Commons ChamberThe reality is that the problematic, poor decisions were made by the chap who is now in Downing Street: the former Mayor of London. He is the chap who cut £1 billion off the budget that was given to TfL every year. TfL was the only major, and probably the biggest, transit system in the western world without any direct Government subsidy until the pandemic. If we ask a transport system to wash its own face—to pay for things only through fares—and 90% of that fare revenue disappears, how on earth can we expect that system to survive? Let us have some serious economics here, not the economics of jokesters.
As I said, the underfunding by this Government has become so severe that the UN special rapporteur has highlighted that it is hitting our poorest communities—communities such as those in Dorset. The report even went as far as to say that the Government were failing the fundamental human rights of people in rural communities. I know that the hon. Member for West Dorset (Chris Loder) is passionate about badgers, but he needs to be more passionate about buses and speak to the Prime Minister. The worst part of all this is that the same working people who have such shockingly bad services are bearing the brunt of the Conservatives’ cost of living crisis.
Many people are paying 50% more on rail and bus fares to get to work than a decade ago. In March, the Government announced that they would go further still, with a brutal 3.8% rail fare hike for millions of passengers, and with bus fares rising nationwide. As the Minister said, it is great that there is a sale, but as he well knows, £7 million of tickets is a drop in the ocean of fare revenues.
A lot of people have some sympathy with the idea of spending more on transport infrastructure, but the hon. Gentleman has not outlined any concrete proposals. Does he actually have any plans to spend more money, or is this just hot air from the Opposition Front Bench?
Actually, the last Labour manifesto probably had the most comprehensive plan ever put forward at an election for running our rail and other transport networks. It is interesting that a lot of the ideas now being implemented by the Government are watered-down versions of what we put forward then. Instead of having weak lemonade, is it not about time that we had the full pint and something serious?
Incredibly, the Rail Minister had the cheek to say that the eye-watering rail fare hike would make rail more attractive. Many will wonder what planet Ministers are living on if they think people can afford that. Up and down the country, families are really paying the price for decisions made in Downing Street.
While the Conservative party punishes local communities with sky-high fares and substandard services, Labour is fighting across the country for better, cheaper and more affordable transport. In towns and cities nationwide, our leaders in power have a plan to turn the page on a decade of decline, putting communities back at the heart of public transport and transforming it for good. The vision of these Labour leaders is simple: to build buses quicker, cheaper, greener and more reliably. Last year, Andy Burnham decided to move to franchising, with a clear vision that talked of
“a world-class, integrated transport network which can unlock opportunity for all; providing access to jobs and education, reducing pollution, attracting investment and reducing isolation.”
Similarly, Tracy Brabin in West Yorkshire has promised to put “people before profit” by introducing
“simpler fares, contactless ticketing, and greener buses.”
In addition to investing millions of pounds in new routes and services, both Mayors are set to cap bus fares at £2, saving passengers up to £1.50 in West Yorkshire and, in some cases, more than £2 in Greater Manchester. That is the difference that Labour in power is making.

The hon. Gentleman makes the point that the way these people have been treated is not on. It is absolutely unacceptable. This is complicated, so there are a number of things we just have to go through to get this right. As soon as we can come back to the House we will, but in the meantime the letter the Secretary of State has written makes precisely the demand that the hon. Gentleman asks for.
I thank the Secretary of State and the Department for the robust way they have taken on P&O over its disgraceful actions over the last few weeks. Can the Minister confirm a couple of things? First, will all contracts and relationships that P&O has with the Government be under review? Secondly, will he block the outcome that P&O is after, specifically trying to pay workers less than the minimum wage? Thirdly, does he agree with me that the CEO should either resign or be sacked immediately?
My hon. Friend makes a number of excellent points. We will consider them as part of the package, but I can assure him that the thrust of what he is seeking to achieve is the same as the Government’s.

It is a pleasure to serve under your chairmanship today, Mr Hollobone. The debate raises a hugely important issue for the connectivity of communities across the north-east, and I am pleased to see so much cross-party unity from the north-east. I congratulate the hon. Member for Washington and Sunderland West (Mrs Hodgson) on securing the debate, and commend her on her efforts campaigning for the Leamside line.
I am proud to have been elected on a manifesto that promised to level up all regions of the UK, realising and releasing the full potential of places such as Darlington. Levelling up is already bringing huge benefits to the north-east, but levelling up must be for everyone, as the hon. Lady said. If we are to ensure that local people can access those new opportunities and that investment can continue to reach communities such as mine, we must ensure that we improve transport infrastructure across all modes of transport, but especially through improvements to rail. In Darlington alone, we are seeing progress with £105 million invested in Bank Top station, but we must not stop there. The reopening of the Leamside line has huge potential benefits to further boost connectivity across the whole region and bring even more investment to our area.
Next year will mark the 60th anniversary of what is, to some, one of the most infamous episodes in this country’s railway history: the Beeching cuts. The north-east has not escaped the legacy of those cuts, which led to further decimation of our railway lines, and we are still feeling the impact on our railways and the connectivity of our region. I am proud that this Conservative Government are seeking to reverse that wrong, and I want the Leamside line to play a role in restoring our railway links to their former glory.
I want to emphasise the importance of the points that my hon. Friend is making. The Darlington station changes are vital to another project, the Weardale line, which he and I support as well; they will also play into what we are looking at for the wider north-east, which is an expansion of capacity across the region, particularly with Leamside for freight capacity. Does my hon. Friend agree that this is about seeing the entire thing as one package, with Darlington playing a vital role in that?
I am grateful for my hon. Friend’s intervention: he has raised some of the points that I was going to mention. The connectivity of our region is pivotal to Darlington, given our important connection to the railway, and he is absolutely right that the debate about how we move forward has to be a whole-region debate.
The 21-mile stretch of the Leamside line, from Gateshead through South Tyneside to Sunderland and County Durham, would open up potential to create new jobs and housing, as well as environmental benefits through taking hundreds of cars off some of the region’s main commuter roles, easing congestion and improving air quality. The Leamside line will help deliver public transport that is fit for purpose, getting people to where employment opportunities are and opening up communities that are currently disconnected to new investment opportunities. The area of County Durham that would be served by the Leamside line has the lowest car ownership per person, meaning that there is public reliance on public transport. It is not right that those people should become further disadvantaged because of matters outside their control. The reopening of the Leamside line could play a part in levelling that playing field and open up opportunities to communities in the rest of the north-east.
In November, I warmly welcomed the Government’s £96 billion integrated rail plan for the north, which will deliver better transport links and spread prosperity and opportunity decades sooner than planned. Reopening the Leamside line would undoubtedly complement that wider package of improvements to rail in the north and midlands. It would take our planned improvements to the east coast main line further by helping to speed up journey times, linking the north-east to the rest of the UK rail network and delivering much-needed east coast extra capacity.
While we have the Minister here, I want to say that we should not just restore the Leamside line. I would also warmly welcome the restoration of the Darlington to Weardale line. Reopening that line would have huge potential to improve local connections and boost business, employment, education and leisure opportunities for my constituents. I am pleased to see that receiving real consideration and look forward to the Government’s feasibility study into the scheme.
I note that we are once again debating reopening a railway line that will better connect areas of the north-east to Darlington. Indeed, I might go as far as to say that it seems that all rails lead to Darlington. It would be remiss of me not to point that out, as it is further evidence that Darlington is the true home of the railways and a clear choice for the home of Great British Railways.
It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson) for securing this important debate. I do not propose to go over all the reasons why it is so important to reopen the Leamside line—she has eloquently covered that—but we need a degree of realism and honesty about why we are in the current situation.
The reopening of the Leamside line has cross-party support, cross-business support and cross-community support. The North East Combined Authority, representing local authorities south of the Tyne, and the North of Tyne Combined Authority support it, along with Transport North East. I congratulate Transport North East on its 2021 to 2030 transport plan, which sets out a comprehensive and ambitious plan for the region’s transport. It talks not just about rail, but about other modes of transport as well, which will not only lead to economic benefits for the north-east but improve the air quality in the environment in which we live. The only people who do not support the plan are the Government, who left it out of their integrated rail plan, announced towards the end of last year. In doing so they said that the project could be part of a city region deal that they hoped to negotiate sometime in the future. I suggest that that is part of the Government’s wider agenda on devolution—it is jam tomorrow so long as regions agree to tinker around with their governance structures.
In the levelling-up White Paper, which I read over the weekend, there was a very good history lesson on the origins of the Venetian city state. One of its main themes was leadership, but I would argue that we have leadership in the north-east in the ambitious plan being put forward by Transport North East and the united support of the political leadership across parties and businesses. The only thing missing in support of that plan is the Government. Instead, we have the vague ideas that were talked about in the levelling-up White Paper last week of devolving powers without resources, or resources being devolved but having to be bid for from central Government. That is not proper devolution; it is a different control mechanism from Whitehall.
Instead, there is the inefficient and expensive Beeching reversal fund. From the two examples that have been awarded so far in County Durham, its only main benefits seem to be to provide expensive press releases for local Conservative Members of Parliament or to fund rail consultants. People’s expectations are raised, and we know from some of the examples that they will never be met—it is not achievable.
Let me give the finest example of that, and I am glad that my neighbour, my hon. Friend the Member for North West Durham (Mr Holden) is here to hear it. It is the proposal to extend the Tyne and Wear metro system to Consett. The feasibility study has so far cost £50,000. The price tag for delivery given in that study is £640 million, and it will rip through either my constituency or that of my hon. Friend the Member for Blaydon (Liz Twist). That price tag is more than the entire £500 million that has been allocated to the Beeching reversal fund. If that were not bad enough, the Lib Dem-Tory council in County Durham is committed to push the project on to the next phase, spending more money and employing more consultants, knowing that it will never be achieved.
They have clearly not read the report. If the hon. Gentleman tells me that any Government are going to provide him with £640 million of public money for a railway to Consett, he is deluding himself. That is not going to happen. The point is to be honest with people. I know that he came out with that flippantly when he did not think he would get elected as the Member for North West Durham, but he did and, therefore, he feels he has to follow through. It is not going to be achievable.
I object to the fact that the public are being deluded, and that more public money has frankly been wasted on highly paid consultants. The hon. Member for North West Durham referred earlier to the Weardale line, which is another example of similar amounts of money being suggested. That line will not be achievable, because the amount of money being argued for will not be forthcoming. Why not just be honest with people?
The strategy is clear: throw around all these projects to give the impression that something is happening when it is not. We have a real example with the Leamside line where, if the Government concentrated on putting in the money, it would create benefits. The hon. Member for Darlington (Peter Gibson) is right that it would improve his constituency and those on the east coast main line, due to capacity. However, I wish he would not argue about the new timetable for the north-east coast line, which would mean that an hourly service would be introduced from Chester-le-Street. The hon. Member and the Tees Valley Mayor complained that that would reduce the number of trains to Darlington. I am sorry; we need an hourly service and that needs to be addressed. It would be addressed if we got the project.

Like other Members, I was very proud to be elected on a manifesto of levelling up. The right hon. Member for North Durham (Mr Jones) was right to say that my election in 2019 was a slight surprise, but if he had spent more time on the ground rather than grandstanding down here in Westminster, he probably would not have been as surprised. He would have understood the issues affecting local people in my constituency, and he would not have seen such a massive decrease in his share of the vote at the last election.
I am very supportive of the Leamside line, which is vital to the levelling-up agenda for the north of England. Alongside education and employment opportunities, transport and transport infrastructure are really important parts of the agenda. I am here to support the Leamside line because it is vital for the whole north-east, particularly because it would help to improve capacity on the east coast main line. It may also play into one of the schemes in my constituency, the Weardale line, which was supported by my hon. Friends the Members for Sedgefield (Paul Howell), for Bishop Auckland (Dehenna Davison) and for Darlington (Peter Gibson). We are looking into extracting minerals from Weardale—lithium exploration is currently under way—and the Leamside line could enable direct rail transit and avoid the need for freight to trundle through the constituency of the right hon. Member for North Durham via road. Instead, it could go via rail, bypassing all the issues. There is a broader strategic aspect to the line, particularly with the gigafactories opening around Nissan, which I was happy to visit not long ago with the Prime Minister.
The Leamside line is important for access to the local area as well, as hon. Members have said. It is about capacity, but it is also about enabling people in our communities to move readily between them and to access employment and education opportunities that are not there at the moment. As the hon. Member for Newcastle upon Tyne Central (Chi Onwurah) and others have said, enabling greater freight service use would also help with the reliability and greater frequency of services—perhaps even the services to Chester-le-Street that the right hon. Member for North Durham mentioned.
The Leamside line has to be part of a wider transport plan. That plan cannot just be about rail; it has to be about road as well. That is why I am delighted to support the A68 changes that have been proposed in a levelling-up fund bid by my hon. Friend the Member for Bishop Auckland. I hope that, down the line, we will also be able to support the A693 upgrades for the right hon. Member for North Durham.
I will address a couple of broader issues that were raised about levelling up the country. It is vital that we look at all sorts of schemes. If some hon. Members had spent the two decades since they were elected actually campaigning for reconnections to places such as Stanley, Annfield Plain and Consett, we might be a lot further advanced in these plans than we are today.
The hon. Member knows as well as I do that the main answer for a lot of communities in his constituency and mine is the bus network. The fact is that because of the Conservative Government, who have been in power since 2010, Durham County Council has lost £224 million in central Government allocation, and that has led to bus services and subsidies being withdrawn. I am sorry, but I will not take any lectures off him about transport in Durham.
If the right hon. Gentleman listened to one of his own local councillors, who represents Chester-le-Street and with whom I campaigned to get the feasibility study going—the former Labour leader of Durham County Council—and if he listened and worked with people like me, rather than listening to people who want to live in the past as he does, he would be on side now.
The right hon. Gentleman shouts from a sedentary position, which he should not do. He could stand up and try to make another intervention if he wished. It is true that these schemes would be expensive, but if he had been campaigning for them for a longer period of time, rather than carping from the sidelines, as he is doing—
No, I will not give way again; the right hon. Gentleman has had plenty of time to have his own say during the debate. If he had campaigned for these measures for a longer period of time, perhaps we would be further advanced. Of course it is about buses. I am fully supportive—
Order. I have not heard the words “Leamside line” mentioned for about five minutes. Can we get back on to the subject of the debate? There is still one other Member seeking to contribute.

Let us come back to the matter in hand. I have one proposal under way, working with Labour-controlled Gateshead Council and the coalition at Durham County Council. The transport lead for the north-east is the leader of Gateshead Council; the right hon. Member for North Durham praised him earlier but later said that he had not read the report. The key thing about the Leamside line is that it will provide extra capacity through my constituency for some of those routes. It is vital because it will help broader connections across the entire county.
Hon. Members have talked about the disparity between transport spending in London and in the north. That has been the same under multiple Governments, over a long period of time. I want to see that addressed, but we cannot do that by saying, “We’ll choose this over that.” As a broad region, we need to push, on a cross-party basis, for better connectivity for our communities.
I am happy to support people from other political parties on schemes such as the Leamside line and the bus scheme across the north-east, which will feed into the Leamside line. I hope that hon. Members from other political parties will think about how we can work together on all these schemes, rather than trying to put down people who fight for something important for their communities.

Commons ChamberAs I have outlined, over £3 billion of new spend on buses is coming along during the course of this Parliament. The hon. Member is quite right to draw attention to the bus service improvement plans, and we will be able to provide some information on indicative allocations for that by the end of February.
Buses are vital for many of my North West Durham constituents, but to put it simply, at the moment there are not enough of them and they are prohibitively expensive, especially for single-fare journeys. Will the Minister look closely at our bus back better strategy for the north-east to give us the funding and the buses we need for our communities?
I know that the Buses Minister will be delighted to look at that particular strategy in the context of the overall funding the Government are providing.

Commons ChamberMy right hon. Friend is absolutely right. That ECJ judgment has incredibly wide-ranging implications across many different sectors. I picked on golf buggies, but it affects lawnmowers, agricultural vehicles and electric scooters, as we heard. It is incredibly wide ranging. It is baffling and extraordinary how a Slovenian farmer, Mr Vnuk, getting knocked off his ladder—poor guy; I hope he was not too badly injured and I hope he got compensation—can lead to a series of different judgments, amendments and so on that cost the British motor insurance industry £458 million or a £50 increase in premiums for British drivers, a total of £1 billion a year. It is difficult to explain to voters, even in remain constituencies like mine, what the justification is for that.
Before my right hon. Friend’s intervention, I mentioned subsidiarity as a principle enshrined in an EU treaty. There are various mechanisms in the EU to try to ensure subsidiarity. Parliamentary committees of national Parliaments are meant to have votes and give red flag warnings when EU legislation contravenes it. However, this was not EU legislation. It was a judgment from the European Court of Justice and, as case law has the effect of legislation, it was enshrined in UK law after we left the EU. That raises the question of the European Court of Justice.
I reported on the European Court of Justice. I have visited its buildings many times. I will give one little anecdote about a story I once tried to do. The British Government were appointing a judge to the ECJ. I thought that that was quite an important story. The British Government were involved and the ECJ had, when we were in the EU, a constitutional role in the UK. It could make laws that overrode the national Parliament and the national Government, and could change the lives of British citizens. The Vnuk ruling is a clear example of that. At the same time that I was suggesting to the editor of The Times that I write a story about the British Government’s appointing a judge to the European Court of Justice, there was some controversy over a judge on the United States Supreme Court, as hon. Members may recall—one of them had a nanny they should not have employed, or something. I said, “This is a far more important story. The British Government are involved. This court changes the lives of British citizens. It can overrule the British Government and the British Parliament.”
I wrote my story, and the next day the Supreme Court wrangling was front page of The Times, the main story, and my story about our appointing a judge to the European Court of Justice was a “News in Brief”, a tiny little thing. This is not a pro-remain or pro-Brexit argument, but even when we were members of the EU we had virtually no knowledge or understanding of the workings of the European Court of Justice or its important or significance.
When we were members of the EU, I used to play a little parlour game: “We have the right to appoint a British judge to the European Court of Justice. What is the name of our judge on the European Court of Justice?” I used to ask MPs and so on, and no one had any idea. I searched for his name in newspaper articles and this particular judge was never mentioned—I cannot actually remember his name now. I will save their blushes, but I asked the serving Europe Minister at the time, “What is the name of our judge on the European Court of Justice?” and he had no idea. I thought, “We really do have a problem as a country. We have no understanding or appreciation of the importance of the court, the way it works or the influence it has over our daily lives in this country.”
The Vnuk judgment is not only a clear example of the role of that court, overriding the objections of the British Government and of Parliament, but a clear breach of the principle of subsidiarity, which is enshrined in EU treaty law. There will probably be other examples of retained EU legislation; my hon. Friend the Member for Wellingborough suggested that there will be a whole series of such bits of legislation that we think are inappropriate for the UK. He suggested a new Government position: a Brexit Minister, someone who has had an interest in this issue for the whole time and is not currently serving as a member of the Government. I wonder who he could be thinking about?
Without repeating that suggestion, let me make another one. I keep coming across different bits of legislation in this place that we can only enact as a result of our having left the EU. This Bill is one example, but there are many others. It would be useful for the Government to compile a list across all the different Departments of all the little things we are doing as a result of leaving the EU, as well as the big things such as reforming the common agricultural policy and so on.
One of the first things we did was to change the taxation on motorhomes, which is very important to my constituents because North West Durham is where we manufacture many of them. Under the EU regulations that came forward, gold-plated by our civil service, we would have seen a 700% tax increase, which we have been able to reverse since leaving the EU. I agree with my hon. Friend’s point, but does he think that we need to see all those practical examples laid out by the British Government to show the benefits of our having left the EU?
Order. Before the hon. Gentleman responds to that, is there any possibility of steering his great speech back to Third Reading of the Motor Vehicles (Compulsory Insurance) Bill?

That this House has considered fatal accidents, rural crime and the adequacy of vehicle ownership restrictions.
It is a pleasure to serve under your chairmanship, Mr Dowd. I pay tribute to the family of Andrew Rowlands, one of my constituents who died in 2020. His parents, Karen and John, are here today. I have met them before, as well as their daughter, Becca. Andrew was killed in a car crash in June 2020. The car he was travelling in was bought not long before for £100. It had no valid MOT and was described by the judge at the time as a wreck. The driver of that vehicle had no driving licence—they had not even had a driving lesson—yet they had still been able to buy the vehicle. They were jailed in June 2021. Later that year, I met John in my constituency surgery.
My request of the Minister today is to look at one simple change to the law. If a person wants to buy a car, they should have to have a driving licence. That means a simple change to the V5 form. At the moment, filling in the date of birth and the details of the driving licence of the person purchasing the car is voluntary. All we want is for that to be made mandatory. That would prevent people without driving licences being able to buy cars.
To buy a shotgun or rifle, the buyer must provide a licence and be over the age of 18. To buy an alcoholic drink, lottery scratchcard or lottery ticket, the buyer must provide ID. To scrap a car, a person must provide ID and have a UK bank account, yet to buy a car—even a totally unroadworthy one, such as the one driven on the day Andrew was killed—a buyer does not have to do those things. It is taken on trust, on the V5 form, that the buyer is a suitable person and able to own a vehicle.
In the modern day, it is totally unacceptable for somebody without a driving licence—without even having had a driving lesson—to own a car, and there are three reasons for that. The first, obviously, is the death of one of my constituents. We do not want to see more young people being killed because other people can buy totally unroadworthy vehicles and use them on a public highway.
Secondly, it has broader implications. Since I met John in my constituency office, I have been talking more broadly to Durham police and the rural community to find out what other impacts such a change could have. For example, Durham police are very concerned about so-called community vehicles. Basically, what happens is that I buy a car off anybody, but I do not provide my address or details, because I can sort of fill it in. There is no requirement to check a driving licence and no requirement to put down a date of birth—it is just an option. Those vehicles are then used in county lines drug trafficking; they are used to move people around the country. They are often parked up somewhere slightly out of sight, and they are easy to use. There is a real crime angle there for towns and cities.
Thirdly, I have spoken to local farmers, and there is a real rural crime angle as well. Since I was elected, I have lost count of the number of farmers who have got in touch about people trespassing on their land. This is not trespassing in the form of a poacher with a couple of pheasants under their jacket, like something from the 1940s. This is people driving through farm gates, smashing up land, destroying crops, worrying livestock and allowing animals out on to the roads.
I applaud my hon. Friend for bringing forward this debate on this important issue and for highlighting the tragic case in his constituency. Does he agree that the rural crime he talks about is part of a bigger picture that people in rural communities face? It could be vehicle crime, property damage, fly-tipping, poaching, farm machinery theft or animal theft—they are all part of a bigger picture that our rural communities have to suffer. It is great that Cumbria police and Durham police are working hard to support communities, but these crimes have a major impact on the mental health of people in rural communities.
They do have a big impact on people in rural communities, particularly on their mental health, because of the isolation element of living in a rural area. My hon. Friend makes a broader point about the use of such vehicles for other crimes. The police have told me in conversations that if people are involved in what some might consider low-level crimes, such as lamping or poaching, they are usually involved in other crimes as well. It is a major issue that they are able to move around almost at will by using vehicles that nobody can trace. That is exactly the issue that I am trying to point to.
Some of the farmers I recently met over in Satley in my constituency face these issues on a regular basis—so regular that they have set up their own local WhatsApp group. Fences have been driven through, causing thousands of pounds of damage for the farmers, but even if they spot the vehicle and get the number plate, it is impossible to trace the ownership because the vehicles have basically disappeared into the system.
In Stanhope and all the way up in rural Weardale, farmers have faced similar issues. It was at one of my first constituency surgeries after being elected, in Stanhope town hall, that this issue of rural crime and untraceable vehicles was brought to me. More recently, down in Muggleswick, during the pandemic, when people were meant to be staying at home, there were people driving such vehicles—totally untraceable—to do drug deals in rural areas. People phone the police to say, “We have the number plates”—people have done the right thing on their farms and rural homes and put up CCTV—but that is totally useless if the ownership of the vehicle cannot be traced.
This proposed change would mean the traceability of vehicle ownership, and it would therefore prevent people being able to use such vehicles to commit rural crime. Thirdly, it would stop people without driving licences from using such vehicles.
We have seen the impact of changes to the scrappage scheme. We used to hear all the time about people nicking bits of railway and trains having to be stopped. We used to hear about people dying in substations when they were trying to nick expensive metals. We used to hear regularly about lead being stripped from church roofs. All of that ended with a simple change in the law that meant someone had to provide ID and bank account details if they were selling scrap metal—a really simple change. All I seek is a similar change for people when they are selling cars.
I am not asking the Minister today for an immediate yes or no to a piece of legislation; I am asking to meet her in order to talk in more detail and find a suitable legislative vehicle for addressing this issue. I cannot see why the Government would not want to push forward with this, because it would tackle rural crime and the criminal exploitation of young people in our towns and cities, and it has the ability to stop more tragic deaths, like that of Andrew, from happening in the future. It is a sensible change that I cannot see the Opposition opposing. Will the Minister today commit to meeting me to talk about this further, to see what we can do to make this very sensible change, which will save lives?
I appreciate that the Government are considering ways to try to tackle issues such as driving without insurance. However, should there not be a change to ensure that we know who owns a vehicle, which would make it even easier to prosecute people for crimes such as driving without insurance? If we do not know who owns a vehicle, it is very difficult to bring a prosecution against somebody for driving without insurance.
I thank my hon. Friend for that intervention. That is all part of the conversation that he and I will have when we meet. Over the next week, I will look at arranging that meeting, which will happen certainly by the end of this month. I am very happy to involve officials in that meeting as well, so that we get the full breadth of the Department for Transport’s understanding of all the issues pertaining to his request.
Under continuous insurance enforcement, or CIE, the Driver and Vehicle Licensing Agency works with the MIB to identify those who are driving without insurance, enabling enforcement action to be taken.
I turn to driving on private land. I know that is a burden to so many farmers and landowners across Cumbria, and indeed in all rural areas. For some landowners, it is a real problem that they face all too often, so I will continue to engage with colleagues in the Department for Environment, Food and Rural Affairs to find solutions to it, and I understand that concerns have been raised about it today.
Vehicles that are driven illegally on private land may be seized, of course, by a police officer. However, any change in the law to cover driving offences occurring on private land would be significant and require legislation that had potentially wide-ranging impacts. We have a regime of licensing, which ensures that only people who have demonstrated a competence to drive a vehicle on the highway are permitted to do so.
I am grateful to my hon. Friend the Member for North West Durham for his championing of these rural issues in my Department and all other Departments. Driving on private land is not subject to the same licensing regime. To change this would have consequences for many people who only drive on their own land, most notably the farming community.
I am not proposing that we change the requirements for driving on private land. I am just proposing that, to own a vehicle, someone has to have a driving licence. That would mean that they could give the vehicle to another, perhaps younger, person to drive on private land or for stock car racing or something like that. I am not proposing that we require a driving licence for driving on private land.
My hon. Friend makes a powerful case. I know that more can be done; I absolutely acknowledge that. Our calls for evidence will be published before this summer, so now is a good time to discuss the issue, and we would welcome any evidence given to support that. We all recognise that more can be done.
We are delivering on our commitment to change the law on a number of matters at the moment, including causing death by dangerous driving or careless driving while under the influence of drugs or alcohol. The Police, Crime, Sentencing and Courts Bill introduces changes to increase the maximum term of imprisonment to life. The Department is introducing an increase to the minimum disqualification periods for those two offences in the Bill to reinforce the seriousness with which the Government view them. Instead of two years, they will be increased to five years.
We are working on a call for evidence on parts of the Road Traffic Act 1988. We expect to be in a position to publish that in the first half of this year. While details are still being worked up on the scope of that particular issue, I know that officials are paying close attention to the points raised in this debate. We would welcome thoughts on where issues could be tackled by the call for evidence, and that is why I think that that meeting will be particularly helpful at this time. The evidence is expected to include drink and drug driving offences and the offence of failing to stop and report. My hon. Friend has not referred to that in this debate, but I wanted to set that out, and when we meet, we can discuss validation ahead of purchasing a vehicle.
Rural roads account for nearly 66% of all fatalities, while carrying only 33% of the traffic, with casualties mostly being vulnerable road users, such as young drivers and motorcyclists. My Department is developing a new road safety strategic framework, which will outline our ambitions to improve road safety in the UK. We are considering how we can best incorporate rural road safety into it.
We have also just concluded a consultation on the potential for creating a road collision investigation branch. That independent safety body would work to better understand the root causes of road collisions, learning lessons and making recommendations for interventions and policy changes that could help reduce collisions and their severity and improve rural safety for all road users. We hope to be able to set out the next steps over the coming months. It is my aim that these developments make a real difference to road safety in the UK, including reducing road traffic collisions and the tragic deaths and injuries that they cause.
I thank John and Karen Rowlands for their presence today and for the courageous way in which they are trying to prevent collisions, serious injuries and fatalities, particularly among young road users. I also thank them for their work in supporting the Department’s THINK! campaign.

Today, he has drawn attention to rural crime and demonstrated the importance of identity in preventing further incidents. Commons ChamberMy hon. Friend has been a doughty campaigner for his constituents and, as he says, work on the Hope Valley line is under way, as confirmed in the programme announced today. I am sure that it will bring the wider benefits that my hon. Friend’s constituents so desperately want.
By anyone’s standards, £96 billion is a major investment. Will the Secretary of State outline the improvements and timetable for services from Durham and Darlington to London and to the great cities of the north? The key thing for communities such as North West Durham, where we currently have no train lines at all, is connectivity, so will the Secretary of State assure me and the other north-east MPs who have already spoken that he and the DFT will continue to look at and work with us on connectivity for our constituencies?
My hon. Friend will be pleased to know that Darlington is a big winner out of this package. The improved journey times and reliability from places such as Durham because of the east coast main line upgrades will make a big difference. I know that my hon. Friend is already making significant progress on his restoring your railway bids, because he has recently had success on that front.

Commons ChamberI am absolutely delighted to kick off this Adjournment debate on the feasibility bid for the Weardale railway. In an announcement last week, the Department for Transport agreed to that bid. I am delighted to see the Rail Minister here today, because he was one of the first people to come to Weardale to see the railway in all its glory at first hand.
The connection is particularly important for the communities that I represent, and for my hon. Friends the Members for Bishop Auckland (Dehenna Davison), for Sedgefield (Paul Howell), and for Darlington (Peter Gibson). It is not only the Minister himself who has visited. I have also, in the past couple of weeks, had a visit from the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Mid Norfolk (George Freeman), who came up to Frosterley, Stanhope and Eastgate to see the railway and all the potential that it has to deliver transformational change not only for my constituency but other constituencies further down the line. I am particularly glad that my hon. Friends the Members for Sedgefield and for Darlington are here today. I am also grateful for the support of my hon. Friend the Member for Bishop Auckland, who has just had the excellent news that the Toft Hill bypass is finally going to happen. It was first mentioned in the 1951 Durham county plan and it has now been approved by the Government a mere 70 years later. I beg the Minister to lean on his Front-Bench colleagues also to support my bid for Crook, Willington and Tow Law, which will hopefully be coming down the line in funding rounds 2 or 3.
It is not just hon. Members in this place who have supported the bid for the Weardale railway. The Mayor of Teesside, Ben Houchen, was also involved, along with hundreds of local people who completed my recent surveys on it, my Crook councillors elected last year—Patricia Jopling and Mike Currah—and local candidates who have been campaigning: Robbie Rodiss, Will Wearmouth and Steve Cowie. In particular, there is the group of people who have been keeping the railway going as a heritage line over the past few years—the huge number of volunteers at the Weardale Railway Trust.
The Weardale railway ceased operation as a freight line back in the early 1990s, but it has been operating a heritage service since then. Last year it was bought by the Auckland Project after its previous owner failed. I thank Jonathan Ruffer, who has been doing so much great work down in Bishop Auckland, and the chief exec of the Auckland Project, David Madden, who has been really involved in helping me, and other hon. Members, in the project to help to transform the west of County Durham. One of the most important things that they have done is to give a private sector edge to what is going on. I also thank Durham County Council and Darlington Council for the support that they are giving more broadly to the project and to the bid.
Bishop Auckland was first connected to the rail network back in the 1840s. The extension went further to Crook in 1844, then to Frosterley in 1845, and finally to Stanhope in 1862. In 1887, there was a further bid to extend the line from Stanhope right the way up to the top of Weardale. The budget for the entire line, as I read recently on the excellent Weardale Museum’s website, was a mere £48,627. The bid we have just put in for the feasibility study alone is £50,000 for the whole project. It is one of those interesting quirks of history that Sir Joseph Pease, the then Liberal MP, finally cut the first sod on an extension in 1893. It would be great to see the first Conservative MPs, largely, for County Durham doing exactly the same for the renewed line—if, hopefully, the feasibility study comes through—in the next few years.
Far earlier than the railway line were the wagon ways that we had across County Durham. That is because we were part of the heart of the industrial revolution. Back in the early 19th century, we had horse-drawn wagons going all the way over the moors because we had ironstone that had to be taken to Consett. It is very much in that theme of us being at the heart of the first industrial revolution that Conservative Members now really want to press this project to provide the connectivity to help to transform our communities going into the next industrial revolution that we are currently seeing taking place under this Conservative Government.
Unfortunately, passenger services ended on the line in 1953 and to Crook in 1965, with the freight service finally ending in the 1990s with the closure of the Eastgate cement works site, at which my hon. Friend the Member for Sedgefield worked. It is great to see him here today, supporting the bid as the Member for Sedgefield and wanting to deliver that transformational change.
Since that closure, there has been an irregular heritage service operating locally. The bid now is not for that heritage service to come back; what we want to do is connect the communities I represent to the rest of the north-east and to improve the line further down, as my hon. Friends will mention briefly in their speeches. We have a real opportunity in Weardale, and it looks like we potentially have the second-largest lithium deposits in the country outside of Cornwall. That could provide a real freight anchor for that service. As exploration is going on, it is only right that we start to look at the feasibility of how we would transport some of that lithium, particularly as part of that proper industrial revolution with the next generation of manufacturing jobs that we are seeing up at Blyth or at Sunderland, where Nissan is putting in huge amounts of investment.
The bid is not just about freight, however; it is also about connecting communities. We represent proud villages and towns across County Durham, and the town of Crook needs a bit of a boost at the moment. One of the main aspects of the bid is to look at the feasibility of connecting the towns of Crook and Howden-le-Wear to the line as well. At the moment, the terminus is in Bishop Auckland. We want to ensure we have a proper through-running service so that we can capture all that opportunity further up the dale. The third aspect of the bid is looking at a possible extension further up the dale. If that looks viable and a goer, I will certainly be backing that.
The bid is about employment and ensuring that people up in Weardale can access those great jobs, particularly down in Teesside, where we are seeing massive investment in a freeport. We have the Darlington jobs hub and the Treasury. It is all coming to Teesside. I want my constituents to be able to share in that, whether they are in Crook or any of the towns and villages up in Weardale. I also want to see them able to access the best education opportunities. At the moment, that is just not possible with the transport infrastructure we have.
The bid is also more broadly about providing that opportunity for people in both directions. That means we can help drive the economy of Weardale in heritage and tourism. We are seeing real local efforts going into places such as the Weardale museum, the Weardale Adventure Centre or the fantastic pubs around Stanhope or in the smaller villages further up the line. I want to see those jobs thriving in the long term, but it cannot just be about transport connectivity; it is also about buses, broadband and enabling people to work locally, but also to stay local, and that is part of the real drive from this side of the House on connectivity.
Earlier in the Budget debate, my hon. Friend the Member for Darlington said, “Shy bairns get nowt.” We in County Durham from the Conservative side are always arguing for our communities. The Economist in an article recently said that I was proving expensive, but the truth is that for too long, when the north-east was represented by Mandelson, Blair and co, they took the north-east—in fact, the entire north of England, the midlands, Wales and Scotland—for granted. I do not think we are prepared to do that. We are fighting every step of the way and every day for investment in our communities. I am incredibly proud to do that, and we are going to keep pushing for that. I am delighted to be fighting for it, but as part of a package, because this railway is part of many more bids—I have already referenced what is happening in Teesside—across the north.
I have already put in another bid, also accepted, for a connection from Consett to the Tyne. That is important, because we can do stuff to improve cycling and walking on that route, as well as on the Weardale line, but I also want to look at public transport options, and there will be a report later this year.
I thank Ministers for the extra £10 million provided for Shotley Bridge Hospital, which will help us double beds in that community hospital from eight to 16. That is far higher than the zero beds planned before I was elected. I have also fought on the motorhomes tax, which was particularly helpful for my increasingly tourist-focused community, and on the draught beer duty to help those wet pubs that are still part of thriving communities in the north.
The Government are really delivering for the north, including for my community in North West Durham and for County Durham. I am so glad to see the announcement that the feasibility study will happen and delighted that the Minister can support it. I am proud to represent my constituency and hope to do so for many years to come. However, the Government must deliver on the levelling up that we promised at the election. Therefore, although I am glad about the feasibility study and hopeful for the line’s future, I encourage the Minister to keep thinking of more ways to help us deliver for the people who voted for us in 2019.

Commons ChamberI thank my hon. Friend for that intervention. There are many examples across the country of deplorable practices where the failure to access information is failing to safeguard our constituents. For the same reasons as I gave in response to the intervention on disabled passengers by the hon. Member for Strangford (Jim Shannon), the Bill will help to support and safeguard our special educational needs children when accessing taxis. The Bill will close the loophole that I identified in the Luton case that enables an applicant to obtain a licence from an authority that does not participate in the voluntary scheme, just as my hon. Friend the Member for West Bromwich West (Shaun Bailey) alluded to.
Since the Bill’s First Reading, I have met a wide variety of groups, from the Local Government Association to operators and industry bodies including the National Private Hire and Taxi Association, the Durham Licensed Taxi Association and the all-party parliamentary group on taxis. I thank them all for their engagement and assistance up to this point. However, the engagement that was organised by the Suzy Lamplugh Trust with Elaine Pickford and Liam O’Callaghan, the mother and brother of Sian O’Callaghan, who was murdered by a taxi driver in Oxfordshire, was the most important to me. I am grateful to them for the time they spent sharing their tragic story with me, and although this legislation can never bring Sian back, I hope it can serve as a lasting tribute to her.
As my hon. Friend knows, in County Durham we have a lot of cross-border travel, particularly involving my constituency—with Newcastle and Gateshead—with drivers travelling on both sides. Standards are different across the board, but I welcome this Bill as a real step in the right direction. What further could he say about how this cross-border issue will be addressed by the Bill?
We have a situation where 276 licensing authorities have individual discretion to apply the standards they wish to see locally. Although this Bill does not seek to impose a set of national standards or national licensing—we know how important the income from that licensing for their local drivers is to local authorities—by sharing this data and information we seek to get to the position where good practice is spread out across the country.
I hope that hon. Members from across the House will support this Bill, which will bring about a real improvement in the regulation of the taxi and private hire vehicles sector. So many of our constituents, particularly those with mobility difficulties, rely on the sector in their daily lives—to go to the shops, attend hospital appointments, get to school and get out of their homes, as we return to normality. It is important that they can do that safely, and in the secure and certain knowledge that those in authority have done all they can to ensure that the person driving the vehicle they travel in is a fit and proper person to do so. We should do all we can to ensure the safety of our constituents where we can, and this Bill does just that.

That this House has considered the A68 and road connectivity from Teesside to Scotland.
Left behind, ignored, forgotten, neglected, overlooked, the rust belt—those are the synonymous phrases often used to describe the communities that make up the towns and villages for whom the A68 is their key artery. There are many different descriptions but, politically speaking, the phrase I heard most often is that Labour had taken their community and their vote for granted forever. I am sure that that is felt on the streets of the towns and villages not only of North West Durham, from Crook to Castleside, from Willington to Wearhead, but of my neighbours in Bishop Auckland, Sedgefield and Darlington.
Running from Darlington through Sedgefield to Bishop Auckland, up through my constituency, before dropping into Northumberland and over the Scottish border, the constituencies along the A68 have names synonymous with new Labour—Tony Blair, Alan Milburn, Hilary Armstrong—seats referred to as the red wall, now the blue wall. However, that is a mythical construct of political scientists and commentators. The A68 is very much real-world hardcore, a real rather than a metaphorical construction. The A68 is now the blue road.
The Prime Minister, on his visit to Sedgefield in December 2019, following the general election, understood that: the pencil hovering over the ballot paper before breaking the voting habit of generations. I want the people of the north-east to know that I will repay their trust—and trust is the key word. The Prime Minister had recognised that the trust between their previous MPs and their constituents had been broken. We can see why around the A68.
I have with me the County Durham plan of 1951—thanks to the Library of the House of Commons, which was able to source it for me from a research library. It was produced the year after my constituency of North West Durham was created. In it, my constituency had three railway lines to Consett alone, along with others to the south, and new plans for roads and bypasses, including on the A68. When I was elected, the big improvements on the A68, including the Toft Hill bypass, marked in 1951, still had not been done. Seventy years on, it still has not. Seven decades on, there are now no railway lines or stations at all in my constituency. The road improvements have not been done. Is it any surprise that people felt that trust had been broken?
In that time, we switched the rest of our railway network from coal to diesel and, increasingly, electric. Seventy years ago, Winston Churchill was Prime Minister. We had not even had the Suez crisis. The treaty of Rome was still a glint in the eye of European leaders. King George VI was on the throne. Labour have, for 70 years, taken North West Durham, much of the rest of the north-east of England, the north of England, Wales, Scotland and the midlands for granted. Only last month, in County Durham we saw Labour finally lose control of the council after 102 years. Things are changing.
I am pleased to say that, with the restoring your railway funding, I have submitted plans for enhanced cycling and walking, better disabled access and examination of options for a new public transport route between Consett and the Tyne. In the south of my constituency, alongside my hon. Friends the Members for Bishop Auckland (Dehenna Davison), for Darlington (Peter Gibson) and for Sedgefield (Paul Howell), backed up by Ben Houchen, the Mayor of Tees Valley, I am leading the support for the new restoring your railway bid for the Darlington and Durham dales railway line.
When I was elected, the Shotley Bridge Community Hospital, which a couple of decades ago was a maternity hospital, was going to be rebuilt with no beds—a hospital with no beds. Thanks to the campaign, I have now ensured that we will get 16 beds, which is double the number in the current facility.
I am campaigning for bus routes to Weardale and Burnhope, to bring those physical connections back to cut-off communities. I am campaigning for broadband for places such as Muggleswick and Maiden Law, so that they have the connections that will allow our businesses to compete and individuals to connect in the 21st century.
What we have not yet seen enough movement on is the A68. For the communities of Crook and Weardale to be able to make the most of the opportunities being created in Teesside—from the freeport to the excellent new jobs coming at the Treasury and other Departments—the Toft Hill bypass and the Darlington bypass need to be prioritised. At firms such as Elddis Transport, a fourth generation family firm run by Nigel Cook, whom I met recently, drivers are still having to make difficult journeys on an A68 suitable for previous generations.
For people in Castleside, it is clear that the long-term siting of a major road through the centre of their village is no longer an option. It is time for the A68 to be put on the strategic road network because it is an arterial route. It carries a far greater proportion of its traffic as heavy goods vehicles than most other roads in a similar category. It is the third route to Scotland between the M1 and the A1.
Whether it is upgrading the A1 or the east coast main line or getting the Leamside line up and running, we north MPs here today are all supportive, and are all backing each other up. The A68 is the clear next step. We want our communities to be able to thrive and for our local private sectors not to be hemmed in, so that good jobs can be created and, in turn, help fund our great public services.
Our communities are already seeing the difference Conservative MPs make. In his speech in Sedgefield, the Prime Minister said:
“Our country has now embarked on a wonderful new adventure and we are going to recover our national self-confidence… and we are going to do things differently and better.”
Seventy years on from the initial plans, it is now time to do things better. It is time to cement the foundations and the economic bonds and to enhance those community ties with a road like the A68, which is strategically so important, to help unite our Union.
Order. It may help if I set out the timings for this 60-minute debate. The Front-Bench speeches will take 20 minutes in total, and therefore wind-ups will begin at roughly 5.30 pm. That is better news than I indicated previously. Colleagues do not have to take their full time, but each speech can now be between seven and 10 minutes.

I say to my hon. Friend the Minister, as bids have been made by my fellow County Durham and Darlington colleagues for a visit during your break, that you are more than welcome to pop along with me to Frosterley fish bar or Craven’s in Wolsingham. They are two of my favourites, although I have to say to the hon. Member for Bristol East (Kerry McCarthy) that they do specialise in frying their stuff in beef dripping, so I do not think it would tick her box, unfortunately.
I welcome the support from the hon. Member for Midlothian (Owen Thompson) for general transport schemes. I just hope that he still supports the schemes we are proposing after Friday—whatever happens. I would also just like to point out that there are some parts of my constituency in which we could refer to Scotland as being part of the south, because we do go quite a way north, really, on the other side of the country.
I welcome the hon. Member for Bristol East and thank her for some of the points she mentioned. I am also, obviously, grateful to my hon. Friends the Members for Darlington (Peter Gibson), for Bishop Auckland (Dehenna Davison) and for Sedgefield (Paul Howell), who have raised really important issues, particularly on the need for road infrastructure to be there in order for our bus infrastructure to come and to support that as well. In particular, my hon. Friend the Member for Bishop Auckland raised issues about road safety and how important that is. Perhaps now we should share our second passion, aside from the A68, and go and have a pint of lager somewhere.
