Commons ChamberEradicating modern slavery is a top UK priority. We are helping to build Libyan capacity to tackle this abhorrent crime, and providing humanitarian aid and protection for migrants and refugees, not just in Libya but on the whole route of those travelling to that country. Last year, the UK supported more than 20,000 emergency interventions for migrants and refugees in Libya.
Over 2,000 people in my constituency signed the petition debated last month and the issue is of great concern to us all. What update can the Minister give my constituents on the implementation of the plan agreed by African Union and European Union countries at the end of November? Specifically, how many migrants have been repatriated?
After the debate, I asked the organiser of the petition to come in to my office to see me, and she, one of the supporters of the petition and I had a meeting last week, which gave my officials a chance to talk with her about the huge interest and concern that the petition demonstrated. Briefly, the matter worries us considerably. There is work going on across Government in relation to the criminal aspects of the slave auctions, but at the meeting I was also able to outline what we are doing to build capacity, such as—
Will my right hon. Friend join me in welcoming the significant investment from the aid budget that the Department has made available to tackle modern slavery in Libya and across all migration routes from sub-Saharan African into Europe, and will he reaffirm his commitment to this work?
Even though time is tight, I must thank my right hon. Friend for the remarkable support he gave to the Foreign Office and the Department for International Development when he was a Whip and his remarkable contribution to Government over the years.
My right hon. Friend is right. We have a £75 million programme focused on migration along routes from west Africa via the Sahel to Libya. This includes an allocation of £5 million in Libya aimed at providing that aid. He is right to raise this.
I have repeatedly raised in this Chamber the abuse endured by migrants in the camps in Libya, including sexual violence against women, girls and men. Will the Minister confirm that Libya has been designated a priority country under the UK preventing sexual violence initiative? It should have been.
My right hon. Friend the International Development Secretary yesterday inaugurated exactly the programme the right hon. Lady mentions. It is a matter of great concern to the UK, and we are in contact with the Libyan Government about it. I had a high-level meeting in Geneva last week about the issues she raises.
Will the Minister commend the work the Church of England is doing on modern-day slavery with its We See You campaign to help us all identify victims, including from Libya, more easily? All too often they are invisible to us.
My right hon. Friend is quite right. Modern slavery is a key part of my right hon. Friend the Prime Minister’s agenda—we have allotted £150 million to it—and the work of the Church of England, in making sure that people see victims and are attuned to their needs, is vital.
I join the Secretary of State in paying tribute to Rebecca Dykes. All our thoughts are with her family, friends and colleagues during this difficult time. I also congratulate the new Minister for Africa on her appointment.
I thank the Minister for his answer, but in truth we must do much more. This is not modern slavery; it is just slavery—pure and simple—alive and flourishing in the 21st century. It is racist and a stain on our humanity. The African Union says that hundreds of thousands are at risk, so repatriating a few thousand will never be enough. Will the Secretary of State address the root courses and re-examine the UK and Europe’s migration policy in the Mediterranean and across Africa?
I thank the hon. Lady for her remarks about Becky Dykes, who was part of the middle-eastern team in Lebanon. She, like my right hon. Friend the International Development Secretary, spoke for all of us.
The hon. Lady is right to keep the attention on slavery, but I want to do as much as I can to reassure her that we have this very much in focus, although of course there is more to be done. There is a closer connection now between the EU, the UN and the African Union, and we are working with international partners on the whole route and, specifically in relation to Libya, on the criminal aspects. It is complex—Libya is a difficult state to work in; and this is a £150 billion criminal operation moving people around and putting them into slavery. We will continue—

I will answer briefly, Mr Speaker.
The UK Government consistently call on the Israeli Government to ease movement and access restrictions in the OPTs. Since 2011, we have been funding the United Nations Access Coordination Unit to work with the Israeli Government and the Palestinian Authority.
Palestinians in the occupied territories face significant barriers to access to healthcare. Some have even died as a result of delays at checkpoints. Will the Minister urge the UK Government to recommend to the working group of the United Nations’ universal periodic review of Israel’s human rights record that Israel lift restrictions on the movement of Palestinian patients and healthcare workers and Palestinian-registered ambulances?
The hon. Gentleman has drawn attention to a serious aspect of the difficulties of restrictions. It is much in the UK’s mind, and we will continue to raise it.
I draw attention to my entry in the Register of Members’ Financial Interests.
The overnight announcement from the United States of the largest cut in aid for Palestinian refugees for 70 years follows the Israeli Government’s ban on 20 international organisations entering Israel, including three from the UK. Does that concern the Government, and what do they intend to do about it?
The United Nations Relief and Works Agency has a unique role in protecting and providing essential services for 5 million Palestinian refugees. We are deeply concerned about the impact of potential cuts in US funding on stability in the region, and about the continuity of UNRWA’s vital services. We will go on supporting them.
What action is the Minister taking to ensure that no taxpayers’ money from DFID ever ends up in the pockets of convicted terrorists?
It just does not. We do not give aid to terrorists, and the Palestinian Authority knows that.
What action is my right hon. Friend taking to ensure that the funds given to the Palestinian Authority and the Israeli non-governmental organisations are used to promote peace in the area, so that we can see a peaceful co-existence between Israel and the state of Palestine?
My hon. Friend raises an important point. We have just this year allocated £3 million to co-existence projects so that those from the Palestinian community and Israelis can work more effectively together. One of the problems in recent years has been a growing divide between communities. We want to find projects that will break down barriers rather than erect them.
Will the Government oppose President Trump’s latest threat to withdraw funding from UNRWA, and will the Government attend a conference of donor countries, convened by the Norwegian Government and the EU, to discuss the imminent crisis that would result?
The answer to the second question is yes, and I am hoping to attend that conference myself. On the first question, as I said in answer to the hon. Member for Hammersmith (Andy Slaughter), that is a decision for the United States; we are concerned about the impact but our support for UNRWA will continue.
The US President’s threat this week to withdraw tens of millions of dollars from UNRWA for Palestinian refugees is an act of cruelty towards some of the poorest and most disadvantaged people in the world. It attacks the long-established principle that development and aid cannot await a peace deal. What is the Minister doing to strengthen the resolve of the United Nations and our European counterparts to maintain vital humanitarian work in the region?
I welcome the hon. Gentleman to his position; we look forward to hearing much more from him. I met the head of UNRWA recently in London. Our commitment for next year to its programme budget is £38 million. It assists in the provision of basic education for some half a million children. As I have explained, we are concerned about the loss of funding to UNRWA and our support for it remains clear, but this is another example of how something will not be properly fixed until we get the agreement between Israel and the Palestinians that we are all searching for, and we hope 2018 will be a landmark in that.
Donor countries have spent over $2 billion in humanitarian aid in 2017. This does not capture all the aid flows to Yemen, including significant contributions from Gulf countries who channel much of their aid independently. The UK is the second largest donor to the UN Yemen appeal and the third largest donor to Yemen in the world.
The Minister will be aware that the 30-day relaxation of the blockade on Hodeidah port expires at the end of this week, and even while it has been in place, a combination of its temporary nature and the action of intermediaries has pushed up prices so many people have not been able to afford the food, fuel and medicines that have been able to come in. So what can the international community do to ensure that supplies continue to reach people in Yemen and they are able to stave off the famine that still affects over 8 million people?
We are working hard to ensure that commercial and humanitarian access to Yemen remains unhindered. It is vital that both commercial and humanitarian aid gets through. The hon. Gentleman is right to raise this, and the UK is working hard to make sure that process continues to deal with the humanitarian crisis in Yemen.
UNICEF’s report this week highlights the appalling impact on children of the conflict in Yemen. Will the Minister examine the proposal from War Child that at least 1% of humanitarian funding should be devoted to mental health and psycho-social support?
I will be very happy to see that proposal; I have not seen it yet. Looking after psychological and mental health used to be seen as some kind of benevolent add-on in terms of aid and support. Bearing in mind the crisis and trauma that so many youngsters go through, it is very important that it is brought right up front and the UK is a firm advocate of that. I will certainly look at the report.
As we all know, there are no winners in war, and in comments to The Daily Telegraph before Christmas the Secretary of State correctly said that Saudi Arabia has “no excuses” for blocking food and fuel shipments to Yemen. Is it not therefore sheer hypocrisy and simply inexcusable that her Government are providing billions of pounds-worth of arms sales to Saudi Arabia when 7 million Yemeni people are facing the worst famine in decades?
My right hon. Friend the Secretary of State for International Development made a significant contribution to humanitarian access by visiting Djibouti and Riyadh just before 20 December, and the resulting decision has improved humanitarian access there. Arms sales are strictly controlled, as the House well knows. We will continue our support for the coalition, which is fighting a serious insurgency and armed support from outside Yemen directed against it, but we will be firm in our determination to see an end to the conflict, which is the only thing that will resolve the humanitarian crisis.
As the House knows, we constantly challenge the Palestinian Authority in relation to anything that might encourage or glorify violence. I can assure the House that we ensure that no payments are made to those who have those connections. We do all we can to encourage the Authority to understand that naming places after those who have been involved in terrorism does not contribute to the peace process.
We look very seriously at any such allegations. There is a constant review in the Department to ensure that some of the challenges that come in on religious discrimination are evidenced. I challenge the agencies as well, and we will continue to do this. We do not have evidence of significant discrimination, but we are always on the lookout for it.
Does the Secretary of State agree that DFID money spent on repairing catastrophic hurricane damage in the UK overseas territories, which often hits the poorest the hardest of all, should always qualify as legitimate overseas aid?
Again, as the House knows, arms sales are very carefully controlled. Every case is looked at, and serious scrutiny is provided both by this House and through the law. The coalition, which is backed by the United Nations, is dealing with an insurgency in Yemen, and it faces serious challenges from rockets fired towards its own territories. We are working to apply the law rigidly.
This Government have rightly been at the forefront of the international fight against modern slavery. Does my right hon. Friend believe that we can spread around the world some of the best practice learned here?

Commons ChamberSince 1988, the Global Polio Eradication Initiative has been highly effective in leading international efforts that have reduced polio cases by more than 99%. Only 15 cases have been reported in 2017—in two countries, Afghanistan and Pakistan—and we hope the last case will come through at the end of this year or early next year.
I thank the Minister for that answer. May I also take the opportunity to welcome the leadership the Government have shown in the battle to eradicate polio from the face of this earth? Does my right hon. Friend agree that that is exactly the sort of thing the great British public can get behind, support and welcome our aid being used for?
I am grateful to my hon. Friend, and he is absolutely right. Eradicating polio will be one of the great global public health success stories. United Kingdom taxpayer support since 1988 has helped prevent 1.5 million childhood deaths, and 16 million people are walking today who would otherwise be paralysed. People across the UK can be proud—not least those who support the Rotary movement, because the Rotary movement worldwide has played an important part, and I thank my colleagues in the Sandy Rotary club for their efforts in this regard.
Does the Minister agree that what has marked out the fight against polio is its international nature, and that we should be pressing this same approach to tackling other diseases at the Commonwealth summit next year?
The hon. Gentleman is absolutely right. The use of United Kingdom funds to support things such as the Global Fund, which take part in international activity, and to strengthen global health systems is important. We have to work in partnership with others. The Commonwealth summit will provide a good opportunity to emphasise more of what we can do together.
I congratulate my right hon. Friend and the Department on the work that is being done to help eradicate polio. However, there is a risk that it can return if inoculations do not take place. Will he use the opportunity of the Commonwealth Heads of Government meeting next year to press the case for further inoculations across the Commonwealth?
We are working with those who are putting together the Commonwealth summit to make sure there is an ambitious agenda devoted to all aspects of life in the Commonwealth, including global health. My hon. Friend is right on immunisation: through the GPEI, the UK will immunise 45 million children against polio and save more than 65,000 children from paralysis each year, so there will be no let-up in immunisation and the fight to make sure polio is eradicated.
Will the Minister show the same level of commitment he has shown on the international level to the prevention and eradication of animal and livestock diseases—something that poses a grave threat to very rural constituencies such as mine?
Order. That is scarcely even tangentially related to the matter on the paper. What the hon. Gentleman is implicitly saying is, “I don’t really like this question, and therefore I’d like to propose the insertion of another in its stead.” It is ingenious to the point of being cheeky. A one-sentence reply of no more than 20 words from the Minister.
I will draw the attention of one of my hon. Friends in the Government to the hon. Gentleman’s question.
Support to protect women and girls, whether in relation to education, sanitation or refugees, has been a significant part of the work DFID is doing. We are constantly in contact with UN agencies about what more can be done both for women in conflict and for women in developing countries, and that is a major part of DFID’s programme.
My right hon. Friend is absolutely right. Reducing the transmission of infection is an effective way of decreasing the need for antibiotics. Our approach is to strengthen national health systems to address infection prevention and control, and this includes hygiene and sanitation in health facilities.
I am pleased to join the hon. Gentleman, and I am sure the whole House, in commemorating World AIDS Day. We have been a long-term supporter of the international AIDS vaccine initiative, and we are the largest international funder of HIV prevention, care and treatment. From the £1.1 billion going into the Global Fund to Fight AIDS, Tuberculosis and Malaria, 1.3 million retroviral drugs will be provided through the UK this year. There will be no let-up in the fight, and we are united on that. [Official Report, 4 December 2017, Vol. 632, c. 3-4MC.]
I recently visited young Send My Friend to School campaigners at Sydenham School in my constituency. They spoke with great passion about the need for global education and why greater financing for education matters to them. What action will the Secretary of State take to ensure that this Government listen to those young people and show leadership by increasing funding for education through the Global Partnership for Education?
We were and are the largest founder contributor to the Global Partnership for Education. With 387 million children expected to leave primary school unable to read, there is no doubt that the continuing efforts of the United Kingdom, along with others in the partnership, are important. As my hon. Friend the Minister of State said earlier, we will publish a refreshed education strategy early in the new year. The hon. Lady can be sure that strengthening education systems around the world, and supporting teachers and children who may be marginalised through missing out on education, will be key parts of that.
I recently visited some schools in Africa where, in classrooms of more than 100 pupils, those with special educational needs, right at the back, had very little chance of accessing education. How will my right hon. Friend the Secretary of State—I congratulate her on her new position—prioritise disability support in education in developing countries?

Commons ChamberMy hon. Friend is absolutely right that tackling malaria saves lives. It has a positive impact on improving health services for the poor and increases economic growth and productivity in affected countries. In April 2017, the UK announced that we would protect more than 200 million people from the pain and disfigurement caused by diseases such as malaria. I was at a conference addressing this subject in Berlin last week. Dealing with antimicrobial resistance will play an integral part in ensuring that drugs remain effective and that the UK remains a world leader in tackling malaria.
The UK continues to make representations on demolitions in the west bank and ensures that Israel understands the relationship between the UK and funding. We support efforts to bring to the notice of the Israeli authorities the legal arguments against demolitions, and we will continue to do so.
Many British scientists are leading collaborative research projects with partners around the world on diseases such as malaria, tuberculosis and HIV. Does the Minister agree that it is important that Britain continues to collaborate on science and research after we leave the EU?
As my hon. Friend would imagine, that is extremely important. From talking in Berlin last week to colleagues from throughout the EU and elsewhere about research collaboration, I was left in no doubt that those involved in the research and science community see every chance that we will continue to co-operate internationally, whether or not we remain in the EU.

Commons ChamberThe right hon. Lady has asked a number of questions. I am very clear that we want to ensure that we get that comprehensive free trade agreement that gives our businesses the benefits that they have had as members of the European Union. My right hon. Friend the Secretary of State for Exiting the European Union is talking to local mayors and local authorities. The right hon. Lady mentioned local enterprise partnerships. As it happens, I had a roundtable with representative chairmen of LEPs on Tuesday in Birmingham and talked to them about the future, so we are listening to those voices from across the regions.
Like millions of others in the United Kingdom, I am proud of the European Union and the contribution that the UK has made to it during my political lifetime, and I am a little sad about today. However, I stand unequivocally with the Prime Minister as she calls for a united approach to a new future. Does my right hon. Friend therefore agree that in order to make that national endeavour meaningful, her door and those of her Ministers should always be open to all parties in the House, from all sides of the discussion, because a new script for the relationship between the European Union and the United Kingdom should be written as much by those who value the EU as by those who campaigned to leave it?
I thank my right hon. Friend for his question. As I said in my statement, there will be those in this House who are celebrating and those who are sad and disappointed at the decision that has been taken. I reassure him that as we move forward and ensure that we get the best possible arrangements for the future, I want to listen, and Ministers want to listen, to all voices in this House, including those who were ardent on both sides of the campaign. As I have just indicated, we are also, of course, listening to all parts of the United Kingdom.

Commons ChamberThere is pressure on social care. I have accepted and recognised that in the House. The Government have recognised it, and have provided additional funding through the Better Care Fund and the social care precept. This year Liverpool raised £2.8 million from the precept, and it will receive more than £48 million on top of that from the improved Better Care Fund by 2019-20. However, this is not just a question of money; it is a question of ensuring that we have a sustainable social care system for the future, and that is what the Government are working on.
May I commend my right hon. Friend for what she said yesterday, and not least for her constructive tone and constructive approach to the European Union and its future? That was in marked contrast to what we have heard from others over the years, from many different quarters in the United Kingdom. Will my right hon. Friend confirm that that constructive tone will remain, as the best base for securing an agreement between us and the EU that is in our mutual interest? Will she also confirm that the default position of “no deal” will remain a default position, and that the Government will not be persuaded to make it their preferred option?
Absolutely. We want to get that good deal and we expect to be able to get that good deal, and, as my right hon. Friend says, it is through good will and a positive approach on both sides of the negotiations that we will achieve it.
I am very clear about the fact that the United Kingdom wants to see a continuing, strong European Union of 27 member states. We want a strong strategic partnership with that European Union, and, of course, we want to continue to work bilaterally with individual member states. I made that point to a number of European leaders yesterday when I spoke to them after my speech. I said that we wanted to approach this in a positive and optimistic fashion, because I believe that a deal that is good for the UK will be a deal that is good for the European Union.

Commons ChamberI have to say to the right hon. Lady that I have answered this question on a number of occasions already today. She will find that if people ask me a question, I will give an answer, and if they ask me the same question, they will get the same answer. I think that that is perfectly reasonable and perfectly normal.
Our aim is to get the right deal for trade in goods and services with the EU, but this will be a new relationship. We will be looking to develop a new model of the relationship between the UK and the European Union. As I said earlier, we will not be setting out every bit of our negotiating hand in advance of entering those negotiations, because that would be the best way to come out with the worst deal.
I welcome my right hon. Friend’s statement, not least what she said on the international concern about some of those on the edges of the market economy: it must be made to work for everyone. On global security, will she firmly back and support the attempts being made today in London by the Syrian coalition to bring forward its own proposals to settle the matter? Will she urge the respective powers that have interests—competing interests—in Syria to accept that the longer they go on fighting over the bodies of the people of Syria, the longer the risk to global security will continue, and that this opportunity being presented in London should certainly be taken?
I absolutely agree with my right hon. Friend. Today is an important point, with the Syrian opposition coming together and the meeting taking place here. I also agree that the best thing for global security is to see an end to the conflict taking place in Syria. I continue to believe that that conflict and the actions of the Syrian regime, under President Assad, are what we have seen encouraging people to join terrorist organisations and go out there to fight, and then perhaps to return to other countries and conduct terrorist attacks. We must ensure that we are playing our part—as I believe the UK is today in hosting the Syrian opposition for these talks—in ensuring that we bring an end to the conflict.

Commons ChamberOn 25 March, the Penrose inquiry, which has been looking at the tragedy of contaminated blood in Scotland, will finally report. It is likely to have implications for the rest of the United Kingdom. The time scale means that it is highly unlikely that there will be a full response by this Government before the end of Parliament. Will my right hon. Friend, who has taken a great personal interest in this—as have more than 100 Members of this House—give an assurance that the matter will not slip from his or the Government’s agenda, and that as soon as possible in the new Parliament there will be an attempt at closing this terrible tragedy in our country?
Let me first pay tribute to my right hon. Friend for leading on this issue. I suspect that, like me, every Member of Parliament has heard moving stories at their surgeries from constituents who have hepatitis C or HIV because of contaminated blood. It is right to wait for the Penrose inquiry. Let me make it clear that that is not an excuse, because I want us to take action. I am not sure whether that action will ever fully satisfy those who want this wrong to be righted, but as a wealthy and successful country we should be helping these people more. We will help them more, but we need Penrose first, and if I am standing here after the next election it will be done.

Commons ChamberThe hon. Lady is right. Some progress has been made. As I announced in my statement, further resources will be given, but the OSCE has not been able to get to every part of Ukraine and every part of the line of control, so the reports that it is able to give us are partial, rather than complete. As part of the Minsk agreements it is important that it has full access.
Will my right hon. Friend commend the patient work done by ambassador Michael Aron and British diplomats in Libya, together with Bernadino Leon, the UN special representative, to try to make sure that Libya has the future that its people died for? Does he agree that the imminence and the extremism of the ISIL threat mean that the factions in Libya now have to unite as never before in order to form that national Government and be able to face off the threat that they face from the extremists?
My right hon. Friend is correct. What is needed in Libya is a political coming together of the different parties. We obviously have to exclude those that are engaged in terrorism or violence, but we should try to bring together the other parties into a national unity Government because otherwise the danger of fracture, a broken state and ungoverned space that we are seeing with the presence of ISIL will only get worse. So I commend the efforts of our ambassadors. We need to work at this extremely hard.

Commons ChamberThe Prime Minister’s position and that of the Conservative party is very clear: the Human Rights Act should work in the interests of the British state and of British people, but it does not always do so. That is why, if there is a future Conservative Government, we will look to exit the Human Rights Act.
The House of Lords should have 400 Members, all appointed for 10-year terms—possibly with repeat terms for someone exceptional—and an upper age limit. Why do we not just get on and do it?
My right hon. Friend is well aware that a programme to reform the House of Lords was brought before this House and was unsuccessful. However, we have since reformed the House of Lords. The Steel Bill has brought some reform to the House of Lords, in that peers can be made to retire and, if guilty of serious wrongdoing, can be removed from the House of Lords. The Government remain committed to reform of the House of Lords in future.

Commons ChamberThe hon. Lady is not reflecting accurately what those countries have said. They are deeply unhappy with the bills with which they have been presented. They want the estimates to be re-examined and are very worried about the payments that they might have to make.
May I, too, take my right hon. Friend back to the beginning of his statement? Nearly four years ago, I attended the funeral of Linda Norgrove, a young woman from the Isle of Lewis who gave her life supporting widows and orphans in Afghanistan. As we rightly remember the contribution of our forces over the past 13 years, can we also remember those in the NGO community, some of whom lost their lives defending the people of Afghanistan and a number of whom will stay on to keep helping the people of Afghanistan and to fulfil this nation’s commitments?
My right hon. Friend is absolutely right to raise the issue of aid workers, who have put so much into rebuilding Afghanistan. I will never forget meeting Linda Norgrove’s brave parents, who were desperately sad at the loss of their child. She put a great deal into Afghanistan and came very close to being rescued and brought home. I commend my right hon. Friend for all the work that he did on such consular cases as a Foreign Office Minister.
