Commons ChamberI, too, rise to make my last contribution in this House. May I thank you, Mr Speaker, and all the staff of the House, who have helped me enormously over many years? I have answered thousands of questions from the Dispatch Box, and asked hundreds from the Back Benches. I pay tribute to my right hon. Friend, who has been an exemplary Minister and representative of Pudsey.
It is perhaps fitting that my final question is about horseracing, which is at the heart of the West Suffolk constituency and, of course, Newmarket. It requires significant support in these difficult times. I know that the Minister and the Secretary of State have been working incredibly hard to try to settle the latest levy negotiations. Can he assure me that he will do everything he possibly can to use the last few days in which this Parliament is sitting to get that deal over the line? We now want certainty to be able to take this great sport from strength to strength.
My right hon. Friend has certainly been an advocate of and a hard campaigner for horseracing, and not just in his constituency but for the wider sport. Significant progress has been made on increasing levy contributions on a voluntary basis, and a great deal of thanks must go to the British Horseracing Authority, the Betting and Gaming Council, and DCMS officials for all their efforts and engagements throughout this process. With an offer on the table, we urge both sides to agree on the terms of the deal, which will see increased investment in the sport, allowing it to grow and secure its sustainability. We will do everything we can to ensure that is agreed.

Commons ChamberI know that there have been many discussions about sponsorship within various sporting bodies. It is for the individual clubs and the football authorities themselves to set guidelines of that kind, but the hon. Lady has raised an interesting point and, if she will allow me, I will give it further consideration.
Everyone deserves to feel safe playing the sport that they love. In the context of, sadly, too many former professional players suffering from dementia, what steps is the Department taking to ensure that sports governing bodies have the guidance they need to ensure the safety of professional players?

Commons ChamberThe hon. Lady is right that the rules for the land-based sector have been very out of date for some time. That is why doing these consultations has been really helpful; it has identified further work that needed to be done. We have had a second consultation on some of that but, again, we will still be on course to implement the changes by the summer.
The unregulated black market for gambling causes untold devastation to people’s lives, even when they are trying to quit, so what are the Government doing to protect families from the illegal black market in gambling?
Having been a head of fundraising for a charity, I recognise the position charities face when donations fall at the minute they need to help more people. That is why we have provided £100 million in funding and added another £76 million from dormant assets to help charities in that difficult situation.
On Monday it was a privilege to speak at the launch of the “State of the Sector” report, which found that charities are propping up Government services by £2.4 billion a year. Will the Minister tell me why the Government expect the charitable sector to pick up the tab for Government responsibilities in the first place?
My hon. Friend has done a lot of work in this area. We are absolutely committed to introducing the recommendations of the White Paper, which we have published, and a Bill will be published shortly.

Commons ChamberFirst, let me pay tribute to the hon. Lady for the work she does with those charities. The partnership between Government and charities has made the UK one of the world’s leading countries on tackling loneliness. That is why in the Budget in 2023 we announced £100 million of support for charities and community organisations, recognising the challenges they face and paying tribute to them for the work they are doing in tackling this important issue.
When the Government released their national strategy in 2018, we had a far more limited understanding of loneliness, its consequences and the effectiveness of interventions than we do now. However, despite six years of hard work and good initiatives, the problem has got worse; the level of loneliness has risen by half a million since 2020. As my hon. Friend the Member for South Shields (Mrs Lewell-Buck) said, the pandemic and now the cost of living crisis have created new pressures, and with charities and local authorities facing higher demand and rising costs, it is increasingly difficult for them to respond. Given all those challenges, what has the Minister done to prepare for a refreshed national strategy to tackle loneliness?

Commons ChamberI know that my hon. Friend has a keen interest in this area. We absolutely recognise the relationship between betting and racing, and have no intention of over-regulating. In fact, it is the current system that is inconsistent, and we want to bring some uniformity to it. We have had several meetings with racing stakeholders, the gambling industry and the Gambling Commission this week. We have been very clear that we will not mandate checks until we are confident that they are frictionless and that the majority of those who enjoy gambling safely can continue to do so, while protecting those who may enter gambling harm.

Commons ChamberI accept that, and I apologise for the fact that it has taken so long, but, as I have said, it is a complex issue. I have been personally campaigning for this for many years, but even I recognise there are deep complexities. It is right that we take the time to consider each of the issues carefully, so that what we have in place is consistent, robust and up to date, and tackles these appalling practices.
Almost 2,000 days have passed since the Government first promised to ban conversion therapy, and 533 days have passed since a conversion therapy Bill was promised in the last Queen’s Speech. The delays are not this Minister’s responsibility; according to the press, they are a result of differing views on the Government Front Bench, but because of that there is still no Bill. Can the Minister tell the House whether the next King’s Speech will include a commitment to a full, loophole-free ban on LGBT conversion therapy—yes or no?
Let me say to the hon. Lady that as someone who was hospitalised after being attacked because of my sexuality, I know how difficult that is. It is not just the attack that is painful but what is left afterwards.
I will continue to raise each of these issues, but I want to make this point. I keep hearing that we do not care about LGBT issues. It was this Government who introduced same-sex marriage, and it was this Government who introduced it in Northern Ireland. It was this Government who introduced Turing’s law in 2017. We have modernised gender recognition certificates and made them affordable. We have removed self-funding for fertility treatment for same sex-couples, lifted the ban on blood donation, and tackled LGBT-related bullying in schools. We have apologised for the way in which LGBT people were treated in the armed forces, and we have provided funding to ensure that LGBT rights across the Commonwealth are protected.

Commons ChamberI hope the hon. and learned Lady knows that I take all forms of discrimination extremely seriously, and there should be no place for that. She raises an individual case. The Arts Council does not come under my portfolio, but I will happily speak to my ministerial colleagues about that and ensure that we write to her with an answer.
My hon. Friend is right to highlight that not everything is bad. Let us recognise some of the amazing work, particularly of volunteers, who do so much for grassroots sport. He highlights a club in his constituency. It is not just about encouraging more people to take part in sport; clubs also do tremendous work in the community, as he has just highlighted with the fundraising that that club has done.
I wish you a restful recess, Mr Speaker. I put on the record my hopes that the Lionesses do very well in the forthcoming World cup. Congratulations to the women’s English cricket team on a strong performance, and good luck to the men’s cricket team in trying to pull off a great Ashes comeback. I just hope that the Manchester rain holds off.
Despite the teams’ successes on the international stage, the ICEC report showed that there is a lot to do to increase diversity and participation in cricket. It found that English cricket suffers from sexism, elitism and racism. Do the Government understand that they also have a role to play in addressing those serious findings? For example, what discussions has the Minister had with the Department for Education about increasing the take-up of cricket in state schools and ensuring better access to pitches, equipment and coaching? Also, does he agree—I am sure he does—that it is about time that the women’s team had as much access to Lord’s cricket ground as Eton and Harrow?
My hon. Friend is right to highlight the tragic consequences for some people. One of the toughest parts of this role has been meeting the families who have been affected in such a way. I will look at the issue he raised, but the new statutory levy enables us to have the funding to do detailed research, which could contribute to that as well.
Affordability checks and stake limits for online gambling are of course welcome, but given that the Government have already spent three years reviewing and consulting on gambling laws, why do we need further consultation on what levels they should be set at? There should be no more unnecessary delays. I ask the Minister, what exactly have the Government been doing all this time?
These are clearly sensitive issues, and they need careful consideration and respect for those involved. The Government support the Sports Council’s guidance on transgender participation. When it comes to competitive sport, we believe that safety and fairness have to be the primary considerations. I encourage the Angling Trust to engage with the Sports Council’s guidance as it develops its thinking in this area.
My right hon. Friend is aware of the ongoing crisis at Southend United, where staff have gone unpaid for months and the 117-year- old club’s future is on a knife edge, which is absolutely devastating for the 6,000-plus loyal fan base. Please will my right hon. Friend agree to meet the Shrimpers Trust, my hon. Friend the Member for Rochford and Southend East (Sir James Duddridge) and me, urgently, to see what more can be done to save this vital community asset for the new city of Southend?
Order. Can I just say that nobody else is now going to get in on topicals, because this is the last question. Minister, we do have to think about other people. It is too short a Question Time, but if it is short, we need to help each other to get through it.
Can I praise my hon. Friend for the tremendous amount of work she has been doing on behalf of her constituents and the fans at Southend? I know how hard she is working. Of course, I would be more than happy to meet the fans group, as I have with those of other clubs, but I think this highlights the need for the independent football regulator.

Commons ChamberI can assure the hon. Gentleman that we are absolutely committed to introducing the Bill in its draft stage as soon as possible. It is a complex matter. It is something that I have felt very passionately about over many years, but it is right that we get the legislation right. I hope that we will be able to present it as soon as possible.
Does my right hon. Friend agree with me and, indeed, with the former Prime Minister that conversion therapy is “abhorrent”? If he does agree, does he think it is abhorrent for everyone?
My hon. Friend raises an important point. That is why we need to consider the evidence carefully; those conversations that parents have with their children are really important. I will never forget the conversations I had with my mum and dad, who helped me when I was coming out.
Some 1,835 days have passed since the Government first promised to ban conversion practices. That is longer than it takes to make a good Bill—it is longer than it took to build the Empire State Building and the Shard put together. We were told in January that a Bill would be published “shortly”. Seven months later, can the Minister tell LGBT people how many more days, weeks, months, or even years they must wait?

Commons ChamberWe took careful consideration of precisely that matter when we developed the White Paper. The financial risk checks outlined in that White Paper will be designed so that they are frictionless. The majority of people who enjoy a flutter and for whom it causes no harm whatsoever will not notice any difference, but hopefully this will identify much earlier on those who are getting into an area where this is causing harm, so that we can act fast. The racing industry can be assured that the Government are on its side.
If you take my tip, I am afraid you will be in trouble, Mr Speaker. I am not a gambler, but I do have a very active and vibrant horse sector in my constituency. There is racing at Maze and at Downpatrick. The sector is so important. Gambling, which sits alongside that, is also important for the horse-racing sector. Can the Minister assure me that whatever happens in relation to the gambling review, the horse sector will benefit, which will be to the benefit of my constituents in Strangford?
The hon. Lady is absolutely right to highlight the importance of the work of many swimming pools and leisure centres up and down the country. It is precisely because of the messages I heard from them that we were successful in getting that £60 million in the Budget. £20 million of that will help with initial costs, and the other £40 million will help to make those swimming pools and leisure centres more resilient in the future. The criteria will be released very shortly so that the hon. Lady’s particular pool can apply for that money at that time.

Commons ChamberThe UK concussion guidelines for grassroots sport mark an important step in making sport safer for millions of people. Taking part in sport has many benefits. It is great for people’s physical and mental health, and it brings friends and communities together. We want to protect that and encourage more people to enjoy being active and play a sport.
As I set out in my written ministerial statement published today, the vast majority of people participate in sport safely, but head injuries do occur. We want to reduce the risks associated with concussion and make sport even safer for everyone. Research has shown the importance of fast, effective, tailored treatment, and we are issuing this expert guidance to help people spot and treat head injuries. Our guidance is a tool for the thousands of people who enjoy sport at the grassroots level. Whether it is used in a local leisure centre during a swimming lesson or in the second innings of a village cricket match, this landmark guidance has the chance to make a real difference to people across the UK.
The guidance was developed by a world-leading panel of medical experts, and I am grateful to the whole expert group for giving so freely of their time while drafting the guidance. I pay tribute to the efforts of the group and to the valuable input of the Sport and Recreation Alliance, which has worked tirelessly to produce this excellent guidance. All that builds on the world-leading work conducted in Scotland by raising UK-wide awareness of the issue of concussion and making sport safer for all who take part. Fundamental to the guidance is an overriding simple message:
“If in doubt, sit them out.”
Finally, this guidance is an essential but first step. The Government remain committed to working with the industry to help to make sport safe and enjoyable for everybody, including on technological solutions and the prevention of concussion.
Thank you, Mr Speaker, and thank you for granting this urgent question.
Sport is indeed good for us, but as we have seen from countless footballing legends and rugby league and union players, repeated sporting concussions and sub-concussive events can lead to depression, anxiety, suicide and early-onset dementia. I have seen tough men weep and heard from sporting stars with no memory of their victories and triumphs. I am therefore delighted that the Government have worked hard to produce these guidelines. I pay tribute to Professor James Calder and the team, to the Minister and to Dawn Astle, Alix Popham, Steve Thompson and Peter Robinson, who have campaigned for all this to happen.
However, I do have some concerns. These guidelines rightly say:
“If in doubt, sit them out.”
That is what to do after a brain injury on the pitch, but what are we going to do about preventing brain injuries in the first place? Should we not look at further limiting youngsters heading the ball in football and curtailing rugby training sessions that include tackling? Why is there no reference to multiple concussions? Surely a young person who suffers two or more concussions in a 12-month period must be referred to a specialist. Why is there no recommendation that medical approval be sought before a return to play? That is weaker than the Scottish guidance. How do the guidelines align with existing ones, such as in boxing and equestrianism?
What about elite sport? The sporting bodies have shown a shocking disregard for the health of their own professional players for far too many years. If they do not act, should we not legislate for a duty of brain injury care? How can we ensure we get reliable statistics on brain injury in sport when nearly one in five rugby league players say that they deliberately did not report a concussion last year lest they be not allowed to play?
How do we get schools to understand concussion and brain injury better? Would it not be better to say “brain injury” rather than “concussion” because that is what it actually is? How can we ensure far greater co-ordination of research into concussion in sport, for instance through saliva tests and new generations of mouthguards, and especially into concussion in women’s sport? Are we sure that we have enough rehabilitation services for those with more serious injuries?
Brain injury is a hidden epidemic. We cannot normally see it. Let us do everything we can to prevent brain injuries, spot them, understand them, treat them and give people back the best possible quality of life.
I thank the acting Chair and the whole of the Select Committee for their input into this important area of work that we have announced today. I add my thanks to Love of the Game. He is right to raise continuous education. Sport and physical activity are incredibly important. We will release our sports strategy very soon, in which we will talk about how we want to raise activity levels among all age groups, particularly the young.

Commons ChamberI congratulate my right hon. Friend’s constituent for the work he is doing. We are all proud of the Lionesses’ success and the inspiration it has given. The majority of funding for grassroots sport is delivered through Sport England. We invested £21 million in 2021-22 and £46 million in 2022-23 in grassroots sports facilities in England. We suggest that organisations hoping to run similar events contact Sport England or the FA, and many community groups that do not have parish councils do so. We are also carrying out an in-depth review of women’s football, chaired by former Lioness Karen Carney, which will report this summer.

Over the years, many hundreds of thousands of children up and down the country have learned to swim in their local swimming pool, and the clubs that provide those facilities are quite often very grassroots and local. However, our local swimming baths are under threat. The energy they consume is enormous and they are extremely expensive to run. The £63 million announced in the Budget is welcome, but we have yet to see the detail of how that money will be rolled out. Can the Minister tell us when it will be rolled out and when we will know the criteria?

Commons ChamberI have had extensive engagement both with the sector and the all-party parliamentary group on swimming, as well as with the Local Government Association recently, to understand exactly what the situation is, and I have to say that it is different in different parts of the country. We are making an assessment, and I am having further discussions with colleagues across Government about what may be a plan for the future.
Following the Lionesses’ stunning success in the Euros, it is important that we capitalise on the momentum behind women’s football, so we welcome the Government’s commitment to equal access to school sport for boys and girls—we have been calling for that for a long time. How are the Government going to make sure that schools have the facilities to be able to deliver that and how are they going to measure it?
As I said a moment ago, I am delighted that we made the announcement yesterday of over £600 million—it is a significant investment—to ensure that the provision of PE and sport in school is available and that there is equal access for boys and girls. We are also working on a kitemark, so that we will ensure that the quality of the provision is—

If the hon. Member for Glenrothes (Peter Grant) has a specific concern about an individual charity or organisation, he needs to raise that with the Charity Commission. It is the regulator, and he must take that up with the commission.
As someone who spent 16 years of their life working in the charity sector, I would say no. I think that charities have an amazing role to play within our communities, and we have been right behind them. During the covid pandemic, we provided more than £750 million for them, and, as I say, we are continuing to work with them to ensure that they have the support that they need.
The cost of living crisis appears to have caused the BBC to announce that some of the finest musicians in the world will lose their jobs. The BBC’s new strategy for classical music plans to “deliver savings” by axing the world-famous BBC Singers, the only full-time professional choir in the UK, and making 20% redundancies in all BBC orchestras. These plans have been described as
“a dark and shocking day…for the world of choral music”
and “cultural vandalism”.
I urge the Minister and the Secretary of State to support the call on the BBC to reconsider the devastating and damaging decision to disband the BBC Singers and make 20% of jobs redundant in all of its orchestras.
How could I possibly refuse an invitation to come down the road to Huddersfield? I would be more than happy to do that and look at the issues that the hon. Gentleman raises. Of course, you would want to ensure, Mr Speaker, that rugby league remains in the heart of the community in which it serves.
I thank the Chair of the Select Committee. I repeat that I am completely aware of the situation faced by many pools and leisure centres. The multiple questions that I have had on that today certainly help my case in my discussions with colleagues across Government.

Our national game has become a worldwide sport, loved and followed by millions. The growth of the premier league, English football’s top division, is an achievement to be celebrated. Our grassroots game is a force for good to bring people and communities together across the country. However, the findings of the fan-led review made it clear that the underlying financial and governance structures that support English football are unstable and fragile. The review highlighted the perverse financial incentives that encourage clubs to overspend on chasing success. I pay tribute to my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch) for her considerable work in this area.
The issue is exacerbated by poor corporate governance. Some clubs lack scrutiny of decision making, are poor at communicating with fans and lack transparency in decision making. Defective industry self-regulation throughout football has led to a high and growing risk of financial failure among clubs. Indeed, one of my first meetings as the Minister for Sport was with fans groups. I heard at first hand how poor ownership and governance can leave clubs at the mercy of careless owners.
The structural weakness, along with the risk of breakaway competitions such as the European super league, threatens the stability of the football pyramid as a whole and risks leaving fans powerless and our national game in peril. The unique importance of football clubs to their fans and local communities means that the social cost of financial failures and the loss of clubs would be significant. That includes the risk of irreversibly damaging our valued cultural heritage.
Reform is needed to avoid those failures and prevent those impacts from arising. It is clear that the game is in need of significant reform. As I have stressed to the football authorities on several occasions, there is much that football could already be doing to protect the game. This includes reaching a much-needed agreement on a new package of financial redistribution for the football pyramid, and, again, I urge them to solve this issue.
The Government responded to the fan-led review in April 2022, and we will publish a football governance White Paper this week. This will set out a clear and well thought-through package of reforms that will ensure that the foundations of the game are strong and that the game can continue to thrive.
I make a commitment that Ministers will come before the House to make a statement with a full announcement on how we intend to reform our national game for the future and for fans, and we look forward to ensuring that hon. Members have the opportunity to fully scrutinise those proposals.
Just before the Minister responds, let me add that the Secretary of State did tell me that this was a serious leak. In which case, I would like to know whether there has been a full investigation, and at what point the House will be updated on that investigation, which I presume has started.

I make no apology for taking time to ensure that the White Paper, which we will publish this week, actually addresses what are essentially quite complex and sometimes difficult issues. It is important that we think about all aspects of the game. We do not want to do something that might damage the commercial success of the premier league. The Opposition may think that they can just publish a report in a week, but I have taken a considerable amount of time—and I am glad that I have done so—to meet all the stakeholders involved in this and to listen to their varying views. If the shadow Secretary of State had had the same conversations, she will have seen that there are competing views. It is important, therefore, that we take those carefully on board, listen to them and ensure that we come up with the best advice possible. We have also ensured that we have sought the best external advice from those who have been involved in the establishment of other regulators. That is the right thing to do.
I must point out that it was this Government who commissioned the review in the first place and, as I have mentioned a number of times, that football need not have waited; it could have got on with this, but it has not. We will publish our intention with the White Paper this week so that we can celebrate what is good about football and reform it where it is needed.

Commons ChamberHeritage and culture play a vital role in many of our communities, including in the Blyth valley, showing that they are great places to live, work and visit. I am delighted that the Department and our outside bodies are funding projects there, including the £96,000 for Headway Arts. That is just what we want to see. Of course, I would be more than happy to visit my hon. Friend’s constituency. As I represent the home of the original Harry Ramsden’s, I would be interested to compare them with good old Yorkshire fish and chips.
I am incredibly proud of the Yvonne Arnaud theatre in Guildford and the outreach work that it does in the wards of Stoke and Westborough, which have some of the highest rates of deprivation and the lowest health outcomes in Surrey. It does all that work outside the national portfolio organisation framework, with little support from the local authority. To truly level up accessibility to the arts for my constituents, what can the Department do to encourage local authorities to recognise and support arts organisations that sit outside the NPO framework?
The hon. Lady is absolutely right: when we talk about access for all, we absolutely mean it. The disability unit in the Government has launched an enhanced and expanded programme of disability and access ambassadors to help us drive progress in increasing access. I am pleased that many of our establishments are working on that at speed.
The accessibility of cultural organisations will be affected greatly by the Government’s tapering of orchestra tax relief and theatre tax relief from April. The Association of British Orchestras tells me that the 50% rate has enabled orchestras to survive at a time when box office and other earned income is falling. It has enabled concerts in non- traditional venues, reaching new audiences in underserved communities. However, the tapered rate will cost some national organisations as much as £3 million. Jobs will be lost, there will be cuts to productions, and outreach work, such as that we have heard about, will not be possible. Some orchestras and theatres will just not survive. Will the Minister ask the Chancellor to review urgently the reduction in orchestra and theatre tax reliefs?
My hon. Friend has spoken to me on a number of occasions about this issue. As I said to him, these national and international governing bodies are independent of Government, but he raises important points that I will be more than happy to raise in my next meeting with the RFU, and perhaps he and I can have a further discussion about this in due course.

This Government know the importance of local youth services, and we have guaranteed that by 2025 every young person in England will have access to regular clubs and activities, adventures away from home and volunteering opportunities. That is a clear commitment based on feedback from 6,000 young people, supported by £560 million of funding.
I know that the Arts Council has taken a considerable amount of time to look at the unprecedented number of applications—more than 1,700—that were received and that it has assessed them very carefully. It is making sure that £12.6 million is available in transition funding for those that will be leaving. The time has been increased from three months to seven months, so that there is support for them for up to 12 months. We would certainly encourage the Arts Council and the English National Opera to continue the dialogue that they are having.
I call the Chair of the Digital, Culture, Media and Sport Committee.
On a similar theme, levelling up is undoubtedly a noble ambition, and the Arts Council funding has been too London-centric for too long¸ partly due to the subsidies to the Royal Opera House, which, if the Minister ever visits there, he will see is a bit like the Starship Enterprise, in terms of facilities. In correcting the imbalance, however, does he agree that the Arts Council needs to be careful about not potentially wrecking established institutions such as English National Opera, which was given very little notice of funding cuts? As a result, it is threatening legal action. A soft landing is needed. Does he agree that he needs to speak to the Arts Council to ensure that, when it makes such decisions in future, it has a plan in place to ensure that those institutions are at least protected and have a way in which to cope with the decision?
I reiterate that the Arts Council is an arm’s length organisation. We have had several meetings to hear about the long processes that it has undertaken to consider each of the awards that it has made. We pushed it to increase the transition period of funding, recognising the difficulty that that may present to other people. We hope that both Arts Council England and English National Opera will work together—we certainly encourage them to—on the possibilities for the future of the organisation.
We all support the fairer distribution of arts funding and the principle that communities outside London should get a fairer share so that everybody everywhere can enjoy the arts, but levelling up should not be about pitting arts organisations against one another. What we have seen is an attempt to address regional disparity by shifting some funding to the regions, but doing so from a funding pot that has been shrinking since 2010. Does the Minister agree that these very short timeframes and the lack of consultation on these cuts to funding could have a very damaging impact on the ecosystem of the arts?

Member for Bradford East (Imran Hussain), that I am going to have a day trip to Bradford, which I am more than happy to do, considering that it is right next door to my constituency. I was pleased to be at the launch of the men’s tournament; it is fantastic that we are hosting the rugby league world cup, and the hon. Lady rightly highlights Bradford’s ambitious plans, particularly given its city of culture status. I would be more than happy to come and see her.

Commons ChamberI can do nothing but welcome my hon. Friend’s enthusiasm for his city and for the amazing work that has been going on there. The collaboration between the Department, the Government and the city council under Abi Brown’s excellent leadership, shows that there is transformational change happening in Stoke-on-Trent, thanks to the fact that it has Conservative representation.

I welcome the initial support—it is initial I am sure—that the Government are giving towards regeneration in my constituency. However, there is a problem. Initially, Sheffield Council was planning under the local plan to build around 40,000 homes in the next 15 years. With the metropolitan uplift, that has increased the number to more than 50,000. That will mean unnecessary building on greenfield sites, which otherwise could have been saved, and it will take the impetus away from building on regeneration brownfield sites. Will the Minister agree to meet me and representatives of the council to discuss how we can avoid this double disaster from happening?

Commons ChamberMy hon. Friend is right to raise that. It is a crucial area for me in this role, and I hope that he will be reassured that improving environmental standards and community engagement are key elements of our reforms. Clear local plans, tested against environmental outcomes and with strong community input, are central to that, alongside the steps we are taking through the future homes standard and the Environment Act 2021.
We come to the Chair of the Levelling Up, Housing and Communities Committee, Mr Clive Betts.
We look forward to seeing the Minister and the Secretary of State at the Select Committee to discuss these matters early after the recess. It seems there are some genuine improvements in the proposals, particularly, as described in paragraphs 50 and 60 of the explanatory notes, the clauses that give greater strength to local plans in looking at individual planning applications.
There are two areas where the Bill might be strengthened. The first refers back to what the hon. Member for Bexhill and Battle (Huw Merriman) said. Yes, developers will have to set out what they intend to build, but what sanctions will the local authority have if developers do not follow those promises? The second is about what happens if a developer does not observe conditions attached to a planning permission. That has happened with Avant Homes at Owlthorpe in my constituency—I have talked to the Minister about this—where the developer is refusing to comply with a whole range of conditions, including on wheel washers, compounds for workers and engaging with the local tenants’ association. I notice that the other day, the Daily Mail drew attention to the fact that the same developer has not met conditions in Nottinghamshire. What sanctions will the local authority have to deal with a developer in such a situation and to take into account those failures when a future planning permission is put in for?

My hon. Friend is absolutely right to highlight the importance of young people being back in school, where they belong, being taught by teachers and being with their friends. I understand that Durham County Council is responsible for the college’s buildings and that pupils are being supported to attend a site at Newton Aycliffe. I will certainly make sure that I speak to the Minister responsible and try to seek a meeting for my hon. Friend.
