Commons ChamberYes. As I said earlier, we have already made a series of changes in our procedures, and we will continue to do so. The report makes some important points about retrieval of information from the battlefield, archiving and the use of information systems to make it easier to get more quickly to the truth of what actually happened. Let me emphasise again, however, that when there are allegations they will be properly and fully investigated, and when there are failings we should own up to them and put the procedures right.
It is of course an absolute outrage that it has taken 10 stress-filled years to clear these young soldiers of the baseless slurs against them, but is there not a wider point to be made? Does the Secretary of State agree that allowing further claims and allegations of this kind—the baseless ones and even, perhaps, the slightly less baseless ones—to be pursued in the same way might interfere with the perfectly legitimate conduct of warfare, and that there is a real risk that legitimate warfare will be replaced with “lawfare”?
I am, of course, concerned that the operational efficiency of commanders in the field should not be inhibited by additional legal complications, such as fresh rulings by the European Court of Human Rights or attempts to extend a health and safety regime that would apply in civilian life to the battlefield. We must think carefully about the weight of law imposed on those whom we ask to do very dangerous things in our name and to react very quickly. This was a battlefield, and I think it important for the House to bear that in mind.

The hon. Lady is right and we must always be careful who we are training. It is important that the Iraqi Government—she will have seen this on her visit to Baghdad last week—follow through on the reforms they are proposing. The army must become genuinely inclusive and militias must be properly under control. Holding ground that can be liberated must have the full-hearted support of local populations, and that will be particularly important as ISIL is pushed back in the tribal areas of the Anbar.
The brave peshmerga whom we visited being trained by the British Army in Sulaymaniyah last week did a fantastic job in stopping the breakneck advance of ISIL in the summer, and they are to be congratulated. They did so against huge odds in terms of personnel, equipment and training, and to this day they are a pretty makeshift army. Does the Secretary of State agree that although it is vital that this should be a Kurdish or Iraqi battle against ISIL, we have a vast role to play in terms of equipment, training—particularly IED training—and we must do our part to combat the dreadful wickedness that is ISIL?
Yes. ISIL is a threat to us in this country and generally to the west, as well as a threat to all those in Iraq—particularly those of other religions or indeed their own religion—who want to live at peace. That is why, with the support of the House, since early summer we have been considering what we can do to supply the peshmerga. We have supplied heavy machine guns and helped to airlift other equipment and ammunition that is needed, and we are considering—it is still only considering—the scope of training that we are able to offer in some of those specialist skills.

Commons ChamberThe outline of the plan came from the original “Future Reserves 2020” review, which was chaired by the current Chief of the Defence Staff. The early blueprint was put together by General Sir Nick Carter, the Chief of the General Staff. The hon. Gentleman is partly right: there were some mistakes in the early stages relating to the way in which the recruiting pipeline was organised. Since those early glitches, we have made considerable changes—relating to meeting a common standard, for example—and recruits are now coming through in much greater numbers.
9. What recent steps the UK has taken against ISIL in Iraq; and if he will make a statement.
Since Parliament authorised military action in support of combat operations, the Royal Air Force has flown some 139 missions, gathering intelligence, providing surveillance and striking some 37 targets. We are already providing training and equipment to Kurdish forces and we are now preparing to provide further infantry, combat first aid, sharp-shooting and counter-improvised explosive device training.
Does the Secretary of State agree that if our policy aim in Iraq is the successful containment of ISIL, we are indeed making a fantastic contribution towards that, but that if our aim is the degradation or destruction of ISIL, as we were originally told, that will occur only if there is significant political engagement by the Baghdad Government, particularly with Sunni-friendly tribes? Does he agree that, unless we have that wider political engagement, what we are doing is either unnecessary or not enough?
Let me confirm to my hon. Friend that it is indeed our aim to help the legitimate Government of Iraq to degrade and defeat ISIL in that country. I agree that the new Government of Iraq have to be inclusive, and they are: they represent Shi’as, Sunnis and Kurds. The new defence Minister is a Sunni, and I have emphasised to him the importance of demonstrating that the Iraqi national army is there for all the peoples of Iraq.

Order. A large number of hon. and right hon. Members are seeking to catch my eye. Ordinarily, I try to accommodate everybody; that probably will not be possible today, because there is considerable pressure on time, as there are two statements to follow. What is required is exemplary brevity, a tutorial in which can now be provided by Mr James Gray.
I will seek to do that, Mr Speaker. My hon. Friend the Minister has a long-standing commitment to the reserve Army, which I salute. I am proud that my Territorial Army regiment is, I understand, 125% above its recruitment target, which is great. Other regiments around England could follow that example. However, does he agree that we cannot replace regular soldiers with reserves on a regular basis? Would it not be better to do away with the 82,000 and 30,000 figures, and replace that with an Army of 112,000, which could be made up partly of one and partly of the other?
I am grateful to my hon. Friend, but I am not quite certain what he is proposing. We are planning for an Army of 82,000 regulars, and 30,000 reservists integrated with them—in other words, available as formed sub-units or individuals to supplement the regulars outside periods of great national emergency, and to be called up in much larger numbers during periods of great national emergency.
May I pick up on a point made by the hon. Member for North Durham (Mr Jones) that I failed to answer? We make no apology whatever for recruiting older people to specialist roles, such as intelligence roles, and as medics, where they have specialist skills. As for the new standards of fitness and so on that we are introducing for medics, there is no suggestion of having those people in the combat arms.

Commons ChamberMy right hon. Friends the Foreign Secretary and the Prime Minister have been in discussion with our allies about the role that the Turkish Government could play in the middle east. For the Turkish Government, as the hon. Lady will know, it is an extremely complicated situation, but it is important that all the neighbours of Iraq and Syria contribute to the effort to prevent Iraq from falling apart and Syria from falling into further bloodshed.
President Putin’s activities in eastern Ukraine have been largely covert and deniable. Does my right hon. Friend agree that if President Putin tried similar tactics in any of the three Baltic states, that would constitute a breach of article 5 of the NATO treaty? If my right hon. Friend does not agree with me on that, would that not fundamentally undermine the credibility of NATO?
I do agree with my hon. Friend—the Baltic states are members of NATO and fully entitled to the protection that NATO members afford to each other. It is also important that where we confront such ambiguous warfare, NATO is unambiguous in its response to it and labels an annexation as an annexation and the invasion of Ukraine as an invasion.

Commons ChamberAbsolutely, and that is very much the spirit in which we have approached the inquiry. We have tried to understand the issues from a Gurkha perspective, but we want to hear from other Members about the wider perspective. Ultimately, we are talking about issues that will impact on the whole British Army and that will have a bearing on the future of the Gurkha regiment in the British Army, and I am sure we all wish to retain that, as we are soon to celebrate 200 years of Gurkha service and we hope to have more. We must also be conscious that we are the guardians of the taxpayers’ pound. Anything we do to address any grievances must bear all those principles in mind, and I thank my hon. Friend for his intervention.
Approximately 20,000 veterans are in receipt of Gurkha pensions. The Gurkha pension scheme was established in 1947 by royal warrant and is the oldest pension scheme in the armed forces. It should be noted that pensions for British service personnel were not introduced until 1975. The scheme was designed to give Gurkhas sufficient to live on in retirement in Nepal and was paid on completion of 15 years’ service from the point of exit. That is an important principle to bear in mind. The fact that it was established indicates a desire at the time to do right by Gurkha veterans as they retired to Nepal, recognising that on their return there would be limited employment opportunities. It was, dare I say, extremely consistent with our obligations under the military covenant.
The pensioners are today typically on incomes of about £223 a month. We are advised that that can purchase a good standard of living in Nepal, although for those who have settled in the UK it is clearly inadequate. It is those pensioners who believe they should be entitled to the same level of pension as British service personnel.
I, too, pay tribute to my hon. Friend for the magnificent work she has done in seeking to find a just solution to this problem. She mentions that the Gurkha pension scheme was available on the completion of 15 years of service. Am I right in thinking that at the same time the British Army pension scheme was available at 20 years of service, thereby giving the Gurkha soldier a significant time advantage over the rest of the British Army?
My hon. Friend makes an excellent point. From this point onwards it is important to keep that type of engagement going, and I hope to say a little more about that.
We are talking not just about pensions but about wider issues of health care, education and so on. I worry that in the past Governments did not truly listen to the Gurkha community, but as a consequence of my hon. Friend’s inquiry that cannot continue to be the case. I wish to draw the House’s attention to two parts of the evidence given to the inquiry that I feel are particularly noteworthy, and I hope Ministers will take time to respond to them comprehensively.
The first is the evidence given by my friend and constituent Gyanraj Rai. His description of poverty in Nepal was moving and should throw into sharp focus the importance of the subject under discussion. As my hon. Friend the Member for Aldershot (Sir Gerald Howarth) said, there is perhaps a bigger role for the Department for International Development in Nepal, with the UK giving more assistance to health services and education to veterans. Education and trade are ways we can build a better future for Nepal, but it will take time and a lot of effort. I hope we can reflect some of that in the report.
My hon. Friend mentioned Nepal, and one point we have not touched on is the downside in Nepal of the Gurkhas being resettled in the United Kingdom, which is significant. I visited a number of DFID bases in Nepal and they do fantastic work, particularly in educating women in Nepal. We should pay tribute to DFID for the huge contribution that Britain makes to some of those efforts in that country.
I thank my hon. Friend for that intervention. Some hon. Friends and colleagues from across the House are visiting Nepal, and it would be useful to get their feedback on what is happening on the ground. A lot of people have left Nepal to come to the UK, and one worries that there is a hollowing out of the community and society there because of that.
Gyanraj gave an account of his experience of what he described as a punitive approach to discipline, leading to some Gurkhas losing their pensions. If that has been the case, and evidence is provided for it, I hope that the Ministry of Defence will look into the matter carefully and respond accordingly.
I was also interested to read the Government’s response to the inquiry’s questions, which I felt for the first time put many of the Gurkhas’ questions properly on the record in one place. I thank the Ministers responsible for their work. I feel that many of their arguments are persuasive, especially with regard to the general principle of not having retrospective changes. However, more must be done to ensure that the community is engaged with the MOD’s reasoning, as that would encourage an improved relationship with parts of the Gurkha community.
I fear that the complexity of the pension issue is the greatest stumbling block we face, because whatever accommodation is reached is likely to cause further anomalies and exclude someone or some group. The situation with pre and post-1997 pensions is far from ideal, but we must ensure that any recommendations and changes do not make the situation worse. I await the final report with interest and hope that Ministers respond comprehensively in due course. I also hope the opinions of hon. Members that we have heard today are taken into account.
It is likely that we will be unable to deliver on every proposal or grievance that the inquiry hears, as doing so may incur an unsustainable financial cost. My hope is that the inquiry deals fairly with the long-standing Gurkha grievances. I hope it finds a way for more Gurkhas to remain in Nepal and to have a successful and fulfilled life there without feeling the financial pull of coming to the UK. I further hope that the bad feeling that has developed between the MOD and Gurkha representatives over many years can be cleared up, so that reasonable dialogue can take place in future.
We are entering a crucial time for the Gurkhas and their grievances. It is important that we openly engage in sensible and honest dialogue on solutions. We owe the Gurkhas a serious, independent and honest report. I have no doubt that my hon. Friend the Member for Thurrock will deliver just that.

Commons ChamberWe are, of course, keeping the spectrum that we need. I am very pleased that the hon. Lady welcomes today’s announcement, which is a result of prudent management of the defence budget early in the current Parliament. Let me also gently point out to her that this country has been independently assessed as being No. 1 in respect of preparedness for a cyber attack. Most of that is due to close co-operation between the Government and the commercial sector, which is vital in preparing this country to face down a possible cyber attack.
Article 5 of the NATO treaty currently specifies that if there is armed aggression against any member, there will be a collective military response, but of course most of the Russian activity in the eastern Ukraine has not been armed; it has been deniable, special forces and asymmetric. If there were similar Russian activities against the three Baltic states, would that constitute an Article 5 moment, and, if not, does article 5 need redefining, or perhaps even adjusting or changing, at the summit?
Article 5 stands. It is very clear, and any potential aggressor needs to fully understand the implications of it. My hon. Friend mentions Ukraine and, of course, we have been clear that the solution to Ukraine is primarily not military, but economic and commercial, and has to do with energy security, and that is where we are putting our efforts.

Commons ChamberI am pleased to hear my hon. Friend’s news. I have been watching the project with much interest. I know that it will be an important part of our commemoration. As I said in response to the hon. Member for Blackpool South (Mr Marsden), it is important to commemorate all elements of the centenary. The magic of Folkestone is the ability to plot the course of that final trip for so many thousands of servicemen as they embarked for France. Many, of course, never returned but many did—the majority did. Folkestone in those years held a particular place in the hearts of the service community, either because it was the point of embarkation or because, more happily, it was the point of return.
At 11 o’clock, the hour at which Britain entered the war on 4 August, the day will be closed with a vigil centred on Westminster abbey, which will run in parallel with similar services at St Anne’s cathedral in Belfast, Llandaff cathedral in Cardiff and other churches and faith communities across the country. At the same time, public buildings, workplaces and homes will be encouraged to participate in Lights Out to refer to the observation by Foreign Secretary Sir Edward Grey on the eve of war that the lamps were going out across Europe and they would not be lit again in his time. As part of that, the Royal British Legion plans to sell a million candles to remember a million fallen, each one extinguished at 11 pm. Here is the clever bit. In the darkness, a single lamp will be left burning, since hope never dies, and it never did.
The centenary is a marathon, not a sprint. Following 4 August, we have the 2014 season of remembrance, Gallipoli in April next year, Jutland and the Somme in 2016 and Passchendaele in 2017. In 2018, Amiens to Armistice will mark the last 100 days of the war. Interspersed will be myriad anniversaries from Coronel to Cambrai marking the waypoints of war, each commemorated appropriately with international participants and national units and their successors.
Big anniversaries, with their attendant large-scale national events, are pegs on which to hang the clothes of the centenary. The richness will come from 1,000 projects, from the flagship rebirth of the Imperial War museum on 19 July, to the Woodland Trust centenary forests to be planted in each of the four nations, to the small local initiatives that I heard about a week ago in Norfolk, as the guest of my hon. Friend the Member for Broadland (Mr Simpson). Many of those are funded from the £56 million already allocated by the Heritage Lottery Fund. Many are part of the First World War Centenary Partnership, which now has 3,000 member organisations in 50 countries, and many already have the active involvement of constituency MPs.
The 14-18 Now cultural programme will add granularity and texture to the centenary and bring it alive. May I pick out its letter to an unknown soldier project, a literary memorial centred on the enigmatic statue of a soldier reading a letter on platform 1 at Paddington station? The statue makes us wonder what is in the soldier’s letter. Members of the public are now invited to write that letter. All sorts of celebrities have already done so, and MPs certainly should.
I recently sent a note to all right hon. and hon. Members about the centenary poppy campaign, which is a great way for MPs to get involved locally and in the process both proliferate wild flowers and raise money to help the Royal British Legion to support today’s service community. I urge colleagues to take up the Commonwealth War Graves Commission offer to visit its sites in this country. There is most likely to be at least one such site in or close to each UK constituency. There are at least two Commonwealth War Graves Commission commissioners in the House today. I know that they will underscore that point. It is a revelation to many of us how many Commonwealth War Graves Commission sites there are in this country. They are not by any manner of means all on the western front.
I pay tribute to the way in which my hon. Friend is laying out the plans for this great year. The Commonwealth War Graves Commission recently took me around several of the war graves in my constituency. I have set about visiting all 55 churchyards with Commonwealth war graves in my constituency, 209 graves in total. Whether I will achieve that, we will have to see. I am taking with me children from local primary and secondary schools that are near those graves. That may be an initiative that others want to follow.
I commend my hon. Friend’s project. Other hon. Members will wish to emulate it. Like me, he has a large number of Commonwealth war graves in his constituency. I know that primary schools in particular in my constituency are keen to honour the fallen. Several of those schools have similar projects. The centenary will be an occasion when our minds will be focused closely on the subject. I suspect that, over the four years, interest will increase, particularly in schools. I hope that MPs will be able to take the lead in promoting that, as my hon. Friend has done in his constituency. It is important that parliamentarians apply leadership in such matters. I am confident, given the interest among colleagues, that they will do precisely that.
It is important also to ensure that our war memorials are in a fit state. A centenary is surely an opportunity to ensure that we revisit those extraordinary monuments that lie at the heart of most of our communities. I am pleased to say that over £5 million has been made available from Government to ensure that local war memorials are in good order. For details of that and the extensive work being done by Government Departments and agencies, I recommend the Government centenary webpage.
My hope is that the centenary of the first world war will provoke a wider interest in history and that it will enrich the teaching and study of the discipline more generally. It is not just about educating young people. I learnt about the wars of the 20th century from my parents and grandparents, who were contemporary witnesses. Young children these days do not have that advantage. In a curious reversal, to our surprise and delight, we have found that children participating in the £5.3 million battlefields project have been inculcating awareness of the great war among their parents, so it is bottom-up replacing top-down.
The Government intend to continue to work with the 60 or so countries worldwide who have a direct interest in the centenary. In Ireland the great war centenary falls within a decade of commemoration. It is an opportunity for reflection and conversation facilitated by the Queen’s historic visit in 2011, and it is set to mature further and strengthen one of the most important relationships for both countries.
This year a Commonwealth War Graves Commission cross of sacrifice is being erected in Dublin’s incredibly important Glasnevin cemetery, which I had the great privilege of visiting recently. Given the history, the significance of such a monument in the shadow of Daniel O’Connell’s tomb is very clear. History is often complex and nuanced, but no good is served by finessing its inconveniences.

Commons ChamberMay I begin by saying that I have a lot of time for the hon. Lady, having served with her on the Environmental Audit Committee several years ago? I wrote to her in late March about an issue in relation to a visit she had requested, but I am afraid that the position has not changed since then. The funding of individual Members’ travel is ultimately a matter for IPSA. I am willing to talk to IPSA about the matter, but Members will know that I cannot guarantee the outcome.
I pay tribute to the hon. Lady, however, who has shown consistent support for the Mercian Regiment and its predecessors, and that has been reflected back to Ministers by the regiment itself.
I strongly agree with the hon. Member for Stoke-on-Trent North (Joan Walley) about the usefulness of hon. Members visiting our armed forces overseas. Does my right hon. Friend the Minister not agree that there is one very useful mechanism for doing so—set up recently with your assistance, Mr Speaker—in the armed forces parliamentary scheme, which was well founded by Sir Neil Thorne and continues. I hope that all hon. Members will consider joining that excellent organisation.
I am very happy, without recourse to IPSA, to pay tribute to the armed forces parliamentary scheme and the valuable work that it does in assisting Members of Parliament, particularly those who do not have previous military experience, to understand better the wonderful work that our armed forces do on our behalf. I also pay tribute to my hon. Friend for all his work to update and upgrade the AFPS to ensure that it remains fit for the 21st century.

Commons ChamberThat is a good question. We believe that the return of units from Germany offers a major opportunity for more service families to lead more stable lives, and we also know that that is important. It is vital that Government, local authorities, employers, the Army and the other services work together and plan carefully. A good case in point is the great work that is being undertaken by Rutland county council and its partners. Let me give one quick example of that. Its latest initiative is to hold a job fair at Kendrew barracks next month.
6. What recent progress he has made on the Army 2020 proposals.
The Army remains on track to implement Army 2020 structures in accordance with the announcement made by the Secretary of State on 5 July 2012.
Of particular note is the fact that all units have now been assigned to the new reaction force, adaptable force or force troops; regular and reserve units have been paired, in line with the move to a fully integrated Army; and future unit locations have been confirmed, taking account of the return of units from Germany to the United Kingdom.
The Defence Committee’s report into Army 2020, which was published last week, expressed grave concerns about the reduction to 82,000 soldiers, the way in which that figure was arrived at and the fact that the Army was informed of it rather than consulted about it. When the Minister for the Armed Forces opened our report and read it, did he have even the slightest momentary frisson of worry that he might—just might—have done the wrong thing?
I have a frisson when I open any Defence Committee report. It is worth taking into account the fact that the report has only recently been received and the implications of its recommendations are being reviewed by the respective staffs. We will be providing a full response to the report in the normal way in May 2014. It is clear to me that the Army’s response to the challenges posed by the end of combat operations in Afghanistan and the move to a UK base force remains fully valid.
T1. If he will make a statement on his departmental responsibilities.
My first priority remains the success of our operations in Afghanistan. Beyond that, my priorities are maintaining budgets in balance, developing our reserve forces, reinforcing the armed forces covenant and reforming the defence procurement organisation so that our armed forces can be confident of being properly equipped.
The people of Wiltshire love the Army and will welcome the 4,000 soldiers who are shortly due to return there from Germany, but we also love Stonehenge and the mysterious mists and swirling druidical mysteries that surround the stones. Will the Secretary of State look carefully at reports that houses to be built to house the 4,000 soldiers will block off the rising sun at the summer equinox, and if they do, will he make sure that it does not happen?
My hon. Friend is right to highlight the importance of preserving important sites such as Stonehenge and of having a careful approach to the design of any development that might impact on them. I, too, have seen the press articles to which he referred. I am happy to reassure him that although Larkhill is an important element of our strategy for accommodating troops returning from Germany—we intend to invest about £800 million in the area to accommodate 4,300 service personnel—no decision has been taken about the location of additional service accommodation. A public consultation is about to close, and organisations such as English Heritage have very clearly expressed the issues that he has raised. We will make a decision in due course.
