Commons ChamberIt is a pleasure to have secured this debate, but that is in sharp contrast to the distinct lack of pleasure that hundreds of my constituents are experiencing as they try to travel to and from Manchester following this week’s introduction of Northern rail’s new, chaotic timetable. Northern rail’s revision to its timetable is negatively affecting services from Hazel Grove, Woodsmoor and Davenport train stations at the morning peak hour of travel, and there are also problems with the removal of the last evening service from Manchester to Romiley. I want to bring to the Minister’s attention the experiences of passengers as a result of the new timetable, and to show how unacceptable the situation is.
This debate is, of course, about the Northern rail timetable changes that have caused such misery to my hon. Friend’s commuters, which I am sorry to hear about, but unfortunately the situation is the same with Southern railway at the other end of the country. I make a plea to the Department for Transport to impress on the franchises the need to sort this out. The timetable change has been worked on for many months, so they really should have been prepared.
I thank my hon. Friend for that intervention. There is surely no north-south divide in this situation.
The fault of the services, as I will explain, can be traced back to significant delays to the Network Rail upgrade works on the electrification of the Manchester to Preston via Bolton route. That has had a knock-on effect on Northern’s ability to run its timetable properly. Network Rail is ultimately the Government’s responsibility. What are Northern rail, Network Rail and the Department for Transport going to do to urgently solve the problem so that people can get into Manchester in the morning for work, so that pupils can get to school, and so that people can get home again?
The greatest—but by no means only—problem with the new timetable relates to the glaring gap in the morning rush-hour commuter service to Manchester. The service originates in Buxton and picks up passengers from Hazel Grove station, as well as from Woodsmoor and Davenport stations, which are just outside my constituency boundary but still used by a great number of my constituents. The train service is vital for people to get to work.
The new timetable, which came into effect this week, removed the two most popular peak-time trains: the 7.50 am and 8.01 am from Hazel Grove station, which went on to call at Woodsmoor and Davenport. That leaves a glaring hole. The new timetable has three trains in the space of half an hour between 7.9 am to 7.35 am, but then nothing calls at those three stations until just after 8.20 am. As I said, Hazel Grove no longer has the 7.50 am or 8.01 am service, and the 37-minute gap between 7.35 am to 8.12 am is far too long at that time of the morning.
Hazel Grove does fare slightly better, because an East Midlands train does call there, but it does not stop at later stations. Woodsmoor now has a 45-minute gap in service between 7.38 and 8.23, and then there is nothing until after 9 am. Similarly, Davenport has a 45-minute gap in service between 7.40 and 8.25, and then nothing until after 9 am.
The changes are having a massive effect on people’s ability to get into Manchester before 8.30 am. Oddly, from 9 am, the services resume to three an hour—at 10, 20, and 35 minutes past respectively. That is obviously a better service, but it comes too late for people to get into Manchester for work, and the situation is causing massive disruption. Many commuters are faced with the choice of being late for work because of taking a later train, or being forced to take an earlier train only to arrive at their place of work unreasonably early.
The change in the time of the arrival of the train from Buxton from 8.04 to 7.38 causes problems for local schools. For example, many pupils at Stockport Grammar School used the 8.04 service. The new timetable will have a significant effect on parents having to co-ordinate dropping off their children in the morning and arranging suitable childcare.
It is not only the gap in services that is causing the problem. The loss of two train services means that the same numbers of passengers are forced into fewer trains, so when a train does arrive, passengers have to stand in cramped conditions—they do not even have the privilege of a seat. People are in effect paying a premium rate to travel at that time although there are actually more regular services off-peak.
The situation was already bad with the 7.50 and 8.01 services, as they were generally quite overcrowded. One commuter even told me that last week their train had to be met by an ambulance at Piccadilly station because a passenger had passed out due to a combination of the hot weather and cramped conditions.
These changes will have a damaging and hurtful impact on the family and professional life of many of my constituents. Sadly, the view I hear from residents is that they have the impression that Northern, the Department for Transport and Network Rail do not care about passengers. There is extreme anger. The two words that have appeared most often in the dozens of letters and emails I have received on the subject have been “ridiculous” and “unacceptable”, and I must agree.
It is not just the weekday morning service that has been impacted, as the Sunday timetable also changed. It sees the last train to Romiley in my constituency from Manchester Piccadilly moved from 22.20 to 21.45, so the service runs 35 minutes earlier. That means people are no longer able to use the service after visiting Manchester on a Sunday evening, particularly if they are going to theatres and concerts as most events finish at 10 pm or later. The 22.20 train was already too early as passengers usually had to leave events so that they could make the last train home. Now there is absolutely no chance of people getting the last train at 21.45. Again, the situation is ridiculous and unacceptable.
I know that the Government are working hard to rebalance the economy and to support northern cities such as Manchester and the conurbation through the northern powerhouse strategy. Getting commuter train timetables right is essential for that. The impact of poorer services—cancelled trains, uneven timetables, less available rolling stock and overcrowding—will spill out from the rail network and on to our roads. The upshot will be that people are forced back into their cars. Money was recently invested at Hazel Grove station on a new multi-storey car park to encourage train travel, but now the morning service is so poor as to put passengers off. As the Minister knows—I have raised this many times in this House—the A6 corridor from my constituency into Manchester is one of the most heavily congested roads in the country, so a modal shift from rail back to road is not the direction in which we ought to be heading.

Commons ChamberI know we have travellers on this line who believe they are getting a better service than they have before, and I believe that most of them would agree with me that reuniting track and train is the best way of delivering performance. This is not actually about ownership. If a railway has operational challenges or is operating at capacity, it does not matter who owns or controls it, as the problem is still going to remain. If it were taken back into the public sector and then starved of capital, as would inevitably happen, we would end up with a railway that did less well for the future.
I welcome the Secretary of State’s reconfirmation of the break-up of the Govia Thameslink Railway franchise in 2021, and also the £300 million of engineering investment that is going in, but will he please re-emphasise that the company must make sure that bus replacement services are not stranding passengers during periods of engineering work?
I am aware of the issue at Gatwick the weekend before last. My understanding is that the problem was relatively short lived, but lessons have to be learned from that incident, just as they particularly had to be learned from the previous one. The company needs to get this right. The engineering work has to be done, but we cannot leave people stranded in massive queues on a Sunday as a result.

Commons ChamberAs the hon. Gentleman knows, we have been looking closely at this issue and will make an announcement in due course.
We are investing some £80 million through our smart ticketing on national rail programme, so that all passengers have a paperless option for their journey by the end of 2018. We are also working to facilitate a rail industry pilot of smartcards on mobile phones, as well as rolling out pay-as-you-go ticketing across the hon. Gentleman’s franchise.
I welcome Southern railway’s plans to introduce smart ticketing across its network. I have also put in a request for the Oyster system to extend south of Gatwick airport to Three Bridges and Crawley stations. However, will my hon. Friend please speak urgently with GTR, the parent company of Southern, as their new ticket machines at many stations, including Three Bridges, have been malfunctioning, causing passengers significant disruption and queues? That situation needs to be resolved.
I am grateful for that comment. Ticket vending machines, which are meant to be among the most straightforward of equipment on our railways, seem to cause more problems than any other type of equipment. I understand that Govia Thameslink Railway is due to visit every ticket machine over the coming fortnight to make sure that the software is updated and that the machine functions properly, although I share my hon. Friend’s concern and will be meeting the supply chain in due course to emphasise the importance of getting this right.

Commons ChamberWe will not know exactly how much until we have gone through the numbers in detail with the administrator. We do know that only a relatively small proportion of Monarch customers were ATOL protected, because the nature of the business was mostly flight-only. I will happily inform the House once we have gone through all the details, which will take a bit of time, but it will not be a substantial proportion of the total, because of the small proportion of customers who are covered.
Will my right hon. Friend join me in paying tribute to Gatwick-based airlines such as easyJet and Virgin Atlantic for stepping up and offering alternative employment to Monarch employees who now find themselves out of work?
I am very grateful to the airlines for the way they have responded, and they have done so in a variety of ways. It was a real team effort at Gatwick, with airline staff, airport staff and others coming together to deal with the immediate issues for passengers, and then really working to get Monarch employees sorted out as quickly as possible. I am very grateful to the staff at Gatwick, as I am to those at all the five airports affected.

On a point of order, Mr Deputy Speaker. I understand that the hon. Member for Brighton, Pavilion (Caroline Lucas) is sponsored by the RMT, so can you advise the House on whether she should declare an interest when speaking on this matter?
It is up to each individual Member to note whether they have an interest or not. To be quite honest, I have no knowledge of whether any Member is sponsored by a trade union under the present legislation.
As this is the first time that I have spoken when you have been in the Chair, Madam Deputy Speaker, may I offer my sincere congratulations on your recent election?
It is difficult, without risking being accused of hyperbole, to describe the sheer misery that passengers and commuters in my constituency and across the south have suffered in recent years because of the significant disruption to Southern Railway services. Many hon. and right hon. Members have described people losing their jobs and facing disciplinary hearings at their place of employment because they are consistently late for work.
At the other end of the day, I have come across many accounts of my constituents being unacceptably prevented from getting home to do the simple but very important things, such as reading their children a bedtime story or sitting around the table to have an evening meal together. Lives and livelihoods are literally being wrecked by the disruption. I have yet to cross you in this way, Madam Deputy Speaker, but many times I have been late to Question Time and debates in this Chamber because of delays to the Southern service that I regularly use to get to Westminster.
Why has this situation come about? I think the reasons are fourfold. First, the franchise structure has been bizarrely established by the Department for Transport. The Government need to learn some serious lessons about the structuring of train franchises. Secondly, as many hon. and right hon. Members have said, the network is by far the busiest in the country, and it is at capacity, or over capacity, on too many occasions. On that point, I particularly welcome the £300 million of investment for Network Rail that the Government are putting in to ensure that the engineering problems are addressed.
Thirdly, Southern and the parent company GTR have, frankly, not performed very well at all. Without repeating the stories that were told earlier, some of the ways in which they have treated their customers have been quite appalling. Lastly, as highlighted in the Gibb review—I congratulate the Government on initiating it last year—militant unions are determined to exploit the misery of passengers and this situation for their own political ends.
There is blame on all sides on this issue, but the people who are suffering—they are standing, often on cold platforms, in the middle of this argument—are the travelling public from my constituency and elsewhere in the country. [Interruption.] My hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) says people are also standing on trains, and that is certainly my daily experience.
This situation needs to be addressed. There have been improvements, and I welcome the millions of pounds of additional investment at Three Bridges and Gatwick stations in my constituency, which is important. Quite frankly, however, there is the issue of the image of Britain that is created when people arrive at London Gatwick airport and try to get to our capital.
Will my hon. Friend comment on the impact on Gatwick? There are problems for my constituents commuting from Southampton to Brighton who decide to travel that way to avoid the M27, and indeed for people trying to get to Gatwick for flights, who are missing them after simply being left on the platform.
My hon. Friend is absolutely right. There has been a massive impact on the economy, for people trying to do business in the capital or around the south-east, and on lives, when people miss flights to go on holiday. That aspect has not always been highlighted, and I am grateful to her for giving me the chance to do so in the House today.
As I have said, this situation needs to be resolved. I call on the unions to stop their industrial action. A very generous offer is on the table, with over £60,000 for a 35-hour week for drivers. As we have heard, driver-operated doors have had a proven track record for over three decades on the London underground and many other rail systems around the world. As we have also heard, most of the guards on trains will simply be redeployed to more customer-focused efforts, which is very important, particularly in enabling them to help disabled passengers on the network. That means that rather than just standing by the doors that they are opening and closing, they can engage with and support customers better, which is very important.
I urge the unions to get fully back to work, and to support my constituents and other commuters. I urge the Government to continue their investment in our railway, particularly on the London to Brighton main line, and I urge Southern and GTR, as the operators, to be much more customer-friendly in the way they operate so that this misery can finally be ended.

When I was first elected two years ago, I was campaigning to bring a number of extra train services to Sutton, including by extending the London Overground, but I was rightly told by many passengers—mainly Thameslink passengers, at that time—that they just wanted the trains that were already there to run on time. If we fast forward to today, the complaints about Thameslink in my postbag and my inbox have been clearly overtaken by complaints about Southern. One thing that I knew I was going to hate about being elected as an MP was the return to commuting, which I had not done for a little while. I have been furiously tweeting about the complaints I have received and about my own experience. I even missed a “meet the manager” event at London Victoria station, because I could not get there on one of its trains.
It is predominantly the Brighton main line that causes a lot of the problems in terms of infrastructure and poor linkages. A lot of the problems start when Sutton services link at Selhurst. That is where we need investment. All the trains that go through Sutton at the moment are driver-only operated, and they all work reasonably well until they get to that point.
In the short time I have to speak, I would like to make four points on how we need to sort this out. No one component, institution or organisation in this dispute has come out of it particularly well. The Department has to my mind built up a very unwieldy agreement that takes up 22% or 23% of the entire rail network within its structure. I would like that to be addressed when the franchise is up for renewal.
I would like the Mayor of London to have a greater say in the management of the suburban lines. Now, that is not the Kent line or the Sussex line.
I am glad my hon. Friend is clarifying the fact that he does not include in that the Sussex, Surrey or Kent lines, because of course we do not have a chance to vote for the Mayor of London.
I totally agree and I was very specific about that. The Mayor of London did himself no favours by overstepping that mark.
We need, with the congestion on the lines and the poor quality of the rail, to invest in the lines. The hon. Member for Mitcham and Morden (Siobhain McDonagh) talked about the time it takes to get to Mitcham Eastfields. That is great in theory, but sometimes the trains go so slowly. Today, I was going to London Bridge and I might as well have been on a milk float, frankly, with the speed we were going—and then I might have even got a seat, which would have been a bonus.
Southern has been very abrasive in its approach to union matters, especially at the beginning. There are clearly too few carriages so we often have breakdowns, and there are too few drivers, hence the staff shortages, but we must come back to the unions. That is for no other reason than that they are the pressing issue. Chris Gibb said:
“The fact that nobody is being made redundant or losing pay against their wishes, that there will be more GTR trains operating with two people on board, and that safe Driver Only Operation is already extensive in GTR, the UK and Europe, just serves to make this dispute more difficult to comprehend, especially for passengers.”
Let us work backwards and get the unions around the table. Let us sort out this dispute and get a terrible service back to being just an incredibly poor service. From there, we can then make it to the next stage and get it to be a good service. As we have heard, the punctuality figures are starting to come up at the end of the dispute as drivers and new carriages are starting to come on stream. Let us get the £300 million investment in and, when the franchise comes up for renewal, let us look at it in the round and break it up so that it will be more manageable.

On the latter point, the impact on UK airports is not immediate because the new rules do not apply to UK airports, but we have asked UK airports to think ahead practically in case matters change in the future. The aviation Minister and officials were in contact with the Scottish Government yesterday. I believe that the Scottish Minister and the aviation Minister have yet to be able to fix a time to speak, but intend to do so today. We will keep the Scottish Government informed. With regards to people who have booked hand baggage only and who may be affected, we have been in discussions with the airlines and we hope, believe and expect that they will work a system that ensures people are not worse off as a result of the changes.
I commend my right hon. Friend for ensuring the paramount importance of our national security and the safety of British citizens travelling. As Gatwick airport is in my constituency, I am also grateful to him for talking with the airport authorities and tour operators in my area. May I seek assurances that he will continue to keep them involved as this evolving situation develops?
I can give my hon. Friend that absolute guarantee. We are talking extensively to the whole industry. It is very much my hope that we will not end up having to take further steps, but we need to be constantly mindful of the evolving security threat. The security and safety of British passengers will always be absolutely at the top of our priority list.

Commons ChamberI can be absolutely clear about this. I saw those BBC reports. There is no plan to widen the M4, although there is a plan to create a smart motorway on the M4, as the hon. Lady will be aware. There is no plan that I am aware of—or that I have discussed in any way, shape or form—to start buying houses in her constituency for a wider M4, and I have not seen a budget for that either, so she can take it from me that there is no plan to widen the M4.
I commend and support my right hon. Friend’s statement. Will he give me an assurance that the rail link to Gatwick airport will continue to be invested in and upgraded?
I can give my hon. Friend that assurance. He will be aware that the Government are bringing forward plans to fulfil Chris Gibb’s recommendation of spending £300 million on the route in the short term. We clearly have a modernisation challenge beyond that, and we are looking at how best we can fulfil it. The other issue for Gatwick is the station, and we are in discussions with the airport and Network Rail about what we can do with it. Ensuring that Gatwick has proper modern surface access for the future is also our priority.

I need to correct the hon. Gentleman on that: we are not devolving responsibility for the whole Welsh franchise as he describes; we are doing so in part. I have said to the Welsh Government that I am happy with their taking control of the Welsh valleys lines, with a view to developing the metro system that they hope to put into service, but the Welsh franchise is not purely Welsh; it runs through large parts of England as well. We cannot have a situation where we, the Government in Westminster, give up control over services in England to the Welsh Government without checks and balances. That is not going to happen.
I welcome my right hon. Friend’s announcement today of greater alignment between track and train operators. It seems that in the past fortnight or so Southern and Thameslink passengers have suffered a lot of broken rail reports—almost more reports in that period than in the last year. How can the new model help to address that situation?
The incidence of broken rails is a worrying coincidence, to put it mildly. I am concerned about the number of infrastructure breakdowns in recent weeks. Passengers blame the train company, but often—recently, more often than not—it is an infrastructure problem. That route is suffering intensely from low-level industrial action on non-strike days, and effectively a work to rule has been in force on different parts of that railway for months, which is adding to the intense pressure. I wish the unions would just accept that their members are not losing as a result of the change. They have more job security and better pay than a lot of people in the south-east, and they should get back to work and do the job they need to do for their passengers.

Commons ChamberOn the current timetable, in around nine years’ time. I wish it were quicker than that, but it is not. That is the length of time it takes to go through a process such as this—not just the regulatory process, which has been greatly simplified since 2008, but the sheer complexity of design, the acquisition of land, the preparation of sites and the construction not just of a runway, but of the terminal buildings. So this is not a short-term project. I know the decision on the issue has been kicked around for years, but the new Prime Minister and I have wanted to move as quickly as we could. We wanted to take the time over the summer to ensure we really understood the three projects before we decided today. We have done that; we now want to get on with it.
In the national interest, I welcome the Government’s confirming what the Airports Commission has said is right for this country, and I also welcome my right hon. Friend’s warm words about Gatwick. Can he give assurances that surface access to Gatwick will continue to be enhanced, particularly the rail route, as we go forward?
I do not think that any of us could think that the Brighton main line was the priority, for a whole variety of different reasons. We have to deal with the short-term issues and challenges, but we also need to think about how we can best deliver the necessary improvements for the medium and longer term. There is no doubt we need a modernisation programme, but we also need a programme that causes the minimum possible disruption to passengers.

Commons ChamberI am here this evening on behalf of constituents who continue to suffer unacceptable delays and cancelled services when simply trying to travel on the Govia Thameslink Railway network. Many, across the network, suffer daily difficulties getting into work, with some employees now facing disciplinary action, and others missing precious family time in the evenings, because they are stuck on platforms. As a daily commuter to London, I know this all too well; this has been the case for almost 12 months now.
I thank right hon. and hon. Members from all parts of the House for their attendance at this hour. I also express my gratitude to the new rail Minister and publicly thank him for coming to Three Bridges station in Crawley on one of his first visits following his deserved appointment in July. As right hon. and hon. Members from across the Chamber will be only too aware, all of our constituents who travel on this network are affected. The cross-party nature of this issue is underlined by the composition of the all-party group on Southern rail, set up in this Parliament in the interests of passengers. The cross-party work of the group is shown in its co-chairs: my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames) and the hon. Member for Hove (Peter Kyle).
On 11 July, 341 services on the Govia Thameslink network were removed, to counter the disruption that resulted from the so-called staff sickness situation at the time. Last week, on 5 September, 119 of those services were reinstated—but, Sussex passengers have yet to see any benefit. On the same day, the Minister stated:
“The remaining trains will be reinstated to the timetable incrementally in the coming weeks.”—[Official Report, 5 September 2016; Vol. 614, c. 4WS.]
That is, of course, welcome news, but is he able to offer any further update about the discussions he has had on this matter with both GTR and Network Rail?
I am also grateful to representatives from GTR for coming to Crawley in August and speaking at a public meeting I organised in front of an audience of more than 150 constituents. This meeting came a few weeks before the Government announced a package of measures, which I welcome, to improve the resilience of the Southern network, including a £20 million fund. At that meeting, one of GTR’s representatives told us how the new franchise had struggled to make a profit. The following week, it was announced that GTR’s parent company, Go-Ahead, posted a profit of about £100 million. A number of my constituents have, understandably, asked me in recent days why taxpayers are paying for the £20 million of improvement works announced in the last fortnight. I would be grateful if the Minister addressed that point, particularly with respect to any discussions he may have had with the company in this regard.
I congratulate my hon. Friend on, yet again, debating probably the most debated train operating company in the country, and I echo his words of welcome for the greater sense of urgency that the new Minister has brought. Does he not agree that, given the profits recently announced by the parent company and the considerable amount of revenues in this company, at the very least those many thousands of passengers, particularly the season ticket holders—our constituents—should receive some significant compensation when they are renewing their season tickets, to go some way to making up for the shambles they have had to suffer for the past 12 months?
My hon. Friend anticipates a couple of points I will raise in a few moments, but I agree with him that the Department for Transport needs to look at the cost to season ticket holders in particular, when it comes to the new year. I will come on to mention the need for more swift compensation for those passengers who have been adversely affected.
Of course, as well as the £20 million of investment, the Government have announced a new project board. The Department has said that this is to achieve a rapid improvement to the service, and I sincerely hope that this means we will see benefits in the weeks ahead, rather than in the months to come.
I congratulate the hon. Gentleman on securing this important debate. As he says, he is speaking for all our constituents whose lives are being wrecked by the incompetence of this rail company. Does he agree that that new project board might do better if it had more passenger representatives? Passengers feel locked out from many of the decisions that are being taken, but I understand that there is going to be only one of them on that board.
I am grateful to the hon. Lady for intervening, and I pay tribute to her for the cross-party way in which Members of the House are seeking to address this issue. Again, she anticipates a matter that I will be coming on to deal with. Greater passenger representation is important, as indeed, as I will mention, is reporting back to us—the elected representatives in this House.
Although the project board will see closer working together between GTR and Network Rail, I hope the Minister will in, addition, work to facilitate talks between GTR and the RMT, to prevent the continuation of the current situation where the union undertakes further strikes and causes even more misery for passengers.
I am sure that colleagues from both sides of the House will welcome confirmation that, as the hon. Member for Brighton, Pavilion (Caroline Lucas) said, there will be a passenger representative on the review board. I and Members on both sides of the House continue to try to ensure that the voices of our constituents are heard as this situation goes on. I trust, that elected representatives will be a part of the process and that there will be greater passenger representation. I welcome the fact that the new project board head will report weekly to my right hon. Friend the Transport Secretary and my hon. Friend the rail Minister. I would appreciate assurances that Minsters will update the House on the board’s progress.
I thank my hon. Friend for bringing the issue to the Floor of the House. Does he agree that even though passengers are being failed by GTR and Southern, going back to the status quo is no longer acceptable? When the service is running at full capacity, my constituents on the Uckfield line have to suffer the so-called the misery line, so even the status quo is not good enough.

Friend the Member for Wealden (Nusrat Ghani) has been a doughty campaigner on behalf of people across East Sussex and West Sussex too.
I was pleased to see the new rail Minister provide a written statement on GTR when Parliament reconvened earlier this month, and I hope that he will continue to update colleagues in writing and, of course, in person.
As part of the £20 million improvement fund, additional staff will be hired at all stations, including East Croydon and Gatwick Airport, which is in my constituency. I understand that £1 million will be spent on testing platform and dispatch staff infrastructure at these stations. Will the Minister please provide an update on a timetable for staff hire and equipment testing at Gatwick Airport station? I hope that these improvements will reduce the need for my constituents, with continuing exasperation, to use the Delay Repay system.
On compensation for passengers, as I mentioned in response to my hon. Friend the Member for East Worthing and Shoreham, let me be clear: compensation is not a solution in itself, but improving the compensation procedure and making the process simpler for passengers are important in the short term.
I very much welcome the letter, which has been placed in the Library of the House, from the rail Minister to the Chair of the Transport Committee, the hon. Member for Liverpool, Riverside (Mrs Ellman), dated 6 September 2016. The Minister wrote that
“rail customers should not be denied any consumer rights or protections even for a temporary period while the rail industry works to put in place more consistent compensation arrangements between train operators.”
The previous rail Minister, my hon. Friend the Member for Devizes (Claire Perry), stated in June that the Government
“are committed to improving compensation arrangements for passengers. . . We expect to make an announcement on this in the next few months.”
This followed a previous announcement in the 2015 autumn spending review that passengers would soon have access to compensation when trains are more than 15 minutes late. My constituents have described to me their frustration when they experience a delayed train and often miss out on compensation because their service is delayed, for example, by marginally less than the current 30-minute threshold. When can we expect further details from the Minister about the enhanced compensation measures?
Last week saw the all too familiar sight of Southern railway staff handing out leaflets to passengers, advising of the details of the latest RMT union strikes. Now, I have been clear that I have no hesitation in criticising GTR when necessary, and, as a regular commuter on the network, I doubt there will be a single Member here tonight who disagrees with me when I say that it is extremely necessary on far too many occasions to hold the company to account. However, we cannot allow the RMT union to escape blame either. Yes, we criticise GTR when its service does not run on time, but we must also question why the RMT union, having seen the issues affecting our constituents in getting to work, see this as an opportunity for industrial action and the creation of further misery and difficulty.
Does my hon. Friend agree that the RMT strike is totally without justification? There are no pay cuts and no job losses, and there will still be two staff on all the trains. Will he also join me in condemning not just the official strike action, but the equally invidious unofficial strike action held via the very high levels of sickness we see daily?
My hon. Friend has been an excellent representative since being elected to the House last year, particularly on the issue of Southern rail and Thameslink delays. We are seeing industrial action that is taking advantage of a very difficult situation, with infrastructure failures and a large franchise trying to cope, and that is unacceptable. On the issue of driver only-operated trains, we are not seeing any reduction in guard staff numbers. I appreciate that there are safety issues that need to be properly addressed, but passengers do not at all appreciate this sort of confrontation between unions and management when they are stuck, delayed on platforms.
Let me turn to the new timetable consultation. Last week, GTR was due to open the public consultation for its timetable from 2018. While I would urge my constituents to take part in that process, I ask my hon. Friend the Minister what discussions he has had with the company concerning its service going forward.
Rail fares are a further issue of consternation for commuters in my constituency. I know that I am not alone in calling for fares to be frozen and not put up in line with inflation, as a result of the issues that my constituents, and others across the south of England, have been experiencing for about a year now. The Government admit, obviously, that there is a problem, not least because they will be spending £20 million on the rapid upgrades. While the Government’s cap on fares will save season ticket holders an average of £425 through this Parliament, does the Minister not agree that it is right for the passengers who have endured such prolonged disruption to receive an exemption from this fare rise?
While we are seeing some benefits, such as the new rolling stock—the Thameslink class 700 trains, for example—things are not happening quickly enough. Passengers in Crawley and across London and the southern counties continue to be affected. They include a constituent of mine, for example, who works as a nurse. All she wishes to do is to get to work to serve her patients. However, because she travels by rail, that is becoming more and more difficult for her. On behalf of all passengers, commuters and staff who want a decent rail network, I urge the Government to ensure that GTR is held to account and that these improvements are realised.
The time is now 10.23 pm. I anticipate that the debate will conclude at about a quarter to 11. Normally, I should be able to rely on getting the tube to London Victoria station and a train back to Three Bridges. The reality today is that I have driven in to Westminster because I cannot be confident of getting home tonight unless I do that. The impact that these events are having on our broader transport congestion and infrastructure is unacceptable. What might seem quite a parochial issue is, I think, affecting the national economy and having a significant effect on people’s personal lives and on the strength, growth and environment of London and the south-east.
