I beg to move,

That this House has considered Royal Bank of Scotland branch closures.

It is a pleasure to serve under your chairship, Sir Charles. Here we are again. This debate feels a bit like groundhog day. Yet more bank branches are set to bite the dust as the network rapidly shrinks, amid woolly promises of support and training for vulnerable customers. Selective statistics are spun to show that counter services just are not being used enough, leaving most of us puzzled when we see the local branch still bustling with life. That is certainly the case for the Leith Royal Bank of Scotland branch.

I confess that I am surprised that I have had to secure this debate, because I represent an area that was well served by banks until recent days. More often, I have supported the work of Members from rural areas who have fought valiantly against the impact of closures in their communities, but with both RBS and TSB planning to shut up shop, the Bank of Scotland looks set to be the last high street branch in Leith—and who knows for how long? When even the most densely populated part of Scotland is down to the last bank standing, we know we are in trouble.

I first pay tribute to the incredible staff at the RBS branch in Leith, who have been left worrying for their futures after this closure was announced. They are a legendary bunch, well known for going above and beyond for their customers and providing that old-fashioned notion of top-notch customer service. The branch is a well-known and well-used fixture in the area, and it should remain to serve the people of Leith into the future. It is located in a vibrant and growing—my goodness, is it growing—part of the city, and it serves diverse banking needs, from the many small start-ups that rely on cash, to people who are more financially vulnerable and cannot easily head uptown, so I find the decision absolutely baffling.

The hon. Lady touches on something common to many of us in Edinburgh, where 70% of the bank branches have been closed down in the past few years. This morning, I heard from a constituent in the Newbridge village who is being hit very hard by the closure of the RBS branch there. Her autistic son needs cash every day, and she will now have to get a bus to a different part of the city to get it for him because there is no post office available either. Does the hon. Lady agree that we cannot allow this situation to go on?

I absolutely agree, and I will be making those points in my speech. The hon. Lady’s example perfectly illustrates exactly why branches need to remain open, and banks must be encouraged to do that.

These further closures from RBS are a particular disappointment, because that once-proud Scottish brand, which is now a subsidiary of NatWest, can trace its origins to Edinburgh in 1727, at the time of the Scottish enlightenment. It is credited with providing the world’s first overdraft—a mixed blessing, perhaps—and it created a wide branch network as part of Scotland’s successful and stable multi-bank system. Times may have changed, but the move towards more centralised control of banking does not seem like progress to me. For RBS to soon have just three city centre branches in Edinburgh is a sorry state of affairs.

My response is, in part, to repeat what I have already said, which is that we were the first Government to legislate on access to cash in law, through the Financial Services and Markets Act 2023. That sets out that people should be no more than three miles away from access to cash. In relation to banking hubs and the ability of small businesses to use bank branches or a banking hub, that is why banking hubs are so important. These hubs help people and businesses to withdraw and deposit cash, pay in cheques, and check their balances through the post office counter. They also provide a community banker who can help people with wider banking services, from making a transfer to providing support for fraud and scam victims.

The hubs are deployed by Cash Access UK—the company owned and funded by nine major high street banking providers—in response to an assessment of the community’s cash needs by Link, the co-ordinating body that sets the criteria. As I have already explained, I think that in many instances that criterion needs to be changed by the industry, and I hope that it will do so. To ensure that there is no gap in the provision of services, industry has committed that, if a hub is recommended, it will not close the branch that it replaces for up to 12 months, until that hub is open. If there is a delay beyond that, a temporary hub will be put in its place.

I appreciate that there is an internal logic to what the Minister is saying about the banking hubs, and even mobile banks, but it does not reflect the actuality. When I was informed about the branch closure in Newbridge, which I mentioned earlier, it was stated that there was a post office 1.7 miles away where cash could be obtained. That post office was closing, and even if it were not, anyone without a car will have no way of getting there.

I thank the hon. Lady for her point. On the notification of closures, banks and building societies are required to provide customers with at least 12 weeks’ notice, a summary of the firm’s analysis of customer needs —including those who use the branch—and information on how to continue accessing services after the closure. Firms should also provide the support that customers will need to transition to channels such as digital or telephone services. I want to be clear that the support is not just saying, “You need to go and do this.” Firms are meant to provide support, and the impact of any planned closures on their customers must be carefully considered. Any firm that does not adhere to that is not doing its duty.

I thank the hon. Gentleman for that point, which he made particularly well. Hopefully, it will also come out as I move forward in my speech.

In the first instance, it is necessary for me to set out what I would describe as a few home truths and to set the record straight. First, it is important to point out that the FHL regime is not a tax loophole; it was introduced in 1984 specifically to cater for the fact that a holiday let business is very different from a private rental business. Forty years on, that remains the case, and it should be pointed out that strict criteria are in place if people wish to move into the regime.

Secondly, it should be emphasised that furnished holiday lettings are a long-standing economic lifeline for many coastal and rural areas.

The hon. Member is making a lot of very good points, specifically about these lets being a lifeline for areas. I was recently visited by representatives of the furnished holiday lets association in Scotland, who feel that they have been hit by a double whammy: this legislation and the short-term let licensing legislation in Scotland. Should there not have been a joined-up approach? Would it not have been better for the Government to speak to the devolved Administration and find a way forward for the whole industry, rather than hamper one of Scotland’s biggest and most profitable sectors?

I think the hon. Lady has hit on the way forward. The solution to this problem—if indeed there is a problem—needs to be sorted out locally, in consultation with the devolved Assemblies in Scotland, Wales and Northern Ireland, and with local authorities elsewhere in the UK.

Yes, the savings in the productivity plan will amount to billions of pounds.

Let me say a little about the economic context. The last few years have not been easy. The pandemic, Putin’s illegal occupation of Ukraine, energy price rises, and now conflict in the middle east have taken their toll on the economy, on businesses and on families. However, because of the difficult decisions that the Government have taken, the economy is turning a corner. Inflation has more than halved, from 11% to 4%; real wages have risen for seven months in a row; and unemployment is down, from a high of 8% in 2010 to 3.9% at the end of last year. Because we have stuck to our plan, we have been able to cut the double tax on work, putting £900 back into working people’s pockets. On Sunday, the independent Institute for Fiscal Studies gave its verdict on our tax cuts for workers:

“genuinely putting a lot more money into the pockets of people”.

The right hon. Lady is referring to the 2p cut in national insurance. That cut has been wiped out by the freeze in income tax thresholds, and the average worker on £35,000 a year will still be nearly £400 a year worse off this year than last year. How do these figures match up?

I would say two things in response to the hon. Lady. First, the best thing we can do is to help people with the cost of living, not increase their taxes, as the SNP in Scotland proposes, and to maintain—[Interruption.] I will not get bored of saying this. Secondly, we maintain our support for the Bank of England driving inflation down. We have more than halved it. We will continue to do that, and interest rates will come right down.

We announced 110 growth measures in the autumn statement. Taken together with the measures in the spring Budget, the independent Office for Budget Responsibility says that they will have the biggest impact on output that it has ever measured in a fiscal event, increasing GDP by 0.5% by 2028-29.

The UK economy is set for slower growth than previously thought. The International Monetary Fund predicts that next year we will have the second worst growth in the G7. In Scotland, the SNP has increased taxes, which we have heard about already, and Scots now face six bands. Stagnation there is even worse, and businesses and households in my constituency need reassurance. Will the Chancellor tell us what he will do to give confidence to people up and down the country that we will soon see economic growth?

May I gently correct the hon. Lady on the IMF? It said that over the next four years, UK growth will be higher than in Germany, France, Italy and Japan. I agree about SNP tax rises, but I point out that the Liberal Democrats have some tax rises of their own. They want to increase capital gains tax, which would be incredibly damaging for Scotland’s financial services industry, which employs thousands of people.

As the hon. Member might have heard if she had been at oral questions, we are acting on this and have been consulting on a solution since March this year—I started that at the spring Budget—but we want to get the answer right. We want to crack down on rogue lenders but also ensure that the financing that appropriate people can offer responsibly is available.

I want to talk about the pressures on ordinary families, because the shadow Chancellor also talked about incomes and the tax burden on working families. What has happened since 2010 to adults on the lowest legally payable wage? When we took over from Labour, that wage was £5.93 an hour; today, it is £10.42 an hour. After inflation, gross pay for those on the lowest legally payable wage has gone up by 20%. The number of people on low pay, defined as less than two thirds of median hourly earnings, has halved. At the same time, because Conservative Governments want to make work pay, we increased the thresholds before which people start to pay tax or national insurance from £5,700 to £12,570. Take-home pay after tax for people on the adult main minimum wage has therefore gone up by more than 25% after inflation. That is a bigger percentage increase than for people on much higher incomes.

Notwith-standing what the Chancellor has said, my constituents in Edinburgh West, like those in much of the rest of the country, were listening intently to the King’s Speech for a Bill or anything that might help them with the cost of food and specifically energy this coming winter, but there was nothing, and it has been admitted that the petroleum Bill will not do anything to help households in this country. Does he appreciate why ordinary working families think that the Government are simply out of touch?

With respect, I think the hon. Member needs to look at the facts. We have given an average of £3,300 in cost of living support to families across the country this year and last. In Scotland, 700,000 households have benefited from our cost of living payments, which have reached more than 1 million pensioners.

I want to return to my main point about the impact of making work pay. As a result of that change, not only have a lot of people been lifted out of poverty, but unemployment has gone down by a million, after going up by nearly half a million under Labour, and the unemployment rate has halved. That is the difference: if we make work pay, as the Conservatives do, we lift people out of poverty and put people into work.

I rise to speak as the Member of Parliament for Crawley, a constituency that proudly includes Gatwick airport within its boundaries, and as the chair of the all-party parliamentary group for the future of aviation, for which I declare an interest. It is in those roles that I have been determined to support the aviation, travel and tourism industries as they continue to recover from the covid-19 pandemic, and I call on the Government to introduce duty-free shopping on arrival at airports and international rail and ferry terminals in Great Britain.

Reinstating duty-free shopping for passengers arriving from Europe and significantly increasing inbound personal allowances upon Brexit proved popular, with a 45% increase in sales of duty-free items by UK passengers shopping overseas in our first year outside the European Union. However, British businesses and airports do not benefit from that. Passengers can spend their increased allowances abroad only at their point of departure. The introduction of duty-free on arrival stores at airports, ferry ports and international railway stations would repatriate those sales to Great Britain, crucially ensuring that British businesses are the main beneficiaries of the post-Brexit duty-free system.

I will highlight three main benefits: the effect on the recovery of the travel industry, the impact on British competitiveness, and the importance of choice and the passenger experience. On the first benefit, travel recovery and regional connectivity, I do not need to repeat to the House the full impact of the covid-19 pandemic on the aviation sector. As the sector continues to recover, we know that travel hubs need non-aeronautical revenues such as retail and duty-free. Indeed, as much as half of total airport income can come from those activities. All UK airports and international terminals will benefit from duty-free on arrival stores. The creation of new retail areas at UK airports would trigger significant capital expenditure for building works as infrastructure is adapted to take advantage of this new opportunity, resulting in further economic investment, including creating construction jobs for the duration of those projects. The increase in sales can be reinvested in new routes, improving passenger numbers and attracting more visitors, making London and regional hubs across the UK more competitive with rival cities such as Paris, Milan and Barcelona.

I draw the House’s attention to the example of Norway. Being a non-EU nation, Norway introduced duty-free on arrival stores in 2005 and there was an immediate impact on Aberdeen airport. Sales to Norwegian-bound passengers fell by 40%, with the average spend per passenger halving. The resulting growth on commercial revenues in Norway was invested in route development, which allowed it to attract new airlines by lowering charges. Norway now has the lowest aeronautical charges per passenger in the whole of Europe. More passenger growth, more income and more investment—all without the need for the Government to fund support.

The second benefit is the impact on global competitiveness. We know that more than 60 countries have now implemented duty-free on arrival, including most major travel hubs in Asia, the middle east and Oceania, as well as fellow non-EU countries. If the EU implemented arrival duty-free stores before we did, it would have a detrimental effect on British ports of entry. European Travel Retail Confederation modelling predicts arrivals duty-free gross value added boosts would be some €300 million for Spain, €190 million for Italy and €580 million for France. Such sales would have a devastating impact on UK port departure stores. However, the UK Government could get ahead and legislate for arrivals stores first, future-proofing the sector.

I completely agree with the hon. Gentleman’s argument. My own local airport, Edinburgh airport, would benefit greatly from duty-free arrivals—not least because, as in quite a few international airports, passengers have to go through the shopping area to get out of the airport. Therefore, in some cases there might not even be the need for capital investment. Having experienced this in Australia, it is very tempting when we arrive in a duty-free area to buy duty-free, so there would be a huge incentive for people coming to this country to buy duty-free on arrival and benefit the local economy.

The hon. Lady is exactly right; I have experienced similar when travelling to Australia or closer countries such as Switzerland. The boost that that gives to those local economies is quite significant.

In this country, however, we need to act quickly. Such a plan for arrivals duty-free is under active consideration by the European Commission as part of the directorate-general for taxation and customs union’s review into travel and tourism taxation. Introducing arrivals duty-free is the only way we would be able to level the field.

The third benefit is greater choice and passenger convenience. The modern passenger has come to expect the retail element of the travel experience. Duty-free purchases on arrival will contribute to a more seamless travelling experience. Arrivals shops are a separate market in competition with departure duty-free sales from airports abroad. The lack of arrivals duty-free is placing us at a competitive disadvantage.

Arrivals duty-free is not only convenient, but popular too: polling commissioned in 2022 found 45% of travellers regard carrying duty-free items back to the UK on their flight as an inconvenience. Polling conducted at several UK airports last year found that in many areas, including my own Gatwick airport, two thirds of people would support the Government introducing such stores.

Nevertheless, I am aware that there remain concerns among those on the Treasury Bench, and I am keen to address them. The first concern from His Majesty’s Treasury, I suspect, is the revenue implications for the Exchequer. Research from York Aviation predicts that such stores will result in additional sales of £100 million each year. An increased spend of between 20% and 30% per passenger is also anticipated. I therefore ask the Government to again look at the example of Norway, where, as of 2019, duty-free on arrival sales have increased by 108% since the policy’s implementation, and are growing consistently at an average rate of more than 10% each year.

In this scenario, the initial loss of excise duties for HM Treasury is quickly offset by other forms of taxation, in addition to new jobs. At Zurich airport, for example, the introduction of a single arrivals duty-free store meant an additional 50 jobs. For the UK, the increase in income tax and corporation tax is estimated to be an additional £50 million each year for the Exchequer. Even at the lowest levels of predicted sales, the impact on Government revenues is still likely to be only cost-neutral at worst. The policy would also increase sales on duty-paid categories.

The second concern that I suspect the Treasury has is about the impact on the domestic high street. Although I appreciate that concern, we need to be clear that the only competition to arrivals duty-free stores is from overseas departure duty-free stores. The introduction of the policy has the support of many brands that sell in the domestic market both on the high street and in travel retail channels. The size of the inbound duty-free market is less than 2.2% of the domestic market for the same products. Even if the policy were more successful than expected, any impact on the high street would be nominal. Passengers at an airport are drawn from a far wider catchment area than those in town centre stores, for example. To look again at examples from elsewhere, Switzerland and Norway have both had arrivals stores for over a decade, and neither has detected any impact on high street sales.

The third concern that I suspect the Treasury may have is about implementation. Let us be clear: in the model of arrivals duty-free stores proposed by the industry, arrivals stores would be located before customs clearance. That would avoid any additional staffing or resourcing pressures, and could provide a more robust level of control and oversight. Border Force and His Majesty’s Revenue and Customs would have the opportunity to observe and audit purchases using existing mechanisms, as they do now, and monitor inbound duty-free allowance limits. As a result of Brexit, only secondary legislation will be needed for implementation, so the change would not be burdensome on the busy schedule and agenda of this House.

Let me reiterate my support for sustainable aviation fuel more broadly, and for the wider aim of the aviation sector reaching jet zero—the commitment that UK domestic aviation will achieve net zero carbon emissions by 2040.

We recognise that this is a concerning time for homeowners and mortgage holders, but we cannot ignore the fact, much as some may wish to, that interest rates have risen across western economies as a result of the covid pandemic and the impact of the war in Ukraine. The Bank of England sets the base rate, which can have an effect on mortgage pricing, and the Bank has been independent since the decision of the then Labour Government in 1997. We remain committed to responsible management to bring inflation under control, which is the only sustainable way to lower interest rates and lower mortgage rates.

I thank the hon. Lady for her question. Not only are we taking action and taking the tough decisions to sustainably improve the nation’s finances, but we are working with lenders—the Chancellor and I regularly meet the mortgage industry—on the support they can provide to mortgage holders if they do get into financial difficulties. There is a range of measures, which includes term extensions and switches to interest-only payment holidays. The Financial Conduct Authority guidance is very clear that any repossessions—and they are currently running at a historical low—should be an absolute last resort.

As a result of the 6% rate that we have heard about, more than 1 million households on flexible-rate mortgages have already faced increases this year, and 1.8 million more will see their fixed-rate deals come to an end and face increases in this year. It is not just homeowners. The knock-on effect has meant that in my constituency in Edinburgh, we have had the highest rental inflation anywhere in the country at 13.7% in the last financial year, because landlords are facing increases in their mortgages. The Government have said that they are willing to support people, so would they be willing to consider the Liberal Democrat idea of a mortgage protection fund to protect those on the lowest incomes, and support those who are struggling?

Member for her question, but regrettably the proposal that she and her party put forward would not only delay the point at which we are able to bear down on inflation and deliver the nation’s mortgage holders the lower interest they need but, as I understand, it would do nothing for the plight of private renters.

My right hon. Friend makes an important point more generally, if I may have your munificence for a moment, Mr Sharma. It is so important that people such as my right hon. Friend show that dyslexia or other learning conditions need not be a barrier in a person’s ability to achieve success nowadays. In many ways, he will have been at the forefront of that change. I was horrified to hear about the reaction he had at school. I hope and trust that nowadays, children with a similar condition would not have that reaction; it would be much better understood. The fact that he rather endearingly described that he thought it was a tropical disease shows just how far we have come. He and others have been at the forefront of that, and I am genuinely grateful to him for sharing his experiences with us.

Ensuring that everybody is able to access books in all their forms is something that this Government take very seriously. Driving up standards in literacy has been our long-term priority in education, and our focus over the past decade has been on improving the teaching of reading for everybody. We have given students across the country a solid foundation in reading. That is not just to give young people the skills that are vital for their success in later life, but—as the hon. Member for Motherwell and Wishaw (Marion Fellows) put it so eloquently—to encourage a lifelong love and respect for one of life’s greatest pleasures.

I very much understand the enormous pleasures that audiobooks can bring, as someone whose constituency is quite some distance from London—I know the hon. Lady’s is, too. I have had an excitable seven, eight, nine, 10 and then 11-year-old throughout my career in this place, and having an audiobook that really grips a young child’s attention can be a godsend to parents struggling on long journeys.

I am veering into flippancy, but there is a much more serious point about what an audiobook can mean for an individual’s ability to read and enjoy reading. My right hon. Friend the Member for Hemel Hempstead gave the compelling example of his constituent who is losing her sight and with it, she fears, her ability to continue enjoying reading. I take that very seriously. I understand his point about the difference in timing and the implications of VAT.

We believe that a love of reading should be ignited at a young age, which is why we have committed to ensuring that early reading is taught well in schools. We have introduced packages of measures.

The Minister is making a good point. In a previous life as a university lecturer in journalism, I had a student who was blind. The books that were available as audiobooks were much more expensive because of the VAT, and there were fewer of them. With podcasts, there is more material. The educational value is not just in schools, but goes right through to higher education. I had an elderly grandparent who went blind, but was still able to read through audiobooks, which became a lifeline. The VAT is an obstacle to providing a vital lifeline to elderly people who can no longer read.

Although this part of my speech focuses on children, I very much accept the point about people having a love of reading throughout their life. I want to mention the positive work, which I hope is welcomed across the House, in schools to improve literacy and give that love of reading to young people. The English hubs programme promotes a love of reading and spreads best practice in teaching pupils to read. It supports schools in England in providing excellent phonics and early language teaching. The hon. Lady will be able to help us with what happens in Scotland. The ability to teach reading, particularly through the use of phonics, is very much recognised. Through the hub programme, literary specialists provide tailored support to schools, including by running events to showcase excellent practice in teaching and reading, and by working with local schools to develop their practice. So far, it has supported 1,600 schools intensively, and focuses on supporting the children who are making the slowest progress in reading, many of whom come from disadvantaged backgrounds.

In a minute.

It is not just the fishers, because Angus is the garden of Scotland and its farmers are subject to the real constraints of Brexit. People talk about farmers as though they are just a guy with a tractor, but modern agricultural enterprise is a vast undertaking involving plant and seed suppliers, as well as any amount of different subcontractors and small businesses, so when I talk about agriculture I am talking about hundreds of small businesses across Scotland, and thousands across the United Kingdom.

My farmers in Scotland are subject to the UK Internal Market Act 2020, for which my colleagues in the Scottish Government would not give legislative consent, because it is so damaging to Scottish agriculture, even before the introduction of the Australia trade deal on top of it, which undercuts with lower standards. That has created a market in which we cannot possibly compete, where they do volume and we do quality. Scottish agriculture is different to English agriculture, which is much bigger. We do not do bulk in Scotland, which gets to the heart of how broken the Union is. Did the UK Government try to construct that system to promote enterprise, jobs and prosperity in agriculture in Scotland? No, they did not. They did it on the basis of their ideology.

Turning back to business investment, where there is a thriving business community, there are jobs and upward pressure on wages. That is what we need to get people out of poverty—

I was intrigued to hear the hon. Member talking about fishing policy. What is his view on the fact that his own party of government in Scotland has not seemed able to agree since the former Minister criticised the Government’s policy? I am fascinated that he is talking about supporting businesses when every business in my community tells me that they have nothing but complaints about the business rates imposed by the Scottish Government.

I thank the hon. Member for her intervention, but I would love to see the evidence that every single business in Edinburgh West is critical of the Scottish Government, but that is not what she said, is it? Let us not forget that the business environment of Scotland is far preferable, particularly for small, independent traders, to the rest of the United Kingdom, because we have the small business bonus and rates do not kick in for small businesses until they have a rateable value of £15,000, unlike a rateable value of £12,000 in England. So I will not be taking any lectures from any Unionist about the business environment that we have created in Scotland.

Business investment grew in real terms steadily between 2009 and the Brexit vote. It then failed to grow at all between the Brexit vote and the pandemic, and has not returned to pre-Brexit levels. It fell off a cliff after the pandemic and has increased barely to where it was 10 years ago. As I said earlier on, when it comes to the nature of the United Kingdom, this is now a poor country. I do not know if that comes as news to anybody on the Government or Opposition Benches: this is now a poor country, irrespective of the GDP that gives a false prospectus of what it is to live in this country. Comparisons for 2021, in pounds rather than dollars, show that the UK is 14th, behind Ireland, Australia, Iceland, Denmark, and Norway. In terms of OECD countries, the United Kingdom finds itself in a very poor position, with an average salary of £37,500. I appreciate that many people listening to the debate will think, “Well, I wish I was on £37,500,” but that is an average salary, which is pushed up by a few colossal salaries. What is far more interesting and compelling is the median salary, which is down in the low £30,000s.

It is helpful in demonstrating how poor the United Kingdom is to compare like-for-like occupations. Nurses are paid more in Canada, Ireland, New Zealand, the Netherlands, Norway, Switzerland, the United States, Belgium, Iceland and Luxembourg. The average salary of a nurse in the United States from 2016 to 2019 was £54,900; in Belgium it was £55,000; and in the Netherlands it was £46,000. However, in the UK it was £33,000. That is a directly comparable job and gives an interesting perspective on where we are.

When adjusted by purchasing power, salaries are even worse. Not only are the salaries lower, but the cost of living, thanks to the Tory party, is even higher. The purchasing power of a nurse’s salary is lower in the UK than the OECD average and lower than in Slovenia, Ireland, Spain, Germany, Denmark, the Netherlands, Belgium and Luxembourg.

Current estimates of an average nurse’s salary in the UK are that they will go up to £35,600, but the salary pay scale for new nurses in band 5 in Scotland tops out at £37,664, which is probably why the health spend per person is £3,490 in Scotland as opposed to £3,192 in England. The number of staff in the NHS in Scotland per 100,000 people is 2,845, compared with 2,224 in England. We value our nurses even when they are training, by making sure they get a £10,000 bursary in Scotland, rather than a £5,000 bursary. These are the best jobs in many of our communities. Teachers are very much in the same position.

The hon. Member for Arfon (Hywel Williams) mentioned the Government’s amendment to the motion, but what I have said and what some of my colleagues are about to say lays bare the myth within it. The amendment reads that this House

“welcomes the Government’s action to halve inflation, grow the economy and reduce debt”.

Well, inflation has not halved, and the Government are not acting but hoping. The economy is shrinking, but even it is was not—sorry, the economy is not shrinking; it is growing. The Government are saying that we have the highest growth in the G7, but we are starting from the lowest base. Growth is relative to where it starts from, and the Government are not too keen to talk about that. They are saying that they are taking action to reduce debt. When they took over, there was £0.8 trillion of debt in this country, but that is now getting on for £2.5 trillion of debt. They have completely lost control of debt, and they have obviously lost control of reality as well if they are suggesting that this is a measure of their doing really well. We have already mentioned the obscurity of the Genetic Technology (Precision Breeding) Act 2023 as a measure of how good Brexit has been. If that is what we have to show for Brexit, a lot of people up and down these islands will be scratching their heads and wondering whether it was all worth it.

The Government go on to note in their amendment that

“the SNP and Labour would fail to grip inflation or boost economic growth with their plans for the economy”.

Well, they are half right, because Labour would wreck the economy. It would certainly fail to get a grip on inflation or improve growth, for when has it ever done anything else? Show me a time when Labour was put out of office without leaving the economy in tatters—and it will be the same every time for the UK population. Scotland is subject to the electoral will of the UK—[Interruption.] The hon. Member for Edinburgh South (Ian Murray) challenging me to be a Tory? That is a good one.

We need to educate our people well, and ensure that they can use that education in their employment environment so that they can have well-paid jobs enabling them to pay their way and do better than their parents. Even with the limited powers that we have in Scotland, we have a higher level of foreign direct investment than any other part of the United Kingdom; we have the best small business environment in the UK, with the most attractive small business bonus; our level of research and development is enviable according to UK standards; we have the most universities per head, with incredible research and innovation taking place in them; and our median wage income tax rate is lower.

The hon. Member for Moray, who said a lot earlier, talked of the scandal of paying for services, which he calls tax. It is tax, obviously, but he looks at only one side of the equation. People under a social contract in Scotland have elected a Government who support funded interventions in, for instance, eye tests, better-paid nurses, tuition fees, pupil equity funding, and all manner of other social contract interventions. The hon. Gentleman is supposed to be a Tory, and the Tories are supposed to be the party of business. They are supposed to be, at the very least, fiscally and economically literate; although I would respectfully suggest that the evidence implies otherwise. The hon. Gentleman must know that there is nothing for nothing. Although we rhetorically describe these things as free, they are not free; they need to be paid for, and I suggest to him that the people of Scotland know that very well.

I have to say that my wee heart skipped a beat with delight when I saw that finally, in an Opposition day debate, the Scottish National party was going to talk about something that mattered to the people of Scotland: the cost of living crisis and the problems our constituents face. Surely few of us would dispute that the cost of living crisis being faced by our constituents is a constant and overriding concern for far too many households in this country.

I have often stood here and criticised the Conservative Government, on their energy price hike; inflation; interest rates; and the situation that faces our young people throughout the UK, where too many of them live with the fear that they will never be able to own the house of their own that they would like or that the ever-increasing rent rates in this country, which in my city of Edinburgh are outrageous, put too many options beyond their reach. We must then consider the fact that the Chancellor did not listen when the Liberal Democrats asked him to cut energy bills by £500 per household, which would have made a significant difference to so many families; that the growth in the economy in the first three months of this year was only 0.1%; that, according to the Office for National Statistics, average pay, after taking inflation into account, fell by 3%; and that the take-home salary fell by more than £1,400.

I was delighted when I saw this motion, because our economy in the UK is on its knees and so are far too many families, and not just in Scotland. My disappointment is that SNP Members do not seem to appreciate that they in a unique position, of which I, like many other Members, are jealous, as their party can do something about it in Scotland. By that, I do not mean independence, which it turns out this debate is actually about after all.

Lady for her petty and irrelevant—[Interruption.] She is taking a comment out of context, when we are speaking about the lives and livelihoods of people in this country who cannot afford to feed their children; so we have to have a petty debate about a comment made in February, which was been taken out of context. I thought that her contributions were normally better than that.

Yes, the hon. Lady has made me quite angry, because this is far more important than that.

Surely the cost of living for so many people in Scotland, our constituents, could be alleviated if we did not now pay more tax than anywhere else in the UK. The situation is so bad that the Scottish newspapers today are reporting that the SNP-Green Government are concerned that the ever-increasing taxation burden may now encourage people to move elsewhere. Is that not dreadful?

When the hon. Lady speaks about the financial pressures and burdens on families and communities, she hits the nail on the head. How important for her constituents is not having to worry about the cost of a prescription, rather than finding £9.65; being certain that their children will get to university if they make their grades, without having fears about funding; or having any other benefit that they enjoy in Scotland but not in England? How grateful are her constituents?

When my constituents come to me, what they complain about is not that they might have to pay that amount for prescriptions were it not for the Scottish Government; they complain about the burden they face every day at the moment. Businesses complain to me about the Scottish Government. Constituents regularly complain to me that they do not understand why the Scottish Government are not doing something about the state of our NHS and not doing something to provide a better education for their children to give them a better chance in life. That is what my constituents complain about.

As for Brexit, I agree with the SNP that it is doing immense damage to our economy, making life incredibly difficult for business and increasing the burden on families. What surprises me is that the SNP fails to recognise that to take Scotland out of the UK would be to repeat and amplify that damage to Scotland’s economy, income and households. Why does the SNP want to inflict the same damage again? Of course independence is its solution to everything—

When the hon. Member for Paisley and Renfrewshire South (Mhairi Black) was talking about bad Governments making bad decisions, I had to bow to her expertise as a member of the SNP, because when it comes to bad Governments making bad decisions, it is in a class of its own. One has only to look at the mounting bill for the ferries, at the burden of business rates, which I have mentioned, at the state of our NHS, and at the state of our education.

The hon. Lady keeps referring to the NHS and education. Public funding is required to support those. It is common in this place to talk about failing on health and on education. All four health services are struggling after the pandemic, but A&E waiting times and cancer waiting times in Scotland are still significantly better than in the other three health services. Closing the attainment gap helps young people have a better future, and both at highers and in positive destinations, that gap has closed by two thirds while the SNP has been in power. As for this nonsense that somehow she expects public services to be better but with less taxation, she needs the same reality check as those on the Government Benches.

I thank the hon. Lady for her intervention because, like the rest of SNP, she talks a good game but often forgets that those of us on these Benches live and have constituency surgeries in Scotland, and we know the reality of the queues of people every week complaining about the public services in Scotland. I know that the SNP blames Westminster for that, but SNP Members always overlook the fact that the Scottish Government have had record amounts of money. I do not for one moment believe that the UK’s economic stewardship at the moment is the best it could be—it falls far short, as I have mentioned—but it is rich of the SNP not to recognise the mistakes it has made.

I do not believe anyone in this House, in any party, is not concerned about the cost of living crisis, inflation or the energy prices we all face. Where we differ is in our solutions. The hon. Member for Paisley and Renfrewshire South offered us the “I” word, which I am not surprised came up in this debate. I suspected that might have been what it was about all along. I offer three alternative “I” words: incompetence, inability and ineffectiveness. The voters will take all of them into account the next time they go to the ballot box in a general election. They will apply those words to both Governments and their stewardship of our economic wellbeing. At that point, we will see change, because the people of Scotland have had enough and they want a Government—two Governments—who are competent, able and effective.

My hon. Friend is absolutely right. The Government do not take into account real lived experiences and people with multiple differences, such as being a woman, being disabled and being a single parent. It just is not good enough.

Disabled people often face higher costs for their gas and electricity. Many disabled people say that they need more heating to stay warm—most of us here can recognise that—and others say that they have to use extra electricity to charge up items of assistive technology. My parliamentary assistant went to a drop-in session and came back to my office almost in tears, having spoken to a parent who requires three separate machines to keep their child alive overnight, but who could not afford to pay the associated electricity costs. Even with the cap that the Government have tried to put on electricity prices, the extra £150 does not help.

Disabled people have been suffering for years, and if we give someone a percentage of a very small amount, it is still a very small increase. According to the professional association for social work and social workers, 7 million people—almost half of those living in poverty in the UK—are either disabled or live with someone with a disability. The Trussell Trust says that half of those using food banks are disabled.

I know that the Government do make some effort—I congratulate the Minister for Disabled People, Health and Work, whom I spoke to this morning—but they do not get the bigger picture. When something like this cost of living crisis rears its ugly head, it drives the most vulnerable in our society into further debt and further difficulty. Something that I have not yet mentioned is that anyone with a food allergy or anyone who requires special food is in an even worse state during this cost of living crisis.

The SNP has consistently called on the Government to uplift universal credit—to increase it by £25 per week—and extend it to all means-tested legacy benefits. I refer to those people who went through the covid-19 pandemic and got no additional costs. That is just not right and we need to look at it. The Government need to do their job properly and actually help people.

The Scottish Government are trying to make things better. Our adult disability payment and the child payment, which has recently been doubled and will hopefully be increased even more, help families and disabled people much more than what is happening in the rest of the UK. However, as my hon. Friend the Member for Angus (Dave Doogan) has said, there is a cost to this, which is that folk like me pay more tax. I have yet to meet a constituent who tells me that they object to paying more tax to help folk less well off than themselves. It may just be that Motherwell and Wishaw is a beacon of light, but I do not think so. The Motherwell and Wishaw constituency is built on old mining communities—coal and steel communities—and the people there tend to know what it is like to be in poverty, but they also know that helping each other is the sign of a civilised society.

The health and disability White Paper raises the spectre of more disabled people facing sanctions. Can we really believe that, in the 21st century, we are going to sanction disabled people? They will have to move on to universal credit, and then not only will they not get what they are entitled to, but any increases will be barred under that punitive regime. This Government are also very bad at signposting. Let me cite as an example pension credit, the uptake of which has been disgraceful.

I am watching my time carefully, but I will briefly reflect on what the Prime Minister was doing today with the Farm to Fork summit at No. 10. That seems to me a lamentable effort to mitigate the disaster that has been Brexit for the economy and for the food supply chain. The Government were warned often during the Brexit debates, many of which I was able to attend.

It is not good enough. Scotland needs and wants to go back into the European Union. Many people in Scotland still believe that is the best way forward for this country and we want to follow the example of countries such as France that put blocks on prices to keep things cheaper for people during a cost of living crisis. This country is in a terrible state. Scotland is in a terrible state in terms of people suffering with the cost of living.

It is almost inconceivable that the Lib Dems and the Labour party are backing a hard Tory Brexit. They do not want to say how awful it has been for people right across the UK and what it has done for food prices—

It is a pleasure to close the debate on behalf of the Scottish National party. I thank my hon. Friend the Member for Paisley and Renfrewshire South (Mhairi Black), who opened the debate and laid bare the sheer scale of the cost of living crisis for people across these islands. It has been remarked on that there have been a number of contributions mainly from the SNP Benches, but I do want to single out the one Conservative party contribution, from the hon. Member for Moray (Douglas Ross). He started off by expressing almost a degree of frustration that the motion before the House touched on the big issues. He then spent the rest of his speech complaining about other issues that he wished he could debate, most of which were under the competence of the Scottish Parliament—of which, of course, he is a Member. It was none the less good of him to grace us with his presence.

We had a contribution from my hon. Friend the Member for Midlothian (Owen Thompson), who spoke eloquently about the challenge for businesses in Midlothian as a result of the cost of living crisis. He was followed by my hon. Friend the Member for Angus (Dave Doogan), who expertly rebutted many of the points made by the hon. Member for Moray about comparisons with education policy in England.

My hon. Friend the Member for Edinburgh North and Leith (Deidre Brock) spoke about food and drink. The hon. Member for Kirkcaldy and Cowdenbeath (Neale Hanvey) spoke about the impact of the ice arena energy costs in Kirkcaldy. My hon. Friend the Member for Glasgow North (Patrick Grady) was right to open his speech by painting a picture. At first, most of us thought that he was talking about Brexit, but actually it was a reminder of all the scare stories we were told in the run-up to the referendum in 2014. He was right to do so, because every single one of them has come to pass while Scotland remains a member of the United Kingdom.

The hon. Member for Edinburgh West (Christine Jardine) was her usual cheery self; a ray of sunshine every single day. What was noticeable was that, as a member of the party of the people’s vote, she almost avoided any mention of Brexit. The Liberal Democrats have gone from being the party of the people’s vote to the party of “Don’t mention Brexit.”

I was in the Chamber—I may have lapsed into a coma. The hon. Lady talks an awful lot about Brexit and the damage of Brexit. The reality is that the Liberal Democrats were advocating a people’s vote knowing that Brexit was a disaster. I ask her to reflect on her party’s hypocrisy on the idea that, when the facts change, people should have the opportunity to change their minds. What is sauce for the goose is sauce for the gander.

The hon. Gentleman and I have talked a number of times about this. I do not think it is fair to say that the Treasury is dragging its feet. We have supported reform of the mutuals sector. We welcome a diversity of provision, which involves a greater expansion of and more commercial freedom for the mutuals sector. With the Law Commission, we are looking to take its work forward to see whether we can help, and I am always happy to sit down with him, or with any representatives from the sector, as part of my widespread programme of engagement.

The energy bills discount scheme will provide all eligible businesses and other non-domestic energy users with a discount on high energy bills for 12 months from 1 April 2023 to 31 March 2024. It will also provide businesses in sectors with particularly high levels of energy use and trade intensity with a high level of support. The scheme will help those locked into contracts signed before recent significant falls in the wholesale price manage their costs and provide others with reassurance against the risk of prices rising again.

Speaking to businesses in my constituency of Edinburgh West over the past week, I have been hearing that they are not finding the help that they need. The combination of the cost of living crisis, energy costs and business rates is pushing them towards a crisis. The Federation of Small Businesses estimates that 93,000 small businesses could go out of business this year because of high energy costs. Do the Government accept that more will have to be done, particularly to help small companies renegotiate tariffs, and will they tell me what they intend to do about that?

The hon. Lady raises an incredibly important point, and this Government are very alive to the issues that businesses face across the country. She will be aware that, last year, the energy bill relief scheme was unprecedented in its nature and scale, and that the Government were always clear that that would be time limited and intended as a bridge for businesses as wholesale gas prices come down. Those prices have now come down quite significantly, but we do have the energy bills discount scheme, which strikes the right balance between supporting businesses for another year, but also limiting the taxpayers’ exposure to volatile energy prices.
