Commons ChamberObviously, I welcome the announcement, but my right hon. Friend is far too modest, since he has been knocking on the door of the Wales Office and the Department for Levelling Up, Housing and Communities for a very long time to demand extra funding for Barry. He makes a very strong case for that, and I assure him that the UK Government will continue to listen to him.
Cross-border transport links between Wales and England are a key part of the strength of the Union. Does my right hon. Friend agree that cross-border projects, such as the Pant and Llanymynech bypass and the longer term ambition to dual the A483-A5 passing through Clwyd South and North Shropshire, are vital?
The United Kingdom Government are absolutely determined to support infrastructure projects in Wales. We have done so through the levelling-up funds. It will happen again through the shared prosperity fund and it has, of course, been happening through the growth deals. What we do need is a Welsh Labour Government that will support infrastructure. That is why I find it so disappointing that the Welsh Labour Government have ruled out building any new roads ever again. It worries me greatly that that is seen as a blueprint for the rest of the United Kingdom.

Commons ChamberI pay tribute to my hon. Friend for all his campaigning on this. I am delighted that the levelling-up fund has delivered for Corwen station. It is a huge boost to local ambitions to see trains returning there. I know that a small team of the project’s volunteers have built the majority of the station, and they deserve credit, and that a local company in Wrexham has supplied the new steelwork for the canopy roof, providing a welcome boost to the local economy. I look forward to seeing the station open this summer.

Commons ChamberThe hon. Lady will be aware that sport is a devolved matter, but those concerns will be shared in DCMS. Those sorts of allegations have been made about not just rugby, but other sports, so there is a nationwide problem. My colleagues in DCMS will be doing everything they can to deal with such allegations in England. I would honestly be happy to work with her, the WRU and the Welsh Government—or any other body that has some means of dealing with the issue. We must absolutely ensure that sport is safe for women, minorities and everyone to take part in without any form of discrimination.
I have regular discussions with ministerial colleagues about how the £330 million allocated to Wales so far through the levelling-up fund is supporting communities, creating jobs, driving up economic growth and keeping the Government’s commitment to ensure that Wales does not lose a penny as a result of coming out of the European Union.
The Labour Welsh Government have badly let down Clywd South and Wrexham by scrapping the A483 junction upgrade, which would have unlocked substantial investment and jobs in our community. Does my right hon. Friend agree that they need to support and maximise the benefits of the UK Government’s Welsh levelling-up fund projects by investing in road upgrades across Wales?
My hon. Friend makes an excellent point. The Welsh Government’s response to the roads review gives the impression that Wales is closed for business by determining that no further road-building projects will take place. I urge them to consider the impact of not building roads on the economy and the long-term prosperity of Wales. They should consider how they might build on the record support that Wales has received through the levelling-up fund and city and growth deals by rebuilding roads and improving connectivity across Wales.

Commons ChamberI have certain powers as Secretary of State, but the powers of absolute clairvoyance are not among them. Therefore, I find it rather difficult to give an exact figure for the number of jobs that would be created as a result of any one of the many projects that the Government are doing to level up across the United Kingdom. What I can tell the hon. Member is that, where freeports have been trialled in Humber and Teesside, they have created thousands of new jobs, and I look forward to seeing something similar happen no matter where a freeport is established in Wales.
As a keen sportsman, I was absolutely delighted to visit the new 3G pitch at Baglan field. It received funds from the UK Government’s multi-sport grassroots facilities programme, which my right hon. Friend the Prime Minister championed when Chancellor. I look forward to meeting Welsh Government Ministers next week to discuss this and other issues around sports, as we cheer on our heroes in tîm Cymru a’r wal goch—team Wales and the red wall.
UK Government funding for grassroots football facilities in Clwyd South this year has included £57,000 for upgrading the pitch at Ysgol y Grango for the community hub, and £20,000 for Penycae football club, which is helping re-establish a girls team. Does my right hon. Friend agree that grassroots sport is vital for the health, wellbeing and quality of life of all our communities?
I absolutely agree with my hon. Friend, and that is why we have allocated £1.3 million to 17 projects in Wales to make vital improvements to changing room facilities and artificial grass surfaces. Sports clubs are at the heart of every community in Wales, and Wales is at the heart of every decision taken by this Government and this Prime Minister.

Commons ChamberI actually agree with a lot in the point that the hon. Gentleman raises. If he looks at some of the projects we are talking about, particularly around defence spending—£850 million of defence spending—the potential around floating offshore wind once the Crown Estate’s leases are in play and the huge potential around nuclear development at Wylfa, he will see that domestic UK procurement of steel is right back on the agenda, and that will result in every steel maker in Wales benefiting.
The UK Government are Wales tourism’s biggest fan, and the fact we stepped up with financial help during the pandemic and saved thousands of jobs is testament to that.
Tourism is crucial to Clwyd South, which attracts visitors from all across the world for events such as the Llangollen international musical eisteddfod, which is taking place this week. Will my right hon. Friend join me in condemning the Welsh Labour Government’s plans to introduce a tourism tax, which will do great damage to the tourism industry across the whole of Wales?

Commons ChamberIt is a pleasure to follow the hon. Member for Cynon Valley (Beth Winter), for whom I have the highest respect. We do not always agree on everything, but having served on the Welsh Affairs Committee with her and various other Members present here on both sides of the House, I echo her words in praising the staff who make the Welsh Affairs Committee run so well. We discussed this debate in the Committee and we all feel, whichever political party we represent, that this important event enables us to bring the affairs of Wales to the Floor of the House, which we all are keen to do.
My own upbringing was in the tourism industry—we have had much talk about it already in this debate—at the Lake Vyrnwy Hotel, which my father ran as a business. It is only a few miles south of my constituency of Clwyd South, which in itself has a wonderful tourism industry with the wonderful heritage, the canal, the steam railway, the beautiful countryside and so on. I will return to that theme later.
With all due respect to the hon. Member for Cynon Valley, I do not recognise her point about the spending review cutting money to Wales. Given the figures that my hon. Friend the Member for Aberconwy (Robin Millar) gave—I will not go back over all those—it seems self-evident that the block grant to the Welsh Government is rising year by year by a generous amount. I do not see how we can dispute that fact. At £18.4 billion rising to £20 billion in the coming year or two, it is the most generous spending review settlement since devolution.
There has also been mention of the fact that the amount of money coming from Europe to Wales will be cut. With all due respect, that simply is not the case. The shared prosperity fund will equalise, if not increase the amount of money that would otherwise have come from the European Union. The hon. Member for Rhondda (Chris Bryant) made the point about the levelling-up fund not being fair. As an MP for north-east Wales, I would argue that the European funding was not fair, because it was concentrated on west Wales and south Wales. North Wales, mid Wales and north-east Wales had little representation in that. My argument is that all parts of Wales need support. My constituency and my neighbouring constituencies have deprivation as well—deprivation is not exclusive to south Wales or west Wales. Therefore, the new shared prosperity fund, and the other funding that is coming through in the levelling-up fund and the community renewal fund, are spreading the money and investment across Wales, which strikes me as being much fairer.
Does the hon. Gentleman agree that the drawing up of the NUTS—nomenclature of territorial units for statistics—maps that identified west Wales and the valleys as targets of European intervention was an objective process, based on clear metrics? Does he think that the metrics for the levelling-up fund are equal or superior to those that led to the drawing up of those maps?
Actually, I do think that the way it is being done now is fairer. I could never understand that schematic system, which was rigid in its thought process and implementation, and which meant that areas of deprivation, particularly in north Wales, were simply not going to get the level of funding. I am not saying that there was no European funding—there was some—but it was not anything like the largesse that went to west and south Wales. That simply cannot be right. The new system is much fairer in its thought process and application.
Another point that I feel strongly about is devolution, about which we have heard from several Opposition Members. To my mind, if the granting of money is devolved from the UK Government to local authorities, that is devolution. Why should it go to the Welsh Government, who already get a huge block grant and have plenty of scope within their remit of government to spend that money? It seems that they like devolution if it comes into their coffers, but they do not like it when it goes into the coffers of the local authorities.
The Government’s form of devolution is different and does not work because it is a beauty parade. Councils are asked to bid and then some get the money and some do not. It is not a fair form of devolution, because it pits one council against another with an opaque mechanism for deciding how councils get the money. At least if it goes to the Welsh Government, it is clear how Wales is getting the money.
With all due respect, I have been part of that process. As the Member for Clwyd South, I sponsored a bid, which was granted. One point I would make—[Interruption.] Opposition Members can make their point, which I know and which I anticipated, but let us take the world heritage site at the Trevor basin in my constituency, which includes the wonderful Thomas Telford aqueduct. Hitherto, it has never had any public money invested in it by the Welsh or UK Governments. I think that the constituencies of Opposition Members have received money for so long that they do not understand how starved places such as my constituency have been over a long time.
The hon. Member for City of Chester (Christian Matheson) said that the process pitted councils against each other, but that is not how I see it. Let us look at the process, in which I have been involved. Every council can apply, although some Labour councils do not because of a political point of view, which seems a very strange approach when the money and availability are there. It is not really pitting people against each other; it is an application. The Welsh Government are themselves an opaque mechanism for distributing money to regions such as north Wales. Those of us who represent north Wales constituencies are fed up with north Wales being starved of investment and south Wales in particular getting the lion’s share. For us, it is a much fairer system.
The hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards) referred to the financial problems that are besetting the country. I accept that we have high inflation and so on, but if Wales were independent, how would he get round the fact that its national net fiscal deficit—the gap between total public spending for Wales and public sector revenues from Wales—amounted to £25.91 billion at the financial year end in March 2021? This is about £8,200 per person compared with the UK average of about £4,700 per person. It seems to me that, if we went down the route suggested by Plaid Cymru Members, we would have a huge financial problem in Wales, and we never ever hear any cogent arguments to oppose that point of view. If they are going to vote for independence and to go for independence, they have to prove to the country how they would make the books balance.
I am grateful to the hon. Gentleman for taking an intervention and inviting me to respond to him. Does he not accept that the fiscal deficit is a damning indictment of failed Unionism? That is what it is: it is because of the failure of the Westminster system.
I and other Conservative Members refer to the fiscal deficit to make the point that England and the rest of the UK—the UK overall—is supporting Wales to a massive extent. On the hon. Member’s point about the fiscal deficit, Wales simply does not generate the funds for the public sector services we have; they are provided by the overall advantages of being in the United Kingdom, which are massively beneficial to Wales.
I am grateful to my hon. Friend for opening the lid on this complex and important question of devolution. Does he agree that there is a difference between the instruments of devolution—the institutions of devolution that were democratically set up by a referendum—and their political operation, since they were set up, by the Welsh Labour Government? Does he see a distinction?
Yes, I certainly do. One question the Labour party must ask itself is whether, by going into collaboration with Plaid Cymru, it is actually supporting independence for Wales. How does it guard against that? The agenda is dragging it, day by day, closer to an independence agenda, which it is prepared to risk for the sake of its own political stability.
One thing we need to consider is how the status quo results in Wales’s current financial position. Carrying on doing the same thing when it has led to failure in the past is the obvious statement—that is something else to be considered. Does the hon. Member agree that, in citing how much Wales receives, we must bear in mind that London receives more public spending per person than any other country of the United Kingdom or region of Wales at £15,490 per head, compared with Wales at £14,222 per head? When we use the argument that Wales receives more than England, we should look at the fact that London and its prioritisation affects the rest of the UK. We in Wales are trying to find a more effective way.
I thank the right hon. Lady for her intervention, and I have a degree of sympathy in that I believe we should support areas outside London, but the fact of the matter is that London generates the income that it spends. London, regardless of whether she or I like it, is the economic powerhouse. We represent adjoining constituencies in a very beautiful part of Wales, but the truth remains that a large proportion of Treasury finance is generated by London. Overall, the point I wish to make is that public spending in Wales is 20% more per person than it is in England, which shows, to my mind, that the UK Government are providing very strong support for Wales.
I have huge respect for the hon. Member for Cynon Valley and have seen how seriously she takes the cost of living issue, and learned a lot from listening to her in the Welsh Affairs Committee. I suggest that two things may be worth thinking about from the Labour party’s point of view. First, under Labour council tax bills in Wales have soared, while the UK Government have ensured that council tax has fallen in England in real terms by 1.1% since 2010. Over the same period, bills in Wales under Labour soared by 54%, or 17% in real terms. That really hits people in Wales in their pocket.
Secondly—my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb) made this point—the Welsh Government now have the capability to use income tax to raise more money, or indeed to reduce income tax, yet we never hear any word of that. I often wonder whether the Welsh Government are scared of using those powers. We see all the time that an easier way to handle things is to complain about the UK Government but take the money, rather than actually thinking about ways to ameliorate the situation through levers that have been put in the hands of the Welsh Government. I also wish to comment on infrastructure, because it seems crazy to me that the Labour-Plaid coalition has suspended all new road building projects, holding back vital infrastructure improvements. If we want to improve the economic performance of Wales, we must improve the infrastructure—everybody knows that—and I hope that the Labour Welsh Government will reconsider that position.
Finally—you will be relieved to hear that, Madam Deputy Speaker—the Labour-Plaid coalition must also think hard about adding 36 more politicians to the Senedd at a cost of over £100 million per Parliament. That is enough money to pay for 780 doctors, 800 nurses, or 740 teachers. Let us consider the Welsh health service performance—I think Opposition Members have also commented on this. For example, the number of people waiting more than two years in Wales is now 68,032—an increase of 887% in a year—and that is more than five times the English figure of 12,735, which is shrinking fast. All I would say is that the Labour-Plaid coalition should think about spending the money that they are going to spend on extra members of the Senedd on improving the health service, which would be to the benefit of everybody in Wales.
Perhaps if the UK Government had a proper industrial strategy that would grow our manufacturing base, rather than having allowed it to go to the wall since 2010, we would be creating high-paid jobs and adding value to our economy and productivity. We face a productivity crisis in this country, created by successive Conservative Governments since 2010.
There has been a strong performance by the Welsh Government, who have made a commitment that
“no one would be held back or left behind…in a recovery that is built by all of us.”
We have seen the creation of the young person’s guarantee—the offer of work, education, training or business start-up help for all under-25s—and ReAct Plus, which will provide practical and bespoke employment support as unique as the person looking for work. The ReAct Plus programme will offer up to £1,500 for training, £4,500 to help with childcare costs and £300 for travel costs. Welsh Labour is also investing £8 million to continue employment services, helping people recovering from physical and mental ill-health and substance misuse to get back into work and, crucially, remain in work. Through the young person’s start-up grant, Welsh Labour will invest £5 million to support 1,200 young people to start their own business.
That is what Labour in power looks like: a Welsh Labour Government backing Welsh workers, Welsh families and Welsh businesses to thrive, protecting our people from the worst excesses and failures of this Tory Government, who are letting people down with their incompetence and indifference.
Notable by its absence from the hon. Gentleman’s list is the performance of the NHS in Wales. Without wanting to score cheap political points, I have to say that there is a major issue there. Waiting lists are massively higher in Wales, particularly north Wales, than in England. Perhaps the hon. Gentleman would like to comment.
Madam Deputy Speaker, I am sure that you would love to give me another 10 minutes to talk about the achievements of the Welsh NHS, but unfortunately I am not sure that I would get away with it. The fact is that there is a list of achievements. It has invested more in the recruitment of nurses, which is at record levels. The Welsh NHS vaccine roll-out programme was a tremendous success; I recognise that the roll-out has been a success across the United Kingdom, and I am absolutely delighted about that, but the Welsh NHS really stepped up and delivered. There are so many achievements that we do not have time to discuss today, so perhaps the right hon. Member for Preseli Pembrokeshire would like to secure another debate on the topic.
I feel for the people of England and Scotland, who have not had the support that we have had in Wales. The answer is clearly for them and their fellow British citizens across the UK to vote to replace this pitiful, debased and degraded UK Conservative Government with a Labour Government driven by purpose, patriotism and the national interest, rather than the self-interest and saving of their own skin that we are seeing from the current Government.

Commons ChamberThe hon. and learned Lady rightly refers to the fact that the Chancellor may yet be making further comments about this particular issue, just as he did throughout the pandemic. For those who think that the Treasury is neither flexible nor conscious of these challenges, the fact is that there was ample evidence during the pandemic—and now, of course, during the current challenges we face—to disprove that theory. I can tell her, and everyone else in the House, that I have really regular conversations with Treasury Ministers and with the Chancellor himself about exactly these challenges.
Would my right hon. Friend agree that one of the best ways to help people during the cost of living crisis is to make sure that we have a vibrant economy and a low rate of unemployment? Would he also agree that having the lowest rate of unemployment since 1974 is helping many families across Wales and the rest of the UK at the moment?
Absolutely. I think most people believe that growing our way out of a cost of living challenge is infinitely preferable to spending our way out of a cost of living challenge. My hon. Friend is right to point out that we want to be flexible, rapid and generous. When there are occasions, as there inevitably will be for Members across the House, where individual constituents somehow do not fit the solutions we have, there are other measures that I hope local authorities will be able to deploy to assist them.

Commons ChamberI am sure the hon. Gentleman will remember that we discussed lagoons on the Welsh Affairs Committee 15 years ago. I would not want to see another 15 years pass before the Government do something to encourage such a development. He is absolutely right that another important function of lagoons is that they are an additional layer of coastal protection, quite apart from the leisure opportunities they present, so they are extremely important.
The Mersey Dee is a hugely important industrial and commercial area that straddles the north Wales-England border. It is the seat of many nationally and internationally important companies such as Airbus, Toyota and Vauxhall, but it is hampered by the border passing through the middle of it. Part of the area is subject to economic policies developed in Westminster, and the other part is subject to economic policies developed in Cardiff. There is frequently a lack of joined-up economic development policy, which impedes the region in achieving its full potential.
The Mersey Dee Alliance is an important organisation comprised of private sector companies, local authorities, academic institutions and others. Its focus, and that of the all-party parliamentary group on Mersey Dee North Wales, is to maximise growth in this unique cross-border region. I and other officers of the group, together with leaders of the Mersey Dee Alliance, recently had a meeting with the Under-Secretary of State for Levelling Up, Housing and Communities, my hon. Friend for Harborough (Neil O’Brien), to discuss ways in which a more co-ordinated approach to the region might be pursued with the Welsh Government.
There are good reasons to do so. In fact, Dr Elizabeth Haywood, in a 2012 report for the Welsh Government, recommended the creation of a quasi-city region straddling the border between England and north Wales. I strongly urge my right hon. Friend the Secretary of State to work with colleagues in the Welsh Government to reassess that report and to work to create that city region, with a formalised role for the Mersey Dee Alliance, to produce co-ordinated policies for the whole region. I think the proposal has widespread support in north Wales and north-west England, and it would do a great deal to improve still further the economic potential of what is already one of the most important industrial areas of the country.
I support my right hon. Friend because such cross-border interaction is vital for my Clwyd South constituency.
On north Wales becoming an energy powerhouse, I draw attention to incremental, smaller renewable projects such as the Corwen community hydro project in Clwyd South. The big projects are vital, but it is also extremely important that we increase the incidence and reach of smaller projects that can do so much for our individual communities.
I am pleased to agree with my hon. Friend. It is welcome that so many innovative smaller projects are now coming forward. As I said, the problem in north Wales is that we have been pursuing the low-hanging fruit of wind power, which I believe has now reached saturation point. We should be considering more developments of the sort he describes to generate the energy we need.
Once again, I am very pleased that Welsh MPs have the opportunity today to debate Welsh affairs on the Floor of the House, and I thank the Backbench Business Committee for facilitating this debate.
I thank the hon. Member for Caerphilly (Wayne David) for bringing the debate to the House. It is a pleasure to follow the hon. Member for Cardiff West (Kevin Brennan). I may not agree with all his views, but I certainly have a very high respect for his support for cultural activities and other areas of important activity in Parliament.
I made my maiden speech in this St David’s day debate two years ago, which seems like a different age—before covid and the invasion of Ukraine, and at the very start of my work as the Member for Clwyd South, representing the interests of my constituents and trying my best to help them through numerous problems and upheavals over this dramatic period. Wales has always been the fulcrum of my political views and activities over many years, growing up at Lake Vyrnwy and then serving as a county councillor, town councillor and mayor of my town, before being elected to represent Clwyd South in 2019.
My reaction to the dramatic events of the last two years has always been first and foremost from a Welsh perspective. When I signed the book of solidarity for Ukraine two days ago here in the House of Commons, I signed it on behalf of the residents of Clwyd South. When I stood yesterday with other hon. Members, many of whom are here today, to give a standing ovation to Ukraine’s ambassador to the UK, Vadym Prystaiko, I thought of people across my constituency who have pledged their support for Ukraine and its freedom from the tyranny of Russia. I also thought of two of my constituents: Mr and Mrs Jones, who have managed to bring two members of their family back from Ukraine to safety in their home town of Corwen.
That prompts me to make one remark with regard to the criticism of the Home Office that we have heard from the Opposition Benches. The Home Office, in my opinion, has worked extremely hard to deal with the complicated process of bringing people here from Ukraine when they may have moved over to Romania or Poland. From my point of view, representing my constituents, I can say that the Home Office has gone the extra mile to help those people. I think we will see a very different picture over the coming days as more and more people come over from Ukraine, as the protocols are developed and changed.
I am delighted that this week, we have been able to bring Wales in all its glory to London with numerous events, particularly in Westminster with the raising of the Welsh flag in New Palace Yard; the first ever eisteddfod at Westminster, held in Speaker’s House; a reception at No. 10 Downing Street; and, of course, this debate. Wales is of huge importance to me. I love Wales and its special character, and I feel that that is typified by my amazing constituency of Clwyd South, with its beautiful scenery and heritage, as seen in the Dee Valley, in the Maelor around Bangor-on-Dee, and in Erddig and Chirk Castle; its pioneering industrial heritage in our proud former mining communities, the Llangollen steam railway and the Llangollen canal, with its mighty aqueduct designed by Thomas Telford; the many successful businesses that have started up and replaced the work of the old industrial and mining communities, and which are now thriving in Clwyd South alongside larger and more famous companies, such as Cadbury’s in Chirk, Village Bakery in Coedpoeth and Wrexham, and Ivor Williams Trailers in Cynwyd and Corwen.
The special character of Wales is typified also by the beautiful Welsh language and culture, as showcased by the Llangollen International Musical Eisteddfod and the Fron and other male voice choirs; our hard-working farming communities and those who love the outdoors—walking our hills, taking a narrowboat along the canal, canoeing on the River Dee or taking part in the many other activities that draw so many visitors to Clwyd South—and, most importantly, by our close, caring communities, where everyone looked after each other during the pandemic, and our frontline workers in the health service, shops, council services and other organisations went the extra mile to keep people safe. In those communities, people do not interfere in each other’s lives, and they bring that special Welsh sense of humour to raise our spirits and keep us sane in difficult times.
Representing my constituents here at Westminster also brings home to me how much Wales benefits from being part of the United Kingdom. Like my Welsh Conservative colleagues here today, I take great heart from the fact that under this Conservative Government, the Union—specifically as it relates to Wales, but also across our whole United Kingdom—has grown stronger and continues to do so.
Our response to the pandemic shows the benefits that the Union brings to people across the UK. To support the booster rollout and wider covid-19 response, we have now confirmed a further £270 million that the Welsh Government can spend in advance of budgets being finalised at supplementary estimates in the new year. This is on top of the £3.8 billion that has been provided to the Welsh Government through the Barnett formula over the recent period, and on top of the extra £5.2 billion that the Welsh Government received in covid funding in 2020-21.
Vaccines have been the way out of this pandemic. The UK Government have secured and purchased vaccines on behalf of the whole United Kingdom, and over 6.5 million doses have been delivered across Wales. I emphasise that the speed and scale of this programme would never have been possible if we had stayed in the EU. We have heard a significant degree of criticism from the hon. Member for Cardiff West (Kevin Brennan), but if we had followed the Welsh Government’s policies and stayed in the EU, we would never have got the vaccine programme off to the flying start that we did. That would have had a major impact on the health and wellbeing of people in our nation.
My hon. Friend has mentioned the vaccine roll-out, which has been terrifically impressive. Will he also commend the men and women of the armed forces, who were called on to help deliver the vaccine roll-out in Wales?
Indeed, the armed forces have made a tremendous contribution to helping in the fight against covid. Currently, 411 military personnel are available to support the pandemic response in Wales, and that includes 313 supporting the Welsh ambulance service and 98 deployed to assist the seven health boards across Wales. My right hon. Friend made the point in his excellent speech that the deployment of the Royal Welsh to Estonia is another vital aspect of how the armed forces are helping us to deploy and present our position in the terrible crisis in Ukraine. That is testament to the fact that as a United Kingdom, we are stronger in our defence and in dealing with the health and wellbeing of our country. We can bring the whole strength of the United Kingdom to assist Wales and the rest of the UK. That is why, for me, being a Unionist is vital.
People and businesses in Wales have benefited from direct financial support from the UK Government. The facts are well known, but 475,000 jobs have been protected through the furlough scheme, and £2.4 billion has been provided to 60,000 Welsh businesses through the coronavirus business interruption loan scheme and the bounce back loan scheme.
The hon. Member for Caerphilly mentioned the shared prosperity fund. It is important to point out that the Government have committed, at a minimum, to matching the size of EU funding in Wales. Over and above that, as a Member of Parliament for a constituency that lies not in west or south Wales, but in north-east Wales, I must make the point that a large part of Wales received no benefit from EU structural funds. The shared prosperity funding and the new ways of financing and helping Wales give us a great opportunity to help all communities, so that we are not stuck to some rigid dogma concerning geographical areas, but we can focus on all areas where there is deprivation and a need for levelling up. The new system will be of huge benefit, and it will be a much improved way of helping communities across Wales.
Overall, Wales receives considerably more funding per head than England—about £120 for every £100 per head spent by the UK Government in England. Furthermore, Wales’s notional net fiscal deficit—the gap between total public spending for Wales and public sector revenues from Wales—amounted to £14.5 billion in 2020-21. This equated to around 18% of estimated GDP for Wales, or £4,556 per head. These are dry details, but in truth they represent an extraordinary Union dividend for Wales.
In Clwyd South, we have historically been starved of investment by the Welsh Labour Government in Cardiff bay, but we have seen renewed vigour from the UK Conservative Government to correct this injustice, with unprecedented levels of funding coming into the region. [Interruption]. Would the hon. Member for Cardiff North (Anna McMorrin) like to intervene?
I thank the hon. Gentleman for giving way. He speaks about being starved by the Government, but that is not what the Welsh people say, and it is not what they said at the ballot box in May last year.
The hon. Lady makes an interesting point. Part of the issue that we are dealing with is that Labour almost entirely represents south Wales, and it has only one seat north of the valleys, in Alyn and Deeside. Therefore, it does not surprise me that Labour Members really do not understand how much people in north Wales feel left behind and uncared for by the Welsh Government. I am afraid that her remark bears out exactly what I am saying.
The levelling-up fund bid for Clwyd South was developed by Wrexham and Denbighshire Councils and sponsored by me, as the Member of Parliament, and it proved successful. It is vital investment for my constituency, going from the Trevor basin through Llangollen and Chirk and on down to Corwen, and bringing huge benefits to the communities, the Llangollen canal and the Llangollen railway. One central part of it is the world heritage site at the Trevor Basin, which incorporates Telford’s magnificent aqueduct. It is an extraordinary fact, but until now there has been absolutely no public investment in the world heritage site by either the Welsh Government or the UK Government. I am delighted that the UK Government have now put their money where their mouth is and supported these tremendous projects within my constituency.
These projects will have an important catalyst effect on local communities, addressing not only the issue of visitors, but the health and wellbeing of our communities through the use of the canal and so on. Very close to the Trevor Basin lies areas of derelict industrial land. My hope is that this money will not only improve the visitor experience and life for the residents of my constituency along the Dee valley, but act as a catalyst for further development of areas that are in bad need of improvement and regeneration.
It was my pledge in the 2019 election to work constructively to deliver the change and investment that Clwyd South needs. I am proud to have worked with my right hon. Friend the Secretary of State for Wales and my hon. Friend the Parliamentary Under-Secretary of State for Wales and their team at the Wales Office, as well as the rest of the UK Government, to bring improvements to my constituency.
I finish with reference to the comments made by Huw Edwards when he introduced the Eisteddfod on Tuesday in the Speaker’s House and celebrated St David’s famous exhortation:
“Be joyful, keep the faith, and do the little things that you have heard and seen me do.”
I felt that those wise words had an extra resonance this week, as we are almost overwhelmed by the great events that are besetting our world. By focusing on activities that we can control—the little things to which St David referred—such as helping others, working hard, raising money to help people in Ukraine, looking after our family and friends, volunteering and taking an active interest in our community, we will find a way through the darkness and emerge on the other side, and, in the words of St David,
“be joyful and keep the faith.”
Two speeches are enough.
I would push back heavily on the willingness of communities in north, mid, and, no doubt, south Wales to access funding directly from the UK Government to work with us on strategic issues. Mutual respect is always chucked around in this Chamber, but in the Union connectivity review, for the first time ever, the UK has looked at taking responsibility for connecting the United Kingdom. When the European Union did that through its trans-European network, there was not a single utterance in this place. In fact, there probably were some utterances from the Conservative Benches, for a very different reason. It was absolutely fine for Welsh Labour and the Welsh Government to have the European Union dictating where infrastructure spend should go in the United Kingdom in connecting the whole of Europe, but the second the United Kingdom Government say how to connect our great four nations together, there is outrage, saying it is an attack on devolution. [Interruption.] That intervention from Scottish Members will feature independence, I am sure.
Montgomeryshire has a strongly cross-border population. A good chunk of the workforce, if not the majority, cross the border to work every day. Our district general hospital is in Shrewsbury in England. Our sixth-form colleges are over the border. We are a community that certainly does not see, or want, the huge policy divide that is being asserted on the Opposition Benches.
Does my hon. Friend agree that one of the bits that is missing from mutual respect in Wales is from the Senedd to local authorities, and that one of the enabling and exciting aspects of the new funding arrangements, particularly with regard to the levelling-up fund, has been to put local authorities in the driving seat and give them the respect that they deserve in this process?

Commons ChamberAbsolutely. I refer to my earlier answer. That is critical, because we probably have a higher proportion of people in Wales in that position than almost anywhere else in the UK. So this is urgent, and I urge Labour Members to put as much pressure as they can on their colleagues in Cardiff to make it happen.
Will my right hon. Friend join me in welcoming the increase in and extension of the warm home discount, which will shield the most vulnerable across the UK from the impact of inflation?
I certainly will. There is a contrast worth highlighting, as the Government’s solutions to these problems are to provide direct and positive interventions for families across Wales rather than defaulting to the lazy position of finding an energy producer and taxing it, as if that would resolve the problem.

Finally, we probably could have had a whole Welsh Grand Committee on the issue of respect, because it is at the very core of strengthening the Union. Respect for people and places must be at the heart of our Union of nations. Everyone has a right to be treated with respect and no place should be left behind. Everyone matters. Respect between the four Governments of the United Kingdom needs to be embedded in everything we do.
Surely it would be a matter of respect to the nation of Wales and those who have suffered from covid for the Welsh Government to hold their own inquiry into the covid crisis, as is being done by the Governments of England, Scotland and Northern Ireland. Is that not the ultimate respect that the people of Wales are due?
I have listened to the hon. Gentleman but, in fact, it was his own party leader who promised a UK-wide inquiry into the covid pandemic response, and I am sure that within that there will be specifics on each nation. However, that is what the Prime Minister has promised, and that is what we are still waiting for. We have not seen it yet.
The 2019 Conservative manifesto contained an entire chapter on strengthening the Union. I looked at it yesterday: a nice little script for the Prime Minister, guaranteeing that promises would be delivered. However, there have been broken promises already, such as his pledge not to raise national insurance. We have also seen a deliberate effort to undermine and roll back the devolution settlement. How about the United Kingdom Internal Market Act 2020 for starters, or the promise that Wales would not receive a penny less in replacement funding than it had received from EU structural funds? We are £375 million down and counting. There is the deliberate bypassing of the Welsh Government on areas of devolved competence within the levelling-up fund and the UK shared prosperity fund, of which we have not yet had the details.
Bore da—good morning. It is a great pleasure to serve under your chairmanship, Mr Davies. Like my Welsh colleagues here today, I take great heart from the fact that under this Conservative Government, the Union, specifically as it relates to Wales but also across our United Kingdom, has grown stronger and continues to do so. It gives me particular pleasure to be seated next to my hon. Friend the Member for Wrexham, with whom I share the county borough of Wrexham. It is a great pleasure to work hard with her on a wide range of issues that affect our two constituencies—in particular, recently, city status and city of culture status for Wrexham.
There has already been much mention in this morning’s debate of the way in which the UK Government have assisted the Welsh Government, and Wales overall, during the pandemic. There are two particular points that I would like to draw out and perhaps have not been mentioned so far. The first is that the vaccines are of course the way out of the pandemic, and the UK Government have secured and purchased vaccines on behalf of the whole United Kingdom; over 6.5 million doses have now been delivered across Wales. I think it is very important to stress that the speed and scale of that programme would never have been possible if we had stayed in the EU, which is very much the avowed policy of the First Minister and many members of the Welsh Labour party.
Secondly, the UK’s armed forces continue to play a crucial role in the fight against covid-19 in Wales and we are hugely grateful for their commitment and expertise. Four hundred and eleven military personnel are currently available to support the pandemic response in Wales. That includes 313 personnel supporting the Welsh ambulance service and 98 personnel deployed to assist the seven health boards across Wales. That is an absolutely key example of the benefits of the Union to Wales and across the rest of the UK.
There has been much talk about the financial benefits that have flowed from the UK Government’s policies, so I will not go back over those, but I know from my own experience in my constituency of Clwyd South how many businesses have said to me, when I have visited them, that they are extremely grateful for the prompt, well directed and generous support that has been provided by the UK Government to businesses across Wales. My constituency of Clwyd South has historically been starved of investment by the Welsh Labour Government in Cardiff Bay, but under the UK Government over the last two years we have seen renewed vigour to correct that injustice, with unprecedented levels of funding coming into the region. A key example is the £13.3 million levelling-up fund bid, developed by Wrexham and Denbighshire councils and which I sponsored, which has been successful. It will be matched by £1.7 million of funding, giving a total package of £15 million.
There are three interconnected projects that make up this levelling-up fund bid, which will transform parts of my constituency. First, there is the Trevor Basin Technical Masterplan. Not only does it improve the famous site with the great aqueduct created by Thomas Telford, but it will be highly regenerative to parts of the constituency that are suffering under a post-industrial situation. It is a combination of regeneration and of valuing our heritage and assets, which are so important to us in the constituency of Clwyd South.
The second area that the fund will benefit is Denbighshire. The project supports cross-border visitor connectivity in the Dee Valley at the Horseshoe Falls, the Four Great Highways and Plas Newydd in Llangollen, and also the Llangollen active travel corridor, including the old railway line and Chirk. The third part, which is perhaps for me the most exciting part, is in the Corwen area. Corwen is a beautiful town, but it has been left behind because it has not received much investment—indeed, hardly any at all—from the Welsh Government over a long period. It will enable us to create a new and improved Western Gateway to the Dee Valley and the world heritage site, and it will improve connectivity and infrastructure.
The funding will improve the town centre assets in Corwen and the area between the railway and the car park, including a new platform canopy. This links together the famous Llangollen steam railway, and it will take visitors up along the railway to Llangollen and then links into the canal. It is doing what we desperately need in Clwyd South: bringing hope, vigour and investment to a key heritage asset and to important parts of the constituency. It will not only provide jobs and a much-needed economic boost, but will improve the wellbeing of our residents by widening access to recreation, outdoor and other amenity activities. It will also celebrate the amazing history, language and culture of our part of Wales and bring them to a wider audience.
Another example of UK Government investment has been the step-free access at Ruabon railway station. I was pleased to welcome the Secretary of State for Transport on a visit to the station last year, and he has said that the station can now progress to the next stage of the Access for All programme to help secure step-free access for station visitors. That comes after many years of campaigning by representatives, organisations and residents in Ruabon, and I believe it also highlights the commitment of the UK Government to our communities in Clwyd South and the rest of north Wales, which for so long have been taken for granted by a complacent Labour party in Cardiff Bay.
Finally, in contrast to the investment from the UK Government, we can see a corresponding lack of interest and funding from Welsh Labour. For example, I had the opportunity recently to visit the landslip on Newbridge Road in my constituency, where I was able to see first hand the damage that had been caused on the road, which has severed the vital link between Newbridge, Cefn and the wider communities of Chirk, Plas Madoc and Ruabon.
I used the visit to call on the Welsh Government to urgently conduct essential repairs, which have been badly needed since the storms hit a year ago. Since the visit, funding of £175,000 from the Welsh Government has been confirmed to make technical studies regarding the repair, which is a small step in the right direction on fixing the damage to Newbridge Road, but clearly a great deal more needs to be done. It is astonishing that the Welsh Labour Government have taken so long to react, and there can be no further delays on their part in ensuring that these repairs are done as quickly as possible. To quote a frustrated local,
“If this road had been in South Wales, we would be talking about the opening date by now.”
That is the opinion of my constituents about the care of the Welsh Government when it comes to major infrastructure projects in Clwyd South.
In conclusion, it was my pledge in the 2019 election to work constructively to deliver the change and investment that Clwyd South needs. I am proud to have worked closely with the Secretary of State, the team at the Wales Office and many Ministers across the UK Government. But it is high time that Mark Drakeford and the Welsh Labour Government step up and deliver, particularly for our communities in north Wales, if we are to make a difference and improve the lives of the people of Wales.
The polls come and go, but the essence of what I am saying is that we are delivering a constructive and particular project. I have tried to focus on my own constituency, so that my remarks are not generalised but particular. In a part of Wales that has been left behind and has significant deprivation, the UK Government are stepping in where the Welsh Labour Government should have been for decades.
I would like to finish on the remarks of my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb). He referred to the way in which the Welsh Government are playing a dangerous game consorting with the nationalist cause. As someone who grew up in Wales and has lived there most of my life, I think the value of the Union is of huge importance. It is extremely dangerous that the Welsh Labour party is not providing the support, vigour and representation for that cause.
First, may I congratulate the hon. Gentleman on winning Clwyd South? He, myself and the Prime Minister have stood there, but the hon. Gentleman is the only won who has ever won. I invite him to say, or perhaps not say, that co-operation between us and the Labour party to bring forward a large number of positive policies—46 points in the agreement—is not necessarily damaging to the Union.
I am pleased that I am the one of the trio who made it across the line in Clwyd South. I have every respect for the hon. Gentleman as a Member of Parliament and a vigorous representative of his constituents. With regard to his point about the programme put forward jointly by the two parties, it is important that there is clear accountability for Plaid Cymru in that arrangement. It strikes me that they are trying to have their cake and eat it by supporting the Government but not being quite part of them, and not being willing to be held to account for what they are doing. There needs to be clarity in how they operate and what they are trying to do.
To go back to my right hon. Friend the Member for Preseli Pembrokeshire, the Labour party in Wales needs to be clear whether it is really supporting the Union, or whether political expediency is allowing it to blur the line. There are two particular quotations that its members have come up with recently: they have called the UK nothing more than “an insurance policy” and said that support for the existence of the UK “is not unconditional”. Welsh Labour needs to be clear about where it stands on the Union, to the benefit of everybody across Wales.
Would the hon. Gentleman not agree that saving lives is above everything? The Welsh Government have put saving lives above everything. If that runs contrary to what the UK Government are doing in England, they are doing more to cause the break-up of the Union than anyone else.
I thank the hon. Member for her contribution. I have listened to many of her contributions in the Chamber and I have a great deal of respect for the vigour and integrity of what she says, but in this case, actually, the death rate is higher in Wales than in England. This is not a statistic that I particularly wanted to dwell on, because we are all in this together, but to be specific, the death rate is 260 per 100,000 in England and 289.5 per 100,000 in Wales.
With reference to the intervention by the shadow Secretary of State for Wales, the Welsh Government cannot have it both ways. We have seen some of that already this morning: they try to blur the line on whether they are responsible for the death rate and the way the covid crisis has been dealt with, but on the other hand, day to day, they are always saying how good they have been in treating the pandemic. All I am saying is: let us have a bit of honesty and accountability on these matters. I think that would benefit everyone.
In conclusion, the last two years have shown the huge support that the Conservative Government are delivering for Clwyd South and the rest of Wales. Only the Welsh Conservatives can be trusted to defend Wales’s place in our strong United Kingdom.
