I beg to move,

That this House has considered the potential impact of leaving the EU on driving licences.

It is a pleasure to serve under your chairmanship, Mr Hosie, and I am delighted to see several other hon. Members here for this short debate.

The essence of what I am trying to put across today is that we have an opportunity—a Brexit bonus—to look again at some of the driving licence regulations that were put in place thanks to our membership of the EU in order to ensure, first, that we support rural communities and, secondly, that we unlock economic growth opportunities. I think the Government have already recognised that. In particular, I am seeking reform of our driving licences so that the C1 and D1 categories are applied to everybody who has passed a driving test in this country, in the same way that those of us who passed our test before 1997 acquired grandfather rights. That was an arbitrary deadline, and driving tests have got longer and longer.

This issue first came to my attention when I visited Halesworth Area Community Transport and was told about its challenges in getting more drivers. To drive a van for that not-for-profit organisation, as it then was, people had to pay £2,000 to £3,000 to do a course and pass a test thanks to the regulations. When I went to see the Minister, I was told that they were EU regulations, and that as long as we were part of the EU there was absolutely no way we could change them.

It is a pleasure to serve under your chairmanship, Mr Hosie. I commend my right hon. Friend for securing this debate. This is all about grandfather rights and the cost to others, and I just hope the Minister is listening to what she has to say. We look forward to all people getting the same rights as those who passed their test before 1997.

The hon. Lady is right that several schemes are well under construction. National Highways felt that it would be more detrimental to stop construction, because doing so would perhaps cause more incidents than continuing with construction as planned.

It is a pleasure to serve under your chairmanship, Mr Betts, and I thank the Minister for giving way. I also thank the hon. Member for Rotherham (Sarah Champion) for securing this debate.

On that point, Baroness Vere, the roads Minister from the Department for Transport, came to the Transport Committee—I am a member of that Committee and was involved in both its reports on smart motorways, in 2016 and 2021—and said that all schemes would be paused. Why has National Highways changed the remit?

My understanding of the commitment made is that any new scheme would be paused. To stop an ongoing scheme would potentially be more detrimental than to finish it.

I want to address the statistic that the hon. Member for Rotherham raised about deaths on smart motorways. The 78 fatalities she mentioned are across all smart motorways—that is all-lane running, dynamic hard shoulder and controlled. Removing the controlled element, that figure is 47; even on controlled motorways, there will be issues. However, the motorway network per mile is far safer than dual carriageway or A road options, or anything that is not a controlled environment. I just wanted to put that on the record as a clarification.

The hon. Lady made important points about breaking down on the motorway and stopped vehicle collisions. Although collisions involving a stopped vehicle are rare, I recognise that they are a major concern for drivers, and that there is a higher number of such collisions on smart motorways without a permanent hard shoulder. We have therefore committed £900 million to bolster safety features across smart motorways, including rolling out additional technology to help to spot stopped vehicles— I have been at the control centres and seen that in action myself—and putting in an additional 150 emergency location stops. In 2020, we changed the design stats on spacing to a maximum of 1 mile, and three quarters of a mile where feasible. In our response to the Transport Committee’s 2021 report, the Government committed in January 2022 to an extra 150 emergency areas by March 2025, on which work has already started.

I will turn to a few of the hon. Lady’s questions. Road users expect high standards for response times on the motorway network. It is worth remembering that the interrelated system of features on smart motorways are not present on conventional motorways, such as stopped vehicle detection radar technology. This new feature has been rolled out across the entire all-lane-running network to improve the detection of stopped vehicles and reduce the duration of live lane stops. As the hon. Lady said, National Highways detects around two thirds of stopped vehicles within 20 seconds, and almost 90% within 60 seconds, allowing it to quickly set signs and signals, such as the red X, to keep drivers safe. That feature is not available on conventional motorways.

National Highways does recognise that stopped vehicle detection can perform better, which is something I have been pushing it on, and it is working hard to deliver further improvements by the end of June this year. Right now, I can report that we have made further strides in attendance: the time it takes a traffic officer to attend has fallen from an average of 17 minutes to under 10 minutes in December 2022. As with any technology, there are occasions when something does not work as expected or improvements need to be made. National Highways is fully aware of that. It is investing £105 million over the next two years to improve CCTV and other technology, not only enhancing the management of the network, but improving drivers’ day-to-day experience with other issues on the motorway network. However, when the availability of technology on smart motorways is reduced, we need to find the root cause and plan ahead.

National Highways has well-rehearsed mitigation measures to deal with operational challenges, including those relating to technology, whether that is increasing the number of traffic officers on the network or reducing speed limits on certain sections and enhanced monitoring of CCTV. We will continue to expedite every effort to ensure that technology on the network is as reliable as possible. I recognise that drivers need to feel confident on smart motorways, and we are using all the evidence we can to act to ensure that those concerns are addressed. We have listened and will continue to listen to concerns. We will make as many mitigations as possible. We are hugely enhancing stopped vehicle technology and the pull-in areas. We are absolutely committed to making our busy motorways as safe as possible for everyone who uses them across the country.

It is welcome that the North Hykeham relief road, championed by myself since 2004 as a requirement for my Lincoln constituents as part of the eastern bypass, was highlighted by the Government as a project for accelerated delivery in the Chancellor’s mini-Budget. However, the welcome £110 million DFT funding is still £80 million short of the estimated total cost of the scheme. Is consideration being given by current DFT Ministers or officials to upgrading the £110 million by inflation?

It is a pleasure to take part in this debate with you in the Chair, Mr Twigg, particularly in the role I currently have the pleasure of fulfilling in responding to the points raised by my colleagues during the debate. I thank the hon. Member for Wythenshawe and Sale East (Mike Kane) for his kind words and comments. My phone is not on, but no news is good news, so he will be pleased to hear that I am still here as a Minister in the Government—we will wait and see what happens over the next 24 hours. I congratulate the hon. Member for Bootle (Peter Dowd) on securing the debate on the subject of Rimrose Valley and the port of Liverpool access, an issue he has toyed with since his leading role on the local council. I am sure he is fondly remembered by officers and councillors alike for his forthright endeavours, and by his constituents and those local residents, who I have noted are here today.

Good transport connections are the key to unlocking essential growth for cities, which is why I thank the hon. Member for Bootle for calling and opening this debate. I am sure that he and his colleagues will understand that I can neither condone nor support some of the claims and points that they have made. Transport links play a crucial role in supporting productivity, innovation and economic growth in cities, towns and communities, which is why we have provided a series of devolution deals to mayoral combined authorities to ensure that their transport connectivity maximises economic growth and supports thriving communities. The Government are fully committed to delivering our vision of levelling up the British economy and strengthening the bonds of our cities, aimed at unlocking the economic potential of the northern powerhouse, while ensuring that places such as the Liverpool city region and the north of England play a key role in a resurgent UK economy.

All the campaigns, my hon. Friend the Member for Bootle and I agree about the importance of transport and investment in it to unlock opportunity and to contribute to levelling up; the point we are making is about the nature of the transport, the infrastructure and other impacts. My hon. Friend and I have tried to engage with National Highways, to make the case for alternatives to this road solution, because of the HGV issue he and I raised earlier. In a letter to me, National Highways called my inquiries “vexatious”. Does the Minister agree that National Highways’ response—calling the elected representatives of the people of Sefton “vexatious” and refusing to engage on alternatives to a road—is wholly inappropriate and flies in the face of the policy that he has just set out?

I have heard and noted the hon. Gentleman’s comments. I will talk about the relationship—perhaps the non-relationship—with National Highways shortly. His intervention was longer than I expected, but I have taken on board all the points he made. I expect that in the future there will be ongoing dialogue with the Department and the hon. Gentleman and other local MPs.

Since 2010, more than £33 billion has been invested in transport infrastructure in the north, but our ambition is to go further and faster, regardless of recent pressures, especially as we focus relentlessly on the economic wellbeing of our cities, regions and nation, as that brings jobs, wealth and social mobility to all who wish to enjoy the fruits of their own labours. The integrated rail plan is the biggest ever single investment in Britain’s rail network—a £96 billion strategy of rail construction and upgrades for the midlands and the north to be delivered over the next 30 years. The IRP focuses on bringing communities in the north and midlands ever closer together, boosting inter-city connections and improving east-west links in particular. These are journeys people are most likely to make, and, as I learned on my recent visit to Immingham, these links are of the utmost importance to freight and access to the western port of Liverpool.

We have announced the first allocations from the £4.8 billion levelling-up fund, regenerating towns and high streets and investing in the infrastructure that people need, including transport. As the hon. Member for Bootle undoubtedly knows, also included is £37.5 million for the Liverpool city region’s levelling up for recovery proposals, which will deliver a range of transport interventions to support connectivity and economic growth in and across Liverpool city centre, the maritime gateway in Sefton and over the water in Birkenhead, which as he rightly said is my place of birth—he and some of his constituents would probably call me a plastic scouser. This funding will enhance connectivity between employment centres such as Atlantic Park along the A5036 Dunnings Bridge Road.

This Government are also spending over £24 billion between 2020 and 2025 on our strategic road network. The core principle of our road investment strategy is to create a road network that is safe, reliable and efficient for everyone, and that sets a long-term strategic vision. Our first priority is to fix existing strategic roads, ensuring that they are well designed, well maintained and well connected, and will serve all road users well into the future. Where existing roads are simply not up to the job the country asks them to perform, we will ask National Highways to look at the potential to develop wider realigned or, in a few cases, wholly new roads to keep people and goods moving.

Transport connectivity is not just a local and regional issue; it is important for the whole United Kingdom. Transport for the North itself recently noted the importance of the port of Liverpool, whose Liverpool2 deepwater container terminal reflects the aspiration of the region to increase its freight potential—an aspiration we have supported through its recent designation as a freeport. TfN also noted that areas of investment with significant freight benefits will include access to constrained ports—for example, the A5036 to the port of Liverpool.

The hon. Member for Bootle will be aware of our commitment to the improvement of the A5036 Princess Way, which is the critical link between the port of Liverpool and the motorway network. Solutions to address some of the challenges on the route are key to unlocking the potential of the port and the wider city region, including its ambitious freeport proposals. These improvements will provide better links and improve the resilience of the network while boosting business productivity and economic growth by providing a more reliable road network and improved local access. The objectives of the scheme go beyond port access; the scheme aims to improve journey times, reliability, quality and safety, to reduce the nuisance caused by noise and dust to those living alongside the existing route, and to reduce the severance of communities living alongside the existing route.

As the hon. Member for Bootle will know, the A5036 performs a number of important functions. It serves primarily, I am led to believe, as a local community and commuter route; it acts as a link for trips to and from Bootle, Maghull and Liverpool city centre; and it forms part of the strategic road network providing national routes to and from the port of Liverpool.

However, this scheme was included in the first road investment strategy and subsequent second road investment strategy because the route is among the worst nationally for congestion and unreliability, with high numbers of road traffic accidents that disproportionately affect vulnerable road users, such as pedestrians and cyclists. If nothing is done, these conditions will only worsen as traffic levels increase, with anticipated growth locally and through the port itself, which is critical to the economy of the north and the wider UK. For all those reasons, the A5036 Princess Way scheme in the port of Liverpool was developed. The scheme aims to build a new road between the M57 and M58 and the port of Liverpool to replace the current substandard route.

I acknowledge the strong views of the hon. Member for Bootle on the proposal for the new road through Rimrose Valley, but I reassure him that National Highways is aware that there is a range of opinions and concerns about its proposals for the A5036. I am reliably informed that it is committed to working with all stakeholders to achieve the right result for the city region and the country. The hon. Gentleman’s former colleagues should be mindful of that olive branch and the hand of friendship, or partnership working, which some in the north-west and the city of Liverpool are famous for.

On the point the Minister makes about National Highways, the concern we have is that no alternatives to this scheme are being significantly or substantially considered. It is not a question of saying that we are just against the road and the port access; we are asking whether we can have a dialogue and potentially expand the modality of the transport link, rather than it just being about a road, take it or leave it, two or three metres either side of a line.

I thank the hon. Gentleman for his intervention. Later in my remarks, I will come on to some information that may be helpful to him and hopefully will spur him on.

The current proposal for the new road comes with a full commitment to measures to mitigate its impacts through Rimrose Valley and to enhancing the environmental and amenity value of the current park and the open area of land north of the park. We in the Department for Transport and our agencies are fully cognisant of the issues and we recognise the need to fix negative impacts on the environment, which matter greatly to local people.

I am aware of the commitment to find a multi-modal solution to port access and acknowledge the work by the port access steering group, chaired by the Liverpool city region mayoral combined authority. In addition to planned investment on the strategic road network, there has been investment in the Bootle branch line to support increased rail access to the port.

The hon. Member for Bootle will no doubt be aware that the Liverpool city region mayoral combined authority is developing its fourth local transport plan, which will include a strategy for freight and logistics. National Highways is helping the city region to develop this plan, and the Department is awaiting the outcome with interest and will take the proposals into consideration as the scheme develops.

At this point, I urge the hon. Member for Bootle to never give up, but to be prepared to compromise and negotiate. Throwing one’s toys out of the pram or taking the ball away like a spoilt child assists no one and is not a serious negotiating strategy in a professional setting in the 21st century. It may play well in the local watering holes and Labour social clubs, but it risks parts of the great city of Liverpool being left behind.

My example for the hon. Gentleman is one of personal endeavour and the willingness to achieve remarkable solutions in the face of negativity and naysayers. Between 2004 and 2012, I was told that Lincoln eastern bypass was a non-starter. It had been talked about since 1916 and I was told it would never happen, and that the transformation of the city of Lincoln, with reduced congestion, improved travel times and environmental benefits, was pie in the sky.

In December 2020, I was proud to be asked to open the—albeit single carriageway—eastern bypass. It is not in my constituency, but around it, and it is of great benefit to the vast majority of my constituents and provides environmental improvements to the very centre of our city of Lincoln. That has led to an affectionate nickname for the bypass, which is known locally as McCartney Way by some. I am not sure if the new road or even tunnel that the hon. Member for Bootle seeks would be more aptly named Princess Way mark 2 or the Dowd Underpass, or perhaps he has other middle names we are not aware of that might lend themselves to such a project. I digress.

A feasibility study into the provision of electric vehicle charging points in the vicinity of the scheme has been carried out by National Highways. The project team is interested in developing that and other opportunities to promote a more sustainable transport solution, potentially in partnership with the Liverpool freeport team and the Metro Mayor Steve Rotheram, formerly of this parish, with whom I had a very cordial meeting over the summer.

I firmly believe that good transport infrastructure is a catalyst for enterprise and growth and that better connectivity means greater economic opportunity, with all the benefits that brings to communities and individuals of all ages. That belief has driven my actions over the years in my constituency of Lincoln, and I have promoted it across the country since being appointed a Minister in early July this year.

I reaffirm my thanks to the colleagues who have spoken and whose points have been taken on board: the hon. Members for Bootle, for Sefton Central (Bill Esterson), for Wirral West (Margaret Greenwood), for Bradford South (Judith Cummins) and for Wythenshawe and Sale East. I have listened carefully to all they have said, and have taken note of the points they have made, particularly on the green lung issue. I thank them for this very insightful debate. I hope that the hon. Member for Bootle is satisfied with the response I have provided, which promotes good transport links for cities and regions, and makes clear that the Department recognises the vital importance of such improvements for local residents and business concerns, as well as for the economic wellbeing of the whole United Kingdom—this Minister recognises it doubly so, through a plethora of local examples, as I have tried to elucidate in my myriad remarks today.

Friend the Minister knows that I am a strong proponent of better transport links and infrastructure for my constituency, so I make a plea to him: whether it is in Transport for the North, Midlands Connect or any other organisation that is strategic or involved in delivery, could Lincoln figure more than just occasionally on a map?

The Department has approved £20 million of funding for the development of an outline business case for the midlands rail hub. We are working closely with Network Rail to apply the principles of Project SPEED to the development of this project to ensure that it can progress as quickly as possible.

It is good to see you again this morning, Mr Speaker. I thank the Minister for his reply. The rail corridor to Lincoln, which the Minister knows well, has a proposed upgrade of signalling at Newark, as well as plans for faster and more frequent trains to my constituency of Lincoln. Some of these schemes are almost shovel-ready and can begin this year. Will my hon. Friend consider these schemes and help Lincoln to receive the train services that my constituents deserve?

Mr Speaker, I think we can both agree that my hon. Friend is a wonder to behold, as he demonstrates to us all that a sensible, coherent campaigning strategy—bringing together people and businesses, and demonstrating the potential economic growth that could result from schemes and infra-jstructure —leads to this Government delivering that infrastructure. One only has to look at the roads around his great city and the direct trains to London for which he has campaigned. Midlands Connect is developing a proposal, as he outlines, and if history is anything to go by, his resourcefulness will help to speed it through the process.

The Government have undertaken the biggest ever pothole-filling programme, with £500 million funding each year between 2021 and 2024-25 specifically to tackle potholes on our roads. Further funding for local road maintenance will be agreed as part of the spending review.

Drivers will be pleased to have heard that answer from the Minister. She may also be aware that Lincolnshire County Council has an oven-ready project to construct the North Hykeham relief road, part of the original eastern bypass that I have campaigned for, for many years. That section will give Lincoln its full ring road, boost connectivity in the region and lead to further economic growth. Will my hon. Friend and her ministerial colleagues seriously consider providing the funding for that project and for dualling the whole of the eastern bypass—locally, we all know that that should happen—and perhaps meet me and council leaders in Lincolnshire to enable the completion of this important project which I have promoted incessantly?

I note that the questions that my honourable and hairy friend has answered so far were about reducing the cost of rail fares, but that implies that either more people must make more journeys by rail, or taxpayers generally, such as those in Lincoln, must subsidise the rail industry more. Which would my hon. Friend prefer? Does he have any plans to improve the franchise process to make bidding for them more attractive to businesses?

We are going to change the franchise model—the Williams review is absolutely going to change how our franchise model operates—but my hon. Friend will have to wait a bit longer to see how that is going to happen. We have strong views on the direction of travel and look forward to informing the House shortly.

My hon. Friend makes a very good point that I will come to later. I think the current testing regime needs to be more robust and more comprehensive to address the many different aspects of driving, rather than just having the very narrow test we have currently. We teach young people to pass the test. We do not equip them to deal them with the many different experiences of driving on roads in the UK today.

Before my hon. Friend moves on, I am intrigued and interested to hear about the various different safety regimes for new drivers, but what we are discussing in today’s debate is the cost of premiums for young drivers. Does he not agree that one of the reasons why they are so expensive is that insurance companies keep putting them up? The rates are not as open and competitive as some of us would like them to be. The companies obviously want to carry on making profits and perhaps pass on the costs of expensive whiplash claims to premium holders, whether they are young or old.

My hon. Friend makes a very good point. I am certainly not here to defend every insurance company or the premiums they quote to young people or anyone else. I am sure there is always room to do better and drive down those costs. We could talk about the insurance premium tax, which has perhaps contributed to the cost. Young people are unfairly penalised on that count because of the high premiums. We need to be realistic: this is about insurance companies assessing risk and charging according to that.

To put the matter into perspective, a typical insurance premium for a teenager is £2,000, which comes out at just over £5 a day. I am sure that many Members in the Chamber today have very nice vehicles. Would they give their car to a 17-year-old for 24 hours to drive however they chose in return for £5? I do not think many of us would do that. Although £2,000 is a very large amount of money for someone who is 17 or 18 years old—we acknowledge that—we also understand that for that money they are getting insurance cover not only for the vehicle, but for any third-party damage or injury that they may cause.

I personally am not of that view. If fact, if we look across the world, other countries allow young people to learn to drive at much younger ages. I certainly would not look to reduce the age. However, I think we need to give our young 17 and 18-year-olds more tuition and better experience, so that they become more capable drivers much quicker. That is where I would focus the attention, rather than increasing the age. If we increase the age, they will still be new drivers at whatever age they begin to drive.

I thank my hon. Friend for giving way; he is doing well with so many interventions. I want to reassure all the young drivers or potential young drivers who might be following this debate that although hon. Members would perhaps not lend them their nice, or not-so-nice, cars for £5 a day, having seen some of my hon. Friends driving, I probably would not lend them my car for £5 a day either.

Some young would-be drivers, overwhelmed at the potentially unobtainable cost of car ownership, including, but especially, insurance, are tempted to simply flout the law and proceed to drive without insurance and at times even without a licence, which is a totally unacceptable and dangerous solution. That has disastrous consequences for them and for other road users. The fallout can be death, serious injury or a criminal record, and, with motoring prosecutions now a part of their profile, it makes it even more expensive to start the process towards a driving insurance premium. It also has the effect of pushing up insurance costs for law-abiding, properly insured drivers. There is genuine concern about the cost of insurance for young drivers from many quarters, not just from novice drivers. There is concern about the impact on other outcomes and about excluding the young from a societal norm: the freedom to own and run a car. The high costs of entry might also feed into other problems in society: isolation, alienation and perhaps even a sense of failure for young people. We therefore need to take the matter seriously.

However, it is important to consider why the premiums are so high. The Government’s response to the petition stated:

“The Government is aware that the cost of motor insurance can be high for new drivers and understands the concerns that have been expressed about this. The average cost of motor insurance for the 17-22 age group was estimated to be £1277 as at January 2016”.

In my experience and from talking to many people, the cost is often much higher than that. It is important to bear in mind that motor insurers have to provide unlimited cover against the risk of personal injury to third parties and cover of up to £1 million for property damage. They use a wide range of criteria to assess the potential risk that a driver poses, which include the age of the applicant, the type of vehicle being driven, the area where the applicant lives and his or her driving experience.

It is a great pleasure to speak on the Second Reading of the Vehicle Technology and Aviation Bill and to follow the hon. Member for Glasgow South (Stewart Malcolm McDonald). As the Minister said, the hon. Gentleman gave a very thoughtful speech about the way forward, which saw a great number of interventions from my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat).

Before dealing with clauses 8 to 15 on the electric vehicle charging points, I want to raise some more general issues. It is good to see the Minister of State, Department for Transport, my right hon. Friend the Member for South Holland and The Deepings (Mr Hayes), in his place, and I echo the words of my right hon. Friend the Member for East Yorkshire (Sir Greg Knight) who commented on what a wonderful team of Ministers we have. When this particular Minister came before the Select Committee on Environment, Food and Rural Affairs, he dealt with issues of air quality. Although the Bill will not in itself solve all the problems relating to air quality, many parts of it could help. What we need to do is to target these electric vehicles very much in our inner cities and our hotspots where there are high levels of NOx emissions.

On the particular point about air quality, I understand the need for it to be improved in cities, but does my hon. Friend believe that with electric vehicles, which will need the electricity to be produced somewhere, we might end up moving the problem of the pollution of energy production to the rural parts of our country?

My hon. Friend raises a very interesting point, to which I have given much thought. I think that in the real world we have to accept that the highest levels of pollution that prove to be most detrimental to people’s health are mainly in inner-city areas. The electricity will have to be produced somewhere, and unless it is going to be done entirely through green technology—we will move towards that in the longer term—it will cause some pollution. We have to accept that to reduce inner-city NOx levels, there might need to be a little bit of pollution across the country. We cannot allow individuals to suffer from the high levels of nitrogen oxide that are currently in the inner cities. I have to accept that there will be some pollution somewhere else; otherwise, we will not be able to reduce the levels of pollution in our inner cities.

This is why charging points for electric vehicles are so important. It is not just this Bill that is relevant, because there may be something in the Chancellor’s speech later this week. If we are to have any sort of scrappage scheme through which people could convert to electric vehicles, we need to try to target it towards our inner cities in particular, because the need to reduce pollution is at its greatest there. We can use hybrid vehicles and other types to bring us to the cities; when we are in the inner city, we will need not only electric cars but electric taxis, and we shall need to convert many of our lorries perhaps to liquid petroleum gas or something that will reduce the current levels of NOx.

Unless we do something really serious to deal with pollution in the inner city, the Government are going to be in the dock and DEFRA will sit in the dock. It is possible to reduce a little of the nitric oxide that comes from farming, but it is not so easy to cure the problem in the inner city. That has to be done mainly through transport measures and perhaps by local government.

I had better move on to the Bill’s clauses, Mr Deputy Speaker; otherwise, you will get agitated with me for going beyond what the Bill contains. I shall speak mainly to clauses 8 to 15, which deal with electric vehicle charging. I shall outline the benefits of electric vehicles in the specific clauses in order to incentivise their use. Electric vehicles are on the verge of a massive expansion in the UK, and the potential benefits are enormous, as many Members have said this evening. However, the figure for new registrations in this country is less than 2%. The figure in Norway is some 25%, so we have a little way to go, although I am sure that, in the safe hands of the Minister, it will happen overnight.

Electric vehicles mean better air quality. Toxic gases from combustion engines are linked to more than 40,000 deaths in the UK, and road transport is responsible for about 80% of nitric oxide in our inner-city hotspots. A move away from combustion engines and towards electric vehicles would cut levels of nitric oxide in the air, and would reduce the number of early deaths. British motorists currently face some of the highest fuel prices in Europe, but an electric vehicle that achieves 3 miles per kWh can cost about 4p per mile. Ultimately, that really will encourage people to buy electric cars. The AA has estimated that they are about five times cheaper to run than the average petrol car. The Chancellor may miss a little bit of fuel tax, but I think that, in terms of air quality, this is a step in the right direction. Transport produces higher carbon emissions than any other UK sector, including power generation. Moving vehicles from carbon to electric will help the UK to slash its carbon emissions further, especially as renewable energy is rapidly rising in the UK.

How can we boost electric vehicles? Although the market has grown rapidly in recent years, ultra-low emission vehicles still account for only 1.2% of new car registrations in Britain. The Government’s own research shows that one in five Britons has considered buying an electric vehicle, but the biggest barrier to uptake is the lack of availability of charging points and the lack of knowledge of where to find them. I am glad that the Bill seeks to deal with those problems.

I thank my hon. Friend and fellow enthusiast for giving way. As someone who has never ridden a horse, a donkey, or even a pony, I can say that some of us already view horses as autonomous vehicles.

Not only are they autonomous, but I would argue that they are even more dangerous for that very reason. However, that is by the bye and perhaps a diversion from the Bill.

As I said, I am a self-declared petrol head, but we have nothing to fear from electric vehicles. If anyone wants to check my YouTube channel, they will find a review of the Agility Saietta R electric motorcycle—a vehicle with excellent torque—and that brings me on to the idea of charging. It is not a market failure that there is diversity in the marketplace. Competition is not a failure but the way by which we make progress, so I encourage the Government not to stamp out competition and experimentation as we make progress with this new technology and in this new market.

I thank my hon. Friend for that intervention. He has just taken my next point—thanks very much. Once again I will use the phrase “untapped potential”. Renewable energy really is the way ahead. I do not want to get pollution out of our cities only to put it into industrial areas with power stations, whether they are coal, oil, gas or nuclear.

The hon. Lady is making an excellent speech and touches on a point that I raised during an intervention. She took an intervention about renewable energy from the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), but renewables might not be the way forward. It is not just industrial areas that may experience an increase in pollution. Rural areas such as Lincolnshire, or the east midlands as a whole, where lots of power is currently generated, will have to generate even more power to create that electricity. In cities such as Lincoln, companies already have to pay extortionate amounts for electricity between the hours of 4 o’clock in the afternoon and 8 o’clock in the evening because of the peaks, and there is no way that we will ever be able to charge a multitude of electric cars with renewable energy.

I disagree. Has the hon. Gentleman visited Scotland at any point? I struggle to go out in Scotland on a day when it is not windy, so we could be tapping into that potential. There is a huge possibility there. Nuclear is often billed as the clean energy source, but tell that to the workers in India who are mining the uranium ore—it is certainly not clean for them. The Bill needs to cover different forms of low-emission vehicles, such as hydrogen fuel cell vehicles. That technology has been pushed aside to a certain extent, but we need to ensure that there is a possibility to develop it.

In conclusion, I generally support the aims of the Bill and I am excited by the technology. However, we need to ensure that we are enabling that technology to progress, that we look after EU nationals working in science and research, and that we consider how various types of fuel can be dirty.
