As I mentioned earlier, the resilience review will strengthen our approach to resilience across a range of risks we face, including flooding. We have already taken important measures through the creation of the dedicated floods resilience taskforce, the first meeting of which I attended last month.

The provision of blue-light escorts is clearly a matter of operational policing, but last week my colleagues on the London Assembly wrote to the Chancellor of the Duchy of Lancaster asking for an inquiry into the provision of tickets to politicians, including the Labour Mayor of London, and the pressure that was then applied to the Metropolitan police to provide an escort to Taylor Swift. Will the right hon. Gentleman conduct a review so that we can see what happened and ensure that, if mistakes were made, they are rectified and this does not happen again?

These are operational decisions for the police, but I am glad that the person who is currently the biggest pop star in the world was able to play in London, particularly following the threat of a terrorist attack at her previous concerts in Austria. I am glad that the show went on.

The Prime Minister
We have to be very clear that the two-state solution is the only viable long-term route through this conflict. Recognition has to be a question of when, not if. Israel has a right to be safe and secure—it is not—and we must have a viable Palestinian state. However difficult that may seem at the moment, we must never lose sight of that being, in the end, the only political solution to this awful conflict.

We are a year on from when 1,200 Jewish people were systematically murdered. Those who were women were raped and mutilated; 254 were taken hostage into Gaza, and 101 remain unaccounted for. I agree with the Prime Minister that we need to make sure the hostages are returned immediately, but the first aspect of that is ensuring that the International Committee of the Red Cross has access to all those hostages in order to assess their state of health and, indeed, whether they are still alive. Will the Prime Minister press for that, to make sure that we know how many are still alive and can be returned to their families? For those who have sadly been murdered, at least their families will know what has happened to them.

Yes, that is very important. When spending any time with the families, you get a real sense of the agony they are going through, which is made even worse by the fact that they do not have any meaningful information about their loved ones. I agree with the hon. Gentleman: that is an essential step to at least reduce some of the agony.

I can confirm that we will do everything to ensure that there is full accountability, including criminal accountability, where appropriate. I remind the House—as you have done, Mr Speaker—that notwithstanding the strong findings in the report, the last thing that the victims, the bereaved and the community want or need is for anything to go wrong with possible legal proceedings. We must all bear that in mind, but I absolutely understand my hon. Friend’s sentiment. On the contracts, I stand by what I said in my statement.
I concur with my hon. Friend on the resilience and strength of the victims, the families, the survivors and the community. It must have been really hard to give evidence to the inquiry, and it must be really hard to read the details of what happened in this long report. It must be even harder still to read the conclusions about the failures and the dishonesty, so we must pay respect to their resilience and strength.

Very sadly, for most of us this report is not a surprise, because many of the things that were being said over many years have now come to fruition in its recommendations. As the Prime Minister has rightly alluded to, it is clear that the conspiracy around the testing of products must be subject to criminal proceedings. Will he therefore look immediately at some of the recommendations that affect the Government: namely, bringing responsibility under one Department, with one Minister being responsible and answerable to this House, to make sure that action is taken? Secondly, will he ensure that a single regulator is introduced to make sure that the various different aspects that were clearly wrong do not occur again?

I thank the hon. Gentleman for his question, which is really important. We will report back on all the recommendations within six months, but if we can act more quickly on some of them, we will do so straightaway. We have six months to report back, but if there are recommendations that we can accept and move forward, we will do so rather than wait for the end of the six-month period, because it is very important, for all the reasons that he powerfully put across.

As the hon. Member will know, we have the defending democracy taskforce, which is dedicated to this very subject and is led by the Security Minister, my right hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat). We as a team are actively participating in that, and we also work with social media companies and our international counterparts. It is something that I personally put on the agenda at the summit and that I have personally discussed in forums such as the G7. The Deputy Prime Minister is also leading the way with his AI compact. There is no easy answer to this, but we are working in a conciliatory and speedy manner to ensure that we address all opportunities and answers.

The Minister for Data and Digital Infrastructure (Julia Lopez)
The Data Protection and Digital Information Bill before Parliament builds on the high standards that we already have for personal data protection. It strengthens and modernises the regulator so that it can enforce standards must more robustly, to protect people. We are looking at what we can do to strengthen our cyber-resilience and data infrastructure all the time as new technology develops.

I thank my hon. Friend for that answer. It is clearly vital that the enormous amounts of personal data collected by Departments and private companies are safeguarded. I have received a number of complaints about people’s personal data being abused by companies, and indeed about public sector data being sold to companies who then use it. Just this weekend, our Greater London Authority candidate had his phone hacked and his social media destroyed. That is equally important as a demonstration of what can happen to democracy when data is abused. Will my hon. Friend take further action to safeguard people’s personal data?

I thank my hon. Friend for highlighting that case. I regret what has happened to the GLA candidate, which highlights some of the risks in relation to technology. That is why we have high data protection standards, but there is a range of ways in which we need to tackle this problem. We have the national cyber strategy, which is working to ensure that we can deal with the cyber-threats we face. We are taking measures to protect our data infrastructure and trying to do things to stop fraud in the national “Stop! Think Fraud” strategy, as well as new laws on security of devices, such as connected devices. We need to do a whole range of things, but we need to keep making sure that we are vigilant about the risks.

The Prime Minister
We have continued to call on the Israeli Government to do everything they can to protect civilian life, as they exercise their right and duty to ensure security for citizens. I will continue to raise those points with Prime Minister Netanyahu.

Over the weekend Iran effectively declared war on our friend and ally, Israel. When the Prime Minister talks to Prime Minister Netanyahu, he will have to be very careful about how he persuades him to exercise self-restraint. There has to be a menu of options for what the British Government and the British people will do in assisting Israel and resisting Iran. The fundamentals that are required are the proscription of the IRGC, the removal of the embassy here and the return of all those officials to Iran, the return of our officials to the United Kingdom, and the harshest possible sanctions against the regime in Iran.

We have already sanctioned over 400 different Iranian individuals and entities, including the IRGC in its entirety. We continue to discuss with international partners how best we can co-ordinate future actions.

I am not going to take any lectures whatsoever from Labour Members. This is a good time to remind the House that it is only the Labour party that has been sanctioned for institutional racism by the Equality and Human Rights Commission. It continues to disappoint its members. Where is the Forde report? Why is the right hon. Member for Hackney North and Stoke Newington (Ms Abbott) complaining that nothing has been done about racism in the Labour party? We will take no lectures from them.

Despite an overwhelming consultation response and promises from the Government, caste as a protected characteristic still hangs over the Hindu community. We have now established that the current provision could be removed via statutory instrument. Will my right hon. Friend take the opportunity to remove it once and for all before the general election?

I commend my hon. Friend, who has been working diligently on this important issue. Our view is that we need to do that through primary legislation. I recognise that it is important to many of his constituents and others, so I would be more than happy to meet him to see whether we can discuss a way forward.

Later today, I will set out how we are putting more artificial intelligence experts at the heart of Government to drive the adoption of AI right across the public sector. We will not only revolutionise services but increase productivity, cut inefficiencies and save taxpayers millions of pounds. Earlier this month, I launched the Pall Mall Process alongside international allies, which will combat the proliferation of the irresponsible use of cyber-intrusion tools that are commercially available. I am determined that the Cabinet Office will lead the way in seizing the opportunities presented by these new technologies, while guarding against the risks.

I thank my right hon. Friend for his update. Every day this place is combating cyber-security challenges. What action is he taking to ensure that not only this place but the whole of the United Kingdom is safe from Iran, Russia and other hostile elements that want to intrude on our security?

My hon. Friend is entirely right to raise that risk. We live in a more dangerous and hostile world. I am particularly mindful of the risks posed by hostile foreign states such as Iran. We rely heavily on the National Cyber Security Centre, with which we work closely to ensure the security of Government, this House and the private sector. In addition, I chair a ministerial cyber board, where we constantly challenge Departments to improve their cyber-security—which we are improving, but the risks continue to arise.

The Minister of State, Northern Ireland Office (Mr Steve Baker)
The Government are committed to the economic growth of Northern Ireland, working closely with other UK Departments, the newly formed Executive and NI businesses. Our plan includes boosting trade and investment, building on the success of the Northern Ireland investment summit last year; levelling up Northern Ireland’s economy, including through our city and growth deals worth £617 million; and implementing the key deliverables of the “Safeguarding the Union” Command Paper. Only last night, I attended Retail NI’s supplier showcase, and I am very grateful to have made it back first thing this morning.

I am most grateful to my hon. Friend for his insightful and well-rehearsed question—well-researched question. [Laughter.] Perhaps I should not have got that early flight after all, Mr Speaker.
As we set out in the Command Paper, as we transition to the UK internal market system, we will provide clear legal direction to the Department of Agriculture, Environment and Rural Affairs and other UK Government authorities, through our risk management approach, to eliminate any physical checks when goods move within the UK internal market system, except those conducted by UK authorities and required as part of a risk-based or intelligence-led approach to managing the risk of criminality, abuse of the scheme, smuggling and disease risks. I recognise the importance of my hon. Friend’s question, and I will update the House on our plans in greater detail at the earliest reasonable opportunity, which I hope and intend will be before we break for the Easter recess.

It is good news that the Executive are back up and running. Will my right hon. Friend ensure that the new Executive take full advantage of all the devolved capability they have, particularly on taxation, to encourage the private sector to grow and thrive in Northern Ireland?

I will certainly give the Executive every support, while of course respecting the devolution settlement. To give my hon. Friend one example, the reason I was in Northern Ireland last night with Retail NI was to promote the Department for Business and Trade’s terrific offering in Northern Ireland, which includes a trade and investment hub that covers the UK Export Academy and the export support service. There are now 16 DBT export champions, which includes in-person support. If anyone wishes to learn greater detail, I recommend that they go to the great.gov.uk website.

I thank the hon. Gentleman for raising that issue. My father lived with a brain injury for over 25 years, and my annual Christmas card this year comes from Headway Sussex through its art therapy work, so I assure him that at the DWP, I think about the impacts of brain injury on a daily basis.

It is crucial that the international community recognises the atrocities committed by Hamas, and that Hamas are held to account for their barbarism. That is why we are engaging with partners, including the UN, to ensure that perpetrators are held to account for their depravity.
The UK remains a global leader in eradicating sex-based violence. Our preventing sexual violence in conflict initiative has £60 million in funding to combat conflict-related sexual violence and ensure that survivors access redress and support. On 28 November, we announced a further £33 million to support grassroots women’s rights organisations tackling sex-based violence.

I thank my right hon. Friend for that answer. Hostages who have been released have reported Hamas atrocities, such as being subjected to physical and sexual violence in captivity. The Israeli health service also reports that hostages have been drugged to make them look happy on videos. Will my right hon. Friend join me in condemning Hamas for doing that and in demanding that the International Committee of the Red Cross has access to every single one of the hostages immediately?

I share my hon. Friend’s horror. It is extremely distressing to hear all those reports, and I do unequivocally condemn the sexual violence that is being reported. We continue to engage regularly with partners, including the UN. I will pick up the points that he raised directly with the Foreign Office to see whether we can do what he asks. It does sound like something that needs the involvement of the Red Cross, but we will make sure that we co-ordinate across Government for a dedicated response on this issue.

I absolutely agree with my hon. Friend and call on the Welsh Labour Government to rescind the policy of a blanket 20 mph speed limit across Wales. At the same time, I call on them to rescind their policy of building no new roads ever again in Wales, and I call on them to scrap their policy of bringing in road charging for using the motorway network. Is it not interesting that not one Labour Member present is willing to stand up to defend their own Senedd Government policy?

We have already heard about the importance of tourism to the Welsh economy. Has my right hon. Friend made any assessment of the impact on tourism, which will disappear from Wales as a result of this blanket ban?

My hon. Friend makes an interesting point. People will now not only have to pay extra money to come into Wales as a result of the Welsh Labour Government’s tourism tax, but find it a lot slower to get around Wales as a result of the Welsh Labour Government’s speed limits. In my constituency of Monmouthshire, the Labour council has recently decided for the first time ever to bring in charges for people who want to use the shops on a Sunday over the Christmas period, meaning that it wants us to slow down, but not to stop.
