Schools, internet providers and parents all have a role to play in keeping children safe online. All schools must have regard to the statutory guidance, “Keeping children safe in education”, when carrying out their duties to safeguard and promote children’s welfare. Every school is required by law to have measures in place to prevent all forms of bullying, including cyber-bullying, and e-safety has been a statutory requirement in the computing curriculum since September 2014.

I am very grateful to the Minister for that response because this is key. The Education Committee recently heard from a number of children in care, who raised the issue of the internet and safety on the internet, particularly in relation to self-harm. We heard that when someone types “self-harm” into Tumblr, they get a message of support and are directed to particular websites that will help them. Will the Minister encourage other social media sites to do the same?

I absolutely agree, but it is equally important that the children who need access to the best teachers are not pushed out of the system, or not pushed into provision that is not good or requires improvement. I do not know whether the Minister has had a chance to look at the Ofsted report, but the chief inspector of schools clearly says that far too many of our disadvantaged children are not getting access to the best provision and too many end up in childcare settings and schools that require improvement.

If we want to narrow the gap—clearly, we all do—it is not enough for the Government to simply will this. They have to will the means as well as the ends. Admissions is a key factor in making that happen. As somebody who has managed admissions over the years, I know they are tricky, but they came under one of the areas that I managed and quite liked. I understood why parents got really angry if they could not get their child into the school that they wanted. I had a huge amount of sympathy for them. When I managed admissions, I always tried to get a balance between having not too many surplus places but enough to give parents the access that they needed to the schools that they wanted. So I understand how tricky admissions can be.

Parental choice is a myth that continues to be talked about a lot. It is really parental preference, but in far too many cases it is not parental preference that presides, but school choice. Schools make choices about children.

The hon. Lady makes an excellent point: the sentiment is an honourable one. However, has she thought through the practicalities of the issue that she raises? I represent a rural constituency where there may be only one provider. We are operating in a sector in which many nursery providers are private providers. The Bill is permissive; it is not mandatory. People do not have to provide for 30 hours if they do not want to do so. Is not the answer to her point that we need to level up standards and ensure that all nurseries and all schools are good or outstanding? The Government have made significant progress, ensuring that 1 million more students are now getting outstanding or good education. Is not that the answer?

The situation is so bad that we need to send out a strong message, which is why I want the amendment included in the Bill.

I will read from the parliamentary inquiry into childcare for disabled children. A parent told us:

“Even now, at age 3, we have only managed to secure 6 hours a week at a nursery, during term-time”.

One said:

“I feel like the 15 hours scheme at the moment is really invented for normally functioning kids”,

but it could be easily turned into something that could help children like hers. Another parent said:

“This is a nightmare. I have tried for a year to find an out of school provider that is suitable for my daughter...and...have not been successful.”

One told us:

“We have contacted every single private childcare provider (childminders, holiday clubs, day care nurseries etc) yet no one is willing to take on a disabled child”.

Another parent said:

“I have tried to access childcare. I contacted many child-minders and had a very negative experience. Some of the things they said were very hurtful and eventually I gave up as it was so demoralising.”

In the previous sitting, the hon. Lady highlighted all the risks of creating criminal liability for a parent who might not satisfy the income threshold at a later date. Does the same principle not apply when she talks about criminal penalties on childcare providers?

I am not creating criminal penalties. What I am describing is illegal now, yet it continues. All I want to do is to send out a very strong message in whatever way we can. At the moment, we have is a Bill—if I could find any other way of helping the situation, I would. It is illegal at the moment, and I am not seeking to create anything new.

On a point of order, Ms Dorries. In my reading, the amendment should be to paragraph (h), which starts with the words

“create criminal offences in connection with”.

If the hon. Lady’s amendment were accepted it would create a criminal liability, which she states she does not intend to do. Given that the amendment would not achieve her objective, is it appropriate?

Honestly, don’t get me started on the early years funding. As I understand it, it was ring-fenced and it was an early years grant, but in 2011 it was amalgamated with 14 other grants into the early intervention grant, which covered everything from special educational needs through early years funding to behaviour support. It was huge and now it has been rolled into something else, so it is difficult, even for local authorities that want to deliver the funding, to weave their way through to what is actually early years funding. I will come on to the funding review in a moment.

I have read the cost of childcare report; it contains massive assumptions and an awful lot of complacency. The assumptions include things such as switching; the report simply makes the assumption that because parents do not switch their provider often they are satisfied. Anyone who has talked to parents knows that there are costs to switching that are not taken into account. Most parents do not want to shift their child from one childcare provider to another when the child is settled and has built up relationships, even if they cannot afford that childcare any longer or even if they have found a cheaper provider. Parents will cut out all sorts of other things to ensure that they do not have to shift their children constantly from one provider to another. It is not the same as switching electricity supplier, and we know how difficult people find that.

Does the hon. Lady accept that 85% of the two, three and four-year-olds who receive funded education are in good or outstanding early years schools, as rated by Ofsted? That provision was supplied at a rate less than the future rate.

As we are talking about three and four-year-olds, I am not sure that is relevant, but I am happy to accept it.

The Minister talked about under-occupancy. He is right that there is 75% to 90% occupancy. However, occupancy is much higher on a Tuesday, Wednesday or Thursday than it is on a Monday and Friday. I know that the Minister will say that we can extend the 30 hours, but many families choose or are able to find familial childcare for Monday and Friday, so I am not sure that will necessarily provide him with his extra hours.

We have talked about the risks. The Minister and the review do not seem to accept the cross-subsidisation that is going on between the 15 hours and the rest. Childcare providers tell me clearly that they are only able to provide the 15 hours of free childcare because they charge more for any additional hours that parents want, or they charge for meals or other things, so that they can deliver the 15 hours. There is a real danger if we extend this without the right kind of funding to support it that it will come out in other areas. The squeeze will be on in other areas, and the cost of childcare for babies, one-year-olds and two-year-olds will rise sharply.

I welcome my hon. Friend’s intervention; he is absolutely right.

For critically ill or disabled children, access to good-quality childcare is particularly significant, because their families are far more vulnerable to living in poverty than most. Childhood illness and disability are frequently attributable to poverty, because those families incur additional ongoing expenses relating to their child’s illnesses, stays in hospital and frequent hospital and medical appointments. They also often encounter significant barriers to entering and, possibly more importantly, sustaining employment, exactly as my hon. Friend said.

The reality for many of those parents is that they live in poverty; that it will cost them more to raise their child; that they will not be able to get paid work for more than 16 hours a week; that they will not be able to work at all; and that local authorities will simply not have the kind of childcare necessary, with the training needed to meet their child’s medical or other needs. Parents in such circumstances pay more for childcare; as we have heard, in some areas they can pay up to £20 an hour, compared with the national average of between £3.50 and £4.50 an hour.

Without commenting on the substance of what the hon. Lady is saying, clause 2(3) states:

“The conditions mentioned in subsection (2)(d) may, in particular, relate to the paid work”—

that is “may”, not must. This is a matter, I assume, to be dealt with in regulations.

I may be showing my inexperience, in which case I apologise to the Minister and hon. Members for misunderstanding the process, but when my hon. Friend the Member for North West Durham moved the amendment, I listened with some dismay, because it seems that while at the general election there was a clear pledge of 30 hours’ free childcare, there is now a lack of clarity about who is eligible for the programme. Apparently we see the Government backtracking on matters: they have tried to squeeze the criteria into the promise they made at that time.

I am inexperienced in these matters, so perhaps it is normal for a party to make an announcement at a general election that is not properly costed and then it has to come up with proposals on how the criteria will fit the policy in the legislative process. If I am doing the Minister a disservice, I will gladly apologise, but I ask the Conservatives to consider the pitfalls of making promises without a fully costed programme and then having to cost them afterwards.

The hon. Gentleman is talking about our promises. The Labour party said:

“Labour has a better plan for working families.”

Its offer was to working families; it was not universal. It offered an extension not to 30 hours, but to 25 hours, and in no place did it mention special provisions for vulnerable people.

That is all well and good, but the fact is we were clear about our policies and where the money would come from. Unfortunately, our amendments reveal a lack of detail in the Government’s proposals and I hope the Minister will answer that. I am slightly dismayed that we need these probing amendments in the first place to try to get clarity when no such clarity was lacking before the general election.

My hon friends the Members for North West Durham and for Birmingham, Yardley asked questions about voluntary workers. I recall the Prime Minister talking about his vision for a big society in which voluntary work plays such an important part in the development of communities. I hope the Minister will bear that in mind, assuming that the Prime Minister still holds that vision—perhaps the big society has fallen by the wayside.

Finally, the Minister explained that HMRC will have a role in assessing eligibility in terms of the grace period. My one concern is that contacting HMRC is not a straightforward procedure, as anyone who has tried to do so over the past couple of years will know. The organisation is under strain on tax returns, for example, and asking it to take on additional duties will put extra strain on it. Will the Government provide extra resources to HMRC to allow it to maintain the quality of its service, as I am sure officers of HMRC wish to do? I fear that the proposals will place a greater burden on HMRC, which will make contacting it to talk about the matters that my hon. Friend the Member for Birmingham, Yardley raised even more difficult. Perhaps the Minister will address those points.

Most families under the Government’s plans for tax-free childcare will be eligible for support with childcare. The point is that the Government took away the financial support on which many families relied for childcare and are now reintroducing it by different means.

Today’s claim of significant resources for childcare belies the reality for parents. Families were promised that tax-free childcare would be delivered now, but it will be another two years behind schedule. The three and four-year-old entitlement, which is also due in autumn 2017, still has funding question marks, as we have already heard from Members today. Parents with a two, three or four-year-old at the last election might have expected to have received additional support for childcare after the election, yet none of them will receive an extra penny, as their children will have passed the eligibility ages by the time the policies are eventually introduced.

Childcare is vital to our future success for two key reasons: for growing our economy through enabling parents to work and to work more hours; and to close the development gap pre-school, which is critical to educational achievement throughout a child’s life.

High-quality, flexible childcare is critical to the economy. We have made great strides in childcare over the past 20 years, but important policy challenges remain. Our maternal employment rates—particularly for mothers with children aged between one and four—are poor compared with other OECD countries. More than a third of mothers who want to work are unable to do so because of high childcare costs, and two-thirds would like to work more hours but cannot because of unaffordable childcare bills. That is particularly true for second earners, as the Resolution Foundation and the Institute for Public Policy Research have illustrated.

Many mothers still face a pay and status penalty in the labour market for having children. Although the pay gap is small for younger women, once people hit the age of 40 the pay gap can be stark. Increasingly, work is becoming the only option for both parents as pressures on family budgets have increased. According to the Joseph Rowntree Foundation, single-earner households are now more likely to be in poverty.

To boost our economy and give families the chance of a decent job and income, childcare investment is essential, and high-quality childcare is vital to tackling the disadvantage that exists. We know that many of the most disadvantaged five-year-olds start school 18 months behind their peers. Good-quality childcare can close that gap and give children a firm foundation for school and later life.

The two aims of economic output and early education require different policy solutions, but too often they are conflated and seeking to improve one element sometimes comes at the expense of the other. That is why supply-side support—such as extra free hours—is a good way to deliver both aims. Although tax-free childcare is still some way behind being delivered, it is designed to put cash in parents’ pockets, and does not contain levers to deliver quality or control prices. The offer for two-year-olds aims to reduce inequalities rather than be an economic driver, although that will be a consequence. The extension of the 15-hour offer to 30 hours should be about delivering both objectives, but that will require quality and funding.

As I have said, Labour supports this Bill, but there are a number of challenges with the Government’s plans and it is only right to scrutinise them. First, the childcare policy must be considered in the context of the totality of childcare support, which is complex, and overall support has fallen for families while costs have gone up. Any measures such as those in the Bill should be robustly analysed for their impact on the market in which they operate, including the impact on price, places and quality. Given those tests, many questions remain.

Put simply, high-quality affordable childcare is not cheap, and attempts by the Government to cut corners will ultimately fail. At the heart of the Bill is a serious funding gap, and today’s announcements go only some way towards answering that. The other place voted to amend the Bill on three separate occasions, mainly on procedural grounds because the Bill lacks substance and clarity on funding. When Ministers first announced the free offer, they said that it would cost £350 million. That figure was pie in the sky by the Government’s admission, and the figure was recently revised to £640 million. The IPPR has identified a £1 billion funding gap in the Government’s plans, even on the basis of the current hourly rate. We welcome today’s announcement, which seems to show that the Government understand there is a funding shortfall, but we must investigate that issue further as the Bill proceeds. As we have heard, that hourly rate still remains below the true cost of childcare.

Reducing the numbers of those entitled to extra support to provide funds for the offer for three and four-year-olds is a switch-spend, not new money, and it still leaves a funding shortfall. Families where one parent works between eight and 15 hours a week—those are often among the poorest families—will rightly be disappointed that they are no longer eligible for that extra support. The Secretary of State is right to reduce entitlement at the top end of the salary scale to £100,000 per parent—something we strongly argued for—but will she clarify how that funding will be allocated? The danger is that the Government’s failure adequately to fund the free offer could have far-reaching implications on the childcare market.

I am a little confused. There has been a review, which the hon. Lady will not yet have had an opportunity to see. The Chancellor has announced, as the Secretary of State said, that there will not be a cap, so the figures that the hon. Lady identifies must necessarily be out of date because they do not take into the account the review, which she rightly says—I do not criticise her for this—that she has not yet seen, and they do not mention the cap that she refers to.

With respect, neither has the hon. and learned Lady seen the review, and she misunderstands the nature of the market. The hourly rate that is paid to nurseries via local authorities is not a cap on the cost of the childcare but a cap on the amount that the nursery can claim. The true cost of the childcare, as we have heard, is significantly more. In places like Islington, the true cost of the childcare provided can often be as high as £9 an hour. In the case of nurseries in my constituency, it can be considerably higher than the hourly rate, which I understand has gone up by 30p. Therefore, the private providers cross-subsidise from the free offer that they make to parents, with paying hours that other parents pay for. The hon. and learned Lady may well look puzzled. I know a considerable amount about this topic, having been the shadow childcare spokesperson for two years, so she can have a debate with me if she likes.

I do not need to see what has been put in the Library to know that there are major problems with the childcare market, even if the hourly rate is increased by 30p, and even if the early years pupil premium is used to cross-subsidise, taking money from elsewhere.

This legislation is extremely welcome. One of the greatest barriers to re-entry into the workplace is childcare. Many parents, often women, find the financial burden of childcare prohibitive and do not return to work, because in the short term it simply is not financially viable. Their whole salary is eaten up by childcare costs. According to a recent report by the Fawcett Society, childcare responsibilities remain a significant limiting factor in women’s participation in the workplace. That is also self-evident from the figures. Childcare costs in the UK are the highest in the EU, with families here paying over 25% of their income on childcare, compared with an OECD average of 11.8%.

This legislation is not simply about short-term financial gain, however. It is also about long-term prospects. If women have the option to return to work, career progression is easier. It is about ensuring equality, because women who take long-term breaks are more likely to remain on low pay. Now that women have an opportunity to continue in their roles, promotion will be easier and the gender pay gap will be reduced. Of course, not every parent will want to return to work when their children are young, but this legislation is enabling and empowering for those who do. The Bill offers freedom and choice, and for that reason it must not only be welcomed but applauded.

The Childcare Bill ought to be not only about parents but about children. It emanates from the Department for Education and comes under its budget, so it must ensure that the needs of the child are at its core. The Bill enables all children of three and four to access early-years education, providing an opportunity to ensure that all children, whatever their background, get the same educational opportunity in life. It provides an opportunity to change life chances and to create a fairer society. We all know that by the age of five children from low income households are over a year behind in vocabulary, compared with children from high income households. The attainment gap for children on free school meals increases as they progress through school. In early years, the differential in performance is about 20%. As their schooling progresses, it widens such that by GCSE it can be as large as 30%. Unless we address disparities in education in the early years, these children will always be behind. The Bill will enable us to fill the gap.

Surely the hon. Lady would agree that the very children she is talking about, who really need help to narrow the attainment gap, need additional early years education? The Bill will ensure the gap remains as it is.

The Bill will enable two, three and four-year-olds to have the schooling they need. I welcome the Chancellor’s announcement that there will be a £1 billion increase in education spending, but I ask the Secretary of State not to lose this great opportunity to ensure that disadvantaged children get the best start in life.

In undertaking the pilots and the review next year, I ask the Secretary of State to take into account the points made to me by nursery providers in my constituency: to recognise the differences in nursery provision throughout the country and the scalability or otherwise of nurseries; to consider that rural and urban provision may be different; to recognise the different living costs of staff around the country, which may be high in Cambridgeshire; and to provide a rate that will enable providers to provide good quality and consistent education and care. If that is achieved, the Bill could be instrumental in our children’s futures, providing the best outcome for the next generation.

Yesterday, I was at an all-day seminar with the Education Select Committee in Coventry, where we had the opportunity to meet the heads of primary and secondary schools, the regional schools commissioner and local government education officials. It was clear to me that our education providers understood the importance of working together and learning from one another and that they understood the link between education and jobs. I would therefore like to highlight one part of the motion before the House and to challenge it. The motion states that

“many colleges are…no longer offering courses in subjects key to our country’s competitiveness”.

I want to focus on that assumption, because I think it undermines the valuable work that our sixth-form colleges are doing.

I want to highlight three very different further education colleges that serve my constituency and that are doing extremely valuable work. First, we have the Cambridge regional college, which has more than 5,500 apprentices in training and works with more than 800 local employers to provide apprenticeships. Yesterday, it held a science, technology, engineering and maths—or STEM—seminar for year 10 and 11 students from the village colleges around my constituency. Secondly, we have the Cambridge university technical college, which opened in September 2014 and which specialises in biomedical and environmental science and technology. It teaches core GCSEs alongside technical qualifications. Thirdly, there is Hills Road, a highly academic sixth-form college that specialises in STEM subjects. In its A-level provision this year, it had 1,000 students in year 13, 92% of whom got grades between A* and C. For the 22nd successive year, it is at the head of the sixth-form college A-level league table for points per entry. The motion is therefore wrong to suggest that we are no longer offering courses that are key to our country’s competitiveness. In my area, we are offering precisely that.

The hon. and learned Lady has pointed out that the Cambridge regional college is very successful, but will she acknowledge that it took a big hit financially when the changes made by the UK Visas and Immigration service stopped it recruiting international students for a period? That cost the college some £1.5 million. Will she join me in making representations to the Home Secretary to ask her to sort this out?

I must declare an interest in this matter. There is an issue with international students, which we need to address.

The hon. Gentleman and I share some fantastic colleges in our constituencies, and it is also wrong to suggest that the Government are not supporting education that leads to employment. They are undertaking a review of sixth-form education to ensure that it meets the needs of the regions it serves. They are also encouraging maths and physics through bursary schemes, and they are working to expand the apprenticeship programme, making £1.5 billion available for apprenticeships this year. Of course we can always do more. We should be encouraging not only teachers and businesses but students. The Government should look at ways to incentivise students to study the courses that will give them the right skills, so that we can continue to compete in the international markets in which our country operates.

No evidence was presented that that would be the case. What was raised was the impact that the thresholds would have on women workers in progressing disputes about issues that impact on them more than on male workers, such as the introduction of shift changes. The Bill Committee did not touch on the issue raised by the hon. Gentleman.

According to the Office for National Statistics, the number of days lost to industrial action per year has fallen dramatically over the past 30 years. Since 2010, an average of 647,000 days have been lost to industrial action each year, compared with 7,213,000 days per year in the 1980s. In 2014, there were only 155 stoppages as a result of industrial action, with 55% taking place in the private sector and 45% in the public sector. Most industrial action is short-lived: in 2014, 64% of all stoppages lasted for only one or two days, with 93% of the workers taking part in the industrial action.

My research may have been inadequate, but I have not come across any such examples. However, the Minister must have dozens. Surely he would not single out one particular group in society for this draconian treatment unless he were meting out such treatment to other organisations as well.

Does the hon. Gentleman accept that when an employer and an employee enter into a contract, it is agreed between them that the employee will turn up for work and will not engage with others to disrupt the employment—[Interruption.] May I finish? The unions’ power to engage in collective activity is an exception to that principle—an exception that must be exercised only in circumstances in which it is justifiable and legitimate.

I understand the basis on which, under our law, it has, for more than 100 years, been possible to undertake industrial action lawfully. The hon. and learned Lady may well know that it was a judgment in the part of the world that I represent—along with my hon. Friends the Member for Cardiff South and Penarth and for Cardiff Central—that, more than 100 years ago, led to the requirement for changes to ensure that, as in any civilised democratic society, working people had the right to withdraw their labour if they were involved in a trade dispute. I hope the hon. and learned Lady is not suggesting in any way, shape or form that there should not be that right. As I said earlier, if she was serious about wanting more people to be involved in decisions around trade disputes—in balloting and so on—she would support our new clauses and amendments, which allow for workplace balloting and e-balloting, and easier access to democracy for the people she purports to speak about.

My hon. Friend highlights the lack of thought, consultation and proper scrutiny that has gone into this proposal. It is unravelling by the minute as hon. Members bring their expertise to bear on the implications that it has out there in the real world.

Let me draw attention to some of the other amendments in this group. The Scottish National party has tabled a raft of amendments, some of which were moved in Committee. I understand that the SNP may wish to divide the House on new clause 2, which is in the spirit of our new clauses 5, 6, 7, 8 and 9. Given the time available, if the SNP does that, we will support it in lieu of our new clauses—the same applies in respect of new clause 10. At this point, I should allow somebody else an opportunity.

Trade unions play an important role in protecting the rights of employees: through their collective power, they have the ability to balance the scales against an employer, who invariably has greater economic and social power than the employees in its workforce. Last week, I met a few trade union officials from my constituency, and was struck by the passion and desire they have to do their job in representing others. But therein lies the crux of this legislation: it is a union’s job to represent its workforce, so its actions must represent their wishes. It is important that when a union has the power to bring a school, hospital or factory to a temporary standstill, its actions actually reflect the will of its members. I say that for three reasons.

I ask the hon. Lady to let me develop my argument a little further. First, those who suffer most in a strike are not the employees or employers but the public. The employees do not suffer, because any loss of income from the strike may well be covered by the union. The employers of the large concern do not suffer, because they will be paid their salary in any event. It is the public, and only the public, who suffer, first as the consumer and later, when the bill comes in, as the taxpayer. The public end up picking up the tab for both sides.

In the winter of discontent, the main victims of the low pay offensive in the public service were the old, the sick, the bereaved, children and the poor. It is not only this Government who have made the point that it is right that action by a trade union should reflect the mood of its members. The need for democratic accountability by the union was also recognised by the Labour Government. Their White Paper in 1998 entitled “Fairness at Work” specifically drew attention to the need for accountability:

“Laws on picketing, on ballots before industrial action and for increasing democratic accountability in trade unions have all helped to improve employment relations. They will stay.”

It is for that reason that it is right that these measures, which are right as a matter of principle, should apply to the whole of the UK .

I was not a member of the Bill Committee, but I have read some of the submissions on this issue from the unions. The Fire Brigades Union said that it had met the thresholds in its recent ballots. Such unions, which are already ensuring an effective turnout, need not be concerned about this proposed legislation. Furthermore, they do not need to be concerned about the provisions as they currently stand, unamended in the Bill. Indeed, where it is right that action should be taken—it is clear that this method of negotiation is needed—they should be confident that their members will make every effort to vote for it.

These measures are meant to ensure that, where there is not such support, the interests of the public are protected and weighed into the balance. In one intervention in this debate, it was suggested that the thresholds have been met in transport. In fact, the bus drivers strike earlier this year took place at the behest of a turnout of 21%, inconveniencing all the workers who were attempting to get to work. Transport for London reported that there were 6.5 million passengers in London who needed to make alternative arrangements.

That is absolutely right. When there are strikes, the people who suffer are the low paid workers who have to get alternative childcare, whose hospital appointments are affected and who cannot get to work.

Although it may be possible to increase methods of voting, we need to ensure that there are sufficient safeguards in place. New clause 5 suggests that electronic means should be provided as is determined by the unions. In an area potentially rife with practical concerns, we need to be sure that there will be no issue with the amendments before they are allowed. If the unions have the power to bring major industries to a standstill, they need to exercise that power responsibly and democratically. It is essential that any ballot is seen to be conducted fairly and transparently. If there is any risk, or perceived flaw in the ballot, the legitimacy of the ballot may be in question. This is a Bill that nobody has asked for and that nobody wants. Even the latest polls in the national press show that the general public are opposed to this union-bashing Bill—this gagging Bill part two. It was the deputy chairman of the Conservative party who said it was about time that we stopped bashing the trade unions. Let us be completely clear on this issue. It is undoubtedly a ferocious, full-frontal attack on the 6 million-plus members of the trade union movement. I take exception to some comments that have been made, not by everybody on the Government Benches but certainly by a number who seem to want to distinguish between trade union members and ordinary people. The trade union members that I know and mix with are more than ordinary people; they are absolutely fantastic individuals who go the extra mile to try to help colleagues at every opportunity.

The Conservative Government have increased to record levels zero-hour contracts, lower-paid work and the number of apprentices, but before Mr Deputy Speaker chastises me, I will move on from that immediately because it is nothing to do with the Bill.

If that is the figure, so be it, but in every case industrial action would have been taken through the legal process and as a last resort by individuals who need to take strike action to make their voice heard. We have the most restrictive anti-trade union legislation in the western world, and to take a day’s action or any other type of action, workers have to go through all the hoops set out in legislation.

The hon. Lady will be aware of the earlier questions asked about the state of school funding and funding for education. She will know that it is essential for schools to be properly funded and that those countries that have not brought their economies under control have sacked thousands of teachers and closed thousands of schools. She will also be aware that, because of the rise in the income tax threshold since 2010, 12 million women pay less income tax and 2 million women pay no income tax at all. We are also offering help to hard-working people with council tax freezes, fuel duty freezes and additional help with childcare.

T2. I support all those who have called for a fairer funding formula, but I would like to develop the argument a little further. Outstanding schools in my constituency, such as Bottisham Village college, do not do well on the funding formula at present, and as a result they are all the more reliant on grants for capital expenditure. Will the Secretary of State consider whether historic underfunding ought to be one of the factors taken into account for capital expenditure grant applications?

All local authorities receive capital funding for schools, including for school places and conditions. Cambridgeshire has been allocated almost £160 million in capital allocations between 2011 and 2018. It is important that capital funding is targeted on the school areas that need it most. Academies can also bid for the condition improvement fund. Bottisham’s application to the fund was assessed in relation to other expansion bids. Although I understand my hon. Friend’s point for capital to be considered as part of the revenue funding formula, she must realise that capital is part of what is done on a needs basis, which is different from how revenue is allocated.

I am afraid that I do not recognise the hon. Lady’s figures. I just said that last year we recruited 94% of our postgraduate initial teacher training target. We also do not recognise the claim that so many teachers are leaving the profession after their first year. In fact, more than 90% are still in the profession after their first year. Of course, we recognise the pressures on teachers, who do a fantastic job up and down the country, which is why I launched the workload survey last year and why we have introduced specific schemes to recruit teachers to specific subjects. In addition, as I mentioned, we are already ahead of our primary teacher target for this year.

Gosh—let me explain what happened. Just before we left office, we introduced—led by my right hon. and learned Friend the Member for Camberwell and Peckham (Ms Harman), the acting leader of the Labour party—the Equality Act 2010. We passed the Act and section 78 merely needed to be implemented, but the coalition parties decided to ditch that section. [Interruption.] Yes, that is what happened, so I am grateful to the hon. and learned Gentleman for enabling me to remind the House of what happened.

It is extraordinary that even in professions dominated by women—hairdressing, catering, cleaning—the pay gap still exists, while women in skilled trades, including plumbers and mechanics, suffer the biggest pay gap of all. They are paid close to 30% less than their male colleagues. That is an astonishing statistic.

The information that companies will start publishing next year will provide the most comprehensive account of the gender pay gap in this country. It can tell us where progress needs to be made—sector by sector, industry by industry—but only if a central independent watchdog is tasked with ensuring that that happens.

Today, girls are outperforming boys at school and university, but even at ages 18 to 21, women are paid less on average than young men of their age. When women hit their 20s, they are already 5p behind male colleagues. This gap continues to widen throughout women’s working lives, peaking when women reach their 50s when they can expect to earn just 73p for every male pound.

In later life, one of the issues is child rearing. Does the hon. Lady agree that what the coalition Government did in bringing in shared parental leave will help ease that burden and enable more women to be equal partners in the workplace?

When it comes to parental leave, I welcome any progress. We need to ensure that more dads take paternity leave. That is why at the last election, the Labour party said that we would double the number and increase the funding. Sadly, we are not able to implement what we wanted.

Let me provide a few more figures before I close my speech. If a woman is working in sales or the care industry, the pay gap means losing more than £100,000 over the course of a working life. A woman working in finance or law will stand to lose over £200,000. We do not fight against this injustice for women alone, because no man wants his wife, daughter, sister or mother to be earning less simply because they are a woman. Women should not have to wait another 45 years—or another 70 years, as the UN has estimated—for equal pay in Britain. I hope that today’s motion will be viewed as uncontroversial in many ways, and that the Government will be happy to vote with us.

I understand that the plan is to consult over the summer, so this is about setting the ambition high and securing an annual equal pay check that will use the information soon to be published to drive forward progress and end this injustice once and for all. Labour Members have a long and proud history of campaigning for equal pay. This motion represents the next step on that journey. I commend it to the House.

My hon. Friend has made a valuable point. All that we have here is yet more relentless focus on structural reform rather than on the real issues that are affecting our education system. To be fair, however, the Government do mention parents in the Bill: they mention removal of the parental voice.

Does the hon. Lady mean the progress 8 data, the EBacc data, or the data relating to free school meals? Again, it is very unclear what the Conservatives are going for.

The tragedy is that we would like to support action to engage with coasting schools. My hon. Friend the Member for Denton and Reddish (Andrew Gwynne) made a valuable point about how we should define a coasting school. A coasting school could be good or outstanding if one would expect greater achievements from its pupils. We want early intervention to deal with coasting schools. Intervention was part of the reason for the success of the London challenge programme which my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg) did so much to deliver, and which did so much to increase attainment in the capital before the Government scrapped it.

It is not the job of Oppositions to give a blank cheque to Governments. We are seeing something similar to the Government’s collapsing Childcare Bill, in which they could not define the funding terms, could not say what constitutes full-time work, and could not explain child ratio rates. They should have done some work before introducing that Bill.

I have listened with admiration to many of the maiden speeches made by hon. Members on both sides of this House and to the speeches of many new Members. Clearly, we have a breadth of experience in the education sector in this new Parliament, and that is so important.

There can be nothing controversial about a desire to give our children the best start in life, whatever their background and wherever they live, and this Bill seeks to do that. Although more than l million more children are in good or outstanding schools than was the case in 2010, 1.5 million pupils are still taught in schools that do not meet those necessary standards.

I would like to discuss three critical elements of the Bill. First, it rightly recognises that a mediocre education is not good enough. As parents, we all want the best for our children and our Government should strive to deliver it. This Bill acknowledges aspiration, ensuring that schools will regularly assess their own performance and standards, and that they must never be complacent.

The second point is about control. This Bill is not about taking powers away from schools, but about giving them autonomy—and quicker. If schools become academies, they will have greater control over what they teach, when they teach it and who teaches it. We must recognise that the best people to run schools are teachers, and the excellent work of those teachers must be recognised.

Finally, the third point is about the people who lead our schools and help others that are failing. We recognise that, in building good schools, we need good and inspirational teachers, and I hope the profession will welcome the use of expert teachers to help drive coasting schools forward. The 1,000 national leaders of education are a vital component of those plans. They are the outstanding headteachers who work with schools in challenging circumstances to support school improvement. We must support and enable less good schools to learn from the best. In that respect, I wish to mention a school in my own constituency. Bottisham Village College, an outstanding school, is helping a local school, Netherhall School, which is in need of improvement. That is the sort of collaborative action that nurtures development. To improve our schools, we need partnerships: between local and national Government; between outstanding schools and those that are failing and coasting; and between trusts and management. It is not by standing still and doing nothing that we will improve our standards—it is by taking action and working together.

When we talk about what we want from our own children and from our students, we talk about aspiration, about the importance of learning from others and about aiming high, not settling for mediocrity. Those principles apply to schools, too, and they are the principles at the heart of this Bill.
