number of Members from Wales want to speak, so I will be as brief as I can.

I want to look at some of the key challenges and opportunities that are facing Wales and its people, particularly in the context of the devolution journey and Brexit. It is more than 20 years since the first devolution referendums, and next year will mark 20 years since the devolved institutions first met. Matters such as health, education and transport have been and continue to be decided by the people of Scotland and Wales. In recent months and years, Scotland has welcomed the further devolution of powers on matters such as income tax, which is now under the remit of the Scottish Parliament. Wales is also in the process of seeing further devolution on issues such as transport, energy and electoral arrangements.

The devolved powers that we have in Scotland have allowed us to make many decisions that are different from those affecting people elsewhere in the United Kingdom. For example, nobody in Scotland pays the pernicious bedroom tax. The Scottish Government spent more than £125 million between 2013 and 2017 on mitigating that. Unfortunately, I do not think the same can be said yet in Wales. We also see some divergence in areas such as public sector pay. The Scottish Government have lifted the cap on wage rises for public sector workers, meaning, for example, that a nurse earning £30,000 a year will get a 3% rise in the coming financial year. That is in stark contrast, unfortunately, to the Welsh Administration, who insist that Westminster needs to loosen the purse strings before they take action.

Although I might not agree with all the decisions that the Administration in Wales are making right now, it is certainly to be celebrated that those decisions are being made in Wales, and it demonstrates that there is still a strong case for even further devolution to Wales. A good example of that is policing. In Scotland, we have devolved responsibility for policing, and recorded crime is now at its lowest level for over 40 years. That is in no small part thanks to the Scottish Government’s commitment to an extra 1,000 police officers, and is set against the stark backdrop of Westminster-led austerity and falling police figures in England. In Wales, there are 750 fewer police officers than there were in 2010—a 10% drop since the Tories came to power at Westminster.

I note the hon. Gentleman’s point, although I put the blame firmly on the Tory UK Government for the police cuts. Does he recognise, though, that thanks to the Welsh Labour Government there has been huge investment in police community support officers, which has kept them on our streets and made a big difference in my local communities?

It is important that efforts are made by the devolved Assemblies wherever possible. I have seen figures from Dyfed-Powys police showing that were policing to be fully devolved to Wales and funded per head of population, Welsh forces would be £25 million better off. We welcome the UK Government’s recent decision finally to allow the Scottish integrated police service to reclaim the VAT it is owed. We are looking for a refund and hope that similar progress can be made in Wales. That demonstrates the strength of devolution. I should also pay tribute to my friends in Plaid for the influence that they are exerting on the Welsh Administration. I hope that one day they will exert even more influence by taking full control.

As with so much, however, all that is overshadowed by Brexit. The Secretary of State has championed the Welsh economy and its great trading relationship with the EU, but the Government’s own analysis shows that Wales will be one of the parts of the UK that bear the brunt of Brexit. If we crash out on World Trade Organisation terms, we are looking at a contraction of almost 10% in the Welsh economy, meaning huge cuts in wages and potentially thousands of jobs lost. Some 200,000 Welsh jobs are based on trade within the single market and the customs union, and Wales is a net beneficiary of EU funding by around £245 million, or £79 per head. All that is at risk from an extreme Tory Brexit, and the only solution that can guarantee frictionless trade is continued membership of “the” single market and “the” customs union.

Of course, we are having this debate on the day when the House of Peers is debating clause 11 of the EU withdrawal Bill—the great power grab of the great repeal Bill. The Scottish and Welsh Governments have a unity of purpose at present and are doing a fantastic job of defending not only Scottish and Welsh interests but the very foundation of the devolution settlement from the crude attack being perpetrated by the Tories here at Westminster. We have seen the Cabinet Office list outlining 24 areas of devolved competence in Wales that it wants to snatch back, which is why Plaid was right to introduce the continuity Bill in the National Assembly for Wales as a way to safeguard the devolution settlement from the Tories’ power grab.

The Tory Government here always speak of the will of the people, but as we heard from the Labour Front- Bench spokesperson, the people of Wales have endorsed the devolution settlement not once but twice, in 1997 and again in 2011, so they cannot use the UK Brexit referendum as an opportunity to overrule the decisions people made in Wales to have power devolved to their Assembly. There is still time for the UK Government to reach an agreement with the Welsh and Scottish Governments on the question of clause 11 and the devolution of powers post Brexit—both those Governments have indicated their desire to do so—but we are absolutely clear that UK-wide frameworks to deal with the post- Brexit scenario have to be arrived at on the basis of the consent of the devolved Assemblies, not simply consultation.

As has been noted, this debate was originally scheduled for St David’s day. In Scotland, St Andrew’s day is recognised as a public holiday, because the Scottish Government had the power to make that change. That is an anomaly in Wales that ought to be put right, both by introducing a public holiday and by giving the Welsh Assembly the power to make that determination.

It is a bit unfair to suggest that anyone is destitute, but the hon. Lady is right: many women have been affected by the changes to pension law. They say they were not contacted by the previous Labour Government, who were in power for 13 years, when many of these changes we introduced. I do not know whether Labour Ministers contacted them—there are different sides to the story—but certainly many people have been affected. But of course we do not have unlimited money. If she wants to offer pensions to everyone—of course, it would have to be for men and women under the changes to EU legislation—she has a responsibility to say how she would fund the money. Would it be through extra taxes, even though they probably would not raise any extra money, or through extra borrowing or cuts to other Departments? We would all be interested to hear how these promises would be funded.

The hon. Gentleman is talking about borrowing. I wonder what he made of Treasury analysis showing that, as a result of the Brexit scenarios that the Government are pursuing, public sector borrowing will go up massively over the next 15 years, completely wiping out any of the claims that were made on the side of that infamous red bus.

I am always reminded of the benefits of mindfulness when I listen to the hon. Member for Monmouth (David T. C. Davies), and then follow him.

Wales, as we know, has a very proud history and tradition. When I was thinking about the debate today, however, I decided to focus on the future, and, in particular, on the role of young people in Wales—especially those close to home, in my constituency.

Cardiff is projected to be one of the UK’s fastest-growing cities, with a 26% population growth over the next 20 years. I represent a university constituency in our capital city, and I am very proud to do so. There are very few university constituency Members in the House, and I am also proud that the majority of them sit on the Labour Benches. There is an obvious reason for that, which I will come to later.

Cardiff Central contains the campuses of no fewer than three excellent universities,: Cardiff University, Cardiff Metropolitan University, and the University of South Wales.

Cardiff University is one of the global top 100 universities, Cardiff Met is continuing to increase its strong international reputation, and the University of South Wales is now the second largest university in Wales in terms of student numbers. Many academics and students from other universities choose to make Cardiff their home, which is partly why Cardiff Central has the second highest proportion of residents aged 16 to 24 in the United Kingdom. Moreover, 40% of our city’s population hold tertiary-level qualifications, and we have 75,000 students in the city region. That amounts to half the student population in Wales. There are 43,000 students in Cardiff alone, most of whom live in my constituency. More than one in three students studying in Cardiff’s higher education institutions are now postgraduates, and a quarter of those studying in the city are international students.

The first university in Cardiff was founded in 1884, with only 13 academic staff and 102 full-time students. What has been developed and built over the past 134 years —not just in terms of expanding campuses, but in terms of knowledge, skills and our economy—is a wonderful achievement.

I thank my hon. Friend and neighbour for giving way. She is making an excellent speech. Many members of university staff and some students live in my constituency—although not as many as live in hers—and I am very proud of the role that universities play in Cardiff. Does she agree that it was important that so many young people and, indeed, lecturers and staff from Cardiff universities turned out to protest against the extreme far-right neo-Nazi actions that we regrettably saw in my constituency at the weekend? That solidarity across Cardiff was a powerful thing to behold, and I am sure my hon. Friend will join me in welcoming it.

I thoroughly endorse what my hon. Friend has said. We know that when such incidents happen in Cardiff, which, sadly, they do from time to time, the whole community turns out in support of our fight against them.

When I walk through Cardiff Central, past the neoclassical buildings of Cathays Park or the modern, striking architecture of the University of South Wales, or Cardiff Met, I see those buildings as a striking reminder that our universities represent both our openness to ideas and our promise to future generations. The way in which we value and treat our universities and those who work and study in them says a lot about our progress on those fronts.

Topically, the last month has seen the biggest ever industrial action undertaken by the University and College Union in defence of the university superannuation scheme and against proposals by Universities UK to change it. The changes would mean a reduction of £10,000 a year in the pension of the average university academic. Cardiff University UCU members voted overwhelmingly to take industrial action, easily seeing off the restrictions in the Government’s mendacious Trade Union Act 2016. Cardiff UCU, through a very effective campaign and with a perfectly reasonable and justifiable case, has seen its vice-chancellor—who is also the head of Universities Wales—eventually peel away from the hard core of vice-chancellors who were opposing any return to the negotiating table and a fresh, independent look at the pension fund valuation that had been undertaken by Universities UK.

The dispute that has hit Cardiff University is a consequence of the Government’s marketisation of higher education. In the Government’s rush to ensure that universities are run like private businesses, lifting the cap on tuition fees and treating students as customers, the balance sheet has become king. It is the balance sheet that will allow vast borrowing to expand campuses and capacity, and, as we have seen in the private sector, employees’ pensions are always an easy target for those trying to smarten up their balance sheet. But what is the point of a glossy prospectus and a shiny new building if we cannot attract the best people to teach and do research there? As if Brexit was not enough of an unnecessary threat, we do not need to turn the brightest minds away from a career in our universities in Wales teaching the next generation of engineers, doctors, teachers, business leaders, and, yes, maybe even politicians, by making those careers less attractive through slashing pensions. As Anthony Forster, vice-chancellor of Essex University, has said:

“university employers must step up to the plate and commit to increasing employer contributions to the scheme…Principled compromise is the answer.”

Going back to the issue of how we value and treat our universities in Wales and those who work and study in them, Government higher education policy says a lot about their attitude to young people in Wales. In 2010 the Tory-Lib Dem coalition Government made clear what future they had in mind for the next generation when they saddled young people with tuition fees of £9,000 a year, and this was made clearer when the current Government replaced maintenance grants with loans. While preaching the virtue of paying down the national debt, claiming this was for their benefit, the UK Government devised a system whereby the average graduate would be £50,800 in debt and the poorest graduate an average of £57,000 in debt. The bankruptcy of this system can now be seen in the Prime Minister’s own pledge to freeze tuition fee rises and hold a review.

We should contrast this with the approach of the Welsh Labour Government, who have looked to keep maintenance grants at every stage of further education, from college to the end of university. They have also kept NHS bursaries in Wales, unlike the Government here. Labour’s policy has been to ensure that the playing field is kept as even as possible, as opposed to piling the greatest debt on the poorest students.

While the Welsh Labour Government have not been able to rein in fee rises indefinitely, they have ensured that for almost a decade Welsh students have graduated with significantly less debt than their English counterparts, and they will continue to do so.

I recognise the importance of Airbus not just to the regional economy of north Wales, but to the whole United Kingdom economy. It is the biggest manufacturing facility. The hon. Gentleman is entitled to his views on Brexit. I happen not to share them, and I believe that Airbus has a great future after Great Britain has left the European Union.

The right hon. Gentleman talked about an invisible border between England and Wales, and its importance to the regional economy. That is what we have seen in south Wales between Cardiff and Bristol and elsewhere. Currently, we have an invisible border between Wales and the Republic of Ireland. Does he agree that, if a hard border is introduced with customs checks and so on, it will be extremely detrimental to the economy in both north and south Wales? Ferry services have already been opened between Spain and Cork, specifically to circumvent the UK in the event of Brexit.

The hon. Gentleman is aware of the Government’s position on the border with Ireland, and I will not be tempted into discussing Brexit when we are here to debate the Budget. This is an issue of importance to my constituency and north Wales, so I hope he will forgive me if I am not tempted to debate the pros and cons of Brexit on this occasion.

I was pleased to see the Chancellor announce in the Budget that he was pushing forward with the north Wales growth deal. That will be greatly welcomed by Members of all parties, not least by the all-party parliamentary group on Mersey Dee North Wales, which is very ably chaired by the hon. Member for Wrexham, and on which you are a very active participant, Mr Owen. The APPG has done a great amount to focus the attention not just of Westminster but the Welsh Assembly Government in Cardiff on the unique circumstances of north Wales and the reason why north Wales and the north-west of England need to be more closely bound together economically. That is why the two Administrations should work closely together.

I was very pleased to see that announcement in the Budget—it shows that the Chancellor is taking forward the good work of his predecessor. I must also pay tribute to the current responsible Welsh Minister, Ken Skates, who has been a breath of fresh air. Let me be blunt. There was a strong feeling in north Wales that his predecessor did not understand the needs of the region and, I am bound to say, cared little about it. Ken Skates has taken to his task extremely well. He works well with the United Kingdom Government. He is not tribal and, for that reason, is indeed a breath of fresh air.

Thank you for calling me to speak, Mrs Moon. You are a former social worker of course, so nobody has to tell you about the problems of social mobility in Wales. I pay tribute to the hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts)—I must improve my Welsh pronunciation—who is quickly becoming, like her predecessor, a very well respected Member of this House.

I wish I could stand here and say that there is a magic bullet to bring about true social mobility in Wales. Sadly, there is not. For many people living outside Wales, this year’s findings in the State of the Nation report on Welsh poverty will come as a shock. For those of us who have lived and grown up in Wales and are proud to represent constituencies there, it comes as no surprise.

According to the State of the Nation report, 23% of people in Wales live in poverty. That is almost 700,000 people, and more than half are in working households. Further research has found that children born into working-class families are significantly less likely to move up the socio-economic ladder than their peers from middle-class, financially stable households. Children living in the poorest households are less likely to enter further education post-GCSEs, are less likely to go to university, and in turn are less likely to find skilled employment later on in life.

Quoting figures is all very well, but the reality is that many of our children have woken up this morning in damp, cold, sub-standard accommodation. Many have gone to school hungry and without the right equipment for school. To put it bluntly, those born into poor households are failed before they even start. Poverty is not just an abstract problem. It is not something we speak about to feel good about ourselves. It is something that affects our society. It is a drain on resources. It stretches our welfare state. It clogs up our health service. It is man-made and can therefore be changed. In all candour and in all honesty, what has gone before clearly has not worked. It is damning of every one of us in this place that nearly a quarter of people live in poverty in Wales. The decisions we make have clearly not worked. Tinkering around the edges is no longer any good. We have to have a fundamental change in the way we do things.

In my own constituency of Islwyn, which is based in the Caerphilly county borough, the attainment gap between key stage 2 and 3 pupils who are eligible for free meals and those who are not is significant. Only 28% of those pupils eligible for free school meals achieve the equivalent of A* to C GCSE in the core subject indicator. Caerphilly county borough is also middling in terms of its youth indicators for destinations for year 11 leavers, ranking 12th. Some 1.9% of students in the borough are not in education, employment or training, and it gets worse at a national level.

In Wales, 37.5% of people will apply for university compared with 42.5% in England. Added to that, in each and every one of our constituencies there is a poverty that has no measure and cannot be talked about. Mrs Moon, you know about it in your constituency of Bridgend. My hon. Friend the Member for Ogmore (Chris Elmore) knows it as well. You walk up to the brightest child and say to their parents, “This child can go all the way to university,” and they say, “It’s not for us. You’re off your head. It does not happen to people round here.”

I can still remember—this is a true story—a careers teacher saying to me, “I have one piece of advice for you: have no ambition. Nobody from round here becomes anything, anyway.” That was the attitude then, and I fear that for so many people that is the attitude now.

My hon. Friend makes a very important point. I, too, have heard those absolutely tragic comments in my own constituency. However, it is clear that things can turn around if the right interventions are made. We have seen a remarkable turnaround in Eastern High in Cardiff and also with the fantastic investment in Cardiff and Vale College. We have seen a turnaround in results, in aspirations, in ambition. That is making a real difference in young people’s lives, thanks to the investment from the Welsh Labour Government.

I absolutely agree. In some cases we have to intervene family by family, but it is a huge undertaking in terms of human resources and financial investment. As we saw under Labour Governments between 1997 and 2010, when we have the will we can reduce child poverty, and we did. I do not want to paint a picture of my constituency as all doom and gloom. I absolutely hate it when people talk us down. How can we attract high-quality jobs when we keep telling people we are dependent on soup kitchens? In Islwyn—Mrs Moon, you will know as a member of the Defence Committee—we have General Dynamics creating high-quality, high-skilled jobs. That is the future, but we have to do three things.

The one thing we have not talked about in this debate is entrepreneurship. Our future will not depend on the public sector. If we are to create high-quality jobs, they have to come from within Wales. But I will say this. How many people in this room—will the Minister accept this?—know how to go about setting up a business and how to deal with VAT and human resources? How many people spoke to anybody in school who said to them, “Business could be the way forward for you”? Think about it. We talk all the time about academics. The most famous entrepreneurs in this country—Lord Sugar of “The Apprentice”; Duncan Bannatyne of “Dragons’ Den”—share one thing in common. Not one of them has a single qualification between them, but they all managed to build companies that employ thousands of people, bringing wealth to this country.

I have talked to the Federation of Small Businesses. Business is vital. We have 250,100 active businesses in Wales with a combined turnover of £117 billion; 95% are micro-businesses employing no more than nine people. Large businesses make up only 0.7% but employ 38% of the workforce. We need to go into schools to encourage enterprise. We need entrepreneurs to talk to our schoolchildren. If we think that that cannot be done, just look at the viewing figures for “Dragons’ Den” or “The Apprentice”. One of the most viewed programmes at the weekend was the final of “The Apprentice”. People see business as something exciting that they can get involved in, but it cannot be on the other side of a television screen. Someone, whether it is Lord Sugar or a local entrepreneur or employer, needs to come to schools to tell people about their experiences.

We should ask ourselves about the way we teach children. It is no good saying we have a GCSE pass rate of 60%. What about the other 40%? I have to ask about the way we teach our children not only in Wales but all over the country. We know from academic studies that people learn in four different ways, yet we teach people only in one way: the teacher in front of the class teaching the kids. Some kids will flourish, but others will not. We therefore have to look at the way people learn. We have so many opportunities. In years to come, traditional exams will not be the measure.

I recently visited the Man Group, an investment company that is investing in artificial intelligence. It told me that it now wants graduates with degrees in machine learning. The graduate entry level salary for that is £60,000. Most of its graduates will have been to Oxford. We should teach kids coding and similar skills from an early age, because the future will be automation and artificial intelligence. My son Zachariah is 10 months old, and he will probably do a job that I have never heard of. We must start teaching kids the core skills in school. The issue goes back to what my hon. Friend the Member for Ellesmere Port and Neston (Justin Madders) said: we need mentors in schools, to teach people about those things.

My hon. Friend the Member for Torfaen (Nick Thomas-Symonds) talked about the 1944 Butler report and the tripartite system. We have neglected technical skills. I believe that people voted for Brexit because of fear of immigration. Those migrants will not now come in. We need to invest in technical education, and that needs to come from the Government, but we need to make sure that technical qualifications involve the same level of attainment as a degree. Not everyone is academic; some people are good with their hands.

Clearly the Swansea metro is a different proposal, but I am keen to meet Professor Mark Barry to discuss its potential. It is an interesting addition to a wide-ranging debate in which there are also proposals to improve the frequency of trains to Carmarthenshire and Pembrokeshire. At the moment, passengers from west Wales often drive to Port Talbot to get on the train, but I think that we can come up with much more imaginative solutions. The metro is an additional solution to consider as part of that debate.

The Secretary of State will be aware that in addition to deep concerns about the failure to electrify beyond Cardiff, there is a worry that Great Western Railway will apparently not offer a bilingual service on main line trains operating into Wales. Has he had a discussion with GWR about that? Other rail companies, such as Arriva, have been offering a bilingual service even on trains that go between Wales and England.

I have noted the public statements that have been made by the Welsh Government and the comments that the hon. Gentleman has made, and I suggest that he raises the matter with First Great Western. Arriva is also making a change. Clearly this is a matter for the operators, but I think that the proposal is positive.

The hon. Gentleman is well aware that we have a positive dialogue with the Welsh Government on the nature and framework of the process and the ultimate outcomes of exiting the EU. I was happy to receive yesterday from the Welsh Government a paper outlining their proposals, and we will of course give it close consideration. It will be subject to a future Joint Ministerial Committee for the European negotiations.

No doubt, then, the Secretary of State would disagree with the hon. Member for Brecon and Radnorshire (Chris Davies), who said yesterday in an interview with me on ITV Wales that Wales should simply get in line with the Brexit process and just kowtow to the Prime Minister’s agenda?

I did not hear my hon. Friend’s comments, but should there be any attempt to frustrate the process of exiting the EU by the Welsh Government, the Welsh population would not expect or want it. After all, Wales voted to leave the EU, and it is only right and proper that we act on that instruction and direction, which came from the public in Wales. I would hope that the Welsh Government continue to engage positively in the way that they have.

My right hon. Friend played an important role in ensuring that we have the needs-based factor by framing the debate in such a way as to make possible a successful conclusion. Ultimately, the Welsh Government would understandably have rejected the Bill unless it was associated with an appropriate and fair funding settlement. I hope that Opposition Members will recognise the significance of the settlement, because it really does matter to the long-term funding of public services in Wales.

Does the Secretary of State accept that, as the First Minister set out yesterday in the White Paper published with the support of Plaid Cymru and the Liberal Democrats, there is a difference between the Barnett funding formula and funding arrangements of the sort that we currently have under the common agricultural policy and the structural funds? As things are moving on very rapidly, will he make a commitment that Wales will not be left a penny worse off as a result of leaving the European Union?

The hon. Gentleman tempts me to go down a route for which no decisions have been taken. We are keen to engage and discuss those matters and, as we have already said, we are keen to engage with the Welsh Government and the other devolved Administrations on future funding arrangements. I hope that the hon. Gentleman will recognise the fairness of the way we have approached the Barnett settlement and the fiscal framework, and that that will give him confidence that, as we hope, we will achieve a fair settlement for Wales and all parts of the United Kingdom as we exit the European Union.
