The hon. Member is absolutely right to point out those irresponsible comments, which very much follow in the footsteps of what Putin goes around saying. It is completely irresponsible in the modern era to have world leaders going about threatening others. There is absolutely no justification whatsoever for an autocratic state or any state walking into a demographic neighbour and claiming it as its own. To go further than that and to start threatening other states on a trumped-up charge that NATO somehow wishes to do the same in reverse is, as the whole House will know, complete fiction. NATO has no desire to do anything but defend the existing borders. That is why NATO is no threat whatsoever to Moscow.

I welcome the Defence Secretary’s statement. He is right that the House is united in its support for Ukraine. We should be proud of the UK armed forces personnel who have trained so many Ukrainian recruits. I think he said earlier that there will be another 10,000 in the first half of the year, which is obviously welcome. Will he take the opportunity to confirm that our vital training programme will not stop in the summer but will continue for as long as it takes for Ukraine to win the war?

We are always looking at the best ways to train people. My expectation is that that training will continue, but we are always looking at how to improve it further. I mentioned that our friends from Estonia and Latvia are joining us in the training, so in a sense it continues to expand. We always want to ensure that we are providing training that is actually needed. It is extraordinary to know that having had that training in the UK dramatically improves people’s chances when they get to the frontline towards the east of Ukraine. We will always want to do more. The hon. Member is right to point out that the figure was 10,000 for the first half of the year, and the plans will be assessed from there on.

I am very grateful to my hon. Friend for raising this matter—he is a champion of the defence community in his constituency, and I thank him for his early engagement on it. I understand that the local authority regulator, following the completion of rigorous testing, has confirmed that the water quality at Trenchard Lines is acceptable, and it is now safe for personnel working and living there to use the mains supply. I will double-check that and write to him, but I am grateful for his comments on the performance of the Defence Infrastructure Organisation in that regard.

T5. Today we have seen news of another serious attack by the Houthis on a commercial vessel in the gulf of Aden. Do Ministers think that more Royal Navy ships will need to be deployed to the region, given the ongoing threat to merchant shipping?

The hon. Gentleman will be familiar with answers I gave last week or the week before at the Dispatch Box, when I said that we will always look at what is happening in the Red sea. I have been there to meet the crews myself, and will make a judgment based on the reality on the ground. There is now also input from a conglomeration of EU countries that are coming to join Prosperity Guardian, and we welcome that input.

We on the Conservative Benches will not perpetuate the myth that receiving universal credit is a bad thing. Many of these people are in high-paid and good jobs. It is a reflection of the fact that this Government support people into work and that military service gives them skills for life.

The Afghan relocations and assistance policy scheme has had more than 100,000 applications. Although I appreciation the desperation of many who apply, the reality is that staff numbers and even names of those who worked with us in Helmand are being shared, so it is hard to identify individual applicants. To that end—the entitlement is bound; we know who worked for us— last week, I engaged a number of non-governmental organisations and charities to help us find the people on the list of those who actually worked with us, so that we can bring them to the front of the queue and get them out as quickly as possible.

Ministers confirmed last month that around 8,000 Afghans and their families could still be eligible for relocation to the UK under the ARAP scheme. The Minister says that it is hard to identify those people, so what specifically are Ministers doing to identify them, to establish pathways to get them here, and to process their applications as quickly as possible?

We learn an awful lot from watching the way that modern conflict is being prosecuted in Ukraine, and that is indeed shaping our analysis of the stockpiles we need to hold, particularly given the intensity of the modern artillery battle.

When it comes to local authorities, we will, when the Armed Forces Bill becomes the Armed Forces Act, issue statutory guidance to ensure that no veteran is at disadvantage. I hope that all local authorities will take that on board and deliver for our veterans in the local community.

Getting a decent job is key to a successful transition to civilian life, but the Armed Forces Bill, as my hon. Friend the Member for Jarrow (Kate Osborne) said, does not include responsibility for employment or transition. Service charities have said that the Bill is too narrowly focused, so why will the Minister not widen the scope of the Bill to ensure that all the promises of the covenant are delivered by it?

When it comes to transition, it starts two years before someone actually leaves the armed forces and lasts for two years after they leave. The support that the MOD provides to service leavers lasts for two years, but we must bear in mind that overwhelmingly the vast majority find gainful employment within six months.

I thank my hon. Friend for his question. He is absolutely right: interpreters are an essential part of any population-centric military mission. There are French-speaking personnel within the force itself and we will be recruiting local interpreters to join the force. Crucially, they will not just be male interpreters who stand on the shoulder of the male platoon commander but female interpreters who work alongside human security officers, so that we are able to engage with all parts of the community in the course of our mission.

We all send our best wishes to our troops on this mission. The Sahel is a complicated place. It has a lot of long-term problems in terms of both security and long-term development and governance. I appreciate that the Minister says this is a three-year deployment, but is he confident that the UN has criteria and definitions of success in which we can be confident, and an exit strategy for the mission?

The Algeria accords still set the conditions for the both the political and military response of the United Nations. I do not think anybody involved in the UN political mission in Bamako would dispute that the coup and political instability in Mali over a number of years have made the political mission very challenging, but that does not affect, necessarily, the duration of this military commitment. The way that UN peacekeeping missions work is that you sign up to do your turn, and we have done so. That notwithstanding, we of course want to see greater success from the political mission and an enduring political stability in Bamako, so that the UN mission can succeed.

This Government are doing more than any before in this area. We have set up the UK’s first Office for Veterans’ Affairs; we were the last Five Eyes nation to do so. I am clear that in the nation’s offering to her veterans, good mental health provision is absolutely critical. Next month we will launch, jointly with the NHS, a through-life mental healthcare plan, which I am sure my hon. Friend will be interested in.

T3. I welcome the strong commitment from the Minister for Defence People and Veterans to supporting the mental health of personnel and veterans. He is probably aware of the interesting international research on the use of MDMA to treat post-traumatic stress disorder. Will he meet me and others to discuss how we can make it easier to carry out that research in the UK?

I am very clear on two points. One is that we will stop at nothing to understand what is the best mental healthcare treatment that we can provide to our veterans in this country; the other is that obviously the classification of substances remains with the Home Office, and there are no plans to change that at the moment.

My hon. Friend is right to be proud of the Army and RAF units in her constituency. We attach the very highest priority to ensuring that all three services have what they need to protect our country and its interests around the world. Our manifesto was perfectly clear: we are proud of our armed forces and will fund them properly.

T8. My constituent, Tom, who is an ex-serviceman, needed his medical records from the Army Personnel Centre in order to apply for a hearing aid. When he got in touch last July, he was told that it would take six months to get his records, because the Army Personnel Centre could not meet demand and was putting in place measures to deal with the backlog. Will the Minister update the House on whether that waiting time has been reduced so that our veterans can access the support they need?

There should be no waiting time whatsoever for medical records that are going from regular regiments to a local GP. We are looking at ways of improving the system, and incentivising, to ensure that the gap is much smaller. If the hon. Gentleman writes to me about his constituent, I will find out what is going on in that case and ensure it is sorted out.

I am grateful for that question, because it highlights the fact that it is not the MOD that provides veterans support but NHS services across the country. Each NHS authority should have a transition, intervention and liaison service designed to help those who require mental health support. If they need advanced support, there are complex mental health facilities as well.

T7. The Minister talked earlier about the rise in the total number of trained and untrained Army personnel. What proportion are trained and what proportion untrained?

Off the top of my head, I would say that about 75,000 will be trained and 7,000 untrained. However, it is important to understand that people begin by being trained to be infantry soldiers and then go beyond that. If, for example, they are joining a technical corps such as the Royal Engineers or the Royal Corps of Signals, the point at which they become fully trained can be even further down the line.

We remain committed to maintaining the overall size of the armed forces. We have a range of measures under way to improve recruitment and retention, and these are kept under constant review. Importantly, the services continue to meet all their current commitments, keeping the country and its interests safe.

The Armed Forces Pay Review Body reports that the outflow rates—personnel leaving the armed forces—are at “historically high levels” under this Government. Why does the Minister think that is?

Retaining our service personnel is always a challenge, and that is precisely why we are focusing hard on the offer—the opportunity to train and to serve overseas. Only this month, some 5,500 personnel are serving on Saif Sareea 3 in Oman; equally, we have servicemen serving in Estonia and on Exercise Trident Juncture in Norway. We have perhaps not previously had those opportunities to train and to serve overseas, which are key to retention.

T8. It is now 60 years since Operation Grapple. Is it not time that we followed so many other countries and awarded our nuclear test veterans a medal?

I am well aware of the campaign not just by the hon. Gentleman, but by others. I am certainly happy to look into it in more detail. He will be aware that there are two components to this—risk and rigour, and avoiding duplication of other medals that have already been given—but I am certainly happy to discuss it further with him outside the Chamber.
