Commons ChamberI understand the sensitivity, particularly for local Members of Parliament and local communities who see that joint role. I reassure my hon. Friend that there are very clear statutory rules on how a local authority can and cannot act when it owns a piece of land that is subject to a planning application. I give him that reassurance that clear rules are in place.
I refer the hon. Gentleman to the current £700 million upgrade to the east coast main line, the brand new trains arriving on the east coast main line, the new trains the Government are providing for the Newcastle-upon-Tyne metro, our plans to reopen the Blythe to Ashington rail line with financial support from Nexus, the opening of the last leg of motorway-grade road between Newcastle and London, and of course the mayor of Teesside’s exciting plans for his airport. One of the most extraordinary things I have come across recently is that the shadow Secretary of State proposes nationalisation in every field of transport except for his local airport, on which he is opposed to nationalisation. [Interruption.]

Commons ChamberI can confirm that all the money raised is reinvested into transport, and the benefits of that are felt locally through the charge, which reduces congestion and therefore improves air quality. Of course, a vastly greater sum is projected to be invested in the lower Thames crossing, which is currently under way and will relieve significant burdens on her local community.
Local bus journeys remain central to transport choices, accounting for around 59% of all public transport journeys. The number of local bus passenger journeys in England has fallen since the 1950s to 4.36 billion in the year ending March 2018.
Since 2010, public funding for bus services has been cut by 45%, leading to a 20% decrease in passenger journeys. At the same time, bus operators have pocketed £1.5 billion in profits. Does the Minister think that the country and commuters are getting a good deal?
Well, bus patronage differs up and down the country, as does the number of miles covered by buses. When local authorities have good partnerships with bus companies, the number of bus passengers across all age groups tends to be higher. It is fundamental to note that the one place where bus miles are going down is in Labour-led Wales.
I can confirm that, compared with today, there will more trains from Kettering going north. The trains will be new, so they will have more seats, which means that, in terms of capacity, there will be more trains and better trains. On timing, we will see the start of more services for my hon. Friend’s constituents from December 2020.
I simply do not accept the premise of the hon. Gentleman’s question. This service is not being run on the cheap. We are seeing record levels of investment—both private and public investment is at a record level. Perhaps I should point out to him that his party’s policy is to nationalise the railways, which will result in more cash required from the Government, but of course the Labour party has not yet said where it might come from. We are focused on delivering the enhancements to the network, which will meet our aspirations for a high-capacity, environmentally clean rail network underpinning the UK economy. Therefore, I am afraid that I cannot really agree with the premise of the question.

Commons ChamberI thank my hon. Friend for registering that point in the most public way possible. I am not aware of any particular bias in Midlands Connect; I do not think it has one. We work closely with it on any of the schemes that it brings forward.
The Government have frozen regulated rail fares in line with inflation for the sixth year in a row. In addition we announced the launch of a new 16 to 17-year-old railcard, with up to 1.2 million young people eligible for a 50% discount on rail travel to coincide with the new academic year. Fares revenue is crucial to funding day-to-day railway operations and the massive upgrade programme we are delivering, all of which benefit passengers.
The Office of Rail and Road says that the train operating companies have paid out £1.3 billion in dividends since 2014. Would it not be better to use this money to cut fares, rather than paying fat cats in the private sector?
I should point out that 98p in every £1 paid in fares goes back into investment in the industry. The argument about nationalising the railways is one that we have had here before, and I think it is the wrong approach. The approach that we have taken for the past 25 years has led to a record growth in passenger numbers, a record number of services on our network and a record level of safety across our network. The hon. Gentleman’s suggestion would simply move us back to the 1970s and to a model that failed.

Commons ChamberMy hon. Friend is a long-standing campaigner on this issue. He is right to say that we want to see the services in the franchise resumed. The derogation was granted in March, and I know he has met my predecessor to discuss this issue. The works at Filton Bank are progressing, but this is a complex project. It is firmly on my radar, but perhaps I may ask him to meet me so that we can review the project and I can update him.
Since 2011, Highways England has delivered safety improvements at many locations on the A19, and more are planned or are under way. For example, works to improve safety at Sheraton have commenced and are expected to complete by spring 2019. A safety review was undertaken along the A19 from Dishforth to the Tyne tunnel in summer 2018, in order to inform further interventions.
The Minister will be aware that this week is Road Safety Week, and my two local newspapers, The Shields Gazette and the Sunderland Echo, are running a “Safe A19” campaign, backed by the local MPs. Bearing in mind that the Department’s safer roads fund was underspent by £75 million last year, will he commit funds to the A19 to alleviate local concerns?
I am grateful for the question. As the hon. Gentleman will be aware, the study of the A19’s safety has already been completed and is being analysed at the moment. The £75 million to which he refers was not underspent; the whole fund was used for the 50 schemes that were applied for and was fully discharged for that.

Commons ChamberOn a point of information, the NHS was brought into policy by William Beveridge, a Liberal, and it was framed in law in a White Paper by Sir Henry Willink, a Conservative. It is therefore—[Interruption.] It ill becomes the Labour party on the 70th birthday to make a party political issue of the national health service.
I am grateful, Mr Speaker. I think I can calm the hon. Member for Middlesbrough (Andy McDonald) by giving my answer to the question asked.
Highways England’s 2017 regional safety report assessed the safety performance of all the routes in the Yorkshire and north-east region, including the A19. The A19 is performing well compared with other routes of its type, but Highways England is not complacent, and a number of further studies and safety improvement schemes are planned.
Happy 70th anniversary to the NHS—an institution that was opposed every step of the way by the Tories when the Labour party brought it in. Can I bring the Minister’s attention to the “Safe A19” campaign run by my local newspapers, the Shields Gazette and the Sunderland Echo, and supported by myself and my hon. Friend the Member for Easington (Grahame Morris)? It is of no surprise to anybody that the number of incidents and accidents on that road is linked to the fact that roads in the north get half the amount of investment as roads in the south-east. What is the Minister doing to protect the people of the north-east?
As the hon. Gentleman will know, we take all issues of safety very seriously, and the same is true in the case of the A19. I have visited the A19 and seen schemes at work. We have further work planned on it, always with safety in mind.

I entirely agree, and I was going to come on to that point in my speech a bit further down the road.
Today, our roads are unarguably in a state of disrepair that worsens by the day. A brief survey of the facts reveals that the challenges that we face will increase if the Government continue to ignore concerns.
I congratulate my hon. Friend on introducing today’s debate. Does it not just show the mess the country is in that the Labour party has had to call a major parliamentary debate on potholes? Does it not also show what a false economy the Government’s seven years of austerity have been? They have made £200 million available to local councils to sort out potholes, when in the north-east alone we need £1 billion.
I entirely agree, and I will touch on that point later.
The Local Government Association recently stated that we are facing a “roads crisis”. That is demonstrated by the worst findings that the LGA has found since it began measuring potholes in 2006. The Royal Automobile Club Foundation for Motoring has found that pothole faults have worsened for the fourth consecutive quarter. An estimated 24,000 miles of road require repair in the next year, and 20% of local roads are thought likely to fail in the next five years.
Those issues are not being dealt with anywhere near fast enough, culminating in an extraordinary backlog of work that needs to be done. It is estimated that a one-time catch-up on that backlog would take 14 years to complete and cost £9.31 billion. That figure is alarming, but it will, of course, only get bigger if action is not taken right now.

Commons ChamberI will give way in a moment; let me make a bit of progress first.
I am not going to go through, line by line, the process that I have been undertaking in the past few months to reach what I believe is the right position for taxpayers, passengers and employees, but I have been struck by how little Labour Members understand about the way in which such a process must be managed, and how little they appear to understand the financial structure of franchising, rail laws, or the fact that the Government have to operate within the legalities of contracts and other laws.
I believe that, when confronting a failing franchise, the Government have three duties. The first is to ensure that any transition to a new arrangement is smooth and trouble-free for passengers. That was why we engaged an operator of last resort team in the autumn, meaning that, if necessary, they would have plenty of time to plan a smooth takeover. The team registered the name and prepared the website so that they would be ready if this situation arose. That is good practice.
The second of the duties is to ensure that the failing company fulfils its contract with the Government. If I had moved to make this decision months ago, the operator of last resort would not have not been ready and, moreover, I would have left taxpayers short-changed—they would have been given back less money than they should have been. When this contract ends, the taxpayer will have recovered all the money that it is possible to recover under the terms of the contract. That is a key duty of the Government in such a situation.
The Government’s third duty is to act according to due process, to be seen to assess all options properly, and to ensure that they have proper legal protection against any challenge to the decisions that I make. In the last few months, the Department has ensured that all those duties have been fulfilled, and I am grateful to all the members of the team who helped me to make that happen.
The Secretary of State mentioned the Welsh railways, but the motion is not about the Welsh railways; it is about the east coast main line, which has gone bust three times in less than 10 years. The Government are still obsessed with financing the private sector through taxpayers and railway users, whose fares have gone up by more than 32%.
I will tell the hon. Gentleman what the motion is about: Labour Members saying one thing in one place and doing something else in another. Why should we take them seriously when they do that?

I feel that deregulation has been an unmitigated disaster for regions such as the north-east, where we have had a knock-on effect on fares, falling bus patronage and local communities often entirely cut off from bus services. I know that my hon. Friend faces similar problems in his community in Hartlepool to those I face in mine.
On that point, the people in my constituency are entirely dependent on bus services. There is no other option. It is therefore imperative that the comparatively small amount of money allocated to the north-east for transport is spent on ensuring that local public transport services meet the needs of local people and businesses. Unfortunately, expenditure on local public transport in the north-east has dropped by more than 45% over the last five years, which is by far the biggest decrease in spending on any mode of transport in the region.
I want to take the opportunity to again raise with the Minister my long-standing concerns about the state of north-east local bus services. Over the past six years, thousands of local people have contacted me to express their deep dissatisfaction about the cost of fares and the level of service being provided by private bus companies. That is why I vocally supported efforts by Nexus and the North East combined authority to use existing legislation to re-regulate local bus services, through the introduction of a London-style quality contract scheme in Tyne and Wear. It would have integrated fares and routes and ensured that taxpayer subsidies were used to improve services instead of to increase operating profits. I was therefore sorely disappointed with the quality contract scheme board decision a year ago to reject the proposals, even though it acknowledged that the scheme would offer local people a transport system unrivalled outside London. I still find it incredible that the board believed operators should be compensated for the future loss of potential profits. The people of the north-east should not have to compensate bus operators for what is taken for granted in London.
One year on, north-east passengers are no closer to getting the bus service they deserve. Nexus was clear during the QCS process that if the scheme was not implemented, bus cuts were inevitable, fares would increase and ridership would go down. That scenario is playing out. Annual bus statistics show that bus patronage has decreased by 2.7% again in Tyne and Wear and given the frequency with which operators chop and change services and raise fares, that is hardly a surprise. While north-east bus passengers continue to suffer from the absence of a fully integrated network, bus operators in the region continue to make large profits. In fact, in some cases the profits made by commercial bus operators are even being used to prop up loss-making rail franchises, as David Brown, chief executive officer of the Go-Ahead Group recently admitted. We cannot go on like this.
The QCS board decision last November may have blocked efforts to introduce franchising schemes under existing legislation, but there was much hope that the Bus Services Bill would give us the power to implement the change we so desperately need. Unfortunately, despite sensible amendments to the Bill in the House of Lords on bus franchising schemes, the Government seem determined to ensure those powers will only be available automatically to mayoral combined authorities. It seems as if the region will once again be denied the opportunity to improve services for passengers. The current deregulated system has not only failed to prevent a decline in bus patronage—it has exacerbated it. I ask the Minister to think carefully on the amendments and to give the north-east the powers it needs to implement the urgent, radical change needed to arrest and reverse that decline.
Buses are of course not the only means by which people travel across the north-east, although they are the only mode of public transport for many of my constituents, which is one of the main reasons for the poor connectivity between semi-urban and rural constituencies such as mine and the urban centres they surround. If the Government really want to create better transport links between economic centres in the north, they must provide Nexus with the long-term funding necessary for essential infrastructure works to refresh and expand the metro. With 60 stations, around 40 million passenger trips per year and trains running up to 19 hours a day, the metro has been serving the needs of north-east residents for more than 40 years.
I am very interested in that point about how busy the metro is. Is my hon. Friend aware that Network Rail maintains the principal part of the rail tracks that the metro runs on, as well as the rest of the rail tracks in the north-east? Does she agree that we should press the Minister to assure us that Network Rail will not be privatised again, as has been widely reported in the national newspapers? It was brought into public hands because of a poor safety record in the private sector. We need an assurance on that today, bearing in mind how dependent we are in the north-east on the railways and the metro.
I am sure the Minister will want to respond to that point; I am not sure that my hon. Friend will get that assurance, but he has made his point clearly.
The metro, a system that was once the envy of the country, is now in need of major renewal and investment. The metro reinvigoration programme, published by Nexus in July this year, provided a clear strategy for the creation of a joined-up rail and metro network that will make use of the disused former passenger and freight routes that criss-cross the north east, such as the Leamside line. Those plans would provide people in my constituency, as well as those living in Washington, Seaham, west Newcastle, Gateshead, Team valley and elsewhere, with the means to travel much more easily and efficiently across the region.

Commons ChamberI have recently been made aware of this situation. I do not want to see the timetable held back, and I will be engaging with all those involved to see how we address the issue.
I always recognise customers’ concerns about the amount they pay on fares. I have been very clear with the rail industry so far in my dealings with it that it has to put the passengers first in all the decisions that it takes, and the convenience of the industry must be a subsidiary concern.

Commons ChamberThey say that Rome was not built in a day, but I was not the foreman on that particular job. I am delighted to report to the House that, despite being told when we were in opposition that we could not introduce a lorry road user charge for foreign trucks, we have done so. We predicted that it would yield £25 million in revenue, but it is on track to yield more than £45 million in the first year, levelling the playing field for hard-working British hauliers.
T10. Sadly, but unsurprisingly, the Government ignored the views of the people of the north-east when they ploughed ahead with the privatisation of the east coast main line. Will they back the wishes of the people of the north-east in introducing a quality contract scheme for the operation of our bus services, so that the buses can be put into the people’s hands and taken out of the hands of profiteers?
The simple fact is that we will see fantastic benefits from the new operation on the east coast main line. We will see more services to towns that have not been served before, and more services to the north-east. One of the things I was keen to do last week, in relation to the invitation to tender and to the north-east, was to consign the Pacer trains to the rubbish heap. It is important to get rid of them, and that is something that this Government, unlike the last Government, will deliver on. The bus scheme for Newcastle and the north-east is currently before the Department, and it would be inappropriate for me to take a view on it at this time.
