Commons ChamberLet me remind the hon. Gentleman that the Conservatives were in government for 14 long years. Now, the hon. Gentleman has the temerity to stand there and ask why we are not getting on with it. This Government are moving quick and fixing things. We are determined to work with Tracy Brabin as the Mayor of West Yorkshire to achieve her objectives.
Practical driving test waiting times remain far too high after the previous Administration failed to reduce them, limiting would-be drivers’ access to opportunities. I have met the chief executive of the Driver and Vehicle Standards Agency and driving test examiners, and I have instructed my officials to work at pace to identify solutions to this pervasive problem.
I welcome the fact that the Secretary of State has met the chief executive of the DVSA to discuss urgent solutions to the sky-high driving test waiting times. According to the latest statistics, the waiting time in the Wood Green driving test centre in my constituency was 18.64 weeks. Will my right hon. Friend confirm that this issue is a top priority for the Government, so that my constituents can be reassured that driving test waiting times will be drastically reduced?
Order. Can I just say to Members who have been here a long time, please speak to the Chair? They should be speaking through a third party, not directly. I am trying to take some of the anger out of it. Please work with me on that.

It is a pleasure to serve under your chairmanship, Sir David. For the purposes of the debate, I shall focus on the e-petition, which was about the removal of free travel for under-18s.
The threatened removal of free travel for under-18s caused deep anger and concern not just among young people but across the wider community. It is testament to their campaigning and determination that the Government have backtracked on the demand. When the Government made the demand, I do not think they understood what free travel meant to under-18s. I asked Enfield’s Youth Parliament what free travel meant to them. Tara Larkin, a member of the Youth Parliament, told me that it gives young people a social life and a chance of independence, which is really important for young people’s mental health, especially during the pandemic.
Other members of the Youth Parliament told me that they need free travel to get to and from school and college, to provide care and support to family members, to get to work, to travel for cultural, community and religious activities, and to socialise with friends. One thing that was very clear from their responses was how much they valued this one small benefit that they have. The Child Poverty Action Group found that 37% of London’s children live in relative poverty, and free travel for under-18s is a lifeline for many teenagers.
How did we get to a situation where the Government are ordering the removal of free travel for under-18s in London? Back in March, during the first lockdown, the instruction from the Government was, “Work at home if you can,” and the overwhelming majority of people did just that. In the early months of the pandemic, underground and rail passenger usage plummeted; according to the DFT’s own statistics, that drop was more than 90%. For bus travel, the drop was more than 80%.
During those early days, there was worrying news of committed transport workers who had contracted covid-19 during their ordinary daily work routine, and the sad reality was that for some of them the illness ended in death. People were rightly frightened to use public transport. As bus and train usage plummeted, so did the income from passenger numbers everywhere. Both Transport for London and the national train operators sought help from the Government. We do not know what, if any, conditions were attached to the £5 billion bail-out for the national train operators, because the Government have not released the details of that even to the Transport Committee, but I am pretty sure that those conditions did not remove any perks or benefits from their passengers.
What we do know is that conditions were attached to TfL’s bail-out and we know that, in his letter to the Mayor of London on 14 May 2020, the Secretary of State made a number of demands as conditions of the bail-out. One of those demands was to bring forward proposals “as soon as practicable” for the suspension of free travel for under-18s,
“subject to discussions…about how it is to be operationalised”.
The rationale for that decision was to optimise the use of the available safe transport capacity, but we know from the Government’s own statistics that on the day the letter was written, underground usage was only 6% and bus usage in London was only 13%, so the demands in the letter seem to make little logical sense.
It seems to me that the conditions contained in the letter were ill conceived and poorly thought out. Some people might say that those demands were set out in order to score political points against Sadiq Khan in the forthcoming mayoral elections—I am happy to have that row another time, and there are plenty of months ahead for us to have that contest. But either way, the Department for Transport has failed to understand the reasons why young people use the under-18s travel card.
What would happen? We would end up punishing young people who have already had to endure the Government’s exams and free school meals fiascos, and whose mental health is already suffering due to all the uncertainty surrounding their futures. With negotiations due in the months ahead for a further extension of the Government bail-out of TfL, I say to the Minister, “The kids have suffered enough. Don’t mess around with their free travel. Let the kids have their freedom.”

Commons ChamberI thank my hon. Friend for a point that deserved to be made at length. She makes the point about the main roads, and those are people too. They feel two-tiered now: their house prices are probably lower, and they feel they have a raw deal because of the constant gridlock forcing everyone there.
At best, this has been a mixed experience. Where these measures work, where there is a need and where there is consultation, they are really good, but if it is felt that they have been illogically plumped somewhere they are not desired, that is a completely different matter. Somebody said to me the other day that a bollard had been put on a very short road that has got only one house on it. He said he did not ask for it and added, “We feel penned in like animals.”
Is not part of the problem the lack of consultation? Has not that been caused by the Government’s insistence that the schemes be implemented straightaway within an eight-week period, not allowing any consultation with communities or very limited consultation at best?
My hon. Friend speaks so much sense. It is true that it feels that this catastrophising, saying, “Emergency, emergency, we have to do it by the end of September”, with no time for consultation apart from six months later, is just the wrong way round, putting the cart before the horse.
We have had this vote today, and some of us have wrestled with our consciences about the lockdown. On balance, I thought it was the right thing to do, but coronavirus has greenlighted many incursions—some people call them draconian—on our civil liberties, on citizens’ freedom of movement. As I said, I strongly think that to gain consent, we should consult. Pictures have gone viral in Ealing of planters that have been vandalised and bollards that have been ripped out. Yes, that cedes the moral high ground: it is wrong to do that. Vandalism is bad, so it is a moral boost for the diehard proponents of the schemes, but it also shows this is not a consensual policy and that something has gone wrong if that is happening.

Commons ChamberHave the Government made any impact assessment of these ill-thought-out measures, particularly the impact on the poor and disadvantaged young people?
If the Government have done an impact assessment on this, I do not believe that they have yet shared it with TfL, the Deputy Mayor or the Mayor of London.
I would like to pose some questions to the Minister. Why did the Government wait until the 11th hour to confirm emergency support for TfL to keep London running through the pandemic, when other sectors equally affected were given support quicker and with fewer strings attached? Why was that condition to remove free travel from London’s children and young people crowbarred into the emergency funding agreement at the very last minute? What is the demand reduction in per cent. that the Government expect to see from the change to concessions? Do not TfL’s recently introduced maximum passenger limits on buses deal with the potential overcrowding problem? Who will pay for the additional administrative burden? When does the Minister expect the system to be operational? What discussion have the Government had with local authorities, schools and colleges about the proposal? Is the proposal being consulted on, so that students, parents and schools can make their views known? Has an equalities impact assessment been done? If so, will either of those be made public? Or is it a done deal—no discussion, take it or leave it?

General CommitteesI want to ask the Minister just a couple of questions. I very much welcome the regulations and I entirely agree with the speech made by my hon. Friend the Member for Slough and with the Minister’s remarks. However, I have been lobbied by the Hadley Wood rail user group, which has concerns about safety on public transport.
One of the group’s concerns is whether wearing a face mask also relates to stations and to the outside of carriages before a train leaves the station. The group’s other concern is about whether there will be sufficient resources for enforcement as to people breaching these regulations—so, whether there will be sufficient resources, including sufficient staff, to make sure that there is proper enforcement.
Those are the only issues I want to raise, and I am sure the Minister will respond to them.

Commons ChamberMy hon. Friend will be interested to hear that I am in touch with Swissport and I am following those proposals carefully. As I said in response to an earlier question, we believe that it is important to provide international standards, which may well include specific types of testing. So the answer is yes.
It is indeed very frustrating that so much revenue failed to be collected in the previous four years because prices were not changed to keep up with inflation. There were no changes in the congestion charge either. Effectively, £700 million of take was left on the table by the London Mayor, meaning that the Government have had to come in and bail out Transport for London for £1.6 billion. A large chunk of that is uncollected revenue, and changes are having to be made for youngsters’ travel. Members across the House must recognise that it is fair that people in other parts of the country do not unduly subsidise the Mayor, who failed to collect the funds.

Commons ChamberWe are working closely with all the metro Mayors and the devolved mayoral combined authorities to get this policy right. It is incorrect to say that we have provided support only for Transport for London. As was talked about in Treasury questions, we have already provided significant support for things such as the Manchester Metrolink and other schemes. It is right to say, though, that we need to ensure that inclusive travel is at the forefront of this, and there is a huge amount of work under way in the Department to ensure that disabled people particularly, are able to return safely to work and use the public transport network that so many depend on.
I pay tribute to all public transport drivers and workers, who have been working incredibly hard to ensure that those on the frontline can get to work. New safer transport guidance was published on 12 May, and we are working closely with transport operators across the sector on its implementation.
Last week’s figures from the Office for National Statistics show that public transport drivers have one of the highest covid-19-related death rates compared with other professions. With the Government encouraging people to go back to work and many workers having no choice but to use public transport, what extra measures have the Government taken to protect drivers and other public transport workers?
I thank the hon. Gentleman for his question. The safety of public transport workers is of course paramount for the Government, and we have been working with operators to ensure that additional measures are put in place. These include risk assessments, looking at who should be at work, social distancing and face coverings, workforce planning, queue and passenger flow management, and the way that emergency incidents are dealt with, in addition to cleaning ventilation, communications and other forms of training.

Commons ChamberThe service on GTR’s Thameslink services has indeed been unacceptable. A hard review is under way, which will give the Secretary of State all options when it concludes. With respect to the size of that franchise, the Secretary of State has also indicated that he is open to breaking it up once the Thameslink programme is in place and when that franchise comes to an end in 2021. He has had discussions with the Mayor of London about some services moving to Transport for London.
