The Church of England remains concerned about a number of religious minorities across the world, not just Christian ones. Recently, the Lord Bishop of Coventry travelled to northern Iraq to visit the Christians in Mosul because it is clear that questions remain about their continued safety and the need to make their homes and businesses safe if they are to sustain themselves there.

I am grateful to the hon. Lady for her remarks, and I also look forward to working with her. May I also welcome all her colleagues to their places? A number of them I have worked with over a period of time on energy matters, with great, fruitful results, so I look forward to a constructive relationship. In answer to her specific question, those are exactly the issues we are now looking at—the opportunities for revising the support we give our food and farm producers, to make sure we can grow more, sell more and export more great British food. It will take time to properly evaluate what that policy set should be, but I hope shortly to consult broadly. I have already had informal consultations, and I will be working closely with the industry.

DEFRA leads on the conservation and management of whales and dolphins, keeping in close contact with the Foreign and Commonwealth Office, and the UK has always taken a leading position on promoting conservation. The Government raise their opposition to Japan’s hunting of whales and dolphins at every appropriate opportunity. Most recently, I raised this issue with the Japanese Fisheries Minister during an official visit to Japan in April this year.

I completely agree with my hon. Friend. The UK strongly supports the global moratorium on commercial whaling and continues at every appropriate opportunity to call on all whaling nations to cease their whaling activities. I currently plan to attend the International Whaling Commission meeting in Slovenia later this year, when we will reiterate our opposition to commercial and scientific permit whaling and work constructively with other like-minded countries to secure the correct outcomes.

The Bishop of Derby has been at the forefront of working to tackle human trafficking and modern slavery within the Church. I had the pleasure of serving with him on the pre-legislative scrutiny Joint Committee on the draft Modern Slavery Bill. He has set up and been part of the Santa Marta process to improve collaboration between Churches and police forces in the detection of instances of human trafficking.

We all understand my hon. Friend’s concern because of his constituency’s location. The Church is building on the Bishop of Derby’s work and intends to launch the Clewer initiative against modern-day slavery in the autumn. It will be designed to combat modern-day slavery across England and provide parishes and dioceses with strategies to detect instances of modern-day slavery.

We are leading the way at DEFRA because we not only have beehives on our roof that have produced their first honey, but have established a pollinator-friendly garden with plants that attract pollinators. Putting in these pollinator-friendly plants is something that anybody can do, at school or at home.

I am grateful for the opportunity this evening to raise the issue of the need for CCTV to be installed and monitored in slaughterhouses, in an effort to better aid animal welfare.

I personally have been vegetarian for more than a quarter of a century, because I am concerned about animal welfare issues in the production of meat, and also for food and environmental sustainability reasons, but I recognise that the majority of people eat meat. However, I would contend that the majority of those people who eat meat want to know that their food is sourced to the highest standards when it comes to animal welfare.

Trainee slaughterers are tested to ensure that they know the laws relating to animal welfare before they are licensed, and yet when secret cameras have been installed in slaughterhouses, many of them have been caught flouting welfare laws, often in shocking and sickening ways. All too often, this cruelty is casually meted out to every animal that passes through their hands.

The Animal Aid charity has carried out covert investigations going back as far as 2009. Since then, the group has secreted cameras inside 10 randomly selected UK slaughterhouses and found serious animal welfare breaches in nine of them. The latest evidence from a non-stun Yorkshire slaughterhouse was released to the media just this morning. It showed that the layout of the slaughterhouse was deficient and, in the words of the group,

“was guaranteed to cause unnecessary suffering to animals”.

One wonders how that slaughterhouse was ever approved in the first place. The video from inside the abattoir shows casual, routine violence, with sheep being picked up by the ears, legs and fleeces and thrown on to the conveyor, or hurled head first into solid structures. It shows that the “surgically sharp knife” was often so blunt that the slaughterer had to hack over and over again at the throats of still-conscious animals. It also shows workers tormenting animals: waving knives in their faces; shouting at them; and in one case painting spectacles on the face of a sheep, so that they could laugh at the animal as she bled to death.

I think every one of us was shocked when we saw the CCTV video and the pictures in the papers. I understand that in every abattoir there is an official veterinary officer who is available to monitor what happens inside the abattoir. They have to be of a certain qualified standard, but I understand that some of them are not. I suggest to the hon. Gentleman that perhaps the way forward with this issue is to ensure that those official veterinary officers have the qualifications to observe and monitor the abattoirs, to ensure that these practices do not happen.

I am grateful to the hon. Gentleman for his intervention. The fact is that the vets who are on site in slaughterhouses are not everywhere at once, and too many incidents have been missed, as I will discuss. Proper training is essential, but having an all-seeing eye and independent monitoring would ensure the maximum quality of animal welfare conditions in our slaughterhouses.

The recording to which I was referring shows appalling violence. The Food Standards Agency has so far suspended the licences of three workers, and I understand it is also building cases for prosecutions. Terrible as those actions are, that slaughterhouse is not, unfortunately, an anomaly.

I speak in a dual capacity, as a farmer’s daughter and as the Member for North Down. I strongly support the hon. Gentleman’s call to make CCTV cameras compulsory in all slaughterhouses, and I hope that that would be extended to Northern Ireland. Can he enlighten the House as to the estimated cost of the installation of such cameras?

I am grateful to the hon. Lady for her intervention. My brother is a farmer, and many farmers I have spoken to are deeply concerned that the welfare that they care about when the animals are on their farm is discarded in the final moments in the slaughterhousesI received an e-mail about that just earlier today. I will come on to address the cost to slaughterhouses, but it would range from a few hundred pounds to a few thousand pounds. Given the scale of the industry, only a small amount would be needed to install CCTV across all slaughterhouses in the UK. I deliberately say the UK, because it is important that Northern Ireland, as well as Great Britain, is included.

Earlier recordings revealed animals being kicked, slapped, stamped on, picked up by fleeces and ears, and thrown into stunning pens. They recorded animals being improperly stunned and coming round again, or suffering painful electrocution instead of being stunned. Cameras have also captured animals being deliberately and illegally beaten and punched, and burned with cigarettes. Workers have been caught hitting pigs in the head with shackle hooks, and using the stunning tongs deliberately to cause pain by sending electric shocks through animals’ ears, noses, tails, legs and abdomens, and even, in one case, through an open mouth.

The key point I wish to convey tonight is that not one of the illegal acts filmed was detected by the Government-appointed on-site vets or the slaughterhouse operators, who have ultimate responsibility for animal welfare. The current regulatory system fails animals badly, and I believe it is time to rectify that. Workers do know the law and they know how to abide by it, yet investigations show that it is routinely flouted when they think no one is watching—in which case, someone needs to be watching. Independently monitored CCTV could help reduce the number of vicious attacks in the first instance by deterring them. Who would stub a cigarette out on the face of an animal if they knew the illegal act was being recorded?

Cameras could help prevent routine suffering by detecting institutionalised poor practice, such as the illegal stunning and slaughter methods used in at least four of the slaughterhouses videoed by Animal Aid. Any vet who saw these methods would have been able to step in and advise retraining for the staff involved. And, of course, those who do cause deliberate unnecessary suffering to animals are much more likely to be caught. The recordings, when properly monitored, provide evidence that will allow food business operators and the Food Standards Agency to take decisive action. Since Royal Society for the Prevention of Cruelty to Animals welfare standards introduced the requirement for installation of CCTV in abattoirs from 2011, all Freedom Food scheme-approved slaughterhouses have had to install effective CCTV systems and store recordings, and make them available to Freedom Food and RSPCA field staff.

The hon. Gentleman raises an important point. The importance of CCTV is that what is recorded is stored for a period of time and then made available to independent inspectors. I know of a number of groups that would be willing to provide that service at no cost to the taxpayer because of their concern for animal welfare.

Let me return now to the RSPCA and the Freedom Food scheme. The two organisations have direct practical experience of seeing and assessing the issues associated with the operation of CCTV systems in a range of slaughterhouses. Based on first-hand experience, the use of CCTV in abattoirs is likely to bring many benefits to animals, inspectors and food business operators. Many of those benefits have already been realised in abattoirs that have installed such monitoring.

The presence of an effective CCTV system in abattoirs is also likely to improve confidence among consumers, enforcers, the food industry and the farming industry that poor practice is being avoided—or at least is more likely to be identified and properly dealt with.

One RSPCA farm livestock officer who monitors Freedom Food approved abattoirs, and who has many years of experience of viewing practices and assessing compliance with welfare provisions in slaughterhouses both before and after CCTV, said:

“In my opinion it has improved welfare considerably.”

The slaughter industry has not made a good name for itself. In recent years, the media have reported on: the deliberate adulteration of meat products with horsemeat; the scandalously high levels of Campylobacter in chicken; the theft of firearms from slaughterhouses; the use of a captive bolt gun to commit a murder; and a number of abattoir workers being killed or seriously harmed at work, sometimes through misuse of equipment, poor training or irresponsible behaviour. Add to that the repeated revelations of cruelty to animals and it is clear that there needs to be better monitoring.

The supermarkets have already taken decisive action. All the major chains—Tesco, Asda, Sainsbury’s, the Co-op, Morrisons, Marks and Spencer, Lidl, Aldi, Waitrose and Iceland, as well as wholesaler Booker—now insist that their slaughterhouse suppliers have CCTV installed. This so-called “voluntary” scheme has led to a significant increase in the number of slaughterhouses installing CCTV. The latest Food Standards Agency figures suggest that 19% of red meat slaughterhouses have CCTV, which accounts for around 48% of red meat volume, and 29% of white meat slaughterhouses, which accounts for 59% of poultry meat volume.

Although that is a positive step, a voluntary scheme has its obvious limitations. Not everyone will install cameras and, as was noted by an FSA board member, it is likely that those who resist installing CCTV are most in need of additional regulation and scrutiny.

There seem to be just three arguments put forward against implementing this much-needed legislation. The first is that CCTV cameras do not work because they were already in one of the slaughterhouses filmed by Animal Aid. My reply is that of course poorly sited cameras with no one monitoring the footage will not work. The answer is ensuring that cameras are in the right place, that recordings are kept for a significant period, and that an independent body, which is focused on the protection of animals, gets to select random or appropriate sections. There is no argument that anyone should view the recordings in their entirety. Clearly, that would be an impractical, onerous task.

The second argument is that veterinary surveys show the same level of compliance in slaughterhouses that have cameras as those that do not. However, we know from investigations that vets do not see the commonplace abuse that takes place in slaughterhouses, so how can they report with any degree of accuracy on levels of compliance? The answer is simply that they cannot.

That exact problem was highlighted again recently when the official number of recorded mis-stuns in slaughterhouses was made public. Vets in slaughterhouses record the cases in which the animals are not stunned properly and at the end of the year those figures are counted up. In 2009, those veterinary figures stated that there were just five mis-stuns of pigs across the whole country for the entire year, but in 2009 Animal Aid placed hidden cameras inside three slaughterhouses, one of which mis-stunned more than 99% of the pigs while another mis-stunned more than 10%. In 2010, the veterinary figures once again suggested that there were just five mis-stuns of pigs across the whole country for the entire year, whereas secret recordings measured 762 mis-stunned pigs in a single slaughterhouse over just three days. It is clear that vets do not see what is happening, which is why we need independently monitored CCTV.

Finally, we come to the cost. The cost of CCTV installation is not prohibitive—it is just a few hundred pounds for the smaller slaughterhouses and £2,000 to £3,000 for the larger ones. Supermarkets report no resistance to their request that slaughterhouse suppliers install cameras. Although those one-off costs are low, there are various funding options that could be explored. They include individual slaughterhouses funding their own cameras, the industry funding them and the Government making available loans or grants. Although money at the Department for Environment, Food and Rural Affairs is understandably limited, between 2011 and 2014 DEFRA gave more than £900,000 in funding to slaughterhouses through the rural development programme for England. That sum would sufficiently pay for CCTV installation in every slaughterhouse in England that does not have it. In any case, there could be phase-in times and derogations for the smallest slaughterhouses to help facilitate the change.

As for the cost of independent monitoring of the recording, there are options to be explored but we should remember that the taxpayer is already paying in the region of £30 million a year to regulate slaughterhouses, and that in terms of animal protection at least that money is clearly not working. It is much better to re-evaluate the system and use those millions to ensure that animal welfare laws are upheld.

In conclusion, CCTV is a practical, sensible and proportionate response to a serious, widespread problem. It will not stop the suffering inside slaughterhouses, but it will deter gross acts of violence that were all too commonly recorded, help vets advise and retrain, and help the FSA clamp down on lawbreaking by providing evidence for prosecutions, should they be necessary.

As its obvious benefits are becoming more widely known, support for making CCTV in slaughterhouses mandatory is growing. More than 170 right hon. and hon. Members have signalled their support for it, whereas a YouGov poll of British adults last year showed that 76% support mandatory CCTV for slaughterhouses with independent monitoring. I note that a petition to No. 10 in support of the measure has now attracted more than 80,000 signatures. I therefore believe that this will be an issue that the House will debate again in the very near future.

I listened to “Farming Today” yesterday and today, and I made it very clear that this is a disappointing CAP reform. The hon. Gentleman might wish to reflect on the fact that his previous leader, Mr Tony Blair, gave away a huge slug of our national rebate in return for CAP reform and totally failed to deliver. We are going to deliver £3.5 billion through our pillar 2 schemes for environmental work which he will approve of.

Since May 2010, the Environment Agency has spent about £11.7 million in defending Crawley through improved flood defences, but during this wettest winter on record the area of Ifield Green was still affected. May I have assurances from the Department that it will press Crawley borough council to co-operate fully on further flood defence schemes?

I will say a little about climate change later in my remarks, but the hon. Lady has certainly made her point.

After the Prime Minister became involved, one by one the measures that had been resisted for weeks have finally been announced: vital assistance from the armed forces; funding to help households, businesses and farms, although much of the detail needs to be clarified; council tax exemptions, after my right hon. Friend the Leader of the Opposition forced a welcome U-turn; and a hastily convened meeting with the insurance industry, although it is far from clear what that meeting has delivered in terms of faster payouts. Those measures should have been put in place when the water levels first rose, at the end of last year.

A great many questions still need to be answered about the assistance that is available. For example, the Business Secretary has suggested that VAT on flood repairs should be reduced. Perhaps the Communities Secretary can clarify matters and say whether that suggestion is now Government policy, or was it just being floated as part of the Liberal Democrats’ so-called differentiation strategy?

After the floods of 2007, half of those who were forced to leave their homes were back in them within six months, yet many of those people had to wait much longer for the money needed to sort out the damage. I hope that the Communities Secretary will update the House on what discussions with the insurance industry have led to. In particular, can he say whether the Government agree with the proposal by my right hon. Friend the Leader of the Opposition for a new industry standard, because taking 12 months to complete a claim seems far too long?

There is still a lack of clarity on the time scale for restoring the rail link between Exeter and Newton Abbot, following the collapse at Dawlish. Initially, it was claimed that the work could be completed within six weeks, but now we are told that the line may not reopen until mid-April. With up to £20 million a day being lost by businesses, I hope that the Communities Secretary will provide an update on efforts to achieve an earlier reopening of this vital transport link.

We have heard nothing from Ministers on what specific steps the Department for Environment, Food and Rural Affairs is taking to help our fishing fleets, particularly in the south-west. Many fishermen have been unable to work since Christmas and consequently now face a desperate financial crisis. After two months of no fishing, damaged boats and lost equipment, the Communities Secretary will, I hope, provide some clarity on what help will be available to that vital British industry.

There are growing concerns about the impact on the tourism industry, which is vital for the economy of the south-west in particular. It is reported that a quarter of all tourism operators have experienced cancellations, and 40% have seen fewer forward bookings during a vital period for organising summer breaks. I hope that the Secretary of State, or the Minister who is responding to the debate, can set out what the Government have done to ensure that people are aware that all parts of Britain are open for business.

Ministers continue to be silent about whether or not an application is to be made to the European Union solidarity fund. After the 2007 floods, the previous Government successfully secured £110 million as a contribution to the cost of recovery. After the UK special abatement mechanism, the net value is £31 million. Considering that that is more than the total extra money announced for this year, it is surprising that securing that funding does not appear to be a priority. I hope that the Secretary of State can assure the House that some kind of anti-EU political dogma is not standing in the way. We look forward to hearing what he can tell us about what is going on.

The Government were caught sleeping on the job when the severe weather first hit the country in December, but the roots of this failure go back to the ill-judged decision made by the Government after the 2010 election significantly to reduce the funding available for flood protection. The budget of the Department for Environment, Food and Rural Affairs had to be cut, but it is a question of what the priorities ought to be. A decision was made to target the flood defences budget, despite all the evidence that investing in flood defences saves more than it costs.

This reckless short-termism is set to cost the country more than the cuts were intended to save. The Pitt review commissioned by Labour after the 2007 floods made it clear that investment in flood protection needed to rise, and by time of the 2010-11 Budget set by Labour, funding had gone up from £500 million a year to £670.1 million, yet by 2011-12, in the first Budget set by the coalition Government, that had been cut to £573 million, which is a reduction of £97 million—a 17% real-terms cut.

No, not at this time. [Interruption.] I have given way relatively generously, so I do not think I should be criticised for saying no on one occasion.

In total, 290 shovel-ready flood defence projects were cancelled and 966 delayed as a result of those decisions. Appallingly, these appear to have included 13 schemes along the Thames and 67 in the south-west. Does not that highlight the cost of the Government’s misguided approach? The Secretary of State for Environment, Food and Rural Affairs also cut more than 40% from his Department’s budget for domestic climate change initiatives last year. Therefore, just 0.7% or £17.2million of the Environment Department’s budget is now dedicated to preparing or adapting Britain for the impact of climate change, and his is the lead Department. Of course, we only know this thanks to an freedom of information request, because the Secretary of State sought to disguise the cut by lumping it in with the funding to meet our obligations to the international climate fund.

Before these floods hit, Ministers were about to make yet another ill thought through decision that would have reduced the country’s ability to cope with major flood incidents. In addition to the 600 Environment Agency staff lost since 2010, we know from leaked briefings that a further 557 flooding staff were due to be cut this year. The Prime Minister has said that

“those aren’t plans that are going to be put in place”.

Yet it is far from clear whether this means that there will be no further job losses in the agency, or whether the commitment relates only to those working directly on flood protection. Neither is it clear for how long this commitment remains valid. I hope that the Secretary of State will clarify the situation and give us some further information on this.

There have been some disgraceful attempts by Ministers to place the blame for some of these decisions at the door of the Environment Agency, not least by the Communities Secretary himself. Yet, as the chairman of the Environment Agency has made clear,

I hope that the Communities Secretary will take the opportunity to confirm that the cost-benefit ratio rules imposed on flood defence schemes will be reviewed. I hope that he will also accept, in hindsight, that Ministers should not have sought to evade responsibility for their own decisions.

The Pitt review set out 92 separate recommendations, all but one for the Government, and significant progress on their implementation was being made at the time of the last election, yet when this Government came to office in 2010, some recommendations that had been implemented were reversed. The Cabinet committee on improving the country’s ability to deal with flooding and the national resilience forum were both abolished. Then in January 2012, the Government published what was entitled a “final progress report”, despite 46 recommendations not having been fully implemented. We urgently need clarity on the progress—or lack of it—that has been made since January 2012. I hope that the Secretary of State will reconsider his previous refusal to agree to our call for a new update to be brought before Parliament.

The Government have demonstrated a complete lack of urgency in securing the legal basis for the proposed flood reinsurance scheme. Thanks to three years of inaction from Ministers, this scheme will not be in place until 2015 at the earliest. As we have warned throughout the passage of the Water Bill, which is still being considered in another place, the scheme is deeply flawed. In Committee, Conservative and Liberal Democrat Members of this House voted down Labour amendments to improve the Bill. Those amendments included requiring Ministers to consult the Committee on Climate Change on the number of properties that might need to be added to the scheme in future; incentivising owners of at-risk properties to invest in flood protection measures; enabling people to search whether or not a property is included in the scheme; and establishing an appeal mechanism for those excluded—all measures opposed by the Government.

A balance has to be struck, of course, between the cost of the levy on other households and the scope of the scheme. However, the significant number of exemptions from the scheme continues to be of real concern and controversy, not least for tenants and leaseholders. In the light of the recent floods and the fact that the Water Bill has not completed its passage through both Houses, I hope that the Minister might consider agreeing to cross-party talks on those issues. It is vital that we ensure that the Flood Re insurance scheme is fit for purpose over the long term.

I am very grateful to my hon. Friend, who makes some reasonable points and shows what can be done. In fairness, the weather was much worse for a more prolonged period than it was in 2007, and the number of dwellings affected is 7,000 or thereabouts, which is just a tiny proportion of the 55,000 or 56,000. That is a reflection of some very good protection work.

I, too, welcome the comments that my right hon. Friend has made about better passenger information, following the incident in which people were stranded at Gatwick over Christmas and the new year. Will he join me in thanking West Sussex fire and rescue service for rescuing a number of elderly residents in Ifield Green? Will he also join me in recognising that, were it not for the significant capital investment in the Environment Agency’s scheme at Tilgate lake, which was realised over the past few years, the flooding in my constituency could have been a lot worse?

At last month’s EU Fisheries Council I secured agreement to a reformed common fisheries policy which includes a ban on discards. Alongside firm deadlines and the practical means to deliver a ban, this moves us much closer to eliminating the terrible waste caused by discarding. Discussions with the European Parliament will now begin in order to agree the final common fisheries policy reform package later this year.

I congratulate my hon. Friend on the tenacity of his negotiating skills in Brussels, because some of the options that were being proposed would have been disastrous for British fishermen. May I seek assurances that in the further negotiations he will champion British fishermen and the welfare of British waters?

I thank my hon. Friend. Our fishermen have led the way in reducing discards through innovative schemes such as the catch quota scheme and Project 50%. There has been good work by my Department on supply chains and other measures that will need to be brought in to ensure that a discard ban works. My hon. Friend is right that we managed to see off some changes that would have dramatically watered down any discard ban. I am really pleased that we are now on track to achieving what the vast majority of our constituents want.

I know that the trade in Ireland is much bigger than it is on the mainland—or certainly than it is in England. I am interested in this issue in a broader sense, right along the food supply chain, and I believe that we have undervalued food across the board. We need to ensure that farmers are getting fair prices, but this trade is not the answer to the fundamental problem of the market not delivering good value to farmers. We need to address the problem comprehensively, and I know that it is the will of my constituents—and of many people around the country—that we should be seeking to impose a ban on live animal exports. There is no reason why farmers should not be able to get good value for their animals by exporting them after slaughter, rather than on the hoof.

I congratulate my hon. Friend on securing the debate. I, too, would support a ban on live animal exports. Would she acknowledge that the journey of animals being exported for slaughter often starts many miles and many hours from the port from which they exit this country, and that it can continue for many kilometres and many hours before they arrive at their destination on the continent, where they are to be slaughtered?

I totally agree. The transportations that go out of Ramsgate can come not only from the north of England but from Ireland, and we can speculate that they are ending up in southern France, Spain and sometimes Greece. I still do not understand how that business model can deliver value, given the time taken to transport the animals from one end of Europe to the other, along with the cost of transportation, licensing costs and lairage. I do not understand the fundamentals of the business of transporting animals that far.

I congratulate the hon. Member for South Thanet (Laura Sandys) on her efforts to arrange a debate in the Chamber on this subject, and on her speech. She is obviously doing a very good job in representing the wishes of her constituents. I am very disappointed that the High Court overturned the moratorium that Thanet district council had imposed on animal exports until it could be sure that animal welfare standards were being met and that RSPCA inspectors would be able to check the conditions of the animals, but I understand that the council intends to appeal, and I wish it every success.

My starting point is the same as that of the hon. Member for South Thanet. I think that live animal exports are cruel and unnecessary, and I should like them to be banned. I agree with Compassion in World Farming, which has said:

“Live exports have no place in modern British farming. We must end the trade once and for all.”

Today we are discussing live animal exports, but there are live animal imports as well, and some of those animals are primates. In 2011, up to 1,500 primates were imported to this country for the purpose of experimentation, from countries as far away as Mauritius. Does the hon. Lady agree that we should also consider the welfare of animals that are imported to this country, whether for food or for experimentation?

I am pleased to hear the hon. Gentleman speaking out on animal welfare issues, as I know he has done on a number of other occasions. I agree that those imports are cause for serious concern. The trade in great apes has already been banned, and I think that we should go further and consider banning the trade in all primates.

Although this does not appear in the Register of Members’ Financial Interests, I think it is well known that I have been a vegetarian for a long time. My 21st anniversary as a vegan is approaching: that was a new year’s resolution in 1992. Of course I would rather people did not eat animals at all, but given that they will be doing so for at least the foreseeable future, I think that UK animals should be slaughtered as close as possible to the farms where they were reared, and—I understand that the Government agree with this—that there should be an export market for meat rather than for live animals. At present, however, we are herding live, terrified animals into cramped conditions and transporting them overseas, often on journeys lasting several days.

According to Compassion in World Farming, more than 90,000 cattle and sheep were exported during the 18 months between January 2011 and June 2012, mostly through Ramsgate. The sheep tend to be exported for slaughter in continental abattoirs, while the calves are sent abroad to be fattened for veal. The long journeys are stressful for both. The journeys to Spain, for example, can take more than 90 hours, and the calves are often only two or three weeks old when they are exported. Dr Weeks of Bristol university has concluded that

“scientific evidence indicates that young calves are not well adapted to cope with transport…transport should be avoided where possible, particularly as morbidity and mortality following transport can be high.”

Dr Weeks says:

“Their immune systems are not fully developed”,

which makes them more susceptible to disease. They are also poorly adapted to cope with the temperature changes that can happen during the journeys, and with many other aspects of their transport.

Concern has also been expressed about the conditions of the animals when they arrive in the countries to which they are exported. Once they reach the continent, many calves are reared for veal in conditions so poor that they would be banned in Britain on welfare grounds. They are kept on concrete or slatted floors without any straw or other bedding. Such barren systems are illegal in the UK, as our legislation requires calves to be provided with appropriate bedding. We should ask ourselves why we are sending animals abroad to be kept in conditions that we would not allow in the UK.

The same applies to sheep, many of which are exported from Britain to be slaughtered in France. A few years ago, an investigation of 25 French slaughterhouses by a French animal welfare organisation revealed many breaches of EU legislation that was designed to protect the welfare of animals at slaughter. British sheep are also exported to the Netherlands. A report published earlier this year by a European Union organisation identified a number of serious animal welfare problems in Dutch slaughterhouses. Once the animals leave Britain, we are powerless to ensure that they are treated properly. The National Farmers Union claims that they are treated well before and during transportation, but the recent deaths of sheep that were being transported through Ramsgate demonstrate that that is not always the case.

I consider it highly unsatisfactory that live exports cannot be legally prohibited. In general, I accept that as members of the European Union we sign up to collective laws and that that is part and parcel of the deal, but yesterday I took part in a protest outside Fortnum and Mason about its sales of foie gras. The situation in the United Kingdom is fairly ridiculous: along with 17 other countries, we ban the production of foie gras, but we are not allowed to ban imports from France. PETA—People for the Ethical Treatment of Animals—has carried out undercover filming which reveals terrible conditions, including the grotesque force-feeding of the geese that produce foie gras, but we are not allowed to ban it because of EU free-trade laws, and we are obviously in a similar position when it comes to live exports. I accept, at least for the moment, that we cannot prohibit the trade, but we need to consider how existing regulations can be properly enforced and the highest possible animal welfare standards adhered to.

The last Labour Government tried to strengthen EU regulations. In November 2011, the European Commission published a review of the animal transport regulation— Regulation 1/2005—which stated that severe welfare problems still existed. It called for new ways of improving the implementation of existing rules—including satellite tracking systems, more frequent inspections, and better reporting on compliance by member states—rather than proposing any changes to legislation. In June this year, however, the EU Health Commissioner, who has responsibility for this issue, said that current legislation could not adequately protect animals on long journeys, and that the EC would propose a review of EU legislation including a proposal for reduced transport times. I should be interested to hear from the Minister whether, rather than merely ensuring that the existing regulations are “enforced strictly and rigorously”, as they have said is their intention, the Government would be prepared to support a review of the current legislation as well.

Many MPs and Members of the European Parliament have backed the campaign by Compassion in World Farming to set a maximum limit of eight hours for the transport of animals, and more than 1.1 million EU citizens have signed a petition requesting a time limit. The campaign calls on the EU to amend its legislation so that live animals can never be transported for more than eight hours, and yesterday the European Parliament reaffirmed its support for it.
