As a regular user of this service, I agree with the Secretary of State that East Coast making a profit is not a bad thing. The difference is that we want that £1 billion profit going back to the people of this country—not lining the pockets of his Tory friends.
The fact is, as I said, that directly operated railways have basically paid £1 billion to the Exchequer over the past five years. The new intercity express will pay £3.3 billion over eight years.

Commons ChamberWe are absolutely determined that, where we can, we come to some accommodation with petitioners. Indeed, two weeks ago, I met the Country Land and Business Association and a number of its members who are affected to try to resolve some of the outstanding issues they had. It is important that we do whatever we can to resolve these matters ahead of what some may feel is the daunting prospect of appearing before the Committee.
T4. With airports in the south, especially London’s, bursting to capacity and the north-east desperate for some form of economic stimulus, does the Minister not agree that it is about time the Government looked again at reducing air passenger duty or even scrapping it altogether for airports such as Newcastle’s?
Once again, I am tempted to direct the hon. Gentleman to the Chancellor, but of course some simplification of APD was announced in the Budget, which makes it simpler for some long-haul flights. APD is never far from my thoughts when I meet people from airports up and down the country.

I am not sure that I have picked up on that seven turning into one, but I will mention the performance issues, so an answer may emerge as we proceed.
My hon. Friend is making a persuasive case. The east coast main line has flourished since it came back into public ownership. This is an example of privatisation for privatisation’s sake. The only people who will benefit from it are that small number of Tory pals—those profiteers who will bung their pockets with taxpayers’ money.
I thank my hon. Friend. He makes a valid point, and I hope to return to it.

Commons ChamberI am very aware of the project and I recognise its benefits, and officials at the Department for Transport are working with Network Rail and the local authorities concerned. It looks to have a fairly positive business case and we will consider this alongside all the others put forward this morning that could be funded in railway control period 5.
T3. Will the local transport Minister give us an assurance today that, despite Government Members’ statements, there will be no planned changes to the concessionary fares scheme?
I do not know whether the hon. Gentleman has kicked me upstairs to the House of Lords, but I will try to give him an answer. There are no planned changes to the concessionary fares regime. It is in place and will be in place for the rest of this Parliament, and we are determined to ensure that pensioners benefit entirely from the arrangement.

4. What his policy is on the future of the bus service operators grant; and if he will make a statement.
13. What assessment he has made of the likely effects on socially excluded groups of the proposed reduction in bus service operators grant.
From 2012-13, the rate at which bus service operators grant is paid will be reduced by 20%. Our assessment is that this level of reduction will, overall, have a low impact on socially excluded groups. I spoke to the Confederation of Passenger Transport UK, which represents the bus industry, following the Chancellor’s announcement on 20 October. It was hopeful that, in general, this reduction could be absorbed without fares having to rise.
That is absolute nonsense. The pensioners and the poor people of this country did not create the banking crisis, so why are the Government making them pay with cuts such as this, which will inevitably mean rises in fares and reductions in services?
With respect to the hon. Gentleman, I do not think that he heard the answer I gave, which was that I have spoken to the Confederation of Passenger Transport UK, which represents the bus industry, and it was hopeful that the reduction in the bus service operators grant was marginal and could be absorbed without fares having to rise. I also draw to his attention the fact that the Government have protected the concessionary fares arrangements.

Commons ChamberI hope that my office told my hon. Friend that I visited the M25, including junctions 23 to 27, this morning, and jolly wet, windy and congested it was, so I am sure that the scheme will be most welcome. I am not aware that we have received a funding bid for the northern gateway scheme. As I said earlier, speculative schemes that are not already in the system will now have to wait until we announce a further round of bidding, and then there will be an opportunity to bid for further schemes in future spending review periods.
I am sure that the Secretary of State will understand my disappointment that the junction schemes on both sides of the Tyne tunnel have been shelved for the time being. Those junctions are important. The Tyne tunnel is in the process of being dualled, which will encourage substantially more traffic in the area, and the junctions are needed to keep the traffic flowing. Will he meet me and my hon. Friend the Member for North Tyneside (Mrs Glindon), whose constituency is also affected by the increase in traffic, so that we can discuss these issues?
I am happy to receive a representation from the hon. Gentleman. Of course, the promoting local authority must be the primary conduit for contact with the Department, but if he wants to meet me, I am happy to talk to him.

Commons ChamberI thank my hon. Friend, who makes a very important point. Now that we have made it clear that there will be no third runway at Heathrow airport, modal shift from air to rail becomes crucially important, including for journeys through to Europe. I have asked HS2 Ltd to look at the options and the costs of providing a direct link from the proposed HS2 to the existing high-speed rail network to the Channel tunnel.
T2. I cannot stress enough the importance of the Tyne and Wear metro to the people of the north-east—in respect of the economy, the environment and the general quality of life. The previous Government pledged £350 million to upgrade the scheme, so will the Minister acknowledge the importance of the Tyne and Wear metro and tell us whether he is going to honour that pledge?
I do acknowledge the importance of the Tyne and Wear metro, just as I acknowledge the difficult financial position the Government are in. I suggest that the hon. Gentleman wait for the Treasury statement later this morning.
