Commons ChamberI have personally met the unions and I am aware of their concerns. I have also explained to them the opportunities that this model will create for employees in DE&S. The core DE&S—that is to say the part of the organisation that is responsible for procurement —has about 9,500 people. The hon. Gentleman is absolutely right to say that one of the big challenges at the moment is retaining the highly skilled people. We are losing people to the private sector; worse, we are losing people to other parts of the public sector that have greater freedom to hire. That is why we must address this issue in the way I have outlined today.
In 1984 I was a young major in the Ministry of Defence, and Michael Heseltine, as Secretary of State, definitively told us that he had sorted out defence procurement. It is clearly a basket case and very difficult. How will my right hon. Friend compensate majors and lieutenant-colonels who are doing equivalent jobs to those being done by people from outside the Army but are not getting the same sort of salaries? How will we balance that?
The military component in DE&S is vital. It is a relatively small number—about 1,500 military personnel. They will of course continue to rotate as part of a career development plan on normal military terms and conditions. For the kind of flexibility that I have talked about today, we will need to hire in specialist skills from the commercial sector and that will not alter or affect in any way the very important role that the military will continue to play.

Commons ChamberIf the Secretary of State had been paying a bit more attention, he would have heard me say that it is quite clear that he does not intend to respect any such vote in Parliament. I am sorry, but this Parliament, not Ministers of the Crown, should be sovereign. If he is not confident of carrying his plans for the Army in Parliament, something is fundamentally wrong.
In the time that it will take the Bill to travel through the other place, could we have a report similar to the annual report, so that when the Bill comes back to this House for final approval we would have an idea of the real situation? We could thereby avoid this problem completely and, frankly, it might get the approval of my good friend the hon. Member for Basildon and Billericay (Mr Baron).
I always feel instinctively uneasy when anyone says, “With the greatest of respect,” because it almost certainly means, “With no respect at all.” Of course, I agree with my hon. Friend: of course, we would all love the budgets to be as they were; of course, many of us would like the aid or other budgets cut, possibly in favour of defence; of course, those of us who believe passionately in defence would like to see the defence of the realm maintained as it has been for the past many years; of course, we would like us to achieve the NATO target of spending 2% of GDP—or even the NATO target of spending 2.5%—of GDP on defence, but this is realpolitik and those things are not going to happen.
I will leave that to one side for a moment. We all start from the position of regretting the cuts but realising the reasons for them. On the reserve forces, we all hope the plans in place work. We are all committed to making them work and believe that the reserve forces have done a superb job. In recent years, and as long ago as the first world war, they have made a gigantic contribution to the defence of the realm, and we strongly support that. Everyone in the Chamber is deeply concerned about whether the 20,000 regular soldiers will be replaced by the increase in the TA that is posited. Of course, we are concerned about that, about the recruitment figures and about whether the Secretary of State’s plans will work out. Those are common positions. I suspect that not one person in the Chamber would disagree.
The disagreement arises when we consider what to do about it. The Regular Army is already at about 86,000 or 87,000. By early February, it will be at about 82,760. The redundancy notices have gone out. People are already on their leaving training and getting ready to leave the regular forces. We cannot reverse that. No matter what we do in the Chamber today, there is no magic wand that will reverse it. By the middle of January, the Army will be at 82,760 soldiers. Regret it as we may, we cannot reverse that. The second thing for certain is that, whether or not we have confidence it will work, we will have to set about increasing the size of the reserve forces, their training and their equipment so that they can replace the lost regulars. Those two things are certainties, and regret them as we may, they are going to occur.
The question, therefore, is: what do we do about it? That is the nature of this debate, and it seems to me that there are two possibilities. The first thing we could do, as my hon. Friend the Member for Basildon and Billericay (Mr Baron) seeks to do—I have to admit that I signed his new clause 3—is to write our aims and concerns into legislation. In recent years we have done that in this House on a number of occasions—for example, with regard to the green carbon targets and reducing child poverty. In such cases, there is a law that says, “The Government will do this or do that,” and if it does not achieve those aims there will be some penalty to pay. It is therefore perfectly possible that we could do what my hon. Friend seeks to do by writing into legislation—the law of the land—something that says that the Government will improve our reserve forces in the way described. The alternative approach would be to do what we do with regard to every single thing in this place—to scrutinise what the Government are doing in questions and debates in this Chamber, in Westminster Hall and in Select Committees. We can do that in a variety of ways.
I am very encouraged by the fact that my right hon. Friend the Secretary of State tells me that because of my hon. Friend’s new clause and this debate, he, the Prime Minister and the Ministry of Defence as a whole have been entirely focused on this matter for a number of days. That means we have achieved one of the things we wanted to achieve. We have said to the nation as a whole—it has been wall to wall in the media—that we are deeply concerned about these cuts in defence spending, about the fact that we have an Army of 82,000 that may not be able to do its job, and about whether the re-growing of the Territorial Army will actually occur. However, should we take the further step of writing those concerns into legislation?
Having talked briefly to my hon. Friend the Member for Canterbury (Mr Brazier), I suggest that one way of helping to get everyone onside would be to have a report on the state of the Reserves produced quickly, before the Bill comes back to this House. My hon. Friend thinks, unless he shakes his head to indicate the contrary, that the people to do it would be members of the reserve forces and cadets associations. That could take the sting out of the tail very quickly.

Commons ChamberI do not know whether the hon. Gentleman has seen the information that has been sent out by the war heritage all-party parliamentary group this week, which identifies where there are war graves in our constituencies, but I have found it very moving and extremely helpful. I was grateful to be able to pass that information on to my local history society. The museum intends to do a lot of work with schools, present exhibitions around the town, and put together a world war one trench so that people can get some idea of what local people and volunteers experienced.
Ceri also helped me personally with my family history. I have lived all my life with two faded photographs of Albert Edward Ironside, my grandfather. Apart from a small pocket diary written during active service in France and Belgium, I have his “Soldiers’ Small Book”, the two photographs, his will, and the King George memorial penny that was sent to the families of those who served and died on the front line. My grandfather was a member of the Royal Engineers and responsible for providing signals communication. Ceri and her husband plan to visit all the graves of those from Porthcawl who died, and they have generously offered also to visit my grandfather’s grave. I, too, have visited that grave, mainly because I wanted to take my son and so that my grandfather would somehow know that his life had carried on with four grandchildren and, to date, eight great-grandchildren and nine great-great-grandchildren—none of them mine so far.
The first world war was declared on 4 August 1914. My grandfather left his wife and son—my father, then aged 18 months—and went to Ireland in preparation for the war as part of the British Expeditionary Force. On Thursday 13 August he embarked on the SS Matheson, and arrived in Le Havre on 14 August. The next diary entries for the next few days record lots of rain and a unique experience of the first train journeys to the front:
“Station platforms were all crowded with people to see us go by. We got chocolate and cigarettes in galore and splendid reception.”
On 23 August he records:
“We rested for the day. The war commenced around here at 12 o’clock, the firing was terrible to stand all day and all night. We are about 2 miles from the firing line. Saw 2 German aeroplanes above our head.”
This was the start of the first battle of Mons, and in the next few days the British Army was in retreat. He records:
“Passed through Mons at Bavay stayed at Wwaso for a rest, we were exposed to shell fire for 3 hours before we retired. The shells fell in the town as we were leaving it. We had to leave everything behind us, cables and communications lines as we could not pick them up on account of the closeness of the Germans. We were lucky to get away at all.”
Then the diary jumps.
Most people retreated from the battle of Mons, but two battalions did not—the Norfolks and the Cheshires. They were surrounded and they fought to the last. Even the commanding officer was killed.
I thank the hon. Gentleman for that moving information.
It is less well known that the soldiers who fled lived without food and water, their boots filling with blood from bloated feet. When they arrived at Monthyon, my grandfather records that they
“stayed there for the night properly knocked out both horses and men. We found this place upside down with the people, their houses its terrible to see these poor people on the road in a large cart and they don’t know where to go for safety. It’s heartbreaking to see them.”
We need to remember all those civilians who suffered horrific experiences during the first world war.
The entry for 17 October is revealing:
“Very fine morning, all my chums congratulated me on my birthday. We got a blanket served out to us. We have had nothing to cover us since we came out. Severe fighting is going all along the canal.”
On 29 October he says:
“Terrific firing all day and night. The Indian troops came here to relieve us. They look a fine lot of men—Ghurkhas, Sikhs and Punjabs.”
The diary covers only the first year of the war, and I knew little of the rest of his experience. Ceri, however, helped me uncover more information, and I hope that that is the sort of work that local museums and societies will do for many, bringing their family members back to them.
Ceri also brought to my attention the fact that my grandfather’s first world war medal had recently been sold. I thank the hon. Members for Beckenham (Bob Stewart) and for Westmorland and Lonsdale (Tim Farron) for their help in trying to get Britannia Military Antiques and Collectables to bring that medal back to the family. Sadly, despite all the efforts, including letters, e-mails and telephone calls, so far I have not been successful.
Families need to take ownership of the family members who died on behalf of their communities and their country. This is a chance for the country to honour those people and bring them back from the cold.

Commons ChamberAt the risk of causing her to blush, I am happy once again to praise my hon. Friend the Member for Portsmouth North. I should say to my hon. Friend the Member for Canterbury (Mr Brazier) that no decision has yet been taken about whether the old River class vessels will be retired after the new OPVs are brought into service. That decision will have to be made in SDSR 2015 based on the ongoing budget challenges of maintaining additional vessels at sea. That will be a decision for the Royal Navy.
Most people suggest that our biggest defence capability is not in maritime patrol aircraft. I am no expert—although I can see that there are many naval experts in the Chamber—but could this new River class OPV, with its enhanced length and helicopter deck, also be used to cover the gap between 240 nautical miles, the distance a land-based helicopter can go out from our shores into the Atlantic, and the 1,200 nautical miles for which we are treaty responsible? Could it perhaps play some sort of MPA role in that area?
I have not looked at the specification in detail, but I do not envisage that the thing will be able to take off and fly. I understand the point that my hon. Friend is making, however, and we are conscious of the gap in maritime patrol aircraft capability. It is one issue that will be addressed in SDSR 2015 and we will manage the gap in the meantime through close collaboration with our allies. We are considering all the options, including, potentially, the use of unmanned aerial vehicles in a maritime patrol role in the future.

Commons ChamberI am sorry that I disappointed the hon. Gentleman, who had clearly got his facts wrong when he stood up the first time. This Ministry pays 92% of bills within five days, and we make arrangements specifically for small and medium-sized companies to make part payments to assist them with their cash flow. I would be happy for the hon. Gentleman to write to me if he has any other specific evidence to substantiate his claim.
May I ask my right hon. Friend what percentage of the £1.8 billion allocated to bolster reserve forces has been spent already?
I cannot give my hon. Friend a precise answer because some of the money is committed to infrastructure, and some to equipment programmes that are in the process of being rolled out. Perhaps I can offer him a written answer that will provide some indication of where we are in this process.

Commons ChamberThe first responsibility of any Government is the defence of the realm. I put that point to the Prime Minister on the Floor of the House and warned him that on his watch the size of the British Army will fall to the level it was at the time of the battle of Waterloo.
I have considerable sympathy with the points that are being made about saving 2nd Battalion the Royal Regiment of Fusiliers. As a member of the Select Committee on Defence, I will not venture too far in that direction, but I will say that I have placed on record my reservations and concerns about where the replacement of regulars of reservists will get to. I pointed out in an intervention on my hon. and gallant Friend the Member for Basildon and Billericay (Mr Baron) the fact that the current issue of Army Reserve Quarterly states:
“These changes are not in isolation: they are part of rebalancing Her Majesty’s Forces in light of the country’s needs and resources in the years ahead following the 2010 Strategic Defence and Security Review, Securing Britain in an Age of Uncertainty.”
It goes on to say:
“The changes being made are modernising the Army to face an unpredictable future, transforming the Army to one that is affordable, wholly integrated, designed to be adaptable, and ready to meet the challenges of the future.”
My fear is that we might perhaps have a generational challenge in the leadership of our major political parties. I am of an age that I can remember the aftermath of the second world war and other conflicts, so I feel that reducing the size of Her Majesty’s armed forces to even lower numbers than present is not in the national interest. Today’s edition of The Daily Telegraph, a paper that I follow—
I am grateful to my hon. Friend for providing a word I was struggling to find; it was not my original thought, but it will do.
The Daily Telegraph reports today:
“Controversial plans to restructure the Army are ‘failing’ because cuts to the defence budget are putting off potential new soldiers…according to a leaked document”,
and:
“The memo, which is understood to have had wide distribution within the Ministry of Defence, says that ‘disappointing’ recruitment to the new Army Reserve means that targets for a larger part-time force will not be reached.”
It goes on to quote that document, saying that
“the Army faces ‘increased risk to its structure and operational capability’”.
The full-time Army has been cut from 102,000 to about 82,000 and five battalions will be axed. As someone who would desperately like to see 3rd Battalion the Royal Anglian Regiment reinstated, I well understand why people are anxious about battalion cuts. The cuts are supposed to be offset by a major expansion in the part-time reserve force, which is expected to grow from 19,000 to 30,000.
It is a pleasure to be the first Liberal Democrat Member to welcome you to the Chair, Madam Deputy Speaker, and to wish you well. Of course, my hon. Friend the Member for Colchester (Sir Bob Russell) welcomed you when you were waiting in the wings and I am sure he shares my view that your eye should never stray far from the Liberal Democrat Benches.
The Royal Regiment of Fusiliers has a huge, historic association with my constituency. The regimental headquarters of the Royal Northumberland Fusiliers was in Alnwick and its museum is still there. The regiment also has a major Fusilier Territorial Army centre and the benefit of very good recruitment areas, which is why it is such a well-recruited battalion. The north-east, Lancashire, the midlands and London could hardly be better places for recruitment.
The defence plans, which have been widely discussed today, involve a significant and risky reduction in regular numbers and are dependent on a massive increase in reservists on a scale unprecedented in modern times. Two things follow from that. First, we need to make sure that we achieve regular recruitment at the necessary level, organised in a regimental structure that supports efficiency of operation. Secondly, we need to make sure that we do not take out regular strength until we can be sure that we have the reservists to replace it.
That brings me directly to the mistake that I think has been made, namely the disbandment of the 2nd Battalion the Royal Regiment of Fusiliers. On Tuesday, hundreds of Fusilier veterans marched on Whitehall—it was a truly magnificent sight—after we had presented a petition to Downing street.
Based on the logic that we should keep regulars until we have reservists to take their place, we should mention in the same breath the other three regiments that are being lost, including mine, the Mercian Regiment.
It is a great pleasure to see you in your new position, Madam Deputy Speaker.
I will talk about why the regimental system is so emotive for so many people in this House. I was in the Army, but I really wanted to join the Royal Air Force because my father was an RAF officer. However, he rather ruined it for me when I discovered that I was colour blind. I said, “Dad, that means I can’t fly and I can’t join the RAF.” He said, “That’s right son.” I said, “What about the Navy, dad?” He said, “Starboard and port are red and green. You’ve got to be able to see those.” So I said, “What about the Army?” He said, “Son, the Army will have anyone.”
When I got to Sandhurst, I discovered that the Army was not just the Army, but that I had to go in for a regiment. I did not really understand that. I lived in Cheshire and went to school in Essex—I was an Essex boy. I ended up being interviewed for the Cheshire Regiment. It was weird. I did not really understand what the regimental system was until I got to the regiment in Bahrain on 25 July 1969. When I arrived, I was suddenly taken into this very proud organisation. I discovered that the Cheshires had real ethos and spirit.
I was taught regimental history very rapidly. I was taught that the colours were the heart of the regiment and that they were carried by subalterns. Everybody in the Chamber will remember the story of the two young officers who were given the colours in 1879 to cross the River Buffalo in South Africa and died saving the colours. Essentially, the colours were the regiment. That gave great character to each regiment.
I did not understand how much that tradition mattered until I went to Londonderry later that year. When I lost a third of my platoon, I saw why regiments were so important. My men went back into the regimental system and said, “We’ve got to do the right thing.” Twelve years later, I saw that pride in action again when I lost six men at Ballykelly on 6 December 1982. When I buried six of my soldiers, four of their mothers put their arms around me and said, “We understand how you feel.” That was amazing. That is why the regimental system is so important to Government and Opposition Members. The regiment is a family and it acts like that. It gives the Army huge strength in adversity. That is why it is so important and why we must preserve it.
On Monday, I hosted a visit to this place for 15 soldiers and officers from my old regiment. I reminisced fondly about my time in the regiment. They tolerated an old man’s yearnings. However, when I looked at them, I could see that they were not with me. They had a different view. They were not the Cheshires that I had been in; they were another lot. Since 1 September 2007, they had been in 1st Battalion the Mercian Regiment and they were no longer the Cheshires. They had a new regimental identity that had been bonded in battle on two severe tours in Afghanistan. I realised that the way that I looked at things was all over and that a new generation was coming. I do not like it, but I have to accept it. Fundamentally, there are some things that we must accept.
I do not want 2nd Battalion the Royal Regiment of Fusiliers or any other regiment to go. I do not think that the reserves are getting the recruitment that is needed. Old regiments do not die; they fade away, just as those that made them go to their makers. Those of us who have served and have seen our comrades in action have great difficulty in accepting change—I do not like it, and I will fight tooth and nail to keep the Royal Regiment of Fusiliers, and the other battalions. Sometimes, however, we will have to accept that we cannot do that. That is why people such as me, and other hon. and gallant Members from across the House, are fighting so hard for their local battalions and regiments.
I have 16 seconds left, so let me say this: please do not confuse regiments and battalions. A regiment consists of many battalions, and many of those battalions are from previous regiments. My time is up. Think of previous battalions.
In that, as in most cases, the Government are very wise.
I am pleased to be able to speak in the debate. I shall ask three brief questions. The first question, to the House, is this: do we need to restructure our armed forces? We had not had a review for many years. Given the military deficit that the Labour Government left the current one, if Labour were still in power—heaven forefend—it would have had to have one.
The second question is whether we need to rebalance the armed forces in favour of the reserves. Broadly speaking, that is the right thing to do. I disagree with my hon. Friend the Member for Basildon and Billericay because in this post-cold war asymmetrical world he referred to, it is not appropriate to have an overwhelming number of regular forces. It is more appropriate to have a flexible reserve-based force. Our allies are doing that. In 1990, our Territorial Army was more than twice the size than the proposed Reserve Army, so I do not think that having approximately 30,000 reservists out of a total of 120,000 in our armed forces is inappropriate.
There have been many reforms and there has been opposition to them. There was opposition to “Options for Change” a generation ago, and to the Keith Speed reforms in 1980. There was opposition to the changes in 1959, and I am sure there was opposition to Edward Cardwell’s reforms in 1872. The question is not so much whether reform is wrong, but whether the Ministry of Defence has got this reform right. Broadly speaking, I think it has. The question we are asking ourselves is can we recruit enough people into the reserve to match the draw-down of our regular forces at a time of falling joblessness and increased career alternatives for young people? The answer is yes, if we get it right.
The regiments will have gone by 2015, and on any optimistic assumption the reservist plan will not be complete until 2018. There is a three-year gap.
Gap planning is the trial and tribulation of any organisation. Businesses all around the country have to deal with gap planning, particularly when people who are in the reserves need to go on deployment or training. The issue for many such firms—I used to be involved in an organisation that had a lot of reservists going on deployment—is not so much planning for 40 days away, because that is something that can, to a greater or lesser extent, be planned for; the challenge is ensuring that there is somebody to step temporarily into the reservist’s role, that the handover is done effectively, the person is able to discharge their other responsibilities while stepping into that role, and, when the reservist returns, that the handover back is smooth. Making sure that those sorts of challenges are dealt with is one way for companies big and small to be confident about recruiting and retaining reservists. That is particularly important for firms whose bread and butter is deploying their resources at their clients’ sites. They have to consider what their clients might think of their staff leaving and coming back for periods of time.
The key message for the Minister, who is knowledgeable about these matters and is committed to our armed forces, is to ensure that big and small businesses recognise the advantages of having reservists on their books. Most firms put great store in training and skill capability. They need to know that the MOD, the Army, the Air Force and the Navy will train the reservists on their books, giving them the skills that their firms want, need and can use. As my hon. Friend the Member for South West Bedfordshire (Andrew Selous) said in a very good speech, it is incumbent on the MOD to work with the Federation of Small Businesses, the CBI and local chambers of commerce to ensure that businesses know the value of the training that reservists will receive, so they are more likely to want to recruit and retain them. If we do that, we can move further and faster towards the objective the Minister hopes to achieve, and this change in the deployment of our resources will be successful.

Commons ChamberT6. What chance is there of our reintroducing a maritime patrol aircraft in the near future?
As I believe my hon. and gallant Friend knows, the air ISTAR—intelligence, surveillance, target acquisition and reconnaissance—optimisation study is looking at our defence requirements and capabilities in air-based ISTAR, including maritime patrol, to inform decisions as part of the strategic defence and security review in 2015. A range of options is being considered, including unmanned air systems for maritime surveillance. If he is available next week to go to the ExCel centre—rather than the O2 centre which I mentioned earlier—for the Defence and Security Equipment International conference, I am sure that he will see some of those systems on display.

Commons ChamberI do not know whether the hon. Lady was in the House for my statement on the reserves. If she thinks that closing Army Reserve bases is about saving money, she has the wrong end of the stick. It is about delivering the commitments that we have made to the Army Reserve about training, equipment and proper organisation. It is about reflecting the changes in the regular Army and our commitment that reserve units will be paired with regular Army units.
I cannot answer the hon. Lady’s specific question at the Dispatch Box, but I will write to her. The vast majority of sites from which we are withdrawing Territorial Army or Army Reserve activity will remain because they house cadet units that will continue, so that is likely to be the case. This is not about saving money; it is about organising the reserve forces in a way that allows them to make their vital contribution to Future Force 2020.
The White Paper details a comprehensive package of changes that will allow us to create the integrated regular reserve force of the future. A small number of the planned changes require primary legislation. The first of those is the renaming of the Territorial Army. The TA was founded in 1908 and has served this country superbly in peace and in war. However, today’s TA soldiers have a function that is far wider and more important than the original home defence role envisaged by Haldane. As we reshape the Army—regulars and reserves—for the 21st century, it is right that we change the name of the TA to the “Army Reserve” better to reflect its future role. The Bill also provides for the consequential renaming of the Army’s ex-regular reserve force as the “Regular Reserve”.
Reflecting the integral role that reservists will play in almost all future military operations, the Bill extends the powers to mobilise reservists across all three services. Under the Reserve Forces Act 1996, reservists can be mobilised only under specific circumstances. The Bill will enable reservists to be mobilised for the full range of tasks that the armed forces may be asked to undertake.
This is just a small point, but I recall that the Territorial Army was deployed to the 1st British Corps of the British Army of the Rhine, so it has not dealt just with home defence.
My hon. Friend is absolutely right. The role of the Territorial Army has evolved and it will evolve further. My point was that when Haldane introduced it in 1908 by consolidating the county militias, he had in mind a home or territorial defence role, which the name reflects. I am happy to agree with my hon. Friend that the role that the TA has played over the years has been substantially greater than the role envisaged for it originally.
Hon. Members on both sides of the House have raised concerns over the possibility of employment discrimination against reservists. The Bill provides improved employment protection by allowing a right of access to the employment tribunal without a qualifying employment period for an unfair dismissal claim where the dismissal relates to the employee’s reserve service. Separately, there is already a criminal offence of dismissal because of call-out for reserve service.
However, we recognise that there is a perception among many reservists that they are disadvantaged in the workplace by their reserve service. We believe that the changes that we have set out in the White Paper will greatly improve relations between reservists and their employers, but we take the issue of discrimination against reservists very seriously. We have established a webpage through which reservists can report incidents of perceived discrimination and we will investigate them. If we find that there is a case for further action, we will take it. We will consider whether further measures may be taken in the next quinquennial Armed Forces Bill, which is due to be introduced in this House in 2015.
If the sensitive areas were for UK eyes only, that is a protection normally for intellectual property rights. The problem for the defence industry is what is commercially in confidence—increasingly being called “soft IPR”—which is in no way covered by the provision my hon. Friend mentions, as he knows. The problem is that knowing how a particular contractor has structured a particular contract, which the management company must know—otherwise, there is no point in having it—means that that kind of information must be known to it, and it is extremely valuable material. He was quite right to say in his previous intervention that the danger already exists. However, the only way to produce an enforceable mechanism that deals with it cannot cover foreign employees who go back to America, or indeed anywhere else, although I think that we would be unlikely to take employees from another country.
My main point concerns reserve forces. I strongly support part 3 of the Bill and the Government’s measures on reserves, and I was delighted to hear the shadow Defence Secretary give a broad welcome from the Opposition Benches to those measures. I will not go into the provisions in the Bill except to say that one or two—special support for SMEs, for example—are especially welcome, as is greater protection for employees who are reservists. Instead, I suggest that the Bill could provide a vehicle for reforms in the governance of reserves. Such reforms were highlighted in the report by the independent commission to review the United Kingdom’s reserve forces, on which I was privileged to serve, as we are a long way out of line with arrangements in other English-speaking countries.
Our report looked at three areas of governance, one of which was for transition. The other two areas were senior appointments, and the role of the reserve forces and cadets associations and, when considering those two matters, it is important to ask what is happening abroad. I have focused on English-speaking countries because there is little point in looking at countries that have recently given up conscription. The most obvious example of a country that gave up conscription a long time ago—France—has gone down a route that Britain will never follow in having an armed gendarmerie trained effectively as an army reserve, including a big reserve component of its own. Therefore, the US, Canada and Australia seemed to the commission, and seem to me today, to be the best comparators.
In truth, those countries—I say this with no pride at all as somebody who has extensively visited their armed forces—have consistently had, year after year, much lower personnel turnover than our reserve forces, and they often get better turnouts for periodic training. The National Guard units that I visited in Afghanistan had a staggering 98% turnout for that operation, and the officer recruiting level of all those other countries is much higher than in the UK. Reserve forces in those countries have a larger place in society than our Army Reserve, and I fully endorse and totally support everything the Government are doing to expand that role in society. Above all, reserves in other countries have much more experience than us of deploying formed capability rather than simply being used as a part-time personnel service, as has been forced on the reserves over the past few years.
I totally understand and accept the majority of what my hon. Friend is saying, but to compare us with the National Guard is somewhat misleading. National Guard units are often mobilised and deployed for long periods of time, whereas our system will bring someone in for six months’ operations, presumably with three months of training before and three months afterwards. That is not as long as National Guard units serve, which obviously makes them almost regular, at least in spirit.
My hon. Friend has been misinformed about that. An impressive airborne cavalry unit that I visited in Kabul was one of a small number of units that had had the misfortune a few years ago of being part of the only experiment by the Americans in recent memory of trying to call people out for more than 12 months. The US has the same limit as us in the UK and has agreed never to repeat that experiment because of the painful experience. Such units operate on the same 12-month cycle as we do.
I do not say this to run down our reserve forces in any way, but when those forces were used as formed bodies, they served extremely well despite the handicaps they faced. One thinks of a company of reservists from the London Regiment, who in their time in Afghanistan were reputed to have killed 45 members of the Taliban. They got an incredible endorsement, which I quoted in the House, from their Brigade Commander, Brigadier—now General—Lorimer. I also think of my own former unit, which deployed a squadron that got three military crosses. However, I want to make the point that, in terms of yardsticks, we are behind the curve. I welcome all the Government’s efforts to move us up the curve, but we have to recognise that governance is an important part of this.
I draw the House’s attention to my interest as a member of the reserve forces. I should like to start by paying tribute, as others have done, to the two reservists who died on the Brecon Beacons. My thoughts are with them and their families, and with their colleague who is still ill in hospital. I would also like to associate myself with the comments of the hon. Member for Merthyr Tydfil and Rhymney (Mr Havard) about the volunteers who assisted the reservists on that day. I am glad that he was able to put our thanks to them on record.
There clearly needs to be an inquiry into the incident, but I want to take this opportunity to put on record my sadness at the line being taken by some people, whom we might call “reservist sceptics”, that the death of those two young men is evidence that we cannot rely on reservists. We have lost those two young men, but in the past we have lost people from the regulars, too. We need to wait for an inquiry to find out what went wrong in this case, and there should be no attempt in the meantime to draw conclusions or wild and false deductions from this tragic event. I hope that all Members will support those sentiments.
I thank my hon. and gallant Friend for letting me speak. As a company commander, I very nearly lost two regular soldiers on a 12-mile march in Akamas early one morning. They suffered heat exhaustion followed by heatstroke, but their lives were saved because we were near water—the Mediterranean. We chucked them in until the rescue helicopters came. Anyone who suggests that the two young men died on the Brecon Beacons because reservists are in some way substandard is way out of line. I suspect that all hon. Members would agree that such an assessment is fallacious and wrong.
I am grateful for my hon. and gallant Friend’s intervention, as his experience in this matter will back up my point.
In my experience, reservists are extremely dedicated individuals who have to reach the same standards as the regulars. The joint training between the two, instigated in the past few years and which it has been my privilege to experience, has been very powerful indeed. To achieve the recruitment and training we need for our future reserve forces, we need to focus on the detail and the dry administration: we need to ensure that people are getting their medicals swiftly; and their identity cards, joint personnel administration accounts and insurance cover need to be processed quickly if we are to retain interest from new recruits and deliver the throughput we need to regenerate that capability.
I am extremely pleased at the attention given and the offer made on strengthening the package not only to reservists, but to their employers. That is an excellent piece of work. I also hope that we will be able to focus on problems that lie in particular professions, where reservists are having real difficulty in meeting their training and deployment commitments. Anecdotally, teachers always seem to top that list, but one would think that that profession would be well geared up to cope with reservists, given the supply teaching system. I hope the Minister will be able to give that some attention.
There has been much focus on the issue of reserve forces as the major challenge facing the MOD, but I would argue that it is tiny in comparison with the challenges on Defence Equipment and Support. What we have had has not been fit for purpose; earlier in this Parliament, I highlighted the case of a frigate that was deployed to Libya with no defensive weapons on board. Historically, we seem to have been incapable of getting what we needed, where we needed it and in a state in which we could use it. It will be some time before these reforms come into effect. They are very much needed and I very much welcome them, but they will not take effect immediately. I hope that the Minister can provide reassurance that the status quo will not remain in the interim. We cannot wait for this Bill to take effect for further progress to be made; we need further improvements now. I very much recognise the considerable progress that has already been made, but it must continue and pick up pace.
Immense changes lie ahead for our armed forces and in how we procure for them. We must seek to protect our sovereign capabilities and the unique research, development and supply chain networks so evident in constituencies such as mine. We need to have a clear vision of what industrially is in our national interest. We need to consider: what technology should we be investing in with our research and development funds? What do we build enough of over a given cycle? What is genuinely innovative? What kit could we be using in trade deals, for example? To which countries should we be exporting? Clearly there are countries to which we do not want to sell particular kit, but it might be to our advantage, for diplomatic and defence reasons, to sell them naval assets to protect their oil platforms, for example. Outside the MOD we need a more sophisticated view on exports.
Much scepticism has been expressed in the Chamber this afternoon about an off-the-shelf approach, but people could be very reassured by reading the White Paper produced by my hon. Friend the Member for Mid Worcestershire (Peter Luff), who is no longer in his place. [Hon. Members: “He is over there.”] I am glad that he is here for the pat on the back that I am giving him. That excellent White Paper captured the necessary subtleties when considering whether to retain particular sovereign capabilities and focusing on our national interests. We need to learn from the example of the MARS tanker contract, which he cited, because although a proposal might seem on paper to be the best decision for the budget and the procurement process, we must be aware of its knock-on effects on the supply chain. A number of companies would have found it difficult to get a foot in the door to supply kit for that project, including large companies with an export rate close to 50% of what they produce. We must learn from such experiences and guard against throwing the baby out with the bathwater.
For understandable reasons, the previous strategic defence and security review was not strategic enough. We therefore must ensure not only that the next one is strategic, but that a strategic approach permeates our defence procurement, because only then will we get the best value from our budget.
If the Minister will forgive me, I shall conclude by returning to a campaign about which he has heard me speak many times. As he sorts out the tangled mess of contracts that he has inherited, I hope that he will consider the case that building two ocean patrol vessels for the Royal Navy would be the best use of the budget. Obviously, I would want them to be built in Portsmouth, which would give the city a couple more years to put in place an excellent plan for the future of the dockyard. It would provide the overstretched Royal Navy with a couple more hulls, as well as freeing up the existing and future frigate fleet from undertaking tasks for which, frankly, frigates are not needed. I have bored the Prime Minister, the Chancellor and Ministers from the Ministry of Defence to the Department for Environment, Food and Rural Affairs about this, and I thank them all for giving up their time to listen to me.
It is a pleasure to be the tail-end Charlie in this important Second Reading debate. I begin, as others have done, by declaring an interest as a member of the reserve forces and the military stabilisation and support group.
While listening to this very interesting and informative debate, I had flashbacks to my time serving as a regular officer and some of the procurement problems our troops had with equipment, including the ever-promised better radio. The Bowman radio is now in use, but back in my day it was just a vision. We had the old Clansman set and must have been one of the few armies across the world still using open voice procedure that was not even encrypted. The SA80 was issued to us, only to be recalled because of problems with the catches. It was then mended and given back to us at double the cost of the original contract.
I am grateful for the opportunity to speak in this debate and to place on record my gratitude to the Government Front Benchers for the work they have done not just in this area but right across defence. They deserve to be commended, particularly on procurement, as does my hon. Friend the Member for Mid Worcestershire (Peter Luff), who worked very hard when he had that portfolio.
The Bill is a reflection of how seriously this Government take defence matters and is another significant milestone in Ministry of Defence reforms since 2010. We have seen improved operational decision making, thanks to the National Security Council, and the creation of the Defence Board, the primary MOD decision-making body, which under the previous Government did not include the Secretary of State. We have seen the introduction of real-time control of major equipment programmes in order to stop spiralling costs and delays, and the major projects review board is taking note of and monitoring the top 20 programmes. A focus on British exports has led to an increase in the world market share, boosting support for our small and medium-sized enterprises, and the completion of the long overdue basing review ensures that Her Majesty’s forces are now represented right across the Union. We have also developed an exit strategy from Afghanistan after inheriting a war that had no clear mission, and we have enshrined in law, through the military covenant, the nation’s lifelong duty of care to those who serve in the armed forces. Finally, as has been said time and again, the Secretary of State and his team have, after inheriting a defence budget in deficit, managed to balance the MOD’s books.
Those reforms continue with this Second Reading debate, which has focused on two main areas: the way in which equipment is procured, and the balancing of our regular and reserve forces. It is important to understand the landscape this Government inherited. I am afraid that a glance at Labour’s efforts on procurement makes worrying reading. The majority of the equipment projects ran over budget, as explained in detail by the National Audit Office major projects report of 2010. The hon. Member for Dunfermline and West Fife (Thomas Docherty) and others are right to say that many legacy issues go further back in time, but during my time in the British Army—and certainly during my time in Parliament —we always asked why the issue of procurement was not being grasped in the way it has been today.
I thank my hon. and gallant Friend for allowing me to intervene. I was a staff officer in the Ministry of Defence in 1984, when the world was black and white. I well remember Michael Heseltine introducing a system called “lean look and sharp sword”, which we were told would sort out procurement for ever. I totally agree with the hon. Member for Dunfermline and West Fife (Thomas Docherty), who implied that we have not got the answer to a maiden’s prayer. Whatever we get, we will still have—
Order. We need short interventions, not major speeches at this stage. I am sure that the question is coming.
There is no question; it is a statement. We have not got the solution and we will still have a problem.
I am very grateful for that statement. My hon. Friend makes an important point. A concern that dates back even to those times is that many of those who have been in charge of procurement have not stayed in their posts for long. Indeed, the people in uniform who filled those posts would spend six to 18 months on a project and, once they were conversant with it, would be rotated out and back to a front-line posting or elsewhere, and all that knowledge would be lost. The mistakes were made because the knowledge was not passed on correctly.
I want to look at some of the big issues that have been mentioned in this debate. The Queen Elizabeth class carriers project, which started in 1998, was deliberately delayed by the last Government at a cost of more than £1 billion. The cost of the Nimrod spiralled out of control. Nine aircraft cost as much as three space shuttles. That was outrageous spending. When we came into government, we decided to stop that process, because not one of the aircraft was able to get an airworthiness certificate and get into the sky.
The Typhoon has also been mentioned many times: an example of procuring for the last war rather than looking ahead. It is a cold war fighter plane that is unable to hit anything on the ground. Not only does it have no ground attack capability—[Interruption.] If the hon. Member for Plymouth, Moor View (Alison Seabeck) wants to intervene I will happily give way; if not, I ask her please to listen to what I am saying.

Commons ChamberI am grateful to the right hon. Gentleman for allowing me to refer to that matter in detail. Part of the structure change relates to a new focus on reservists’ contributions to cyber-defence. Alongside the traditional image of the reservist, we are looking for people who spend their week sitting in front of a screen, perhaps working for one of the big IT companies, but who relish being able to deploy their skills in a more operational environment. We will specifically recruit cyber-reservists, who will not necessarily have to have the same levels of fitness or deployability as reservists in general if they are willing to deploy to add to our cyber-defence capabilities at UK locations on a routine basis.
I hope very much that we will get 30,000 trained and deployable reservists by 2018, but over the past year recruitment to the Territorial Army—the Army Reserve, as it will be—has not been great, so I am slightly pessimistic. In 2018, will the armed forces be blamed if 30,000 reservists are not fully trained and deployable?
It will be for individuals to point the finger, although I can guess where it is most likely to be pointed. I should say that, having previously declined sharply, numbers have stabilised. Of course that is not enough, but it is at least a start; the hole is not getting deeper. The purpose of announcing the measures in the White Paper is to provide the backdrop for what will now be an aggressive recruiting drive to bring through the recruits who in two years’ time—it will of course take two years—will have become fully trained members of the reserve forces.

Commons ChamberThe hon. Gentleman, who served with such gallantry, makes an important point. The work that COBSEO—the Confederation of Service Charities—is doing could be important in this regard. Understandably, a plethora of new organisations has been created, born out of the remarkable emotion in the country whereby people wish to do something—anything—to support our armed forces. In a little while I will announce one more organisation that will be doing important work in future. I hope that the hon. Gentleman shares my sense of satisfaction about that.
Through the veterans interview programme, about which I have just spoken, we are working in partnership with some of the nation’s largest employers. This morning, in another partnership with business, I updated the Opposition’s Fighting Fitter campaign, through which health and leisure centres provide discounts for members of the forces and their families. Five national health companies are taking part: Nuffield Health, Pure Gym, David Lloyd, Virgin Active and ukactive. Between them, they have more than 450 sites that will offer discounts for the armed forces. We hope that others will do the same this weekend and beyond.
I was joined at the launch this morning by an Olympic athlete. When I tweeted that fact earlier this morning, people got in touch to find out which Olympic athlete would be joining me on the publicity trail. The top suggestions were Jessica Ennis and Sir Chris Hoy. However, if you will forgive me on this one occasion, Madam Deputy Speaker, for the misuse of parliamentary terminology, it was not Sir Chris Hoy, but another knight: our very own Sir Ming Campbell. As the House will know, he competed a blink of an eye ago in the 1964 Olympic games in Tokyo. His other claim to fame, as he has said before, is that he defeated O. J. Simpson on the running track. We were joined, I am pleased to say, by the Chairman of the Defence Committee, the right hon. Member for North East Hampshire (Mr Arbuthnot), in the House of Commons gym in an all-party show of support for the Fighting Fitter campaign.
There is no chance of me ever being an Olympic athlete. I would like to inform the House what happened when the shadow Secretary of State visited the Marines. Apparently, they sent him on a run and he beat the lot of them. Since then, they have never recovered.
Defeating the Marines in a run is one thing; defeating the shadow Chancellor in the marathon is another. I know which one I will pay for the longest. I think that he was only two hours behind me —[Interruption.] However, I do not keep records of these things and, I am sure, neither does he.
Let me get back to what I am meant to be reading out. The Opposition believe that it is vital to protect through anti-discrimination legislation those who protect our nation. As my hon. Friend the Member for Coventry South (Mr Cunningham) said, recent polling shows that one in 20 service personnel have suffered abuse in the street. My hon. Friend referred to the attitude of businesses in the survey. A private Member’s Bill presented yesterday by my hon. Friend the Member for Dunfermline and West Fife (Thomas Docherty) proposes that abuse of the forces should be treated as aggravated, thus guaranteeing specific punishment for those who attack our forces. The polling also demonstrates that 18% of service personnel have been refused service in a public place. The Bill also proposes to outlaw discrimination against members of the forces in the provision of goods and services. That is vital if we are to tackle disadvantage that arises from military service. Although I am certain that the Bill can be improved technically, I hope that it will gain cross-party support.
We hope that the whole House will support the initiatives that I have mentioned: the veterans interview programme, local armed forces champions, the Fighting Fitter campaign and the anti-discrimination legislation. I look forward to hearing from the Minister, whom we also did not invite to our session at the gym this morning. I hope that he will reflect on each of those initiatives which, although launched by the Opposition, are free from party politics.
I congratulate Her Majesty’s Opposition on the spirit of the motion and both the right hon. Member for East Renfrewshire (Mr Murphy) and the Minister of State, Ministry of Defence, the right hon. Member for Rayleigh and Wickford (Mr Francois), on their speeches. In endorsing everything said from both Front Benches, I wish to put on the record my appreciation of 16 Air Assault Brigade, which is based at the Colchester garrison. I wish to praise all the armed forces charities, including Combat Stress, Veterans Aid, the Royal British Legion, Help for Heroes, ABF The Soldiers Charity, formerly the Army Benevolent Fund, SSAFA and a host of others, including regimental charities.
The Minister referred to the military wives choirs, of which there are now about 80, which I think is an incredible achievement in a relatively short period. I pay tribute to all those choirs. I am particularly proud of the Colchester military wives choir, because earlier this month it had the great honour of representing this country and the military wives choir movement at the Canadian international military tattoo in Hamilton, Ontario. I know that they were warmly welcomed because I was there cheering them on.
I referred earlier to military bands, which I believe are an important part of the fabric of this country that bring together the armed forces and the general public. In 1997 there were 29 Army bands, but today there are 22. Only last week, in answer to a written question, the Minister said:
“The number of army bands is currently under review as part of the Future Music 2020 re-organisation programme, although no decision has yet been made.”—[Official Report, 19 June 2013; Vol. 564, c. 720W.]
I sincerely trust that there will be no further cuts.
Military bands actually have another role in battle. I used my military band to calm down a situation. In particular, I remember a piper playing on the roof of my building, which stopped the battle completely. People were perhaps wondering what the noise was, but it worked amazingly well. Military bands are very important in war.

Earlier this month the Treasury put out some ignorant comments about the number of Army horses and tanks. Following that to its logical conclusion, I assume that next year’s trooping the colour will take place on bikes.
It is a real pleasure to speak in this debate. There is an incredible amount of expertise on and passion for the armed forces in Parliament, as we have heard today, and as the secretary of the all-party parliamentary group for the armed forces, it is a privilege for me to be able to see that passion regularly come through in the events that we organise.
I would like to make a few points. They include: the importance of the armed forces as institutions in this country; their changing nature, as the Government seek to replace professional servicemen and women with an increased reserve force following the strategic defence and security review; and the challenges and opportunities that will confront us as we approach the end of over a decade of expeditionary operations.
Since becoming an MP, I have had the opportunity to increase my familiarity with the armed forces, particularly with the Army, a great deal. I have visited British Army Training Unit Suffield in Canada, the armour centre in Bovington, the Army Foundation College for our youngest personnel and, of course, Camp Bastion in Afghanistan. I have spent time everywhere, from my local recruiting office in Manchester to the Defence Academy at Shrivenham. I have done that because if I have to make decisions about voting to deploy British service personnel abroad—putting them in harm’s way—I want to know first hand about the training, equipment and preparation they have received.
The high standard of training and the professional identity of armed forces are extremely impressive. The British armed forces are among the best—if not the best—in the world. I believe that that strength comes from three things: the quality of our recruits, the quality of the training they receive, and the common identity that is instilled in our people by the units themselves and, in particular, the regimental system. I am extremely proud of the regiments associated with my constituency: the Mercians, the Duke of Lancaster’s Regiment and the Royal Regiment of Fusiliers.
Everybody in the House is worried about the recent High Court ruling, which has already been alluded to. It is extremely difficult for commanding officers to make decisions that put their men or women in peril, but now they have to consider whether they might be dragged before a court of law for a decision they make in good faith and in the height of a battle. The House has to sort this out and direct the law accordingly.
I appreciate that intervention from the hon. and gallant Gentleman, who speaks with particular authority on this matter. I am glad he has had the opportunity to put that on the record, and of course he can give us a greater insight than perhaps anyone else in the House on that point.
The people I represent have tremendous pride and faith in the regiments associated with my constituency, which unfortunately has had to contend with a considerable number of casualties in Afghanistan. I have seen how the regiments continue to support those families and how they become part of their own family, but I do not think that this is widely understood or appreciated by the public. I cannot begin to understand how a family must feel when, knowing that their child is away on operational duty, they open the door to see military personnel standing there and realise that it cannot be good news. When I talk to families in my constituency who have been in that position, I am impressed by how the regiments continue to support them. I believe that all the branches of the armed forces, but particularly the Army, are fundamentally important national institutions, and part of being a one-nation party means promoting those national institutions that bind the country together. The Army is a particularly fine example of such an institution.
The make-up of the Army is changing considerably under the Government’s plans following the strategic defence and security review. The Army will now comprise a smaller regular force and be more dependent on reserves, as we have heard. I have the greatest of respect for our reserve forces, especially given the role they have played in Iraq and Afghanistan, but this will pose substantial challenges. We should carefully consider what the effects might be on our reservists, their families and their employers, particularly if we find ourselves embarking on another military deployment of a similar scale to the one now drawing to an end in Afghanistan.
Let us consider what we ask of our reserves: we expect them to train in their spare time to reach the same standard as full-time professionals; to be prepared to put their civilian lives and civilian jobs on hold for lengthy tours of duty, possibly involving combat; and then to slot back seamlessly into civilian life at the end of it, only perhaps to do the same again within a year. That puts a real strain on people, so I urge the Government to consider whether the harmony guidelines that exist to maintain a balance between time on deployment and ordinary service will still be suitable for a military comprising a greater number of reservists. We might also have to consider stronger statutory protections for reservists who serve on operations and to promote and praise employers who correctly recognise that it is strongly in their interests to support employees who wish to do this.
The SDSR is not the only reason we should give serious thought to our armed forces over the next few years. As we near the end of our involvement in more than a decade of war in Afghanistan, it will soon be an appropriate juncture to ask what lessons we can learn from that deployment. I am not seeking a grandstanding public inquiry or suggesting a political reckoning; I am simply saying that we must critically evaluate how we have fought and managed this difficult conflict. Do we believe, for instance, that the strategic decisions made were the right ones? Did we initially get our force rotation right? Did the frequent change of tactics with each new deployment hinder our initial progress?
We have made real improvements in Afghanistan, but that has come at a great cost to this country in blood and treasure, so we owe it to constituencies such as mine, which have suffered a lot, and to the armed forces as a whole to evaluate the mission critically and to seek to make improvements for the future. We can never do enough to make our people safer, better cared for and better equipped to succeed.
This Saturday, as we celebrate the contribution our armed forces make to our country, hon. Members should consider how we can maintain the identities and institutions that are fundamental to the strength of our armed forces; what new issues we need to address as reservists play an ever greater role; and what we can learn from more than a decade of fighting in Afghanistan. I am extremely proud of our armed forces, and I believe we must honour our duties to them as dutifully as they protect us.
