Commons ChamberI am slightly confused about the hon. Gentleman’s reference, because the global travel taskforce most certainly has met. I think there is an element of confusion there. There has been extensive engagement in workshops with the industry. That has led to the release of a substantial, detailed report with 14 recommendations, of which the test-to-release scheme is only one. That work continues, as he rightly urges. I agree with him that it absolutely should continue to bring on many of the other schemes we have in the GTT. That work very much continues.
The Government will be rolling out test to release for international travel from 15 December for arrivals into England.
I very much welcome the Secretary of State introducing covid-19 air passenger testing from 15 December. What discussions has he had with our right hon. Friend the Foreign Secretary about updating foreign travel advice?
I thank my hon. Friend for raising this very important issue. It is important to distinguish between the testing regime which seeks to address incoming passengers who may be carrying the virus, and Foreign, Commonwealth and Development Office advice which deals with advising British nationals on the risks in other countries. From 5 November, FCDO stopped advising against all travel worldwide and reverted to country-based advice, which remains under constant review and considers both epidemiological and other risks in each destination. Where the FCDO no longer assesses the risks to British nationals to be unacceptably high, travel advice is updated accordingly.

It is a pleasure to serve under your chairmanship, Sir Edward. I congratulate my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) on securing this important debate on the future of aviation—an issue that the negative impact of the covid-19 pandemic has put into even starker relief.
I have the privilege of representing Gatwick airport, which is in my constituency, and it is truly suffering as a result of the pandemic’s impact. I established, and am honoured to chair, the all-party parliamentary group on the future of aviation because the issue has not only had a devastating impact on my local community; it is, as my right hon. Friend said, of vital importance for the whole UK economy. Before the pandemic, aviation accounted for about 4.5% of UK GDP and, as he also said, many hundreds of thousands of people are employed directly in the sector and more widely as well.
Business at Gatwick airport has reduced by more than 61% since the start of the pandemic. In August—its peak time—when it would normally have more than 5 million throughput passengers, it had fewer than 1 million. Some 40% of jobs have been lost, as they have been at some of the airlines that operate from the airport, such as Virgin Atlantic, which is headquartered in my constituency, and easyJet, whose largest centre of operations is there too.
That is why I very much echo the solutions to deal with this unprecedented challenge. I do not think anybody doubts the sincerity of the Government and the incredible challenge that they face in these unprecedented circumstances. We need to move from quarantine, which was a natural response in the early days, to a testing regime. Our competitors, such as Germany and France and, further afield, the United Arab Emirates and Singapore, are testing, which is putting the UK aviation industry and business more widely at a competitive disadvantage.
Last week in the House of Commons, I asked for the global travel taskforce, which the Prime Minister rightly established, to report as soon as possible. I hope that testing will be part of that. Anything that requires a quarantine of more than three days effectively means that travel does not happen in any meaningful sense.
I echo the remarks about air passenger duty. We charge the highest air passenger duty anywhere in the developed world—twice as much as some of our competitors such as Germany. Many of our competitors do not charge any at all. We need that to be reduced or, indeed, scrapped for at least the year to come, and, I would argue, for longer still.
Business rates relief is important. In England, airports should be subject to business rates relief. Gatwick airport is operating only from the north terminal. The south terminal is completely shut down, but it is still paying business rates on that. I echo what the Prime Minister and my right hon. Friend the Member for Epsom and Ewell have said about building back better and greener. I welcome the UK aviation industry’s commitment before the covid-19 pandemic to reach net-zero carbon by 2050, and the Jet Zero Council. If we invest in technologies such as hydrogen, we can build back better, greener and more sustainably, which is good for our economy and contributes to the global environmental effort.

Commons ChamberI congratulate my hon. Friend the Member for Bexhill and Battle (Huw Merriman) on securing this debate and my hon. Friend the Member for Witney (Robert Courts) on his new position as aviation Minister.
I first had the opportunity to raise the potential impact of covid-19 on the aviation sector back in January. I have the privilege of representing the world’s busiest—or it certainly used to be the world’s busiest—single runway airport, and this issue is extremely important for the wellbeing of my local economy, which has the headquarters of Virgin Atlantic airlines, easyJet’s largest centre of operations and many others. However, as other right hon. and hon. Members have said, this is also an extremely important industry and sector for the UK economy.
My hon. Friend is a formidable champion of aviation, particularly in West Sussex. Does he agree that an important point in this debate is that the impact affects the entire supply chain, from companies such as Avtrade in Sayers Common in my constituency, which neighbours his, all the way down through companies that provide the food, luggage, baggage handling and maintenance contracts?
I am grateful to my hon. Friend for that intervention. He is exactly right: the UK aviation industry is vital to the whole of our national economy, and there is a ripple effect. If, as an island trading nation, aviation is not supported, the negative impact is felt throughout the whole economy. That is why I make no apology for being parochial about Gatwick airport; this is an important issue for the whole British economy.
I am very grateful to right hon. and hon. Friends from both sides of the House for joining me in the Future of Aviation Group, which I am honoured to chair. We have introduced a 10-point plan of recovery and support for the aviation industry. As I have two minutes left, I will highlight just five of those key points.
First, as has been mentioned, testing is essential. Over 30 countries test arrivals for covid-19. That is important not just for confidence for people travelling again, but for public health confidence. We are at a competitive disadvantage with countries in Europe, such as France, Germany, Italy and Austria, who do test if we are not testing. Further afield, other countries such as the UAE and Singapore test too. It is absolutely vital. Virgin Atlantic tells me that it does not expect business to be at even a quarter of 2019 levels by the end of this year. Testing would help that.
Secondly, we recommend an extension of the coronavirus job retention scheme—the furlough—for aviation sector employees until March 2021, because, effectively, the aviation sector will experience at least three winter seasons as a result of the situation.
Thirdly, business rates relief for airports in England, as has occurred in other parts of the United Kingdom, is extremely important.
Fourthly, I have been arguing for many years for the reduction—indeed, the scrapping—of air passenger duty, but we need a relief for at least the next year to support airlines.
Finally, we need a sustainable regrowth of our aviation industry. In February, the UK airline industry committed to net zero carbon by 2050. We need investment—some £500 million of matched investment—from the Government with industry to develop sustainable aviation fuels. That is the way we recover, for our whole country.

Commons ChamberMy right hon. Friend is right about the importance of face coverings. We have seen very high levels of compliance. According to the Office for National Statistics, on the week of 26 June, it looks like 86% compliance was in existence. We did say that in the early days we would ensure compliance was enforced gently, but I inform the House that TfL, Network Rail and British Transport police will be tightening up on that. I have just signed the Health Protection (Coronavirus, Wearing of Face Coverings on Public Transport) (England) Regulations 2020, which under regulation 8 give powers to TfL to increase enforcement.
Britain has the potential to be world leading in sustainable aviation fuels, but for that we need to act fast. Will the Secretary of State therefore consider a request from the industry for £500 million of match funding to achieve that?
My hon. Friend is right in his question, and he will be interested to hear that we set up the Jet Zero Council specifically to take forward the objective of being the first country to develop a jet commercial airliner to fly at zero carbon across the Atlantic. That will involve not just investment in sustainable aviation fuels, in which money has already been invested and more was announced by me at one of the press conferences, but work on electric planes, hybrid planes and hydrogen planes. He can expect to hear a lot more as we join with industry to help deliver on that ambition.

The hon. Lady will probably not be a stranger to the fact that this Government are investing in roads and rail, to increase connectivity. This Government have now pledged their commitment to HS2, which is why the Secretary of State is in the north. We have, of course, been carefully considering the advice of the Committee on Climate Change, but transport and the use of airlines by our consumers—our constituents—who want to travel around the country and globally is something that I am not prepared to put a curb on today.
I thank my hon. Friend for his question. I refer him to our policy statement. We will continue to look at airport expansion and connectivity throughout the UK.

Commons ChamberAlthough I do not want to reveal the contents of the Queen’s Speech, I hope the hon. Gentleman will appreciate that I have hinted broadly at where we want to go. With the reassurance of those on the Opposition Front Bench, I think he will have his asks answered.
Will the Transport Secretary join me in paying tribute to airlines such as Virgin Atlantic and EasyJet and to travel operators such as TUI, which have reached out to former Thomas Cook employees offering employment? I encourage the Government to get on with changing insolvency law and adopting a system similar to chapter 11 protection, which has saved so many US airlines.
My hon. Friend is absolutely right. He mentioned some airlines, and I should mention British Airways, TUI, Virgin, EasyJet and Ryanair. All of them, and others, have been incredibly helpful. It is also worth mentioning that many of them are very profitable; there is nothing systemic in the British business that is causing a problem, and most of these British airlines are doing very well. I have already answered the point about chapter 11 or an equivalent.

Commons ChamberFollowing the last Transport questions, I asked First Group to take the issue forward. I am sorry if it has not actually contacted the hon. Lady, and I will pick this up with it, but I have already taken action as we discussed at the last Transport questions.
May we have consideration of the Oyster ticketing system being extended south to Crawley stations such as Three Bridges?
We have launched a consultation on extending the very popular pay-as-you-go Oyster system to other parts of the south-east, and we are looking at the underlying principles for the rest of the country, too. As the public consultation document sets out, we are considering different options, and I would encourage anyone who believes their local station should be included in a pay-as-you-go zone to respond to the consultation, saying what they want and why. I will make sure that my hon. Friend’s views are part of that consultation.

Commons ChamberThe hon. Gentleman is right to say that the rhetoric we have heard today is many miles away from reality: his rhetoric! Let me restate the point that this was a crime. It was an illegal act, and it had nothing to do with the laws that are in place. Somebody deliberately decided to disrupt Gatwick airport. It was a crime that will carry a sentence of up to life imprisonment when that person is caught, and I put it to the House that that maximum penalty is, in my view, appropriate to the crime. This is not a question of the laws not being in place; it is a question of catching the person who did this, and Sussex police, amply supported by the Met and our security agencies, are working very hard to achieve that.
The hon. Gentleman’s second point was about technology. Let me gently explain that the technology that was deployed with the help of the Ministry of Defence, for which we are grateful, to tackle the problem is new and unavailable elsewhere in the world. This country is at the forefront of developing systems that can combat this kind of issue, and a huge amount of work is ongoing to find out what is on the market and to assemble new kinds of systems, but there simply is not an off-the-shelf solution available to airports that they could buy tomorrow to provide protection against such attacks. A huge amount of work will now take place to ensure that that can happen, but he is simply ill-informed if he believes that there is some magic solution that was not put in place.
The third point is that other airports are now placing a huge amount of focus on ensuring that such things cannot happen again. Above all, however, we have put in place a mechanism to redeploy the MOD capability should such an event occur again. I hope that it does not, but we know how to deal with it if it happens again, and other airports around the world are coming to us asking, “What do we need to do?” That is the reality of what is happening, not the nonsense we have just heard from the Opposition spokesman.
As the Member of Parliament for Gatwick airport, I extend my thanks to everybody who worked so hard on 19 and 20 December to mitigate the deliberate criminal act that the Secretary of State correctly identified. One of my concerns is that the Ministry of Defence was not brought in until some 18 hours after the incident started on the Wednesday evening, so will the Secretary of State assure me that the deployment of the military technology will be more rapid if further such attacks are forthcoming?
I am grateful for the opportunity to reiterate my thanks to all those in and around Gatwick who worked so hard at an extremely difficult time for the airport. As for the deployment of the technology, the first thing to say is that it was not immediately apparent that we were dealing with anything more than irresponsible drone usage close to an airport, which has happened many times over the past few years. By the time it became clear that this was a malicious attack, the Government machine and the Ministry of Defence moved as quickly as possible to deploy a new kind of response to deal with the issue. Clear protocols are now in place that would enable the system to be deployed quickly, but I hope that that will not have to happen again.

Commons ChamberThis is not about one thing or the other. Bristol airport has done a fantastic job of building up an international network, serving more than 100 destinations, and it is a great airport and a great success story. However, that does not remove the need for a hub airport to deliver strategic connections that only really operate from a single centre, with a market assembled from several destinations within the UK and, indeed, internationally to make such routes viable.
While I acknowledge the Heathrow runway expansion decision and welcome a decision finally being made, will the Secretary of State assure me that that will not detract from the necessary infrastructure investment at Gatwick airport, particularly, as my hon. Friend the Member for Reigate (Crispin Blunt) said, investing in upgrading the station and rail capacity into Gatwick?
My hon. Friend is right. Indeed, as he said yesterday, we have two important pieces of engineering work coming up that I hope will increase the reliability of that railway line, which has already seen a big increase in capacity. Gatwick station also needs to be addressed. The proposals that I have announced today about local decisions on smaller expansions will allow airports around the country to enter into dialogue with local authorities about their future without all such decisions being taken at a national level.

Commons ChamberOne of the things I want the Glaister report to do is identify why the train companies did not tell us that there was a sufficient problem to delay or halt the introduction of the timetable.
What my constituent commuters and, indeed, I—as a passenger—want to know is, why does Govia Thameslink have such a lack of planning and future foresight? There are to be major engineering works on the London to Brighton main line in October this year and February next year. What assurances can I have for my constituents travelling from Three Bridges, Crawley, Ifield and Gatwick Airport stations that proper planning will be in place to ensure that those engineering works, which are welcome, do not cause undue disruption?
I will ensure that the rail Minister sits down with my hon. Friend and has a conversation with all those involved to make sure that those works are not an issue. As he knows, there has been necessary investment to sort out problems on the Brighton main line, but we cannot have the works causing inappropriate levels of disruption. There will inevitably be some disruption, because engineering works cannot be done without it, but we have to ensure that they are done in the right way.
