Commons Chamber6. What recent discussions she has had with ministerial colleagues on the role of child care for working mothers.
The Government fully recognise the importance of child care in helping parents—not just mothers—to move into or stay in work. Under universal credit, we will for the first time extend help with child care costs to those working under 16 hours, benefiting some 80,000 families who previously had no such support.
Since the Government cut the rate of support for child care a year ago, 44,000 fewer people have claimed support, women’s unemployment is now at its highest for 25 years and 50,000 more women are economically inactive than before the cut was made. Is it not now clear that cutting support for child care is a false economy?
We have announced that under universal credit we will support an extra 80,000 families with child care, and that we are doubling the number of two-year-olds getting free nursery care. If the right hon. Gentleman is asking us to reconsider his Government’s policy of increasing support for child care to some 80%, perhaps he will explain where he will find the £600 million that the Daycare Trust feels it would cost to implement the policy.
This month, 212,000 couples face losing their working tax credit if they cannot find more working hours. Many parents will be forced to give up work, and they may be forced to give up their child care places as a result. What will the Government do to monitor the impact of the changes to family support on the child care market, to ensure that when women can return to work they will not be left struggling to find a child care place?
The hon. Gentleman is absolutely right that it is important that there is a supply of child care places. I am sure he knows that there is a duty on local authorities to ensure sufficiency of supply, and I remind him that with the new local authority early intervention grant, there is money to ensure the necessary supply for just the families he is talking about.
Does my hon. Friend agree that removing the minimum hours rule for child care support, so that all families receiving universal credit will be eligible for financial help, will mean that families on low incomes will receive more help and support to keep them in work?
My hon. Friend makes an excellent point. The best way out of poverty for most families is work, and helping women in particular to stay close to the labour market when their children are young is an excellent way of helping to ensure that they can continue to progress in their work and support their families.
Affordable and quality child care is essential to allow women to enter or stay in the work force. What additional investment are the Government putting into child care to ensure that women can make that choice if they wish?
My hon. Friend raises the important point of the affordability of child care. It was disappointing that under the previous Administration, child care costs went up by some 60%. We are trying to ensure that there is practical help for families. We are already investing some £2 billion in child care through the child care tax credit and the early education grants, and through universal credit there will be an extra £300 million to provide 80,000 extra families with child care support that they did not have before.

Commons Chamber3. What steps she is taking to reduce disability hate crime.
No one should fear abuse for who they are, and tackling hate crime against disabled people is an issue that this Government take very seriously. We are improving the recording of such crimes, and working with the voluntary partners to encourage more victims to come forward. We will publish the Government’s new action plan on hate crime shortly.
I thank my hon. Friend for her answer, but what specific measures are the Government taking to encourage victims to come forward so that we can finally stamp out this atrocious crime?
My hon. Friend is absolutely right to want to know the specifics, as under-reporting is a real concern in this area. That is why we continue to work with the police and the voluntary sector, including with organisations such as Radar, which has designed initiatives to increase the reporting of hate crime through third-party reporting organisations. I urge my hon. Friend and other hon. Members to take this opportunity to look at the guidance on hate crime that we issued yesterday to see how they can help to drive awareness of this issue in their own constituencies.
The Minister will be aware that the recent report from the Work and Pensions Select Committee on the transition from disability living allowance to personal independence payment has made it clear yet again that some statements made by the Department have themselves encouraged a negative view of people with disabilities. What steps is she taking to ensure that anything coming out from the Department cannot be misinterpreted in that way?
I agree with the hon. Lady. Anything that fuels hostility or harassment is absolutely unacceptable. I believe that for too long the benefits system itself has trapped people in a life of welfare dependency, and that if we are to tackle this issue effectively, it must be subjected to a radical overhaul. Perhaps it is those who are reluctant to accept such a change in the benefits system, which has trapped 5 million people on out-of-work benefits, who are standing in the way of what is needed.
Is the Minister aware that according to the findings of research conducted by the Muscular Dystrophy Campaign, published in The Independent yesterday, 80% of young disabled people do not believe that the police will act on their concerns about disability hate crime? Will she undertake to talk to the Home Secretary about the matter, to ensure that police authorities and, soon, elected police and crime commissioners take the matter seriously?
My hon. Friend is right: that is an excellent piece of research. We are focusing on helping voluntary sector partners, including Radar to do more to enable disabled people to report to third sector organisations so that they can gain the access to justice that they need.
4. What steps she is taking to tackle women's unemployment.
The Government are helping women to move into employment, including self-employment, through the Work programme and our business mentoring scheme. We are also improving careers advice and training, and encouraging more women to enter apprenticeships. The action that we are taking to increase flexibility in the workplace and to support child care costs will help to provide more opportunities for women.
As the Minister will know, women contribute significantly to the employment base in my constituency, but there are serious problems on the horizon, first as a result of lost local government jobs and secondly because of the hugely increasing demand for, and cost of, child care. What will the Government do about those serious problems?
The hon. Gentleman has raised some important points. Yes, it can be very difficult for women in the workplace at present, although, as we heard earlier, there are 50,000 more women in work than there were a year ago.
Child care can present a significant barrier to a return to employment. We will be spending some £300 million under the universal credit scheme to give more women who are working shorter hours access to child care, and, as already been announced, we are increasing early years education funding to some £760 million to give all three-to-four-year-olds 15 hours of education a week. Those are some practical measures that we are taking to help the hon. Gentleman’s constituents, and other women throughout the country, to return to work.
Is my hon. Friend aware of the specific difficulties of women who want to return to work after having a family? What help are we giving such women, particularly those who wish to work part time for a period?
My hon. Friend is right: it can be difficult for women to return to the workplace. Programmes such as the Work programme can make a real difference by ensuring that women, and indeed anyone who wants to return to work, have the skills that will get them jobs. The Minister of State, Department for Work and Pensions, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling), is extending the work experience scheme so that women have a solid foundation of experience to include in their CVs, which will help them to obtain work in the long term.
The Olympic Delivery Authority has set an excellent example by securing construction jobs on the Olympics site for more than 1,000 women. What lessons will the Minister take from that in terms of using Government procurement to ensure that women have a fair chance of obtaining jobs, and better-paid jobs?
We need to ensure that women have broad horizons when it comes to obtaining jobs in, for instance, engineering and construction. Through programmes such as the Work programme, we can give people opportunities to gain experience that can make a real difference to their ability to secure jobs, because they can bring that experience into play during job interviews.

Commons Chamber3. What assessment she has made of the effect of Government policies on efforts to tackle violence against disabled people.
The Government take seriously tackling hate crime against disabled people, and violence in particular. We are meeting the coalition commitment to improve the recording of such crimes and working with voluntary sector partners to encourage more victims to come forward.
Disabled people report an increase in the use of insults such as “scroungers” and “cheats” aimed at them, which reflects the language used by many media outlets when reporting the Government’s own welfare reform. What action will the Minister take to stop the Government adding to the perception that anyone on benefit is fleecing the system and is an acceptable target for such verbal attacks?
I thank the hon. Lady for her question, because I agree that the use of such inflammatory language is not acceptable, and the Government will not use it at all. We believe strongly that it is the system that has trapped disabled people in a spiral of welfare dependency, and that is why the overhaul of the benefits system is such a priority. I hope that we can rely on her support for our work in that area.
May I ask the Minister to examine MAMA—“Measuring Anti-Muslim Attacks”—which is a new system for reporting hate crime against Muslims, to see whether its use would be appropriate in relation to the reporting of hate crimes against people with disabilities as well?
I am sure that we can learn a great deal from many different areas about how to improve the recording of hate crime, which is still a work in progress. My right hon. Friend will be aware of the work that we are doing with organisations such as Radar to increase third-party reporting of hate crime, but I will certainly take up his suggestion.
I know that the Minister is deeply concerned about violence against disabled people, and she will be concerned by the point that my hon. Friend the Member for Aberdeen South (Dame Anne Begg) raised about reports of increasing threats of violence against disabled people. She will be concerned also about the fear of many disabled groups that that is being fuelled by the tone of some of the Government’s remarks and their approach. There is a fear that certain elements of the Welfare Reform Bill, for example, have crossed a basic line of decency. In that light, will the Minister look again at the measures that the Lords voted on yesterday, and particularly at the Government’s proposal to deny young people who have been disabled since birth and who cannot work the chance of getting contributory employment and support allowance?
I thank the right hon. Lady for bringing up this issue. She is absolutely right that it is important that discussion of the Welfare Reform Bill is undertaken in an appropriate manner, although I think she is wrong in believing that the measures that we have put in the Bill are in any way adding to the problem. If we did not make the changes that are included in the Bill, which were voted on in the other place yesterday, where does she anticipate that we would make the substantial necessary savings?

Commons Chamber7. What steps she is taking to improve arrangements for flexible working.
We want people to be able to balance their work and caring responsibilities, and the Government are committed to removing the barriers to that. Over the summer, we put forward our proposals to extend to all employees the right to request flexible working, and we will respond to that consultation in due course.
Is my hon. Friend aware that, according to the Chartered Institute of Personnel and Development, about one quarter of older workers would continue to work beyond retirement if they were able to work flexible hours?
My hon. Friend makes a very important point. The ability to work flexibly can work for many different groups of people, and that is why we believe that bringing forward measures that could give people more opportunities to do so is so important. I hope that I can count on his support.
There is some evidence that flexible working can have a positive impact on productivity. What incentives can the Government offer to employers to encourage more of them to offer that facility?
I think my hon. Friend mentions one incentive himself and makes a very good point: the flexibility itself can be an incentive for companies to take it up. But we have set up legislative opportunities to improve the situation and, importantly, non-legislative opportunities, because the very culture of companies—in particular, the culture of “presenteeism”, which unfortunately too often pervades small and large companies—can make it very difficult for employees to take up flexible working.
Many Members of the House will have personal experience of trying to juggle a career and looking after small children. What action is my hon. Friend taking to help parents of young children to return to the work force after looking after their children?
I was in that position, a few years ago now. It is a difficult transition to make. That is why we are making it a great priority to introduce a new system of flexible parental leave so that new parents can choose how to share child care between them. That, along with our reforms of the benefits system under universal credit, will help many more women in particular to stay close to the labour market.
As we have heard, flexible working can be a very good thing, but sometimes the phrase is misinterpreted by employers, and that leads to bad practices such as zero-hour contracts and unrealistic flexibility that they look for from employees instead of giving them set hours. Will the Minister guard against always using the phrase “flexible working”? We may think it is a positive thing, but some employers interpret it differently.
The hon. Lady makes an important point. They are the sorts of issues that will come out in our consultation.
The Minister will be aware that one of the biggest barriers to women returning to work is lack of child care. Women who want to work flexibly need to know that that child care will be not only available but affordable. Has she seen the report by the Daycare Trust and Save the Children, which says that the cost of child care is driving people out of work and making it impossible for them to afford that child care? What will the Government do about this? Will she ask the Chancellor to look again at the child care elements of the working tax credit?
The hon. Gentleman raises an important point. It can be a real problem for families to identify the right child care. That is why, under our universal credit reforms, we will continue to invest at least the same amount as is currently in place to support child care, and we are focusing on exactly how we will deliver that. I was pleased to see that colleagues in the Department for Education have extended early years free entitlement for three and four-year-olds to 15 hours. These are the sorts of measures that will make a real difference to the people the hon. Gentleman mentions.
Flexible working is vital for the economy and for families. The only thing the Government have done so far on flexible working is to stop regulations coming in that would have extended the right to request flexible working to parents of 17-year-olds. At the same time, policies on jobs and on child care are making it harder and harder, with every day that goes by, for women and parents to work. With women’s unemployment at a record high and rising, and with child care support being cut as costs rise, her Government’s own memo on women says:
“we have made bold statements or promises but haven’t delivered enough”.
The truth is that they have not delivered at all; they are making it worse. What is the Minister going to do, and when does she think that women’s unemployment will start to fall—this month, next month, next year?
Unlike the right hon. Lady’s Government when they were in power, we do not blow hot and cold on flexible working; we are committed to it. This Government absolutely take seriously the issues that are faced by women, and we have already taken a great deal of action to ensure that women are supported not only in the workplace but throughout their family life. We have increased spending on health and child tax credit, and the right to request flexible working is part of that package. We have taken 880,000 of the lowest paid workers out of income tax altogether, the majority of whom are women. The right hon. Lady needs to look at the score card of achievements that we have put in place and compare them against her own.

Commons Chamber3. What steps she is taking to improve the recording of disability hate crimes.
The Government are committed to better recording of hate crimes, and important progress has already been made. Since April, police forces have been formally collecting data on disability hate crime for the first time. We are working with key voluntary sector partners, including disabled people’s organisations such as Voice UK and RADAR, to encourage more reporting of hate crimes, and I think that that will make a significant contribution.
In the light of tragic cases such as that of Fiona Pilkington, and the publication this week of Mencap’s “Don’t Stand By” report, does the Minister agree that police forces must identify the key challenges to the tackling of disability hate crime, and must use the data that they collect to improve the fight against that appalling abuse?
I agree with my hon. Friend that it is important for us to learn lessons. I welcome Mencap’s report, and was delighted to attend its launch earlier this week.
The police face a number of challenges, including not just data collection but the need to show leadership, to show that they are making the issue a priority, and to ensure that the right training is provided. I pay tribute to organisations such as Breakthrough UK in Manchester and BSafe Blackpool, with whose representatives I have discussed the issue at length.
Has the Minister discussed with the Secretary of State for Justice whether the proposal in his Bill for the duties relating to all hate crimes to be wrapped up into a general duty will enable the current focus on individual groups to be retained?
The hon. Lady has raised an important question. The first stage in the overall process involves our ensuring that we are aware of the magnitude of the problem, and it is therefore important that, since April, hate crimes have for the first time been recorded. As the hon. Lady suggests, we must ensure that we have access to a breakdown of the figures, and I will ensure that the appropriate people in the appropriate Ministry are aware of our feelings in that regard.
As you know, Mr Speaker, I had hoped to ask a supplementary question about the impact on women of charges for learning English as a second language. I am disappointed that the Secretary of State, who has overall responsibility across Government for the women and equalities agenda, has decided that how that affects women is not an issue for her. I wonder whether she is considering only Home Office matters, but in any event this is a Home Office matter.
Mencap’s “Stand By Me” report makes a clear demand for specialist policing. It reveals straightforwardly that police authorities with specialist police resources deal with disability hate crime more effectively than other authorities. Given that the Home Secretary is cutting the police force by removing 10,000 officers, what action will the Minister take to ensure that every police area has a specialist resource that is trained and able to deal with the issue?
As the hon. Lady will know, Cabinet Office guidance on parliamentary questions governs what questions are answered in this Question Time.
It is important for us to take account of individual areas in the country and the needs that may arise there. The position is different in each police authority area, and local police constables and chief police constables should be able to take account of that. However, the police alone do not provide the answer. Disabled people’s organisations have an important role to play in helping to ensure that disabled people feel that they have an opportunity to report crimes accurately, and I pay tribute to those organisations for the work that they are doing in that regard.

Until recently there has been no formal collection of data on disability hate crime. We are committed to promoting better recording of it, and from April this year forces started collecting the relevant data. When the statistics are published next summer we will have a clearer picture of local patterns and trends, which will help the police target their resources in the most effective way.
The Minister will know that following the publication of the Mencap report on Monday, there are some positive suggestions about how we can encourage further reporting of hate crime. Will she agree to have a discussion with the Association of Chief Police Officers to consider what I know from experience are very difficult issues?
I am sure the right hon. Gentleman will be relieved to know that we are already having such conversations with ACPO. It is very important that those discussions include disabled people and the organisations that represent them, because they have an important role to play.
I welcome the Minister’s comments on reporting, but how can we give disability organisations and disabled people themselves the confidence to report crime? What work can take place on that?
I reiterate the role that user-led organisations can have, such as the one in Blackpool, BSafe, that I visited with my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard). Such organisations can have a real effect by giving people the confidence to report. If they have the right systems in place—we are helping RADAR develop those systems—third-party reporting can be effective as well.
As schools already report any incidents of hatred against disabled people, will the Minister work with the Department for Education to ensure that the trends reported in schools are carried over to Home Office figures? Will the two Departments work together so that if there is a problem of hatred against disabled people in schools, the Home Office is aware of it and will work with schools to address it?
My hon. Friend raises a very important point, and I will ensure that it is taken up.
I was surprised to discover that the data have not been collected, so that trends cannot be found. I welcome the Government’s commitment to collecting those data. May I suggest, however, that the Government also consider the catalyst of the crime that is reported, particularly as a number of disabled people say that they have been spat at in the street or called scroungers because of some of the headlines that have been in the newspapers?
After 13 years of the previous Administration, it is a shame that speedier action was not taken on that. I am glad that the coalition Government have taken action so quickly.
The hon. Lady is right to say that we are dealing with the symptoms, not the causes, of the problem. That is why we are putting a great deal of effort and energy into ensuring that there are positive images of disabled people. We have a consultation at the moment on how to involve more disabled people in political life. Having disabled people at the centre of decision making will help to change people’s attitudes.

Commons Chamber2. What recent steps she has taken to advance equality for people with disabilities; and if she will make a statement.
Most of the Equality Act 2010 came into force last October. It contains additional protections for disabled people, providing a strong framework for equality. However, this issue is not just about legislation; it is about improving attitudes too. We are addressing it through, for example, our work on the 2012 games legacy commitment, the introduction of the right to control and proposals for additional support for disabled people who want to take up elected office, as well as by removing the barriers that disabled people, including veterans, face in accessing the services and support that they need.
The hon. Lady will therefore be aware of the disabilities faced by many veterans, both young and old. Can she tell the House what discussions she has had with the veterans Minister about ensuring that those brave men and women are not put at any disadvantage because of disabilities that are the result of their service to this country?
I know that the hon. Gentleman has a long-standing interest in this issue, and he is not afraid to speak out on it. We recognise the problems that veterans and their families face. That is why we have set up a covenant taskforce to find innovative solutions to the problems facing former service personnel and their families. That, coupled with the existing benefits available for veterans—including the war pensions scheme and the armed forces compensation scheme, as well as those benefits that are available to the broader public—will help in recognising what he rightly says is the great debt of gratitude that we owe to that important group of people.
Is it not an absolute farce that the Equality and Human Rights Commission, which is given taxpayers’ money to go round lecturing the rest of the country about equal pay for people with disabilities, itself pays non-disabled people more than people with disabilities?
My hon. Friend raises an important issue. It is vital that disabled people have a level playing field when it comes to pay and conditions, and I am sure that we will want to look into the point that he has raised.
The Minister will be aware that, next week, members of the hardest hit coalition will be lobbying their MPs. Richard Hawkes, the chief executive of the disability charity Scope, has said:
“The government has not delivered on its promise to support disabled people into work, penalising those on ESA and jobseekers’ allowance who have worked and paid national insurance in the past and who now cannot rely on getting the support they need when they need it, in an increasingly difficult employment market. Disabled people and their families do not have ‘broad shoulders’, so why are they bearing the brunt of these cuts?”
Does she think that cutting the support to help disabled people to find work will promote equality for disabled people?
I think I need to take issue with the hon. Lady’s statement about the number of disabled people who are getting into work. More people now have access to schemes such as access to work, which provides invaluable support for disabled people to get into employment, and the Government have already launched the Work Choice programme, which gives specific support to severely disabled people. That, coupled with the work by the Minister of State, Department for Work and Pensions, my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) on the Work programme, represents an admirable package of support for disabled people, although we will of course strive to do better.
4. What recent progress she has made on the consultation on the future of civil partnerships.
The Government’s aim is to achieve lasting growth in employment by tackling the deficit that we inherited from the last Labour Government, improving the competitiveness of the economy and encouraging the growth of new business. We aim to ensure that women are well placed to take advantage of the jobs created by a successful economy through universal credit and the Work programme. We are also reforming the welfare system to ensure that work pays and that women are provided with the support they need to fulfil their potential.
Let us see whether we can get an answer to the question asked earlier by my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper). Does the Minister believe that cutting the child care element of the working tax credit will make it easier or harder for women to gain employment and stay at work?
The hon. Lady will be aware of the decision by her Government to increase the child care element of the tax credit from 70% to 80% in April 2006. What is now clear to everybody is that that was a decision this country could not afford. We have already made it clear that with the universal credit, we have an opportunity to ensure that child care support gets to those who need it most. We will invest at least the same amount of money in child care as under the current system and we will aim to provide support for those making their first moves into work. I am sure that the hon. Lady, like me, wants to ensure that women who have taken time out to have a family can have access to child care to get back into work, if working fewer than 16 hours. I am sure she would like to support that.
Does the Minister recognise that decisions made by local councils such as the Tory one in Derby to close Sure Start projects is another example of where women are losing out and finding their opportunities for employment much diminished?
Like the right hon. Lady, I am a huge supporter of Sure Start. The Minister of State, Department for Education, my hon. Friend the Member for Brent Central (Sarah Teather), has ensured that funds are available to maintain the network of Sure Start centres. That is certainly happening in my county of Hampshire, where savings are being made in the management structures behind the front-line services, and I urge all councils to take a similar approach.

Commons Chamber3. What recent discussions she has had with the Secretary of State for Business, Innovation and Skills on parental leave for maternity and paternity.
The Government are committed to introducing a system of flexible parental leave that recognises the needs of businesses and parents, balancing work and family life. We will consult fully on this reform, particularly with small and medium-sized enterprises. An announcement will be made later in the spring.
How does the Minister propose to ensure that the welcome result of more flexible and more family-friendly working will not adversely affect small business?
I thank my hon. Friend for raising this issue, which I know is important to many hon. Members. The Government have a strong culture of regulatory restraint, but we need to make sure that regulations keep pace with family life and the realities of parents needing to balance their family life with work. We are already in discussions with employers about how to ensure that the proposals we put forward will benefit businesses and families. We will make sure that the consultation informs our decision.
The Minister will know that evidence shows that women on low incomes are less likely than those on higher incomes to take their full maternity leave because they struggle to afford it. She will also know that the impact of cutting the baby element of the tax credit, the Sure Start maternity allowance and other measures will take an estimated £1,200 from young families with small children. Will she assess the impact of those cuts on mothers’ ability to take maternity leave? Does she agree that this means more new mums will feel forced to go back to work earlier than they would choose because they cannot afford either the rent or the mortgage?
I thank the right hon. Lady for her question. As we put forward a whole package of support for families, we will obviously do everything we can to make sure we support women on low incomes—or, indeed, parents on low incomes—to get back into work. I know that the proposals in the Welfare Reform Bill, which was debated yesterday—and particularly the way universal credit will deal with child care—will help people to be able properly to make those decisions.
4. What her latest estimate is of the gender pay gap.
One in seven working people has caring responsibilities, and many of those people are women. The Government want people to be able to balance work and family life, and the Government are committed to removing the barriers that can prevent that. We will introduce flexible parental leave, extend help with child care to the most disadvantaged, and extend the right to request flexible working.
Does the Minister agree that £10,000 a year would go a long way towards helping women with their caring responsibilities? Would she care to look into the £10,000 per annum disparity between the starting salaries of parliamentary case workers, a disproportionate number of whom are women, and parliamentary assistants? The Independent Parliamentary Salaries Authority recently refused to respond to a question about that from my office, and I should be grateful if the Minister investigated.
I thank the hon. Gentleman for raising that point. It is important for transparency to apply to all pay issues. I think that this is indeed a matter for IPSA to consider, and I suggest that the hon. Gentleman approach it again.
One way of making it easier for women to balance care responsibilities with work would be to achieve a better balance between men and women in relation to who does the caring. Does the Minister think that shared parental leave, which the Government consider so important, might have the additional benefit of making employers in the mould of Lord Sugar less likely to discriminate against women of childbearing age in the recruitment process, because men and women alike might take parental leave?
I could not agree more with my hon. Friend. Shared parental leave has an important role to play in the workplace, both in reflecting the realities of modern living and in helping to ensure that the gender inequalities that the House has worked so hard to reduce are reduced even further.
During yesterday’s debate on the Welfare Reform Bill, it became clear that no more money would go into child care and that the existing money would have to go much further, especially when the Government are placing new obligations on women to find work. What will the Government do about that?
I thank the hon. Lady for her question. As my right hon. Friend the Secretary of State for Work and Pensions made clear in yesterday’s debate, support for child care costs will be provided as an additional element as part of the universal credit, and we will invest at least the same amount in child care as under the current system. That is important at a time of fiscal restraint. We will go further, however, and make sure we target that money at people working fewer than 16 hours —who in the past perhaps have not received as much help as they need—thus getting more people closer to the labour market.

Commons Chamber4. What steps the Government are taking to ensure that disabled people are able to participate in elections and referendums.
There are a number of provisions in legislation that support disabled electors to vote at elections and, by extension, referendums. In particular, local authorities have a statutory duty to carry out a full assessment of polling places at least every four years to ensure that, so far as is practical, all venues are accessible to electors who are disabled.
I am sure that the Minister would agree that there is still more that can be done—there are lots of things for a variety of disabilities—to ensure that practice is good in every aspect. In particular, will she look at clearing away the clutter of information on referendum ballot forms and election forms? That would mean that the information could be given in large-print form, as appropriate, and that the simplicity of the ballot form would be renewed.
I thank the right hon. Gentleman for raising that point, because access to voting is important for everybody, and the Government are committed to ensuring that that is the case. There is significant legislation already in place to help that happen, and we will be ensuring that adequate formats are in place for all disabled people at the next referendum. In fact, we have consulted Scope on the form and design of the ballot paper to be used in the forthcoming voting referendum, so that both partially sighted people and people with learning disabilities will be able to participate.
Disabled people are still under-represented in this House and at other levels of elected office. When will the Government implement the commitment in the coalition agreement to introduce extra support for people with disabilities who want to stand for election?
As my hon. Friend says, we have made a commitment as part of our coalition document to support more disabled people who want to become MPs, councillors or elected officials. We are currently looking at the detail of how best to do that. We will put forward proposals shortly, drawing on the cross-party Speaker’s Conference evidence, which has been very useful.
6. What steps she has taken to increase protection from domestic violence for women.
7. What assessment she has made of the likely effect on women of the outcome of the comprehensive spending review in the spending review period; and if she will make a statement.
The Government have published an overview of the impact of the CSR on groups who are protected by equality legislation—the first time this has been done. It shows that women make more use of public services than men. Many of the key services we are protecting, including health, social care and early-years education, will benefit women.
The figures on the impact of benefit and tax changes, including the measures that were referred to by the Minister for Equalities earlier, show that nearly two thirds of the savings on benefits and tax credits will be borne by women. The Under-Secretary of State for Work and Pensions states that services are more used by women, so what practical steps is she going to take to redress the situation, given the huge pay gap which has been mentioned today?
There are significant measures in the spending review that have clear benefits for women. We are protecting health care funding, extending early-years education, lifting 880,000 of the lowest-paid workers—the majority of whom are women—out of income tax, and increasing child tax credits for the poorest families. The majority of decisions about how Departments will live within their settlements are yet to be made and Departments will consider equalities impacts as they develop their plans. As my hon. Friend the Minister for Equalities said earlier, the Treasury has, for the first time, reviewed the overall impact of the CSR—something that was never done under 13 years of Labour.

The Government are committed to encouraging shared parenting and making the workplace more family friendly. We will launch a consultation in due course on the design of a new system of flexible shared parental leave.
There is a Brussels-inspired proposal to hike maternity pay to full pay for the first 20 weeks at a cost of £2.5 billion, according to the British Chambers of Commerce, which would be unaffordable for the British taxpayer and for small and medium-sized businesses. Given that we already have one of the best maternity rights regimes in Europe, will the Secretary of State tell Brussels where to get off and begin to repatriate employment and social legislation back to this place?
I share my hon. Friend’s disappointment at the outcome of the first reading vote in the European Parliament. The measures that have been put forward are highly regressive and we do not support them. They would cost the UK at least £2.4 billion a year.
It is desirable for fathers to be able to play a much larger role in the lives of their young children. However, the Government also need to take into account and support very small businesses, which may face pressures on their work force if key personnel have flexible time off. What discussions has the Minister had with the business community on the implementation of flexible parental leave?
As my hon. Friend may be aware, one in seven working people now has a caring responsibility and the issue of balancing work and family life is of growing importance. The Government are committed to a strong culture of regulatory restraint so, in looking at the introduction of shared parental leave, we will consult fully with businesses, small, medium and large.
