Commons ChamberIt certainly appears to me that there is a potential landing zone between what has been proposed by the European Union and what has been proposed by the UK Government—indeed, there is a bit of an overlap. I would offer to come along with Ministers, but they might feel that reinforcements had arrived and somehow weakened their position. Nevertheless, there ought to be a landing zone here for those of goodwill and good faith.
Even as a supporter of Scottish independence, I find it utterly inconceivable that any Unionist Government would have signed up to the kind of arrangements that placed a trade border down the middle of the Irish sea while denying they were doing any such thing. All the issues inherent in the protocol could have been avoided had the UK Government maintained a modicum of statecraft and respect for all parts of the Union, acknowledged the limitations of the mandate they had from the Brexit referendum and remained in as close alignment as they could with the single market and customs union, thereby minimising the economic harms we have seen to the UK since then and ensuring that no part of that precious Union was left behind. Yet even now it seems that the Government have not learned from their mistakes. The Scottish Government were not consulted by the UK Government before they took this action. I believe I am right in saying that the UK Government did not even afford the Scottish Government the courtesy of a phone call in advance to advise of these plans.
It has also been reported that the UK Government did not consult their top legal adviser—the First Treasury Counsel, Sir James Eadie—on the legality of their move. So we have a UK Government who are in contempt both of international law, as we have seen in other matters, and domestic law. Aspects around the Prime Minister’s current travails are bad enough, but to stand up and use the full authority of a ministerial office to say that which is not gets right to the heart not just of the problems being presented by the protocol in its current form but of the fitness of the Prime Minister, or anyone aspiring to replace him.
It is clear that the protocol is not working, and Northern Ireland business is suffering. In what way does this Bill act to the disadvantage of the European Union, because it seems to me that it is a very good way forward?
Well, it seems to me that whether it disadvantages or not is not something that Her Majesty’s Government get to decide. While I am clear that there are problems with the protocol, clearly there are aspects of it that are working very well, as indeed those on the Treasury Benches have admitted. I will set out some of the examples, particularly over trade, where it is not having the impact that we are told, in all aspects, that it is. I come from the point of view that trust has been broken between the UK Government and the people of all these islands, as well as between the UK Government and our international partners. That gets right to the nub of the issues about trying to renegotiate it.
We should not really need to say this, but it is absolutely vital that the UK Government should be able to respect the international obligations that they enter into freely. Lord Butler, who was head of the civil service for 10 years, has said that this country has repeatedly criticised states like Russia and China for breaking the rules-based international order and yet now holds that it is perfectly justified in breaching international law itself. It seems that in this Bill we are going from a “limited and specific” breach to something that is potentially extensive and egregious. General Sir Richard Barrons, the former chief of joint forces command, who served in Afghanistan, Iraq and Northern Ireland, has said that
“what the government is proposing is short-sighted tactics which will do much harm strategically in the wider world. In fact what is being done is particularly stupid.”
He went on to warn that these moves will empower our adversaries as
“it will undermine us with our enemies by giving them the opportunity to accuse us of hypocrisy when we call them out for breaking the rules-based international order. It will also undermine us with our allies who will doubt whether they can rely on us to keep to an agreement, keep to our word.”
I will come to that point, but I simply ask the hon. Gentleman: if I were to do that, would he then support the Bill? I heard nothing in his contribution to suggest that he would.
Last July, I made it clear that:
“The Irish Sea Border is not just a threat to the economic integrity of the United Kingdom, it is a threat to the living standards of the people of Northern Ireland”,
and so it has proven. The impact of the additional cost of bringing goods from Great Britain to Northern Ireland is contributing to the cost of living situation in Northern Ireland. It is driving up the cost of food in our supermarkets, it is driving up the cost of manufacturing, and it is making it difficult for businesses to operate effectively.
Further to that point, it seems that the people of Northern Ireland sometimes cannot get goods from Great Britain. Manufacturers here are not sending them to Northern Ireland, because of the additional burden of trying to get them there.
The right hon. Gentleman is absolutely correct. Many of my constituents, and those of my right hon. and hon. Friends, have experienced that as consumers and businesses. This is about not just businesses, but every citizen of Northern Ireland.
It is also about the democratic deficit. My Members, who were elected to the Northern Ireland Assembly and are Ministers in the Executive, are expected to preside over the imposition of regulations over which they have no say. They have no democratic input into how those regulations—the ones that regulate how we trade with the rest of our own country—are put in place. How can any hon. Member defend a situation where part of this United Kingdom is treated in such a way that its elected representatives have no say in many of the laws that regulate our trade with the rest of the United Kingdom? That is simply unacceptable and it is part of the problem.

As I have said before—I suspect I will be saying it a few times—I am not going to pre-empt the Prime Minister’s travel plans. In terms of arms exports, we take our strategic export control responsibilities very seriously and we examine every application on a case-by-case basis against strict criteria. We would not grant an export licence if we thought it was inconsistent with the strategic export licensing criteria, including respect for human rights and international humanitarian law.
As a boy, I witnessed two executions, one a beheading, in what is now called Yemen. I am vehemently against the death penalty. Can I ask the Minister if the Foreign, Commonwealth and Development Office has any idea what percentage of the Saudi population is actually in favour of capital punishment?
I am afraid I do not have the answer to that specific question, but let us be really clear: the United Kingdom strongly opposes the death penalty in all countries and in all circumstances as a matter of principle.

Commons ChamberI thank all the right hon. and hon. Members who have contributed to this debate. Many points have been made over the past few hours, but two in particular stand out. First, there was a consensus across all parts of the House—with the exception of one Member who spoke—that the Government have not gone anywhere near far enough with the package of sanctions that was announced yesterday. Secondly, there is an enormous gulf between the rhetoric employed by Ministers and the lack of action that we have seen on illicit finance over many years.
Let me reiterate the Opposition’s position on these issues. We support the Government in taking a firm stand against Russian aggression and in favour of Ukraine’s freedom to decide its future. We support solidarity with our NATO allies. We reject the imperialist notion of “spheres of influence” by which Russia seeks to limit the choices and freedoms of its neighbours.
There can, of course, always be a nationalist appeal to people who speak the same language living across different borders, but if we follow that route, we will be in a never-ending cycle of ethnically based conflicts. No one has pointed out the dangers of that road more eloquently this week than Martin Kimani, the Kenyan ambassador to the UN Security Council, who urged the world to leave behind the mindset of dead empires. His warning not to take refuge in nostalgia and grievance but to look to the future was a leadership lesson for our times. What a contrast between that powerful eloquence and the recent essay on Ukraine by President Putin. Anyone reading that will have seen declarations of love and common history laced with threats and denial of freedom on every single page, and the desperate, needy pleas for respect.
I thank the right hon. Member, my friend, for allowing me to intervene. The real worry is that Putin’s forces have now gone into the area where his proxy forces have operated: Luhansk and Donetsk. Two thirds of those provinces are still in Ukraine, yet the Duma has said that they are now Russian, so at any moment, we can expect Russian troops to go across those demarcation lines. We therefore have to be extremely strong in response and our sanctions have to be much harder.
I respect the right hon. Member’s experience and agree absolutely with his intervention. Let us call things what they are: not breakaway republics, but step-by-step annexation; not peacekeepers, but an invading force. We have seen the pattern over and over again.
The former High Representative of the European Union, Baroness Ashton, has spoken about President Putin’s strategy of the wedge. He seizes part of the territory of a neighbouring country—Abkhazia and South Ossetia in Georgia, or parts of the Donbas in Ukraine. By holding the wedge, he seeks to limit the freedom of those countries to join international associations. He seeks to absorb the rest of the country in managing the conflict that he has created. He uses up resources, he creates a refugee problem and, if he cannot take over neighbouring countries entirely, he at least ensures that they are not free to develop as they wish because they are not whole and their freedom is compromised.
That “Greater Russia” mindset has been behind President Putin’s policy towards Ukraine for the past eight years. Right now, it is not fully clear whether he will be content just to hold the wedge or whether he will go further, but even what he has done so far is already limiting Ukraine’s options and choices for the future.
How should we respond? Some lessons have been learned. The solidarity shown by the United States, the United Kingdom and most European countries in recent weeks has been important and impressive. Calling out the troop build-up and the creation of flashpoint incidents and false flag pretexts has shone a welcome light on what is happening. The development of open source intelligence has exposed the ham-fisted propaganda emerging from Russia and its troll factories.
Allied unity is important, but so too is allied resolve. In the past, we have set red lines, but when they were breached we have drawn back. The result in Syria was the repeated use of chemical weapons and the ability for Russia to dictate the course of events for years afterwards. This time, if we talk about maximum sanctions for military action, we have to be prepared to carry them out. Who really believes that sanctioning just three people who have already been on the US list for years will deter President Putin from acting further? No wonder the Royal United Services Institute, the respected defence and foreign policy think-tank, described yesterday’s actions as like having
“turned up to a gunfight with a peashooter.”
The Government’s actions have to match their rhetoric. Yesterday, that simply was not the case. The Minister’s defence is that this is simply the first tranche and that there is more to come, but what is the case for waiting, given what we have seen? Is there anything in President Putin’s actions in recent days to suggest that he is in compromise mode? He is not. He is testing us every hour.
Not only do we need a sanctions regime that matches the seriousness of what has been done, but we need determined action to clean up what the Intelligence and Security Committee has called the London laundromat.

Commons ChamberMy right hon. and learned Friend’s point has a lot to commend it. I suggest to the Government that they introduce further measures as quickly as possible, preferably in concert with our allies.
My real worry is that Putin has actually been very clever: he has advanced into an area that his forces effectively control already and he will stop there. That would divide our allies—for example, Hungary and Germany may not agree—and we would not be able to get sanctions agreed internationally. That is the real worry and why he is not perhaps as mad as we think. He is actually doing this with purpose and he has a plan.
My right hon. Friend makes a good point. If the scenario that plays out is the first of the ones that I described, there will be little opportunity to introduce further sanctions, because this may be all that Putin intends to do.
I want to make a last point on the specifics of the package that was announced, and I am afraid that I will repeat the comments of right hon. and hon. Members across the House. The banks that have been chosen are relatively minor. I worked as a corporate lawyer, including in Russia, and these are not the primary banks that international institutions, major corporations or the major oligarchs go to to seek finance, so the impact will be relatively limited. I have not seen the latest debates from the United States, but when I last looked at them, our colleagues and friends in the US Senate, for example, were looking at pursuing some of the larger banks such as SberBank. If we were going to make any impact, it would be important to bring forward measures against one, two or more of the larger banks, which are genuinely those that major institutions and the oligarchs whose names have been mentioned in this House today are more likely to use for finance.
Secondly, the list of individuals is very small, and the lion’s share of them have already been sanctioned for a long time by the United States. There are many others we could reach. In my work as a lawyer and in business, as managing director of Christie’s, I had the pleasure—if we can call it that—of meeting a number of the individuals who have been described today as oligarchs. Those individuals are not on the list. There is a much larger group of individuals we could and should now be reaching, and we could tackle them in a range of ways. In many respects, what they most fear is losing the ability to travel—to leave Russia and go skiing in France or Switzerland or shopping in London or Paris. It does not have to be a full sanction, but the list that we are currently considering is far too small.
If we were sitting in the same room as the Russian leadership today, I think we would see a very nonplussed reaction. There is more we can and should do. I hope that further measures will be brought forward in the coming days; I certainly stand ready, as I think all colleagues across the House do, to support them.
It is clear that Putin is not afraid to weaponise his foreign policy through his armed forces, and through oil and gas supplies. It is therefore only right that we look to weaponise our foreign policy in this regard using the City of London. It may well be that, as the Minister said, we will go further quickly, but so far we have not gone far enough. Of course it might not be in our financial interests to do this. Some financial interests—some of our domestic financial organisations—might suffer, but their financial interests cannot supersede the national interest.
When we have looked at sanctions on Russia before, not least in 2015, following the invasion of Crimea, we did not go anywhere near far enough. We did not sanction Russia’s oil and gas supplies, which make up 70% of its exports. We sanctioned things such as exports of milk—clearly, that is never going to go far enough. While Russia has been reducing its dependency on our capital markets, because it saw something like this happening in the future, countries in the EU, in particular, have not being doing the same with their dependency on Russian oil and gas exports.
Lots of people have talked today about Nord Stream 2. Obviously, I welcome the fact that there will be a sanction on that, in terms of preventing it from ever—at this point in time—pumping gas. However, we should not forget that no gas is travelling down Nord Stream 2 now and that all the gas comes into Germany on Nord Stream 1. Again, those oil and gas exports will continue into Germany and other nations. Clearly, there is a huge economic need for that gas going into Germany, but it is incumbent on us and on every nation across Europe—every peace-loving nation—to reduce our dependency on Russia in every economic area.
Russia is not a large economy—its economy is smaller than that of Italy—so there are many things we can do to put further pressure on Russia through sanctions. These are things we have not done today—we have not discussed the potential for them today at all. People have talked about the SWIFT payment system. Clearly, Russia has other opportunities and can use other communications systems, but none the less addressing this would help. Preventing Russia from trading in sovereign debt has been mentioned, but what has not been mentioned is access to clearing banks. It would be catastrophic for Russia if we prevented its access to our clearing banks. Instead, we have sanctioned five very small banks. There may be good reason for that; there may be more provisions we need to put in place before we can apply further sanctions to the larger banks, and clearly there is interdependency between Russian banks and banks around the rest of the world.
The banks that we should be looking at are: VEB, which is the Russian development bank; the Russian Direct Investment Fund, which is the sovereign wealth fund; and, as a few Members have mentioned, Russia’s retail banks. SberBank has roughly 36% of SME—small and medium-sized enterprise—lending in Russia, with VTB having 20% of consumer loans. Clearly, we have to do this carefully and it may well be that we act in concert with other parties, not least the US, the EU and others. If we simply put sanctions on today, that could mean that Russian banks avoid having to settle debts to UK banks and banks in different parts of the world. Although we do not want to do anything that would cause systemic risk to UK financial markets, we are talking in the billions of dollars here rather than in the trillions, and there are other ways of shoring up our system to prevent that happening. However, what is important now is that there is no doubt that we need to go much, much further than we have done already.
Mr Putin may well have won, because we have not reacted hard enough. Small banks have been sanctioned, but we have not put in place real sanctions. So he will be sitting in Moscow tonight thinking, “I’ve just got to sit this one out and I will be able to play up the gains we have got extremely well to the Russian people.” We are really on dangerous ground by our weakness.
That is certainly how it looks to me at this point in time, so it is important that we now move very quickly to take the further measures we have discussed today on the Floor of the House.
There is, of course, a wider context around this debate. Many Members on the Government and Opposition Benches have been calling for an economic crime Bill and talking about the failure to prevent economic crime. It is vital to make sure that measures such as sanctions are not subverted—that our banks follow the rules, basically. That would apply a lot of pressure on banks to make sure that sanctions are properly imposed. I have previously mentioned whistleblowers, the proper resourcing of our crime agencies, and the need to change the rules on unexplained wealth orders so that we can take wealth very quickly from people we identify.
I have outlined some more long-term measures that it will take some time to implement, but we could move very quickly with a register of overseas entities. We have previously had draft legislation—Members have mentioned being on the scrutiny Committees—so we could move really quickly. As has been mentioned, £1.5 billion-worth of property in the UK is owned by Russians who are connected to crime and corruption. Some 50% of that is registered in overseas territories and Crown dependencies, the public registers of which are not supposed to go live until 2023. The reform of Companies House would serve as a check and balance, and the move from register to regulator would mean we could properly establish the identities of directors and shareholders.
All those things I have mentioned could and should be done very quickly. That would have a meaningful effect on people connected to the Russian state. We need to act very quickly—we need action this day.
It is a pleasure to speak in this debate, and I congratulate all right hon. and hon. Members on their contributions.
I want to make it clear that, having come from a place where I have lost loved ones to terrorism, where I have grown up with the threat of attack, where I have experienced the righteous anger when I have learned of senseless death, I am not a person who wants to see any community facing this. I do not want to see Ukraine facing this either. My heart is with the decent people of Ukraine whose lives are nothing more than pawns in a game, who will potentially lose their homes, their jobs and their loved ones as they seek simply to retain the ability to live their lives as Ukrainian citizens.
One of my very vivid memories as a child is seeing images of the six-day war, during which untrained women and young children took up arms to defend their nation. I remember thinking that this was amazing. It was only when I grew older that I realised that war is no place for anyone, let alone for untrained civilians, children and families.
Never did I imagine that I would again be at home watching a TV screen with images of elderly women and young teenagers being taught the rudimentaries of taking up arms to defend themselves, their homes and their nation against unacceptable aggression. This image did not inspire me as it did when I was a child. Instead, it saddened me that life for that lady will never be the same after she pulls that trigger—possibly—and does what she must do to protect herself and those whom she loves in Ukraine.
This time round, there is a difference for me. I am no longer a boy with dreams of a glorious war, when I did not really understand what it was. I am a man living with the scars of war, as others do in this Chamber. I am thinking here of the right hon. and gallant Member for Beckenham (Bob Stewart).
Just today, I have been contacted by constituents urging us to do the right thing by the Ukrainian people, as, in doing so, we are doing the right thing by democracy. There is nobody in this House who believes that we should do nothing and allow Putin to carry out his plans for Ukraine. The call of freedom and democracy is far too loud, and the question for this House is how we respond.
It is clear from all the comments we have heard so far that, with respect to the Minister and the Government, the steps that are being taken are understandable but do not go far enough. I welcome the sanctions outlined in the statutory instruments, and I welcome these steps, but it must be made clear that they are initial steps—the first stage in what we do. They must be a precursor to decisive action taken with our allies, because it is clear that Russian aggression will not dissolve in the face of what will equate to a parking fine for a millionaire—irritating, but in no way life-changing. That disappoints me.
While we must not rush to war, we must not rule out the need for our troops, along with our allies, to remind Putin that democracy is something we have laid our lives down to protect before and that, if necessary, we will do so again. I firmly believe that NATO should invite Ukraine to join it, or Ukraine should apply to NATO and be accepted. Upon that acceptance, NATO troops could carry out NATO manoeuvres in Ukraine, support our allies against the aggression of Russia and protect the 44 million Ukrainians.
I thank the hon. Gentleman, my good friend. As I know, having spent a lot of time working in NATO, the problem is that NATO requires unanimity for any action. There are 30 members, and one of them is Hungary, which has already said it supports Putin. That will hamstring any action whatsoever.
I thank the right hon. Gentleman for that intervention. He always brings his wisdom and his knowledge to these debates. At the same time, I am the eternal optimist in this world; I always believe in better things to come—it is probably my nature—so I believe that NATO can reach out collectively and strongly to support that request from Ukraine, if it comes.
Putin has met with Macron, spoken with the PM and Zoomed with America’s president, yet those discussions have only allowed him more time to plan and co-ordinate, and time to wage his misinformation war online to stir up Russians who believe his lies and will stake their lives for the honour of their nation—honour that has not, in reality, been impinged by any actions of the Ukrainian people. We can debunk their videos by looking at timestamps and comparing sound files, and it is clear that misinformation is the cause of the day.
Putin has lied to us, he has lied to his own and he will continue to lie to fulfil his agenda. We cannot take anything he says at face value. We must make the most of the alliance of NATO, the EU and the USA. I have been heartened to see the American President remember that, rather than mere “Brits”, as he calls us, we are, he states, America’s greatest ally. We must be united in the steps that are taken. We must show Putin that division over our exit from Europe or any other issue will not stop the NATO alliance and our determination to meet these acts of aggression in a responsive and suitable manner, as our shared responsibility.
I am thankful for the Prime Minister’s statement of our defence capacity and state of readiness, and I am proud that our troops are well known to be the best in the world. Putin knows that too; while we consider sending troops, he must know there is a mechanism to make that happen if he does not immediately pull back from his nefarious aims.
I support these sanctions, but only as part of a clear and forceful plan to stand against Putin’s aggression and with those who stand for democracy. If we are silent now, there is no doubt in my mind that the forced reunification of the USSR will be the only end to Putin’s scheme. We have a duty to act. We must act with caution, with wisdom and with a cool head, but President Putin must be under no illusion: the British people will meet our obligations through this country and through NATO, with the co-operation of others and the USA, and take action in defence of the very same principle, so important and so critical, that our grandparents fought for and won the victory for—freedom itself.

Commons ChamberAs the chair of the British-Taiwanese all-party parliamentary group, of course I have become concerned at the growing intimidation that the country is experiencing, which my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) outlined so well. Taiwan is one of the UK’s most stalwart supporters and trading partners, and it donated more than 1 million masks to our NHS during the covid crisis, which is a very decent thing to do.
We have already heard that about 23.5 million people live in Taiwan. We have also heard that it is a fully functioning democracy. It has a very good record of holding free and fair elections and there has not been much time since it started doing so. When those elections occur, and one party loses, the transfer of power is pretty smooth, which is not often the case in many other countries in Asia.
We have also heard that, diplomatically, Taiwan is banned from United Nations membership. We chucked it out—it was us. We effectively chucked it out of the Security Council; that is the end of it. I understand why it happened, but we were part of that movement. It has also been expelled from the observer status it held in the World Health Organisation. Again, the medical teams it sends out when there is a disaster are world beating. Those teams are first rate.
China consistently opposes anything Taiwan does. For instance, it refuses to accept Taiwanese passports and denies entry to any international forum where it has influence—and that is quite a lot of them now. Economically, China is perfectly willing to accept Taiwanese money to invest in the country, but it refuses to accept or allow any other commercial activity from the island. At the same time, we have heard from many other hon. Members that Taiwan is under constant and unmitigated cyber-attack from China, reaching into every aspect of Taiwanese society.
There is now a large British business presence in Taiwan; UK investment in Taiwan reached £450 million in 2020, covering a wide range of sectors, from financial services to pharmaceuticals, from information and communications technology to offshore wind. As we have Scottish representatives here, I must say that Taiwan whisky was voted the world’s best three years running: there is currently Kavalan in my office and I very much enjoy it. [Interruption.] Is that an intervention from my good friend the hon. Member for Strangford (Jim Shannon)? No? Let me carry on.
Currently, I gather, British companies are investing in 1,307 projects in Taiwan. We have also heard that in September last year, Taiwan submitted its application to join the comprehensive and progressive agreement for trans-Pacific partnership. We are planning to join that too, and I very much hope the Minister will confirm that we would support Taiwan’s membership.
Militarily—I have looked at this quite a lot over the past few years—the Chinese People’s Liberation Army is having its defence expenditure increased by about 10% a year, year on year. It is reorganising. My hon. Friend the Member for—
Dear me, I am so sorry. I should know that. It is not far away. He made the point that the army is reorganising for expeditionary warfare, meaning amphibious landings, even though Taiwan is 100 miles away. I am particularly worried about the way the islands and atolls, which we have not mentioned, in the South China sea are being colonised—and I do use that word, colonised. They are being occupied, expanded and militarised. In truth, they are well outside China’s traditional area of interest. The Chinese intention is clear: to make the whole South China sea national waters of China.
In the air, the People’s Liberation Army Air Force crossed the median line of the Taiwan strait 950 times in 2021, a 150% increase in air activity over the previous year. Since 1 January, I gather there have been 143 intrusions in just over a month. It particularly worries me that the No. 1 openly expressed aim of Chinese policy is to take back Taiwan. Indeed, Peter Dutton, the Defence Minister of Australia, has openly declared that he believes the Chinese will be going into Taiwan very soon. What does “going into Taiwan” mean? To me, it could mean a military invasion. So there is a growing and present threat to Taiwan from mainland China, and of course that should worry us. It worries us because 40% of the world’s trade transits through the South China sea. What happens in those crucial trade groups must be of great concern to us.
As a soldier I served in Hong Kong. I thought it was a great place, fabulous. It used to share our values of civil liberty, democracy and the rule of law, but recently all that is fast disappearing. In the region, Taiwan remains a beacon of democracy. It also has huge strategic importance. I believe it is in the frontline of the global struggle to resist authoritarian efforts to undermine human rights, the rule of law and freedom of speech, which my hon. Friend the Member for Tonbridge and Malling outlined much better than I could. I agree that it is very good news that Taiwan that has now legalised LGBTQ marriage. It is the only country in Asia that has, by the way.
I am enormously grateful to my right hon. Friend for giving way. What he is putting so well is the very many shared values we have with Taiwan, the sort of freedom, openness and innovation that the people of Hong Kong used to enjoy as well. That is surely a template for what the Chinese Communist party would like to do with Taiwan if ever it had the opportunity to do so. Does he share my great fear? The great design of President Xi, as he has made no pretence of hiding, is what he calls the reunification of China, which could only mean bringing the freedom-loving and freedom-enjoying people of Taiwan under the jackboot of the Chinese Communist party, and inflict on them the same form of intimidation and oppression the people of Tibet, Xinjiang and now the people of Hong Kong are sadly seeing?
My very good and hon. Friend is absolutely right. I have said in the Chamber before that if China was to develop a model much like Taiwan, it would be to the benefit of China. Taiwan is the beacon. It is a hugely successful economy. It is good news that there are some 13,000 Taiwanese students in British universities, with 4,000 at postgraduate level. By way of return, which I think is very interesting, there are an increasing number of British students studying in Taiwan. They are mainly learning Mandarin, of course.
Earlier, the Chairman of the Foreign Affairs Committee rightly raised Confucius Institutes. Members may not know that the country with the highest number of Confucius Institutes per head of population is Scotland. That should be of grave concern. Does my right hon. Friend think that, given that Taiwanese people speak Mandarin and write a higher level of more ancient Chinese, we could perhaps look to them to provide more education in Mandarin in this country? Let me make one other quick point on drawing comparisons. Does he find it interesting that the Chinese Government have felt the need to sanction both Taiwanese and British parliamentarians? How shameful it is that they continue to attack our democracies.
The answer to both of my hon. Friend’s questions is yes and yes. I totally agree. I note that President Tsai Ing-wen has committed Taiwan to having Mandarin and English as dual official languages within eight years, which is tremendous.
I am conscious of time, and I have banged on for longer than I thought I would. [Hon. Members: “Never!”] I always do, for far too long. In summary, we and all people in the world who think like us should do everything we can to defend the democracy and values of Taiwan. Its security challenges and survival as a thriving, successful model mean a great deal to us and to the world.
I assure the hon. Member, who is a very good friend, that I also have Black Bush—a Northern Irish whiskey—in my office and have always had a sample of it for 35 years.
I am not surprised—by the way, I suspect that it is half-empty. [Interruption.] Perhaps more than half. In seriousness, the debate is about strengthening the ties between Taiwan and the UK, and I am proud to be associated with Taiwan, which is a bastion of freedom in an oppressed area. Taiwan stands out clearly to me, to all those who have spoken and to all who will speak after as a bastion of democracy and liberty. Information kindly provided to me highlights that, since the 1980s, Taiwan has overseen democratic reforms. Significantly, in 2020, it rose 20 places in The Economist democracy index to 11th worldwide, which shows its commitment to liberty, freedom and democracy.
Taiwan ranks as the No. 1 democracy in Asia, with The Economist describing it as 2020’s “star performer” and upgrading it to the “full democracy” category. It is in the interests of the UK and all liberal democracies to promote peace and stability in the region, especially as the UK increases its level of engagement with the Indo-Pacific region and aims to join the comprehensive and progressive agreement for trans-Pacific partnership. It seems to me, as Member of Parliament for Strangford and on behalf of the Democratic Unionist party, that our relationship with Taiwan is incredibly good and perhaps we can build on it.
In building a network of liberty, Taiwan has become the frontline of democracy against China’s expanding authoritarianism, and I stand with Taiwan in that aim. I absolutely love the Olympics and follow it every morning, looking for those medals to come—so far, they have not, but we live in hope—but I watch our great United Kingdom of Great Britain and Northern Ireland team at the Winter Olympics in the knowledge of China’s ongoing treatment of the Uyghurs, the Christians, the Tibetans and the Falun Gong practitioners. My friend the Labour spokesperson, the hon. Member for West Ham (Ms Brown), and I have spoken about this very issue on many occasions and, whether it is in the Chamber or in Westminster Hall, we are on the same page. It concerns me greatly that China’s expansionism and imperialistic goals are at the expense of those Christians and other ethnic minorities. We see those who happen to have a different religious outlook or view on the world subjected to commercial-level organ transplantation.
Although we are focusing on UK-Taiwan friendship and co-operation today, I am conscious that at the same time there is an axis of evil, to which the hon. Member for Rutland and Melton referred: Russia, China, Iran and North Korea—four countries, two of which are trying to perfect nuclear power and two of which already have. I am incredibly worried about that. For instance, I understand that in the last week Iran has perfected a missile that can travel 900 miles; North Korea is trying to do the same, although Russia and China are certainly behind on the expertise. But if those missiles can reach 900 miles, they can strike at the heart of Israel and other western countries in the middle east. As the hon. Lady mentioned, the axis of evil shows that we need to have a steely reserve. Although we have seen some of that, I am not sure that we have seen enough. Quite honestly, we need to strike fear into the axis of evil to ensure that those countries understand that if they do something out of place, we will be in a position to strike back with the same intensity.
Way back in 2012 and 2013, I took part in the armed forces parliamentary scheme. I have always remembered our visit to Kenya, because the roads built in Kenya in 2012 and 2013—and probably before—were built by the Chinese. The Chinese influence goes far beyond the far east to the middle east, Africa and South America, with China using vast amounts of finance to encourage countries to withdraw their allegiance or political support for Taiwan. Again, China is core to that axis of evil.
When I see a nation like Taiwan, it is beyond difficult for me to understand how we could not do everything possible to strengthen the relationship—not simply to benefit our nation, but to support democracy in Taiwan. In the military sphere, there is a greater role for the UK to co-ordinate with the US, Japan and Australia, as it tilts to the Indo-Pacific. It is essential that Taiwan is a part of that delicate balance. We must ensure that Taiwan knows that we are on its page and are there to support it.
Over the course of 2021, there were 950 intrusions by People’s Liberation Army Air Force military planes into the Taiwan zone, which is an 150% increase on the 380 sorties recorded in 2020. In January 2022, there were 143 intrusions within 24 days. There is a consistent and worrying build-up in such cases. Looking at the aircraft that China is sending in gives us an idea that its intentions could well be destruction, evil and murder. The military aircraft used in these activities include, but are not limited to: the H-6 strategic bomber; JH-7 fighter jets; reconnaissance models; and the Y-9 electronic warfare aircraft. Those are all part of the influence of that country.
It is clear that things are escalating, and our support for Taiwan is necessary not simply from the perspective of military aid, but because we rely on Taiwan to be able to carry out its business. For instance, Taiwan is estimated to account for a fifth of global chip manufacturing and half of all cutting-edge capacity. Our dependence on Taiwan is important for us in the free world—not just for us here in the UK, but for everyone. Any action that could impact Taiwan’s production and disrupt that vital global supply chain would be of concern to the UK and the whole world.
Total trade in goods and services—exports plus imports—between the UK and Taiwan was £8 billion in the four quarters to the end of quarter 3, 2021. That was an increase of 14.4% or £999 million on the four quarters to the end of quarter 3, 2020. Our trade with Taiwan is important and growing, and can continue to grow. Taiwanese companies have invested in 222 projects in the United Kingdom. British companies have invested in a total of 1,307 projects in Taiwan.
We already have a clear and vital relationship, which we can—and must—build on. The message from this House today is clear from me, my party and as part of this great nation of the United Kingdom of Great Britain and Northern Ireland: we stand with Taiwan, be assured of that. We are committed to Taiwan physically, emotionally, financially and culturally, and we hope that economically we can grow. We must not allow the independence of this stalwart nation to be overcome. Rather than lament the further erosion of democracy, now is the time to strengthen mutually beneficial ties, and to keep an eye on the long game. We are in the business of the long game, and we have got to get it right.

For so long, international development aid has been channelled through the Federal Republic of Somalia and the Government in Mogadishu, which sadly means that people in Somaliland have often not had the assistance that this Government expected them to get. A perfect example of that is vaccines. A large supply of vaccines was sent to the people of Somaliland, but it was channelled through the Government in Mogadishu. By the time it arrived in Somaliland, sadly, there was only a few days left in which to dispense most of the vaccines.
I thank my right hon. Friend for allowing me to intervene. I do not have any Somalis in my constituency, but I have a great love for the country because my ayah came from Somaliland when we lived in Aden. I remind the House that the Aden Protectorate and the Somaliland Protectorate were very closely linked; I remember my father flying over to Somaliland as part of the Aden Protectorate Levies when there was that close link. The people of Somaliland have a real affection for this country. That goes back a long time, and it would be absolutely right of our Government to encourage, support and allow Somaliland to be a real nation.
We have seen the people of Somaliland pay a price for the defence of this nation in both the first and second world war. If people go to Somaliland, they can see the Commonwealth war grave cemetery. So many Somalilanders gave their life in defence of this country and beat fascism on the horn of Africa. We owe a debt of honour to the people of Somaliland, and should restore to them the freedom that they fought to preserve for us.
My hon. Friend raises an important point. She knows my views on the aid budget—I have expressed them in this place many times, and I know they are shared by many Conservative Members. There have been some welcome investments in Somaliland through the aid budget and, as the right hon. Member for South Staffordshire mentioned, through the investment made by the former Commonwealth Development Corporation—now British International Investment—in Berbera port and the DP World partnership there, which has been very important and welcome. However, my hon. Friend is absolutely right that those cuts have impacted on our ability to work on a whole series of issues in a whole series of countries and strategic locations, and they were an error, as we have debated many times in this place.
As has been mentioned, the history of the Somaliland community and our friendship links goes back well beyond all of us in this Chamber. In fact, in Cardiff they go back to the middle 1800s. Cardiff was one of the largest coal ports in the world, exporting to the world and setting the price of coal, and friendship links, particularly with the horn of Africa, the Arabian peninsula and elsewhere, were absolutely crucial. That is one reason why there is such a strong Somaliland community in Cardiff, as well as a strong Yemeni community and many other communities from around the world, which made up the incredible part of the community I live in—Butetown or Tiger Bay.
At the heart of that has been the incredible contribution from Somalilanders, which continues to this day. They take great interest in what happens not only in Somaliland but, crucially, at home in Cardiff, and they are key in many of our community organisations and institutions. It has been a pleasure to hear from many of them in advance of this debate—I do not want to name names, because I will upset people by missing them out, but all those who contact me regularly know who they are, and they continue to stand up for the interests of Somaliland and Somalilanders.
Somalilanders have a proud history in Cardiff, which also stretches to military history, with those involved in the Somaliland Camel Corps and the Somaliland Scouts. Those Somalilanders, along with many people from across the Commonwealth—from across the former empire and dominions—fought alongside us in world war one, world war two and many other conflicts. That is often overlooked, but we in Cardiff recognise those contributions regularly. We also recognise the contribution made by those who served in our merchant navy. Every year when we celebrate merchant navy memorials in Cardiff bay and elsewhere and look at the lists of names, we see Somali names and names of people from countries all around the Commonwealth that we have friendships with.
I well remember Somali soldiers coming across from the horn of Africa to the Aden protectorate and my father having the honour to command really good soldiers and decent men.
Absolutely. The hon. and gallant Gentleman makes an important point. We as a country need to recognise far more that our friends from across the Commonwealth have made contributions, and in some cases the ultimate sacrifice, in conflicts throughout many generations.
I want make a few practical points. First, we should recognise the strong links between so many cities across the UK and Somaliland. There are many British-Somaliland dual nationals, yet they experience many difficulties with travel, visas, restrictions—all sorts of things go on. We must ensure that support is available to them. That is difficult given the current situation in Somaliland, and we heard from many members of the British-Somaliland community on our visit about issues that arose if they lost a passport or wanted documentation authorised. They asked why the British Council did not have a bigger presence there.
I met young people who want to come and study here in the UK and build links between UK universities and educational institutions in Somaliland. They are often denied those opportunities. We could be doing so much more at a practical level to support those with dual nationality and dual heritage.
My right hon. Friend makes a proper point, as he always does, but the UK Government’s position on the matter has been consistent. It was consistent at the time that he was in government and it remains the same. We have long encouraged dialogue between the authorities in Mogadishu and Hargeisa on the future relationship, and we continue to do so.
A nation state, according to me, is a grouping of people who all speak roughly the same language and have similar heritage. They become a nation state when people recognise them. I do not think it is fair that Somaliland becomes a nation state only if the people around it, who are traditionally against it, agree to that. We could take the lead, and I plead with my hon. Friend—a very good friend—to put it back to the Foreign, Commonwealth and Development Office that we should be changing our attitude on that.
I thank my right hon. Friend for his point and the constructive manner in which he put it. My colleagues in the FCDO will doubtless be watching the debate, and will have seen the positive and supportive nature of it.

That this House has considered the ongoing detention of Bahraini political prisoners.
First, I put on record my appreciation to the Backbench Business Committee for agreeing to this important debate on the ongoing detention of Bahraini political prisoners. In particular I thank all Members who will contribute this afternoon, given the speed at which today’s debate was arranged. Although arranged in haste, the debate is very timely, coinciding as it does with the 190th day that one of Bahrain’s most prominent political prisoners, Dr Abduljalil al-Singace, has refused food in protest at his treatment in the notorious Jau prison, where he has spent more than a decade for his part in supporting the pro-democracy Arab spring uprising in 2011. Dr al-Singace is one of an estimated 1,400 political prisoners being held in Jau prison, 500 of whom have been sentenced to 20 years or more. I will speak more about Dr al-Singace and other political prisoners later.
Let me declare an interest at the outset: I am the Scottish National party spokesperson on international human rights, as well as being the chair of the all-party parliamentary group on democracy and human rights in the Gulf.
I have very close contacts with Bahrain, and it would dispute those figures for the number of people utterly and completely. Bahrain does not have political prisoners; they are all prisoners who are there because they have committed a crime.
I absolutely understand the right hon. Gentleman’s very close connection to Bahrain. Indeed, he has just returned from a trip to Bahrain, as was declared in the Register of Members’ Financial Interests. I look forward to his contribution, and he is at liberty to explain to the House exactly why the rest of the world is wrong and there are no political prisoners following the uprising in 2011.
For nearly 53 years, I have been a good friend and supporter of Bahrain as I have watched it develop quickly to become the vibrant country that it is today. When I was elected to Parliament, I immediately joined the Bahrain all-party parliamentary group, and I have been its chairman for three years. I have visited the island several times, especially for the Manama dialogues, and I have given two lectures on principles and decision making to its diplomatic corps—for the record, no money changed hands.
Bahrain has freedom of religion. On my last visit in November, I visited a synagogue—the only one in the Arabian Gulf, by the way, which I think is enlightened for the region in which Bahrain sits. According to the Bahraini constitution, freedom of opinion and expression are expressly protected, and no person can be prosecuted for such activities. I am certain that nobody is in prison simply for disagreeing with the regime. Many have been convicted with evidence—which others may suggest has been tampered with—of being involved in terrorism in one way or another. That is exactly the way we act in this country.
It is a standard terrorist tactic for people accused of terrorism to claim that they are being unfairly treated and that the charges against them are politically motivated, as I know from my own experience in Northern Ireland. However, I am very pleased to say that in November 2019, the public prosecutor’s office in Bahrain announced the release of 75 prisoners, most of whom claimed that they were in prison for political reasons, so it is not true that so-called political prisoners have not been released. I gather that several prisoners face the death penalty, but their executions are in abeyance, at least for the moment—and, by the way, they all killed security personnel and innocent civilians.
I must point out to the House that Bahrain faces considerable terrorist activity—I have seen the concrete evidence for that. Every state has the right to defend itself against such activities, and Bahrain is no different from us. During my last visit in November, I saw a whole range of weapons that had been confiscated in anti-terrorist operations. They included booby traps, anti-tank and anti-aircraft missiles, mines, rifles and heavy machine guns. From my own experience, I can tell colleagues that some of the ordnance that I saw was very heavy stuff indeed. I also saw a large noticeboard in the police headquarters that seemed to have well over 100 photographs of young policemen and quite a few policewomen who had been murdered by terrorists.
I had been aware before my last visit that Bahrain faced considerable threats from terrorism, but not on the scale of which I saw the evidence last November. The main terrorism that Bahrain faces is inspired from Iran, which is doing all it can to encourage rebellion in the state; it is also where a lot of the weaponry I saw originated from.
Last May, ambassadors from China, France, Italy, Germany and Oman and our British ambassador, as well as the American chargé d’affaires, went to Jau, the main prison in Bahrain. Following that, our own highly experienced ambassador, Roddy Drummond, tweeted:
“I was pleased to visit Jau prison on 3 May with other Ambassadors. We were shown a well-run facility, with good medical provision and measures against Covid, with vaccinations offered to all prisoners. I welcome this initiative by the authorities to be more transparent.”
Bahrain is unfairly portrayed by many who often fail to mention the considerable terrorist threat and the many security personnel who have been murdered. True, there have been mistakes, and Bahrain is not totally there, but, if it has a human rights problem, may I point out that several in the neighbourhood have far worse such records and yet are not pilloried in the same way? The island lives in a volatile neighbourhood, and it is trying its very best with decency to look after its people—all of them.
The all-party parliamentary group on human rights, which I co-chair, has been concerned about serious and systematic human rights violations in Bahrain for decades. Then and now, the following have been at the heart of the problems in Bahrain. The Executive retain far too much control, their powers remain largely unchecked and the majority Shi’a Muslim population feel discriminated against by the Sunni, who govern. There is no genuine political Opposition, no press freedom and few independent NGOs are able to operate freely in the country.
The Bahraini Government undertook cosmetic reforms to convince the outside world that things have improved, including the establishment of oversight mechanisms, the extension of the alternative sentencing law to all prisoners, and the development of a national action plan for human rights. But the reality is, sadly, all too apparent to those who scratch the surface. The continued arbitrary detention and inhumane treatment of prisoners of conscience—that is, those in prison solely for peacefully exercising their right to freedom of expression, assembly and/or association—serve to illustrate the true situation in Bahrain.

Like many colleagues, I visited Ali Mushaima during his hunger strike in front of the Bahraini embassy to highlight the plight of prisoners of conscience such as his father Hassan and Abduljalil al-Singace. I, too, got the same letter from the embassy.
The all-party group on human rights has been trying for some years to promote a genuine and substantive political dialogue between the Bahraini authorities and peaceful human rights defenders and opposition activists. Indeed, in 2012, marking the first anniversary of the publication of the Bahrain independent commission of inquiry report—a positive move by the Bahraini King that still needs to be properly followed through—the right hon. Ann Clwyd, the then all-party group chair and former Member for Cynon Valley, brought together such a group on the parliamentary estate to talk and listen to one another. Sadly, however, that did not result in ongoing engagement.
We all want to see a stable and prosperous Bahrain where every citizen can exercise their fundamental rights without fear of persecution, prosecution or detention. That will not happen until the Bahraini authorities engage in good faith with peaceful human rights and opposition activists. The clearest way to indicate their good faith would be by recognising all remaining prisoners of conscience and releasing them unconditionally, followed by initiating national dialogue with a view to establishing a more representative Government structure—one underpinned by the rule of law and respect for human rights.
If the UK Government are a true friend of Bahrain and the Bahraini people, they could help by persuading the Bahraini Government to take stock and embark on such a course of action. The UK Government should immediately stop parroting the line that abuses should be raised with domestic Bahraini oversight bodies. It has become increasingly clear that those bodies are limited in reach and in the interests they are able to serve. Additionally, the UK should stop funding the Bahraini Government’s reform agenda given that there has been so little to show for it so far. UK Government officials, including Ministers, need to meet a much wider range of Bahraini interlocutors to hear different perspectives and help to get everyone around the table. The alternative—unsuccessfully attempting to paper over the cracks—will lead only to a situation that none of us wants: growing discontent and instability, potential violence and even greater repression.
Let us take action now while we still can. I hope to meet Bahraini authorities and FCDO officials in the coming months and encourage colleagues to sign early-day motion 835 on human rights in Bahrain to express our collective concern about the situation and support a true path to reform.
It is a pleasure to speak in this debate. I very much acknowledge what the right hon. and gallant Member for Beckenham (Bob Stewart) said about terrorism. None of us supports terrorism, but we have to express our concern about the human rights abuses.
I also thank the hon. Member for Argyll and Bute (Brendan O’Hara) for setting the scene so well on this crucial topic. As chair of the all-party parliamentary group for international freedom of religion or belief, I am seriously concerned that religious discrimination remains a serious problem for Bahraini civil society and Bahrain’s many political prisoners.
I understand there are more Shi’a mosques than Sunni mosques in Bahrain. People can worship what they like in Bahrain—they can worship a tree if they like—and, as I have said, there is a synagogue there. I think freedom of religion is extremely well established in Bahrain.
I am pleased the right hon. Gentleman is able to say that. Although I acknowledge there have been gigantic steps in the right direction, I will illustrate where the problems are.
We had a Zoom meeting with the hunger strikers, who illustrated the human rights abuses. I was pleased to listen to their concerns, and hopefully in this debate I will be able to express some of my concerns on their behalf. During Bahrain’s popular pro-democracy uprising 11 years ago, the regime demolished 38 Shi’a Muslim mosques. Despite promising they would rebuild the mosques, that has yet to occur after more than a decade.
In addition, during Muharram last year—a most important time in the Shi’a Muslim calendar—the Bahraini Government used covid-19 as an excuse to crack down on civil society’s freedom of religion and practise of religious rites. I am sorry to say there is an evidence base on the abuse of human rights. I always try to be respectful in what I say in seeking change and that is what I am trying to do today.
During Ashura, the Muslim holiday, slogans were hung on buildings in Shi’a-majority villages across Bahrain. The Government damaged and removed those slogans, and imposed targeted discriminatory policies on Shi’a places of worship, a sheer act of coercion. It is appalling that leading figures in Bahrain, including prominent Shi’a clerics such as Sheikh Ali Salman and Sheikh Muhammad Habib, continue to be held unjustly behind bars in Bahrain. Most religious leaders are serving life sentences in prison for their peaceful role in calling for democracy during the 2011 Arab spring, and they have now been wrongfully deprived of their liberty for over 10 years, which is utterly appalling. I have to put that on record in this House. I call for their release.
Some families have had their Bahraini passports removed, meaning they have no citizenship, due to family members’ involvement in peaceful protests. Again, these things are happening. We are saying it very gently, but we have to put it on record and we have to seek change.
A particularly disturbing incident is the Bahraini authorities’ violent attack against political prisoners who were staging a sit-in at Jau prison on 17 April 2021, mentioned by the right hon. Members for Orkney and Shetland (Mr Carmichael) and for Islington North (Jeremy Corbyn) and the hon. Member for Argyll and Bute. Following that attack, 64 political prisoners were forcibly disappeared for 19 days and held incommunicado for between 30 and 36 days, during which time they were unable to contact their families or their lawyers, in a flagrant violation of both national and international law.
The evidence base for these facts cannot be ignored. Inmates sometimes remained handcuffed and shackled for over a week and were forced to pray in chains and torn, bloodied clothes. They were also forced to eat, sleep and use the toilet in these conditions. If that is not an abuse of human rights, I want to know what is. This act of control and coercion is utterly shocking, and it must be noted that the entire incident took place during Ramadan, while inmates were fasting. None was given their iftar meal.
I know the Minister is a good man, and I know he will respond to the issues of concern raised in this debate. Given these manifest violations of the fundamental human right to freedom of religion or belief in Bahrain, the Minister and the UK Government must do more to call for the release of imprisoned religious leaders and acknowledge the violations they continue to face. They are an abuse of human rights and an abuse of religious views, and we cannot let that go unnoticed; we must call it out. The UK stated in 2020 that
“Bahrain maintained a positive record on freedom of religion or belief.”
My belief is that that statement must be reconsidered, as the evidential base tells us something very different.
Will the Minister—I conclude with this, Madam Deputy Speaker—acknowledge that Bahrain has contravened the human right to freedom of religion of many political prisoners? I think the evidential base is there. Will he commit to urging his counterparts in that country—we ask them gently and we ask them forcibly—to ensure that those prisoners’ immediate and unconditional release from prison is what happens as a result of this debate? That is what we require.
I congratulate the hon. Member for Argyll and Bute (Brendan O'Hara) on securing this important debate. We on the Opposition side of the House have serious concerns about the human rights situation in Bahrain, particularly with regard to the detention of political prisoners. We have even more concerns about the UK Government’s lack of action with regard to these prisoners. We believe that the role of a friend is to criticise when necessary. A true friend does not stay silent and turn a blind eye when the wrong course of action is being taken. It is simply wrong that on the eve of a free trade agreement between us and Bahrain, UK Ministers remain deafeningly silent on the issue of human rights and the ongoing detention of political prisoners.
Labour has regularly called on UK Ministers to use our country’s close relationship with Bahrain to press publicly for human rights reform. We have also called on the UK Government to do all they can to press for the immediate release of political prisoners in Bahrain who are still detained for standing up for democracy. Members have mentioned a number of such prisoners during the course of this debate, including Dr Abduljalil al-Singace and Hasan Mushaima.
We have heard in this debate many examples of how torture and due process violations are endemic in Bahrain. Prison conditions and treatment of political prisoners are notorious and regularly contravene international human rights law. Bahrain has the highest number of political prisoners per capita in the middle east. There are currently about 1,500 political prisoners in the small kingdom, according to the Bahrain Institute for Rights and Democracy. It is also well known that there has been a crackdown in Bahrain, targeting members of the majority Shi’a community, since authorities crushed the popular uprising during the 2011 Arab spring.
Bahrain has even shunned visit requests—from the United Nations special rapporteur on human rights defenders in 2012 and 2015, and even more recently from special rapporteurs on torture, freedom of expression and freedom of assembly. Yet, despite cross-party calls for the UK to secure the release of Bahrainis political prisoners, little has been done by UK Ministers. In fact, the issue has been swept under the carpet.
It has now been 10 years since Britain began funding training and other enterprises in Bahrain and yet torture survivors continue to face execution and political leaders languish behind bars. Even worse than that, it has been argued that the UK Government can be seen as complicit in some of the abuse that has occurred, because of their wilful lack of scrutiny over how UK funds are spent in the region. It is worth looking more closely at the UK Government’s role in these matters.
The integrated activity fund was established by the UK Government in 2015 to support the delivery of flexible, cross-cutting and sustained investment to Bahrain and other countries in the Gulf region. Labour has regularly expressed concern that, in allocating UK taxpayer money to the integrated activity fund, the UK Government have not followed their own human rights due diligence policies. The integrated activity fund was replaced at the end of last year by the Gulf strategy fund.
A cross-party report by the all-party group on democracy and human rights in the Gulf, which was published in July 2021, found that programmes supported by the IAF had been run
“with absolute minimal levels of accountability, transparency and due diligence in spite of being repeatedly implicated in human rights violations.”
The report of the all-party group stated that institutions backed by the IAF had
“whitewashed human rights abuses, placing the UK government at risk of complicity in abuses themselves”.
According to the Government, the GSF in Bahrain had backed reforms to deliver long-term security and stability, but the all-party report found that both the IAF and the GSF fund programmes to bodies in Bahrain that continue to be implicated in serious human rights and international law violations. The report was unequivocal and it was damning. It recommended:
“Government funding to GCC states through the GSF should be immediately suspended pending an independent inquiry into its implication in human rights and international law violations.”
It is important to make it clear that this report received cross-party endorsement, including that of veteran Conservatives such as the Father of the House, the hon. Member for Worthing West (Sir Peter Bottomley), and the Prime Minister’s special envoy for freedom of religion or belief, the hon. Member for Congleton (Fiona Bruce).
This is clearly not a partisan party political matter. Indeed, it is clear that standing up for human rights and political prisoners in Bahrain and beyond transcends party politics. It is not a matter of left or right, but a matter of right or wrong. If we as Members of Parliament are not prepared to stand up for what is right on the eve of the free trade deal with Bahrain, when will we be?
It is clear that many Members from across the House believe in the sanctity of human rights and are concerned about political prisoners in Bahrain. They believe, like me, that dialogue with Bahrain and others must remain open, but must not ever shy away from difficult subjects. It is therefore deeply disappointing that the Government apparently do not share this conviction of a sense of right and wrong. That is why we are calling on Ministers to take action now on this issue. We believe that the UK Government should publicly condemn the detention and mistreatment of all Bahraini political prisoners—
I thank the hon. Gentleman for allowing me to intervene. I have looked at this matter and visited the country several times, and there is not, to the best of my knowledge, a prisoner in a Bahrain prison who has not carried out an offence that is much more than speaking out against the regime—like being a member of a terrorist organisation or propagating terrorism.
I beg to disagree with the right hon. Gentleman. Many organisations dispute that position and the many people who have spoken out against it would also beg to differ.

Commons ChamberI was clear in my statement that the co-ordinated economic sanctions by our allies and partners are looking at Russian financial transactions and at individuals.
I have visited Bosnia twice in the past eight months, and I have a deep and long-standing personal interest in what happens there. I am very concerned about reports of Russian involvement with Republika Srpska to encourage the break-up of Bosnia. In particular, there are some reports of the Russians providing weapons to Republika Srpska. Will my right hon. Friend comment on that possibility?
It is vitally important that the hard-won peace and security that my right hon. Friend did so much to help to achieve in the western Balkans is not lost. That is why I met High Representative Christian Schmidt and we are giving him our full support. We have also appointed Sir Stuart Peach as our special envoy to the western Balkans. Recently I hosted the western Balkan Foreign Ministers at Lancaster House to discuss peace and stability in the region. I completely agree with my right hon. Friend about malign Russian involvement in the western Balkans. We need to do more to bring the western Balkans into our circle, including by expanding trade and security relationships so that those countries have alternatives to dealing with Russia.

Commons ChamberI deployed in September 1992 with 900 men and some women to save lives. We were neutral. We were cast into the middle of a war between three basic sides, not including the mafia. Bosnian Serbs were fighting Bosnian Croats and Bosnian Muslims. Bosnian Muslims were fighting Bosnian Serbs and sometimes Bosnian Croats. Bosnian Croats were fighting Bosnian Serbs and occasionally Bosnian Muslims. We have to avoid that happening again. We were sent there to try to give Bosnia a chance. We managed to save quite a number of people, for example in April 1993 we led on pulling out about 2,000 people from Srebrenica three years before the disaster of July 1995, but we failed to save many others, so, in my view, it was not a success.
What is pertinent to this debate is the fact that I witnessed a political solution, the Vance-Owen plan, which the Bosnian Croats immediately tried to put into action by trying to take out a town called Gornji Vakuf. I watched as the Brigadier General of the Bosnian-Croat army tasked his tanks to fire one round at each house, one after the other, destroying the town piecemeal. I spent three weeks personally trying to stop that fighting, at some cost—my escort driver was killed. The lesson for me was that having a political solution that starts dividing Bosnia is asking for real trouble, so it must not happen.
I left in May 1993, but the war ground on. There was political indecision and a lack of will among Europeans, the Americans and the United Nations. It ground on until that awful genocide of Srebrenica in July 1995, when 8,372 men and boys were murdered by the Bosnian Serb army—by the way, the same Bosnian Serb army that might want to split away. Srebrenica was the catalyst for Dayton. The Dayton peace accords—thank goodness it happened—achieved its primary end: it stopped the war.
As we heard from my hon. Friend the Member for Rutland and Melton (Alicia Kearns), no one has been shot or blown up in Bosnia since—I am sure they have, but to our knowledge they have not—but it was lousy politics, because it set up a very weak country and a very weak Government, with three Presidents in rotation representing each side for eight months, and it did not work. Dayton was meant to last for only a short while. Look how long it has had to exist. Now, we have this Bosnian Serb, Dodik, who is threatening to take Republika Srpska out of Bosnia.
I was very friendly with the late Lord Paddy Ashdown. Paddy told me a story about having dinner with Franjo Tuđman, the President of Croatia, in May 1995 at the Guildhall in London. Paddy said to Tuđman, “How do you see the future of Bosnia in 10 years’ time?” Tuđman grabbed a menu, drew a map of Bosnia and divided it in half: half Serb, half Croat. Paddy asked, “What is going to happen to the Bosnian Muslims?” Tuđman said, “Well, maybe a small section in a Croatian area.” By the way, they are all south Slav. Everyone is a south Slav, but by religion they are 30% Serb, 15% Croat and over 50% Bosnian Muslim—1.8 million people. Bosnia matters to us, because if the Croats and the Serbs divide the country in half, guess what will happen to 1.8 million people. They are going to be on the road. They will not be looking east, but north and west. It matters to us what happens in Bosnia.
As the right hon. and gallant Member knows, as a BBC presenter I interviewed him many times at that time. He mentioned a number of times the secession of the Bosnian Serb part of Bosnia. If they pull out their troops from the joint army and set up their own army, that surely takes us right back to the time that he was there. It is a clear breach of the Dayton accords. It arms them and makes them dangerous. That should be our line in the sand, surely?
I agree.
There are two lessons: dividing Bosnia will not work; and the only way to get a solution in Bosnia is by robust international actions. So what will we do? Let me finish by making four points.
First, we have to sustain Dayton at least until we get something to replace it or help it. Secondly, Mr Christian Schmidt, who is sitting here today, requires our absolute and unequivocal support. He must be given all the power we can provide for him to stop the country going backwards. We need another Dayton, which some have called Dayton II. We need the involvement of the United Nations, the United States, the European Union, the United Kingdom, Russia, which is playing hard to get, and Serbia. And, of course, in any Dayton II we require the presence of the Bosnian Serbs, because they were not there at Dayton I. I expect—I hope that the Minister is listening to me carefully—the UK to lead on sorting this out.
My final point is this: we must be prepared to send in our soldiers to save lives. That is what we did before: save lives. Fifty-seven of our soldiers died. One of them, Lance Corporal Wayne Edwards, was my driver. That does not count Dobrila Kolaba, my wonderful interpreter who was killed. Minister, it is over to you. The UK must lead and sort out this problem. We can do it.
If we cannot have Dayton II soon, we must totally support the High Representative and his actions, and all countries should say that clearly.
The hon. Gentleman is absolutely right; I agree firmly. Let us not rush into Dayton II. It has to happen and the participants on the ground have to be there, but let us do the groundwork. He is also right that we empowered Paddy Ashdown to operate as a powerful UN High Representative. We are not empowering the High Representative now and we have to return to giving that kind of power to him.
My hon. Friend is quite right. I was going to go on to the point that it was Madeleine Albright, bless her, who persuaded President Clinton that the Americans had to be involved. President Clinton nicknamed it Madeleine’s war, but this time it has to be Secretary of State Blinken’s peace. My hon. Friend is completely right.
The point is that we can pre-empt war if we get in there with sufficient deterrent force to deter those who are arming the separatists and encouraging their withdrawal from the Bosnian state institutions. The October mandate that Dodik issued that Republika Srpska elements should cease to operate as part of the Bosnian armed forces is an act of revolution, and it must be stopped. It is contrary to international agreements and it is contrary to the UN resolutions. The UN resolutions are still in force under which we can act—and we should act.
What if Russia objects? That is the question that I want to deal with.
I wonder whether my very good friend agrees that we could do something unilaterally: deploy a spearhead battalion under operational control of EUFOR now.
I was a young captain in 1997, when I deployed on my very first tour to Bosnia. It was an amazing experience. I was a logistics officer based in Split in Croatia, but I spent most of my time in Gornji Vakuf, Šipovo, Kupres, and Tomislavgrad. I also spent time in Banja Luka, which was then the headquarters of the multinational division that was entrusted with enforcing the peace and the Dayton agreement. Enforcement is a theme to which I shall return.
As some may know, Bosnia is a beautiful country. I have been there many times, and I refer Members to my interests, having visited it recently. It is full of lovely people of all nationalities and religious beliefs. These are great people; these are humble people; these are hard-working people; and these are people who deserve the full support of the international community.
The awful war that lasted from 1992 until 1995 left an appalling legacy. An estimated 100,000 people were killed, 80% of whom were Bosniaks. In July 1995, Bosnian Serb forces killed as many as 8,000 Bosniak men and boys from the town of Srebrenica. I have been there a few times. Ethnic cleansing became part of our language at that time, which it had not been for many years. The legacy is pretty horrible, and it is a legacy of which we must remain mindful today.
The Dayton agreement was signed on 14 December 1995. It was signed by the Republic of Yugoslavia, the Republic of Bosnia and Herzegovina and the Republic of Croatia, and the signatories in witness were the United States, the United Kingdom, France, Germany, Russia and the EU. That means that the UK, as a signatory, also has an obligation to uphold the agreement. The commitment has been there since then. My right hon. and gallant Friend the Member for Beckenham (Bob Stewart) deployed in 1992, in the act of peacemaking. His tour was much more kinetic; it was called Operation Grapple. I deployed in 1997. My tour was peace enforcement, under the Dayton agreement. I served in support of that agreement, so I have skin in the game.
In a report delivered to the United Nations Security Council earlier this month, Christian Schmidt, the international community's high representative, suggested that Dodik had been persuaded by regional leaders to suspend his plans. That is very good news, but we cannot and must not take our foot off the gas. Why? Because Dodik’s rhetoric is separatist, and he has vowed to sever the legal and tax systems and the army in the Serb-run half of the country.
With reference to what was said by the hon. Member for Bolton South East (Yasmin Qureshi) and my hon. Friend’s wonderful words, may I point out to the House that, if Republika Srpska were to split from Bosnia, it would be a bit rich if Srebrenica—which is in Republika Srpska—stayed where it is, after what has happened there?
My right hon. and gallant Friend speaks very wisely, and I could not disagree with what he has said. I urge the Minister to heed those words.
As for the future, we know there is a problem, but let us not admire the problem too greatly. For me, this is about the solution. It is clear to me that a calm de-escalation of the crisis must be the current political goal and that, as a signatory, we must stand by the Dayton agreement. As was mentioned earlier, we must also give the high representative our unequivocal support. He knows what he is talking about, so let us get behind him. I agree with the suggestion that we should support the current headquarters in Bosnia with NATO troops, or even troops of support of the EU; it does not really matter, but an enhanced British presence in the headquarters and possibly on the ground is necessary to give us the eyes and the ears that we need.
I am pretty enthused by the progress so far. We are having this debate, and I commend my hon. Friend the Member for Rutland and Melton (Alicia Kearns) for securing it. Baroness Goldie of the Ministry of Defence was in Sarajevo yesterday for the Bosnian Armed Forces Day. It was recently announced that Sir Stuart Peach would become the special envoy to the western Balkans. Let us recognise the good work that has been done so far. Let us recognise the senior engagement that is happening, and let us also recognise the need for a much broader unity of purpose within NATO and the United Nations, so that all signatories can come together and do what is necessary.
I will end with three points. First, I have mentioned the military presence, and it is very important to get military planners on the ground. Secondly, I believe that new Balkans policy is needed, perhaps amending the structures of the current Dayton agreement and perhaps even creating something called Dayton II, encompassing the changes and the cultural developments. The divides are still there in that fantastic country.
My last point is a simple one. I deployed in 1997 to do peace enforcement; I think we now need to do political enforcement.

The recent political violence in Bosnia and Herzegovina should be of significant concern to the UK and the international community. Under the leadership of Milorad Dodik, there has been a return of ethnic conflict in the region. As we all know, in 1995 Srebrenica experienced a genocide on a scale not seen in Europe since the second world war. Eight thousand Muslim men and boys were murdered, women were raped, children were slain in front of their parents, and bodies were pushed into mass graves with the use of bulldozers. The scale of the crimes exceeds comprehension.
Following those horrific events, a peace agreement was eventually reached. The Dayton agreement is widely considered to be a holding operation, and with the situation rapidly worsening, the already fragile agreement is under immense strain. However, I welcome the appointment of Sir Stuart Peach as our new special envoy for the western Balkans.
Sir Stuart Peach is probably the most experienced and intelligent man to do that job. This is a wonderful opportunity to show leadership. We have shown that leadership; now let us give full backing to Air Chief Marshal Sir Stuart Peach and allow him to solve this problem from our point of view.
I agree with the right hon. Gentleman.
Does the Minister agree that there is an urgent need to reinforce the political will behind the Dayton agreement, and will she commit herself to working with the US, NATO and the EU to underline the agreement as the basis of peace in the western Balkans?
My journey with Bosnia goes back almost to the very beginning. While Yugoslavia was disintegrating, I was involved in organising demonstrations in my home city of Manchester against the persecution of Europe's Muslims. Seeing the Bosnian community flourish in Manchester and across the UK demonstrates the strength of humanity. Despite experiencing such atrocities, people were able to start a new life here in the UK and provide their children with a better future. The events of Srebrenica have always stayed with me, and they are part of the reason I dedicate so much of my work to challenging hate and division in society. Later, when I became a member of the European Parliament, I had the opportunity to serve as a shadow rapporteur for Bosnia, which took me to that beautiful country on many occasions. I had an opportunity to meet amazing, warm, loving people in Bosnia and Herzegovina. I am now involved in Remembering Srebenica, a charity doing excellent work throughout the UK in schools and other community organisations, trying to learn the lessons and develop champions who can strengthen the communities.
The UK has a special duty to protect the peace and progress made in the region, not just as a signatory to the agreement but because our UK troops served there with distinction and 57 of them died securing the peace. We now know that the assaults on Bosnia’s sovereignty, territorial integrity and constitutional order enjoy the full backing of Russia, China, and Serbia. Dodik has separately said that he has support from both Russia and China, with both countries opposing the role of the High Representative in Bosnia and Herzegovina. Given that Russia and China are state-based threats identified in the Government’s integrated review, will the Minister condemn their attempts to undermine the High Representative’s position and the influence of the UN in the region?
It is a tragedy that, to this day, minority groups around the world are still being persecuted. After the holocaust, we said, “Never again”, yet what happened in Srebrenica and what is happening in Xinjiang, China, against the Uyghur Muslims, proves that words are not enough. They must be matched with action. As we mark 26 years since the harrowing genocide in Srebrenica, we must ensure that there is no return to the violence and suffering of the past and secure the gains made for the people of Bosnia. To echo the words of the High Representative, Bosnia
“is facing the greatest threat of the post-war period”.
It is paramount that the global response now matches the gravity of the situation.
I absolutely agree. There are voices of peace, especially women’s voices, within Republika Srpska, but it is not easy to work with them. Earlier we heard from the High Representative that it is difficult to be in civil society, to be those voices and to be those women who speak out. We need to seek out those groups and find where they are. I have been asking about this for quite a long time, and I do not know the groups with which we should be working. We in the UK face a challenge in what we can do not only to prevent genocide and conflict now—that is clearly value for money—but to build a lasting peace for the future. That has to be done in conjunction with civil society.
Secondly, we need an atrocity prevention strategy. The United States has one. The Elie Wiesel Genocide and Atrocity Prevention Act 2018 commits the US Government to pursuing a Government-wide strategy to identify, prevent and respond to atrocity risk. We need that across all the countries in which we work, but we need it in Bosnia right now. Such a strategy would include improved communication between desk officers and London and proper training on spotting the signs early and on what to do, and it would put in place a better early warning system to spot the signs of genocide. According to the UN framework, we can see 21 of 80 warning signs right now. What is happening in other countries? Do we spot them? Are we ready? Without a genocide prevention strategy across all our work, we will not be ready in Bosnia or elsewhere.
Finally, what can the UK do now? I echo many earlier points. I welcome today’s announcement of a special envoy to the Balkans. Will the Minister join me in condemning genocide denial and remembering the 8,000 people who died in the Srebrenica genocide? Will she work with the US, NATO and the EU to impose sanctions on countries that undermine the Dayton peace agreement and to assert the territorial integrity of Bosnia and Herzegovina? Will she provide unequivocal support for the UN High Representative, Christian Schmidt? And will she look into the peacebuilding and civil society support we need to give to groups, communities and individuals in Republika Srpska now?
A co-ordinated, coherent and well-implemented atrocity prevention strategy can save countless lives, stop the need for military intervention and complement diplomatic support.
I speak as someone who was very close to an atrocity. I love the idea of an atrocity prevention strategy but, when it happened within three miles of my camp, I knew nothing about it until it happened. There were no indications whatever. It went bang and 100 people were dead.
Atrocities and crimes against humanity happen in different ways in different countries, but the experience from many other countries and other conflicts around the world shows—not always but in many cases—that there are indicators that can be spotted and acted upon before there are military personnel on the ground.
I take the right hon. Gentleman’s comments, and I understand there is some scepticism among Conservative Members about an atrocity prevention strategy, but I urge them to look to the experience of its implementation in America and in many African countries. A co-ordinated atrocity prevention strategy can stop history repeating itself. It needs to start with Bosnia, and it needs to start today.
It is always a pleasure to speak on this issue. I commend the hon. Members for Rutland and Melton (Alicia Kearns), for Glasgow South (Stewart Malcolm McDonald) and for Rotherham (Sarah Champion) for leading today’s debate. All debates are important, but this one is particularly important to me as I am a huge advocate for human rights globally, and it is a pleasure to be here today to address the ongoing issues in Bosnia and Herzegovina.
I wish to commend the hon. and gallant Member for Bracknell (James Sunderland), and, in particular, the right hon. Member for Beckenham (Bob Stewart) for his courage and leadership. I have had many discussions with him, and in this House he is held in very high esteem. We have a friendship and a personal relationship that has been enhanced by being here, but I just want to say to him that when I think of him I know why his men followed him—
No, it is more than that. It is because he gives them leadership and courage—that is the issue.
Bosnia and Herzegovina has been experiencing intensified political and ethnic tensions, which could potentially break the country apart and slide it back into war once again. Bosnia has seen ongoing political violence since the early 1990s, and long before the Bosnian war of 1995. The violence stemming from the discrimination and inequalities is political. I speak as chair of the all-party group on international freedom of religion or belief, and I speak up for those of an ethnic or religious minority who run for public office in that country—it is almost impossible for them to do that. So I find it astonishing that the constitution has still not been amended, as there is a need for it to be changed. Why should anybody be subject to discrimination and persecution just because they have a different religion or are from a different ethnic minority?
The human rights abuses occur many ways. First, Bosnia and Herzegovina is faced with thousands of migrants and asylum seekers wanting somewhere to live. Between January and August 2019, the state service for foreign affairs registered some 11,292 irregular arrivals and only 185 submitted an asylum application. No one received refugee status. So we have to look at that issue as well.
Secondly, the levels of domestic and gender-based violence are rife—others have mentioned that but I want to state it as well. Human Rights Watch stated that violence against women increased to significant levels in Bosnia during the pandemic, as it did in many parts of the world. However, in this case, in 2018-19 only 1,223 of the 2,865 reported cases of domestic violence resulted in a court decision—those figures worry me, as this is less than half. In the remainder of the cases, the victim had changed their statement or had withdrawn the allegation, ultimately dropping charges against the perpetrator. I always like to make it clear that when we look at such figures, they are the “reported” figures. Therefore, I suspect—I do not have any evidential base to prove this, but I do not think I am far wrong—that many hundreds, if not thousands, more women are probably suffering at the hands of abusers but are too frightened to report it, given the ongoing human rights abuses.
I was not aware that the hon. Member for Putney (Fleur Anderson) had done work in Bosnia, but I commend her for that. We were at a Christian Aid thing last night and I saw her there, but I did not realise that she had personal experience of this—I just want to put my thanks to her for that on the record. Intervention from our Government and others is the way to help tackle this problem. We cannot sit back and expect stability and peace to occur if we do nothing to help. This debate is about what we can do and the leadership to which the right hon. Member for Beckenham referred. This country must lead and be at the front. We are accountable for assistance, although I have to say that the human rights abuses by way of a restricted media are prominent. For example, it has been stated that journalists continue to face interference to their work, including lawsuits, and verbal and physical attacks. There have been at least 51 documented violations of media freedom.
Many right hon. and hon. Members have spoken about the peace process in Northern Ireland. As a Unionist, I am very pleased that we have the peace process and that many parts of the world—the USA, the EU and other countries—took the time and effort to make that happen. But do Members know why the peace process delivered at the end of the day? It was because the people of Northern Ireland wanted it to happen. So for it to happen for the people of Bosnia and Herzegovina, they need to make it happen. The leader of our group here, my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson), was in South Africa, along with others, to look at the peace process there and how to move forward.
Okay. As I explained, I believe EUFOR is an important deterrent, but I recognise that Members of both sides of the House are keen to understand and learn more about what the UK is doing, so let me make some progress.
On the position of the High Representative, we are fully committed to supporting the High Representative as he works with people in-country to implement the civilian aspects of the peace agreement. We support the use of his executive powers, should the situation require it. As Members are aware, he is in London today and I know that he spoke with many Members this morning. I also met him, as will the Foreign Secretary, and our embassy team in Sarajevo remain in close contact with him. That visible and vocal support for the High Representative is essential. We will not allow those who wish harm on that country to undermine his authority.
Many right hon. and hon. Members raised NATO and asked about the meeting in Riga this week. NATO must play an enhanced role in Bosnia and Herzegovina and the western Balkans. At the NATO foreign ministerial meeting in Riga, the Foreign Secretary focused attention on Bosnia and Herzegovina and encouraged greater engagement from the alliance. She called on allies to contribute personnel to the NATO headquarters in Sarajevo and to support work to counter disinformation and strengthen defence reform. The UK will do its part. The UK also offers defence assistance to Bosnia and Herzegovina’s armed forces in support of capacity building efforts and their partnership for peace goals.
On Russia and disinformation, we are seeing a worrying pattern of Russian behaviour aimed at stopping Bosnia and Herzegovina moving closer to Europe and NATO. The UK takes that extremely seriously and will continue to call out aggression. We are also backing projects to counter disinformation in Bosnia and Herzegovina and the wider region, including giving support to independent media organisations.
Regarding Russia, when I was in Bosnia as part of the United Nations protection force, a Russian man called Victor Andreev was very much part of the headquarters. I suggest that we invite the Russians to send people, and possibly even forces, to join any units that we deploy there, because that might be a way forward.
I am grateful for my right hon. and gallant Friend’s suggestions, and those of other Members on both sides of the House, which I will consider.
I will touch on Serbian language that is seen as provocative elsewhere in the region. We wholeheartedly condemn that divisive and inflammatory rhetoric, just as we condemn deliberate attempts to destabilise the region. We have consistently urged Serbia and its neighbours to play a constructive role in the region.
I am conscious of time, so I will crack on and try to answer as many questions as I can. Many Members rightly raised the danger of genocide denial and glorifying war criminals. The UK has consistently urged all political leaders in Bosnia and Herzegovina and the region to reject hate speech; to condemn any glorification of the perpetrators of genocide and war crimes; and to respect the verdicts of international and domestic courts.
My visit to the Srebrenica Memorial Centre earlier this year, and my meeting with some of the mothers there, is an occasion that will stay with me forever. We cannot allow such crimes to be repeated anywhere in the world. We are working with the Srebrenica Memorial Centre to establish a centre for genocide research, prevention and reconciliation. In the UK, we support the work of Remembering Srebrenica, which works tirelessly to raise awareness.
Many Members raised sanctions, which are an important part of the UK’s toolkit for the western Balkans to address corruption and destabilising activities. Obviously it would not be appropriate to speculate about future sanctions targets, as to do so could reduce their impact, but we are in close contact with our partners and we discuss all aspects of our response to the challenges.
I assure Members that preventing sexual violence in conflict in Bosnia and Herzegovina remains a priority through our strategy. We are supporting a number of successful projects. There are many other areas that I would have liked to cover, but I will follow up in writing to any specific questions.
The citizens of Bosnia and Herzegovina want and deserve security, peace and hope for the future, yet divisive rhetoric and escalating intercommunity tensions threaten those dreams. There is no short-term solution, but as I have set out, the UK has a vital role to play alongside a co-ordinated and focused international response. We remain committed to the success of Bosnia and Herzegovina and all its people.

Commons ChamberFirst, may I thank the Speaker and indeed you, Mr Deputy Speaker, for choosing and allowing this debate to take place? I also thank the Minister for the Middle East and North Africa, my right hon. Friend the Member for Braintree (James Cleverly), for fielding the debate on a Thursday afternoon. While I am in this mode, I should also like to thank the all-party group on the British Council for its support, guidance, diligence and expertise when it comes to trying to ensure that there is no disconnect between government and the British Council, and for playing its part. Above all, I wish to thank the staff and the teams at the British Council itself, and I know that my right hon. Friend will concur with that, because they have done a tremendous amount over the past few years in flying the flag for the cause of better understanding between this country and others. They have been flying the flag in such an astounding manner, given the challenges they have faced.
My right hon. Friend will know that the British Council has huge cross-party support in both Houses. Some Members in this place have worked for the British Council prior to being elected as an MP, and others have worked closely, as I have done on occasion, with the British Council in the past in trying to ensure that there are no misunderstandings and in furthering the good work of the British Council. There is huge affection for the organisation across Parliament.
The UK is often termed a “soft power superpower”—that phrase is reasonably well known. We rank very highly indeed and we usually top that table. That is down to our country’s extensive and impressive assets of attraction and influence, which include world-renowned arts and cultural bodies, world-class universities and research, and our sporting prowess, along with our respected national and international institutions. The British Council is one of those great institutions. Since the 1930s, it has been promoting British culture and the English language abroad, as well as facilitating cultural exchanges and, crucially, building trust between the UK and other countries. There are few Government Departments that do not directly benefit from its work.
The British Council also represents excellent value for money. In normal times, it receives only 15% of its income from the state, whereas many of its international counterparts receive much more. For example, its French, German and Japanese equivalents receive 48%, 62% and 65% respectively. That is in large part because the British Council has a commercial element, in the teaching of English abroad. It is tremendous value for money given the influence it exerts and the trust it builds between us and other nations.
As the chairman of the all-party parliamentary group on the British Council, it was my pleasure to oversee the production and publication last July of our report on opportunities for global Britain. I thank all those who contributed to the report, including the officers of the all-party parliamentary group, who contributed to such effect. The report highlights the importance of showing not telling and of persuading rather than being more forceful, thereby ensuring that our values of openness and tolerance are there for all to see around the world, and the important fact that soft-power institutions such as the British Council and the BBC World Service are at their most effective, innovative and entrepreneurial when they have operational independence from the Government. I have no doubt that the Government get that, but it is important to reiterate that there must be an element of operational independence.
Our report also highlighted the Government’s short-sighted decision to curtail British Council activity in 20 countries because of its failure to close the £10 million shortfall between the amount of pandemic support given to the organisation and the costs of maintaining its international network. The 20 closures are already in train—the decision was largely taken last July—and represent the largest single set of closures in the British Council’s history. Our report particularly recommended that there should be no further closures among the British Council’s overseas network, and we received an assurance on that from the Minister in charge at the time.
The APPG is concerned that the British Council faces the closure of a further 20 country operations, which would result in 40 closures in total. This idea stems from discussion between the British Council and the Foreign, Commonwealth and Development Office on cutting the British Council’s funding allocation still further over the coming three-year spending review period, despite the FCDO’s budget increasing by 21% over the same three-year timeframe.
I thank my good and hon. Friend for allowing me to intervene. I am a huge fan of the British Council and have seen it operating abroad. Does my hon. Friend agree that when we withdraw something like the British Council from a country, the image given is that Britain does not care about that country? The soft power that we gain from having the British Council firmly in place in a capital or major city is a huge influence on how a country looks at the United Kingdom.
My right hon. Friend is absolutely right: when the Government are quite rightly talking about the importance of global Britain, it sends completely the wrong message to the world to close, in many countries, an organisation that represents the very best of British.
The irony of the situation is that the additional closures can easily be prevented, without any new money from the FCDO, by allowing the British Council to retain a share of the savings that it is currently making through cuts that are already in train. That is something to reflect on. As my right hon. Friend said, once the British Council ceases to have an office in a given country, it is unlikely that a presence will be easily re-established. It also leaves the way clear for others to fill the vacuum. The closure of 40 offices worldwide will not go unnoticed. Will the Government urgently review the situation and provide clarity?
Is it the Government’s intention, at a time when the FCDO’s expenditure is, courtesy of a very generous Budget, going up by more than 20% over the comprehensive spending review period, that the British Council’s funding should be cut? Is that the Government’s intention, or is there simply a disconnect? Is this cock-up, frankly, rather than conspiracy? Clarity is needed; uncertainty helps no one, not least the British Council, when it comes to planning. If that is the Government’s intention, I urge them to rethink their decision to require the additional 20 closures and ideally, if I am being somewhat presumptuous—and why not?—rethink their decision to close the 20 offices as announced in July. These mass closures will do enormous damage to our soft power, as my right hon. Friend has alluded to. They will be viewed as an unwelcome retreat from the international stage and will leave the door open to our competitors. This simply does not fit with the concept of global Britain.
I make no excuse for raising this issue now given what happened last time when the first set of 20 closures were announced. As soon as we got wind of it, being a proactive all-party group, we made every effort to communicate with Government through the normal channels. I had meaningful conversations with the then Foreign Secretary, a meaningful conversation with the Chancellor of the Exchequer, and two decent conversations with the Prime Minister. They all got it. They all accepted that the British Council was a valued organisation, helping to build trust. They got its worth; there was no need to persuade them. So what happened? There seemed to be a disconnect in Government. The clunky levers of the bureaucracy still manufactured a £10 million shortfall that was desperately required. It was desperately required because, over the past 18 months, the British Council has been unable to be proactive in commercialising its operation—its teaching of the English language—simply because the pandemic closed down its major markets in the far east, but still there was a £10 million shortfall, and still to this day, they are in the process of closing 20 country operations at a time when we are espousing the principles of global Britain. It simply does not make sense. There is a disconnect.
The reason for holding this Adjournment debate—I ask the forgiveness of the House because I am keeping it here late on a Thursday, at the end of the business day—is that if we do not make noises now, given what happened last time, we will get a repeat, and 40 closures—the 20 in train and the 20 now being rumoured—would be a disaster not just for the British Council, but for the country as well.
I could go on, Mr Deputy Speaker, but I know that perhaps I should not. In summing up, I want to raise very briefly something that is connected to the British Council, and I know that the Minister also takes it to heart. I reiterate the all-party group’s urgent concern for those 200 Afghans who worked for the British Council and who are still in Afghanistan, fearing for their lives and unable to leave. I had a heartrending email from a former British Council employee—I will not read it again because I have already paraphrased it in Defence questions—who literally said that they were in fear of their lives. They were in hiding from the Taliban. They had run out of money, but for some reason the bureaucracy was getting in the way. It seems that slow-moving bureaucracy in Britain is preventing them from receiving the documents they urgently require. We owe these people a debt of gratitude.
As I said, I raised this issue at the last Defence questions. The Secretary of State agreed with the need for urgency, but suggested that this was more of a responsibility for the FCDO. He did, however, suggest a meeting for MPs involving all relevant Departments. In addition to the questions that I have already posed my right hon. Friend, I ask him to ensure that the FCDO, once it is invited, participates in this meeting fully. If it is not invited, it should ask questions why it is not. My understanding is that the Ministry of Defence is co-ordinating this. We, as Members of Parliament, need better sight of the system in order to play our part in ensuring that there is clarity, less bureaucracy and more action when it comes to helping these people. I look forward to hearing the answers to my questions from my right hon. Friend.
I am genuinely grateful to my hon. Friend the Member for Basildon and Billericay (Mr Baron) for securing this debate. It gives me great pleasure to see that Essex Members of Parliament now represent the majority of those in the House this afternoon. I thank my hon. Friend for the hard work that he puts in as the chair of the British Council all-party parliamentary group, and the hard work that the other members of the APPG put in, particularly on the group’s recent report on opportunities for global Britain. I also pay tribute to my good, right hon. and gallant Friend the Member for Beckenham (Bob Stewart), who I am willing to make an honorary member of the Essex mafia this afternoon for his thoughtful contribution.
I want to correct the Minister. I do not need to be an honorary member of the Essex mafia, as I am a member of the Essex mafia; I spent 10 years at Chigwell School.
That makes you the odd one out, Mr Deputy Speaker, but I am sure that we will forgive you.
The Government are determined that Britain will remain an outward-looking nation that is positive and patriotic, and demonstrates leadership and innovation, and I assure the House that the British Council is a key part of that. Its mission is to teach English, and to promote UK education, arts and culture across the globe. In doing so, as my hon. Friend the Member for Basildon and Billericay said, it showcases our strength and values, but it also builds trust and opportunities between nations. The APPG report rightly identifies the British Council as one of the UK’s real assets, and that position is reflected in our own integrated review, which was published earlier this year. The review recognises the British Council as a key aspect of our global influence.
For 85 years, the British Council has boosted Britain’s status as a cultural superpower. Its programmes reach 790 million people in more than 100 countries every year, and it plays a vital role in enhancing our standing in the world. It forges connections, understanding and trust between the UK and other countries. That trust is already strong, and the council’s recent report on soft power noted that the UK is ranked first among G20 nations for overall attractiveness and second in the G20 for trust. The British Council adds significant value in this respect. When the council is involved in cultural and educational exchanges, trust in the UK increases by 16% on average. I am sure that the House will agree that it is more vital now than ever—as we work with our allies to promote democracy and collaborate on the very biggest challenge that the world faces— that we enhance this global trust.
My hon. Friend highlighted in his speech further opportunities to promote global Britain through the British Council. The APPG report identified potential key partners in the Indo-Pacific and sub-Saharan Africa, among others. The council has ambitious targets designed to take advantage of these opportunities. By 2025, it plans to reach 140 million English language learners and attract 600,000 international students here to the UK. It also hopes to connect to 30 million people with UK arts and culture, either in person or remotely—for example, by visiting our world-beating film and arts festivals in cinemas and galleries, or indeed online.
Next year, as we host the Commonwealth games and mark the Queen’s platinum jubilee, the British Council will lead international partnerships in education and the arts, including work to connect young people across the whole Commonwealth. School twinning schemes and cross-curricular programmes will boost understanding of our values and aspirations, including the education of women and girls, which remains a core Government priority. Her Majesty the Queen’s 70 years of service and leadership have also inspired the British Council. From its alumni the council will build a network of young, inspiring women leaders across the Commonwealth, who will develop projects to address the global challenges still faced, sadly, by many women and girls.
Meanwhile, advisory committees for Wales, Scotland and Northern Ireland support the British Council as an institution for the whole of the United Kingdom. They help to shape programmes and priorities and ensure there is a clear focus on all aspects of the UK’s rich culture. For example, the British Council’s Go Digital programme includes collaboration between artists and art organisations in Wales and sub-Saharan Africa. Go Digital aims to develop and showcase the arts, which have suffered so much during the pandemic. The council also works to forge connections between Northern Ireland and other societies emerging from conflict—for example, offering insights into the issues that fuelled conflicts in Northern Ireland, India, Lebanon, Sierra Leone and South Africa. Students are encouraged to turn these lessons into creative expression.
I thank the Minister for allowing me to intervene a second time. What he has said is really grist to the mill, because the British Council is a huge success, as he would accept. The British Council has actually survived, somehow, during the pandemic. Goodness knows how country directors are able to budget during the pandemonium that has been the past two years, but somehow they have. So it does seem strange that with the success that the British Council has had in soft power terms and in floating what a great place the United Kingdom is, we are prepared to scrap 10 locations—actually, a total of 20. May I plead with the Minister to get Government to make a decision to rescind the orders so that those 20 centres remain in being, if that is possible now?
I will address the situation with regard to funding and our footprint shortly.
Together with the University of Edinburgh, the council is developing an online course, open to all, on sustainable living. This touches on key issues that connect us, from climate change to gender equality, health and inclusion, encouraging informed personal responses.
With regard to the funding situation, sadly, like so many organisations, as my hon. and gallant Friend mentioned, the British Council has been acutely affected by the impact of covid-19. More than 90% of its teaching and exam centres were shut at the height of the pandemic. It has done a genuinely exceptional job of rapidly expanding its digital services, including online teaching platforms, in response to this crisis. We continue to work closely with the council as it builds back from the pandemic. We share its ambition to innovate and to increase its digital capacity even further. I was very pleased recently to meet the British Council’s new CEO, Scott McDonald, who brings a genuine wealth of commercial experience from his previous roles. In partnership with the council’s chairman, Stevie Spring, I have no doubt that Scott will bring the strong leadership needed to drive forward the council’s transformation and put it on a sustainable future-facing footing.
Sadly, as with so many organisations, the pandemic also had a devastating impact on the British Council’s commercial activities and therefore its finances. The Government remain committed to the council’s future success, and I am confident that it will emerge stronger than ever. The funding we secured through the 2021-22 spending review demonstrates that commitment. Since the start of the pandemic we have allocated more than £600 million to ensure that the British Council can continue to deliver on our priorities during this uniquely challenging time. Earlier this year, the council, as has been said, announced that it will stop spending grant in aid funding in 11 countries. In a further nine, it will deliver grant in aid programmes remotely from other countries. These decisions were taken in partnership with the council, focusing on where it can achieve the biggest impact.
