Commons ChamberI very much enjoyed my visit to Brize Norton. It was actually my second visit after Abbey Wood. Just to be clear, we remain fully committed to the development of new housing for service personnel at the REEMA site. We are in discussions with industry partners to facilitate this, but given the time that has elapsed, I am happy to continue to engage with my hon. Friend, who I know is a champion of his local service personnel, many of whom serve in the RAF. I am more than happy to stay engaged with him.
In March, 8,000 Afghan relocations and assistance policy scheme families were given eviction notices from their hotel accommodation by the Home Office. What assurances can we hear from Defence Ministers that these people will not become homeless?
I can only talk on behalf of the ARAP cohort of people in the hotels. In the beginning of the process, over half went straight into the community and found places with family or friends. On the ones in hotels, the ARAP lodgers are different from those in the general asylum scheme. They can claim benefits, including housing benefit, and they can work immediately when they arrive. It is time that we found a way of getting them out of the hotels and into the community so that they can start working. They have that ability, and that is the way they can integrate into society and get on their own two feet. At the time, it was right that we took a stand that some of those people had been there for a long time. It is time to move out and use the rights that they have, coming here under ARAP.

Commons ChamberI look forward to the outcome of the review of welfare services, which was cited earlier. In the meantime, the Ministry of Defence is investing more than £40 million in digitising old paper-based practices, improving processes and creating a single entry point for pensions and compensation by the end of 2024. We have successfully launched a new digital claims service for compensation and pension schemes, making it easier for our people to process their claims. Over time, this will make a very big difference.
The Minister says the review is under way. Of course, a review is already under way on the armed forces compensation scheme, with its initial findings stating that the processes are burdensome and even distressing for claimants, which is especially concerning as there has been a fall in the proportion of successful claims from 66% to 47%. Can the Minister confirm that the review is still ongoing, when it might report and what he thinks is happening?
The hon. Gentleman is correct that the final report will be delivered within, I hope, a few weeks. He will have to await the Government’s response, of course, but it ties in with some of the findings of the all-party parliamentary group on veterans, which we discussed earlier. I am concerned about any reports that the service is not as good as it ought to be. I will take that review and the APPG’s findings extremely seriously, but I am bound to cite the fact that there were 122 complaints versus 1,715 thank you letters, which I find persuasive in forming a conclusion that the people working for Veterans UK are working hard and doing their very best in quite difficult circumstances in the interests of people who serve or have served our country.

Commons ChamberI am glad that my hon. Friend and many other colleagues went to Faslane last week and enjoyed their visit. We are of course committed to the replacement of Vanguard submarines with Dreadnought. More importantly, he mentioned the brilliant people based at Faslane who deliver day in, day out our nation’s nuclear deterrent, unseen under the oceans of the world. They are incredible people doing amazing work.
I cannot give the hon. Gentleman the undertaking that he asks of me; he will understand that. Obviously, all things are kept under review, but we clearly do value the service of those from overseas who serve in His Majesty’s armed forces, and I think that most of them have a very positive experience.

Commons ChamberI emphasise that these are Ukrainian decisions. I urge UK companies to contact the Ukrainian embassy, as well as using other routes. In parallel, the Department for International Trade is meeting defence-ready trade associations such as ADS and Make UK on a weekly basis to rapidly consider industry offers to Ukraine and how they can be assisted. UK manufacturers of military hardware may also wish to forward offers to their trade association.
You are aware of this, Mr Speaker, but a number of hon. Members have inquired and the Defence Secretary would not want it to be thought that he means any discourtesy to the House: he has had a brief brush with covid, and I can assure the House on behalf of the Department, the armed forces and the Ministers here present that it has neither stopped him nor slowed him down. He has had a second negative test today, and I am assured that by this evening he will be as present physically as he has been virtually over the last few days.
The Ministry of Defence continues to deliver against the objectives of the integrated review and the defence Command Paper, which recognise that Russia remains the most acute threat to our security. We remain on course to deliver a more modernised and threat-focused defence alongside our international allies, just as we have worked with them on Ukraine.
Recent weeks have only reinforced the need to invest in our defence, which is important for our economy and vital for our security. With that in mind, why will Ministers not give a clear commitment to British-built by default in defence procurement?
The events of the last few weeks show the critical importance of having the right kit in the hands of our armed forces. On many occasions the need can be met by British supply, but I would not write off the kit we can procure from our US and NATO allies, nor would I wish them to write off the prospect of buying kit from us. We are part of an alliance, and I am convinced that our approach of supporting British industry, supporting British investment and supporting capability through the defence and security industrial strategy, while keeping a weather eye on what else is available to ensure our armed forces are well armed, is the right one.

My hon. Friend, his constituents and the service people who live in his constituency should be enormously proud of what the members of 12th Brigade, headquartered in Bulford and with many living in Tidworth, are doing in Estonia today. I paid tribute earlier to the speed at which the Royal Welsh has gone from a training cycle in Germany to driving north into Estonia. I include, too, the many families of the Royal Tank Regiment who will have been expecting their loved ones home in the next couple weeks and now do not know when they will be coming home because the extension of the tour is indefinite. That, too, is worthy of praise. They are fortunate to have such a fantastic advocate in the House of Commons.
Reports indicate attacks on civilians and civilian infrastructure. Can the Minister expand on how that is being tracked so that those who perpetrate these crimes and those who compel them to do so will be held to account?
Absolutely. Yesterday, many Members of the House will have seen reported in the news the summoning not only of the Russian ambassador to the Foreign and Commonwealth Office, where the top lines of Her Majesty’s Government were delivered, but of the defence attaché to the Ministry of Defence. In the MOD, the discussion was very much around how we are recording the violations of international humanitarian law and the Geneva convention that we have reported, our expectations that Russia will operate under those conventions, and our intent to make sure that it is held to account wherever it does not.

Commons ChamberMy hon. Friend asks a very good question that needs to be addressed. I am pleased to confirm that we are producing a defence AI strategy that will cover how we will get an operational advantage. That work is ongoing and it will be published in due course.
Yesterday we honoured our armed forces and their incredible service, but we know that this service comes at a cost. Over the past five years, the number of personnel medically discharged due to mental health issues has doubled. We are not offering them enough support. On the commitment of just £20 million a year, Labour has pledged to increase that by £35 million. Will the Minister match that commitment today?
I think we are putting our money where our mouth is, but I make the broader point that it is about reducing stigma around mental health and ensuring that, during service, service people understand that dealing with their mental health is a professional responsibility. That is why we have introduced an annual mandatory mental health care brief. It is very important that service people see mental health as resilience and professional capability. We are trying to change the entire culture around it.

Commons ChamberI started my military career in the Brigade of Gurkhas, so I declare an interest in that I am biased for obvious reasons. My hon. Friend’s question is timely. We recruit once a year and recruited 400 Gurkhas last year, which is within our agreement with the Government of Nepal. I am travelling to Nepal later this week for further negotiations with the Nepali Government about the future use of Gurkhas.
I am grateful to the hon. Gentleman for raising something about which we all need to be concerned because the numbers are worrying. We do what we can to offer a far greater relationship as people depart the armed forces. There is a cohort of veterans who served around the Falklands era who are not benefiting from the education that people receive as they leave the armed forces today. We need to do more, and the hon. Gentleman provides an example of one thing that we can do.

Commons ChamberWe remain committed to maintaining the overall size of the armed forces. We have a range of measures under way to improve recruitment and retention, and these are kept under constant review. Importantly, the services continue to meet all their current commitments, keeping the country and its interests safe.
Retaining our service personnel is always a challenge, and that is precisely why we are focusing hard on the offer—the opportunity to train and to serve overseas. Only this month, some 5,500 personnel are serving on Saif Sareea 3 in Oman; equally, we have servicemen serving in Estonia and on Exercise Trident Juncture in Norway. We have perhaps not previously had those opportunities to train and to serve overseas, which are key to retention.
The latest armed forces continuous attitude survey shows that 67% of personnel perceive the morale of their service as low. That clearly impacts on the retention of those who serve. Did it concern Ministers to read that, and when can we expect it to get better?
I am confident that it will get better, partly for the reasons I have just outlined. We are focusing very hard on the offer to our service personnel to ensure that people stay. That is not only about pay—we have talked about the pay award—but the opportunities we give to our service personnel and the training they receive. There are very few professions in this country where one can join with limited qualifications and then leave with a degree-level apprenticeship. That is the sort of offer we make in the armed forces, and we are determined to continue.

Commons ChamberI know my hon. Friend fought a major fight to ensure that the investment came to her constituency and to preserve this important asset. It is a brilliant example of how the Ministry of Defence and our armed forces can play an important role not just in supporting defence, but in creating prosperity and jobs.
We remain committed to maintaining the overall size of the armed forces, and we have a range of measures under way to improve recruitment and retention. The challenge is kept under constant review.
Regarding Capita’s performance on the recruitment target, the Secretary of State was very clear when he said:
“do you have to give them a red card at some point if they don’t deliver? Yes, you do”.
Capita is not delivering, so when is it time for the red card?
There have certainly been challenges, particularly with the introduction of the defence recruiting system, but 12,360 recruits joined the British Army last year. I have met the chief executive of Capita on several occasions, and an improvement plan is in place at the moment—I think we need to provide an opportunity for it to be run through—but, absolutely, there is an alternative if need be.

Commons ChamberSince SDSR 2015, we have cut steel on the first Type 26 and signed the contract to buy new Apache helicopters. We are on track to deliver by the end of 2020: initial operating capability for carrier strike; maritime patrol aircraft; and to field Ajax. We have launched our innovation initiative, and published both our shipbuilding and our international defence engagement strategies.
One of this Government’s strengths is in how we successfully work together between Departments. We saw the comprehensive approach working very effectively during recent weeks in the cross-Government response to Hurricane Irma in the Caribbean. That is exactly the approach we should be taking.
SDSR 2015 aimed for at least 10% of our armed forces personnel to be from a black, Asian and minority ethnic background. Latest figures show that just 2.4% of regular officers are from a BAME background and that there are currently no BAME officers at a two-star rank or above. When will Ministers publish a new diversity strategy to get to grips with that challenge?
The hon. Gentleman is quite right that Britain is changing, and it is very important that our armed forces represent modern Britain. There is a very impressive strategy in place in which—he is quite right—the target is for 10% of recruits to be from the BAME community and 15% to be women. We have had varying success across our three forces. The Royal Air Force is doing the best by far but, year on year, we are seeing improvements, and I am determined that we shall continue to recruit role models to help this process.
