This Government remain absolutely committed to implementing our action plan for animal welfare. Since the action plan was published in 2021, we have made significant progress on a whole raft of animal welfare measures, such as introducing tougher sentences on animal cruelty and new laws on animal sentience, bringing forward legislation to ban live exports and keeping primates as pets, launching the animal health and welfare pathway, ensuring the microchipping of cats, and backing critical legislation to crack down on puppy smuggling, pet abduction and livestock worrying.

I am grateful for that answer and, indeed, for all the animal welfare measures that this Government have introduced. Recently, pupils in Larch class at Three Bridges Primary School wrote to me very eloquently about their concern for the welfare and protection of endangered species. Can the Minister say a little more about what her Department is doing in that respect?

I thank my hon. Friend for that question, and indeed for his own work on animal welfare in this place, which has been impressive. I also thank the pupils of Larch class at Three Bridges Primary School. He can go back and tell them that this Government are absolutely committed to tackling this and to helping endangered species. We are actually the first Government to legislate to halt species decline in this country—as far as I know, no other country has done that anywhere in the world—and we have funds to save species. They might also like to hear about otters returning to our rivers, about saving red kites by protecting them from persecution, about saving the chalk hill blue butterfly and more.

It is a great privilege to follow the right hon. Member for Warley (John Spellar). I pay tribute to him, and to many other Members from across this House who have worked so hard, not only in supporting my Bill when it was before the House last year, but in campaigning to end the importation of hunting trophies—the body parts of endangered species —to this country. It has been a fantastic effort. As we have heard, the Bill enjoys the support of well over four fifths of the British public. Indeed, there was a commitment to do what the Bill proposes in a manifesto on which I stood for election four and a half years ago, and I understand that that commitment has been reflected in the manifestos of many other parties represented in this House.

Last March, the Hunting Trophies (Import Prohibition) Bill that I introduced passed through this elected Chamber unanimously. As we have heard from my hon. Friend the Member for Christchurch (Sir Christopher Chope), we accepted compromise amendments to make sure that it reflected as many views as possible. When it went to the other place, a very small minority of peers acted discourteously in the way that they sought to block the legislation. That is why we have had to bring it back, and I am grateful to the right hon. Member for Warley for doing so.

I mentioned the widespread support for this legislation in this country, but it is also extremely popular in other parts of the world. Southern Africa has been mentioned. Last year, I was in a number of southern African countries where there is a clear desire among the majority of people to make sure that such legislation is enacted in this country—and, as the right hon. Gentleman said, in other countries as well. Hunting for trophies is not a natural practice for people in southern Africa; it is a colonial import to the continent from the time of colonisation. It is not native. The ending of this practice enjoys widespread support across the world.

As the right hon. Member for Warley said, the practice that we are discussing is not unique to Africa. Claims have been made that somehow this is racist legislation that tells countries around the world how to act and conduct their hunting policy. Let us just remind ourselves that this Bill is import legislation; it says that we in this country, by a clear majority, choose not to allow the importation of body parts of endangered species slaughtered by hunters to Great Britain; that is the territorial extent of this Bill and what it is designed to do. Nevertheless, it would send a strong signal that these practices are deeply damaging to conservation, as he eloquently said. Damage is done to the gene pool by taking out the top animals in a pride of lions, or the big tuskers from a herd of elephants. That is beginning to damage the ability of those animals to survive. Let us remind ourselves of what this Bill is about. It is not about banning hunting, although I might have a view on that; it is about protecting endangered species before it is too late.

In my hon. Friend’s tour of Africa, did he have the opportunity to meet President Masisi of Botswana, who has described western interventions as “a racist onslaught”? He has said:

“It’s racism. They talk as if we are the grass the elephants eat. It startles me when people sit in the comfort of where they are and lecture us about the management of species they don’t have.”

I have not met the current President of Botswana, but I have met the previous one, President Khama, on a number of occasions. He is passionate about ending trophy hunting, because it is not typical African communities who benefit from it, but the big industry that supports it. Botswana is a good example, because in such countries there is a huge difference of opinion over whether trophy hunting should go ahead.

I pay tribute to the hon. Gentleman for the work he has done on this issue. Is not the answer to the point made by the hon. Member for Christchurch (Sir Christopher Chope) that the Bill deals with the import of trophies to the UK, and says nothing about Botswana?

The hon. Gentleman is absolutely correct. As I said, this is import legislation; its territorial extent is Great Britain. It is about what we choose to import to this country, and a clear majority of the British people do not want the body parts of endangered species imported here, because they care about these majestic species and want them to continue to exist, for the sake of their children, grandchildren and many generations to come. The idea that killing an endangered species saves an endangered species is absurd and should be called out for what it is.

I, too, pay tribute to my hon. Friend for the work that he has done on this issue. I reiterate that it is absurd that we are back here, because this House agreed unanimously to take this Bill through. My constituents, who are very far away from many of the countries in which this practice happens, are absolutely passionate about ending it. However, as has been stated, this Bill is not about the practices in those countries; it is about what we import to our country. If we do anything, we should make sure that we end this abhorrent act of importing the carcases of endangered animals for people to stick on their wall.

I am grateful to my hon. Friend, who has been stalwart in supporting me in this campaign. He is absolutely right to remind us again about what the legislation does; it is about what we choose to import or not to this country.

The Bill applies to the importation of endangered species’ body parts, no matter where in the world the animals were hunted, so it would also prohibit the importation of trophies hunted from polar bears in Canada, as the right hon. Member for Warley said. We do not hear people claiming that we are being racist against the Canadians because we choose not to import endangered polar bears. We need to remind ourselves what the legislation does.

I could speak with passion on this principle for hours, but I am conscious of parliamentary procedure, and I do not want to detain the Bill’s passage any further. I once again call on hon. and right hon. Members from across this elected House to send a clear message: we in this country choose not to import the body parts of trophy-hunted endangered species to Great Britain.

Of course, my party tabled amendments to the Bill that cannot be discussed and decided on because of the House’s earlier decision about the instruction to include Northern Ireland in the scope of the Bill. We will support many of the amendments that have been tabled, because we believe that the scope of the Bill should be as wide as possible and that while it mentions specific animals, there are other animals that may well be subject to exports in the future.

I do not know if those who tabled the amendments have noted the irony of what we are discussing. This is a Bill to ban the export of live animals, and we are seeking by various amendments to make sure that any other animals not named in the Bill can also be included. Here is the irony: since 2020, the area of the United Kingdom to which the Bill applies has not exported any live animals; the only part of the United Kingdom where there are substantial exports of live animals is the part of the United Kingdom that is not included in this Bill. I do not know if people have noticed the irony of that.

In fact, I remember that at the time when there was criticism of the Government for not bringing forward this legislation, one of their defences was that we had not had any live exports. Of course, we could have live exports in the future, but the Bill addresses an issue that is not an issue for the area included in the scope of the Bill and it ignores the part of the United Kingdom where there are massive exports. Some speakers have said that at least the problem of exports will be made a bit less of an issue because the land bridge is no longer available for exports from Northern Ireland to the rest of Europe. However, that is not the answer, because exporters will of course simply use a more circular and tortuous journey through the Irish Republic.

I first became involved in this issue maybe 20 years ago when I was on a motorbike holiday through the Alps in France. I had not spoken to anybody who could speak English for about two weeks, and I noticed a lorry with a Northern Ireland registration number. I was a member of Belfast City Council at the time, and we had closed our abattoir because the conditions did not meet EU standards. I thought, “There’s somebody from Northern Ireland. I’m going to follow that lorry, and when it stops, at least I’ll have somebody I can talk to.” I thought I would find somebody who could speak English and could understand my sort of English.

I followed the lorry along a long and windy road through the Alps outside a town called Nyons, and it finally stopped at an abattoir in a small village and unloaded its sheep. The sheep came from outside Ballymena, and the driver told me they had come down through the Irish Republic, across the sea, through France and up into the Alps. That journey had taken me on a motorbike—and not because I was going slow either—about three days, and these animals were being transferred to a slaughterhouse. Because I was interested in the issue, I wanted to see what the slaughterhouse was like. We had closed that slaughterhouse in Belfast, but the place to which these animals were being transferred for slaughter from Northern Ireland was like an outhouse of the slaughterhouse that we had closed in Northern Ireland because it did not meet EU standards.

That awoke me to the issue, because I did not think that animals were transported such a distance. This Bill, even with the amendments that have been tabled, will still leave that route open. The objective that the Government are seeking to achieve will not be achieved. It is ironic that we have a Bill about animal welfare that ignores the main source of concern about the transport of animals across the continent of Europe.

I know what the Minister said about the challenges, but I wonder whether he has considered the challenges for this Bill under WTO rules, which the Library has highlighted. There is a reason for not including Northern Ireland, but would he like to comment on the challenges that the Government anticipate may occur and what their response would be? Are they going to use the response of making exceptions?

Lastly—I emphasised this in my speech earlier and other Members have mentioned it—unlike the hon. Member for North Down (Stephen Farry), who is not here, I am more concerned about the objective of the Bill of protecting the welfare of animals than about protecting the relationship we have, through the Windsor framework, with the EU. I find it disgraceful that someone who represents a constituency where I know there is large concern about animal welfare is more concerned about keeping good relations with the EU than respecting and dealing with animal welfare considerations in the region with the biggest exports of live animals in the United Kingdom.

I wish the Bill well, and it may well be that without it there would be a return to live animal exports. It may well be that it is addressing a problem that is not there in GB. It is there in Northern Ireland, but it is not going to be addressed. I hope there will not be a loophole, because unfortunately, as a result of the agreements that the Government have made with the EU in respect of Northern Ireland, even the Hunting Trophies (Import Prohibition) Bill, which the hon. Member for Crawley (Henry Smith) has spent so much time on, is in jeopardy of being circumvented, because the hunting trophy exports could come through Northern Ireland and get into GB. That is one of the problems that need to be addressed, and it will not be addressed by this legislation, which will only exacerbate the difference between the part of the United Kingdom that I belong to and the rest of the United Kingdom.

The right hon. Gentleman has been speaking eloquently this evening on two important principles that I hope every Member of the House will support: the principle of the Union of the United Kingdom of Great Britain and Northern Ireland and the principle of ending suffering through improved animal welfare. While I am sorry that the amendment he sought did not come to a vote this evening, I hope that the Government will reflect on the fact that, whether it is in live animal exports from the United Kingdom or the importation of the body parts of endangered species, those principles of the whole Union and animal welfare should be paramount.

I thank the hon. Gentleman for that intervention, which I hope the Minister will listen to, because otherwise—despite all the amendments that have been tabled and that, if pushed to a vote, we will support—the problem will still exist, it will not have been addressed and the protection of animals that the Bill is designed to provide will not be fulfilled.

I am grateful for the hon. Lady’s intervention; I am not sure whether she was here earlier when I answered another point of a similar nature. One of the reasons why I am bringing the debate today is that there has been inaction. I would like to see action on this issue, and very soon.

I could quite easily go on regarding the emotional argument against foie gras and for animal welfare standards to be improved, but it seems impossible to have a reasonable method of producing foie gras. Instead, I shall raise a more practical argument. There have been many recorded incidents of disease outbreak in France. As we have seen with the growing bedbug issue, we are not safe from disease and pests just because we have the English channel. The crowded conditions of the farms act as a breeding ground for disease, much like any other form of intensive farming. As a representative of a constituency that has vast areas of rural land, I would not want to endanger my local farmers. We must be especially alert to that risk and not accelerate another potential pandemic given the serious consequences of covid-19. Although bird flu has not yet jumped to humans, I understand that scientists are concerned that it could mutate.

Foie gras is an expensive luxury item. By defending foie gras sales or not acting on the trade during times of spiralling financial hardship across the country, I fear that we risk appearing to be totally out of touch with the British people. If I were to stand on Christmas Tree Island in Clacton and take a poll of constituents who have ever purchased foie gras, I can only imagine the response. This is especially important to keep in mind with the looming general election ahead. It is a low-hanging fruit for the Government, so we should move on it.

I congratulate my hon. Friend on securing the debate; I had a similar debate on the banning of the importation of foie gras on the Floor of the House of Commons a while ago. Does he agree that if we deem foie gras too cruel to be produced in this country, we should also agree that, by definition, it is too cruel to be imported?

I absolutely agree that it is too cruel. As with the much-desired ban on trophy hunting, which is a ridiculous sport, we should ban such imports. From Abigail and Animal Equality UK, I understand that the petition to ban foie gras by force-feeding was signed by no fewer than 280,000 people. That is an enormous amount of people concerned for the lives of these birds and the way they live them, and it is impressive to see.

I can confirm that e-petition 608288 to ban the importation and sale of foie gras has been signed by 6,878 people, including six of my constituents in Clacton, and e-petition 609129 to ban fur and foie gras imports has been signed by 528 people. There is a case to be made that public opinion is now moving in a very clear direction.

However, colleagues and viewers of this debate alike might ask why it is focused on the importation and sale of foie gras produced by force feeding. It is because, as we have just heard, producing foie gras by force feeding is already outlawed in the UK. Nevertheless, despite the cruelty that goes into the production of foie gras, we still allow it to be imported. When applying the law, judges consider how consistent it is; in this case, in my view, the law is not very consistent at all.

As my hon. Friend the Minister might mention—I do not wish to take away any of her thunder—the Government have successfully ended the imports of whale meat, seal fur, elephant ivory, and cat and dog meat; I personally ran a campaign against cat and dog meat, to end its production globally. If personal choice is a valid reason for failing to ban the import of foie gras, why have other bans been introduced?

I also think it is prudent to note the Government’s support for the private Member’s Bill introduced by my hon. Friend the Member for Crawley (Henry Smith) on the importation of hunting trophies, which I mentioned earlier. If you will excuse the pun, Mr Pritchard, there is clearly an appetite in the Government to go down the route of banning cruel imports.

Lastly, foie gras has been banned in royal residences since last year. I will not break any protocol by speaking here, but I think it prudent to mention that this place is a royal residence and still belongs to the Crown as a royal palace. Like all colleagues, I am a humble and obedient servant of the Crown, and I have sworn an oath of allegiance. Although it is my understanding that foie gras is not on any menus on the parliamentary estate, a strong act of symbolism would be to ban the product here, too—something that I will raise with Mr Speaker.

Thank you, Mr Deputy Speaker, for calling me early in this debate. I do not wish to flout convention, but may I make a personal tribute to you, Sir, for the work that you have done from these Benches on supporting animal welfare measures? I know that you cannot talk on that matter yourself while you are in the Chair.

I also pay tribute to the Government for their support of my private Member’s Bill, the Hunting Trophies (Import Prohibition) Bill, which is currently in the other place. I thank, too, the Secretary of State, the Comptroller of His Majesty's Household, my hon. Friend the Member for Castle Point (Rebecca Harris), and the officials from the Department for Environment, Food and Rural Affairs who have helped me with that Bill.

The Government say that the measures in the now halted Animal Welfare (Kept Animals) Bill can be delivered via statutory instruments and private Members’ Bills. If that is so, can I have an assurance from the Government that, should there be wrecking amendments in the other place on the Hunting Trophies (Import Prohibition) Bill, Commons time will be afforded to us to ensure that the clearly expressed will of this House to enact that legislation can be met so that the legislation makes it on to the statute book before the end of this parliamentary Session?

I also pay tribute to this Government for achieving a number of animal protection measures. As the Minister told us from the Dispatch Box, they include: a new prison sentence of up to five years for animal cruelty; the Ivory Prohibition (Civil Sanctions) Regulations 2022 and the extension of its provisions; the installation of CCTV in slaughterhouses to ensure greater welfare standards; the micro-chipping of dogs and cats; and the establishment of the Animal Sentience Committee, so that all future Administrations will have to pay the highest regard to animal welfare. That being said, I am disappointed that the Animal Welfare (Kept Animals) Bill has been withdrawn. It was probably the best vehicle to get all those manifesto commitments made three and a half years ago on to the statute book. However, whatever parliamentary vehicle is used, I want to see those commitments met and completed before the end of this Parliament to ensure that, among other things, the export of live animals for fattening and slaughter is halted. I know that none has taken place since Brexit, but it is important that we make sure that that becomes law. Let me point out that that has only been possible because we have left the European Union. If we were to rejoin, such a measure would not be possible.

Pet theft is another important matter. As has been mentioned, our love and respect for our pets is an aggravating factor when pets are stolen, and that should be recognised in law. I was pleased to hear the Minister say that measures relating to primates and to livestock worrying will also be introduced.

In the limited that I have left I wish to address the important matter of food labelling. We have a sophisticated electorate and they want to know how their food has been produced and the method of slaughter. I know that the Government had committed to a consultation on food labelling. I would be grateful if, in their response, the Minister or the Secretary of State updated us on where we are on that important matter.

It is important that, as a House, we try to park the politics when it comes to animal welfare, because the vast majority of us want to achieve the same thing, and it is only by working together that we will do that for the wellbeing of animals.

It is a privilege to speak in this debate and consider the amendments and new clauses tabled by my hon. Friends the Members for North Herefordshire (Sir Bill Wiggin) and for Christchurch (Sir Christopher Chope). I am grateful for the constructive way in which they and the Government have consulted on them. I am happy that new clause 4 will be accepted, as it would establish an advisory board on how a trophy import ban will operate when it becomes law. Amendment 1, which would remove the Secretary of State’s discretion to add species, will also be accepted.

New clause 4 covers many of the concerns that my hon. Friend the Member for North Herefordshire set out. I trust that across the House we want to see the best conservation of endangered species around the world, whether that is in Africa, North America, parts of Asia or elsewhere. The Bill is about banning the importation of endangered species’ body parts into this country not only from Africa, but from around the world. I note that my hon. Friend will not press the amendments on the sunset clause, on monitoring and on how the Bill would work in respect of Northern Ireland, but new clause 4 covers many of those concerns.

I am glad the hon. Member mentions the issue of Northern Ireland. I raised the point in Committee that with EU law applying in Northern Ireland, the importation of trophies could be done through the Irish Republic into Northern Ireland and then across to Great Britain—a back-door way of circumventing the important provisions of the Bill. What assurances have we had that that back door can be firmly locked so that trophies cannot come through Northern Ireland into the rest of the United Kingdom?

The detailed response to that needs to come from the Minister, not from a simple backwoodsman Back Bencher, but I have had assurances from Ministers that Northern Ireland will not become some sort of back door or stepping stone for the introduction of trophies from endangered species into Great Britain. The Windsor framework, subject of course to its agreement by the House next week, and the United Kingdom Internal Market Act 2020 should cover those concerns, but I defer to the Minister, who will no doubt address that question shortly.

In conclusion, I am happy to support new clause 4 and amendment 1. I am grateful that the other 30 amendments and new clauses will not be pressed. I hope that we can move on to ensure that this legislation protects the most endangered species in the world, and that Britain plays its full part in doing that, and that it can proceed to its next phases both here today and later on in the other place.

I am grateful to my hon. Friend the Member for Crawley (Henry Smith) for supporting new clause 4. The background to that has been explained—there are diametrically opposed expert opinions on what would be a good hunting trophies ban and what would not be. It is important that the debate should be informed by the facts and the science.

I hope that by accepting new clause 4, we will give some solace to Dr Dilys Rose, the chair of the International Union for Conservation of Nature’s sustainable use and livelihoods specialist group, and Professor Adam Hart, a member of that specialist group. They wrote to my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs on 22 February, setting out their concerns for the Bill and the risk of the United Kingdom Government ignoring the scientific evidence and actively harming conservation globally. They said that for the sake of wildlife all over the world, now it is time to listen to quieter, more informed voices. Setting up such an advisory panel will facilitate that. I am delighted that the Government have indicated that they will support that.

There is agreement about the objectives but not the means by which those objectives should be achieved. The objective is to protect endangered species and encourage their revival. We have made a lot of progress today, but I draw attention to my new clause 3. I have made it clear that I will force it to a vote. It would deal with the problem that the Bill fails to deliver in full on the Conservative party manifesto commitment to ban the import of hunting trophies from endangered animals to the United Kingdom. The Bill’s title makes it clear that it is limited to prohibiting the import of hunting trophies into Great Britain. Northern Ireland is excluded from its scope, which has prevented me from tabling amendments to extend the Bill to the whole of the United Kingdom.

That aspect of the debate featured in a report on page 14 of yesterday’s Daily Telegraph and a commentary by Sir Ranulph Fiennes, who asked what was the point of election manifestos if MPs do not vote for what is in them. Eduardo Goncalves, the founder of the Campaign to Ban Trophy Hunting, has said:

“We are aware of trophy hunters from Northern Ireland who are shooting threatened species…and are bringing their heads and bodies back home. This needs to be stopped.”

He went on to say:

“Exiting the EU made it possible for the UK to introduce world-beating legislation to ban hunting ‘trophies’. It would be a travesty if the Bill were not to apply to the whole of the UK because of unfinished business with Brexit.”

Given that Mr Goncalves feels so strongly, it is a pity that he did not criticise the limiting long title of the Bill when it was introduced on 15 June last year. He is, however, correct to highlight that under the Northern Ireland protocol and the proposed Windsor framework, the European Union’s single market rules will still apply in Northern Ireland, raising fears that Northern Ireland could become a back door to get the trophies to rich clients in Britain and dodge the ban. He says:

“Hunting trophies could be stopped from entering Northern Ireland overnight with the stroke of a pen…The Secretary of State for Northern Ireland would need only to issue a Ministerial Decree stating he”—

or she—

“will no longer sign import permits”.

I would be interested to hear from Ministers in the Department what they think about that suggestion. If it is correct, surely it could also apply to the whole United Kingdom, thereby making this legislation totally redundant.

I ask the Minister to comment specifically on the assertion that France and the Netherlands have used ministerial decrees to ban trophies because single market rules prevented them from legislating. Is that correct? Is it also correct that Belgium and Finland are considering doing the same? Would it be possible for the United Kingdom to do likewise? We try not normally to legislate by decree, although I notice that the President of France is trying to do just that in his own country at the moment.

I am a bit sceptical about what can be done to deal with the problem that the legislation does not apply to the whole United Kingdom. My new clause 3 would therefore require the Government to report on the implications for Northern Ireland of what is happening, so that in due course Parliament will be properly informed as to whether legislative action is needed to address any loopholes or avoidance. I am disappointed that the Government are not prepared to accept the new clause.

I put a challenge to the Government. What solution does the Minister have to the Daily Telegraph headline “Brexit loophole allows import of hippo heads and stuffed tigers”? Quite a lot of people will want a clear answer to that question, but I do not think it is forthcoming in the Bill, which applies only to Great Britain and not to Northern Ireland.

I will not go into all my other amendments, but I do think that the compromise that is now emerging should be of some help to our friends in the six African countries that have expressed outrage in their letter to the Government about the implications of the Bill for those countries. In this House we make much of the importance of soft power. I think we need to start thinking more about what we can do to engage positively with the countries in Africa that abstained in the recent United Nations General Assembly vote calling for Russia’s immediate withdrawal from Ukraine: Angola, Namibia, South Africa, Zimbabwe, Mozambique and Uganda.

In my view, we need to work much more closely and positively with the Governments of those countries, instead of letting them think that they are alienated or that we view them as subject to colonial control, which is the essence of the complaint that has been made to the Minister of State, Foreign, Commonwealth and Development Office, the right hon. Member for Sutton Coldfield (Mr Mitchell), and the Foreign Secretary. Let us see whether we can work with those countries, listen to them and try to understand them. We might then find it easier to prevent them from falling into the hands of Chinese and Soviet influence, which they seem to be tempted by at the moment because they are being neglected. This compromise has great potential to improve relations between our country and those countries in southern Africa, based on a better understanding of the need to protect wildlife in a sustainable way that fits in with local economies.

This is an historic day for me, because it looks like the Government will accept one of my amendments. I will not say anything else in case they change their mind.

I am extraordinarily grateful to you, Madam Deputy Speaker, and to all hon. and right hon. Members who have been present today to ensure that we support the conservation of some of the world’s most endangered species—not only iconic species from Africa, such as lions, giraffes and rhinoceroses, but those from other parts of the world, such as polar bears in North America. To be clear, the territorial extent of this Bill is Great Britain. It is about disallowing the importation of the hunted body parts of endangered species.

As my hon. Friend knows, I support the Bill, and it is great news that it will be passed today with so much support. His point is critical, as there has been a lot of false information. This Bill is about our territorial rules. It is not about telling other countries what to do, and it is not colonial. It is saying what we will allow into our country; it is entirely up to other countries what they want to do. This is about us and this House.

I am grateful to my right hon. Friend for his intervention, and he anticipates some of the remarks I was about to make. This Bill is about the values we in Britain have: we do not want to be part of a trade in the body parts of endangered species. We are not telling other countries how to run their trade, conservation or hunting policies, although we may have a range of personal opinions on that. It is important to remember that. This is about those CITES appendices I and II species, almost 6,000 species of flora and fauna, that are endangered. We hope that this legislation, when enacted, can play a part in conserving them.

I congratulate the hon. Gentleman on the work he has done to get the Bill thus far and I hope it goes through today. Perhaps he will join the rest of us in congratulating those many campaigners all around the country who have worked so hard to draw attention to the issue of trophy hunting and ensure that we have such a good attendance here today. That in itself becomes an education to people, in understanding that we can play our part in the conservation of beautiful and endangered species by passing this Bill today.

I am grateful to the right hon. Gentleman for his contribution. He is right to say that a clear majority of people in this country—opinion polls show between 80% and 90% support—want to see this legislation go through. The people of this country care passionately about conservation and the environment, and protecting endangered species. It has taken a long campaign by many people, from many different backgrounds, to ensure that this legislation has come before Parliament. I reiterate my hope that that will be heard across Central Lobby, in the other place, when this legislation leaves this House later this morning, as we hope it will, and goes there for consideration, because time is of the essence to help protect endangered species.

There are many excellent private Members’ Bills before the House today, so I do not want to take any more time and delay them. I am grateful to everyone who has supported this legislation—

It is an honour to serve under your chairmanship, Sir Mark. I am grateful for the support of hon. and right hon. Members from across the House who are serving on the Committee.

The Bill proposes to ban British hunters from bringing home the bodies and body parts of endangered species that they have killed. It has the support of the Government and all parties across the House. Outside of Parliament, such a ban enjoys the support of 86% of voters, and that has been reflected in the supportive media coverage. The UK’s leading wildlife and animal welfare charities have given the Bill their backing, as have some of the world’s leading conservationists and public figures, and African leaders.

The Department for Environment, Food and Rural Affairs held an extensive public consultation. More than 44,000 people and entities took part, including representatives of African communities and scientists. Some nine out of 10 of the submissions received by the Government supported the action we are discussing.

I share the concern that we must get this important Bill through in this Session, but does my hon. Friend agree that the Government should be congratulated on having such a strong record on enhancing animal welfare and rights? They supported my ban on glue traps last year, and they have acted strongly on many other animal welfare issues.

I am grateful for my hon. Friend’s intervention, and I commend her for successfully securing the prohibition on glue traps last year. That is a significant win for animal welfare. Again, there is a long list of Bills that have become law and others that will shortly be put on the statute book by this Government on animal welfare issues.

In answer to the points made by the right hon. Member for Warley and my hon. Friend the Member for Wolverhampton North East, this House can help the passage of the Bill. I hope that its Report stage and Third Reading will be scheduled for Friday 17 March. If that is the case, attendance by Members on that date to ensure that the Bill has support if there are any Divisions would be a great help in ensuring that it passes its Commons stages and has plenty of time to go through the other place during this Session.

I note that clause 4(2) states:

“Sections 1 and 2 come into force on such day as the Secretary of State may by regulations appoint.”

Has my hon. Friend received any assurances from the Government that they will not unduly delay those parts of the Bill coming into force? If he is not able to answer that question, perhaps the Minister could do so when she addresses the Committee.

My right hon. Friend raises a very important point. I do not have a date, because obviously we do not yet know when the Bill will receive Royal Assent, but it is my understanding and belief that the Government are committed to this legislation and want it to come into force at the earliest opportunity. I echo my right hon. Friend’s remarks, and seek similar reassurances from the Minister when she responds at the end of the debate.

A recent opinion poll shows that almost 70% of South Africans believe that trophy hunting should be banned altogether. However, we are not here to ban trophy hunting, even though we may wish we could, because that is not our purpose or remit; the territorial extent of the legislation is Great Britain.

I am grateful to the hon. Gentleman for giving way, and I offer him my support for his work on this matter. I also pass on the good wishes of my constituents, many of whom have been deeply concerned about this issue for some time. I have had a great deal of correspondence about it, and they appreciate the work that the hon. Gentleman is doing.

Regarding the territorial extent of the Bill, this legislation obviously affects the UK. Perhaps the hon. Gentleman could update the Committee on any discussions he has had with the Government about their plans for training Border Force staff in this area, and what additional equipment those staff will have to enable them to scan for this material, should some hunters quite wrongly try to bring it into the UK.

I am grateful to the hon. Gentleman for his support. He is absolutely right; I think we have all been very much heartened by the support of our constituents, who have encouraged us to ensure that this legislation gets on to the statute book. I am grateful to the voluntary organisations that have for many years campaigned on this issue, raised awareness and ensured that we here in Parliament respond to their requests.

The hon. Gentleman raises a very important point about enforcement. We can pass all sorts of legislation in this place, and that is fine, but unless that legislation is enacted, as my right hon. Friend the Member for East Yorkshire mentioned, and then enforced, it has little effect. I am sure that the Minister will have heard that point, and I will certainly pursue it. It is important that Border Force customs officials are aware of how people who wish to abuse or circumvent the ban might do so, and how to spot that.

I congratulate my hon. Friend on the work he has done on the Bill. Will he reflect on the fact that Border Force already enforces a range of obligations—for example, looking to prevent the import of banned items into the UK under the convention on international trade in endangered species—and an extension to include ensuring that illegal hunting trophies do not enter Great Britain is something that they should easily be able to build into their work?

Friend raises an important point: UK border and customs officials enforce very professionally the laws that exist right now, identifying where people might be seeking to bring illegal items into the country. Of course, I encourage the Home Office to ensure that when the Bill makes it into law, as I hope it does, that is clearly understood by the officials securing our border.

My constituents, too, are passionate about seeing this Bill on the statute book, and much more besides. Will the hon. Gentleman clarify what assurances he has had from the Government, at a time when the Northern Ireland protocol is being hotly debated, that there will be no leakage regarding the Bill, and that they will ensure that there can be no imports into the UK of these so-called trophies?

I very much appreciate the support for the Bill from the people of York, Crawley and elsewhere in the country. I wish the Bill’s extent was the whole United Kingdom, but because of the Northern Ireland protocol, that is not possible at the moment. I will address that point later when I discuss the detail of the relevant clauses. The hon. Lady makes a very important point: we do not want what are technically trophies—I call them body parts—hunted from endangered species to come through some sort of back door in Northern Ireland. I will talk a bit more about that in a few moments.

We can send a very strong message to the world and show international leadership in the face of a global extinction crisis. We can stop British people killing the world’s most endangered species for entertainment and symbols that some people sadly think represent an achievement they can be proud of.

The Bill is obviously about preventing the import of trophies into this country, but the hon. Gentleman just spoke about showing leadership. A Danish company called Limpopo & Diana Hunting Tours is promoting hunting trips in Bedfordshire—on the Woburn estate, I think. People pay up to £25,000 to shoot stags. Clearly, people from other countries come to this country for trophy hunting, so I hope the Bill influences other countries to follow suit.

I am grateful for that intervention. I paid tribute to the hon. Lady last night in a different animal welfare debate in the main Chamber, and I am happy to repeat my appreciation for all the work she does to highlight animal welfare issues in Parliament. She has a strong record on that. I was not aware of the very sorry example that she mentions. The Bill is about preventing the import of trophies hunted from endangered species, but I very much support her wider point. Personally, I find it abhorrent that people should be flying into this country to shoot stags, but that is beyond the scope of the Bill.

This point is in a very similar vein to that made by the hon. Member for Bristol East. The explanatory notes state:

“Trophies from captive-bred animals are currently subject to less strict controls than wild animals. An Import permit is not required for trophies from captive-bred animals of Annex A and six Annex B species.”

That is what we are looking at. Will my hon. Friend the Member for Crawley confirm that the trade in trophies from captive-bred animals will also be covered by the Bill?

Yes. I am grateful to my hon. Friend for that important clarification. She is referring to so-called canned hunting experiences, whereby, appallingly, endangered species are bred purely to be in an enclosure to be shot for some sort of entertainment by trophy hunters. The Bill covers that—it covers all endangered species listed in CITES annexes A and B. The sorry and sad circumstances in which an animal is killed for a trophy—whether they are out in the bush or the tundra, in the case of polar bears, or in an enclosure—do not matter.

I certainly can provide assurance that I will work with my counterparts in the Lords and with the Whips Offices to ensure that we do everything we can to get the Bill through all stages in both Houses and to secure Royal Assent.

We are taking decisive action on animal welfare, and I know that colleagues have great interest in that agenda. We set out an ambitious programme of legislative and non-legislative animal welfare reforms in our action plan for animal welfare, which was published in May 2021. We are delivering on those commitments in this parliamentary Session—I am pleased that the Shark Fins Bill, which we support, has now been introduced in the other place, having completed its passage through this House. We are making good progress in this area.

I reiterate the Government’s full support for this important Bill as it makes its way through Parliament, thanks to my hon. Friend the Member for Crawley and the other right hon. and hon. Members in Committee. They have done an excellent job diligently, dedicated to the benefit of conservation abroad.

I am grateful to have secured this debate, which allows me to raise the important issue of animal welfare in overseas tourism.

I wish to put it on record that I am proud that the UK has some of the highest animal welfare standards in the world. In this House, two centuries ago, we introduced the Cruel Treatment of Cattle Act 1822; and just last year we introduced the landmark Animal Welfare (Sentience Act) 2022. Although the Government are to be commended for this, we can go still further.

I am sure that, like me, hon. and right hon. Members are often contacted by their constituents on a whole range of animal welfare matters. I am grateful to all those in Crawley who continue to write to me on such issues. I speak today as a vice-chair of the all-party group for animal welfare and as a patron of the Conservative Animal Welfare Foundation.

This is, of course, the time of year when millions of people around the country start planning their summer holidays, many choosing to escape abroad for a week or two. Let us think, however, about those half a million captive wild animals who will never have any escape from the cruel reality that they suffer for tourist entertainment around the world.

Supporters of hunting holidays will often cite conservation efforts as a benefit for communities and countries in which they are hunting, but as we know, the damage done to animal populations and biodiversity is enormous. Will the hon. Member share his thoughts on what Ministers can do to tackle misinformation in this space?

I am grateful for that intervention from the hon. Lady, who is a steady campaigner for animal welfare issues, and I always appreciate her support. I will come on to this later in my remarks, but she is absolutely right that animal tourism has nothing to do with conservation. It is quite the opposite; it not only presents a danger to the survival of species, but potentially creates human health hazards. As part of an effort to ensure that in this country we do not allow the advertising and sale of animal experiences abroad, we should send a clear message, as she outlines, that that is unacceptable.

Every year, hundreds of thousands of wild animals are exploited for entertainment in the global tourism industry. Activities and attractions that are considered wildlife entertainment are those allowing tourists close contact with wild animals or to see them perform. Popular examples include tiger cubs made to pose for selfie photographs, elephant rides and swimming with dolphins experiences, as well as captive dolphin shows. Those activities may appear benign on the face of it, but in fact they rely on cruel treatment that harms the captive animal’s welfare.

Responsible tourism is an increasingly important factor to many travellers and some tourists have been shocked to see the high level of suffering by wild animals involved in unethical attractions abroad, including Asian elephants, which are sometimes snatched from their forest homes and families as young elephants to supply tourist attractions, for nothing more than commercial profit, monetary gain and entertainment for the tourist trade. A UK ban on advertising of overseas attractions where Asian elephants and their babies are brutalised for tourism fun has deep and comprehensive support across Great Britain.

Such a ban would steer demand and therefore supply to ethical venues where elephants and humans are safe from abuse and fatalities. Companies selling wildlife entertainment venues lead tourists to assume such activities are acceptable, when in fact they are inhumane and cause harm to wildlife. There needs to be new legislation banning the promotion of holidays and tours that include exploitative animal encounters in their advertisements, helping to end the miserable abuse by making such unethical advertising illegal.

It is good that the hon. Gentleman has brought up such an important issue. I was in Chiang Mai in Thailand a few years ago and went to a restaurant called, I think, Tiger Time. He mentions tiger cubs, but they had full-sized adult tigers with people crawling all over them taking selfies and so on. It took a while to realise that obviously the tigers must have been drugged. Does he agree that this is not just about advertising—that restaurant was not advertised to me over here—but is also about the fact that the Government may have a role to play in having words with the Thai authorities about cracking down on that sort of activity, which does not give a good impression of the country at all?

I am delighted to be intervened on by the hon. Lady, who also has a long record of standing up for animal welfare issues in this House. She gives an horrendous first-hand account of the sort of abuse that majestic wild animals—animals that should be in the wild—experience in countries such as Thailand. That, too, is an issue I will expand on later in my remarks.

I congratulate my hon. Friend the Member for Guildford (Angela Richardson) on her Animals (Low-Welfare Activities Abroad) Bill, intended to prohibit the sale and advertising of activities abroad that involve low standards of welfare for animals. I encourage colleagues across the House to support the Bill at its Second Reading on Friday 3 February.

The hon. Gentleman is making a fantastic speech, and I am sure many people across the United Kingdom agree that we must address these important matters. Does he agree that this is a cross-party issue, unlike many that we may discuss, and that we can reach out across the political divide and come together with the public, who overwhelmingly support having the best animal welfare conditions in the UK and internationally? Does he also agree that advocates such as Lorraine Platt, who leads the Conservative Animal Welfare Foundation, and others do fantastic work in this space to ensure that we all work together cross-party to take this forward?

That is entirely right. I think that this House—with very few minority exceptions—is very much united on the need for increased animal welfare protections both here at home and abroad. It is right that Members reflect what people across the country tell us is important to them.

Great Britain is the territorial extent of the Bill of my hon. Friend the Member for Guildford. Although we cannot enforce our laws in other countries, we can prevent British tourists from buying—often unintentionally —cruel animal experiences abroad from companies operating in the UK, to stifle the demand that causes such grave animal suffering. The Government are right in their commitment

“to continue to raise the bar”

and to

“take the rest of the world with us”,

as set out when the action plan for animal welfare was announced.

Numbers of Asian elephants—an iconic species beloved across the world—have fallen drastically from millions in the 19th century to barely 40,000 today, and nearly half of those live in brutal captivity. They suffer extreme coercion and cruelty across south east Asia and beyond, starting with their unlawful poaching from the wild, then the brutal breaking of their spirits by isolation and starvation, and stabbings and beatings for easy use in tourism. Those actions would be profoundly unlawful if committed here in the UK.

In 2018-19, some 2 million UK tourists visited India and Thailand. Thirty two per cent. of those visiting Thailand reported having ridden an elephant or wishing to do so, often an unwitting participant in the cruelty and dangers involved. In 2016, there was projected demand of more than 12 million rides in Thailand alone, demonstrating how remorselessly the thousands of tourist elephants in Thailand are commercially exploited, often to death. Save The Asian Elephants has so far identified hundreds of companies in the UK market that currently promote such overseas attractions in which unethical activities are practised.

The number of Asian elephants engaged in tourism in Thailand increased by 70% in the decade to 2020. The Asian elephant has been designated as “endangered” by the International Union for Conservation of Nature for 37 years now. With the ongoing destruction of majestic Asian elephants comes the end of their unique role as mega-gardeners of the forests that, as the lungs of the Earth, maintain biodiversity, store carbon and contribute to environmental protection.

World Animal Protection’s “The Real Responsible Traveller” report shows that some well-known and trusted companies are promoting and selling wildlife entertainment venues. The association with trusted holiday brands leads tourists to assume that activities and experiences such as swimming with dolphins, taking selfies with tiger cubs and elephant rides are acceptable or even—as the hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) pointed out—beneficial for wild animals. In fact, behind every elephant ride is an abused elephant, and behind every swim-with-dolphins experience, there is appalling cruelty.

The thousands of captive Asian elephants suffer daily and are forced to perform unnatural acts such as elephant rides and shows for tourists at entertainment venues abroad. I want to expose the brutality of the training methods that elephants are subjected to for the sake of a five-minute elephant ride or a holiday picture. The cruel methods used to train elephants include repeated beatings with hooks and sticks, and exposure to loud noises and stressful situations. Other methods include separation from their mothers at the young age of around 2 years, restraint with minimal movement, and isolation.

There is strong scientific evidence that keeping elephants in captivity for entertainment purposes is both physically and psychologically detrimental to these highly intelligent animals. It is little wonder that studies have sadly shown the development of symptoms associated with post-traumatic stress disorder. That is before we get to the point of abused captive Asian elephants also being highly dangerous to humans. When provoked, they attack—often fatally. Figures from Save the Asian Elephants show that hundreds of tourists and others have been killed or sustained catastrophic injuries—typically, crushed chests and internal organs, broken limbs and ribs, and serious head injuries. When physically broken and held in close confinement, elephants, by their large volume of exhalation, can also transmit deadly tuberculosis to humans. Concerns also arise regarding their potential transmission of other airborne pathogens.

In the wild, female elephant calves are cared for by their mothers for four to five years and supervised for several more years. Female calves remain in the mother herd all their lives and form close relationships with other family members. Male calves tend to leave the herd between 10 and 15 years of age. By contrast, the enclosures that elephants are kept in are inadequate for their needs. The home range of an Asian elephant varies between 30 and 600 sq km—an area that obviously can never be replicated in captivity. I ask right hon. and hon. Members to consider whether the sought-after picture of riding an elephant that many tourists want is worth the lifetime of exploitation and suffering that they do not even know they are supporting. Behind every elephant ride is an abused elephant.

I congratulate my hon. Friend on securing this important debate and on the incredibly powerful speech he is making. I am sure that everybody listening tonight cannot help but be moved by the plight of the animals he is talking about. Will he join me in congratulating the CEO of Save the Asian Elephants, Duncan McNair, for presenting a petition on this important issue to Downing Street today, along with other campaigners? Does he agree that the fact that the petition secured more than 1.2 million signatures shows the strength of feeling of people from across this country on how important it is to legislate on this issue?

I am extremely grateful to my hon. Friend for introducing a Bill that would ban these cruel animal experiences abroad, and I wish her every success in its passage. I know she was one of those who presented the petition to Downing Street earlier today, and the number of people supporting it clearly demonstrates that the British people feel strongly that this sort of practice is outdated and needs to come to an end.

The captive dolphin entertainment industry similarly thrives on unimaginable cruelty. Thousands of dolphins are in captivity worldwide, subjected to adverse living conditions and forced to perform unnatural tricks in exchange for food. In the wild, dolphins can swim 100 km a day. The average tank size of the largest primary tank used at dolphin facilities is more than 200,000 times smaller than their natural home range. Tanks are often barren to allow visitors a better view, which results in little mental stimulation for the animals and nowhere for them to hide. No captive facility can ever meet the complex needs of these highly intelligent animals.

We should all be proud that this year marks 30 years since the last dolphinarium closed in the UK. It is wrong, therefore, that we are effectively exporting animal cruelty that is not acceptable at home to countries abroad. YouGov polling in Britain last May found that the acceptability of watching a show or performance involving dolphins was just 23%. That is an unsurprising yet clear call from a nation of animal lovers to stop fuelling the exploitation of wildlife abroad.

I was pleased to receive a copy of World Animal Protection’s report “The Real Responsible Traveller” earlier this month, which presents an assessment of the commitment to wildlife-friendly tourism of nine of the most influential travel businesses in the UK or the global tourism industry. This research, commissioned by World Animal Protection and undertaken by the University of Surrey, highlights which companies are still failing wildlife by selling exploitative experiences and attractions or by operating their business without concern for animal welfare.

I pay tribute to the UK tour association ABTA for publishing a decade ago a set of ethical standards for operators on animal experiences abroad. Travel companies play a crucial role in influencing the demand and supply of captive wildlife experiences. However, those companies that choose to sell captive wild animal entertainment and experiences continue to profit from animal suffering. Some 84% of people interviewed in a 2022 global poll believe that tour operators should not sell activities that cause wild animal suffering. Those companies have an ethical duty to their customers, yet too many choose to put profit before what is right.

In May last year almost three quarters—72%—of respondents to a YouGov poll stated that they wanted the Government to pass more laws designed to improve animal welfare and protect animals from cruelty. Banning the domestic advertising and sale of cruel animal activities abroad has clear support in the UK. British people do not want animal cruelty in this country, and nor do they want to support it abroad. I praise the ambition of the Government’s action plan for animal welfare, which enjoyed huge public support and committed to legislate on the issue. It intended to set a global standard for how animals should be treated—with respect, compassion and free from suffering. I ask the Minister to do everything possible to follow through on that promise.

The landmark Wild Animals in Circuses Act 2019 prohibited the exhibition or use of wild animals performing as part of a travelling circus in England. This House has made its feelings clear on this issue and must do again. Wild animals deserve the right to a wild life free from suffering. They are not commodities to be exploited and they are not ours to exploit.

I remind the House of the sentiment set out by the then Secretary of State for the Environment, Food and Rural Affairs, the right hon. Member for Camborne and Redruth (George Eustice), in May 2021 in the action plan for animal welfare:

“The way we treat animals reflects our values and the kind of people we are.”

I could not agree more. Let this House of Commons support the Animals (Low-Welfare Activities Abroad) Bill and take this opportunity to help tackle the cruel mistreatment of wild animals abroad.

I join the hon. Member in commending the Dogs Trust and many other animal welfare charities on their amazing work. I agree with her concerns about what delay means for those animals.

On puppy smuggling, more than 66,000 dogs were commercially imported into the UK in 2020 alone, according to Animal and Plant Health Agency figures. Evidence also shows a recent rise in low-welfare imports and smuggling activity, with border authorities seeing a 260% or so increase in the number of young puppies being intercepted for not meeting the UK’s import rules—from 324 in 2019 to 843 in 2020. There was a further 11% increase in commercially imported dogs from 2020 to 2021.

Research has discovered that a shocking 38% of people said that they would buy a dog smuggled from another country. People are more willing to support that trade than we might think. Illegal puppy trafficking is not only a concern for the welfare of animals, which are usually treated appallingly, but it is also a concern for the safety of our constituents. I am sure I am not the only Member who has received multiple representations from constituents about dog theft. Puppy smuggling and organised crime have been proven to go hand in hand and an investigation in 2017 discovered that an illicit puppy smuggling market operated in parallel to legal trade.

I am grateful that the Government have consulted on ending puppy smuggling, as well as pledging to introduce a new pet abduction offence following the work of the pet theft taskforce, which is included within the scope of the Bill. The section of the Bill dealing with the importation of dogs, cats and ferrets has two main parts. The first limits the number of these animals that can be moved on a non-commercial basis. The second sets restrictions on the condition of animals that can be brought into the country. Those proposals have been on the cards for some time with cross-party support, so I hope we can move forward with the Bill to tackle the scourge of puppy smuggling as soon as possible.

On zoos, the Bill states that the Zoo Licensing Act 1981 will be amended to improve zoo regulations and ensure that zoos are doing more to contribute toward conservation. That includes removing the exemption under the definition of zoos that means wild animals exhibited in circuses do not need to be licensed. It comes in addition to provisions in the Wild Animals in Circuses Act 2019 and similar legislation in devolved Administrations. The provisions would mean that no vertebrate animal not normally domesticated in Great Britain could be used in travelling circuses.

The Bill also amends the 1981 Act to allow the Secretary of State to specify standards for conservation for zoos and removes existing standards. It allows different conservation standards to be set for different types of zoos and would make it a licence condition for those standards to be met. It allows those with specialist expertise in certain species of animal that are kept in a zoo to be added to the list of possible inspectors for zoos, setting out that they could be used for periodic zoo inspections. It also amends provisions for appeals and the level of fines for offences.

I want to talk specifically about primates. The Animal Welfare Act 2006 makes it a crime to cause any unnecessary suffering to kept animals. However, primates are highly intelligent animals with complex needs and require specialist care. It is not enough to legislate against suffering to kept animals when so many kept primates in the UK are kept in horrific conditions because of their special needs. The primate trade, though little talked about, is out of control according to Monkey World, who are inundated with requests to rescue primates who have been neglected by people who cannot manage them. Fully banning the trade of primates in the UK for personal pets is long overdue, and animal rights campaigners across the world are applauding the Government for taking steps to achieve that.

The final issue I want to touch on is livestock worrying. Results from the latest National Sheep Association survey found that on average each respondent experienced seven cases of sheep worrying in the past year, resulting in five sheep injured and two sheep killed per attack. Estimated financial losses through incidents of sheep worrying of up to £50,000 were recorded, with an average across all respondents of £1,570. However, most respondents received no or very little compensation.

The Bill would repeal the Dogs (Protection of Livestock) Act 1953 and set out new increased powers for the police under the broader scope of livestock species and locations covered under the Bill. Improved powers would enable the police to respond to livestock worrying incidents more effectively, making it easier for them to collect evidence and in the most serious cases to seize and detain dogs to reduce the risk of further incidents.

I commend the work that the Government have already done to implement reforms on animal welfare, including passing the Animal Welfare (Sentience) Act 2022 and working on an animal sentience committee to advise the Government on policies that impact the welfare of animals; announcing that they will make cat microchipping compulsory, as it is for dogs; introducing new powers for police and courts to tackle the illegal and cruel sport of hare coursing through the Police, Crime, Sentencing and Courts Act 2022; protecting elephants by passing the Ivory Act 2018; and backing Bills to increase the maximum penalties for animal cruelty from six months to five years’ imprisonment, to introduce penalties for animal welfare offences and to ban glue traps, all of which have received Royal Assent.

I am grateful for the opportunity to contribute to this very important debate. May I add to that list of legislation? I am very grateful the Government have supported the Hunting Trophies (Import Prohibition) Bill, which I am pleased to say completed its Second Reading in the Commons just over a week ago. I urge the Government to complete the journey on animal welfare issues in this Parliament by ensuring that the Animal Welfare (Kept Animals) Bill comes back to Report stage at the earliest opportunity.

I am grateful to my hon. Friend for that intervention and of course he is absolutely right; I have no qualms in saying that the list of legislation is quite impressive, with huge achievements that I am very proud of the Government for undertaking. However, the Animal Welfare (Kept Animals) Bill would be one of the greatest leaps forward in animal welfare that this country has seen in years. It enjoys cross-party support and was part of our election manifesto.

I look forward to hearing the Minister’s update on the progress of the Bill and to hearing him outline what steps his Department is taking to iron out any of the issues that may have arisen throughout the consultation phases, so that we can get the Bill moving again and get it on to the statute book.

I beg to move, That the Bill be now read a Second time.

The Bill aims to ban the importation of endangered species body parts into Great Britain—to be more precise, those listed on the convention on international trade in endangered species, or CITES, in annexes A and B, whether from species in the northern hemisphere, such as polar bears, or species in the southern hemisphere, such as elephants. The territorial extent of this Bill is Great Britain, so let us be clear: this legislation, obviously, does not tell other countries what to do.

Seven years ago, Cecil the lion was infamously shot dead by an American trophy hunter in Zimbabwe. Sadly, British trophy hunters are among the world’s most active killers of endangered species. In recent years, British trophy hunters have imported thousands of body parts as macabre souvenirs back into the UK. According to CITES, the most popular trophies brought back from Africa into the UK are those of elephants, hippos, leopards, zebras and lions. The African forest elephant has recently been declared critically endangered by the IUCN—the International Union for Conservation of Nature, and the African savannah elephant is also declared endangered; their combined population is estimated to be approximately 400,000. At the beginning of the 19th century, there were as many as 20 million elephants in Africa. Trophy hunters now shoot so many elephants that, when we add the numbers that are poached, more elephants are killed each year than are born. Moreover, trophy hunters are shooting the biggest elephants with the biggest tusks. That is leading to artificial selection: only smaller-tusked elephants are surviving and passing on their genes. There are now many more small-tusked and tuskless adult elephants, which will find it harder to find water under dry riverbeds at times of drought, which are occurring more frequently.

The hippopotamus, which is second on the British trophy hunters’ list, is classed by the IUCN as vulnerable to extinction, as are zebras and leopards. Leopards are believed to have suffered a dramatic decline since the 1960s, with numbers falling from 700,000 to only 50,000 animals today, according to estimates. The situation for lions is even more alarming. The population in 1970 was estimated to be 200,000, but researchers now tell us there could be as few as 10,000 to 15,000—perhaps 20,000 in the wild at best—and there are official warnings that lions may become extinct in the wild by 2050.

This is such an important subject, and my hon .Friend is right to highlight at the start of his speech that this is about us in this country banning imports, rather than about telling other countries what they should do. Is he aware that because there is such a shortage of lions in the wild now that captive lions are being bred and released into enclosures for the trophy hunters to shoot them?

I am grateful to my hon. Friend for his intervention. I think that illustrates the need for the Bill, which would send a clear message that, in this country—a sovereign nation—we should choose not to accept the importation of body parts of endangered species.

The impact of trophy hunting on lions has been well documented. The scientist who led the International Union for Conservation of Nature’s red list study on lions states that trophy hunting is linked to “declining numbers of lions” throughout its range. An Oxford University team looking at the impact of trophy hunting said that its research found trophy hunting had the “single most significant effect” on lion populations.

The problem of trophy hunting is twofold, both for elephants and lions. As a US congressional report put it,

“Trophy hunting removes a significant number of animals from…rapidly declining populations”,

and also, the best genes are no longer being passed on to future generations at a time when wildlife faces new challenges. That makes the risk of extinction much greater. Trophy animals tend to be the most evolutionarily fit and possess the high-quality genes that a population of animals needs to adapt quickly to a changing environment. Trophy hunting can push otherwise resilient populations to extinction when the environment changes. Scientists say that lions have suffered a loss of 15% in their gene pool over the last century. The killing of just 5% of remaining pride male lions could be enough to push the whole species past the point of no return.

As we have heard, the Bill is so important, but does he agree that it is perhaps time to move beyond the big five, and that we need assurances from the Minister that all endangered species will be protected under the Bill?

I am grateful for the hon. Lady’s support for the Bill and for her intervention. The Bill, when passed, would make it impossible for people to import trophy hunting body parts into Great Britain from all species listed in CITES annexes A and B, which is almost 7,000 different species, and there would be an ability under secondary legislation for the Secretary of State to add species as and when they became endangered. I am grateful to her for highlighting that important point.

We know that stopping trophy hunting can lead to significant recoveries of wildlife. When trophy hunting of lions was temporarily banned in Zambia and Zimbabwe, their numbers almost doubled in the space of a few years. Botswana banned the trophy hunting of elephants many years ago, and it now has one third of all Africa’s elephants—more than twice as many as any other African nation.

Kenya, which banned trophy hunting in the 1970s, is today an African conservation success story, in contrast to what is happening in other parts of Africa. In recent years, Kenya’s lion population has risen by a quarter. While black rhino numbers have fallen by 35% in the rest of Africa, in Kenya, they have gone up a fifth. Numbers of white rhinos are falling throughout Africa except in Kenya, where they have grown by 64% since 2017. Elephant numbers have doubled in Kenya, and the country has virtually all of Africa’s remaining big tusker elephants.

It is not just in Africa that the impacts of trophy hunting have been seen and recorded. According to the US Congressional Research Service, trophy hunting has been responsible for population declines in the cougar in North America, and hunters caused the extinction of the wild Arabian oryx as recently as 1972.

When we hear about an animal becoming extinct, it raises so much sadness in so many people. Will he join me in paying tribute to Lorraine and Chris Platt of the Conservative Animal Welfare Foundation? I know they have done much to support him and many other hon. Friends on animal welfare issues.

I am grateful to my hon. Friend for her support. I declare an interest as a patron of the Conservative Animal Welfare Foundation, and I certainly pay tribute to Chris and Lorraine Platt for all their remarkable work over many years to highlight the cause of animal welfare. I am personally grateful to them, and I know many right hon. and hon. Friends are also grateful for the support they have provided.

Trophy hunting is believed to be responsible for the extinction of the wild scimitar-horned oryx just a few decades ago and the near extinction of the dorcas gazelle, the Nubian bustard, the dama gazelle and the addax. Trophy hunting is more than just a contributor to a conservation crisis; I would argue that it is cruel and immoral.

Numerous studies indicate that over half the animals shot by trophy hunters do not die instant deaths but instead have slow and painful deaths. Moreover, the killing of living, sentient creatures solely for sport, selfies or souvenirs surely does not belong in the modern era. That is certainly the view of the overwhelming majority of the British public, 86% of whom say they want a ban on trophy hunting as soon as possible. Just 2% of people say that they wish the practice to continue.

I am pleased to say that the idea of banning trophy imports has enjoyed widespread support across the House, and across society as a whole. Just three years ago, I was proud to stand for election on a manifesto pledge to ban the importation of hunting trophies.

The hon. Gentleman says there is cross-party support for the measure; certainly, there is widespread support for it in my constituency. I had a concerning email the other day from an all-party parliamentary group, which said that the World Wildlife Fund was against the measure, because it thought that trophy hunters encouraged economic activity in areas where trophy hunting takes place, and that the Bill would go against that. Will he Gentleman comment on that, and try to rebut what was said in that email?

I am grateful to the hon. Gentleman for his intervention and his support. Let us be clear that the WWF in the UK, Europe and the United States is very much against trophy hunting and the importation of body parts by trophy hunters. Some organisations in some parts of southern Africa masquerade as conversation charities, but even a cursory look shows that it is often the gun lobby, particularly the American gun lobby, that funds them. We must have no naivety about the forces behind those who seek to maintain trophy hunting.

No fewer than 44,000 organisations, experts and individuals, including representatives of African communities, took part in the Government’s public consultation on these proposals; it was one of the most comprehensive such consultations ever conducted. Of those, 86% agreed that measures to end imports of trophies should be introduced.

Further to the point made by the hon. Member for Sheffield South East (Mr Betts), in Africa, for example, trophy hunting is an alien and unpopular concept that is not indigenous; it was introduced by European settlers. It now damages the reputation and the natural heritage of proud southern African nations. A 2019 study of attitudes towards trophy hunting among local communities in Africa found that the dominant attitude was of resentment towards what was viewed as the neo-colonial character of trophy hunting, in that it privileges the access of western elites to Africa’s wild resources. Most recently, in August this year, an Ipsos poll found that only 16% of people in South Africa supported trophy hunting, and that 74% wanted the Government to focus on nature tourism and photo safaris instead.

The hon. Gentleman is making an excellent speech, and I wholeheartedly support his Bill. I have had a number of pieces of correspondence from constituents supporting this work, and I am grateful to him for taking it forward. Does he agree that what he says about southern Africa is particularly important given the state visit this week of the President of South Africa, and the very strong and supportive links between our two countries?

I am grateful to the hon. Gentleman for his intervention and his support. Yes, it was good to see the President of South Africa on a state visit to the United Kingdom earlier this week. Clearly, the majority of public opinion in his country wants southern Africa to celebrate, protect and grow its natural heritage, and benefit from photo safari tourism, which provides so much more economic opportunity for the people of southern Africa. Studies show that photo safaris generate many more jobs for African people in rural communities, and generate significantly greater revenues for conservation.

To repeat, the Bill is not about what happens in Africa. The Bill is about UK import policy. It is about what we, as a sovereign nation, choose to allow through our borders. It is a Bill about Britain making a concrete contribution to tackling the global conservation crisis. A British ban on imports of hunting trophies would help to save thousands of animals that are threatened with extinction. It would make a strong statement to the international community that we must act decisively to conserve our living planet.

To conclude, in the words of Ian Khama, the former President of Botswana who, during his term of office, ended trophy hunting in his country,

“With the decline of wildlife worldwide, and many species approaching extinction, all caused by man, how can there be justification in trophy hunting?”.

Now, almost a quarter of a century into the 21st century, I could not agree more. Today, we can and must act.

I thank my hon. Friend for his brilliant work in promoting the Bill. Does he agree that although we talk about trophy hunting, these are not trophies? They are a physical representation of the fragile ego of the people who do cruelty to animals. By banning trophy hunting imports, we are not affecting what countries are doing to support themselves; all we are saying is that we do not want these representations of fragile egos imported into our wonderful country.
