Commons ChamberYes, that individual would be allowed to return to the United Kingdom. If EU citizens who are living here at the time at which we leave have lived here before the specified cut-off date and have five years’ residence, they will get their settled status. If they have less than five years’ residence before the cut-off date, they will be able to stay to build up that five years’ residence for settled status. For any new people coming afresh to the United Kingdom after we leave the European Union, we will set out those immigration rules in due course and a Bill will go through Parliament, which will enable the right hon. Gentleman to contribute.
May I urge the Prime Minister to settle this issue as part of an interim deal with the EU, so that those affected do not have to wait for the conclusions of the negotiations?
I would very much like us to be able to do that by dealing with this at an early stage in the negotiations and by recognising that we all want to ensure that we give people reassurance and that they are no longer anxious about their future. I hope that the European Union will see the benefits of that and that we will be able to address this at an earlier stage than at the end of the negotiations.

Commons ChamberI take this opportunity to make clear that the testing facilities that I referred to are open to the devolved Administrations as well. I obviously encourage anybody in the devolved Administrations to send in samples of such buildings so that they can be tested.
The hon. Gentleman asked about the £5 million fund. If necessary, more money will be made available. As I said, something like £700,000 has already been paid out, and further moneys will be paid out, but we will look at that sum over time.
The planning conditions attached to the Berkeley Homes development have been relaxed to enable work to take place over longer hours, so that the work can be speeded up. The current expectation is that the homes could be available by the end of July, but that is caveated, as I am sure the hon. Gentleman and others will recognise. It is dependent on the work being completed.
The hon. Gentleman also asked about the inquiry. It is absolutely crucial that the inquiry looks at how this happened, and part of that will be looking at what led up to the fire, the immediate response to the fire and the aftermath. We need to know why this happened and who was responsible for it. The judge who will chair the inquiry will have a role in determining how the inquiry is handled, in terms of the witnesses that he wishes to take and so forth. As I said, I am clear that we need to ensure that people can have full confidence in this inquiry, which is why I want to see residents involved in setting the terms of reference, so that they know that it is an inquiry that will meet their needs.
Will the Prime Minister encourage local authorities to follow the lead that Barnet Council showed, with an immediate re-inspection of its high-rise blocks and the announcement of a programme of investment in new safety measures to be guided by the fire service, and to include sprinklers where they are needed?
I thank my right hon. Friend for drawing that to the House’s attention and I commend Barnet Council for its action. The Department for Communities and Local Government has asked every local authority to undertake those tests, ensuring the safety of the properties in which they accommodate people.

Commons ChamberThe right hon. Gentleman is absolutely right: the country is united. People of all faiths and none are going about their business in defiance of the terrorists. Their very clear message is that they will not be cowed, and that is a message that this House gives very clearly today: this country will not be cowed by these terrorists.
I too send my sympathies to all those bereaved or injured in yesterday’s horrific attack. As we reflect on what happened, we must ask if it is time to consider whether the police who guard sensitive sites known to be of interest to terrorists, such as Parliament or airports, should routinely carry personal protection weapons, even when those officers are not part of the units formally tasked with armed response?

Commons ChamberI thank my hon. Friend for that question and he is right to point out One Public Estate, which is a Cabinet Office programme ensuring cross-working and efficiency savings as a result. Many of the lessons we can learn are from local government, and it is important that we all learn from each other as regards sharing services and cutting costs.
Will my right hon. Friend introduce reforms so that different parts of the public sector can share data more easily, which will significantly improve efficiency?
The Digital Economy Bill, which is passing through both Houses at the moment, does precisely that.
Order. Mr Docherty-Hughes, you seem to be in a state of permanent over-excitement. Calm yourself, man. Take some sort of medicament and it will soothe you. We must hear Mrs Villiers.
My right hon. Friend raises an important point that is, I know, of concern to many people in the House and outside. We should be proud that in the UK we have some of the highest animal welfare standards in the world—indeed, one of the highest scores for animal protection in the world. Leaving the EU will not change that. I can assure her that we are committed to maintaining and, where possible, improving standards of welfare in the UK, while ensuring of course that our industry is not put at a competitive disadvantage.

Commons ChamberI am very clear on upholding the rule of law and seeing that we support our agencies, which have that independence to pursue evidence where they see it. Indeed, there is a very live ongoing investigation to get to the bottom of that appalling act and hold those responsible to account—it was an appalling act against a brave PSNI officer who was doing his duty, upholding the law and protecting the community.
Is not the job faced by the police in Northern Ireland to keep people safe made harder by the tendencies of the Northern Ireland courts to let terrorists out on bail, sometimes only weeks after an original arrest?
There are important issues that need to be examined and addressed in relation to the criminal justice system. Bail is one part of that, as are sentencing and the time it takes for cases to proceed. We will continue to work with the Executive to see that progress can be made.
I will tell you what standing up for British values is. I and this Government introduced the first Modern Slavery Act in this country. I have ensured that stop and search has reduced, because I do not believe that anyone on the streets of this country should be stopped and searched because of the colour of their skin, and I ensured justice for the families of Hillsborough.
I thank my right hon. Friend for pointing that out. It is absolutely right that the House should be aware of the discrimination around the world and of that ban, particularly for those who are Israeli citizens. We are consistent: we do not agree with that approach and it is not one that we will take. I wait for the day when the right hon. Member for Islington North (Jeremy Corbyn) stands up and condemns it too.

Commons ChamberI thank the hon. Gentleman for raising the steel industry. It is an extremely important industry for communities in Wales, but it is also of strategic importance for the whole of the United Kingdom. Last week, I met all the unions relating to steel, and we discussed the challenges that exist, as well as how the company, the pension trustees, the pensioners and the employees of the steelworks need to work their way through this. The Government stand ready to support the industry—we are determined to find a long-term, sustainable future for the steel industry—and I recognise its importance for Wales and for the UK.
This Government have put in place an industrial strategy that will work for all people in every corner of the UK. Wales is home to world-leading sectors, be it compound semi-conductors in Cardiff, agri-tech in Aberystwyth or advanced manufacturing in Deeside. We are committed to building on our strengths to create an economy where everyone can share the benefits of our economic success.
One of the most important themes of the Government’s industrial strategy is the determination to ensure that all nations and regions of the UK can benefit from economic prosperity. An important aspect of that is science and research, which I hope the Minister will agree offers real potential for businesses in Wales to prosper and create jobs.

As he knows, the National Crime Agency operates in Northern Ireland on a slightly different basis from that on which it operates elsewhere across the United Kingdom. Where issues are being looked into, it will be necessary to ensure that the appropriate skills and capabilities are brought to bear. If I may, I will write to him with a detailed answer to his question.
Will the Prime Minister give her full and enthusiastic support to President Anastasiades and Mustafa Akinci as they reach a crucial stage of their negotiations, which we hope will deliver a negotiated settlement for a free and united Cyprus?
I am happy to join my right hon. Friend in doing that. It is important. I think that everybody across this House will wish those talks well and hope that they will have a successful conclusion.

Commons Chamber3. When she plans to make a progress report on the Government’s economic pact for Northern Ireland.
An annual progress report on the economic pact was published last July. The range of items so far delivered include improvements to business access to finance; funding projects secured from the Green Investment Bank; the continuation of 100% assisted area status for Northern Ireland; and a record year for inward investment following the G8 and follow-up investment conference.
With one in six people in Northern Ireland on low pay and intergenerational poverty remaining stubbornly high, should not the Government be getting a move on to raise the minimum wage to at least £8 an hour and get as many people as possible on to the living wage to make this a recovery in living standards for all the people of Northern Ireland?
The hon. Gentleman will be aware that my right hon. Friend the Chancellor said he would like to see increases in the minimum wage. We are cutting taxes for those on the lowest incomes. We have cut taxes for 670,000 people in Northern Ireland, and those on the minimum wage have had their income tax bills halved. We have also seen unemployment in Northern Ireland fall for the 25th consecutive month—it has fallen by 1,700—giving many more people the security and reassurance of a pay packet.
Will the Secretary of State meet the Northern Ireland union leaders, as I did recently, so that she can understand the frustrations of squeezed teachers, bus drivers and health workers, and praise their vital work rather than condemn them for being forced to vote for industrial action?
I have met trade union groups on various occasions, including in Northern Ireland, and I am of course hugely supportive of the work done by our public servants and our front-line workers. It is important that the whole public sector takes part in the austerity programme, and the Government are doing everything they can to put our public finances right to ensure that we can continue to provide the best possible public services for the country.
What impact does the Secretary of State think another round of stalemate at Stormont will have on measures to attract investment and encourage growth in Northern Ireland?
There is no doubt that the announcement by Sinn Fein on Monday was a significant setback for the Stormont House agreement, but it is inevitable that there will be bumps in the road with agreements of this nature. That has been the case in the past. I will be working hard to get things back on track and to help the parties get this matter resolved. Political stability is, of course, crucial when it comes to attracting inward investment. That is one of the many reasons why we need to press ahead with implementing the Stormont House agreement.
Does the Secretary of State accept that people in Northern Ireland and those who observe the Northern Ireland political scene are stunned, bewildered—and, indeed, angry—at what Sinn Fein has done in reneging on its agreement on welfare reform, without any good reason whatsoever? Does the Secretary of State wish to spell out now from the Dispatch Box the implications for corporation tax and other issues of the Stormont House agreement not proceeding? It is clear that Sinn Fein is putting its own narrow party interests ahead of vulnerable people and the entire community in Northern Ireland.
As I have said, this is a serious setback. I believe that Sinn Fein’s change of mind is unhelpful and hugely disappointing. As I have said, however, the task now is for the Northern Ireland Executive parties to continue their efforts to implement the Stormont House agreement. I hope to get the party leaders together as soon as possible to discuss how to resolve this welfare question, but the Stormont House agreement will not be reopened; we need to press ahead with implementation. The corporation tax question is difficult. It is expressly linked with the resolution of welfare reform. The Bill contains a commencement clause, and there is no question but that this welfare issue must be resolved. The Executive must fulfil their obligations under the Stormont House agreement before the commencement clause can be operated. In the interim, the Government propose to continue with the legislation and to complete its parliamentary progress, because we are determined to implement the agreement fully and fairly. Let me be clear: Northern Ireland will not get these devolved powers until the Stormont House agreement has been implemented.
It is important now that people in Northern Ireland, this House and everybody looking at the political scene are clear that the responsibility for the current crisis lies squarely with Sinn Fein, which is reneging on its commitments clearly made and openly expressed in the Stormont House agreement. Will the Secretary of State be clear that she will not take this blanket condemnation or blame approach, but focus on the problem—Sinn Fein?
I will indeed focus on the problem. The right hon. Gentleman is right that this current setback is the result of the actions of Sinn Fein, which is, as I have said, hugely disappointing and unhelpful. To be honest, it was a significant surprise, too, given the enthusiasm with which the Deputy First Minister and Sinn Fein were promoting the agreement. Now I think we all need to work together to try to get this sorted, because it would be a huge step backwards if the Stormont House agreement were to be jeopardised. It would potentially plunge us back into the sort of budget and political crisis with which we were grappling last year.
May I, on behalf of my party, associate myself with the tributes paid to Lord Molyneaux of Killead, and convey our condolences to his family, friends and colleagues?
Given the need to create economic and political stability in Northern Ireland, will the Secretary of State prevail on the Chancellor to reduce VAT on United Kingdom tourism products in next week’s Budget? That would have important financial consequences for the tourism industry in Northern Ireland.
Let me also take the opportunity to associate myself with the comments of the right hon. Member for Lagan Valley (Mr Donaldson) and my hon. Friend the Under-Secretary of State about the distinguished record of Lord Molyneaux. He was indeed a very distinguished parliamentarian over many years, and this is a sad loss to Northern Ireland.
The Chancellor is well aware of the campaign for the tax change that the hon. Lady would like to see. Tax reductions are difficult because the imperative must be repairing the public finances, but the Chancellor has relieved tax burdens on business by reducing corporation tax, introducing an employment allowance and, of course, helping people into work.
May I associate my party with the comments that have been made about Lord Molyneaux?
As the Secretary of State has said, economic progress and political stability in Northern Ireland are inextricably linked. Does she agree that the unravelling of the Stormont House agreement would be an unmitigated disaster for economic and political confidence in Northern Ireland, and that now is the time for responsible leadership which accepts the need for a reformed welfare system that mitigates the impact of cuts on the most vulnerable while also being affordable and sustainable?
I very much agree with the hon. Gentleman. Now is the time for level-headed consideration of how we can resolve this matter. In the autumn, Northern Ireland faced a budget crisis that was so serious that the very sustainability and future credibility of the institutions was at stake, and we were looking over a cliff at the possibility that devolution would collapse altogether. Returning to that position would be a huge step backward. The Stormont House agreement was a big step forward, and it is vital for all parties to work to ensure that it is implemented fully and fairly.
As I said earlier to the right hon. Member for Belfast North (Mr Dodds), I expect to meet the five party leaders in the coming days. I hope to do so tomorrow, but that will depend on when the First and Deputy First Minister return from New York.
It is vital for progress to be made on welfare reform. That is a key part of the Stormont Castle and the Stormont House agreements. I will press for such progress, not least because without it the Northern Ireland Executive’s budget will become unsustainable, which will hugely impair its ability to function effectively.

The political situation suffered a setback on Monday following Sinn Fein’s withdrawal of support for the Welfare Reform Bill. It is very important for the Stormont House agreement to be implemented fully and fairly, including all the sections on welfare and budgets. I will continue to work intensively with the Northern Ireland parties to resolve the impasse.
What does the Secretary of State consider to be the wider political implications of Sinn Fein’s withdrawal of support for the welfare proposals?
The political implications are very serious. They put in jeopardy corporation tax devolution, a financial package of about £2 billion in extra spending power, and a fresh approach to the past which is designed to produce better outcomes for victims and survivors. All that is under threat as a result of what has happened this week, and I will do all that I can to retrieve the situation so that the Stormont House agreement can go ahead.
Does the Secretary of State agree that Her Majesty’s Government must take resolute action against Sinn Fein over its irresponsible and selfish behaviour, which is jeopardising the Stormont Parliament and everything that has been achieved in Northern Ireland so far?
As I said, the approach taken by Sinn Fein is hugely disappointing and dramatically different from everything that it has been saying over the past few months. I am urging Sinn Fein to change its approach. It is vital that we have a responsible and realistic approach to welfare. The welfare reform package agreed under the Stormont House agreement is a good one, a generous one and a fair one, and therefore it is vital that it is implemented.
May I wish all my friends in Northern Ireland the very best for the future? People often take for granted the peace and stability that has been secured in Northern Ireland since the 2007 agreement, but that was won only after conflict, terror and hatred going back centuries, through very difficult negotiations. It took dedicated skill and constant strong leadership by the Labour Government to achieve it. Does the Secretary of State accept that maintaining that progress requires nurturing by this Government and by any Governments to follow?
I do accept that. This Government will continue to do all they can to support and nurture that political settlement. That is a message that all parties need to hear, including Sinn Fein—that we should not take risks with political stability in Northern Ireland, because the consequences could be very grave.
Does the Secretary of State recognise that it is not just Sinn Fein, but their lapdogs in the Social Democratic and Labour party who have blocked welfare reform in Northern Ireland and put the Assembly in jeopardy? Will she spell out the consequences for corporation tax, the economic package and the long-term sustainability of the budget in Northern Ireland as a result of that irresponsible behaviour?
If this question is not resolved, if the welfare reform legislation remains permanently stalled, obviously the rest of the Stormont House agreement does not happen. That includes the financial package and the devolution of corporation tax, but we are not at that point yet. It is important to work intensively, and in the meantime the UK Government will do everything we can to continue to implement the agreement.
The Secretary of State will be at pains not to feed the sense of impasse that surrounds the Stormont House agreement. She knows that there were two elements to the understanding on welfare reform—one was the understanding about the amount of money from the Executive’s budget that could mitigate measures; the other was the degree of leeway within the welfare spending. Has anything changed in the lines from the Department for Work and Pensions that have given rise to the allegations that Sinn Fein is making against the Democratic Unionist party?
I agree with the hon. Gentleman that we need to do all we can to keep the situation as calm as possible. Unfortunately, episodes of this kind are characteristic of the implementation process of agreements. It will be helpful for as many facts as possible to be made clear about how the welfare reform programme will operate in Northern Ireland and how the top-ups will operate. It is a generous package, and once the details are clear I hope everyone will be convinced of that.
At this, the last Northern Ireland questions before the election, there is an air of some melancholy. Who knows where we will meet again or on what side of the Dispatch Box? May I ask the right hon. Lady what, in her three years as Secretary of State, in which she has been unfailingly courteous, she would consider her proudest—her finest—achievement?

Up until Monday, I would have said the Stormont House agreement. I think that is still the greatest thing that I have contributed to and it is still on the road. We have had a bump on the road, but the Stormont House agreement will carry on. The other thing of which I am proud is the progress that we have made towards devolution of corporation tax. I do not want to see that thrown off course by events that have taken place this week.

The Stormont House agreement identified a clear way forward on parades and flags. [Interruption.] The Government will continue to work with the five parties in the Executive on the implementation of all the provisions of the agreement, including on these issues. [Interruption.]
I thank the Secretary of State for that answer, although I must admit I had trouble hearing it. Unrest around the parades has an unsettling impact on the community, on local businesses and on tourism. What steps are the Government taking this year to try to ensure a peaceful parade season?
I urge everyone involved in parades or parades-related protest to ensure that all activity related to parades and protest is both peaceful and lawful and that the determinations of the Parades Commission, as the lawfully constituted authority, are complied with. I continue to have a series of meetings to try to find a way forward on the parading impasse in north Belfast.
In Belfast, my right hon. Friend the Member for Doncaster North (Edward Miliband) recently said that securing the peace process and a strong economy went hand in hand. Does the Secretary of State agree, and will she support the Heenan-Anderson commission to ensure that people at the margins are not drawn to violence on issues such as flags and parades?
I agree that politics and economics are intertwined in Northern Ireland. Political stability is crucial for a successful economy. I note the Labour commission on this, but I think the crucial thing is to stick to the Government’s long-term economic plan, because that is delivering economic recovery in Northern Ireland.
Does the Secretary of State recognise the feeling of injustice in the Unionist community on the issue of parades? In my constituency we have waited 16 years to get a return parade—a church parade. When are we going to get a resolution?
I am very conscious of the concern felt in the community in the hon. Gentleman’s constituency. It is crucial that the Parades Commission’s determination needs to be abided by, but it is also important to press ahead with a reformed and devolved system of parades adjudication, as envisaged by the Stormont House agreement.

I welcome the vote in the Assembly that will enable the full operation of the National Crime Agency in Northern Ireland. This will ensure that the people of Northern Ireland are afforded the same protections from serious and organised crime as those in the rest of the United Kingdom.
When the NCA is up and running in Northern Ireland, will my right hon. Friend speak via the Chief Constable to ensure that the agency investigates the destination of funds from serious and organised crime? Many of the serious and organised criminals in the border area are the people giving funds to the IRA, and it is important that those funds do not fund political parties.
I am sure my right hon. Friend will understand that I cannot comment on individual cases, but I know that the full implementation of the NCA in Northern Ireland is a welcome step. I pay tribute to the Justice Minister and others for securing that result, and I know that they will bear down on all the perpetrators of such activities and on any who receive the funds that those activities create.
Thank you, Mr Speaker. Will the National Crime Agency specifically target the organised criminal gangs that are engaging in subterfuge and in the organised criminal activity of fuel laundering along the border areas of Northern Ireland?
That is a significant problem, and the House will have the chance to debate it later. Significant cross-border co-operation is under way, and the authorities in Her Majesty’s Revenue and Customs and the police services on both sides of the border are determined to tackle the problem and bring the perpetrators to justice.

Commons Chamber1. What recent assessment she has made of the security situation in Northern Ireland; and if she will make a statement.
The threat level in Northern Ireland continues to be severe, with persistent planning and targeting by terrorists. Action by the Police Service of Northern Ireland and its partners maintains a high level of pressure on those groups, with the aim of preventing attacks and collecting the evidence that is needed for convictions.
Given the recent attempts to attack members of the PSNI—including the events that occurred just this weekend in Larne—is the Secretary of State confident that it has all the resources that it needs in order to respond to such incidents, and does she expect members of police forces from Great Britain to undertake a mutual aid operation in Northern Ireland over the summer?
I wholeheartedly condemn the disgraceful scenes that have been witnessed in Larne over recent days. Such thuggish behaviour is absolutely unacceptable, and I know that the PSNI is taking very seriously the need to bring those responsible to justice. As we have discussed during previous sessions of Northern Ireland questions, there is an ongoing debate about police funding for the year 2015-16. The Government have provided additional funds, but it remains to be seen exactly how much the Department of Finance and Personnel will contribute. Discussions continue, and I strongly support the efforts made by the Chief Constable to resolve this important matter with the DFP.
Given that the security situation in Northern Ireland is still difficult, is my right hon. Friend confident that the police will still be able to recruit enough officers immediately to replace those who are retiring from the force?
The police are currently recruiting. They recognise the importance of maintaining numbers at appropriate levels, particularly in the light of wastage rates. It is important for us to resolve the question of 2015-16. The Chief Constable has said that he needs about 7,000 officers to ensure that he can run matters efficiently, and the level is slightly below that at present, so I hope that the future discussions with the DFP will bear fruit, as they have in relation to the security funding agreed by the United Kingdom Government.
Given the recent revelations about recordings made at Garda stations in the Irish Republic of all telephone calls made to and from those stations over a number of years, and given that information was withheld from the Smithwick tribunal that investigated the deaths of police officers Breen and Buchanan, what assessment has the Secretary of State made of those revelations, and of their impact in revealing the level of collusion that may have existed between police in the Republic and the IRA?
I had the opportunity to discuss the matter with the Tánaiste and the Irish Government on Monday, and I was assured that concern about the recording of police conversations, and other matters relating to the Garda, would not undermine the efforts being made in the south to help the PSNI to fight terrorism. A number of inquiries are under way to investigate, in particular, whether the recordings will have any impact on current prosecutions. It is very important that those inquiries establish the facts, and that we ensure that every effort continues to be made to bring terrorists to justice and put them in jail.
In the course of the Secretary of State’s discussions with the authorities in the south, particularly the police, what efforts are being made to step up the battle against fuel launderers? There is grave concern in Northern Ireland, where it is felt—given the number of prosecutions and of people charged—that the battle is not being fought with enough vigour, and that the fact that the National Crime Agency is not operating fully in Northern Ireland is having a detrimental effect.
The National Crime Agency will still be able to be part of the fight against fuel laundering, because it is a reserved matter. The latest development is the announcement of the introduction of a new fuel marker, for which I know the right hon. Gentleman and his DUP colleagues have pressed very strongly, and which is to be produced by the Dow Chemical Company. Work is being done on both sides of the border to strengthen the fight against fuel laundering, and work is also under way on the new marker, which will be much more difficult to remove from fuel.
There were 30 national security attacks in Northern Ireland in 2013. Will my right hon. Friend assure the House that there will be a relentless and effective pursuit of the small but violent minority of people in Northern Ireland who prefer terrorism to democracy?
I can certainly give that assurance. The Government remain absolutely committed to combating terrorism in Northern Ireland and elsewhere. Strong support for the PSNI is vital, which is why we have given it significant extra resources. We also recognise the crucial importance of combating other forms of crime in Northern Ireland, including crime committed by individuals linked to loyalist paramilitaries.
With respect to the latter organisations, does the Secretary of State feel any discomfort about the amount of time that is spent differentiating between parts of the Ulster Defence Association and the Ulster Volunteer Force, as though they were respectively a good organisation and an organisation gone bad? Does she agree that they are illegal organisations that should have long since ceased to exist in any structured form?
Both the UDA and UVF are proscribed organisations, but in relation to recent activities in Larne, and criminal activity in the hon. Lady’s constituency, what the individuals involved are undertaking—however they choose to label themselves—is utterly unacceptable criminal behaviour. I am strongly supportive of the extensive efforts being made by the PSNI to put those people in prison and prevent them from exploiting and seeking to control their communities merely to line their own pockets through organised crime.
The Secretary of State will be well aware that there has been some controversy within Belfast city council about inviting Pope Francis to visit the city. Does the Secretary of State believe that the security situation and, indeed, the political situation in Northern Ireland are conducive to a papal visit any time soon?
The papal visit to London was extremely successful, and I have every confidence that the security situation will make a papal visit to Northern Ireland entirely possible. Whether such an invitation is extended is obviously a matter for the Northern Ireland Executive, but I think it would be a very positive step if the Pope were to visit Northern Ireland.
2. What recent assessment she has made of the effect of the Government’s economic policies on the cost of living in Northern Ireland.
I have been working with Northern Ireland’s political leadership to support and encourage progress on flags, parades and the past. It is important to find an agreed way forward on these issues in order to underpin political stability, support economic renewal and overcome community division.
Can the Secretary of State reassure the House that she still believes a positive outcome from the ongoing all-party talks will be reached, and is she fully engaged in trying to make that happen?
I am fully engaged in trying to make that happen, and I remain optimistic that an agreed way forward can be found. The party leaders continue to meet. The speeches made by the Deputy First Minister and First Minister in Washington on these matters were very clear that both Sinn Fein and the Democratic Unionist party were determined to find a way forward. The on-the-runs crisis has set things back, but I know that the party leaders continue to work. It is a pity that the Ulster Unionist party has pulled out, and I urge it to come back to the table.
Does the Secretary of State accept that if the process begun by Richard Haass is to be brought to a satisfactory conclusion, party leaders and parties in Northern Ireland will require the active hands-on support of both the British and Irish Governments—namely, her good self and the Tánaiste Eamon Gilmore?
They certainly will need the support and encouragement of both Governments. I can assure the House that they very definitely have that, and that was confirmed in my discussions with Tánaiste Eamon Gilmore on Monday. We are committed to this process and we want to see it succeed. If we have learned anything from the events of recent days, it is the importance of a balanced, transparent and accountable process to deal with Northern Ireland’s past.
The Secretary of State referred to the party leaders meeting, and of course they are meeting, with the exception of the Ulster Unionist leader. We should encourage progress in those discussions because many people want to see those issues addressed and resolved so that we can get on and deal not just with the past, but with the present and the future.
The hon. Gentleman is right. Resolving these issues or finding an agreed way forward will enable further efforts and energies to be concentrated on pensions, the economy and so on. There is a real opportunity here. A lot of good work was done under the auspices of Richard Haass and Meghan O’Sullivan, not least by the right hon. Member for Lagan Valley (Mr Donaldson) as part of the negotiations under Richard Haass.
11. What assessment has the Secretary of State made of any need for legislation to implement any possible agreement on Haass?
As we are currently advised, structures of the sort proposed by Richard Haass in draft document No. 7 would not need Westminster legislation, apart from a fairly straightforward devolution of responsibilities for parading. Some of the issues are quite complex, and we would work with the Northern Ireland Executive, once there was an agreement, to see whether further legislation might be needed in Westminster.
I call Sammy Wilson. No? Mr Wilson had signalled an interest, but never mind—we will hear from him another day.
Does the Secretary of State agree that following the local and European elections and the conclusion of the judge-led inquiry into on-the-runs at the end of May, all Northern Ireland parties should see it as their top priority to reach a speedy agreement on the issues covered by the Haass talks? Three years of elections in Northern Ireland cannot lead to permanent political logjam.
I certainly agree with the shadow Secretary of State. We have a crucial opportunity, which I hope the party leaders will seize. We are on the eve of a new parading season. The next few weeks will be crucial. I very much welcome the fact that the party leaders are continuing their discussions and will do so throughout most of the election period. It is crucial that we find a way forward on these matters and the crisis surrounding OTRs only makes the case more strongly for a solution on the past.
4. What steps her Department is taking to commemorate the sacrifice of Irish soldiers during the first world war.
5. What recent discussions she has had with political parties in Northern Ireland on dealing with the past.
I hold regular discussions with representatives of the Northern Ireland political parties on a range of issues, including dealing with Northern Ireland’s past. I continue to encourage party leaders to work towards an agreement on the past which is balanced and can command public support.
I am grateful to the Secretary of State for her reply. Does she think it has become harder to reach a deal on the past as a result of the on-the-runs issue, which was effectively an agreement on partial immunity for people who might be required to tell the truth about various incidents?
The concern caused by the on-the-runs issue, and the fact that the scheme was not dealt with transparently, have set back the progress on dealing with the past. However, the proposals set out in the Haass No. 7 document provide a good basis for further discussions and I welcome the fact that many of the parties have said that they can support that kind of architecture, despite the fact that further issues need to be resolved before an agreement is found.
Does the Secretary of State accept that honesty is essential in dealing with the issues of the past? Does she also agree that it is time for Sinn Fein leaders to face up to their past of murder and destruction, and to apologise to the people of Ulster for their bloody campaign of terror?
I do believe that honesty and transparency are an important means of dealing with the legacy of the past. The UK Government have taken a lead in taking responsibility where the actions of the state have been wrong, and we would expect everyone involved in the troubles to account for the role that they have played.
In order to give lasting peace the best chance, there has to be equity and balance when addressing the past. Given the way in which the on-the-run letters contrast with how some ex-soldiers fear they might be treated, will the Secretary of State look at the ongoing peace process in the round to ensure that there is balance?
Of course it is crucial in all matters relating to Northern Ireland to maintain balance and fairness. I reiterate the assurances I have given the House that the letters issued under the on-the-runs scheme did not amount to an amnesty or to immunity; they were merely a statement of fact as to whether the individual concerned was wanted by the police for arrest at a particular time.
I agree with the Secretary of State’s last answer, and I stress that if we are to find a way of bringing closure to the victims of the most difficult cases that haunt us from the past, that has to be done in an even-handed fashion. It would be wrong, for example, if Bloody Sunday soldiers were prosecuted but loyalist or republican paramilitaries were not.
I emphasise again, as the Prime Minister has done at this Dispatch Box, that this Government do not support amnesties from prosecution for anybody. It is crucial that, whatever arrangements are made in relation to the past in Northern Ireland, they should be balanced and fair to all sides in the community.
12. One aspect of how we deal with the past is the continuing support we give to victims. May I thank the Secretary of State for the support she gave in securing the funding for the Peace Centre in Warrington announced in the Budget? May I also ask her to address the issue of European Union funding being ring-fenced for the island of Ireland, which means that victims on the mainland do not have access to it?
I thank my hon. Friend for his kind words about my role in securing additional funding for the Warrington Peace Centre. The people there do fantastic work and I am keen to continue working with them. I am, of course, aware of the concerns about the fact that they are not able to access funds which are provided solely for people in Northern Ireland, even when, sadly, there are many victims of terrorism in Great Britain. It is vital that those victims have all the support that they need, and this Government believe that any solution on the past in Northern Ireland must have victims at its centre.
May we have a bit of order in the House for the last question so that the questioner can be heard and we can hear the Secretary of State as well?
Beyond her exhortations to the parties, has the Secretary of State actually scoped what legislative measures would be required from her in respect of the Haass proposals on the past? In addition, what authorisations and directions would be needed from ministerial colleagues in Whitehall?
The advice I have been given is that Westminster legislation would not be required if the parties decided to implement the Haass 7 proposals, apart from a devolution of parading. The measures on the past, I am advised, could all be done via legislation in the Assembly, but I am happy to review this matter in discussions with the hon. Gentleman at a later date.

Commons Chamber4. What recent assessment she has made of co-operation between the UK and Irish Governments.
As my right hon. Friend the Prime Minister and the Taoiseach said in their joint statement, the relationship between the UK and the Republic of Ireland has never been stronger or more settled. We particularly value the co-operation that we have received from the Irish Government and the Garda on security matters.
The Secretary of State will know that the First Minister and the Deputy First Minister recently announced that all-party talks would take place, under an independent chair, on a range of outstanding issues, including parading, flags, and dealing with the past. These are due to commence soon and to finish by the end of the year. Does she agree that both Governments have a vital role to play in these talks and in helping all the parties to find agreement on these vital issues?
I can assure the hon. Gentleman that both Governments have warmly welcomed the announcement of that group; it is very timely that the First Minister and the Deputy First Minister have proposed it. I am delighted to tell the House that an independent chair has been confirmed—the eminent Richard Haass from the United States will take on that role. As we will see in forthcoming days, this demonstrates once again the importance of looking at long-term devolved solutions on matters such as flags and parading.
The inability of the National Crime Agency to operate in Northern Ireland is a serious impediment to the fight against organised crime, trafficking, paedophile rings and terrorism on both sides of the border. What discussions has the Secretary of State had with the Irish Justice Minister and the Northern Ireland parties to sort this out?
I have had a number of discussions of that sort, and I can provide some reassurance. The NCA will be able to operate in Northern Ireland in relation to matters that are not devolved, including border controls, human trafficking issues, and matters to do with Her Majesty’s Revenue and Customs, so it will have a role there. It can also provide advice and support to the Police Service of Northern Ireland in relation to devolved matters. Although it will not be operational on the ground, it can still provide a resource to assist the PSNI. I will continue to work with the Northern Ireland parties to see whether we can make the NCA’s role in Northern Ireland the same as it is elsewhere in the UK.
Given that we recently lent the Republic of Ireland billions of pounds to help it through its financial difficulties, to what extent are the Irish Government helping us to renegotiate our terms of membership with the European Union?
The UK and the Republic of Ireland do have many useful occasions to co-operate on European matters. The Republic of Ireland certainly has a different view from the UK Government on further integration, but on commercial matters—single market matters—we work well together.
May I gently say to the Secretary of State that cheeky ingenuity should be met by exemplary brevity? That is what she has provided, and we are grateful to her.
Given all her discussions with the various parties that she has to speak to, the Secretary of State will be aware of the perverse decision made last night by the Parades Commission, which has rewarded bad behaviour and punished good behaviour in relation to parading. What is she going to do about it?
I am working closely with the Chief Constable and the Justice Minister in their preparations to do everything they can to secure a peaceful 12 July. I believe it is important for everyone in this House and the Northern Ireland political parties to call on all concerned to work for a peaceful 12 July. It would be hugely damaging to Northern Ireland if the good news from the G8 were blighted by scenes of rioting on the streets of north Belfast.
We want to see that peaceful situation continue. We do not want to see any trouble on our streets. Does the Secretary of State accept that the Parades Commission has made the situation immensely worse and created severe tensions? Last year republicans brought out machine guns and attacked and shot at police, while Unionists and loyalists behaved impeccably. Republicans have been rewarded; Unionists have been punished. How on earth does the Secretary of State expect people to react in such a situation? Is it not time for the Parades Commission to be replaced by something more sensible?
I know that the right hon. Gentleman has strong views on these matters, and the fact that these events relate directly to his constituency give him an important say on them. I recognise the anger in parts of the loyalist community about this decision, but it is vital that people recognise that the Parades Commission is the lawfully constituted authority. Respect for the rule of law is crucial. It would be immensely damaging to Northern Ireland if we had a violent 12 July. Whatever people think of the Parades Commission’s determination, I hope they will listen to the statement made yesterday by all five party leaders on the importance of the rule of law and a peaceful 12 July and comply with the commission’s determination.
15. Now that the Home Secretary has decided that she is in favour of the European arrest warrant, will the Secretary of State for Northern Ireland arrange an early discussion with the Home Secretary’s Irish counterpart on how to make the warrant process less bureaucratic and a more effective weapon in the fight against organised crime north and south of the border?
I have had a number of useful discussions with Alan Shatter about this matter and how the Republic of Ireland views it. Discussions are taking place between Home Office Ministers and the Irish Justice Minister. I am sure they will continue as part of the Home Secretary’s efforts to ensure we reform and improve the way in which the arrest warrant works.
12. On economic co-operation, the British-Irish Council helps increase trade and boost growth between the United Kingdom and the Republic of Ireland. What more can the Secretary of State do to boost the maximum level of economic co-operation between nations right across these islands?
The recent meeting of the British-Irish Council produced some very useful conclusions on matters such as energy and the creative industries, and the Prime Minister used the G8 to strengthen relations between the UK and the Republic of Ireland. He very much welcomed the Taoiseach’s input to the G8 discussions. We are determined to continue to maximise the benefits that come from the G8 in terms of economic activity in Northern Ireland and future friendly relations with the Republic of Ireland.
2. What her policy is on the Northern Ireland economy; and if she will make a statement.
The Government wish to rebalance the economy to help Northern Ireland compete in the global race for jobs and investment. This is the aim of the economic package agreed between the Government and the Executive. The successful G8 has also demonstrated to the world that Northern Ireland is very much open for business.
I am grateful to the Secretary of State for that reply. She will be aware that at the beginning of this month the Northern Ireland Independent Retail Trade Association warmly welcomed the initiative being spearheaded by the shadow Business Secretary, my hon. Friend the Member for Streatham (Mr Umunna), to make 7 December “small business Saturday”. Will she put on record her support for that proposal and outline the concrete steps she will take to ensure that it is a success?
Small business Saturday was raised with me by Glyn Roberts of NIIRTA when I met small businesses just a few days ago. The Government are determined to rebalance the economy to create the right conditions for growth in Northern Ireland. That was the aim of the extensive economic package that we agreed with the First Minister and Deputy First Minister, which was broadly welcomed by people such as the Taoiseach, the US President and even the shadow Secretary of State. That provides a good platform to help small businesses.
One of the obstacles to the growth of the economy in Northern Ireland has been the lack of funding from banks to help small and medium-sized enterprises. What discussions has the Secretary of State had with the banks so that funding can be made available to these companies?
I have had extensive discussions with the banks, Treasury Ministers and the Finance Minister of the Northern Ireland Executive. That informs an important part of the work stream that we will take forward as part of the economic package.
The Secretary of State will agree that, because of the shape of the Northern Ireland economy, public contracts represent a significant part of the market opportunity for our private sector. Does she therefore agree that any implications of sleaze or partisan hands being greased in relation to public contracts or any other governmental decisions that could favour the private sector should be investigated to the full?
These are devolved matters. It is, of course, for the Assembly to investigate any allegations made along those lines. It is not for me as Secretary of State to intervene in those allegations. I am sure the Assembly and Executive will deal with them in an appropriate manner.
3. What recent discussions she has had with Ministers in the Northern Ireland Executive on inward investment.
We recognise the potential benefits of devolving corporation tax in Northern Ireland. We are continuing to consider the technical and financial implications of such a change, and will make a decision no later than the 2014 autumn statement on whether to devolve rate-setting powers.
There remains significant concern in Northern Ireland about the reduction in the block grant should the rate of corporation tax be equalised with the south. What discussions has the Secretary of State had with the Chancellor and the Northern Ireland Finance Minister about the consequences for the block grant, and by how much would it reduce if corporation tax were equalised with the south?
I have had extensive discussions on that matter on a number of occasions with the Northern Ireland Finance Minister and Treasury Ministers, including the Chancellor, and that issue is one reason why we must consider carefully before deciding whether to go ahead with the change. We must ensure that the numbers are correct and that we have thought through all the consequences before a decision is made on whether the devolution should take place.
In answer to an earlier question the Secretary of State mentioned her determination to rebalance the Northern Ireland economy. Given that any decision on corporation tax is at least 17 months away, what other weapons will she help to provide in the armoury of the Northern Ireland Executive to help inward investment in our private sector?
We have already started on that work by bringing the G8 to Northern Ireland to demonstrate what a fabulous place it is to do business. We have also agreed an extensive economic package with the First and Deputy First Ministers, with extra funding for PEACE IV, extra structural funds and the retention of 100% assisted area status, which has enabled the Northern Ireland Executive to create 3,000 new jobs in the past three months alone.
6. What her policy is on a Bill of Rights for Northern Ireland; and if she will make a statement.

It is vital that the determinations of the Parades Commission are obeyed and that the rule of law is respected. We encourage all concerned to work to ensure that parades pass off peacefully and that different traditions can be celebrated in an atmosphere of mutual respect and understanding.
The Parades Commission has an unenviable task, and although I commend the work of the commissioners and acknowledge the difficulty of the job that they have to do, it is clear that there are issues to consider about confidence in their deliberations and decisions. Does the Secretary of State acknowledge that, and does she agree that we need to address the matter in the weeks and months to come?
I certainly agree that the Parades Commission’s decisions can spark controversy but, in a sense, that is inevitable given the nature of its role. I welcome the initiative to consider a reform of parading matters, which we spoke about earlier, which provides an opportunity for all of us in the House to call on all concerned to work constructively and peacefully together so that parades can pass off peacefully in an atmosphere of mutual respect.
For many, like myself, the Parades Commission in Northern Ireland has a reputation of driving the communities further apart and being deliberately provocative in its determination to humiliate the Orange tradition in Northern Ireland while rewarding violent republicanism. What is the cost of that unelected, unaccountable quango that the Secretary of State keeps in place, and is it not long overdue that it is abolished?
The cost of the Parades Commission is set out in the Northern Ireland Office annual accounts. I know there are concerns about the Parades Commission’s decisions and I know that they are controversial, but it is absolutely crucial that the rule of law is respected. All of Northern Ireland will suffer if the pictures that go around the world this weekend are of violent scenes. There is a way to ensure that these events pass off peacefully. I urge everyone to seek that.
Has the Secretary of State consulted Lord Ashdown, whose commission included both a senior republican and a senior member of the Orange Order, and was able to come to a consensus? Will she also talk to Roger Poole, whose chairmanship of the Parades Commission was very successful? There might be lessons there.
May I endorse the view expressed by the Secretary of State that the decisions of the Parades Commission have to be supported? Does she and the Northern Ireland Office have any plans to work at or develop better dialogue, so that contentious parading can be avoided in the future?
I am grateful to the hon. Gentleman for his support. It is vital that Parades Commission determinations are obeyed. He is also correct to say that local dialogue is the way forward. I welcome the fact that that took place for a few days last week. I hope that both sides will continue that dialogue, with a view to a local and sustainable resolution to parading next year.
More than 550 parades are taking place in Northern Ireland over the 12th, the vast majority of which will pass without incident. I wish those taking part an enjoyable and peaceful day. There are, however, a number of very contentious parades. Will the Secretary of State update the House on arrangements to ensure that the Police Service of Northern Ireland is able to deal with any public order issues that arise? Of course we hope that none does, but we must always be prepared.
I spoke this morning to the Chief Constable for exactly such an update. The shadow Secretary of State will be aware that that includes approximately 600 mutual aid officers from Great Britain, drawing on the experience of the G8. Those officers have started to arrive. The PSNI is doing all it can to ensure that we have a peaceful 12 July. I hope it will receive the support of the whole community in seeking to achieve that.
I thank the Secretary of State for her response. She will know, as I do, that there is particular concern regarding the Ardoyne. I have spoken with representatives of the Orange Order and the residents’ association, and continue to encourage them to re-enter talks to try to find a way forward. The Parades Commission has given its determination and the law must be respected. Does the Secretary of State agree that even at this late stage we must not give up on dialogue, we must not give up on talks and we must not give up on trying to find a peaceful way forward?
I am in complete agreement with the shadow Secretary of State. Dialogue is always helpful, no matter how late in the day. It is particularly important in finding a sustainable way forward for next year’s parade.
8. What recent discussions she has had with Ministers in the Northern Ireland Executive on rebalancing the Northern Ireland economy.
I had extensive discussions with Executive Ministers prior to the publication of our economic package, “Building a Prosperous and United Community”. I look forward to working with the Executive on implementing this important programme of work.
I thank the Secretary of State for her answer. What plans does my right hon. Friend have to ensure that the highly successful G8 summit in Lough Erne leaves a lasting economic legacy for Northern Ireland?
The G8 was tremendously successful. We have had some rather grim matters to discuss this morning in the House, but we should not forget that the world saw a positive picture of a scenically beautiful Northern Ireland that is open for business. The next opportunity to capitalise on it is an investment conference in October, which the Prime Minister will attend.
I recently met the head of Tourism Ireland, who told me about the great success of the new Titanic museum in Belfast. Does the Secretary of State agree that this shows that marketing Ireland as a whole can help to rebalance and benefit the Northern Ireland economy?
There are some advantages to that. We are looking at ways to encourage visitors to the Republic of Ireland to extend their stay to visit Northern Ireland. That is why our economic package contains proposals for a visa waiver pilot to enable those from certain countries with an Irish visa to travel to the UK.
Further to that last, excellent question, I am sure the House would agree that it would be mean spirited and churlish to do anything other than welcome the announcement of the economic package, notwithstanding that it was a re-stating of much that was announced by the previous Government, but may we have a little more detail about what has been agreed with the Northern Ireland Executive, and, above all, may we have some knowledge of the time frame for implementation?
We are pressing ahead as soon as possible with our start-up loan system, which we hope will be in operation within weeks; we have already agreed—[Interruption.]
