I am delighted to accept the thanks of the hon. Gentleman. I have to say that it is really thanks to him and the Scottish National party that we have been able to keep our wonderful United Kingdom together, because it was the sheer incoherence of their position, their refusal to address the tough questions of what breaking up the UK really means—the impact on our budgets and our economy and the impacts on Scotland and on our whole country—and their manifest inability to explain what they actually mean that meant that the people of Scotland voted in 2014 to remain part of the UK. They were right then, and they will be right in the future to stay.

My hon. Friend is absolutely right to draw attention to this injustice and what is happening with leaseholders at the moment. That is why we have put £1.6 billion into removing unsafe cladding. I do not want to see leaseholders being forced to pay for the remediation, and I can assure my hon. Friend that we are looking now urgently—before the expiry of the current arrangements—at what we can do to take them forward and support leaseholders, who are in a very unfair position.

The local authorities have been given about £4.6 billion so far to support them through the pandemic and to help them to support hard-hit businesses in their areas, and that is on top of the investment that we have made in the VAT cuts—the business rate cuts—right the way through to next year. Altogether, it is about a £200 billion package of support. The whole point of coming out into the tiers now, or next week, is to allow small businesses to get going again. It was awful to have the restrictions that we have had. We hope that we will be able to take them off and keep them off, but clearly that depends on everybody doing their bit.
I understand that my right hon. Friend is going to require London to be in one regional tier. However, as at the end of last week, the rate of infection in the worst affected borough was at 372 per 100,000, but in the least affected area it was at 125 per 100,000. What will drive which tier London goes into—the position in the worst affected area, the middle, or the least affected area?

My hon. Friend will have to wait until the announcements by the Health Secretary on Thursday about exactly who goes into which tier. As my hon. Friend knows, the point about London is that although it is very diverse and massive—650 square miles or so—it is held together by a very dense mass transit system, and although there are fewer people on it right now, the transmission within London means that it is quite difficult to separate one bit of London from another.

I thank my right hon. Friend, in particular for laying out the scientific data on which this decision is based. Most people will say they are prepared obviously to do the right thing in order to eliminate and defeat this virus, but could he set out the criteria that he will use to ensure that we can come out of this partial lockdown on 2 December? The risk is that things could get worse over these next two or three weeks before we see an improvement, and people want to know what they have to do to make sure that we get the infection rate down and make sure it stays down.

Just to repeat the point that I think I made to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), the R is above 1, but it is not much above 1—it is not much above 1—and if we work hard between now and 2 December, I believe that we can get it below 1. But whatever happens, these restrictions end on 2 December, and any further measures will be a matter for this House of Commons.

What I can certainly confirm, as I said in my answer to the first question, is that the black hole in TfL’s finances of TfL, the bankruptcy of TfL, which, by the way, was left in robust financial health by the previous Mayor—it certainly was—is entirely the fault of the current Labour Mayor of London, with his grossly irresponsible demagogic fare policies, which, I may say, were never pursued by the previous Mayor of London, and the fault lies entirely with him. I trust that my hon. Friend will make that clear.

Commons ChamberConversion therapy is a completely abhorrent practice. We are working to end it. We are currently conducting research and I will be coming back shortly to talk about the future and how we do end it, but it is important that research is conducted. As I made clear in my written statement yesterday, it is very important that we protect transgender rights but also improve transgender healthcare. That is what we are doing by opening more clinics and also making the process of gender recognition certificates kinder and more straightforward.
I would like to make it clear that caste is not a protected characteristic in the Equality Act 2010. Case law has shown that a claim of caste discrimination may already qualify for protection under the race provisions in the Act. We therefore intend to repeal the uncommenced duty in the Act to make caste an explicit aspect of race discrimination as soon as practicable.
I welcome my hon. Friend to her place to answer my regular questions on this particular topic. The fact is that we have had a large-scale consultation of the community. We have had a written ministerial statement making it clear that we are going to remove this protected characteristic from the Equality Act. So I urge her to bring forward, without delay, proposals to remove this unnecessary, ill-thought-out and divisive move in the Equality Act 2010.
I thank my hon. Friend for that question. We do agree with him. The Government completely oppose any discrimination because of a person’s origins, including any perception of their caste, and we do remain committed to repealing the duty as soon as the opportunity arises.

I welcome my right hon. Friend’s statement and clear statement of purpose to conquer this terrible virus. One key concern locally has been the failure to comply with the regulations on the wearing of a face covering in shops and on public transport. Clearly, with these new restrictions coming into place, one key issue will be ensuring that people comply with the requirements. Equally, people do not want to get to a position where they are forced to wear a face covering in the open air as they are just going about their normal business. Will he state for the House what he is going to do to make sure that the message gets across to people that failing to comply with these rules is selfish and potentially places others at risk?

My hon. Friend is spot on, which is why we are increasing the fines from £100 to £200. You are protecting yourself and protecting other people, so you wear a face covering where you should.

I am answering the question—[Interruption.] Yes, I am answering the question. When it comes to the Bill, if the hon. Member for Glasgow North West (Carol Monaghan) has genuine concerns about how the rhetoric differs from this Government’s actions, I would ask her to look at some of the things we have done prior to the Bill, including establishing the Office for Veterans’ Affairs and the forces railcard, getting the census question in, and ensuring a guaranteed job for those in the civil service. The Government have fundamentally shifted the dial on this. Having written the Bill myself, I totally reject the idea that it reduces soldiers’ ability to make claims. For example, on the radiation question, the claim starts when the condition is diagnosed, as is the case with all other claims in this area.
It is worth saying how the Bill will change people’s lives. Had it been brought in prior to 2003, there would have been a 72% drop in the thousands of claims that were brought against service personnel in this country, of which none—none—were referred to prosecution. I urge hon. Members who are quick to champion and extol the values of veterans to shift from that, do something about it for once, and support the Bill.
I thank the Minister for not only his answers, but his dedication to improving the lives of service personnel in our country. I am grateful that the Government are committed to improving the lives of our armed forces personnel. Does he agree that it is our duty to end the unfair trials of service personnel who have served their country and our country?
I agree wholeheartedly with my hon. Friend. That has been an injustice for many years. I often thought to myself, before I came to this place, how has that process been allowed to continue where those who serve this country on operations are treated like that afterwards?
It is clear to me that in this place, we are good at saying, “Aren’t our veterans brilliant? Don’t we owe them a huge debt?”, but when it comes to doing something about it—something a bit difficult and challenging—everybody runs for the hills. Well, this Government are not going to do that. We are going to legislate to protect those people from those who want to rewrite history to line their own pockets. Those days are over. I fully expect all hon. Members to support that effort.

We have done a huge amount to support employees and the self-employed across the country with loans, grants and the coronavirus job retention scheme, as I have said. I am conscious that the hon. Gentleman makes a fair point. There are some people who perhaps have not got the support that they felt they needed, because of the difficulties in identifying what is appropriate and because of technical difficulties of all kinds. The single best solution is to get our economy moving cautiously and safely forward, and that is what this package is intended to do.
The statement from the Prime Minister will be warmly welcomed right across the UK, particularly in London. During the lockdown, many of my constituents have followed the advice to work from home where they can to avoid unnecessary travel. Can my right hon. Friend confirm that the advice to those constituents is still to work from home if they can to cut out unnecessary travel, so that those who have to travel to work can do so in the safest possible manner?

Yes, my hon. Friend is completely right; as I said earlier, people should avoid public transport if they can. In determining whether they need to go to work, it is important for employers to discuss it with their employees as we go forward, but of course people should work from home if that is possible.

Commons ChamberI thank all those people in my hon. Friend’s constituency, no matter which sector, for the work they have been doing on PPE. It just shows what can be done when the private, public and third sectors work together and are facilitated in doing that. If he writes to me with the details of those organisations, I will see what we can do to get them those raw materials.
The Parliamentary Constituencies Bill received its Second Reading last week. It delivers our manifesto pledge of equal and updated parliamentary boundaries. The Bill determines that the next boundary review, due to start in 2021, will complete by 1 July 2023 at the latest, and after that boundary reviews will take place every eight years.
I thank the Minister for that response. The building blocks for all the new constituency boundaries are local authority ward boundaries. In London, the vast majority of local authorities have recently had boundary reviews within their boroughs by the Local Government Boundary Commission for England, but they await orders in the House of Commons to implement them. When will my hon. Friend implement those orders, so that the new ward boundaries in London come into operation and the Boundary Commission can commence its review of them?
I thank my hon. Friend for that important question, which allows me to clarify that the laying of the orders is the Local Government Boundary Commission for England’s responsibility. I understand that, following a pause because of coronavirus-related restrictions, the commission intends to resume laying the orders before Parliament this month. There are nine areas in which revised electoral arrangements are agreed but an order is not laid, all of which are in London, and the commission intends to lay those over the summer and autumn.

Commons ChamberObviously I disagree with my hon. Friend on the Calcutta cup; that goes without saying. It was a wet, windy and miserable day at Murrayfield for me.
We are trying to improve the way in which wind works for Scotland. Contracts for difference provide certainty for investors over the longevity and protect consumers. In October 2019, at the last round of contracts for difference, six of the 12 awarded went to projects in Scotland.
Can my right hon. Friend update the House on the untapped capacity for using renewables in Scotland, and how many jobs would be created as a result of enhancing that capability?
